DURING OUR SCHOOL BOARD MEETINGS, I HAVE ASKED THAT OUR CHAIRS, WHICH IS A BOARD MEMBER FOR EACH SUBCOMMITTEE, IF THERE IS A MEETING, THAT TAKES PLACE THROUGHOUT THE MONTH THAT THEY SHARE ON SOME OF THE THINGS THAT WE ARE SPEAKING ABOUT DURING OUR SUBCOMMITTEE MEETINGS SO THAT YOU CAN BETTER UNDERSTAND WHAT WE'RE DOING HERE AS A DISTRICT. I'LL OPEN THE FLOOR FOR OUR COMMITTEE CHAIRS. I BELIEVE WE CAN START WITH MRS. ELAD. >> SURE, THANK YOU. TWO THINGS I HAD TO REPORT. THE FIRST IS THE TEACHING AND LEARNING SUBCOMMITTEE MET A FEW WEEKS AGO. THE THINGS THAT WE'RE GOING TO BE FOCUSED ON IN THAT COMMITTEE THIS YEAR IS DOING A DEEP DIVE INTO OUR GRADING POLICIES AND PRACTICES. ALSO, ONCE WE'RE DONE WITH THAT, PROBABLY BY SPRINGTIME, I'M TOLD, IS WE'LL DIVE A LITTLE DEEPER IN TERMS OF HOW WE TEACH READING AND ALL THE DIFFERENT COMPONENTS IN FRISCO ISD. I'M VERY GRATEFUL TO DR. FIORI AND DR. CUNNINGHAM FOR THEIR SUPPORT. ON THAT AND I LOOK FORWARD TO WORKING WITH THEM ON THOSE THINGS THROUGHOUT THE YEAR. ALSO, LAST MONTH, MR. PONANGI, WHO'S ALSO ON THE TEACHING AND LEARNING COMMITTEE ALONG WITH MS. DAVIS, WE MET AT LIBERTY HIGH SCHOOL, GOPAL AND I DID TO MEET WITH THE PRINCIPAL THERE AND THE STAFF THERE TO LEARN A LITTLE BIT MORE ABOUT HOW THE TEAM [00:05:02] CREATES PLANS WITH CLEAR OBJECTIVES FOR THE STUDENTS AT ALL THE DIFFERENT LEVELS AND ACROSS THE DIFFERENT COURSES AND HOW THEY ENSURE THAT THE STUDENTS ACHIEVE MASTERY. THAT WAS A REALLY GOOD FOUNDATION AS WE DO OUR WORK IN OUR DEEP DIVE THIS YEAR. I'M GRATEFUL FOR THAT. THE OTHER THING THAT I'LL REPORT ON WAS THAT I SERVED AS THE FRISCO ISD DELEGATE TO THE DELEGATE ASSEMBLY AT TASB A FEW WEEKS AGO, AND MRS. SALAS WAS THE ALTERNATE DELEGATE FOR THAT PROCESS. THAT INVOLVES FOR THOSE WHO DON'T KNOW, ATTENDING A MEETING WITH JUST THE REGION 10 DELEGATES AT FIRST TO JUST TALK THROUGH ANY ISSUES, SEE IF ANYONE WANTS TO MAKE ANY CHANGES OR PROPOSE ANY AMENDMENTS TO THE BYLAWS AND OTHER PRIORITIES THAT THE TASB GENERAL ASSEMBLY WILL BE VOTING ON. THEN AFTER THAT, GOING TO THE LARGER GENERAL ASSEMBLY, WHICH INCLUDES ONE REPRESENTATIVE FROM EACH SCHOOL DISTRICT ACROSS TEXAS THAT CHOOSES TO SEND A DELEGATE TO THE ASSEMBLY AND VOTING ON ALL OF THOSE DIFFERENT THINGS. THIS IS MY SECOND TIME DOING THAT. IT'S ALWAYS AN INTERESTING PROCESS TO SEE HOW OTHER DISTRICTS LOOK AT THE THINGS THAT ARE BEFORE THE BODY AND THAT IS IT. >> THANK YOU. MR. I'D LIKE TO COMMEND DANA FOR STEPPING UP. SHE'S DONE AN OUTSTANDING JOB FOR PICKING UP THAT WORKLOAD. ELAD HAS MENTIONED, IT'S A PLACE WHERE WE GET TO UNDERSTAND THE BEST PRACTICES THAT OTHER SCHOOL DISTRICTS ARE DOING AND OTHER SCHOOL ADMINISTRATORS ARE LEADING AT THE SCHOOL DISTRICTS. IT WAS NICE TO BE THERE, LISTEN TO OTHERS AND THEN UNDERSTAND WHAT ARE THE THINGS THAT WE CAN LEVERAGE HERE IN OUR DISTRICT. VERY QUICKLY, ANOTHER QUICK UPDATE IS THAT MYSELF AND MS. DAVIS, WE WERE PART OF THE LEADERSHIP EXCHANGE TRIP HOSTED BY FRISCO CHAMBER OF COMMERCE. WE HAD AN OPPORTUNITY TO VISIT ALPHARETTA, THE ATLANTA AREA, SOME OF THE CITIES, PEACH TREE COMMONS. DR. CUNNINGHAM WAS THERE, TOO. THANKS. [LAUGHTER] CAN'T DO WITHOUT HIM. WE HAD GOOD OPPORTUNITIES APART FROM VISITING SOME CITIES, BUT WE ALSO VISITED THE SCHOOL SIMILAR TO OUR K CENTER AND WE FOUND SOME INTERESTING THINGS THAT ARE HAPPENING. WE CAN PROBABLY START THINKING OF DISCUSSING ABOUT HOW WE CAN LEVERAGE SOME OF THOSE THINGS INTO OUR DISTRICT. >> THANK YOU. DURING OUR TIME THERE, WE WERE ABLE TO SEE SOME OF THE THINGS THAT LOOK A LOT LIKE WHAT WE OFFER ON ALL OF OUR CAMPUSES, AND I WAS JUST REALLY AMAZED BY HOW WE ARE ABLE TO ACROSS OUR 77 SOME ODD BUILDINGS, HOW WE'RE BASICALLY DUPLICATING THOSE EFFORTS AND MAKING SURE THAT OUR MAJORITY OF STUDENTS ARE ABLE TO TAKE PART IN IT AND NOT HAVE TO BE LIMITED. IT WAS A GREAT OPPORTUNITY TO SEE HOW OTHER STATES AND OTHER SCHOOL DISTRICTS FUNCTION AND OPERATE. I WILL STILL MAINTAIN AND GO ON RECORD TO SAY THAT FRISCO ISD IS THE BEST PUBLIC PRIVATE EDUCATION THAT ANY CHILD CAN RECEIVE IN THE STATE OF TEXAS AND EVEN POSSIBLY IN THE US. THE REASON WHY THAT IS GOOD IS BECAUSE WE GET TO USE SOME OF THE TRS FUNDS FOR THE M&O BUDGET FOR THOSE SCHOOLS BECAUSE WE HAVE EXPANDED IT. THAT'S SOMETHING THAT'S GOING TO WORK OUT REALLY GOOD FOR OUR DISTRICT. THE SECOND THING IS WE EXTENDED THE TRS ANOTHER 20 YEARS, AND WE HAD TALKED ABOUT THAT WE WERE AWARE OF THAT, SO WE DID THAT TODAY. >> THANK YOU. THIS PROGRAM IS WHERE THEY COME AND THEY COLLABORATE WITH DISTRICT LEADERSHIP, AND THEY HAVE AN OPPORTUNITY TO RECEIVE SOME COACHING AND TO ALSO JUST GAIN INSIGHTS INTO DISTRICT OPERATIONS. THOSE PRINCIPALS WILL BE THE ONES THAT WILL BE SPOTLIGHTED DURING OUR BOARD MEETINGS THIS YEAR, AND WE ARE KICKING THOSE THINGS OFF THIS EVENING WITH OUR FIRST PRINCIPAL. WE HAVE MR. WE BELIEVE IN EVERY STUDENT'S ABILITY TO LEARN, MAKING DECISIONS ON WHAT'S BEST FOR KIDS, COLLABORATION OVER ISOLATION, AND REALLY ENSURING THAT WE HAVE A NURTURING AND COMPASSION LEARNING ENVIRONMENT. OUR CAMPUS GOAL THIS YEAR IS REALLY FOCUSED ON FUTURE READY. YOU CAN SEE HERE IT'S TO INTENTIONALLY HAVE OUR STAFF DESIGN ENGAGING AND RELEVANT LEARNING EXPERIENCES THAT INTEGRATE THE PRACTICAL APPLICATION OF FUTURE READY SKILLS. THESE GOALS AIM TO PREPARE OUR STUDENTS FOR THE CHALLENGES AND THE OPPORTUNITIES OF TODAY AND TOMORROW. TONIGHT, I WILL BE HIGHLIGHTING FIVE DIFFERENT AREAS. WE'RE GOING TO LOOK AT OUR DEPARTMENT FOCUS AS IT RELATES TO FUTURE READY. WE HAVE BUILT OR CREATED A FUTURE READY COMMITTEE. WE'RE GOING TO CELEBRATE SOME OF THE THINGS HAPPENING IN THE CLASSROOM, BEYOND THE CLASSROOM, AND OUR CAMPUS CULTURE. WHEN WE LOOK AT OUR DEPARTMENT FOCUSED LESSONS, INSTEAD OF HAVING ALL OF OUR DEPARTMENTS FOCUS ON ALL OF THESE, WE'VE DECIDED TO DIVIDE THEM UP, AND BE VERY SPECIFIC AND STRATEGIC ON THE INSTRUCTIONAL STRATEGIES WHEN WE IMPLEMENT THESE INTO OUR LESSONS. YOU CAN SEE HERE, EACH DEPARTMENT HAS A DIFFERENT ATTRIBUTE THAT THEY FOCUS ON. THIS ENSURES THAT WE ARE INTENTIONALLY CREATING FUTURE READY PLANS OR LESSONS THAT CAN BE APPLIED TO EVERY COURSE ON THE STUDENT SCHEDULE. THE OTHER THING THAT WE DID THIS YEAR, WE STARTED LAST YEAR WAS WE DEVELOPED A FUTURE READY COMMITTEE ON OUR CAMPUS. YOU CAN SEE THESE ARE A LOT OF THE THINGS THAT WE ACCOMPLISHED LAST YEAR. WE TOOK THE REFLECTIONS AND THE ADJUSTMENTS FROM OUR STUDENT SURVEYS, AND WE DID THAT DURING ADVISORY. WE CREATED AN INSTRUCTIONAL STRATEGY COLLECTION OF IDEAS ON HOW TO IMPLEMENT THESE THINGS IN THE LESSON. WE ARE IN THE PROCESS OF PUTTING ALL THOSE THINGS TOGETHER AND PUTTING A TOOLBOX THAT WILL ADD TO OUR ONE STOP SHOP. THEN WE'VE ALSO CREATED A POST ASSESSMENT, A FILE THAT THE TEACHERS CAN USE AS AN EXIT TICKET AFTER ACTIVITIES OR EVEN AFTER ASSESSMENTS TO SHOW HOW THE KIDS DID WITH THE ATTRIBUTES AND HOW THEY APPLIED THAT TO THEIR LEARNING. WE DO RECOGNIZE OUR STAFF BY THE TRAIT OF THE WEEK. THEY GET NOMINATED FOR THAT WHEN THEY ARE USING THOSE ATTRIBUTES IN CLASS, AND THE SAME THING FOR THE STUDENTS. WHEN WE SEE THAT, WE GIVE THEM WHAT WE CALL TRAIT SLIPS, AND SO WE RECOGNIZE STUDENTS EVERY WEEK OR EVERY NINE WEEKS ON THAT. THIS IS THE THIRD TIME THAT WE'VE DONE THIS AND OUR 89 SESSION RECOMMENDED PRIORITIES TO YOU GUYS THAT WERE DEVELOPED BY THE COMMITTEE. LIKE I SAID, OUR LEGISLATIVE LEADERSHIP COMMITTEE, THIS IS NOW OUR THIRD CYCLE GOING THROUGH THIS PROCESS TO DEVELOP OUR PRIORITIES SINCE THE INCEPTION OF OUR GOVERNMENT AFFAIRS DEPARTMENT, I GUESS YOU COULD SAY. OUR COMMITTEE IS MADE UP OF, WE TRIED TO GET A REALLY BROAD REPRESENTATION OF ALL OF OUR STAKEHOLDERS IN THE DISTRICT, AND SO WE'VE GOT 10 STAKEHOLDER GROUPS. THEN WE ALSO ARE REALLY PROUD OF OUR GEOGRAPHICAL REPRESENTATION. WE TRY TO PULL THEM AS EQUALLY AS WE CAN FROM ALL 12 OF OUR HIGH SCHOOL FEEDER PATTERNS. WE HAVE 120 SEATS ON THE LEGISLATIVE LEADERSHIP COMMITTEE, AND THOSE FOLKS ARE THE ONES WHO MEET AND COME UP WITH OUR PRIORITIES. OUR MISSION AS THE COMMITTEE IS TO LEARN HOW LOCAL, STATE AND FEDERAL GOVERNMENT ACTION IMPACTS FRISCO ISD, THEN TO CONNECT WITH PARENTS, TEACHERS, ADMINISTRATORS, OUR TAXPAYERS, AND WE HAVE STUDENTS ON THE COMMITTEE AS WELL AND EMPOWER THEM TO ENGAGE WITH OUR COMMUNITY. THEN OUR BIGGEST TAKEAWAY, OUR HOMEWORK THAT WE HAVE THAT WE SPENT A WHOLE YEAR DOING IS BUILDING OUR LEGISLATIVE PRIORITIES. ONE OF OUR BIG GOALS IS TO RECOMMEND THE LEGISLATIVE PRIORITIES AND PROPOSALS FOR ADOPTION BY YOU GUYS. WHEN WE SAY LEARN, AS FAR AS OUR MISSION IS CONCERNED, WHAT WE MEAN IS WE GET TO LEARN HOW MUCH THE TEXAS EDUCATION CODE AFFECTS EVERYTHING THAT WE DO AS A DISTRICT. A LOT OF PEOPLE DON'T KNOW THAT STATE LAW CAN DICTATE HOW MANY HOURS YOUR STUDENT HAS TO GO TO TUTORIALS. THERE ARE A LOT OF THINGS THAT WE LEARN IN THERE. THEY LEARN THE NUANCES OF THE TEXAS LEGISLATURE, SOME POLITICAL REALITIES THAT WE HAVE TO WORK WITHIN AND BETWEEN. HOW SCHOOL DISTRICTS ARE FUNDED IS A BIG PART OF HOW WE ENGAGE WITH THE LEGISLATURE SO WE TRY TO EDUCATE OUR COMMUNITY ON THAT, AND THEN ALSO HOW A BILL BECOMES A LAW, WHICH IS MUCH MORE COMPLEX THAN WE ALL LEARNED IN MAYBE 6TH GRADE, I'M JUST A BILL. THEN THE WHY IS SO THAT OUR STAKEHOLDERS CAN START TO DIFFERENTIATE BETWEEN LOCAL AND STATE INITIATIVES. WE SPEND A LOT OF TIME SAYING, IS THIS A DISTRICT ISSUE OR THIS IS A STATE ISSUE AND WE SHOULD BE THINKING FROM THE STATE ISSUE CONTEXT THERE. OUR STAKEHOLDERS CAN HAVE THE CONTEXT TO CONSIDER LEGISLATIVE PRIORITIES AND SO THAT THEY FEEL COMFORTABLE SHARING INFORMATION AND ADVOCATING. YOU GUYS SEE I'M LIVING IN SPOOKY SEASON HERE. THIS LITTLE GHOST IS GOING TO COME ALONG WITH US THE ENTIRE WAY. THAT THE NEXT PART OF OUR MISSION. WE CONNECT TO ALL OF THOSE STAKEHOLDER GROUPS, WE WANT THEM TO CONNECT TO EACH OTHER. REALLY, I THINK BIGGEST EDUCATION GOAL WE HAVE IS TO EDUCATE OUR COMMUNITY ON HOW MUCH THE STATE AFFECTS WHAT WE DO. [01:05:01] THEN ALSO, STAKEHOLDERS CAN KNOW WHO THEIR REPRESENTATIVES ARE AND HOW TO CONTACT THEM AND HOW TO CONTACT THEIR STAFF. THEN THE BIGGEST PART, LIKE I SAID, IS THE RECOMMENDATION PART. THE WAY THAT WE DO THAT IS WE DIVIDE INTO SUBJECT AREA COMMITTEES, WE HEAR FROM EXPERTS IN THE FIELD. WE TRY TO PULL PEOPLE WITHIN THE DISTRICT OUTSIDE OF THE DISTRICT. WE ALSO HEAR FROM THE COMMITTEE AFTER THE FIRST TIME WE MEET AS A SUBCOMMITTEE. WE'LL ASK THEM GIVE US SOME IDEAS, GIVE US SOME FEEDBACK ON WHO WE CAN HAVE AS THE NEXT SPEAKER. THEN WE ALSO WANT TO BE ABLE TO SHARE WITH LEGISLATORS THAT IT WAS A COMMUNITY EFFORT TO DEVELOP THESE PRIORITIES, AND WE'VE GOTTEN REALLY GOOD FEEDBACK FROM OUR DELEGATION, WHICH IS SIX REPRESENTATIVES AND TWO SENATORS. WE'VE GOTTEN REALLY GOOD FEEDBACK FROM THEM ABOUT THIS PROCESS BEING COMMUNITY DEVELOPED, AND WE ALSO GET REALLY GOOD FEEDBACK FROM OTHER KEY LEGISLATORS OUTSIDE OF OUR DELEGATION ON EDUCATION COMMITTEES WHEN THEY HEAR THAT WE GOT A GROUP OF 120 PEOPLE IN THE ROOM AND WE WALKED THROUGH THIS PROCESS IN A YEAR LONG PROCESS. THEY'RE REALLY IMPRESSED, AND SO IT'S ALSO REALLY FUN TO BRING THEM IN AND THEY ACTUALLY GET TO SEE THE PEOPLE AND MEET WITH THE PEOPLE WHO DEVELOPED OUR PRIORITIES. IT'S A REALLY COOL THING THAT WE'VE GOTTEN A LOT OF GOOD FEEDBACK ON FROM OUR LEGISLATORS, IT'S ALSO SOMETHING THAT OTHER DISTRICTS TRY TO EMULATE. PEOPLE REACH OUT TO OUR GOVERNMENT AFFAIRS DEPARTMENT ALL THE TIME AND SAY, HEY, CAN YOU COME TALK TO US ABOUT HOW YOU DID XYZ, AND WE'VE PRESENTED BEFORE AT TASB, TASA, AND TALKED ABOUT THIS PROCESS SPECIFICALLY AND ALWAYS GETS REALLY GOOD FEEDBACK FROM OTHER SCHOOL DISTRICTS WHO ARE TRYING TO DO SOMETHING SIMILAR TO THIS. OUR ACTUAL PRIORITY DEVELOPMENT, WHEN IT COMES TO THIS, THESE ARE OUR THREE SUBCOMMITTEES THAT WE HAD THIS YEAR, AND THEY'LL LOOK AT A NUMBER OF DIFFERENT THINGS DEPENDING ON WHAT THEIR THOUGHTS ARE AND HOW THEY WANT TO DRIVE THE COMMITTEE. WE SPEND A YEAR DEVELOPING THE PRIORITIES. IT'S PRETTY IN DEPTH. WE START WITH A MEETING THAT'S A WHOLE GROUP MEETING THAT TALKS ABOUT, THIS IS WHAT THIS COMMITTEE IS, THIS IS WHAT WE'RE GOING TO TRY TO DO THIS YEAR, WE TRY TO GET THEM THINKING IN THAT PERSPECTIVE OF WHAT IS THE STATE DOING? >> THEN WE START MEETING AS SUBCOMMITTEES, AGAIN, THEY MEET WITH TWO DIFFERENT SPEAKERS AND THEN THEY'LL ALSO BE ABLE TO CHAT AS A GROUP. WE DO CHECK INS WHERE WE MEET AS A WHOLE GROUP AND CAN SAY, WHERE ARE YOU GUYS AT. GO BACK IN OUR SUBCOMMITTEE AND THEN IN THE SUMMER YOU SEE IN AUGUST OF 2024, THEY HAD FINALIZED THEIR COMMITTEES IN THAT MEETING 4 OR GOTTEN CLOSE TO FINALIZING SOME OF THEM, THE TIME CUT THEM OFF AND SO WE HAD TO WORK WITH THEM TO FINE TUNE AND WORDSMITH, SOME OF THEIR ACTUAL PRIORITIES. THEN WE SEND IT BACK TO THE COMMITTEE AND WE GET FEEDBACK FROM THE COMMITTEES AGAIN. THEN THEY MEET AS A WHOLE GROUP AND THEY VOTE ON THEM. IN ORDER FOR US TO BRING THEM TO YOU GUYS AND RECOMMEND THEM, 80% OF THE COMMITTEE HAS TO SAY, YES, WE LIKE THIS. ALL OF THE ONES THAT WE BROUGHT UP TO THE COMMITTEE WERE WELL ABOVE 80%. I DON'T REMEMBER THE EXACT NUMBER, BUT THAT LEADS US TO TODAY. OUR RECOMMENDED PRIORITIES FOR TODAY, WE HAVE SIX OF THEM, I THINK. AN ASSESSMENT AND ACCOUNTABILITY, IT IS TO MAINTAIN LOCAL CONTROL AND THE DEVELOPMENT OF CURRICULAR RESOURCES AND SELECTION OF INSTRUCTIONAL MATERIALS TO MEET THE DIVERSE NEEDS OF OUR STUDENTS. THIS WAS IN RESPONSE TO THE STATE DEVELOPED OPEN EDUCATION RESOURCE MATERIALS AND FOR DISTRICTS THAT MAYBE DIDN'T HAVE THE TYPE OF CURRICULUM WRITERS AND WHATNOT THAT WE HAVE, BUT THERE'S BEEN THIS TREND OR PEOPLE ARE CONCERNED THAT THERE MIGHT BE A TREND TOWARD INCENTIVIZING GOING WITH THIS STATE DEVELOPED PROGRAM. WE WOULD JUST WANT TO MAINTAIN LOCAL CONTROL BECAUSE AS YOU SAW WE DID A NICE PRESENTATION, OUR LOCAL STUFF IS DOING PRETTY GOOD. THE SECOND ONE IS TO PROVIDE A COMPREHENSIVE VIEW OF THE STRENGTHS AND NEEDS OF SCHOOLS BY BROADENING THE STATE ACCOUNTABILITY SYSTEM TO INCLUDE MEANINGFUL DIVERSIFIED DATA POINTS AND LOCALLY DEVELOPED ACCOUNTABILITY MEASURES. THIS IS BECAUSE RIGHT NOW IT IS HEAVILY RELIANT ON TESTING. AND IS A SIMPLE LETTER A-F, WHICH DOESN'T MEAN A LOT TO A LOT OF PEOPLE SOMETIMES. IT DOESN'T REALLY GIVE YOU MUCH INFORMATION. WE WOULD LIKE TO SEE MORE MEANINGFUL POINTS AND SOME OF THE SAME STUFF THAT WE TALKED ABOUT WITH LOCAL ACCOUNTABILITY, WE'VE IN THERE, IF YOU WILL. FROM OUR STUDENT EXPERIENCE, [01:10:03] THEY CAME UP WITH THESE TO CREATE A SCHOOL SAFETY ADVISORY COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS FOR ALL HAZARD EMERGENCY PROGRAMS AND CONSIDER PROVIDING FUNDING FOR SCHOOL DISTRICTS OR EDUCATION SERVICE CENTERS WHO IMPLEMENT THESE PROGRAMS. THIS IS JUST TO TRY TO GET THEM STARTED IN THE PROCESS OF DIVING IN AND LOOKING AT SAFETY AND SECURITY FROM AN ALL HAZARD EMERGENCY MANAGEMENT LENS, WHICH IS NOT ACTUALLY SOMETHING THAT A LOT OF SCHOOL DISTRICTS DO. THEN THE SECOND ONE IS TO CREATE ANOTHER ADVISORY COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE EFFECTIVENESS OF THE CURRENT STATE LEVEL SUPPORTS FOR STUDENT MENTAL HEALTH AND THE IMPLEMENTATION OF COMPREHENSIVE SCHOOL COUNSELING PROGRAMS. I THINK MOST PEOPLE WOULD AGREE THAT SCHOOL SAFETY CAN START A LOT OF TIMES WITH MENTAL HEALTH. THEN ALSO THERE'S NOT A SINGLE RESOURCE AT THE STATE LEVEL THAT HELPS A COUNSELOR AT A HIGH SCHOOL, FOR EXAMPLE, THAT RUNS A COMPREHENSIVE SCHOOL COUNSELING PROGRAM. COUNSELORS DO A OF A LOT OF THINGS AND THEY HAVE TO GO TO A LOT OF DIFFERENT PLACES TO FIND RESOURCES TO SUPPORT THEM. THIS IS HOPEFULLY LIKE BRINGING TOGETHER A CENTRAL PLACE FOR THEM TO GET RESOURCES FOR THAT. THEN LASTLY, SCHOOL FINANCE TO INCREASE THE BASIC ALLOTMENT AND PROVIDE AN ONGOING INFLATIONARY ADJUSTMENT TO THE SCHOOL FUNDING FORMULA. THIS IS VERY SIMILAR TO WHAT WE HAVE LAST YEAR. THIS IS AN ONGOING ISSUE. THEN THE SECOND ONE IS TO ADJUST PROGRAM ALLOTMENTS TO REFLECT THE ACTUAL COSTS OF SERVICES PROVIDED AND EXPAND ALLOWABLE COSTS FOR THAT PROGRAM SPENDING AS LONG AS IT'S STILL ON THAT PROGRAM. THEY'RE AT A SWEET SPOT, AND WE ACTUALLY GO OVER THIS WITH OUR COMMITTEE WHERE WE TEACH THEM HOW TO NOT BE TOO BROAD BUT TO ALSO NOT BE SUPER SPECIFIC. THE REASON THAT WE DO THAT IS BECAUSE YOU KNOW, IF THEY'RE WAY TOO BROAD, IT'S HARD TO UNDERSTAND, IS THIS EVEN SOMETHING THAT IS ACTIONABLE? IF THEY'RE WAY TOO SPECIFIC, THERE MIGHT BE A BILL THAT ACTUALLY MEETS THE PRIORITY THAT WE HAD THAT WE HAD INTENDED FOR, BUT IF IT DOESN'T MATCH QUITE RIGHT BECAUSE OURS WAS SO SPECIFIC, THEN IT'S LIKE, WELL, THEN IT DIDN'T MEET OUR PRIORITY OR IS THAT SOMETHING THAT WE TALKED TO THEM ABOUT? DO WE REALLY WANT THEM TO CHANGE IT TO MEET OUR PRIORITY EXACTLY? THIS ALLOWS US TO CATCH ANYTHING THAT COMES CLOSE TO APPROACHING ONE OF THESE PRIORITIES, AND THEN WE START HAVING CONVERSATIONS ABOUT IT. RECENTLY, I HAD THE OPPORTUNITY TO SPEAK WITH A LEGISLATOR, WHO WILL LIKELY BE A LEGISLATOR ELECT HERE IN A FEW WEEKS, WHO WOULD REACH OUT TO ME AND ASK, WHAT ARE SOME THINGS THAT I NEED TO KNOW? I DIDN'T OBVIOUSLY SPEAK FOR THE DISTRICT BECAUSE I CAN'T DO THAT, BUT I CAN CERTAINLY SPEAK IN MY INDIVIDUAL CAPACITY AS A TRUSTEE AND A COMMUNITY MEMBER, AND WHAT I TOLD THIS PERSON WAS, BASIC ALLOTMENT. FUNDING PROGRAMS SUCH AS SPECIAL ED TO WHAT THEY COST AND NOT WHAT THEY THINK THEY COST. THEN I TALKED ABOUT UNFUNDED MANDATES. THOSE WERE THE THREE THINGS THAT CAME TO MIND WHEN I WAS ASKED THAT QUESTION. I KNOW WE'RE NOT VOTING ON THESE TONIGHT, BUT I THINK UNFUNDED MANDATES A REALLY BIG ONE. I DON'T KNOW IF THERE'S A WAY TO FIT THAT INTO ONE OF THESE PRIORITIES. I DON'T KNOW IF THAT'S SOMETHING THAT THEY CAN ADDRESS, [01:20:02] BUT I THINK THEY JUST DON'T REALIZE. I KNOW WE COULD PROBABLY BUILD IN A ZILLION THINGS IF WE SAT HERE LONG ENOUGH, BUT THAT TO ME IS A REALLY BIG ONE THAT WOULD BE NICE IF THEY COULD HAVE ON THEIR RADAR AND ADDRESS, JUST MY TWO CENTS ON THE MATTER. >> THE NUMBER 2 THAT'S ON THE SCREEN RIGHT NOW UNDER THE SCHOOL FINANCE ONE. THAT'S SPEAKING SPECIFICALLY TO PROGRAM ALLOTMENTS, AND I THINK THAT IT COULD EXPAND TO COVER UNFUNDED MANDATES. I KNOW IT DOESN'T SPECIFICALLY SPEAK TO THINGS LIKE SOME SECURITY STUFF THAT CAME DOWN THE PIKE. BUT WE'LL ACTUALLY BE TALKING A LOT ABOUT THE GAPS BETWEEN WHAT THEY'RE PROVIDING IN CERTAIN ALLOTMENTS AND WHAT SCHOOL DISTRICTS ARE SPENDING IN THOSE ALLOTMENTS. THAT TO ME IS BASICALLY LIKE, HERE'S A GIANT UNFUNDED MANDATE. IT'S TWO BILLION IN SPECIAL EDUCATION. ACROSS THE STATE, NOT IN FRISCO ISD. BUT THOSE ARE THINGS THAT WE WILL BE TALKING ABOUT THAT FALL UNDER THAT NUMBER 2 UNDER THE SCHOOL FINANCE HEADING. >> BECAUSE WHEN I READ THAT ONE, I THOUGHT OF SPECIAL ED IMMEDIATELY, BUT I DIDN'T THINK OF HB3. THAT DID NOT COME TO MIND. THAT WAS A HUGE ONE THAT WE HAD TO REALLY WORK THROUGH AND WE COULDN'T SOLVE FOR IT BECAUSE THE FUNDING WASN'T THERE AND SO WE HAD TO GET A WAIVER. THEY PASSED A BILL THAT ALL THE DISTRICTS JUST GOT A WAIVER TO GET OUT OF THE BILL BECAUSE NO ONE COULD AFFORD TO DO IT. IT'S LIKE THIS LOOP THAT WE GET IN WITH THE LEGISLATURE ON THAT. ANYTIME THERE'S A BILL FILED THAT PERTAINS TO EDUCATION, MEGHAN IS NOT ONLY SUMMARIZING THE BILL, BUT WE'RE ALSO LOOKING AT THE FISCAL IMPACT AND FIGURING OUT ON A LOCAL LEVEL, WHAT DOES THAT DO TO THE EXTENT THAT WE CAN UNDERSTAND IT, ON A STATE LEVEL, WHAT DOES THAT DO? EVEN THOUGH IT MAY NOT BE WRITTEN AS A LEGISLATIVE PRIORITY TO NOT HAVE UNFUNDED MANDATES OR TO FUND EVERY BILL. THAT'S SOMETHING THAT WE'RE ALWAYS TALKING TO LEGISLATORS ABOUT WHEN WE'RE TALKING ABOUT DIFFERENT BILLS THAT HAVE BEEN FILED. OVER A THIRD OF THE NEW TEACHERS THAT WERE HIRED IN THE STATE OF TEXAS HAD NO CERTIFICATION, NO PERMIT, NOTHING. THEY DID NOT HAVE ANYTHING. NOW, LAST YEAR THAT NUMBER WAS 28.8%. IF WE SEE THAT THIS IS BECOMING A TREND, WHAT IT MEANS FOR US IS WE'VE GOT TO LOOK AT HOW WE DO THINGS DIFFERENTLY. IT HAS A HUGE IMPACT ON OUR TEACHING AND LEARNING DEPARTMENT. IT WOULD HAVE AN IMPACT ON PROFESSIONAL DEVELOPMENT WITHIN THAT GROUP. OUR SPECIAL ED DEPARTMENT, ESL, IT HAS A HUGE IMPACT BECAUSE THESE ARE PEOPLE WHO WOULD NOT HAVE A BACKGROUND IN EDUCATION, SO WHAT YOU DO TO SUPPORT IS DIFFERENT. THAT'S DIFFERENT FOR OUR TEACHERS ON CAMPUSES TOO, BECAUSE THAT MEANS SOMEONE MAY BE COMING IN WHO DOES NOT HAVE ANYTHING. YOU CAN SEE ALT CERT PROGRAMS/POST-BACC,13%, DIRECT ENTRY. [01:50:05] ANOTHER MOMENT TO BE SOBER. 10% OF THE NEW HIRES IN THE STATE OF TEXAS WERE TEACHING LAST YEAR CAME DIRECT ENTRY, MEANING THEY WENT THROUGH A TRADITIONAL PREPARATION PROGRAM. THEY WERE CERTIFIED AND THEY STARTED TEACHING RIGHT AWAY. 10%, AND THAT'S OUT OF 100%, 10%. THEN 6% OF THOSE WERE OUT-OF-STATE. NOW, AND I KNOW YOU'RE WONDERING, WHAT ABOUT US? WE'RE GETTING TO THE WHAT ABOUT US, JUST HAD TO WALK YOU THERE. WHEN WE LOOK AT THOSE WITH NO TEXAS CERTIFICATION OR PERMIT, YOU CAN SEE THE STATE OF TEXAS AT ABOUT 35%, REGION 10 AT 36. WE LOOKED AT DISTRICTS OF 50-80,000, SO LARGER DISTRICTS, YOU CAN SEE ABOUT 29%. THE NUMBER IN PARENTHESIS IS THE ACTUAL NUMBER OF TEACHERS. IN LARGER DISTRICTS, AN AVERAGE OF 172 TEACHERS WERE HIRED WITH NO CERTIFICATION AND NO PERMIT, SO NO CREDENTIALS. OUR BENCHMARK DISTRICTS, THEY'RE AT ABOUT 25%, IS A LITTLE BIT LOWER THAN THE LARGE DISTRICTS, AND THE AVERAGE IS 109. FRISCO ISD, 4.5%, 24. >> [INAUDIBLE] >> YES. THANK YOU. THAT'S A CELEBRATION FOR US THAT WE'RE ABLE TO ALSO GET EXPERIENCED TEACHERS. 71%, THIS IS ANOTHER ONE OF THOSE STAFF THAT I LOVE. 71% REPORTED HEARING ABOUT US THROUGH A COMMUNITY CONNECTION. EITHER THROUGH NEIGHBORS, FRIENDS, THEY LIVED HERE, THEY SERVED HERE, THEY HEARD ABOUT OUR REPUTATION, BUT IT IS OUR COMMUNITY, AND WHAT OUR COMMUNITY SAYS ABOUT US, THAT PROBABLY MAKES THE BIGGEST DIFFERENCE WHEN PEOPLE ARE COMING HERE. THEN YOU SEE 34% OF OUR BEGINNING TEACHERS, ZERO YEAR TEACHERS, JOINED US FROM A STATE OTHER THAN TEXAS. I TALKED WITH ONE PERSON WHO TOLD ME SHE STARTED IN OUR DISTRICT AS A THREE-HOUR CASHIER, AND SHE WORKED HER WAY UP TO BE PARAPROFESSIONAL IN SPECIAL ED. THEN SHE STARTED THIS YEAR, ACTUALLY THE END OF LAST YEAR AS A SPECIAL EDUCATION TEACHER. THAT WAS HER GOAL TO WORK IN FRISCO ISD AND TO TEACH IN FRISCO ISD. IT TOOK HER SOME YEARS, BUT SHE GOT THERE. SHE'S AN AWESOME STORY. 29 STUDENT TEACHERS TO TEACHERS, AND THEN 73 FORMER FRISCO STUDENTS WHO CAME BACK TO JOIN US IN VARIOUS POSITIONS. I WILL TELL YOU WHEN YOU LOOK AT THAT STUDENT TEACHER TO TEACHER, THAT NUMBER USED TO BE MUCH HIGHER. BUT EDUCATOR PREPARATION PROGRAMS ARE NOT HAVING AS MANY STUDENTS JOIN THEM, WHICH MEANS WE HAVE FEWER STUDENT TEACHERS. BUT WE'RE FORTUNATE THAT WE'RE ABLE TO KEEP MANY OF THEM. PEOPLE WHO WORKED FOR US LEFT, AND WHEN THEY DECIDED TO COME BACK, THEY CAME BACK HERE AND THEN LEWISVILLE, DALLAS, AND PROSPER. RECRUITMENT. I KNOW THAT WE'VE HAD CONVERSATIONS THAT RECRUITMENT IS A FOCUS. I JUST WANT TO REMIND YOU OF SOME OF THE THINGS THAT WE DO WITH REGARDS TO RECRUITING. WE HAD SOME TEACHERS WHO VOLUNTEERED JUST TO COME SO THAT THEY COULD TALK WITH PEOPLE ABOUT WHY THEY LOVE TEACHING IN THE DISTRICT. I DON'T KNOW THAT THAT HAPPENS IN MANY OTHER PLACES. OUR MANAGING DIRECTORS OF LEADERSHIP, OUR MANAGING DIRECTORS OF SPECIAL ED, OUR C&P DEPARTMENT, TRANSPORTATION, WHEN THERE'S A RECRUITING EVENT, THEY ALL COME OUT TO SUPPORT. I THINK THAT GIVES US THE RESULTS THAT WE HAVE BECAUSE THERE IS THAT KIND OF SUPPORT. I AM HOPEFUL THAT AS WE HAVE THESE CONVERSATIONS, BECAUSE PART OF IT, SO I'M GOING TO HAVE TO LOOK AT HOW PEOPLE ARE GETTING CERTIFIED. I THINK LOOKING AT THINGS LIKE FOR THOSE WHO ARE COMING FROM OUT OF STATE, MAKING IT A LITTLE BIT EASIER. WITH SOME STATES, I CAN TAKE MY TEACHING CERTIFICATE AND WHEN I GO THERE, THEY WILL ACCEPT THAT AND I GET A STANDARD CERTIFICATE. THEY DO THAT MORE ON A GRANULAR LEVEL. I THINK IF WE COULD JUST CONTINUE THAT WORK, I KNOW WE'VE TALKED ABOUT THIS OF JUST GETTING THAT PARTICIPATION BACK TO WHERE IT WAS IN FIRST YEAR AND THEN IMPROVE UPON THAT. I THINK THAT WILL TELL A FULLER PICTURE. HOPEFULLY, WE'LL STILL SEE THE SAME IMPROVEMENT IN THESE THINGS TOO, BUT IT'S HARD TO MEASURE. I KNOW THAT'S A DIFFERENT DEPARTMENT, BUT I DO THINK THAT WOULD TELL A MORE ROBUST STORY IF THE NUMBERS OF PARTICIPATION IN THIS WERE A LITTLE MORE SIMILAR. IT'S HARD TO TELL WHEN YOU HAVE SUCH A DIFFERENCE. STILL A GREAT STORY, BUT I THINK IT WOULD TELL HOPEFULLY AN EVEN BETTER STORY IF THE PARTICIPATION RATES WERE A LITTLE MORE SIMILAR. >> I ACTUALLY LOOKED AT THAT AND I SPENT SOME TIME LOOKING AT DATA TO SEE WHAT PERCENTAGE IS CONSIDERED A GOOD RETURN RATE WHEN YOU'RE LOOKING AT SURVEYS. OF COURSE, IT WAS, IF YOU CAN GET 60 OR 70%, IT'S GREAT. BUT CAN YOU GET VALID INFORMATION WITH 30-60%? ABSOLUTELY. WHEN WE LOOK AT THE FACT THAT WE'VE GOT 02,700 OUT OF OUR 9,000 EMPLOYEES WHO RESPONDED, YOU SAID IT STILL DOES PROVIDE SOME GOOD INFORMATION. THE OTHER THING IS, AND I'M SURE YOU ALL HAVE HEARD OF IT, THE WHOLE IDEA OF SURVEY FATIGUE. THIS IS IT IS A LENGTHY SURVEY, BECAUSE WE'RE ASKING ABOUT THE EMPLOYEE EXPERIENCE, WE'RE ASKING WHAT IT'S LIKE ON THE CAMPUS, WE'RE ASKING ABOUT THINGS FOR KIDS. [02:10:01] IT IS A LENGTHY SURVEY. THE INFORMATION IN THIS REPORT IS GOING THROUGH THE AUDIT PROCESS RIGHT NOW AND IS BEING FINALIZED ACTUALLY RIGHT NOW, YOU WILL GET THE RESULTS OF THE AUDIT AS WELL AS OUR COMPREHENSIVE FINANCIAL REPORT AT YOUR NOVEMBER MEETING. THIRTEEN MILLION DEFICIT OUT OF THE ADOPTED DEFICIT THAT WE HAD, THAT'S PRETTY GOOD. THAT TELLS US THAT OUR BUDGET OWNERS DID A REALLY GOOD JOB SAVING WHERE THEY COULD, AND WE ENDED UP ABOUT WHERE WE EXPECTED TO END UP. IF I REMEMBER CORRECTLY OFF THE TOP OF MY HEAD, I DIDN'T GO LOOK IT UP, BUT OUR RAINY DAY FUND, WE SAID, WAS ABOUT 70-$75 MILLION WHEN WE ADOPTED THE '24/ '25 BUDGET, AND SO YOU CAN SEE TO CLOSE OUT LAST YEAR, WE USED ABOUT 13 MILLION OF THAT. THEN WE ALWAYS STRIVE ABOUT THIS NUMBER RIGHT HERE TO BE BETWEEN 25 AND 30%. THIS IS THE FUND BALANCE AS A PERCENT OF OUR TOTAL BUDGET.
