I MADE IT TO THE STATE TOURNAMENT THAT MANY TIMES.
NO, THIS IS IT'S NOT ABOUT THAT.
ACTUALLY, THIS IS THE FIRST TIME I'VE EVER BEEN A PART OF A STATE CHAMPIONSHIP AND NOW IT SHOWS YOU RIGHT THERE PROBABLY TWO THINGS.
MAYBE I'VE DONE A GREAT JOB GETTING THERE, BUT I HADN'T DONE MUCH SINCE I GOT THERE.
IT TOOK 18 TRIALS AND IT JUST MEANS A LOT TO ME TO BE A SMALL PART OF THE ACHIEVEMENT BECAUSE I'M HERE SPEAKING RIGHT NOW AND I'M A PART OF IT BECAUSE OF THE WORK THAT THESE YOUNG MEN AND WOMEN HAVE PUT IN.
I'M GOING TO INTRODUCE ALL OF THEM, BUT I JUST WANT YOU TO KNOW REALLY THREE THINGS.
NUMBER ONE, ON THE ACHIEVEMENT SIDE, THIS IS THE FIRST STATE CHAMPIONSHIP IN TEAM TENANTS FOR FRISCO ISD.

WE VISITED THE ELEMENTARY, MIDDLE, AND HIGH SCHOOLS AND IT WAS DEFINITELY AN EYE-OPENING THE WAY THEY STRUGGLES.
WE'RE FORTUNATE ENOUGH, OUR STRUGGLES ARE DIFFERENT THAN THEIR STRUGGLES.
BUT THE WAY THEY DO THINGS, IT WAS VERY FASCINATING AND IT WAS EYE-OPENING AND I'M GLAD THAT I WAS PART OF THAT TEAM TO UNDERSTAND BECAUSE ALL THESE DAYS MY LENS HAS ONLY BEEN FROM THE FRISCO ISD STANDPOINT.
NOW, THIS IS GIVING ME AN OPPORTUNITY TO UNDERSTAND THE STATE OF EDUCATION IN THE STATE OF TEXAS.

FRISCO ISD IS EXTREMELY WELL REPRESENTED IN THE STATE MARCHING BAND COMPETITION AND HAD SEVERAL SCHOOLS PLAY.
PANTHER CREEK PLAYED SECOND AND 4A, I BELIEVE.
THEN IN THE 5A LEVEL, WE HAD THREE SCHOOLS ALL ADVANCED TO THE FINALS.
WE GOT TO SEE ALL THEIR PERFORMANCES.
LEBANON TRAIL, LONE STAR AND WAKELAND, WITH WAKELAND PLACE IN THIRD AND THE MAGNITUDE, I THINK AND I KNOW MR. HAZARD AND I SPOKE ABOUT THIS, BUT THE MAGNITUDE OF THE UNDERTAKING OF WHICH A STATE MARCHING BAND COMPETITION IS CANNOT BE UNDERSTATED OR CANNOT BE OVERSTATED, I SHOULD SAY.
THAT TOO HAS JUST TRULY REMARKABLE PARENT INVOLVEMENT.

IN THE SPRING, WE GOT OUR SURVEY BACK.IT IDENTIFIED THAT ABOUT 18% OF OUR PARENTS FEEL HIGHLY DISCONNECTED WITH WHAT THEIR STUDENTS ARE LEARNING AND HOW TO SUPPORT THEM IN THE SCHOOL OR AT HOME FROM SCHOOL.
WE DECIDED THAT WE WANT TO TACKLE THAT AND WE WANT TO CHALLENGE OURSELVES TO CLOSE THAT GAP.
WE'VE DEVELOPED A PROGRESS MONITOR THAT GOES HOME IN ADDITION TO OUR REPORT CARDS THAT IS STANDARDS-BASED FOR OUR PARENTS TO SEE HOW THEIR KIDS ARE GROWING IN MASTERY TOWARDS THOSE ESSENTIAL STANDARDS.
BUT THE OTHER PART OF THAT WAS PARENTS SAID THEY DIDN'T UNDERSTAND THOSE STANDARDS AND THEY DON'T KNOW HOW TO SUPPORT THEM.
WE'RE ADDRESSING THAT BY CREATING A PARENT TOOLKIT OR A RESOURCE PACKAGE THAT ELABORATES ON WHAT THE STANDARDS ARE.
THAT GIVES THEM CONVERSATIONS STARTERS AT HOME TO HAVE DIALOGUE AROUND THOSE ESSENTIAL STANDARDS.
IT DEFINES VOCABULARY FOR THEM.
IT ALSO HAS SOME ALIGNMENT WITH PRACTICE ITEMS THAT KIDS CAN GO TO 24/7 AND THE PARENTS CAN PARTNER WITH THEM IN THAT.
OUR HOPE IS THAT THROUGH THIS GOAL SETTING AND THIS PARTNERSHIP WITH OUR PARENTS IN THIS WAY THAT WE'RE GOING TO SEE A MORE ENHANCED AND COHESIVE LOOK AT THE STANDARDS, UNDERSTANDING OF THOSE STANDARDS AND HOW TO SUPPORT OUR KIDS WITH MASTERY IN THOSE AREAS.
THEN THE FINAL THING WHEN YOU LOOK AT A GUARANTEED BIBLE CURRICULUM IS YOU HAVE TO LOOK AT THE LEADERSHIP AND WHAT ARE WE DOING TO SUPPORT OUR TEACHERS AND OUR STUDENTS WITH THIS ENDEAVOR? FOR ME, THAT MEANS CLARITY.
HOW ARE WE HOW ARE WE CONTINUING TO HAVE THAT DIALOGUE WITH OUR STAFF AND WITH OUR PARENTS? CONFIRMING THAT TALKS ABOUT HOW AND WHAT WE'RE DOING AND DOES MY STAFF UNDERSTAND HOW TO USE THE TOOLS THAT WE HAVE FOR THEM IN THIS DISTRICT ON OUR CAMPUS EFFECTIVELY TO SUPPORT STUDENT ACHIEVEMENT AND THEN CREDIBILITY IS PRESUMING POSITIVE WHEN WE'RE HAVING THOSE CONVERSATIONS.
BUILDING TRUST TO MAKE SURE THAT OUR DECISIONS ARE EMPOWERING OUR TEACHERS AND SUPPORTING THEM WHERE THEY NEED THAT AND THEN REPEATING THAT OFTEN.

ONE OF THE THINGS THAT I THINK IS MOST IMPORTANT IS LEARNING HOW TO SAY NO TO GREAT IDEAS THAT MAYBE DON'T ALIGN WITH YOUR CAMPUS VISION THAT ARE GONNA PULL YOU OFF TASK.
THAT HAS BEEN A BIG ACHIEVEMENT FOR US AS WE'VE SAID NO TO SOME THINGS, BUT YES TO A LOT OF OTHER THINGS.

THIS IS MY SECOND YEAR IN THE PRINCIPAL POSITION AT CLARK MIDDLE SCHOOL.
WE'RE NOT AS FAR DOWN SOME OF THE ROADS AS SHE IS IN TERMS OF SYSTEMS. ON MY CAMPUS, WE REALLY BASE EVERYTHING THAT WE DO ON OUR CORE VALUES.

WE HAVE THOSE TEACHERS OFF AT THE SAME TIME, AND THIS IS WHERE THE RUBBER MEETS THE ROAD WITH THE WHOLE CHILD MODEL AND REALLY LOOKING AT HOW ARE KIDS DOING ACADEMICALLY, BUT HOW ARE THEY ALSO DOING BEHAVIOURALLY, AND ARE THEY STRUGGLING IN ONE AREA, ARE THEY STRUGGLING ACROSS MULTIPLE SETTINGS.
THAT REALLY ALLOWS US TO REALLY LEVERAGE THE MTSS AND MTSS-B PROCESSES WHERE WE'RE ABLE TO PUT SUPPORTS IN PLACE FOR KIDS THEY'RE REALLY STRUGGLING.
ANOTHER AREA OF FOCUS FOR US IS HOW ARE WE

DURING INTERIM FIELDWORK, WE CAME OUT DURING MAY AND PERFORMED TESTING OF THE DISTRICT'S INTERNAL CONTROLS IN VARIOUS AREAS SUCH AS REVENUES, EXPENDITURES, AND WALK THROUGH THE PROCESSES AND MAKE SURE THAT THE CONTROLS THAT WE IDENTIFIED WERE IN PLACE AND OPERATING AS DESIGNED, AND WE'RE HAPPY THAT THERE WERE NO CONTROL DEFICIENCIES IDENTIFIED DURING OUR TESTING.
WHEN WE CAME OUT, FOR THE FINAL FIELD WORK WE USE A COMBINATION OF VARIOUS AUDIT TECHNIQUES TO TEST THE DISTRICT'S BALANCES AND ACTIVITY FOR THE FISCAL YEAR.
WE CONDUCT OUR AUDIT IN ACCORDANCE WITH GENERALLY ACCEPTED AUDITING STANDARDS, GENERALLY ACCEPTED GOVERNMENTAL AUDITING STANDARDS, AND WHAT'S KNOWN AS THE UNIFORM GUIDANCE, WHICH GOVERNS THE FEDERAL FINANCIAL ASSISTANCE AUDIT.
WE ALSO TEST THE DISTRICT'S COMPLIANCE WITH VARIOUS LAWS, PROVISIONS OF CONTRACTS, REGULATIONS, AND SUCH.
WE USE A RISK-BASED APPROACH TO OUR AUDIT BECAUSE WE CAN'T AUDIT EVERY TRANSACTION OF THE DISTRICT OBVIOUSLY, SO WE WEIGH OUR RESOURCES MORE HEAVILY IN AREAS THAT HAVE HIGHER RISKS, SUCH AS THE FEDERAL AND STATE GRANT REVENUES, STATE FOUNDATION AID, AND USE AS I MENTIONED, A VARIETY OF TECHNIQUES TO TEST THE REST OF THE BALANCES AND AN ACTIVITY.
I MENTIONED THAT WE CONDUCTED WALKTHROUGHS DURING OUR INTERIM FIELDWORK, AND WE ALSO TEST INTERNAL CONTROLS OVER THE DISTRICT'S COMPLIANCE WITH THE FEDERAL FINANCIAL ASSISTANCE PROGRAMS. THERE WERE NO MATERIAL WEAKNESSES AS A RESULT OF OUR AUDIT PROCEDURES AND NO SIGNIFICANT DEFICIENCIES THAT WERE IDENTIFIED, SO VERY CLEAN AUDIT ON THE FINANCIAL STATEMENTS.

THE DISTRICT DID HAVE TO IMPLEMENT A NEW AUDIT STANDARDS THIS YEAR, IT'S GASB STATEMENT 96, WHICH DEALS WITH SUBSCRIPTION-BASED INFORMATION TECHNOLOGY ARRANGEMENTS.
THE DISTRICT CORRECTLY IMPLEMENTED THE STANDARD, RECOGNIZING $3.6 MILLION OF SUBSCRIPTION-BASED ASSETS AND $2 MILLION OF RELATED LIABILITIES.
ALSO, JUST TO POINT OUT, THERE WERE NO MATERIAL ERRORS AS A RESULT OF OUR AUDIT FINDINGS, NO DIFFICULTIES OR DISAGREEMENTS WITH MANAGEMENT AS FAR AS APPLICATION OF ANY AUDIT STANDARDS OR ACCOUNTING STANDARDS, NO INDEPENDENCE ISSUES AT ALL.
REALLY, I LIKED BEING THE BEARER OF GOOD NEWS AND THIS WAS A GREAT AUDIT.
LASTLY, I'D LIKE TO SHARE WITH YOU, AS KIM MENTIONED, SOME FINANCIAL HIGHLIGHTS THAT THESE NUMBERS COME DIRECTLY FROM YOUR ANNUAL COMPREHENSIVE FINANCIAL REPORT.
THE FIRST TWO SLIDES SPEAK TO THE DISTRICT'S GOVERNMENTAL FUND REVENUES FOR FISCAL YEAR 2023, WHICH WERE APPROXIMATELY $945 MILLION.
THAT WAS $77.8 MILLION INCREASE OVER THE PREVIOUS YEAR.
THIS INCREASE WAS REALLY TWOFOLD.
THERE WAS THE NET EFFECT OF LOCAL REVENUES INCREASING BY $105.1 MILLION.
MOST OF THAT WAS PROPERTY TAXES AND INVESTMENT INCOME AND THAT WAS OFFSET BY DECREASES IN BOTH STATE AND FEDERAL REVENUES.
YOU CAN SEE HERE JUST THE SIDE-BY-SIDE COMPARISON OVER THE PAST THREE YEARS, THE LOCAL REVENUE SOURCES INCREASING, AS I MENTIONED, WHILE THE STATE AND FEDERAL PROGRAM REVENUES DECREASED.
SIMILAR PRESENTATIONS ON THE NEXT TWO SLIDES LOOK AT THE DISTRICTS GOVERNMENTAL EXPENDITURES, WHICH TOTALED $1.1 BILLION THIS YEAR OVERALL.
THAT WAS A $76 MILLION INCREASE OVER FISCAL YEAR 22.
MOST OF THE INCREASES HERE WERE AREAS THAT WE HADN'T ANTICIPATED, SUCH AS INSTRUCTION, DEBT SERVICE, AND FACILITY MAINTENANCE AND OPERATIONS COSTS.
THIS SLIDE JUST GIVES YOU SIDE-BY-SIDE COMPARISONS AGAIN THROUGH YOUR COMPARISONS, LOOKING AT THE VARIOUS COST AREAS.
THE DISTRICT'S FUND BALANCE AS OF JUNE 30 OF 2023 WAS $635.3 MILLION.
THAT WAS A DECREASE OF 53 MILLION FROM THE PREVIOUS FISCAL YEAR.
THAT'S PRIMARILY THE RESULT OF THE TIMING OF SPENDING ON CAPITAL PROJECTS THIS PAST YEAR VERSUS THE TIMING OF THE RESOURCES THAT FUNDED THEM.
FINALLY, I HAVE A SLIDE THAT LOOKS AT THE GENERAL FUND, THE MAIN OPERATING FUND OF THE DISTRICT AS FAR AS THE GENERAL FUND BUDGET AND ACTUAL COMPARISON SCHEDULE.
OVERALL, THE DISTRICT HAD A FAVORABLE BUDGETARY INVARIANTS THAT $39.2 MILLION, AND THIS IS PRIMARILY THE RESULT OF TWO THINGS, REVENUES OF THE DISTRICT EXCEEDED BUDGET BY 15.9 MILLION, WHILE EXPENDITURES WE'RE UNDER BUDGET BY 22.8 MILLION.
THAT, IN A NUTSHELL IS MY PRESENTATION.

JUST AS A QUICK REMINDER, THE INTRUDER DETECTION AUDITS BEGAN IN AUGUST OF 2022, FOLLOWING IN GOVERNOR ABBOTT DIRECTIVE.
THEY HAVE A SPECIFIC PURPOSE OF GAUGING THE ABILITY FOR AN INTRUDER TO ACCESS OUR BUILDINGS THROUGH EXTERIOR DOORS.
AS THE DIRECTOR OF EMERGENCY MANAGEMENT, I THINK EACH OF YOU ALREADY KNOW THAT MY PRIMARY ROLES INCLUDE IMPLEMENTATION AND DOCUMENTATION IN THE FORMS OF PREPAREDNESS, PREVENTION, MITIGATION, RESPONSE, AND RECOVERY AND THOSE ACCORDING PHASES IN EMERGENCY MANAGEMENT.
INTRUDER DETECTION AUDITS FALL WITHIN THE PREVENTION PHASE.
IT'S THE SAME EMERGENCY MANAGEMENT PHASE WHERE FISD ALSO CONDUCT STATUTORY SAFETY AND SECURITY AUDITS ON AN ANNUAL BASIS.
WE USE A THIRD PARTY INDEPENDENT AUDITOR FOR THOSE AUDITS.
THAT'S A PROCESS THAT INCLUDES AN AUDIT VISIT BY A THIRD PARTY AUDIT, INDEPENDENT AUDITOR, AND ALSO PERSONNEL FROM MY DEPARTMENT, AND ALSO FROM LOCAL POLICE OFFICIALS WHO CONDUCT AN UNAUTHORIZED VISITOR ASSESSMENT.
AS OF TODAY'S DATE, THE TEXAS EDUCATION AGENCY HAS CONDUCTED 20 INTRUDER DETECTION AUDITS AT 20 DIFFERENT FISD CAMPUSES OR ABOUT ONE-FIFTH OF OUR DISTRICT FACILITIES.
WHILE COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THESE AUDIT RESULTS.
THE STATES INFORMED OUR DISTRICT THAT IT'S IN THE BEST INTERESTS OF OUR STUDENTS THAT WE NOT SHARE THAT INFORMATION WITH THE BROADER PUBLIC AS IT MAY COMPROMISE OPERATIONAL SECURITY.

JUST SO HAPPEN, NOT NECESSARILY RELATED, BUT THAT NEXT DAY, SEPTEMBER 12TH, TEA ANNOUNCED A DELAY IN THAT ACCOUNTABILITY RATINGS.
THE PURPOSE FOR TEA'S DELAY, ACCORDING TO TEA, WAS THEY WERE RE-SCALING THE STUDENT GROWTH SCORES.
THEY WERE NOTICING ABNORMALITIES IN THE DATA OF STUDENT GROWTH SCALE SCORES, THEY WERE TAKING TIME TO RECALCULATE AND RESET THOSE MEASURES.
THE END OF SEPTEMBER WAS WHEN THE PLANNED RELEASE OF THE A-F ACCOUNTABILITY RATINGS, AGAIN, USUALLY THAT HAPPENS IN AUGUST, BUT BECAUSE OF THE REDESIGN OF THE STAR TEST, IT WAS SUPPOSED TO BE SEPTEMBER 28TH.
OBVIOUSLY, THAT DIDN'T HAPPEN BASED UPON THE TEA'S OWN DELAY OF RATINGS.
THEN THE INITIAL INJUNCTION HEARING WAS HEARD IN OCTOBER 26TH.
THE TEMPORARY INJUNCTION WAS GRANTED, WHICH BASICALLY MEANS TEA WAS NOT ALLOWED TO REPORT OUT ON THE A-F LETTER GRADES UNTIL THE FULL HEARING.
THAT FINAL JUDGMENT TRIAL WILL HAPPEN IN FEBRUARY.
FEBRUARY 12TH IS WHEN WE'RE SUPPOSED TO HEAR MORE ABOUT THE A-F ACCOUNTABILITY SYSTEM AND WHAT HAPPENS WITH THE LAWSUIT THERE.
WITH ALL OF THAT BEING SAID, WITH ALL THE CHANGES, UNCERTAINTY FLUCTUATIONS THAT HAPPEN WITH THE STATE ACCOUNTABILITY SYSTEM, IT REALLY JUST FURTHER HIGHLIGHTS THE VALUE OF WORKING TO DEVELOP A LOCAL ACCOUNTABILITY SYSTEM CENTERED AROUND MEASURES THAT ARE IMPORTANT TO OUR COMMUNITY, OUR SCHOOLS AND OUR STUDENTS.

RESOLUTION OF THE BOARD OF TRUSTEES DECLARING A PUBLIC PURPOSE FOR THE EXPENDITURE OF DISTRICT FUNDS FOR THE JANUARY 2024 EMPLOYEE RETENTION INCENTIVE. MRS. SMITH?>> THANK YOU. THIS IS THE SAME RETENTION INCENTIVE THAT YOU GUYS HAVE APPROVED EACH YEAR I BELIEVE THIS WILL BE THE SIXTH YEAR IN A ROW THAT WE'VE DONE IT.
WE DID INCREASE THE AMOUNT A LITTLE BIT THIS YEAR TO TRY AND SHOW A LITTLE EXTRA THANKS TO OUR EMPLOYEES WHO HAVE STUCK AROUND WITH US.
THIS YEAR IS RETENTION INCENTIVE FOR ELIGIBLE EMPLOYEES IS RECOMMENDED AT $50 FOR EACH YEAR OF SERVICE TO FRISCO ISD PLUS THE GREATER OF EITHER 1 1/2 % OF THE EMPLOYEE'S BASE WAGES OR $500.
THAT IS A LITTLE BIT GREATER THAN WHAT WE HAVE PROVIDED IN THE PAST.
IN ORDER TO BE ELIGIBLE, EMPLOYEES WILL NEED AT LEAST ONE YEAR OF TRS SERVICE CREDIT BY SEPTEMBER 1ST, 2023.
THEY ALSO NEED TO REMAIN EMPLOYED THROUGH THE LAST DAY OF THIS FALL SEMESTER WITHOUT SOME MIDDLE OF A RESIGNATION.
THEY NEED TO BE STILL HERE ON JANUARY 15TH WHEN WE PAY IT OUT.
RETIREES WILL STILL GET THE RETENTION INCENTIVE AS PER USUAL.
BUT IF ANYONE RESIGNS BETWEEN NOW AND THE TIME IT'S PAID OUT, THEY WOULD NOT BE ELIGIBLE.

THERE IS SOME MANAGEMENT NOW THAT WE GAINED WITHIN THE PAST YEAR THAT WE HAVE NOT HAD IN THE PAST.
