WHICH IS OUR BOARD REPORT.

WE'LL BEGIN OUR BOARD REPORT THIS EVENING WITH REMARKS AND WELL WISHES FOR TWO OF OUR TRUSTEES THAT ARE RETIRING AFTER THIS MEETING.

THEY WILL BE MOVING ON TO DIFFERENT THINGS.

WE WANT TO AS A BOARD, WISH THEM WELL AND ENSURE THAT THEY KNOW HOW MUCH WE APPRECIATE THE SERVICE THAT THEY'VE PROVIDED.

WE HAVE MR. GOPAL PENANGI, WHO HAS SERVED FRISCO ISD FOR THE PAST SIX YEARS.

HE HAS FAITHFULLY SERVED THE SCHOOL DISTRICT IN THE ROLES AS VICE PRESIDENT, AS WELL AS CHAIRMAN OF SEVERAL SUBCOMMITTEES THAT WERE BOARD-LED.

GOPAL, WE WILL MISS YOU.

WE ARE THANKFUL FOR YOUR SERVICE.

WE ARE HOPEFUL THAT WE WILL CONTINUE YOUR LEGACY OF SERVICE WITHIN FRISCO ISD.

IT'S BEEN NICE, AND LIKE DR. WALDRO SAID, IT'S A LOT OF SERVITUDE, AND FOR YOU ALL TO GO, PAUL YOU DOING SIX YEARS AND MARVIN YOU DOING THREE.

IN THE ONE YEAR, I'VE SEEN HOW MUCH IT IS, AND I HAVE NOTHING BUT APPRECIATION FOR YOU SERVING IN OUR COMMUNITY AND THE CAPACITY THAT YOU HAVE.

I WISH YOU WELL FOR THE NEXT STEP. THANK YOU.

>> I THINK I MET BOTH OF YOU A LITTLE OVER THREE YEARS AGO WHEN WE WERE ALL RUNNING IN 2022, AND IT'S BEEN QUITE A JOURNEY.

SOMEONE ASKED ME TODAY OR SAID SOMETHING TO ME TODAY THAT THREE YEARS SURE COMES AND GOES FAST, AND IT REALLY DOES, BUT IT'S BEEN QUITE A THREE YEARS.

IT'S BEEN A PRIVILEGE TO SERVE WITH YOU BOTH, AND I WISH YOU NOTHING BUT THE BEST GOING FORWARD.

I KNOW WE TALKED ABOUT YOUR KIDS A LOT, AND YOU'RE A VERY THOUGHTFUL AND CARING FATHER.

I JUST WANT TO SAY, IT'S BEEN GOOD GETTING TO KNOW YOU AND IS HE STILL AT ANM? HE'S STILL IN AGGIE.

IT'S BEEN GOOD GETTING TO KNOW YOU AND YOUR FAMILY A LITTLE BIT AND WISH YOU CERTAINLY THE BEST.

GOPAL, I ACTUALLY GOT TO KNOW BACK IN FEF DAYS, AND I KNOW WE HAVE MS. SIGN HERE WHO LEADS THE FEF, BUT FOR THOSE IN THE AUDIENCE THAT DON'T KNOW THIS, BEFORE GOPAL SERVED ON THIS BOARD, HE CONTRIBUTED AND GAVE HIS TIME AND HE RAN MARATHONS AND HE DID ALL FUN THINGS TO SUPPORT THE FRISCO EDUCATION FOUNDATION.

EVERY YEAR, WHEN I SERVED ON THAT BOARD, LATE TEENS, 20 TEENS, SOMEWHERE AROUND THERE, HE'D GO IN AND RUN A MARATHON, AND HE'D BRING A CHECK, RAISE MONEY, FOR THE EDUCATION FOUNDATION TO PROVIDE GRANTS AND SCHOLARSHIPS AND ALL THOSE THINGS.

GOPAL HAS BEEN AN INSTRUMENTAL PART OF THIS DISTRICT BEFORE HIS SERVICE ON THIS BOARD AND DURING.

IT'S ALSO BEEN VERY NICE LIKE WITH MARVIN TO GET TO KNOW YOU AND YOUR FAMILY A LITTLE BIT, AND I CERTAINLY WISH YOU THE VERY BEST.

>> I DON'T KNOW WHERE TO START.

EDUCATION IS MY PASSION, AND THIS IS A VERY GRATIFYING EXPERIENCE FOR ME.

THIS HAS BROUGHT ME CLOSER TO A LOT OF FAMILIES AND BROUGHT ME CLOSER TO A LOT OF STUDENTS UNDERSTANDING THE WAYS OF WORKING.

I SAID, THERE'S A LOT TO SAY.

I'LL TRY TO BE BRIEF.

BUT ONE THING THAT I HAVE TO SAY IS THAT THIS IS A VERY REWARDING EXPERIENCE.

IT'S AN HONOR TO BE GIVEN THIS OPPORTUNITY TO SERVE.

NOT MANY PEOPLE WILL BE GIVEN THIS OPPORTUNITY, AND THEN I FEEL BLESSED THAT I HAVE BEEN GIVEN THIS OPPORTUNITY TO SERVE EACH AND EVERY ONE OF YOU.

MY BIG THANKS TO ALL THE PREDECESSORS WHO HAVE WORKED VERY HARD AS TRUSTEES AND WHO HAVE BUILT IT TO WHERE IT IS TODAY.

WHAT WE ARE TODAY IS BECAUSE OF SOME OF THE DECISIONS THAT WERE MADE BY OUR TRUSTEES YEARS AGO.

THAT'S WHAT [INAUDIBLE], WHETHER YOU TAKE THIS SMALL SCHOOL MODEL OR SO MANY OTHER THINGS.

I'M GRATEFUL FOR THE TIME AND THE INTENTIONALITY WITH WHICH THEY HAVE WORKED AND MADE THE DECISIONS FOR OUR CHILDREN AND FOR OUR DISTRICT.

EQUALLY THANKFUL FOR MY COLLEAGUES.

THEY ARE ALL AMAZING PEOPLE.

THEY ARE ALL VERY PASSIONATE.

STUDENTS AND STUDENTS' SUCCESS IS IN THE CENTER OF THEIR HEART.

THAT'S WHY WE CONTINUE TO EXCEL IN WHAT WE ARE DOING TODAY.

DR. WALDRO AND IST THEY ARE AMAZING PEOPLE TOO.

THIS AFTERNOON THE EVENING WHEN WE WERE HAVING DINNER, I WAS TELLING THEM THAT YOU ARE THE GUYS WHO PUT IN A LOT OF WORK.

WE GET ELECTED AND THEN WE GET THE LAURELS, BUT YOU ARE THE ONES WHO ARE DOING ALL THE HARD WORK.

TO THE IST, TO THE STAFF, TO THE TEACHERS.

FOR ANYBODY TO BE IN THIS EDUCATION FIELD, IT HAS TO BE PASSION, NOTHING ELSE.

BECAUSE THERE ARE SO MANY OPPORTUNITIES OUTSIDE THIS WORLD, BUT ONE OF THE MOST CHALLENGING ROLES IS TO BE AN EDUCATOR TO BE A STAFF MEMBER IN A EDUCATION INSTITUTION.

I APPLAUD ALL THE STAFF AND TEACHERS, AND EVERYBODY WHO ARE PART OF THIS.

FOR WHOM IN THE CENTER OF THEIR HEARTS IS STUDENT SUCCESS.

THAT'S WHAT DRIVES THEM.

THAT'S WHAT WAKES THEM UP IN THE MORNING.

THAT'S WHAT THEY COME HERE AND THEN DO IT.

MY BIG THANKS TO EACH AND EVERY ONE OF THEM.

THESE LAST FEW YEARS, IT GAVE ME AN OPPORTUNITY, FISD GAVE ME AN OPPORTUNITY TO ADVOCATE FOR OUR KIDS.

I HAD OPPORTUNITIES TO VISIT AUSTIN TO ADVOCATE FOR OUR KIDS, FOR OUR STUDENTS, FOR OUR INSTITUTION.

IT ALSO GAVE ME AN OPPORTUNITY TO GO TO DC TO ADVOCATE FOR THE NEEDS OF OUR DISTRICT.

ALSO, IT GAVE ME AN OPPORTUNITY TO BE A PART OF LEADERSHIP TASK B, WHICH IS A ONE-YEAR PROGRAM ORGANIZED BY TEXAS ASSOCIATION OF SCHOOL BOARDS,

WHERE OUT OF AROUND 7,000 SCHOOL DISTRICT TRUSTEES, THEY PICK ABOUT 30-35 TRUSTEES AND THEN GIVE THEM AN OPPORTUNITY TO VISIT VARIOUS SCHOOL DISTRICTS AND GIVE THEM AN UNDERSTANDING ON HOW THE EDUCATION IS IN THE STATE, NOT JUST FROM THE DISTRICT [INAUDIBLE], FOR ME, FOR EXAMPLE, MY WINDOW HAS NOT BEEN JUST THE FRISCO ISD, BUT FROM THE ENTIRE STATE OF TEXAS.

THAT OPPORTUNITY TO GET THE UNDERSTANDING OF THE EDUCATION WAS THROUGH FISD.

I'M VERY GRATEFUL FOR THAT OPPORTUNITY.

THAT OPPORTUNITY ALSO GAVE ME AN UNDERSTANDING OF HOW GOOD WE ARE COMPARED TO SO MANY OTHER SCHOOL DISTRICTS.

THEN WHAT ARE THE BEST PRACTICES THAT WE CAN IMPLEMENT IN OUR SCHOOL DISTRICT? BOTH WAYS.

IN SEVERAL WAYS, IT HAS ENRICHED ME TO BECOME A BETTER HUMAN BEING FROM WHAT I WAS IN 2019 TO WHERE I AM TODAY.

I WANT TO THANK MY FAMILY FOR THEIR SACRIFICES.

THEIR PERSONAL TIME THEY'VE GIVEN ME SO THAT I CAN BE WITH YOU AND SERVE THE DISTRICT.

MY APOLOGIES. I'M UNABLE TO HOLD. THANK YOU.

I DIDN'T HAVE ANYTHING PREPARED TO REALLY SAVE IT, SO I'M JUST GOING TO REALLY SPEAK TO YOU ALL FROM THE HEART.

I REMEMBER WHEN I DECIDED TO RUN FOR THE SCHOOL BOARD; IT WAS AT THE LAST MINUTE.

I SAW THINGS THAT I THOUGHT COULD BE DONE A LITTLE DIFFERENTLY, A LITTLE BETTER, AND TO BE QUITE HONEST ABOUT IT, I REALLY KNEW HOW TO RUN A DISTRICT.

I COULD HAVE RUN THIS THING WITH HALF MY BRAIN TIED BEHIND MY BACK WHEN I FIRST JOINED. I KNOW WHAT TO DO.

I KNOW EXACTLY HOW TO DO WHAT NEEDS TO BE DONE.

TO BE HONEST, SOME OF THE CONCERNS THAT I HAD ABOUT THE DISTRICT WERE LEGITIMATE.

BUT THE BOTTOM LINE IS AS I STARTED SERVING AS I STARTED GETTING TO KNOW SOME OF THE PEOPLE WHO MADE OUR DISTRICT WORK, I STARTED REFLECTING AND SAYING, MAYBE I DON'T KNOW AS MUCH AS I THINK I KNOW, OR MAYBE EVEN SOME OF THE THINGS I KNOW MAY NOT BE THE EASIEST TO GET IMPLEMENTED.

I LIKE TO BE HONEST WITH MYSELF, AND THERE'S A LOT OF THINGS THAT I THOUGHT MIGHT BE WRONG THAT WEREN'T.

NOW, TO BE FAIR, THERE ARE THINGS THAT WERE CHALLENGES THAT I THINK NEEDED TO BE CHALLENGES, AND I ALWAYS STOOD UP FOR THOSE THINGS.

TO BE HONEST, MY PRINCIPLES HAVEN'T CHANGED AT ALL.

WHAT I DID DISCOVER WAS, WE DO HAVE GOOD PEOPLE WHO REALLY DO HAVE THE BEST INTERESTS OF OUR DISTRICT AT HEART, AND HOW WE GET THERE, AND WE CAN DIFFER ON SOMETIMES, BUT I VERY RARELY NOW WOULD QUESTION THE MOTIVES OF SOME OF THE PEOPLE IN OUR LEADERSHIP.

THEN, WHEN I LOOK AT THE FACT THAT I'VE HAD FOUR KIDS WHO ARE GOING THROUGH FRISCO SD, AND I LOOK AT THE EDUCATION THAT THEY'VE BEEN AFFORDED, IT REALLY BLOWS MY MIND THE JOB THAT THE PEOPLE IN OUR DISTRICT HAVE DONE, FROM THE ADMINISTRATORS DOWN TO THE ACTUAL TEACHERS.

IT WAS JUST AWESOME.

I WAS AT I DON'T KNOW, SOMEWHERE, AND SOME TEACHER CAME UP TO ME AND SAID, HEY, WAS SUCH AND SUCH YOUR SON.

I REMEMBER HIM AND THE WAY SHE TALKED ABOUT HOW SHE POURED INTO IT.

IT REALLY TOUCHED MY HEART.

THAT IS REALLY THE GENERAL SPIRIT OF OUR DISTRICT.

TEACHERS WHO LOVE WHAT THEY DO.

WE'VE BEEN FORTUNATE ENOUGH TO BE A DISTRICT THAT HIRES THE BEST.

I'VE JUST REALLY BEEN HONORED TO SERVE.

IT'S SOMETHING ELSE THAT YOU PUT YOURSELF OUT THERE, AND THE COMMUNITY CHOOSES YOU TO REPRESENT THEM, AND ONE OF THE MOST IMPORTANT OFFICES IN THE COUNTRY, REALLY THE EDUCATION OF OUR KIDS.

I JUST WANT TO SAY, I LEAVE HERE WITH A LITTLE BIT OF A DIFFERENT PERSPECTIVE THAN I HAD WHEN I CAME ABOARD.

I COME AWAY UNDERSTANDING WHY SOME OF THE DECISIONS ARE MADE.

I COME TO THE TABLE, STILL WANT SOME THINGS TO BE DIFFERENT.

BUT I THINK ONE THING THAT I'VE LEARNED MORE THAN ANYTHING ELSE IS THAT I MIGHT QUESTION SOME OF THE POLICY OR SOME THINGS THAT WE DO, BUT I COULD NEVER QUESTION THE INTEGRITY AND THE DESIRE TO DO THE BEST FOR OUR STUDENTS AMONGST THE ADMINISTRATORS AND TEACHERS.

IT WAS JUST AN HONOR TO SERVE AS THE BIGGEST HONOR OF MY CAREER.

I'VE DONE A LOT OF THINGS AND BEEN RECOGNIZING DIFFERENT COMPANIES FOR DIFFERENT ACHIEVEMENTS, BUT THIS IS REALLY THE CROWNING ACHIEVEMENT OF THEM ALL.

I REALLY APPRECIATE SERVING WITH ALL OF YOU AND SOME OF THE PAST TRUSTEES.

I'M A BETTER MAN FOR HAVING SERVED.

MOVING FORWARD WITH THE BOARD REPORT, I WANT TO MAKE A STATEMENT REGARDING TWO THINGS.

ACTUALLY, I'M GOING TO JUST DO STALEY FOR TODAY.

I WANT TO BEGIN WITH SHARING AS THIS BOARD'S PRESIDING OFFICER, THAT I WANT TO SHARE JUST A FEW THINGS AS IT RELATES TO STALEY MIDDLE SCHOOL.

I DO UNDERSTAND THAT THE SITUATION THAT WE HAVE HAD OVER THE PAST FEW MONTHS AND GOING INTO YEARS HAS NOT BEEN IDEAL.

I WANT TO SINCERELY APOLOGIZE FOR THE ROUGH JOURNEY THAT THIS HAS BEEN FOR EVERYONE TO NAVIGATE.

WHEN THE MOTION FAILED TO CLOSE STALEY AFTER THIS SCHOOL YEAR, THE INTENT WAS TO MOVE FORWARD AS WE WOULD EVERY YEAR.

MY UNDERSTANDING IS THAT OUR COMMUNITY WAS LEFT WITH ADDITIONAL QUESTIONS, MORE CONCERN, AND A LOT OF CONFUSION.

FOR THAT, I APOLOGIZE.

STALEY WILL REMAIN OPEN FOR THE 2025-'26TH SCHOOL YEAR.

WE WILL MAINTAIN ALL GRADE LEVELS.

THAT MEANS WE WILL MAINTAIN SIXTH THROUGH EIGHTH GRADE.

WE ARE NOT ALLOWING TRANSFERS, AND WE WILL HAVE IN MORE DEPTH DISCUSSION ABOUT THE FUTURE OF STALEY BEGINNING THIS FALL.

I HOPE THAT THIS PROVIDES CLARITY, MAKING SURE THAT WE ARE BEING TRANSPARENT WITH YOU ALL.

WE PROMISED THAT WE WOULD HAVE REMARKS AND COMMENTS IN A DECISION BY THIS BOARD MEETING.

THEY'VE BEEN A LONG RESOURCE FOR FAMILIES IN OUR COMMUNITY, AND THEIR SUPPORT OF OUR STUDENTS CONTINUES TO MAKE A POWERFUL DIFFERENCE.

EACH SUMMER, WHEN OUR CAFETERIAS CLOSE AND MANY STUDENTS LOSE REGULAR ACCESS TO MEALS, FRISCO FAMILY SERVICES STEPS IN.

THROUGH THEIR SUMMER LUNCH PROGRAM HELD AT CHRISTIE ELEMENTARY AND BRIGHT ACADEMY, LET ME SHOW YOU SOME PICTURES, THEY ENSURE THAT NO CHILD IN NEED GOES WITHOUT NOURISHMENT DURING THE SUMMER MONTHS.

LAST SUMMER, JOIE WAS JUST TELLING ME THAT THEY PROVIDED ALMOST 10,000 MEALS, WHICH IS AMAZING.

THE VERY FIRST VASE EVENT WAS HELD IN 1994 WITH JUST OVER 400 STUDENT ENTRIES ACROSS THE STATE.

IN 2025, 32,518 PIECES WERE ADJUDICATED IN 29 SEPARATE REGIONAL VASE EVENTS ALL ACROSS TEXAS.

FROM THOSE REGIONAL EVENTS IN FEBRUARY AND MARCH, 02,362 STUDENT ART PIECES ADVANCED TO THE STATE VASE EVENT.

FRISCO ISD HAD 85 STATE-QUALIFYING PIECES AT OUR REGIONAL EVENT, ROUGHLY HALF OF THE NUMBER OF PIECES THAT MOVED ON FROM OUR REGION,

WHICH COVERS 12 DISTRICTS AND NEARLY 40 HIGH SCHOOLS.

OF THOSE 85 WORKS THAT ADVANCED TO STATE, 64 RECEIVED MEDALS FOR EARNING THE HIGHEST SCORES IN THE INITIAL ROUND OF JUDGING.

FROM THOSE 64 PIECES, 19 OF THOSE WORKS RECEIVED THE COVETED GOLD SEAL, WHICH IS THE HIGHEST HONOR BESTOWED BY THE TEXAS ART EDUCATION ASSOCIATION.

THE STATE ONLY AWARDED THIS DISTINCTION TO 164 PIECES, PLACING THESE STUDENT ARTISTS IN THE TOP ONE-HALF OF 1% OF ARTISTS IN THE STATE.

REGION 10 NORTH, WHICH FRISCO ISD IS A PART RECEIVED 30 OF THE 164 GOLD SEALS, THE MOST BY ANY SINGLE REGION.

JUST FOR SOME CONTEXT FOR EVERYONE IN THE AUDIENCE THERE, IN '24-'25, LAST SCHOOL YEAR, THE NN DCC PROGRAM AT LEBANON TRAIL HIGH SCHOOL RECEIVED THE DESIGNATION THAT SHIFTED US TO THE NJ ROTC PROGRAM BY THE DEPARTMENT OF NAVY.

THAT WAS A HUGE ACCOMPLISHMENT FOR THIS PROGRAM, I'M VERY EXCITED ABOUT HOW THIS YEAR HAS GONE.

TONIGHT, WE HAVE LIEUTENANT COLONEL THARP.

HE'S HERE AS THE SENIOR NAVAL INSTRUCTOR ALONG WITH SENIOR CHIEF KEVIN SCHOOL.

THEY START IN FEBRUARY WHEN IT IS FRIGID COLD, AND AT A TRACK MEET, YOU HAVE TO PACK FOR WINTER, AND SUMMER, AND WEAR ALL THOSE CLOTHES THE WHOLE DAY.

YOU GUYS HAVE DONE SUCH A GOOD JOB THIS SEASON AND HAVE EXCELLED.

THESE ATHLETES AND COACHES WENT FROM BEING THE BEST IN THEIR DISTRICT WITH EIGHT TEAMS AT THE DISTRICT MEET, THEN THE AREA MEET BEING THE BEST OF 16 TEAMS, THE REGIONAL MEET BEING THE BEST OF 62 TEAMS, AND THEN FINALLY THE STATE MEET BEING THE BEST OF 254 TEAMS ACROSS THE STATE OF TEXAS.

AT THIS TIME, LET'S RECOGNIZE THE COACHES AND ATHLETES OF FRISCO ISD TRACK AND FIELD.

FROM LIBERTY HIGH SCHOOL, COACHED BY CARAVE MYKAELA ALFRED, AND ROBERT WILSON, EARNING SILVER IN THE LONG JUMP WITH THE NORTH TEXAS SWEEP OF A LONG JUMP, CAYLEY BEAUMONT.

[APPLAUSE] THEN FINALLY, WE HAVE A PROGRAM TO HONOR TONIGHT, THESE GENTLEMEN, NOT ONLY HAVE STATE CHAMPIONS IN THEIR MIX, BUT ALSO AS A TEAM FINISHED SECOND OVERALL IN THE STATE.

IN BOTH CITIZEN BEE COMPETITIONS, STUDENTS PARTICIPATE IN A WRITTEN TEST, AND AFTER SCHOOL VERBAL COMPETITION, AND A REGIONAL COMPETITION.

THE COMPETITION INCORPORATES THE 11TH GRADE AND EIGHTH GRADE STATE US HISTORY STANDARDS.

THE TOPICS INCLUDE THE CONSTITUTION, DOCUMENTS, PEOPLE, AND EVENTS.

THE COMPETITION IS ALSO SPONSORED BY THE STATE BAR OF TEXAS LAW FOCUS EDUCATION AND THE SUMNERS FOUNDATION.

THE HIGH SCHOOL BEE, STUDENTS ADVANCE AUTOMATICALLY TO THE REGION 10 COMPETITION.

THIS YEAR, WE HAD SEVERAL STUDENTS FROM OUR FRISCO ISD HIGH SCHOOLS PARTICIPATE.

THE TOP 3 WINNERS OF THE REGION 10 WERE ALL FROM FRISCO ISD, SO WE'RE VERY EXCITED ABOUT THAT.

[APPLAUSE] OUR JUNIOR CITIZEN BEE COMPETITION, I'M PLEASED TO ANNOUNCE THAT ALL 18 FISD MIDDLE SCHOOL CAMPUSES PARTICIPATED IN THE JUNIOR CITIZEN BEE COMPETITION.

FRISCO ISD TEACHER SPONSORS HELPED ORGANIZE THE COMPETITIONS ON THEIR CAMPUSES.

JUNIOR CITIZEN BEE DISTRICT DATA, WE HAD 4,858 STUDENTS WHO TOOK THE CLASSROOM WRITTEN TEST AT THEIR CAMPUSES.

OF THAT, 280 STUDENTS WERE WELCOMED INTO AN AFTER-SCHOOL COMPETITION WHERE THEY COMPETED IN VERBAL ROUNDS.

THE TOP 2 FROM EVERY SCHOOL ADVANCED TO THE REGION 10 JUNIOR CITIZEN BEE COMPETITION.

AFTER THE FIRST ROUND, WE SWEPT THE REGION WITH 11 OF OUR STUDENTS ADVANCING TO THE SECOND ROUND.

REGION 10 ONLY DOES TOP 10, BUT FOWLER MIDDLE SCHOOL HAD A TIE FOR 10TH, SO THEY TOOK ALL THREE, SO WE HAD 11 STUDENTS COMPETE THAT YEAR.

THE NET PROMOTER SCORE ASKS THE QUESTION TO PARENTS AND GUARDIANS.

HOW LIKELY WOULD YOU BE TO RECOMMEND YOUR SCHOOL TO SOMEONE MOVING HERE WITH A SCHOOL-AGE CHILD? IT'S A SCALE BETWEEN 0-10.

IT PAIRS PROMOTERS WITH PASSIVES AND DETRACTORS.

PEOPLE WHO ARE IDENTIFIED AS PROMOTERS ARE THOSE WHO ARE SPEAKING IN FAVOR OF THE DISTRICT AND ADVOCATING FOR THE DISTRICT, RECOMMENDING IT TO OTHER PEOPLE, AND THEY DO SO VOCALLY.

THOSE THAT ARE IDENTIFIED AS DETRACTORS ARE THOSE THAT ARE BEING VOCAL IN SPEAKING AGAINST THE DISTRICT.

IDEALLY, A DISTRICT WANTS TO HAVE MORE PROMOTERS THAN IT DOES DETRACTORS.

THE NET PROMOTER SCORE IS CALCULATED BY TAKING THE NUMBER OF DETRACTORS AND SUBTRACTING IT FROM THE NUMBER OF PROMOTERS.

ANY NUMBER OVER ZERO INDICATES THAT YOU HAVE MORE PEOPLE SPEAKING FOR YOUR DISTRICT THAN AGAINST.

A TO START WITH 28 AND B TO THEN INCREASE TO 34.

BUT THOSE SIX POINTS, THAT IS, AGAIN, A POINT OF CELEBRATION FOR THE DISTRICT.

ALSO, NOTE HERE IS THAT THERE WAS A 10% INCREASE IN THE PERCENTAGE OF PARENTS AND GUARDIANS THAT SAID THAT THE PRINCIPAL AND OR ASSISTANT PRINCIPALS CLEARLY COMMUNICATE THE SCHOOL'S GOALS FOR THE UPCOMING YEAR.

THAT WAS EXCELLENT TO SEE, 80% OF PARENTS AND GUARDIANS SAID THAT WHEN THEY DID CONTACT THE SCHOOL WITH A NEED OR CONCERN, THAT SCHOOL LEADERS ARE RESPONSIVE, AND 85% SAID THEY WERE COURTEOUS.

LASTLY, WE WANTED TO POINT OUT THAT OVERWHELMINGLY THE MAJORITY OF PARENTS AND GUARDIANS SAID IS SAFE.

WE CAN SEE THAT 63% OF STAFF MEMBERS ARE RESPONSIVE WHEN STUDENTS REPORT BULLYING AND OTHER SAFETY CONCERNS.

HOWEVER, WE NEED TO CONSIDER THOSE THAT HAVEN'T HAD TO REPORT BULLYING OR SAFETY CONCERNS MAY NOT BE ABLE TO AGREE WITH THAT STATEMENT BECAUSE THEY DON'T HAVE THE KNOWLEDGE TO DO SO.

IT HASN'T BEEN SOMETHING THAT THEY'VE EXPERIENCED.

SEEING THAT THE HIGH PERCENTAGE, THE VAST MAJORITY OF PARENTS AND GUARDIANS INDICATING THAT THEIR CHILD FEELS SAFE AND THAT THEY TO FEEL THAT THE SCHOOL IS.

AGAIN, A MAJOR POINT OF CELEBRATION AT THE DISTRICT.

ANECDOTALLY, I CAN SAY WE DO NOT SEE THOSE HIGH PERCENTAGES WITH THOSE QUESTIONS VERY FREQUENTLY FROM PARENTS AND GUARDIANS.

AGAIN, MAJOR POINT OF CELEBRATION FOR THE DISTRICT AND A UNIQUE ONE.

NEXT, WE'RE LOOKING AT THE SUMMARY AND INSIGHTS AMONG STAFF MEMBERS.

AGAIN, A FEW THAT I WOULD LIKE TO POINT OUT.

FIRST, WE CAN SEE AGAIN THAT NET PROMOTER SCORE CALCULATED IN THE SAME WAY INCREASED BY NINE POINTS FROM 33-42.

AGAIN, A POINT OF CELEBRATION FOR THE DISTRICT.

YOU'VE GOT AN INCREASE IN THE PERCENTAGE OF STAFF MEMBERS THAT ARE SPEAKING IN FAVOR AND ADVOCATING FOR THE DISTRICT PUBLICLY.

NEXT, 82% OF CAMPUS STAFF MEMBERS SAID STUDENTS TREAT STAFF MEMBERS WITH RESPECT AND THAT THEY TREAT ONE ANOTHER WITH RESPECT.

BOTH OF THOSE INCREASED 8% FROM LAST YEAR.

THIS IS AN AREA THAT POST-COVID, ACROSS THE NATION, WE SAW A MAJOR DOWNTURN IN PERCENTAGES WITH REGARD TO TREATING ONE ANOTHER WITH RESPECT AMONG STUDENTS AND STUDENTS TO STAFF MEMBERS.

TO SEE THAT INCREASE IS BOTH UNIQUE AND A POINT OF CELEBRATION.

NEXT, WE'LL LOOK AT THE SECONDARY STUDENTS AND THOSE OVERALL INSIGHTS.

WANTED TO POINT OUT THAT 72% OF SECONDARY STUDENTS SAID THAT THEY ARE TREATED FAIRLY BY STAFF MEMBERS WITHIN THE SCHOOL.

THIS IS A 6% INCREASE FROM LAST YEAR.

AGAIN, ONE THAT WE DEFINITELY SAW A DOWNTURN AFTER COVID, AND SO IT'S GREAT TO SEE THOSE NUMBERS INCREASING AGAIN AS WE GET FURTHER PAST THE PANDEMIC.

ELEMENTARY STUDENTS HAD BY AND LARGE SIMILAR RESPONSES AS THEY HAVE IN YEARS PAST.

WE'VE INCLUDED A FEW INSIGHTS HERE, BUT WE HAD SOME SLIGHT INCREASES GENERALLY BY 1-2%.

WE'VE ALSO INCLUDED SOME RESEARCH-BASED RECOMMENDATIONS FOR YOU TO TAKE A LOOK AT YOUR LEISURE.

THE GOAL HERE IS TO GIVE THE DISTRICTS JUST SOME STARTING POINTS TO GIVE AN OPPORTUNITY TO THINK FURTHER ABOUT WHAT CHANGE MAY BE DATA-DRIVEN AND MAY CAUSE FURTHER SHIFTS IN SOME OF THOSE DATA POINTS BETWEEN NOW AND NEXT YEAR.

I'D LIKE TO TAKE A LOOK AT SOME OF THE DATA, AGAIN, THOSE HIGH POINTS COMPARING ACROSS PARTICIPANT GROUPS FOR THIS YEAR.

AFTER THAT, WE'LL TAKE JUST A FEW MINUTES TO LOOK AT SOME OF THE TRENDING DATA YEAR OVER YEAR AMONG EACH PARTICIPANT GROUP.

FIRST, WE CAN SEE HERE IN THE OVERALL QUALITY OF EDUCATION, VERY HIGH PERCENTAGES ACROSS PARTICIPANT GROUPS AMONG EXCELLENT AND GOOD RESPONSES.

INTRUDER DETECTION AUDITS PERFORMED BY TEXAS EDUCATION AGENCY OCCUR IN THE SAME PHASES WHERE FIST CONDUCTS STATUTORY SAFETY AND SECURITY AUDITS USING A THIRD-PARTY INDEPENDENT AUDITOR.

THAT'S AN ANNUAL AUDIT PROCESS THAT INCLUDES THIRD-PARTY INDEPENDENT AUDITOR, PERSONNEL FROM MY DEPARTMENT, AND ALSO LOCAL POLICE OFFICIALS, AND THE CAMPUS STAFF.

AS OF TODAY, THE TEXAS EDUCATION AGENCY HAS CONDUCTED INTER-DETECTION AUDITS AT 72/76 FIST CAMPUSES.

WHILE OUR COMMUNITY MEMBERS ARE LIKELY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS, STATES HAS INFORMED US, OUR DISTRICT IS IN THE BEST INTEREST OF THE STUDENTS AND STAFF THAT WE DO NOT SHARE THIS INFORMATION WITH THE BROADER PUBLIC.

REALLY, IT WAS SERENDIPITOUS THAT WE HAD MADE THIS DECISION ALMOST A YEAR PRIOR TO ADD THESE PERSONNEL TO COVER OUR ELEMENTARY SCHOOLS.

AS I MENTIONED, HOUSEP THREE IS FAIRLY MASSIVE.

REQUIREMENTS REGARDING FACILITY SAFETY STANDARDS AND THE DRILL STANDARDS AND ALSO USE OF THE TEA SENTINEL PLATFORM FOR MANDATORY COMPLIANCE REPORTING.

THAT MEANS THAT CERTAINLY SCHOOL DISTRICTS HAVE A MUCH MORE DIFFICULT TIME, PARTICULARLY THOSE THAT ARE IN RURAL AREAS WITH ASSIGNING PEACE OFFICERS TO ALL OF THEIR CAMPUSES.

THAT CERTAINLY IS A CHALLENGE FOR US WITH 44 ELEMENTARY SCHOOLS, 32 OF WHICH ARE LOCATED WITHIN THE CITY OF FRISCO, AND ANOTHER SIX IN MCKINNEY AND ANOTHER FOUR IN PLANO.

WHERE IT PROVIDES A GOOD CAUSE EXCEPTION, IT ALLOWS FOR SCHOOL DISTRICTS TO ADOPT WHAT'S CALLED AN ALTERNATIVE STANDARD.

THE ALTERNATIVE STANDARD THAT YOU SEE THERE MAY INCLUDE A SCHOOL MARSHALL, A SCHOOL DISTRICT EMPLOYEE, OR A PERSON WITH WHOM THE SCHOOL DISTRICT CONTRACTS WHO HAS COMPLETED SCHOOL SAFETY TRAINING AND CAN CARRY A GUN OR THOSE THAT CRIES A HANDGUN ON SCHOOL PREMISES IN ACCORDANCE WITH WRITTEN REGULATIONS OR WRITTEN AUTHORIZATIONS.

THIS BEGAN WITH EVALUATION OF ARMED SECURITY CONTRACTORS.

THESE ARE SECURITY GUARDS THAT YOU SEE AT YOUR BANK AS WHETHER OR NOT THEY MIGHT BE AN OPTION.

IN FEBRUARY OF 2024, WE INVITED ATTORNEY JOE PARKS, WHO IS AN EXPERT IN THIS FIELD AND WAS PROVIDING AT THAT TIME GUIDANCE ON HOW DISTRICTS CAN COMPLY WITH THIS MANDATE TO EDUCATION SERVICE CENTERS AROUND THE STATE.

THEN THERE'S ALSO THE MARSHALL PROGRAM.

THE MARSHALL PROGRAM IS 80 HOURS OF TEXAS COMMISSION LAW ENFORCEMENT TRAINING THAT OCCURS AT A POLICE ACADEMY.

AFTER LOOKING AT ALL OF THESE, WHAT REALLY GAINED OUR ATTENTION WAS THE SINGLE ROLE SCHOOL MARSHALL PROGRAM.

LET'S TALK FOR A MINUTE ABOUT WHAT THAT MEANS.

WHEN WE TALK ABOUT SINGLE ROLE MARSHALS VERSUS DUAL ROLE MARSHALS.

WE WANT TO MAKE SURE WE DON'T MISCOMMUNICATE TO THE PUBLIC WHEN WE TALK ABOUT WHAT WE'RE RECOMMENDING HERE, BECAUSE WHAT WE'RE NOT RECOMMENDING IS ARMING STAFF, THAT TEACHERS AND COACHES, AND OTHERS THAT HAVE AN EXISTING ROLE WITHIN THE DISTRICT AS A STAFF MEMBER.

WE'RE ALSO MAKING A RECOMMENDATION THAT CANDIDATES ONLY BE ALLOWED TO HAVE PEACE OFFICER EXPERIENCE, OR AS A PREFERENCE THAT THEY ARE FULLY RETIRED PEACE OFFICERS.

WE'VE EVALUATED 17 DIFFERENT DISTRICTS IN OUR REGION, BOTH LARGE AND SMALL.

SOME HAVE COME UP WITH A SINGLE ROLE MARSHALL PROGRAM.

OTHERS HAVE OPTED FOR A GUARDIAN PROGRAM, SOME HAVE OPTED WITH A GUARDIAN AND AN ARMED SECURITY CONTRACTOR.

SOME HAVE AN ISD POLICE, AND THEY BACKFILL WITH ARMED SECURITY CONTRACTORS.

IT'S A BLEND.

THAT TRAINING INCLUDES NOT ONLY WHAT YOU WOULD THINK IN TERMS OF USE OF DEADLY FORCE FOR AN ARMED INTRUDER, BUT ALSO BREACHING TECHNIQUES AND SOME OTHER TACTICS THAT ARE SPECIFIC TO THE SCHOOL MARSHALL PROGRAM, AND THOSE CAN BE LOOKED UP ONLINE IF YOU'RE INTERESTED IN FINDING OUT MORE ABOUT THAT.
