I'M GOING TO ASK YOU TONIGHT TO DO THE RIGHT THING, AGAIN. KEEP THAT SCHOOL OPEN.
EARLY IN THE SPRING, $1 BILLION BOND WAS PUT ON THE TABLE, $1 BILLION, 71 MILLION FOR A NEW STALEY MIDDLE SCHOOL BECAUSE YOU SAID WE NEEDED IT.
NO ONE TOLD US WHY, BUT YOU NEEDED IT.
THAT WAS THE FLAG BEARER OF THE BILLION DOLLAR BOND.
TAXPAYERS SAID, NO. ALL OF A SUDDEN AFTER THAT, WE DON'T NEED STALEY ANYMORE, OR IT'S TOO EXPENSIVE TO FIX.
FOUR BONDS IN 20 YEARS, YOU WERE GIVEN MONEY TO FIX THAT SCHOOL AND YOU FAILED.
LAST YEAR, WE WERE TOLD, IT WOULD BE $10 MILLION TO FIX THE PLUMBING SYSTEM.
THIS YEAR WE TOLD US 3.5, WHICH ONE IS IT? NONE OF THIS MAKES SENSE.
YOU GUYS TOOK SOCRATIC THINKING OUT OF OUR SCHOOLS 20 YEARS AGO.
THIS IS SIMPLE SOCRATIC THINKING.
WE HAVE TO COME TO A CONCLUSION.
WHY? THE STALEY DISTRICT HAS THE MOST UNDERSERVED SOCIOECONOMIC AND RACIALLY DIVERSE POPULATION IN THE CITY.
IS THAT MY CONCLUSION? I DON'T WANT TO SAY THAT, BUT I'M ASKING YOU DO THE RIGHT THING TONIGHT.
OUR STAKEHOLDERS, OUR KIDS, AND OUR PARENTS OF THAT DISTRICT OF THAT AREA, WERE USED TO GET $1 BILLION SLUSH FUND PUT THROUGH IT DID NOT GO THROUGH.

DURING MY TIME THERE, I WAS IN CHEER AND BAND, AND IT'S SAFE TO SAY THAT THE MUSTANG SPIRIT IS STILL IN MY HEART.
MY MOM AND GRANDMA BOTH WORKED IN THE DISTRICT.
MY GRANDMA WORKED AT BOTH STALEY AND FRISCO HIGH SCHOOL.
ALL OF MY COUSINS WENT TO STALEY BEFORE ME.
STALEY IS THE ORIGINAL MIDDLE SCHOOL AND WAS THE HIGH SCHOOL BUILDING BEFORE THAT.
THIS IS WHY I BELIEVE IT IS AN IMPORTANT PART OF OUR COMMUNITY AND FRISCO HISTORY.
ONE OF THE SCHOOLS THAT PAVED THE WAY FOR FRISCO ISD TO BECOME THE GREAT SCHOOL DISTRICT IT IS TODAY.

I BELIEVE THAT IT WOULD BE A GREAT INJUSTICE TO DO AWAY WITH STALEY, AND I KNOW THAT I'M NOT THE ONLY ONE WHO FEELS THIS WAY.TEACHERS AND STAFF WILL LOSE THEIR JOBS, SOME OF WHOM HAVE WORKED AT STALEY FOR MANY YEARS.
STUDENTS WILL BE SPLIT UP AND THE FRIENDS THEY'VE MADE DUE TO REZONING.
THEY WILL ALSO HAVE TO DRIVE FURTHER TO HUNT AND WHATEVER OTHER MIDDLE SCHOOLS.
STALEY WAS MEANT TO HAVE MAINTENANCE DONE A WHILE AGO, BUT UNFORTUNATELY, FOR FRISCO ISD HAS NEGLECTED TO DO THE NECESSARY UPKEEP TO PREVENT SITUATIONS LIKE THESE.
THERE ARE ALREADY TOO MANY SCHOOLS THAT HAVE BEEN BUILT, BIRTH RATES ARE DECLINING AND THE POPULATION GROWTH HAS SLOWED DOWN, LEAVING MANY CLASSROOMS EMPTY AND UNUSED.
WE NEED THE PROPER CARE TO BE TAKEN OF OUR BELOVED ORIGINAL MIDDLE SCHOOL.
I URGE YOU TO PLEASE CONSIDER THIS WHEN MAKING YOUR DECISION, AND KNOW THAT THE PEOPLE OF FRISCO CARE ABOUT THE FUTURE OF SMS. THANK YOU.

AS A FRISCO ISD, K-12 ALUMNI AND FORMER STALEY MIDDLE SCHOOL STUDENT.
I IMPLORE YOU TO PRIORITIZE UTILIZING OUR BUDGET TO UPKEEP OUR EXISTING INFRASTRUCTURE INSTEAD OF OPENING UP NEW HIGH TECH CAMPUSES.
FRISCO ISD'S 2025 THROUGH 2026 BUDGET PROJECTS $771.69 MILLION IN REVENUE, AND $93.5 MILLION IN BOND AND INTEREST SAVINGS.
AGAINST THESE RESOURCES, THE PROJECTED $3.5 MILLION FOR STALEY'S PLUMBING REPAIRS IS A MINOR EXPENSE, REQUIRING 18-30 MONTHS OF STUDENT DISPLACEMENT.
ON THE OTHER HAND, HERE, CLOSING STALEY WOULD INCUR COSTS, INCLUDING THE COST OF REZONING STUDENTS TO TRENT, GRIFFIN, HUNT, ETC, ADDING BUS ROUTES AND DRIVERS, REASSIGNING TEACHERS, RISKING EDUCATIONAL DISRUPTION, STAFF VACANCIES, AND STUDENT TRANSFERS.
THE DISTRICT'S FOCUS ON OPENING NEW CAMPUSES OVER MAINTENANCE IS EVIDENT.
WE CONTINUE TO PUT MONEY TOWARDS NEW FACILITIES, SUCH AS THE VERY BUILDING THAT WE ARE IN TONIGHT, INSTEAD OF INVESTING IN WHAT WE ALREADY HAVE.
WITH A PROJECTED 264 MILLION GENERAL FUND BALANCE BY JUNE 30TH, 2025, FRISCO ISD CAN AFFORD TO PRESERVE STALEY.
I RESPECTFULLY REQUEST THE BOARD RECONSIDER CLOSURE AND INVEST IN OUR EXISTING HISTORIC CAMPUSES.
HISTORIC CAMPUSES LIKE STALEY, CARRY THE LEGACY OF THE STUDENTS AND THE TEACHERS WHO NOT ONLY MADE FRISCO ISD, BUT ALSO THE CITY OF FRISCO, WHAT IT IS TODAY.

CLOSING STALEY GOES AGAINST EVERYTHING THIS DISTRICT STANDS FOR, WHICH IS A SMALL SCHOOL MODEL, STUDENT OPPORTUNITIES, AND KNOWING EVERY STUDENT BY NAME AND NEED.

THESE ACTIVITIES TEACHERS TEAMWORK, DISCIPLINE, TIME MANAGEMENT, AND LEADERSHIP SKILLS WE NEED MORE TO BE JUST GOOD STUDENTS.
ALSO, NOT EVERYONE MAKES IT TEAMS AT THEIR NEW SCHOOL, ESPECIALLY IF THEY HAVEN'T PLAYED CLUB, SPORTS OR HAD PRIVATE COACHES.
THE GREAT THINGS ABOUT STALEY IS THAT EVERYONE GETS A CHANCE.
IT ISN'T ABOUT THE SOON OPPORTUNITY.

OUR TEACHERS CARE ABOUT US AND MAKING LEARNING SAFE.

FIRST, I WANT TO EXPRESS MY SINCERE APPRECIATION FOR THE INCREASED TRANSPARENCY IN COMMUNICATION THIS YEAR COMPARED TO LAST.
I RECOGNIZE AND VALUE THE TIME, EFFORT, AND CARE THAT HAVE GONE INTO EVALUATING OPTIONS FOR STALEY MIDDLE SCHOOL AND FOR SEEKING COMMUNITY INPUT THROUGHOUT THE PROCESS.
THAT BEING SAID, IT FEELS VERY CLEAR THAT THE PREFERRED DIRECTION OF THE DISTRICT IS TO CLOSE STALEY.
I URGE YOU TO RECONSIDER THIS PATH AND INSTEAD MOVE FORWARD WITH THE IMPROVEMENTS THAT THE VOTERS APPROVED IN THE 2018 BOND ELECTION.
THAT BOND WAS A PROMISE MADE TO OUR COMMUNITY TO MAINTAIN AND REFRESH STALEY MIDDLE SCHOOL.
HONORING THAT VOTE IS ABOUT MORE THAN FACILITIES.
IT REFLECTS INTEGRITY, TRUST, AND FOLLOW THROUGH ON COMMITMENTS MADE TO THE TAXPAYERS AND FAMILIES WHO INVESTED IN FRISCO ISD'S VISION.
STALEY IS ALSO AN INCREDIBLY UNIQUE CAMPUS WITHIN OUR DISTRICT.
ITS DIVERSE DEMOGRAPHICS REFLECT THE STRENGTH AND INCLUSIVITY OF OUR COMMUNITY AND ITS TITLE 1 DESIGNATION ALLOWS STUDENTS ACCESS TO ADDITIONAL PROGRAMS, RESOURCES AND SUPPORT THAT HELP ACADEMIC AND OPPORTUNITY GAPS.
THESE STATE-FUNDED BENEFITS PROVIDE CRITICAL TOOLS FOR STUDENT SUCCESS, WHILE STALEY'S TEACHERS AND STAFF PAIR THOSE RESOURCES WITH DEEP PERSONAL INVESTMENTS IN EACH CHILD.
CLOSING THIS CAMPUS WILL DISRUPT BOTH THE ACCESS TO THOSE SUPPORTS AND THE RELATIONSHIPS THAT HAVE BEEN CAREFULLY BUILT TO ENSURE EVERY STUDENT IS SEEN, KNOWN, AND EQUIPPED TO THRIVE.
EVERYDAY, I SEE AN IMMENSE NUMBER OF BIKES AND SCOOTERS LINED UP IN FRONT OF STALEY, FAR MORE THAN THE BIKE RACKS CAN HOLD.
MANY OF THESE STUDENTS TRANSPORT THEMSELVES TO AND FROM SCHOOL BECAUSE THEIR PARENTS ARE UNABLE TO.
THIS IS ONE OF THE CLEAREST PICTURES OF WHY HAVING A NEIGHBORHOOD SCHOOL MATTERS SO DEEPLY.
CLOSING STALEY WOULD MAKE IT SIGNIFICANTLY HARDER FOR THESE STUDENTS TO ATTEND BEFORE AND AFTER SCHOOL ACTIVITIES, TUTORIALS, AND ATHLETICS.
IT WOULD REMOVE THE ACCESSIBILITY THAT SO MANY FAMILIES DEPEND ON.
KEEPING STALEY OPEN ALLOWS ALL CHILDREN TO STAY CLOSE TO HOME, REMAIN ENGAGED IN THEIR SCHOOL COMMUNITY AND CONTINUE BENEFITING FROM THESE OPPORTUNITIES.
IT ALSO PRESERVES THE COMMUNITY-FOCUSED ENVIRONMENT THAT MAKES FRISCO ISD SPECIAL AND WAS THE PRIMARY REASON MANY OF US CHOSE TO MOVE HERE.

FRISCO'S LOCAL ACCOUNTABILITY SYSTEM RECOGNIZES AND REPORTS ON EDUCATIONAL OUTCOMES ABOVE AND BEYOND STANDARDIZED TESTING, WHICH INCLUDES A WIDE RANGE OF METRICS AND INDICATORS THAT PROVIDE A MUCH MORE HOLISTIC VIEW OF STUDENT SUCCESS.
WHEN THE DISTRICT STARTED THE COMMUNITY BASED ACCOUNTABILITY SYSTEM OR WHAT WE REFER TO NOW AS OUR LOCAL ACCOUNTABILITY SYSTEM.
PARENTS, COMMUNITY MEMBERS, TEACHERS, STUDENTS WERE ASKED ABOUT THEIR HOPES AND DREAMS FOR THEIR STUDENTS ATTENDING FIST SCHOOLS.
RESPONSES INCLUDED DESIRE FOR SAFETY IN SCHOOLS, POSITIVE SCHOOL ENVIRONMENTS, OPPORTUNITIES TO PARTICIPATE IN ACADEMIC AND EXTRACURRICULAR ACTIVITIES, OPPORTUNITIES FOR STUDENTS TO LEARN AND PRACTICE SKILLS THAT PREPARE FOR THE FUTURE.
ONE OF THE THINGS THAT REALLY WAS NOT INCLUDED ON ANY OF THE PARENT FEEDBACK IS NOTHING WAS INCLUDED ABOUT PARENTS WANTING THEIR STUDENTS TO DO WELL ON STANDARDIZED TESTS.
THERE WAS A LOT OF FACTORS THAT ABOVE AND BEYOND STANDARDIZED TESTING.
AS A RESULT OF THAT, THE PURPOSE OF OUR LOCAL ACCOUNTABILITY SYSTEM IS TO REPORT ON WHAT MATTERS MOST TO OUR COMMUNITY.
THERE'S A FEW HARD COPIES OF THE LOCAL ACCOUNTABILITY REPORT OF FLOATING AROUND THE DISTRICT, BUT ALSO IT'S ON THE DISTRICT WEB PAGE UNDER LOCAL ACCOUNTABILITY.
I JUST WANTED TO TAKE A MOMENT TO REFERENCE THAT REPORT AS WE LEAD INTO THE CONVERSATION ABOUT THE STATE'S A THROUGH F ACCOUNTABILITY.
I WANT TO START WITH JUST A LITTLE BIT OF A BIG PICTURE OVERVIEW OF WHERE THE STATE HAS BEEN AND WHERE WE ARE AND WHERE WE'RE GOING WITH THE A-F SYSTEM.
THE STATE STARTED THE A-F ACCOUNTABILITY SYSTEM IN 2017/2018 WAS THE FIRST RENDITION.

WHAT THE STATE'S IDEAL PLAN OR THEIR PLAN IS TO HAVE THE SYSTEM BE STABLE AS POSSIBLE FOR EVERY FIVE YEARS BEFORE THERE'S A RESET.NOW, IT DOESN'T FEEL THAT WAY NECESSARILY ON OUR END.
IT FEELS LIKE THERE'S CHANGES ALL THE TIME.
BUT THAT'S THE STATE'S PLAN IS TO HAVE TO HOLD THOSE CHANGES OFF EVERY FIVE YEARS.
FOR EXAMPLE, IN 2022/23, A LOT OF THE RULES AND REGULATIONS AROUND THE A-F LETTER GRADES WERE CHANGED, BUT THAT'S ALSO WHEN WE HAD THE NEW STAR TEST.
THE START 2.0 WAS INTRODUCED IN 2022/23.
TONIGHT, WE'RE GOING TO TALK ABOUT THE 2024/25 DATA.
FOR THE MOST PART, THE SYSTEM, AS WE DESCRIBED TONIGHT WILL BE THE SAME SYSTEM IN PLACE FOR THE NEXT TWO YEARS.
THEN AFTER THAT, IN '27/'28, WE CAN EXPECT ADDITIONAL CHANGES.
FOR EXAMPLE, HOUSE BILL 8 THAT WAS JUST RECENTLY PASSED IN THE LEGISLATION IS DOING AWAY WITH THE STAR TEST AS WE KNOW IT NOW, AND THEY'LL BE A NEW ASSESSMENT PLATFORM, WHICH WE'LL TALK ABOUT IN FUTURE MEETINGS.
THEY'RE TRYING TO KEEP THE SYSTEM AS STABLE AS POSSIBLE FOR FIVE YEARS BEFORE THERE'S CHANGES.
WHEN WE START LOOKING AT THE OVERALL RESULTS, WE KNOW THE SYSTEM OVERALL REPORTS ONE LETTER GRADE.
BUT WHAT THE STATE DOES IS IT DESEGREGATE AND ORGANIZES ALL OF THE STUDENT DATA AND WHAT THEY REFER TO AS THREE DOMAINS.
DOMAIN I IS REFERRED TO AS STUDENT ACHIEVEMENT.
DOMAIN II IS CALLED SCHOOL PROGRESS, HAS TWO COMPONENTS TO IT.
PART A IS ACADEMIC GROWTH, AND THEN PART B IS CALLED RELATIVE PERFORMANCE.
THEN OUR THIRD PART OF THE ACCOUNTABILITY SYSTEM IS WHERE STATE AND FEDERAL ACCOUNTABILITY SYSTEM COME TOGETHER, AND THIS IS CALLED DOMAIN III, CLOSING THE GAPS.
THE OVERALL LETTER GRADE COMES FROM A CALCULATION BETWEEN DOMAINS I, II, AND III.
THE OVERALL CALCULATION, BACK UP JUST A LITTLE BIT IS 70% OF THE CALCULATION IS BASED UPON THE BETTER OF DOMAINS I AND II.

YOU CAN SEE IN 2024, 11% OF THOSE DISTRICTS WERE IN A AND THAT CREASED TO 14% OF THOSE DISTRICTS HAD AN A IN 2025.
THAT GIVES YOU AN IDEA OF THE DISTRIBUTION OF LETTER GRADES FROM 24-25 IN THE STATE.
THEN JUST SHOW WHAT THAT LOOKS LIKE FOR FRISCO ISD.
FRISCO ISD WAS AN A OR AT A 90 IN 2024 AND THEN AT A 90 AT 2025.

AGAIN, WE SEE STATEWIDE SOME SLIGHT IMPROVEMENTS BETWEEN THE TWO YEARS.

FOR FRISCO, WE HAD 75 CAMPUSES RATED RECEIVING RATINGS BETWEEN '24 AND '25, AND 2024, 68% OF OUR CAMPUSES WERE AT AN A, AND THEN GOING TO 2025, THAT INCREASED TO ALMOST 75% OF OUR CAMPUSES.THEN YOU CAN SEE THE REST OF THE DISTRIBUTION OF BS, 18.7% WERE AT A B, AND THEN WE HAD 6.7% OF OUR CAMPUSES BETWEEN 70-79 RATING.
AGAIN, THIS IS THE OVERALL RATINGS FOR THE DISTRICT AND FOR CAMPUSES.
NOW WE'LL LOOK A LITTLE BIT, GO THROUGH EACH ONE OF THE THREE DOMAINS, TALK A LITTLE BIT ABOUT SOME OF THE CALCULATIONS BEHIND THE RATINGS AS WELL AS THE DATA.
DOMAIN I, WHAT I WANT YOU TO SEE HERE FOR ELEMENTARY AND MIDDLE SCHOOLS, DOMAIN I IS 100% BASED UPON STAR.
ACTUALLY, FOR ELEMENTARY AND MIDDLE SCHOOLS, THE ENTIRE SYSTEM IS 100% BASED UPON STAR.
EVEN THOUGH THERE'S THREE DOMAINS, STUDENTS JUST GET ONE TEST SCORE AND THOSE SCORES ARE DISTRIBUTED AND DESEGREGATED DIFFERENT WAYS ACROSS THE DOMAINS.
IT'S PRIMARILY A STAR DRIVEN SYSTEM.
HIGH SCHOOLS AND DISTRICT RATINGS ALSO HAVE WHAT'S CALLED CCMR OR COLLEGE CAREER AND MILITARY READINESS AND GRADUATION RATE ARE INCLUDED IN THE CALCULATION.

WHAT WE DID IS WE CALCULATED OUR OWN PEER DISTRICTS BASED UPON TA'S METHODOLOGY FOR CALCULATING CAMPUS PEER GROUPS.
OUR CALCULATION TO FIND OUR PEER DISTRICTS WERE DISTRICTS THAT HAD AN ENROLLMENT BETWEEN 40,000 AND 120,000 STUDENTS.
THE ECONOMICALLY DISADVANTAGED DISTRICTS THAT HAD BELOW 50% LOW SES STUDENTS, AND THEN EMERGENT BILINGUAL OR EB STUDENTS HAD 30% OR LESS.

AS YOU GUYS KNOW, EACH YEAR, TEA RELEASES FINANCIAL INTEGRITY RATINGS FOR EACH DISTRICT, AND WE'RE REQUIRED TO HOLD A PUBLIC HEARING WITHIN A COUPLE OF MONTHS OF THOSE FINAL RATINGS BEING RELEASED.
THIS IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS, OR FIRST.
THE GOAL OF THIS SYSTEM IS TO PROVIDE SOME TRANSPARENCY TO THE PUBLIC REGARDING MEANINGFUL FINANCIAL OVERSIGHT AND IMPROVEMENT FOR SCHOOL DISTRICTS.
THIS 2024-2025 RATING IS BASED ON 2024 AUDITED FINANCIAL DATA.

WHEREAS FRISCO ISD CAN MEET THE NEEDS OF DISTRICT MIDDLE SCHOOL STUDENTS WHILE ALSO BEING GOOD STEWARDS OF TAXPAYER DOLLARS BY REDUCING THE NUMBER OF FRISCO ISD MIDDLE SCHOOL CAMPUS SITES FROM 19-18, BEGINNING IN THE 26-27 SCHOOL YEAR.
WHEREAS FRISCO ISD COMPARED THE BUILDING CAPACITY AND NEEDS OF ITS MIDDLE SCHOOL CAMPUSES.
WHEREAS UPON COMPARISON OF CURRENT MIDDLE SCHOOL BUILDING CAPACITY AND NEEDS, STALEY MIDDLE SCHOOL HAD THE HIGHEST DEGREE OF BUILDING NEED AND REPAIR OPTIONS WOULD REQUIRE THE LONG-TERM DISPLACEMENT OF STALEY MIDDLE SCHOOL STUDENTS FOR THE CONSTRUCTION PROJECTS NECESSARY TO ADDRESS SUCH NEEDS.
WHEREAS THE BOARD DETERMINED IT IS IN THE BEST INTEREST OF FRISCO ISD STUDENTS AND CITIZENS TO AMEND THE ATTENDANCE ZONES OF GRIFFIN MIDDLE SCHOOL, HUNT MIDDLE SCHOOL, AND TRENT MIDDLE SCHOOL, BEGINNING IN THE 2026-2027 SCHOOL YEAR, AND TO RETIRE STALEY MIDDLE SCHOOL AT THE END OF THE 2025-2026 SCHOOL YEAR.

THE DISTRICT DOES RECEIVE TITLE ONE MONEY FROM THE FEDERAL GOVERNMENT TO HELP FUND SUPPLEMENTAL RESOURCES FOR CAMPUSES THAT HAVE A HIGH PERCENTAGE OF STUDENTS WHO MEET CRITERIA FOR LOW SOCIO ECONOMIC STATUS.
THESE TITLE 1 FUNDS ARE PROVIDED SO THAT CAMPUSES CAN OPERATE PROGRAMS THAT ARE ALIGNED TO THEIR SPECIFIC NEEDS AS DETERMINED BY A FAIRLY COMPLEX ANNUAL COMPREHENSIVE NEEDS ASSESSMENT.
I'M SAYING THAT BECAUSE IT'S GOING TO LOOK A LITTLE DIFFERENT DEPENDING ON THE CAMPUS YOU GO TO, AND IT'S SUPPOSED TO.
THIS YEAR, STANLEY WAS AWARDED APPROXIMATELY $175 PER STUDENT IN TITLE 1 FUNDS, IT'S ABOUT $85,000 IN TOTAL.
THE FUNDS AT STANLEY HAVE BEEN PRIMARILY USED TO PROVIDE EXTRA TUTORIAL SERVICES, OTHER DIRECT SERVICES, AND TO PROVIDE OUR STAFF AT STANLEY WITH ADDITIONAL INSTRUCTIONAL MATERIALS AND RESOURCES.
SINCE THESE FUNDS DO NOT FOLLOW INDIVIDUAL STUDENTS,

THIS WILL NOT CAUSE AN INCREASE INTO OUR BUDGET BECAUSE IT'S BEEN BUILT INTO THE M&O SAVINGS THAT MISS SMITH MENTIONED PREVIOUS BOARD MEETINGS.

AS YOU HEARD EARLIER THIS EVENING, OUR DISTRICT DAD INDICATES THAT THROUGH OUR MANY SYSTEMS OF SUPPORT FROM EVERY DEPARTMENT IN THIS DISTRICT, OUR STUDENTS HAVE BEEN LARGELY SUCCESSFUL.
I CAN TELL YOU UNEQUIVOCALLY THAT WE WILL MEET THE NAME AND NEED OF EVERY STUDENT IMPACTED BY THIS DECISION.

BUT FROM THE BEGINNING, ONE OF THE THINGS WE DO AFTER WE PASS THAT BOND IS WE GO THROUGH AND WE MAKE A SCHEDULE OVER THE NEXT SIX TO SEVEN YEARS OF ALL THE PROJECTS THAT ARE GOING TO BE A PART OF THAT BOND AND WHEN WE PLAN ON AUTHORIZING THE BOND FUNDS TO PAY FOR THOSE.
STANLEY WAS NEVER INTENDED TO BE A FRONT RUNNER FIRST YEAR PROJECT, AND THE REASONS FOR THAT WERE THERE WERE SOME THINGS THAT WERE DONE TO STANLEY IN 15,

16 FROM THE 14 BOND, HYDRAULIC BOILERS, GEOTHERMAL HEAT PUMPS, AND ENERGY MANAGEMENT CONTROLS WERE JUST REPLACED.IN 2017, FROM THE 14 BOND FUNDS, WE HAD JUST DONE A CARPET AND PAINT REDO AT STALEY MIDDLE SCHOOL.
TO GO IN AND THEN DO ANY A RENOVATION WOULD HAVE NEGATED THE COST THAT WE HAD JUST SPENT ON CARPET AND PAINT.
WE WOULD HAVE HAD TO PUT IN NEW CARPET, NEW PAINT IN THE BUILDING.
STANLEY WAS ALWAYS INTENDED TO BE A THREE, FOUR, FIVE YEAR PROJECT OUT FOR US.
THEN THAT'S WHEN REALLY WHEN WE WERE IN THE DESIGN OF WILKINSON MIDDLE SCHOOL, WE STARTED THE CONVERSATION OF A MORE INTENSIVE REDESIGN FOR STANLEY.
THAT 8 MILLION WAS A VERY COSMETIC UPDATE.
THAT'S WHERE WE LOOKED AT LOOKING AT OTHER FUNDS TO PUSH IT UP TO $20 MILLION TO DO A LITTLE BIT MORE WITH LEARNING SPACES WITHIN STALEY MIDDLE SCHOOL.
THEN, OF COURSE, WE TRANSITION DURING THE 2024 BOND PLANNING PROGRAM TO PUT A NEW STALEY MIDDLE SCHOOL IN THAT PROGRAM.
THAT IS WHY AND WHERE WE ARE TODAY.

THE EFFECTIVENESS OF A CAMPUS CAN BE COMPROMISED BY NON IDEAL ENROLLMENT NUMBERS.
I WANT TO SPEAK TO A STORY OF THIS, MY OLDEST DAUGHTER WHEN SHE WAS IN MIDDLE SCHOOL.
SHE WAS BLOCKED FOR GT BLOCKING, AND SHE SIGNED UP FOR HER COURSE SELECTIONS.
YOU GET TO PICK THREE, AND WHATEVER HER FIRST SELECTION WAS, SHE WAS DENIED BECAUSE OF THE GT BLOCKING, WHICH WAS PRIORITY THAT FIRST CLASS DIDN'T MAKE.
SHE DIDN'T GET TO DO IT BECAUSE THERE WEREN'T ENOUGH STUDENTS, AND THAT IS WHAT THE FUNCTIONALITY IS PERTAINING TO.
I WOULD NOW LIKE TO SHARE SOME DATA.
ACCORDING TO THE MOST RECENT ZONDA DATA, FRISCO ISD'S CURRENT ENROLLMENT IS 65,256.
PROJECTIONS SHOWED 63,358 STUDENTS FOR NEXT YEAR AND 58,292 AND FIVE YEARS.
WHILE I RECOGNIZE THE PAIN THIS DECISION CAUSES FOR STALEY FAMILIES, STAFF, AND COMMUNITY MEMBERS, IT IS NOT SOLELY ABOUT STALEY'S WELL BEING.
FOR FURTHER CONTEXT, THE DISTRICT'S GRADUATING CLASS FOR THE NEXT TWO YEARS IS OVER 5,700.
WHILE KINDERGARTEN ENROLLMENT IS IN THE 33 HUNDREDS.
WE SIMPLY HAVE MORE STUDENTS GOING OUT OF OUR BUILDINGS THAN COMING IN.
OTHER DISTRICTS FACE SIMILAR CHALLENGES.
LOUISVILLE ISD HAS CLOSED FIVE CAMPUSES.
AUSTIN ISD IS CONSIDERING 13, COMPEL GRAPEVINE, LOVEJOY, AND OTHERS ARE ALL FACING CLOSURES.
THIS IS OUR COLLECTIVE REALITY.
IT IS UNFORTUNATE AND NO ONE WANTS TO MAKE THESE DECISIONS.
WE WOULD PREFER FISD BE IMMUNE TO CAMPUS CLOSURES, BUT THAT IS NOT THE CASE.
WITH THE STATE'S APPROVAL OF ESAS, ALSO KNOWN AS VOUCHERS, ALLOCATING FUNDS FOR PRIVATE SCHOOLS AND HOME SCHOOLING, COUPLED WITH HIGH PROPERTY VALUES, CHANGES IN BIRTH RATES, AND SHIFTS IN PUBLIC EDUCATION ACCEPTANCE, THE LANDSCAPE OF TEXAS PUBLIC EDUCATION IS CHANGING.
INITIATIVES LIKE ACCESS FRISCO, THE FRISCO RAIL, WHICH IS AN ONLINE LEARNING OPPORTUNITY, AND ENHANCED MARKETING EFFORTS MAY HELP PREVENT FUTURE CAMPUS CLOSURES, BUT FOR NOW, THIS IS OUR REALITY WE FACE.
AS SOMEONE ENTRUSTED WITH MAKING DECISIONS FOR THE BENEFIT OF ALL FISD STUDENTS, FAMILIES, AND THE DISTRICT'S LONG TERM HEALTH, I TAKE EVERY FACTOR INTO CONSIDERATION.
AFTER EXTENSIVE RESEARCH AND EFFORT, I HAVE DETERMINED THAT CLOSING STALEY IS THE NECESSARY COURSE OF ACTION.

>> STALEY MIDDLE SCHOOL IS THE OLDEST CAMPUS AND FRISCO ISD.
WE SHOULD ABSOLUTELY HONOR THE LEGACY OF A PLACE THAT HAS SHAPED COUNTLESS LIVES AND MEMORIES.
STALEY HAS STOOD AS A MORE THAN JUST A SCHOOL.
IT HAS BEEN A FOUNDATION OF LEARNING, LEADERSHIP, AND COMMUNITY FOR GENERATIONS OF STUDENTS, EDUCATORS, AND FAMILIES.
I'VE HAD AN OPPORTUNITY TO TALK TO SOME OF THE FIRST FAMILIES THAT ATTENDED, TAUGHT AT AND ALL THINGS STALEY MIDDLE SCHOOL.
I AM SAD ABOUT THE DECISION THAT WE ARE HAVING TO MAKE TODAY.

I'M DEEPLY GRATEFUL FOR THE HISTORY THAT IT DOES HOLD AND THE IMPACT IT HAS MADE ON ALL WHO WALKED ITS HALLS, THE SPIRIT OF STALEY, ITS PRIDE, ITS PEOPLE, ITS PURPOSE WILL FOREVER REMAIN A CHERISHED PART OF FRISCO'S STORY. SO 12.5 YEARS AGO, MY HUSBAND AND I MADE THE DECISION TO MOVE TO NORTH TEXAS FROM CALIFORNIA DUE TO A JOB OPPORTUNITY FOR ME, AND WE HAD NEVER I'VE NEVER ACTUALLY EVEN BEEN TO DALLAS BEFORE WHEN I ACCEPTED THE JOB.
WE CAME OUT HERE FOR A HOUSE HUNTING TRIP AND EVERYWHERE WE WENT, WE HEARD THAT FRISCO ISD WAS THE PLACE TO BE.
WE FOUND A HOUSE WITHIN THE BOUNDARIES, AND WE ALSO FOUND A HOUSE OUTSIDE OF THE BOUNDARIES.
I THINK MY HUSBAND ACTUALLY LIKED A LITTLE BETTER THAN THE ONE WE PURCHASED.
BUT I WAS VERY EMPHATIC THAT WE MOVED TO FRISCO BECAUSE OF THE SMALL SCHOOL MODEL BECAUSE I WANTED OUR DAUGHTERS TO HAVE OPPORTUNITIES IN THE SMALL SCHOOL MODEL THAT THIS NEIGHBORING DISTRICT WOULDN'T HAVE PROVIDED.
MY DAUGHTERS HAVE BENEFITED FROM THAT.
ONE IS STILL IN HIGH SCHOOL, THE OTHER ONE IS OUT.
THEY BOTH BENEFITED FROM THE SMALL SCHOOL MODEL BY BEING ABLE TO PARTICIPATE IN ACTIVITIES THAT THEY WOULDN'T HAVE BEEN ABLE TO PROBABLY HAD WE MOVED TO THE OTHER DISTRICT.
SMALL SCHOOLS MODEL IS GREAT, AND I LOVE IT.
THE DOWNSIDE IS THAT WHEN YOUR ENROLLMENT DECLINES, YOU HAVE MORE BUILDINGS, AND IT BECOMES INCUMBENT TO AT SOME POINT, WHICH WE'RE FACING TONIGHT, WHICH DR. FOUCHE ALLUDED TO EARLIER.
THIS WILL BE THE FIRST DECISION THAT THIS BOARD HAS TO MAKE REGARDING CLOSING A BUILDING.
IN THE NEXT FIVE YEARS, I ANTICIPATE THAT THERE WILL BE SEVERAL MORE, AND I DON'T KNOW WHAT THAT LOOKS LIKE.
BUT IT'S COMING AND IT IS A DOWNSIDE OF THE SMALL SCHOOL MODEL, BUT THERE ARE MANY UPSIDES THAT I THINK OVERRIDE.
>> LAST SPRING, I THINK IT WAS IN APRIL, I VOTED NO TO CLOSE THIS CAMPUS BECAUSE I FELT LIKE IT WAS RUSHED.
I FELT LIKE THE TIMING WASN'T GOING TO WORK WELL, AND I FELT LIKE THERE HAD BEEN CONFLICTING COMMUNICATION, AND I JUST FELT LIKE WE NEEDED TO SLOW DOWN AND TAKE ANOTHER LOOK.
I STAND BY THAT VOTE, AND I THINK THIS BOARD MADE THE RIGHT DECISION AT THAT TIME.
I DON'T WANT TO GO INTO ALL OF THE HISTORY.
I THINK WE'D ALL AGREE THAT IF WE HAD TO DO THIS OVER AGAIN, CERTAIN THINGS WOULD HAVE BEEN HANDLED DIFFERENTLY.
MY HOPE IS THAT GOING FORWARD THAT THESE DECISIONS WILL BE MADE WITH GREATER FORETHOUGHT, TRANSPARENCY, UPFRONT COMMUNICATION, AND A COMPREHENSIVE DISTRICT WIDE APPROACH TO THESE DECISIONS WHERE WE LOOK AT THE ENTIRETY OF THE DISTRICT AND FIGURE OUT WHICH CAMPUSES IT MAKES SENSE TO CLOSE.
ALL THAT BEING SAID, WE ARE FACING A REPAIR COSTLY REPAIR TO A CAMPUS TO KEEP IT FUNCTIONAL.
WE DO HAVE DECLINING ENROLLMENT, AS HAS BEEN MENTIONED, AND THE FACT THAT WE HAVE TO REZONE FOR AT LEAST A YEAR OR MORE TO OTHER CAMPUSES IN ORDER TO DO THIS MAINTENANCE WORK.
WE WOULD NEED TO REZONE STUDENTS TO THREE DIFFERENT CAMPUSES, GET THIS MAINTENANCE WORK, AND THEN REZONE THEM BACK TO THEIR CAMPUS.
I ALSO DON'T BELIEVE IT'S FISCALLY RESPONSIBLE TO PUT MILLIONS OF DOLLARS INTO A CAMPUS WHEN WE DO NEED TO BE AT THE PLACE NOW WHERE WE ARE CLOSING CAMPUSES BASED ON ENROLLMENT.
IT IS WITH AN EXTREMELY HEAVY HEART THAT I MADE THE DECISION TO VOTE TO RETIRE THIS CAMPUS.
PLEASE KNOW THAT IT DID NOT COME LIGHTLY.

IT'S NOT JUST THAT WHAT I THINK IS UNIQUE ABOUT STALEY IS THAT YOU ALL DON'T JUST COME AND ADVOCATE FOR YOUR OWN STUDENT, YOU'RE ADVOCATING FOR EVERYONE'S STUDENTS IN THE ENTIRE COMMUNITY, AND THAT IS NOT LOST ON ME THIS EVENING.
I WAS OUT VISITING WITH SOME FRIENDS THAT I HADN'T SEEN IN A WHILE A COUPLE OF WEEKS AGO.

I REMEMBER COMING TO BOARD MEETINGS AND WATCHING BOARD MEETINGS AND FAMILIES WERE VERY UPSET ABOUT HAVING TO CROSS THE TOLLWAY AND A LOT OF THINGS RELATED TO THAT, HAVING A PASS BY RD ON THEIR WAY TO FRISCO HIGH.
THIS WAS ONE OF THOSE FAMILIES THAT HAD BEEN IMPACTED BY THAT.
THAT WAS HOW I MET THEM ACTUALLY WAS AT A BOARD MEETING AND THEY WERE HERE ADVOCATING FOR THEIR STUDENT.
WHAT HE TOLD ME A COUPLE OF WEEKS AGO IS HE SAID, I FOUGHT THAT MOVE TOOTH AND NAIL, AND I FOUGHT SO HARD AND DIDN'T GO THE WAY WE WANTED.
BUT YOU KNOW WHAT? HE SAID, FRISCO HIGH HAS BEEN A BLESSING TO MY DAUGHTER.
SHE'S GETTING TO DO THINGS THAT I DON'T THINK SHE WOULD HAVE DONE HAD SHE STAYED IN THE ZONE.
HE SAID, WITH EVERY OPPORTUNITY, THERE ARE BLESSINGS, IF YOU LOOK FOR THEM, YOU WILL FIND THEM.

THEN BY THE DELAC, AND THEN AGAIN BY THE BOARD OF TRUSTEES TO ENSURE THAT AT EVERY PROCESS, THEY'RE BEING CONSIDERED AS TO WHETHER OR NOT THEY MEET THE LIBRARY REQUIREMENTS AND OR VIOLATE THE LAW.

IT IF WE WERE CHALLENGED, IT WOULD BE SOMETHING THAT A COURT WOULD HAVE TO DETERMINE IS WHETHER OR NOT WE APPROPRIATELY LOOKED AT THOSE DEFINITIONS AND MADE DECISIONS BASED ON OUR INTERPRETATION OF THE DEFINITIONS VERSUS THE CONTENT IN FRONT OF THEM.IT WOULD DEPEND ON THE MATERIAL, AND SO LIABILITY ISN'T NECESSARILY THE RIGHT WORD.
