THANK YOU FOR JOINING US TONIGHT.
AT THE OCTOBER REGULAR BOARD MEETING OF THE FRISCO ISD BOARD OF TRUSTEES.
IT IS NOW 641 AND WE WILL RECONVENE INTO OPEN SESSION.
[6. Pledge of Allegiance ]
AND THE FIRST AGENDA ITEM IS THE PLEDGE OF ALLEGIANCE.TONIGHT WE HAVE STUDENTS FROM CLARK MIDDLE SCHOOL TO SEE THE PLEDGES FOR US.
THANK YOU ALL FOR COMING OUT TODAY.
AND THANK YOU FOR DOING AN AWESOME JOB.
[7. Recognitions]
BOARD WILL NOW MOVE TO OUR NEXT AGENDA ITEM AND THAT IS RECOGNITIONS.WALDRIP AND MISS DAVIS, WOULD YOU MIND JOINING ME DOWN HERE FOR PICTURES? ALL RIGHT.
SO INSTEAD OF CLAPPING, CAN WE DO THIS? CAN WE ALL PRACTICE? THANK YOU. OKAY.
CORE CONSTRUCTION. WOULD YOU COME ON UP? OKAY. WE ARE RECOGNIZING CORE CONSTRUCTION TONIGHT.
THEY ARE SOME OF OUR MOST AMAZING PARTNERS I'VE MET WHILE I'VE BEEN HERE IN MY SHORT TIME.
SO TONIGHT WE HAVE CHRIS AND MEGAN WITH US.
A COUPLE OF THINGS THEY'VE DONE.
YOU CAN SEE OUR GREAT PICTURES.
I THINK CHRIS TOLD ME THAT HE'S WORKED ON 53 SCHOOLS.
IS THAT WHAT YOU TOLD ME? SO THEY ARE, YES.
AND SO AT ONE POINT, HE WAS WORKING ON 23 DIFFERENT PROJECTS AT 23 DIFFERENT SCHOOLS.
SO THESE ARE SOME TRUE PARTNERS FOR OUR SCHOOL DISTRICT.
IF YOU HAVEN'T BEEN OVER THERE KIND OF RIGHT OFF OF EL DORADO.
SO WE TRULY APPRECIATE THEIR EFFORTS AND ALL OF THEIR PARTNERSHIP OPPORTUNITIES.
ALSO, BONUS FRISCO EDUCATION FOUNDATION SUPPORTER.
SO THANK YOU GUYS FOR EVERYTHING YOU DO.
LET'S LET THEM HAVE AN OPPORTUNITY.
OH, MISS DAVIS, COULD YOU STAY DOWN HERE FOR MARKET STREET? DR. WALDRIP, CAN YOU STAY DOWN HERE TO.
OKAY. HERE IS THE MARKET STREET.
LAURA SO THESE ARE SOME OF OUR HIGH SCHOOL STUDENTS FROM LONE STAR HIGH SCHOOL, AND THEY ARE GIVING A REALLY BIG THANK YOU TO MARKET STREET TODAY. I DON'T KNOW IF YOU GUYS KNOW THIS, BUT THEY ARE.
IF YOU GUYS WANT TO SQUEEZE, I DON'T KNOW.
IS THAT OKAY? KARINA, DO YOU WANT THEM TO SQUEEZE A LITTLE BIT TOGETHER? ALL RIGHT. THEY'RE GOOD.
SO THESE GUYS ARE AT MARKET STREET SOMETIMES DURING THE DAY, STOCKING SHELVES, HELPING CUSTOMERS FIND ITEMS. THEY ARE GETTING SOME REALLY COOL DEVELOPMENT SKILLS.
AND YOU KNOW WHAT? I NEED TO SHOW YOU GUYS SOME PICTURES BECAUSE THESE ARE PRETTY GOOD ONES.
ALL RIGHT. SO RIGHT UP HERE, THEY ALSO HELP WITH OUR ASPIRE AND OUR TRANSITION PROGRAM.
BUT RIGHT NOW, WE HAVE OUR HIGH SCHOOL STUDENTS TONIGHT.
[00:05:01]
THESE ARE A COUPLE OF PICTURES OF THEM IN THE IN THE AISLES AT MARKET STREET.SO IF YOU SEE THEM, GO AHEAD AND SEE IF THEY CAN HELP YOU FIND SOME ITEMS. IT GIVES THEM REALLY GREAT PRACTICE.
I SEE A GREAT PICTURE UP THERE OF ONE OF YOU GUYS.
SO THESE ARE ALSO STUDENTS WITH INDIVIDUALIZED EDUCATION PLANS.
I DON'T KNOW ABOUT YOU. I DON'T NECESSARILY KNOW WHAT IEP MEANS.
SO I WENT AHEAD AND LOOKED THAT UP FOR ALL OF US.
SO THESE STUDENTS ALL HAVE DEDICATED INDIVIDUALIZED EDUCATION PLANS.
SO WE JUST WANT TO SAY A BIG THANK YOU TO MARKET STREET FOR ALLOWING THAT TO HAPPEN.
AND ONCE AGAIN, WE'LL CLAP LIKE THIS.
I THINK WE HAVE A GOOD PICTURE, RIGHT, KARINA? ALL RIGHT. THANKS, EVERYONE.
PARENTS. THANK YOU ALL SO MUCH FOR COMING OUT TO SEE YOUR STUDENTS RECOGNIZED TONIGHT.
BOARD WILL MOVE TO THE NEXT AGENDA ITEM AND THAT WILL BE INVOCATION.
MRS A LOT. WAS THERE ANOTHER RECOGNITION FIRST? OH, OKAY. I'M SORRY.
SO WE HAVE ITEM SEVEN BE PRINCIPAL RECOGNITION.
MRS ARCHAMBAULT. SO WE JUST WANTED TO TAKE TIME OUT OF OUR MEETING AS A BOARD TO RECOGNIZE ALL OF OUR INCREDIBLE PRINCIPALS IN FRISCO ISD. WE ARE FOREVER GRATEFUL FOR THEIR CAMPUS LEADERSHIP AND THEY ARE SOME HARD WORKING FOLKS, SO THEIR HOURS GO WELL BEYOND THE SCHOOL DAY, WELL BEYOND THE SCHOOL YEAR.
THEY ARE ALMOST ON CALL 24 SEVEN, AND THAT KIND OF DEDICATION DOES NOT GO UNNOTICED.
SO WE ARE ETERNALLY GRATEFUL FOR ALL OF OUR INCREDIBLE PRINCIPALS.
SO IF WE COULD GIVE THEM A ROUND OF APPLAUSE, THAT'D BE GREAT.
WE'D ALSO LIKE TO RECOGNIZE TEXAS HUMAN RESOURCES DAY.
AND WITH THAT, WE'D LIKE TO THANK OUR HUMAN RESOURCES DEPARTMENT FOR FRISCO ISD.
THEY ALWAYS GO ABOVE AND BEYOND FOR OUR STAFF AND OUR STUDENTS.
IF ANYONE IS HERE TODAY FROM OUR HUMAN RESOURCES DEPARTMENT, PLEASE STAND AT THIS TIME.
HEY, I DON'T HAVE TO REMAIN STANDING, BUT I DO HAVE A RESOLUTION THAT I'M GOING TO READ.
WHEREAS THE HUMAN RESOURCES DIVISION IS INSTRUMENTAL IN RECRUITING, SELECTING RESOURCING AND RETAINING QUALITY STAFF IN SUPPORT OF PROVIDING AN EXCELLENT EDUCATION FOR ALL STUDENTS.
AND. WHEREAS, HUMAN RESOURCES PLAYS A KEY ROLE IN FOSTERING SATISFACTION AND LOYALTY AMONG EMPLOYEES BY ALLOWING FOR PERSONAL AND PROFESSIONAL GROWTH AND DEVELOPMENT AND KEEPING EMPLOYEES INFORMED ABOUT POLICIES, WORKING CONDITIONS, COMPENSATION AND BENEFITS.

2023, WILL BE OBSERVED AS TEXAS EDUCATION HUMAN RESOURCES DAY THROUGHOUT THE DISTRICT.THE BOARD ALSO ENCOURAGES STUDENTS, STAFF AND PARENTS TO EXPRESS THEIR APPRECIATION TO OUR HUMAN RESOURCES TEAM MEMBERS FOR THEIR DEDICATION AND COMMITMENT TO FRISCO ISD EMPLOYEES AND STUDENTS.
DR. LINTON AND OUR HUMAN RESOURCES TEAM, THANK YOU FOR ALL THAT YOU DO.
[8. Invocation]
AND NOW WE WILL MOVE TO AGENDA ITEM EIGHT, INVOCATION MRS. ELAD. THANK YOU.MAY WE SEE THE DAY WHEN WAR AND BLOODSHED CEASE, WHEN A GREAT PEACE WILL EMBRACE THE WHOLE WORLD, THEN NATION WILL NOT THREATEN NATION AND THE HUMAN FAMILY WILL NOT AGAIN KNOW WAR.
FOR ALL WHO LIVE ON EARTH SHALL REALIZE WE HAVE NOT COME INTO BEING TO HATE OR TO DESTROY.
WE HAVE COME INTO BEING, TO PRAISE TO LABOR AND TO LOVE.
COMPASSIONATE. GOD BLESS THE LEADERS OF ALL NATIONS WITH THE POWER OF COMPASSION.
FULFILL THE PROMISE CONVEYED IN SCRIPTURE.
I WILL BRING PEACE TO THE LAND, AND YOU SHALL LIE DOWN AND NO ONE SHALL TERRIFY YOU.
I WILL RID THE LAND OF VICIOUS BEASTS, AND IT SHALL NOT BE RAVAGED BY WAR.
LET JUSTICE AND RIGHTEOUSNESS FLOW LIKE A MIGHTY STREAM.
LET GOD'S PEACE FILL THE EARTH AS THE WATERS FILL THE SEA.
[9. Board Report]
BOARD. WE'LL MOVE ON TO BOARD REPORT, WHICH IS AGENDA ITEM.DOES ANYONE HAVE ANYTHING? MRS. ARCHAMBAULT. SO I JUST WANTED TO MENTION THAT WE HAD AN INCREDIBLE BLESSING AT OUR TASB CONVENTION THIS YEAR. TEXAS ASSOCIATION OF SCHOOL BOARDS.
OUR FORMER TRUSTEE DEBBIE GILLESPIE IS THE OUTGOING PRESIDENT OF TASB AND BECAUSE OF THAT WE WERE GREETED WITH OVER 170 FINE ARTS STUDENTS THAT DID AN INCREDIBLE PERFORMANCE FOR TRUSTEES ACROSS THE STATE OF TEXAS IN HONOR OF MISS GILLESPIE.
SO I WANTED TO THANK I'M SORRY, OUR STUDENTS.
170 OF OUR STUDENTS HAD LOADS AND LOADS OF BUSSES THAT CAME DOWN, BAND, THEATER, CHOIRS, YOUNG STUDENTS FROM ELEMENTARY ALL THE WAY THROUGH HIGH SCHOOL.
AND IT WAS LED BY PETE HAZARD AND KATE BUTLER.
AND IT WAS AN INCREDIBLE PERFORMANCE.
IN FACT, THEY GAVE US T SHIRTS TODAY.
THE PERFORMANCE WAS ENTITLED PURE IMAGINATION.
SO WE GOT T SHIRTS, WHICH IS AWESOME.
SO WE WERE AS A BOARD, I THINK THERE WERE A LOT OF TEARS IN THE AUDIENCE BECAUSE WE WERE SO OVERWHELMED WITH PRIDE FOR OUR STUDENTS AND FOR ALL THE STAFF MEMBERS THAT POURED SO MUCH OF THEIR TIME AND ENERGY INTO CREATING THIS REALLY SPECIAL EXPERIENCE FOR FOR MISS GILLESPIE AND FOR PUBLIC EDUCATION TRUSTEES AND STAFF MEMBERS ACROSS TEXAS.
SO THANK YOU VERY MUCH FOR THAT.
IT WILL NOT BE SOMETHING THAT WE FORGET ANYTIME SOON.
I WANT TO TAKE A MOMENT AND I GUESS COMMEND PETE HAZARD AND THE ENTIRE FINE ARTS DEPARTMENT ON THE MARCHING BAND SHOWCASE THAT WE HAD WITHIN THE LAST MONTH. I HAD.
IT WAS MY FIRST TIME I HAD THE GOOD FORTUNE OF TAKING MY FAMILY TO IT AND WAS THOROUGHLY STUNNED AT THE AMOUNT OF PREPARATION OF NOT JUST THE STUDENTS, BUT THE PARENTS OF THE STUDENTS AND HOW QUICK THAT THING WAS.
AND IT WAS REALLY COOL GETTING TO SEE THE DIFFERENT HIGH SCHOOLS, THE DIFFERENT THEMES.
ENJOYED IT VERY MUCH AND LOOK FORWARD TO NEXT YEAR.
THIS IS A LOT. I WAS JUST GOING TO ADD A COUPLE COMMENTS ABOUT THE DELEGATE CONVENTION THAT I HAD THE OPPORTUNITY TO REPRESENT FRISCO ISD AT RECENTLY AT THE TASBIH CONVENTION.
FIRST, I JUST WANT TO THANK MR. CASEY FOR SHOWING ME THE ROPES BECAUSE I DIDN'T REALLY KNOW EXACTLY WHAT I WAS DOING.
[00:15:02]
AND HE WAS THERE AS THE DIRECTOR FOR REGION EIGHT.IS THAT YOUR TITLE? REGION TEN.
SORRY. REGION EIGHT. REGION TEN.
OF COURSE. AND SO I WAS THE FIRST GO ISD DELEGATE AND IT WAS INTERESTING.
WE VOTED ON MAYBE A DOZEN OR SO RESOLUTIONS.
IT WASN'T SUPER HEAVY COMPARED TO PREVIOUS DELEGATIONS BECAUSE I DID A LITTLE BIT OF MY HOMEWORK ON PREVIOUS YEARS, BUT THE ONE THAT I THINK CAUSED THE MOST DISCUSSION IN THE GROUP WAS TASBIH HAD RECOMMENDED THAT DISTRICTS BE ALLOWED TO HAVE A STUDENT NON-VOTING MEMBER AS PART OF THEIR BOARD, AND TASBIH HAD RECOMMENDED THAT AS A RESOLUTION AND THAT WAS ONE THAT DID NOT PASS BY A PRETTY FAIR MARGIN THAT THE DELEGATES DIDN'T FEEL LIKE THAT WAS THE BEST WAY FOR STUDENTS TO PARTICIPATE IN THEIR BOARD.
BUT THAT WAS ONE OF THE ITEMS THAT I THINK HAD THE MOST DISCUSSION.
AND THEN SHE HANDED THE GAVEL OVER.
SO THANK YOU TO THE BOARD FOR THE OPPORTUNITY TO SERVE IN THAT WAY.
IT WAS A VERY INTERESTING EXPERIENCE.
MRS. ARCHAMBAULT. JUST HAVE ONE MORE QUICK THANK YOU TO ADD.
SO EVERY YEAR BOARD MEMBERS ARE PAIRED WITH ONE OF DR.
WALDROP'S CABINET MEMBERS, THE IST THAT ARE FLANKING THE DAIS AND I.
WE'VE STARTED OUR CAMPUS VISITS AND SO WE ARE ON CAMPUSES EVERY WEEK, SOMETIMES TWO AND THREE A DAY.
AND SO I JUST WANTED TO THANK OUR CAMPUS ADMINISTRATORS AND TEACHERS AND STUDENTS FOR WELCOMING US INTO THEIR CLASSROOMS. WE KNOW THAT IT IS SOMETIMES A CHALLENGE TO HAVE VISITORS, BUT THEY'VE BEEN SO GRACIOUS AND WELCOMING AND HOSPITABLE.
IT'S KIND OF OUR FAVORITE THING TO DO, RIGHT? I MEAN, DURING COVID, WE REALLY COULDN'T GO ON CAMPUSES.
BUT WE REALLY HAVE MISSED BEING ON CAMPUSES.
AND SO THE LAST COUPLE OF YEARS HAVE BEEN REAL JOYFUL TO BE ABLE TO GO AND SEE OUR KIDS IN ACTION AND LOVE ON OUR TEACHERS AND STAFF AND JUST SHOW OUR APPRECIATION TO THEM ON THEIR CAMPUSES.
AND I THINK THAT THOSE CAMPUS VISITS WILL CONTINUE THROUGHOUT THE YEAR.
SO WE'RE JUST GETTING STARTED.
SO WE LOOK FORWARD TO MORE CAMPUS VISITS TO COME.
THANK YOU. AND I DO WANT TO ACKNOWLEDGE TWO OF OUR PRINCIPALS HERE TODAY.
AND THANK YOU ALL FOR BEING HERE TODAY.
THANK YOU ALL FOR JOINING US TODAY.
[10. Discussion regarding Future-Ready Spotlight ]
BOARD WILL MOVE ON TO AGENDA ITEM.NUMBER SIX, WHICH IS DISCUSSION REGARDING FUTURE READY SPOTLIGHT.
SO WE'RE STARTING SOMETHING A LITTLE BIT NEW TONIGHT WITH THIS FUTURE READY SPOTLIGHT.
WE'VE BEEN TALKING A WHOLE LOT OVER THE PAST YEAR OR TWO ABOUT OUR FUTURE READY FRAMEWORK AND REALLY ALIGNING ALL OF OUR WORK BETWEEN THE BOARD AND ADMINISTRATION AND OUR CAMPUSES WITH THE FUTURE READY FRAMEWORK AND THE FUTURE READY FOCUS AREAS.
AND SO ONE NEW THING THAT WE WANTED TO START DOING IS HIGHLIGHTING WHAT THOSE DIFFERENT FUTURE READY FOCUS AREAS LOOK LIKE ON THE CAMPUS. AND SO STARTING TONIGHT, WE'RE GOING TO START WITH BASIC CONDITIONS FOR LEARNING.
AND FOR THE NEXT SIX MONTHS, WE'RE GOING TO TAKE ONE FOCUS AREA AT A TIME.
AND SO WE HAVE CHRISTI GARZA, PRINCIPAL OF TAYLOR ELEMENTARY, AND DR.
AND SO, LIKE I SAID, WE'VE GOT THESE SPREAD OUT OVER THE NEXT SIX MONTHS FOR YOU GUYS TO JUST GET A LITTLE PEEK INTO WHAT THESE FUTURE READY FOCUS AREAS MEAN ON OUR CAMPUSES. SO I'M GOING TO START BY PLAYING THIS LITTLE VIDEO AND THEN I WILL INTRODUCE OR I'LL HAVE OUR PRINCIPALS COME UP AND PRESENT.
THE FUTURE READY FRAMEWORK IS THE CORE OF FRISCO ISDS IMPROVEMENT AND ACCOUNTABILITY EFFORTS.
IT ENSURES STUDENTS ARE HEALTHY, SAFE, ENGAGED AND CHALLENGED WHILE BEING ACADEMICALLY PREPARED WITH THE SKILLS TO EMBRACE CHALLENGES, COLLABORATE, COMMUNICATE, INNOVATE, CONTRIBUTE AND RESPOND TO OTHERS AS THEY PREPARE FOR THEIR FUTURES BEYOND FRISCO ISD.
[00:20:08]
THE DISTRICT IS DEDICATED TO CREATING SAFE AND EFFECTIVE LEARNING ENVIRONMENTS FOR ALL STUDENTS, REGARDLESS OF THE SITUATION.OUR COMMITMENT INVOLVES FOSTERING STRONG CONNECTIONS THROUGH RELATIONSHIP CENTERED LEARNING, CREATING AN UNDERSTANDING OF EXPECTATIONS FOR THE ROLE OF THE STUDENT AND THE TEACHER IN THE CLASSROOM, AND OFFERING ADAPTABLE LEARNING SPACES FOR STUDENT SELF REGULATION.
OUR GOAL IS TO ESTABLISH A SECURE ATMOSPHERE WHERE EVERY STUDENT CAN FLOURISH.
IT IS IMPORTANT THAT STUDENTS FEEL SAFE, EMPOWERED AND VALUED.
WHEN STUDENTS FEEL SAFE TO MAKE MISTAKES, THEY EMBRACE CHALLENGES.
ADDITIONALLY, THE DISTRICT OFFERS RELIABLE TRANSPORTATION FOR STUDENTS TO GET THEM SAFELY TO AND FROM SCHOOL AND PROVIDES PROGRAMS FOR FREE AND REDUCED MEALS WHILE ALSO PARTNERING WITH SEVERAL LOCAL ORGANIZATIONS TO SUPPORT THE VARIOUS NEEDS THAT FAMILIES MAY ENCOUNTER OUTSIDE OF THE SCHOOL DAY.
FISD IS COMMITTED TO PROVIDING EQUAL AND EQUITABLE OPPORTUNITIES ACROSS THE BOARD.
THE DISTRICT'S STUDENT OPPORTUNITY MODEL EXEMPLIFIES THE DISTRICT'S COMMITMENT TO PROVIDING EDUCATIONAL ENVIRONMENTS WHERE MORE STUDENTS FIND SUCCESS IN AND OUT OF THE CLASSROOM AS A RESULT OF THE 2018 BOND PROGRAM.
THIS FOCUS CULTIVATES A SENSE OF BELONGING AND SECURITY WHILE MEETING UNIQUE NEEDS.
STUDENTS SHOW ENTHUSIASM FOR LEARNING AND ARE WELL POSITIONED TO ACHIEVE THEIR ACADEMIC POTENTIAL.
GARZA AND DR. POTTER UP TO THE PODIUM TO GIVE YOU GUYS A SHORT PRESENTATION.
I'M CHRISTI GARZA, VERY PROUD, PRINCIPAL OF TAYLOR ELEMENTARY.
AND I'M PHILIP POTTER, PRINCIPAL AT MEMORIAL HIGH SCHOOL.
WE COULDN'T BE MORE HONORED AND EXCITED TO PRESENT ON THE BASIC CONDITIONS FOR LEARNING.
EVERYTHING STARTS WITH ENSURING OUR KIDS HAVE ACCESS TO LEARNING, AND SO WE'RE EXCITED TO KIND OF WALK THROUGH THAT PRESENTATION WITH YOU TODAY TO GIVE YOU KIND OF AN UNDERSTANDING OF WHAT THIS LOOKS LIKE IN OUR WORLD EVERY DAY FROM THE ELEMENTARY TO THE SECONDARY PERSPECTIVE.
AND WHAT IT DOES IS IT MAKES US REALLY UNIQUE AS A SCHOOL DISTRICT.
WE'RE NOT WE ARE NOT A SYSTEM OF SCHOOLS.
WE'RE A SCHOOL SYSTEM THAT THAT UNIFIES AROUND THIS WHOLE CHILD APPROACH.
SO WE ARE FOCUSING IN ON BASIC CONDITIONS FOR LEARNING.
OUR STUDENTS MUST BE MET FOR LEARNING TO OCCUR.
AND SO THIS CAN LOOK A NUMBER OF DIFFERENT WAYS.
AND ON CAMPUS TO CAMPUS CONTEXT SPECIFIC EXAMPLES, WE HAVE OUR CAMPUS ENVIRONMENT, CHILD NUTRITION SERVICES, TRANSPORTATION, SCHOOL SAFETY AND HOW WE OPERATIONALIZE THAT FROM CAMPUS TO CAMPUS MAINTENANCE AND OPERATIONS, CUSTODIAL SERVICE AND OUR OVERALL ENVIRONMENT.
AND SO WE'RE GOING TO START TONIGHT BECAUSE EVERYTHING WE DO, WE KNOW HERE IN FRISCO ISD, WE DO IT.
[00:25:03]
WE LOOK THROUGH THE LENS OF A CHILD.AND SO IF WE KNOW THAT THOSE FUTURE READY LEARNER ATTRIBUTES ARE WHAT WE WANT TO CREATE IN OUR CHILDREN, WE'RE GOING TO LOOK THROUGH THEIR LENS AND SEE WHAT IT LOOKS LIKE TO BUILD THE FOUNDATIONS IN A SCHOOL SYSTEM, TO HELP OUR STUDENTS TO DEVELOP THE ABILITY TO RESPOND IN PRODUCTIVE WAYS WHEN FACED WITH ADVERSITY, TO COLLABORATE THROUGH DIFFERING VIEWPOINTS AND POSITIVELY IMPACT THE WORLD AROUND THEM, AND TO THINK CRITICALLY, ASK QUESTIONS FOR DEEPER MEANING, AND SOLVE REAL WORLD PROBLEMS TO BENEFIT OUR SOCIETY.
SO WHEN WE LOOK THROUGH, THESE ARE THE QUESTIONS THAT FRISCO ISD LEADERS ARE TASKED TO ASK OURSELVES TO MAKE SURE THAT WE ARE ENSURING THESE CONDITIONS ARE IN PLACE ON CAMPUS. BUT WE LOOK THROUGH THE LENS OF A STUDENT.
WHAT THE STUDENT IS ASKING IS HOW WILL MY CAMPUS, MY SCHOOL SYSTEM, MY DISTRICT PROVIDE SAFE AND EFFECTIVE LEARNING SPACES FOR ALL STUDENTS IN ALL CIRCUMSTANCES? HOW WILL THEY MEET ME RIGHT WHERE I AM AS A CHILD SHOWING UP TO THAT SCHOOL? TO WHAT DEGREE WILL MY SCHOOL ENSURE THAT MY PHYSICAL PHYSIOLOGICAL NEEDS ARE MET AND TO WHAT DEGREE ARE THEY GOING TO PROVIDE ME ACCESS TO EDUCATION? THE SAME ACCESS THAT MY CLASSMATES SITTING NEXT TO ME THAT COMES FROM A VERY DIFFERENT BACKGROUND HAS ACCESS TO.
AND WE'RE ALL AS CAMPUSES AT A DIFFERENT PLACE IN OUR JOURNEY OF IMPLEMENTING THESE CONDITIONS IN OUR SCHOOL, WE ARE HEAVILY SUPPORTED BY TRAINING BECAUSE YOU GUYS HAVE COMMITTED BUDGET TO MAKE SURE THAT WE AS CAMPUS LEADERS RECEIVE THE TRAINING AND RESOURCES THAT WE NEED TO DO THIS.
THE FIRST THING I WANT TO HIGHLIGHT IS OUR STRATEGIES.
THAT IS RELATIONSHIP CENTERED LEARNING STRATEGIES.
AND WHAT THIS MEANS FOR A CHILD IS THAT MY TEACHER IS GOING TO INTENTIONALLY IMPLEMENT STRUCTURES IN MY CLASSROOM THROUGHOUT MY SCHOOL DAY TO CREATE POSITIVE CONDITIONS AND CONNECTIONS WITH MY PEERS THAT I'M GOING TO BE TASKED ACADEMICALLY WITH MY PEERS.
BUT I ALSO WILL GET RELIGHT BREAKS WITH THEM.
THE SECOND THING I WANT TO HIGHLIGHT IS NTSB, WHICH IS MULTI-TIERED SYSTEM OF SUPPORT WITH A FOCUS ON BEHAVIOR AND WHEN WE'RE TALKING MULTI-TIERED SYSTEMS, THAT IS LAYERS OF SYSTEMS WITHIN OUR SCHOOLS THAT WE HAVE IN PLACE TO MEET THE NEEDS OF ALL LEARNERS.
YOU MIGHT HAVE SEEN CHAMPS ON OUR VIDEO.
THAT IS POSITIVE CONDITIONS WE SET IN PLACE THAT WE HAVE COMMON EXPECTATIONS IN OUR CAFETERIAS, OUR PLAYGROUNDS, OUR USAGE OF THE COMMON COLLABORATIVE LEARNING SPACES, OUR RESTROOM AREAS, ANY COMMON SPACE THAT STUDENTS SHARE.
SCHOOL PERSONNEL COME TO AGREEMENTS ON WHAT THOSE SCHOOLWIDE EXPECTATIONS WILL BE.
SO WHETHER I'M A STUDENT IN THIS CLASS, IN THIS TEACHER IN KINDERGARTEN, OR I'M A STUDENT IN FIFTH GRADE, WE ALL KNOW THE EXPECTATIONS IS COMMON PLACES, AND THAT REALLY HELPS TO BREAK DOWN THOSE BARRIERS THAT SOME OF OUR CHILDREN HAVE WITH LANGUAGE BARRIERS THAT THEY MIGHT BE MOVING IN FROM ANOTHER COUNTRY.
THE THIRD THING IS OUR MORNING MEETINGS AND ADVISORY LESSONS.
THOSE MORNING MEETINGS ARE THE ABILITY TO COME TOGETHER AS A STUDENT, PEER TO PEER, AND SPEND TIME HAVING AUTHENTIC CONVERSATIONS WITH EACH OTHER ABOUT CHARACTER DEVELOPMENT, ABOUT HARD LESSONS WE FACE IN LIFE, ABOUT WHAT OUR WEEKEND MIGHT HAVE LOOKED LIKE.
IF WE NEED A POSITIVE REGROUP BEFORE WE START OUR SCHOOL DAY.
BUT THERE ARE PLENTY BEYOND THESE FOUR.
BUT THAT MEANS OUR STUDENTS FED.
DO THEY HAVE THE SUPPLIES THEY NEED? DO THEY HAVE OPPORTUNITY TO FEEL CLEAN, HAVE GOOD HYGIENE, TO HAVE CLOTHES THAT THEY CAN COME TO SCHOOL AND FEEL PROUD IN SO THAT EVERY STUDENT CAN SIT IN THAT CLASSROOM AND FEEL AS BELONGING AND PROUD AND CONFIDENT AS THE STUDENT NEXT TO THEM.
[00:30:11]
SO I WANT TO TALK BRIEFLY A LITTLE BIT ABOUT ACCESS TO EDUCATION, AS THIS IS A VERY IMPORTANT PART AND IT'S CURRICULUM INSTRUCTION IS ONE TIER OF IT.IT'S COLLABORATING TO MAKE SURE OUR KIDS HAVE FUTURE, FUTURE READY LEARNING EXPERIENCES.
AND WE WANT THOSE TO BE WORLD CLASS.
AND WE HAVE SUPPORT THROUGH TEACHING AND LEARNING THROUGH OUR COLLABORATIVE TEAMS, THROUGH OUR INSTRUCTIONAL LEADERSHIP TEAM ON OUR CAMPUSES, ALL THE WAY UP THROUGH THE DISTRICT TO HELP US HAVE THE TOOLS AND EQUIP US TO REALIZE THAT ITS CLUBS AND ORGANIZATIONS I IN PRINCIPAL'S ADVISORY COUNCIL RECENTLY I HAD A GROUP OF STUDENTS TALK TO ME AND TELL ME ABOUT HOW LITERALLY OUR CLUBS AND ORGANIZATIONS CREATE A DEEP SENSE OF BELONGING AND COMMUNITY.
AND SO OUR KIDS ARE ABLE TO PLUG IN AND LEARN AND GROW IN COMMUNITY TOGETHER.
IT'S WHOLE CHILD SUPPORTS THAT CULTIVATE A SENSE OF BELONGING AND SECURITY, AND IT'S THAT STUPID STUDENT OPPORTUNITY MODEL SO THAT OUR KIDS GET OUR STUDENTS GET THE OPPORTUNITY TO EXPLORE THEIR LEARNING AND CONNECT IT TO THEIR PURPOSE IN LIFE AND PURSUE THAT WITH PASSION.
AND IT'S HOW WE DO INTERVENTION AND ENRICHMENT THAT PROTECTED TIME IN THE SCHOOL DAY TO MAKE SURE THAT WE'RE SPENDING OUR TIME, RESOURCES AND ENERGY LEVERAGING THAT TO MEET THE NEEDS OF OUR STUDENTS WHO NEED IT MOST, AND TO ENRICH OUR STUDENTS TO MAKE SURE WE ARE BEING RESPONSIVE TO THEIR NEEDS.
I'M SORRY. THAT WAS ONE OF MY BIGGEST NERVES COMING IN TODAY, JUST SO YOU ALL KNOW.
AND. ALL CAMPUSES HAVE A WHOLE CHILD TEAM AND THE TSB TEAM.
THE POWER OF THESE TEAMS IS WHEN YOU HARNESS THE TEACHER VOICE IN THEM.
AND SO AT TAYLOR ELEMENTARY, WE HAVE A VERY STRONG FOUNDATION OF K THROUGH FIVE TEACHERS, TEACHERS FROM EVERY PERSPECTIVE IN A SCHOOL SETTING THAT EITHER THAT SUPPORT US ON THE WHOLE CHILD TEAM AND THE MTSS-B.
WHOLE CHILD IS ABOUT CONSIDERING ALL THE POSITIVE CONDITIONS FOR OUR STUDENTS AND MAKING SURE THAT WE'RE MEETING THOSE BASIC NEEDS AND THAT WE HAVE THOSE HEALTH THINGS IN MIND AND JUST THE SOCIAL EMOTIONAL LEARNING THAT WE ARE CONSIDERING, THE CLASSROOM MEETINGS THAT WE NEED TO HAVE WITH THEM.
AND THEN TSB OBVIOUSLY IS THAT BEHAVIOR SUPPORT SYSTEM WHEN THESE TWO TEAMS ARE HIGHLY LED BY THE VOICE OF A TEACHER AND THEY ARE THE DECISION MAKERS ON A CAMPUS, THAT IS WHEN THESE PROGRAMS THRIVE THE BEST.
SOME THINGS THAT ALL SCHOOLS HAVE, YOU KNOW, ARE LISTED HERE.
WE HAVE THE RELATIONSHIPS AND LEARNING STRATEGIES.
WE HAVE CHARACTER TRAIT REINFORCEMENT.
WE HAVE OUR CHANCE EXPECTATIONS IN ALL CLASSROOMS FOR ALL PORTIONS OF THE DAY.
WE HAVE GUIDANCE LESSONS AT TAYLOR EVERY THREE WEEKS IN THE CLASSROOM.
THAT INCLUDES SOME MINDFULNESS PRACTICE AND JUST SOME JUST DEVELOPMENTALLY APPROPRIATE CONVERSATIONS WITH CHILDREN AT WHATEVER AGE THEY ARE THAT ARE COMMON THINGS THAT THEY FACE.
SOMETIMES WE MAY JUST BE HAVING A BAD DAY AND NEED A TWO MINUTE CALM BREAK.
THERE'S DIFFERENT REASONS SOMETIMES THAT SECOND LANGUAGE LEARNER THAT IS SO TAXED BECAUSE THEY ARE HAVING TO LEARN IN A LANGUAGE THAT THEY ARE NOT FAMILIAR WITH NEEDS THAT MINUTE BREAK TO JUST HAVE PERMISSION TO ESCAPE THAT ACADEMIC TAXING MOMENT FOR A SECOND.
AND THEN AT TAYLOR, WE HAVE TRAINED ALL OF OUR TEACHERS ON USING ZONES OF REGULATION AND DE-ESCALATION STRATEGIES, WHICH IS WHEN A STUDENT BEGINS TO BECOME ESCALATED BECAUSE CHILDREN ARE CHILDREN AND THEY ARE LEARNING HOW TO WRAP THOSE BIG, HUGE FEELINGS THAT THEY HAVE INSIDE THEIR MINDS IN THOSE STRESSFUL CONDITIONS OF LEARNING THAT WE HAVE IN SCHOOLS TODAY.
HAVE IT NOT DONE ANYTHING TO COMPROMISE THE DATA OF OUR SCHOOL.
[00:35:05]
AND 98% OF OUR STUDENTS REPORT FEELING TREATED FAIRLY BY STAFF THAT FAIRNESS IS HUGE TO STUDENTS.WHEN YOU HAVE COMMON EXPECTATIONS THAT FAIRNESS IS IMPLEMENTED IN A SCHOOL.
AND SO I WAS VERY AFFIRMED WHEN I SAW IT ALL STAY IN PLACE.
AT THE ELEMENTARY LEVEL, WE'RE BUILDING THE FOUNDATION OF THAT FUTURE ABILITY TO WORK.
WITH EACH OTHER TO SHOW THAT KINDNESS AND REDUCE THOSE NEGATIVE INTERACTIONS IN OUR.
SECONDARY SCHOOLS AND IN THE PUBLIC.
YOU SEE A LITTLE BIT OF ALL KINDS OF STUDENTS FROM ALL WALKS OF LIFE THAT HAVE COME TO OUR SCHOOLS AND WE'RE REALLY, REALLY PROUD OF THE STAFF AND THE STUDENTS THAT WE HAVE AT MEMORIAL.
SO WE CREATED A FRAMEWORK FOR THE FRAMEWORK.
AND WHAT WE LEARNED FROM THIS PROCESS IS THAT ANYTHING, ANY TIME WE LOOK AT LEARNING ORGANIZATIONS AND ORGANIZATIONAL LEADERSHIP SPECIFICALLY, WE HAVE TO GIVE OURSELVES ROOM TO REFLECT, TO ANALYZE THE DATA, TO ADJUST IN REAL TIME AND TO DO THAT.
AND SO WE STARTED WITH OUR SAFE SCHOOLS SURVEY DATA, OUR SCHOOL DISCIPLINE DATA, AND REALLY LOOKED AT THAT AND WE LISTENED TO OUR COMMUNITY, OUR STAFF AND OUR ADMINISTRATIVE TEAM, OUR STUDENTS, OUR DISTRICT LEADERSHIP.
AND WE TOOK A SYSTEMS APPROACH AND A TEAM APPROACH TO STRATEGIC PLANNING AND REALLY TRIED TO COME UP WITH SOME MEASURABLE TARGETS AND SOME IDEAS ABOUT WHERE WE WANTED TO MOVE OUR SCHOOL SPECIFICALLY AROUND THIS IDEA OF BASIC CONDITIONS FOR LEARNING AND THAT IMPLEMENTATION, SOME OF THAT'S LINEAR, SOME OF IT'S, HEY, STEP ONE, STEP TWO, STEP THREE, AND SOME OF IT ISN'T.
SOME OF IT'S ACTUALLY GOING BACK AND LOOKING AT CONTEXT SPECIFIC SITUATIONS THAT MAYBE WE DIDN'T FULLY CAPTURE OR WE NEEDED TO RESPOND TO, AND CONSTANTLY MONITORING, INTERVENING AND ADJUSTING TO GET TO THE PLACES WHERE WE WANTED TO GO.
THE THING THAT WE'RE MOST PROUD OF AND IF I DIDN'T SAY I'M PROUD OF THE STAFF OF MEMORIAL AND THE STUDENTS, I DEFINITELY JUST WANT TO REITERATE THAT THIS CAME FROM OUR SAFE SCHOOLS SURVEY OR SURVEY, AND IT'S COMPLETELY FROM OUR STUDENT VOICE.
AND WHAT I'M PROUD OF IN THIS IS, OF COURSE, WE WANT TO SEE 100% OF OUR STUDENTS SAY THEY HAVE A POSITIVE RELATIONSHIP WITH ADULTS, BUT WE'LL START WITH 91.5 AND WE SEE DOUBLE DIGIT GAINS ACROSS STUDENTS INDICATED TEACHERS HELPING SUPERVISE THE HALLWAY, STUDENTS INDICATING THAT TEACHERS ENFORCE CLASSE RULES. STUDENTS REPORTED SEEING A REDUCTION IN PHYSICAL CONFLICTS IN OUR SCHOOL THAT WAS QUITE SIGNIFICANT.
AND WE BELIEVE THAT THESE FUNDAMENTAL THINGS REALLY HAVE TO BE IN PLACE AT A HIGH LEVEL, AND WE CREATE GREAT SYSTEMS AROUND THAT SO THAT LEARNING CAN TAKE PLACE IN A WAY THAT IS DYNAMIC AND POWERFUL TO HELP OUR STUDENTS ACHIEVE THEIR GOALS AND OUTCOMES.
THE KEY TAKEAWAY IS WHAT WE REALLY WANT TO FOCUS ON IS AS WE FINISH UP AND CONCLUDE OUR TIME HERE, IS THAT BASIC CONDITIONS FOR LEARNING, THEY REALLY PROVIDE THAT ESSENTIAL FOUNDATION FOR OUR STUDENTS TO LEARN.
AND AS WE'VE SHOWN HERE TODAY, THERE'S DIFFERENT CAMPUS CONTEXTS IN WHICH THAT CAN OCCUR.
OUR FUTURE READY FRAMEWORK CAPTURES THE WHOLE CHILD.
IT FOSTERS COLLABORATION, IT SUPPORTS STRATEGIC CHANGE, AND IT REALLY MAKES SURE THAT WE DON'T EVER FALL INTO THE TEMPTATION AS A SCHOOL DISTRICT TO REDUCE WHAT WE'RE DOING WITH OUR KIDS AND OUR WORK TO A LETTER GRADE OR A TEST SCORE.
IMPROVEMENT IS ALWAYS CONTEXT SPECIFIC.
IT'S CAMPUS SPECIFIC, AND THAT WE'RE UNIFIED BY OUR FRAMEWORK AND OUR APPROACH TO THAT.
AGAIN, WE ARE A SCHOOL SYSTEM AND NOT A SYSTEM OF SCHOOLS.
AND IN OUR IMPROVEMENT PROCESSES, THE GREATER FRISCO LEARNING COMMUNITY IS REFLECTED AND CAPTURED IN THAT AND OUR CAMPUS IMPROVEMENT TEAMS AND COMMITTEES AND HOW WE CAPTURE THAT VOICE. OUR COMMUNITY BASED ACCOUNTABILITY SYSTEM, LOCAL ACCOUNTABILITY THAT'S BEEN DEVELOPED REALLY HELPS PAINT THAT BROADER PICTURE OF WHO WE ARE AND THE WORK THAT WE'RE DOING FOR OUR STUDENTS.
AND SO THANK YOU SO MUCH, BOARD DR.
WALDRIP AND TRUSTEES FOR YOUR TIME THIS EVENING.
[00:40:08]
MET FOR OUR CHILDREN AND THAT WE DON'T JUST LOOK AT A CHILD FOR THE ACADEMIC ASPECT THAT THEY REPRESENT, BUT THE WHOLE CHILD I WHAT WE HAVE PRESENTED TONIGHT BENEFITS ALL STUDENTS, NO MATTER WHO THE STUDENT IS.IT IS A BENEFIT TO THE STUDENT.
BUT FOR SOME STUDENTS IT IS VITAL.
IT IS VITAL FOR THEIR FUTURE LIVES THAT WE DO THIS IN SCHOOLS FOR THEM.
I AM PERSONALLY A CHILD THAT WAS FORTUNATE TO HAVE A SCHOOL COMMUNITY, A CHURCH COMMUNITY AND A PUBLIC COMMUNITY RALLY BEHIND ME AND DO EVERYTHING THEY COULD TO MEET MY BASIC NEEDS.
AND I JUST WANT TO BE THAT REMINDER TO YOU GUYS THAT THIS IS IMPORTANT TO DO FOR OUR KIDS.
THANK YOU GUYS VERY MUCH FOR SHARING THAT WITH US.
WE REALLY APPRECIATE YOU ALL BEING HERE.
AND IF YOU GUYS WANT TO DIVE DEEPER INTO BASIC CONDITIONS FOR LEARNING AND WHAT THAT MEANS FOR THE DISTRICT OR ANY OF OUR FUTURE FOCUS AREAS, WE DID RELEASE OUR DISTRICT ACCOUNTABILITY REPORT LAST WEEK, AND THERE'S LOTS OF GREAT DATA ABOUT ALL THE FOCUS AREAS IN THAT BOOK, BUT WE WILL CONTINUE TO DO THIS ONCE A MONTH FOR THE NEXT SIX MONTHS AND TAKE A LITTLE BIT OF A DEEP DIVE.
SO HOPEFULLY YOU GUYS FOUND THAT VALUABLE.
THANK YOU. THANK YOU AGAIN, MRS. SMITH. AND THANK YOU TO OUR PRINCIPALS, MRS. GARZA AND MR. POTTER. ALL THREE OF MY GIRLS MATRICULATED THROUGH TAYLOR.
AND SO I AM SO GRATEFUL TO HAVE HEARD AND HAVE EVERYONE SEE ALL THE THINGS THAT SHE GAVE TO MY GIRLS SINCE WE RELOCATED HERE BACK IN 2012. SO THANK YOU AGAIN.
[11. Discussion regarding FIRST Public Hearing ]
OUR BOARD WILL MOVE ON TO ITEM SEVEN DISCUSSION REGARDING THE FIRST PUBLIC HEARING AND WE DO NOT HAVE ANYONE SIGNED UP FOR PUBLIC COMMENT.AND SO WE WILL CALL ON MRS. SMITH FOR HER PRESENTATION.
THANK YOU. SO I'M GOING TO GO THROUGH THIS RATHER QUICKLY, AS I TEND TO DO EVERY YEAR.
I'LL STOP AND ASK, GIVE YOU GUYS AN OPPORTUNITY FOR ANY.
QUESTIONS. BEFORE I DIVE INTO THE ACTUAL SLIDES, I JUST WANT TO REMIND EVERYBODY THAT THE THE FIRST SYSTEM IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.
IT IS A SYSTEM THAT WAS DESIGNED BY THE STATE TO WITH THE GOAL OF PROVIDING ADDITIONAL TRANSPARENCY, FINANCIAL TRANSPARENCY TO PUBLIC SCHOOLS IN TEXAS. AND OUR 2022 2023 RATING IS BASED ON 2021, 2022 DATA.
SO THIS IS VERY OLD INFORMATION, WHICH IS ONE OF THE REASONS THAT I TEND TO SPEED RIGHT THROUGH IT, BECAUSE MOST OF THESE THINGS AREN'T IN AREN'T IN PLACE ANYMORE. THINGS HAVE CHANGED GREATLY SINCE 2022, BUT I AM STILL REQUIRED TO GO THROUGH IT IN A PUBLIC HEARING FOR YOU GUYS.
SO THE SYSTEM ITSELF HAS 20 TOTAL INDICATORS.
MEANING IF WE FAIL ANY ONE OF THE FIVE CRITICAL INDICATORS, WE FAIL THE WHOLE THING.
THE OTHER INDICATORS ARE MEASURED ON A 5 OR 10 POINT SCALE.
IF YOU GUYS HAVE QUESTIONS AND I CAN GO BACK AND REVISIT ANY OF THEM.
SO A QUICK SUMMARY OF STATEWIDE RESULTS.
YOU CAN SEE THE BAR IS NOT SET SUPER HIGH HERE.
SO THE FIRST FIVE INDICATORS ARE THE CRITICAL INDICATORS THAT I TALK ABOUT.
WE HAVE TO PASS THESE IN ORDER TO PASS THE WHOLE THING.
THE FIRST QUESTION SIMPLY ASKS DID WE FILE OUR FINANCIAL REPORT ON TIME? SO LIKE I MENTIONED, BAR IS NOT SET SUPER HIGH HERE.
WE DID FILE A REPORT ON TIME, SO WE PASSED THAT ONE.
THE NEXT ONE IS DID WE HAVE AN UNMODIFIED OPINION ON OUR FINANCIAL STATEMENTS? SO AN UNMODIFIED OPINION.
FOR THOSE OF YOU WHO DON'T SPEAK, AUDIT IS A CLEAN OPINION ON OUR ANNUAL AUDIT.
WE DID RECEIVE THAT, SO WE PASSED THIS ONE.
INDICATOR THREE ASKS DID WE MAKE ALL OF OUR DEBT PAYMENTS ON TIME? WE DID. SO WE PASSED.
[00:45:02]
INDICATOR FOR ASKS WHETHER ALL PAYMENTS TO OTHER GOVERNMENT ENTITIES WERE MADE ON TIME.WE HAVE TO MAKE THOSE WITHIN 30 DAYS.
WE DID MAKE ALL OF OUR PAYMENTS ON TIME, SO WE PASSED THAT.
AND THEN THE LAST CRITICAL INDICATOR ASKS, DID OUR TOTAL ASSETS EXCEED TOTAL LIABILITIES FOR THE DISTRICT AS A WHOLE? NOW, THIS INDICATOR HASN'T BEEN SCORED SINCE 2017, 2018.
EVERY DISTRICT IN THE STATE WOULD PROBABLY FAIL THIS ONE IF IT WAS BEING SCORED, BECAUSE THE ACCOUNTING RULES CHANGED BACK IN 2017 THAT REQUIRED US TO REPORT A PORTION OF THE TEACHER'S PENSION LIABILITY ON OUR FINANCIAL STATEMENTS, AND THAT TIPPED EVERYBODY FROM POSITIVE TO NEGATIVE.
AND SO THAT'S WHY THE STATE STOPPED SCORING THIS.
IT'S STILL IN THE SYSTEM, BUT THEY HAVEN'T SCORED IT IN A NUMBER OF YEARS.
SO EVERYONE AUTOMATICALLY PASSES THIS ONE BECAUSE THEY DON'T SCORE IT.
THE NEXT SET OF INDICATORS ARE SOLVENCY INDICATORS.
SO THIS IS WHERE THE BAR GETS A LITTLE BIT HIGHER, BUT NOT HUGELY.
INDICATOR SIX ASKS IF THERE WAS A CHANGE IN FUND BALANCE OVER THREE YEARS.
LET ME. SORRY, LET ME REPHRASE.
WAS THE AVERAGE CHANGE IN FUND BALANCES OVER THREE YEARS LESS THAN A 25% DECREASE? OR DID OUR CURRENT YEAR'S ASSIGNED AND UNASSIGNED FUND BALANCES EXCEED 75 DAYS OF OPERATIONAL EXPENSES? SO ESSENTIALLY IT IS ASKING WAS OUR FUND BALANCE DECLINING? IF IT WAS DECLINING, DID WE HAVE AT LEAST 75 DAYS WORTH OF MONEY? OUR FUND BALANCE WAS NOT DECLINING THEN, SO WE PASSED.
THE NEXT ONE ASKS WHETHER HOW LONG IN DAYS AFTER THE END OF THE FISCAL YEAR COULD WE CONTINUE TO PAY BILLS WITHOUT RECEIVING ADDITIONAL MONEY? SO YOU GUYS REMEMBER THE MAJORITY OF OUR REVENUE COMES IN IN DECEMBER, JANUARY, FEBRUARY WHEN WE GET TAX PAYMENTS.
SO IT'S MAKING SURE THAT WE HAVE ENOUGH MONEY SAVED UP IN FUND BALANCE TO PAY THOSE BILLS.
REMEMBER, ALL OF THIS IS 2022 DATA.
WE NEEDED AT LEAST A RATIO OF THREE IN ORDER TO GET A TEN IN OUR RATIO OF 3.56.
THE NEXT INDICATOR ASKS WHETHER GENERAL FUND REVENUES EQUALED OR EXCEEDED EXPENDITURES.
AND IF NOT, DID WE HAVE ENOUGH CASH ON HAND TO PAY BILLS? SO WE DID HAVE REVENUES GREATER THAN EXPENDITURES IN 2022.
THE NEXT ONE ASKS HOW ACCURATELY WE FORECASTED REVENUE BY COMPARING BUDGETED AND ACTUAL REVENUE REPORTED THROUGH PEAMS. THE STATE DID NOT EVALUATE THIS ONE FOR THE 2022-23 RATING, YEAR 2122 FISCAL YEAR.
THAT'S BECAUSE, AS WE ALL KNOW, WHAT WAS HAPPENING IN 21-22 COVID AND IT WAS ALMOST IMPOSSIBLE TO PREDICT WHAT OUR REVENUE WAS GOING TO BE LIKE THAT YEAR BECAUSE IT'S BASED ON ATTENDANCE. SO THEY DID NOT MEASURE THIS ONE AND THEY GAVE EVERYBODY TEN POINTS.
IT DOES RECOGNIZE FAST GROWTH DISTRICTS, THOUGH, BECAUSE, LIKE FRISCO ISD, MANY FAST GROWTH DISTRICTS ARE TAKING ON DEBT TO BUILD NEW BUILDINGS FASTER THAN WE'RE ACTUALLY CAPITALIZING THOSE ASSETS.
BUT OUR FIVE YEAR GROWTH RATE WAS 12.6%.
AND SO WE MET THAT FAST GROWTH INDICATOR AND GOT TEN POINTS FOR THIS.
CRITERIA. THE NEXT ONE ASKS LOOKS AT OUR ABILITY TO MAKE DEBT PRINCIPAL AND INTEREST PAYMENTS.
SO WHAT WAS THE CORRELATION BETWEEN OUR FUTURE DEBT PAYMENTS AND OUR ASSESSED PROPERTY VALUE? OUR ABILITY TO PAY OFF THAT DEBT.
YOU'LL SEE. THAT WOULD EARN US AN EIGHT.
THE REASON HERE, IF YOU GUYS REMEMBER, IS BECAUSE WE ARE INTENTIONALLY KEEPING OUR DEBT TAX RATE AT $0.27 AND USING THAT MONEY TO HELP MAKE DEBT PAYMENTS SO THAT WE'RE NOT HAVING TO RAISE THE TAX RATE.
IF WE HAD RAISED THE TAX RATE, WE COULD HAVE EASILY EARNED A TEN HERE.
THE NEXT ONE ASKS ABOUT OUR ADMINISTRATIVE COST RATIO.
THIS CRITERIA IS DIFFERENT DEPENDING ON HOW BIG YOUR SCHOOL DISTRICT IS.
SO YOU CAN SEE LARGE SCHOOL DISTRICTS IN THE STATE ARE CONSIDERED TO HAVE 10,000 STUDENTS OR MORE.
[00:50:04]
WE FALL IN THAT CATEGORY, SO OUR ADMINISTRATIVE COST RATIO NEEDS TO BE LESS THAN 8.55% IN ORDER TO EARN TEN HERE AND OUR RATIO WAS 7.38%. THE NEXT ONE ASKS WHETHER BASICALLY IT'S LOOKING AT DID WE HAVE A DECLINE IN ENROLLMENT? AND IF WE DID, DID OUR TOTAL STAFF, DID WE ALSO REDUCE STAFF? WE DID NOT HAVE A DECLINE IN ENROLLMENT.AND SO WE GOT A TEN HERE AUTOMATICALLY.
I WILL POINT OUT, THOUGH, THAT THIS INDICATOR WAS ALSO NOT EVALUATED AGAIN BECAUSE OF COVID.
THE LAST SET OF INDICATORS ARE FINANCIAL COMPETENCE INDICATORS.
AGAIN, BECAUSE OF COVID, THIS INDICATOR WAS NOT EVALUATED, SO EVERYBODY GOT FIVE POINTS.
THE NEXT ONE MEASURES THE QUALITY OF THE DATA THAT WE REPORTED TO HIM.
WE REPORTED ACCURATELY, SO WE PASSED THIS ONE.
INDICATOR 17 ASKS WHETHER WE HAD ANY MATERIAL WEAKNESSES IN OUR AUDIT.
THIS MEANS THAT THERE WOULD BE A LIKELIHOOD OF FINANCIAL STATEMENTS BEING MISSTATED.
WE DID NOT HAVE ANY OF THOSE, SO WE PASSED THIS ONE.
THEY DID NOT FIND ANY INSTANCES OF NONCOMPLIANCE.
SO WE PASSED THIS ONE. WE GOT A TEN.
INDICATOR. 19 ASKED IF WE COMPLIED WITH ALL LEGAL REQUIREMENTS TO POST FINANCIAL TRANSPARENCY INFORMATION, WE DO POST ALL OF THE REQUIRED INFORMATION AND MORE ON OUR WEBSITE.
SO OUR TOTAL SCORE WAS A 98, WHICH GAVE US A RATING OF A.
THERE ARE SOME REQUIRED DISCLOSURES THAT WE HAVE AS PART OF THIS FIRST REPORT.
YOU CAN SEE THOSE ON THE RIGHT SIDE OF THE SCREEN.
I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANY OF YOU HAVE.
BOARD WILL OPEN FOR QUESTIONS.
MISS SMITH, CAN YOU GO TO INDICATOR 13 FOR A MOMENT? SURE. THERE YOU GO.
SO. OBVIOUSLY WE SCORED VERY WELL ON THAT.
SO KUDOS TO YOU GUYS FOR THAT.
I WANT TO UNDERSTAND A LITTLE BIT MORE.
SO WITH A DISTRICT OUR SIZE, CAN YOU GIVE ME A LITTLE COLOR AS TO HOW YOU ALL EVALUATE THAT, NOT JUST FOR THIS RATING STANDARD, BUT HOW DO YOU, LIKE ACHIEVE? WHAT DO YOU DO INTERNALLY TO KIND OF HELP ACHIEVE? THE RELATIVE LOW RATIO FOR ADMINISTRATIVE COSTS.
FIRST, WE HAVE A SET OF PRIORITIES WHEN WE BUDGET AND.
OUR PRIORITIES FUNNEL MONEY TOWARDS CLASSROOM AND INSTRUCTION FIRST BEFORE AND WE EVALUATE WHAT WE CAN DO THERE AND WHAT THE NEEDS ARE THERE WITH AVAILABLE FUNDS BEFORE WE EVALUATE ANYTHING ELSE.
IF WE WEREN'T IF WE WEREN'T PRIORITIZING THAT WAY.
ANOTHER THING THAT WE DO IS WE REGULARLY, ANNUALLY BENCHMARK AGAINST OTHER DISTRICTS TO SEE HOW WE'RE SPENDING COMPARED TO HOW PEERS, PEER DISTRICTS OUR SIZE ARE SPENDING. NOW, THAT DOESN'T TELL US EVERYTHING BECAUSE EVERY DISTRICT DOES THINGS A LITTLE BIT DIFFERENTLY, BUT IT DOES GIVE US AN INDICATION OF HOW ARE WE TRACKING COMPARED TO WHAT OTHER DISTRICTS ARE DOING.
IT'S REALLY A MATTER OF HOW WE PRIORITIZE OUR BUDGET.
AND WE'VE HISTORICALLY PRIORITIZED THINGS THAT TOUCH THE CLASSROOM FIRST WITH ANY AVAILABLE FUNDS IN IN A CLIMATE LIKE WE'RE IN NOW WHERE BUDGETS ARE INCREASINGLY CHALLENGING AND DIFFICULT.
[00:55:02]
WHAT? WHAT ARE YOU ALL DOING AND WHAT CAN BE DONE TO KIND OF BE EXTRA ATTENTIVE TO IT? I THINK THE BENCHMARKING IS OBVIOUSLY WISE, BUT IT JUST SEEMS TO ME LIKE THERE'S MORE PRESSURE THAN EVER ON BUDGETS.SURE. WE REGULARLY TALK ABOUT BUDGETS IN OUR MEETINGS.
THERE IS ANY TIME SOMETHING IS PURCHASED AND A BUDGET OWNER HAS TO CLICK THAT ACCEPTANCE OF A PURCHASE REQUISITION, THOSE ARE THINGS THAT I THINK WE'VE JUST BECOME REALLY GOOD AT EVALUATING.
BUT IN TERMS OF WHAT ARE WE DOING RIGHT NOW BECAUSE WE ARE IN A BUDGET DEFICIT AND THE PRESSURE IS ON TO LOOK AT WAYS TO BALANCE OUR BUDGET. WE'RE WE'RE CURRENTLY GOING THROUGH A BUDGET REVIEW PROCESS.
WE'VE ALREADY STARTED LOOKING FOR NEXT YEAR'S BUDGET.
AND YOU GUYS WILL HEAR A LOT MORE ABOUT THAT AS WE GET A LITTLE BIT DEEPER INTO THE PROCESS.
BUT THE FIRST THINGS THAT WE'RE LOOKING AT ARE CENTRAL OFFICE BUDGETS, BECAUSE THAT'S WHERE THAT'S WHERE ANY KIND OF CHANGE HAS TO START BEFORE WE MOVE OUT TO THINGS THAT TOUCH THE CLASSROOM. SO IT'S JUST A CONSTANT EVALUATION, REALLY, OF THE THINGS THAT WE'RE SPENDING.
OKAY. I APPRECIATE IT. THANK YOU.
ANY ADDITIONAL QUESTIONS? THANK YOU, MRS. SMITH.
WE'LL MOVE ON TO THE NEXT AGENDA.
AGENDA ITEM DISCUSSION REGARDING SAFETY AND SECURITY UPDATE MR. WALLER. DID YOU WANT TO DO THE DEMOGRAPHIC UPDATE FIRST OR SAFETY AND SECURITY? CAN WE GO OUT OF ORDER?
[12. Discussion regarding Demographic Update]
FOR THE NEXT AGENDA ITEM IS THE DISCUSSION REGARDING DEMOGRAPHIC UPDATE.I HAVE JUST A REAL QUICK DEMOGRAPHIC UPDATE.
AS OF TODAY, WE HAVE 66,675 STUDENTS.
LAST YEAR ON THIS DATE, WE HAD 66,829 STUDENTS.
WE ARE 154 STUDENTS LESS THIS YEAR THAN WE WERE LAST YEAR ON THIS DATE.
THE GOOD NEWS IS WE WILL NOT BE DOING ANY REZONING FOR NEXT YEAR.
SO NO REZONES EVERY EVERY ZONE IS SAFE AND STABLE FOR ANOTHER YEAR.
I WILL JUST GIVE A QUICK UPDATE.
WE HOPE HOPEFULLY WE CAN MAKE THAT DECISION IN APRIL.
THANK YOU. BOARD. ARE THERE ANY QUESTIONS? MRS. ARCHAMBAULT.
THANK YOU. I DO HAVE ONE QUESTION, AND I DON'T KNOW IF THIS IS ASSOCIATED WITH THE DEMOGRAPHIC UPDATE, BUT CAN WE EXPECT AN INCREASE IN THE NUMBERS? I KNOW WE TALKED ABOUT THAT.
IS IS THIS AN APPROPRIATE TIME TO ASK THAT WE CAN WE CAN MENTION IT BRIEFLY? OKAY. WE WOULD EXPECT AN INCREASE BASED ON WHAT WE'VE SEEN IN PREVIOUS ALIGNMENT UPDATES.
BUT HERE RECENTLY, THOSE INCREASES HAVE BEEN VERY, VERY SMALL.
I THINK IN OUR LAST ALIGNMENT INCREASE WE ONLY JUMPED SIX STUDENTS.
SO THERE'S THERE ARE YEARS WHERE THE ALIGNMENT STAYS STABLE AND DOES NOT INCREASE.
SO MORE INFORMATION TO COME ON THAT.
WE DO HOPE IT INCREASES A LITTLE BIT.
IT WOULD GIVE US SOME FLEXIBILITY.
[13. Discussion regarding Safety and Security Update]
BACK TO YOU, MR. HAUSLER.ALL RIGHT. JUST A QUICK UPDATE.
GIVE YOU AN UPDATE. LAST MONTH, JUST A REMINDER THAT WE WENT OUT FOR AN RFP FOR A THIRD PARTY SECURITY GUARD FIRMS. THAT BID CLOSED ON SEPTEMBER 22ND.
SO WHAT WE HAVE BEEN DOING, WE HAD 19 TOTAL COMPANIES THAT SUBMITTED FOR THAT BID.
WE HAVE HAD A COMMITTEE OF FOUR EVALUATE THOSE 19 COMPANIES AND SCORE THEM ON A RUBRIC.
IT IS JAMES HILL, OUR EXECUTIVE DIRECTOR OF OPERATIONS.
[01:00:02]
KEVIN HALLER, OUR DIRECTOR OF SECURITY, AND JOHN BODIE, OUR DIRECTOR OF EMERGENCY MANAGEMENT.THAT IS THE GROUP OF FOUR WHO WENT THROUGH AND EVALUATED THE 19 COMPANIES.
PART OF THAT INTERVIEWING COMMITTEE WILL BE THE FOUR OF US.
AND THEN I WILL BE BACK IN NOVEMBER WITH AN UPDATE FOR YOU ALL.
WE ARE SO THANKFUL FOR THE UPDATE.
WE DO LOOK FORWARD TO HEARING YOUR RESULTS FROM THAT OCTOBER 23RD MEETING.
BOARD WE ARE GOING TO MOVE ON TO A DISCUSSION REGARDING HUMAN RESOURCES UPDATE DR.
[14. Discussion regarding Human Resource Update]
LINTON.THANK YOU. THIS IS THE ANTICIPATION RIGHT NOW BUILDING UP.
OKAY. IT IS MY PLEASURE TO PROVIDE YOU JUST WITH A HUMAN RESOURCES UPDATE AND I WILL PLACE THIS REPORT IN HOME BASE AT THE END OF THE EVENING AND WE'LL ALSO MAKE IT AVAILABLE ON THE AGENDA.
OKAY. THIS IS KIND OF OUR YEAR IN REVIEW.
I'M GOING TO START WITH SUBS, AS YOU KNOW THAT WE USE S AS OUR SUBSTITUTE SOURCING COMPANY.
AND I JUST WANTED TO GIVE YOU AN IDEA, WHEN WE TALK ABOUT THE NUMBER OF SUBS THAT ARE NEEDED IN THE DISTRICT OF OUR SIZE, YOU CAN SEE THE PROGRESSION OVER THE LAST WELL OVER A THREE YEAR PERIOD.
AND WE STARTED WITH AN AVERAGE OF ABOUT 392 DAYS, 392 SUBS PER DAY.
AND NOW WE'RE AT AN AVERAGE OF ABOUT 522.
I CAN TELL YOU THERE ARE DAYS WHERE IT'S GOTTEN UP TO ABOUT A THOUSAND.
AND WHEN YOU LOOK AT OUR FUEL RATES, THEY ARE INCREDIBLE.
AS I TALK TO OUR NEIGHBORS, IT'S UNHEARD OF TO HAVE THE FUEL RATES THAT WE HAVE IN THE 22, 23 SCHOOL YEAR AND A FILL RATE OF 88% OVERALL FROM JANUARY TO MAY, IT WAS 93%.
AND AGAIN, WHEN YOU'VE GOT SPRING, YOU'VE GOT CANTEN DAYS YOU'VE GOT JUST BECAUSE DAYS.
SO TO HAVE A FILL RATE OF 93% IS INCREDIBLE.
2021 AS YOU KNOW, WE WERE VIRTUAL FOR A LARGE PART OF THE SCHOOL YEAR.
THANKS, DR. WALTER. AND THEN HIRING.
OUR SUBS CONTINUE TO BE ONE OF OUR BEST RECRUITING SOURCES.
IF YOU LOOK IN 2122, WE HIRED 130 TEACHERS, 110 PARAPROFESSIONALS, SO 240 FROM OUR SUBSTITUTE SOURCING COMPANY. WHEN YOU LOOK AT TEACHERS AND PARAPROFESSIONALS FOR 2223, YOU SEE 148 AND 114.
PEREZ AND ALREADY THIS YEAR WE'VE HIRED 70 TEACHERS AND 55 PARAPROFESSIONALS.
WE'VE ADDED ANOTHER SEVEN TEACHERS AND ANOTHER EIGHT PARAPROFESSIONALS.
AND JUST SO THAT YOU UNDERSTAND WHAT A CASE INVOLVED, THAT'S ALL THE REQUIRED NOTIFICATIONS WHEN SOMEONE HAS TO GO ON LEAVE IS INTERACTING WITH NOT ONLY THE EMPLOYEE, THE HEALTH CARE PROVIDER, THE SUPERVISOR RETURN TO WORK, ANYTHING THAT HAS TO DO WITH ACCOMMODATIONS.
SO THOSE ARE THOSE. 844 OUR TOP THREE REASONS REALLY DON'T CHANGE MUCH OVER TIME, NUMBER ONE.
WE HAVE A SICK LEAVE BANK AND AS OF LAST YEAR, OVER 900 DAYS WERE AWARDED FROM THE SICK LEAVE BANK, WHICH ALLOWS OUR EMPLOYEES WHO HAVE CATASTROPHIC ILLNESSES TO HAVE SOME DAYS, SOME PAID DAYS OF LEAVE WHEN THEY'VE EXHAUSTED THEIR LEAVE, AS LONG AS THEY'RE MEMBERS OF THE BANK AND MEET THE CRITERIA.
[01:05:07]
AND THEN LAST, THE MEMBERSHIP IN THE SICK LEAVE BANK RIGHT NOW IS AT ABOUT 2400.SOME OF THE ACTIVITIES AND BENEFITS OVER THE PAST YEAR.
WE HAD OVER 500 EMPLOYEES TO ATTEND THE BENEFITS FAIR.
SO FOR OUR EMPLOYEES WHO ARE ENGAGING IN FAMILY PLANNING, WE HAVE AN OPPORTUNITY FOR THEM TO COME IN AND LEARN ABOUT LEAVE AND THOSE THINGS THAT THEY WOULD NEED TO KNOW AS THEY PREPARE. AND YOU CAN SEE WE HAD 125 PEOPLE TO ATTEND.
ALSO THIS YEAR WE STARTED OFFERING PET INSURANCE, WHICH WHO KNEW? PET INSURANCE IS A MAJOR THING TO OUR EMPLOYEES.
WE HAVE BEEN THANKED MULTIPLE TIMES FOR OFFERING THAT.
SO I JUST WANTED TO POINT THAT OUT.
AND THEN AMEE DALAI, WHO IS OUR BENEFITS MANAGER? AND WORKING WITH MS..
SMITH, WE NOW HAVE A $10,000 LIFE INSURANCE POLICY FOR ALL EMPLOYEES.
AND WE HAD ABOUT 4000 PEOPLE TO PARTICIPATE IN THOSE EVENTS, ALSO WITH CAMPUS INITIATIVES, AND THOSE ARE JUST TWO EXAMPLES.
ON OUR CAMPUSES THEY DID ALL KINDS OF WELLNESS THINGS THAT NO MEETINGS TUESDAY IS EXACTLY WHAT IT SOUNDS LIKE IT WAS, THAT THERE WERE NO MEETINGS TO BE SCHEDULED ON THAT DAY. SO THAT THAT WAS A DAY THAT TEACHERS AND STAFF COULD REALLY HAVE TO THEMSELVES AND HOPEFULLY GET OUT OF THE BUILDING VERY CLOSE TO THE END OF THE DAY.
WHEN WE LOOK AT FITNESS REIMBURSEMENTS, THOSE INCREASED BY 12%.
SO 200 MORE PEOPLE ACCESS THE FITNESS REIMBURSEMENTS THAN DID THE PREVIOUS YEAR.
LAST YEAR WHEN I SPOKE WITH YOU, I SPOKE ABOUT THE STATE INTERVIEWS THAT WE HAD WITH PROFESSIONAL STAFF TO TALK ABOUT WHY THEY STAY AND ALSO TO TALK ABOUT WHAT ARE THE CHALLENGES TO YOUR POSITION AND HOW CAN WE ASSIST AND SUPPORT YOU IN THOSE.
AND SO THIS YEAR, WE HAD THE OPPORTUNITY TO DO THAT WITH OUR AUXILIARY STAFF.
AND WHAT YOU HAVE BEFORE YOU ARE THE RESULTS THAT WE GOT.
ALL RIGHT. AND WHAT THEY ENJOY.
YOU CAN SEE FROM MOST IT'S THE RELATIONSHIPS AND THE FACT THAT THEY DO FEEL HEARD AND THERE'S SUCH A SENSE OF COMMUNITY WITHIN OUR DISTRICT ALSO WORKING WITH STUDENTS AND JUST THE WHOLE WORK CULTURE.
ALL RIGHT. YOU ALSO KNOW THAT WE HAD OUR K 12 INSIGHT SURVEY THIS YEAR.
AND AS YOU CAN SEE, WE ARE PRETTY MUCH IN THE 80S AND 90S IN MOST OF THE AREAS.
ONE OF THE THINGS THAT I THINK SHOULD BE A POINT OF PRIDE FOR OUR DISTRICT IS WHEN YOU LOOK AT OVER 90% FEEL THAT THEY HAVE A POSITIVE CONNECTION OR RELATIONSHIP WITHIN THE DISTRICT. AND THE REASON WHY THAT IS SO IMPORTANT IS WE KNOW THAT RETAINING PEOPLE COMES FROM THE CONNECTION THAT THEY FEEL THEY HAVE WITH WHETHER IT'S THEIR TEAMS, WHETHER IT'S THE DISTRICT, BUT IT HAS TO DO WITH CONNECTIONS.
SO WE ARE REALLY WANTING TO FOCUS ON ENGAGING EMPLOYEES AND HAVING THEM HAVE THOSE CONNECTIONS SO THAT EVEN IF THEY DO HAVE TO LEAVE FOR SOME REASON, IT IS THEY THINK FONDLY OF EPISD AND SPEAK FONDLY ABOUT US.
ALSO, IF YOU LOOK AT THE 92%, I ENJOYED BEING A PART OF FRISCO ISD.
NOW WE DID HAVE TWO IN THE 70S THAT YOU SEE THERE AND NONE OF US ARE EXCITED ABOUT THE 70S AND THAT'S WITH THE ACKNOWLEDGING AND RECOGNIZING EMPLOYEES FOR THEIR HARD WORK AND PROVIDING OPPORTUNITIES FOR EMPLOYEE INPUT.
[01:10:07]
AND SPEAKING WITH K 12 INSIGHT AND ASKING ABOUT, YOU KNOW, HOW DO THESE NUMBERS RANK WHEN YOU LOOK AT OTHER DISTRICTS, THEY ARE HIGH AND EVEN AT THE 75%, THE BENCHMARK AVERAGE FOR DISTRICTS WHO USE THAT INSTRUMENT WITH REGARDS TO EMPLOYEES FEELING ACKNOWLEDGED AND RECOGNIZED, THE BENCHMARK AVERAGE WAS 47% AND WE'RE AT 75, THE BENCHMARK AVERAGE FOR DISTRICT LEADERSHIP ENCOURAGING INPUT.WE'RE AT 77 AND THE AVERAGE IS 52.
ALL RIGHT, THE TEXAS TEACHER SHORTAGE.
WE HEARD A LOT ABOUT THAT LAST YEAR.
I CAN TELL YOU IT DID NOT CHANGE OR IF IT CHANGED, IT GOT WORSE.
SO THERE WAS NOT A SUDDEN DELUGE OF PEOPLE WHO DECIDED THEY WANTED TO BE TEACHERS.
FROM A LETTER THAT WAS PUT OUT IN APRIL, 13.4% OF TEACHERS LEFT THE PROFESSION IN ONE YEAR.
THAT IS THE HIGHEST NUMBER ON RECORD.
AND THAT'S LEAVING THE PROFESSION.
THAT'S NOT MOVING TO A DIFFERENT DISTRICT.
THAT'S ACTUALLY LEAVING THE PROFESSION.
28.8%. IN OUR DISTRICT IT WAS 2.5%.
THIS IS JUST AS WE GET READY TO LOOK AT THE NEXT FEW SLIDES.
I JUST KNOW THAT THIS REFLECTS THE WINDOW FROM AUGUST 1ST THROUGH JULY 31ST.
AND IT INCLUDES STAFF WHO BEGAN EMPLOYMENT WITH US AND WHO VOLUNTARILY RESIGNED.
SO WE'LL TALK ABOUT THAT AS OUR ATTRITION RATE.
I WILL JUST GIVE YOU A MOMENT TO LOOK AT THAT.
AND I WILL TELL YOU AS WE LOOK AT THAT, WE, OF COURSE, ARE ALWAYS WORKING ON RETENTION AND HOW DO WE MAKE THE EXPERIENCE WITHIN OUR DISTRICT A STRONG EXPERIENCE. BUT LOOKING AT THAT AND KNOWING THAT THAT IS A DECREASE OF 4 TO 5% IN ONE YEAR SPEAKS VOLUMES ABOUT WHAT OUR STAFF AND COMMUNITY AND OUR STUDENTS DID.
AND IT'S ABSOLUTELY INCREDIBLE.
I THINK WHEN I SPOKE WITH YOU LAST TIME, I KNOW WHEN I SPOKE WITH YOU LAST TIME, I MENTIONED THAT WHEN THIS HAPPENED ABOUT 20 YEARS AGO, IT TOOK ABOUT 3 TO 4 YEARS TO HAVE A LEVEL SET.
THE DIFFERENCE BETWEEN THE ONE YEAR AND THE NEXT YEAR WAS ONE TENTH OF A PERCENT.
OKAY. THE REASONS WHY PEOPLE LEFT OUR DISTRICT.
THE LARGEST PERCENTAGE WAS JOB WITH ANOTHER DISTRICT AT 31 AND PERSONAL REASONS AT 21.
NOW, OF COURSE, WHEN PEOPLE LEAVE TO GO TO ANOTHER DISTRICT, WE WANT TO KNOW WHY.
WHY ARE YOU LEAVING THIS FANTASTIC PLACE? AND SO WHAT WE'VE DONE IS WE ASK ONCE THEY STATE THAT THEY'RE LEAVING FOR ANOTHER DISTRICT, WE DO ASK THE QUESTION WHY.
AND THOSE ARE THE FIVE REASONS THAT THEY CAN SELECT.
THEN WHEN YOU LOOK AT CLOSER TO HOME, ABOUT 49% LEFT TO GET CLOSER TO HOME.
OF THAT GROUP, THERE WERE ABOUT 16% WHO CITED JOB SATISFACTION AS ONE OF THE AREAS.
AND THEN YOU CAN SEE SALARY, BENEFITS AND THE COST OF LIVING.
SO I WANT TO MAKE IT VERY CLEAR WHEN WE LOOK AT THOSE WHO LEFT TO GO TO ANOTHER DISTRICT WHO CITED SOMETHING OTHER THAN JOB SATISFACTION, 95%.
95% OF PROFESSIONALS WHO LEFT OUR DISTRICT TO GO TO ANOTHER DISTRICT CITED A REASON OTHER THAN JOB SATISFACTION AS THE REASON WHY THEY'RE LEAVING.
THAT IS ANOTHER CELEBRATION FOR US.
THAT IS ABSOLUTELY ANOTHER CELEBRATION.
[01:15:02]
AND THEN THERE WERE SOME DATA THAT WE DISAGGREGATED THAT SHOWED THAT 87% OF THOSE STATED THAT THEY WOULD RECOMMEND US TO SOMEONE ELSE. SO, AGAIN, JUST KUDOS TO TO OUR DISTRICT, TO THE FOLKS IN OUR DISTRICT.ALL RIGHT. REASONS FOR RESIGNATIONS FOR AUXILIARY.
YOU CAN SEE PERSONAL REASONS ARE THE LARGEST REASON AT 35%.
AND THEN FOLLOWING THAT, IT'S A JOB OUTSIDE OF EDUCATION AND FAMILY CIRCUMSTANCES.
AND THE REASON WHY THE HIRING SEASON IS NOTED IS BECAUSE VERY OFTEN PEOPLE WILL ASK THE QUESTION, HOW MANY TEACHERS OR HOW MANY STAFF MEMBERS DID YOU HIRE TO BEGIN THE SCHOOL YEAR? AND SO THAT'S ONE OF THE REASONS WHY THAT'S LISTED SEPARATELY.
THE OTHER THING IS WHEN YOU'RE LOOKING AT ATTRITION OR TURNOVER, WHAT HAPPENS DURING THE SCHOOL YEAR WHEN PEOPLE HAVE TO LEAVE DURING THE SCHOOL YEAR, THAT'S A DIFFERENT TYPE OF TURNOVER THAN WHEN THEY'RE AT THE END OF THEIR CONTRACTS.
AND SO WE LOOK AT THOSE NUMBERS TO LOOK AT THE IMPLICATIONS FOR THAT.
OKAY. SO YOU CAN SEE WITH OUR NEW AUXILIARY STAFF.
FOR THE FULL YEAR, WE HEARD ABOUT 506.
AND WHEN YOU LOOK AT HIRING SEASON, WE HIRED 218.
OUR NEW PROFESSIONALS BY EMPLOYEE TYPE.
YOU CAN SEE WITH OUR ADMINISTRATORS ABOUT 30, OUR OTHER PROFESSIONALS 118, AND THAT INCLUDES ALL OF OUR SUPPORT STAFF AND FOR CLASSROOM TEACHERS, 811 AND THAT WAS FOR THE FULL SCHOOL YEAR.
OKAY. AND THEN WITH HIRING SEASON, AS YOU CAN SEE, WE HAD 24 ADMINISTRATORS.
I KNOW THAT YOU'RE AWARE THAT WE HAD, YOU KNOW, MORE PRINCIPALS AND ASSISTANT PRINCIPALS WHO WERE HIRED THAN THE TWO AND THE 16 YOU SEE THERE, BUT THEY WERE ALREADY WITHIN OUR DISTRICT. AND SO WE'LL ADDRESS THOSE IN LATER SLIDES.
ALSO, I WANT TO POINT OUT THAT 714 TEACHERS, CLASSROOM TEACHERS, THAT INCLUDES 66 NEW ALLOCATIONS.
AND AGAIN, FOR A DISTRICT OF OUR SIZE WITH ABOUT 5000 TEACHERS.
AGAIN, THAT'S KUDOS TO OUR CAMPUSES.
ALL RIGHT. DEMOGRAPHICS, JUST FUN FACTS ABOUT OUR NEW HIRES.
YOU SEE THE TOP STATES FROM WHICH THEY CAME.
CALIFORNIA, GEORGIA, LOUISIANA, OKLAHOMA, ARIZONA AND MISSISSIPPI.
AND THEN THEY HAD 29 STATES PLUS MEXICO AND INDIA.
SO WE'VE GOT PEOPLE FROM DIFFERENT STATES.
YOU CAN SEE GENDER AS WELL AS ETHNICITY, ETHNICITY.
AND THAT'S THE ETHNICITY, RACE AND GENDER FOR AUXILIARY STAFF.
AND I TELL YOU, IF WE EVER CRACK THE I GUESS WE'RE CRACKING THE 8020.
SO WE'RE GETTING WE'RE GETTING THERE.
AND ABOUT OUR NEW PROFESSIONALS.
37% HAVE A GRADUATE DEGREE, EITHER A MASTER'S OR A DOCTORATE.
35% OF OUR CLASSROOM TEACHERS ARE NEW TO THE PROFESSION.
THIS TIME ONE YEAR AGO, THAT WAS 60% WHO WERE NEW TO THE PROFESSION.
SO WE'VE HIRED PEOPLE WITH EXPERIENCE.
BUT IT ALSO TELLS ME THAT WE RETAIN SOME OF THOSE ZERO YEARS AND NOW THEY'RE THEY'RE ONE YEARS.
AND THEN YOU CAN SEE OUR TOP FIVE WITH REGARDS TO THE UNIVERSITIES.
THOSE TOP THREE HAVE A SOLID HOLD AND IT'S BEEN THAT WAY FOR PROBABLY A COUPLE OF YEARS.
LAST YEAR IT WAS TWU AND TEXAS A&M COMMERCE.
I FEEL LIKE WE NEED A DRUM ROLL FOR THIS SLIDE.
I'M JUST GOING TO LET YOU LOOK AT IT.
YOU CAN SEE THE TOP TEN DISTRICTS FROM WHENCE PROFESSIONALS CAME OR REPORTED THAT THEY CAME.
AND NUMBER FIVE HAS NEVER BEEN IN OUR TOP FIVE.
I DON'T KNOW THAT NUMBER FIVE HAS EVER BEEN IN OUR TOP TEN.
[01:20:06]
AND JUST THOUGHT I WOULD SHARE THAT WITH YOU.AND THEN THIS ONE AGAIN, 160 OF THE PROFESSIONALS WHO JOINED US AS NEW HIRES ARE RETURNING.
FISD EMPLOYEES. THAT SPEAKS AGAIN VOLUMES ABOUT WHAT OUR FOLKS ARE DOING, THAT WHEN PEOPLE LEAVE AND THEY HAVE THE OPPORTUNITY TO COME BACK, THEY RETURN TO US.
THIS IS ONE OF MY FAVORITE SLIDES SO FAR.
I THINK I'VE ENJOYED A LOT OF THESE SLIDES.
THIS ONE IS ONE OF MY FAVORITES.
WHEN WE LOOK AT GROWING OUR OWN.
BUT WHEN YOU LOOK AT THE FACT THAT WE ARE ABLE TO CULTIVATE AND BUILD CAPACITY WITHIN OUR CURRENT STAFF SO THAT THEY MOVE INTO OTHER POSITIONS, I JUST WANT TO HIGHLIGHT THAT.
WE HIRED 52 OF THEM, FORMER FRISCO STUDENTS, 76 CAME BACK TO TEACH WITH US.
AND THEN OUR SUBS AND TEMPORARY EMPLOYEES.
WE ALSO HAVE OTHER TEMPS WHO WORK WITH US AS WELL AS OTHER SUBS IN OTHER AREAS.
154 TOTAL PEOPLE WHO WERE SUBS OR TEMPS FOR US JOINED US IN FULLY ALLOCATED POSITIONS THIS YEAR.
AND THEN LASTLY, STUDENT OBSERVERS.
THOSE ARE PEOPLE OFTEN WITH ALTERNATIVE CERTIFICATION PROGRAMS. THEY'RE REQUIRED TO HAVE SOME OBSERVATION HOURS.
THOSE WHO CAME IN OBSERVED AND THEY LIKED WHAT THEY SAW.
AND I GUESS WE LIKED WHAT WE SAW.
AND THEY HAVE TAKEN VARIOUS POSITIONS WITHIN OUR DISTRICT.
LAST YEAR, I SHOWED THIS SLIDE AND I SHOWED IT TWICE.
THE ONE COMMUNITY, ONE MISSION.
I TOLD YOU THAT EVEN THOUGH THE THE DOOM AND GLOOM OF THE RHETORIC OUT ON THE NATIONAL STAGE AND THE STATE STAGE, WE KNEW THAT IF IT COULD HAPPEN ANYWHERE, IT WOULD HAPPEN HERE.
AND I THINK THE DATA THAT YOU'VE JUST SEEN SHOWS THAT IT HAPPENED HERE.
AND SO I'M GOING TO DO SOMETHING THAT'S GOING TO TAKE A FEW MINUTES.
BUT I THINK IT'S IMPORTANT TO DO BECAUSE ALL LAST YEAR WHEN WE NEEDED PEOPLE TO HELP, WE WERE SOUNDING THE ALARMS OF HELP EVERYBODY GET INVOLVED AND EVERYBODY DID.
SO RIGHT NOW, I WANT TO TAKE THE TIME TO THANK ALL OF THESE GROUPS THAT ARE LISTED THERE.
I KNOW I'M GOING TO END UP FORGETTING SOMEONE, SO THAT'S WHY THERE'S THE YOU.
SO IF I FORGET, YOU JUST KNOW I THANK YOU.
WE THANK YOU. OUR TEAM THANKS YOU.
AND LET'S START WITH YOU AS A BOARD.
JUST THE SUPPORT THAT YOU SHOW THROUGH YOUR QUESTIONS, THROUGH YOUR ACTIONS, THROUGH THE DIFFERENT THINGS THAT YOU APPROVE, CLASSROOM TEACHER STIPENDS, THE RETENTION INCENTIVE, THE THINGS YOU DID BEFORE OTHERS EVEN STARTED TALKING ABOUT A TEACHER SHORTAGE.
AND JUST SO APPRECIATING THAT IN MARCH, I WILL CELEBRATE TEN YEARS IN THIS DISTRICT.
THERE HAS NEVER BEEN A YEAR THAT SOMEONE ON THE BOARD ARE YOU AS A BOARD HAVE NOT ASKED ABOUT WHAT CAN WE DO TO KEEP OUR STAFF? WHAT CAN WE DO TO REMAIN COMPETITIVE? YOU HAVE ALWAYS DONE THAT.
AND EVEN WHEN THE NOISE OF IT WAS LOUDER LAST YEAR BECAUSE IT WAS IT WAS A NATIONAL CRISIS.
SO, ONE, I WANT TO START WITH WITH THANKING YOU AND I WANT TO THANK OUR AUXILIARY STAFF, OUR WONDERFUL M&O, CSP, TRANSPORTATION, CUSTODIAL, BECAUSE THERE IS RESEARCH THAT SHOWS AND WE KNOW JUST AS HUMAN BEINGS THAT SHOWS THAT WHEN PEOPLE GO TO A PLACE THAT THEY FEEL GOOD ABOUT, IT'S CLEAN, IT'S WELL KEPT, IT'S ATTRACTIVE.
AND SO WHEN OUR CUSTODIANS AND OUR FOLKS ENSURE THAT OUR FACILITIES ARE CLEAN AND THAT THEY'RE SAFE AND WE HAVE LIGHTS AND AC AND THE PLUMBING WORKS, THAT NOT ONLY HELPS US TO ATTRACT PEOPLE, IT HELPS US TO RETAIN THEM.
[01:25:04]
YOU PROBABLY NEVER KNEW.THANKS TO OUR COACHES WHO HELPED AS WELL, THEY WERE FED AND THEY DID.
ALL THIS BEING DOWN ABOUT 50 TO 100 STAFF MEMBERS AT ANY GIVEN TIME.
AND THEY NEVER SKIPPED A BEAT.
AND THEY WORKED WELL WITH EACH OTHER AND SUPPORTED STAFF AS WELL.
AND WITH OUR SPECIAL ED FOLKS.
WHERE'S GARRETT? GARRETT WAS HERE SOMEWHERE.
HI, GARRETT. I'M POINTING OUT SPECIAL ED, WHEN I LOOK AT THE NUMBER OF PARAPROFESSIONALS LAST YEAR, THE NUMBER OF PARAPROFESSIONALS THAT WE LOST THIS YEAR, THERE WAS A DECREASE OF ABOUT 26.7%.
THIS YEAR, 125 AND WHEN YOU CONSIDER THAT WE ADDED TO THAT NUMBER WITH NEW STAFF MEMBERS, THAT IS INCREDIBLE AND IN A POSITION THAT IS REALLY, REALLY DIFFICULT, THAT THEY HAVE SKILLS THAT TRAVEL, THEY COULD GO ANYWHERE.
AND THEN ON CAMPUSES, THEY DID SOME THINGS TO REALLY SUPPORT STAFF.
AND SO JUST SO APPRECIATIVE OUR FRONT OFFICE STAFF MEMBERS.
MY GOODNESS, I DON'T KNOW HOW MUCH CHOCOLATE AND PEPPERMINTS AND KLEENEXES AND HUGS AND SMILES THAT THEY GIVE THAT MAKE OUR STAFF FEEL WARM AND WELCOME AND THEY WANT TO BE IN A PLACE LIKE THAT.
AND SO JUST VERY THANKFUL FOR THEM AND WITH OUR CENTRAL OFFICE STAFF.
PAYROLL PURCHASING ACCOUNTING, THOSE DEPARTMENTS GRANTS.
THOSE DEPARTMENTS THAT YOU DON'T HEAR A LOT ABOUT.
YOU MAY NOT KNOW THAT STARTING LAST YEAR, PAYROLL ADDED AN OPTION FOR A 13TH PAYCHECK, WHICH MEANS THAT SOMEONE MOVING HERE OR SOMEONE JOINING US COULD OPT TO HAVE THEIR SALARY DIVIDED BY 13 WHEN WE TYPICALLY GET OR WHEN THEY WOULD TYPICALLY GET A FIRST CHECK IN SEPTEMBER.
THERE WERE 397 OF THOSE THIS YEAR.
SO TAKE ALL THE WORK THEY'RE DOING WITH THE PEOPLE WHO ARE CURRENTLY EMPLOYEES, ALL THE WORK THEY'RE DOING WITH THOSE WHO RESIGNED BUT STILL GET PAID THROUGH AUGUST AND THEN ADD 397 TO THAT.
AND THANK YOU. HR DEPARTMENT, BECAUSE THEY WORK IN TANDEM WITH PAYROLL ON DOING THAT.
OUR TEACHERS, OUR NURSES, OUR COUNSELORS, OUR COACHES, BOTH ACADEMIC AND ATHLETIC.
JUST IN ALL THAT YOU DO TO SUPPORT EACH OTHER, THAT JUST MAKES A HUGE DIFFERENCE.
OUR CAMPUS ADMINISTRATORS WHO IN THE MIDST OF SUPPORTING STAFF, HELPING THEM TO GROW WITH PERFORMANCE, HELPING US TO RECRUIT, TRYING TO DO THINGS THAT ADDRESS WELLNESS.
THEY'RE BASICALLY RUNNING A SMALL CITY AS WELL AS BEING CEOS OF COMPANIES, AND STILL THEY ARE IN IT.
THEY ARE IN IT. THEY ARE IN IT.
THEY ARE SUPPORTING. AND I'M JUST SO, SO GRATEFUL.
THEY COVERED A CLASS IF SOMEONE COULD HAVE A BREAK.
AND AGAIN, THOSE CONNECTIONS, THAT ENGAGEMENT, THAT SUPPORT IT JUST MAKES A HUGE DIFFERENCE.
OUR PARAPROFESSIONALS, OUR AIDES, OUR STUDENTS, OUR STUDENTS, OUR STUDENTS CAME TO JOB FAIRS.
OUR STUDENTS DID PANELS FOR NEW TEACHERS OR POSSIBLE TEACHERS.
AND SO OUR STUDENTS WERE THERE FOR US.
THERE ARE SEVERAL ORGANIZATIONS THAT ALLOWED US TO HAVE BOOTHS AT THEIR EVENTS.
AND THERE WERE WHEN WE LOOKED AT OUR COUNSELOR PTAS, THEY PROVIDED OPTIONS AND REFERRALS FOR PEOPLE.
I REMEMBER DOING A PRESENTATION FOR THEM AND AT THE END WHEN ACTUALLY ABOUT FIVE OF THEM CAME UP AND IT WAS WE DIDN'T KNOW WHAT CAN WE DO? SO OUR COMMUNITY STEPPED UP IN A HUGE, HUGE, JUST A HUGE WAY.
AND THEN OUR DISTRICT LEADERSHIP, OUR DIRECTORS, ASSISTANT DIRECTORS, MANAGING DIRECTORS, EXECUTIVE DIRECTORS, IST, EVERYONE WAS OUT SUPPORTING CAMPUSES, SUPPORTING THE WORK OF WHAT'S GOING ON IN THIS DISTRICT.
BUT JUST KNOW YOU'RE THAT THAT BAM, POW, THAT SAYS YOU.
[01:30:09]
IT. OKAY.BOARD ARE THERE ANY QUESTIONS? THIS IS A LOT. I HAVE A FEW, BUT IF SOMEONE ELSE WANTS TO GO FIRST BECAUSE I DO HAVE A COUPLE.
CAN YOU GO BACK TO THAT SLIDE THAT LISTS THE.
TEACHERS AND STAFF THAT DID LEAVE.
AND THE NUMBERS WERE A LITTLE OFF.
THEY WERE DIFFERENT. AND I THINK THE REASON THAT THEY WERE DIFFERENT IS BECAUSE THE TIME PERIOD WAS.
AND THE REPORT THAT THE BOARD RECEIVED WAS JULY 1ST THROUGH JUNE 30TH, I BELIEVE.
SO CAN YOU REMIND ME WHAT THE DATES WERE FOR THIS REPORT? AUGUST 1ST THROUGH JULY 31ST.
ALL RIGHT. GO AHEAD AND GO BACK TO THE OTHER SLIDE, PLEASE.
668 TEACHERS LEFT THIS PAST YEAR.
WHAT IS THE BECAUSE YOU SAID THAT WAS ABOUT A 4 OR 5% INCREASE.
SO WHAT WHAT IS THE NUMBER OF TEACHERS THAT LEFT THE PREVIOUS YEAR THAT YOU'RE COMPARING IT TO, TO GIVE YOU THAT 4 TO 5% DECREASE? WHAT'S THE WHOLE NUMBER? THE EIGHT 60 THAT WAS ON THE PRESENTATION FROM LAST YEAR? OKAY. AND THAT WAS THE EXACT SAME TIME FRAME.
THE TIME FRAME WAS SLIGHTLY DIFFERENT.
IT WAS AUGUST 24TH THROUGH AUGUST.
AUGUST 24TH OF ONE YEAR TO AUGUST 23RD OF THE OTHER.
AND THE REASON FOR THAT IS THAT WE WERE ALIGNING IT WITH WHAT WE WERE USING FOR THE HIGHER DATA.
SO IF ANYTHING, THERE ARE SOME THAT WERE INCLUDED LAST YEAR WHO ARE ALSO INCLUDED THIS YEAR.
SO I REMEMBER THINKING, OKAY, WE WERE AT EIGHT 60, NOW WE'RE EIGHT 100.
THAT'S ABOUT A 4 TO 5% DECREASE.
SO THIS IF YOU'RE COMPARING THIS, THAT SEEMS LIKE MORE OF A DECREASE THAN THAT.
SO I JUST WANT TO MAKE SURE WE'RE COMPARING APPLES TO APPLES WHEN WE'RE TALKING ABOUT NUMBERS BECAUSE IT MATTERS, RIGHT? IT MATTERS. SO.
YEAH. SO THAT IS A LITTLE CONFUSING TO ME, BUT MAYBE WE CAN LOOK INTO THAT OFFLINE.
WHAT ABOUT THE. I TELL YOU WHAT, WHY DON'T I ADDRESS IT JUST A LITTLE BIT HERE? OKAY. BECAUSE ONE, THE DATA THAT WE PROVIDED TO YOU, THAT TRULY IS STRAIGHT DATA, WE HAVE NOT HAVE NOT ANALYZED IT IN ANY WAY.
SO I DON'T KNOW ALL THAT YOU HAVE WITHIN YOUR REPORT.
AND SO THEY'RE NOT GOING TO COUNT OUR ATTRITION RATE.
THEY NEVER ACTUALLY STARTED WITH US.
THOSE ARE SOME NUMBERS THAT WOULD BE TAKEN OUT OF THERE.
YOU ALSO HAVE THE NUMBER OF STAFF WHO WHERE IT'S JUST NOT A GOOD IT'S NOT A GOOD FIT.
AND THEY MAY HAVE RESIGNED IN LIEU OF AN ADVERSE AN ADVERSE ACTION.
THOSE ALSO WOULD HAVE BEEN REMOVED FROM THERE.
SO WHEN WE'RE LOOKING AT THE NUMBERS, WE TRULY ARE LOOKING AT WHO ARE THE PEOPLE WHO WORK FOR US, WHO VOLUNTARILY CHOSE TO LEAVE US FOR WHATEVER REASON? SO THOSE ARE THE NUMBERS THAT YOU SEE THERE.
AND IN YOUR REPORT, I'M NOT SURE ALL THAT THAT YOU WOULD HAVE HAD IN YOUR.
IT COULD BE. AND THERE'S THERE'S ALWAYS SOME NOISE IN THESE REPORTS.
SO I CERTAINLY UNDERSTAND THAT. I JUST WANTED TO MAKE SURE THAT, YOU KNOW, ARE WE COMPARING APPLES TO APPLES WHEN WE'RE TALKING ABOUT THESE THINGS IN TERMS OF THE TOTAL STAFF NUMBER? SO THAT 1310 INCLUDES THE TEACHERS.
SO WHAT WAS THAT NUMBER LAST YEAR, SAME TIME PERIOD? ALL STAFF, THAT NUMBER WAS 1647.
[01:35:05]
SO BUT THEY STILL LEFT, THOUGH, RIGHT? IF YOU LEAVE IN LIEU OF AN ADVERSE EMPLOYMENT ACTION, THAT'S STILL A RESIGNATION.BUT IT'S VERY DIFFERENT WHEN YOU MAY BE ASKED TO LEAVE AS OPPOSED TO YOU'RE CHOOSING TO LEAVE.
BUT THOSE NUMBERS, THOSE WERE IN THAT NUMBER.
BUT I DID MENTION THAT JUST AT THAT TIME THAT THEN WHEN WE LOOKED AT TRUE ATTRITION AND THAT'S WHAT WE WE THOUGHT ABOUT, WHAT IS IT THAT WE REALLY WANT TO KNOW? WE WANT TO KNOW HOW MANY PEOPLE LEFT OUR DISTRICT.
WHO ACTUALLY WORKED FOR US AND WHO VOLUNTARILY CHOSE TO LEAVE OUR DISTRICT.
DO DOES THE DISTRICT CODE IT THAT WAY VOLUNTARY VERSUS INVOLUNTARY RESIGNATION? IT'S NOT CODED IN THAT WAY.
BUT WE HAVE RECORD WE HAVE RECORD THAT WE USE OF WHO IS RESIGNING IN THAT WAY.
AND I GUESS SOMEONE I JUST WANT TO MAKE SURE THAT YOU ALL UNDERSTAND THE STATE OF TEXAS ALLOWS TEACHERS OR PEOPLE WHO ARE ON CONTRACTS, YOU HAVE THE OPTION TO RESIGN IN LIEU OF AN ADVERSE EMPLOYMENT ACTION.
AND SO THAT'S THE REASON WHY IT'S NOT MOST SALIENT TO INCLUDE THEM IN THESE NUMBERS.
ABOUT HOW MANY WOULD YOU SAY THERE ARE? THERE ARE, I WOULD SAY APPROXIMATE 60.
SO EVEN IF YOU ADD THOSE BACK IN THERE, IT DOESN'T CHANGE THAT MUCH.
WE'VE LOOKED AT WE'VE LOOKED AT IT BOTH WAYS.
WE'VE LOOKED AT IT SEVERAL WAYS.
OKAY. HOW'S THE DISTRICT SET? A GOAL FOR TURNOVER.
EITHER TOTAL TURNOVER OR IMPROVEMENT IN TURNOVER FOR THIS YEAR? WE HAVE NOT. AND I WILL TELL YOU, ONE OF THE THINGS WE TALK ABOUT WITH ADMINISTRATORS, WE TALK ABOUT IN LARGE GROUP, WE TALK ABOUT IT WHEN WE HAVE PERSONAL CONFERENCES WITH THEM IS WE TALK TO THEIR TURNOVER RATE.
BUT IT'S VERY IMPORTANT FOR US ALL TO KEEP IN MIND THAT TURNOVER CAN LOOK VERY, VERY DIFFERENT.
OFTEN IF YOU HAVE A NEW ADMINISTRATOR GOING INTO A BUILDING, WHEN PEOPLE KNOW THAT THERE'S GOING TO BE CHANGE, IF THERE'S A TIME WHERE THEY WERE GOING TO MAKE A CHANGE, THAT MAY BE THE TIME THEY GO.
SO IT'S REALLY IMPORTANT NOT TO MAKE BLANKET TURNOVER RATES AND GOALS BECAUSE WE'VE THOUGHT ABOUT DOING THAT, BUT WORKING WITH EACH DEPARTMENT AND EACH CAMPUS INDIVIDUALLY BECAUSE THEIR TURNOVER MAY LOOK VERY, VERY DIFFERENT.
BECAUSE THAT TURNOVER IS DIFFERENT THAN PEOPLE ARE NOT FEELING HEARD, PEOPLE ARE NOT FEELING VALUED.
THAT'S TWO TOTALLY DIFFERENT TYPES OF TURNOVER.
AND TO PUT THOSE ALL TOGETHER WOULD NOT BE FAIR TO OUR CAMPUSES.
IT WOULDN'T BE FAIR TO OUR PRINCIPALS OR OUR LEADERS.
OKAY. CAN YOU GO TO THE SLIDE ABOUT THE IT WAS RELATED TO THE DATA THAT YOU LEARNED IN THE I THINK THE EXIT SURVEYS? SURE. I JUST HAD A COUPLE OF QUESTIONS ABOUT THAT.
SO. ABOUT HOW MANY? FORMER EMPLOYEES COMPLETED THE SURVEY AND PROVIDED DATA THAT WE'RE LOOKING AT HERE.
OKAY. THERE WERE A LITTLE OVER 900 PROFESSIONALS WHO PROVIDED IT.
SOMETIMES SOMEONE MAY COMPLETE A FORM AND THEY COME BACK TO US.
OKAY. SO 900 OUT OF HOW MANY TOTAL PROFESSIONALS WHO LEFT? THAT WOULD GO BACK TO THAT NUMBER I PROVIDED FOR YOU.
THERE WERE 1310 WHO LEFT, WHO MET THE CRITERIA THAT WE MENTIONED FOR ATTRITION.
YEAH. I SAID 900 OUT OF 1300 AND I THOUGHT YOU CORRECTED ME BECAUSE I DIDN'T HAVE MY NUMBERS RIGHT.
[01:40:04]
IN ADDITION TO DOING THE SURVEY, DON'T SOME EMPLOYEES HAVE AN INTERVIEW WITH HR AS PART OF IT? SO WHAT DETERMINES WHO DOES THAT? AND ABOUT APPROXIMATELY HOW MANY OF THOSE DID YOUR DEPARTMENT? I CAN'T TELL YOU THE NUMBER.I KNOW THAT WAS A REQUEST YOU HAD, SO YOU WOULD HAVE SEEN IT AS OF THAT DATE.
BUT TYPICALLY WE LOOK AT SEVERAL THINGS.
THERE ARE ALSO TIMES WHERE EMPLOYEES WILL ASK US TO CONDUCT AN EXIT INTERVIEW.
THERE ARE ALSO TIMES WHEN PRINCIPALS AND DEPARTMENT LEADERS WILL CONDUCT THOSE EXIT INTERVIEWS.
WE HAVE THE OPPORTUNITY TO GET THAT FROM EVERYONE.
AND THEN WE DO OFFER EXIT INTERVIEWS.
OR SOMETIMES PEOPLE WILL SAY, I JUST WANT TO TALK TO YOU BEFORE I GO.
SO WE'VE HAD THAT HAPPEN AS WELL.
OKAY. THANK YOU FOR PROVIDING THAT INFORMATION.
THE ONLY OTHER THING I'LL SAY IS JUST A GENERAL COMMENT OR REALLY MORE OF A REQUEST THAT THIS INFORMATION BE PROVIDED TO THE BOARD PRIOR TO THE MEETING.
I DIDN'T KNOW WE WERE DOING THIS.
HAD I KNOWN THAT WE WERE GOING TO BE GOING THROUGH THIS LEVEL OF DETAIL IN THIS REPORT? I KNOW IT'S TYPICALLY DONE IN OCTOBER, BUT I DIDN'T KNOW THAT THIS IS EXACTLY WHAT WE'RE DOING.
AND I THINK NOT JUST FOR THE BENEFIT OF THE BOARD, RIGHT.
HAD HAD THEY KNOWN THAT THIS WAS GOING TO BE DISCUSSED TONIGHT IF THE INFORMATION HAD BEEN PROVIDED.
SO IF THERE'S ANY WAY THAT WE CAN GET THESE AS PART OF OUR BOARD PACKAGE, I UNDERSTAND SOMETIMES, YOU KNOW, THINGS OCCUR, BUT IT WOULD BE VERY HELPFUL BECAUSE I WOULD HAVE APPRECIATED PERSONALLY THE CHANCE TO GO THROUGH AND DIGEST THIS DATA A LITTLE BIT BEFORE LOOKING AT IT IN THE MIDDLE OF A MEETING AND THEN AND THEN TRYING TO RESPOND.
YES. I'M NOT SAYING THAT NECESSARILY WAS YOUR DECISION TO DO IT THIS WAY.
I DON'T KNOW. BUT THAT IS A REQUEST THAT I'D LIKE TO JUST GET OUT THERE AND AND SHARE.
SO I JUST WANT TO SAY THIS IS A PRESENTATION.
IT WASN'T ANYTHING YOU ALL WERE GOING TO TAKE ACTION ON.
SECONDLY, YOU'RE WELCOME TO SUBMIT ANY QUESTIONS YOU WANT AND PAM WILL ANSWER THEM.
EVERYBODY CAN HAVE THEIR QUESTIONS ANSWERED REGARDLESS OF TIME FRAME.
THERE WERE QUESTIONS AND LOTS OF MISINFORMATION THAT WAS HAPPENING EVEN WITHIN OUR OWN DISTRICT.
AND SO THAT BOARD WORKSHOP WAS AN ATTEMPT TO ENSURE THAT YOU HAD THE BACKGROUND OF KNOWING, OKAY, WHAT IS IT THAT THE DEPARTMENT DOES? WHAT IS THE CONTEXT FOR WHAT'S GOING ON? BECAUSE I KNOW WE WERE HEARING EVERYWHERE TEACHERS ARE OVERWORKED, TEACHERS ARE OVERLOADED, TEACHERS ARE LEAVING IN DROVES.
AND SO IT WAS REALLY IMPORTANT FOR YOU AS A BOARD TO HAVE THE CONTEXT WHEN YOU LOOK AT THE DATA.
SO, YOU KNOW, BECAUSE OTHERWISE THE NUMBER IS JUST A NUMBER.
IS THAT HIGH? IS THAT LOW? BUT WHEN WE'RE ABLE TO PUT IT INTO SOME CONTEXT, THAT HELPS.
AND THAT WAS LAST YEAR WAS AN ANOMALY.
WHEN WE LOOK AT THIS YEAR, WE'VE DONE THESE REPORTS FOR YEARS.
I KNOW I'VE DONE IT EVERY YEAR THAT I'VE BEEN HERE AND I KNOW MY PREDECESSOR DID THEM AS WELL.
SO IT'S INFORMATION THAT THE BOARD HAS OVER TIME REQUESTED AND ALSO GOTTEN EVERY SINGLE YEAR BECAUSE IT WAS A NATIONAL CONVERSATION AND A STATE CONVERSATION AND THERE WAS ALL OF THIS MISINFORMATION.
[01:45:01]
IT SEEMED TO TO REALLY DICTATE THAT WE NEEDED TO DO A DEEPER DIVE TO ENSURE THAT YOU AS A BOARD HAD THE INFORMATION THAT YOU NEEDED AS YOU WERE MAKING DECISIONS THIS YEAR.95% OF PEOPLE WHO LEFT FOR A REASON OTHER THAN JOB SATISFACTION.
IT'S IMPORTANT FOR YOU TO KNOW THAT OUR COMMUNITY STEPPED UP AND SAID, YOU KNOW WHAT? YOU CAN HAVE A BOOTH HERE.
WE'LL HAVE YOU HAVE A TABLE HERE.
THE 4TH OF JULY FRISCO CELEBRATION.
I MEAN, THERE WERE PEOPLE WHO INVITED US IN SO THAT WE COULD HAVE MORE TOUCHPOINTS WITHIN OUR COMMUNITY BECAUSE WE ALSO HAVE SUCH A VALUABLE EMPLOYEE SOURCE RIGHT HERE WITHIN OUR COMMUNITY. AND SO TONIGHT REALLY WAS ABOUT PROVIDING THAT INFORMATION TO YOU, BUT ALSO JUST GIVING KUDOS TO THE PEOPLE WHO EVERYBODY EVERYBODY HELPED.
AND IT TOOK EVERY SINGLE ONE OF US TO GET HERE.
AND IT'S GOING TO TAKE THAT AGAIN.
BUT RIGHT NOW, WE'RE JUST GOING TO HAVE THAT MOMENT.
IT TOOK EVERYONE AND EVERYONE REALLY STEPPED UP.
SO I'M REALLY APPRECIATIVE OF THAT.
LIN. I JUST HAVE A COUPLE REALLY QUICK QUESTIONS, JUST FOR CLARIFICATION.
YES. IS IT DELINEATED TO JOB SATISFACTION AS THE PROFESSION VERSUS JOB SATISFACTION AS THE DISTRICT? THAT'S A REALLY GREAT QUESTION.
IT'S NOT JUST IN THAT SINGULAR QUESTION, BUT THEN WE ASK A QUESTION.
WOULD YOU RECOMMEND FRISCO AT THIS TIME? AND I WILL TELL YOU, FOR THE FIRST TIME I SAW THERE WERE FOUR WHERE THEY STATED THAT IT'S NOT THAT I WOULDN'T RECOMMEND THE DISTRICT, I WOULDN'T RECOMMEND EDUCATION AT THIS TIME.
AND THAT'S, YOU KNOW, WE'RE SEEING THOSE NATIONAL TRENDS.
AND IT'S NOT NECESSARILY WITH THE COMPANY, IT'S JUST WITH THE NATURE OF THE WORK.
AND SO I THINK THAT'S AN IMPORTANT THING TO MENTION.
AND THEN MY OTHER QUESTION, WHEN YOU HAD THE SLIDE WITH NEW TEACHERS.
YES. ARE THOSE AND I THINK THIS IS WHAT YOU SAID, BUT I JUST WANTED TO CLARIFY, ARE THOSE NEW TEACHERS BRAND NEW TO OUR DISTRICT OR COULD THOSE HAVE BEEN EMPLOYEES IN OUR DISTRICT THAT THEN RECEIVE CERTIFICATION AND THEN BECAME TEACHERS THAT ARE ALREADY WITH US, THOSE WHO ARE ALREADY WITH US, WHO BECOME TEACHERS? YOU SAW THAT ON.
THIS SLIDE BECAUSE ONCE YOU'RE AN EMPLOYEE, YOU'RE REASSIGNED INTO THOSE POSITIONS.
OKAY. SO THAT'S WHERE THOSE FOLKS WOULD BE.
NOW, WE DID HAVE, OF COURSE, SOME NEW TO OUR DISTRICT FOLKS WHO HAD BEEN WITH US BEFORE.
AND I'M NOT A SURVEY EXPERT BY ANY STRETCH OF THE IMAGINATION, BUT I DID LOVE THE SLIDE ABOUT THE TOP TEN DISTRICTS IN WHICH TEACHERS AND STAFF MEMBERS JOIN. I MEAN, THERE'S A LOT OF THAT'S THE ONE.
I JUST WANTED TO LEAVE THAT UP FOR JUST A MOMENT LONGER.
JUST AS JUST AS I KNOW WE HAVE SOME MEDIA IN THE ROOM.
I JUST THINK IT MIGHT BE FUN FOR THEM TO MENTION THAT.
WE'RE COMPETITIVE WITH OUR SURROUNDING DISTRICTS AND THEY'RE COMPETITIVE WITH US.
ABSOLUTELY HEALTHY COMPETITION AND IS GREAT.
SO I THINK THAT'S AWESOME TO SEE.
BUT AGAIN, I'M NOT A SURVEY EXPERT, BUT I DO THINK IT WOULD BE INTERESTING AND YOU ALL MAY ALREADY GET THIS DATA, BUT WHEN WE HAVE A NEW HIRE JOINING US FROM ANOTHER DISTRICT, I THINK IT WOULD BE INTERESTING TO DO A PRELIMINARY SURVEY WHEN THEY JOIN US MAYBE WITHIN THE FIRST SIX MONTHS OR MAYBE AT THE END OF THEIR FIRST YEAR.
JUST GETTING A COMPARATIVE ANALYSIS OF WHAT DID YOU WHAT DO YOU LIKE THE MOST ABOUT FRISCO ISD VERSUS THE DISTRICT IN WHICH YOU WERE IN LAST YEAR OR IN YOUR PREVIOUS YEARS TEACHING OR BEING A STAFF MEMBER? I THINK THAT KIND OF DATA IS REALLY I KNOW IT'S QUALITATIVE AND IT'S REALLY HARD TO KIND OF PUT THAT IN BUCKETS, BUT IF YOU HAVE 800 PEOPLE THAT ARE COMING IN FROM OTHER DISTRICTS AND THEY CAN SAY, GOSH, I REALLY LOVE THIS, AND IT'S DIFFERENT FOR US HERE THAN OTHER DISTRICTS, THERE MIGHT BE SOME COMMON THREADS THERE THAT COULD BE USEFUL FOR US GOING FORWARD. SO I JUST THINK IT'S I THINK IT'S AWESOME.
[01:50:03]
THEY COULD HAVE LEFT EDUCATION ALTOGETHER.BUT THEY LOVE EDUCATION AND THEY'RE GIVING US A CHANCE TO HELP THEM SHINE IN A NEW DISTRICT.
THAT'S AWESOME. THANK YOU FOR EVERYTHING.
THIS IS PRESENTATION HAS BEEN CHOCK FULL OF GREAT INFORMATION.
I REALLY APPRECIATE YOU DOING THIS FOR US.
YOU ARE WELCOME. YOU'RE WELCOME.
MR. HILL. THANK YOU FOR THE PRESENTATION.
SO I'M GOING TO HAVE TWO ASKS BEFORE I GET THERE.
AND AND ONE OF THE EVENTS THAT I REMEMBER FROM MY TIME ON THE FAF SO MUCH WAS THE NEW TEACHER ORIENTATION AND JUST THE VOLUME, THE QUANTITY OF PEOPLE THAT YOU AND YOUR TEAM HELP BRING IN EVERY YEAR AND THE ENERGY AROUND IT.
BUT IT'S NOT JUST ABOUT NUMBERS, RIGHT? AND I THINK YOU'D AGREE WITH ME, IT'S ALSO THE QUALITY OF THE PEOPLE THAT YOU'RE BRINGING IN.
AND SO MY FIRST ASK IS, AS WE PROCEED IN THE YEAR AND WE HAVE ALL KINDS OF BUDGET CONSTRAINTS AND THINGS THAT WE GET THERE, CAN YOU PLEASE JUST MAKE SURE YOU COMMUNICATE WITH MISS SMITH AND WITH MYSELF OR WITH THE BOARD OR MR. WALDRIP OR DR.
WALDRIP TO THE BOARD TO US, THIS IS THINGS THAT ARE IMPORTANT TO YOU AND YOUR TEAM ON HOW WE NOT JUST ENGAGE AND RETAIN AND OUTREACH TO NEW TEACHERS, BUT HOW WE GET THE BEST ONES.
OKAY. THE THE QUALITY I THINK IS PARAMOUNT TO SO MANY THINGS THAT I KNOW WHEN IT COMES TIME FOR MAKING DECISIONS ON BUDGET ITEMS, IT'S IMPORTANT TO ME ON ON HOW I'M SURE THE REST OF US ON HOW WE MAKE THOSE DECISIONS. AND I JUST WANT TO HEAR I JUST WANT TO BE LOUD AND CLEAR THAT, YOU KNOW, PLEASE LET US KNOW THAT BECAUSE IT IS GOING TO GET CHALLENGING THE SECOND, THE SECOND ASK.
ANYTHING THAT YOU KNOW FROM A DISTRICT THAT'S LIKE A PERSONAL SHOT.
I WANT TO DO WHATEVER WE CAN, OBVIOUSLY, TO BE MORE RESPONSIVE ON THAT FRONT.
AND SO THOSE ARE JUST MY TWO ASKS AND AGAIN, THANKS FOR THE COMPREHENSIVE PRESENTATION.
YOU'RE WELCOME. AND I DO WANT TO ADDRESS THOSE TWO.
I MENTIONED THAT WE ARE WORKING ON THAT WITHIN THE STRATEGIC PLAN AND MISS MCCUNE, MISS MCCUNE'S TEAM HAS BEEN GREAT ABOUT ENSURING THAT WE'RE HAVING THAT OUTREACH.
WE NOW HAVE WORK VIVO WHERE EVERYONE CAN COMMUNICATE WITH EVERYONE AND PUTTING OUT VIDEOS.
AND MISTER MCCLENDON AND HIS LEADERSHIP TEAM HAS COME UP WITH THINGS FOR EVEN US AS AN IST TO DO WITH GOING OUT TO CAMPUSES LIKE WE'RE EACH GOING TO BE ON SOME CAMPUSES AT A MINIMUM FOUR TIMES.
THEY ACTUALLY HAVE A QR CODE WITH THE SURVEY LINK AND THEY GIVE US FEEDBACK AND WE RESPOND TO THOSE.
WE HAVE A TIME THAT WE'RE GOING WHERE WE'RE DOING A TOUR.
I DID ONE WITH MISTER LOWE TODAY AT COMSTOCK ELEMENTARY.
WE HAVE TIMES THAT WE'RE GOING TO GO BACK JUST TO HAVE A REFLECTOR GROUP TO TALK WITH SOME OF THEIR STAFF MEMBERS AND THEN WE GO BACK TO TALK ABOUT THEIR THEIR CAMPUS NEEDS ASSESSMENT. SO THOSE ARE FOUR TIMES FOR SURE THAT AN IST MEMBER WILL BE ON THAT CAMPUS IN ADDITION TO ALL OF THOSE OTHER TIMES.
AND SO WE ARE CONSTANTLY ASKING FOR THAT, THAT FEEDBACK.
AND THAT WAS ONE OF THE THINGS LAST YEAR WE HEARD LOUDLY AND CLEARLY.
IT'S LIKE. WE WERE LISTENING, BUT WE NEEDED TO MAKE SURE PEOPLE KNEW WE WERE LISTENING.
I MEAN, WE'RE HERE TO HELP, TOO.
AND AND I THINK IDENTIFYING AREAS OF IMPROVEMENT.
[01:55:01]
I APPRECIATE THE ASK.THANK YOU SO MUCH FOR PROVIDING ALL THE INSIGHTS.
I THINK THE PREVIOUS SLIDE WHERE YOU SHOWED THE STATE LEVEL STATE WIDE, THERE IS SOME SORT OF THE CERTIFICATION CRITERIA WAS NOT NEEDED OR SOMETHING LIKE THAT.
SO DID WE HAVE TO CHANGE ANY OF THE CRITERIA IN ORDER TO HIRE FROM THE CERTIFICATION STANDPOINT? THAT IS A GREAT, GREAT QUESTION.
WE HAD 20 TEACHERS THAT WE HIRED UNDER OUR DOI, YOU KNOW, DISTRICT OF INNOVATION, AND THAT JUST MEANT AT THAT TIME THEY DID NOT HAVE A DIRECT PATHWAY TO CERTIFICATION OR PERMIT BECAUSE YOU HAVE TO HAVE THAT WITHIN A CERTAIN NUMBER OF DAYS, WITHIN 45 DAYS.
MANY OF THOSE NOW HAVE IT, BUT WE HAD 20 PEOPLE OUT OF ALL OF THOSE WHO WERE HIRED LAST YEAR.
AND AGAIN, IN SOME CASES THEY HAVE MAY JUST HAVE BEEN STARTING THEIR ALTERNATIVE CERTIFICATION PROGRAM AND NEEDED TO COMPLETE SOME OF THE QUALIFICATIONS BEFORE THEY COULD GET THEIR CERTIFICATION.
SO WE HAD 20 AND THAT CONSTITUTED 2.5% OF THE TEACHERS WE HIRED LAST YEAR.
OKAY. AS COMPARED TO THE STATE'S 28.8%.
DR. LINTON WAS A GOOD PRESENTATION AND GOOD INFORMATION.
QUICK QUESTION FOR YOU ON THIS SURVEY.
I THINK IT WAS THE SLIDE BEFORE IT WAS THE SCHOOL QUALITY SURVEY ONE, THAT ONE RIGHT THERE.
SO THAT WAS YOU PROBABLY SAID THIS EARLIER.
THAT WAS THE SURVEY THAT WE DID TOWARDS THE END OF LAST YEAR.
THAT WAS AN ANONYMOUS SURVEY, RIGHT? YES. YEAH.
AND DO YOU KNOW HOW MANY PARTICIPANTS WE HAD IN THAT OR WHAT PERCENTAGE OF OUR STAFF PARTICIPATED IN IT? WE HAD I KNOW WHEN I LOOKED AT THE EMPLOYEE EXPERIENCE, IT WAS OVER 3031, 3200 FOR THIS SECTION.
OKAY. 74% OF THOSE WERE TEACHERS.
I KNOW THAT ABOUT THIS SECTION.
THANK YOU. I WOULD GUESS AN EXIT INTERVIEW, OF COURSE, IS NOT ANONYMOUS, BUT IS THERE ANYTHING ABOUT THE EXIT PROCESS THAT LEAVING STAFF MEMBERS GIVE US ANONYMOUSLY, JUST OUT OF CURIOSITY? PROBABLY NOT. NO, THERE'S NOT.
THEY MAY SEND IT AND SAY THAT THEY WANT TO BE ANONYMOUS.
TYPICALLY, THEY'LL EVEN THEN, IF THEY HAVE SOME CONCERNS, WE WILL WRITE BACK TO SAY, CAN WE AT LEAST TALK? BECAUSE WE WANT TO BE ABLE TO ADDRESS THOSE.
BUT ONE OF THE THINGS WE DO TELL THEM IS WHEN THEY ARE COMPLETING THEIR RESIGNATION FORM AND THERE IS THAT QUESTIONNAIRE WITHIN THE FORM IS THAT OUR GOAL IS TO HAVE THE INFORMATION SO THAT THAT WE CAN IMPROVE.
SO THAT'S NOT SOMETHING THAT WE PROVIDE BACK TO THE PRINCIPAL OR TO THE DEPARTMENT LEADER.
WE TRULY LOOK AT IT TO SEE ARE THERE SOME THINGS THAT WE NEED TO ADDRESS.
AND WE ALSO LOOK FOR PATTERNS.
SO WE MAY TALK WITH ADMINISTRATORS ABOUT PATTERNS, SEEING THAT OUR GOAL IS SO THAT PEOPLE FEEL COMFORTABLE IN PROVIDING US AND PROVIDING THAT FEEDBACK BEFORE THEY GO. THANK YOU.
YOU'RE WELCOME. JUST CURIOUS ON THAT LAST ONE.
OKAY. I DON'T HAVE ASKS, BUT I DO HAVE QUESTIONS THAT MAY LEAD TO ASKS.
OKAY. THE FIRST IS I KNOW A FEW.
HAVE WE MADE ANY PROGRESS WITH THAT? THAT IS A GREAT QUESTION.
WE HAVE TALKED ABOUT THAT AND WE'VE ACTUALLY KIND OF DRAFTED WHAT THAT COULD LOOK LIKE.
AND I WILL TELL YOU THAT WE HAVE SINCE THAT TIME FOUND SOME PARTNERSHIPS WITH SOME UNIVERSITIES THAT WERE LOOKING INTO WHERE THEY ALREADY HAD THE CURRICULUM SET. THEY'LL WORK WITH US TO MAKE ADJUSTMENTS BASED ON OUR DISTRICT.
IT BECAME VERY DIFFICULT FOR WHEN WE LOOKED AT THE CHALLENGES FOR TEACHING AND LEARNING AS THEY'RE TRYING TO GET EVERYTHING OUT TO OUR STAFF IN ORDER TO APPLY FOR THAT ALTERNATIVE CERTIFICATION PROGRAM, WE ACTUALLY HAVE TO HAVE THE CURRICULUM FULLY WRITTEN TO THE STATE SPECIFICATIONS.
BUT WE ARE LOOKING AT WAYS TO GET MORE OF A PROGRAM WHERE WE CAN CERTIFY OUR FOLKS.
THAT SOUNDS LIKE A COST REDUCTION.
GET IT, MEANING SOMEBODY ELSE IS GOING TO PAY FOR IT.
[02:00:03]
NOPE. OKAY.I TRY. OKAY, WELL, LET'S GO ON TO THE NEXT.
IT COULD. I JUST DON'T WANT TO SAY THAT IT WILL.
IT COULD ACTUALLY END UP HELPING US AS A DISTRICT.
BUT I DON'T WANT TO SAY THAT UNTIL I HAVE NUMBERS.
OKAY, WELL, I LOOK FORWARD TO HEARING MORE FEEDBACK.
I DO KNOW THAT ALTERNATIVE CERTIFICATION, ESPECIALLY IN OUR AREA, WE HAVE A NUMBER OF PEOPLE THAT ARE LEAVING EDUCATION, BUT WE ALSO HAVE PEOPLE LEAVING CORPORATE AMERICA COMING TO EDUCATION.
AND WHAT A GREAT OPPORTUNITY IT WOULD BE TO HAVE INDIVIDUALS HOMEGROWN RIGHT HERE IN FRISCO ISD.
WE FILLED TWO CLASSROOMS. WE HAD PROBABLY CLOSE TO ABOUT 70 TO 75 PEOPLE WITHIN OUR COMMUNITY WHO CAME TO FIND OUT MORE ABOUT GETTING CERTIFIED.
SO WE'VE GOT SOME FERTILE GROUND HERE.
DON'T TELL ANY MORE SECRETS, THOUGH.
DON'T TELL ANYBODY. WELL, SOME OF THE PEOPLE AROUND US KNOW.
BUT, YOU KNOW, SO MY NEXT QUESTION IS, HOW MANY SCHOOLS, IF YOU CAN GO BACK TO THE TOP.
AND JUST FOR VIEWING PURPOSES, I'M NOT EVEN REALLY GOING TO TALK ABOUT WHAT'S ON THE SCREEN.
I REALLY WANT TO KNOW HOW MANY SCHOOLS WE VISITED FOR RECRUITMENT.
WELL, NOT THOSE. NOT THOSE I'M NOT DOING.
I'M SORRY. I KNOW IT'S MY DEFAULT SLIDE.
I KNOW I'M HUMBLE. I DON'T WANT.
I DON'T WANT TO JINX IT. OKAY.
OH, THE TOP FIVE UNIVERSITIES.
THE ONE WITH THE A&M LOGO ON IT.
OH, MY GOSH. OKAY, COMING SOON.
THE ONE WITH TEXAS TECH RIGHT IN THE MIDDLE.
SO I'M WONDERING, I AM VERY EXCITED ABOUT THIS TOP FIVE.
BUT COMING FROM EDUCATION, THESE ARE SOME VERY EXPENSIVE SCHOOLS TO OBTAIN AN EDUCATION DEGREE.
SO I'M WONDERING IF WE ARE LOOKING AT ADDITIONAL SCHOOLS AND IF SO, HOW MANY SCHOOLS DO WE VISIT REGULARLY OR ANNUALLY TO RECRUIT? GREAT QUESTION.
NOW, I DO REMEMBER LAST YEAR WE WERE A PART OF THE INAUGURAL TEXAS WORKFORCE PARTNERSHIP WITH THE UNIVERSITY OF TEXAS AT DALLAS, WHERE WE BROUGHT IN. IS THAT A SECRET I'M NOT SUPPOSED TO TELL.
SO OUR NEIGHBORS THERE IN THE WALLS, THEY HEAR US SECRET.
WELL, SO WE HAD THAT PROGRAM, AND THEN WE ALSO WERE ABLE TO HIRE ALL OF THOSE PARTICIPANTS.
AND FOR THOSE OF YOU THAT ARE HERE TODAY AND VIEWING US, WE WERE ONE OF THE FIRST DISTRICTS TO PARTNER WITH THE TEXAS WORKFORCE IN PARTNERSHIP WITH UNIVERSITY OF TEXAS.
AND WE HAD AN OPPORTUNITY TO BRING IN INTERNS.
THEY WERE INTERNS SLASH STUDENT TEACHERS, AND WE DID HIRE.
THERE WERE FIVE AND WE WERE ABLE TO HIRE ALL OF THEM.
ARE WE GOING TO INCREASE THAT THIS YEAR? WELL. THE THING ABOUT THAT IS THE FUNDING CAME THROUGH THROUGH ESSER FUNDS, AND WE HAVE THOSE.
DR. CUNNINGHAM, WHAT IS IT? JUST THROUGH THIS HERE, THIS IS THE THE LAST YEAR NOW WE ARE LOOKING AT SOME THINGS THAT.
THAT MAYBE THERE ARE SOME THINGS WE CAN DO.
IT WOULDN'T BE ABLE TO BE FUNDED TO THE LEVEL THAT WE WERE ABLE TO GET WITH ESSER FUNDING.
IT WAS IT WAS IT WAS QUITE A BIT.
SO THAT IS DEFINITELY SOMETHING THAT WE'RE THAT WE'RE CONSIDERING.
OKAY. JUST TELL OUR PARTNERS THAT WE NEED SOME MONEY.
THE PEOPLE THAT WE'RE GOING TO BE PARTNERING WITH FOR THESE ALTERNATIVE CERTIFICATIONS.
I KNOW THAT DURING THE COVID SEASON, WE WERE OFFERING VIRTUAL FAIRS.
ARE WE STILL DOING THOSE IN ADDITION TO THE PHYSICAL VISITS? YES, WE OFFER VIRTUAL.
HOW MANY ARE WE DOING A YEAR, APPROXIMATELY? I DON'T. I CAN.
LET ME GET THAT NUMBER FOR YOU.
[02:05:01]
SO RIGHT NOW, WE'RE USING WE'RE USING ALL KINDS OF METHODS AND STRATEGIES RIGHT NOW.OKAY. AND THAT'S I DON'T KNOW THAT I GAVE KUDOS TO TO OUR TEAM FOR THE RECRUITING.
THEY DID STARTING EARLY AGAIN, OUR PRINCIPALS, ALSO OUR DEPARTMENT LEADERS STARTED REALLY EARLY.
I BELIEVE IT. I KNOW THAT WHEN WE ATTENDED THE NEW TEACHER ORIENTATION OR THE NEW TEACHER WELCOME, WE WERE ABLE TO BE THERE AND I DON'T EVEN THINK I DID SHARE THAT.
MY RECENT GRADUATE WAS AT PENN STATE AND THERE WAS A PENN STATE ALUM THAT WAS STARTING HIS FIRST YEAR HERE IN FRISCO ISD, AND I WAS ON PINS AND NEEDLES. THIS WAS THE WEEK BEFORE I WAS SCHEDULED TO MOVE MOVE HER THERE, AND HE CAME UP AND HE ASSURED ME THAT SHE WAS GOING TO BE IN GREAT HANDS AND CONNECTED ME TO A COMMUNITY OF PEOPLE THAT GRADUATED FROM HER HIGH SCHOOL AT PHS THAT ARE EITHER THERE OR HAVE GRADUATED.
I KNOW THAT WAS, YOU KNOW, PROBABLY TMI, BUT I'M GRATEFUL FOR THAT.
I DO LOOK FORWARD TO I KNOW YOU PROBABLY DON'T HAVE THIS LAST PIECE.
OKAY. BASED ON THE 84 SCHOOLS AND THE COUNTLESS VIRTUAL FAIRS THAT YOU ALL HAVE ATTENDED, I'M WONDERING WHAT OUR HIRING RATE WOULD BE FROM THOSE INSTITUTIONS.
YOU DON'T HAVE TO GIVE IT TO ME NOW.
WELL, AND I WOULD TELL YOU, TOO, IN ADDITION TO THOSE 84 JOB FAIRS WE HELD.
OPPORTUNITIES FOR STUDENT TEACHERS OR TEACHERS WHO ARE INTERESTED TO COME IN AND VISIT THE DISTRICT.
WE PROBABLY HAD 8 TO 10 IN DISTRICT RECRUITING EVENTS BECAUSE WE KNOW IF PEOPLE COME HERE AND SEE WHAT'S GOING ON IN FRISCO, THEY'LL WANT TO BE HERE. WE KNOW THAT WITHOUT A DOUBT.
AND SO AND THE PARTICIPATION FROM LEADERS WHO ARE ALREADY EXHAUSTED WAS ABSOLUTELY INCREDIBLE.
AND THAT'S FROM ACROSS THE DISTRICT.
THEY SUPPORTED EVERY SINGLE ONE OF THOSE.
AND THANK YOU. AND THANK YOU AGAIN.
AND WE ALL GET TO TAKE PART IN THAT AS A BOARD.
I HAVE HIGHLIGHTERS, I HAVE FIRST AID KITS AND IT'S ALL BRANDED.
AND SO I'M JUST, YOU KNOW, THAT'S IT.
Y'ALL REALLY FINGER. WE WANT YOU TO THINK, Y'ALL REALLY BRING MY FINGER IN.
[15. Communication to and from the Board including public comments]
BOARD. WE'RE GOING TO MOVE TO AGENDA ITEM NUMBER 11, COMMUNICATION TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS.AND TONIGHT, WE DO NOT HAVE ANYONE SIGNED UP FOR PUBLIC COMMENT.
[16.A. Consider and act on minutes from September 18 regular meeting]
APPROVAL OF THE MINUTES FROM SEPTEMBER 18TH REGULAR MEETING.MOVE TO APPROVE MINUTES FROM SEPTEMBER 18TH.
SECOND. MOTION BY MRS. ARCHAMBAULT SECOND BY MR. CLANCY. ALL IN FAVOR? MOTION PASSES SIX ZERO.
[16.B. Consider and act on FISD Board representation on the Frisco Economic Development Corporation]
ITEM 12 B, CONSIDER AN ACT ON FRISCO ISD REPRESENTATION ON THE FRISCO ECONOMIC DEVELOPMENT CORPORATION BOARD.YOU MAY REMEMBER WE RECENTLY HAVE OR HAD A VACANCY IN OUR EDC SEAT WITH THE CITY OF FRISCO WITH MRS. GILLESPIE RETIRING FROM THE BOARD AND SO OUR CITY COUNCIL AND OUR FRISCO ECONOMIC DEVELOPMENT CORPORATION.
HOW ARE YOU DOING, JASON? BACK THERE? YOU'VE BEEN SO PATIENT WITH US.
OKAY. SO TODAY WE ARE HERE TO TAKE A VOTE FOR A TRUSTEE TO REPRESENT FRISCO ISD ON THAT EDC BOARD FOR THE REMAINDER OF HER TERM.
SHE HAD ONE TERM, ONE YEAR REMAINING.
AND SO THIS SEAT WILL BE FOR AND THROUGH SEPTEMBER 20TH, 24.
AND SO WITH THAT, I WILL LOOK FOR A MOTION.
MOVE TO NOMINATE GOPAL PONANGI TO THE FRISCO ECONOMIC DEVELOPMENT CORPORATION.
MOTION BY MR. CASEY, SECOND BY MRS. ARCHAMBAULT. ALL IN FAVOR? MOTION PASSES.
I THINK I WAS SUPPOSED TO ASK, WERE THERE ANY QUESTIONS?
[02:10:01]
OKAY, HERE WE GO.[16.C. Consider and act on 2023-2024 Campus Improvement Plans]
ALL RIGHT. UM, AGENDA ITEM 12 C.THANK YOU FOR BEING HERE TONIGHT, JASON.
UM, AGENDA ITEM 12 C, CONSIDER AN ACT ON THE 2023-24 CAMPUS IMPROVEMENT PLAN.
I'M NOT SURE WHY MY NAME WASN'T ON THIS.
THERE'S JUST ONE FOR EVERY INDIVIDUAL CAMPUS NOW.
SO WE MOVED FROM THE DISTRICT LEVEL TO THE CAMPUS LEVEL.
THANK YOU. BORED? I'LL LOOK FOR A MOTION.
I HAD SOME QUESTIONS ABOUT I NEED TO ASK THEM AFTER THE MOTION IS MADE.
RIGHT. BECAUSE THIS IS AN ACTION ITEM.
WHAT ARE WE MOVING TO DO? ACTING ON TO APPROVE THEM.
I RECOMMEND THAT WE OR I MOVE THAT WE APPROVE THE CAMPUS IMPROVEMENT PLANS AS PRESENTED.
DON'T ASK ME TO SAY THAT AGAIN.
MOTION BY MRS. ELAD, SECOND BY MR. CASEY. I ASK QUESTIONS.
I'LL OPEN UP FOR ANY DISCUSSION AT THIS TIME.
SO I JUST HAD A COUPLE OF QUESTIONS, MISS SMITH, AND THANK YOU FOR SENDING THOSE TO US.
I DID HAVE A CHANCE TO REVIEW THEM.
AND FIRST, I WILL SAY THAT I'M VERY GLAD THAT WE'RE DOING THIS AT THE CAMPUS LEVEL.
I THINK IT'S IMPORTANT FOR EACH CAMPUS, YOU KNOW, TO TIE INTO THE DISTRICT IMPROVEMENT PLAN.
SO I'M SURE THAT'S A LOT OF EXTRA WORK, BUT THANKS FOR THAT EXTRA STEP.
AGAIN, I DO THINK THAT'S A STEP IN THE RIGHT DIRECTION.
I KNOW WE TALKED ABOUT THIS AS IT RELATED TO THE DISTRICT LEVEL, BUT AS IT RELATES TO THE CAMPUS LEVEL, WHAT WHAT DETERMINES THE THE ASSIGNMENT OF THE CATEGORY? LIKE THE COLOR ASSIGNMENT.
THERE WERE SOME CODED BLUE, YELLOW, ORANGE.
WHAT DETERMINES THAT? YEAH. SO YOU'RE TALKING ABOUT THE INITIAL SIGNAL.
SO IT'S THE CAMPUS PRINCIPAL AND LEADERSHIP TEAM AND REALLY IN COORDINATION WITH THEIR STAFF AND THEIR CAMPUS IMPROVEMENT TEAMS THAT DECIDE WHICH AREAS THEY'RE GOING TO FOCUS ON.
AND THEN WE HAVE THAT KEY AT THE TOP THAT HAS WHAT THE DIFFERENT COLORS MEAN, RIGHT? SO ESSENTIALLY, JUST LIKE WITH THE DISTRICT IMPROVEMENT PLAN, YOU CAN ONLY FOCUS YOUR EFFORTS IN SO MANY PLACES AT ONCE.
AND SO WE RECOMMEND TO THE CAMPUSES TO LOOK AT 1 OR 2 AREAS.
SOME OF THEM WENT ABOVE AND BEYOND AND DID A FEW MORE FOR CHANGE.
SO MAJOR OR MINOR CHANGE AND THE MAJOR OR MINOR REALLY JUST SIGNIFIES HOW MUCH OF AN EFFORT THIS IS, HOW MUCH OF YOUR CAMPUS IS TIME AND RESOURCES ARE GOING TO GO INTO THIS THING THAT YOU'RE DOING.
THAT'S VERY SUBJECTIVE ON THE PRINCIPAL'S PART.
THE OTHER THINGS THEY'RE EITHER MAINTAINING OR THEY'RE MONITORING, YOU KNOW, MAINTAINING BUT CONSIDERING CHANGE OR JUST MAINTAINING, MAINTAINING, BUT CONSIDERING CHANGES.
SO THAT'S A LONG WINDED ANSWER TO TO SAY THAT IT'S REALLY UP TO THE PRINCIPAL AND THEIR LEADERSHIP TEAM ON THEIR CAMPUS BASED ON THE NEEDS THAT THEY'VE IDENTIFIED WITH THEIR STAFF AND THEIR CAMPUS IMPROVEMENT TEAM.
OKAY. SO THEN THE CAMPUS PRINCIPLES ARE THEN ALSO THE ONES WHO WROTE THE GOALS.
CORRECT. AGAIN, WITH THEIR LEADERSHIP TEAM AND WITH HELP AND FEEDBACK FROM THEIR STAFF AND THEIR CAMPUS IMPROVEMENT TEAMS. SO ONE OF THE REASONS THAT WE BROUGHT YOU GUYS, THE CAMPUS IMPROVEMENT PLANS A MONTH LATER THAN THE DISTRICT ONE WAS BECAUSE WE WANTED WITH SCHOOL GETTING STARTED AND EVERYTHING, WE WANTED TO GIVE EVERY CAMPUS PRINCIPAL TIME TO GO BACK TO THEIR CAMPUS IMPROVEMENT TEAMS AND GET THAT ONE LAST ROUND OF FEEDBACK ON THEIR GOALS BEFORE THEY PRESENTED THEM TO YOU GUYS FOR ADOPTION.
YEAH. AND THE OTHER THING THAT I NOTICED THAT I THOUGHT WAS REALLY GOOD WAS THAT YOU IN A LOT OF THE PLANS, IF NOT ALL OF THEM, I DON'T REMEMBER EVERY SPECIFIC ONE, BUT THEY CALLED OUT THE BOARD PRIORITY THAT IT RELATED TO.
SO KUDOS TO THE TEAM AND TO THE PRINCIPALS FOR DOING THAT.
FIRST, HOW WILL WE BE ABLE TO TRACK PROGRESS AGAINST THE GOALS BOTH AT THE CAMPUS LEVEL AND THE DISTRICT LEVEL? SO THAT THAT DISTRICT ACCOUNTABILITY REPORT THAT WE JUST PUBLISHED LAST WEEK WAS OUR LOOK BACK AT LAST SCHOOL YEAR.
[02:15:07]
NEXT YEAR, IN 2024, WHEN WE PUBLISH THE DISTRICT ACCOUNTABILITY REPORT, IT WILL BE A LOOK BACK AT THIS YEAR THAT WE'RE IN, AND IT WILL INCLUDE ALL THE SAME TYPE OF DATA THAT YOU SEE IN THIS YEAR, PLUS THE EVIDENCE THAT WE HAVE COLLECTED TO SHOW THE PROGRESS THAT WE MADE ON THE DISTRICT WIDE GOALS.SO THAT'S KIND OF THAT EXTRA PIECE THAT WE'RE LAYERING ON FOR NEXT YEAR.
AS WE MOVE THROUGH THIS JOURNEY, THE CAMPUSES WILL HAVE SOMETHING SIMILAR.
SO RIGHT NOW, EVERY CAMPUS HAS A CAMPUS ACCOUNTABILITY REPORT.
WE'RE BABY STEPPING THEM A LITTLE BIT.
SO THERE'S JUST A ONE PAGER VERSUS A WHOLE BOOKLET.
SO THAT WILL BE ALL REPORTED OUT.
THE OTHER THING IS THERE ARE SIGNALS THAT WE TAKE TWICE A YEAR, SO WE'LL TAKE A MID-YEAR SIGNAL FROM ALL THE CAMPUSES AND AT THE DISTRICT LEVEL.
AND SO THAT WILL BE REPORTED TO YOU.
I THINK WE HAVE IT SLATED TO REPORT TO YOU GUYS IN JANUARY, DECEMBER, JANUARY TIME FRAME.
BUT IT'S MID-YEAR KIND OF HOW ARE WE DOING? AND SO YOU'LL SEE ANOTHER SET OF SIGNALS AT THAT TIME SAYING, ARE WE ON TRACK OR ARE WE OFF TRACK BASED ON THE DATA THAT WE'RE COLLECTING? AND THAT WILL HAPPEN FOR EVERY CAMPUS FOR THEIR GOALS AND FOR THE DISTRICT, AND THAT WILL BE PRESENTED AT A BOARD MEETING.
I JUST CAN'T REMEMBER EXACTLY WHICH MONTH THAT SLATED FOR.
ARE THESE CAMPUS IMPROVEMENT PLANS PUBLIC? YES. ONCE THEY'RE APPROVED, THEY WILL BE ON EVERY CAMPUS WEBSITE.
ANY ADDITIONAL QUESTIONS? SORRY. CAN I SAY ONE LAST THING BEFORE I GIVE UP THE MICROPHONE? I JUST WANT TO GIVE A HUGE SHOUT OUT TO MR. MANUEL GONZALEZ, WHO'S SITTING IN THE AUDIENCE.
HE PUT ALL OF THESE PDFS TOGETHER AND REVIEWED EVERY SINGLE CAMPUS IMPROVEMENT PLAN.
ALL RIGHT, BOARD. LET'S TAKE A VOTE.
ALL IN FAVOR? MOTION PASSES SIX ZERO.
[16.D. Consider and act on the recommended selection of contractual personnel, including Principal of Shawnee Trail Elementary School]
BOARD WILL MOVE TO 12 D, CONSIDER AN ACT ON THE RECOMMENDATION RECOMMENDED SELECTION OF CONTRACTUAL PERSONNEL, INCLUDING PRINCIPAL OF SHAWNEE TRAIL ELEMENTARY.WITH THAT, I'LL LOOK FOR A MOTION.
I'M SORRY. LET ME GIVE YOU THE NAME.
WITH THAT, I'LL LOOK FOR A MOTION.
MOTION BY MRS. ARCHAMBAULT SECOND BY MR. PONANGI. ANY DISCUSSION.
I JUST HAD A QUICK COMMENT, BUT NOT A QUESTION.
AS I WAS LOOKING OVER THE RECOMMENDATIONS THAT WE'RE VOTING ON TONIGHT.
THERE ARE NINE TEACHERS AND STAFF MEMBERS.
AND SO JUST A FEW THINGS STRUCK ME AS I WAS KIND OF LOOKING OVER THE LIST.
YOU KNOW, WE I KNOW THAT THIS BOARD HAS AND BOARDS BEFORE US HAVE SPENT A LOT OF TIME AND ENERGY AND, YOU KNOW, APPROVING RESOURCES FOR SPECIAL EDUCATION BECAUSE OUR DISTRICT IS GROWING SO RAPIDLY IN THAT SPACE.
BUT AS MR. JACKSON WILL ATTEST TO, IT'S BECOME REALLY CHALLENGING TO HIRE FOR SPECIAL EDUCATION.
