OKAY. WE'RE GOING TO MOVE TO AGENDA ITEM FIVE, WHICH IS THE BOARD REPORT, AND WE WILL BEGIN OUR BOARD REPORT WITH MR. MARK HILL.

SO MAYBE A FEW MONTHS AGO, MAYBE IN JUNE, I THINK IT WAS.

ALL OF THE TRUSTEES ATTENDED THE ANNUAL SUMMER LEADERSHIP INSTITUTE FOR TEXAS ASSOCIATION OF SCHOOL BOARDS, ALL OF THE TRUSTEES ATTENDED.

THE CONFERENCE WAS HELD JOINTLY EITHER HERE OR IN SAN ANTONIO.

AND IS IT ESSENTIALLY A COUPLE DAY TRAINING, LIKE CONTINUING EDUCATION FOR THOSE THAT DO IT IN OUR DIFFERENT FIELDS OF WORK? AND SO, WE WELCOMED BOTH MR. MADDOX AND MISS SALAS TO THE GROUP.

WE HAVE THIS KIND OF GROUP TRAINING EVERY FOR LIKE A LONG WEEKEND, ESSENTIALLY.

A COUPLE LONG DAYS, BUT I KNOW, I KNOW, STEPHANIE AND I WERE IN SEVERAL SESSIONS TOGETHER AND VERY INFORMATIVE ON A WIDE RANGE OF ISSUES FROM POLICY TO EDUCATION, FINANCE TO, YOU NAME IT.

AND SO JUST HAPPY TO REPORT THAT ALL OF US ATTENDED BETWEEN HERE AND THE SAN ANTONIO ONES AND GOT TO MAKE GOT TO, GOT TO MAKE SOME GOOD RELATIONSHIPS ALONG THE WAY AND REPRESENT FISD.

SO, LAST ONE YEAR, I WAS IN A ONE-YEAR LTASB PROGRAM.

LEADERSHIP TASB TEXAS ASSOCIATION OF SCHOOL BOARDS.

AS YOU ALL MAY BE AWARE, THERE ARE ABOUT MORE THAN 1000 SCHOOL DISTRICTS IN THE STATE OF TEXAS, WHICH MEANS THERE ARE ABOUT MORE THAN 7000 SCHOOL TRUSTEES. SCHOOL BOARD TRUSTEES.

SO IT WAS A OUT OF THE 7000 PLUS, ABOUT 33 WERE PART OF A COHORT FOR THE LEADERSHIP TASK BY YEAR 2024.

AND THEN I WAS FORTUNATE TO BE PART OF THAT CLASS.

AND THEN WE HAD AN OPPORTUNITY TO VISIT CORPUS CHRISTI, EL PASO, HOUSTON, FORT WORTH, AND THEN AS PART OF THAT, WE VISITED THE NOT ONLY THE LOCATIONS, BUT ALSO THE SCHOOL DISTRICTS, LIKE, YOU KNOW, WHEN WE WENT TO EL PASO, WE VISITED CANUTILLO.

AND THEN WHEN WE WENT TO HOUSTON, WE VISITED KATY AND THEN FORT BEND.

SO WE HAD AN OPPORTUNITY TO UNDERSTAND ABOUT THE STATE OF EDUCATION, NOT JUST FROM THE LENS OF FRISCO ISD, BUT FROM OTHER SCHOOL DISTRICTS.

THERE WERE A LOT OF INTERACTIONS WITH VARIOUS SCHOOL DISTRICTS.

WE HAD ABOUT 136 HOURS IN LEARNING AND IN UNDERSTANDING, AND THEN THERE WERE ABOUT SIX MASTER CLASSES.

I MEAN, SO MANY INTERACTIONS.

THAT HAS GIVEN ME AN OPPORTUNITY TO LEARN MUCH MORE ABOUT THE STATE OF EDUCATION, NOT JUST FROM THE LENS OF FRISCO ISD, BUT FROM WHAT'S HAPPENING IN THE STATE. SO I'M VERY GLAD THAT I HAVE HAD THAT OPPORTUNITY.

AND THEN I WOULD LIKE TO SEE HOW I CAN BE OF HELP TO OUR SCHOOL DISTRICT WITH THE LEARNINGS THAT I HAVE.

AND SO TODAY BECAUSE WE HAVE HAD ONE SUBCOMMITTEE MEETING SINCE THE START OF THE YEAR.

AND THAT IS THE POLICY COMMITTEE.

AND SO KEITH MADDOX ONE OF OUR NEWEST TRUSTEES WHO CHAIRS THAT SUBCOMMITTEE, WILL GIVE US A SUMMARY OF WHAT WAS DISCUSSED DURING THAT POLICY MEETING.

SO, TO ENSURE THE DISTRICT BEGINS THE 2024-25 SCHOOL YEAR WITH POLICIES THAT ARE UP TO DATE AND IN LINE WITH CURRENT LAW.

THE BOARD POLICY SUBCOMMITTEE MET ON AUGUST 7TH, 2024 TO REVIEW POTENTIAL UPDATES TO 13 LOCAL POLICIES.

THESE POLICIES UPDATE COVER TOPICS INCLUDING ADDITIONAL BOARD TRAINING, SAFETY, TECHNOLOGY USE FOR STUDENTS, EMPLOYEE MEDICAL LEAVE, AND ADDRESSING THE NEEDS OF STUDENTS IN MENTAL HEALTH CRISIS.

AFTER CAREFUL REVIEW OF PROPOSED POLICY UPDATES AND RECEIVING INPUT FROM DISTRICT ADMINISTRATION AND LEGAL COUNSEL.

THE POLICY BOARD SUBCOMMITTEE JOINS ADMINISTRATION IN RECOMMENDING THE FULL BOARD ADOPTS THE UPDATED POLICY AS PROPOSED.

WE'RE HAPPY TO ENSURE OUR STUDENTS AND STAFF OPERATE UNDER THE POLICIES THAT ARE BOTH LAWFUL AND DESIGNED TO COMPASSIONATELY MEET THE NEEDS OF OUR FRISCO ISD COMMUNITY.

BUT IT WAS A GREAT EXPERIENCE AND TOTALLY ENJOYED IT.

SHE'S GOING TO ASHLEY ELEMENTARY ON THE EAST SIDE OF TOWN AND VERY HAPPY WITH THE SCHOOL.

HAPPY WITH THE PROCESS.

EIGHT, WHICH IS THE DISCUSSION REGARDING THE EFFICIENCY AUDIT REPORT.

I'M GOING TO INVITE JOHN DE BURROW, WHO IS OUR AUDIT PARTNER WITH WEAVER, TO SHARE THE RESULTS OF THIS EFFICIENCY AUDIT WITH YOU BEFORE HE BEGINS.

JUST A LITTLE BIT OF BACKGROUND, YOU GUYS ARE GOING TO BE ASKED TO VOTE ON THE 2024 TAX RATE LATER THIS EVENING.

AND AS YOU KNOW, THE PROPOSED TAX RATE WOULD BE REQUIRED TO BE RATIFIED BY VOTERS IN THE NOVEMBER ELECTION.

ONE OF THE REQUIREMENTS OF HAVING A VENDOR OR A VOTER APPROVAL TAX RATE ELECTION IS TO HAVE AN EFFICIENCY AUDIT DONE BY AN EXTERNAL AUDITOR AND POST THOSE RESULTS AND DISCUSS THOSE RESULTS PUBLICLY AT LEAST 30 DAYS PRIOR TO THE ELECTION.

WE WERE LUCKY THAT WEAVER WAS ABLE TO COMPLETE THIS AUDIT FOR US LAST WEEK, AND SO I THOUGHT IT WOULD BE GOOD FOR YOU GUYS TO BE ABLE TO HEAR THE RESULTS OF THAT PRIOR TO YOUR VOTE ON THE TAX RATE.

AND PRIOR TO OUR PUBLIC HEARING TONIGHT.

SO WE WANTED TO GO AHEAD AND BE ABLE TO PUT THIS INFORMATION UP FRONT BEFORE YOU GUYS VOTE ON THE TAX RATE.

THE EFFICIENCY AUDIT REPORT THAT IS IN BOARD BOOK AND THAT WILL GO UP ON OUR WEBSITE, DOES SAY THE DISTRICT IS HAVING A VOTER APPROVAL TAX RATE ELECTION.

AND WE UTILIZED FOR THE PEER DISTRICTS, THE ONES THAT MOST CLOSELY RESEMBLED THE FRISCO ISD AS FAR AS THE SIZE OF THE ENROLLMENT, WHICH WAS ONE OF THE CRITERIA UNDER THE GUIDELINES, AND THAT WAS BASED ON STUDENT ENROLLMENT OF 50,000 PLUS STUDENTS FOR 2022.

THIS SLIDE LISTS OUT THE TEN OF THE 17 PEER DISTRICTS UNDER THAT CRITERIA THAT WE USED IN OUR STUDY.

THEY INCLUDE NORTHEAST ISD, CYPRESS, FAIRBANKS, GARLAND, FORT BEND, ALDINE, KATY, KLEIN, CONROE, ARLINGTON, AND AUSTIN.

AND UNDER THE GUIDELINES, WE'RE CHARGED WITH PERFORMING A NUMBER OF PROCEDURES, LOOKING AT VARIOUS DATA FROM DATA SOURCES THROUGH TEA AND OTHER MEANS THE FIRST OF WHICH IS TO LOOK AT PERFORMANCE MEASURES.

AND THESE ARE BASED ON STUDENT ASSESSMENT RESULTS AND OTHER CRITERIA WHERE FRISCO ISD SCORED A 95, WHICH WAS AN A, THE PEER DISTRICT'S AVERAGE SCORE WAS AN 87, WHICH WAS A B, AND ALSO LOOKING AT THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS OR THE FIRST RATING FOR FISCAL YEAR 2023.

FRISCO ISD RECEIVED AN A, WHICH IS SUPERIOR ACHIEVEMENT.

GOING BACK TO THE ACCOUNTABILITY RATING, JUST FOR A MOMENT, JUST TO LET YOU KNOW, OUT OF THE 72 CAMPUSES THAT COMPRISE FRISCO ISD, 52 RECEIVED AN A RATING, 19 RECEIVED A B RATING, AND ONE WAS NOT RATED.

WE'RE ALSO CHARGED WITH LOOKING AT VARIOUS STUDENT COUNTS AND CHARACTERISTICS.

THIS NEXT SLIDE SHOWING YOU THAT FRISCO'S ENROLLMENT AS OF FISCAL YEAR 2023 WAS 66,916 COMPARED TO THE PEER DISTRICTS, WHICH WAS 71,623.

FOR AN AVERAGE. BUT THAT RANGE RANGED FROM JUST OVER 52,000 IN 1 OF THE DISTRICTS TO OVER 118,000 IN ANOTHER.

SO, WE'RE REQUIRED TO LOOK AT THE NUMBERS IN A NUMBER OF CATEGORIES THAT YOU CAN SEE HERE ECONOMICALLY DISADVANTAGED ENGLISH LEARNERS, SPECIAL EDUCATION, BILINGUAL AND ESL EDUCATION, AS WELL AS CAREER AND TECHNICAL.

AND YOU CAN SEE LOOKING AT THE NUMBERS THAT THE PEER DISTRICTS HAD A MUCH HIGHER NUMBER OF CERTAIN CATEGORIES THE ECONOMICALLY DISADVANTAGED, THE ENGLISH LEARNERS AND THE BILINGUAL ESL EDUCATION.

THE NUMBERS IN THEIR POPULATIONS WERE MUCH, MUCH HIGHER.

WHERE THE ENGLISH LEARNERS I'M SORRY, THE SPECIAL EDUCATION AND CAREER AND TECHNICAL FOR FRISCO IST WAS A LOT CLOSER TO ITS PEERS.

AND IF WE LOOK AT THE NEXT SLIDE, IT BREAKS IT DOWN INTO PERCENTAGES SO THAT YOU CAN SEE OBVIOUSLY THE OTHER PEER DISTRICTS HAVE A LOT HIGHER CONCENTRATION OF ECONOMICALLY DISADVANTAGED ENGLISH LEARNERS AND BILINGUAL ESL EDUCATION, WHERE THE PERCENTAGES FOR FRISCO ISD ARE MUCH CLOSER ON SPECIAL EDUCATION AND CAREER AND TECHNICAL.

WE ALSO LOOKED AT THE ATTENDANCE RATES OF FRISCO ISD COMPARED TO ITS PEERS.

FRISCO'S ATTENDANCE RATE WAS 94.4%, WHICH WAS EXCELLENT.

IT WAS HIGHER THAN BOTH THE PEERS AND THE STATE.

THE PEERS ATTENDANCE RATE WAS 92.3% AND THE STATE'S WAS 92.2.

NEXT, WE'RE CHARGED WITH LOOKING AT BOTH REVENUE PER STUDENT AS WELL AS EXPENDITURES PER STUDENT.

AND LOOKING AT THE GRAPH, YOU CAN SEE THAT FRISCO ISD'S REVENUE PER STUDENT WAS $10,673.

THAT'S $1,272 LESS REVENUE PER STUDENT COMPARED TO ITS PEERS, AND $2,150 LESS THAN THE STATEWIDE AVERAGE. AND THERE ARE CERTAIN FACTORS THAT CONTRIBUTE TO THE FACT THAT THE DISTRICT HAD LOWER STATE AND FEDERAL REVENUE.

FOR ONE, THE PEER DISTRICTS RECEIVE STATE ENRICHMENT.

AND THERE WERE ALSO OTHER DIFFERENCES IN THE DEMOGRAPHICS OF THE STUDENTS IN THOSE DISTRICTS, ON THE OTHER HAND.

SIMILARLY, LOOKING AT THE OPERATING EXPENDITURES PER STUDENT, FRISCO SPENT $10,359 PER STUDENT, COMPARED TO THE PEER DISTRICT AVERAGE OF 11,678 AND THE STATE AVERAGE OF 12,386.

AND SO THE DISTRICT, YOU KNOW, HAVING LESS REVENUE, WAS ABLE TO SPEND $1,319 LESS THAN ITS PEERS AND 2027 LESS THAN THE STATEWIDE AVERAGE.

AND IF WE LOOK AT THE NEXT SLIDE, IT GIVES A LITTLE BIT OF A COMPOSITION OF THE EXPENDITURES FOR THE DISTRICT VERSUS ITS PEERS IN THE STATE. AND YOU CAN SEE HERE THAT EVEN THOUGH THE DISTRICT IS ABLE TO SPEND LESS PER STUDENT THE CONCENTRATION ON INSTRUCTION AND RELATED SERVICES IN THE DISTRICT IS MUCH HIGHER THAN BOTH THE PEER DISTRICTS AND THE STATE AVERAGE.

THE FRISCO SPENT 64.5% OF ITS EXPENDITURES ON INSTRUCTION AND RELATED SERVICES, COMPARED TO 61.8% FOR THE PEERS AND 58.8 FOR THE STATE AVERAGE, SHOWING THAT THE DISTRICT IS UTILIZING ITS RESOURCES BETTER IN IN EDUCATION AND INSTRUCTION THAN BOTH ITS PEERS AND THE STATE.

THE NEXT SLIDE PROVIDES SOME PAYROLL AND STAFFING DATA THAT WE COMPILED.

FRISCO PAYROLL COSTS AS A PERCENTAGE OF ALL COSTS WAS 84.83%, COMPARED TO THE PEER DISTRICT AVERAGE OF 82.92 AND THE STATE AVERAGE OF 77.83.

AGAIN SHOWING THE CONCENTRATION IN PAYROLL AND TEACHING.

THE AVERAGE TEACHER SALARY IN FRISCO HIGHER THAN BOTH THE PEER DISTRICT AND THE STATE AVERAGE.

SHOWING THE IMPORTANCE OF TEACHERS AND INSTRUCTION HERE.

TEACHER STAFF AS A PERCENTAGE OF TOTAL STAFF WAS 57.2% FOR FRISCO, COMPARED TO 45 POINT, I'M SORRY, 48.5% FOR PEER DISTRICTS AND 48.6 FOR THE STATE AVERAGE.

STUDENTS PER TEACHING STAFF.

LOWER FRISCO SHOWING A LOWER STUDENT PER TEACHING STAFF RATIO OF 14.8, COMPARED TO THE PEER DISTRICTS OF 15.4.

ANOTHER NUMBER TO LOOK AT IS TEACHER TURNOVER RATE HERE IN FRISCO ISD IS LOWER THAN BOTH YOUR PEER DISTRICTS AS WELL AS THE STATE.

THE TURNOVER RATE WAS 20.1% IN 23, COMPARED TO 21.7% FOR THE PEERS AND 21.4 OVERALL FOR THE STATE.

SO AGAIN, THE PAYROLL COSTS FOR THE DISTRICT HIGHER THAN BOTH THE PEERS AND THE STATE AVERAGE.

THE STATEWIDE AVERAGE AND LOOKING AT THE DETAIL SHOWED THAT THE STATEWIDE AVERAGE WAS SPENDING MORE ON FOOD SERVICE AND PLANT MAINTENANCE AND OPERATION, WHERE A LOT OF THE FRISCO SCHOOL BUILDINGS ARE MUCH YOUNGER AND REQUIRE LESS MAINTENANCE.

NEXT, WE WERE REQUIRED TO LOOK AT FUND BALANCE OF THE GENERAL FUND, THE MAIN OPERATING FUND OF THE DISTRICT FOR THE PAST FIVE YEARS.

YOU CAN SEE THE TREND HERE AND OVERALL FOR FISCAL YEAR 2023.

THE DISTRICT'S UNASSIGNED FUND BALANCE WAS $3,405 PER STUDENT, WHICH WAS $218 LESS PER STUDENT THAN THE PEER DISTRICTS.

BUT ONE THING I WANT TO POINT OUT IS THAT THE DISTRICT ALSO MAINTAINS A SIGNIFICANT WHAT'S CALLED UNASSIGNED FUND BALANCE, WHICH IS ASSIGNED FOR PARTICULAR PURPOSES, AND THE MAJORITY OF THE DISTRICT'S ASSIGNED FUND BALANCE WAS ASSIGNED FOR EMPLOYEE COMPENSATION AND SPECIFICALLY FOR RETENTION INCENTIVES AND CLASSROOM SUPPLY INCENTIVES.

SO WHEN YOU FACTOR THAT IN, THEY'RE REALLY AT OR ABOVE THE AVERAGE FOR THE PEER DISTRICTS.

AND IF WE ALSO LOOK AT UNASSIGNED FUND BALANCE AS A PERCENTAGE OF THREE-MONTH OPERATING EXPENDITURES HERE YOU CAN SEE THAT GENERALLY THE DISTRICT OVER THE LAST FIVE YEARS HAS BEEN AT OR ABOVE THAT OF THE PEER DISTRICTS.

IN 2023 THE PEER DISTRICT'S PERCENTAGE WAS MUCH HIGHER.

BUT I WANT TO POINT OUT THAT THAT NUMBER IS SKEWED WHEN I LOOK AT THE DETAIL OF WHAT MAKES UP THE PEER DISTRICTS.

THERE WERE TWO DISTRICTS THAT HAD OVER 300%.

WHEN WE WHEN WE TAKE OUT THOSE TWO OUTLIERS, I'LL CALL THEM.

IT BRINGS IT DOWN TO 125% FOR THE PEER DISTRICTS.

SO AGAIN OUTLIERS CAN SOMETIMES SKEW THE DATA.

JUST A COUPLE OTHER THINGS I JUST WANT TO MENTION REAL QUICKLY IS ON STAFFING LEVELS, THE FISD TEACHING STAFF MAKES UP 57.2% OF THE OVERALL STAFF COMPARED TO THE PEER DISTRICTS, WHICH WAS ONLY 48.5 AND 48.6 FOR THE STATE.

AND WHEN YOU GO THROUGH THE REPORT, ONE THING I'D LIKE TO POINT OUT TOO IS IN SECTION TWO, IT'S ENTITLED KEY INFO ON THE ON THE DISTRICT.

AND THERE'S A LOT OF GOOD INFORMATION HERE THAT'S PROVIDED BY MANAGEMENT THAT SHOWS THE EFFECT OF THE PROPOSED TAX RATE ON THE AVERAGE HOMEOWNER'S TAX BILL.

IT SHOWS WHAT THE ESTIMATED AMOUNT OF ADDITIONAL REVENUE IS AS A RESULT OF THE TAX RATE, AND ALSO PROVIDES INFORMATION ON WHAT THE DISTRICT INTENDS TO USE THE ADDITIONAL FUNDS FOR.

I THINK OVERALL THE NUMBERS SPEAK FOR THEMSELVES IN THAT THE DISTRICT DEMONSTRATES EXCELLENT FISCAL MANAGEMENT AND USES ITS RESOURCES EFFICIENTLY IN PROVIDING A SUPERIOR EDUCATION TO ITS STUDENTS.

SO MANY FAMILIES ARE SUFFERING FROM FINANCIAL HARDSHIP.

MANAGING A FAMILY BUDGET IS A STRUGGLE FOR MANY AMERICANS, ESPECIALLY WITH HIGH INFLATION, HIGH PROPERTY AND SCHOOL TAXES, AND EXPENSIVE HOMEOWNERS INSURANCE.

THE GENERAL COST OF LIVING HAS ALMOST DOUBLED OVER THE PAST TWO YEARS.

FAMILIES CANNOT AFFORD BASIC ESSENTIALS SUCH AS GROCERIES AND GAS.

MY HUSBAND AND I BOTH WORK, AND WE STRUGGLE TO MAKE ENDS MEET AND TO AFFORD LIFE HERE IN FRISCO WITH THEIR TWO TEENAGE DAUGHTERS.

I HAVE SEVERAL FRIENDS WHO ARE FORCED TO LEAVE FRISCO BECAUSE THEY JUST COULDN'T MAKE IT.

AS FOR ME AND MY FAMILY, LIKE MANY OTHER FAMILIES HAVE HAD TO DO, WE'VE TIGHTEN OUR BELTS DRASTICALLY.

NO EATING OUT, NO VACATIONS, NO EXTRAS JUST TO GET BY TO PROPOSE THIS TAX INCREASE AND BOND SEEMS EXTREMELY TONE DEAF TO THE NEEDS AND STRUGGLES OF OUR COMMUNITY. I GET THAT SCHOOLS AND INFRASTRUCTURE NEED MAINTAINING, BUT WHAT I DON'T GET IS WHY YOU WOULD APPROVE A MULTI-MILLION-DOLLAR COMMUNITY THEATER AND GIVE RAISES TO THE ADMINISTRATIVE STAFF, AMONG OTHER INFLATED EXPENDITURES, KNOWING THAT SCHOOLS NEED REPAIRS.

YOU ALREADY ACQUIRE A MASSIVE AMOUNT OF FUNDS AND YOU STILL CAN'T MAKE IT.

YOU STILL CAN'T SEEM TO MAKE THOSE FUNDS WORK.

WHY CAN'T THIS DISTRICT BUDGET ITSELF AND CUT THE FAT? LIKE SO MANY AMERICANS ACROSS THE COUNTRY HAVE BEEN FORCED TO DO, INCLUDING FRISCO RESIDENTS.

REGARDING THE BOND, LET'S CALL IT WHAT IT IS SUPPORTERS AND CONTRACTORS WHO WILL BENEFIT FROM THE WINDFALL OF TAXPAYER DOLLARS.

WE ARE ALREADY SO OVERTAXED AND THE WASTE IS UNACCEPTABLE, ESPECIALLY DURING THESE TIMES OF SUCH HIGH INFLATION THAT'S CAUSED BY OUR GOVERNMENT'S OVERSPENDING.

FRISCO ISD HAS PROVEN TO BE A MICROCOSM OF OUR BLOATED GOVERNMENT.

PLEASE DO NOT IMPOSE ANOTHER TAX HIKE ON US AND PUT US FURTHER IN DEBT.

BUT WHAT'S HAPPENING WITH EDUCATION? PERHAPS WE SHOULD STOP TRYING TO HAVE THE FANCIEST BOUGIEST BUILDINGS AND FOCUS ON EDUCATION AND WHAT'S BEST FOR STUDENTS.

AND I DON'T THINK REINFORCING MATERIAL THINGS IS WHERE IT'S AT FOR THESE KIDS.

IF YOU WANT TO ASK FOR MORE MONEY, USE IT TO PAY FOR TEACHER SALARIES IN GENERAL.

TEACHERS ARE UNDERPAID.

I'M NOT SAYING FISD COMPARED TO THE OTHER DISTRICTS THAT WE JUST LOOKED AT, BUT IN GENERAL, IT'S AN UNDERPAID PROFESSION.

LET'S SEE. THIS IS DUE TO OUR FREQUENT AGE RELATED MAINTENANCE ISSUES THAT ARISE AND INTERFERE AND INTERRUPT WITH OUR STUDENT INSTRUCTION AND EDUCATION.

THIS IS WHY IT IS CRITICAL THAT THIS BOARD SUPPORT THE FUNDING TO OH, I'M SO SORRY TO REBUILD A NEW STALEY.

OKAY. SO I DID PREPARE A STATEMENT ON THIS MATTER FOR THIS EVENING.

SEVERAL YEARS AGO, MY EMPLOYER WAS FACING A CASH SHORTFALL DUE TO SOME INTERNAL AND EXTERNAL FACTORS, SOME OF WHICH WERE OUTSIDE OF THE COMPANY'S CONTROL.

WHEN I WAS MADE AWARE OF THE ISSUE, I WAS TOLD THAT THERE WOULD NEED TO BE A SERIOUS BELT TIGHTENING FOR 6 TO 12 MONTHS, AND THEN WE SHOULD BE BACK TO BUSINESS AS USUAL. I WAS TOLD TO CONTACT EVERY VENDOR THAT I ENGAGED WITH AND TELL THEM THAT WE NEEDED A 10% REDUCTION IN CHARGES FOR SIX MONTHS MINIMUM.

EVERY OTHER BUDGET OWNER WAS INSTRUCTED TO DO THE SAME.

A FEW DAYS LATER, I ASKED MY BOSS IF I SHOULD BE CONCERNED WITH THE COMPANY'S ABILITY TO REMAIN IN BUSINESS.

HE SAID, IF WE CAN'T DO THIS, THEN YES, IF WE CAN, THEN NO.

TO SAY THAT THIS PROCESS WAS PAINFUL AND UNCOMFORTABLE WOULD BE AN UNDERSTATEMENT.

BUT WE DID IT AND WEATHERED THE STORM.

AT NO TIME DID ANYONE SUGGEST A PRICE INCREASE ON OUR CUSTOMERS.

IT WAS OUR PROBLEM TO SOLVE AND WE HAD TO SOLVE IT.

THE STAKES WERE VERY HIGH.

LAST SPRING I VOTED YES ON THE BUDGET.

VOTING FOR A DEFICIT BUDGET AT THAT TIME WAS THE ONLY WAY THAT OUR TEACHERS AND STAFF WOULD RECEIVE A RAISE.

A RAISE FOR OUR TEACHERS AND STAFF WAS DESPERATELY NEEDED, ESPECIALLY SINCE THE HEALTH INSURANCE COSTS FOR DISTRICT EMPLOYEES WAS INCREASED, IN MANY CASES WIPING OUT THE PROPOSED RAISE.

IT IS IMPORTANT TO NOTE THAT THE PROPOSED VATRE TAX INCREASE DOES NOT PROVIDE FOR ADDITIONAL COMPENSATION FOR TEACHERS AND STAFF.

I REMAIN CONCERNED ABOUT ITEMS THAT I MENTIONED DURING THE BUDGETING PROCESS.

OUR ENROLLMENT IS FLAT WHILE NEW HOUSING CONTINUES TO BE BUILT AROUND FRISCO.

I CAN'T HELP BUT WONDER HOW OUR ENROLLMENT WILL BE IMPACTED IF SCHOOL CHOICE VOUCHERS IS ADOPTED BY THE LEGISLATURE NEXT YEAR.

I HOPE THAT THE DISTRICT IS SERIOUSLY LOOKING INTO WHY SOME FAMILIES CHOOSE HOME, PRIVATE OR CHARTER SCHOOL OVER FRISCO ISD, ESPECIALLY THOSE FAMILIES WHO HAVE WITHDRAWN THEIR STUDENTS FOR ONE OF THOSE OPTIONS OVER THE PAST 2 TO 3 YEARS.

IF WE DON'T FIX THOSE ISSUES, THEN OUR REVENUES WILL BE LESS THAN ANTICIPATED AND THAT WILL FURTHER COMPOUND OUR FINANCIAL CHALLENGES.

IT MAY BE HARD TO IMAGINE NOW, BUT FRISCO ISD WILL LIKELY REACH A POINT WHERE WE ARE A SHRINKING DISTRICT.

I DON'T KNOW WHEN THAT WILL HAPPEN, BUT I DO THINK THAT IT WILL.

JUST LOOK AT PLANO, MCKINNEY AND ALLEN, WHO ARE ALL DEALING WITH CLOSING CAMPUSES AS OF LATE, JUST TO NAME A FEW.

I THINK WE HAVE TO KEEP THESE FACTORS IN MIND WHEN WE ASK OUR COMMUNITY TO GIVE MORE.

WE HAVE TO LOOK AT OUR COMMUNITY'S ABILITY TO PROVIDE IT, AS ONE COMMUNITY MEMBER SHARED WITH ME, THIS ISN'T THE TIME.

MAYBE IN A FEW YEARS IF WE ARE IN A BETTER ECONOMIC POSITION.

TO THAT END, I SENT AN EMAIL LAST WEEK TO MY MAILING LIST REQUESTING FEEDBACK ON THE PROPOSED BONDS AND VATRE.

MY MESSAGE WAS BRIEF AND LINKED TO THE RESOURCES ON THE DISTRICT WEBSITE.

I DIDN'T INDICATE WHICH WAY I WAS LEANING BECAUSE QUITE FRANKLY, I HADN'T DECIDED, AND BECAUSE I DIDN'T WANT TO LEAD ANYONE ONE WAY OR THE OTHER.

I DIDN'T RESPOND, BUT I READ EACH OF YOUR MESSAGES AND THE ANSWER WAS OVERWHELMINGLY NO.

I WASN'T EXPECTING THAT.

SOME COMMUNITY MEMBERS SHARED WITH ME HOW THEIR CAR INSURANCE, HOME INSURANCE, FOOD COSTS, AND GAS COSTS HAD GONE UP IN THE PAST FEW YEARS AND THEY JUST CAN'T GIVE ANY MORE.

AND MOST OF THE RESPONSES I HEARD THE PAIN AND FRUSTRATION ABOUT TRYING TO MAKE ENDS MEET IN TODAY'S ECONOMY.

MANY MENTIONED THAT THEY CAN BARELY AFFORD THEIR PROPERTY TAXES NOW.

ONE TEACHER WHO I HEARD FROM SAID, I'M NOT JUST AN EMPLOYEE, I'M ALSO A FRISCO RESIDENT AND TAXPAYER.

AS MUCH AS I'D LOVE MORE MONEY, WE HAVE TO SEND A SIGNIFICANT PORTION OF ANY TAX INCREASE LEVIED ON OUR RESIDENTS TO AUSTIN, AND I'M CONCERNED ABOUT THE AMOUNT OF DEBT THAT WE HAVE. EXCUSE ME.

PLEASE EXHAUST ALL OTHER OPTIONS BEFORE CONSIDERING THIS.

WE DON'T NEED TRENDY TEACHING MODALITIES, AND WE DON'T NEED NEW FURNITURE JUST BECAUSE WE REFRESH A CAMPUS.

WHAT WE NEED IS ZERO BASED BUDGETING AND A SERIOUS LOOK AT CAMPUS RESOURCE ALLOCATION.

AGAIN, THIS CAME FROM A CURRENT FRISCO ISD TEACHER.

FOR THESE REASONS, I WILL BE VOTING NO ON THIS TAX INCREASE.

IF THIS MEASURE PASSES TONIGHT, IT WILL BE ULTIMATELY UP TO THE VOTERS TO DECIDE, REGARDLESS OF WHERE WE ARE ON NOVEMBER 6TH.

IT IS MY HOPE THAT THIS DISTRICT CONTINUES TO LOOK AT MEASURES TO REDUCE SPENDING, GET TO A BALANCED BUDGET AND LOWER THE TAX BURDEN ON OUR COMMUNITY.

I WILL CONTINUE TO COMMUNICATE WITH LEGISLATORS WHO ARE MEMBERS OF THE FRISCO ISD DELEGATION AND OTHERS REGARDING THE STUDENT ALLOTMENT, WHICH HAS NOT BEEN INCREASED SINCE 2019. THANK YOU.

I AM PERSONALLY, I JUST REFLEXIVELY AM AGAINST TAXES.

I THINK IT'S JUST SOMETHING WE SHOULD JUST ALWAYS CONSIDER AS A LAST RESORT.

THERE ARE CERTAIN THINGS THAT'S HAPPENED INSIDE OF FRISCO ISD THAT HAS GIVEN ME PAUSE TO EVEN CONSIDER THIS AS A LAST RESORT.

I DON'T THINK WE'VE EXHAUSTED ALL OF OUR OTHER OPTIONS.

AND IN MY CONVERSATIONS WITH THE IST THEY ARE LOOKING INTO SOME OTHER THINGS, SOME OTHER THINGS THAT WILL HELP INCREASE REVENUE OR LOWER COSTS, WHICH WILL HELP WITH OUR CURRENT BUDGET DEFICIT.

HOWEVER, RAISING TAXES IS JUST NOT EVEN ON THE TABLE FOR ME.

NOW, ONE THING ABOUT IT WE'RE NOT VOTING HERE TODAY TO RAISE TAXES.

WE'RE VOTING TO GIVE THE PEOPLE OF FRISCO THE CHOICE TO HAVE THEIR TAXES RAISED.

I'M EVEN AGAINST THAT.

I JUST DON'T EVEN THINK IT SHOULD GO OUT TO THE PUBLIC.

I JUST THINK IT'S SOMETHING WE DO NOT NEED TO CONSIDER AT THIS TIME.

I THINK WE SHOULD DO SOME MORE BELT TIGHTENING, AND BEFORE WE CONSIDER ANYTHING LIKE RAISING THE TAXES ON THE COMMUNITY, THAT EVEN THOUGH WE'RE SUPPOSEDLY A WEALTHY COMMUNITY, MOST PEOPLE ARE LIVING AT THEIR MEANS AND MOST PEOPLE ARE GETTING HURT BY THE CURRENT ECONOMY.

THERE ARE ARGUMENTS THAT IT'S ONLY GOING TO BE $158 PER HOUSEHOLD.

THAT PERHAPS IS TRUE, BUT NO MATTER HOW MUCH IT IS, I JUST DON'T BELIEVE IN PRINCIPLE IN RAISING TAXES WITHOUT EXHAUSTING EVERY OTHER RESOURCE AVAILABLE TO US. THE OTHER THING THAT REALLY BUGS ME IS THAT WE'RE GOING TO RAISE OUR TAXES AND WE'LL RAISE ABOUT $19 MILLION, BUT WE'LL ONLY GET 11.5 MILLION BECAUSE OF ROBIN HOOD.

SO WE'RE GETTING ALL THIS MONEY FROM THE COMMUNITY THAT'S HURTING, AND PART OF IT IS GOING TO AUSTIN.

I JUST HAVE A PROBLEM WITH THAT.

SO, I'LL BE VOTING AGAINST HAVING THIS TAX GO FORWARD.

I HAVE YET TO SEE ANYONE MOVE INTO A FAILING SCHOOL DISTRICT AND INVEST ECONOMICALLY.

IT'S ALWAYS AROUND THE SCHOOL DISTRICT.

IT'S ALWAYS WHETHER IT'S A SCHOOL DISTRICT.

THAT'S THE FIRST THING PEOPLE WANT TO KNOW WHEN THEY'RE MOVING TO THE AREA.

WELL, WHAT'S THE SCHOOLS LIKE? YOU DON'T GET THAT BY HAPPENSTANCE.

YOU HAVE TO MAKE THE INVESTMENT.

YOU HAVE TO TAKE THE TIME AND PUT THE MONEY IN.

YOU HAVE TO TAKE THE TIME TO GET THE RIGHT TEACHERS, THE RIGHT ADMINISTRATORS AND ALL THAT COMES, UNFORTUNATELY, BECAUSE NOTHING IS FREE.

AND SO THE THINGS THAT WE ENJOY HERE IN FRISCO, IT ALL REVOLVES AROUND THE SCHOOL DISTRICT.

AND THE MINUTE WE START LETTING THE SCHOOL DISTRICT GO, THOSE THINGS THAT WE TAKE FOR GRANTED ARE GOING TO BE GONE.

I KNOW NOBODY LIKES THE TAX RATE.

I'M A VERY CONSERVATIVE PERSON AND WILL COUNT EVERY PENNY.

HOWEVER, I DO BELIEVE IN INVESTING IN EDUCATION.

THERE ARE JUST SO MANY BENEFITS.

THERE ARE SO MANY TANGIBLE ITEMS THAT WE ACHIEVE BY SUPPORTING THIS.

AND I CAN JUST GUARANTEE YOU THERE ARE A MILLION PEOPLE WHO WOULD TRADE PLACES WITH YOU TO BE IN FRISCO ISD.

IF YOU DON'T BELIEVE ME, JUST OPEN UP THE DOORS AND SAY, HEY, LOOK, DO YOU WANT TO COME HERE? THEY WOULD JUST COME RUNNING AND THEY'RE NOT COMING HERE JUST BECAUSE GENERAL PURPOSE, THEY KNOW WHAT WE HAVE.

BUT MY QUESTION AND CONCERN IS, I DON'T KNOW IF WE KNOW WHAT WE HAVE AND IT'S NOT A TAX ISSUE.

THERE ARE THINGS THAT WE PAY FOR THAT WE DON'T THINK TWICE ABOUT.

AND I KNOW THAT BECAUSE I DRIVE PAST THE MALL EVERY SATURDAY AND YOU CAN'T GET IN THERE, YOU CAN'T GET INTO THE STAR, YOU CAN'T GET INTO OTHER PLACES THAT ARE AROUND THE CITY.

SO, I FULLY SUPPORT ANYTHING THAT'S GOING TO MAKE OUR KIDS BETTER.

AND I YOU KNOW, FOR ME PERSONALLY, AS A VOTER, A TAX PAYER AND A PARENT TO TWO FISD GRADUATES, I HAVE A LOT OF QUESTIONS FOR A LOT OF PEOPLE THAT ARE USING OUR DOLLARS.

AND I JUST KIND OF WANTED TO GET THAT OUT THERE.

I WILL BE SUPPORTING THIS VOTE TONIGHT, MOSTLY BECAUSE I DID REACH OUT TO A LOT OF PEOPLE, AND MY ROLODEX OF CONNECTIONS ARE ALL OVER THE SPECTRUM FROM PEOPLE WHO WOULD BE AGAINST OR FOR, AND, AND THE ANSWERS WERE KIND OF ALL OVER THE PLACE.

BUT AT THE SAME TIME, I'M SURE THAT MOST OF OUR COMMUNITY IS ALREADY AWARE THAT, YOU KNOW, THE FUNDING, THE FORMULA THAT IS BEING UTILIZED RIGHT NOW IS THE ONE THAT WAS IN 2019.

AND THEN SINCE THEN, YOU KNOW, THE INFLATION HAS GONE OFF THE ROOFS, BUT WE ARE STILL CONTINUING TO WORK BASED ON THE 2019.

IT'S LIKE, YOU KNOW, HAVING A 2019 SALARY AND THEN SPENDING BASED ON THE EXPENSES THAT ARE IN 2024.

SO THAT IS THE SITUATION THAT OUR SCHOOL DISTRICT IS FACING.

AND AT THE SAME TIME, OUR SCHOOL DISTRICT, FROM THE TAX RATE STANDPOINT, YOU KNOW, IT HAS BEEN VERY CONSERVATIVE.

IF YOU GO TO OUR WEBSITE AND THEN SEE SINCE 2013 OR 2012, THE TAX RATE HAS BEEN PRETTY MUCH FLAT FOR A VERY LONG TIME.

AND THEN SINCE 2018, THE TAX RATE HAS BEEN REDUCING ON A YEAR AFTER YEAR BASIS.

IN FACT, LAST YEAR WE HAVE REDUCED MORE THAN $0.15 FROM THE STANDPOINT.

AND THEN BY DOING THIS AT THIS PARTICULAR TIME, THIS TAX RATE, WE ARE NOT DEFINITELY VOTING FOR THE TAX RATE.

NOW, WHAT WE ARE DOING IS WE ARE SEEKING THE COLLECTIVE WISDOM OF OUR COMMUNITY COME NOVEMBER AND THEN, YOU KNOW, PROVIDING THEM AN OPPORTUNITY TO TAKE ACTION ON THIS.

AND THEN AGAIN, ANOTHER REASON WHY I AM ALSO IN SUPPORT FOR THIS IS BECAUSE THIS IS IN SPITE OF HAVING THE 2019 FORMULA AND THEN WORKING ON THE 2024 EXPENSES.

WE ARE NOT REDUCING ANY PROGRAMING FOR OUR STUDENTS.

WE WANT TO CONTINUE TO EXECUTE THE SAME LEVEL.

SO CONSIDERING THAT, YOU KNOW, STRENGTHENING OUR FUND BALANCE AND ALL IS VERY, VERY IMPORTANT.

SO FOR WHICH I STRONGLY SUPPORT THIS VOTE.

MR. HILL. I SHARE, I THINK, THE COLLECTIVE WISDOM OF THIS BOARD AND NOT REALLY BEING SUPPORTIVE OF TAX INCREASES IN GENERAL.

AND SO THE QUESTION IS, DO WE PUNISH THE DISTRICT BECAUSE AUSTIN HAS NOT FIXED THAT PROBLEM.

WE DON'T CONTROL THAT.

I THINK EVERYBODY IN THE AUDIENCE, IN THIS AUDIENCE KNOWS WHO DOES.

AND SO IT IS TRUE.

AND IT IS FAIR THAT THERE WILL BE A SIGNIFICANT PORTION OF THIS SHOULD THE VOTERS APPROVE IT, THAT WILL GO AWAY FROM US.

I KNOW IN MY DISCUSSIONS WITH OUR ELECTED OFFICIALS, THEY'RE WORKING ON THAT AND HOPEFULLY THAT CAN GET FIXED OR AT LEAST MITIGATED TO SOME DEGREE.

I DO WANT TO MAKE A NOTE AND COMMENT THAT MANY TIMES WE HEAR THE CONFLATION OF ITEMS, WHETHER IT'S BONDS OR TAXES AND THE COMPLICATED NATURE THAT IS SCHOOL FINANCE.

TONIGHT, EVEN, I WANTED MISS I THINK IT WAS LAMONTE AND PARTICULARLY MISS HARTUNIAN TO KNOW THAT I HEAR YOUR POSITIONS WHEREVER YOU ALL ARE AT.

WHEN I HEAR METRICS LIKE 85% GOES TO PAYROLL.

WE HAVE TO UNDERSTAND THAT WHEN THIS FUNDS WHEN THESE FUNDS, IF THEY'RE APPROVED, WHERE THAT'S GOING.

WE ALSO HEARD THAT FISD HAS A DISPROPORTIONATELY HIGH AMOUNT THAT GOES TO THE EDUCATORS IN THAT PAYROLL, NOT TO ADMINISTRATION RELATIVE TO OUR PEERS.

WE ARE NOT ON THE WRONG SIDE OF THAT EQUATION.

YOU NEED TO DO A LITTLE DILIGENCE AND LOOK INTO THAT.

NOT THAT WE CAN'T HAVE IMPROVEMENT.

THE STATE'S FUNDING FORMULA TAKES INTO CONSIDERATION HOW MUCH MONEY WE CAN RAISE IN OPERATING TAXES BEFORE THEY PROVIDE US WITH THE STATE AID NECESSARY TO EDUCATE THE CHILDREN IN FRISCO ISD.

WE COULD FOREGO SOME OPERATING COSTS AND TRY TO SAVE UP MONEY ON THE SIDE, BUT WE WOULD BE GIVING UP SOMETHING IN TERMS OF OPERATING OUR SCHOOLS.

AND WITH 85% OF OUR BUDGET BEING PAYROLL, ESSENTIALLY, WE WOULD BE GIVING UP SOME AMOUNT OF STAFF OR SOMETHING LIKE THAT FOR A LONG ENOUGH PERIOD OF TIME TO BE ABLE TO THEN PAY CASH FOR WHATEVER PROJECT.

AT OUR LAST MEETING OR ONE OF OUR MEETINGS ABOUT THIS TOPIC, AS WELL AS IN A CLOSED MEETING, I DID REQUEST THAT THE CAMPUS REFRESH AND THE REBUILD OF STALEY BE SEPARATED OUT FROM THE REST OF THE ITEMS IN THE BOND WHICH I BELIEVE IS BOND B.

THAT REQUEST APPARENTLY DIDN'T HAVE ENOUGH SUPPORT.

SO THAT WOULD BE A DEAL THAT WE WOULD GO THROUGH.

THEY WOULD CHANGE THE LANGUAGE WITH OUR COUNCIL ATTORNEY AS WELL WITH WALSH GALLEGOS AND OUR EXECUTIVE DIRECTOR OF FACILITIES.

THEY GO THROUGH THESE EVERY YEAR FOR EVERY PROJECT THEY GO THROUGH.
