GARY NYE, OUR MANAGING DIRECTOR OF ASSESSMENT AND ACCOUNTABILITY TO THE PODIUM, TO INTRODUCE OUR PARTNER TODAY FROM K12 INSIGHT AND GIVE YOU A LITTLE BIT OF BACKGROUND AS TO THE PURPOSE OF THE DISCUSSION ITEM.

VERY GOOD. SO, AGAIN, THE PURPOSE OF THIS TIME IS REALLY TO SPEND TIME WITH AMY FROM K 12 INSIGHT AND TO PROVIDE SOME HIGH LEVEL SUMMARIES OF THE INFORMATION PROVIDED.

AS YOU KNOW FROM OUR WORKSHOP EARLIER, FRISCO ISD HAS A HISTORY OF SEEKING FEEDBACK FROM OUR STAFF AND STAKEHOLDERS SO THAT WE CAN CONTINUE TO IMPROVE OUR EFFORTS ALIGNED TO OUR MISSION.

TODAY'S GOAL IS SIMPLY TO GIVE YOU A FIRST LOOK AT THE DATA, HOW IT'S PRESENTED AND HOW IT'S PRESENTED.

BUT PLEASE NOTE THIS IS A LONG TERM PROCESS AND WE'LL BE GOING OVER THIS DATA IN THE AND IN THE UPCOMING MONTHS.

AS TODAY'S PRESENTATION IS SHARED, YOU MAY BE INCLINED TO ASK WHAT WE'RE DOING IN RESPONSE TO THIS DATA.

PLEASE KNOW WE ARE STILL IN THE PROCESS OF ANALYZING THE DATA OURSELVES.

WE'RE STILL RECEIVING SOME SUMMARY REPORTS RELATED TO THE SURVEY DATA.

SO THIS IS ONE PIECE OF DATA THAT MISS SMITH MENTIONED TO YOU AT YOUR WORKSHOP ON PRIORITIES AT THE END OF MAY.

AND WE'LL CONTINUE TO TRIANGULATE THIS DATA ALONG WITH OTHER DATA SOURCES THAT'S BEEN COLLECTED THROUGH THE YEAR.

YOU WILL SEE A RESPONSE TO THESE DATA IN ALIGNMENT WITH THE PRIORITIES THAT YOU'LL END UP ADOPTING AS A BOARD.

AND YOU'LL SEE THOSE YOU'LL SEE THAT ALIGNMENT THROUGH THE GOALS, ACTION PLANS AND STRATEGIES THAT WILL BE PRESENTED TO YOU IN THE FALL.

FOR TODAY, THIS TIME HAS BEEN SPECIFICALLY SET UP FOR K 12 INSIGHT TO SHARE THEIR PERSPECTIVES AND PRELIMINARY ANALYSIS WITH YOU.

OUR FOCUS TODAY WILL BE WORKING TO UNDERSTAND THIS DATA AND TO WORK TO PROVIDE SOME CONTEXT TO THE DATA AS OPPOSED TO DISCUSSING SPECIFIC ACTION PLANS.

UM, JUST TO GIVE YOU A LITTLE BACKGROUND ON K12 INSIGHT, WE ARE A RESEARCH AND COMMUNICATIONS FIRM BASED IN HERNDON, VIRGINIA, WHICH IS JUST OUTSIDE OF

WASHINGTON, DC, AND ONE OF OUR MAIN GOALS IS TO WORK WITH SCHOOL DISTRICTS TO ENGAGE THE COMMUNITY AND REALLY HELP COLLECT FEEDBACK AND THEN TURN THAT FEEDBACK INTO ACTIONABLE DATA. SO WITH THAT, I'M GOING TO DIVE IN.

SO THIS FIRST OVERVIEW SLIDE JUST GOES OVER THE NUTS AND BOLTS OF THE SURVEY.

SO IT INCLUDES ALL OF THE SURVEY TOPICS.

THE DATES OF THE SURVEY WAS OPEN FOR A COUPLE OF WEEKS FROM APRIL 12TH TO MAY 1ST.

PARENTS AND STAFF RECEIVED EMAIL INVITATIONS TO PARTICIPATE, AND PARENTS COULD ALSO PARTICIPATE THROUGH A LINK ON THE WEBSITE. AND THEN STUDENTS PARTICIPATED IN SCHOOL THROUGH A CUSTOM URL.

NOW THE SURVEY IS MOSTLY SCHOOL BASED QUESTIONS, BUT THERE WERE SOME DISTRICT RELATED QUESTIONS, SO ALL STAFF WERE INVITED TO PARTICIPATE.

BUT THOSE WHO DON'T WORK AT A CAMPUS WERE SKIPPED TO JUST THE DISTRICT FOCUS QUESTIONS AND JUST A COUPLE NOTES ABOUT JUST OUR PROCESS.

SO WE UTILIZE CENSUS SAMPLING, WHICH MEANS EVERYBODY IS INVITED TO PARTICIPATE.

HOWEVER, NOT EVERYBODY DOES.

AND SO WHEN IT COMES TO PRESENTING DATA, WE TEND OR WE DO DESCRIPTIVE STATISTICS BECAUSE THAT'S THE MOST APPROPRIATE FOR THE TYPE OF CENSUS SAMPLING.

AND WHAT IT OFFERS IS VALUABLE INSIGHT INTO THE PERCEPTIONS OF YOUR COMMUNITY.

AND ALSO YOU MAY SEE SOME DATA LABELS THAT ARE MISSING.

THAT'S BECAUSE ANYTHING LESS THAN 5% WE HIDE JUST TO KEEP THE SLIDES FROM BEING CLUTTERED.

SO THAT'S KIND OF NUTS AND BOLTS THERE.

SO THERE IS A SUMMARY AND INSIGHTS TWO SLIDES.

AND AS WE GET TO EACH OF THOSE SLIDES, I'LL JUST HIGHLIGHT THESE POINTS THAT ARE HIGHLIGHTED HERE, BUT YOU'LL SEE THAT THEY MIRROR THE SURVEY TOPICS.

ALL RIGHT. SO JUST TO START OFF WITH PARTICIPATION, OVERALL PARTICIPATION WAS REALLY GOOD, ESPECIALLY FOR A FIRST YEAR SURVEY.

SO PARENTS AND GUARDIANS ARE LOOKING AT.

WE DON'T PROVIDE A RESPONSE RATE FOR PARENTS BECAUSE THEY COULD PARTICIPATE MULTIPLE WAYS AND THEN ALSO THEY COULD TAKE IT AGAIN FOR IF THEY HAVE MORE THAN ONE CHILD IN THE DISTRICT.

BUT GENERALLY YOU'RE LOOKING AT ABOUT 15% PARTICIPATION FROM PARENTS, WHICH IS IN LINE WITH WHAT WE SEE ACROSS THE BOARD WITH OUR OTHER DISTRICT PARTNERS AS WELL. THE STAFF WAS 41% AND THEN SECONDARY STUDENTS 45%.

AND THE ELEMENTARY STUDENTS IN GRADES FOUR AND FIVE WERE AT 80%.

AND THOSE THE STAFF WAS PRETTY CLOSE TO WHAT WE TYPICALLY TARGET THE SECONDARY.

LIKE I SAID, FOR FIRST YEAR, THAT'S THAT'S PRETTY GOOD, AS WE MOVE THROUGH FUTURE YEARS, WE MIGHT WANT TO TRY TO GET THE SECONDARY SURVEY UP, BUT YOU'RE STILL LOOKING AT A PRETTY GOOD RESPONSE RATE FROM YOUR STUDENTS.

NOW THE WAY THE REPORT IS STRUCTURED, GENERALLY WHEN THERE YOU'LL SEE COMPARISON SLIDES LIKE THIS.

SO YOU CAN SEE HOW EACH GROUP RESPONDED TO EACH QUESTION.

AND THEN FOR SOME OF THE OTHER QUESTIONS, WE HAVE ADDITIONAL SLIDES FOR THE TOPIC.

ONE OF THE VERY FIRST QUESTIONS THAT ALL PARTICIPANTS WERE ASKED IS HOW THEY WOULD RATE THE OVERALL QUALITY OF EDUCATION AT THEIR SCHOOL AND ON AN EXCELLENT, GOOD, FAIR, POOR RATING OR ANSWER OPTIONS.

AND THE HIGHEST GROUP WAS WAS CAMPUS BASED STAFF THAT PARTICIPATED.

THEY SAID 92% MARKED EXCELLENT OR GOOD.

THEN YOU HAVE THE ELEMENTARY STUDENTS NEXT TO 87%.

PARENTS AND GUARDIANS, 85%.

AND SECONDARY STUDENTS AT 83% OF EXCELLENT OR GOOD.

AND I KNOW THIS IS A BASELINE YEAR.

SO THIS YOU KNOW, AS YOU DO FUTURE YEARS, WE CAN COMPARE AND TREND RESULTS TO YOUR SPECIFIC DISTRICT.

BUT WE DO BENCHMARK THIS SURVEY ACROSS OUR PARTNERS ACROSS THE COUNTRY.

SO JUST FOR COMPARISON PURPOSES.

I DON'T HAVE A SLIDE FOR THIS, BUT I JUST I HAVE SOME NOTES ON THE SIDE FOR SOME KEY DATA POINTS THAT GO ALONG WITH OUR BENCHMARKS.

SO WE'RE STILL IN THE PROCESS OF COLLECTING OR FINALIZING OUR BENCHMARK REPORT FOR THE 22-23 SCHOOL YEAR.

BUT LAST YEAR, PARENTS AND GUARDIANS NATIONALLY, 83% MARKED EXCELLENT OR GOOD.

AND THEN IN FRISCO YOU HAD 85 FOR PARENTS WHO ARE A LITTLE BIT HIGHER THAN THE NATIONAL AVERAGE ACTUALLY IN ALL CATEGORIES.

THE NATIONAL AVERAGE FOR STAFF WAS 81% COMPARED TO YOUR 92% AND FOR SECONDARY STUDENTS IS THE BIGGEST

POSITIVE DIFFERENCE FOR FRISCO ISD.

THE NATIONAL AVERAGE IS 67% COMPARED TO YOUR 83%.

THAT'S A VERY POSITIVE DATA, SOMETHING THAT'S NOTED IN THE EXECUTIVE SUMMARY.

OR IN THE SUMMARY INSIGHTS.

ALSO, IT'S KIND OF A HIGH LEVEL SNAPSHOT DATA POINT IS THE NET PROMOTER SCORE.

SO PARTICIPANTS, PARENTS, STAFF AND STUDENTS WERE ASKED.

HOW LIKELY THEY WOULD BE TO RECOMMEND THEIR SCHOOL TO A FRIEND OR FAMILY MEMBER.

AND THE GREENS, THOSE ARE PEOPLE THAT RESPONDED WITH A NINE OR A TEN.

THE GRAY IS THE SEVENTH AND EIGHT, AND THEN ANYBODY WHO RESPONDED 0 TO 6 IS A DETRACTOR.

SO TO GET THE ACTUAL NET PROMOTER SCORE, YOU TAKE THE THE GREEN MINUS THE RED, SO THE PROMOTERS MINUS DETRACTOR'S, YOU'LL SEE A NUMBER ON THE RIGHT HAND SIDE.

SO FOR PARENTS, THE NET PROMOTER SCORE IS 28.

CAMPUS BASED OFFICE 33.

AND FOR SECONDARY STUDENTS, IT'S -29.

BUT JUST FOR REFERENCE, THAT'S TYPICALLY WHAT WE SEE.

WE TEND TO SEE SECONDARY STUDENTS HAVE NEGATIVE NUMBERS, BUT IN COMPARISON, THE NATIONAL AVERAGE FOR PARENTS AND GUARDIANS AND NET PROMOTER SCORE IS 22 COMPARED TO YOUR 28.

SO YOU'RE YOU'RE HIGHER THERE.

THE STAFF NATIONAL AVERAGE IS 17 COMPARED TO YOUR 33 AND THEN THE NATIONAL AVERAGE FOR STUDENTS IS -36 OR HIGHER ON ALL THREE AREAS THERE.

SO THE OVERALL QUALITY AND THE NATIONAL OR THE NET PROMOTER SCORE IS KIND OF GOOD OVERALL SNAPSHOT OF JUST HOW YOUR COMMUNITY PERCEIVES EDUCATION AND WHETHER OR NOT THEY WOULD RECOMMEND FRISCO OR ACTUALLY NOT.

IN THAT CASE, IT'S THE THEIR INDIVIDUAL SCHOOL.

IT'S A FIVE POINT SCALE TO A VERY NEGATIVE IMPACT.

AND. WHAT YOU'RE SEEING HERE IS THE COMPARISON BETWEEN RESPONDENT TYPES AND YOU'RE LOOKING AT JUST THE PERCENTAGES OF VERY POSITIVE IMPACT OR POSITIVE IMPACT. SO ESSENTIALLY, FOR EXAMPLE, THE ACADEMIC SUPPORT QUESTION AT THE TOP, 78% OF PARENTS PARTICIPATING, PARENTS AND GUARDIANS, SAID THAT THE ACADEMIC SUPPORT AT THEIR CHILD'S SCHOOL HAD A VERY POSITIVE IMPACT OR POSITIVE IMPACT ON THAT ON THIS ON THE NET PROMOTER SCORE.

AND SO WHAT THIS ALLOWS YOU TO SEE IS THOSE AREAS THAT ARE WHAT ASPECTS OF THE SCHOOL ARE THE STRONGEST.

THEY HAD SIMPLE, MORE SIMPLIFIED QUESTIONS.

THEY HAD LESS QUESTIONS AND THEIR QUESTIONS WERE ON A SLIGHTLY DIFFERENT ANSWER SCALE.

SO FOR MOST QUESTIONS, YOU WON'T SEE THE ELEMENTARY COMPARISONS INCLUDED.

ALL RIGHT, SO GETTING IN, SO THE DIMENSION SCORES LIKE I SAID, THIS IS AN OVERALL VIEW OF JUST KIND OF WHERE PERCEPTION DATA ACROSS ALL OF THE SURVEY TOPICS.

AND THEN FOR EACH SURVEY TOPIC, YOU CAN SEE THE ACTUAL COMPARISON BY RESPONDENT TYPES FOR EACH SPECIFIC SURVEY QUESTION.

SO THIS IS THE FIRST SLIDE IN EACH SECTION.

SO IN THIS CASE, YOU'LL SEE THE GREEN THAT'S THE PARENT GUARDIAN RESPONSES AND THAT'S THE AVERAGE AGREE OR STRONGLY AGREE RESPONSES FOR EACH QUESTION. THEN THE BLUE IS THE CAMPUS SPACE STAFF AND THE SECONDARY STUDENTS OF GRADE 6 TO 12.

SO, FOR EXAMPLE, THE SECOND TO LAST ITEM, IT SAYS TEACHER SUCCESSFULLY SHOW HOW LESSONS RELATE TO OUTSIDE OF SCHOOL.

YOU'LL SEE THAT 82% OF STAFF EITHER AGREED OR STRONGLY AGREED.

IF YOU WERE PARENTS AT 58% AND FEWER STUDENTS AT 46% AGREED WITH THAT STATEMENT.

SO WERE THOSE INDIVIDUAL RESPONSES COME IN HANDY IS YOU CAN SEE, SO FOR EXAMPLE, THE SAME QUESTION, 21% OF PARENTS RESPONDED THAT THEY DON'T KNOW.

SO THAT THE DON'T KNOW RESPONSES CAN BE VERY ILLUMINATING IN COMMUNICATING, YOU KNOW, MAYBE AREAS FOR POTENTIAL COMMUNICATION TO YOUR TO YOUR COMMUNITY.

AND THEN IF YOU LOOK AT THAT SAME ITEM ON STUDENTS, YOU'LL SEE THAT THE DISAGREEMENT SORRY THAT'S RIGHT HERE THAT YOU'RE LOOKING AT 46% DISAGREEMENT FROM THE STUDENT.

LESSONS RELATING TO LIFE OUTSIDE OF SCHOOL.

NOW, CONTEXT PURPOSES, THAT TENDS TO BE LOWER NATIONALLY AS WELL.

FRISCO ISD DOES NOT STAND OUT THERE IN THAT SENSE.

I THINK THERE TENDS TO BE PERCEPTION GAPS ACROSS THE BOARD IN TERMS OF STAFF THINKING THEY'RE TELLING THEIR STUDENTS HOW LESSONS RELATE TO OUTSIDE OF SCHOOL VERSUS HOW STUDENTS ARE RECEIVING THAT.

AND THEN A LOT OF TIMES YOU'LL SEE JUST PARENTS MAYBE DON'T KNOW.

SO WHEN WE'RE GOING THROUGH THAT, YOU KNOW, WHEN I'M LOOKING AT THESE REPORTS, THAT'S USUALLY WHAT I'M LOOKING FOR IS LIKE, WHERE DO I SEE BIGGER GAPS BETWEEN AGREEMENT AND THEN WHEN, YOU KNOW, MAYBE FOR EXAMPLE, THIS THE FIRST TWO ITEMS YOU SEE THE STUDENT SLIGHTLY HIGHER THAN PARENTS.

THAT'S A YOU KNOW, NOT A BIG DIFFERENCE.

FRISCO ISD HAD A HISTORY OF APPROVING BALANCED BUDGETS AND THAT CHANGED LAST YEAR FOR THE FIRST TIME.

I REMEMBER AT THAT TIME WORRYING THAT APPROVING A DEFICIT BUDGET WOULD PERHAPS SHIFT THE OVERTON WINDOW ON THIS MATTER TO THE POINT WHERE DOING SO WOULD BECOME NORMALIZED. AND IT NOW APPEARS THAT THAT HAS COME TO FRUITION FOR US.

AS I HAVE MENTIONED COUNTLESS TIMES DURING MY TENURE AS A TRUSTEE, I'M CONCERNED ABOUT STAFF RETENTION.

THIS DISTRICT HAS PRIDED ITSELF ON PAYING A HIGHER WAGE THAN SURROUNDING DISTRICTS.

OTHERS ARE NOW WORKING TO CATCH UP TO US.

AT LEAST ONE NEIGHBORING DISTRICT THAT I'M AWARE OF IS PROPOSING A LARGER SALARY INCREASE FOR TEACHERS THAN WE ARE.

I'M TROUBLED THAT FOR MANY OF OUR STAFF, THE PROPOSED INCREASE, WHICH I AM VERY APPRECIATIVE OF, DON'T GET ME WRONG, BUT THAT IT WILL NOT BE FELT IN A MEANINGFUL WAY AFTER TAXES AND AFTER THE INCREASE IN THE HEALTH INSURANCE PREMIUMS, THE NET INCREASE IN TAKE HOME PAY MAY COVER THE COST OF ONE TANK OF GAS EACH MONTH.

I REVIEWED LAST YEAR'S BUDGET WORKSHOP THIS PAST WEEKEND, AND I WAS REMINDED THAT I ASKED ABOUT THE COST OF TEACHER TRAINING LAST YEAR.

THIS YEAR I ASKED A SIMILAR QUESTION ABOUT STAFF AND TEACHER PROFESSIONAL DEVELOPMENT.

THE ANSWER THAT I RECEIVED IN EACH INSTANCE WAS THAT THIS INFORMATION ISN'T AVAILABLE AT THIS TIME, ALTHOUGH I UNDERSTAND THE ANSWER THAT I'VE BEEN GIVEN, I HAVE A VERY DIFFICULT TIME ACCEPTING IT.

THIS IS A SIGNIFICANT BUDGET CATEGORY.

THE PROPOSED BUDGET IS $16.3 MILLION FOR CURRICULUM AND STAFF DEVELOPMENT, AND THIS IS UP OVER $250,000 FROM LAST YEAR.

THERE ARE COUNTLESS LINE ITEMS THAT ADD UP TO THAT TOTAL.

SO THIS INFORMATION HAS TO EXIST SOMEWHERE.

MY LARGER CONCERN IN THIS REGARD IS THAT THE COMMUNITY DOESN'T HAVE THIS DATA.

I THINK THE CITIZENS DESERVE TO KNOW THIS INFORMATION SO THAT THEY CAN JUDGE WHETHER THIS DISTRICT IS BEING MANAGED IN A FISCALLY RESPONSIBLE WAY.

ON A BROADER SCALE, I DON'T KNOW HOW THIS BOARD CAN BE EXPECTED TO APPROVE A BUDGET, ESPECIALLY A DEFICIT BUDGET, WHEN THIS TYPE OF INFORMATION ISN'T READILY AVAILABLE.

I HAVE HEARD MANY COMMENTS AS OF LATE ABOUT THE FAILURE OF THE STATE LEGISLATURE TO PASS A BILL GRANTING INCREASED FUNDING TO OUR SCHOOLS.

HOPEFULLY THERE WILL BE ADDITIONAL MONIES APPROVED DURING A SPECIAL SESSION IN THE SUMMER, BUT WE CAN'T COUNT ON THIS.

IF THIS WERE NOT A LEGISLATIVE YEAR, WE WOULD STILL HAVE THE SAME FACTORS AND CHALLENGES GUIDING OUR BUDGET BUDGETING PROCESS.

BECAUSE THIS PROPOSED BUDGET ISN'T BALANCED, BECAUSE THE STAFF SALARY INCREASE ISN'T LARGE ENOUGH, IN MY OPINION, AND BECAUSE I DON'T FEEL THAT I HAVE ENOUGH INFORMATION REGARDING KEY BUDGET CATEGORIES TO MAKE AN INFORMED DECISION, I FEEL THAT I HAVE NO CHOICE BUT TO VOTE NO ON THIS BUDGET.

THIS DECISION WASN'T MADE LIGHTLY, BUT IT IS MADE WITH CONVICTION.

AND HOPEFULLY WE GET SOME RELIEF IN SEPTEMBER AND THEN WE CAN COME BACK AND WE CAN AMEND THE BUDGET.

I STAND READY TO AMEND IT AT ANY TIME THAT OUR STAFF THINKS WE CAN DO SOMETHING SUSTAINABLY TO GIVE OUR TEACHERS A GREATER PAY, RAISE OUR SUPPORT STAFF AN ADDITIONAL PAY RAISE. HOWEVER, I DO AGREE WITH MS. ELAD THAT WE NEED TOOLS TO IDENTIFY AND UNDERSTAND AND GIVE A CRITICAL EYE TO WHERE WE CAN BE SMARTER ABOUT THE BUDGET IN THE YEARS TO COME. AND I DON'T KNOW WHAT THOSE TOOLS ARE.

ALTHOUGH MS. SMITH MENTIONED THAT THERE ARE SOME COMING IN THE FALL AND AND I DO LOOK FORWARD TO THAT BECAUSE I THINK THAT WILL BE NEEDED.

IT'S NOT LOST ON ME THAT THE LEGISLATIVE FUNDING TO THE EXTENT ANY COMES, AND I SUSPECT IT WILL EVENTUALLY OR HOPEFULLY I THINK IT WILL, IT THAT STILL PROBABLY WOULDN'T SOLVE OUR DEFICIT PROBLEM.

AND SO WE AS A BOARD NEED TO UNDERSTAND THAT AND THEN BE SMART ABOUT IT.

I TOO WOULD LOVE TO SUPPORT RAISES MUCH GREATER THAN THEY ARE.

ALTHOUGH I DON'T.

I DON'T WANT DEFICITS, BUT I WOULD LIKE TO GIVE A GREATER RAISE.

I KNOW OTHER DISTRICTS ARE GIVING GREATER RAISES OR THEY MAY BE I DON'T KNOW THE INTRICACIES OF HOW THEY'RE DOING THAT OR IF THAT'S SUSTAINABLE OR NOT SUSTAINABLE.

LIKE I MENTIONED WHEN I SENT THIS TO YOU ALL SEVERAL DAYS AGO THIS YEAR, BECAUSE WE SPENT SOME TIME TALKING ABOUT THE THE FACT THAT WE WILL HAVE A SIGNIFICANT AMOUNT OF OUR BUDGET UNSPENT FOR THOSE VARIOUS REASONS THAT I TALKED ABOUT AT THE LAST REGULAR BOARD MEETING, I WENT AHEAD AND ADJUSTED THE WHOLE BUDGET DOWN BECAUSE I FELT LIKE FOR TRANSPARENCY SAKE, WE HAD TALKED ABOUT IT AND I WANTED THE FINAL AMENDMENT TO REFLECT THAT.

WE DON'T TYPICALLY ADJUST THE BUDGET DOWN.

WE USUALLY JUST LEAVE IT AS IT IS.

BUT I WANTED TO MAKE THAT A LITTLE BIT MORE TRANSPARENT.
