THESE PROGRAMS WERE CHOSEN FOR THIS PRESTIGIOUS HONOR THROUGH A COMPETITIVE PROCESS NOW HELD EVERY YEAR IN THE STATE OF TEXAS.

SELECTION FOR ADVANCEMENT TO THE STATE MARCHING BAND CHAMPIONSHIP

[00:15:03]

IS A RIGOROUS PROCESS THAT BEGINS AT THE REGION LEVEL.

ON OCTOBER THE 14TH, ALL 12 OF OUR HIGH-SCHOOL MARCHING BANDS RECEIVED SUPERIOR RATINGS FROM THE UIL JUDGES AT THE REGION-LEVEL CONTEST HELD AT THE LITTLE ELM ISD STADIUM.

THIS ALLOWED ALL OF OUR AMAZING 4A AND 5A BANDS TO ADVANCE TO THE AREA ROUND OF COMPETITION.

THE 4A CONTEST WAS HELD ON OCTOBER THE 21ST IN DENTIN, AND THE NEXT WEEKEND, THE 5A GROUPS WERE ABLE TO COMPETE AT THE AREA CONTEST ON OCTOBER THE 28TH IN MELISSA.

THREE FISD BANDS, LEBANON TRAIL, LONE STAR, AND WAKELAND, WERE SELECTED AMONG THE TOP FOUR TO ADVANCE TO THE STATE ROUND OF COMPETITION.

JOINING US TONIGHT ARE SOME OF THE TOP STUDENT LEADERS FISD HAS TO OFFER, THE DRUM MAJORS AND COLOR GUARD CAPTAINS FROM THESE FOUR BAND PROGRAMS. TONIGHT, WE HONOR THEIR ADVANCEMENT TO THIS PRESTIGIOUS STATE MARCHING CONTEST.

>> THANK YOU. BOARD,

[5. Board Report]

WE'LL MOVE ON TO AGENDA ITEM NUMBER 5, OUR BOARD REPORT.

ANYONE HAVE ANYTHING AT THIS TIME? OKAY. WE'LL MOVE TO AGENDA ITEM NUMBER 6,

[6. Future-Ready Spotlight]

FUTURE READY SPOTLIGHT. MR. MCCLENDON.

>> THANK YOU SO MUCH. WE'RE GOING TO CONTINUE WITH OUR SERIES THAT WE STARTED A COUPLE OF BOARD MEETINGS AGO GOING THROUGH OUR FUTURE-READY FRAMEWORK.

IF YOU REMEMBER, TWO BOARD MEETINGS AGO, WE WENT THROUGH BASIC CONDITIONS FOR LEARNING, WHAT IT LOOKS LIKE FOR THIS TO HAVE THE BASIC CONDITIONS ON OUR CAMPUSES FOR STUDENTS TO BE ABLE TO LEARN.

THEN LAST BOARD MEETING WE ADDRESSED AND WALK THROUGH GUARANTEED AND VIABLE CURRICULUM, WHAT THAT LOOKS LIKE ON OUR CAMPUSES AND WE'RE GOING TO DO THE SAME TONIGHT.

A DIFFERENT TOPIC THOUGH, IT'S GOING TO BE TITLED, AND ONE OF OUR FOCUS AREAS, LEARNER-CENTERED EXPERIENCE.

WE HAVE TWO VETERAN PRINCIPLES IN OUR DISTRICT AND THEY MADE THEIR WAY TO THE PODIUM AND THEY'RE GOING TO SIT TIGHT JUST FOR A SECOND, LEKARANTI SINGH, SHE IS OUR PRINCIPAL FROM EXPENDANT ELEMENTARY, AND WE HAVE JAMIE ROWAN IS OUR PRINCIPAL AT WILKINSON MIDDLE SCHOOL.

THEY'RE GOING TO WALK US THROUGH WHAT THIS EXPERIENCE, THE EXPERIENCE THAT THEY'RE GIVING THEIR KIDDOS AT THEIR SCHOOLS LOOK LIKE AND JUST HIGHLIGHT THEIR KIDS AND THEIR TEACHERS AND THEIR PRACTICES.

IT'S GONNA BE A FUN 10 MINUTES OF THEM SHARING OUT.

BUT FIRST, KIMBERLY IS GOING TO CUE UP A VIDEO THAT WILL SET THE STAGE FOR OUR LEARNING.

>> FRISCO ISD HAS LONG BEEN COMMITTED TO CULTIVATING AN EDUCATIONAL EXPERIENCE THAT NOT ONLY IMPARTS KNOWLEDGE, BUT ALSO ACTIVELY PROMOTES THE DEVELOPMENT OF CRUCIAL LIFE SKILLS LIKE COLLABORATION, CREATIVE THINKING, AND PROBLEM-SOLVING.

WHILE THE STATE OF TEXAS OUTLINES WHAT MUST BE TAUGHT, IT DOESN'T TELL DISTRICTS HOW TO TEACH.

AT FRISCO ISD, WE RELY HEAVILY ON THE CREATIVITY AND PROFESSIONALISM OF OUR TEACHERS TO ENGAGE WITH THEIR STUDENTS IN THE MOST EFFECTIVE AND MEANINGFUL WAY.

>> I ABSOLUTELY LOVE INQUIRY-BASED LEARNING BECAUSE, FOR EXAMPLE, NEXT WEEK WE'RE GOING TO TEACH A LESSON ON THESIS, AND INSTEAD OF JUST GIVING THEM A LESSON ON THESIS, I'M ABLE TO GENERATE A THESIS STATEMENT AND ALLOW THEM TO LOOK AT THAT THESIS STATEMENT AND SAY, WHAT DO YOU NOTICE ABOUT THAT? THAT ALLOWS CONVERSATION WITHIN THE CLASSROOM AND THEN GIVE THEM ANOTHER EXAMPLE, SO THEY CAN COMPARE AND CONTRAST WHAT THEY'RE LOOKING FOR.

THEN THEY CAN THEN TAKE THAT IN AND IMITATE THAT TYPE OF INQUIRY WITHIN THEIR OWN WRITING.

ROOM TRANSFORMATIONS IS FIRST AND FOREMOST WITH CREATIVITY.

ALSO, WE USE OUR STEAM LESSONS AND TO HELP INCORPORATE THE DIFFERENT TECHNIQUES AND STANDARDS THAT WE'RE TEACHING AND TO MAKE IT MORE ENGAGING FOR OUR STUDENTS.

SO FOR EXAMPLE, THIS WEEK WE'RE READING ALL ABOUT TURKEY TROUBLE AND THE STUDENTS ARE ABLE TO CREATE A SHELTER TO HIDE THEIR TURKEYS.

SO THEY'RE HAVING TO USE THEIR SCIENCE AND SKILLS.

THEY'LL ALSO USE TECHNOLOGY BECAUSE THEY'LL UPLOAD IT TO SEESAW.

THEN ALSO ENGINEERING WITH LEARNING HOW TO PUT IT ALL TOGETHER.

THEN JUST BEING ARTISTIC WITH THE WAYS THAT THEY HAVE TO DISGUISE THEIR TURKEY.

>> WE ARE REALLY PUSHING WORKSHOP MODEL RIGHT NOW THAT ALLOWS STUDENTS THAT OBVIOUSLY THERE'S A TIME FOR THAT TEACHER DIRECT TEACH PIECE AND ALSO THAT TIME TO WORK WITH THE TEACHER AT THE TEACHER TABLE.

BUT THEN IN THAT WORKSHOP MODEL, THEY GET TO WORK IN PAIRS., THEY GET TO WORK IN GROUPS.

THEY GET TO USE THE FLEX SPACES TO WORK.

THEY GET TO DO HANDS-ON.

THERE'S THE INDEPENDENT PIECE AS WELL, WHICH CAN BE AS IMPORTANT AND ALSO JUST MEETS THE NEEDS OF ALL OF OUR DIFFERENT LEARNERS, WHETHER IT'S VISUAL LEARNING, AUDITORY LEARNING, HANDS-ON LEARNING.

>> I ENJOY LEARNING BECAUSE IT'S LIKE YOU GET TO LEARN NEW THINGS EVERY DAY AND IT'S SO FUN TO LEARN ALL THESE NEW FACTS IN SCHOOL.

>> WE DO A LOT OF GROUP PROJECTS AND PARTNER WORK.

IF WE DIDN'T HAVE COLLABORATION, THEN THE END PRODUCTS OF ALL OUR PROJECTS WOULDN'T BE AS GOOD BECAUSE EVERYBODY HAS A DIFFERENT PERSPECTIVE AND DIFFERENT IDEAS.

IF WE COMBINE THEM, THEN IT WILL MOST LIKELY BE ONE THAT EVERYBODY LIKES.

>> AS YOU CAN SEE, WE'RE COMMITTED TO FOSTERING EXPERIENCES THAT ALLOW EVERY STUDENT TO DEVELOP FUTURE-READY SKILLS THROUGH COLLABORATIVE INQUIRY, STUDENT OWNERSHIP, AND ADAPTABLE LEARNING SPACES.

THROUGH THOSE EXPERIENCES, OUR STUDENTS WILL BE PREPARED TO EMBRACE CHALLENGES, COLLABORATE, INNOVATE, COMMUNICATE, CONTRIBUTE, AND RESPOND TO A CONTINUALLY EVOLVING WORLD NO MATTER WHAT THEIR FUTURE HOLDS.

[00:30:02]

>> WE'RE EXCITED AND HONORED TO SHARE WITH YOU ALL WHAT LEARNER-CENTERED EXPERIENCE LOOKED LIKE ON OUR CAMPUSES.

>> LEARNER-CENTERED EXPERIENCES, IT SOUNDS LIKE A BUNCH OF BIG WORDS.

BUT REALLY WHAT IT IS, IS CREATING THE ATMOSPHERE THAT JUST FACILITATES COLLABORATION, CREATIVE THINKING, AND PROBLEM-SOLVING FOR OUR STUDENTS.

LOOKS A LITTLE BIT DIFFERENT THAN THE TRADITIONAL LEARNING THAT WE WENT THROUGH WHEN I WAS IN SCHOOL.

>> WHAT DRIVES OUR WORK IS THE PROFILE.

WE'RE CONSTANTLY EMBEDDING THESE SKILLS THROUGHOUT THE YEAR.

WE ALWAYS REFLECT AT THE END OF THE SCHOOL YEAR TO SEE WHAT DECISION WE MADE THROUGHOUT THE YEAR AND WHERE WE'RE HEADED NEXT YEAR.

WHAT WILL MAKE OUR CAMPUS FUTURE READY.

WE KICK START THE YEAR WITH THE ATTRIBUTES OF THE PROFILE.

YOU CANNOT CREATE LEARNER-CENTERED ENVIRONMENT WITHOUT THINKING ABOUT WHAT KIND OF SCHOOL YOU WANT AND HAVING THE PROFILE IN MIND THROUGHOUT THE YEAR KEEPS US GROUNDED IN FUTURE-READY WORK.

>> AS A CAMPUS ALL OF OUR LEARNING EXPERIENCES COULD FALL UNDER ANY OF THESE QUESTIONS.

WE LOOKED AT THE QUESTIONS AND THIS IS WHERE WE THINK THAT IT BEST FITS.

FOR 6.1 ARE WE CREATING ENGAGING LEARNING EXPERIENCES THAT ARE INCLUSIVE AND COLLABORATIVE? AT MCSPEDDEN, WE HAVE ROCK YOUR SCHOOL AND STEAM.

>> AT WILKINSON WE HAVE HOUSE MEETINGS AND INQUIRY-BASED TEACHING.

>> 6.2, DO WE FACILITATE, PROMOTE, AND VALUES STUDENTS' OWNERSHIP IN THEIR LEARNING? AT MCSPEDDEN, WE DO ASK KIDS, THEIR THOUGHTS THROUGH STUDENT SURVEYS AND WE HAVE STUDENT VOICE AND CHOICE IN THEIR LEARNING.

>> WE ALSO HAVE VOICE AND CHOICE AND WE'LL DISCUSS A LITTLE BIT MORE ABOUT WHAT THAT LOOKS LIKE IN INSTRUCTION AND THEN ALSO WITHIN INNOVATIVE INSTRUCTION.

>> OUR RESOURCES AND LEARNING SPACES BEING UTILIZED AND ADAPTED TO SUPPORT LEARNER ENGAGEMENT AND OUTCOMES.

WE USE A LOT OF FLEXIBLE SEATING THAT GIVE STUDENTS CHOICES.

>> AS YOU ALL SAW ON THE VIDEO, THERE'S A LOT OF ALTERNATIVE SPACES AT WILKINSON AND WE'RE GOING TO HIT THESE THREE GOLD OVALS.

WE'RE GOING TO SHOW YOU A LITTLE BIT ABOUT WHAT THOSE THINGS LOOK LIKE ON OUR CAMPUSES.

WE'LL START WITH THE FIRST OVAL ON THE LEFT, FOR 6.1.

>> WE HAVE SOMETHING CALLED ROCK YOUR SCHOOL.

ROCK YOUR SCHOOL IS ALL ABOUT SHOWING STUDENTS THAT LEARNING IS FUN, THE TWO DON'T HAVE TO BE SEPARATE.

ROCK YOUR SCHOOL EMBEDS STUDENT COLLABORATION, TEAMWORK, AND RIGOROUS CONTENT.

HOSTING THIS EVENT YEARLY PROVIDES OPPORTUNITY TO BRING THE ELEMENTS OF ROCK YOUR SCHOOL THROUGHOUT THE YEAR TO KEEP STUDENT ENGAGEMENT LEVEL HIGH.

BY CREATING A HIGHLY ENGAGING EXPERIENCE LIKE ROCK YOUR SCHOOL THROUGHOUT THE YEAR, TEACHERS ARE ABLE TO EFFECTIVELY AND EFFICIENTLY TEACH COLLABORATION SKILLS AND ACADEMIC CONTENT.

STEAM STARTED IN 2017/18 AT MCSPEDDEN, WHEN WE WANTED TO ENCOURAGE STUDENTS TO TAKE RISKS IN THEIR LEARNING THROUGH THE LENS OF INQUIRY.

LIKE GEORGE COUROS SAID, "MOVING FROM AN UNCOMFORTABLE AVERAGE IN PURSUIT OF AN UNKNOWN BETTER." OUR VISION WAS TO EMBED INQUIRY IN THEIR ACADEMIC LEARNING.

OUR CAMPUS WAS LOOKING FOR A WAY TO INCREASE STUDENT ENGAGEMENT AND OFFER EXTENSIONS TO OUR STUDENTS ALL THROUGH THE UMBRELLA OF FUTURE-READY LEARNING.

STEAM CARNIVAL WAS BORN WHEN WE WERE LOOKING FOR A WAY TO REVAMP, OPEN HOUSE TO EDUCATE PARENTS ABOUT MCSPEDDEN LEARNING-CENTERED ENVIRONMENT AND CELEBRATE FUTURE LEARNING SKILLS.

WE WANTED TO SHOWCASE HOW STUDENTS ARE BEING PREPARED FOR JOBS THAT DON'T EXIST.

AT STEAM CARNIVAL, STUDENTS TAKE THEIR PARENTS ON THEIR TOUR AND EXPLAIN THEIR PROJECTS.

THE KIDS GET TO TEACH PARENTS ALL ABOUT WHAT THEY HAVE LEARNED AND PARENTS ARE ABLE TO SEE THE FINAL PRODUCTS THAT KIDS HAVE CREATED.

AT MCSPEDDEN, OUR HOUSE MEETINGS ARE A ONE-TIME-A-MONTH OPPORTUNITY FOR DIFFERENT GRADE LEVELS TO CONNECT, COLLABORATE, AND ENGAGE IN LEARNING ACTIVITIES LIKE READING, STEAM PROJECTS.

WE PARTNER TWO WHOLE GRADE LEVELS, FOR EXAMPLE, KINDER AND THIRD GRADE WILL COME TOGETHER AND THEY WORK IN PARTNERS TO SERVE AS MENTOR FOR EACH OTHER.

THIS HAS REALLY ALLOWED OUR SCHOOL TO LET THE KIDS

[00:35:04]

FEEL A SCHOOL-WIDE COMMUNITY AND ALSO A SENSE OF BELONGING.

>> YOU'LL NOTICE WE'VE LEARNED A LOT FROM ELEMENTARY AT THE SECONDARY LEVEL.

WE TOO AT WILKINSON HAVE HOUSE MEETINGS, MIDDLE SCHOOL'S A TOUGH ERA FOR KIDS.

IT'S WAY TO CONNECT THEM IN THEIR CULTURE AND SOMEWHERE FOR THEM TO ALL BELONG.

THAT'S SOMETHING THAT WE'VE STARTED IT WILKINSON ALSO.

THEY MEET ABOUT EVERY TWO TO THREE WEEKS AND THEY ALSO ARE ACROSS GRADE LEVELS.

THERE'S SIXTH, SEVENTH, AND EIGHTH GRADE IN ONE HOUSE.

ONE OF THE ADDITIONAL WAYS THAT WE'VE ADDRESSED 6.1, IS WE HAVE TO TEACH OUR TEACHERS HOW TO HAVE A MINDSET FOR INQUIRY LEARNING.

WE'VE BROKEN IT DOWN, WE DO JOB-EMBEDDED PROFESSIONAL LEARNING ON OUR CAMPUS AND WE HAVE A BADGE PROGRAM.

WE'D PUT A NAME TO IT, MAKE A GAME OUT OF IT EVEN FOR TEACHERS.

WE HAVE A BADGE PROGRAM.

THERE'S OUR THREE GOALS, OUR THREE FOCUSES ON OUR CAMPUS.

WE WANT TO DISCUSS STANDARDS-BASED GRADING, BLENDED LEARNING, AND INQUIRY-BASED LEARNING.

THERE'S THREE DIFFERENT LEVELS.

THEY HAVE CHOICE, IT'S AT THEIR OWN PACE.

THEY HAVE GOALS THAT WE OFFER THEM AND THINGS THAT WE'RE GOING INTO.

OUR KEY HERE IS THAT'S WHERE WE'RE INTRODUCING INQUIRY-BASED LEARNING TO OUR TEACHERS.

THEY DID NOT HAVE TO HAVE THAT BOX CHECKED WHEN THEY GOT HIRED AT WILKINSON, IT'S SOMETHING THAT WE'RE GOING TO EXPOSE THEM TO AND TEACH THEM HOW TO DO IT, WHAT IT LOOKS LIKE, AND ALL THAT.

WE HAVE THREE DIFFERENT LEVELS FOR THEM TO GO THROUGH WITH THAT.

>> CHOICE BOARDS ARE AN INTEGRAL PART OF THE LEARNING BLOCK FOR OUR SCHOOL.

HERE ARE EXAMPLES OF WHAT THAT MIGHT LOOK LIKE.

THIS ALLOWS THE KIDS TO HAVE STUDENT CHOICE AND VOICE, AND ALSO FOR US TO DIFFERENTIATE FOR EVERY SINGLE STUDENT IN THE CLASSROOM.

>> AS YOU NOTICED ON THAT BADGE PROGRAM FROM TWO SLIDES AGO, WE HAD BLENDED LEARNING ON THERE AND INQUIRY-BASED.

IN ORDER FOR OUR TEACHERS, WHAT WE ASKED THEM TO DO, WE WANT TO SEE IN THEIR CLASSROOMS. SOME OF THE THINGS THAT THEY'RE DOING IN THEIR CLASSROOM, THESE ARE SOME EXAMPLES WE PULLED OFF OF OUR LESSON PLANS.

THEY'RE DOING AN INQUIRY PLAYLIST.

INQUIRY TO US WHEN WE FIRST INTRODUCED IT SOUNDED A LITTLE SCARY, LIKE IT'S FREE GAME, IT IS NOT.

AN INQUIRY PLAYLIST IS A STRUCTURED WAY TO DO INQUIRY LEARNING.

THAT'S AN EXAMPLE OF ONE OF THE LESSONS THAT OF OUR TEACHERS ARE DOING. CHOICE BOARDS.

STUDENTS HAVE CHOICE, THEY HAVE STILL DIRECTION ON WHAT THEY'RE LEARNING IS, BUT THEY HAVE CHOICE AND THEY HAVE SOME OWNERSHIP IN IT.

STATION ROTATIONS IS JUST ANOTHER WAY FOR STUDENTS TO GET UP, MOVE EVERY 15 MINUTES, WE'RE TALKING MIDDLE SCHOOLERS, THEIR ATTENTION SPAN IS SHORT.

THEY NEED TO MOVE EVERY SO OFTEN, SO THIS IS WHAT THAT'S FOR.

DIGITAL ESCAPE ROOMS THAT OUR DIGITAL LEARNING COACHES PROVIDE AND HELP US CREATE TOO.

WITH THAT, THOSE WERE SOME OF THE INSTRUCTIONAL STRATEGIES THAT WE'VE USED TO ADD IN SOME DIFFERENTIATION, TO ADDRESS WHEREVER OUR STUDENTS ARE BASED ON THEIR DATA.

USING THE FRAMEWORK OF A WORKSHOP MODEL, AGAIN, WE'RE LEARNING FROM OUR ELEMENTARY PEERS AND OUR ELEMENTARY COLLEAGUES.

THEY HAVE BEEN DOING WORKSHOP MODEL FOR YEARS.

WE ARE GETTING ON BOARD, WE ARE STARTING WORKSHOP MODEL AT THE SECONDARY LEVEL AT WILKINSON.

OUR TEACHERS HAVE BEEN VISITING THE ELEMENTARY CAMPUSES TO SEE IT.

IT GIVES KIDS CHOICE, IT LETS OUR TEACHERS BUILD IN DIFFERENTIATION IN THE CLASSROOM TO ADDRESS ALL OF OUR STUDENTS NEEDS.

WE ALL KNOW OUR MISSION IS TO MEET EVERY KID BY NAME AND NEED, NOW THEY HAVE THE TIME TO DO IT, AND THEY CAN MEET THOSE KIDS AT THEIR RIGHT LEVEL ON WHICHEVER GROUP THEY'RE IN.

THERE ARE SOME EXAMPLES WITH THEIR WORKSHOP LESSON, DIFFERENT STRUCTURES THAT THEY HAVE, THE STATIONS THAT THEY HAVE, AND HOW THEY GROUP IN DIFFERENT WAYS BASED ON THEIR NEEDS.

WE'RE ALSO EMBEDDING IN SOME CO-TEACH.

AT WILKINSON, WE HAVE SIX BLENDED CLASSROOMS, WHICH ARE TWO CLASSROOMS TOGETHER VERY SIMILAR TO MINETT, IF YOU'VE SEEN MINETT.

WE HAVE SOME TEACHERS WHO HAVE BEEN CO-TEACHING.

ALL IT IS, IS BASICALLY TO TEACHERS CAN ADDRESS MULTIPLE GROUPS, SO IT'S A DOUBLE CLASSROOM, VERY SIMILAR TO WHAT MINETT HAS BEEN DOING.

>> TEACHERS LIKE USING VARIETY OF LEARNING SPACES DEPENDING ON THE LESSON.

THIS ALLOWS THE FUTURE-READY SKILLS TO REALLY COME TO LIFE BECAUSE THE KIDS CAN COLLABORATE, THEY CAN DO CRITICAL THINKING, AND WORK ON DIFFERENT PROJECTS TOGETHER.

>> WE'RE SUPER LUCKY BEEN IN A NEWER BUILDING.

THERE ARE ALTERNATIVE LEARNING SPACES,

[00:40:02]

BUT THAT DOESN'T GO TO SAY THAT AT AN OLDER BUILDING, AT MY PREVIOUS CAMPUS, WE WERE USING ALTERNATE LEARNING SPACES.

WE'VE USED THE COURTYARD.

THE KIDS ARE THE ONES WHO IDENTIFY THOSE SPACES SOMETIMES FOR YOU TEACHERS DON'T SEE IT.

THAT KIDS WILL BE LIKE, HEY, CAN I GO WORK OVER THERE? YES. AS LONG AS YOU HAVE EYES ON YOUR KID, GIVE THEM A FOCUS AND A TARGET, SOMETHING TO WORK ON, THEY NEED SOMETIMES TO GET AWAY FROM THE DISTRACTIONS, SOMETIMES THEY NEED JUST A DIFFERENT ENVIRONMENT.

YOU CAN SEE THE LITTLE GIRL CURLED UP IN THE CORNER, SHE'S AS COMFORTABLE AS ALL GET OUT WORKING AND DOING HER THING RIGHT THERE.

THAT IS NOT WHERE WE WOULD HAVE CHOSEN TO PUT HER PROBABLY, BUT THAT'S WHERE SHE CHOSE TO GO.

THAT'S A LITTLE BIT ABOUT WHAT HAPPENS ON OUR CAMPUSES.

THANK YOU FOR GIVING US THIS TIME AND SHARING A LITTLE BIT ABOUT HOW LEARNING LOOKS AT MCFADDEN IN WILKINSON.

>> THANK YOU. [APPLAUSE]

>> THANK YOU, AND THANK YOU FOR BEING HERE TONIGHT.

BOARD WILL MOVE TO AGENDA ITEM NUMBER 7,

[7. Discussion regarding findings of Intruder Detection Audits at Frisco ISD Campuses]

DISCUSSION REGARDING FINDINGS OF INTRUDER DETECTION AUDITS AT FRISCO ISD CAMPUSES. MR. BODHI.

>> THANK YOU. MADAM PRESIDENT DAVIS, DISTINGUISHED BOARD MEMBERS, DR. WALDRIP, AND ISD MEMBERS.

THANK YOU AGAIN FOR THE OPPORTUNITY TO BE HERE, AND GOOD EVENING.

MY PURPOSE IN JOINING YOU TONIGHT LIKE LAST MONTH, IS TO DISCUSS THE RESULTS OF INTRUDER DETECTION AUDITS CONDUCTED BY THE TEXAS EDUCATION AGENCY.

YOU MAY RECALL THE TEA INTRUDER DETECTION AUDITS HAVE A SPECIFIC PURPOSE OF ASSESSING THE ABILITY FOR INTRUDERS, OR IN THIS CASE, A STATE AUDIT INSPECTOR, TO GAIN ENTRY TO OUR SCHOOLS THROUGH EXTERIOR ENTRY POINTS.

THE IDEA IS PERFORMED BY TEXAS EDUCATION AGENCY OCCUR IN THE PREVENTION AND MITIGATION PHASES OF EMERGENCY MANAGEMENT.

INTERESTINGLY, THESE ARE THE SAME PHASES THAT ARE IN EMERGENCY MANAGEMENT WHERE FISD CONDUCT STATUTORY SAFETY AND SECURITY AUDITS USING A THIRD-PARTY INDEPENDENT AUDITOR AND ALSO IN COLLABORATION WITH LOCAL POLICE OFFICIALS.

AS OF TODAY'S DATE, THE TEXAS EDUCATION AGENCY HAS NOW CONDUCTED 35 INTRUDER DETECTION AUDITS AT 35 SEPARATE CAMPUSES OR JUST UNDER HALF OF OUR FACILITIES.

INTERESTINGLY, AND FOR OBVIOUS REASONS, COMMUNITY MEMBERS ARE OFTEN INTERESTED IN THE RESULTS OF THESE AUDITS, BUT FOR OPERATIONAL SECURITY REASONS, TEA HAS ADVISED US AGAINST THE PRACTICE OF SHARING AUDIT RESULTS WITH THE BROADER PUBLIC.

HOWEVER, IN THE MANNER PRESCRIBED BY LAW, SPECIFIC AUDIT RESULTS AND DETAILS WERE SHARED WITH THE BOARD OF TRUSTEES IN THE EXECUTIVE SESSION EARLIER THIS EVENING, AND ALSO AS REQUIRED BY LAW, THESE RESULTS WILL BE SHARED WITH THE SAFETY AND SECURITY COMMITTEE FOR FISD COMING UP IN FEBRUARY OF NEXT YEAR.

MANY OF YOU MAY KNOW THAT FRISCO ISD ALREADY UNDERTAKES MANY MEASURES TO ENSURE A SAFE LEARNING ENVIRONMENT.

THE SUPPORT FROM THE STATE IS APPRECIATED AS IT PERTAINS TO THE INTRUDER DETECTION AUDITS.

AS IT REMAINS ANOTHER LAYER OF MEASURES THAT ARE IMPLEMENTED WITHIN FRISCO ISD TO ENSURE THE SAFETY OF OUR KIDS AND OUR STAFF.

AS WE CLOSE OUT 2023, I WANT TO THANK THE BOARD AND OUR EXECUTIVE LEADERSHIP TEAM FOR THE SUPPORT BECAUSE THIS WORK DOESN'T END.

IT'S AN ONGOING ACTION THAT WE CONTINUE TO UNDERTAKE.

WITH THAT, I'LL TAKE ANY QUESTIONS THAT YOU MAY HAVE.

>> BOARD, ARE THERE ANY QUESTIONS? THANK YOU, MR. BODHI.

YOU PRESENTED US WITH A LOT OF INFORMATION DURING CLOSED SESSION.

WE DO APPRECIATE YOU ALWAYS BEING SO THOROUGH.

>> YES, MA'AM. THANK YOU FOR THAT FEEDBACK.

ONCE AGAIN, AS I MAY HAVE MENTIONED BEFORE, IT IS TRULY A TEAM EFFORT.

OUR CAMPUSES AND OUR PARTNERS IN THE SECURITY DEPARTMENT DO AN AMAZING JOB TO ASSIST WITH THAT EFFORT. THANK YOU.

>> THANK YOU.

>> THANK YOU.

>> BOARD WILL MOVE TO AGENDA ITEM NUMBER 8,

[8. Discussion regarding update on Internal Audit Department activity]

DISCUSSION REGARDING UPDATE ON INTERNAL AUDIT DEPARTMENT ACTIVITY. MR. GRUBER.

>> I GOT TO MOVE THE MICROPHONE DOWN FOR JOHN BODHI BEING UP HERE.

LET ME GIVE YOU AN UPDATE ON INTERNAL AUDIT ACTIVITY FOR THIS SECOND QUARTER.

WE HAVE CLOSED OUT THE FISCAL YEAR 2023 AUDIT PLAN WITH THE BENEFITS AND COMPENSATION AUDIT.

YOU'VE RECEIVED THAT DURING THE QUARTER AND YOU ALSO HAVE IT IN YOUR MATERIALS THIS EVENING.

PROGRESS ON FISCAL YEAR 2024 AUDIT PLAN.

WE HAVE THREE AUDITS FINALIZED, WHICH WERE SOCIAL MEDIA, BUILDING MAINTENANCE, AND WE JUST FINALIZED CAMPUS ACTIVITY FUNDS AND WE DO ABOUT 25 CAMPUSES A YEAR.

[00:45:01]

I'M SURE THAT'S GOING TO GROW A LITTLE BIT AS WE ADD MORE SCHOOLS, BUT WE DO THIS ON A ROTATIONAL BASIS EACH YEAR.

TWO AUDIT SETS ARE IN PROGRESS, OUR PRINT CENTER AND THE PUBLIC INFORMATION ACT.

RECOMMENDATION TRACKING.

YOU CAN SEE THE NUMBERS THERE, THE HIGH IMPLEMENTATION RATES.

SOMETHING OF NOTE IS, YOU DON'T SEE FISCAL YEAR 2021 ON THERE ANYMORE BECAUSE THAT ONE HAS BEEN CLOSED OUT.

SO THAT'S ALWAYS GOOD.

FISCAL YEAR 2022 AND 2023, THE PERCENTAGES ARE PRETTY WELL UP THERE TOO, SO THAT'S A GOOD SIGN.

I ALWAYS FEEL GOOD WHEN THEY IMPLEMENT THE RECOMMENDATIONS AND I'M SURE THAT THE BOARD DOES AS WELL.

THIS SLIDE IS JUST A LITTLE MORE DETAIL ABOUT WHICH RECOMMENDATIONS GO WITH WHICH AUDIT.

THE LIST SEEMS TO SHRINK ALMOST EVERY MEETING, SO HOPEFULLY WE CONTINUE THAT TREND.

LIGHTHOUSE ACTIVITY SO FAR, JUST THREE REPORTS THAT CAME IN AND ALL THREE WERE UNSUBSTANTIATED ON THAT.

THAT'S IT. PRETTY SHORT TONIGHT.

>> THANK YOU SO MUCH.

THANK YOU FOR ALWAYS BEING SO THOROUGH AND SHARING ALL OF OUR INTERNAL AUDIT INFORMATION.

THANK YOU AGAIN, TO OUR AUDIT COMMITTEE.

MAKES SIGNIFICANT CONTRIBUTIONS TO YOUR INFORMATION. THANK YOU FOR BEING HERE.

>> THANK YOU.

>> BOARD WILL MOVE TO AGENDA ITEM NUMBER 9,

[9. Discussion regarding Corgan presenting an update on the Visual and Performing Arts Center]

DISCUSSION REGARDING CORRIGAN PRESENTING AN UPDATE ON THE VISUAL AND PERFORMING ARTS CENTER. MR. HAZARD?

>> WELL, THANK YOU AGAIN FOR SOME MORE TIME TONIGHT, DR. WALDRIP, MS. DAVIS, IST, AND BOARD.

THANK YOU AGAIN FOR TIME EARLIER WHERE WE WERE ABLE TO RECOGNIZE FOUR OF OUR INCREDIBLE 12 MARCHING BANDS FOR ADVANCING TO THE STATE MARCHING CONTEST.

THANK YOU TO THE STUDENTS OF OUR FRISCO ELEMENTARY HONOR CHOIR FOR SHARING WITH US TONIGHT AS PART OF OUR REGULAR MEETING.

ADD TO THAT AN INCREDIBLE VISUAL ART VERTICAL SHOW OUT IN THE ATRIUM AND HOLIDAY CAROLS PROVIDED BY THE LEBANON TRAIL STRING QUARTET, AND WELL, WE ARE DEFINITELY BLESSED WITH HOLIDAY SPIRIT THIS EVENING.

IN 2018, VOTERS WERE HEARD LOUD AND CLEAR AS THEY APPROVED A PERMANENT HOME FOR OUR FINE ARTS PROGRAM WITH THE VISUAL AND PERFORMING ARTS CENTER AS PART OF THE APPROVED BOND PROGRAM.

THE INTENT OF THIS STUDENTS-FIRST FACILITY HAS ALWAYS BEEN TO PROVIDE EXPANDED, FUTURE-READY LEARNING EXPERIENCES WHERE OUR CURRENT HIGH SCHOOL AUDITORIUM SIZES ARE NOT CONDUCIVE TO HOST UIL AND EVALUATIVE COMPETITIVE EVENTS IN ORDER TO REDUCE LOST FINE ARTS INSTRUCTIONAL TIME AT HOST CAMPUSES AND MUCH MORE.

THE PLAN HAS ALWAYS BEEN TO INCLUDE A PERFORMANCE AUDITORIUM, ART GALLERY SPACE, PROFESSIONAL LEARNING SPACES, AND YES, OUR FINE ARTS OFFICES.

NOW, I KNOW THAT YOU ALL KNOW ME PERSONALLY AND YOU KNOW, OUR DEPARTMENT.

WE HAVE ALWAYS BEEN AND WILL ALWAYS BE ABOUT DEMONSTRATIVE COLLABORATION AT THE HIGHEST LEVEL.

WE'VE WORKED DILIGENTLY THROUGHOUT THIS PROCESS OF LOOKING AT AND CONSIDERING MANY POSSIBLE OPTIONS OF COLLABORATIVE PARTNERSHIPS AS WE'VE MOVED ALONG, BEGINNING IN 2018.

FOUR YEARS LATER, IN AUGUST OF 2022, IT WAS DETERMINED THAT WE WOULD BEGIN MOVING FORWARD BY INDEPENDENTLY BUILDING A V PACK WITH LAND ALREADY OWNED BY THE DISTRICT.

IN THE FIVE YEARS, SINCE THAT PROCESS BEGAN, OUR TEACHERS AND STUDENTS HAVE BEEN WAITING PATIENTLY FOR THIS PROJECT TO COME TO FRUITION AS ALL POSSIBLE OPTIONS HAVE BEEN INVESTIGATED, AND TONIGHT WE ARE EXTREMELY EXCITED THAT OUR TEAM IS GOING TO SHARE SOME UPDATES WITH YOU.

NOW, MY FRIEND BOBBY LAJOIE IS GOING TO COME IN JUST A MOMENT TO GIVE YOU A CLIFF NOTES VERSION OF THE TIMELINE AND PROCESS AS A REMINDER OF WHERE WE CAME FROM, WHERE WE HAVE BEEN, AND WHERE WE'RE GOING.

THE FEEDBACK THAT YOU WILL PROVIDE THIS EVENING ON THE AESTHETICS AND FEEL OF THIS SPACE, IS THE FINAL PIECE OF INFORMATION NEEDED AS WE MOVE FORWARD TOWARDS BRINGING YOU A GUARANTEED MAXIMUM PRICE IN THE VERY NEAR FUTURE.

BUT WE NEED TO KNOW WE'RE HEADING IN THE RIGHT DIRECTION WITH THE VISION THAT YOU HAVE OF THIS FINE ARTS FACILITY.

AN INHERITANCE IS SOMETHING THAT YOU LEAVE TO SOMEONE, A LEGACY IS SOMETHING THAT YOU LEAVE IN THEM, AND IT'S TRUE THAT THIS FACILITY IS SOMETHING THAT WE AS A COMMUNITY AND AS LEADERS ARE LEAVING TO FUTURE STUDENTS.

BUT MORE IMPORTANTLY, HOWEVER, IS THAT THIS FACILITY IS A LEGACY OF SUPPORT THAT WILL FOREVER REMAIN IN THE HEARTS AND MINDS OF FINE ARTS STUDENTS AND TEACHERS IN THIS DISTRICT.

[00:50:01]

WE KNOW THAT FUTURE-READY STUDENTS KNOW HOW TO DO THREE THINGS; THEY KNOW HOW TO COMMUNICATE, COORDINATE, AND COLLABORATE TOGETHER.

THEY DEVELOP A PASSION FOR LEARNING BASED ON EXPERIENCES THAT THEY HAVE TOGETHER.

IN FINE ARTS, STUDENTS LEARN TO BE EMOTIONALLY EXPRESSIVE THROUGH COMMUNITY.

THIS FACILITY, DESIGNED THROUGH THE LENS OF WHAT WAS TAKEN TO THE VOTERS FIVE LONG YEARS AGO, HELPS TO MAKE THIS INSTRUCTIONAL LEGACY A REALITY.

TONIGHT, WE'VE HAD A GLIMPSE OF THE K-12 EDUCATION STUDENTS RECEIVE IN FRISCO ISD THANKS TO LEGACY CENTRIC FOCUS OF PEOPLE LIKE THIS BOARD, OUR INSTRUCTIONAL TEAM AND THIS COMMUNITY.

WHAT YOU WILL SEE IS A CLEAR VISION OF POSSIBILITY PRESENTED IN A RESOURCE-RESPONSIBLE WAY.

IF YOU'LL PARDON ME FOR A MOMENT, I'M GOING TO TAKE MY SEAT IN THE BACK OF THE CHAMBERS JUST TO SIT AND LET THE WONDER OF THIS MOMENT IN FOR A MOMENT.

I ASK THAT YOU PLEASE EXCUSE ME IF I GET A LITTLE BIT EMOTIONAL, AS THIS HAS BEEN A LONG JOURNEY AND A LONG LABOR OF LOVE TO GET TO THIS POINT.

A LOT OF WORK FROM SO MANY SUPPORTERS WITH OUR EXPANDED TEAM TO BE ABLE TO SHARE THIS WITH YOU FOR THE FIRST TIME IN PUBLIC.

OUR STUDENTS AND TEACHERS ARE EAGERLY AWAITING THE FINAL PIECE OF THIS PUZZLE.

TONIGHT, WE'RE EXCITED TO BE ABLE TO SHARE THAT WITH YOU.

WITHOUT FURTHER ADO, PLEASE WELCOME MR. BOBBY LAJOIE FROM CORGAN TO SHARE OUR PRESENTATION IN THE FIRST LOOK AT SOME OF OUR RENDERINGS TONIGHT.

>> THANK YOU, PETE. LIKE PETE SAID, MY NAME IS BOBBY LAJOIE.

WITH ME IS NATHAN HEWITT.

WE ARE VERY EXCITED TO FINALLY SHOW THIS.

THIS IS MONTHS AND MONTHS OF HARD WORK, LOTS OF MEETINGS, LOTS OF WORKSHOPS, LEARNING, UNDERSTANDING THE NEEDS OF THE DISTRICT, THE WANTS OF THE DISTRICT.

THIS IS OUR FINAL LOOK AT WHERE WE'RE AT TODAY AND HOPEFULLY YOU'LL LIKE IT.

TO REMIND YOU, PROGRAM MANAGER TURNER & TOWNSEND HEERY IS ON BOARD.

WE ARE CORGAN, AND THEN THE CONSTRUCTION MANAGER IS JOERIS.

THERE'S THE FRONT ELEVATION OF THIS THING.

WHAT WE HAVE, VERY CLEAN, ELEGANT, MODERN.

SOME OF THE HIGHLIGHTS, AS PETE HAS MENTIONED, WE'RE SITTING AROUND 1,200 SEAT PERFORMING ARTS CENTER, TWO LEVELS.

WE'VE GOT TO MULTIPURPOSE LABS, A FINE ARTS OFFICE SUITE, A DEDICATED ART EXHIBIT GALLERY, AND THEN THE BACK OF HOUSE SUPPORTING SPACES FOR THIS VENUE.

THE LOCATION, JUST TO GIVE YOU ALL A REMINDER, THIS IS OBVIOUSLY THE CITY MAJOR ROADS.

THE VENUE IS LOCATED RIGHT IN THE HEART OF THE CITY.

SPECIFICALLY, HUNT MIDDLE SCHOOL SOUTH SIDE OF THE SITE.

YOU SEE PRESTON, LEBANON.

LEGENDARY AND STOCKARD IS THE ACTUAL CORNER OF THE FACILITY.

YOU SEE STONEBRIAR CHURCH, HUNT, AND LEBANON TRAIL NEARBY.

THERE IS THE SITE. IT'S A GENEROUS SITE.

>> LOOKING AT THE SITE PLAN AND THE SITE DESIGN, JUST FOR A POINT OF REFERENCE, HUNT MIDDLE SCHOOL IS TO THE NORTH OF THIS IMAGE.

WE'VE GOT PARKING SURROUNDING THE FACILITY, WITH THE FRONT DOOR REALLY BEING FACING TOWARDS THE SOUTH AND GIVING OPPORTUNITIES FOR SOME PUBLIC SPACE THAT SPILLS OUT TO THE LOBBY AREAS SO THAT WAY, PEOPLE BEFORE AND AFTER THE PERFORMANCE CAN CONGREGATE BEFORE OR AFTER THE SHOW.

LOOKING AT THE DESIGN, WE OBVIOUSLY WANTED TO START WITH, WHAT ARE OTHER SCHOOL DISTRICTS WITHIN THE STATE AND EVEN THE COUNTRY? WHAT DID THEY DO FOR THEIR FACILITIES? WHAT DID THEY LOOK LIKE? WHAT ARE THEY HIGHLIGHTING? FEATURING? WHAT SPACES AND SO ON, ARE THERE? THAT'S SOMETHING THAT, AS WE'RE GOING THROUGH THE DESIGN PROCESS, WE'RE LOOKING AT, AS WELL AS COMING UP WITH IDEAS THAT REALLY STOOD OUT.

NOT JUST TO US, BUT TO THOSE OF THE IST TEAM, THE FINE ARTS DEPARTMENT, AND EVERYONE ELSE THAT WE WERE COLLABORATING WITH AS WE WERE DOING THIS PROJECT AND JUST SOME WORDS THAT REALLY STOOD OUT TO US WERE DYNAMIC, CLEAN AND MODERN, WHAT WERE GOING TO BEST REPRESENT FRISCO ISD AND THIS FACILITY.

ONE THING THAT WAS REALLY KEY FOR US IS, THIS WASN'T JUST A COLLABORATION WITH THE FINE ARTS DEPARTMENT.

IT WAS WITH ALL THE PARTIES WITHIN THE DISTRICT, WITH MEMBERS OF THE ISD TEAM, WITH CONSTRUCTION, WITH MAINTENANCE, WITH TECHNOLOGY, AND SO ON.

IT WAS A GREAT COLLABORATIVE EFFORT FOR OUR PART, AND FOR US, AS WE'RE WORKING THROUGH AND DESIGNING, ONE KEY THING FOR US IS LOOKING AT UIL COMPETITION, AS THIS IS GOING TO BE SOMETHING THAT THIS FACILITY WILL HOST, AND UNDERSTANDING HOW STUDENTS ARE GOING TO BE ARRIVING AND THE PROGRESSION OF THOSE EVENTS AND UNDERSTANDING HOW THE BUILDING NEEDS TO BE ORGANIZED AND ACCOMMODATING FOR THOSE COMPETITIONS.

[00:55:04]

WE WENT THROUGH QUITE A FEW ITERATIONS OVER THE COURSE OF MANY WEEKS WORKING WITH THE FINE ARTS TEAM TO UNDERSTAND WHAT'S GOING TO BE THE BEST ORGANIZATION FOR THIS BUILDING.

WE ULTIMATELY CAME UP WITH THIS DIAGRAM THAT HAS THE PERFORMANCE HALL AS THE CENTER OF THE FACILITY, THE LOBBY AND PUBLIC SIDE TOWARDS THE SOUTH OF THE BUILDING, HAVING THE TWO MULTI-PURPOSE SPACES FLANKING ON EITHER SIDE AND THEN HAVING THE BACK-OF-HOUSE SPACES ON THE NORTH.

WHILE DOING SO, CREATING THAT CLEAR ORGANIZATION OF HOW STUDENTS ARE GOING TO BE COMING THROUGH DURING THAT UIL EXPERIENCE, WHILE ALSO DELINEATING A PUBLIC AND PRIVATE LINE WITHIN THE FACILITY.

QUICKLY TOUCHING ON THE FLOOR PLANS, WHAT IT ACTUALLY CAME TO, YOU WILL SEE THE SAME ORGANIZATION WITH THE PUBLIC BEING ON THE SOUTH SIDE OF THE FACILITY, BEING ABLE TO CIRCULATE AROUND THE PERFORMANCE HALL AS THE CENTERPIECE WITHIN THE BUILDING, AND HAVING THOSE FLANKING MULTIPURPOSE ROOMS ON EITHER SIDE.

THEN AS YOU MOVE UPSTAIRS, AS BOBBY MENTIONED, THIS IS A TWO-STORY FACILITY.

YOU'VE GOT A BALCONY SEATING ON THE SECOND FLOOR, AS WELL AS A VISUAL ART GALLERY THAT'S DEDICATED FOR THOSE VISUAL ARTS.

>> SOME MORE OF THE FUN STUFF. YOU ALL HAVE SEEN THE FRONT ELEVATION.

THIS IS THE LOOK AS YOU ENTER THE SITE. AT GROUND LEVEL.

THIS IS ALSO THE ENTRY TO THE FINE ARTS SUITE OF OFFICES DURING THE DAY.

YOU'RE GREETED WITH BIG LOGOS, SOME NICE SITE LIGHTING, TREE ELEMENTS.

THIS LARGE EXPANSE OF GLASS THAT HIGHLIGHTS THIS LOBBY SPACE AND GIVES YOU THE VISUAL INDICATOR OF WHAT'S HAPPENING INSIDE.

THEN, FROM THE INTERIOR, THAT SITE DESIGN OF THIS PROMENADE CONTINUES INSIDE.

THAT LEADS YOU INTO THIS LONG LOBBY SPACE THAT'S WIDE-OPEN WITH GLASS.

THE SECOND-FLOOR BALCONY OVERLOOKS THIS SPACE.

YOU'VE GOT THIS MONUMENTAL STAIR THAT LEADS YOU UP INTO THE GALLERY.

THEN, YOU'VE GOT THESE LITTLE PORTALS THAT ACTUALLY GET YOU INTO THE HALL TO CLEARLY DELINEATE WHERE YOU'RE SUPPOSED TO BE GOING.

THIS ALSO PROVIDES A LITTLE BIT OF GALLERY SPACE.

YOU SEE SOME SOFT SEATING AND SOME MOVABLE SEATING AROUND THE EDGES THAT IS FLEXIBLE, SO IF THERE'S A LARGER EVENT, YOU CAN GATHER IN THIS LOBBY SPACE. AND THEN FROM THE INTERIOR, LIKE I SAID, 1,200 SEATS ABOUT, LIGHTING ON THE SIDES, THIS REAL CLEAN, MODERN LOOK USING LIGHTING, AND THEN YOU'VE GOT THE DARK CEILINGS REALLY HIGHLIGHT WHAT YOU'RE LOOKING AT, WHICH IS THE STAGE.

IN THIS FACILITY, WE DIDN'T JUST LOOK AT WHAT IS THE AUDIENCE LOOKING AT.

WE ALSO LOOKED AT WHAT THE PERFORMER'S LOOKING AT.

BECAUSE THIS IS A VENUE FOR THEM AS WELL.

WE WANTED THEM TO FEEL LIKE SOMETHING THAT HAVEN'T BEEN IN BEFORE.

THE SECOND LEVEL GIVES YOU THAT GRAIN FEELING BUT IT'S ALSO A VERY QUAINT SPACE.

IT'S A NICE SPACE FOR PEOPLE TO SEE THE SHOW THEY'RE CLOSE UP.

IT'S TALLER THAN YOUR USUALS, YOU'VE GOT THE GREAT SIGHT LINES AT THE STAGE AND FULL-BLOWN PIT WITH A PIT ELEVATOR.

THEN THIS JUST GIVES YOU A DIAGRAM OF THE SECTION THROUGH THIS BUILDING.

YOU CAN SEE THE FLOW OF BETWEEN THE EXTERIOR TO THE INTERIOR, TO THE LOBBY, AND THEN THE HALL AND THE BACK HOUSE SPACES ON THE LEFT.

THEN THE FINAL SHOT, AN AERIAL SHOT.

THIS HIGHLIGHTS THAT PROMENADE GOING THROUGH THE SITE EAST TO WEST AND THAT GIVES YOU THAT PLACE TO PARK YOUR CAR, AND GET TO THIS AREA, AND GET TO THE FRONT DOOR.

REALLY CAN HANG OUT AND CELEBRATE THIS VENUE AND CELEBRATE AN AWESOME NIGHT.

ONE THING TO HIGHLIGHT IS YOU MAY NOTICE, THE TREES ARE PINK, SO GIVING OPPORTUNITIES FOR OBVIOUSLY THIS IS A FRISCO ISD FACILITY, BUT IF THERE IS A SPECIFIC SCHOOL THAT IS COMING HERE AND HOSTING A MUSICAL OF SOME SORT, GIVING OPPORTUNITIES FOR THE SCHOOL TO BRAND THEMSELVES FOR THE FACILITY JUST FOR THAT WEEKEND OR THOSE COUPLE OF WEEKENDS WHILE STILL ALLOWING THE OPPORTUNITY FOR THOSE LIGHTS TO JUST GO TO WIDE AND JUST BE A FRISCO FACILITY AS A WHOLE.

JUST TO RECAP THE SCHEDULE AND WHERE WE'RE AT.

IT'S BEEN MENTIONED, BUT THIS HAS BEEN A LONG PROCESS.

WE STARTED BACK IN JANUARY OF THIS YEAR, AND YOU CAN SEE WHERE WE ARE AT, RIGHT IN THE MIDDLE.

WE'RE NEARING THE END OF DOCUMENTATION WITH THE GOAL TO GET TO THE FEBRUARY BOARD MEETING FOR GMP APPROVAL.

THEN THE ULTIMATE GOAL IS TO OPEN THIS THING, QUARTER ONE OF 2026.

LOOKING AT ABOUT 20-24-MONTH CONSTRUCTION SCHEDULE AS SOON AS THE GMP IS APPROVED.

WE'LL LEAVE YOU WITH THAT. ANY QUESTIONS? COMMENTS?

>> FIRST OF ALL, I LIKE PINK.

I'M GOOD WITH THE PINK TREES [LAUGHTER].

[01:00:04]

BOARD I WILL OPEN UP FOR QUESTIONS AT THIS TIME.

I'LL HAUL AS I STILL HAVE GOOSE BUMPS.

BOARD ANYONE HAVE ANY QUESTIONS AT THIS TIME? MR. HILL?

>> I WAS JUST GOING TO MAKE A COMMENT.

I THINK IT'S VERY IMPRESSIVE LOOK, VERY CLEAN AND IMPRESSIVE LOOK.

I'M THE NEWEST TRUSTEE, BUT I CAN TELL YOU I'VE BEEN IMPRESSED WITH MR. HAZARD, WHEREVER HE IS, SOMEWHERE OVER HERE, AND HIS ENTIRE DEPARTMENT.

I KNOW WE WERE AT A LEADERSHIP FRISCO EVENT JUST RECENTLY, AND I WAS TRYING TO SELL SOME OF THE THEATRICAL PERFORMANCES THAT OUR DISTRICT IS PUTTING ON, CAMPUSES ARE PUTTING ON AS WE SPEAK.

YOU CAN SEE IT ONLINE, AND I WAS QUICKLY TOLD THAT SOME OF THEM WERE SOLD OUT ALREADY.

THIS DISTRICT DESERVES A BEAUTIFUL PLACE.

I THINK IT'S VERY FITTING FOR THAT.

WE EXCEL AT SO MANY THINGS IN THE FINE ARTS WORLD, AND IT'S DUE TIME, AND SO CONGRATULATIONS ON PUTTING THIS TOGETHER, AND I'M VERY THANKFUL.

>> THANK YOU.

>> FIRST OF ALL, HE PRINTED 140 COPIES OF ALL OF THE PLAYS IN ALL OF FRISCO ISD. SHOW OFF.

THAT IS WHAT HE DID, PETE HAZARD AND HANDED THEM OUT, AND HE WOULDN'T LET JOHN AND I SEE WHAT WAS INSIDE THE FOLDER.

HE HELD IT VERY CLOSE, AND AT THE END, I GUESS IT WAS FOR A LITTLE RAZZLE-DAZZLE EFFECT, HE JUST PULLED THEM OUT.

I DO LOOK FORWARD TO HAVING AN OPPORTUNITY TO, I KNOW WE ALL DO, TO HAVING A LARGER SPACE WHERE WE DON'T HAVE TO SELL OUT SO QUICKLY AND MORE PEOPLE WILL HAVE AN OPPORTUNITY TO SEE THE AMAZING THINGS THAT ARE HAPPENING IN FRISCO ISD WITH FINE ARTS.

>> MRS. ALLOT.

>> YES. FIRST COMMENT.

IT'S A BEAUTIFUL FACILITY THAT THE RENDERINGS ARE JUST ABSOLUTELY STUNNING, AND I THINK THE LOCATION IS GOING TO BE VERY WELL AND SERVE OUR DISTRICT WELL.

MY QUESTION IS, I'M NOT SURE THEY'RE REALLY STUFF THAT YOU ALL CAN ANSWER, MIGHT BE FOR MR. HAZARD OR SOMEONE ELSE, BUT MY FIRST QUESTION IS, WILL WE NEED TO HIRE ADDITIONAL STAFF FOR THIS FACILITY? I'M ASSUMING WE WILL.

DO WE KNOW WHAT THAT LOOKS LIKE YET?

>> MR. HAZARD.

>> WE HAVE AN IDEA, BUT WE'LL LET PETE TALK ABOUT THAT.

[LAUGHTER]

>> WE'VE STARTED LOOKING AT THAT, AND THAT WAS ALL PART OF EARLIER CONVERSATIONS THAT WE HAD IN TERMS OF WHAT THE SCOPE OF THAT WOULD BE AND WHEN THOSE PEOPLE WOULD COME ON BOARD AS WE START TO FINALIZE WHAT THAT'S GOING TO BE, WE DO ANTICIPATE WITH THE NUMBER OF DAYS THAT WE HAVE, THAT THERE WILL BE OPPORTUNITIES FOR THE COMMUNITY TO BE ABLE TO GET IN THERE AND TO BE ABLE TO SHARE THAT, AND SO THAT'S GOING TO REQUIRE SOME ADDITIONAL HANDS-ON DECK TO BE ABLE TO DO THAT. YES.

>> OKAY. I REALIZE THAT'S PROBABLY SOMEWHAT OF A PREMATURE QUESTION, BUT BECAUSE WE HAVE A COUPLE OF YEARS TILL IT OPENS, BUT I WANTED TO ASK IT ANYWAYS.

MY SECOND QUESTION IS.

>> HEY STEPHANIE, REAL QUICK, MRS. ALLOT.

CAN I JUST SPEAK TO THAT REAL QUICK AS WELL.

AS WE WERE BEFORE WE GOT WAY BEFORE THIS STAGE, WE WENT AROUND AND LOOKED AT MANY SCHOOL DISTRICT FINE ARTS FACILITIES AROUND THE STATE OF TEXAS AND WHILE WE DID THAT, THE GROUP MR. HAZARD, ONE OF THE THINGS THAT WE ASKED EVERY DISTRICT WAS THAT QUESTION, HOW MANY ADDITIONAL PEOPLE DO YOU HAVE STAFFING THIS? WHAT ARE THOSE POSITIONS THAT ARE NEEDED? WHAT ARE THE QUALIFICATIONS NEEDED TO MAKE THIS RUN AND OPERATE? WELL, ON A DAILY BASIS.

SO WE'VE GOTTEN SOME GOOD INFORMATION OVER THE LAST YEAR AND A HALF TO TWO YEARS, SO GREAT QUESTION.

>> THANK YOU FOR THAT INFORMATION MR. WALTER.

MY OTHER QUESTION IS, YOU MENTIONED MR. HAZARD ABOUT THE MAXIMUM PRICE, I THINK WAS THE TERM THEY USE, THE MAXIMUM GUARANTEED PRICE FOR THE FACILITY, AND YOU SAID THAT YOU'D BE BRINGING THAT INFORMATION BACK TO US AT A FUTURE DATE.

I GUESS MY ONLY OTHER CONCERN, OR QUESTION, OR COMMENT IS BECAUSE THIS BOND WAS APPROVED FIVE-YEARS AGO.

CONSTRUCTION COSTS ARE VERY DIFFERENT THAN THEY WERE FIVE YEARS AGO AND SO THERE VERY WELL MAY BE A DELTA BETWEEN WHAT WAS APPROVED FOR IN THE BOND AND WHAT IT'S GOING TO COST TO BUILD THIS FACILITY.

I ASSUME ANY FUTURE DISCUSSIONS WHEN WE GET TO THAT POINT WOULD ALSO INCLUDE A DISCUSSION AROUND THAT PIECE AS WELL.

IT WILL WE HAVE A COUPLE OF DIFFERENT OPTIONS.

OF COURSE, WE KNOW CONSTRUCTION COSTS HAVE ESCALATED AND WE HAVE A COUPLE OF DIFFERENT OPTIONS TO COVER THAT OVERAGE.

WHEN WE GET A GMP, WE'LL PROVIDE THE BOARD WITH WHAT THOSE OPTIONS ARE AND WHAT OUR RECOMMENDATION IS.

>> GREAT. THANK YOU.

>> TO THAT POINT, JUST TO SHARE, THAT'S REALLY WHY WE NEED TO GET INPUT IF YOU LIKE THE DIRECTION OF WHAT YOU'RE SEEING TONIGHT SO THAT THOSE DETAILS

[01:05:02]

CAN BE FINALIZED AND BROUGHT TO YOU WHERE IT'S ACCURATE WHENEVER IT'S ON THE SCHEDULE TO HOPEFULLY COME IN FEBRUARY.

>> MR. [INAUDIBLE].

>> THE RENDERINGS ARE BEAUTIFUL.

THE TIME AND OVER THE LAST SEVERAL YEARS WHEN WE'VE GOTTEN THE OPPORTUNITY TO GO VISIT SOME OTHER SCHOOL DISTRICT FACILITIES AND OTHER PARTS OF THE STATE.

I THINK WE'VE MOVED TO AUSTIN WHEN WE WENT OUTSIDE THE METRO PLEX.

QUESTIONS WERE, WOULD THIS BE WHAT WE CAN EXPECT? WOULD WE BE ABLE TO PRODUCE SOMETHING IN THE CURRENT ECONOMY THAT LIVED UP TO SOME OF THOSE OTHER THINGS THAT WE HAD SEEN.

YOU GUYS HAVE DONE, IN MY OPINION, AN EXCELLENT JOB IN PULLING TOGETHER SOMETHING HERE THAT EXCEEDS MY EXPECTATIONS.

WERE THAT IT REALLY DOES LOOK NICE AND IT'S EXACTLY WHAT WE HEARD FROM THE COMMUNITY WHEN WE WENT THROUGH THAT BOND PROCESS LEADING UP TO THE VOTE IN 2018 FOR WHAT WE WANTED TO SEE.

I THINK THAT IT LOOKS MUCH BETTER THAN A SCHOOL DISTRICT FACILITY IF YOU WERE JUST TRYING TO IMAGINE ONE IN YOUR HEAD.

[LAUGHTER] I DON'T HAVE ANY CONSTRUCTIVE CRITICISM AT ALL TO PROVIDE AS FAR AS WHAT THE FEATURES ARE OF THE BUILDING.

YOU GUYS WERE NICE ENOUGH TO GIVE THE CAPITAL PROJECTS COMMITTEE LITTLE WHILE AGO, A VIRTUAL REALITY LOOK THROUGH AND I KNOW IT'S PROBABLY CHANGED A LITTLE BIT SINCE THEN, BUT HAVING SEEN IT AT THAT LEVEL, NO, I JUST SAY JOB WELL DONE.

I THINK YOU'RE DEFINITELY ON THE RIGHT TRACK, IN MY OPINION. THANK YOU.

>> THANK YOU.

>> MRS. SHAMBAUGH.

>> WELL, I JUST WANTED TO SAY THANK YOU ALL SO MUCH.

I KNOW WE HAVE BEEN ON THIS TRAVELING THIS ROAD FOR A LONG TIME TOGETHER.

SO I'M APPRECIATIVE OF YOUR PARTNERSHIP AND CERTAINLY APPRECIATIVE OF YOUR STICK-TO-IT-NESS.

BECAUSE I KNOW THAT WE'VE GONE THROUGH MANY ITERATIONS OVER THE YEARS AND I'LL TELL YOU IF ALL OF THE FINE ARTS FACILITIES THAT I'VE SEEN, WE SAW SOME IN COLORADO WHEN THE TEAM WENT TO FORT COLLINS.

WE'VE SEEN THEM THROUGHOUT THE UNITED STATES, THROUGHOUT TEXAS.

AT LEAST WHEN I THINK OF A FACILITY FOR A SCHOOL DISTRICT OR FOR A SMALL COMMUNITY THEATER, THIS WOULD NEVER HAVE ENTERED MY MIND.

IT IS SO BEAUTIFUL.

IT LOOKS LIKE SOMETHING THAT SHOULD BE IN AN ARTS DISTRICT AND A DOWNTOWN.

IT IS STUNNING.

WE WERE ABLE TO SEE AN ITERATION OF THIS, I GUESS ABOUT A MONTH AGO.

THE SHEER AMOUNT OF WORK THAT YOU GUYS HAVE PUT IN OVER THE LAST FOUR OR FIVE WEEKS, IT LOOKS LIKE A SIMILAR FACILITY, BUT IT'S SO OPEN AND AIRY AND MODERN, AND I KNOW WE DIDN'T GET TO SEE SOME OF THE INTRIACIES OF THE SPACE INSIDE, BUT THE VISUAL SPACE INSIDE THE ART GALLERY SPACE IS BEAUTIFUL AND OPEN AND PROVIDE SOMETHING FOR OUR VISUAL ART STUDENTS.

THE LOBBY IS SO OPEN AND CAN BE USED FOR A VARIETY OF REALLY GREAT THINGS THAT WE'RE GOING TO DO WITHIN THE DISTRICT.

THERE'S TRAINING SPACE, MUCH LIKE WE HAVE AT THE HALL OF HONOR FOR STAFF MEMBERS.

SO THERE'S JUST SO MUCH SPACE THAT IS WITHIN THE FACILITY THAT WE DIDN'T HAVE TIME TO COVER TONIGHT, BUT I'M SURE THAT'S COMING.

IT'S SUCH A JOY FOR ME IN PARTICULAR, JUST TO SEE WHERE THIS HAS LANDED.

SO I THANK YOU ALL SO MUCH.

I KNOW THAT WE HAVE GENERATIONS OF KIDS THAT HAVE ALREADY GRADUATED FROM FRISCO ISD THAT WE JUST COULDN'T QUITE GET THIS READY FOR THEM BEFORE THEY GRADUATED.

SO I'M EXCITED FOR THOSE THAT ARE WITH US THAT WILL BE ABLE TO TAKE PART IN UTILIZING A FACILITY LIKE THIS.

WE'VE DONE IT FOR OUR ATHLETES, NOW WE'RE GOING TO DO IT FOR OUR FINE ART KIDS, AND WHAT A BEAUTIFUL THING TO BE ABLE TO LEAVE IT AS A GENERATIONAL PROJECT.

I'M EXCITED FOR WHERE THIS HAS LANDED.

SO I DON'T HAVE ANY FEEDBACK OTHER THAN IT'S JUST BEAUTIFUL.

I THINK ALL OF YOU AND YOUR TEAM, I DO HAVE ONE MORE THING ACTUALLY.

I THINK IT'S REALLY COOL WHEN WE WERE AT COLLIGAN LOOKING AT THE LAST ITERATION PRIOR TO THIS, IT CAME ABOUT THAT WE HAVE SOME FRISCO ISD ALUMNI THAT KATE STRINGER, WHO I KNOW HER FAMILY AND I WAS VERY SURPRISED TEXTS FROM HER THAT SHE'S IN COLLEGE NOW IN CANADA, BUT SHE TOOK PART IN OUR ARCHITECTURAL PROGRAM AT THE CTE.

SHE WAS AN INTERN FOR YOU ALL AND HAS WORKED ON THIS FACILITY OVER HER SUMMER INTERNSHIP PROJECTS.

SO HOW COOL THAT AN FASD ALUMNI PUT HER FINGERPRINTS ON THIS PROJECT THAT'S GOING TO SERVE GENERATIONS OF STUDENTS JUST LIKE HER IN THE FUTURE.

SO I LOVED THAT TIE IN AND I WAS REALLY JUST SO PLEASED TO HEAR THAT AND TO SEE HER WORK IN PERSON.

SO THANK YOU ALL FOR SUPPORTING FRISCO ISD AND A LOT OF WAYS INCLUSIVE OF BRINGING OUR STUDENTS AND TO HELP WITH THE NEXT-GENERATION OF PROJECTS LIKE THIS SO JOB WELL DONE.

>> THANK YOU. BOARD,

[01:10:01]

ARE THERE ANY ADDITIONAL QUESTIONS OR COMMENTS? GREAT.

>> THANK YOU ALL FOR YOUR TIME.

>> THANK YOU.

>> BOARD, WE WILL MOVE TO AGENDA ITEM 10,

FINALLY, REMEMBER THAT THE BOARD MAY NOT DISCUSS OR ACT UPON ANY ISSUES THAT ARE NOT PROPERLY POSTED ON THE AGENDA. THANK YOU. BOARD, WE HAVE ONE PUBLIC COMMENT THIS EVENING.

WE HAVE ONE SPEAKER THAT WILL COME UP, MR. PAUL JOHNSON.

>> THANK YOU. I ALWAYS APPRECIATE THE FACT THAT YOU PUBLICLY LET US COME AND SAY THINGS.

HOPEFULLY, CONSTRUCTIVE, HOPEFULLY NICE.

THIS EVENING HAS BEEN FINE ARTS EVENING.

WITH THE CHOIR AND WITH ALL THE AWARDS AND A REALLY GOOD PRESENTATION POWERPOINT THAT THE THEATER PEOPLE PUT UP. THAT'S NICE.

NOW, THE EARLIER PART IN TERMS OF THE FONT, THIS IS NOT WHAT I CAME TO SPEAK FOR IT, BUT I THOUGHT, I'LL JUST PUT THIS IN THERE BECAUSE IT'S PART OF WHAT WE'RE DOING.

WE NEED BIGGER PRINT SIZE ON THE SLIDES SO THAT WE CAN ACTUALLY REASON, SUCH SOME REALLY GOOD INFORMATION UP THERE.

BUT WE'VE GOT TO BE ABLE TO FOLLOW ALONG.

TWO SUGGESTIONS I HAVE.

ONE WOULD BE THAT THERE IS ANIMATION IN THESE SLIDES.

THERE'S STILL A WHOLE LOT OF STUFF UP THERE AND WHERE ARE WE GOING TO FOCUS AND PUT OUR FOCUS WHILE IF IT COMES UP WHEN IT'S BEING TALKED ABOUT AND THEN THE NEXT THING AND SO YOU ANIMATE IT THAT WAY.

THEN THE POINTER. BECAUSE SOMETIMES YOU WANT TO LEAVE A LOT OF STUFF UP THERE, BUT YOU COULD WITH A POINTER, YOU COULD LEAD US AS AN AUDIENCE SO WE COULD FOLLOW BETTER.

THEN SOME OF THE SLIDES BECOME HARD TO TAKE THEM APART, AND IT'S A LOT UP THERE.

MAYBE THERE COULD BE COPIES GIVEN TO US BECAUSE SOME OF THIS STUFF IS REALLY GOOD AND I WOULD LIKE TO FOLLOW UP ON IT AND UNDERSTAND IT BETTER, BUT I CAN'T BECAUSE I CAN'T READ IT UP THERE.

IS THERE A POSSIBILITY THAT WHEN THE DIFFERENT PEOPLE PREPARE THESE SLIDES, THAT THEY DO IT IN SUCH A WAY THAT IT WOULD HELP US OUT HERE IN THE AUDIENCE TO BE ABLE TO SEE BETTER AND FOLLOW ALONG BETTER.

I THINK YOU'RE GOING TO MAKE A COMMENT.

>> [INAUDIBLE]

>> IT WOULD, I THINK, BUT EVEN THEN, BECAUSE HAVING USED IN THE CLASSROOM TAUGHT POWERPOINT AND STUFF LIKE THAT, THERE'S JUST CERTAIN PRINCIPLES THAT WOULD LIKE TO GO TO FOR THE PURPOSE OF THE PEOPLE HERE.

IT'S JUST A SUGGESTION, IT WOULD JUST BE NICE TO HAVE A LARGER AND PERHAPS SOME OF THESE LITTLE SIMPLE TEXT THAT WOULD HELP IT.

I'VE TAKEN UP MOST OF MY TIME SO I'M GOING TO SAY WHAT I HAD PREPARED TO DO AND LEAVE IT JUST ON THAT NOTICE.

WE HAVE A LITTLE SAYING IN COMMUNICATION WITH THEM. WHAT'S IN IT FOR ME? THE AUDIENCE IS SAYING WHAT'S IN IT FOR ME AND A LOT OF GOOD STUFF YOU'RE GIVING TO US.

BUT THERE WERE ALSO WAKING, YOU KNOW WHAT? WE NEED TO HAVE THE VISUAL PRESENTATION.

IT'S INTERESTING, WE'RE DOING THIS IN THE THEATER AND ALL THE VISUAL ARTS.

IF THAT WOULD ALSO HELP THE PRESENTATION AND HELP US WHO ARE LISTENING AND TRYING TO FOLLOW AND UNDERSTAND TO DO IT.

[01:15:04]

EVEN THOUGH IT MAY NOT BE ABLE TO GET THE COMPLETE SIZE IF YOU WANT, BUT MAYBE ANIMATION AND PERHAPS POINTER WOULD BE HELPFUL IN THE PRESENTATION.

IS THAT A DOABLE COMMENT? ONE TIME.

>> THANK YOU SO MUCH.

>> THAT OTHER BUTTON DIDN'T EVEN GO ON.

>> THANK YOU. BOARD WILL MOVE TO AGENDA ITEM NUMBER 11.

[11.A. Consider and act on minutes from November 13 Regular Meeting]

THESE ARE ACTION ITEMS. WE'LL START WITH A, CONSIDER AN ACT ON APPROVAL OF MINUTES FROM NOVEMBER 13TH, REGULAR MEETING.

>> MOVE TO APPROVE THE MINUTES AS PRESENTED.

>> SECOND.

>> MOTION BY MRS. OSHAMBO, SECOND BY MR. CLAYSIE, BOARD ARE THERE ANY QUESTIONS AT THIS TIME? IF NOT, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? MOTION PASSES 60.

WILL MOVE TO AGENDA ITEM 11B.

[11.B. Consider and act on the Collin and Denton County Appraisal District Board of Directors Election]

CONSIDER AN ACT ON THE COLLIN COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS ELECTION.

BOARD, I'LL LOOK FOR A MOTION.

>> MOVE TO CAST FRISCO INDEPENDENT SCHOOL DISTRICTS, 598 VOTES FOR THE COLLINS CENTRAL APPRAISAL DISTRICT TO MR. DAN BONEH.

AND 200 VOTES TO MR. DAVID TERRY, AND 195 VOTES TO MR. CHARLES STAFFORD FOR THE DENTON CENTRAL APPRAISAL DISTRICT.

>> SECOND.

>> MOTION BY MR. CLAYSIE SECOND.

BY MRS. OSHAMBO AND MR. LAW.

ARE THERE ANY QUESTIONS AT THIS TIME? IF NOT, I'LL LOOK FOR A VOTE.

ALL IN FAVOR. MOTION PASSES 60.

JUST FOR A LITTLE TRANSPARENCY, WE DID HAVE OUR DISCUSSION DURING CLOSED SESSION ABOUT OUR DISTRIBUTION OF VOTES.

BOARD WILL MOVE TO AGENDA ITEM 11C,

[11.C. Consider and act on the recommended selection of contractual personnel, including General Counsel]

CONSIDER AN ACT ON RECOMMENDED SELECTION OF CONTRACTUAL PERSONNEL, INCLUDING GENERAL COUNSEL.

BOARD, I WILL LOOK FOR A MOTION.

>> I MOVE TO APPROVE THE SELECTION OF CONTRACTUAL PERSONNEL, INCLUDING GENERAL COUNSEL AS PRESENTED.

>> MOTION BY MRS. OSHAMBO SECOND BY MR. CLAYSIE, I'LL OPEN UP FOR QUESTIONS AT THIS TIME.

IF THERE ARE NO QUESTIONS.

>> I'M SORRY. I WANTED TO ADD A QUESTION REGARDING THE GENERAL COUNSEL.

IS THAT POSITIONING GOING TO BE SIMILAR TO WHAT OUR FORMER GENERAL COUNSEL DID IN REPRESENTING THE DISTRICT AND THE BOARD IN SOME ISSUES.

>> I WILL YIELD TO DR. WALTER.

>> [INAUDIBLE]

>> I'M INCLINED TO VOTE AGAINST IT.

NOT BECAUSE OF THE PERSON WHO WERE VOTING FOR, BUT BECAUSE THEY'RE GOING TO BE REPRESENTING THE BOARD.

I WOULD LIKE TO HAVE A LITTLE MORE INPUT IN CHOOSING THAT PERSON.

>> MR. LAW, THE BOARD HAS THE OPTION TO CHOOSE WHOEVER THEY SEE FIT TO REPRESENT THEM AS COUNSEL.

IF GENERAL COUNSEL CAN MEET THOSE NEEDS FOR ANY PARTICULAR ISSUE, THAT'S FINE.

THAT'S CERTAINLY A DECISION THE BOARD CAN MAKE GENERAL COUNSEL IS NOT OBLIGATED OR THE BOARD IS NOT OBLIGATED TO USE GENERAL COUNSEL TO REPRESENT THE BOARD OF TRUSTEES ON ANY ISSUE.

>> I'M FULLY AWARE OF THAT BUT WE WILL HAVE AN OPPORTUNITY TO USE THAT AT SOME POINT IF WE SO DESIRE.

>> IF YOU SO CHOOSE, YOU CAN USE GENERAL COUNSEL TO CONSULT ON LEGAL MATTERS IF YOU WOULD RATHER USE SOMEONE ELSE'S, HAVE THAT OPTION AS WELL.

>> BECAUSE OF THAT, I WOULD HAVE LIKED TO HAVE A LITTLE MORE INPUT INTO IT.

>> THANK YOU. ARE THERE ANY ADDITIONAL QUESTIONS AT THIS TIME? IF NOT, I'LL LOOK FOR A VOTE. ALL IN FAVOR?

>> AYE.

>> AYE.

>> ANY OPPOSE? YOU ABSTAIN AND YOUR REASON?

>> BECAUSE THIS IS RELATED TO A PERSONNEL MATTER, I WAS PLANNING TO SHARE MY SPECIFIC REASONS FOR MY ABSTENTION WITH THE PRESIDENT DAVIS IN THE NEXT FEW DAYS.

[01:20:05]

>> I APPRECIATE THAT.

WHAT DO YOU NEED TO GO INTO EXILE TO DO THAT OR? NO.

MOTION PASSES 4-1 WITH ONE ABSTENTION.

WHILE WILL MOVE TO AGENDA ITEM 11D,

[11.D. Consider and act on approval of the 2024-2025 school calendar]

CONSIDER AN ACT ON APPROVAL OF THE 2024 SCHOOL CALENDAR.

>> AS OUR FOLKS ARE COMING UP, I'D LIKE TO REMIND YOU THE BOARD THAT THIS YEAR THE DISTRICT ADVISORY COUNCIL HAD A SPECIAL AD HOC SUB-COMMITTEE COMPOSED OF MEMBERS OF THE DISTRICT ADVISORY COUNCIL TO WORK THROUGH AND DEVELOP A INSTRUCTIONAL CALENDAR RECOMMEND TO YOU ALL THIS EVENING.

THAT WHOLE ENTIRE GROUP DID A TREMENDOUS AMOUNT OF WORK IN A VERY SHORT PERIOD OF TIME, AND I'M VERY PROUD OF THE WORK THEY DID.

TONIGHT WE HAVE FOUR REPRESENTATIVES OF THAT CALENDAR SUBCOMMITTEE.

WE HAVE MR. CLAYTON PATTERSON, TEACHER FROM HERITAGE HIGH SCHOOL.

MRS. AISHA MCFADDEN, A TEACHER FROM CENTENNIAL HIGH SCHOOL.

MRS. JAMIE HI, A PARENT, ARE THEY HUNT MIDDLE SCHOOL STUDENT, EASIER FOR ME TO SAY.

THE SENATE AS A PARENT OF LEBANON TRAIL HIGH SCHOOL STUDENT. YOU GUYS ARE UP.

WE'RE LOOKING FORWARD TO HEARING WHAT YOU HAVE TO SAY AND AS YOU HAVE QUESTIONS, MS. SMITH AND I WILL DO OUR BEST TO HELP ANSWER.

>> GOOD EVENING. THANK YOU, SUPERINTENDENT, DR. WALTER, BOARD OF TRUSTEES AND INSTRUCTIONAL SUPPORT TEAM.

MY NAME IS MRS. GNAWS AND I SERVED AS TWO PARENTS/COMMUNITY MEMBER ON THE CALENDAR COMMITTEE.

THE CALENDAR COMMITTEE HELD FOR MEETINGS.

MEETING NUMBER 1, WAS SETTING UP OUR NORMS, OUR CALENDAR PRIORITIES CONSTRAINTS AND THE CONSTRAINTS ARE BASED ON REQUIREMENTS.

WE ALSO LOOKED AT NEIGHBORHOOD DISTRICTS.

YOUR ALLEN, YOUR PLANO, MCKINNEY, AND THEN COLLIN COLLEGE BECAUSE WE HAVE STUDENTS WHO PARTICIPATE IN A DUAL CREDIT PROGRAM.

WE HAD HOMEWORK DAY NUMBER 1.

YES, WE DID.

HOMEWORK WAS FEEDBACK FROM OUR COMMITTEE MEMBERS IN OUR PEERS.

WE HAVE FOUR QUESTIONS TO ANSWER FROM THEIR HOMEWORK.

QUESTION NUMBER 1, WAS WHAT WAS IMPORTANT THAN FOR FRISCO ISD CALENDAR AS FAR AS THE ACADEMIC CALENDAR.

QUESTION NUMBER 2, WAS ANY CHANGES THOUGH WE SAW THAT WE SEE THAT WE THINK WE SHOULD IMPLEMENT BASED ON THIS CURRENT ACADEMIC CALENDAR.

QUESTION NUMBER 3, WAS ANYTHIN THAT WE WANT TO KEEP FROM THIS CURRENT ACADEMIC CALENDAR? THEN QUESTION NUMBER 4, WAS ANY CHANGES THAT WE WANT TO ADD OR ANY OTHER THOUGHTS OR COMMENTS.

MEETING NUMBER 2, WAS COMING TO QUESTIONS AND ANSWERS.

WE HAD TWO CALENDAR DRESSED BASED ON THAT.

THE FIRST TEAM WAS LED BY DR. CUNNINGHAM AND THEN A SECOND WAS LED BY MRS. SMITH AND SO WE CAME UP WITH TWO CALENDARS BASED ON THOSE TWO GROUPS.

MEETING NUMBER 4 WAS COMMITTEE CONSENSUS ON ONE CALENDAR.

THIS WAS VERY DIFFICULT, BECAUSE YOU HAVE TWO TEAMS WHO HAVE TWO CALENDARS, BUT WE MADE IT WORK.

ONCE WE HAD ONE CALENDAR DRAFT, WE SENT THAT TO THE DISTRICT ADVISORY COUNCIL, KNOWN AS THE DAC FOR FEEDBACK.

AS WE ALL KNOW, FEEDBACK IS A GIFT AND I'M NOT GOING TO STEAL JAMIE'S THUNDER, SHE'LL TELL YOU MORE ABOUT THE DETAILS OF THE CALENDAR.

I WILL NOW HAND OVER TO AISHA, WHO WILL TALK TO YOU ABOUT THE CALENDAR COMMITTEE CONSTRAINT AND PRIORITIES IN DETAIL.

>> GOOD EVENING, EVERYONE.

THERE WERE SEVERAL CONSTRAINTS AND PRIORITIES THAT WE WORK WITH WHEN DEVELOPING THE PROPOSED CALENDAR.

WE NEEDED TO PROVIDE AT LEAST 75,600 MINUTES OF INSTRUCTION AND 184 DAY TEACHER CONTRACT WITH 5-6 WORKDAYS PRIOR TO THE SCHOOL START DATE.

FOR STAFF AND COMMUNITY REQUEST, WE ALSO LOOK TO ALIGN OUR SCHOOL BREAKS WITH OUR NEIGHBORING DISTRICTS, ESPECIALLY ALLEN, PLANO, MCKINNEY, COLLIN COLLEGE, AND UNT.

AT THE SAME TIME, SOME OF THESE DISTRICTS HAVE BEEN ADDING A FALL BREAK IN RECENT YEARS, SO THAT WAS A CONSIDERATION AS WELL.

WHEN DETERMINING THE LAST DAY OF SCHOOL, WE CONSIDERED THE TIMING OF GRADUATION CEREMONIES, AS WELL AS COMMUNITY FEEDBACK, WHICH SUGGESTED ENDING SCHOOL BEFORE MEMORIAL DAY WEEKEND.

FINALLY, WE LOOKED AT BALANCING THE SEMESTERS WITHIN 5-7 DAYS OF EACH OTHER, WHICH IS A PRIORITY FOR SECONDARY HIGH SCHOOL CLASSES.

BECAUSE OF STATE TESTING AND PREPARATION FOR AP EXAMS IN APRIL, WE PLACED THE TWO BAD WEATHER MAKEUP DAYS AT THE END OF THE SCHOOL YEAR.

[01:25:06]

IN THIS CHART, WE SEE THE ALIGNMENT OF BREAKS WITH THE NEIGHBORING DISTRICTS ACCORDING TO THE DRAFT OF THEIR CALENDARS.

OUR SPRING BREAK IS ALIGNED WITH COLLIN COUNTY AND UNT AS WELL, UNFORTUNATELY, IT IS NOT ALIGNED WITH LEWISVILLE ISD.

FINALLY, OUR NEIGHBORS ARE MAKING ELECTION DAY IN NOVEMBER A STUDENT HOLIDAY FOR THE 2024 PRESIDENTIAL ELECTION, WHICH IS ALSO WHAT WE ARE PROPOSING IN OUR CALENDAR TO ROUND OUT THE FALL BREAK. THANK YOU, EVERYONE.

>> LOOKING AT THE CALENDAR ITSELF, JUST TO WALK YOU THROUGH HOW THE COMMITTEE LANDED ON SOME OF THE DATES THAT WE DID.

THERE WERE 18 OF US ON THE COMMITTEE, WHICH I FOUND VERY HELPFUL BECAUSE THERE WERE 10 TEACHERS AND STAFF AND EIGHT COMMUNITY MEMBERS AND PARENTS.

WE HAD A GOOD BALANCE OF STAFF, TEACHERS, AND PARENTS.

WE STARTED PLUGGING IN THE CONSTRAINTS AND THE FIXED STATES THAT WE WEREN'T ABLE TO SWITCH, INCLUDING FEDERAL HOLIDAYS, WINTER BREAK AND SPRING BREAK, WHICH WERE PREDETERMINED TO ALIGN WITH NEIGHBORING DISTRICTS AND COLLIN COLLEGE.

WE THEN MARKED OFF OUR WEEK OF THANKSGIVING BREAK, MAKING THAT MONDAY A STAFF EXCHANGE DAY FOR STAFF.

THE COMMITTEE THEN SPENT QUITE A FAIR AMOUNT OF TIME DISCUSSING ELECTION DAY, WHICH IS TUESDAY, NOVEMBER 5TH AND IT WAS STRONGLY AGREED THAT WITH SO MANY VOTERS COMING IN AND OUT OF BUILDINGS AND CAMPUSES WITH STUDENTS, IT WOULD BE SAFER TO NOT HAVE STUDENTS IN CAMPUSES THAT DAY, GIVEN TODAY'S HEATED POLITICAL CLIMATE AND THAT IT'S A NATIONAL ELECTION.

WE JUST FELT THAT FOR THE SAFETY OF THE STUDENTS IN SOME OF THE LOGISTICS, BETTER TO MAKE THAT A STUDENT HOLIDAY WAS ALSO THEN NOTED THAT PERHAPS BY DOING THAT, MAYBE STAFF WHO HAD A CHANCE TO VOTE EARLY WOULD HAVE MORE OF AN OPPORTUNITY TO GO OUT AND VOTE AT THEIR DESIGNATED POLE.

ONCE WE DETERMINED STUDENTS WOULD NOT BE ON CAMPUS FOR ELECTION DAY, WE TOOK A LOOK AT FALL BREAK AND HOW WE CAN POTENTIALLY FIT A FALL BREAK INTO THE CALENDAR.

THE OPTIONS WERE TO EITHER CREATE A FALL BREAK IN OCTOBER, [LAUGHTER] I'M SORRY, OR BUILD ONE AROUND ELECTION DAY.

WHILE IT'S THE COMMITTEE'S RECOMMENDATION GOING FORWARD IN YEARS WHERE THERE ISN'T A PRESIDENTIAL CAMPAIGN, AN ELECTION TAKING PLACE, WE WOULD RECOMMEND FALL BREAK IN OCTOBER.

BUT WITH ELECTION DAY ON NOVEMBER 5TH, WE COULDN'T FIT A FULL WEEK IN OCTOBER AND JUST FELT AT BEST TO CREATE A FALL BREAK AROUND ELECTION.

THE OTHER PART THAT PLAYED INTO THAT AS HALLOWEEN FALLS ON A THURSDAY NEXT YEAR, SO MANY TEACHERS INDICATED THAT THEY FIND THE DAY AFTER HALLOWEEN A BIT [LAUGHTER] TOUGH.

WE FELT BY GIVING THAT FRIDAY AND FOLLOWING MONDAY AND MAKING THAT A MINI FALL BREAK AS EVERYBODY SEEMED TO BE HAPPY WITH THAT, SO IT'S A WIN-WIN.

THEN IN TERMS OF FIRST AND LAST DAYS OF SCHOOL, WE WORKED BACKWARDS FROM MEMORIAL DAY, TAKING A LOOK AT GRADUATIONS, WANTING TO GET KIDS GRADUATED BEFORE THE HOLIDAY.

MEMORIAL DAY NEXT YEAR IS THE 26TH, SO WE LOOKED AT THE LAST DAY OF SCHOOL BEING THE WEEK PRIOR.

AND AS YOU CAN TELL, WE DID PLACE THOSE TWO BAD WEATHER DAYS AT THE VERY END OF THE YEAR, WHICH IS ALSO A LITTLE DIFFERENT, BUT WE FELT IT WOULD ALLOW TIME FOR GRADUATIONS TO POTENTIALLY TAKE PLACE BEFORE THE HOLIDAY WEEKEND SO THAT STUDENTS, FAMILIES, AND STAFF WOULD HAVE AN OPPORTUNITY TO STILL HAVE MEMORIAL DAY WEEKEND TRAVEL PLANS.

ALSO WE'D LOOKED AT MOVING SOME BAD WEATHER DAYS, APRIL AND MAY WAS DETERMINED TO BE VERY HEAVY.

STANDARDIZED TESTING TIME WITH STAAR TESTING AND AP EXAMS AND THE DATES FOR 2025.

THE SPECIFIC TEST DATES AREN'T OUT YET, SO IT WAS DETERMINED TO TRY NOT TO PUT TOO MANY DAYS OFF, ESPECIALLY DURING THE MONTH OF APRIL FOR TEST PREP AND TESTING.

THEN ONCE WE HAD OUR LAST DAY OF SCHOOL, WE WORKED BACKWARDS AND WENT AND LOOKED AT THE FIRST DAY OF SCHOOL AND I KNOW IT'S A LITTLE UNUSUAL TO HAVE IT ON A MONDAY.

WE DIDN'T WANT TEACHERS ON CAMPUS IN JULY.

WE FELT THEY DESERVED THE SUMMER OFF, SO BY NOT HAVING THEM BACK UNTIL AUGUST 1ST, THEY WOULD HAVE AN ADEQUATE SUMMER.

[01:30:01]

WE DID TALK ABOUT WAYS WE COULD POTENTIALLY HAVE THE START OF SCHOOL BE ON A DAY OTHER THAN MONDAY.

HOWEVER, OUR OPTIONS WERE TO EITHER EXTEND THE LAST DAY OF SCHOOL TILL AFTER MEMORIAL DAY OR ELIMINATE THE FALL BREAK.

ONCE WE STARTED PLUGGING THINGS IN, WE REALIZED THERE WERE SOME CONCESSIONS THAT HAD TO BE MADE AND WE, AS A COMMITTEE AND AS A DAC, CAME UP WITH THIS THIS VERSION WHICH I THINK ACCOMPLISHES ALL THAT WE NEED TO ACCOMPLISH.

AND BALANCING SEMESTERS TOO.

IF YOU LOOK, THERE'S 88 DAYS IN THIS SEMESTER IN THE SECOND HALF OF THE YEAR AND 83 IN THE FIRST TO WALK YOU THROUGH OUR PROCESS.

GOOD EVENING. I'M HERE TO PRESENT THE DAC FEEDBACK.

AS YOU CAN SEE, WE HAD A GOOGLE FORM FILLED OUT BY THE COMMITTEE, 101 OUT OF 169 RESPONDED TO IT, WHICH IS ROUGHLY 60%.

AND AS YOU CAN SEE, WE DID SUCH A GOOD JOB.

NOBODY HATES IT SO MUCH.

[BACKGROUND] SO IN ONLY A FEW, DON'T NECESSARILY LIKE IT OR LOVE IT, BUT FOR THE MAJORITY WE'VE GOT IT.

A LOT OF PEOPLE LIKED IT.

AS YOU CAN SEE FOR THE DIFFERENT ASPECTS, THE STAFF WORK DAYS, THE LONG WEEKEND BEFORE SCHOOL STARTS, THE SEMESTER BALANCE, FIRST DAY OF SCHOOL, LAST DAY OF SCHOOL, FALL BREAK AND ELECTION DAY.

EVERYBODY LOVED THOSE.

THE ONLY THING THEY DIDN'T LIKE WAS A BAD WEATHER MAKEUP DAYS.

BUT IN THE PREVIOUS YEARS, HOW MANY BAD WEATHER DAYS HAVE WE USED? WE GENERALLY HAVE ENOUGH MINUTES IN THERE.

SO IT'S GOOD TO THROW IT AT THE END OF THE YEAR JUST IN CASE DR. CUNNINGHAM.

SO I JUST WANT TO SAY ONCE AGAIN HOW PROUD I WAS OF THIS GROUP, THESE FOUR INDIVIDUALS AND THEN THE WHOLE SUBCOMMITTEE, THEY TOOK THIS TASK ON AND WE DIDN'T HIT THEM WITH AN EASY TASK.

THEY HAD LOTS OF THINGS TO DEAL WITH.

AND I REMEMBER THE NIGHT THAT THEY WERE TRYING TO COME TO CONSENSUS, THEY WERE WORKING REALLY, REALLY HARD TO FIGURE THINGS OUT THAT THEY KNEW WERE GOING TO BE QUESTIONED.

AND I WAS JUST VERY GOOD WORK AND FOR US AS A DISTRICT HAVING DONE THIS, I THINK FOR THE FIRST TIME WITH THE DISTRICT ADVISORY COUNCIL WAS REALLY WELL RUN PROCESS BY YOU GUYS.

SO THANK YOU SO MUCH.

I KNOW WE'VE GOT A LITTLE BIT OF FEEDBACK BOTH FROM THE DAC AND FROM COMMUNITY ON A FEW THINGS AND I JUST WANT TO HIT A FEW, I'M JUST KIND OF HEAD-ON.

THE VERY FIRST MEETING WE HAD, WE HAD SOME QUESTIONS ABOUT WHAT PD DAYS, WHAT'S THE WORKDAY, WHAT'S THIS GOING TO BE? WHAT'S THAT GOING TO BE? WE WANT TO MAKE SURE YOU'LL NOTICE ON THOSE CALENDARS, IT JUST SAYS STUDENTS STAFF HOLIDAY OR STUDENT HOLIDAY.

THAT'S BECAUSE WE HAVE A WHOLE OTHER GROUP THAT WILL START MEETING ONCE THE CALENDARS ARE APPROVED TO START WORKING THROUGH THE DETAILS OF WHICH WORKDAY IS GOING TO DO WHAT.

I WILL TELL YOU, WE'VE HAD LOTS OF QUESTIONS.

ARE WE GOING TO GET THE PARENT CONFERENCE DAY? IT'S OUR PLAN AND MAKE SURE THAT THE PARENT CONFERENCE TODAY REMAINS LIKE IT WAS THIS YEAR DURING ONE OF THOSE STAFF WORK DAYS IN THE FALL, ON THE CALENDAR.

BUT WE DO HAVE SOME GROUP WORKING, A GROUP WILL START WORKING THROUGH THOSE DETAILS ONCE WE GET THE CALENDAR APPROVED.

WE HOPE TO HAVE SENT INFORMATION TO YOU GUYS IN EARLY FEBRUARY ABOUT WHAT THOSE DAYS MEAN, DON'T MEAN.

THE BAD WEATHER MAKEUP DAYS, AS MR. PATTERSON INDICATED.

WE, GENERALLY SPEAKING, HAVE ENOUGH INSTRUCTIONAL MINUTES ONCE WE GET AN APPROVED WAIVER FROM TEA THAT WE'VE NOT REALLY HAD TO LOCK INTO THE BAD WEATHER MAKEUP, BASED ON THE PAST.

I'M JUST KNOCKING ON WOOD BECAUSE I MIGHT HAVE JUST JINXED THAT.

BUT THE REASON WE PUSH THOSE TO THE END OF THE SCHOOL YEAR WAS JUST SO IT GAVE US A LITTLE MORE TIME TO MAKE SURE THAT NOTHING SHOPS ON DAYS THROUGH THE REST OF THE CALENDAR YEAR.

I SAY 'WE' LOOSELY, THIS GROUP HAD AN AWFUL LOT OF SAY IN THIS, DESPITE POPULAR THOUGHT, KIM AND I DIDN'T TWIST ARMS ANYWHERE, ALL RIGHT? I PUT HIM ON THE SPOT. BUT THE IDEA WAS THAT WE HAD, MR. PATTERSON SAID 'WE DON'T USUALLY USE THOSE DAYS.' OUR HOPE WAS TO CONTINUE THAT.

WITH THE EXTRA MINUTES THAT WE HAVE IMBEDDED IN THE CALENDAR.

THERE ARE FIVE MORE INSTRUCTIONAL DAYS IN THE SPRING THAN THERE ARE IN THE FALL.

THAT'S GENERALLY SPEAKING, BY DESIGN WITH AS MANY TESTING DAYS AS WE HAVE, YOU ACTUALLY END UP WITH ROUGHLY THE SAME NUMBER OF INSTRUCTIONAL MINUTES, BOTH FALL AND SPRING SEMESTER, ONCE YOU START DOING THE DAYS OF TESTING INTO THE MIX WITH STAR, EOC, APE, AND OTHER THINGS THAT HAPPENED IN THE SPRING.

WE DID GET QUITE A BIT OF FEEDBACK EARLY ON A PROCESS.

AS SHE SAID, WE HAD HOMEWORK THE FIRST NIGHT THAT GAVE SOME FEEDBACK THAT NEXT MEETING.

WE GOT FEEDBACK FROM ALL OF OUR CAMPUS PRINCIPALS AND CENTRAL OFFICE DIRECTORS.

WE GOT FEEDBACK FROM ALL THE DECK MEMBERS.

WE GOT FEEDBACK FROM IST.

[01:35:01]

WE TOOK A LOT OF THE FEEDBACK WE GOT FROM LAST YEAR'S SURVEY INTO ACCOUNT HERE, SUCH AS MAKING SURE WE HAD A FULL WEEK OFF AT THANKSGIVING.

THAT WAS ACTUALLY ONE OF THE EDITS THAT CAME UP EARLY ON IN THE DISCUSSION WAS MADE, NOT HAVING A FULL WEEK OF THANKSGIVING.

FEEDBACK TO END THE SECOND GRADING PERIOD BEFORE WINTER BREAK, IN THAT SEMESTER THEN IN THE SCHOOL BEFORE MEMORIAL DAY, AND TO ALIGN OUR SPRING AND WINTER BREAKS WITH OUR NEIGHBORING DISTRICTS.

WE FORGOT PROSPER ON THE LIST WHICH YOU SAW THAT ON THE CHECKLIST THAT WE'VE ALIGNED THAT WITH PROSPER AS WELL.

IT'S BEEN A WIN 100 DIFFERENT WAYS, AND OTHERS.

PROBABLY SOME QUESTIONS, AND SOME FEEDBACK.

THIS WAS A REALLY WELL-DONE JOB BY THE TEAM, KNOWING THEY CAN'T MAKE 100% OF THE PEOPLE EXTREMELY HAPPY ALL THE TIME.

BUT DARN GOOD JOB, YOU GUYS.

>> THANK YOU, AND THANK YOU TO OUR DAC CALENDAR COMMITTEE FOR ALL OF YOUR HARD WORK.

I KNOW IT WAS NOT EASY.

THANK YOU FOR EVERYTHING THAT YOU DID TO HELP US SET NEXT YEAR'S CALENDAR.

BOARD, WITH THAT, I WILL LOOK FOR A MOTION.

>> MOVE TO APPROVE THE 2024-2025 SCHOOL CALENDAR.

>> MOTION BY MRS. ARCHAMBAULT.

SECOND, BY MR. CLAYSIE.

BOARD, I'LL OPEN UP FOR QUESTIONS AT THIS TIME. THIS IS A LOT.

>> I JUST HAD ONE QUESTION.

WITH MOVING THE BAD WEATHER MAKEUP DAYS TO THE END OF THE YEAR, IS THERE ANY CONCERN THAT WE MIGHT SEE REDUCED ENROLLMENT ON THOSE DAYS, IF THE SITUATION WERE TO COME WHERE WE WOULD NEED THOSE DAYS TO THE POINT WHERE IT WOULD IMPACT THE DISTRICT FINANCIALLY DUE TO THE LOWER ENROLLMENT?

>> KIM, I'LL TAG TEAM ON THIS.

USUALLY, ON BAD WEATHER DAYS, WERE USED TO HAVING SOME LOW ATTENDANCE ANYWAY.

SO I DON'T KNOW THAT WE'D SEE MUCH SURPRISE IN THAT.

THAT'S MY ANSWER TO IT.

>> BOARD, ANY ADDITIONAL QUESTIONS?

>> I JUST WANT TO SAY THAT I APPRECIATE THE COMMITTEE'S WORK.

I DON'T KNOW ABOUT THE REST OF MY COLLEAGUES ON THE BOARD, BUT I'VE RECEIVED ONE EMAIL ABOUT THE PROPOSED CALENDAR SINCE IT WENT PUBLIC.

TWO, HEY, THAT'S A LOW AS FAR BACK AS I CAN REMEMBER, SO EXCELLENT WORK.

YOU'RE NEVER GOING TO CHECK ALL THE BOXES, BUT YOU GUYS DID A GREAT JOB IT LOOKS LIKE, THIS YEAR. WE APPRECIATE THE WORK.

>> WELL, THANK YOU. I RECEIVED ONE PHONE CALL AND WHILE IT WAS A VERY IMPORTANT CALL, MY RESOLUTION WAS MET AND I'M GRATEFUL FOR THAT.

IF THERE ARE NO FURTHER QUESTIONS OR COMMENTS, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? MOTION PASSES 6-0.

[11.E. Consider and act on budget transfers and amendments for the 2023-2024 general fund budget]

BOARD, WE'LL MOVE TO AGENDA ITEM 11E.

THANK YOU, DR. CUNNINGHAM AND KIMBERLY FOR YOUR HARD WORK WITH THE DECK COMMITTEE AND MAKING SURE THAT WE WERE ABLE TO GET OUR CALENDAR ON THE AGENDA AND APPROVED SO THAT WE CAN HELP OUR TEACHERS TO START GETTING THEIR PLANS UNDERWAY FOR NEXT YEAR.

WE'LL MOVE TO AGENDA ITEM NUMBER 11E, CONSIDER AN ACT ON BUDGET TRANSFERS AND AMENDMENTS FOR THE 23-24 GENERAL FUND BUDGET. MRS. SMITH?

>> THANK YOU. I HAVE INCLUDED A NUMBER OF BUDGET AMENDMENTS FOR YOU.

THE BIG ONE IS TO PAY FOR THE RETENTION INCENTIVE THAT WILL BE PAID ON JANUARY 15TH, BASED ON THE RESOLUTION THAT YOU GUYS APPROVED LAST MONTH.

THEN WE ALSO THIS TIME EVERY YEAR, ADJUST OUR REVENUE EXPECTATIONS BASED ON ACTUAL ENROLLMENT FOR THE YEAR AT PIM'S SNAPSHOT DATE.

THEN WE DO SOME WORK TO TRUE UP ANY OF THE STATE FUNDING FORMULA, CHANGES THAT HAPPENED OVER THE SUMMER.

I'VE MADE THOSE REVENUE ADJUSTMENTS.

YOU GUYS KNOW, OUR TAX RATE DROPPED BY ALMOST 19 CENTS THIS YEAR, WHICH REALLY FLIPPED THE BALANCE BETWEEN STATE AND LOCAL REVENUE, SO YOU SEE A REALLY BIG ADJUSTMENT THERE.

SOME OF THE HOMESTEAD EXEMPTION INCREASES, AND JUST THAT DROP-IN TAX RATE ALSO IMPACTED OUR TIFF COLLECTIONS AND PAYMENTS TO THE CITY, AS WELL AS OUR RECAPTURE.

LOTS OF ADJUSTMENTS IN HERE.

HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU. BOARD, I'LL LOOK FOR A MOTION.

>> MOVE TO APPROVE THE BUDGET TRANSFERS AND AMENDMENTS FOR THE 2023-2024 GENERAL FUND BUDGET.

>> MOTION BY MRS. ARCHAMBAULT.

[01:40:03]

SECOND, BY MRS. ALLOT.

BOARD, I'LL OPEN UP FOR DISCUSSION. ANY QUESTIONS? IF NOT, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? MOTION PASSES 6.0.

MOVING TO AGENDA ITEM 11F.

[11.F. Consider and act on evaluation instrument for Internal Auditor]

CONSIDER AN ACT ON THE EVALUATION INSTRUMENT FOR INTERNAL AUDITOR.

AFTER LAST YEAR'S EVALUATION OF OUR INTERNAL AUDITOR, MRS. ALLOT I BROUGHT TO THE BOARD AND AN OPTION TO MAKE SOME ADJUSTMENTS THAT WERE MORE FITTING.

SHE AND THE AUDIT COMMITTEE OR SUBCOMMITTEE THAT CONSISTS OF MR. CLAYSIE, AS WELL AS MR. PONANGI CAME TOGETHER AND THEY BROUGHT TO US LAST MONTH A FINAL DRAFT OF THAT EVALUATION INSTRUMENTS AND EVERYTHING LOOKED GREAT.

WE WANTED TO BRING IT BEFORE THE BOARD THIS MONTH FOR A VOTE.

I WILL LOOK FOR A MOTION.

>> I MOVE TO APPROVE THE EVALUATION TOOL FOR THE INTERNAL AUDITOR.

>> SECOND.

>> MOTION BY MRS. ALLOT.

SECOND BY MR. CLAYSIE.

BOARD, I'LL OPEN FOR QUESTIONS AT THIS TIME.

>> NO QUESTIONS, BUT JUST WANTED TO ADD A THING.

STEPHANIE AGREES WE DID CONSULT WITH MR. GRUBER IN THE PROCESS AS WELL, SO HE WAS ABLE TO PUT HIS FINGERPRINTS ON IT AS WE WERE TRYING TO BRING IT MORE IN LINE WITH THE INSTRUMENT WE WERE USING FOR THE SUPERINTENDENT.

IT MAKES MORE SENSE FOR THE BOARD GOING FORWARD.

I THINK. THAT'S ALL. THANK YOU.

>> THANK YOU. IF THERE ARE NO FURTHER QUESTIONS, I'LL LOOK FOR A VOTE.

ALL IN FAVOR? ANY NAYES? ONE ABSTENTION? IS THERE A REASON?

>> I WAS ACTUALLY NOT IN CLOSED SESSION LAST MONTH WHEN YOU-ALL REVIEWED THE INSTRUMENTS,SO BECAUSE I HAVEN'T SEEN IT, I'M JUST ABSTAINING, BUT I'M SURE IT'S LOVELY AND I CAN'T WAIT TO EVALUATE MR. GRUBER, WOULD THIS NEW SHINY INSTRUMENT TO WHICH WE DO NOT HAVE TO ASK HIM IF HE CAN LIFT 50 POUNDS.

I'M SURE IT'S AWESOME, BUT I DIDN'T SEE IT, SO I'M NOT GOING TO VOTE ON IT.

WE KNOW YOU CAN. WE TRUST THAT.

[LAUGHTER]

>> IF THERE ARE NO FURTHER QUESTIONS.

THE MOTION PASSES 5-0 WITH ONE ABSTENTION.

BOARD WILL MOVE TO AGENDA ITEM 14,

[12. Consent Agenda]

CONSENT AGENDA BEFORE WE BEGAN, MRS. ARCHAMBAULT, YOU REQUEST IT TO PULL 14F? I WILL LOOK FOR A MOTION FOR 14 CONSENT.

AGENDA 14, A THROUGH E AND G AND H.

>> LOOKING AT BOARD BOOK, THE AGENDA ENDS AT 13.

THE CONSENT AGENDA LOOKS LIKE IT'S 12.

IS IT THE ITEM? IS IT 12 F ACT ON QUALIFICATION OF VENDORS UNDER RFP 849-2023 11-28?

>> YES.

>> YES.

>> MOVE TO YEAH, IT DOES ON THAT BUT NOT ON THIS AGENDA, NOT ON BOARD BOOK.

>> IT'S 12 AND 14 ON THE OTHER.

>> I'LL MOVE TO APPROVE THE CONSENT AGENDA ITEMS 12A OR 14A THROUGH 12E OR 14E, AND THEN 12G OR 14 G THROUGH 12 H OR 14 H.

>> I THINK THAT 14 IS A TYPO BECAUSE IT GOES 11-14.

I THINK IT'S INTENDED TO BE 12. [OVERLAPPING]

>> I DIDN'T PAY ATTENTION.

SORRY ABOUT THAT. WE DEFINITELY WENT FROM 11 -12.

I PROMISED I CAN COUNT.

CAN YOU JUST REPHRASE THAT? YOU CAN JUST DO.

>> IT'S G 12. [OVERLAPPING] MOVE TO APPROVE CONSENT.

AGENDA ITEMS 12 A THROUGH 12 E AND 12 G AND 12 H.

>> MOTION BY MR. CLAYSIE.

SECOND BY MRS. ARCHAMBAULT AND MRS. ALLOT.

BOARD I WILL OPEN UP FOR QUESTIONS AT THIS TIME.

THERE ARE NO QUESTIONS. I'LL LOOK FOR A VOTE. ALL IN FAVOR? MOTION PASSES 6.0.

I WILL LOOK FOR A MOTION AGAIN.

[12.F. Act on qualification of vendors under RFP 849-2023-11-28 (Supplemental Student Photography and Yearbook)]

NO. JUST DO IT, THIS GUY.

>> MOVE TO APPROVE ITEM 12 F.

[01:45:05]

>> MOTION MADE BY MR. CLAYSIE.

SECOND BY MRS. ALLOT BOARD.

I'LL OPEN UP FOR QUESTIONS AT THIS TIME.

>> I JUST WANTED TO I DON'T WANT MENTION THE VENDOR BY NAME BECAUSE I DON'T KNOW THAT THAT'S APPROPRIATE, BUT I DO HAVE SOME CONCERNS ABOUT THE SOLE VENDOR THAT'S LISTED ON 12 F. LAST YEAR, WE RECEIVED A LOT OF FEEDBACK FROM FAMILIES ABOUT THIS PARTICULAR PHOTOGRAPHY VENDOR.

I'M VERY SENSITIVE TO A LOT OF THINGS WITH OUR DISTRICT, BUT CERTAINLY FAMILIES THAT ARE CELEBRATING THEIR SENIORS AND NOT HAVING A GREAT EXPERIENCE IN DOING SO BECAUSE OF ONE THING OR ANOTHER.

IT DOESN'T MATTER WHAT THAT ONE THING IS, BUT I JUST HEARD A LOT FROM FAMILIES.

I MET WITH SOME FAMILIES ABOUT THIS PARTICULAR VENDOR AND THERE'S NOTHING WE CAN DO TO FIX THE PAST.

BUT I THINK THERE ARE A LOT OF REALLY GREAT VENDORS THAT WE HAVEN'T HAD ANY ISSUES WITH, THAT WE'VE HEARD REALLY GREAT THINGS ABOUT IN THIS PARTICULAR CATEGORY OF VENDOR.

I JUST WANTED TO EXPRESS MY CONCERN WITH CONTINUING TO DO BUSINESS WITH THIS PARTICULAR VENDOR THAT WE'RE CONSIDERING THIS EVENING?

>> ARE THERE ANY ADDITIONAL QUESTIONS, COMMENTS, OR CONCERNS?

>> CAN I JUST MAKE A QUICK COMMENT? I JUST WANT TO REMIND THE BOARD THAT QUALIFYING VENDORS DOES NOT OBLIGATE THE DISTRICT TO DO BUSINESS AND IT ALSO DOESN'T GUARANTEE THE VENDORS WHO ARE QUALIFIED ANY BUSINESS WITH THE DISTRICT.

THE VENDOR THAT YOU'RE REFERRING TO WAS DISQUALIFIED AT ONE POINT AND HAS SUBMITTED NEW PROPOSALS UNDER A NEW RFP AND HAS SCORED IN SUCH A WAY FROM THE EVALUATION COMMITTEE THAT THEY MEET THE MINIMUM SCORE AND IN ORDER TO QUALIFY AND SO THEY ARE SIMPLY QUALIFIED TO DO BUSINESS, NOT GUARANTEED ANY BUSINESS.

>> IS THIS THE SAME, CAN ASK A QUESTION? MRS. ALLOT.

IS THIS THE SAME AS HOW THE REGULAR CLASS PHOTOS WORK, WHERE THE CAMPUSES CAN CHOOSE WHICH VENDOR THEY WOULD LIKE TO WORK WITH?

>> THAT'S CORRECT.

>> THANK YOU.

>> YEAH. I'LL JUST SAY I THANK MS. ARCHAMBAULT FOR BRINGING THIS UP BECAUSE I DO AGREE.

I THINK THIS IS SOMETHING THAT YOU SHOULD KNOW AS THE SENIOR MOMENT, SO TO SPEAK, SO YOU WANT TO GET IT RIGHT.

SO I APPRECIATE THE DISTINCTION THAT MS. SMITH HAS MADE AS TO THE QUALIFICATION VERSUS THE RETENTION.

I GUESS MY QUESTION WOULD BE, WHEN DOES THAT NEXT STEP OCCUR? WHEN DOES THE SELECTION OR THE HIRING OR THE ENGAGEMENT FOR THAT?

>>GOOD QUESTION. THIS IS SPECIFICALLY FOR HIGH SCHOOL YEARBOOK PHOTOGRAPHY, I BELIEVE.

SO IT'S UP TO EACH HIGH SCHOOL PRINCIPAL INDIVIDUALLY, WHICH QUALIFIED VENDOR THEY WOULD LIKE TO ENGAGE ON BEHALF OF THEIR COMMUNITY.

I WILL MENTION THAT THESE VENDORS ARE NOT ACTUALLY DISTRICT VENDORS.

THERE'S NO DISTRICT MONEY BEING PAID.

WE DO THIS RFP TO QUALIFY VENDORS KIND OF AS A AS A COURTESY AND TO BE HELPFUL TO OUR HIGH SCHOOL PRINCIPALS SO THAT THEY HAVE QUALIFIED OPTIONS TO CHOOSE FROM.

IT'S NOT ACTUALLY A REQUIRED RFP, BUT IT'S SOMETHING THAT WE'VE BEEN DOING IN THE PAST SEVERAL YEARS JUST TO HELP OUR HIGH SCHOOL PRINCIPALS OUT AND FOR TRANSPARENCY PURPOSES.

SO IT'S UP TO EACH HIGH SCHOOL PRINCIPAL.

ONCE A HIGH SCHOOL PRINCIPAL SELECTS A QUALIFIED VENDOR, THEY'LL GO THROUGH A CONTRACTING PROCESS.

THAT PROCESS WILL GO THEN TO OUR LEGAL DEPARTMENT TO REVIEW THE CONTRACT AND ALSO COME BACK TO THE BUSINESS OFFICE TO LOOK AT TERMS AND CONDITIONS AND WE'LL CANCEL THE CAMPUS ON WHETHER THOSE TERMS ARE APPROPRIATE AND HELP THEM THAT WAY.

>> SO WE'RE ESSENTIALLY GIVING HIGH SCHOOL PRINCIPALS ANOTHER OPTION TO ULTIMATELY CHOOSE FROM?

>> CORRECT.

>> OKAY.

I JUST HAVE ONE QUESTION TO KIND OF PIGGYBACK OFF OF MR. HILL.

AS FAR AS THE PRINCIPLES ARE CONCERNED, TRYING TO FIGURE OUT HOW TO WORK THIS, HOW DO THEY GO ABOUT THEIR SELECTION? IN PREVIOUS INSTANCES, THE HIGH SCHOOL PRINCIPALS WERE ABLE TO MAKE THE DECISION.

I HOPE YOU KNOW WHERE I'M TRYING TO GO.

[01:50:01]

[LAUGHTER].

>> YEAH. SO THE HIGH SCHOOL PRINCIPALS DO STILL HAVE THE AUTONOMY TO CHOOSE WHICH VENDOR.

I WILL SAY FOR THIS TYPE OF CONTRACT, SPECIFICALLY, JUST BECAUSE OF THE FEEDBACK THAT WE'VE GOTTEN FROM THE COMMUNITY IN THE PAST, WE ARE PROVIDING A LOT MORE SUPPORT IN THE BUSINESS OFFICE AND FROM THE LEGAL DEPARTMENT IN TERMS OF CONTRACTING TO HELP THOSE PRINCIPALS OUT IN REVIEWING THOSE CONTRACTS.

THIS IS WHY LIKE I SAID, THE DISTRICT DOESN'T PAY THE VENDOR.

PARENTS PAY THE VENDOR DIRECTLY AND SO WE'RE DOING THIS AS A COURTESY TO HELP OUT OUR HIGH SCHOOL PRINCIPALS.

>> THANK YOU.

>> BOARD, ARE THERE ANY ADDITIONAL QUESTIONS OR CONCERNS AT THIS TIME? MR. CLAYSIE.

>> IT'S A BIT OF A LEGAL QUESTION, SO I DON'T KNOW IF YOU WANT TO ANSWER IT, BUT IF YOU PROVIDE A LIST OF QUALIFIED VENDORS FOR THE BOARD TO APPROVE, IS THERE ANY LEGAL REQUIREMENT THAT WE HAVE TO APPROVE THEM?

>> YOU DO NOT HAVE TO APPROVE THEM.

I WOULD CAUTION YOU THAT THEY HAVE GONE THROUGH A SCORING RUBRIC WITH A COMMITTEE OF EVALUATORS AND HAVE MET THE SCORES BASED ON THE CRITERIA OUTLINED IN THE RFP.

SO IF THEY WEREN'T APPROVED, WE WOULD JUST HAVE TO GO FROM THERE.

>> THANK YOU. WERE THERE ANY ADDITIONAL QUESTIONS OR COMMENTS? MS. ALLOT?

>> NOT REALLY A QUESTION, BUT MORE OF A COMMENT BECAUSE THIS ISSUE CAME UP NOT RELATED TO YOUR BOOKS, BUT RELATED TO PHOTOGRAPHY VENDORS.

AND THOUGH IN A RECENT AUDIT SUB-COMMITTEE MEETING, AND I DON'T WANT TO SHARE SPECIFICS BECAUSE THAT PROBABLY AS CONFIDENTIAL INFORMATION, BUT I LEARNED A COUPLE OF THINGS FROM MR. GRUBER, WHO I THINK LEFT, AND THAT PRINCIPALS ARE VERY SPECIFIC IN WHO THEY'D LIKE TO USE IN THIS REGARD.

I DON'T KNOW AGAIN IF THAT RELATES TO YOUR BOOKS, BUT AS IT RELATES TO THE REGULAR SCHOOL PHOTOS.

BUT THE OTHER THING THAT I TOOK AWAY FROM THAT CONVERSATION WAS THAT, KIND OF TO A POINT MADE EARLIER, EVEN THOUGH WE DON'T PAY FOR THIS AS A DISTRICT, THE PARENTS PAY THE COSTS.

IT'S STILL KIND OF FRISCO ISD SANCTIONED BECAUSE WE APPROVE THE VENDOR AND BECAUSE WHEN THE PRINCIPAL SELECTS THE VENDOR OF THAT IS THE ONLY VENDOR THAT THE PARENTS CAN USE SO I JUST WANTED TO CALL THAT OUT FOR WHAT IT'S WORTH BECAUSE IT WAS AN INTERESTING DISCUSSION THAT WE HAD IN THAT RECENT SUBCOMMITTEE MEETING A FEW WEEKS AGO.

>> ARE THERE ANY ADDITIONAL QUESTIONS OR COMMENTS AT THIS TIME? IF NOT, I WILL LOOK FOR A VOTE.

ALL IN FAVOR? ANY OPPOSED? PARLIAMENTARIAN, HOW DO WE MOVE FORWARD WITH 33?

>> MOTION FAILS.

>> THANK YOU. NO FURTHER ACTION AT THIS TIME. THANK YOU.

BOARD, WE HAVE CONCLUDED ALL OF OUR AGENDA ITEMS. THANK YOU SO MUCH EVERYONE FOR BEING HERE TONIGHT.

I WANT TO THANK OUR SROS WHO COME IN TO PROTECT US AT EVERY ONE OF OUR BOARD MEETINGS.

TODAY'S PIZZA IS ALL MARK HILL.

[LAUGHTER] SEE HIM FOR YOUR THANK YOU.

I'D LIKE TO THANK ALL OF OUR PARENTS THAT WERE HERE TODAY, OUR STAFF THAT HAS COME IN AND THEY HUNG IN THERE WITH US DURING OUR BOARD MEETING, AND AT 8:28 I WILL ADJOURN.
