THE COLLEGE BOARD'S NATIONAL RECOGNITION PROGRAM HELPS CREATE PATHWAYS TO COLLEGE FOR STUDENTS BY AWARDING THEM ACADEMIC HONORS AND CONNECTING THEM WITH UNIVERSITIES ACROSS THE COUNTRY.
THE RECOGNITION AND SCHOLARSHIP OPPORTUNITIES PROVIDED BY THESE PROGRAMS CAN BE A VALUABLE ASSET FOR STUDENTS AS THEY APPLY TO COLLEGES AND UNIVERSITIES.
COLLEGE BOARD INVITES STUDENTS TO COMPLETE AN APPLICATION IF THEY MEET THE FOLLOWING CRITERIA.
IDENTIFY AS AFRICAN AMERICAN OR BLACK, HISPANIC OR LATINX, OR INDIGENOUS, OR ATTEND HIGH SCHOOL IN A RURAL AREA OR SMALL TOWN, WHICH SOME OF OUR HIGH SCHOOLS ARE CONSIDERED TO BE IN A RURAL AREA OR SMALL TOWN.
I DON'T KNOW. HAVE A GPA OF 3.5 OR ABOVE AND SCORE IN EITHER THE TOP 10% OF TEST TAKERS ON THE PSAT, OR EARN TWO AP SCORES OF THREE OR ABOVE BY THEIR SOPHOMORE YEAR.

IT WAS A COUPLE OF WEEKS AGO. THIS IS THE START OF THE PROCESS FOR ELECTED SCHOOL BOARD TRUSTEES ACROSS THE STATE OF TEXAS, COMING TOGETHER AND SETTING THE LEGISLATIVE AGENDA FOR THE TEXAS ASSOCIATION OF SCHOOL BOARDS AS THEY GEAR UP FOR THE NEXT REGULAR LEGISLATIVE SESSION.
IN THIS CASE, IT MAY BE GEARING UP FOR ANOTHER SPECIAL, BUT THAT REMAINS TO BE SEEN, BUT IT'S A GOOD PROCESS.

THEY HAVE TO SHOW ACROSS DISCIPLINES FIVE TIMES THAT THEY'VE MASTERED THEIR GOAL, SO THEN THEY OWN THAT AND THEY CAN SUSTAIN THAT.
THEY'RE DRIVING THEIR WAY THROUGH THAT PROCESS, BEING CELEBRATED ALONG THE WAY.

WE'RE NOT CELEBRATING EVERY KID, EVEN OUR KIDS AT THE HIGH END THAT HAVE ALREADY MASTERED EVERY GRADE LEVEL STANDARD, HOW ARE YOU CELEBRATING THEM? WE WENT BACK TO THE DRAWING BOARD AND I PUT A PICTURE OF OUR COACHES BECAUSE THEY REALLY WERE THE MIND BEHIND HELPING US GO THROUGH PROGRESSIONS AND ENSURING THAT KIDS WOULD UNDERSTAND AND TEACHERS COULD OWN AS WELL AS KIDS COULD OWN WHAT THOSE GOALS WOULD BE AND HOW THEY WOULD PROGRESS ALONG THE STANDARD EXPECTATIONS.

THEY CAN'T GET ON THE BUS AT 6:30 IN THE MORNING TO GO TO ELEMENTARY WHEN THERE'S AN ELEMENTARY IN OUR NEIGHBORHOOD.
WE HAVE BEEN TOLD THAT WE HAVE NO RIGHTS.
WE HAVE BEEN TOLD THAT THERE IS A PROFESSIONAL COURTESY BETWEEN THE TWO DISTRICTS.
THAT THESE TWO DISTRICTS WILL ALWAYS DENY ANY PETITIONS THAT COME TO THEM BASED ON THIS.
WELL, I'M HERE TO SAY TONIGHT BOARD, PLEASE DO NOT LET COLLEGIAL RELATIONSHIPS AND PROFESSIONAL COURTESY GET IN THE WAY OF MY KIDS.
I KNOW THAT EACH AND EVERY ONE OF YOU THAT HAVE KIDS WOULD NOT APPRECIATE PROFESSIONAL COURTESY BEING THE REASON WHY YOU DENY THEIR ACCESS TO SOCIALIZATION, BETTER EDUCATION, AND MORE TIME WITH THEM AS A FAMILY.

THIS EVENING, I'LL START WITH A REVIEW OF THE LEGAL COMPONENTS OF A PETITION FOR DETACHMENT AND ANNEXATION.
AS YOU'RE AWARE, A PETITION FOR DETACHMENT FROM LOUISVILLE ISD AND ANNEXATION TO FRISCO ISD WAS FILED BY FIVE HOUSEHOLDS IN THE PRESERVES AT LONE STAR RANCH NEIGHBORHOOD LOCATED NEAR 423 IN LONE STAR PARKWAY IN THE CITY OF FRISCO, DENTON COUNTY.
A PETITION FOR DETACHMENT AND ANNEXATION IS ALLOWED UNDER SECTION 13.051 [NOISE] OF THE TEXAS EDUCATION CODE.
IT ALLOWS FOR TERRITORY TO BE DETACHED FROM ONE SCHOOL DISTRICT AND ANNEXED TO ANOTHER, BUT IT IS CONTIGUOUS TO THE DETACHED TERRITORY UNDER CERTAIN CONDITIONS.
FIRST, THERE HAS TO BE A FILING OF A VALID PETITION.
SECOND, THERE NEEDS TO BE A PUBLIC HEARING BEFORE BOTH SCHOOL BOARDS IMPACTED.
THE THIRD, THERE HAS TO BE AN APPROVAL BY BOTH SCHOOL BOARDS THROUGH A RESOLUTION IN ORDER FOR THE ANNEXATION AND DETACHMENT TO OCCUR.
FILING A VALID PETITION IS THE FIRST STEP.13.051(B) REQUIRES A PETITION FOR DETACHMENT AND ANNEXATION TO SHOW THE IMPACTED TERRITORY IS CONTIGUOUS TO THE RECEIVING SCHOOL DISTRICT.
THAT DETACHMENT WOULD NOT REDUCE THE DETACHING DISTRICT'S TAX BASE BY A RATIO OF AT LEAST TWO TIMES THE RATIO OF THE DISTRICT'S MEMBERSHIP RATIO, THAT'S A LOT OF RATIOS AND DETACHMENT WOULD NOT REDUCE THE DETACHING DISTRICT'S AREA TO LESS THAN NINE SQUARE MILES.
IN ADDITION, IT ALSO REQUIRES THE PETITION TO BE SIGNED BY A MAJORITY OF REGISTERED VOTERS IN THE TERRITORY AND PROVIDE THE MEETS AND BOUNDS OF THE IMPACTED TERRITORY.
AS I PREVIOUSLY MENTIONED, WHEN THIS PETITION WAS FILED, IT INCLUDED FIVE HOMES AND THE MEETS AND BOUNDS FOR ALL FIVE PROPERTIES.
ONE OF THE ORIGINAL PETITIONING HOMES HAS SINCE WITHDRAWN FROM THE PETITION.
NOTICE OF THEIR WITHDRAWAL WAS PROVIDED TO LOUISVILLE ISD IN DECEMBER 2023, AND TO FRISCO ISD IN FEBRUARY 2024.
DESPITE THIS WITHDRAWAL, THE REMAINING PETITIONERS FAILED TO EITHER AMEND THEIR PETITION OR PROVIDE AN ACCURATE, UPDATED MEETS AND BOUNDS DESCRIPTION FOR THE IMPACTED TERRITORY, INCLUDING ONLY FOUR HOMES.
AS A RESULT, THE PETITION DOES NOT MEET THE MINIMUM STATUTORY REQUIREMENTS FOR A VALID ANNEXATION AND DETACHMENT PETITION, AND THE ADMINISTRATION ASKED THE BOARD TO DISAPPROVE THE PETITION.

THEY'VE HAD EXACTLY THE SAME CLASSES, EXACTLY THE SAME TEACHERS EVERY YEAR SINCE KINDERGARTEN.
WE'RE VERY HAPPY TO HAVE KIRBY IN OUR LIVES, BUT BECAUSE THEY'VE HAD THE CHANCE TO BE TOGETHER, WE'RE VERY AWARE OF THESE EFFECTS.
UNFORTUNATELY, BOTH OF OUR DAUGHTERS HAVE BEEN SUBJECT TO BULLYING.
BOTH OF OUR DAUGHTERS HAVE BEEN SUBJECT TO RELATIONAL AGGRESSION.
I PERSONALLY SPEND $4,500 ANNUALLY FOR MY DAUGHTER FOR BEHAVIORAL THERAPY AND MEDICATION TO SEE HER THROUGH THE CHALLENGE.
THEY DO THE SAME FOR THREE OF THEIR CHILDREN.
MY DAUGHTER GETS TO GO HOME AND SHE GETS TO GO AND SHE GETS TO SEE HER NEIGHBORHOOD FRIENDS AND THEY SEE HER THROUGH IT. THEY LIFT HER UP.

KIRBY SPENT THE WEEKEND WITH US.SHE DIDN'T LEAVE UNTIL 6:30 LAST NIGHT.
SHE LOVED BEING PART OF THE NEIGHBORHOOD.

I LET THEM HAVE MORE FREEDOM THAN I EVER HAVE BECAUSE IT WAS SUCH A DIFFERENT EXPERIENCE AND I KNEW WHAT IT WAS.
I AM AN HR PROFESSIONAL AND IN 2017, I WAS TRAVELING WITH A GROUP OF LEADERS.
I HAD ONE OF THE MOST DISTURBING EXPERIENCES IN MY HR CAREER.
I GOT A CALL AT 3:00 A.M, YOU KNOW IT'S NEVER GOOD.
I HAD TO INFORM A LEADER THAT HIS CHILD HAD PASSED, 15 YEAR OLD, COMMITTED SUICIDE.
I REMIND MYSELF THAT IT'S NOT ENTIRELY BECAUSE WE HAD JUST RELEASED A NEW POLICY REQUIRING THIS FAMILY TO MOVE FROM NEW JERSEY TO TEXAS BECAUSE WE DECIDED EVERYONE HAD TO BE IN THAT LOCATION.
THEY WERE IN THE MIDDLE OF MOVING.
WHEN YOU HAVE THE ACTUAL IMPACTS AND EFFECTS AND YOU KNOW IT'S ALREADY CAUSING DISTURBANCES FOR THESE KIDS, I ASK YOU TO MAKE A DECISION BEYOND FINANCIAL.
144 MILLION IS THE PUBLISHED LISD BUDGET, 34,000, 11,000 FROM THEM THEY SPEND MORE ON MEDICAL AND BEHAVIORAL THERAPY.

CONSIDER AN ACT ON A RESOLUTION FOR PREMIUM PAY DURING THE JANUARY 2024 WINTER WEATHER EVENT. MRS. SMITH.>> THANK YOU. THIS IS A RESOLUTION AND YOU GUYS ALL KNOW WE HAD SOME WINTER WEATHER BETWEEN JANUARY 13TH AND JANUARY 15TH.
IT WAS VERY COLD, WE HAD SOME PIPES THAT NEEDED TO BE TAKEN CARE OF IN OUR BUILDINGS.
THE DIFFERENCE BETWEEN THIS WINTER WEATHER EVENT AND THE ONES WE'VE HAD THE PAST COUPLE OF YEARS IS THAT THIS ONE DIDN'T CAUSE THE STREETS TO ICE.
THERE WAS NO PUBLIC HAZARD AND SO WE DIDN'T DECLARE AN EMERGENCY CLOSURE OF OUR BUILDINGS.
BECAUSE OF THAT, BOARD POLICY ALLOWS US TO PAY TIME AND A HALF TO OUR MAINTENANCE FOLKS WHO ARE UP HERE WORKING AT ALL HOURS OF THE NIGHT ON OUR FACILITIES WHEN WE'VE DECLARED AN EMERGENCY CLOSURE.
BUT BECAUSE THAT WASN'T DONE, WE DIDN'T REALLY HAVE A MECHANISM BY WHICH TO APPRECIATE THE FACT THAT WE HAD ABOUT 15 GUYS FROM OUR MAINTENANCE DEPARTMENT AND OUR RISK MANAGEMENT DEPARTMENT WHO WORKED LITERALLY OVERNIGHT TO MAKE SURE THAT THE PIPES WERE TAKEN CARE OF, THE BUILDINGS WEREN'T FLOODING, AND THEY WERE ABLE TO OPEN AND OPERATE SMOOTHLY ON TUESDAY, WHEN KIDS CAME BACK TO SCHOOL AFTER THAT HOLIDAY.
WE FELT IT WAS APPROPRIATE TO APPRECIATE THEM IN THE SAME WAY WE WOULD IF THERE HAD BEEN ICE ON THE ROADS.
LIKE I SAID, THIS AFFECTS ABOUT 15 PEOPLE, BUT BECAUSE IT'S EXTRA PAY OUTSIDE OF THEIR REGULAR COMPENSATION, WE NEED TO BRING YOU GUYS A RESOLUTION TO DECLARE A PUBLIC PURPOSE FOR THIS.
ESSENTIALLY WHAT THIS DOES IS IT ALLOWS US TO PAY TIME AND A HALF FOR ANY HOURS THAT THOSE EMPLOYEES WORKED OUTSIDE OF THEIR REGULAR CONTRACT HOURS FOR THAT TWO DAY PERIOD.
