SO THE TOP TEN DISTRICTS THAT RECEIVED TOP TEN, SOME PEOPLE HAVE SAID, OH, WELL FRISCO DIDN'T MAKE TOP TEN. BUT WHAT I WANTED TO POINT OUT IS THOSE TOP TEN DISTRICTS, THE HIGHEST STUDENT POPULATION WAS 19,000. ONE OF THEM ACTUALLY HAD 75 STUDENTS. AND THOSE ARE THE GRADES THAT THOSE DISTRICTS RECEIVED WERE LIKE 93, 92, 94. FRISCO ISD HAS APPROXIMATELY 66,000 STUDENTS AND WE RECEIVED A 90. THAT IS A BIG DEAL, Y'ALL. SO I JUST WANTED TO SAY IT'S IT'S PRETTY LEGIT, Y'ALL. GOOD JOB. MAY I JUST ADD TO THAT THAT WE HAVE AMAZING STAFF, EDUCATORS, PARAPROFESSIONALS, SUPPORT STAFF, ADMINISTRATORS. MISS SMITH. THANK YOU. TONIGHT YOU GUYS ARE BEING ASKED TO ADOPT THE ACTUALLY 2025 TAX RATE. AND SO I'M GOING TO GIVE A VERY QUICK PRESENTATION JUST ABOUT HOW OUR TAX RATE IS CALCULATED. AND THEN THIS DOES SERVE AS OUR OFFICIAL PUBLIC HEARING ON THE TAX RATE DURING PUBLIC COMMENT. TIME TONIGHT. SO JUST A LITTLE BIT OF AN UPDATE ON PROPERTY VALUES. WE GET PRELIMINARY ESTIMATES OF CERTIFIED VALUES IN APRIL, AND THOSE ARE THE VALUES THAT WE USE TO ADOPT OUR BUDGET BEFORE THE END OF JUNE. BUT WE GET FINAL CERTIFIED VALUES IN JULY FROM OUR COUNTY APPRAISAL DISTRICTS. SO THERE IS USUALLY SOMEWHAT OF A DIFFERENCE BETWEEN OUR JULY CERTIFIED VALUES AND WHAT WE ESTIMATE IN APRIL THAT WE BUILD THE BUDGET ON. YOU CAN SEE HERE THERE WAS A PRETTY SIGNIFICANT DIFFERENCE BETWEEN WHAT WE PROJECTED FOR 2025 VALUES AND WHAT ENDED UP BEING CERTIFIED. AND THAT'S BECAUSE THE STATE LEGISLATURE, DURING THE 89TH SESSION PASSED AN INCREASE TO THE HOMESTEAD EXEMPTION OF $40,000. SO IT WOULD GO FROM $100,000 TO $140,000. THAT HAS TO BE RATIFIED BY A CONSTITUTIONAL AMENDMENT VOTE IN NOVEMBER. BUT TO CALCULATE OUR TAX RATE, TEA TOLD US TO GO AHEAD AND ASSUME THAT THAT VOTE PASSES. SO ALL DISTRICTS, ALL SCHOOL DISTRICTS ACROSS THE STATE USED THE ADDITIONAL $40,000 HOMESTEAD EXEMPTION TO CALCULATE TAX RATES FOR THIS YEAR. I DID PUT A LITTLE BIT OF INFORMATION ON THE RIGHT HAND SIDE OF THIS SLIDE FOR YOU. YOU CAN SEE HISTORICAL VALUE GROWTH. I'VE SPLIT THIS OUT BETWEEN NEW CONSTRUCTION AND APPRECIATION OF EXISTING PROPERTY. YOU CAN SEE THAT FROM 2021 TO 2023, OUR PROPERTIES IN FRISCO ISD WERE APPRECIATING EXISTING PROPERTIES WERE APPRECIATING AT A VERY RAPID RATE. 2023 YOU SEE KIND OF THAT WHITE BOX WITH THE BLUE OUTLINE. [00:15:03] THAT'S HOW MUCH PROPERTY WOULD HAVE GONE UP. PROPERTY VALUES WOULD HAVE GONE UP HAD THAT HOMESTEAD EXEMPTION NOT PASSED. SO REMEMBER BACK IN 2023 WE HAD AN INCREASE TO THE HOMESTEAD EXEMPTION. SO HAD THAT NOT PASSED, WE WOULD HAVE HAD SIGNIFICANTLY MORE PROPERTY VALUE THAN WE ENDED UP WITH. IT GREW A LITTLE BIT MORE IN 2024, AND THEN THIS YEAR, BECAUSE OF THE INCREASE IN HOMESTEAD EXEMPTION, IT ACTUALLY NEGATED ALL OF OUR PROPERTY VALUE GROWTH, INCLUDING NEW CONSTRUCTION. SO WE WE PRETTY MUCH ANY GROWTH THAT WE WOULD HAVE SEEN WAS EATEN UP BY THE INCREASE IN HOMESTEAD EXEMPTION. SO JUST IT'S JUST KIND OF AN INTERESTING GRAPH FOR YOU. THE AVERAGE RESIDENCE TAXABLE VALUE IN FRISCO ISD IS JUST OVER $549,000. THAT IS ABOUT A 4% DECREASE FROM 2024 BECAUSE OF THE HOMESTEAD EXEMPTION. ONE THING I WILL POINT OUT ABOUT THE HOMESTEAD EXEMPTION, IT DOES NOT IMPACT THE AMOUNT OF MONEY FRISCO ISD GENERATES. AS YOU GUYS KNOW, ON THE OPERATIONS SIDE, THE SCHOOL FINANCE FORMULA, WHATEVER WE DON'T COLLECT IN PROPERTY TAXES THE STATE MAKES UP FOR IN STATE AID. ON THE INS SIDE, WE THERE IS A HOLD HARMLESS FOR THE INCREASE IN HOMESTEAD EXEMPTION TO MAKE SURE THAT WE CAN CONTINUE TO MAKE DEBT PAYMENTS FOR ANY DEBT THAT WAS AUTHORIZED BEFORE THAT HOMESTEAD EXEMPTION INCREASE SO WE'RE NOT WE ARE NOT HARMED BY THE INCREASE IN THE HOMESTEAD EXEMPTION. AND OUR TAXPAYERS ARE HELPED. SO IT'S GOOD FOR EVERYBODY. THE TAX RATE, AS YOU GUYS KNOW, IS MADE UP OF TWO PIECES THE KNOW PIECE AND THE INS PIECE. THE TAX RATE IS CALCULATED BY TEA. IT IS, THERE'S A TIER ONE AND A TIER TWO PORTION. YOU HAVE THE TIER ONE THAT IS CALCULATED BY TEA. IT'S DETERMINED BASED ON PROPERTY VALUE GROWTH, BOTH IN THE DISTRICT AND STATEWIDE, THAT TIER ONE PORTION OF THE TAX RATE DECREASES EVERY YEAR AS PROPERTY VALUES, BOTH LOCALLY AND ACROSS THE STATE RISE. THAT WAS SOMETHING THAT WAS PUT IN PLACE BY THE 2019 LEGISLATURE TO MAKE SURE THAT WE'RE KIND OF KEEPING THE TAX BILL FOR HOMEOWNERS RELATIVELY CONSISTENT, EVEN IF THEIR PROPERTY VALUES ARE GOING UP. SO THAT PORTION OF OUR TAX RATE DECREASES AS PROPERTY VALUES GO UP. THEN WE HAVE OUR EIGHT GOLDEN PENNIES THAT YOU GUYS HEAR ME TALK ABOUT ALL THE TIME. AND THEN WE HAVE OUR COPPER PENNIES. WHEN YOU ADD ALL OF THOSE TOGETHER, OUR TAX RATE FOR 2025 IS CALCULATED AT 0.7494, SO 74.94 CENTS PER $100 OF PROPERTY VALUE. IF YOU GO IF YOU TRACE THAT ALL THE WAY BACK TO 2018, THAT'S A 42% DECREASE SINCE 2018. THANKS TO THE LEGISLATURE COMPRESSING RATES AS PROPERTY VALUES GO UP. AND AGAIN, THE DISTRICT ISN'T HARMED BY THAT AND THE TAXPAYERS ARE HELPED. SO, GOOD STUFF. JUST A LITTLE BIT OF TAX RATE TERMINOLOGY. WE DO PUBLISH A TRUTH AND TAXATION NOTICE IN THE NEWSPAPER EVERY YEAR PRIOR TO THIS PUBLIC HEARING. THERE ARE A FEW PIECES OF OR THERE A FEW DIFFERENT TAX RATES LISTED BOTH ON THAT NOTICE AND THEN IN THE TAX RATE WORKSHEET THAT WE'RE REQUIRED TO PUBLISH ONLINE. THE NO NEW REVENUE TAX RATE IS THE TAX RATE THAT WOULD PRODUCE THE SAME TAX LEVY AS LAST YEAR. MEANING AS PROPERTY VALUES ARE GOING UP, WHAT TAX RATE DO YOU NEED TO COLLECT THE SAME AMOUNT OF MONEY? THAT RATE REALLY DOESN'T APPLY TO SCHOOL DISTRICTS, BECAUSE IT DOESN'T TAKE INTO ACCOUNT THE SCHOOL FUNDING FORMULA AND HOW THOSE TWO THINGS WORK TOGETHER. SO WE ALSO HAVE THE RATE TO MAINTAIN REVENUE. THIS RATE IS THE RATE THAT WOULD PRODUCE THE SAME AMOUNT OF REVENUE AS LAST YEAR, WHICH FOR A SCHOOL DISTRICT TAKES INTO ACCOUNT THE INTERACTION BETWEEN LOCAL TAXES AND STATE AID AND RECAPTURE. AND THEN WE HAVE THE VOTER APPROVAL TAX RATE. AND THAT IS THE MAXIMUM TAX RATE THAT CAN BE ADOPTED WITHOUT AN ELECTION, WITHOUT A VATRE. THAT IS THE RATE THAT YOU'RE BEING ASKED TO ADOPT. THAT IS THE BASICALLY THE MAXIMUM RATE WE CAN ADOPT WITHOUT TRIGGERING AN ELECTION AND ALSO THE MINIMUM RATE WE CAN ADOPT AND STILL GET ALL OF OUR STATE AID. OKAY. AND THEN OF COURSE, THE MAXIMUM TAX RATE WOULD BE THE VOTER APPROVAL TAX RATE PLUS ANY AVAILABLE TAXING AUTHORITY. AND WE DO HAVE ABOUT $0.03 OF AVAILABLE TAXING AUTHORITY THAT WE ARE NOT ASKING FOR THIS YEAR. SO HERE'S HOW THIS IMPACTS THE AVERAGE HOMEOWNER I'VE PUT ON THE SCREEN FOR YOU. THE DIFFERENCE BETWEEN A 2024 TAXABLE VALUE OF AN AVERAGE HOME WITH A HOMESTEAD EXEMPTION VERSUS THE 2025 AVERAGE TAXABLE VALUE. YOU CAN SEE WE'VE ASSUMED THE ADDITIONAL HOMESTEAD EXEMPTION OF $40,000 PASSES. AND THEN WHEN YOU MULTIPLY THAT BY THE TAX RATE, THE AVERAGE HOMEOWNER WOULD SAVE ABOUT $279 BETWEEN THE ADDITIONAL HOMESTEAD EXEMPTION AND [00:20:06] THE DECREASE IN OUR TAX RATE. AND THEN I'VE ALSO PUT A GRAPH ON THE RIGHT HAND SIDE FOR YOU, SHOWING YOU THE AVERAGE RESIDENCE TAX BILL HISTORY BACK TO 2018.
