>> GOOD EVENING. IT IS 5:31,

[1. Call Meeting to Order]

AND I WOULD LIKE TO CALL TO ORDER THE REGULAR MEETING OF THE BOARD OF TRUSTEES, OF FRISCO ISD.

WE HAVE FOUR TRUSTEES PRESENT.

WE WILL MOVE INTO ACTION ITEM NUMBER 2,

[2. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 1 of 2)]

WHICH IS CLOSED SESSION UNDER TEXAS GOVERNMENT CODE CHAPTER 551 SUBCHAPTERS D AND E.

>> GOOD EVENING.

[3. Reconvene in Open Meeting (Part 1 of 2)]

GOOD EVENING?

>> [BACKGROUND] EVENING.

>> THANK YOU. IT IS 6:52, AND WE WILL RECONVENE INTO OPEN SESSION.

WE WILL MOVE TO AGENDA ITEM 4,

[4. Pledge of Allegiance ]

WHICH IS THE PLEDGE OF ALLEGIANCE, MS. MCKIN.

>> WE HAVE STUDENT WITH US FROM SEARLES ELEMENTARY.

>>

>> NOW FOR THE TEXAS FLAG.

>> GREAT JOB, KIDDOS.

THANK YOU ALL FOR BEING HERE WITH US TONIGHT.

IN ADDITION TO OUR PLEDGE OF ALLEGIANCE, WE WOULD LIKE TO RECOGNIZE THAT OCTOBER IS NATIONAL PRINCIPLES MONTH, AS WELL AS SEPTEMBER 26 WAS HUMAN RESOURCES PROFESSIONAL MONTH OR PROFESSIONAL DAY.

DURING THE MONTH OF OCTOBER, THANK A PRINCIPAL, GIVES THEM A WARM SMILE, AND I THINK WE HAVE A FEW PRINCIPLES THAT ARE HERE WITH US TODAY.

IF WE DO, IF YOU ALL COULD, PLEASE STAND AND WE JUST GIVE THEM A ROUND OF APPLAUSE.

IF WE HAVE ANY PRINCIPLES HERE.

[APPLAUSE] THANK YOU ALL SO MUCH FOR ALL THAT YOU DO.

YOU ARE A VALUABLE ASSET TO FRISCO ISD IN PUBLIC EDUCATION, AND YOU ARE HERE ON A TUESDAY NIGHT AFTER DEALING WITH ALL OF OUR KIDDOS.

THANK YOU AGAIN FOR BEING HERE AND THANK YOU, WE CELEBRATE YOU THIS MONTH.

WE CELEBRATE YOU EVERY DAY. THANK YOU.

[APPLAUSE] BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 5,

[5. Board Report]

WHICH IS THE BOARD REPORT.

JUST FOR YOUR INFORMATION TODAY, COMMUNITY MEMBERS, OUR SCHOOL BOARD REPRESENTS, SO WE ARE A PART OF SUBCOMMITTEES ACROSS OUR DISTRICT DEPARTMENTS.

THROUGHOUT THE MONTHS, WE MEET WITH OUR DEPARTMENT HEADS AND STAFF TO ONE LEARN MORE ABOUT OUR DISTRICT AND THE ROLES THAT WE SHOULD PLAY IN MAKING SURE THAT THE COMMUNITY KNOWS AND UNDERSTANDS WHAT WE'RE DOING WITHIN FRISCO ISD.

DURING OUR SCHOOL BOARD MEETINGS, I HAVE ASKED THAT OUR CHAIRS, WHICH IS A BOARD MEMBER FOR EACH SUBCOMMITTEE, IF THERE IS A MEETING, THAT TAKES PLACE THROUGHOUT THE MONTH THAT THEY SHARE ON SOME OF THE THINGS THAT WE ARE SPEAKING ABOUT DURING OUR SUBCOMMITTEE MEETINGS SO THAT YOU CAN BETTER UNDERSTAND WHAT WE'RE DOING HERE AS A DISTRICT.

I'LL OPEN THE FLOOR FOR OUR COMMITTEE CHAIRS.

I BELIEVE WE CAN START WITH MRS. ELAD.

>> SURE, THANK YOU. TWO THINGS I HAD TO REPORT.

THE FIRST IS THE TEACHING AND LEARNING SUBCOMMITTEE MET A FEW WEEKS AGO.

THE THINGS THAT WE'RE GOING TO BE FOCUSED ON IN THAT COMMITTEE THIS YEAR IS DOING A DEEP DIVE INTO OUR GRADING POLICIES AND PRACTICES.

ALSO, ONCE WE'RE DONE WITH THAT, PROBABLY BY SPRINGTIME, I'M TOLD, IS WE'LL DIVE A LITTLE DEEPER IN TERMS OF HOW WE TEACH READING AND ALL THE DIFFERENT COMPONENTS IN FRISCO ISD.

I'M VERY GRATEFUL TO DR. FIORI AND DR. CUNNINGHAM FOR THEIR SUPPORT.

ON THAT AND I LOOK FORWARD TO WORKING WITH THEM ON THOSE THINGS THROUGHOUT THE YEAR.

ALSO, LAST MONTH, MR. PONANGI, WHO'S ALSO ON THE TEACHING AND LEARNING COMMITTEE ALONG WITH MS. DAVIS, WE MET AT LIBERTY HIGH SCHOOL, GOPAL AND I DID TO MEET WITH THE PRINCIPAL THERE AND THE STAFF THERE TO LEARN A LITTLE BIT MORE ABOUT HOW THE TEAM

[00:05:02]

CREATES PLANS WITH CLEAR OBJECTIVES FOR THE STUDENTS AT ALL THE DIFFERENT LEVELS AND ACROSS THE DIFFERENT COURSES AND HOW THEY ENSURE THAT THE STUDENTS ACHIEVE MASTERY.

THAT WAS A REALLY GOOD FOUNDATION AS WE DO OUR WORK IN OUR DEEP DIVE THIS YEAR. I'M GRATEFUL FOR THAT.

THE OTHER THING THAT I'LL REPORT ON WAS THAT I SERVED AS THE FRISCO ISD DELEGATE TO THE DELEGATE ASSEMBLY AT TASB A FEW WEEKS AGO, AND MRS. SALAS WAS THE ALTERNATE DELEGATE FOR THAT PROCESS.

THAT INVOLVES FOR THOSE WHO DON'T KNOW, ATTENDING A MEETING WITH JUST THE REGION 10 DELEGATES AT FIRST TO JUST TALK THROUGH ANY ISSUES, SEE IF ANYONE WANTS TO MAKE ANY CHANGES OR PROPOSE ANY AMENDMENTS TO THE BYLAWS AND OTHER PRIORITIES THAT THE TASB GENERAL ASSEMBLY WILL BE VOTING ON.

THEN AFTER THAT, GOING TO THE LARGER GENERAL ASSEMBLY, WHICH INCLUDES ONE REPRESENTATIVE FROM EACH SCHOOL DISTRICT ACROSS TEXAS THAT CHOOSES TO SEND A DELEGATE TO THE ASSEMBLY AND VOTING ON ALL OF THOSE DIFFERENT THINGS.

THIS IS MY SECOND TIME DOING THAT.

IT'S ALWAYS AN INTERESTING PROCESS TO SEE HOW OTHER DISTRICTS LOOK AT THE THINGS THAT ARE BEFORE THE BODY AND THAT IS IT.

>> THANK YOU. MR. MADDOX.

>> THANKS, MADAM CHAIR. I'D JUST LIKE TO REPORT THAT THE AUDIT COMMITTEE HAS COMPLETED TWO AUDIT REPORTS.

WE DID HAVE A REDUCTION IN STAFF WITH THE RETIREMENT OF ANDREW.

I'D LIKE TO COMMEND DANA FOR STEPPING UP.

SHE'S DONE AN OUTSTANDING JOB FOR PICKING UP THAT WORKLOAD.

THEN JUST WANT TO KNOW FOR THE RECORD THAT WE WILL CONTINUE TO WORK THE AUDIT PLAN, BUT OBVIOUSLY THERE WILL BE SOME REDUCTION IN WHAT WE WILL COMPLETE BY THE END OF THE YEAR, BUT WE'LL COME BACK AND REPORT ON THAT LATER ON. THANK YOU.

>> THANK YOU. MR. PONANGI.

>> YEAH, I JUST WANT TO GIVE A COUPLE OF UPDATES, NOT DEFINITELY ABOUT THE ID SUBCOMMITTEE MEETING, WE HAVE NOT MET YET, WE'LL BE MEETING VERY SOON.

BUT ONE OF THE THINGS THAT I WANTED TO MENTION IS THAT OUR SCHOOL BOARD HAS ATTENDED THE TASA TASB CONVENTION IN SAN ANTONIO, AND IT WAS 100% FULL ATTENDANCE.

AS MS. ELAD HAS MENTIONED, IT'S A PLACE WHERE WE GET TO UNDERSTAND THE BEST PRACTICES THAT OTHER SCHOOL DISTRICTS ARE DOING AND OTHER SCHOOL ADMINISTRATORS ARE LEADING AT THE SCHOOL DISTRICTS.

IT WAS NICE TO BE THERE, LISTEN TO OTHERS AND THEN UNDERSTAND WHAT ARE THE THINGS THAT WE CAN LEVERAGE HERE IN OUR DISTRICT.

VERY QUICKLY, ANOTHER QUICK UPDATE IS THAT MYSELF AND MS. DAVIS, WE WERE PART OF THE LEADERSHIP EXCHANGE TRIP HOSTED BY FRISCO CHAMBER OF COMMERCE.

WE HAD AN OPPORTUNITY TO VISIT ALPHARETTA, THE ATLANTA AREA, SOME OF THE CITIES, PEACH TREE COMMONS.

DR. CUNNINGHAM WAS THERE, TOO.

THANKS. [LAUGHTER] CAN'T DO WITHOUT HIM.

WE HAD GOOD OPPORTUNITIES APART FROM VISITING SOME CITIES, BUT WE ALSO VISITED THE SCHOOL SIMILAR TO OUR K CENTER AND WE FOUND SOME INTERESTING THINGS THAT ARE HAPPENING.

WE CAN PROBABLY START THINKING OF DISCUSSING ABOUT HOW WE CAN LEVERAGE SOME OF THOSE THINGS INTO OUR DISTRICT.

>> THANK YOU. I KNOW THAT WHEN WE ATTENDED THIS LEADERSHIP EXCHANGE PROGRAM, IT IS IMPORTANT TO NOTE THAT YES, WE IN FACT WENT AND WE VISITED A MAGNET SCHOOL IN A SUBURB OF ATLANTA, GEORGIA.

DURING OUR TIME THERE, WE WERE ABLE TO SEE SOME OF THE THINGS THAT LOOK A LOT LIKE WHAT WE OFFER ON ALL OF OUR CAMPUSES, AND I WAS JUST REALLY AMAZED BY HOW WE ARE ABLE TO ACROSS OUR 77 SOME ODD BUILDINGS, HOW WE'RE BASICALLY DUPLICATING THOSE EFFORTS AND MAKING SURE THAT OUR MAJORITY OF STUDENTS ARE ABLE TO TAKE PART IN IT AND NOT HAVE TO BE LIMITED.

IT WAS A GREAT OPPORTUNITY TO SEE HOW OTHER STATES AND OTHER SCHOOL DISTRICTS FUNCTION AND OPERATE.

I WILL STILL MAINTAIN AND GO ON RECORD TO SAY THAT FRISCO ISD IS THE BEST PUBLIC PRIVATE EDUCATION THAT ANY CHILD CAN RECEIVE IN THE STATE OF TEXAS AND EVEN POSSIBLY IN THE US.

I HOPE YOU ALL NOTED THAT.

>> I SECOND THAT. [LAUGHTER]

>> THANK YOU. [APPLAUSE] MR. LOWE.

[00:10:08]

>> THANK YOU, MADAM PRESIDENT.

[NOISE] EARLIER THIS EVENING, I ATTENDED THE TRS BOARD MEETING AT CITY HALL AND WE HAD A COUPLE OF AGENDA ITEMS. ONE WAS TO INCREASE THE TRS TERRITORIES.

WE WERE ABLE TO INCLUDE SEVERAL OF OUR SCHOOL DISTRICTS.

OUR SCHOOLS, ELEMENTARY AND MIDDLE SCHOOLS, I BELIEVE THEY WERE.

THE REASON WHY THAT IS GOOD IS BECAUSE WE GET TO USE SOME OF THE TRS FUNDS FOR THE M&O BUDGET FOR THOSE SCHOOLS BECAUSE WE HAVE EXPANDED IT.

THAT'S SOMETHING THAT'S GOING TO WORK OUT REALLY GOOD FOR OUR DISTRICT.

THE SECOND THING IS WE EXTENDED THE TRS ANOTHER 20 YEARS, AND WE HAD TALKED ABOUT THAT WE WERE AWARE OF THAT, SO WE DID THAT TODAY.

>> THANK YOU. BOARD IS THERE ANY OTHER COMMENTS OR REMARKS THAT YOU ALL WOULD LIKE TO MAKE? THANK YOU ALL, AND THANK YOU SO MUCH FOR REPORTING OUT.

I KNOW THAT YOU ALL ARE ATTENDING THESE MEETINGS AND THEN TO HAVE TO COME UP AND TALK ABOUT ALL OF THE THINGS THAT MEANS WE HAVE TO TAKE SOME PRETTY INTENSE NOTES, SO WE APPRECIATE YOU ALL BEING THERE AND DOING THESE THINGS.

WE'RE GOING TO MOVE TO AGENDA ITEM 6,

[6. Recognitions]

WHICH WILL BE RECOGNITIONS.

>> HI. I'M MS. DAVIS, AND DR. WILDER, WOULD YOU JOIN ME ONSTAGE, PLEASE? JOIN THEM ONSTAGE.

THANKS.

TONIGHT, WE ARE RECOGNIZING 107 ROASTERS.

THEY ARE WITH OUR ASPIRE PROGRAM.

WE'RE GIVING A SHOUT OUT TO OUR SPECIAL EDUCATION ASPIRE PROGRAM.

THEY ARE OPENING THEIR ASPIRE MARKET PRETTY SOON.

GRAND OPENING TO BE ANNOUNCED, BUT WATCH FOR IT.

SO 107 ROASTERS IS GOING TO DO IS ACTUALLY, THEY'RE THE COFFEE BEAN PROVIDER FOR THE MARKET.

THEY'RE GOING TO BE SELLING BAGS OF THE COFFEE, BUT THE BEST PART OR MY FAVORITE PART, AT LEAST, IS THAT THEY HAVE DESIGN, CREATED AN ASPIRE BLEND THAT IS JUST FOR OUR ASPIRE MARKET.

WE'RE PRETTY EXCITED TO CHECK THAT OUT.

THEY'RE GOING TO SERVE CAPPUCCINOS, LATTES, TEAS, ALL THE GOOD STUFF.

JUSTIN, AM I MISSING ANYTHING? [BACKGROUND] THAT'S ALL THE THINGS.

IF YOU ARE ONE OF THE ONES PURCHASING OUR BOO BUCKETS THROUGH THE ASPIRE PROGRAM, IT'S GOING TO BE PRETTY SIMILAR TO PURCHASE THE COFFEE THROUGH ASPIRE PROVIDED BY ONE 107 ROASTERS.

LET'S GIVE PATRICK TATE A ROUND OF APPLAUSE FOR BEING HERE REPRESENTING 107 ROASTERS.

[APPLAUSE] HERE'S A FEW PICTURES OF SOME OF OUR ASPIRE BARISTAS.

THEY ARE VERY TALENTED.

IF THEY COME TO YOUR OFFICE, YOU GOT TO GRAB A TEA OR A COFFEE. THANK YOU GUYS.

>> THANK YOU. THE SIGN IS NOT TELLING A JOKE.

IF YOU ARE EVER IN THIS WELL, I DON'T KNOW IF YOU ALL WOULD BE IN THE BUILDING, BUT I SHOULD JUST SAY THAT WHEN WE ARE IN THE BUILDING AND WE'RE ABLE TO TAKE ADVANTAGE OF OUR ASPIRE COFFEE WE NEVER WANT TO FREQUENT ANY OF THE OTHER COFFEE SHOPS, AGAIN.

IF YOU'RE EVER IN THE BUILDING VISITING, I DON'T KNOW WHAT THE RULES ARE, BUT I HOPE YOU GET TO TRY IT.

BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 7,

[7. Invocation]

WHICH IS IN VOCATION. MR. HILL.

>> PLEASE BOW YOUR HEADS. HEAVENLY FATHER, WE ASK THAT YOU ALLOW US TO BE A SOURCE OF HOPE.

PLEASE GIVE US YOUR WISDOM AND PATIENCE AS WE MAKE DECISIONS THAT AFFECT THE LIVES OF CHILDREN, EDUCATORS, AND THEIR FAMILIES THROUGHOUT THIS DISTRICT.

WE THANK YOU FOR THE DAILY BLESSINGS GIVEN TO EACH OF US AND FOR THE OPPORTUNITY TO LIVE AND SERVE THIS EXCEPTIONAL COMMUNITY.

WE PRAY THAT YOU KEEP OUR STUDENTS AND STAFF ALL SAFE FROM HARM.

WE ALSO PRAY FOR THE SAFETY FOR ALL THOSE THAT PROTECT AND SERVE OUR SCHOOLS EVERY DAY.

HELP US TO ALWAYS REMEMBER THAT WE ARE A COMMUNITY OF NEIGHBORS, FAMILIES, AND FRIENDS, AND MAY EACH OF US FULFILL OUR RESPONSIBILITIES WITH CARE, DILIGENCE, AND GRATITUDE.

WE ASK ALL THESE THINGS IN YOUR NAME. AMEN.

>> THANK YOU, MR. HILL. BOARD WE'LL MOVE TO AGENDA ITEM 8,

[8. Future Ready Campus Spotlight]

WHICH IS FUTURE READY CAMPUS SPOTLIGHT. MRS. DODD.

[00:15:10]

>> GOOD EVENING. THANK YOU GUYS SO MUCH FOR THE OPPORTUNITY TO SHOWCASE SOME OF OUR AMAZING PRINCIPLES, ESPECIALLY WHAT BETTER MONTH TO KICK IT OFF THAN NATIONAL PRINCIPAL APPRECIATION MONTH.

THIS IS GREAT TIMING. LAST YEAR, WE HAD SEVERAL PRINCIPLES THAT SHARED INFORMATION ON THE FUTURE READY FOCUS AREAS THAT THEY WERE FOCUSING ON ON THEIR CAMPUS.

WE'RE DOING SOMETHING VERY SIMILAR THIS YEAR, BUT WE WANTED TO EXPAND THE SCOPE JUST A BIT AND JUST OPEN IT UP SO THAT THEY'D REALLY HAVE AN OPPORTUNITY TO JUST SHOWCASE ALL OF THE REMARKABLE WORK THAT THEY'RE DOING AT THEIR CAMPUS AND NOT BE LIMITED TO JUST A SPECIFIC FOCUS AREA.

WE HAVE SIX CAMPUS PRINCIPALS THIS YEAR THAT ARE PARTICIPATING IN OUR PRINCIPAL IGNITE PROGRAM.

THIS PROGRAM IS WHERE THEY COME AND THEY COLLABORATE WITH DISTRICT LEADERSHIP, AND THEY HAVE AN OPPORTUNITY TO RECEIVE SOME COACHING AND TO ALSO JUST GAIN INSIGHTS INTO DISTRICT OPERATIONS.

THOSE PRINCIPALS WILL BE THE ONES THAT WILL BE SPOTLIGHTED DURING OUR BOARD MEETINGS THIS YEAR, AND WE ARE KICKING THOSE THINGS OFF THIS EVENING WITH OUR FIRST PRINCIPAL.

WE HAVE MR. ALAN WALIGURA, WHO IS THE DEDICATED PRINCIPAL OF INDEPENDENCE HIGH SCHOOL.

HE HAS BEEN IN EDUCATION FOR 27 YEARS, AND HE HAS BEEN THE PRINCIPAL AT INDEPENDENCE FOR 12 YEARS, ALL AT INDEPENDENCE.

HE HAS A WEALTH OF KNOWLEDGE AND SUCH GREAT IDEAS AND IS EXCITED TO SHARE WITH YOU.

PLEASE HELP ME WELCOME MR. WALIGURA. [APPLAUSE]

>> GOOD EVENING. MY NAME IS ALAN WALIGER, THE PRINCIPAL AT INDEPENDENCE HIGH SCHOOL.

I WOULD LIKE TO START THIS EVENING BY THANKING THE BOARD OF TRUSTEES AND THE IST FOR ALLOWING ME THE OPPORTUNITY TO COME AND SHARE, AND WE'LL SHARE THE AWESOME WORK THAT'S HAPPENING AT IHS.

WE HAVE TO DO THIS TOGETHER HERE.

WHEN WE OPENED OUR DOORS IN 2014, THE FOLLOWING MISSION AND BELIEF STATEMENTS WERE DEVELOPED BY OUR STUDENTS AND BY OUR STAFF.

YOU CAN SEE HERE, OUR MISSION IS INSPIRED TO LEARN AND EMPOWERED TO EXCEL.

WE BELIEVE IN EVERY STUDENT'S ABILITY TO LEARN, MAKING DECISIONS ON WHAT'S BEST FOR KIDS, COLLABORATION OVER ISOLATION, AND REALLY ENSURING THAT WE HAVE A NURTURING AND COMPASSION LEARNING ENVIRONMENT.

OUR CAMPUS GOAL THIS YEAR IS REALLY FOCUSED ON FUTURE READY.

YOU CAN SEE HERE IT'S TO INTENTIONALLY HAVE OUR STAFF DESIGN ENGAGING AND RELEVANT LEARNING EXPERIENCES THAT INTEGRATE THE PRACTICAL APPLICATION OF FUTURE READY SKILLS.

THESE GOALS AIM TO PREPARE OUR STUDENTS FOR THE CHALLENGES AND THE OPPORTUNITIES OF TODAY AND TOMORROW.

TONIGHT, I WILL BE HIGHLIGHTING FIVE DIFFERENT AREAS.

WE'RE GOING TO LOOK AT OUR DEPARTMENT FOCUS AS IT RELATES TO FUTURE READY.

WE HAVE BUILT OR CREATED A FUTURE READY COMMITTEE.

WE'RE GOING TO CELEBRATE SOME OF THE THINGS HAPPENING IN THE CLASSROOM, BEYOND THE CLASSROOM, AND OUR CAMPUS CULTURE.

WHEN WE LOOK AT OUR DEPARTMENT FOCUSED LESSONS, INSTEAD OF HAVING ALL OF OUR DEPARTMENTS FOCUS ON ALL OF THESE, WE'VE DECIDED TO DIVIDE THEM UP, AND BE VERY SPECIFIC AND STRATEGIC ON THE INSTRUCTIONAL STRATEGIES WHEN WE IMPLEMENT THESE INTO OUR LESSONS.

YOU CAN SEE HERE, EACH DEPARTMENT HAS A DIFFERENT ATTRIBUTE THAT THEY FOCUS ON.

THIS ENSURES THAT WE ARE INTENTIONALLY CREATING FUTURE READY PLANS OR LESSONS THAT CAN BE APPLIED TO EVERY COURSE ON THE STUDENT SCHEDULE.

THE OTHER THING THAT WE DID THIS YEAR, WE STARTED LAST YEAR WAS WE DEVELOPED A FUTURE READY COMMITTEE ON OUR CAMPUS.

YOU CAN SEE THESE ARE A LOT OF THE THINGS THAT WE ACCOMPLISHED LAST YEAR.

WE TOOK THE REFLECTIONS AND THE ADJUSTMENTS FROM OUR STUDENT SURVEYS, AND WE DID THAT DURING ADVISORY.

WE CREATED AN INSTRUCTIONAL STRATEGY COLLECTION OF IDEAS ON HOW TO IMPLEMENT THESE THINGS IN THE LESSON.

WE ARE IN THE PROCESS OF PUTTING ALL THOSE THINGS TOGETHER AND PUTTING A TOOLBOX THAT WILL ADD TO OUR ONE STOP SHOP.

THEN WE'VE ALSO CREATED A POST ASSESSMENT, A FILE THAT THE TEACHERS CAN USE AS AN EXIT TICKET AFTER ACTIVITIES OR EVEN AFTER ASSESSMENTS TO SHOW HOW THE KIDS DID WITH THE ATTRIBUTES AND HOW THEY APPLIED THAT TO THEIR LEARNING.

WE DO RECOGNIZE OUR STAFF BY THE TRAIT OF THE WEEK.

THEY GET NOMINATED FOR THAT WHEN THEY ARE USING THOSE ATTRIBUTES IN CLASS, AND THE SAME THING FOR THE STUDENTS.

WHEN WE SEE THAT, WE GIVE THEM WHAT WE CALL TRAIT SLIPS, AND SO WE RECOGNIZE STUDENTS EVERY WEEK OR EVERY NINE WEEKS ON THAT.

[00:20:02]

WE DO HAVE ACTIVITIES LIKE TECH THE HALLS IS WHAT WE DID FOR OUR PD, SO THAT WE CAN TEACH OUR STAFF HOW TO IMPLEMENT THESE THINGS.

THEN WE ALSO, FOR THE STUDENTS, WE DO A LOT OF LIBRARY ESCAPE ROOMS. THIS HAS USE COLLABORATION CONTRIBUTION, AND THEN YOU HAVE TO EMBRACE THAT CHALLENGE OF GETTING OUT OF THAT ROOM.

ANYWAY, THOSE ARE JUST SOME OF THE THINGS THAT WE ACCOMPLISHED IN OUR FIRST YEAR.

MOVING ON TO THIS YEAR, WE ARE EXPANDING OUR STUDENT PARTICIPATION THROUGH OUR AMBASSADORS AND OUR STUDENT COUNCIL.

THESE ARE OUR LEADERSHIP GROUPS ON OUR CAMPUS.

THESE GROUPS WILL HELP INTEGRATE STUDENT PERSPECTIVES AND IDEAS INTO THE FUTURE READY EFFORTS THAT WE HAVE ON OUR CAMPUS.

NOW, WE WILL LOOK AT THE SUCCESSES IN THE CLASSROOM.

THEN EVERY YEAR, THERE IS AN AP COLLEGE BOARD HONOR THAT COMES OUT, AND THERE IS A BRONZE, A SILVER, A GOLD, AND A PLATINUM CATEGORY, AND I'M PROUD TO SAY THAT WE HAVE REACHED PLATINUM.

YOU CAN SEE THOSE ARE THE CATEGORIES THERE, THE COLLEGE CULTURE AT 40%, IHS HITS IT AT 84.

WHEN YOU'RE LOOKING AT COLLEGE CREDIT, IT'S 25%, AND WE'RE HITTING IT AT 68.

COLLEGE OPTIMIZATION, IT'S 2%, AND THEN WE ARE AT 54%.

WE ARE EXTREMELY PROUD OF THE STUDENTS AND STAFF FOR EARNING THIS HUGE ACCOMPLISHMENT.

LOOKING AT THE PREVIOUS SLIDE, OUR FINE ARTS DEPARTMENT IS ON THEIR FOCUSES CONTRIBUTION.

YOU CAN SEE THAT OUR STUDENTS DECIDED TO TAKE THOSE EFFORTS OUTSIDE AND CLEAN UP AROUND THE CAMPUS.

WE HAVE BEYOND THE CLASSROOM, FOR OUR SPECIAL ED STUDENTS, OUR SPECIAL ED TEAM IS ROCKING IT WITH CREATING CAMPUS-BASED JOBS, MAKING T-SHIRTS, RECYCLING EFFORTS, CAMPUS DELIVERIES, AND COMING SOON, I GUESS, IT'S A THEME TONIGHT, WE'VE GOT A UP ON NIGHT COFFEE SHOP COMING UP.

WE'RE VERY EXCITED TO GO AHEAD AND GET THAT STARTED ON OUR CAMPUS.

THESE INITIATIVES PROVIDE VALUABLE LIFE AND WORK SKILLS FOR OUR SPECIAL EDUCATION STUDENTS.

SO EMBRACING THE CHALLENGE, WHENEVER YOU ARE ON A SPORTS TEAM.

I WANTED TO HIGHLIGHT A COUPLE OF THESE.

CURRENTLY, THESE ARE THE THINGS THAT WE ARE IN THE PROCESS THIS YEAR.

OUR TENNIS TEAM IS NUMBER TWO IN STATE.

WE DEFEATED HIGHLAND PARK TODAY TO MOVE ON TO THE PLAYOFFS.

IT'S ALWAYS A GOOD DAY WHEN YOU BEAT HIGHLAND PARK.

YES, ABSOLUTELY. [APPLAUSE] LET'S CLAP.

THEN WE ALSO HAVE OUR CROSS COUNTRY TEAM LAST WEEK.

THE BOYS WON THE DISTRICT TITLE, AND BOTH OF OUR GOLF TEAMS, GIRLS AND BOYS, ARE FINISHING FIRST IN TOURNAMENTS.

THEY ARE BRACING THE CHALLENGE, AND WE CAN'T WAIT TO SEE WHAT THE SEASON LIES AHEAD.

OUR EDUCATORS ARE ALSO MAKING STRIDES BEYOND THE CLASSROOM IN THEIR PROFESSIONAL ORGANIZATIONS.

MS. STEPHANIE BROWNIE IS OUR THEATER TEACHER, AND SHE RECEIVED THE THEATER TEACHER OF THE MONTH FROM HER PROFESSIONAL ORGANIZATION. LENNY BUSCEMI.

I'M SURE THAT YOU HAVE SEEN A COUPLE OF OUR KIDS COME THROUGH HERE FOR OUR VASE MEDALS, AND HE IS ACTUALLY THE ART TEACHER OF THE YEAR.

WE'RE VERY PROUD OF THOSE TWO INDIVIDUALS.

THE LAST THING THAT I WANTED TO TALK ABOUT IS HOW IHS FOSTERS A CULTURE BUILT ON ACADEMIC EXCELLENCE, STRONG RELATIONSHIPS, AND THAT SENSE OF FAMILY.

YOU CAN SEE HERE, WE PULLED SOME QUOTES FROM OUR SURVEY FROM LAST SPRING, REGARDING WHAT PEOPLE THINK ABOUT INDEPENDENCE.

YOU CAN SEE THAT THE STUDENTS SAY THAT, "IT'S A GREAT ENVIRONMENT AND THERE'S ALWAYS HELP FROM OUR TEACHERS." PARENTS SAY, "IT'S A GREAT PLACE TO LEARN AND GROW FOR OUR STUDENT." LIKE I ALWAYS SAY IT'S NOT SHOCKING TO SEE THIS, I ALWAYS SAY, IT TAKES A VILLAGE, AND OUR CAMPUS REALLY SUPPORTS AND DOES THAT, AND THAT'S WHAT MAKES INDEPENDENCE SO GREAT.

AS WE MOVE FORWARD, WE WILL REMAIN COMMITTED TO EXPANDING OUR FUTURE READY INITIATIVES, DEEPENING STUDENT INVOLVEMENT, ENHANCING COLLABORATIONS, AND STRENGTHENING OUR COMMUNITY.

TOGETHER, WE WILL CONTINUE TO INSPIRE TO LEARN AND EMPOWER TO EXCEL.

THANK YOU. [APPLAUSE]

>> THANK YOU. I REMEMBER A FEW YEARS BACK, GOING FOR MY FIRST VISIT IN INDEPENDENCE.

I THINK YOU WERE IN THE BEGINNING STAGES OF THE BUSINESS FOR OUR SPECIAL EDUCATION STUDENTS WHEN YOU TOOK ME INTO A SHOP, AND THEY WERE MAKING T-SHIRTS AND JUST GAINING EXPERIENCE IN THE REAL WORLD, AND WHEN I SAW THE SHIRTS TODAY, IT REMINDED ME OF THAT.

THANK YOU FOR ALL THAT YOU DO FOR OUR KIDDOS.

[00:25:01]

>> CAN I JUST ADD REAL QUICK.

JUST OVER THE WEEKEND BEFORE, AS I WAS LOOKING AT THE AGENDA, TO REALIZE THAT INDEPENDENCE WOULD BE PRESENTING TONIGHT, MY FUTURE NIGHT, WHO WILL BE THERE IN AUGUST, MR. WALIGER, SHE'S READY.

SHE TOLD ME THAT SHE NEEDS TO GO GET SOME MORE PURPLE CLOTHING ITEMS TO GET READY FOR INDEPENDENCE.

SHE'S ALREADY PLANNING, JUST WANTED TO LET YOU KNOW.

>> AWESOME.

>> THANK YOU. WE'RE GOING TO MOVE TO AGENDA ITEM 9,

[9. Discussion regarding update on Internal Audit Department Activity ]

WHICH IS DISCUSSION REGARDING UPDATE ON INTERNAL AUDIT DEPARTMENT ACTIVITY.

MS. TAYLOR, I SEE.

>> I'M TRYING TO GET TO MINE HERE. WE GO.

I'M HERE TONIGHT TO GIVE YOU AN UPDATE ON INTERNAL AUDIT FOR THE FIRST QUARTER OF THIS YEAR.

I'LL START AS WE ALWAYS DO WITH OUR AUDIT PLAN STATUS REPORT.

NOW THIS IS FOR FISCAL YEAR 24.

DURING THE FIRST QUARTER, WE FINALIZED TWO AUDITS; HAZARDOUS WASTE DISPOSAL AND FACILITY RENTAL, AND YOU SHOULD HAVE RECEIVED THOSE DURING THE QUARTER, AND YOU SHOULD HAVE THEM WITH YOU IN YOUR MATERIALS TONIGHT.

THAT CLOSES OUT OUR FISCAL YEAR 24 AUDIT PLAN.

WE'RE OFF AND RUNNING TO PHYSICAL YEAR '25 ETHICS PROGRAM, THAT AUDIT I JUST COMPLETED, AND I ANTICIPATE I'LL PROBABLY BE ISSUING THAT LATER THIS WEEK.

CAMPUS ACTIVITY FUNDS, WE HAVE KICKED THAT OFF.

THERE ARE 25 AUDITS WE DO THROUGH, AND WE ROTATE THOSE EVERY YEAR.

WE'RE IN THE FIELDWORK STAGE OF THAT RIGHT NOW.

HERE WE ARE. THIS IS OUR RECOMMENDATION TRACKING SLIDE.

THIS SHOWS OUR IMPLEMENTATION RATE FOR ALL OF OUR RECOMMENDATIONS.

YOU CAN SEE WE HAVE A PRETTY HIGH IMPLEMENTATION RATE.

YOU'LL NOTICE FISCAL YEAR 21 IS NOT ON HERE ANYMORE, AND THAT'S BECAUSE THOSE WERE ALL IMPLEMENTED.

WE CONTINUE TO WORK WITH MANAGEMENT HERE TO RESOLVE ANY ISSUES ABOUT MOVING THESE ON.

WE HAVE GOOD COMMUNICATION THERE, AND WE'RE ALWAYS REACHING OUT.

THIS SLIDE HERE IS A LITTLE BIT MORE DETAIL ABOUT THE PREVIOUS SLIDE, AND IT SHOWS THE AUDITS THAT HAVE THE OUTSTANDING RECOMMENDATIONS.

THIS IS VERY COMMON FOR AUDIT DEPARTMENTS TO HAVE SOME DANGLING RECOMMENDATIONS.

THEY'RE USUALLY DUE TO IMPLEMENTATION THAT TAKES A LITTLE BIT MORE TIME, IN PARTICULAR, ONE OF THEM UP HERE, THEY HAD TO BUY A WHOLE NEW SYSTEM, SO TAKES A LITTLE BIT LONGER, BUT VERY COMMON, AND WE'RE CONSTANTLY IN CONTACT WITH THEM.

WE'LL MOVE ON TO OUR LIGHTHOUSE ACTIVITY.

LIGHTHOUSE ACTIVITY FOR FISCAL YEAR '24, 15 INCIDENT REPORTS, THREE SUBSTANTIATED, 12 UNSUBSTANTIATED.

THUS, FAR THIS YEAR IN FISCAL YEAR '25, WE'VE HAD SIX INCIDENT REPORTS; ONE SUBSTANTIATED, THREE UNSUBSTANTIATED, AND TWO UNDER REVIEW.

THAT CONCLUDES MY UPDATE FOR YOU.

>> THANK YOU. BOARD, ARE THERE ANY QUESTIONS? MR. PANEDI.

>> NO QUESTIONS, BUT I JUST WANT TO GIVE A SHOUT OUT TO MS. TAYLOR FOR PICKING IT UP FROM WHERE MR. GRUVER HAS LEFT.

YOU REALLY COME UP TO SPEED, AND THEN YOU ARE ABLE TO DELIVER.

I WAS PART OF THE SUBCOMMITTEE MEETING ALONG WITH MR. MADDOX AND MS. DAVIS, AND IT WAS VERY NICE TO SEE YOU TAKE CONTROL AND THEN LEAD IT.

CONGRATULATIONS. THANK YOU FOR THIS.

>> THANK YOU VERY MUCH. I APPRECIATE IT.

>> THANK YOU. THIS IS THE LASTS.

>> ONE FOR THE NEXT PERSON HERE.

>> JUST QUICK QUESTION.

FIRST OF ALL, CONGRATULATIONS AND WELCOME AGAIN TO YOUR NEW ROLE.

>> THANK YOU.

>> JUST A QUICK QUESTION. COULD YOU SPEAK A LITTLE BIT IN TERMS OF HOW THE AUDIT PLAN IS GOING TO BE ADJUSTED, JUST BASED ON THE STAFFING CHANGES, AND SPECIFICALLY AROUND THE, WELL, I'D LIKE A BROAD QUESTION, BUT ALSO INCLUDE THE CAMPUS ACTIVITY FUNDS AS WELL.

>> SURE. LET ME PULL THAT BACK UP.

I WOULD LOVE TO TALK ABOUT THAT FOR YOU.

MR. MADDOX AND I HAVE HAD A FEW DISCUSSIONS ABOUT THIS.

THIS IS THIS YEAR'S PLAN, AND OBVIOUSLY, WE HAVE GONE FROM TWO TO ONE IN THE DEPARTMENT.

[00:30:01]

THIS IS A PLAN FOR TWO PEOPLE.

WHEN THAT HAPPENED, AS LONG THE APPETITE THAT THE BOARD HAS, BUT I'M SURE YOU'LL UNDERSTAND THAT WE PROBABLY WON'T COMPLETE ALL OF THIS THIS YEAR, CAMPUS ACTIVITY FUNDS, THERE ARE 25 IN THERE.

IT'S A NUMBER OF CAMPUSES.

WE HAVE UNCOVERED SOME THINGS OVER THERE.

I FEEL LIKE THESE CAMPUSES THERE, CERTAINLY THE INTERNAL CONTROLS ARE MUCH BETTER THAN THEY WERE WHEN WE FIRST BEGAN, EVEN THOUGH WE STILL SEE REPETITIVE RECOMMENDATIONS.

IF WE LOOKED AT IT, THERE'S BEEN A DECLINE IN THOSE OVER THE YEAR.

EVEN THOUGH YOU MAY STILL SEE THAT RECOMMENDATION COMING UP, MORE CAMPUSES ARE ON THE RIGHT TRACK.

NOW, FROM WHAT MR. MADDOX AND I, WE JUST THOUGHT WE WOULD, AT THIS POINT, KEEP THE PLAN AS IT IS, AND WE WILL CONTINUE THROUGH, AND THEN AUDITS THAT WE DO NOT GET TO THIS YEAR, WE WILL DISCUSS DURING OUR MAY AUDIT COMMITTEE MEETING.

IF THE BOARD IS RECEPTIVE TO IT, WE WILL ROLL THOSE INTO NEXT YEAR.

>> THANK YOU.

>> DOES THAT ANSWER ALL YOUR QUESTIONS?

>> I THINK I WAS JUST REALLY WONDERING IF WE'RE GOING TO CONTINUE WITH THE 25 IN TERMS OF THE CAMPUS ACTIVITY FUNDS, JUST DUE TO HAVING NOT AS MANY RESOURCES THAT WE HAD IN THE PAST, IS 25 STILL THE RIGHT NUMBER? IS THERE OTHER PEOPLE WHO COULD MAYBE HELP WITH SOME OF THOSE CAMPUS ACTIVITY AUDITS TO FREE YOU UP TO DO SOME OF THESE OTHER AUDITS? I JUST WASN'T SURE IF ANY OF THAT HAD BEEN DISCUSSED OR DECIDED ON.

>> AT THIS POINT, I THINK, BECAUSE AS WE DISCUSSED, IT'S PART OF THE AUDIT PLAN THIS YEAR, THE PLAN IS TO KEEP THE 25 IN AS OF RIGHT NOW.

THEN GOING FORWARD, LIKE AN ADJUSTMENT, I KNOW DURING OUR AUDIT COMMITTEE MEETING, WE HAD THAT DISCUSSION WHETHER MAYBE POTENTIALLY LESS SCHOOLS.

>> THANK YOU.

>> I WOULD JUST SAY, I THINK, YOU'RE TRYING TO, I'M SORRY, BE FLUID WITH THE AUDIT PLAN, DEPENDING, YOU NEVER KNOW WHAT AUDITS.

SHE MIGHT GET IN THERE, AND SOMETHING MIGHT NOT TAKE AS LONG AS SHE'S ANTICIPATED OR SOMETHING MIGHT TAKE LONGER.

MY AGREEMENT WITH HER WAS TO, LET'S APPROACH WHAT WE CAN AND LET'S REASSESS MAYBE MID YEAR, AND THEN DEFINITELY AT THE END OF THE YEAR, AND WE'LL JUST GO FROM THERE.

BUT I MEAN, IN FULL DISCLOSURE, OBVIOUSLY, THE PLAN WAS SET FOR RESOURCES OF TWO PEOPLE.

WE ONLY HAVE ONE NOW, SO WE'VE JUST GOT TO BE MINDFUL OF THAT.

BUT I DO APPRECIATE ALL THE WORK THAT DANA HAS DONE ON IT.

ANYTHING WE CAN GET IT ACCOMPLISHED, WE'LL BE GREAT, BUT I WILL KEEP YOU INFORMED.

>> THANK YOU.

>> THANK YOU. BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 10;

[10. Discussion regarding an update on 2024 District Assessment Results]

DISCUSSION REGARDING AN UPDATE OF THE 2024 DISTRICT ASSESSMENT RESULTS.

MS. FIORE? I'M SORRY, DR. FIORE.

>> THANK YOU. AT THIS TIME, WE HAVE DR. NIEGH THAT'S COMING TO THE PODIUM, AND HE IS OUR EXECUTIVE DIRECTOR OF CONTINUOUS IMPROVEMENT, AND HE'S GOING TO GO OVER SOME REALLY VALUABLE STUDENT ACHIEVEMENT INFORMATION FOR YOU ALL TONIGHT.

>> GOOD EVENING, BOARD AND IST.

TO PLEASURE TO BE WITH YOU THIS EVENING.

THIS EVENING, I'LL BE SHARING WITH YOU AN OVERVIEW OF THE 2024 ASSESSMENT OVERVIEW.

IN THIS OVERVIEW, WE'LL COVER SOME OF THE STAR EOC RESULTS, AND WE'LL BREAK THAT DOWN BY MATH, READING LANGUAGE ARTS, SCIENCE, AND SOCIAL STUDIES, AND WE'LL SHOW THE PERFORMANCE AT EACH ONE OF THE PERFORMANCE LEVEL APPROACHES, MEETS, AND MASTERS.

THEN ADDITIONALLY, WE'LL SHOW SOME OF THE PERFORMANCE ON AP EXAMS, SAT, AND ACT EXAMS. THEN WE'LL WRAP UP WITH JUST A COUPLE THROUGH OR ACCOUNTABILITY UPDATES.

>> TO SET UP THE GRAPHS, HERE IN A SECOND, WE'LL SHOW SOME GRAPHS AND CHARTS OF THE STAAR DATA [NOISE] TO SET THAT UP TO BEGIN WITH.

IN CASE FOLKS ARE NEW TO STAAR OR NOT FAMILIAR WITH HOW STAAR RESULTS ARE REPORTED, THEY'RE REPORTED OUT BY THE FOUR PERFORMANCE CATEGORIES, DID NOT MEET APPROACHES, MEETS AND MASTERS, AND GIVE JUST A LITTLE BIT OF DESCRIPTION OF EACH ONE OF THOSE.

APPROACHES IS WHAT'S USUALLY TYPICALLY CONSIDERED PASSING BY THE STATE AND IT GIVES A LITTLE BIT OF A DESCRIPTION OF WHAT THE APPROACHES STATED MEANS FOR THE TEACHER IN THE CLASSROOM LEVEL.

THE STUDENT PASSES BUT PROBABLY, STILL NEEDS SOME TARGETED INTERVENTIONS THAT FOLLOWING YEAR.

THEY MEETS PERFORMANCE LEVEL.

AGAIN, THE STUDENT MAY NEED SOME TARGETED SHORT TERM ACADEMIC INTERVENTIONS THE NEXT YEAR,

[00:35:02]

AND THEN MASTERS IS WHAT THE STUDENTS LIKELY TO SUCCEED WITHOUT INTERVENTIONS.

WHEN THE STATE REPORTS OUT THE STAAR DATA, IT'S REPORTED A LITTLE BIT DIFFERENTLY THAN SOME MIGHT INTUITIVELY BELIEVE.

APPROACHES PERFORMANCE IS REPORTED OUT APPROACHES PERFORMANCE AND ABOVE.

MEETS PERFORMANCE CATEGORY IS MEETS PERFORMANCE AND ABOVE AND THEN MASTERS STANDS BY ITSELF WHEN REPORTING OUT.

HERE IN JUST A LITTLE BIT, WE'LL SHOW YOU SOME OF THE STAAR RESULTS, BUT I THINK IT'S REALLY IMPORTANT WHEN REVIEWING DATA TO HAVE A CONTEXT FOR LOOKING AT THE DATA.

TRY TO PROVIDE A COUPLE POINTS OF COMPARISON OR POINTS OF CONTEXT WHEN ANALYZING OUR DATA.

WE'VE PROVIDED THE STATE DATA AND REGION 10 DATA.

THEN ADDITIONALLY, CREATED A GROUP OF COMPARISON DISTRICTS THAT WE USE TO BENCHMARK.

TA DOES NOT OFFICIALLY CREATE A GROUP OF COMPARISON DISTRICTS, BUT THEY DO TA, AND THE ACADEMIC ACCOUNTABILITY CREATES CAMPUS COMPARISON GROUPS.

THEY USE THIS COMPARISON CRITERIA THAT ARE IDENTIFIED HERE WHERE TA LOOKS AT STUDENT ENROLLMENT.

THE PERCENT OF ENGLISH LEARNERS, AT A CAMPUS LEVEL AND PERCENT OF ECONOMICALLY DISADVANTAGED.

I TOOK THIS CRITERIA AND MOLDED THIS FOR OUR DISTRICT COMPARISON GROUP.

LOOKED AT DISTRICTS WITH ENROLLMENT BETWEEN 42,000 AND 120,000 ENGLISH LEARNERS LESS THAN 20% AND ECONOMICALLY DISADVANTAGED UNDER 48%.

THIS IDENTIFIED A GROUP OF 10 COMPARISON DISTRICTS FOR US.

THE PURPOSE OF OUR DATA HERE IS TO HELP US PROVIDE A CONTEXT FOR UNDERSTANDING OUR OWN DATA.

IT'S NOT TO REALLY TELL ANOTHER DISTRICT STORY.

I HAVEN'T MASKED THE COMPARISON DISTRICTS ON THE FOLLOWING GRAPHS.

BUT BORA DID PROVIDE YOU THE UNMASKED VERSION OF THIS REPORT AS WELL.

TO SET UP, WE'LL LOOK AT THE GRAPHS.

WE'LL START WITH MATHEMATICS.

MATHEMATICS IS TESTED IN GRADES 3 THROUGH 8 PLUS ALGEBRA 1 ELC.

IF YOU GIVE ME JUST A MOMENT OR TWO TO ORIENTATE OUR EYES TO THE GRAPHS BECAUSE EACH GRAPH ON THE FOLLOWING SLIDES WILL BE SET UP THE SAME WAY.

GOING FROM LEFT TO RIGHT, WE'LL START WITH THE STATE NUMBERS FOLLOWED BY REGION 10.

AS YOU GO THROUGH HERE, YOU'LL SEE THAT STATE AND REGION 10 MIRROR EACH OTHER PRETTY CLOSELY.

THE THIRD CATEGORY OVER IS FRISCO ISD AND THEN TO THE RIGHT OF FRISCO ARE THE 10 COMPARISON DISTRICTS LISTED OUT THERE.

EACH GRAPH, FIRST ONE WE'LL START LOOKING AT MATH AT APPROACHES OR BETTER.

I'D LIKE TO DRAW YOUR ATTENTION TO THE DARK BLUE BAR ON THIS GRAPH.

THIS REPORTS OUT THE PERCENT APPROACHES ARE BETTER FOR THE STATE, REGION AND THEN FRISCO IN THE COMPARISON DISTRICT.

YOU CAN SEE FOR MATH, 89% OF STUDENTS IN FISDS SCORE AT THE APPROACHES STANDARD OR HIGHER, AND WE CAN SEE THAT IN COMPARISON TO OTHER DISTRICTS SIMILAR TO US.

THAT'S APPROACHES. AGAIN, WE'RE LOOKING AT MATH HERE.

I'D LIKE TO DRAW YOUR ATTENTION TO THE GOLD BAR HERE.

THIS IS AGAIN THE PERCENT OF STUDENTS AT THE MEETS PERFORMANCE CATEGORY ARE BETTER.

WE CAN SEE IT DROPS TO 42 AND 45% THROUGHOUT THE STATE AND REGION.

FIRST GOES 70% OF OUR STUDENTS ON MATH OR AT MEETS PERFORMANCE BETTER OR HIGHER.

THEN WE CAN SEE THE RANGES OF THE COMPARISON DISTRICTS RANGING FROM 60% DOWN TO LOOKS 39%.

THEN THE HIGHEST PERFORMANCE CATEGORY, WHICH IS MASTERS.

WE CAN SEE THE STATE AND REGION 10 AVERAGES AT 17 AND 20%.

FRISCO ISD COMES IN AT 42% AND WE HAVE THE RANGES OF 35 TO, LOOK AT 14% THROUGHOUT COMPARISON DISTRICTS.

THIS IS AN OVERVIEW OF MATH. READING LANGUAGE ARTS.

AGAIN, READING LANGUAGE ARTS, RLA, READING AND WRITING USED TO BE SEPARATED OUT WHEN THEY DID THE REDESIGN OF THE STAAR 2.0, READING AND WRITING WERE INTEGRATED TOGETHER.

THIS IS GRADES 3 THROUGH 8 PLUS ENGLISH 1 AND ENGLISH 2 EOC.

AGAIN, SAME FORMAT AS THE LAST LOOKING AT RLA.

WE CAN SEE STATE AND REGION PERCENTAGES.

FRISCO ISD IS AT 92%.

THEN WE CAN LOOK AT THE RANGE OF 87%-77% FOR OUR COMPARISON DISTRICTS.

MATH PERFORMANCE IS STILL A LITTLE BIT BEHIND WHERE WE WERE PRE-COVID.

[00:40:03]

RLA PERFORMANCE ACTUALLY SURPASSED WHERE WE WERE PRIOR TO COVID.

RLA AT THE MEETS PERFORMANCE CATEGORY BETTER, REALLY THAT'S CRAZY, 81% OF OUR STUDENTS ARE AT THE MEETS PERFORMANCE CATEGORY ARE HIGHER FOR RLA.

THEN AT MASTERS, STATE AND REGION AVERAGES AT 22 AND 25%, FRISCO ISD IS A LITTLE MORE THAN DOUBLE THAT OF THE STATE AVERAGE, AND THEN RANGING FROM 38% DOWN TO 20% OF COMPARISON DISTRICTS.

SCIENCE IS ASSESSED IN GRADES 5, 8 AND BIOLOGY EOC.

LET ME SEE HERE 73% AND 74 FOR THE STATE AND REGION, OVER 90% OF OUR STUDENTS IN FRISCO ISD PERFORM THEIR APPROACHES STANDARD OR HIGHER.

I SEE THE RANGES OF COMPARISON DISTRICTS.

AGAIN, AT THE MEETS PERFORMANCE CATEGORY, 70% OF FRISCO ISD STUDENTS ARE AT MEETS OR HIGHER.

THEN THE HIGHEST PERFORMANCE CATEGORY IS MASTERS, WHICH WE CAN SEE THERE AT 16%, 18% FOR THE STATE AND REGION AND 39% FOR THE FRISCO ISD.

WE ACTUALLY HAVE A FEW DISTRICTS FALL BELOW THE STATE AVERAGE ON SCIENCE.

THEN SOCIAL STUDIES, THE LAST ONE IS IN EIGHTH GRADE, AND THEN AGAIN IN US HISTORY.

WE SEE PRETTY STRONG PERFORMANCE REALLY ACROSS THE STATE AND COMPARISON DISTRICTS, BUT 92% OF STUDENTS ARE AT THE APPROACHES STANDARD OR HIGHER.

THEN AT MEETS, WE SEE 50 AND 53% FOR THE STATE AND REGION.

FRISCO ISD IS 75%, RANGING FROM 69% DOWN TO 55%.

THEN THE FINAL CATEGORY FOR SOCIAL STUDIES IS MASTERS.

WE CAN SEE THERE, AGAIN, WE'RE A LITTLE OVER ABOUT DOUBLE THE STATE AVERAGE OF 52% OF STUDENTS IN FISD PERFORMING MASTERS.

THAT PROVIDES AN OVERVIEW OF STAAR.

I WANT TO HIT JUST A FEW HIGHLIGHTS OF OUR AP EXAMS, TO SAT AND ACT.

THIS CHARTS LAID OUT A LITTLE BIT DIFFERENT.

THIS PROVIDES A COUPLE VIEWS FOR US.

ONE, IT PROVIDES A HISTORICAL VIEW OVER TIME FOR THE LAST FOUR YEARS.

BUT IF WE LOOK AT THE FAR RIGHT COLUMN.

THE GRAY PART OF THE BAR REPRESENTS THE NUMBER OF STUDENTS THAT TOOK AT LEAST ONE OR MORE EXAMS. IN 2024, WE HAD 11,407 STUDENTS TAKING ONE OR MORE EXAMS. IF WE LOOK OVER TIME, THAT'S UP FROM 2021, WE HAD 8,855 STUDENTS TAKING ONE OR MORE EXAMS. WE'RE INCREASING THE THE NUMBER OF STUDENTS TAKING THE EXAMS. THEN YOU LOOK DOWN BELOW OF THE PERFORMANCE.

AGAIN, IN 2024 OF THE 11,000 PLUS EXAMS, 83% OF THOSE SCORE TO THREE OR HIGHER ON AT LEAST ON ONE EXAM.

WE LOOK OVER THE LAST FOUR YEARS, WE'VE INCREASED THE NUMBER OF STUDENT PARTICIPATION, BUT ALSO PERFORMANCE OVER THAT TIME.

SAT SCORES.

HERE WE PROVIDE A HISTORICAL COMPARISON OF THE LAST FIVE YEARS, AND HERE WE'RE ABLE TO COMPARE THIS TO FRISCO ISD VERSUS IN THE DARK BLUE LINE.

THE STATE AVERAGES ARE IN THAT GOLD COLOR, AND THEN THE REDDISH ORANGE LINE REPRESENTS THE NATIONAL AVERAGES.

THE SCALE ON THE SAT GOES UP TO 1600 WOULD BE A PERFECT SCORE.

IN 2024, AVERAGE STUDENT PERFORMANCE OF GRADUATES WAS 1138 WHICH IS A SLIGHT INCREASE FROM THE YEAR BEFORE THE STATE, AND NATIONAL TRENDS HAVE ACTUALLY DECREASED OVER THE LAST THREE YEARS.

WE'VE HAD JUST A SLIGHT INCREASE WITH LAST YEAR'S GROUP.

ALSO, JUST SLIDE NOTE, WE DO OFFER SCHOOL DAY SAT, ALL OF OUR JUNIORS IN THE DISTRICT ARE ELIGIBLE TO TAKE THE SAT DURING THE SCHOOL DAY.

ACT. WE HAD THIS PROVIDED UP THROUGH 2023.

ACTUALLY, HERE IN JUST A COUPLE OF WEEKS,

[00:45:02]

WE RECEIVED THE ACT DATA, BUT I PROVIDED WITH YOU WHAT WE HAVE.

HERE, AGAIN, WE SEE SIMILAR TRENDS, SAT AND ACT TREND FAIRLY CLOSELY TOGETHER.

AGAIN, THE STATE AND NATIONAL, I CAN SEE SOME DECREASES OVER TIME.

ON ACCOUNTABILITY, JUST QUICK ACCOUNTABILITY UPDATE.

AS YOU GUYS ALREADY KNOW, OUR LAST 23 ACCOUNTABILITY WAS BLOCKED BY LITIGATION, AND THEN ALSO OUR 2024 A THROUGH F ACCOUNTABILITY HAS BEEN BLOCKED BY LITIGATION.

THE 23 ACCOUNTABILITY, THE PRIMARY CONCERN THERE WAS TA FOLLOWING THEIR OWN RULES IN TERMS OF RELEASE OF THE ACCOUNTABILITY MANUAL.

BASICALLY, THE ARGUMENT IS THEY DIDN'T FOLLOW THEIR OWN RULES.

THE ARGUMENT IN THE 2024 LITIGATION IS BASICALLY WHETHER OR NOT TA HAD EXTERNALLY VALIDATED, HAD THE RELIABILITY AND THE VALIDITY OF THE STAAR TESTED BY AN OUTSIDE GROUP.

THERE'S BEEN A LOT OF CHANGES TO THE STAAR TEST, AND SO THAT'S THE ESSENCE OF THE 2024 LITIGATION IS THE RELIABILITY AND VALIDITY OF THE STAAR ITSELF.

RIGHT NOW WITH THE TRIAL DATE FOR 24 ACCOUNTABILITY IS SET AT FEBRUARY 10TH, SO WE WON'T KNOW ANYTHING MORE UNTIL THAT TIME.

WITH ALL OF THAT BEING SAID, JUST FURTHER EMPHASIZES AND DRIVES HOME THE POINT OF THE IMPORTANCE OF LOCAL ACCOUNTABILITY.

I THINK IN THE LAST SEVEN YEARS SINCE TA STARTED A THROUGH F ACCOUNTABILITY IN 2017, THAT SYSTEM HAS ONLY BEEN FULLY IMPLEMENTED ONE TIME.

AGAIN, THIS GOES BACK TO THE IMPORTANCE OF LOCAL ACCOUNTABILITY AND THE BELIEF WE'RE PRIMARILY ACCOUNTABLE TO OUR LOCAL COMMUNITY FIRST AND OUR STUDENTS, AND ALSO THE BELIEF THAT OUR STUDENTS ARE A LOT MORE THAN JUST A TEST SCORE.

THIS REPRESENTS A LOT OF WORK FROM A LOT OF FOLKS, KIM SMITH, MEGAN DE WOLF, OUR DATA ANALYST TEAM, A LOT OF FOLKS PUT A LOT OF TIME PUTTING THIS TOGETHER.

AGAIN, JUST TRYING TO HIGHLIGHT AND EMPHASIZE OUR STUDENTS ARE A LOT MORE THAN JUST A TEST SCORE.

IT'S ALL I HAVE PREPARED FOR YOU AT THIS TIME, BUT BE HAPPY TO ANSWER ANY QUESTIONS.

>> ARE THERE ANY QUESTIONS? [INAUDIBLE]?

>> YES. HI. THANK YOU, DR. [INAUDIBLE]. COUPLE OF QUESTIONS.

FIRST, YOU MENTIONED THE IMPACT OF COVID AS IT RELATED TO, I THINK YOU SAID THAT THE MATH SCORE, WE HADN'T QUITE REACHED THE WHERE WE WERE BEFORE COVID, BUT THE READING WE HAVE.

DO YOU HAVE ANY INSIGHT ABOUT THAT OR WHEN DO YOU THINK THAT WE MIGHT BE DONE TALKING ABOUT WHAT HAPPENED BEFORE COVID OR POST COVID? [LAUGHTER] I REALIZE YOU MAY NOT KNOW, BUT I'M JUST WONDERING WHAT YOUR ASSESSMENT IS.

>> IT'S A GOOD QUESTION.

I REMEMBER RIGHT AFTER COVID, WE WERE LOOKING AT SOME OF THE RESULTS AND SAW THE BIG DROPS, AND I REMEMBER ASKING A PRINCIPAL AT A GROUP OF TEACHERS, WHAT DO YOU GUYS THINK THE REASON FOR BECAUSE WE SAW THAT INITIALLY, MASK COURSE DROPPED A LOT MORE THAN RLA EVEN RIGHT AFTER COVID, AND WE'VE MADE GAMES IN BOTH SIGNIFICANTLY, BUT MATH IS STILL LAGGING BEHIND.

ONE OF THE PRINCIPALS THEY WERE TALKING IS LIKE, IF YOU MISSED PART DURING COVID, YOU MISSED PART OF YOUR READING INSTRUCTION, MORE THAN LIKELY YOU'RE STILL ABLE TO READ AND GET DO SOME OF THAT READING.

BUT IF YOU'RE IN MATH AND YOU MISSED FRACTIONS, YOU MISSED DECIMALS, THAT HAS A LINGERING IMPACT ON THE REST OF MATH.

THAT WAS ONE OF THE OBSERVATIONS FROM SOME OF THE EDUCATORS IS JUST THE SPECIFICITY OF MATH CONTENT AND THE WAY IT SPIRALS THROUGHOUT, COVID HAD A LARGER IMPACT AS A RESULT OF SOME OF THAT.

IN TERMS OF THE LASTING EFFECTS, THAT'S A GREAT QUESTION.

I THINK WE'RE STILL SEEING SOME OF THOSE EFFECTS EVEN ON SAT, ACT.

THIS ISN'T JUST A FRISCO OR JUST A STATE.

THIS IS A NATIONAL TREND AND READ SOMETHING THE OTHER DAY THAT SAID, TYPICALLY, STUDENTS NATIONALLY ARE ABOUT A THIRD OF A GRADE LEVEL BEHIND WHERE WE WOULD LIKE THEM TO BE.

WE'RE DEFINITELY MAKING PROGRESS.

FRISCO, WE'RE ALMOST BACK TO WHERE WE WERE.

I THINK PRIOR TO COVID, STUDENTS WERE 91% APPROACHES ARE BETTER, AND SO WE'RE BACK UP TO 89%, BUT THERE'S STILL WORK TO BE DONE, BUT, MATH IS DEFINITELY IMPACTED THE MOST BY COVID.

>> INTERESTING. I REALIZE THERE'S PROBABLY A LOT OF FACTORS THAT GO INTO THAT.

[00:50:03]

WE'RE NOT COMPARING THE SAME STUDENTS ANYMORE. IT'S A WHOLE DIFFERENT.

>> EXACTLY. WE ALSO KNOW IT DIDN'T IMPACT ALL STUDENTS THE SAME.

DIFFERENT STUDENTS BASED UPON THEIR BACKGROUND WERE IMPACTED MORE SO BY COVID.

>> I WAS JUST WONDERING WHERE YOUR INSIGHT WAS.

THANK YOU. LAST QUESTION. FIRST TO COMMENT.

THANK YOU FOR PROVIDING THE BOARD THE LIST OF THE COMPARATIVE DISTRICTS SO THAT WE COULD SEE.

THAT WAS USEFUL INFORMATION FOR ME.

I NOTICED THAT SOME WERE IN THE DFW AREA AND SOME WERE CLEARLY OUTSIDE OF THE DFW AREA.

I WAS WONDERING IF YOU COULD SPEAK TO HOW FRISCO ISD COMPARES WITH OUR LOCAL SURROUNDING DISTRICTS AND ALSO A REQUEST THAT MAYBE YOU COULD PROVIDE THE BOARD WITH SOME OF THAT INFORMATION, ESPECIALLY THE DISTRICTS THAT, GEOGRAPHICALLY BORDER OURS.

>> WE'VE DONE THAT ANALYSIS AS WELL.

I'D BE HAPPY TO PROVIDE YOU A DETAILED REPORT OF THAT, BUT WE'VE LOOKED AT JUST PERFORMANCE SURROUNDING DISTRICTS AND I GUESS I DON'T WANT TO SPEAK TO IT WITHOUT HAVING THE DATA IN FRONT OF ME BACK IT UP, BUT I'LL PROVIDE YOU THAT REPORT AND I THINK YOU'LL BE PLEASED WITH HOW FRISCO PERFORMS WITH OUR SURROUNDING DISTRICTS.

WE CAN GET THAT AT HOME BASE FOR YOU.

>> I'M SORRY, I DIDN'T CATCH THAT.

>> WE CAN GET THAT AT HOME BASE FOR YOU.

>> MIGHT BE ALSO GOOD TO JUST PROVIDE SOME OF THAT HIGH LEVEL, AGAIN, IF YOU NEED TO MASK THE DISTRICTS DO THAT TO THE COMMUNITY BECAUSE I THINK THE COMMUNITY MIGHT BE INTERESTED TO SEE HOW WE COMPARE IN THESE AREAS TO THAT REGION 10 GROUP. THANK YOU.

>> ABSOLUTELY.

>> I WANTED TO NOT PIGGYBACK OFF OF MISSES A LOT, BUT JUST TO ASK A MORE SPECIFIC QUESTION.

I KNOW THAT YOU GAVE US THE DISTRICTS ON OUR END.

BUT I WAS WONDERING, WERE THE DISTRICTS MORE COMPARABLE IN TERMS OF THE DISTRICT SIZE? I KNOW THAT WE DO HAVE DISTRICTS THAT ARE NEIGHBORING, BUT THEY DON'T HAVE QUITE THE NUMBER OF STUDENTS THAT WE HAVE, THE PROGRAMMING THAT WE HAVE AND SO THOSE ARE ALL KEY FACTORS.

I WANTED JUST A LITTLE CLARIFICATION AS TO THE DISTRICT SIZES AND IF YOU COULD PROVIDE THAT FOR US THAT WOULD BE GREAT.

>> THE SIZES, WE WANTED SOME DISTRICTS LARGER AND SMALLER THAN US.

THE RANGE OF DISTRICTS ENROLLMENT FELL BETWEEN 42,000 STUDENTS AND 120,000 STUDENTS WERE THE RANGES THAT THE COMPARISON DISTRICTS FELL WITHIN.

AGAIN, WE TRIED TO CAPTURE SOME A LITTLE BIT SMALLER, A LITTLE BIT BIGGER FOR A COMPARISON GROUP.

>> THANK YOU. I'VE REALIZED THAT THAT IS AN IMPORTANT FACTOR.

I DON'T KNOW WHY I'M SO TONGUE TIED TODAY.

THAT IS AN IMPORTANT FACTOR WHEN WE'RE LOOKING AT THE SCORING AND HOW WE'RE SCORED, NOT SO MUCH BASED ON OUR NEIGHBORS TO THE EAST OR WEST OF US, BUT TO THOSE THAT WE ARE ABLE TO ALIGN AND IDENTIFY WITH IN TERMS OF THE NUMBER OF STUDENTS.

AGAIN, THE PROGRAMS. WHAT I WOULD ASK, I KNOW THAT WE DON'T HAVE IT HERE TODAY, AND I DID SPEAK WITH DR. CUNNINGHAM, BUT JUST FOR THE RECORD TO ASK IF YOU ALL WOULD BE WILLING TO EITHER SIT DOWN WITH US IN THE WORKSHOP FORMAT OR JUST OUR TEACHING AND LEARNING COMMITTEE.

I'M SURE THE REST OF THE BOARD MEMBERS WOULD WANT TO KNOW AS WELL HOW WE'RE FARING BASED ON DEMOGRAPHICS.

BECAUSE EVEN THOUGH THE SCORES LOOK GREAT, WE ARE DOING BETTER THAN THE REGION AND THE STATE, I WOULD LIKE TO KNOW EXACTLY WHERE OUR ACHILLES HEEL IS AND WHAT WE NEED TO DO TO RECTIFY THE CHALLENGES THAT WE DO HAVE. THANK YOU.

>> ABSOLUTELY. WE CAN PROVIDE THAT.

WE'LL GET WITH YOU ON THE FORMAT, EITHER BOARD WORKSHOP OR IN THE BOARD BOOK.

WE'LL MAKE SURE AND FOLLOW UP WITH YOU ON THAT, ABSOLUTELY.

>> AWESOME. THANK YOU. MR. HILL.

>> I JUST WANT TO SAY, I ALWAYS FIND THIS ACCOUNTABILITY REPORT PRESENTED TO US FASCINATING.

I REALLY HOPE THE COMMUNITY WATCHES THIS, HAS THE ABILITY TO GO BACK AND REVIEW THIS BECAUSE WE TALK ABOUT THIS DISTRICT BEING EXCELLENT IN A LOT OF DIFFERENT THINGS, WHETHER IT'S SPORTS OR FINE ARTS OR TENNIS AND GOLF AT INDEPENDENCE.

WE DON'T TALK ENOUGH ABOUT WHAT YOU JUST PRESENTED IN MY OPINION.

THERE'S OBVIOUSLY A LOT OF REASONS, WE HAVE A LOT OF SMART KIDS.

WE HAVE A LOT OF GOOD PARENTS.

BUT THIS DOES NOT HAPPEN IN MY OPINION, BY ACCIDENT. IT'S BY DESIGN.

I REALLY BELIEVE YOU AND DR. FIORI AND DR. CUNNINGHAM AND YOUR TEAM DESERVE A TREMENDOUS AMOUNT OF CREDIT AS WELL AS DR. WALDRIP, HIS ENTIRE TEAM.

AGAIN, I UNDERSTAND THE STAAR ASSESSMENT IS WHAT WE HAVE.

[00:55:04]

BUT IF YOU LOOK AT IT FRANKLY, BY EVERY METRIC, WE ARE LEADING AND IT MAKES ME PROUD TO BE PART OF THIS DISTRICT AND THE WORK THAT YOU ALL DO, AND I'M VERY THANKFUL FOR YOU ON IT AND YOU SHOULD BE COMMENDED.

I KNOW IT'S NOT THE END ALL BE ALL, BUT IT IS WHAT WE HAVE, AND YOU GUYS DO AN EXCELLENT JOB AT IT AND IT DOESN'T GET SAID ENOUGH.

AGAIN, I HOPE PEOPLE GO BACK AND BOOKMARK AND SAVE THIS VIDEO AND WATCH IT AGAIN AND JUST LOOK DOWN THE METRICS OF IT BECAUSE IT DOESN'T GET TALKED ABOUT ENOUGH AND I KNOW IT'S NOT FLASHY, BUT I THINK IT'S VERY IMPRESSIVE AND IT'S ANOTHER EXAMPLE OF WHERE FRISCO ISD LEADS AND IS EXCELLENT, AND I'M VERY PROUD OF YOU. THANK YOU.

>> THANK YOU, MR. HILL. THAT REALLY REPRESENTS A LOT.

WE'VE MENTIONED OUR PRINCIPALS EARLIER.

THIS WOULDN'T HAPPEN WITHOUT THE OUTSTANDING PRINCIPAL LEADERSHIP WE HAVE, BUT MOST IMPORTANTLY OUR TEACHERS.

THE TEACHERS THAT ARE IN THE FRONT LINES WITH THE KIDS, EVERY STUDENT DAY, THE WORK THAT THEY DO IS TREMENDOUS, AND WE'RE THANKFUL FOR THEM.

>> AGREE 100%.

>> WHAT'S THAT?

>> I AGREE 100%.

>> THANK YOU, MR. HILL AND I AGREE WITH YOU AS WELL.

IT'S NOT SHINNING, AND SOMETIMES IT'S REALLY GOOD FOR THE COMMUNITY MEMBERS AND OUR TEACHERS AND OUR STUDENTS TO SEE WHERE WE DO ACKNOWLEDGE AREAS OF IMPROVEMENT AND THINGS THAT WE NEED TO DO BETTER.

I APPRECIATE THAT. MR. LOWE.

>> THIS IS JUST A GREAT JOB.

IT'S REALLY AN IMPRESSIVE REPORT.

KUDOS TO THE WHOLE ISD AND THE PEOPLE WHO ARE DOING THESE THINGS, PUTTING THIS TOGETHER.

IT'S REALLY GOOD TO GO TO THE CAMPUS AND VISIT THE CAMPUSES AND SEE WHAT THEY'RE DOING AND SEE HOW WHAT THEY'RE DOING TRANSLATES INTO THESE TYPE OF RESULTS.

I DO HAVE A QUESTION, HOWEVER.

HOW DO WE COMPARE STATEWIDE? I KNOW YOU PULLED OUT A FEW DIFFERENT DISTRICTS.

HOW DO WE COMPARE STATEWIDE OR DO YOU HAVE THAT INFORMATION?

>> FRISCO AS COMPARED TO THE STATE?

>> ARE THERE OTHER DISTRICTS THAT ARE DOING 89% APPROACHES OR BETTER IN MATH?

>> GOOD QUESTION. I'VE PULLED THIS COMPARISON GROUP AND WE'VE PULLED SOME COMPARISON DISTRICTS AROUND US.

IN TERMS OF THE ENTIRE STATE, I GUESS THAT WOULD BE TOUGH TO SAY OVERALL.

I WILL SAY THE DATA THAT WE'RE SEEING IN FRISCO MIRRORS THE STATE TRENDS IN TERMS OF WHERE THE STATE'S SEEN SOME SLIGHT DECREASES, WE'VE SEEN SOME SLIGHT DECREASES.

WHERE WE'VE SEEN SOME INCREASES, THE STATE'S SEEN SOME INCREASES.

WE'RE MIRRORING THE STATE DATA, BUT OVERALL, I WOULD SAY FRISCO'S PERFORMANCE IS AT THE HIGHER END THROUGHOUT THE STATE.

>> DO YOU HAVE ANY INFORMATION THAT SHOWS WHAT PERCENTILE WE'RE IN IN THE STATE?

>> I DO NOT JUST YET.

I CAN LOOK INTO THAT AND SEE IF I CAN PROVIDE THAT LEVEL OF DETAIL.

I KNOW WE CAN AT SOME POINT, BUT WE CAN LOOK IN THAT.

YOU'RE ASKING WHAT PERCENTILE DOES FRISCO FALL AS COMPARED TO THE OTHER DISTRICTS?

>> CORRECT.

>> WE CAN LOOK INTO THAT FOR SURE. THANK YOU MR. LOWE.

>> IF I MAY, WE'RE TAKING NOTES AND AS WE WORK WITH MS. DAVIS ON WHETHER WORKSHOP OR COMMITTEE MEETING, WHATEVER, SO THAT WE CAN RESPOND TO THESE QUESTIONS THAT WE DON'T HAVE ON HAND RIGHT NOW. YES, ABSOLUTELY.

>> THANK YOU.

>> THANK YOU.

>> QUESTIONS?

>> MR. HILL, COULD YOU?

>> I GUESS I WAS A LITTLE CONFUSED.

THERE IS A STATE CHART ON EACH OF THESE THAT SHOWS THE PERFORMANCE PERCENTAGE STATEWIDE IN ADDITION TO OURS.

MAYBE IT'S NOT WHAT YOU'RE ASKING.

I'M NOT SURE. IT'S NOT?

>> IT IS. I WAS ASKING WHERE ARE THE DISTRICTS THAT ARE DOING BETTER THAN US, AND WHERE DO WE RANK IN THE STATE?

>> YOU'RE ASKING MR. LOWE MORE PERCENTILE RANKING?

>> YES. THAT'S EXACTLY WHAT I'M ASKING.

>> THANK YOU. THANK YOU AGAIN, DR. [INAUDIBLE], DR. FIORI, DR. CUNNINGHAM, AND EVERYONE THAT HAS CONTRIBUTED BECAUSE I KNOW YOU GUYS HAVE A TEAM BEHIND YOU AND MAKING SURE THAT WE HAVE THE INFORMATION THAT WE NEED AND THAT WE HAVE A PLAN BECAUSE THAT'S THE MOST IMPORTANT PART, TO HAVE A PLAN MOVING FORWARD.

THANK YOU AGAIN FOR BEING HERE TONIGHT.

>> THANK YOU.

>> BEFORE WE CLOSE OUT THIS AGENDA ITEM, I JUST WANT TO SAY THANK YOU TO OUR BOARD FOR YOUR ENGAGEMENT AND YOUR SUPPORT, JUST LISTENING TO THE QUESTIONS THAT YOU HAVE AND THE CARE THAT YOU HAVE FOR OUR STUDENTS IN OUR DISTRICT IS VERY INSPIRING.

WE APPRECIATE YOUR SUPPORT AND ENGAGEMENT AND THAT WE DO LOOK FORWARD

[01:00:01]

TO A POTENTIAL OPPORTUNITY TO GO DEEPER IN WITH THIS DATA.

AS DR. [INAUDIBLE] HAD MENTIONED ABOUT THIS IS A HIGH LEVEL OVERVIEW DATA.

BUT AS YOU ALL KNOW, WITH OUR MISSION OF NAME AND NEED, EVERY SINGLE PIECE OF THIS HAS A STORY BEHIND IT.

EVERY CAMPUS HAS THOSE SUCCESS STORIES THAT THEY'RE SO HAPPY ABOUT, INDIVIDUAL TEACHERS, HAVE THOSE SUCCESS STORIES WITH INDIVIDUAL STUDENTS.

I THINK DR. [INAUDIBLE] THANK YOU FOR DOING SUCH A GOOD JOB OF REACHING THAT HIGH LEVEL OVERVIEW DATA BECAUSE I KNOW THERE'S SO MANY DATA POINTS THAT COULD BE CONSIDERED IN THIS, BUT JUST WANT TO RECOGNIZE OUR TEACHERS AGAIN AS WE CLOSE OUT.

>> THANK YOU. BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 11,

[11. Discussion regarding legislative priorities developed by the Legislative Leadership Committee]

DISCUSSION REGARDING LEGISLATIVE PRIORITIES DEVELOPED BY THE LEGISLATIVE LEADERSHIP COMMITTEE. THANK YOU.

>> YES. I WOULD LIKE TO INTRODUCE MEGAN DEWOLFE, OUR DIRECTOR OF GOVERNMENT AFFAIRS AND STRATEGIC ENGAGEMENT TO GIVE YOU GUYS A PREVIEW OF THE LEGISLATIVE PRIORITIES THAT WERE DEVELOPED AND RECOMMENDED BY OUR LLC THAT YOU GUYS, [NOISE] EXCUSE ME, WILL BE ASKED TO VOTE ON IN NOVEMBER.

>> HELLO. GOOD EVENING.

BEFORE I GET STARTED BECAUSE I KNOW I WILL FORGET OTHERWISE.

IF ANYONE IS ON OUR LEGISLATIVE LEADERSHIP COMMITTEE WHO'S IN THE ROOM, IF YOU WOULD, PLEASE STAND AND BE RECOGNIZED.

[APPLAUSE] I REALIZE YOU DON'T REALLY KNOW WHAT YOU'RE CLAPPING FOR YET BECAUSE I HAVEN'T GONE THROUGH IT, BUT I WANTED TO DO THAT TO MAKE SURE THAT I WOULDN'T FORGET.

I PROMISE OUR COMMITTEE IS MUCH LARGER.

WE MADE THIS NIGHT OPTIONAL, AND WE KNOW A LOT OF PEOPLE HAVE A LOT OF THINGS GOING ON.

THANK YOU GUYS FOR COMING OUT AND THANK YOU FOR HELPING US DEVELOP OUR PRIORITIES.

I'M GOING TO BE PRETTY QUICK.

I'M GOING TO TALK ABOUT OUR LEGISLATIVE LEADERSHIP COMMITTEE COMPOSITION AND MISSION, THE DEVELOPMENT OF OUR PRIORITIES, THE PROCESS AND THE TIMELINE THAT WE FOLLOW.

THIS IS THE THIRD TIME THAT WE'VE DONE THIS AND OUR 89 SESSION RECOMMENDED PRIORITIES TO YOU GUYS THAT WERE DEVELOPED BY THE COMMITTEE.

LIKE I SAID, OUR LEGISLATIVE LEADERSHIP COMMITTEE, THIS IS NOW OUR THIRD CYCLE GOING THROUGH THIS PROCESS TO DEVELOP OUR PRIORITIES SINCE THE INCEPTION OF OUR GOVERNMENT AFFAIRS DEPARTMENT, I GUESS YOU COULD SAY.

OUR COMMITTEE IS MADE UP OF, WE TRIED TO GET A REALLY BROAD REPRESENTATION OF ALL OF OUR STAKEHOLDERS IN THE DISTRICT, AND SO WE'VE GOT 10 STAKEHOLDER GROUPS.

THEN WE ALSO ARE REALLY PROUD OF OUR GEOGRAPHICAL REPRESENTATION.

WE TRY TO PULL THEM AS EQUALLY AS WE CAN FROM ALL 12 OF OUR HIGH SCHOOL FEEDER PATTERNS.

WE HAVE 120 SEATS ON THE LEGISLATIVE LEADERSHIP COMMITTEE, AND THOSE FOLKS ARE THE ONES WHO MEET AND COME UP WITH OUR PRIORITIES.

OUR MISSION AS THE COMMITTEE IS TO LEARN HOW LOCAL, STATE AND FEDERAL GOVERNMENT ACTION IMPACTS FRISCO ISD, THEN TO CONNECT WITH PARENTS, TEACHERS, ADMINISTRATORS, OUR TAXPAYERS, AND WE HAVE STUDENTS ON THE COMMITTEE AS WELL AND EMPOWER THEM TO ENGAGE WITH OUR COMMUNITY.

THEN OUR BIGGEST TAKEAWAY, OUR HOMEWORK THAT WE HAVE THAT WE SPENT A WHOLE YEAR DOING IS BUILDING OUR LEGISLATIVE PRIORITIES.

ONE OF OUR BIG GOALS IS TO RECOMMEND THE LEGISLATIVE PRIORITIES AND PROPOSALS FOR ADOPTION BY YOU GUYS.

WHEN WE SAY LEARN, AS FAR AS OUR MISSION IS CONCERNED, WHAT WE MEAN IS WE GET TO LEARN HOW MUCH THE TEXAS EDUCATION CODE AFFECTS EVERYTHING THAT WE DO AS A DISTRICT.

A LOT OF PEOPLE DON'T KNOW THAT STATE LAW CAN DICTATE HOW MANY HOURS YOUR STUDENT HAS TO GO TO TUTORIALS.

THERE ARE A LOT OF THINGS THAT WE LEARN IN THERE.

THEY LEARN THE NUANCES OF THE TEXAS LEGISLATURE, SOME POLITICAL REALITIES THAT WE HAVE TO WORK WITHIN AND BETWEEN.

HOW SCHOOL DISTRICTS ARE FUNDED IS A BIG PART OF HOW WE ENGAGE WITH THE LEGISLATURE SO WE TRY TO EDUCATE OUR COMMUNITY ON THAT, AND THEN ALSO HOW A BILL BECOMES A LAW, WHICH IS MUCH MORE COMPLEX THAN WE ALL LEARNED IN MAYBE 6TH GRADE, I'M JUST A BILL.

THEN THE WHY IS SO THAT OUR STAKEHOLDERS CAN START TO DIFFERENTIATE BETWEEN LOCAL AND STATE INITIATIVES.

WE SPEND A LOT OF TIME SAYING, IS THIS A DISTRICT ISSUE OR THIS IS A STATE ISSUE AND WE SHOULD BE THINKING FROM THE STATE ISSUE CONTEXT THERE.

OUR STAKEHOLDERS CAN HAVE THE CONTEXT TO CONSIDER LEGISLATIVE PRIORITIES AND SO THAT THEY FEEL COMFORTABLE SHARING INFORMATION AND ADVOCATING.

YOU GUYS SEE I'M LIVING IN SPOOKY SEASON HERE.

THIS LITTLE GHOST IS GOING TO COME ALONG WITH US THE ENTIRE WAY.

THAT THE NEXT PART OF OUR MISSION.

WE CONNECT TO ALL OF THOSE STAKEHOLDER GROUPS, WE WANT THEM TO CONNECT TO EACH OTHER.

WE WANT THEM TO CONNECT TO THEIR COMMUNITIES AND THEIR SPHERES OF INFLUENCE, IF YOU WILL.

THEN WE ALSO CONNECT WITH OUR LEGISLATORS.

WE BRING THEM IN AT ONE POINT, AND WE CONNECT OUR GROUP WITH OUR LEGISLATORS.

THE REASON WE DO THAT IS BECAUSE WE WANT OUR STAKEHOLDERS TO BE THOSE LEGISLATIVE AMBASSADORS TO THEIR SPHERES OF INFLUENCE SO THAT THEY CAN EDUCATE.

REALLY, I THINK BIGGEST EDUCATION GOAL WE HAVE IS TO EDUCATE OUR COMMUNITY ON HOW MUCH THE STATE AFFECTS WHAT WE DO.

[01:05:01]

THEN ALSO, STAKEHOLDERS CAN KNOW WHO THEIR REPRESENTATIVES ARE AND HOW TO CONTACT THEM AND HOW TO CONTACT THEIR STAFF.

THEN THE BIGGEST PART, LIKE I SAID, IS THE RECOMMENDATION PART.

THE WAY THAT WE DO THAT IS WE DIVIDE INTO SUBJECT AREA COMMITTEES, WE HEAR FROM EXPERTS IN THE FIELD.

WE TRY TO PULL PEOPLE WITHIN THE DISTRICT OUTSIDE OF THE DISTRICT.

WE ALSO HEAR FROM THE COMMITTEE AFTER THE FIRST TIME WE MEET AS A SUBCOMMITTEE.

WE'LL ASK THEM GIVE US SOME IDEAS, GIVE US SOME FEEDBACK ON WHO WE CAN HAVE AS THE NEXT SPEAKER.

SOMETIMES THE SPEAKERS ARE DECIDED SPECIFICALLY ON COMMITTEE FEEDBACK.

WE ALSO HAVE A TIME DEDICATED IN EVERY ONE OF OUR SUBCOMMITTEE MEETINGS SPECIFICALLY FOR THE COMMITTEE FEEDBACK.

WHAT ARE YOU EXPERIENCING? WHAT ARE YOU SEEING? WE WANT TO HEAR WHAT YOUR EXPERIENCES ARE OUTSIDE OF WHAT THE SPEAKER TALKED ABOUT TODAY.

IT'S VERY COMMUNITY DRIVEN.

THEY WILL DISCUSS AND CHOOSE ONE OR TWO PRIORITIES TO BE REVIEWED AND THEN ADOPTED BY THE BOARD, HOPEFULLY, FINGERS CROSSED.

THEN THE WHY WE DO THIS IS REALLY IMPORTANT.

WE WANT OUR DISTRICTS PRIORITIES TO BE REPRESENTATIVE OF OUR KEY STAKEHOLDERS IN OUR COMMUNITY TO BE COMMUNITY DRIVEN.

WE WANT BUY IN FROM OUR KEY STAKEHOLDERS SO THAT THEY KNOW THAT WHEN WE'RE DOWN IN AUSTIN TALKING ABOUT THESE ISSUES, THAT IT'S SOMETHING THAT THEY ARE ON BOARD WITH.

THEN WE ALSO WANT TO BE ABLE TO SHARE WITH LEGISLATORS THAT IT WAS A COMMUNITY EFFORT TO DEVELOP THESE PRIORITIES, AND WE'VE GOTTEN REALLY GOOD FEEDBACK FROM OUR DELEGATION, WHICH IS SIX REPRESENTATIVES AND TWO SENATORS.

WE'VE GOTTEN REALLY GOOD FEEDBACK FROM THEM ABOUT THIS PROCESS BEING COMMUNITY DEVELOPED, AND WE ALSO GET REALLY GOOD FEEDBACK FROM OTHER KEY LEGISLATORS OUTSIDE OF OUR DELEGATION ON EDUCATION COMMITTEES WHEN THEY HEAR THAT WE GOT A GROUP OF 120 PEOPLE IN THE ROOM AND WE WALKED THROUGH THIS PROCESS IN A YEAR LONG PROCESS.

THEY'RE REALLY IMPRESSED, AND SO IT'S ALSO REALLY FUN TO BRING THEM IN AND THEY ACTUALLY GET TO SEE THE PEOPLE AND MEET WITH THE PEOPLE WHO DEVELOPED OUR PRIORITIES.

IT'S A REALLY COOL THING THAT WE'VE GOTTEN A LOT OF GOOD FEEDBACK ON FROM OUR LEGISLATORS, IT'S ALSO SOMETHING THAT OTHER DISTRICTS TRY TO EMULATE.

PEOPLE REACH OUT TO OUR GOVERNMENT AFFAIRS DEPARTMENT ALL THE TIME AND SAY, HEY, CAN YOU COME TALK TO US ABOUT HOW YOU DID XYZ, AND WE'VE PRESENTED BEFORE AT TASB, TASA, AND TALKED ABOUT THIS PROCESS SPECIFICALLY AND ALWAYS GETS REALLY GOOD FEEDBACK FROM OTHER SCHOOL DISTRICTS WHO ARE TRYING TO DO SOMETHING SIMILAR TO THIS.

OUR ACTUAL PRIORITY DEVELOPMENT, WHEN IT COMES TO THIS, THESE ARE OUR THREE SUBCOMMITTEES THAT WE HAD THIS YEAR, AND THEY'LL LOOK AT A NUMBER OF DIFFERENT THINGS DEPENDING ON WHAT THEIR THOUGHTS ARE AND HOW THEY WANT TO DRIVE THE COMMITTEE.

WE SPEND A YEAR DEVELOPING THE PRIORITIES. IT'S PRETTY IN DEPTH.

WE START WITH A MEETING THAT'S A WHOLE GROUP MEETING THAT TALKS ABOUT, THIS IS WHAT THIS COMMITTEE IS, THIS IS WHAT WE'RE GOING TO TRY TO DO THIS YEAR, WE TRY TO GET THEM THINKING IN THAT PERSPECTIVE OF WHAT IS THE STATE DOING?

>> THEN WE START MEETING AS SUBCOMMITTEES, AGAIN, THEY MEET WITH TWO DIFFERENT SPEAKERS AND THEN THEY'LL ALSO BE ABLE TO CHAT AS A GROUP.

WE DO CHECK INS WHERE WE MEET AS A WHOLE GROUP AND CAN SAY, WHERE ARE YOU GUYS AT.

GO BACK IN OUR SUBCOMMITTEE AND THEN IN THE SUMMER YOU SEE IN AUGUST OF 2024, THEY HAD FINALIZED THEIR COMMITTEES IN THAT MEETING 4 OR GOTTEN CLOSE TO FINALIZING SOME OF THEM, THE TIME CUT THEM OFF AND SO WE HAD TO WORK WITH THEM TO FINE TUNE AND WORDSMITH, SOME OF THEIR ACTUAL PRIORITIES.

THEN WE SEND IT BACK TO THE COMMITTEE AND WE GET FEEDBACK FROM THE COMMITTEES AGAIN.

THEN THEY MEET AS A WHOLE GROUP AND THEY VOTE ON THEM.

IN ORDER FOR US TO BRING THEM TO YOU GUYS AND RECOMMEND THEM, 80% OF THE COMMITTEE HAS TO SAY, YES, WE LIKE THIS.

ALL OF THE ONES THAT WE BROUGHT UP TO THE COMMITTEE WERE WELL ABOVE 80%.

I DON'T REMEMBER THE EXACT NUMBER, BUT THAT LEADS US TO TODAY.

OUR RECOMMENDED PRIORITIES FOR TODAY, WE HAVE SIX OF THEM, I THINK.

AN ASSESSMENT AND ACCOUNTABILITY, IT IS TO MAINTAIN LOCAL CONTROL AND THE DEVELOPMENT OF CURRICULAR RESOURCES AND SELECTION OF INSTRUCTIONAL MATERIALS TO MEET THE DIVERSE NEEDS OF OUR STUDENTS.

THIS WAS IN RESPONSE TO THE STATE DEVELOPED OPEN EDUCATION RESOURCE MATERIALS AND FOR DISTRICTS THAT MAYBE DIDN'T HAVE THE TYPE OF CURRICULUM WRITERS AND WHATNOT THAT WE HAVE, BUT THERE'S BEEN THIS TREND OR PEOPLE ARE CONCERNED THAT THERE MIGHT BE A TREND TOWARD INCENTIVIZING GOING WITH THIS STATE DEVELOPED PROGRAM.

WE WOULD JUST WANT TO MAINTAIN LOCAL CONTROL BECAUSE AS YOU SAW WE DID A NICE PRESENTATION, OUR LOCAL STUFF IS DOING PRETTY GOOD.

THE SECOND ONE IS TO PROVIDE A COMPREHENSIVE VIEW OF THE STRENGTHS AND NEEDS OF SCHOOLS BY BROADENING THE STATE ACCOUNTABILITY SYSTEM TO INCLUDE MEANINGFUL DIVERSIFIED DATA POINTS AND LOCALLY DEVELOPED ACCOUNTABILITY MEASURES.

THIS IS BECAUSE RIGHT NOW IT IS HEAVILY RELIANT ON TESTING.

AND IS A SIMPLE LETTER A-F, WHICH DOESN'T MEAN A LOT TO A LOT OF PEOPLE SOMETIMES.

IT DOESN'T REALLY GIVE YOU MUCH INFORMATION.

WE WOULD LIKE TO SEE MORE MEANINGFUL POINTS AND SOME OF THE SAME STUFF THAT WE TALKED ABOUT WITH LOCAL ACCOUNTABILITY, WE'VE IN THERE, IF YOU WILL.

FROM OUR STUDENT EXPERIENCE,

[01:10:03]

THEY CAME UP WITH THESE TO CREATE A SCHOOL SAFETY ADVISORY COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS FOR ALL HAZARD EMERGENCY PROGRAMS AND CONSIDER PROVIDING FUNDING FOR SCHOOL DISTRICTS OR EDUCATION SERVICE CENTERS WHO IMPLEMENT THESE PROGRAMS. THIS IS JUST TO TRY TO GET THEM STARTED IN THE PROCESS OF DIVING IN AND LOOKING AT SAFETY AND SECURITY FROM AN ALL HAZARD EMERGENCY MANAGEMENT LENS, WHICH IS NOT ACTUALLY SOMETHING THAT A LOT OF SCHOOL DISTRICTS DO.

THEN THE SECOND ONE IS TO CREATE ANOTHER ADVISORY COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE EFFECTIVENESS OF THE CURRENT STATE LEVEL SUPPORTS FOR STUDENT MENTAL HEALTH AND THE IMPLEMENTATION OF COMPREHENSIVE SCHOOL COUNSELING PROGRAMS. I THINK MOST PEOPLE WOULD AGREE THAT SCHOOL SAFETY CAN START A LOT OF TIMES WITH MENTAL HEALTH.

THEN ALSO THERE'S NOT A SINGLE RESOURCE AT THE STATE LEVEL THAT HELPS A COUNSELOR AT A HIGH SCHOOL, FOR EXAMPLE, THAT RUNS A COMPREHENSIVE SCHOOL COUNSELING PROGRAM.

COUNSELORS DO A OF A LOT OF THINGS AND THEY HAVE TO GO TO A LOT OF DIFFERENT PLACES TO FIND RESOURCES TO SUPPORT THEM.

THIS IS HOPEFULLY LIKE BRINGING TOGETHER A CENTRAL PLACE FOR THEM TO GET RESOURCES FOR THAT.

THEN LASTLY, SCHOOL FINANCE TO INCREASE THE BASIC ALLOTMENT AND PROVIDE AN ONGOING INFLATIONARY ADJUSTMENT TO THE SCHOOL FUNDING FORMULA.

THIS IS VERY SIMILAR TO WHAT WE HAVE LAST YEAR.

THIS IS AN ONGOING ISSUE.

THEN THE SECOND ONE IS TO ADJUST PROGRAM ALLOTMENTS TO REFLECT THE ACTUAL COSTS OF SERVICES PROVIDED AND EXPAND ALLOWABLE COSTS FOR THAT PROGRAM SPENDING AS LONG AS IT'S STILL ON THAT PROGRAM.

THAT'S SIMILAR AGAINST ONE THAT WE HAD LAST YEAR SPECIFICALLY ON SPECIAL EDUCATION, BUT IT BROADENS IT A LITTLE BIT TO THE OTHER ALLOTMENTS AS WELL.

THOSE ARE ALL OF THEM.

YOU SHOULD HAVE THIS SHEET IN YOUR MATERIALS THAT YOU HAVE.

BUT I AM REALLY PROUD OF MYSELF FOR GOING THROUGH THAT SO QUICKLY.

IF YOU GUYS HAVE ANY QUESTIONS, I WILL HAPPILY TRY TO ANSWER THEM.

>> BOARD, ARE THERE ANY QUESTIONS AT THIS TIME? MR. PONANGI.

>> I HAVE A FEW QUESTIONS, BUT MORE THAN THAT, I JUST WANT TO THANK YOU AND EVERYBODY AT THE LEGISLATIVE LEADERSHIP COMMITTEE WHO HAVE PUT THIS TOGETHER, WHO ARE ALSO ATTENDING HERE.

FOR THOSE WHO ARE NOT ATTENDING, WHO ARE NOT ABLE TO ATTEND TODAY, I JUST WANT TO THANK YOU ALL FOR PUTTING THIS TOGETHER.

COUPLE OF QUICK QUESTIONS.

I KNOW IT'S AN ONGOING THING, BUT MORE FOR THE BENEFIT OF SOME OF OUR COMMUNITY MEMBERS.

I KNOW THE SESSION STARTS FROM JANUARY 14TH, I THINK, 2025.

WILL YOU BE ABLE TO TRACK THE BILLS THAT ARE COMING IN AND THEN WHAT ARE THOSE RELEVANT TO OUR INITIATIVES? THAT'S ONE. THE SECOND ONE IS TRIP TO AUSTIN, SO THAT OUR TEAM AND ANYBODY ELSE WHO WOULD LIKE TO BE PART OF IT TO GO TO AUSTIN AND ADVOCATE.

>> WITH THE FIRST QUESTION, WE WILL BE TRACKING BILLS.

WE HAVE A SOFTWARE THAT BILLS ARE FILED.

IT LOOKS FOR THESE KEY SEARCH TERMS THAT WE LOOKED UP OR THAT WE PUT INTO IT.

WHEN IT FINDS THOSE KEY SEARCH TERMS, IT FLAGS ME, AND I GO IN AND I READ IT AND I TRY TO FIGURE OUT, DOES THIS APPLY TO SCHOOL DISTRICTS OR NOT? WE DON'T ONLY LOOK AT THE ONES THAT HAVE TO DO WITH OUR LEGISLATIVE PRIORITIES IF IT HAS TO DO WITH SCHOOL DISTRICTS, EVEN OUTSIDE OF OUR LEGISLATIVE PRIORITIES, IT'S SOMETHING THAT WE'RE FOLLOWING.

THEN WE'LL START SUMMARIZING THOSE BILLS IF THAT'S A BILL THAT'S BEEN SCHEDULED FOR A HEARING IN THE HOUSE OR SENATE, WE'RE GOING TO SUMMARIZE IT.

IF IT'S A BILL THAT IS A PRIORITY BILL FOR EITHER ONE OF THE CHAMBERS, WE'RE GOING TO SUMMARIZE IT.

ALSO SOMETIMES IT'S HARD TO KEEP UP WITH BILLS THAT ARE FILED FOR A HEARING IN THE SENATE BECAUSE THEY GIVE US ONLY 24 HOURS NOTICE, AND SO WE'LL TRY TO CATCH UP WITH THOSE THAT WE THINK THAT ARE GOING TO BE BIG, BUT THERE ARE A LOT OF BILLS THAT ARE FILED, SO WE WON'T SUMMARIZE EVERY SINGLE ONE.

BUT YES, WE ARE TRACKING THEM VERY CLOSELY AND WE ACTUALLY PRODUCE TRACKING BOARDS THAT ARE PUBLIC ON OUR WEBSITE AND THAT WE PUSH OUT TO OTHER SCHOOL DISTRICTS AS WELL AND WE'LL PUSH THEM OUT TO THE LEGISLATIVE LEADERSHIP COMMITTEE TOO SO THAT PEOPLE CAN FOLLOW ALONG AND SEE WHAT IS MOVING ALONG, WHAT'S ACTUALLY GOING SOMEWHERE.

I ALWAYS TELL PEOPLE, DON'T FREAK OUT BECAUSE A BILL'S BEEN FILED BECAUSE IT'S CHANCES OF DYING ARE GREAT.

BUT THE SECOND PART AS FAR AS TRIPS TO AUSTIN ARE CONCERNED, WE'RE ACTUALLY WORKING ON A TRIP TO TAKE OUR LEGISLATIVE LEADERSHIP COMMITTEE DOWN AND BACK TO AUSTIN IT'S A REALLY FUN DAY WHERE WE WAKE UP AT LIKE 4:00 IN THE MORNING AND GO DOWN THERE TOGETHER AND COME BACK.

BUT THAT'S A TRIP THAT WE'LL BE WORKING ON, WE'LL BE TAKING OUR STUDENTS DOWN THERE AS WELL.

THEN WE'LL BE GOING DOWN WITH THE BOARD AT LEAST ONCE, I THINK WITH THE FULL BOARD IS THE GOAL, AND THEN OUR BOARD LEGISLATIVE SUBCOMMITTEE WILL GO DOWN PROBABLY IN ADDITION TO THAT.

>> MR. HILL.

>> I JUST WANT TO SAY AS A BOARD LIAISON IN THE LLC FOR THE LAST YEAR, THE FUNCTION OF THE LLC, TO ME, HAS BEEN VERY COLLABORATIVE.

I'M IMPRESSED BY THE AMOUNT OF PARTICIPATION OF STAKEHOLDERS,

[01:15:06]

COMMUNITY MEMBERS, PARENTS, AS WELL AS ISD ADMINISTRATORS AND STAFF.

I THINK YOU AND MRS. SMITH DO A REALLY GOOD JOB AT ENSURING THAT THERE IS A COLLABORATIVE APPROACH TO IT. THAT'S TO BE COMMENDED.

I THINK WE DO THAT IN A LOT OF DIFFERENT FACETS OF THIS DISTRICT, WHICH IS REALLY A MODEL FOR OTHER COMMUNITIES TO EMULATE AS FAR AS FULL PARTICIPATION.

I THINK THAT'S BEEN SOMETHING TO ME, I THOUGHT, HAS BEEN DONE VERY VERY WELL.

THE GHOST IS ALSO A NICE TOUCH TO JUST FOR WHAT IT'S WORTH.

>> YOU CAN COUNT ON ME.

>> YOU HAVE A NAME FOR IT, BY ANY CHANCE?

>> FOR THE GHOST, I DIDN'T HAVE TIME.

>> I KNOW YOU DO. I JUST PUT YOU ON THE SPOT.

>> I PUT HIM IN THERE WHILE I WAS SITTING IN THE AUDIENCE.

I WAS LIKE, YOU WILL COME WITH ME.

>> ONE QUESTION AS TO THE PRIORITIES THEMSELVES, AND THIS IS REALLY JUST TAKING A STEP BACK AND UNDERSTANDING THEIR ROLE AS FAR AS HOW IS IT.

HOW ARE THEY PRESENTED TO OUR REPRESENTATIVES AND SENATORS.

SPECIFICITY, ME AND MRS. ELAD HAVE DISCUSSED THIS, IS, ARE THEY INTENTIONALLY BROAD? MEANING WHY NOT MAKE THEM MORE TAILORED TO, HEY, WE WANT THIS AT THIS SESSION.

WE THINK THIS SHOULD BE MOVED IN THIS SESSION.

AT LEAST WITH SOME SPECIFICITY.

IS THERE A REASONING BEHIND THEM BEING A LITTLE BIT BROADER? I'M NOT SAYING IT'S RIGHT OR WRONG.

IT'S HELPING US UNDERSTAND HOW WE CAN CRAFT IT IN A WAY THAT IS MOST IMPACTFUL SINCE WE DON'T GET TO VOTE DOWN IN AUSTIN.

WHAT WILL DELIVER OUR MESSAGE IN THE BEST WAY IN HAVING A BROAD PRIORITY LIKE THAT, WHETHER WE AGREE WITH IT OR NOT.

HELP ME UNDERSTAND THE LOGIC BEHIND THAT A LITTLE BIT, I GUESS IS THE QUESTION.

>> THE WAY THAT WE PRESENT THESE IS, WE'LL GO DOWN AND THESE WILL BE A STARTING POINT FOR OUR CONVERSATION WITH OUR LEGISLATORS, WE'LL START WITH OUR DELEGATION.

WE'LL ALSO MEET WITH FOLKS THAT ARE ON BOTH OF THE EDUCATION COMMITTEES AND BOTH CHAMBERS AND SO WE'LL START HERE SO THAT THEY KNOW THIS IS WHERE OUR PRIORITIES LIE AS A DISTRICT.

THEY'RE AT A SWEET SPOT, AND WE ACTUALLY GO OVER THIS WITH OUR COMMITTEE WHERE WE TEACH THEM HOW TO NOT BE TOO BROAD BUT TO ALSO NOT BE SUPER SPECIFIC.

THE REASON THAT WE DO THAT IS BECAUSE YOU KNOW, IF THEY'RE WAY TOO BROAD, IT'S HARD TO UNDERSTAND, IS THIS EVEN SOMETHING THAT IS ACTIONABLE? IF THEY'RE WAY TOO SPECIFIC, THERE MIGHT BE A BILL THAT ACTUALLY MEETS THE PRIORITY THAT WE HAD THAT WE HAD INTENDED FOR, BUT IF IT DOESN'T MATCH QUITE RIGHT BECAUSE OURS WAS SO SPECIFIC, THEN IT'S LIKE, WELL, THEN IT DIDN'T MEET OUR PRIORITY OR IS THAT SOMETHING THAT WE TALKED TO THEM ABOUT? DO WE REALLY WANT THEM TO CHANGE IT TO MEET OUR PRIORITY EXACTLY? THIS ALLOWS US TO CATCH ANYTHING THAT COMES CLOSE TO APPROACHING ONE OF THESE PRIORITIES, AND THEN WE START HAVING CONVERSATIONS ABOUT IT.

WHEN WE SIT DOWN AND WE ACTUALLY HAVE CONVERSATIONS ABOUT IT, AND WHEN A BILL COMES OUT AND WE GET A BILL IN FRONT OF US, WE WILL GO LINE BY LINE IN A BILL AND BE VERY SPECIFIC WITH AN OFFICE ABOUT THE EFFECTS OF THAT BILL ON THE DISTRICT.

AND SO WE STILL GET TO SPEAK TO THE SPECIFICS OF BILLS BEING PASSED.

BUT THAT'S GENERALLY. GENERALLY, IF YOU LOOK AT LEGISLATIVE PRIORITIES ACROSS DIFFERENT ORGANIZATIONS AND HOW THEY WRITE THEM AND IT'S IN THIS SAME VEIN.

>> MRS. ELAD.

>> A COUPLE OF QUESTIONS. THANK YOU.

FIRST OF ALL, I CAN ONLY IMAGINE HOW MUCH WORK IT IS TO TAKE 120 PLUS PEOPLE'S FEEDBACK AND PUT IT INTO SIX BULLET POINTS.

KUDOS ON THAT, I KNOW THAT'S HARD.

PIGGYBACKING ON WHAT MR. HILL SAID A LITTLE BIT.

I THINK THAT THE LEGISLATORS SOMETIMES HAVE DIFFICULTY UNDERSTANDING THE IMPACT OF SOME OF THE BILLS THAT THEY PASS OR ATTEMPT TO PASS.

WE'VE ALL FELT THAT.

RECENTLY, I HAD THE OPPORTUNITY TO SPEAK WITH A LEGISLATOR, WHO WILL LIKELY BE A LEGISLATOR ELECT HERE IN A FEW WEEKS, WHO WOULD REACH OUT TO ME AND ASK, WHAT ARE SOME THINGS THAT I NEED TO KNOW? I DIDN'T OBVIOUSLY SPEAK FOR THE DISTRICT BECAUSE I CAN'T DO THAT, BUT I CAN CERTAINLY SPEAK IN MY INDIVIDUAL CAPACITY AS A TRUSTEE AND A COMMUNITY MEMBER, AND WHAT I TOLD THIS PERSON WAS, BASIC ALLOTMENT.

FUNDING PROGRAMS SUCH AS SPECIAL ED TO WHAT THEY COST AND NOT WHAT THEY THINK THEY COST.

THEN I TALKED ABOUT UNFUNDED MANDATES.

THOSE WERE THE THREE THINGS THAT CAME TO MIND WHEN I WAS ASKED THAT QUESTION.

I KNOW WE'RE NOT VOTING ON THESE TONIGHT, BUT I THINK UNFUNDED MANDATES A REALLY BIG ONE.

I DON'T KNOW IF THERE'S A WAY TO FIT THAT INTO ONE OF THESE PRIORITIES.

I DON'T KNOW IF THAT'S SOMETHING THAT THEY CAN ADDRESS,

[01:20:02]

BUT I THINK THEY JUST DON'T REALIZE.

I TALKED TO OTHER LEGISLATORS.

IT'S LIKE, WHAT DO YOU MEAN WE DIDN'T GIVE YOU FUNDING FOR THIS OR THAT? THEY REALLY HONESTLY THINK THAT WE HAD FUNDING FOR HB3 AND WE HAD FUNDING FOR SOME OF THESE OTHER THINGS.

I KNOW WE'RE NOT VOTING ON THESE TONIGHT AND PART OF THAT WAS TO GIVE US SOME TIME TO DIGEST AND GIVE FEEDBACK.

I AM AWARE THAT I SAW THESE A WHILE AGO AS PART OF THE LEGISLATIVE SUBCOMMITTEE BUT IT OCCURRED TO ME OVER THE WEEKEND AS I WAS READING THROUGH THIS AND WATCHING THIS PROCESS DEVELOP.

DO YOU THINK UNFUNDED MANDATES MIGHT BE ONE THAT WE WANT TO BUILD IN? I KNOW WE COULD PROBABLY BUILD IN A ZILLION THINGS IF WE SAT HERE LONG ENOUGH, BUT THAT TO ME IS A REALLY BIG ONE THAT WOULD BE NICE IF THEY COULD HAVE ON THEIR RADAR AND ADDRESS, JUST MY TWO CENTS ON THE MATTER.

>> THE NUMBER 2 THAT'S ON THE SCREEN RIGHT NOW UNDER THE SCHOOL FINANCE ONE.

THAT'S SPEAKING SPECIFICALLY TO PROGRAM ALLOTMENTS, AND I THINK THAT IT COULD EXPAND TO COVER UNFUNDED MANDATES.

I KNOW IT DOESN'T SPECIFICALLY SPEAK TO THINGS LIKE SOME SECURITY STUFF THAT CAME DOWN THE PIKE.

BUT WE'LL ACTUALLY BE TALKING A LOT ABOUT THE GAPS BETWEEN WHAT THEY'RE PROVIDING IN CERTAIN ALLOTMENTS AND WHAT SCHOOL DISTRICTS ARE SPENDING IN THOSE ALLOTMENTS.

THAT TO ME IS BASICALLY LIKE, HERE'S A GIANT UNFUNDED MANDATE.

IT'S TWO BILLION IN SPECIAL EDUCATION.

ACROSS THE STATE, NOT IN FRISCO ISD.

BUT THOSE ARE THINGS THAT WE WILL BE TALKING ABOUT THAT FALL UNDER THAT NUMBER 2 UNDER THE SCHOOL FINANCE HEADING.

>> BECAUSE WHEN I READ THAT ONE, I THOUGHT OF SPECIAL ED IMMEDIATELY, BUT I DIDN'T THINK OF HB3.

THAT DID NOT COME TO MIND.

THAT WAS A HUGE ONE THAT WE HAD TO REALLY WORK THROUGH AND WE COULDN'T SOLVE FOR IT BECAUSE THE FUNDING WASN'T THERE AND SO WE HAD TO GET A WAIVER.

THEY PASSED A BILL THAT ALL THE DISTRICTS JUST GOT A WAIVER TO GET OUT OF THE BILL BECAUSE NO ONE COULD AFFORD TO DO IT.

IT'S LIKE THIS LOOP THAT WE GET IN WITH THE LEGISLATURE ON THAT.

JUST MY TWO CENTS ON IT, BUT THANK YOU.

>> THEY DO PROVIDE A SAFETY ALLOTMENT.

WHEN IT TALKS ABOUT PROGRAM ALLOTMENTS, THAT WOULD BE COVERED THERE AS WELL.

>> CAN I JUMP IN REAL QUICK JUST TO PIGGYBACK ON THE CONVERSATION ABOUT UNFUNDED MANDATES.

I DON'T KNOW THAT EVERYBODY KNOWS THIS, BUT ANYTIME A BILL IS FILED, THE FILER HAS TO GET A FINANCIAL IMPACT FROM THE LEGISLATIVE BUDGET BOARD.

EVERY BILL HAS A FINANCIAL IMPACT ATTACHED TO IT.

REGARDLESS OF WHETHER THE UNFUNDED MANDATES IS A PRETTY BROAD TERM, THERE ARE HUNDREDS, IF NOT MORE UNFUNDED MANDATES.

ALMOST EVERYTHING THAT WE DO IS AN UNFUNDED MANDATE.

ANYTIME THERE'S A BILL FILED THAT PERTAINS TO EDUCATION, MEGHAN IS NOT ONLY SUMMARIZING THE BILL, BUT WE'RE ALSO LOOKING AT THE FISCAL IMPACT AND FIGURING OUT ON A LOCAL LEVEL, WHAT DOES THAT DO TO THE EXTENT THAT WE CAN UNDERSTAND IT, ON A STATE LEVEL, WHAT DOES THAT DO? EVEN THOUGH IT MAY NOT BE WRITTEN AS A LEGISLATIVE PRIORITY TO NOT HAVE UNFUNDED MANDATES OR TO FUND EVERY BILL.

THAT'S SOMETHING THAT WE'RE ALWAYS TALKING TO LEGISLATORS ABOUT WHEN WE'RE TALKING ABOUT DIFFERENT BILLS THAT HAVE BEEN FILED.

WE'RE LOOKING AT THE FISCAL IMPACT AND TALKING ABOUT WHETHER OR NOT THAT'S SUFFICIENT TO DO WHATEVER THEY'RE ASKING US TO DO.

>> I WOULD ALSO LIKE TO SHOUT OUT THAT MR. HILL AND MRS. ALICE WERE ON THE LLC PRIOR TO THEIR SERVICES TRUSTEES, SO WE ARE BUILDING LEADERS ON THE LLC.

>> MRS. ALICE.

>> SINCE YOU SAID THAT, I WOULD LIKE TO SAY, YES.

I SERVED ON THE LLC MAN, MANY YEARS AGO.

I WANT TO SAY PROBABLY IN THE 87 SESSION WHEN YOU ALL WERE JUST GETTING STARTED. I DON'T REMEMBER.

THERE WAS ONE WHERE YOU ALL WENT INTO SESSION AND YOU REALIZED THAT HAD PICKED TOO MANY PRIORITIES.

WHAT I REALLY ENJOYED ABOUT THIS PROCESS BEING ON THIS SIDE AND NOW AS A TRUSTEE IS THE COMMITTEES WILLINGNESS TO SAY, THIS IS WHAT WE DID WRONG, AND THIS IS WHAT WE'RE GOING TO DO TO MAKE IT BETTER.

I'VE REALLY ENJOYED THAT ALONG THE WAY LIKE MR. HILL SAID, A VERY COLLABORATIVE TYPE OF ROOM, WHICH I APPRECIATE BECAUSE WHEN I FILL OUT THE VOLUNTEER THINGS I'D ALWAYS PUT LLC IS MY FIRST.

ANOTHER THING IS, I FIND THE COMMITTEE VERY INFORMATIVE FOR THE STAKEHOLDERS BECAUSE YOU DO SUCH A GOOD JOB OF EXPLAINING THINGS LIKE HOW WE DIDN'T KNOW SPED WAS FUNDED AT APPROXIMATELY 50%, WHICH IS UNBELIEVABLE.

IF I GO HOME AND TELL MY FRIEND THAT, SHE'S LIKE, NO WAY.

NO, REALLY, IT'S REAL, AND THEN YOU WALK US THROUGH.

THEN ALSO THINGS SUCH AS HOW A BILL IS PASSED, THAT LAST MEETING WE JUST HAD, HOW YOU DID ALL OF THAT WALKING THROUGH.

I THINK IT'D BE REALLY GREAT IF THAT WAS SOMEWHERE AVAILABLE ON THE WEBSITE.

I DON'T KNOW IF IT ALREADY IS.

BUT I THINK THAT'S BASIC INFORMATION THAT I THINK A LOT OF PEOPLE JUST TAKE FOR GRANTED BECAUSE MRS. SMITH JUST SAT HERE AND HAD TO EXPLAIN YET ANOTHER LAYER THAT SOME PEOPLE DIDN'T UNDERSTAND.

I JUST WANTED TO SAY THANK YOU BECAUSE I SEE THE WORK IN THAT ROOM, AND I AS AN INFO NERD,

[01:25:02]

I LIKE TO TAKE IT ALL IN.

I JUST REALLY APPRECIATE IT, AND I LIKE THE GHOST TOO.

>> THANK YOU.

>> WE ARE ALWAYS TRYING TO GET BETTER.

I SPENT 30 MINUTES ON THE PHONE WITH SOMEBODY ON THE COMMITTEE JUST LAST WEEK WHERE THEY WERE SAYING, I THINK IF YOU DID THIS, IT WOULD GET BETTER AND I HAVE THREE PAGES OF NOTES WHERE I'M LIKE, WE'RE GOING TO DO SOME OF THESE THINGS BECAUSE WHY NOT MAKE IT BETTER EVERY YEAR?

>> THANK YOU.

>> THANK YOU.

>> BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 12,

[12. Discussion regarding Human Resources Update ]

WHICH IS DISCUSSION REGARDING HUMAN RESOURCES UPDATE. DR. LINTON.

>> GOOD EVENING.

>> BEFORE DR. LINTON STARTS, I KNOW THAT WE HAVE A GROUP HERE, AND I WAS WHISPERING, YOU MAY HAVE SEEN ME WHISPERING WITH DR. WALDRIP.

JUST A FEW MINUTES AGO, AND I WANT TO RECOGNIZE THEM THE MIDWESTERN STATE UNIVERSITY, TEXAS.

THEY ARE A FRISCO ISD COHORT.

WE PARTNER WITH THE UNIVERSITY TO DEVELOP DOCTORAL STUDENTS, AND I THINK SOME OF THEM CAME BACK IN.

IF YOU GUYS ARE HERE, IF YOU WANT TO SAY? THANK YOU ALL FOR BEING HERE, AND WE SEE SOME [APPLAUSE].

THERE ARE SOME VERY FAMILIAR FACES BACK THERE.

I SEE YOU MRS. DAVIS [LAUGHTER] WALKING.

WE HAVE SOME OF OUR PEOPLE THAT ARE CURRENTLY ADMINISTRATORS HERE WITHIN FRISCO ISD THAT ARE GOING THROUGH THIS PROGRAM.

I LOVE THE FACT THAT YOU GUYS GET TO COME AND SHADOW DOCK AND THE SCHOOL BOARD, AND WE WISH YOU THE BEST YEAR AHEAD. DR. LINTON.

>> WELL, THANK YOU. GOOD EVENING BOARD AND MEMBERS OF ISD.

IT'S A PLEASURE TO BE HERE ONCE AGAIN AND PROVIDE YOU WITH AN UPDATE WITH REGARDS TO HUMAN RESOURCES.

TYPICALLY, AT THIS TIME OF THE YEAR, I PROVIDE YOUR INFORMATION WITH REGARDS TO OUR HIRING, OUR RESIGNATIONS.

I'M GOING TO DO THAT SAME THING.

BUT THEN I ALSO WANT TO SHARE WITH YOU SOME INFORMATION ABOUT CERTIFICATION.

MY GOAL IN SPEAKING WITH YOU IS TO ALWAYS GIVE YOU INFORMATION THAT YOU NEED SO THAT YOU ARE INFORMED AS A BOARD.

BUT ALSO TO MAKE YOU OR END, TO MAKE YOU AWARE OF THINGS THAT MAY BE COMING DOWN THE PIKE OR THAT ARE ALREADY HERE THAT MAY IMPACT SOME OF THE DECISIONS THAT YOU MAKE.

STARTING WITH THE DATA, CLASSROOM SUBSTITUTES, YOU CAN SEE WE HAD AVERAGE REQUESTS OF ABOUT 517 PER DAY.

OUR OVERALL FIELD RATE IS UNBELIEVABLE, 97%.

AND YOU SEE THAT THERE WERE OVER 92,000 REQUESTS, 97% OF THOSE WERE FILLED, INCLUDING 94% FOR OUR PARAPROFESSIONALS.

WHEN YOU LOOK AT HIRING FROM OUR SUB OVER 200 PEOPLE WERE HIRED FROM THOSE WHO SUB FOR US.

BENEFITS AND WELLNESS.

LAST YEAR WAS THE FIRST DAY THAT WE HAD WELLNESS DAYS, AND WE THANK YOU FOR SUPPORTING STAFF IN APPROVING THOSE.

IF YOU WONDER IF THEY WORKED, I SHOULD SAY THEY DID.

WE HAD OVER 16,000 DAYS THAT WERE USED BY 8,590 EMPLOYEES.

THAT'S PROBABLY A LITTLE BIT MORE THAN 90% OF OUR EMPLOYEES WHO USED AT LEAST ONE WELLNESS DAY.

I WILL TELL YOU THAT WAS A REFRAIN THAT I HEARD OVER AND OVER THROUGHOUT THE YEAR, WAS BEING GRATEFUL FOR THOSE DAYS, KNOWING THAT THEY WORK IN A DISTRICT THAT CARES ENOUGH TO HAVE THOSE DAYS THAT ARE JUST THERE JUST BECAUSE YOU NEED THEM.

YOU ALSO HAVE INFORMATION ABOUT THE SICK LEAVE BANK MEMBERSHIP AS WELL AS THE NUMBER OF DAYS THAT ARE USED, AND THEN THE TOP 3 REASONS FOR MEDICAL LEAVE, AND THOSE THREE PRETTY MUCH STAY THE SAME FROM YEAR TO YEAR.

SOMETIMES THEY MOVE, BUT THE ORDER MAY CHANGE, BUT THE TOP 3 TYPICALLY REMAIN THE SAME.

BENEFITS. JUST SOME HIGHLIGHTS.

A COUPLE OF YEARS AGO, WE OPENED OUR EMPLOYEE HEALTH CLINIC, AND SO WE SAW A 38% INCREASE IN THOSE VISITS AND 27% IN THOSE VIRTUAL VISITS.

WE ALSO STARTED HAVING BEHAVIORAL HEALTH OPTIONS.

YOU'LL SEE THAT WITH OUR SUPPLEMENTAL INSURANCE RATES, THEY EITHER DECREASE OR THEY STAYED THE SAME, BUT WE WERE ABLE TO GET SOME ADDITIONAL BENEFITS THAT WENT WITH THOSE.

I CAN TELL YOU THAT THAT'S REALLY IMPORTANT FOR STAFF, ESPECIALLY WHEN OTHER COSTS SEEM TO BE INCREASING OR THE COSTS ARE INCREASING.

YOU CAN SEE THAT BENEFITS WERE EXPANDED FOR SOME OF OUR STAFF WHO WORK FEW HOURS.

ALSO WITH THE EMPLOYEE HEALTH CLINIC, NOW DEPENDENTS ARE ABLE TO VISIT THE CLINIC AS WELL.

FINALLY, ONE OF THE OTHER NEW THINGS WAS AN OPTIONAL ACCIDENT INSURANCE,

[01:30:04]

AND IT HAD A SPECIAL PROVISION FOR YOUTH SPORTS INJURIES.

I WOULD SAY I THINK WE HAD ABOUT FIVE OR 600 STAFF MEMBERS WHO'VE ALREADY TAKEN ADVANTAGE OF THAT.

FITNESS REIMBURSEMENTS.

WE'VE BEEN DOING THOSE FOR SOME YEARS AND THAT ENCOURAGES OUR STAFF TO TAKE CARE OF THEMSELVES AND IF THEY GO TO A GYM OR IF THEY WORK OUT, IF THEY CAN PROVIDE SOME PROOF OF THAT OR EVIDENCE OF THAT FOR 10 TIMES IN A GIVEN MONTH, THEN THEY GET A REIMBURSEMENT OF UP TO HALF OF THEIR MONTHLY COST AT A MAXIMUM OF 2,250.

YOU CAN SEE THAT INCREASE BY 15%.

RESIGNATION.

IF YOU LOOK THERE, YOU SEE THAT INFORMATION FOR ALL STAFF.

YOU SEE THE NUMBERS 1,277.

OUR ATTRITION RATE WAS 14.2%.

THIS TIME LAST YEAR, OUR ATTRITION RATE WAS 14.7%.

SO THERE IS A DECREASE THERE.

PROFESSIONALS, AT 12.1 AND 12.7 FOR TEACHERS, THAT IS A DECREASE FROM 13% AND 13.4% RESPECTIVELY.

WITH AUXILIARY, THAT WAS THE ONE AREA WHERE WE DID SEE AN INCREASE FROM 19.1-19.4.

BUT CERTAINLY, IF YOU WERE TO TALK WITH OUR SUPERVISORS AND OUR FOLKS IN THOSE AREAS, THAT IS ALWAYS A CHALLENGE BECAUSE OUR FOLKS WHO WORK IN OUR AUXILIARY AREAS, OUR TRANSPORTATION DEPARTMENT, OUR C&P DEPARTMENT FOR CHILD NUTRITION, OUR CUSTODIAL DEPARTMENT.

THEY CAN WORK IN A SCHOOL DISTRICT, BUT THEY COULD ALSO WORK AT YOUR NEIGHBORING SUPERSTORE.

SOMETIMES THAT IS DEFINITELY A CHALLENGE.

REASONS. YOU CAN SEE THE REASONS BY PERCENTAGE, THE TOP 3 REASONS FOR AUXILIARY STAFF, PERSONAL REASONS, JOB OUTSIDE OF EDUCATION, AND OTHER FAMILY CIRCUMSTANCES.

WE ALSO HAD AN INTERESTING STATISTIC THAT THERE WERE PROBABLY ABOUT, I THINK IT WAS 19.5% WHO INDICATED THAT THEY WERE MOVING 30 MILES OR MORE.

WE KNOW THAT SOMETIMES PEOPLE LIVE ALSO IMPACTS WHERE THEY WORK.

PROFESSIONALS. YOU ARE ABLE TO SEE THEIR JOB WITH OTHER DISTRICT, 29%, PERSONAL REASONS, 21%, AND THEN THOSE OTHER FAMILY CIRCUMSTANCES.

AS YOU KNOW, WHEN IT COMES TO JOB WITH OTHER DISTRICT, WE REALLY DRILL DOWN WHEN WE'RE LOOKING AT THAT DATA BECAUSE WE WANT TO KNOW WHY IT IS THAT SOMEONE CHOSE TO GO TO ANOTHER DISTRICT.

IN SOME CASES, AGAIN, WE HAD ABOUT 23%, ACTUALLY 24% WHO WERE MOVING MORE THAN 30 MILES, AND SO WE KNOW THAT THAT COULD HAVE AN IMPACT.

WE ALSO ASK THEM THE QUESTION.

WHY IS IT THAT YOU ARE LEAVING TO GO TO ANOTHER DISTRICT? AS YOU CAN SEE, APPROXIMATELY 3/4 OF THEM, IT WAS TO GET CLOSER TO HOME OR CAREER ADVANCEMENT.

15% CITED JOB SATISFACTION.

WHEN YOU THINK OF ALL THE PEOPLE, THE NUMBER OF PEOPLE WHO RESIGNED AND WHO COMPLETED THE SURVEY AND GAVE US FEEDBACK THAT REFLECTS ABOUT 3% OF ALL RESPONDENTS.

IT'S A DECREASE OF ABOUT 1% FROM LAST YEAR.

NOW, WHAT IS REALLY INTERESTING IS THAT LAST BULLET IS THE FACT THAT 10% CITED REASONS RELATED TO COST OF LIVING.

IT'S EITHER COST OF LIVING, SALARY OR BENEFITS.

ACTUALLY, I SEE A TYPO THERE, I SAID AN INCREASE OF 4% OVER THE PREVIOUS YEAR.

IT'S ACTUALLY AN INCREASE OF 6%.

IT WAS 4% LAST YEAR, AND NOW IT'S AT 10%.

WHILE IT DOES NOT REPRESENT A LARGE NUMBER OF EMPLOYEES, IT'S JUST SOMETHING THAT YOU AS THE BOARD AND WHERE AS THE DISTRICT WANT TO KNOW AND BE AWARE OF THAT THAT'S SOMETHING THAT'S STARTING TO THAT IS ON PEOPLE'S MINDS.

THIS IS A SLIDE THAT YOU DID NOT HAVE.

I WAS THINKING TODAY, I TELL YOU I ALWAYS WANT TO PROVIDE YOU WITH INFORMATION THAT YOU NEED TO KNOW, THAT YOU WANT TO KNOW OR THAT MAY BE HELPFUL FOR YOU TO KNOW.

I KNOW THAT YOU HAVE HEARD ALL OF THE CONCERNS RAISED WITH REGARDS TO RETENTION.

IT IS WONDERFUL THAT AS PART OF THE NATIONAL CONVERSATION, THE STATE CONVERSATION, THE DISTRICT CONVERSATION.

THAT'S A GREAT THING BECAUSE IT'S SO IMPORTANT TO HAVE OUR STAFF MEMBERS.

BUT ONE OF THE THINGS I WANTED TO MAKE SURE THAT YOU KNEW IS WE AS A DISTRICT HAVE ALWAYS HAD THAT AS A FOCUS.

THERE'S NEVER BEEN A TIME WHEN WE HAVEN'T WANTED TO HIRE THE BEST AND KEEP THE BEST AND MAKE REALLY CONCENTRATED CONCERTED EFFORTS TO THAT END.

THESE ARE JUST SOME OF THE THINGS I HAD AN OPPORTUNITY TO BE IN CONTACT WITH DR. BASS,

[01:35:07]

WHO DID THIS JOB BEFORE I DID.

I SAID, "HOW LONG WERE YOU DOING THE ANNUAL BOARD REPORTS? WERE YOU INFORMED THEM ABOUT STAFFING AND HIRES AND RESIGNATIONS?" SHE SAID, "I DON'T REMEMBER YEAR WHEN I DIDN'T DO IT." SHE STARTED ON APRIL 1ST OF 2001.

IT HAS BEEN A CONTINUING FOCUS OF OUR BOARD AND OF THIS DISTRICT TO LOOK AT HOW WE CAN RECRUIT THE BEST AND KEEP THE BEST.

I WANT TO THANK YOU FOR THOSE EFFORTS THAT YOU MAKE TO ENSURE THAT WE'RE ABLE TO DO THAT.

BUT THESE ARE JUST SOME OF THE THINGS, THE CLIMATE SURVEYS, THE EXIT SURVEYS.

I TALKED WITH, SHE HAD TO LEAVE, DR. BENNETT.

DR. BENNETT USED TO BE A FACILITATOR FOR THE DISTRICT ACTION TEAMS. SHE'LL BACK IN 2005.

THEY HAD GOALS FOR RECRUITMENT AND RETENTION, AND CAMPUS GOALS HAD TO ALIGN WITH DISTRICT GOALS.

NOT ONLY DID THE CAMPUS HAVE A GOAL FOR RECRUITMENT AND RETENTION.

THE DISTRICT HAD GOALS FOR RECRUITMENT AND RETENTION, BUT THE CAMPUS ALSO HAD GOALS FOR RECRUITMENT AND RETENTION.

WE HAVE JUST BEEN VERY FORTUNATE THAT IT HAS BEEN SUCH A FOCUS AND IT CONTINUES TO BE.

THOSE ARE JUST SOME OF THE WAYS THAT YOU SEE JUST OVER THE YEARS WHERE THOSE THINGS WERE ALREADY TAKEN PLACE, LOOKING AT WHAT CAN WE DO TO INVOLVE STAFF MEMBERS? HOW CAN WE HELP TO BUILD THEIR CAPACITY AND ASSIST THEM IN THEIR PROFESSIONAL GROWTH, WHATEVER THAT LOOKS LIKE.

THESE ARE JUST SOME OF THOSE THINGS THAT JUST OVER THE YEARS.

THE TEACHER INCENTIVE ALLOTMENT.

WHEN WE TALK ABOUT RECRUITMENT AND RETENTION, THIS IS HUGE.

YOU'VE HEARD PRESENTATIONS ON IT.

I JUST WANTED TO TALK WITH YOU ABOUT IT IN RELATION TO OUR RECRUITMENT AND RETENTION EFFORTS.

WE HAD A GROUP ONCE WE WERE GIVEN THE CHARGE FROM DR. WALDRIP THAT, THIS IS SOMETHING WE NEED TO DO.

WHEN I SAY IT'S HARD, IT IS A HARD THING TO DO BECAUSE YOU'VE GOT TO LOOK AT TEACHER EVALUATION, YOU'VE GOT TO LOOK AT STUDENT GROWTH, YOU'VE GOT TO LOOK AT WHAT ARE THE MEASURES YOU'RE GOING TO USE FOR THAT.

THE DISTRICTS WHO ARE DOING IT, MOST OF THEM ARE USING STATA DATA.

DR. WALDRIP'S CHARGE WAS, I WANT EVERY TEACHER TO HAVE AN AVENUE TO HAVE ACCESS TO THIS.

WHENEVER THINGS GOT REALLY HARD, HE WOULD SAY, "I KNOW THIS IS A CHALLENGE, BUT HOW CAN WE NOT DO SOMETHING THAT ALLOWS STAFF TO GET MORE MONEY?" WHAT DO YOU SAY TO THAT? HOW CAN YOU NOT? IT HAS TAKEN, WE'VE HAD HUNDREDS OF TEACHERS.

WE'VE HAD DEPARTMENT HEADS, WE'VE HAD DIRECTORS.

WE HAVE HAD ALL STAFF MEMBERS WHO HAVE BEEN INVOLVED IN THE DEVELOPMENT OF THE SYSTEM WITH THE ASSISTANT OF A CONSULTANT.

AT THIS POINT, WE HAVE A PATHWAY FOR UP TO 3,200 OF OUR TEACHERS TO EARN A DESIGNATION, AND WE'RE STILL ADDING TO THAT TO GET TO THE POINT WHERE HOPEFULLY EVERY CLASSROOM TEACHER HAS A PATHWAY IN ADDITION TO NATIONAL BOARD CERTIFICATION, WHICH IS OPEN TO ALL.

IF YOU WILL LOOK AT THE BULLETS ON MY RIGHT, POSSIBLY YOUR LEFT.

AT THIS POINT, IF PHASE 2 IS APPROVED, PHASE 2 WAS APPROVED FOR US IN FEBRUARY OF 2024, PHASE 1 WAS APPROVED IN FEBRUARY 2024.

IF AND WHEN PHASE 2 IS APPROVED, WE COULD HAVE UP TO CLOSE TO 900 TEACHERS WHO ARE RECEIVING ANYWHERE FROM $2700-$15,500 EXTRA BASED ON THIS SYSTEM.

WHEN I SAY IT TOOK MAN HOURS AND ALL COLLABORATIVE MEETINGS.

IF YOU SEE PETE HAZZARD, MY GOODNESS, GIVE HIM A HUGE PAD ON THE BACK AND HIS TEAM BECAUSE THERE'S NOT NECESSARILY AN ASSESSMENT INSTRUMENT FOR THE UNINTENDED FOR FINE ARTS.

WHAT THEY HAD TO DO WAS TO CREATE IT.

THEY HAD TO CREATE IT IN SUCH A WAY THAT IT WAS VALID AND RELIABLE AND THAT THE STATE WOULD CONSIDER IT.

THAT IS HUGE AND I CAN TELL YOU THAT WE ARE THE ONLY DISTRICT WITHIN OUR IMMEDIATE GEOGRAPHICAL AREA WHO IS PARTICIPATING IN TIA.

THERE ARE SOME OTHER DISTRICTS A LITTLE FURTHER OUT, BUT WE ARE THE ONLY ONES IN THIS AREA WHO ARE DOING IT.

THAT IS ONE OF THOSE THINGS THAT HOPEFULLY WILL BE IDEALLY A RETENTION TOOL, BUT ALSO A RECRUITMENT TOOL AS WELL.

K12 INSIGHT SURVEY.

WE CONSIDER ALL INFORMATION WHEN WE ARE LOOKING AT WHY DO PEOPLE STAY, WHY ARE PEOPLE LEAVING, WHAT DO WE DO TO GET PEOPLE TO JOIN US? THIS YOU SAW WHEN THERE WAS A PRESENTATION ON THE RESULTS.

[01:40:05]

BUT I WANTED TO MAKE SURE THAT YOU HAD AN OPPORTUNITY AS WE TALK ABOUT OUR STAFF AND WHAT STAFF IS SAYING.

YOU HAD AN OPPORTUNITY TO SEE THOSE THINGS.

YOU'LL NOTICE THAT WHERE THERE WERE CLOSELY RELATED ITEMS FROM NATIONAL BENCHMARKS, THAT'S LISTED THERE AS WELL.

ONE OF THE THINGS I THINK THAT AS A DISTRICT, WE SHOULD BE REALLY PROUD OF AS A STATISTIC.

92% OF OUR PEOPLE FEEL THAT THEY'VE DEVELOPED A POSITIVE RELATIONSHIP OR CONNECTION WITHIN THE DISTRICT.

THE REASON WHY THAT IS HUGE IS IF YOU LOOK AT ANY RESEARCH THAT IS RELATED TO RETENTION, IT TALKS ABOUT PEOPLE FEELING CONNECTED.

FOR TEACHERS, IN MANY PROFESSIONS, IT HAS TO DO WITH YOUR SALARIES.

EDUCATION IS ONE OF THOSE PROFESSIONS WHERE IT'S FIRST HOW I FEEL ABOUT THE PEOPLE WITH WHOM I WORK, MY JOB SATISFACTION AND PERSONAL FULFILLMENT.

TO HAVE 92% IS HUGE.

WHEN YOU LOOK AT ACKNOWLEDGMENTS AND RECOGNITIONS, WAS IT 75 LAST YEAR, 76 THIS YEAR? WE ARE STILL WANTING THAT TO INCREASE, OF COURSE.

BUT WHEN WE LOOK AT THE BENCHMARK AVERAGE, IT'S 61%.

SO WHAT WE HEARD FROM K12 INSIGHT IS THAT YOU GUYS ARE STILL QUITE A BIT AHEAD OF OTHER DISTRICTS WHEN IT COMES TO PEOPLE FEELING THAT THEY HAVE BEEN ACKNOWLEDGED AND RECOGNIZED.

I WOULD SAY THE SAME THING WITH PROVIDING OPPORTUNITIES FOR INPUT.

YOU WILL SEE THE INCREASED 78-80%.

THE BENCHMARK AVERAGE FOR A QUESTION RELATED TO INPUT IS ABOUT 57%.

MY FAVORITE IS THAT LAST LINE.

I ENJOY BEING A PART OF FRISCO ISD FOR 93% OF THE PEOPLE TO RESPOND THAT THEY ENJOY BEING HERE SPEAKS VOLUMES.

>> OUR NEW HIRES.

AGAIN, AS A REMINDER TO SOME AND NEW INFORMATION TO OTHERS, YOU WILL SEE THAT THE INFORMATION IS DIVIDED INTO FULL YEAR AND HIRING SEASON.

THE REASON FOR THAT IS BECAUSE WE LOOK AT WHAT HAS HAPPENED OVER THE COURSE OF THE YEAR.

BUT OFTEN WHEN YOU GET QUESTIONS AS A BOARD OR WE GET QUESTIONS EVEN WITHIN THE DISTRICT, IT HAS TO DO WITH HOW MANY PEOPLE DID YOU HIRE TO START THE SCHOOL YEAR? THAT IS THE REASON WHY YOU SEE THE TWO OF THOSE.

THE FULL YEAR IS A CALENDAR YEAR, THE HIRING SEASON IS THE NUMBER OF PEOPLE THAT WE HIRED TO JOIN THE DISTRICT FOR THIS YEAR.

WHEN YOU LOOK AT INSTRUCTIONAL AIDS, I WANT TO SPOTLIGHT OUR SPECIAL ED FRIENDS BECAUSE MOST OF THE INSTRUCTIONAL AIDS WE HAVE ARE IN SPECIAL ED.

THE NUMBER YOU SEE FOR THE FULL YEAR THAT 211 REPRESENTS A DECREASE OF 35 FROM THE PREVIOUS YEAR, AND THAT DOESN'T ACCOUNT FOR THE FACT THAT WE ADDED POSITIONS BECAUSE OF THE NEED IN SPECIAL ED.

NOT ONLY DID THEY DECREASE FROM THE PREVIOUS YEAR, THAT INCLUDES THE FACT THAT WE ADDED MORE.

YOU SEE ADMINISTRATORS, YOU SEE THE INFORMATION WITH REGARDS TO TEACHERS.

LAST YEAR WITH TEACHERS WE HIRED 811, THIS YEAR, 642.

NOW, INFORMATION ABOUT OUR NEW TEACHERS.

EACH YEAR, I BRING INFORMATION TO YOU WITH REGARDS TO THE BACKGROUNDS OF OUR TEACHERS BECAUSE WE THINK IT IS SO IMPORTANT AND WE KNOW IT'S IMPORTANT, BASED ON WHAT WE HEAR FROM KIDS, WHAT WE HEAR FROM STAFF, WHAT WE READ IN RESEARCH, THAT IT IS IMPORTANT TO HAVE PEOPLE OF DIFFERENT BACKGROUNDS WORKING TOGETHER, COLLABORATING FOR THEIR OWN GROWTH AS WELL AS FOR STUDENTS.

YOU'LL SEE GEOGRAPHICALLY, OUR NEW TEACHERS JOINED US FROM 8 COUNTRIES AROUND THE WORLD IN ADDITION TO THE US, AND 35 STATES IN ADDITION TO TEXAS.

GENDER, I PUT THAT UP EVERY YEAR.

IT REALLY DOESN'T CHANGE, BUT I'M GOING TO KEEP DOING IT.

I PUT IT UP THERE EVERY YEAR, 78% FEMALE, 22% MALE.

WITH RACE AND ETHNICITY, YOU'LL SEE THAT INFORMATION AS WELL.

THERE'S ONE THAT I WANT TO HIGHLIGHT, THE PERCENT OF OUR NEW HIRES WHO REPORTED THAT THEY WERE ASIAN.

THAT IS SOMETHING THAT WE HAVE BEEN ASKED AS A DISTRICT, HOW ARE WE INCREASING CONSIDERING OUR STUDENT DEMOGRAPHIC? AND SO YOU WILL SEE THAT 8.4%, AND YOU MIGHT THINK, 8.4%? I WOULD LIKE TO ADD SOME CONTEXT FOR YOU.

NATIONALLY, IT'S 2.2% ASIAN TEACHERS IN THE COUNTRY.

IF YOU LOOK AT THE TAPR REPORT FOR THE STATE OF TEXAS, IT'S 2%.

FOR OUR STAFF, FOR OUR ADMINISTRATORS TO GET OUT, TO RECRUIT, TO INTERVIEW AND HIRE AND MAKE SURE THAT WE HAVE A DIVERSE GROUP OF

[01:45:03]

TEACHERS AND TEACHERS WHO NOT ONLY REPRESENT OUR STUDENT POPULATION, BUT ALSO PROVIDE WONDERFUL OPPORTUNITIES AND DIFFERENT INFORMATION AND BACKGROUND EXPERIENCE FOR KIDS, WE KNOW IT'S IMPORTANT.

KUDOS TO ALL THE STAFF WHO'S GOTTEN OUT THERE TO MAKE SURE WE HAVE PEOPLE OF VARYING EXPERIENCES AND BACKGROUNDS.

TEXAS EDUCATOR CERTIFICATION.

WE HAVE NOT HAD THIS CONVERSATION IN RECENT YEARS, BUT NOW IT'S IMPORTANT FOR US TO HAVE THIS CONVERSATION BECAUSE AGAIN, THAT MAY IMPACT DECISIONS THAT YOU MAKE AND IT'S GOOD INFORMATION FOR YOU TO KNOW.

THE STATE OF TEXAS HAS POSTED INFORMATION WITH REGARDS TO HOW NEW TEACHERS ARE CERTIFIED AND THEN GIVEN US INFORMATION ABOUT THE ROUTES FOR THOSE TEACHERS WHO WERE HIRED.

WHAT YOU SEE THERE IS LOOKING AT THE INFORMATION FROM THE STATE, ABOUT 33% OF TEACHERS WHO WERE NEWLY CERTIFIED.

FIRST TIME, TEACHERS WHO WERE JUST GETTING CERTIFIED, 33 OR A THIRD OF THOSE CAME FROM AN UNDERGRADUATE PROGRAM.

NOW, SOME OF YOU HAVE HEARD OF THAT AS A TRADITIONAL PROGRAM.

YOU MAY HEAR OF AS A TRADITIONAL EDUCATOR PREPARATION PROGRAM OR EPP.

IT'S WHAT MOST OF YOU THINK OF WHEN YOU THINK OF TEACHERS.

YOU GET A DEGREE IN EDUCATION, YOU DO STUDENT TEACHING, YOU TAKE YOUR TESTS, YOU PAY YOUR MONEY, YOU GET FINGERPRINTED, YOU'RE CERTIFIED.

THERE WAS A TIME WHEN THE MAJORITY OF THE STATE OF TEXAS CAME VIA THAT ROUTE.

NOW IT'S A THIRD.

THEN WHEN YOU LOOK AT OUR ACP, ALT CERT PROGRAM AND POST-BACCALAUREATE PROGRAMS, THESE ARE TEACHERS WHO CAME INTO THE PROFESSION AFTER HAVING GOTTEN A DEGREE THAT WAS IN SOMETHING OTHER THAN EDUCATION.

THEY EITHER WENT BACK TO THE UNIVERSITY FOR A POST-BACC PROGRAM OR THEY JOINED AN ALT CERT PROGRAM.

AS YOU WILL SEE NOW, THAT HAS SURPASSED THE UNDERGRADUATE EDUCATION PROGRAM, AND IT ACTUALLY HAD FOR ABOUT A COUPLE OF YEARS, BUT IT DEFINITELY SEEMS TO BE A TREND THAT IS CONTINUING.

WHAT THAT DOES IS THAT HAS IMPLICATIONS FOR HOW WE RECRUIT, WHERE WE RECRUIT FOR OUR COMMUNICATIONS DEPARTMENT, HOW WE PUT OUT MATERIALS BECAUSE IT IS VERY DIFFERENT OFTEN WHEN YOU'RE TALKING WITH SOMEONE WHO IS A NEW GRADUATE FROM AN UNDERGRADUATE PROGRAM VERSUS SOMEONE WHO IS ALT CERT WHO MAY HAVE HAD A DIFFERENT CAREER.

WHAT THEY'RE LOOKING FOR AND WHAT YOU WANT TO MAKE SURE YOU SHARE WITH THEM ABOUT THE DISTRICT MAY BE DIFFERENT THAN WHAT YOU MAY SHARE IF SOMEONE HAS COME THROUGH A TRADITIONAL PROGRAM.

SOME THINGS ARE THE SAME, BUT THAT COULD BE DIFFERENT.

THEN YOU SEE OUT-OF-STATE ABOUT 25%, WERE FROM OUT OF STATE.

NOW, THIS IS THE SOBERING SLIDE.

IF YOU'RE NOT SOBER, THIS IS THE TIME TO GET SOBER BECAUSE IT'S A SOBERING SLIDE.

IT PROVIDES SOME HOPE, BUT IT PROVIDES SOME INFORMATION THAT SHOULD MAKE US ALL TAKE NOTICE.

YOU'LL SEE ON THE LEFT.

THE LEFT, THE BLUE LINE, THE BLUE BAR, THAT'S GOOD NEWS.

THAT'S RE-ENTRY OR LAGGED ENTRY.

RE-ENTRY ARE THOSE TEACHERS WHO TAUGHT, LEFT THE PROFESSION FOR A WHILE FOR WHATEVER REASON AND CAME BACK.

WE'RE GLAD THEY'RE COMING BACK.

LAGGED ENTRY ARE THOSE PEOPLE WHO GOT CERTIFIED AND DECIDED NOT TO TEACH INITIALLY.

WE'RE GLAD THEY'RE BACK. THAT'S GREAT.

THAT MAROON LINE, REDDISH LINE, WHATEVER COLOR YOU WANT TO SAY THAT LINE IS WITH A 35%, THAT'S THE NUMBER OF TEACHERS WHO WERE HIRED FOR '23, '24, WHO HAD NO CERTIFICATION, NO PERMIT, NOTHING.

OVER A THIRD OF THE NEW TEACHERS THAT WERE HIRED IN THE STATE OF TEXAS HAD NO CERTIFICATION, NO PERMIT, NOTHING.

THEY DID NOT HAVE ANYTHING.

NOW, LAST YEAR THAT NUMBER WAS 28.8%.

IF WE SEE THAT THIS IS BECOMING A TREND, WHAT IT MEANS FOR US IS WE'VE GOT TO LOOK AT HOW WE DO THINGS DIFFERENTLY.

IT HAS A HUGE IMPACT ON OUR TEACHING AND LEARNING DEPARTMENT.

IT WOULD HAVE AN IMPACT ON PROFESSIONAL DEVELOPMENT WITHIN THAT GROUP.

OUR SPECIAL ED DEPARTMENT, ESL, IT HAS A HUGE IMPACT BECAUSE THESE ARE PEOPLE WHO WOULD NOT HAVE A BACKGROUND IN EDUCATION, SO WHAT YOU DO TO SUPPORT IS DIFFERENT.

THAT'S DIFFERENT FOR OUR TEACHERS ON CAMPUSES TOO, BECAUSE THAT MEANS SOMEONE MAY BE COMING IN WHO DOES NOT HAVE ANYTHING.

YOU CAN SEE ALT CERT PROGRAMS/POST-BACC,13%, DIRECT ENTRY.

[01:50:05]

ANOTHER MOMENT TO BE SOBER.

10% OF THE NEW HIRES IN THE STATE OF TEXAS WERE TEACHING LAST YEAR CAME DIRECT ENTRY, MEANING THEY WENT THROUGH A TRADITIONAL PREPARATION PROGRAM.

THEY WERE CERTIFIED AND THEY STARTED TEACHING RIGHT AWAY.

10%, AND THAT'S OUT OF 100%, 10%.

THEN 6% OF THOSE WERE OUT-OF-STATE.

NOW, AND I KNOW YOU'RE WONDERING, WHAT ABOUT US? WE'RE GETTING TO THE WHAT ABOUT US, JUST HAD TO WALK YOU THERE.

WHEN WE LOOK AT THOSE WITH NO TEXAS CERTIFICATION OR PERMIT, YOU CAN SEE THE STATE OF TEXAS AT ABOUT 35%, REGION 10 AT 36.

WE LOOKED AT DISTRICTS OF 50-80,000, SO LARGER DISTRICTS, YOU CAN SEE ABOUT 29%.

THE NUMBER IN PARENTHESIS IS THE ACTUAL NUMBER OF TEACHERS.

IN LARGER DISTRICTS, AN AVERAGE OF 172 TEACHERS WERE HIRED WITH NO CERTIFICATION AND NO PERMIT, SO NO CREDENTIALS.

OUR BENCHMARK DISTRICTS, THEY'RE AT ABOUT 25%, IS A LITTLE BIT LOWER THAN THE LARGE DISTRICTS, AND THE AVERAGE IS 109.

FRISCO ISD, 4.5%, 24.

>> [INAUDIBLE]

>> YES. THANK YOU.

[APPLAUSE] THERE ARE A LOT OF PEOPLE WHO WORKED REALLY HARD TO GET TO THAT 24.

FOR US, THE GREAT THING IS EVEN WITH THOSE 24, THESE ARE PEOPLE WHO HAVE A PATHWAY TO CERTIFICATION.

IN OUR CASE, WE'RE TALKING THAT MAYBE PEOPLE WHO ARE AWAITING THEIR CERTIFICATION FROM THEIR STATE, AND SO RATHER THAN NOT HAVE THEM START, WE HAVE THEM START WHILE THEY'RE GETTING THEIR FINAL CREDENTIALS FROM THEIR STATE.

BUT WE HAVE A LETTER FROM THEIR UNIVERSITY OR THEIR PROGRAM SAYING THEY'VE MET ALL THE CRITERIA.

WE ALSO HAVE SOME WHO ARE IN ALTERNATIVE CERTIFICATION PROGRAMS, BUT THEY HAVE CERTAIN THINGS AND MODULES THAT THEY HAVE TO COMPLETE FIRST.

THOSE ARE OUR 24.

AGAIN, JUST KUDOS TO LAST YEAR, I DID A ROLL CALL OF ALL THE PEOPLE TO THINK, AND I DON'T WANT TO MISS ANYBODY, BUT THIS IS BECAUSE THERE ARE SO MANY PEOPLE WHO WORK SO HARD ALL YEAR LONG AND IT HAPPENS ALL YEAR LONG.

WE ARE RECRUITING AND RETAINING ALL YEAR LONG.

FUN FACTS ABOUT OUR NEW TEACHERS.

ABOUT 28% CAME TO US WITH A GRADUATE DEGREE, 63% ARE JOINING US WITH EXPERIENCE.

I WILL SAY IN MOST DISTRICTS, THAT'S PROBABLY MORE ABOUT 40-50%.

THAT'S A CELEBRATION FOR US THAT WE'RE ABLE TO ALSO GET EXPERIENCED TEACHERS.

71%, THIS IS ANOTHER ONE OF THOSE STAFF THAT I LOVE.

71% REPORTED HEARING ABOUT US THROUGH A COMMUNITY CONNECTION.

EITHER THROUGH NEIGHBORS, FRIENDS, THEY LIVED HERE, THEY SERVED HERE, THEY HEARD ABOUT OUR REPUTATION, BUT IT IS OUR COMMUNITY, AND WHAT OUR COMMUNITY SAYS ABOUT US, THAT PROBABLY MAKES THE BIGGEST DIFFERENCE WHEN PEOPLE ARE COMING HERE.

THEN YOU SEE 34% OF OUR BEGINNING TEACHERS, ZERO YEAR TEACHERS, JOINED US FROM A STATE OTHER THAN TEXAS.

IN GROWING OUR OWN, WE ALL LOVE THIS SLIDE BECAUSE WHILE WE ARE RECRUITING TO HAVE OTHERS JOIN US WHO MAY NOT HAVE BEEN IN FRISCO BEFORE, WE ALSO WANT TO CELEBRATE THE GROWTH OF THOSE WHO ARE WITHIN OUR DISTRICT.

YOU CAN SEE WE HAD 27 TEACHERS OR OTHER PROFESSIONALS WHO BECAME CAMPUS ADMINISTRATORS AS ASSISTANT OR ASSOCIATE PRINCIPALS, 5 ASSOCIATES OR ASSISTANTS WHO BECAME PRINCIPALS, 3 CAMPUS ADMINISTRATORS WHO MOVED TO CENTRAL.

THIS IS MY FAVORITE, PROBABLY.

54 PARAPROFESSIONAL OR AUXILIARY STAFF MEMBERS WHO BECAME TEACHERS.

I TALKED WITH ONE PERSON WHO TOLD ME SHE STARTED IN OUR DISTRICT AS A THREE-HOUR CASHIER, AND SHE WORKED HER WAY UP TO BE PARAPROFESSIONAL IN SPECIAL ED.

THEN SHE STARTED THIS YEAR, ACTUALLY THE END OF LAST YEAR AS A SPECIAL EDUCATION TEACHER.

THAT WAS HER GOAL TO WORK IN FRISCO ISD AND TO TEACH IN FRISCO ISD.

IT TOOK HER SOME YEARS, BUT SHE GOT THERE. SHE'S AN AWESOME STORY.

29 STUDENT TEACHERS TO TEACHERS, AND THEN 73 FORMER FRISCO STUDENTS WHO CAME BACK TO JOIN US IN VARIOUS POSITIONS.

I WILL TELL YOU WHEN YOU LOOK AT THAT STUDENT TEACHER TO TEACHER, THAT NUMBER USED TO BE MUCH HIGHER.

BUT EDUCATOR PREPARATION PROGRAMS ARE NOT HAVING AS MANY STUDENTS JOIN THEM, WHICH MEANS WE HAVE FEWER STUDENT TEACHERS.

BUT WE'RE FORTUNATE THAT WE'RE ABLE TO KEEP MANY OF THEM.

[01:55:04]

TOP 5 DISTRICTS. AS YOU CAN SEE, PLANO, AGAIN, LOOK AT NUMBER 2.

PEOPLE WHO WORKED FOR US LEFT, AND WHEN THEY DECIDED TO COME BACK, THEY CAME BACK HERE AND THEN LEWISVILLE, DALLAS, AND PROSPER.

RECRUITMENT. I KNOW THAT WE'VE HAD CONVERSATIONS THAT RECRUITMENT IS A FOCUS.

I JUST WANT TO REMIND YOU OF SOME OF THE THINGS THAT WE DO WITH REGARDS TO RECRUITING.

YOU CAN SEE FOR THE '23, '24 YEAR, AND ATTENDED ALMOST 90 EXTERNAL RECRUITING EVENTS.

WE HAD 71 DIFFERENT SITES.

THERE ARE 17 EVENTS THAT WE HOSTED HERE WITHIN THE DISTRICT.

WHEN I SAY THE SUPPORT WE GET FOR THINGS THAT HAPPEN HERE IS AMAZING FROM OUR STAFF, IT'S AMAZING.

IF YOU COME TO THE MARCH OR THE MAY JOB FAIR, YOU MAY SEE FIVE OR SIX TEACHERS AT A TABLE WITH THEIR PRINCIPAL.

SOME ARE WAVING PEOPLE OVER, OTHERS ARE SITTING AND TALKING WITH THEM ABOUT THEIR SCHOOLS.

WE HAD SOME TEACHERS WHO VOLUNTEERED JUST TO COME SO THAT THEY COULD TALK WITH PEOPLE ABOUT WHY THEY LOVE TEACHING IN THE DISTRICT.

I DON'T KNOW THAT THAT HAPPENS IN MANY OTHER PLACES.

OUR MANAGING DIRECTORS OF LEADERSHIP, OUR MANAGING DIRECTORS OF SPECIAL ED, OUR C&P DEPARTMENT, TRANSPORTATION, WHEN THERE'S A RECRUITING EVENT, THEY ALL COME OUT TO SUPPORT.

I THINK THAT GIVES US THE RESULTS THAT WE HAVE BECAUSE THERE IS THAT KIND OF SUPPORT.

THEN YOU CAN SEE THE OTHER THINGS, EXTENDING THAT REACH INTO OUR COMMUNITY BECAUSE WE KNOW WE HAVE A COMMUNITY THAT SUPPORTS OUR DISTRICT AND PEOPLE WHO MAY WANT TO BE A PART OF IT.

TRYING TO MAKE SURE THAT WE HAVE A PRESENCE AT FESTIVALS, AND THERE ARE SOMETIMES DIFFERENT CHURCHES OR DIFFERENT ORGANIZATIONS THAT MAY HAVE CAREER EVENTS AT THEIR INSTITUTIONS, SO WE WILL GO AND VISIT THERE AS WELL, AND THEN YOU'RE ABLE TO SEE THE OTHER RECRUITING EVENTS.

THIS IS A VIDEO.

IT IS A ONE MINUTE AND THREE SECONDS.

WHAT I'M GOING TO DO IS BECAUSE THE LINK WAS NOT WORKING, SO I'M GOING TO SHOW YOU THE LAST SLIDE AND THEN WE'RE GOING TO SEE THE VIDEO.

THAT'S THE LAST SLIDE. NOW WE'RE GOING TO SEE THE VIDEO.

>> YOU'RE LOOKING FOR A SCHOOL DISTRICT WITH AN ABUNDANCE OF RESOURCES AND A SCHOOL DISTRICT THAT IS THERE TO PUSH YOU PROFESSIONALLY AND EDUCATIONALLY, THIS IS THE PLACE FOR YOU.

>> I REALLY FEEL WE REALLY DO COLLABORATE HERE.

WE WORK TOGETHER AND EVERYONE'S IDEAS ARE VALUED.

I ALSO FEEL WE PUSH OURSELVES TO BE BETTER.

I FEEL I'M ALWAYS BEING PUSHED TO BECOME THE BEST TEACHER I CAN BE, AND I REALLY LOVE THAT CHALLENGE.

>> THE FRIENDLINESS OF ALL THE PEOPLE FROM ADMIN TO THE PROFESSIONALS IN THE ADMINISTRATION BUILDING ALLOWED FOR AN EASIER TRANSITION FROM THAT SMALL SCHOOL ATMOSPHERE WHERE I CAME FROM INTO THE ONE WE'RE AT NOW.

>> I THINK THE ADVICE I WOULD GIVE TO SOMEONE CONSIDERING FRISCOISD IS JUST TO LOOK AT THE PEOPLE WHO YOU INTERVIEW WITH, SEE HOW YOU INTERACT WITH THEM, SEE HOW THE CAMPUS FEELS WHEN YOU STEP ON IT, BECAUSE I HAD A REALLY GOOD EXPERIENCE WITH THAT MYSELF.

I'M JUST STEPPING ONTO THE CAMPUS AND FEELING LIKE I WAS REALLY GOING TO BE SUPPORTED, AT THE SAME TIME, I WAS ALSO GOING TO BE CHALLENGED.

>> [APPLAUSE] THANK YOU, DR. LINTON.

BOARD, ARE THERE ANY QUESTIONS FOR DR. LINTON. MRS. SALAS.

>> THANK YOU FOR ALL OF THAT HARD WORK.

THAT'S A LOT, AND I'M VERY EXCITED THAT FOUR POINT, WHATEVER NUMBER THAT WAS FOR THE NON-CERTIFICATION.

I HAVE A QUESTION. THE SLIDE THAT HAD COST OF LIVING BEING 4% CAUSE IN YOUR EXPERIENCE IN THE PAST, WHAT HAS THAT NUMBER LOOK LIKE? HAS THAT BEEN A THING OR NO?

>> IT REALLY HASN'T.

IT WAS ABOUT, I THINK 3% LAST YEAR WHERE IT SAYS SALARY/BENEFITS, AND IT WAS LESS THAN 1% AT COST OF LIVING.

FOR THAT TO HAVE CHANGED TO COST OF LIVING WAS FOUR AND SALARY/BENEFITS WAS SIX THAT WAS SIZABLE JUST BASED ON WHAT WE'VE TYPICALLY SEEN.

>> THEN ONE MORE QUESTION. THE SLIDE WITH THE MAROON BAR THAT I DON'T LIKE EITHER.

>> YES.

>> THE WHITE ONE BOTHERS ME MORE, THE 10 BECAUSE WE'RE NOT GRADUATING TEACHERS.

>> YES.

>> IN YOUR EXPERIENCE, WHAT DOES THAT NUMBER LOOK LIKE? HAS IT BEEN DECLINING SLOWLY OR IS IT JUMPING PER YEAR?

>> IT'S BEEN DECLINING OVER TIME.

IT'S JUST NOW THAT THERE'S A PLACE THAT WE CAN GO AND ACTUALLY SEE THE DATA, BUT YOU CAN TELL WHEN YOU GO TO JOB FAIRS.

[02:00:02]

WE WENT TO ONE REALLY LARGE UNIVERSITY.

THEY HAD ONE SPECIAL ED CANDIDATE.

ONE. I HEARD A STAT THE OTHER DAY IN ONE OF THE UNIVERSITIES THAT TYPICALLY HAD CLOSE TO 1,000 STUDENTS ENROLLED IN THE PROGRAM WAS DOWN TO MAYBE ABOUT THREE OR 400.

IT'S ALSO LOOKING AT HOW DO WE START TO PROMOTE EDUCATION AND TEACHING AS A PROFESSION.

>> BECAUSE THAT MAROON BAR ALSO HAS AN IMPACT ON THE TEACHERS THAT HAVE BEEN HERE AND DO.

>> ABSOLUTELY.

>> WELL, GOOD JOB ON OUR NUMBERS.

>> IT TOOK A LOT OF PEOPLE TO GET THERE.

>> THANK YOU SO MUCH.

>> YOU'RE WELCOME.

>> MR. HILL.

>> I JUST WANTED TO SAY, I APPRECIATE YOU BRINGING THIS CERTIFICATION ISSUE TO OUR ATTENTION.

IS THERE ANYTHING MATERIALIZING AT THE STATE LEVEL OR ELSEWHERE TO TRY TO HELP THAT? I UNDERSTAND WE'RE DOING VERY WELL IN THAT DEPARTMENT FOR THE MOMENT, RELATIVE TO OTHERS, BUT IS THERE ANYTHING MATERIALIZING THAT WILL HELP YOU OR OTHERS? IT REFLECTS STATEWIDE IN A CERTAIN WAY AND IT DOES HAVE AN IMPACT WHEN OTHER DISTRICTS ARE HIRING?

>> YES.

>> I GUESS MY QUESTION IS, IS THERE ANYTHING MATERIALIZING AT THE STATE LEVEL OR OTHERWISE TO HELP THAT ISSUE?

>> AT THIS TIME, THERE'S NOTHING OF WHICH I'M AWARE OF, BUT ONE THING I NEED SAY IS, I ALWAYS TRY TO KEEP THE OPTIMISM GOING.

THIS HAPPENED PROBABLY BACK AROUND 2000 WHEN WE SAW NEXT IS TEACHERS, THERE WAS A SHORTAGE AND THE RESULT BECAME ALTERNATIVE CERTIFICATION PROGRAMS. FOR A WHILE, IT TOOK PEOPLE TIME TO GET ACCLIMATED TO THAT.

BUT ONCE WE DID AND PEOPLE EMBRACED IT, THAT BECAME ONE TYPE OF SOLUTION.

I AM HOPEFUL THAT AS WE HAVE THESE CONVERSATIONS, BECAUSE PART OF IT, SO I'M GOING TO HAVE TO LOOK AT HOW PEOPLE ARE GETTING CERTIFIED.

I THINK LOOKING AT THINGS LIKE FOR THOSE WHO ARE COMING FROM OUT OF STATE, MAKING IT A LITTLE BIT EASIER.

WITH SOME STATES, I CAN TAKE MY TEACHING CERTIFICATE AND WHEN I GO THERE, THEY WILL ACCEPT THAT AND I GET A STANDARD CERTIFICATE.

WHEN I COME TO THE STATE OF TEXAS, I HAVE ONE YEAR, BUT AFTER THAT YEAR, THEN I'VE GOT TO MAKE SURE THAT I'VE GONE THROUGH THE PROCESS.

AND SO WHILE NORMALLY, THAT MIGHT NOT BE AN ISSUE, BUT WHEN YOU'RE LOOKING AT THE FACT THAT YOU HAVE PEOPLE WHO ARE NOT CERTIFIED AT ALL OR DON'T HAVE A PERMIT, THEN WE MAY WANT TO LOOK AT HOPEFULLY SOME THINGS THAT CAN HELP TO QUICKEN THAT PROCESS A LITTLE BIT.

>> THANK YOU.

>> YOU'RE WELCOME.

>> MS. ALLOT.

>> DR. LINTON.

>> YES. YOU KNOW THIS IS A SUBJECT THAT IS VERY NEAR AND DEAR TO MY HEART?

>> I DO.

>> I HOPE YOU NOTICED THAT I WAS VERY PATIENT THIS YEAR WAITING FOR THE ATTRITION INFORMATION.

I DIDN'T ASK FOR IT IN JULY AS I USUALLY DID.

I WAS VERY PATIENT. [OVERLAPPING]

>> KUDOS TO YOU FOR THAT.

>> WELL, I WASN'T LOOKING FOR THAT, BUT I JUST WANT TO MAKE SURE YOU NOTICED.

>> I DID.

>> I ASKED FOR IT EARLY THE LAST COUPLE OF YEARS AND IT WAS A LITTLE BIT OF WORK FOR YOUR TEAM TO GET IT TO ME, BUT I ALSO WANT TO SAY THAT I THOUGHT THIS WAS PROBABLY THE BEST PRESENTATION THAT I'VE SEEN SINCE I'VE BEEN ON THE BOARD AROUND HR.

I KNOW THE LAST TWO YEARS WE DID A WORKSHOP AND I THINK THAT WAS VALUE ADDED, BUT, I HONESTLY THINK THIS YEAR WE GOT THE INFORMATION IN, THE IMPORTANT INFORMATION IN A MORE CONDENSED VERSION, AND ALSO REALLY COVERED ALL THE POINTS, SO I REALLY APPRECIATE THAT.

I THINK THE TIA IS SOMETHING THAT WE PROBABLY CAN'T TALK ABOUT ENOUGH, BECAUSE I THINK IT IS A HUGE RECRUITMENT AND RETENTION ISSUE.

AGAIN, KUDOS TO YOU AND DR. WALDROP AND THE ISD FOR THAT PROGRAM, BECAUSE I THINK THAT REALLY COULD BE A HUGE THING AND HAS BEEN AND COULD CONTINUE TO BE A HUGE THING FOR THIS DISTRICT.

A COUPLE OF QUESTIONS, AND I'LL TRY TO BE BRIEF, BUT I WILL ALSO SAY, BEFORE THE QUESTIONS THAT I WAS VERY GLAD TO SEE OUR ATTRITION GO DOWN.

THIS YEAR, AGAIN, I KNOW WE ALL ARE.

I THINK THAT'S A TESTAMENT TO THE ONGOING WORK.

I KNOW THAT WE ALL HOPE TO SEE IT CONTINUE IN THAT DIRECTION.

BUT I THINK NOW THIS IS TWO YEARS IN A ROW WHERE IT HAS GONE DOWN.

THAT IS FANTASTIC AND IT IS SOMETHING WORTH CELEBRATING.

I ALSO WANTED TO MENTION THAT.

I WAS WONDERING IF THERE'S ANY NOTICEABLE DIFFERENCE THAT YOU SAW IN TERMS OF RETENTION INFORMATION BY ELEMENTARY VERSUS SECONDARY WHEN YOU'RE TALKING ABOUT TEACHERS.

>> THAT IS A GREAT QUESTION, AND I CAN PROVIDE THAT INFORMATION TO YOU, AND SENDING THAT INFORMATION TO THE BOARD.

I WILL TELL YOU WHEN WE LOOK AT THAT DATA, ONE, WE'RE LOOKING AT PROVIDING AN OVERVIEW FOR YOU AND THEN WHAT THE MANAGING DIRECTORS DO IS THEY THEN DRILL DOWN BY THEIR CAMPUSES BECAUSE WHAT WE FIND IS RETENTION RECRUITMENT TURNOVER.

[02:05:03]

IT ALL TENDS TO BE VERY CAMPUS SPECIFIC.

IN OCTOBER, DURING THIS MONTH, THEY'RE GOING OUT AND THEY ARE MEETING WITH PRINCIPALS TO TALK ABOUT THEIR SPECIFIC STAFF, THE MEMBERS ON THEIR STAFF, ANYONE WHO MAY BE OF CONCERN, ANYONE WHO NEEDS SUPPORT, ANYBODY WHO WE NEED TO HIGHLIGHT, AND THEY TALK ABOUT RETENTION AND RECRUITMENT.

THEY DO THAT MORE ON A GRANULAR LEVEL.

I WILL TELL YOU THERE ARE TIMES DEPENDING ON WHAT IS GOING ON WITHIN THE DISTRICT, WE MAY LOOK AT DIFFERENT FACETS OF DATA BECAUSE YOU COULD STAY IN THIS ALL YEAR LONG.

THERE ARE TIMES WHEN IT SEEMED WE WERE HIRING A LOT OF MATH TEACHERS, WE LOOK SPECIFICALLY AT WHY ARE MATH TEACHERS LEAVING.

WE HAVE NOT HAD THAT INFORMATION AND DONE IT BY SECONDARY ELEMENTARY BECAUSE WE DIDN'T THINK AT THE TIME THAT IT WOULD BE THE BEST USE OF TIME IN ORDER TO MAKE A DIFFERENCE, AND THAT IS DEFINITELY CERTAINLY SOMETHING THAT WE CAN DO.

>> IF IT'S GOING TO TAKE A LOT OF TIME FOR YOUR TEAM, I DON'T KNOW THAT IT'S NECESSARY, BUT I JUST THINK IT'S IMPORTANT TO KNOW IF IT'S A MINOR DIFFERENCE, THEN IT PROBABLY DOESN'T MEAN ANYTHING, BUT IF IT'S A SIGNIFICANT DIFFERENCE, THEN IT COULD POTENTIALLY COULD [OVERLAPPING] AS I WAS LOOKING AT THE DATA, I WONDER IF THERE IS SOME NOTICEABLE OR MEANINGFUL DIFFERENCE IN THOSE TWO GROUPS.

AS IT RELATES TO TEACHERS AND CAMPUS STAFF, SPECIFICALLY, OBVIOUSLY, IT WOULDN'T APPLY TO DISTRICT STAFF.

ALSO, I WANTED TO REQUEST THAT WE SHARE THIS PRESENTATION.

I THINK A LOT OF THE COMMUNITY MEMBERS KNOW THAT WE TALK ABOUT HR THINGS IN OCTOBER, AND SO I KNOW THIS PRESENTATION, DIDN'T MAKE IT INTO THE COMMUNITY VERSION OF THE BOARD BOOK, SO IF WE COULD ADD IT OR SHARE IT IN SOME WAY, I THINK IT WOULD BE IMPORTANT.

I KNOW I'VE BEEN ASKED FOR SEVERAL MONTHS, WHAT'S THE TURNOVER? ARE WE UP OR ARE WE DOWN? I TOLD THEM ALL I'M BEING PATIENT THIS YEAR AND I WILL GET BACK TO YOU WHEN WE FIND OUT.

BUT I DO THINK IT WOULD BE GOOD TO SHARE THAT INFORMATION SINCE IT DIDN'T MAKE IT INTO THE PUBLIC FACING PRESENTATION.

BECAUSE I THINK THERE'S A LOT OF GOOD DATA IN HERE TO SHARE AND A LOT OF GREAT SUCCESS.

>> WELL, AND ONE OF THE REASONS FOR THAT IS HONESTLY, JUST LIKE THAT SLIDE THAT I ADDED ABOUT RETENTION AND THAT HISTORICAL VIEW OF WHAT WE'VE DONE, THERE ARE OFTEN THESE LAST MINUTE EITHER, WHETHER IT'S A CHANGE OR SOMETHING THAT I REMEMBER THAT SOMEBODY ASKED A QUESTION, AND IF I CAN PROVIDE THAT, I WILL.

FOR THAT REASON, YOU GUYS GET TO SEE YOUR BOARD VERSION OF IT, BUT WHEN WE PUT IT OUT TO THE PUBLIC, JUST WANTED TO MAKE SURE THAT THEY HAVE THE FINAL VERSION AND SO THAT WE DON'T HAVE MULTIPLE THINGS FLOATING OUT THERE.

THAT'S THE REASON FOR IT. GOT IT.

>> COULD YOU REAL QUICK GO BACK TO THE SLIDE WITH THE SURVEY RESULTS?

>> SURE.

>>BECAUSE THAT'S ANOTHER TOPIC THAT'S NEAR AND DEAR TO MY HEART IS THE SURVEY.

I JUST WANTED TO GO BACK TO THAT FOR A MINUTE.

>> THAT ONE?

>> YEAH. I WAS LOOKING AT THIS, AND I THINK THIS TELLS A GREAT STORY OF IMPROVEMENT, AND I LIKE THAT.

>> I THINK THE ONLY THING THAT I LOOKED AT AND I THOUGHT, I KNOW I'VE MENTIONED THIS BEFORE AS WE TALKED ABOUT THE SURVEY WHEN WE DISCUSSED IT IN THE SPRING.

I'M NOT TRYING TO SOUND LIKE A BROKEN RECORD, BUT I THINK IT'S IMPORTANT AS WE TALK ABOUT IT HERE IS THE SAMPLE SIZE.

THE IMPROVEMENT IS FANTASTIC, BUT WE'RE TALKING ABOUT A THOUSAND PERSON DIFFERENCE IN THE SAMPLE SIZE.

I THINK IF WE COULD JUST CONTINUE THAT WORK, I KNOW WE'VE TALKED ABOUT THIS OF JUST GETTING THAT PARTICIPATION BACK TO WHERE IT WAS IN FIRST YEAR AND THEN IMPROVE UPON THAT.

I THINK THAT WILL TELL A FULLER PICTURE.

HOPEFULLY, WE'LL STILL SEE THE SAME IMPROVEMENT IN THESE THINGS TOO, BUT IT'S HARD TO MEASURE.

YOU'RE NOT REALLY COMPARING APPLES TO ORANGES WHEN YOU HAVE SUCH A DIFFERENCE IN THE SAMPLE SIZE.

I KNOW THAT'S NOT WHAT YOUR TEAM TEAM WORKS ON.

I KNOW THAT'S A DIFFERENT DEPARTMENT, BUT I DO THINK THAT WOULD TELL A MORE ROBUST STORY IF THE NUMBERS OF PARTICIPATION IN THIS WERE A LITTLE MORE SIMILAR.

IT'S HARD TO TELL WHEN YOU HAVE SUCH A DIFFERENCE.

STILL A GREAT STORY, BUT I THINK IT WOULD TELL HOPEFULLY AN EVEN BETTER STORY IF THE PARTICIPATION RATES WERE A LITTLE MORE SIMILAR.

>> I ACTUALLY LOOKED AT THAT AND I SPENT SOME TIME LOOKING AT DATA TO SEE WHAT PERCENTAGE IS CONSIDERED A GOOD RETURN RATE WHEN YOU'RE LOOKING AT SURVEYS.

OF COURSE, IT WAS, IF YOU CAN GET 60 OR 70%, IT'S GREAT.

BUT CAN YOU GET VALID INFORMATION WITH 30-60%? ABSOLUTELY. WHEN WE LOOK AT THE FACT THAT WE'VE GOT 02,700 OUT OF OUR 9,000 EMPLOYEES WHO RESPONDED, YOU SAID IT STILL DOES PROVIDE SOME GOOD INFORMATION.

THE OTHER THING IS, AND I'M SURE YOU ALL HAVE HEARD OF IT, THE WHOLE IDEA OF SURVEY FATIGUE.

THIS IS IT IS A LENGTHY SURVEY, BECAUSE WE'RE ASKING ABOUT THE EMPLOYEE EXPERIENCE, WE'RE ASKING WHAT IT'S LIKE ON THE CAMPUS, WE'RE ASKING ABOUT THINGS FOR KIDS.

[02:10:01]

IT IS A LENGTHY SURVEY.

WE ALSO HAD THIS SURVEY LAST YEAR.

I THINK IF YOU WERE TO LOOK AT RESEARCH OF SURVEYS OVER TIME, ESPECIALLY THOSE THAT ARE GIVEN ANNUALLY, OFTEN THERE IS THAT DIP, ESPECIALLY AFTER THE FIRST YEAR, BUT I KNOW IT'S SOMETHING THAT ALL OF US ARE KEENLY AWARE OF AND SENDING OUT INFORMATION WITH REGARDS TO IT.

BUT JUST KNOW THAT THAT'S SOME OF THOSE THINGS FOR US TO CONSIDER.

THAT THERE'S STILL SOME OF VALIDITY WHEN YOU LOOK AT THE 30 AND THAT'S ABOUT 30%, AND THE FACT THAT THIS IS THE SECOND YEAR IN A ROW THAT WE HAD THE SURVEY AND THERE ARE MANY STAFF MEMBERS WHO FEEL LIKE, "I GAVE MY INPUT." BUT WE CERTAINLY WILL CONTINUE TO TRY AND IT IS ALWAYS OUR GOAL TO HEAR FROM ALL OF OUR FOLKS.

>> THANK YOU.

>> YOU'RE WELCOME.

>> THANK YOU AGAIN, DR. LINTON WELCOME.

>> PLEASURE.

>> WE'RE GOING TO MOVE TO AGENDA ITEM 13,

[13. Discussion regarding Quarterly Budget Reports ]

WHICH IS DISCUSSION REGARDING QUARTERLY BUDGET REPORTS. MS. SMITH.

>> THANK YOU. I'M GOING TO BE PRETTY BRIEF WITH THIS.

THESE REPORTS, WE PUT TOGETHER ONCE A QUARTER, AND TYPICALLY, THEY'RE JUST IN THE REPORT SECTION OF YOUR BOARD BOOK AND WE DON'T GO OVER THEM IN PERSON.

BUT SINCE THIS IS THE FIRST ONE OF THE YEAR, I JUST WANTED TO MAKE SURE THAT Y'ALL ARE AWARE OF WHAT YOU'RE LOOKING AT AND DRAW YOUR ATTENTION TO A FEW DIFFERENT THINGS.

I DID DO A PRELIMINARY YEAR END BUDGET REPORT FOR THE '23, '24 SCHOOL YEAR, AS WELL AS A QUARTER 1 BUDGET REPORT FOR THE '24, '25 SCHOOL YEAR, SO WHAT YOU'RE LOOKING AT RIGHT NOW IS THE PRELIMINARY YEAR END REPORT AS OF JUNE 30TH, 2024 FOR LAST FISCAL YEAR.

THE INFORMATION IN THIS REPORT IS GOING THROUGH THE AUDIT PROCESS RIGHT NOW AND IS BEING FINALIZED ACTUALLY RIGHT NOW, YOU WILL GET THE RESULTS OF THE AUDIT AS WELL AS OUR COMPREHENSIVE FINANCIAL REPORT AT YOUR NOVEMBER MEETING.

BUT THIS IS JUST A SNAPSHOT.

I DON'T REALLY EXPECT THIS TO CHANGE BETWEEN NOW AND THEN.

IN TERMS OF REVENUE, WHAT THIS WHOLE REPORT SHOWS YOU IS THE AMOUNT OF MONEY WE COLLECTED AND SPENT AS COMPARED TO WHAT WE BUDGETED.

SO THIS REVENUE SECTION AT THE TOP TELLS YOU THE PERCENT OF OUR BUDGET RECEIVED BY SOURCE.

YOU CAN SEE IN TERMS OF FEDERAL REVENUE, WE RECEIVED ABOUT 70% OF WHAT WE BUDGETED, STATE A LITTLE OVER 100% AND THEN LOCAL ABOUT 97% OF WHAT WE BUDGETED.

IF YOU'RE WONDERING WHY THIS 30% IN FEDERAL IS MISSING, THAT IS RELATED TO THE FEDERAL MEDICAID AND SHARS PROGRAM THAT WE ALL TALKED ABOUT LAST SPRING DURING OUR BUDGET PROCESS.

THE STATE WENT THROUGH A STATE AUDIT OF THAT PROGRAM AND SOME CHANGES GOT PASSED DOWN TO US, AND SO WE MISSED OUT ON SOME REVENUE THAT WE WOULD HAVE OTHERWISE ANTICIPATED GETTING.

>> THE EXPENDITURES, WE SHOW THEM IN TWO WAYS, ONE BY WHAT WE CALL OBJECT, OR WHAT WE'RE SPENDING THE MONEY ON, AND THEN IN THE NEXT SECTION BY WHAT WE CALL FUNCTION OR THE TYPE OF THE PROGRAM THAT WE'RE SPENDING THE THINGS ON.

YOU CAN SEE PAYROLL, OF COURSE, REPRESENTS THE MAJORITY OF OUR BUDGET.

$575 MILLION SPENT ON PAYROLL LAST YEAR, 97% OF OUR BUDGET, AND YOU CAN SEE HOW THIS BREAKS DOWN.

I WILL SAY THAT IN GENERAL, HISTORICALLY, THE PLACES THAT WE HAVE SAVED MONEY, WE ALWAYS SAVE A LITTLE BIT IN PAYROLL JUST BECAUSE OF TURNOVER THROUGHOUT THE YEAR, BUT [NOISE] PROFESSIONAL CONTRACTED SERVICES AND SUPPLIES, ESPECIALLY IN YEARS WHERE BUDGET HAS BEEN TIGHT, THOSE ARE THE PLACES WHEN WE ASK BUDGET OWNERS TO SAVE AS MUCH AS YOU CAN, THOSE ARE THE PLACES THAT THEY'RE SAVING, AND SO IT DOESN'T SURPRISE ME AT ALL TO SEE THOSE LOWER THAN BUDGET THERE.

THEN FUNCTIONAL SPENDING, AGAIN, SAME WAY.

I DIDN'T REALLY HAVE ROOM TO PUT THE NAME OF EACH OF THESE FUNCTIONS ON THIS CHART, BUT YOU CAN CROSS REFERENCE THIS WITH OUR BUDGET BOOK THAT'S ONLINE.

FUNCTION 11 IS DIRECT INSTRUCTION, FUNCTION 12, I BELIEVE IS LIBRARIES, AND SO YOU CAN GO SO ON AND SO FORTH.

THE RED DOTS THAT YOU SEE ARE LAST YEAR AS A COMPARISON TO SEE THE PERCENT OF BUDGET WE SPENT.

YOU CAN SEE FOR THE MOST PART, WE SPENT ABOUT THE SAME PERCENTAGE OF BUDGET THAT WE HAVE HISTORICALLY.

THE ONE EXCEPTION HERE IS FOOD SERVICE, WHICH IS FUNCTION 35.

THE DIFFERENCE HERE, IS THAT, IN PRIOR YEARS, WE ACTUALLY PAID FOR THE RETENTION INCENTIVE FOR OUR FOOD SERVICE WORKERS OUT OF THE GENERAL FUND,

[02:15:01]

WHICH IS WHAT THIS REPORT IS BASED ON.

IN '23/ '24 WE WERE ABLE TO PAY FOR THAT RETENTION INCENTIVE OUT OF THE CHILD NUTRITION FUND, SO WE DIDN'T HAVE ANY EXPENDITURES THERE.

WHAT I REALLY WANT TO DRAW YOUR ATTENTION TO ON THIS REPORT AND FUTURE QUARTERLY BUDGET REPORTS IS THE CHANGE IN FUND BALANCE.

THIS GIVES YOU AN IDEA OF HOW MUCH OF OUR RAINY DAY FUND, ESSENTIALLY, WE'RE USING THROUGHOUT THE YEAR.

WHEN WE TALK ABOUT BUDGET AND WE TALK ABOUT FUND BALANCE, WE ALWAYS TALK ABOUT IT AS A SNAPSHOT AS OF A POINT IN TIME.

AT THE JUNE 30TH DATE, THE END OF OUR FISCAL YEAR, WHATEVER OUR FUND BALANCE IS AT THAT POINT, HAS TO LAST US THROUGHOUT A PERIOD OF WHAT I CALL NEGATIVE CASH FLOW, SO UNTIL TAX REVENUE STARTS TO COME IN, WHICH HAPPENS IN ABOUT DECEMBER, SO YOU CAN SEE PERIOD 6 HERE, WHICH IS DECEMBER, THAT'S WHEN WE START TO COLLECT REVENUE.

FOR ALL THE MONTHS PRIOR TO THAT, SCHOOL HAS STARTED AND WE'RE SPENDING, BUT WE'RE NOT REALLY BRINGING REVENUE IN TO COVER THE EXPENSES, SO YOU CAN SEE THE CHANGE IN FUND BALANCE OVER TIME.

ANOTHER THING THAT I WANT TO POINT OUT, IS THAT, AT YEAR END, WE DID END UP ABOUT $13 MILLION DEFICIT.

YOU CAN SEE TOTAL REVENUE OF 710, TOTAL EXPENDITURES OF 723.

THIS SHOULDN'T BE A SURPRISE.

WE'VE TALKED ABOUT THAT WE EXPECTED THIS TO HAPPEN.

IT WOULD HAVE HAPPENED THE YEAR BEFORE HAD IT NOT BEEN FOR COVID RELIEF FUNDS.

THIRTEEN MILLION DEFICIT OUT OF THE ADOPTED DEFICIT THAT WE HAD, THAT'S PRETTY GOOD.

THAT TELLS US THAT OUR BUDGET OWNERS DID A REALLY GOOD JOB SAVING WHERE THEY COULD, AND WE ENDED UP ABOUT WHERE WE EXPECTED TO END UP.

IF I REMEMBER CORRECTLY OFF THE TOP OF MY HEAD, I DIDN'T GO LOOK IT UP, BUT OUR RAINY DAY FUND, WE SAID, WAS ABOUT 70-$75 MILLION WHEN WE ADOPTED THE '24/ '25 BUDGET, AND SO YOU CAN SEE TO CLOSE OUT LAST YEAR, WE USED ABOUT 13 MILLION OF THAT.

THEN WE ALWAYS STRIVE ABOUT THIS NUMBER RIGHT HERE TO BE BETWEEN 25 AND 30%.

THIS IS THE FUND BALANCE AS A PERCENT OF OUR TOTAL BUDGET.

BECAUSE WE HAVE TO USE FUND BALANCE AS A CASH FLOW TOOL FOR THE FIRST HALF OF THE SCHOOL YEAR, WE ALWAYS WANT TO MAKE SURE THAT WE HAVE ENOUGH AVAILABLE IN THERE TO GET US THROUGH WITHOUT HAVING TO BORROW TO MAKE SOME SHORT TERM PAYMENTS.

TWENTY FIVE TO 30% IS IDEAL.

WE DID IN THE YEAR WITH 30% UNASSIGNED FUND BALANCE AS A PERCENT OF THIS YEAR'S BUDGET, SO STILL GOOD THERE.

THAT'S HOW TO READ THIS REPORT.

AGAIN, THIS WAS THE PRELIMINARY YEAR END AS OF JUNE 30TH.

I ALSO INCLUDED IN BOARD BOOK THE FIRST QUARTER OF [NOISE] 2025.

YOU CAN SEE WE DID IN OCTOBER RECEIVE ONE STATE AID PAYMENT, SO WE HAVE STARTED COLLECTING SOME MONEY.

THE REST OF THIS LOOKS PRETTY ON PAR WITH WHERE WE WERE IN THE FIRST QUARTER OF LAST YEAR, AND YOU CAN SEE OUR FUND BALANCE IS DIPPING DOWN A LITTLE BIT BECAUSE WE'RE USING IT FOR CASH FLOW, SO AS OF SEPTEMBER 30TH, WE'RE CURRENTLY AT 28% OF BUDGET FOR UNASSIGNED FUND BALANCE.

CAN I ANSWER ANY QUESTIONS FOR ANYONE? OR, ARE THERE ANY QUESTIONS AT THIS TIME?

>> THANK YOU, MS. SMITH. BOARD WILL MOVE TO AGENDA ITEM 14,

[14. Communication to and from the Board including public comments]

>> THANK YOU, MR. HILL.

BOARD, WE HAVE ONE SPEAKER THIS EVENING, MR. PAUL JASON.

>> GOOD EVENING, EVERYONE. I'LL KEEP THIS SHORT.

JUST MAKE A QUICK COMMENT OF COMMENDATION TO WHAT'S GOING ON IN THE BUILDING, AND THEN MAYBE A SUGGESTION FOR IMPROVEMENT.

I COULDN'T FIND ON THE WEBSITE, WHERE DID YOU GET THE ANSWER TO THE QUESTION THAT I RAISED LAST TIME, AND SO I CALLED IN AND HERE'S WHY I WANT TO COMMEND.

STAFF OF REALLY EXCELLENT COOPERATIVE UPBEAT, RECEPTIONIST TYPE SECRETARIES, TELEPHONE OPERATORS, WHATEVER.

THE FIRST PERSON WHEN I ASKED, HERE'S FOR THE PERHAPS WOULD HELP FOR THE IMPROVEMENT.
