I ESPECIALLY LIKE COMMUNITY INPUT TONIGHT BECAUSE IT GIVES US AN OPPORTUNITY TO JUST SIT BACK AND LISTEN TO SOME OF THE CONCERNS THAT OUR COMMUNITY HAS, AND SO THAT IS WHY WE'RE HERE TODAY.
BOARD I WILL ASK THAT AS WE ARE HEARING FROM OUR COMMUNITY MEMBERS AND PARENTS, THAT YOU WILL REFRAIN FROM QUESTIONS BECAUSE THIS IS NOT OUR REGULAR BOARD MEETING.

SO MY CONCERN WAS TO FIND OUT FOR THOSE IN THE SPEECH AND DEBATE TEAMS AROUND THE THE CITY, IF WE KNOW THAT THERE ARE REGISTRATION FEES AND THEY GET TO A CERTAIN POINT, IF SOMEHOW IN THE BUDGET IT COULD BE PUT THERE SO THE KIDS WOULD KNOW, BECAUSE RIGHT NOW THEY'RE COMING TO IT AND REALIZING WE CAN DO THE BEST JOB IN THE WORLD, WORK OUR LITTLE TAILS OFF, BUT CAN'T GO IT BECAUSE THERE'S NO MONEY.
IS THERE ANY WAY THAT THAT CAN BE ANTICIPATED IN SUCH A WAY THAT THOSE KIDS WHO WORKED SO HARD ON VERY BASIC SKILLS THAT THEY'RE GOING TO NEED, ESPECIALLY WHEN THEY GRADUATE, COULD KNOW THAT IF THEY GET THERE, THEY WILL BE ABLE TO GO ON.
THEY WILL BE ABLE TO GO CLEAR TO THE FINALS IF THEY'RE IF THEY GET THERE.
BUT NOW IT'S LIKE HAVING A FOOTBALL TEAM THAT'S TOLD, BY THE WAY, OR GET THREE, THREE QUARTERS OF THE WAY THROUGH THE SEASON AND WE'RE GOING TO QUIT PLAYING AND LET THE OTHER PEOPLE GO PLAY FOR THE CHAMPIONSHIPS.
WE WILL HAVE THE MONEY, WE WILL BE ABLE TO GO THERE.

THE BUILDING THAT IS NOW STALEY WAS BUILT IN 1973.
OVER THE 80S AND 90S IT HAD EXPANSIONS AND WORK, AND IN 1996 BECAME STALEY MIDDLE SCHOOL.
FAST FORWARD TO 2019 AND STALEY WAS SLATED FOR THEIR 25 YEAR REFRESH.
EVEN THOUGH STALEY WAS DUE FIRST, STALEY IS NOW AT YEAR 27.5.
THE 25 YEAR REFRESH COULD BE 29 TO 30 YEARS BY COMPLETION.
AND YET, UPON RETURN TO SCHOOL THIS SEMESTER, THERE WAS NO NEW ROOF AND NO REAL REASON GIVEN.
THERE WERE RUMORS, THOUGH, THAT IT WAS BECAUSE THE DESIRED PAINT COLOR WASN'T AVAILABLE.
I RECOGNIZE THAT CONTRACTING WORK FOR THE DISTRICT IS A MULTI STEP PROCESS.
I ALSO LIKE TO THINK THAT IF A STORM CAME THROUGH TONIGHT AND DAMAGED AN FISD SCHOOL AND THERE WAS WATER COMING THROUGH THE ROOF AND SEVERE SMELLS, SPECIAL VENTILATION IN PLACE, A DISASTER SOLUTION COMPANY PARKED OUTSIDE THE DISTRICT WOULD NOT WAIT AN ADDITIONAL EIGHT MONTHS TO HAVE A NEW ROOF INSTALLED, WHICH IS WHAT IS BEING COMMUNICATED TO STALEY.
SO I ASK THE BOARD, DOES THE DISTRICT HAVE A DISTRICT DISASTER PLAN FOR STORM DAMAGE AND OTHER SITUATIONS? WHAT IS THE CRITERIA AND DOES THE CURRENT STATE OF STALEY MEET THIS CRITERIA? ADDITIONALLY, WHY WAS THE ROOF NOT REPLACED THIS SUMMER? THE LONGER IT TAKES TO FIX A ROOF, THE MORE COSTLY THIS WILL BE.
WE KNOW THIS MOLD GROWTH, DRYWALL, CEILING TILES, CARPET.
BUT WHAT ABOUT REDUCED STUDENT PERFORMANCE? KIDS ARE BEING SHUFFLED AROUND, TEACHER RETENTION.
WHO WANTS TO WORK IN THESE CONDITIONS? WE ALL KNOW THERE'S A TEACHER SHORTAGE AND THERE ARE PLENTY OF SCHOOLS WITHIN THE DISTRICT OUTSIDE THE DISTRICT THAT TEACHERS CAN GO.
WE HAVE THANKSGIVING BREAK COMING IN JUST THREE WEEKS.
IT IS THE OLDEST MIDDLE SCHOOL BUILDING BY 27 YEARS.
STALEY IS ALSO THE ONLY TITLE ONE MIDDLE SCHOOL IN THE DISTRICT, AND THAT IS NOT A GOOD LOOK.

IT HAS ALWAYS BEEN SLATED TOWARDS THE END OF THE BOND PROGRAM.

BACK IN LATE AUGUST, EARLY SEPTEMBER, LET ME BACK UP A LITTLE BIT.
STALEY WAS SLATED FOR A ROOF REDO DUE TO OUR HAILSTORM THAT OCCURRED TWO YEARS AGO.
STALEY WAS DUE TO GET THAT REFRESHED THIS SUMMER IN A NEW ROOF.
IT WAS SCHEDULED TO BE DONE OVER THE COURSE OF THE SUMMER.
I THINK IT IS IMPORTANT TO KNOW THE LADY WHO SPOKE IS CORRECT.
WE WERE STRUGGLING TO MATCH THE GREEN HUE ON THAT ROOF.
ROOF WORK WAS GOING TO HAPPEN IN THE EVENINGS AND ON THE WEEKENDS, NOT DURING THE SCHOOL DAY.
WHEN WE FIRST STARTED SOME OF THE ROOFING OVER THE MAIN GYMNASIUM BACK IN MID SEPTEMBER.
THERE WAS A LITTLE BIT OF AN ODOR THAT MADE IT INTO THE GYMNASIUM.
WE HAD THE SCRUBBERS IN THERE AND WITHIN, I BELIEVE, TWO DAYS WE HAD THAT ODOR OUT.
THEY CONTINUED THAT PROJECT ON A SATURDAY.
WE HAD NO ISSUES WITH ANY ADDITIONAL SMELLS PERMEATING THE BUILDING OR THAT GYMNASIUM AT THAT TIME.
WE RECONVENED TO LOOK AT PHASE THREE OF THE PROJECT, WHICH WAS GOING TO START ON THE TALLEST PART OF THE BUILDING, WHICH WAS OVER THE LIBRARY, AND WE DID A LITTLE WORK ON A FRIDAY AFTERNOON AFTER SCHOOL WAS OUT.
WE CAME BACK SATURDAY MORNING, DID A LITTLE MORE WORK, NO ISSUES.
SO THEY WENT FULL SCALE ON THE ROOFING PART ABOVE THE LIBRARY ALL DAY THAT SATURDAY.
THEY LEFT THE BUILDING SATURDAY WITH NO ISSUES.
I BELIEVE AT THAT POINT, MR. OR DR. MEHRA REMOVED STUDENTS FROM THOSE CLASSROOMS. I WAS MADE AWARE ON WEDNESDAY, THE 18TH OF OCTOBER, THAT THE SMELLS WERE ACTUALLY GETTING A LITTLE BIT WORSE IN THOSE CLASSROOMS. MYSELF, RISK MANAGEMENT, CONSTRUCTION, MAINTENANCE.
DR. MEHRA, WALK THE BUILDING THAT MORNING, DEVISED THE GAME PLAN.
WE HAD COTTON RESTORATION IN THAT BUILDING BY 1:00 ON THE 18TH THAT AFTERNOON, WORKING WITH SCRUBBERS, INSTALLING TUBING THAT ALLOWED US TO BRING IN FRESH AIR AND ALSO EXTRACT THE THE AIR THAT WAS CAUSING SOME OF THE SMELLS IN THE BUILDING.
WE WE BROUGHT KIDS BACK INTO THOSE CLASSROOMS THIS WEEKEND.
AIR WAS STAGNANT, WHICH IS WHAT YOU WANT FOR TESTING.
DR. MEYER MOVED STUDENTS OUT OF THOSE.
WE WILL CONTINUE IN ALL DAY LONG.
THE HVAC SYSTEM HAS BEEN BACK UP AND RUNNING.
WE BELIEVE THAT BY TOMORROW OR WEDNESDAY, CLASSROOMS WILL BE FINE AGAIN.
WE STILL HAVE SMELLS IN THE LIBRARY THAT WE'RE WORKING TO EXTRACT.
I CANNOT GIVE YOU A TIMELINE BECAUSE WE'RE WORKING TO IDENTIFY WHERE THE ADHESIVE THAT WAS USED IS PERMEATING THE BUILDING AND AND CAUSING THE ODORS IN OUR LIBRARY. SO RIGHT NOW, THE THREE CLASSROOMS ARE CLOSED AGAIN.
THE LIBRARY IS STILL CLOSED AND SHUT OFF.
EVERY OTHER PART OF THE BUILDING IS IS IN GOOD CONDITION.
WE ARE AT A POINT NOW WHERE THE PLANNING PHASE IS ALMOST DONE.

THOSE FOUR ELEMENTARIES, WE WERE ABLE TO COMPLETE THE RENOVATIONS IN A FULL SUMMER.
STALEY WILL PROBABLY TAKE UP TO A YEAR AND A HALF, MAYBE TWO YEARS.
THAT IS THE WAY IT WORKS FOR DISTRICTS THAT HAVE AGING FACILITIES AT THE SECONDARY CAMPUSES.
SO WHAT WE HAD DECIDED AS WE WERE TRYING TO FIGURE OUT, WHAT DO WE WANT STALEY TO BE? WHAT DO WE VISION?
