THIS YEAR, WE AWARDED 52 TOTAL GRANTS THROUGHOUT FRISCO ISD AND IN THE AMOUNT OF $81,183.

WE HAVE 10 CAREER CLUSTERS THAT WE HAVE THAT WE HONOR AND 27 PROGRAMS OF STUDY.

NOW, WITH THOSE, WE ALWAYS WANT TO GROW PROGRAMS. ONE OF THE SPOTLIGHTS I WANT TO GO FORWARD WITH IN OUR NEXT AND UPCOMING YEARS IS FOCUSING A LOT ON THE MIDDLE SCHOOL AWARENESS OF WHAT CTE OFFERS AND LETTING THOSE MIDDLE SCHOOL STUDENTS KNOW TO START TAKING COURSES EARLIER, SO IT FREES UP THEIR SCHEDULE IN HIGH SCHOOL TO HAVE NOT ONLY CTE COURSES, BUT TO BE COMPLETERS FOR CTE.
SOME OF OUR HIGHLIGHTS FROM THIS YEAR.
I WAS WORKING WITH MANY OF OUR CAMPUSES AND ON SIX OF THE 12 HIGH SCHOOL CAMPUSES OUTSIDE OF THE CTE CENTER, WE HAVE NEW CULINARY ARTS APPLIANCES.
THESE STUDENTS IN THESE CULINARY ART CLASSROOMS HAVE INDUSTRY-STANDARD APPLIANCES TO SUPPORT THEIR PROGRAMS, AND WE HAD THEM AT FRISCO HIGH CENTENNIAL, INDEPENDENCE, LIBERTY, WAKELAND, AND LONE STAR.
WHEN THOSE APPLIANCES FIRST CAME AND THEY WERE BEING INSTALLED, THE TEACHERS DIDN'T KNOW IT WAS A SURPRISE TO THEM, SO WHEN THEY CAME IN AND SAW THOSE, I JUST GOT TEXT MESSAGES, EMAILS, AND JUST KIDS SMILING, HEY, YOU GOT TO COME SEE YOU, WE'RE COOKING SOMETHING.
I GOT INVITED FOR MORE FOOD NOW, SO WE'RE GOING TO KEEP THAT TRAIN ROLLING.

ONE OF THE FOCUS POINTS FOR NEXT YEAR IS TO DO MORE OF A SOCIAL MEDIA APPROACH SO THAT EVERYONE KNOWS WHAT'S GOING ON ON ALL CAMPUSES.
WHAT I MEAN BY THAT IS IF I'M A STUDENT AT WAKELAND HIGH SCHOOL, I MIGHT KNOW WHAT'S GOING ON AT WAKELAND, BUT MIGHT NOT KNOW WHAT'S GOING ON AT FRISCO HIGH OR LEBANON TRAIL, OR HERITAGE.
THAT GLOBAL PLATFORM FOR INSTAGRAM AND FACEBOOK IS GOING TO ENCOMPASS ALL THE PROGRAMS ON ALL THE DIFFERENT CAMPUSES SO EVERYONE KNOWS WHAT'S GOING ON.
ALSO, THAT'S ANOTHER RESOURCE TO SHARE WITH THE MIDDLE SCHOOL STUDENTS WHAT'S GOING ON IN OUR CAMPUS BECAUSE A LOT OF STUDENTS DON'T KNOW THAT CTE, IT'S ON EVERY HIGH SCHOOL CAMPUS.
WHEN YOU THINK CTE, SOME PEOPLE JUST THINK THE CTE CENTER, BUT IT IS WAY BIGGER THAN THAT.
THE CTE CENTER TYPICALLY FOCUSES ON THOSE UPPER-LEVEL COURSES OR COURSES THAT MAY NOT MAKE AT THE INDIVIDUALIZED HIGH SCHOOLS, THEY ALL COME TOGETHER AT THE CTE CENTER SO THAT COURSE CAN BE OFFERED.
WE TALK A LOT OR HEAR A LOT ABOUT INDUSTRY-BASED CERTIFICATIONS, OR IBCS.
WHAT INDUSTRY-BASED CERTIFICATIONS ARE ARE TESTS THAT STUDENTS TAKE AT THE END OF THEIR COURSE THAT GRANTS THEM A CERTIFICATION IN A SPECIFIC AREA.
THESE ARE JUST A FEW OF THE INDUSTRY-BASED CERTIFICATIONS WE OFFER.
ANOTHER ONE OF MY GOALS IS TO CONTINUE TO GROW THIS LIST OF WHAT'S OFFERED AND THE AMOUNT OF STUDENTS THAT HAVE CERTIFICATIONS AS THEY GRADUATE THAT COUNT TOWARDS OUR CCMR POINTS FOR THE DISTRICT.
JUST A QUICK IBC COMPARISON OF HOW WE'RE TRYING TO GROW AND THE GROWTH THAT HAS BEEN SEEN OVER THE LAST YEAR.
FOR '23-'24, WE HAD 73 STUDENTS EARNING THE ENGINEERING TECHNOLOGY FOUNDATION CERTIFICATION.
FOR THIS CURRENT SCHOOL YEAR, THAT INCREASED TO 246 STUDENTS THAT EARNED THAT CERTIFICATION.
SOME OF THESE THINGS AND AREAS OF GROWTH ARE OPPORTUNITIES THAT ARE AVAILABLE.
WE'RE TRYING TO MAKE SURE THEY'RE ACROSS THE BOARD FOR THE DIFFERENT AREAS IN CTE THAT STUDENTS CAN QUALIFY OR TEST IN.
THE STUDENT VERSUS DISTRICT FUNDING.
WE TALK ABOUT THAT A LITTLE BIT BECAUSE SOME OF THOSE TESTS ARE SPONSORED BY THE DISTRICT AND SOME OF THOSE TESTS ARE SPONSORED BY THE STUDENTS, SO IT'S NOT ALL PAID FOR BY THE DISTRICT OR ALL PAID FOR BY THE STUDENTS.
IT'S ALSO ADHERING TO THE STUDENT NEEDS.
IF A STUDENT IS IN A SPECIFIC CAREER CLUSTER, THEY WOULD TAKE THAT TEST THAT WOULD GO ON THEIR RESUME, THAT WOULD COUNT TOWARDS COLLEGE AND SOME OF THE DIFFERENT THINGS.
WE ALSO LOOK AT THE LOCAL NEEDS.
WHAT ARE BUSINESSES SAYING THAT STUDENTS NEED TO COME OUT OF FISD WITH? INDUSTRY STANDARDS AND CHANGES.

I'M IN A LOT OF DIFFERENT CONVERSATIONS WITH INDUSTRY LEADERS, AND WHAT THEY'RE TALKING ABOUT OR DISCUSSING, OR SHARING WITH ME ARE WHAT'S NECESSARY FOR OUR STUDENTS TO BE PREPARED FOR TO BE SUCCESSFUL IN THOSE AREAS.ALSO, CONNECTS CLASSROOM LEARNING TO INDUSTRY EXPECTATIONS AND IT SHOWS CAREER READINESS.

THE FRISCO ECONOMIC DEVELOPMENT CORPORATION, COLLIN COLLEGE, AND THE DISTRICT ADVISORY COUNCIL, WHO WE ALSO CELEBRATED TODAY.

DURING THE QUARTER, I FINALIZED AN AUDIT OF ENROLLMENT.
YOU SHOULD HAVE RECEIVED IT DURING THE QUARTER, AND IT'S WITH YOU IN YOUR MATERIALS THIS EVENING.
I'M CURRENTLY CONDUCTING AN AUDIT OF KEY CONTROL.
I'M IN THE FIELDWORK STAGE OF THAT AUDIT NOW AND IT'S GOING WELL.
THIS IS OUR RECOMMENDATION TRACKING SLIDE AND IT SHOWS OUR IMPLEMENTATION STATUS OF THE RECOMMENDATIONS THAT ARE STILL OUTSTANDING.

WHICH IS THE PUBLIC HEARING REGARDING THE 2025-'26 PROPOSED BUDGET AND COMPENSATION PLAN. MRS. SMITH.>> GOOD EVENING. THIS IS OUR OFFICIAL PUBLIC HEARING ON THE BUDGET BEFORE YOU GUYS ARE ASKED TO MAKE A VOTE ON IT IN A COUPLE OF WEEKS.
I HAVE A VERY QUICK PRESENTATION THAT I'M GOING TO GO THROUGH JUST FOR THE BENEFIT OF THE PUBLIC TO SEE THE PROGRESS THAT WE'VE MADE SO FAR.
AS WE HAVE BEEN TALKING ABOUT FOR THE PAST YEAR, WE HAVE A BUDGET DEFICIT THAT WE'VE BEEN WORKING TO BALANCE.
YOU GUYS KNOW THE THREE KEY PIECES OF OUR BUDGET THAT GOES INTO HOW MUCH FUNDING WE HAVE, OUR ENROLLMENT, THE ECONOMY, AND THE TEXAS LEGISLATURE.
OBVIOUSLY, ENROLLMENT IN FRISCO ISD IS BEGINNING TO DECLINE.
WE HAVE 1,300 FEWER STUDENTS IN THE '24-'25 SCHOOL YEAR AND EXPECT SOME CONTINUED DECLINE, POTENTIALLY AT A SLOWER RATE, BUT WE DO EXPECT OUR REVENUE TO CONTINUE TO DECLINE AS ENROLLMENT DECLINES.
INFLATION HAS BEEN HITTING OUR BUDGET HARD FOR THE LAST SEVERAL YEARS, AND WE WERE HOPEFUL THAT THE TEXAS LEGISLATURE WOULD HELP US MAKE UP SOME OF THAT INFLATION FUNDING GAP WHEN THEY MET DURING THEIR 89TH LEGISLATIVE SESSION THAT JUST CONCLUDED ON JUNE 2ND.
JUST QUICK HISTORY OF OUR BUDGET DEFICITS.
I WON'T GO THROUGH THIS IN MUCH DETAIL, BUT I DO WANT TO REMIND YOU THIS BOARD HAS ADOPTED A DEFICIT BUDGET FOR THE LAST THREE YEARS SINCE THE '22-'23 FISCAL YEAR.
I DID JUST A QUICK OVERVIEW OF THE COMPARISON OF THE BUDGET THAT YOU ALL ADOPTED, OR THE BOARD AT THE TIME ADOPTED, TO WHERE WE ENDED THE YEAR.
YOU CAN SEE THAT IN '22-'23, WE ADOPTED A $22 MILLION DEFICIT.
WE WOULD HAVE RECOGNIZED A $14.7 MILLION DEFICIT HAD IT NOT BEEN FOR ESSER FUNDING.
IN '23-'24, THE BOARD ADOPTED A $24 MILLION DEFICIT.
WE ACTUALLY RECOGNIZED A $14 MILLION DEFICIT AND TOOK THAT MONEY OUT OF OUR RAINY DAY FUND.
THEN IN '24-'25, THE YEAR THAT IS JUST ABOUT TO CLOSE, THE BOARD ADOPTED A $30.8 MILLION DEFICIT.
I AM HAPPY TO SAY THAT WE EXPECT TO END THE YEAR SLIGHTLY SURPLUS, THANKS TO ALL THE WORK THAT HAS BEEN DONE OVER THE COURSE OF THE LAST 18 MONTHS OR SO TO GET OUR BUDGET BACK TO BALANCED.
THAT SURPLUS IS PROJECTED AT THIS POINT THROUGH THE END OF THE YEAR, BUT WE DO EXPECT IT TO BE ABOVE ZERO, SO THAT WILL HELP US REPLENISH SOME OF THE RAINY DAY FUNDS THAT WE HAD TO USE LAST YEAR TO BALANCE OUR FINANCES.

IN THE PAST THREE YEARS, WE'VE SAVED OVER A MILLION DOLLARS IN CENTRAL OFFICE POSITIONS BY HOLDING THOSE OPEN AND RE EVALUATING THEM.

OVER THE PAST TWO YEARS, WE'VE WORKED TO STANDARDIZE CLASS LOADS TO ADJUST FOR DECLINING ENROLLMENT, WHICH GENERATED EIGHT MILLION DOLLARS IN STAFFING EFFICIENCIES FOR 24-25 AND ANOTHER 15 MILLION IN STAFFING EFFICIENCIES FOR THE UPCOMING 25-26 BUDGET.WE HAVE BEEN DOING PRIORITIES-BASED BUDGETING SINCE 2017.
BUT I JUST HIGHLIGHTED THE LAST THREE YEARS WORTH OF WORK THAT'S BEEN DONE THROUGH PRIORITIES-BASED BUDGETING HERE TO SHOW YOU HOW MUCH GETS REALLOCATED EVERY YEAR TO HELP MAKE UP FOR INFLATIONARY NEEDS WITHOUT IMPACTING THE BOTTOM LINE.
THERE IS ONLY SO MUCH MONEY TO BE MOVED AROUND SO YOU'LL SEE THAT THOSE NUMBERS GET SLIGHTLY SMALLER EVERY YEAR.
THEN OTHER BUDGET CUTS FOR THE 25-26 BUDGET INCLUDE $600,000 REDUCTION AND EXTRACURRICULAR SPENDING, AND THEN ANOTHER $7.5 MILLION REDUCTION IN THE PAYROLL BUDGET FOR VACANT POSITIONS.
AS WE TALKED ABOUT IN ONE OF YOUR BUDGET WORKSHOPS, THAT MEANS THAT POSITIONS THAT HAVE BEEN OPEN FOR MORE THAN A YEAR, WHILE WE WOULD LOVE TO REFILL THEM.
IF WE FIND CANDIDATES, WE ARE NOT GOING TO PUT THEM IN THE BUDGET.
IF WE FIND CANDIDATES, WE'LL BE COMING BACK TO THE BOARD TO AMEND THE BUDGET TO ADD MONEY FOR THOSE POSITIONS THAT WE HAVE PULLED OUT, AND THAT HELPED US GET OUR BUDGET BALANCED BEFORE THE COMPENSATION PLAN OR THE IMPACT OF ANY LEGISLATION.
WE DID RECEIVE OR WE WILL RECEIVE NEW MONEY IN THE UPCOMING FISCAL YEAR FROM HOUSE BILL 2, WHICH WAS APPROVED BY THE LEGISLATURE AND SIGNED BY THE GOVERNOR.
WE ARE STILL WAITING ON SOME GUIDANCE FROM TEA ON HOW THAT BILL WILL BE IMPLEMENTED.
THERE'S A WHOLE BUNCH IN THERE.
IT WAS 260 SOMETHING PAGES LONG.
WE DON'T HAVE ALL OF THE INFORMATION YET, WE ARE ESTIMATING HOW MUCH REVENUE WE WILL RECEIVE BASED ON SOME PRELIMINARY MODELS THAT THE LEGISLATIVE BUDGET BOARD PROVIDED.
BUT WE DO KNOW THAT A GOOD CHUNK OF THAT NEW FUNDING HAS BEEN DIRECTED TOWARDS PAY RAISES FOR TEACHERS AND OTHER STAFF.
THEN SOME OF THAT NEW MONEY WILL BE FLEXIBLE FUNDING THAT THE DISTRICT CAN USE AS NEEDED.
SINCE WE WERE ABLE TO FULLY BALANCE OUR BUDGET BEFORE HOUSE BILL 2 WAS PASSED, WE CAN USE ALL OF THAT FLEXIBLE FUNDING TO PROVIDE PAY RAISES TO OUR NON-TEACHING STAFF, SINCE THE MAJORITY OF HOUSE BILL 2 MONEY IS DIRECTED TO PROVIDE PAY RAISES TO CLASSROOM TEACHERS.
THE PROPOSED PAY RAISE FROM HOUSE BILL 2, AND THEN WITH THE ADDITIONAL MONEY THAT FRISCO ISD CAN USE, IS A $2,500 PAY RAISE FOR CLASSROOM TEACHERS WITH LESS THAN FIVE YEARS OF EXPERIENCE, AND A $5,000 PAY RAISE FOR CLASSROOM TEACHERS WITH FIVE OR MORE YEARS OF EXPERIENCE.
THEN ALL OTHER EMPLOYEES WHO AREN'T CLASSROOM TEACHERS WOULD RECEIVE A 3% RAISE OF THEIR CURRENT SALARY.
WE DO HAVE A HANDFUL OF EMPLOYEES THAT ARE ON STEPPED PAY SCALES AND SO THEY WOULD CONTINUE AS THEY ALWAYS DO TO RECEIVE THE GREATER OF THEIR NEXT STEP OR THE 3% RAISE.
WE ALSO RECEIVED ABOUT A WEEK AGO, UPDATED TRS ACTIVE CARE RATES, THAT'S THE DISTRICT'S HEALTH INSURANCE PLAN.
THOSE RATES INCREASED BY A LITTLE OVER 10% AS WE EXPECTED THEY WOULD, AND SO TO HELP OFFSET THAT COST FOR OUR EMPLOYEES, WE'RE RECOMMENDING A $25 PER MONTH INCREASE IN THE FISD CONTRIBUTION, WHICH WOULD TAKE US FROM 350 A MONTH TO 375 A MONTH.
THAT DEPENDING ON THE PLAN THAT THE EMPLOYEE PARTICIPATES IN AND HOW MANY DEPENDENTS IN THEIR FAMILY THEY COVER.
THAT MAY OFFSET HALF FOR SOME PEOPLE ON AN EMPLOYEE ONLY PLAN AND THAT MAY OFFSET JUST A SMALL FRACTION IF PEOPLE COVER THEIR ENTIRE FAMILY.
THE LAST THING IN TERMS OF BENEFITS, YOU ALL REMEMBER THAT ONE OF THE BUDGET CUTS WE TALKED ABOUT WAS ELIMINATING THE 401(A) MATCH FOR EMPLOYEES WHO CONTRIBUTE TO A VOLUNTARY RETIREMENT PLAN.
AS WE TALKED ABOUT IN OUR LAST WORKSHOP, WE'RE RECOMMENDING RESTRUCTURING THAT SO THAT WE STILL PROVIDE A MATCH IN YEARS WHERE WE GENERATE A REVENUE SURPLUS, BUT WE WAIT UNTIL THE YEAR IS CLOSED, AND THEN WE DEDICATE THE FIRST MILLION DOLLAR OR UP TO THE FIRST MILLION DOLLAR OF ANY SURPLUS TOWARDS PROVIDING MATCHING CONTRIBUTIONS.
THEY WOULDN'T HAPPEN AUTOMATICALLY ANYMORE.
IT WOULD ONLY HAPPEN IN A YEAR WHERE THERE'S EXTRA REVENUE AND WE CAN FUND THAT MATCH.
BUT THAT WILL ALLOW THOSE EMPLOYEES TO KEEP THEIR 401(A) PLANS OPEN, AND THEN WE CAN CONTRIBUTE TO THOSE AS WE HAVE THE FUNDING AVAILABLE.
[NOISE] ON THE RIGHT HAND SIDE OF THE SCREEN, YOU CAN SEE THE TOTAL COST OF THIS PROPOSED COMPENSATION PLAN.
THE TOTAL COST ALL IN WITH THE RAISES, FRINGE COSTS AND THEN INSURANCE PREMIUMS IS JUST OVER $27.5 MILLION.
THE ESTIMATED HB 2 FUNDING DEDICATED TO RAISES IS $20.9 MILLION,

THEY CREATED A TEACHER RETENTION ALLOTMENT AND DIRECTED DISTRICTS TO PROVIDE A CERTAIN AMOUNT OF MONEY AS A RAISE TO CLASSROOM TEACHERS.
THAT'S WHERE YOU GET THE $2,500 AND THE $5,000.
THAT WAS DIRECTED TO PAY TEACHERS WITH THREE YEARS OR MORE EXPERIENCE.
THEY ALSO GAVE US AN ALLOTMENT FOR RAISES FOR OTHER SUPPORT STAFF, AND THAT ALLOTMENT WAS EQUAL TO I BELIEVE $45 PER STUDENT AND AVERAGE DAILY ATTENDANCE.
THAT AMOUNTED IN FIST TO ABOUT A 1.5% PAY RAISE FOR ALL OF OUR NON-TEACHING STAFF.
THEN ON TOP OF THAT, THEY GAVE US A NEW ALLOTMENT THAT I THINK THEY'RE CALLING THE ALLOTMENT FOR BASIC COSTS, SO NOT THE BASIC ALLOTMENT, BUT A NEW ALLOTMENT FOR BASIC COSTS, AND THAT IS, I CAN'T REMEMBER OFF THE TOP OF MY HEAD, HOW MUCH PER STUDENT THAT IS.
I WANT TO SAY IT'S $106 PER STUDENT.
THAT'S MEANT TO PROVIDE FLEXIBLE FUNDING.
IT'S MEANT TO HELP OFFSET THE INFLATIONARY COSTS THAT DISTRICTS ACROSS THE STATE HAVE BEEN DEALING WITH SINCE 2019.
INCREASES IN TRANSPORTATION COSTS LIKE FUEL, INCREASES IN INSURANCE, INCLUDING INCREASES IN EMPLOYEE INSURANCE AND THE CONTRIBUTIONS FOR THOSE.
THAT REALLY REPRESENTS MUCH LIKE THE BASIC ALLOTMENT.
IT REALLY REPRESENTS FUNDING THAT WE HAVE THE FLEXIBILITY TO USE WHERE WE NEED IT IN THE DISTRICT.

THEN WE'RE USING A LITTLE BIT OF THAT MONEY TO HELP INCREASE THE COST FOR HEALTH INSURANCE.
THE STATE DIDN'T GIVE US MONEY SPECIFICALLY TO GO TOWARDS HEALTH INSURANCE PREMIUMS. THEY JUST GAVE US THIS NEW ALLOTMENT THAT WE COULD USE WHEREVER WE NEEDED IT.
