>> THE TIME IS 5:31.

[00:00:03]

I WOULD LIKE TO CALL TO ORDER A REGULAR MEETING OF THE BOARD OF TRUSTEES OF FRISCO ISD.

WE HAVE FOUR TRUSTEES PRESENT.

WITH THAT, WE WILL MOVE TO CLOSED SESSION.

[2. Closed Session under Texas Government Code Chapter 551, D and E]

GOOD EVENING, EVERYONE. GOOD EVENING.

IT IS 6:40 PM.

WE WOULD LIKE TO RECONVENE INTO OPEN SESSION.

WE WILL MOVE ON TO AGENDA ITEM NUMBER 4;

[4. Pledge of Allegiance ]

THE PLEDGE OF ALLEGIANCE.

>> TONIGHT WE HAVE STUDENTS FROM HOSP ELEMENTARY HERE TO DO THE PLEDGES WITH US.

[APPLAUSE]

>> THANK YOU SO MUCH AND THANK YOU FOR BEING HERE TONIGHT.

BOARD WILL MOVE TO AGENDA ITEM 5; RECOGNITIONS. DR. WALDRIP.

[5. Recognitions]

>> I JUST WANT TO TAKE THIS OPPORTUNITY.

JANUARY IS SCHOOL BOARD RECOGNITION MONTH.

FOR THOSE OF YOU THAT MISSED IT, WE HAD A RECEPTION OUT HERE BEFORE THE BOARD MEETING [NOISE] TO HONOR OUR CURRENT BOARD MEMBERS AND THE SACRIFICES THEY MAKE.

I THINK DR. FOUCHE PUT IT MOST ELOQUENTLY, IS THIS IS THE BIGGEST J-O-B, VOLUNTEER GIG THAT ANYBODY IN THE CITY OF FRISCO HAS.

WE'VE HAD SOME OUTSTANDING BOARD MEMBERS IN THE PAST THAT LAID THE FOUNDATION FOR THE SCHOOL DISTRICT.

WE CONTINUE TO HAVE AN OUTSTANDING BOARD.

I JUST WANTED TO TAKE A MOMENT FOR YOU ALL TO GIVE THIS BOARD A ROUND OF APPLAUSE AND LET'S RECOGNIZE THEM FOR THEIR WONDERFUL WORK IN FRISCO ISD.

[APPLAUSE] I ALSO WANT TO BRING ATTENTION ONE MORE TIME.

WE HAVE TWO BOARD MEMBERS THAT ARE STEPPING DOWN THIS YEAR, TWO LONG SERVING BOARD MEMBERS, MR. JOHN CLASSE AND MS. RENE ARCHAMBAULT.

IT HAS BEEN MY HONOR TO WORK ALONGSIDE THEM.

THEY BOTH SAT IN THIS PRESIDENT'S SEAT AT ONE TIME, AND IT'S BEEN AN HONOR AND A PRIVILEGE TO WORK WITH THEM.

I'M VERY THANKFUL FOR ALL THEY'VE DONE.

THEY HAVE MADE ALL DECISIONS ALWAYS FOR WHAT WAS IN THE BEST INTERESTS OF THE KIDS IN FRISCO ISD.

WE'RE VERY THANKFUL FOR THEIR SERVICE AND THEY WILL BE SORELY MISSED. THANK YOU BOTH. [APPLAUSE]

>> THANK YOU, DR. WALDRIP.

WE'LL NOW MOVE TO AGENDA ITEM 5B; PARTNERS IN EDUCATION. MS. SINGH.

>> IS THIS ON? THANK YOU.

DR. WALDRIP AND MS. DAVIS, WOULD YOU JOIN US DOWN FRONT, PLEASE? WHILE THEY'RE COMING DOWN, I WANT TO GO AHEAD AND START BY RECOGNIZING COSERV.

I'M SURE EVERYONE IN THIS ROOM ALREADY KNOWS ABOUT COSERV, BUT LET ME JUST GO INTO A FEW DETAILS FOR YOU TODAY A LITTLE BIT.

OUR FIRST SLIDE SHOWS A FEW THINGS.

WE'LL GET YOU GUYS CENTERED FOR A PICTURE TOO.

I WANT TO START WITH OUR NEW TEACHER WELCOME.

EVERY SINGLE YEAR THEY COME AND THEY HELP US WELCOME.

IT'S ACTUALLY THE CHAMBER'S NEW TEACHER WELCOME, BUT YOU GUYS ALL COME AND YOU BRING YOUR GIANT YELLOW HIGHLIGHTERS, AND THEY'RE AWESOME.

WE ALWAYS NEED AT LEAST TWO NEW ONES EVERY TIME.

YOU CAN SEE THE PICTURE UP THERE ON THE TOP LEFT.

BUT YOU GUYS ARE INCREDIBLY GENEROUS.

A LONG TIME AGO, AN ENDOWMENT WAS SET UP WITH FRISCO EDUCATION FOUNDATION, AND SO THROUGH THAT WE'RE ABLE TO OFFER ABOUT $13,000 IN NEW TEACHER GRANTS, A SUPPLY GRANT FOR THEM.

A HUNDRED AND THIRTY OF THEM GOT $100 EACH LAST YEAR, WHICH WAS AWESOME.

[00:05:03]

LOTS OF CAREER OPPORTUNITIES.

THEY ARE KNOWN FOR THEIR STEM TRAINING.

THE SCHOLARSHIPS THAT THEY GIVE ARE ACTUALLY STEM RELATED, ONE PER HIGH SCHOOL EVERY SINGLE YEAR.

THEN IN THE BOTTOM RIGHT, I WANT TO SHOW YOU THIS GREAT PICTURE I GOT FROM THE CHRISTIE ELEMENTARY PRINCIPAL TODAY.

THIS IS A PICTURE OF THEM DROPPING OFF A BUNCH OF SUPPLIES.

GLEN'S OVER HERE NODDING LIKE, I REMEMBER THAT.

THEY ARE TAKING CARE OF OUR TEACHERS OVER THERE, PROBABLY WITH A SODA FOR THE TEACHERS, AND THEN A LOT OF SNACKS FOR OUR STUDENTS AND ALL KINDS OF THINGS.

THEY ARE THE SCHOOL PARTNER FOR CHRISTIE ELEMENTARY THIS YEAR, AND AS WELL AS PROBABLY NEXT YEAR, IT SOUNDS LIKE. WE'RE HOPING SO.

[LAUGHTER] BUT THEY LOVE PARTNERING WITH OUR SCHOOLS.

THEY WERE ALSO TADLOCK ELEMENTARY'S PARTNER THE LAST COUPLE OF YEARS.

BEFORE THAT, ROGERS ELEMENTARY.

THEY'RE ALSO REALLY INVOLVED WITH OUR GRANTS.

THEY COME ON GRANT DELIVERY EVERY SINGLE YEAR.

IF YOU'VE NEVER DONE THAT, YOU SHOULD JOIN FEF ONE YEAR AND PUT SOME SMILES ON SOME TEACHERS FACES.

I KNOW SEVERAL OF OUR SCHOOL BOARD MEMBERS HAVE GONE TOO.

BECAUSE OF THEM, THEY ARE OFFERING, I THINK IT WAS $23,000 THIS YEAR IN CLASSROOM GRANTS.

THEY ARE ALWAYS FINDING WAYS TO PLUG BACK INTO OUR TEACHERS AND OUR STUDENTS.

THANK YOU FOR BEING SUCH A WONDERFUL PARTNER FOR FRISCO ISD. [APPLAUSE]

>> MS. ARCHAMBAULT HAD SOMETHING SHE WANTED TO SHARE BEFORE COSERV TAKES OFF.

>> HI. I JUST WANTED TO MENTION SOMETHING REALLY FAST.

I'VE ALWAYS BEEN JUST SO THANKFUL FOR THE PARTNERSHIP THAT WE HAVE WITH COSERV.

YOU GUYS POP UP EVERYWHERE, AND IT'S AMAZING.

IT'S ALWAYS SURPRISING JUST HOW INGRAINED AND INVOLVED YOU GUYS ARE NOT ONLY WITH OUR DISTRICT, BUT JUST PUBLIC EDUCATION IN GENERAL.

MY DAUGHTER'S PART OF FFA AND SHE WAS SHOWING THIS WEEKEND AND COSERV WAS THERE AND COSERV ACTUALLY SPONSORED HER DURING THE SALE OF HER LAMB.

I WAS JUST LIKE, WAIT, COSERV IS HERE DOING THAT? I JUST HAD NO IDEA THAT THE THREADS OF JUST SUPPORT IN OUR COMMUNITY THROUGHOUT THE COUNTY IS JUST INCREDIBLE.

WE WENT UP AND JUST LOVED ON THE COSERV BOARD MEMBERS THAT WERE THERE AND ARE JUST SO THANKFUL.

IT JUST GOES TO SHOW THAT YOUR PARTNERSHIP EXTENDS FAR BEYOND WHAT WE'VE SEEN TONIGHT ON THIS GREAT POWERPOINT.

I JUST WANTED TO THANK YOU ALL FOR JUST CONTINUING TO GIVE SO MUCH BACK TO OUR COMMUNITY.

>> IT'S AN HONOR.

THANK YOU. [APPLAUSE]

>> BOARD WILL MOVE TO AGENDA ITEM 5C; EMERSON HIGH SCHOOL'S VARSITY FOOTBALL TEAM.

>> ALSO KNOWN AS MY BODY GUARDS OVER HERE BY ME.

[LAUGHTER] I'M GOING TO ASK CHRIS BURCH, OUR DIRECTOR OF ATHLETICS, HE'S GOING TO COME DOWN TO THE PODIUM AND WE ARE GOING TO CELEBRATE AN AWESOME YEAR THAT EMERSON FOOTBALL TEAM HAD.

I'LL TURN IT OVER TO CHRIS BURCH.

>> WELL, GOOD EVENING, DR. WALDRIP, FRISCO ISD BOARD OF TRUSTEES, AND FRISCO ISD ADMINISTRATION.

I TAKE GREAT PRIDE IN HAVING THE OPPORTUNITY TO CELEBRATE OUR STUDENTS SUCCESSES.

THESE SUCCESSES ARE A DIRECT REFLECTION OF OUR DISTRICT LEADERSHIP, FROM THE BOARD TO CENTRAL OFFICE TO THE CAMPUS, AND EVERYWHERE IN BETWEEN.

WHAT IS BEST FOR OUR STUDENTS IS AT THE HEART OF WHAT WE DO EACH AND EVERY DAY.

THANK YOU FOR YOUR PASSION, YOUR PERSEVERANCE, AND YOUR LOVE FOR OUR STUDENTS.

ATHLETICS IS HERE THIS EVENING TO HONOR THE EMERSON MAVERICK STATE SEMI-FINALIST FOOTBALL TEAM. [APPLAUSE] IF YOU ARE A PARENT OF ONE OF THESE ATHLETES, WOULD YOU PLEASE STAND? THANK YOU. THANK YOU FOR ALL YOU DO.

DR. SUMMERS, WE APPRECIATE YOU AND WE APPRECIATE YOUR LEADERSHIP.

DR. SUMMERS IS THE PRINCIPAL AT EMERSON HIGH SCHOOL.

KENDALL MILLER IS OUR HEAD FOOTBALL COACH AND CAMPUS COORDINATOR AT EMERSON HIGH SCHOOL.

COACH MILLER IS NOT FEELING WELL THIS EVENING, SO HE WAS NOT ABLE TO ATTEND.

BUT WE ARE GRATEFUL FOR THE CULTURE THAT HE AND HIS STAFF HAVE ESTABLISHED.

HERE TONIGHT IN COACH MILLER'S PLACE IS HIS OFFENSIVE COORDINATOR, KORY BRUNSON.

THIS IS COACH BRUNSON'S NINTH YEAR IN TEACHING AND COACHING AND HIS THIRD YEAR IN FRISCO ISD.

HE HAS COACHED WITH COACH MILLER ALL NINE YEARS OF HIS CAREER.

HIS JOY IN COACHING IS DERIVED FROM CREATING THE OPPORTUNITY TO DEVELOP

[00:10:04]

ATHLETES WITH SKILLS THAT WILL HELP THEM BE SUCCESSFUL FAR BEYOND THE FIELD OF PLAY.

COACH KORY BRUNSON. [APPLAUSE]

>> THANK YOU, COACH BIRCH, AND THANK YOU EVERYONE FOR HAVING US HERE AND RECOGNIZING THIS SPECIAL TEAM ON BEHALF OF COACH MILLER AND OUR FOOTBALL STAFF, IT WAS A GREAT TEAM TO BE ABLE TO COACH AND HAVE THE OPPORTUNITY TO BUILD A PROGRAM WITH.

WITH EMERSON ONLY BEING THREE YEARS OLD, THEY WERE THE FOUNDATION TO EVERYTHING THAT WE WANT TO HAVE HERE IN THE FUTURE.

AND THEY EXEMPLIFIED THROUGH HARD WORK AND DEDICATION TO SOMETHING GREATER THAN AN INDIVIDUAL, THAT YOU CAN ACCOMPLISH GREAT THINGS.

IN OUR FIRST SEASON AS A JB, THEY WENT UNDEFEATED.

OUR FIRST YEAR AS A VARSITY PROGRAM, WE WENT NINE AND ONE, AND EARNED A SPOT IN THE PLAYOFFS, WHICH MANY TEAMS ARE NOT ABLE TO DO.

THIS PAST YEAR WITH OUR FIRST GROUP OF SENIORS, THEY WERE ABLE TO LEAD US TO A STATE SEMI-FINAL CONTEST.

AGAIN, A PLACE THAT MOST SCHOOLS AROUND HERE AND 99% OF PLAYERS WILL NEVER GET TO SEE AND THEY GOT THAT EXPERIENCE.

THE GROUP HAS BEEN SO AMAZING TO BE ABLE TO COACH.

WE HAVE A SAYING AT EMERSON ON OUR FACILITY WALLS "MAKE PEOPLE SAY GOOD THINGS ABOUT US." THIS GROUP, WITHOUT A DOUBT, EXEMPLIFIES THAT SAYING, BOTH ON AND OFF THE FIELD.

AS A STAFF, WE ARE SO BLESSED TO BE ABLE TO COACH EACH AND EVERY ONE OF THESE INDIVIDUALS.

AND IF YOU'LL PLEASE GIVE THEM ANOTHER ROUND OF APPLAUSE.

[APPLAUSE]

>> THANK YOU. COACH. SO AGAIN, STATE SEMI FINALISTS IN JUST THEIR THIRD YEAR OF EXISTENCE.

CONGRATULATIONS TO YOU GUYS.

[APPLAUSE]

>> SO I HAVE TO SAY THAT THE LITTLE LADY KICKER THAT'S LEAVING OUT RIGHT NOW.

SHE WAS ESPECIALLY IMPRESSIVE TO MY 11-YEAR OLD.

KEEP UP THE GOOD WORK.

[LAUGHTER] BOARD, WE'RE GOING TO MOVE TO AGENDA ITEM 5D, LAWLER MIDDLE SCHOOL SYMPHONY ORCHESTRA AND LONE STAR HIGH SCHOOL WIND SYMPHONY AS THE TEXAS MUSIC EDUCATORS ASSOCIATION '23-'24 HONOR GROUPS. MR. HAZARD.

>> WELL, GOOD EVENING, DR. WALDRIP AND DISTINGUISHED TRUSTEES.

I'D LIKE TO BEGIN TONIGHT BY SAYING THANK YOU AGAIN.

THANK YOU FOR YOUR CONTINUED SUPPORT OF ROBUST AND RELEVANT FINE ARTS PROGRAMS AND WHAT I HAVE COME TO REFER TO AS FIRST GO AMERICA, AS WE DISCUSSED IN DECEMBER.

THERE'S NO PLACE ON EARTH LIKE FRISCO ISD.

AND I WILL TELL YOU THAT THE DISCUSSION SURROUNDING THE COMMUNITY APPROVED VISUAL AND PERFORMING ARTS CENTER LAST MONTH HAS OUR FINE ARTS COMMUNITY VERY EXCITED.

WE APPRECIATE THE VALUABLE FEEDBACK THAT YOU PROVIDED FOR THAT AT THE LAST MEETING AND LOOK FORWARD TO SHARING SOME ADDITIONAL THINGS WITH YOU IN THE VERY NEAR FUTURE.

BUT TONIGHT, HAVE THE OPPORTUNITY TO RECOGNIZE THE BEST OF THE BEST IN OUR SECONDARY MUSIC PROGRAMS HERE IN FRISCO.

WE ARE RECOGNIZING TWO OF OUR OUTSTANDING MUSIC ENSEMBLES THAT WERE NAMED HONOR GROUPS AT THIS SUMMER'S MUSIC CONVENTIONS.

A CULMINATING HONOR THAT IS PART OF THE ANNUAL TEXAS MUSIC EDUCATORS ASSOCIATION CLINIC AND CONVENTION.

THESE ORGANIZATIONS WERE CHOSEN FOR THIS PRESTIGIOUS HONOR THROUGH A COMPETITIVE PROCESS HELD ANNUALLY ACROSS THE STATE, AT DISTRICT, REGION AND AREA LEVEL CONTEST.

THROUGH THE YEARS, PARTICIPATION IN THE HONOR BAND IN HONOR ORCHESTRA PROCESS HAS BEEN ROBUST ACROSS THE STATE TO SAY THE LEAST.

TO ENJOY THE SELECTION OF ONE ENSEMBLE IS A HUGE FEAT.

TWO ENSEMBLES IN ONE YEAR IS ALMOST UNHEARD OF.

THE PROCESS BEGINS WITH THE SUBMISSION OF A RECORDING FROM THE SPRING UIL AND CONCERT SEASON.

THESE RECORDINGS ARE SUBMITTED AND GO THROUGH SEVERAL ROUNDS OF COMPETITIVE LISTENING SESSIONS AT VARIOUS LEVELS TO ARRIVE AT THE STATE LEVEL.

THIS SUMMER, FRISCO ISD HAD, CHECK THIS OUT, SIX TOTAL ENSEMBLES THAT ADVANCED TO THE STATE LEVEL.

CONGRATULATIONS TO THE FOWLER MIDDLE SCHOOL FULL ORCHESTRA, THE LAWLER MIDDLE SCHOOL FULL ORCHESTRA, THE LEBANON TRAIL HIGH SCHOOL FULL ORCHESTRA, THE PIONEER HERITAGE MIDDLE SCHOOL BAND, THE LEBANON TRAIL HIGH SCHOOL BAND, AND THE LONE STAR HIGH SCHOOL BAND.

[00:15:02]

YES, IF YOU'VE BEEN KEEPING TRACK, THIS IS THE LARGEST TURNOUT FRISCO ISD HAS EVER HAD AT THE STATE LEVEL.

FOLLOWING THE STATE ROUND OF COMPETITION, FRISCO ISD HAD TWO ENSEMBLES THAT WERE NAMED AS TMEA HONOR GROUPS.

THESE PROGRAMS WILL BE PERFORMING A ONE HOUR CONCERT FOR THE TMEA MEMBERSHIP, NUMBERING OVER 11,000 MEMBERS AT THEIR ANNUAL STATE CONFERENCE IN SAN ANTONIO NEXT MONTH, FEBRUARY 7TH-10TH.

OUR STUDENTS, AS YOU KNOW, ARE BLESSED TO BE TAUGHT BY THE FINEST MUSIC EDUCATORS IN THE STATE OF TEXAS, AND WE KNOW THAT PREPARATION FOR SUPERIOR PERFORMANCE DOES NOT JUST HAPPEN BY ACCIDENT.

IT'S THE RESULT OF DEDICATED EDUCATORS THAT SPEND HOURS SUPPORTING STUDENTS IN ALL OF THEIR MUSICAL ENDEAVORS.

TONIGHT, WE WANT TO TAKE TIME TO RECOGNIZE THESE TEACHERS AS REPRESENTATIVES OF THEIR PROGRAM.

I'M GOING TO ASK MR. CHANCELLOR TO JOIN ME HERE TO MAKE THE PRESENTATION OF OUR TWO HONOR GROUPS AND THEN I HAVE AN EXCITING ANNOUNCEMENT TO SHARE WITH YOU AT THE END ABOUT A COMMUNITY SEND OFF PERFORMANCE YOU'RE GOING TO WANT TO KNOW ABOUT AS WELL.

BUT MR. CHANCELLOR, PLEASE JOIN US UP HERE.

>> THANK YOU, MR. HAZARD. FIRST, WE'LL START WITH LAWLER MIDDLE SCHOOL.

[APPLAUSE] THE LAWLER MIDDLE SCHOOL SYMPHONY ORCHESTRA IS UNDER THE DIRECTION OF MS. CHRISTINE LALONDE, MR. KEVIN SLUDER, MS. YOUNG PARK, MR. CHRISTIAN HOLZER AND MR. JAY MCKELLAR.

KEITH TOLLESON SERVES AS THE PRINCIPAL.

THE WIND SYMPHONY IS THE TOP PERFORMING BAND ENSEMBLE AT LONE STAR HIGH SCHOOL.

IN DECEMBER OF 2022, THIS ENSEMBLE WAS SELECTED TO PERFORM AT THE PRESTIGIOUS MIDWEST CLINIC IN CHICAGO, ILLINOIS.

ON THE HEELS OF THIS ONCE IN A LIFETIME PERFORMANCE, THE ENSEMBLE RECORDED AND SUBMITTED FOR TMEA HONOR BAND COMPETITION.

AND TONIGHT WE'D LIKE TO RECOGNIZE THESE OUTSTANDING MUSIC EDUCATORS AND SENIOR REPRESENTATIVES FROM THEIR PERFORMING ORGANIZATION.

THEY WILL PERFORM ON FRIDAY, FEBRUARY 9, AT 08:00 P.M. AS PART OF THE CONVENTION AND CONCERT SERIES, AGAIN AT LILA COCKRELL THEATER IN SAN ANTONIO.

[APPLAUSE].

>> ONE FINAL NOTE THIS EVENING.

IN PREPARATION FOR THESE PERFORMANCES, WE WILL BE HAVING A COMMUNITY SENDOFF CONCERT ON SATURDAY, FEBRUARY THE 3RD, HERE IN FRISCO.

ADMISSION IS FREE AND OPEN TO THE PUBLIC, AND WE WANT TO INVITE EVERYONE OUT TO SHARE IN THIS MOMENTOUS OCCASION WITH THE EXCEPTIONAL STUDENT PERFORMERS THAT WE HAVE AT THESE TWO SCHOOLS AND THEIR TEACHERS.

THANK YOU AGAIN FOR EVERYTHING THAT YOU DO TO SUPPORT OUR FINE ARTS PROGRAMS IN FRISCO.

WE'VE GOT AN EXCITING MONTH AHEAD, AND WE'RE VERY MUCH LOOKING FORWARD TO

[00:20:01]

SOME GREAT PERFORMANCES IN REPRESENTING FRISCO ISD AT THE STATE LEVEL.

THANK YOU VERY MUCH. [APPLAUSE]

>> THANK YOU, MR. HAZARD. BOARD, WE'LL MOVE TO AGENDA ITEM NUMBER 6,

[6. Invocation]

INVOCATION, MRS. ARCHAMBAULT.

>> THANK YOU. PLEASE BOW YOUR HEADS. DEAR GOD.

TODAY WE OFFER THANKS FOR OUR FAMILIES AND FRIENDS AND THE BLESSINGS OF FELLOWSHIP AROUND US.

WE ASK THAT YOU ALLOW US TO BE A SOURCE OF HOPE FOR THOSE IN NEED AND A SOURCE OF CONTENTMENT FOR THOSE WHO ARE LONELY.

LET US BE OUTWARD IN SHOWING OUR GRATITUDE FOR THE OPPORTUNITY TO CALL FRISCO ISD HOME.

ALLOW US THE OPPORTUNITY TO INSTILL THE LOVE OF KNOWLEDGE, EXPLORATION, AND INNOVATION INTO THE HEARTS AND MINDS OF OUR STUDENTS AND STAFF.

ALLOW US TO BE OPEN TO THE OPINIONS OF OTHERS AND HELP US TO REMEMBER THAT WE ARE A COMMUNITY OF NEIGHBORS, FAMILIES, AND FRIENDS, FIRST AND FOREMOST, AND THAT THERE IS MUCH MORE THAT CONNECTS US RATHER THAN DIVIDES US.

WE PRAY THAT THE FEELINGS OF LOVE, KINDNESS, AND A WELL DIRECTED YET GENTLE SPIRIT WILL ALWAYS BE REFLECTED IN OUR ACTIONS AS WE LEAD OUR EXCEPTIONAL COMMUNITY FORWARD.

IN YOUR NAME, WE PRAY. AMEN.

>> THANK YOU. BOARD,

[7. Board Report]

WE'LL MOVE TO AGENDA ITEM 7, BOARD REPORT.

DOES ANYONE HAVE ANYTHING AT THIS TIME, MR. HILL?

>> AS MOST PEOPLE KNOW, WE'RE IN ELECTION SEASON, AND SO THERE'S ALREADY SIGNS UP THROUGHOUT OUR COMMUNITY, AND I JUST WANT TO MAKE A QUICK WORD FOR THOSE BOTH HERE AND ONLINE.

JUST REMEMBER TO REGISTER TO VOTE IF YOU HAVE NOT ALREADY DONE SO.

THERE ARE MANY WAYS TO DO SO, INCLUDING THROUGH THE DISTRICT.

THERE ARE SOME DATES LATER IN JANUARY AND IN EARLY FEBRUARY WHERE IF YOU ARE NOT REGISTERED TO VOTE, YOU HAVE THE OPPORTUNITY TO DO SO HERE AT THE ATRIUM.

SPECIFICALLY TUESDAY, JANUARY 23 FROM NOON TO 2:00.

THURSDAY, JANUARY 25 FROM 3:30-5:30.

TUESDAY, JANUARY 30 FROM NOON TO 2:00, AND THURSDAY, FEBRUARY 1 FROM 3:30-5:30.

PLEASE USE THOSE OPPORTUNITIES WHERE YOU CAN.

IT'S VERY IMPORTANT. THANK YOU.

>> THANK YOU. BOARD, I'D ALSO LIKE TO CONGRATULATE SEVERAL OF OUR STUDENTS THAT WERE NAMED THE WINNERS OF THE MLK ORATORY COMPETITION THAT WAS HELD OVER THE WEEKEND.

THE COMPETITION FEATURES FRISCO ISD STUDENTS, AND OUR STUDENTS WALKED AWAY WITH A SIGNIFICANT AMOUNT IN SCHOLARSHIP OPPORTUNITIES FOR THEIR POST HIGH SCHOOL COLLEGE SUCCESS.

I WANTED TO SAY CONGRATULATIONS, AND AGAIN, AND IF THEY ARE WATCHING TREMENDOUS JOB, WE APPRECIATE ALL THAT YOU DO AND HOW YOU REPRESENT FRISCO ISD WHEREVER YOU GO. MR. PONANGI.

>> I JUST WANT TO THANK EVERYONE FOR THE MESSAGES THAT WERE PULLED.

AS MOST OF YOU OR SOME OF YOU MAY BE AWARE, I WAS UNABLE TO ATTEND LAST MEETING IN DECEMBER BECAUSE I LOST MY MOM IN INDIA, AND THEN I HAD TO TRAVEL.

LOT OF MESSAGES FROM ALL OUR FRIENDS AND THE COMMUNITY MEMBERS, I'M VERY THANKFUL TO EACH AND EVERYONE OF YOU.

I'M STILL CATCHING UP ON THE MESSAGES AND THEN I'LL BE RESPONDING VERY SOON, BUT I JUST WANT TO APPRECIATE ALL THE MESSAGES EVERYONE HAVE SHARED WITH ME. THANK YOU.

>> THANK YOU. BOARD, I ALSO WOULD LIKE TO NOTE THAT MRS. ELAD IS NOT WITH US TODAY BECAUSE SHE IS TRAVELING ON BUSINESS.

I WANTED TO MAKE SURE THAT OUR COMMUNITY AND THE DAIS KNOWS THAT SHE IS OUT TODAY DUE TO WORK BUSINESS.

BOARD, WE'LL MOVE TO AGENDA ITEM NUMBER 8,

[8. District Improvement Plan Mid-Year Update]

DISTRICT IMPROVEMENT PLAN MIDYEAR UPDATE. MRS. SMITH.

>> THANK YOU. WE HAVE A SEMESTER BEHIND US NOW.

IF YOU GUYS REMEMBER BACK IN SEPTEMBER WHEN WE ADOPTED THE DISTRICT IMPROVEMENT PLAN ON OUR FOUR MAJOR GOALS, WE HAD A WORKSHOP WHERE WE OUTLINED FOR THE BOARD THE THINGS THAT WE WERE GOING

[00:25:02]

TO DO THIS YEAR TO ATTEMPT TO ACCOMPLISH THOSE GOALS THAT WE HAD SET FORTH IN THE DISTRICT IMPROVEMENT PLAN.

NOW THAT WE'RE HALFWAY THROUGH THE YEAR, WE WANTED TO GIVE YOU GUYS AN UPDATE ON SOME OF THE PROGRESS THAT WE'VE MADE AND SOME OF THE FEEDBACK THAT WE'VE GOTTEN FROM OUR DISTRICT ADVISORY COUNCIL.

THIS IS GOING TO BE A JOINT PRESENTATION.

I'M GOING TO KICK THIS OFF AND WALK YOU THROUGH SOME HIGHLIGHTS AND THEN DIFFERENT MEMBERS OF THE IST ARE GOING TO PRESENT DIFFERENT PIECES AND CHIME IN.

WE'RE ALL PRESENTING FROM UP HERE TONIGHT. MAKE THIS BIG.

SORRY. NO, MAYBE NOT.

JUST AS A REMINDER, THIS IS REALLY THE FIRST YEAR THAT WE HAVE APPROACHED OUR DISTRICT IMPROVEMENT PLAN THIS WAY.

THIS IS SOMETHING WE'VE BEEN WORKING ON FOR THE PAST 3-5 YEARS MIGRATING AWAY FROM THE TRADITIONAL IDEA OF STRATEGIC PLANNING AND MOVING TO THIS ANNUAL CONTINUOUS IMPROVEMENT PROCESS.

THIS IS REALLY THE FIRST YEAR THAT WE ARE COLLECTIVELY, AS A WHOLE DISTRICT, EVERY CAMPUS AND CENTRAL OFFICE STAFF GOING THROUGH THIS CONTINUOUS IMPROVEMENT PROCESS AND DOCUMENTING IT IN THE WAY THAT WE'VE SET UP.

ANYBODY THAT WANTS TO LEARN MORE ABOUT THAT CAN VISIT OUR WEBSITE.

IT'S ALL OUTLINED THERE UNDER STRATEGIC PLANNING.

BUT WE HAVE A PROCESS THAT WE CALL DYNAMIC ORGANIZATIONAL STRATEGY AND IT'S REALLY MADE UP OF THREE KEY PIECES.

THE FIRST IS, WHAT IS OUR ENVISIONED FUTURE, AND THAT COMES THROUGH OUR VISION STATEMENT EMPOWERING STUDENTS TO PURSUE THEIR PASSION AND PURPOSE.

THE SECOND PIECE IS HOW DO WE OPERATIONALIZE THAT VISION, AND THEN HOW DO WE HOLD OURSELVES ACCOUNTABLE TO IT? WHEN WE TALK ABOUT THE DISTRICT IMPROVEMENT PLAN AND THE GOALS THAT WE SET FOR OURSELVES FOR THE YEAR, WE'RE TALKING ABOUT HOW WE OPERATIONALIZE THAT VISION THAT WE'VE SET FORTH THROUGH OUR VISION STATEMENT AND THROUGH THE PRIORITIES THAT THE BOARD ADOPTS.

THEN HOW DO WE HOLD OURSELVES ACCOUNTABLE? AS WE SET THOSE GOALS AND DEVELOP THOSE ACTION PLANS, WE'RE COLLECTING EVIDENCE ALONG THE WAY THROUGHOUT THE YEAR TO BE ABLE TO SHOW THE BOARD AND THE COMMUNITY HOW WE'VE ACCOMPLISHED THOSE GOALS AND HOW WE'RE HOLDING OURSELVES ACCOUNTABLE TO THE WORK THAT WE SAY WE WANT TO DO.

TONIGHT, WE'RE TALKING ABOUT THE ACTION PLANS THAT WE'VE DEVELOPED AND THE PROGRESS THAT WE'VE MADE TOWARDS THOSE GOALS FOR THIS YEAR.

AGAIN, THOSE ARE OUTLINED IN OUR OFFICIAL DISTRICT IMPROVEMENT PLAN, WHICH AGAIN IS ON THE WEBSITE AND SOMETHING THAT YOU GUYS AS A BOARD ARE REQUIRED TO ADOPT EACH YEAR.

BEFORE WE JUMP INTO EACH GOAL AND AN OVERVIEW OF THE THINGS THAT WE'VE ACCOMPLISHED, I JUST WANT TO REMIND YOU VERY QUICKLY HOW WE GOT HERE.

IN THE SPRING LAST YEAR WE CONDUCTED A COMPREHENSIVE NEEDS ASSESSMENT.

THE BOARD WAS PART OF THAT PROCESS WHERE YOU GUYS LISTEN TO FEEDBACK FROM STAFF AND FROM OUR DISTRICT ADVISORY COUNCIL ON THINGS THAT WE SHOULD FOCUS ON FOR THE UPCOMING YEAR.

YOU GUYS ADOPTED FOUR PRIORITIES FOR THE DISTRICT.

THEN WE AS AN IST AND AS DISTRICT STAFF SET GOALS FOR EACH OF THOSE PRIORITIES AND DEVELOPED PLANS AND IMPLEMENTATION STRATEGIES TO MAKE THAT HAPPEN.

IT DOESN'T STOP THERE WITH US DEVELOPING THOSE PLANS.

WE WANT TO MAKE SURE THAT WE'RE GETTING CONTINUOUS FEEDBACK FROM OUR STAKEHOLDERS, BOTH INTERNAL AND EXTERNAL ALONG THE WAY.

WE'VE BEEN WORKING WITH OUR DISTRICT ADVISORY COUNCIL THROUGHOUT THE FALL TO MAKE SURE THAT THEY'RE AWARE OF WHAT WE'RE WORKING ON AND THAT THEY'RE ABLE TO GIVE US FEEDBACK IN REAL TIME BEFORE WE'RE COMPLETELY FINISHED WITH WHAT WE'RE DOING, SO THAT WE CAN MAKE ADJUSTMENTS AS NEEDED.

WHAT WE'RE GOING TO DO IS WE'RE GOING TO GO THROUGH EACH ONE OF OUR FOUR GOALS.

YOU'RE GOING TO HEAR FROM DIFFERENT IST MEMBERS ABOUT JUST A REMINDER OF WHAT THE GOAL IS, AND ABOUT SOME OF THE HIGHLIGHTS OF THINGS THAT WE'VE ACCOMPLISHED DURING THE YEAR.

THERE'S A LOT OF INFORMATION ON THESE SLIDES AND WE'RE NOT GOING TO READ ALL OF THEM TO YOU BUT THIS WILL BE POSTED ON OUR WEBSITE AFTER TONIGHT SO THAT ANYBODY CAN GO BACK AND LOOK THROUGH IT IN MORE DEPTH IF THEY WANT TO.

WITH THAT, I'M GOING TO TURN IT OVER TO MANDY.

>> THE BOARD ADOPTED A PRIORITY THAT COMMUNICATIONS TO OUR STAKEHOLDERS BE STRATEGIC AND COHESIVE AMONG THE DISTRICT AND CAMPUSES.

THE PRIORITY LED US TO CREATE A GOAL OF ENSURING OUR PRACTICES THROUGHOUT THE DISTRICT WERE CONSISTENT AND WERE CLARIFIED IN OUR COMMUNICATION [NOISE] EFFORTS WITH OUR COMMUNITIES.

TO ACCOMPLISH THIS GOAL, WE ARE WORKING TOWARDS PROVIDING OUR CAMPUSES COMMUNICATIONS BEST PRACTICES, AS WELL AS REGULAR CHECKPOINTS TO ENSURE THAT THE WORK WE ARE DOING TO ACCOMPLISH THIS GOAL IS BEING MET, AND ALSO GIVE OUR CAMPUSES AND DISTRICT ADMINISTRATORS THE DEDICATED TIME TO ASK QUESTIONS AS NEEDED.

ON THE NEXT SLIDE, YOU'LL NOTE THAT ALL DEPARTMENTS HAVE SOMETHING THEY ARE WORKING TOWARDS ACCOMPLISHING THIS GOAL AND NEARLY ALL OF OUR GOALS THAT WE ARE WORKING ON THIS SCHOOL YEAR.

A COUPLE HIGHLIGHTS OF OUR WORK TOWARDS ACCOMPLISHING THIS GOAL DURING THE FIRST SEMESTER INCLUDE CREATING

[00:30:03]

HIGH SCHOOL FRESHMAN PARENT INFORMATION SESSIONS TO ADDRESS THE TRANSITION A STUDENT GOES THROUGH FROM MIDDLE SCHOOL TO HIGH SCHOOL AND WHAT THAT MEANS TO BE A HIGH SCHOOL STUDENT.

THEY'RE ALSO WORKING ON A 5TH-6TH GRADE TRANSITION TOO.

AS WELL AS DEVELOPING PROFESSIONAL LEARNING OPPORTUNITIES FOR CAMPUSES AND DISTRICT ADMINISTRATORS TO LEARN ABOUT THE LATEST AND GREATEST COMMUNICATIONS TECHNIQUES THAT GET INFORMATION TO THEIR PARENTS AND COMMUNITIES AND A QUICK YET STRATEGIC FASHION.

SEVERAL OF OUR DEPARTMENTS HAVE INCREASED THEIR PARENT ENGAGEMENT AND THEIR PARENT ENGAGEMENT RESOURCES BASED OFF OF PARENT FEEDBACK FROM PREVIOUS PARENT INFORMATION SESSIONS, AS WELL AS JUST FEEDBACK FROM THIS YEAR.

THERE'S A LOT MORE THAT YOU CAN LOOK AT THROUGH THAT AND WE'LL LOOK FORWARD TO UPDATING THAT LATER THIS SCHOOL YEAR.

>> LIKE MANDY MENTIONED EVERY DEPARTMENT AND REALLY EVERY CAMPUS PLAY SOME KIND OF A ROLE IN ACCOMPLISHING EACH OF THESE GOALS.

WE DON'T WANT TO READ YOU ALL OF THIS, BUT THERE IS INFORMATION FROM EVERY DEPARTMENT ON THIS SLIDE AND THROUGHOUT THE PRESENTATION ON THINGS THAT THEY'VE WORKED ON THROUGHOUT THE YEAR.

LIKE I MENTIONED BEFORE, WE'RE ALSO GETTING FEEDBACK FROM THE DAC.

WE MET WITH THEM A FEW TIMES DURING THE FALL.

EACH GOAL WAS ASSIGNED TO A DAC COMMITTEE.

THIS GOAL WAS ASSIGNED TO OUR POSITIVE CULTURE COMMITTEE.

WHILE IT'S LISTED IN THE LEARNING ORGANIZATION FUTURE READY FOCUS AREA, WE DON'T HAVE A LEARNING ORGANIZATION TO THAT COMMITTEE.

WE NEEDED TO ASSIGN IT TO A GROUP AND WE FELT LIKE POSITIVE CULTURE WAS THE COMMITTEE THAT IT FIT WITH BEST.

WHAT WE DID WAS WE WENT OVER THE PROGRESS THAT WE'VE MADE, THE PLANS THAT WE HAVE IN PLACE, AND WE SOUGHT FEEDBACK FROM THEM ON A COUPLE OF DIFFERENT THINGS.

ONE, WHAT DO THEY THINK IS BENEFICIAL ABOUT THE THINGS THAT WE'RE DOING? WHERE DID THEY MAYBE SEE SOME OPPORTUNITIES FOR US TO ADJUST OUR PLANS MID YEAR? THEN, WHAT EVIDENCE WOULD THEY WANT US TO BE ABLE TO COMMUNICATE AT THE END OF THE YEAR ON THE PROGRESS TOWARDS THIS GOAL? I'VE PUT A COUPLE OF HIGHLIGHTS OF THAT COMMITTEE'S FEEDBACK ON OUR COMMUNICATIONS GOAL.

IN GENERAL, THIS COMMITTEE BELIEVES THAT THERE IS CLARITY AND CONSISTENCY IN THE DISTRICT'S COMMUNICATION EXPECTATIONS ACROSS THE DISTRICT AND BETWEEN CAMPUSES.

COMMITTEE MEMBERS POINTED OUT THAT THE TRANSITION FROM ONE SCHOOL TO ANOTHER, IF THEY MOVE SCHOOLS, OR IF THEY ADVANCE UP A GRADE LEVEL, HAS BEEN FAIRLY SMOOTH AND CONSISTENT.

THE COMMITTEE DID EXPRESS SOME CONCERNS ABOUT INFORMATION OVERLOAD.

WE'RE VERY INFORMATION RICH DISTRICT.

THERE'S A WHOLE LOT OF THINGS THAT YOU CAN KNOW, AND THERE WERE A LOT OF QUESTIONS ABOUT HOW ENGAGED PARENTS AND FAMILIES ARE WITH THE INFORMATION THAT'S OUT THERE.

YOU CAN PUT IT OUT, BUT YOU CAN'T ALWAYS FORCE PEOPLE TO READ IT OR TO ABSORB IT.

THAT WAS THE MAIN FEEDBACK FROM THIS COMMITTEE.

THE NEXT GOAL RELATES TO DIFFERENTIATED INSTRUCTION AND ASSESSMENT, AND I'LL TURN IT OVER TO DR. FURY.

>> DIFFERENTIATED INSTRUCTION AND ASSESSMENT.

WE'VE BEEN DOING SOME SIGNIFICANT WORK ON THIS WITH OUR CAMPUSES, AMONG ALL THE OTHER DEPARTMENTS WITHIN THE DISTRICTS.

SO EXCITED TO REPORT OUT ON THIS TODAY.

THIS IS TIED TO THE BOARD PRIORITY THAT YOU SEE UP THERE, WHICH IS REALLY FOCUSED ON STUDENT AGENCY SO THAT STUDENTS CAN ACCESS DIFFERENTIATED MEANINGFUL AND RELEVANT OPPORTUNITIES FOR GROWTH.

WHEN YOU SEE THE GOAL CONNECTION HERE, YOU SEE THAT IT'S REALLY FOCUSED ON CENTRAL OFFICE, DEVELOPING THOSE SYSTEMS OF SUPPORT TO ENSURE THAT EDUCATORS CAN CONSISTENTLY PROVIDE CHALLENGING, RELEVANT, AND STUDENT CENTERED AND LEARNING EXPERIENCES.

OVER TO THE RIGHT, YOU SEE THE DIFFERENT TYPES OF STRATEGIES THAT WE'RE USING TO ACCOMPLISH THESE EXPECTATIONS.

JUST MAKING SURE THAT WE'RE BEING VERY CLEAR ON WHAT THE DISTRICT LEVEL EXPECTATIONS ARE FOR THAT INSTRUCTIONAL DESIGN, AS WELL AS LOOKING AT OUR RESOURCES AND HOW DOES THAT ALIGN TO THE EXPECTATIONS, AND THEN MAKE SURE THAT WE ARE PROVIDING THAT PROFESSIONAL LEARNING TO SUPPORT THE IMPLEMENTATION OF THOSE RESOURCES.

THE THIRD BULLET HERE YOU SEE CENTRAL OFFICE SUPPORT.

UNDERNEATH THAT YOU SEE ENHANCED CENTRAL OFFICE SUPPORT FOR OUR MTSS PROCESS.

WHAT THAT IS, IS OUR MULTI TIERED SYSTEMS OF SUPPORT WITH OUR INTERVENTIONS FOR OUR STUDENTS.

WE'VE NOTICED THAT'S AN AREA THAT WE NEED TO SPECIFICALLY WORK ON AS WELL CENTRALLY TO SUPPORT OUR CAMPUSES.

ON THE NEXT SLIDE, YOU SEE A LONG LIST OF THINGS THAT WE HAVE ALREADY STARTED WORKING TOWARDS.

IT WAS HARD TO PICK A COUPLE TO HIGHLIGHT, BUT I THINK THAT ONE THAT I WOULD REALLY LIKE TO SHARE WITH

[00:35:01]

YOU IS JUST THE WORK OF THE PROFESSIONAL LEARNING EFFORTS.

THERE WAS A REPORT THAT I SHARED WITH YOU ALL IN HOME BASE ON NOVEMBER 17TH, AND IT REALLY LINES OUT THE WORK THAT THE PROFESSIONAL LEARNING DEPARTMENT HAS DONE TO REALLY WORK TOWARDS THAT RETENTION AND SUPPORT OF STAFF.

IT IS NOT JUST ONE SINGLE PROJECT.

THEY HAVE REALLY WORKED ON SYSTEM WIDE SUPPORTING WITH PERSONALIZED SUPPORT AND THEN TAILORED PROFESSIONAL LEARNING EXPERIENCES.

AN EXAMPLE OF THAT IS THE HELLO LEARNING KITS THAT I SHARED WITH YOU AT THE BOARD WORKSHOP WHEN WE INTRODUCED THIS, AND I DO HAVE SOME EXCITING NUMBERS ON THIS AND THAT WE'VE HAD OVER ALMOST 70 REQUESTS TO UTILIZE THOSE RESOURCES, 32 CAMPUSES WERE PART OF THOSE REQUESTS, AS WELL AS SIX DEPARTMENTS, AND SO WHEN YOU LOOK AT THE IMPACT SO FAR, OVER 1,500 TEACHERS AND STAFF HAVE BEEN IMPACTED WITH THAT RESOURCE.

THAT'S TELLING US THAT THIS WAS DEFINITELY A HOLE THAT WE NEEDED TO FILL AND THAT WE'RE FILLING IT.

WE WANT TO CONTINUE TO BUILD ON THAT MOMENTUM.

>> AGAIN, WE SOUGHT FEEDBACK FROM ONE OF OUR DAC COMMITTEES ABOUT THE PROGRESS TOWARDS THE SCHOOL.

WE DO HAVE A DIFFERENTIATED INSTRUCTION AND ASSESSMENT COMMITTEE.

THEY LOOKED AT THE THINGS THAT OUR TEACHING AND LEARNING DEPARTMENT SPECIFICALLY HAVE BEEN DOING IN ORDER TO ACCOMPLISH THE SCHOOL.

OVERALL THE COMMITTEE APPRECIATES THAT INSTRUCTION IS DESIGNED TO GIVE STUDENTS MULTIPLE LEVELS OF SUPPORT AND RESOURCES.

THEY ALSO TALKED ABOUT HOW THEY APPRECIATE THAT TEACHERS WERE DIFFERENTIATING PROFESSIONAL LEARNING FOR TEACHERS TO HELP THEM DIFFERENTIATE LEARNING FOR STUDENTS.

THEY FELT LIKE THAT WAS VERY IMPORTANT.

HOWEVER, THE COMMITTEE WORRIED ABOUT AN OVERABUNDANCE OF RESOURCES FOR TEACHERS AND THAT WAS FEEDBACK THAT OUR TEACHING AND LEARNING DEPARTMENT TOOK BACK AND IS WORKING WITH.

THE COMMITTEE ALSO WORRIES ABOUT THE ABILITY TO IMPLEMENT DIFFERENTIATED INSTRUCTION FOR ALL STUDENTS DISTRICT WIDE WITH FIDELITY.

ONE OF THE THINGS THAT THAT GROUP TALKED ABOUT WAS HOW CAN YOU POSSIBLY DO THIS 100% OF THE TIME IN EVERY CLASSROOM, IN EVERY SUBJECT AREA, AND HOW THIS IS SOMETHING THAT'S AN ONGOING EFFORT.

WE'RE NOT GOING TO REACH THAT FIDELITY MARK WITHIN ONE YEAR.

IT'S AN ONGOING PRIORITY FOR US AS A DISTRICT.

SO THAT WAS WHAT THIS COMMITTEE TALKED ABOUT.

THE NEXT GOAL RELATES TO STUDENT BEHAVIOR.

I'M GOING TO TURN IT OVER TO AARON.

>> THANK YOU. FOR OUR STUDENT BEHAVIOR GOAL, THE BOARD PRIORITY WAS THAT FISD STAFF WILL BE EQUIPPED TO ENSURE STUDENT BEHAVIOR DOES NOT INTERFERE WITH THE LEARNING ENVIRONMENT.

BECAUSE WE ALL KNOW THAT THE BEHAVIOR HAS TO BE THERE FIRST BEFORE STUDENTS CAN LEARN WHAT THEY NEED TO LEARN IN THE CLASSROOM.

THE GOAL WAS THAT CAMPUS BASED STAFF WILL EQUITABLY APPLY POSITIVE BEHAVIOR INTERVENTIONS AND THE STUDENT CODE OF CONDUCT TO REDUCE NEGATIVE STUDENT BEHAVIORS AND POSITIVELY IMPACT THE LEARNING ENVIRONMENT.

IF YOU LOOK ON THE RIGHT, WHAT THAT MEANS IS A LOT OF TRAINING, SO A LOT OF TRAINING WAS DEVELOPED AND RESOURCES, AND THEN CENTRAL OFFICE STAFF REALLY SUPPORTING AND MAKING SURE THAT WE'RE BUILDING THE CAPACITY IN THE CAMPUSES TO BE ABLE TO DEAL WITH STUDENT BEHAVIOR.

ON THE NEXT SLIDE, THIS IS WHAT'S REALLY BEEN EXCITING THAT WE HAVE ALL OF THESE DEPARTMENTS THAT HAVE COME TOGETHER FOR A COMMON GOAL.

WHAT WE FOUND IS THAT IT'S BEEN VERY POWERFUL TO TEAM UP WITH ALL OF THE DEPARTMENTS WITH TEACHING AND LEARNING, WITH LEADERSHIP, WITH EVERYONE.

BECAUSE WE ALL KNOW HOW IMPORTANT IT IS TO GET A HOLD ON STUDENT BEHAVIOR.

WE HAVE INSTRUCTIONAL COACHES THAT ARE BUILDING THE CAPACITY OF TEACHERS [NOISE] ON CAMPUSES TO SUPPORT THEM IN TIER ONE BEHAVIORS.

TECHNOLOGY HAS DEVELOPED DASHBOARDS SO THAT THE CAMPUSES CAN LOOK AT THEIR DISCIPLINE DATA IN REAL TIME.

AND THEN STUDENT SERVICES, SPECIAL EDUCATION AND LEADERSHIP ARE OFFERING ONGOING TARGETED TRAININGS FOR PRINCIPALS, ASSISTANT PRINCIPALS, INSTRUCTIONAL COACHES, AND TEACHERS.

BY THE END OF THE SCHOOL YEAR, STUDENT SERVICES WILL HAVE OFFERED 50 SEPARATE TRAININGS FOR CAMPUS BASED STAFF, AND THAT DOESN'T INCLUDE WHAT WE DO AT PRINCIPALS MEETINGS, AT ASSISTANT PRINCIPALS MEETINGS, OR WHAT SPECIAL EDUCATION HAS DONE AS WELL TO TRAIN TEACHERS.

SO IT'S BEEN VERY POSITIVE AND IT'S BEEN A LOT OF COLLABORATION.

>> ONCE AGAIN, WE ASKED THE DAC FOR FEEDBACK.

WE HAVE A BASIC CONDITIONS FOR LEARNING COMMITTEE THAT WE ASSIGNED THIS GOAL TO.

THE REASON WE PICKED THAT COMMITTEE IS BECAUSE THAT COMMITTEE LAST YEAR IS ONE OF THE ONES THAT HELPED US COME UP WITH THIS PRIORITY.

THEY MADE THE RECOMMENDATION FOR US TO TAKE A LOOK AT A COORDINATED SUPPORT FOR STUDENT BEHAVIOR.

[00:40:05]

THAT COMMITTEE THIS YEAR, AFTER THEY HEARD ABOUT ALL THE PROGRESS THAT WE'VE MADE, TALKED A LOT ABOUT HOW POSITIVELY THEY VIEW RELATIONSHIP CENTERED LEARNING AND POSITIVE BEHAVIOR INTERVENTION SYSTEMS OR PBIS.

THERE WAS SOME CONCERN OVER SOME OF THE EXTREME BEHAVIORS THAT TEACHERS ARE DEALING WITH.

THAT WAS A LOT OF THE DISCUSSION THAT HAPPENED IN THE COMMITTEE.

OVER THE COURSE OF THIS FALL, BOTH THE PARENT STAKEHOLDERS AND THE STAFF STAKEHOLDERS ON THAT COMMITTEE REALLY WANTED TO MAKE SURE THAT THERE IS SOLID SUPPORT IN PLACE FOR WHAT WE CALL TIER 3 BEHAVIORS.

WELL, EVERY COMMITTEE SUGGESTED DIFFERENT DATA POINTS THAT WE COULD USE TO REPORT OUT ON THESE.

IN OUR DISTRICT ACCOUNTABILITY REPORT, ONCE THIS YEAR IS OVER, THIS COMMITTEE REALLY FOCUSED ON LONGITUDINAL DATA ON BEHAVIOR TRENDS, LONG TERM BEHAVIOR DATA THAT THEY WOULD LIKE TO SEE US CONTINUALLY LOOK AT AND UPDATE LONGER TERM THAN JUST OVER THE LAST YEAR SO THAT THEY CAN SEE THE PROGRESS TOWARDS FISCAL.

LAST BUT NOT LEAST, OUR GOAL RELATED TO RECRUITMENT AND RETENTION AND EMPLOYEE ENGAGEMENT AND DR. CUNNINGHAM IS GOING TO TAKE THAT ONE FOR US.

>> GLAD YOU DIDN'T CALL ME LEAST SMITH. THANK YOU.

YOU ALL KNOW THE BOARD PRIORITY THAT YOU ADOPTED.

I KNOW YOU'VE DONE THIS.

WE DID THIS FOR YOU BACK IN AUGUST, SO IT'S BEEN A LITTLE BIT.

BUT REFRESH YOUR MEMORY ON THE GOAL THAT WE DEVELOPED BEHIND YOUR PRIORITY WAS THAT WE, AS DISTRICT LEADERSHIP, WOULD FOSTER EMPLOYEE ENGAGEMENT, RETENTION, AND RECOGNITION BY DOING SEVERAL DIFFERENT THINGS.

YOU SEE THE GROUP OF STRATEGIES ON THE RIGHT.

ENHANCING COMMUNICATION CHANNELS, ENHANCING EMPLOYEE BENEFITS THAT SUPPORT WORK LIFE BALANCE.

INCREASING OPPORTUNITIES ARE RECOGNIZED AND CELEBRATE THE ACHIEVEMENT OF OUR STAFF.

WE'VE GOT SOME FANTASTIC STAFF.

WE GET A CHANCE TO HONOR THE STUDENTS NEARLY EVERY BOARD MEETING BEHIND THAT, WE KNOW OUR PARENTS ARE A GREAT SUPPORT, BUT OUR STAFF DOES A TREMENDOUS JOB BEHIND THE SCENES, MAKING CERTAIN THAT OUR STUDENTS HAVE ALL THESE AMAZING OPPORTUNITIES.

THEN LASTLY, THEY'RE EXPANDING OPPORTUNITIES FOR PROFESSIONAL GROWTH AND CAREER DEVELOPMENT, BOTH INSIDE AND OUTSIDE OF THEIR CURRENT ROLE.

ON THE NEXT SLIDE, THERE'S A LOT OF STUFF ON THIS ALL WORDS.

LET ME SYNTHESIZE IT FOR YOU A LITTLE BIT.

THESE ARE PROGRESS MEASURES THAT WE'VE MADE AS A RESULT OF THE STRATEGIES THAT HAVE BEEN PUT IN PLACE.

WE'RE JUST AT THE SEMESTER INTO THIS, WE'RE STILL COLLECTING EVIDENCE.

IT'S BEEN GREAT TO SEE WHAT OTHER FOLKS ARE DOING ACROSS THE DISTRICT.

BUT REALLY, IF YOU SUMMARIZE THIS, WE'VE GOT LOTS OF DIFFERENT TYPES OF SUPPORT FOR OUR AMAZING EDUCATORS.

WE'VE GOT EFFICIENCY IN THAT SUPPORT.

WE'RE WORKING TOWARDS TEACHERS NOT HAVING TO CALL 14 DIFFERENT PEOPLE TO GET SOMETHING OUT OF WHAT THEY NEED.

THIS IS ABOUT EFFICIENCY AND STREAMLINING RESPONSIVENESS AS QUICKLY AS WE CAN, GETTING OUR EDUCATORS THE SUPPORT THEY NEED AND PROFESSIONAL GROWTH.

JUST TO HIT A FEW HIGHLIGHTS HERE, OUR HUMAN RESOURCES DEPARTMENT HOSTED A CAREER EXPO TO ENSURE THAT OUR STAFF KNOWS THAT THERE ARE A VARIETY OF CAREER PATHS AND PROFESSIONAL GROWTH OPPORTUNITIES.

BOTH IN THE ROLE THAT THEY'RE AT RIGHT NOW, BUT POSSIBLE OTHER ROLES WITHIN FRISCO ISD BECAUSE WE WANT THEM HERE.

WE WANT TO MAKE SURE THAT THEY HAVE OPPORTUNITIES FOR GROWTH.

OUR BUSINESS OFFICE, THEY'VE CREATED A FANTASTIC SPACE IN WORKVIVO THAT OUR CAMPUS STAFF CAN GO AND CHECK FOR INFORMATION, DETAILS, DOCUMENTS, ASK QUESTIONS, GET ANSWERS.

IT MAKES LIFE SO MUCH EASIER FOR SUPPORT STAFF, OUR CAMPUSES, OUR MAINTENANCE OPERATIONS DEPARTMENT, WHICH HAVE DONE A FANTASTIC JOB THESE LAST COUPLE OF DAYS, JUST SO YOU KNOW, THEY ARE IMPLEMENTING A NEW HELP DESK SYSTEM, AGAIN, THAT'S ALL ABOUT EFFICIENCY AND SUPPORT FOR OUR CAMPUS STAFFS.

THEN OUR TECHNOLOGY DEPARTMENT, OUR DIGITAL LEARNING COACHES HAVE BEEN WORKING FOR THE PAST YEAR AND A HALF OR SO WITH OUR INSTRUCTIONAL COACHES AND OUR LANGUAGE COACHES TO AGAIN, STREAMLINE AND STRENGTHEN THE SUPPORT THAT OUR TEACHERS HAVE SO THEY CAN THEN MEET THE NEEDS OF OUR STUDENTS.

IT'S BEEN REALLY FASCINATING TO SEE HOW OUR FOLKS ARE DOING IN RESPONSE TO THE PRIORITY YOU ALL SET, AND THE GOALS THAT WE'VE SET BEHIND IT.

WE DO APPRECIATE AS AN IST, WE APPRECIATE YOUR SUPPORT.

AS KIM SAID, THIS IS OUR FIRST YEAR DOING THIS.

WE'VE HAD A LOT OF FRUIT THAT'S BEEN DEVELOPED, AND CAN'T WAIT TO SEE WHAT HAPPENS AS WE GET IN THE SECOND SEMESTER.

>> THIS PRIORITY, OR THIS GOAL, WAS NOT ASSIGNED TO A DAC COMMITTEE FOR FEEDBACK BECAUSE IT IS REALLY JUST ABOUT INTERNAL COMMUNICATIONS AND OPPORTUNITIES FOR GROWTH FOR OUR STAFF.

THE DAC IS MADE UP OF EXTERNAL STAKEHOLDERS.

IN ADDITION TO STAFF, WE'RE COLLECTING FEEDBACK IN A LITTLE BIT OF A DIFFERENT WAY.

EACH IST MEMBER IS VISITING CAMPUSES AND HOLDING WHAT WE'RE CALLING REFLECTOR GROUPS, FOCUS GROUPS OF STAFF ON CAMPUSES TO HEAR ABOUT THE PROGRESS THAT WE'VE MADE.

[00:45:05]

BY THE MIDDLE OF THIS SPRING SEMESTER, WE WILL HAVE VISITED ALL 77 CAMPUSES, EACH TAKING A HANDFUL OF THEM AND HAVING THE REFLECTOR GROUPS AND GATHERING THAT FEEDBACK THAT WAY.

MORE INFORMATION TO COME ON STAFF'S PERCEPTION OF THE PROGRESS THAT WE'VE MADE AND SUGGESTIONS THAT THEY MAY HAVE FOR OUR NEEDS ASSESSMENT PROCESS FOR NEXT YEAR.

BUT THAT'S HOW WE'RE GATHERING FEEDBACK ON THE SCHOOL.

AS PART OF OUR CONTINUOUS IMPROVEMENT PROCESS, WE HAVE DEVELOPED SIGNALS, A GROUP OF SIGNALS JUST TO SIGNIFY THE PROGRESS THAT WE'RE MAKING AND THE WORK THAT WE'RE DOING.

IF YOU GUYS REMEMBER, WHEN WE ADOPTED THE DISTRICT IMPROVEMENT PLAN IN THE FALL IN SEPTEMBER, WE LISTED THINGS AS EITHER MAJOR CHANGES OR MINOR CHANGES ON OUR PLAN.

YOU CAN SEE THOSE HERE.

THE YELLOW SQUARES ARE MINOR CHANGES, THE RED SQUARES ARE MAJOR CHANGES.

JUST TO REFRESH YOUR MEMORY, MINOR CHANGES ARE GENERALLY THINGS THAT WE'RE LOOKING AT ON A YEAR BY YEAR BASIS.

THINGS THAT DON'T REQUIRE HUGELY SIGNIFICANT INVESTMENT OF RESOURCES.

AND WHEN I SAY RESOURCES, I MEAN TIME AND ENERGY IN ADDITION TO SUPPLIES OR MONEY, MOSTLY TIME AND ENERGY.

MAJOR CHANGES ARE THINGS THAT WE EXPECT TO TAKE LONGER THAN A YEAR.

WE'RE FOCUSING ON THEM ONE YEAR AT A TIME, BUT THEY REQUIRE A SIGNIFICANT AMOUNT OF RESOURCES IN ORDER TO HELP US REACH OUR GOAL.

WE EXPECT THAT THEY MAY TAKE LONGER THAN A YEAR.

AS WE'RE MOVING THROUGH THE YEAR, WE WANT TO MAKE SURE THAT WE SIGNAL OUTWARDLY THE PROGRESS THAT WE'VE MADE.

THERE ARE, I THINK, FIVE DIFFERENT SIGNALS THAT WE USE.

ONE IS ON TRACK, MEANING OUR IMPLEMENTATION PLAN IS ON TRACK.

THE FEEDBACK WE'VE GOTTEN SAYS WE'RE MOVING IN THE RIGHT DIRECTION.

WE'RE GOING TO KEEP ON DOING WHAT WE'RE DOING TO HELP US ACCOMPLISH THE GOAL.

THE NEXT ONE IS ADJUSTMENTS BEING MADE OR ADJUSTMENTS TAKING PLACE.

THAT JUST MEANS WE'RE STILL ON TRACK, BUT WE'VE GOTTEN SOME FEEDBACK THAT'S HELPING US ADJUST THE IMPLEMENTATION STRATEGIES.

WE'RE MAKING SOME ADJUSTMENTS MAYBE FOR THE SECOND SEMESTER OR LONGER TERM.

OTHER SIGNALS THAT WE COULD PUT ON HERE THAT WE DON'T HAVE ON HERE ARE SUPPORT REQUIRED, MEANING THAT THERE'S SUPPORT NEEDED EITHER FROM THE SCHOOL BOARD OR INTERNAL STAKEHOLDERS OR EXTERNAL STAKEHOLDER HOLDERS, IN ORDER FOR US TO GET BACK ON TRACK AND ACCOMPLISH OUR GOALS.

WE DON'T HAVE ANY GOALS THAT WE'VE LISTED AS SUPPORT REQUIRED.

ANOTHER OPTION FOR SIGNALING IS CRISIS, MEANING WE'VE HAD TO PUT THIS GOAL ASIDE TO FOCUS ON SOMETHING ELSE.

COVID WOULD HAVE BEEN ONE OF THOSE REASONS.

WE DON'T HAVE ANYTHING NO CRISIS THIS YEAR THAT WE'VE HAD TO PUT GOALS ON HOLD FOR THE EFFECT ACHIEVED OR WE'VE ACCOMPLISHED WHAT WE WANTED TO ACCOMPLISH AND WE CAN MOVE ON TO SOMETHING ELSE NOW.

THOSE ARE OUR SIGNALS.

WE HAVE THIS MID YEAR SIGNAL, AND THEN WHEN WE PRODUCE OUR DISTRICT ACCOUNTABILITY REPORT OVER THE SUMMER, WE'LL BE ABLE TO LOOK BACK AND SIGNAL.

IF THIS IS A GOAL THAT WE'RE CARRYING FORWARD, ARE WE ON TRACK OR MAKING ADJUSTMENTS OR DID WE ACHIEVE THE EFFECT THAT WE WANTED TO ACHIEVE? EACH CAMPUS IS ALSO DOING THE SAME PROCESS WITH THEIR CAMPUS IMPROVEMENT PLAN.

WHEN YOU GUYS ADOPTED THE DISTRICT IMPROVEMENT PLAN, YOU ALSO APPROVED ALL OF THE CAMPUS IMPROVEMENT PLANS.

THEY'VE ALL GONE THROUGH THE SAME SIGNALING PROCESS.

THEY TOLD US WHERE THEY'RE AT, WHAT PROGRESS THEY'RE MAKING, AND THEY'VE SIGNALED ONE OF THOSE SIGNALS THAT I JUST EXPLAINED TO YOU.

EACH OF THESE IS A LIVE LINK THAT YOU CAN GO IN AND LOOK AT THE CAMPUS, GET A REMINDER OF WHAT THAT CAMPUS GOALS WERE, WHETHER IT WAS A MAJOR CHANGE OR A MINOR CHANGE THAT THEY WERE WORKING ON, WHETHER THEY ARE ON TRACK OR MAKING ADJUSTMENTS, AND SO ON AND SO FORTH MIDWAY THROUGH THE YEAR.

AGAIN, EACH CAMPUS WILL ALSO PUBLISH THEIR CAMPUS ACCOUNTABILITY REPORT OVER THE SUMMER, JUST LIKE WE'LL PUBLISH A DISTRICT ACCOUNTABILITY REPORT.

LIKE I SAID, THIS WILL BE UP ON THE WEBSITE FOR PEOPLE TO LOOK AT AFTER TONIGHT.

THE LAST THING THAT I WANT TO LEAVE YOU WITH IS JUST A REMINDER OF OUR STRATEGIC PLANNING TIMELINE NOW THAT WE ARE IN THIS CYCLE OF CONTINUOUS IMPROVEMENT, WHILE WE ARE STILL WORKING THROUGH THIS YEAR'S ACTION PLANS AND STILL WORKING TOWARDS THIS YEAR'S GOALS AND UPDATING OUR PROGRESS ON THOSE.

WE ARE ABOUT TO START WITHIN THE NEXT MONTH OR SO, OUR NEEDS ASSESSMENT PROCESS FOR NEXT SCHOOL YEAR.

IT'S AN ONGOING CYCLE.

WE WILL BE MEETING CAMPUSES.

WE WILL BE HEARING FROM OUR DISTRICT ADVISORY COUNCIL OVER THE NEXT FEW MONTHS ABOUT OPPORTUNITIES FOR FOCUS AND IMPROVEMENT OVER THE NEXT YEAR.

[00:50:03]

THEN THE BOARD WILL HAVE ANOTHER STRATEGIC PLANNING WORKSHOP IN THE SPRING WHERE YOU GUYS CAN HEAR THAT NEEDS ASSESSMENT.

HEAR WHAT OUR COMMUNITY IS TELLING US THROUGH THAT FEEDBACK.

AND LOOK AT THE BOARD PRIORITIES.

ADOPT A NEW SET OF BOARD PRIORITIES, AND THEN WE'LL SET GOALS BASED ON THE NEXT ROUND OF BOARD PRIORITIES.

IT'S JUST AN EVER EVOLVING CYCLE.

THAT'S THE END OF OUR PRESENTATION.

>> THANK YOU SO MUCH, MRS. SMITH, BOARD, DO YOU HAVE ANY QUESTIONS OR COMMENTS AT THIS TIME? IF THERE ARE NONE, THANK YOU SO MUCH.

I KNOW THAT THERE WAS A GREAT DEAL OF WORK THAT WAS PUT INTO NOT ONLY THAT PRESENTATION, BUT ENSURING THAT ALL 77 CAMPUSES, INCLUDING OUR LEADERSHIP TEAM, ARE ALL ON BOARD WITH THIS.

I KNOW THAT IT TOOK A LOT.

WE APPRECIATE YOU. THANK YOU SO MUCH.

WORK WILL MOVE TO AGENDA ITEM 9.

[9. Communication to and from the Board including public comments]

COMMUNICATION TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS. MRS. ARCHAMBAULT.

>> WE NOW MOVE TO THE PUBLIC COMMENT SESSION OF OUR AGENDA.

THE BOARD WELCOMES COMMENTS REGARDING AGENDA ITEMS FROM INDIVIDUALS WHO HAVE COMPLETED PUBLIC COMMENT FORMS THIS EVENING, WHICH ARE ACCEPTED UNTIL THE BEGINNING OF THE OPEN MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.

PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENT IS ON AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTER AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER AND NOT THE DISTRICT.

DURING THE PUBLIC COMMENT PERIOD, COMMENTS SHOULD BE DIRECTED TO THE BOARD OF TRUSTEES ONLY, NO OTHER ATTENDEES AND ONLY MADE ONCE YOU HAVE BEEN CALLED UPON TO SPEAK.

TO ENSURE THAT ALL SPEAKERS ARE TREATED EQUALLY AND HAVE THE SAME AMOUNT OF TIME, THE PODIUM MICROPHONE WILL BE TURNED OFF AT THE CONCLUSION OF THE TIME FOR EVERY SPEAKER.

PLEASE KEEP ALL PUBLIC COMMENTS RELATED TO DISTRICT BUSINESS AND GOVERNANCE.

IF YOU HAVE A SPECIFIC CONCERN RELATED TO AN EMPLOYEE OF THE DISTRICT OR A SPECIFIC STUDENT ISSUE, YOU SHOULD UTILIZE THE DISTRICT'S GRIEVANCE PROCEDURES PROVIDED IN BOARD POLICIES DGBA(LOCAL), FNG (LOCAL), AND GF(LOCAL).

EACH GRIEVANCE PROCEDURE ALLOWS FOR AN INDIVIDUAL TO REDRESS GRIEVANCES WITH THE BOARD OF TRUSTEES.

ADDITIONALLY, IF THERE ARE FIVE OR MORE INDIVIDUALS THAT WOULD LIKE TO SPEAK ON THE SAME TOPIC, YOU MAY CHOOSE TO APPOINT AN INDIVIDUAL TO SPEAK ON BEHALF OF THE GROUP.

PLEASE REMEMBER THAT THE BOARD MAY NOT DISCUSS OR ACT UPON ANY ISSUES THAT ARE NOT PROPERLY POSTED ON THE AGENDA.

IF YOU WISH TO PROVIDE PUBLIC COMMENT ON AN ITEM NOT ON THIS MEETING'S AGENDA, PLEASE JOIN US FOR OUR NEXT COMMUNITY INPUT MEETING, WHICH IS ACTUALLY NEXT THURSDAY, JANUARY 25TH, AT 06:30 PM.

THE FIRST PORTION OF OUR PUBLIC COMMENT SESSION IS STAKEHOLDER TESTIMONY, WHEN THE BOARD WILL HEAR FROM PARENTS OF FRISCO ISD STUDENTS, FRISCO ISD EMPLOYEES AND STUDENTS, AND OTHER FRISCO ISD RESIDENTS.

ALL INDIVIDUALS ARE REQUIRED TO PROVIDE A FULL NAME AND HOME ADDRESS WHEN SIGNING UP TO SPEAK.

IF WE WERE UNABLE TO VERIFY AN INDIVIDUAL'S STATUS AS A STAKEHOLDER, BASED ON THE INFORMATION PROVIDED, THE INDIVIDUAL WILL BE CALLED UPON TO SPEAK DURING PUBLIC TESTIMONY.

EACH STAKEHOLDER SHALL HAVE THREE MINUTES TO ADDRESS THE BOARD REGARDING ITEMS ON THE AGENDA FOR THIS MEETING.

STAKEHOLDERS WILL BE CALLED ON THE ORDER IN WHICH EACH INDIVIDUAL WAS SIGNED UP TO SPEAK.

>> THANK YOU. TONIGHT WE HAVE ONE SPEAKER, AND THAT IS MR. PAUL JENSEN.

>> THANK YOU FOR THE OPPORTUNITY.

FIRST OF ALL, I WANT TO THANK THE BOARD FOR JUST AN OUTSTANDING DISPLAY OUT THERE THIS AFTERNOON DURING THE AWARDS AND THE APPRECIATION.

A LOT OF TALENT IN THAT DEPARTMENT PUT IT OUT THERE, SO THAT WAS PRETTY NICE TO WATCH.

I ALSO WANT TO THANK YOU.

I HAD GONE OUT FOR A PEPPERMINT CHOCOLATE WARM UP DRINK RIGHT BEFORE THIS MEETING.

IT WAS HOUSE COLD.

I WANT TO THANK THE BOARD BECAUSE WHEN I WENT INTO THE REST ROOM, IT WAS THE WARMEST ROOM IN THE BUILDING, AND I REALLY APPRECIATED THAT IT'S A CHANCE TO GO WARM UP.

WHAT I WANTED TO ADDRESS IN TERMS OF BUSINESS IS GOING BACK A NUMBER OF MEETINGS TO THE FIVE STUDENTS THAT WERE HERE FROM ONE OF THE HIGH SCHOOLS WHO WERE WANTING TO HAVE THE BUDGET FIXED IN SUCH A WAY THAT THERE WOULD BE MONEY FOR THOSE SPEECH AND DEBATE TOURNAMENTS.

BEFORE I RETIRED, I DID DO JUDGING AT THE REGIONAL TOURNAMENTS HERE IN FRISCO, ONE THING I DIDN'T SEE AS MANY FRISCO HIGH SCHOOL STUDENTS AS I THOUGHT I WOULD SEE.

THEY WERE WONDERING, AND SO WHAT I WANTED TO BRING TO THE BOARD'S ATTENTION, TWO ACTION ITEMS, POTENTIALLY.

ONE IS TO ACTUALLY PUT IN THE BUDGET, ANTICIPATING WHAT THAT COST IS GOING TO BE FOR THESE TOURNAMENTS SO THAT JUST AS THE MUSIC STUDENTS AND THE SPORTS PEOPLE, AND WE SEE A LOT OF REALLY GOOD RESULTS FROM THOSE,

[00:55:01]

THAT THE SPEECH AND DEBATE TOURNAMENT PEOPLE COULD ALSO BE ABLE TO GO TO THOSE TOURNAMENTS AND BE SHOWED OFF AS WELL.

THEN THE SECOND THING IS I WONDER, DID THOSE FIVE STUDENTS EVER GET AN ANSWER BACK? I COULDN'T FIND THAT THEY DID.

IF THEY WERE GIVEN AN ANSWER, WHAT WERE THEY TOLD? BECAUSE THEY CAME HERE WANTING TO HAVE THAT MONEY IN THE BUDGET FOR THOSE TOURNAMENTS. WHAT WERE THEY TOLD? THEN COULD THE BOARD PUT THAT IN THE BUDGET SO THAT EACH TIME THOSE TOURNAMENTS COME UP, THEY TOO CAN GO? WE HAVE A MINUTE LEFT. COOL. YOU CAN'T RESPOND THOUGH, CAN YOU?

>> NO, SIR, WE CAN'T.

>> OKAY. I WILL SAY THIS, AS A STUDENT, I DID PARTICIPATE IN SPEECH AND DEBATE TOURNAMENTS.

THEY WERE A WONDERFUL THING, GREAT FOR CAMARADERIE TEAM BUILDING, AND WE AS A COUNTRY, FREE SPEECH, THE PUBLIC COMMENTS THAT WE CAN MAKE, IT'S GOOD PREPARATION FOR THEM TO LEARN HOW TO SPEAK, COME TO MEETINGS LIKE THIS, AND MAKE PRESENTATIONS, AND THEN BE PARTICIPATING IN OUR PARTICIPATORY FORM OF GOVERNMENT.

I WOULD ENCOURAGE THE BOARD TO PUT IN THE BUDGET THAT KIND OF ACTIVITY SO THAT THOSE WHO ARE INVOLVED IN SPEECH AND DEBATE IN THE VARIOUS HIGH SCHOOLS KNOW THAT THEY CAN ALSO GO TO TOURNAMENTS JUST LIKE THE MUSIC AND THE ATHLETES DO.

I THINK THAT WOULD BE A MORE ROUNDED WAY TO DO IT AND MAKE THAT A POSSIBILITY.

IN MY LAST 10 SECONDS JUST TO REMIND WHAT WERE THEY TOLD? I DON'T KNOW IF YOU CAN'T ANSWER THAT QUESTION, BUT I'M JUST CURIOUS, WHAT WERE THOSE FIVE STUDENTS TOLD?

>> THANK YOU, MR. JENSEN.

BOARD WILL MOVE TO AGENDA ITEM 10,

[10.A. Consider and act on minutes from the December 11 Regular Meeting and amended minutes from the November 13 Regular Meeting]

ACTION ITEM A, CONSIDER AND ACT ON APPROVAL OF MINUTES FROM DECEMBER 11TH REGULAR MEETING AND AMENDED NOVEMBER 13TH REGULAR MEETING.

>> MOVE TO APPROVE THE MINUTES AS PRESENTED.

>> MOTION BY MR. CLASSE, SECOND BY MS. ARCHAMBAULT.

BOARD, ARE THERE ANY QUESTIONS AT THIS TIME? IF THERE ARE NONE, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? SIX, ZERO, VOTE PASSES. MOTION PASSES.

SORRY. BOARD WILL MOVE TO AGENDA ITEM 11,

[11. Consent Agenda]

THE CONSENT AGENDA A THROUGH F.

>> MOVE TO APPROVE ALL ITEMS ON CONSENT AS PRESENTED.

>> MOTION BY MS. ARCHAMBAULT, SECOND BY MR. CLASSE.

BOARD, ARE THERE ANY QUESTIONS AT THIS TIME? IF THERE ARE NONE, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? MOTION PASSES SIX, ZERO.

BEFORE WE MOVE TO CLOSED SESSION, I DO WANT TO THANK OUR MAINTENANCE TEAM AND THE AMAZING WORK THAT THEY DID TO ENSURE THAT OUR STUDENTS WERE ABLE TO RETURN SAFELY TO OUR CAMPUSES TODAY.

THEY WORKED TIRELESSLY, IN MOST CASES WHEN WE WERE SOUND ASLEEP, TO ENSURE THAT OUR BUILDINGS WERE SAFE, AND SO I WANT TO PUBLICLY THANK THEM FOR ALL THAT THEY DID, EVEN ON THEIR OFF DAYS, TO MAKE SURE THAT FRISCO ISD REMAINED A SAFE PLACE FOR OUR STUDENTS.

BOARD WILL MOVE TO AGENDA ITEM 13, WE MOVE INTO CLOSED SESSION UNDER TEXAS GOVERNMENT CODE CHAPTER 551 D AND E. AT THIS TIME, THE BOARD WILL ADJOURN TO CLOSED SESSION TO CONSULT WITH COUNSEL AND TO HEAR A COMPLAINT FILED UNDER BOARD POLICY GF.

THE TIME IS 08:45.

THE BOARD CONDUCTED THE LEVEL 1 APPEAL HEARING FILED BY MR. DAVID LEITH IN CLOSED SESSION PURSUANT TO SECTIONS 551.071 AND 551.074 OF THE TEXAS GOVERNMENT CODE.

THE BOARD THEN MET IN EXECUTIVE SESSION, PURSUANT TO SECTIONS 551.071 AND 551.074 OF THE TEXAS GOVERNMENT CODE.

FOLLOWING EXECUTIVE SESSION, THE BOARD HAS NOW RECONVENED IN OPEN SESSION IN ACCORDANCE WITH CHAPTER 551 OF THE TEXAS GOVERNMENT CODE.

ANY ACTION TAKEN REGARDING THIS MATTER MUST BE TAKEN IN OPEN SESSION.

[01:00:02]

DO I HAVE A MOTION ON THE COMPLAINT FILED BY MR. DAVID LEITH?

>> I MOVE THE BOARD DENY ALL REMEDIES REQUESTED IN THE COMPLAINT FILED BY MR. DAVID LEITH.

>> MOTION BY MR. CLASSE.

SECOND BY MRS. ARCHAMBAULT.

BOARD, I'LL TAKE QUESTIONS AT THIS TIME. MR. LOWE.

>> YES. I JUST WANT TO STATE FOR THE RECORD THAT I WAS SOMEWHAT UNCOMFORTABLE WITH THAT EMAIL GOING OUT.

I THINK THERE ARE SOME QUESTIONS AS TO THE VERACITY OF WHAT WAS SAID IN THE EMAIL.

PERHAPS YOU CAN SAY IT WAS SUBJECTIVE.

BECAUSE WE GIVE VOUCHERS DOESN'T NECESSARILY LEAD TO THE FACT THAT WE'RE NOT GOING TO GET WHAT WE NEED, AND I THINK PUTTING THAT TOGETHER IS A PROBLEM.

BECAUSE OF THAT, I'M INCLINED TO VOTE AGAINST NOT GIVING HIM HIS REMEDIES. THANK YOU.

>> THANK YOU. BOARD, ARE THERE ANY OTHER QUESTIONS OR COMMENTS AT THIS TIME? IF NOT, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? ALL OPPOSED? MOTION PASSES FIVE, ONE.

IT IS NOW 8:48 AND WE ARE ADJOURNED.

THANK YOU SO MUCH TO OUR SROS FOR COMING OUT TODAY.

THANK YOU FOR BEING HERE FOR THE EXTENDED AMOUNT OF TIME.
