[00:00:03]
IT IS 2:02 AND I'M CALLING A SPECIAL MEETING OF THE BOARD OF TRUSTEES OF FRISCO ISD.
WE HAVE THREE AGENDA ITEMS TODAY AND WE WILL BEGIN WITH DISCUSSION REGARDING SURVEY RESULTS.
[1. Discussion regarding survey results]
SO I'D LIKE TO CALL ON DR.CUNNINGHAM. THANK YOU, MADAM PRESIDENT.
GARY NYE, OUR MANAGING DIRECTOR OF ASSESSMENT AND ACCOUNTABILITY TO THE PODIUM, TO INTRODUCE OUR PARTNER TODAY FROM K12 INSIGHT AND GIVE YOU A LITTLE BIT OF BACKGROUND AS TO THE PURPOSE OF THE DISCUSSION ITEM.
IT'S LIKE I KNEW SOMETHING DIDN'T QUITE SOUND.
VERY GOOD. SO, AGAIN, THE PURPOSE OF THIS TIME IS REALLY TO SPEND TIME WITH AMY FROM K 12 INSIGHT AND TO PROVIDE SOME HIGH LEVEL SUMMARIES OF THE INFORMATION PROVIDED.
AS YOU KNOW FROM OUR WORKSHOP EARLIER, FRISCO ISD HAS A HISTORY OF SEEKING FEEDBACK FROM OUR STAFF AND STAKEHOLDERS SO THAT WE CAN CONTINUE TO IMPROVE OUR EFFORTS ALIGNED TO OUR MISSION.
PLEASE KNOW WE ARE STILL IN THE PROCESS OF ANALYZING THE DATA OURSELVES.
WE'RE STILL RECEIVING SOME SUMMARY REPORTS RELATED TO THE SURVEY DATA.
OUR FOCUS TODAY WILL BE WORKING TO UNDERSTAND THIS DATA AND TO WORK TO PROVIDE SOME CONTEXT TO THE DATA AS OPPOSED TO DISCUSSING SPECIFIC ACTION PLANS.
AT TIMES YOU'LL HEAR AMY PROVIDE SOME BENCHMARK ANALYSIS AND COMPARATIVE INFORMATION.
FOR EXAMPLE, HOW DO STUDENTS RESPONSES COMPARE TO PARENT RESPONSES AND OVERALL SATISFACTION? AMY CAN HELP YOU WITH SOME BASIC QUALITATIVE COMPARISON CONTEXT AS WE DISCUSS SOME BASIC RESULTS TODAY.
I WOULD ENCOURAGE YOU TO INTERACT WITH AMY TO ENSURE YOU HAVE AN UNDERSTANDING OF WHAT IS BEING SHARED, ALL THE WHILE KNOWING THAT ADMINISTRATION AND CAMPUS LEADERS ARE CONTINUING THE ANALYSIS OF THE SURVEY DATA.
AS LONG AS AS WE GET ADDITIONAL SUMMARIES FROM K 12 INSIGHT.
SO THIS KIND OF SETTING THE STAGE.
AMY, I AM GOING TO IF YOU'RE READY, I'M GOING TO PASS IT OVER TO YOU.
AND THIS IS MISS AMY BELL WITH DR.
THANK YOU. I THREW A CURVE BALL.
I ADDED MY NEW LAST NAME, AMY BELL-FREEZE.
SO YOU CAN CALL ME AMY BELL OR AMY FREEZE, WHICHEVER.
BUT HELLO, EVERYBODY AND MEMBERS OF THE BOARD.
THANK YOU FOR ALLOWING ME TO CALL IN THIS AFTERNOON.
I AM GOING TO SHARE MY SCREEN.
SO I HAVE THE THE FULL OVERALL DISTRICT REPORT ON THE SCREEN.
IT'S A LITTLE BIT OVER 80 SLIDES.
WE'RE NOT GOING TO GO THROUGH EVERY SINGLE SLIDE.
I'M GOING TO JUST TOUCH ON SOME OF THE MAIN COMPARISON SLIDES.
BUT I DECIDED TO INCLUDE THE FULL COMPREHENSIVE DATA.
THAT WAY, IF THERE'S QUESTIONS, I CAN POP BACK TO SOME OF THOSE OTHER SLIDES IF NEEDED.
[00:05:03]
WASHINGTON, DC, AND ONE OF OUR MAIN GOALS IS TO WORK WITH SCHOOL DISTRICTS TO ENGAGE THE COMMUNITY AND REALLY HELP COLLECT FEEDBACK AND THEN TURN THAT FEEDBACK INTO ACTIONABLE DATA. SO WITH THAT, I'M GOING TO DIVE IN.SO THIS FIRST OVERVIEW SLIDE JUST GOES OVER THE NUTS AND BOLTS OF THE SURVEY.
SO IT INCLUDES ALL OF THE SURVEY TOPICS.
THE DATES OF THE SURVEY WAS OPEN FOR A COUPLE OF WEEKS FROM APRIL 12TH TO MAY 1ST.
PARENTS AND STAFF RECEIVED EMAIL INVITATIONS TO PARTICIPATE, AND PARENTS COULD ALSO PARTICIPATE THROUGH A LINK ON THE WEBSITE. AND THEN STUDENTS PARTICIPATED IN SCHOOL THROUGH A CUSTOM URL.
BUT THOSE WHO DON'T WORK AT A CAMPUS WERE SKIPPED TO JUST THE DISTRICT FOCUS QUESTIONS AND JUST A COUPLE NOTES ABOUT JUST OUR PROCESS.
SO WE UTILIZE CENSUS SAMPLING, WHICH MEANS EVERYBODY IS INVITED TO PARTICIPATE.
AND WHAT IT OFFERS IS VALUABLE INSIGHT INTO THE PERCEPTIONS OF YOUR COMMUNITY.
AND ALSO YOU MAY SEE SOME DATA LABELS THAT ARE MISSING.
THAT'S BECAUSE ANYTHING LESS THAN 5% WE HIDE JUST TO KEEP THE SLIDES FROM BEING CLUTTERED.
SO THAT'S KIND OF NUTS AND BOLTS THERE.
SO THERE IS A SUMMARY AND INSIGHTS TWO SLIDES.
AND FOR THE SAKE OF OUR CONVERSATION, I'M NOT GOING TO READ OFF THESE AT THE MOMENT.
AND AS WE GET TO EACH OF THOSE SLIDES, I'LL JUST HIGHLIGHT THESE POINTS THAT ARE HIGHLIGHTED HERE, BUT YOU'LL SEE THAT THEY MIRROR THE SURVEY TOPICS.
SO PARENTS AND GUARDIANS ARE LOOKING AT.
WE DON'T PROVIDE A RESPONSE RATE FOR PARENTS BECAUSE THEY COULD PARTICIPATE MULTIPLE WAYS AND THEN ALSO THEY COULD TAKE IT AGAIN FOR IF THEY HAVE MORE THAN ONE CHILD IN THE DISTRICT.
BUT GENERALLY YOU'RE LOOKING AT ABOUT 15% PARTICIPATION FROM PARENTS, WHICH IS IN LINE WITH WHAT WE SEE ACROSS THE BOARD WITH OUR OTHER DISTRICT PARTNERS AS WELL. THE STAFF WAS 41% AND THEN SECONDARY STUDENTS 45%.
AND THE ELEMENTARY STUDENTS IN GRADES FOUR AND FIVE WERE AT 80%.
AND THOSE THE STAFF WAS PRETTY CLOSE TO WHAT WE TYPICALLY TARGET THE SECONDARY.
LIKE I SAID, FOR FIRST YEAR, THAT'S THAT'S PRETTY GOOD, AS WE MOVE THROUGH FUTURE YEARS, WE MIGHT WANT TO TRY TO GET THE SECONDARY SURVEY UP, BUT YOU'RE STILL LOOKING AT A PRETTY GOOD RESPONSE RATE FROM YOUR STUDENTS.
NOW THE WAY THE REPORT IS STRUCTURED, GENERALLY WHEN THERE YOU'LL SEE COMPARISON SLIDES LIKE THIS.
SO YOU CAN SEE HOW EACH GROUP RESPONDED TO EACH QUESTION.
AND THEN FOR SOME OF THE OTHER QUESTIONS, WE HAVE ADDITIONAL SLIDES FOR THE TOPIC.
ONE OF THE VERY FIRST QUESTIONS THAT ALL PARTICIPANTS WERE ASKED IS HOW THEY WOULD RATE THE OVERALL QUALITY OF EDUCATION AT THEIR SCHOOL AND ON AN EXCELLENT, GOOD, FAIR, POOR RATING OR ANSWER OPTIONS.
AND THE HIGHEST GROUP WAS WAS CAMPUS BASED STAFF THAT PARTICIPATED.
THEY SAID 92% MARKED EXCELLENT OR GOOD.
THEN YOU HAVE THE ELEMENTARY STUDENTS NEXT TO 87%.
AND SECONDARY STUDENTS AT 83% OF EXCELLENT OR GOOD.
AND I KNOW THIS IS A BASELINE YEAR.
BUT WE DO BENCHMARK THIS SURVEY ACROSS OUR PARTNERS ACROSS THE COUNTRY.
SO JUST FOR COMPARISON PURPOSES.
BUT LAST YEAR, PARENTS AND GUARDIANS NATIONALLY, 83% MARKED EXCELLENT OR GOOD.
[00:10:04]
POSITIVE DIFFERENCE FOR FRISCO ISD.THE NATIONAL AVERAGE IS 67% COMPARED TO YOUR 83%.
THAT'S A VERY POSITIVE DATA, SOMETHING THAT'S NOTED IN THE EXECUTIVE SUMMARY.
ALSO, IT'S KIND OF A HIGH LEVEL SNAPSHOT DATA POINT IS THE NET PROMOTER SCORE.
SO PARTICIPANTS, PARENTS, STAFF AND STUDENTS WERE ASKED.
HOW LIKELY THEY WOULD BE TO RECOMMEND THEIR SCHOOL TO A FRIEND OR FAMILY MEMBER.
AND THE GREENS, THOSE ARE PEOPLE THAT RESPONDED WITH A NINE OR A TEN.
THE GRAY IS THE SEVENTH AND EIGHT, AND THEN ANYBODY WHO RESPONDED 0 TO 6 IS A DETRACTOR.
SO FOR PARENTS, THE NET PROMOTER SCORE IS 28.
AND FOR SECONDARY STUDENTS, IT'S -29.
BUT JUST FOR REFERENCE, THAT'S TYPICALLY WHAT WE SEE.
WE TEND TO SEE SECONDARY STUDENTS HAVE NEGATIVE NUMBERS, BUT IN COMPARISON, THE NATIONAL AVERAGE FOR PARENTS AND GUARDIANS AND NET PROMOTER SCORE IS 22 COMPARED TO YOUR 28.
SO YOU'RE YOU'RE HIGHER THERE.
THE STAFF NATIONAL AVERAGE IS 17 COMPARED TO YOUR 33 AND THEN THE NATIONAL AVERAGE FOR STUDENTS IS -36 OR HIGHER ON ALL THREE AREAS THERE.
SO THE OVERALL QUALITY AND THE NATIONAL OR THE NET PROMOTER SCORE IS KIND OF GOOD OVERALL SNAPSHOT OF JUST HOW YOUR COMMUNITY PERCEIVES EDUCATION AND WHETHER OR NOT THEY WOULD RECOMMEND FRISCO OR ACTUALLY NOT.
IN THAT CASE, IT'S THE THEIR INDIVIDUAL SCHOOL.
SO THERE'S SOME FOLLOW UP QUESTIONS AS WELL TO THAT, WHERE PARTICIPANTS WERE ASKED TO WHAT ASPECTS OF THEIR SCHOOL OR THEIR CHILD'S SCHOOL IMPACTED THAT SCORE OF 0 TO 10 ON THIS, ON THE PREVIOUS QUESTION AND THE ANSWER SCALE WAS VERY POSITIVE IMPACT.
IT'S A FIVE POINT SCALE TO A VERY NEGATIVE IMPACT.
AND. WHAT YOU'RE SEEING HERE IS THE COMPARISON BETWEEN RESPONDENT TYPES AND YOU'RE LOOKING AT JUST THE PERCENTAGES OF VERY POSITIVE IMPACT OR POSITIVE IMPACT. SO ESSENTIALLY, FOR EXAMPLE, THE ACADEMIC SUPPORT QUESTION AT THE TOP, 78% OF PARENTS PARTICIPATING, PARENTS AND GUARDIANS, SAID THAT THE ACADEMIC SUPPORT AT THEIR CHILD'S SCHOOL HAD A VERY POSITIVE IMPACT OR POSITIVE IMPACT ON THAT ON THIS ON THE NET PROMOTER SCORE.
AND SO FOR PARENTS AND STUDENTS, IT'S ACADEMIC SUPPORT.
AND FOR CAMPUS BASED STAFF, IT'S INTERACTIONS WITH STAFF AND TEACHERS.
AT THE BOTTOM, THERE'S A NOTE THAT WILL TELL YOU WHAT THE ANSWER OPTIONS AVAILABLE WERE.
AND THEN YOU CAN ACTUALLY SEE THE PERCENTAGE OF, IN THIS CASE, VERY POSITIVE IMPACT.
UM, SO I'M NOT GOING TO FOCUS ON THESE SLIDES AS MUCH, BUT I JUST WANTED TO POINT OUT THAT THESE ARE THERE, UM, THERE'S A COUPLE OF SLIDES A LITTLE BIT LATER THAT I'LL USE THE INDIVIDUAL RESPONSES AS SOME EXAMPLES, BUT I JUST WANTED TO POINT IT OUT, POINT OUT THAT, THAT THESE ARE THERE.
SO WHAT YOU'RE LOOKING AT IS THE PERCENTAGE OF STRONGLY AGREE OR AGREE RESPONSES FOR ALL OF THE QUESTIONS WITHIN EACH SURVEY TOPIC. SO JUST TO HELP EXPLAIN, I'M GOING TO JUMP TO TWO SLIDES.
SO THIS IS THE ACADEMIC SUPPORT QUESTIONS FOR THE PARENTS AND GUARDIANS INDIVIDUAL RESPONSES.
SO THE GREEN IS EITHER STRONGLY AGREE OR AGREE.
THEN YELLOW YOU GET DISAGREE OR STRONGLY DISAGREE AND THEN GRAY IS DON'T KNOW.
SO ON THAT DIMENSION SCORE SLIDE, WHAT YOU'RE LOOKING AT IS THE AVERAGE AGREEMENT.
SO BASICALLY THE AVERAGE PERCENTAGE OF ALL THOSE GREEN RESPONSES FOR EACH PARTICIPANT GROUP.
[00:15:09]
WHAT YOU'LL USUALLY SEE IS.STAFF WILL RESPOND THE HIGHEST.
THEN USUALLY PARENTS AND THEN FOLLOWED BY SECONDARY STUDENTS.
I THE ELEMENTARY STUDENTS DID PARTICIPATE, BUT THEY HAD A DIFFERENT.
THEY HAD SIMPLE, MORE SIMPLIFIED QUESTIONS.
THEY HAD LESS QUESTIONS AND THEIR QUESTIONS WERE ON A SLIGHTLY DIFFERENT ANSWER SCALE.
SO FOR MOST QUESTIONS, YOU WON'T SEE THE ELEMENTARY COMPARISONS INCLUDED.
ALL RIGHT, SO GETTING IN, SO THE DIMENSION SCORES LIKE I SAID, THIS IS AN OVERALL VIEW OF JUST KIND OF WHERE PERCEPTION DATA ACROSS ALL OF THE SURVEY TOPICS.
SO THIS IS THE FIRST SLIDE IN EACH SECTION.
SO IN THIS CASE, YOU'LL SEE THE GREEN THAT'S THE PARENT GUARDIAN RESPONSES AND THAT'S THE AVERAGE AGREE OR STRONGLY AGREE RESPONSES FOR EACH QUESTION. THEN THE BLUE IS THE CAMPUS SPACE STAFF AND THE SECONDARY STUDENTS OF GRADE 6 TO 12.
AND WORDING, THE WORDING VARIED SLIGHTLY BY PARTICIPANT GROUPS ON THE COMPARISON SLIDES.
YOU'LL HAVE THE WORDING FOR THE PARENT GUARDIAN SURVEY.
SO I MENTIONED EARLIER THAT EACH THERE'S INDIVIDUAL RESPONSES SO THAT THE COMPARISON SLIDES ARE NICE BECAUSE THEY SHOW YOU WHERE THERE MIGHT BE SOME PERCEPTION GAPS.
YOU'LL SEE THAT 82% OF STAFF EITHER AGREED OR STRONGLY AGREED.
IF YOU WERE PARENTS AT 58% AND FEWER STUDENTS AT 46% AGREED WITH THAT STATEMENT.
SO WERE THOSE INDIVIDUAL RESPONSES COME IN HANDY IS YOU CAN SEE, SO FOR EXAMPLE, THE SAME QUESTION, 21% OF PARENTS RESPONDED THAT THEY DON'T KNOW.
SO THAT THE DON'T KNOW RESPONSES CAN BE VERY ILLUMINATING IN COMMUNICATING, YOU KNOW, MAYBE AREAS FOR POTENTIAL COMMUNICATION TO YOUR TO YOUR COMMUNITY.
SO WHEN YOU GO BACK, LET ME GO BACK TO THE COMPARISON SLIDE.
SO WHAT WHEN YOU SEE BIGGER PERCEPTION GAPS, SOMETIMES IT'S IMPORTANT TO GO SEE IS IT THAT DON'T KNOW RESPONSES ARE HIGH OR IS IT THAT DISAGREEMENT IS HIGH? SO DON'T JUST ASSUME BECAUSE IT'S LOW, THAT DISAGREEMENT IS AUTOMATICALLY HIGH.
UM, ALSO SO AGAIN, WITH THE INDIVIDUAL RESPONSES NEXT TO EACH QUESTION, YOU'LL SEE AN N EQUALS, AND THAT'S THE NUMBER OF PARTICIPANTS THAT RESPONDED TO THAT QUESTION.
AND YOU'LL SEE THAT NUMBER KIND OF VARY THROUGHOUT BECAUSE PEOPLE SKIP QUESTIONS.
ALL RIGHT. THIS IS THE ACADEMIC SUPPORT QUESTIONS FOR ELEMENTARY SCHOOL.
SO YOU'LL SEE THAT THEY HAD THEY COULD RESPOND.
YES, NO OR YES SOMETIMES OR NO.
AND THEIR QUESTIONS, THE WORDING WAS A LITTLE BIT DIFFERENT.
UM. SO FOR THE STUDENT SUPPORT SECTION.
WHEN YOU LOOK AT THESE QUESTIONS BY COMPARISON, YOU'LL SEE THAT HAVING A SCHOOL STAFF MEMBER FOR STUDENTS TO GO TO WITH A SCHOOL PROBLEM HAD HIGH AGREEMENT ACROSS ALL OF THE PARTICIPANT GROUPS.
SO, FOR EXAMPLE, YOU CAN SEE 98% OF THE CAMPUS BASED STAFF EITHER AGREED OR STRONGLY AGREED WITH THAT, COMPARED TO 84% OF THE PARENTS AND GUARDIANS AND 80% OF THE SECONDARY STUDENTS.
AND AGAIN, IF YOU NEED TO, YOU CAN ALWAYS LOOK AT THE INDIVIDUAL RESPONSES JUST TO SEE THE ACTUAL YOU KNOW WHAT QUESTION ANSWER OPTIONS EACH PARTICIPANT GROUP RESPONDED WITH.
[00:20:06]
AGAIN, THIS IS JUST I DON'T HAVE THE ELEMENTARY INCLUDED IN THE COMPARISON, SO I JUST WANT TO JUST HOLD HERE FOR A MOMENT FOR YOU TO TAKE A LOOK.ALL RIGHT. SO EMOTIONAL AND SOCIAL SUPPORT.
SO THERE WERE SOME PERCEPTION GAPS BETWEEN THE PARTICIPANT GROUPS HERE.
SO THAT'S THIS. ON THE SECOND.
LET ME GO BACK FOR A MOMENT SO YOU CAN TAKE A LOOK.
THAT THIRD QUESTION. THAT WAS A STUDENT AND STAFF QUESTION ONLY.
AND THESE QUESTIONS THE EMOTIONAL AND SOCIAL SUPPORT QUESTIONS.
SO IN TERMS OF COMPARING THAT TO OUR BENCHMARK, WE DON'T HAVE THAT DATA.
THOSE ARE THE TWO MIDDLE QUESTIONS.
SOMETIMES YOU'LL SEE HIGHER DON'T KNOW RESPONSES TO THIS ITEM OR TO THESE THESE ITEMS. UM, NOW, IF THERE WAS A FOLLOW UP QUESTION ASKING PARTICIPANTS IF THEY INTERACTED OR REACHED OUT TO A PRINCIPAL OR ASSISTANT PRINCIPAL THIS YEAR.
SO YOU CAN SEE MORE STAFF INTERACTED WITH LEADERSHIP THAN THE OTHER TWO GROUPS.
AND IF THEY HAD INTERACTED WITH THEIR LEADERSHIP, THEY WERE ASKED A FEW FOLLOW UP QUESTIONS.
GENERALLY, THESE ARE PRETTY FAVORABLE THERE.
UH, THE FAMILY INVOLVEMENT QUESTIONS.
THESE WERE ONLY ASKED OF PARENTS AND GUARDIANS AND CAMPUS BASED STAFF.
UM, SO YOU CAN SEE THE COMPARISON GROUPS THERE.
UM. PRETTY HIGH ACROSS THE GROUPS, EXCEPT ON THAT THAT LAST ITEM.
AND YOU'LL SEE THAT ONE QUESTION THAT FOR PARENTS OR 13% DON'T KNOW.
AND THAT SAME THING FOR STAFF THAT HAD HIGHER DON'T KNOW AS WELL.
THE SAFETY AND BEHAVIOR QUESTIONS.
THERE IS A SLIGHTLY BIGGER PERCEPTION GAP ON THAT LAST ITEM IN TERMS OF HOW RESPONSIVE THE STAFF ARE WHEN STUDENTS REPORT BULLYING AND WHEN YOU LOOK AT THE INDIVIDUAL RESPONSES, FOR EXAMPLE, THAT 30% OF THE PARTICIPATING PARENTS AND GUARDIANS SAID THAT THEY DON'T KNOW.
AS YOU CAN SEE, AGAIN, YOU'LL TYPICALLY SEE STAFF MEMBERS RESPOND MORE FAVORABLY THAN THAN STUDENTS.
[00:25:07]
AND I'M GOING TO THERE WILL BE TIME FOR QUESTIONS AFTER.SO IF WE NEED TO GO BACK AND REVISIT ANY OF THESE SLIDES, WE CAN CERTAINLY DO THAT.
I KNOW I'M GOING THROUGH THEM KIND OF FAST.
I JUST I'LL LEAVE THIS UP FOR A MOMENT.
THIS IS THE ELEMENTARY STUDENT SAFETY QUESTION.
SO THEY WERE ASKED QUESTIONS ABOUT KNOWING THEIR SAFETY.
IT'S VERY SIMILAR QUESTIONS TO THE SECONDARY STUDENTS, BUT FAILING SAFE.
77% OF STUDENTS GRADE FOUR AND FIVE SAY THAT THEY FELT SAFE.
81% SAID THAT ADULTS IN THEIR SCHOOL TREAT THEM WITH RESPECT OR TREAT STUDENTS WITH RESPECT.
SORRY. YOU CAN LOOK AT THE SECONDARY STUDENTS AS WELL.
YOU KNOW, THEY RESPONDED HIGHER THAT STAFF TREAT THEM WITH RESPECT.
RIGHT. THEN THERE WERE SOME CULTURE AND ENVIRONMENT QUESTIONS ADDED.
THESE WERE ALSO UNIQUE TO FRISCO.
SO THESE ARE NOT PART OF OUR BENCHMARK.
BUT 87% OF THE PARTICIPATING PARENTS AND GUARDIANS AND 80% OF SECONDARY STUDENTS AGREED THAT THEIR TEACHERS AND STAFF CREATE A WELCOMING ENVIRONMENT. THAT'S THAT SECOND ITEM THERE.
AND 96% OF THE STAFF ALSO AGREE WITH THAT STATEMENT OR THAT ITEM.
THAT'S THE QUESTION RIGHT BELOW IT IN THE MIDDLE.
LEAVE THAT THERE FOR A MOMENT.
THEN AGAIN, YOU'LL SEE SOME HIGHER [INAUDIBLE] RESPONSES HERE FROM THE PARENTS.
AND THE STAFF MEMBERS HAD SOME ADDITIONAL QUESTIONS ABOUT THE CULTURE AND ENVIRONMENT.
TO BE THAT FREE FOR YOU TO TAKE A LOOK AT, SINCE THAT'S NOT PART OF THE COMPARISON.
ALL RIGHT, THE FUTURE READY LEARNER QUESTIONS.
THERE'S THE COMPARISON SLIDES TAKE UP TWO SLIDES.
GENERALLY, AMONG ALL OF THESE, THE FAVORABILITY IS REALLY HIGH, MEANING THEY'RE REALLY HIGH RESPONSES OF STRONGLY AGREE OR AGREE ACROSS ALL OF THE PARTICIPANT GROUPS.
SO JUST THAT STUDENTS ARE CHALLENGED AND SUPPORTED IN THEIR ABILITY TO TO USE TECHNOLOGY.
ALSO SHOW COMPASSION TOWARDS OTHERS IS HIGH AT ALL OF THEM ARE HIGH IN THIS CATEGORY.
AND THEN. A LITTLE BIT HIGHER ON THE STUDENTS, STUDENTS AND SECONDARY STUDENTS, I SHOULD SAY, AND PARENTS AND GUARDIANS WERE ASKED.
HOW HOW SUPPORTED THEY ARE IN THEIR ABILITY TO CREATE A WORK LIFE BALANCE.
AND THIS WAS ONLY ASKED OF PARENTS THAT HAVE HIGH SCHOOL STUDENTS AND ONLY.
HIGH SCHOOL STUDENTS AS WELL ANSWERED.
SO YOU'RE LOOKING AT, YOU KNOW, STUDENT.
IT SAYS STUDENT SIX, GRADE 6 TO 12 BECAUSE THAT'S THE LABEL THROUGHOUT THE REPORT.
SO YOU CAN SEE THAT, YOU KNOW, PARENTS HAD HIRE AGREEMENT THERE THAT THEIR STUDENTS HAVE A SCHOOL LIFE BALANCE OR THAT THEY'RE SUPPORTED IN CREATING A SCHOOL LIFE BALANCE. FOR EACH PARTICIPANT GROUP.
[00:30:03]
THERE ARE THESE HIGHEST AND LOWEST CHARTS.SO, YOU KNOW, WHEN WHEN YOU'RE LOOKING THROUGH THIS REPORT THERE, I JUST WENT THROUGH A LOT OF INFORMATION AND SOMETIMES IT CAN FEEL VERY OVERWHELMING. SO THESE HIGHEST AND LOWEST CHARTS, I THINK ARE REALLY HELPFUL TO MAYBE NARROW FOCUS ON WHAT YOU WHAT YOU'RE SEEING HERE IS THE GREEN BOX.
AND THEN YOU'LL BE ABLE TO SEE THE ACTUAL SURVEY TOPIC ON THE RIGHT HAND SIDE.
THESE ARE THE FIVE ITEMS THAT HAD THE HIGHEST STRONGLY DISAGREE OR DISAGREE RESPONSES.
AND ALSO AGAIN, YOU CAN SEE THAT THAT SURVEY TOPIC.
SO HIGHEST ITEMS FOR FOR PARENTS CAME OUT OF SAFETY AND BEHAVIOR AND FUTURE READY LEARNER ITEMS AND FOR THEIR HIGHEST DISAGREEMENT ACADEMIC SUPPORT.
AND THIS YOU'LL HAVE SIMILAR SLIDES FOR EACH PARTICIPANT GROUP.
SO THIS IS THE CAMPUS BASED STAFF.
AND AGAIN, YOU'LL SEE THAT THE SURVEY TOPIC ON THE RIGHT HAND SIDE.
SO THE GREEN IS THE TOP FIVE AND AGREEMENT AND THEN.
THE YELLOW IS THE HIGHEST DISAGREEMENT ITEM.
LET'S JUST LEAVE THAT THERE FOR A MOMENT.
FOR SECONDARY STUDENTS SIMILAR TO PARENTS.
SOME OF THOSE ITEMS FOR THE HIGHEST ARE PULLING FROM THE FUTURE.
BETTER FUTURE. READY LEARNER QUESTIONS AND SAFETY AND BEHAVIOR.
AND. IN TERMS OF THEIR LOWEST FROM ACADEMIC SUPPORT.
SO TEACHERS OFFERING ENGAGING LESSONS AND TEACHERS SUCCESSFULLY SHOWING HOW LESSONS RELATE TO OUTSIDE OF SCHOOL HAD THE HIGHEST DISAGREEMENT AND LOOKING FORWARD TO SCHOOL EACH DAY, WHICH IS THE EMOTIONAL AND SOCIAL SUPPORT DIMENSION.
FOR THE ELEMENTARY STUDENTS, YOU'LL SEE THE.
AGREE OR STRONGLY DISAGREE, YOU'RE LOOKING AT THEIR PERCENTAGE.
YES. SO IT'S THE TOP FIVE ITEMS THAT HAD THE HIGHEST PERCENTAGE OF.
YES. AND THEN FOR THE YELLOW, THE HIGHEST THE ITEMS WITH THE HIGHEST PERCENTAGES OF NO.
SO FOR THE YESES THAT PULLS FROM STUDENT SAFETY.
SO KNOWING THEIR SECURITY DRILLS, FEELING SAFE IN SCHOOL, BEING TREATED WITH RESPECT AND.
AND THEN ALSO FROM ACADEMIC SUPPORT, HAVING TEACHERS THAT EXPECT THEM TO DO THEIR BEST.
AND THEN SIMILAR TO SECONDARY STUDENTS LOOKING FORWARD TO SCHOOL EACH DAY MADE ITS WAY INTO THE.
THE LOWEST RANKING ITEMS. AND THEN ALSO FROM SAFETY AND BEHAVIOR IN TERMS OF STUDENT BEHAVIORS TO HOW STUDENTS, KIDS BEING KIND TO EACH OTHER AND THEN FACING CONSEQUENCES IF THEY'RE BULLIED.
RIGHT. SO THE LAST HALF IS THE DISTRICT FOCUS QUESTIONS.
SO. THIS PARTICULAR QUESTION WAS NOT ASKED OF STUDENTS, BUT IT JUST ASKED PARENTS AND GUARDIANS AND STAFF HOW THEY WOULD RATE THE OVERALL QUALITY OF EDUCATION AT FRISCO ISD AS A WHOLE.
THERE ARE SOME ADDITIONAL STAFF FEEDBACK QUESTIONS FOR PARENTS.
SO YOU CAN SEE THE RESPONSES IN THERE.
THERE'S. WE'LL HIRE, I DON'T KNOW PERCENTAGE OR DON'T KNOW RESPONSES ON THAT, THAT SECOND ITEM.
SO THIS IS THE IF YOU ARE A NON CAMPUS STAFF, THIS IS WHERE THEY STARTED THE SURVEY.
SO THIS IS QUESTIONS AROUND EMPLOYEE EXPERIENCE.
[00:35:05]
AND THEN STAFF MEMBERS ALSO HAD SEVERAL OPEN ENDED QUESTIONS TO RESPOND TO AS WELL.UM, THE THESE ARE AROUND OPPORTUNITIES FOR PROFESSIONAL GROWTH.
UM. BEING SUPPORTED IN EMPLOYEE WELLNESS.
FEEDBACK AND RECOGNITION AND LEADERSHIP AND ALSO ENJOYING BEING PART OF FRISCO HAD THAT LAST ITEM HAD VERY HIGH AGREEMENT FROM STAFF.
AND THEN THERE WERE SOME QUESTIONS AROUND COMMUNICATION.
SO THIS ONE WAS THIS IS JUST A STAFF MEMBER QUESTION.
SO HOW THEY RECEIVE IMPORTANT ANNOUNCEMENTS FROM THE DISTRICT? EMAIL IS THE HIGHEST.
THEY ENGAGE WITH THE NEWSLETTER WEEKLY AND LESS FREQUENTLY FOR THE RESOURCE CENTER.
PARENTS AND GUARDIANS AND ALL STAFF WERE ASKED THE SAME THING.
IF YOU HAD A FAMILY MEMBER MOVING TO THE DISTRICT, HOW LIKELY ARE YOU TO RECOMMEND THE DISTRICT AS A WHOLE SO SIMILAR TO RECOMMENDING THEIR SCHOOL EARLIER? THIS IS JUST THE DISTRICT AS A WHOLE, SO YOU'LL SEE THAT 54% OF THE PARENTS EITHER GAVE A NINE OR A TEN.
AND TO GET THAT NET PROMOTER SCORE, IT'S THE PROMOTERS IN GREEN MINUS THE DETRACTORS.
SO YOU'LL SEE THAT PARENTS HAD A NET PROMOTER SCORE OF 35.
AND COMPARED TO OUR NATIONAL AVERAGE, THAT'S THE NATIONAL AVERAGE FOR PARENTS IS 21.
SO FRISCO IS HIGHER THAN THE NATIONAL AVERAGE THERE.
AND ALSO FOR STAFF, THE NATIONAL AVERAGE FOR STAFF IS TWO.
AND IT'S 37 FOR STAFF AT FRISCO.
SO. IN TERMS OF OVERALL QUALITY AND THE NET PROMOTER SCORE IS.
HIGHER. SIMILAR TO THE SCHOOL QUESTIONS THEY HAD.
FOLLOW UP ON WHAT ASPECTS OF FRISCO 60.
HAD AN IMPACT ON YOUR SCORE IN THE SAME SAME AS EARLIER.
IT'S FROM A VERY POSITIVE IMPACT, A VERY NEGATIVE IMPACT.
SO AT THE ACADEMIC SUPPORT WAS THE HIGHEST FOR FOR BOTH GROUPS.
AND THEN, OF COURSE, THE INDIVIDUAL RESPONSES.
AND THEN THE END GETS INTO THE PARTICIPANT DEMOGRAPHICS.
I JUST TALKED A LOT OF DATA TO YOU, SO I WILL OPEN IT UP AND ALLOW YOU TO ASK QUESTIONS THAT YOU HAVE. AND WHILE YOU DO THAT, I'M GOING TO COME OUT OF NAVIGATION MODE.
THAT WAY, SORRY, OUT OF PRESENTATION MODE, IN CASE I NEED TO GO BACK TO SLIDE.
BOARD WILL OPEN UP FOR QUESTIONS.
DID YOU SAY PARTICIPATION? PERCEPTION? OH, LIKE A PERCEPTION GAP? YES. I WROTE DOWN SLIDE 13 AND 23 AS YOU WERE GOING THROUGH IT.
SO EITHER ONE OF THOSE WOULD PROBABLY DO IT.
OKAY. SO MY QUESTION IS, IS AS YOU LOOK AT THIS DATA, IS THERE ANY GAP OR ANY THRESHOLD FOR A GAP THAT WOULD CAUSE YOU AS AN EXPERT IN DOING THESE KINDS OF SURVEYS, CONCERN LIKE WHERE IS THAT DELTA OR WHERE IS THAT THRESHOLD WHERE YOU SAY, OKAY, THIS PERCEPTION GAP IS SOMETHING THAT WE OR THAT YOU WOULD RECOMMEND THAT WE REALLY LOOK AT.
SO IF WE HAD HAD, YOU KNOW, 3800 OF OUR STAFF PARTICIPATE INSTEAD OF THE 3172 SHOWING ON THE SLIDE, RIGHT, YOU'D HAVE A DIFFERENT OUTCOME. SO I REALIZE THAT IT'S NOT THAT SIMPLE OF A QUESTION, BUT I WAS JUST WONDERING IF THERE IS A PARTICULAR GAP WHERE IT'S SORT OF MAYBE LEADS TO SOME TYPE OF RED FLAG. WELL AS DR.
AND I POINTED OUT EARLIER, TOO, THIS IS A BASELINE YEAR.
SO I MEAN, WE DO HAVE BENCHMARK DATA THAT WE CAN COMPARE IT TO.
AND WHEN WE LOOK AT FRISCO ISD'S RESPONSES OR FEEDBACK COMPARED TO LAST YEAR'S BENCHMARK, FRISCO ISD IS DEFINITELY HIGHER THAN THE NATIONAL AVERAGE ACROSS VERY POSITIVE FEEDBACK.
[00:40:01]
SO WHEN WE'RE GOING THROUGH A REPORT, YOU KNOW WE, WHEN YOU LOOK AT THIS SLIDE IN PARTICULAR, THE MAKE IT A LITTLE BIGGER.AS I MENTIONED EARLY ON, YOU TEND TO SEE STAFF RESPOND THE MOST FAVORABLY ON A SURVEY, THEN PARENTS AND PARENTS AND GUARDIANS AND THEN STUDENTS.
SO WHERE I WOULDN'T SAY RED FLAG, BUT WHEN SOMETHING STICKS OUT IS WHEN, YOU KNOW, WE SEE BIGGER GAPS BETWEEN AGREEMENTS.
LESSONS RELATING TO LIFE OUTSIDE OF SCHOOL.
NOW, CONTEXT PURPOSES, THAT TENDS TO BE LOWER NATIONALLY AS WELL.
FRISCO ISD DOES NOT STAND OUT THERE IN THAT SENSE.
I THINK THERE TENDS TO BE PERCEPTION GAPS ACROSS THE BOARD IN TERMS OF STAFF THINKING THEY'RE TELLING THEIR STUDENTS HOW LESSONS RELATE TO OUTSIDE OF SCHOOL VERSUS HOW STUDENTS ARE RECEIVING THAT.
AND THEN A LOT OF TIMES YOU'LL SEE JUST PARENTS MAYBE DON'T KNOW.
SO WHEN WE'RE GOING THROUGH THAT, YOU KNOW, WHEN I'M LOOKING AT THESE REPORTS, THAT'S USUALLY WHAT I'M LOOKING FOR IS LIKE, WHERE DO I SEE BIGGER GAPS BETWEEN AGREEMENT AND THEN WHEN, YOU KNOW, MAYBE FOR EXAMPLE, THIS THE FIRST TWO ITEMS YOU SEE THE STUDENT SLIGHTLY HIGHER THAN PARENTS.
THAT'S A YOU KNOW, NOT A BIG DIFFERENCE.
I'M NOT SURE IF THAT ANSWERS YOUR QUESTION.
I THINK SO. AND I THINK TO YOUR POINT, DEPENDING ON THE QUESTION, LIKE WHEN I LOOK AT TEACHERS SUCCESSFULLY SHOWING MY CHILD HOW LESSONS RELATE TO LIFE OUTSIDE OF SCHOOL, I WOULD EXPECT A PRETTY BIG PERCEPTION GAP ON THAT QUESTION.
BUT IF THAT GAP AND I'M JUST MORE FOCUSED ON BETWEEN THE PARENTS AND THE STAFF THAN THE STUDENTS, BECAUSE I THINK A LOT OF DIFFERENT FACTORS CAN AFFECT THAT.
SORRY. BUT CERTAIN QUESTIONS, IT COULD POTENTIALLY CAUSE US TO TAKE A LOOK AND SAY, OH, WELL, THIS IS AN AREA LIKE MAYBE IF IT WAS AROUND COMMUNICATION OR PERCEPTION OF SECURITY AND SAFETY OR SOMETHING LIKE THAT WHERE IT MIGHT SAY, HEY, THIS MIGHT BE AN AREA WHERE YOU WOULD WANT TO DO SOME WORK AROUND COMMUNICATING.
EXACTLY. AND THEN I THINK WITH THAT, THAT'S WE'RE LOOKING AT THOSE INDIVIDUAL RESPONSES CAN BE HELPFUL BECAUSE FOR EXAMPLE ON PARENTS THAT'S REALLY HIGH FOR DON'T KNOW AND WHERE STUDENTS IT WAS HIGHER DISAGREEMENT.
SO IS THAT AN AREA FOR MAYBE COMMUNICATING A LITTLE BIT DIFFERENTLY DO YOU HAVE TO INVESTIGATE AND NOT INVESTIGATE BUT JUST EXPLORE A LITTLE FURTHER INTO WHY THERE MIGHT BE A PERCEPTION DIFFERENCE, BUT I THINK THAT THE WAY THAT YOU JUST SAW IT KIND OF HITS IT RIGHT ON THE DOT.
OH, GO AHEAD. NO, THAT'S OKAY.
GO AHEAD. I WAS JUST GOING TO SAY, WHEN I WAS THERE TWO WEEKS AGO, I WORKED WITH, I BELIEVE ALL OF THE SCHOOLS ATTENDED, HAD THEIR ADMINISTRATIVE TEAMS COME AND THEY EACH LOOKED AT THEIR OWN SCHOOL LEVEL DATA.
SO THEIR REPORTS LOOKED PRETTY SIMILAR TO THIS ONE, BUT IT WAS JUST THEIR SCHOOL, SO THEY WERE JUST LOOKING AT PARENTS FROM THEIR SCHOOL STAFF AND STUDENTS FROM THEIR SCHOOL.
AND I KNOW ON ACADEMIC SUPPORT, FOR EXAMPLE, ONE OF THE THINGS THAT STOOD OUT TO SOME OF THE ADMINISTRATORS WAS THE PERCEPTION DIFFERENCES BETWEEN TEACHER FEEDBACK AND THEY WERE JUST DISCUSSING IF THERE WERE WAYS TO MAYBE, YOU KNOW, BRIDGE THAT GAP A LITTLE BIT.
SO I THINK THAT, YOU KNOW, DIFFERENT THINGS ARE GOING TO STICK OUT TO, YOU KNOW, DIFFERENT SCHOOLS IN TERMS OF WHAT THEIR GOALS ARE. OKAY.
YOUR SLIDE TOWARDS THE END THAT HAD KIND OF THE HIGHEST RANKING ITEMS AND THE LOWEST RANKING ITEMS. I DON'T REMEMBER WHICH SLIDE THAT WAS.
BUT THERE I DON'T I DON'T REALLY HAVE A QUESTION ABOUT THAT SLIDE.
MY QUESTION IS, IS AS PART OF THE WORK THAT YOU DO NOT YET, BUT GOING FORWARD TO PROVIDE ANY KIND OF RECOMMENDATIONS OF MAYBE NOT EVEN NECESSARILY OUTCOMES OR ACTION PLANNING, BUT JUST AREAS TO LOOK MAYBE A SPECIFIC CAMPUS, RIGHT.
[00:45:01]
THAT YOU THINK THEIR RESULTS ARE PROBLEMATIC AS YOU LOOK AT IT COMPARED TO OTHER CAMPUSES OR A PARTICULAR QUESTION OR A PARTICULAR GROUPING OF QUESTIONS? DOES K12 INSIGHT DO ANY OF THAT WORK IN TERMS OF RECOMMENDATIONS? OR IS THAT SOMETHING THAT AS A DISTRICT WE WOULD BE ENCOURAGED TO LOOK AT? WELL, SOME OF A LOT OF THAT WILL FALL ON FRISCO ISD AND INDIVIDUAL SCHOOL LEADERS.SO WHEN WE WENT THROUGH THE T PRINCIPAL WORKSHOPS THEY WERE ENCOURAGED TO FOCUS ON AREAS THAT WERE MEANINGFUL TO THEM AND THEIR SCHOOL.
THAT WAY THEY HAVE MORE OWNERSHIP OF IT.
AND SO WHAT WE ONE THING THAT THEY DID REQUEST AT THAT MEETING OR AT THOSE WORKSHOPS WERE SO THIS REPORT THAT YOU LOOKED AT, THIS IS ALL YOU KNOW, ALL PARENTS, ALL STAFF, ALL STUDENTS ACROSS THE DISTRICT.
AND SO IT'S GOT ELEMENTARY PARENTS, ELEMENTARY STAFF, ETCETERA.
AND IF I'M A MIDDLE SCHOOL PRINCIPAL.
THE DATA MIGHT BE SKEWED A LITTLE BIT OVERALL WITH HAVING ELEMENTARY DATA.
SO THEY REQUESTED TO HAVE REPORTS LIKE THIS EXCEPT BROKEN OUT BY SCHOOL LEVEL.
SO THAT'S I THINK THAT NOT I THINK BUT THAT'S THE A HELPFUL WAY FOR SCHOOLS TO SEE HOW THEY COMPARE.
SO IF I'M A MIDDLE SCHOOL, HOW DO I COMPARE TO OTHER MIDDLE SCHOOLS IN FRISCO ISD AND THAT'S GOING TO BE THE MOST MEANINGFUL VERSUS, YOU KNOW, WE DO HAVE THE NATIONAL BENCHMARK DATA JUST TO GIVE A KIND OF A TOUCH POINT OF WHERE YOU ARE, BUT THAT'S WHERE A LOT OF THE WORK IS GOING TO COME FROM, IS REALLY SCHOOL BY SCHOOL AND WITHIN FRISCO ISD.
BOARD ANY ADDITIONAL QUESTIONS? OKAY. THANK YOU, DR.
FRIESE. YEAH, JUST REAL QUICK.
WELL, BRIEFLY, I THINK OVERALL, IT LOOKS VERY FAVORABLE.
I APPRECIATE THAT. NICE TO MEET YOU, DR.
WELL, AGAIN, THE SCHOOL LEVEL REPORTS WILL BE COMING LATER THIS WEEK.
SO THAT THAT WILL HELP BREAK OUT THE DATA A LITTLE BIT MORE, AT LEAST ACROSS THE DISTRICT.
FRIESE. WE REALLY APPRECIATE YOUR PRESENTATION AND ALL THE INFORMATION THAT YOU'VE PROVIDED US.
I DO WANT TO ALSO THANK OUR LEADERSHIP TEAM, AMANDA, DR.
NYE. I DO REALIZE PUTTING SOMETHING LIKE THIS TOGETHER AND BRINGING IT BEFORE THE BOARD, I KNOW THAT IT TOOK A TREMENDOUS AMOUNT OF WORK, AND I DO LOOK FORWARD TO NEXT STEPS.
[2. Communication to and from the Board including public comments]
BOARD WILL MOVE ON TO ITEM NUMBER TWO, COMMUNICATION TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS.AND WE DO NOT HAVE ANYONE SIGNED UP FOR PUBLIC COMMENT.
AND SO WE WILL MOVE ON TO ACTION ITEM THREE OR AGENDA ITEM THREE.
[3.A. Consider and act on 2023-2024 budget ]
ACTION ITEMS. WE'RE GOING TO START WITH CONSIDERING AN ACT ON THE 2023-24 BUDGET.BOARD I'LL OPEN THE FLOOR FOR QUESTIONS.
I DON'T HAVE ANY QUESTIONS, BUT I DID WANT TO JUST SAY TO KIM AND YOUR TEAM, DR.
WALDRIP, I KNOW THAT THIS PROCESS EVERY YEAR IS TEDIOUS, IT'S LONG.
SO WHILE I KNOW THAT IT IT'S PAINFUL TO HAVE TO ADOPT A BUDGET THAT IS AT A DEFICIT, I THINK THAT YOU ALL HAVE DONE AN INCREDIBLE JOB AT BEING CONSERVATIVE WITH AND GOOD STEWARDS OF THE DISTRICT'S FINANCES, ESPECIALLY WHEN WE ARE MONTHS AWAY FROM HAVING ANY KIND OF UNDERSTANDING AS TO HOW THE STATE WILL ACTUALLY PARTICIPATE IN PUBLIC EDUCATION FOR THE YEAR AHEAD.
SO I KNOW THIS IS A YEAR LONG PROCESS AND IT HAS BEEN IT'S BEEN CHALLENGING FOR ALL OF US.
I JUST CAN'T I CAN'T TELL YOU HOW THE BUDGET, THE WORKBOOK THAT YOU GUYS PUT TOGETHER EVERY YEAR I WENT THROUGH THE DIGITAL VERSION THAT YOU SENT AND IT IS CHOCK FULL OF REALLY GREAT INFORMATION.
SO I HOPE WHAT I WOULD LOVE FOR EVERYONE TO I DON'T KNOW THAT ANYONE'S WATCHING THIS MEETING, BUT FOR THOSE THAT GO BACK AND WATCH IT, IT'S IT'S A GREAT RESOURCE TO UNDERSTAND A BIT MORE OF A DEEP DIVE IN SCHOOL FINANCE AND WHAT WE'RE FACED WITH THIS YEAR.
SO I JUST WANTED TO SAY THANK YOU.
STEPHANIE, I DON'T HAVE ANY QUESTIONS.
[00:50:01]
I JUST HAD A FEW COMMENTS TO SHARE TODAY BEFORE A MOTION IS MADE TO VOTE.I REMEMBER AT THAT TIME WORRYING THAT APPROVING A DEFICIT BUDGET WOULD PERHAPS SHIFT THE OVERTON WINDOW ON THIS MATTER TO THE POINT WHERE DOING SO WOULD BECOME NORMALIZED. AND IT NOW APPEARS THAT THAT HAS COME TO FRUITION FOR US.
THIS DISTRICT HAS PRIDED ITSELF ON PAYING A HIGHER WAGE THAN SURROUNDING DISTRICTS.
OTHERS ARE NOW WORKING TO CATCH UP TO US.
I'M TROUBLED THAT FOR MANY OF OUR STAFF, THE PROPOSED INCREASE, WHICH I AM VERY APPRECIATIVE OF, DON'T GET ME WRONG, BUT THAT IT WILL NOT BE FELT IN A MEANINGFUL WAY AFTER TAXES AND AFTER THE INCREASE IN THE HEALTH INSURANCE PREMIUMS, THE NET INCREASE IN TAKE HOME PAY MAY COVER THE COST OF ONE TANK OF GAS EACH MONTH.
THIS YEAR I ASKED A SIMILAR QUESTION ABOUT STAFF AND TEACHER PROFESSIONAL DEVELOPMENT.
THE ANSWER THAT I RECEIVED IN EACH INSTANCE WAS THAT THIS INFORMATION ISN'T AVAILABLE AT THIS TIME, ALTHOUGH I UNDERSTAND THE ANSWER THAT I'VE BEEN GIVEN, I HAVE A VERY DIFFICULT TIME ACCEPTING IT.
THIS IS A SIGNIFICANT BUDGET CATEGORY.
THERE ARE COUNTLESS LINE ITEMS THAT ADD UP TO THAT TOTAL.
SO THIS INFORMATION HAS TO EXIST SOMEWHERE.
MY LARGER CONCERN IN THIS REGARD IS THAT THE COMMUNITY DOESN'T HAVE THIS DATA.
BECAUSE THIS PROPOSED BUDGET ISN'T BALANCED, BECAUSE THE STAFF SALARY INCREASE ISN'T LARGE ENOUGH, IN MY OPINION, AND BECAUSE I DON'T FEEL THAT I HAVE ENOUGH INFORMATION REGARDING KEY BUDGET CATEGORIES TO MAKE AN INFORMED DECISION, I FEEL THAT I HAVE NO CHOICE BUT TO VOTE NO ON THIS BUDGET.
THIS DECISION WASN'T MADE LIGHTLY, BUT IT IS MADE WITH CONVICTION.
I THINK WE CAN AND MUST DO BETTER.
ANY ADDITIONAL QUESTIONS OR COMMENTS? NOT MAKE A FEW COMMENTS.
AND A LOT OF THIS IS IN RESPONSE TO YOUR COMMENTS.
MS.. ELLEN, IN YEARS PAST, THE BUDGET THAT THIS BOARD HAS ADOPTED HAS BEEN CONSERVATIVE.
VERY CONSERVATIVE TO THE POINT WHERE.
WE HAVE BUILT UP A RAINY DAY FUND THAT HAS GIVEN US THE OPPORTUNITY TO.
HAVE SOME RUNWAY FOR YEARS LIKE WE ARE EXPERIENCING THIS YEAR.
CLEARLY, IT'S NOT SOMETHING THAT WE CAN DO EACH AND EVERY YEAR.
BUT BECAUSE OF THAT CONSERVATIVE WORK IN YEARS LEADING UP TO THIS ONE, IT DOES BUY US SOME TIME TO DO RIGHT BY OUR STAFF AS BEST WE CAN WHILE WE WAIT FOR WHAT IS A VERY CONVOLUTED PROCESS IN AUSTIN.
AND HOPEFULLY WE GET SOME RELIEF IN SEPTEMBER AND THEN WE CAN COME BACK AND WE CAN AMEND THE BUDGET.
I STAND READY TO AMEND IT AT ANY TIME THAT OUR STAFF THINKS WE CAN DO SOMETHING SUSTAINABLY TO GIVE OUR TEACHERS A GREATER PAY, RAISE OUR SUPPORT STAFF AN ADDITIONAL PAY RAISE. I THINK IT'S WORTH GOING BACK AND REFERRING TO MISS SMITH'S PRESENTATIONS FROM EARLIER, WHERE SHE DID A GOOD JOB, IN MY OPINION, OF LAYING OUT THAT WE'VE DONE SOME GOOD WORK WITH STAFF RAISES.
AND WHILE IT MAY BE A BIT PAINFUL, IF THEY DO CATCH UP TO US AND WE'RE ON A MORE LEVEL PLAYING FIELD, THAT DOES ALSO BUY US A LITTLE BIT OF TIME WHILE WE WAIT FOR THE LEGISLATURE. SO I DON'T WANT THE PUBLIC TO THINK THAT STAFF PAY CONCERNS ARE FALLING ON DEAF EARS OR THAT BUDGET DEFICITS WILL BECOME THE PERMANENT NORM.
A LOT OF WORK HAS BEEN LAID GETTING US TO THIS POINT THAT GIVE US THAT FLEXIBILITY.
YOU NOTED THE CURRICULUM BUDGET.
I WANTED TO MAKE SURE THE PUBLIC DOESN'T THINK THAT $16 MILLION GOES TO STAFF DEVELOPMENT.
[00:55:04]
THAT'S THE ENTIRE BUDGET OF OUR CURRICULUM DEPARTMENT PROPOSED FOR NEXT YEAR, TOO.SO I WILL SUPPORT THIS BUDGET.
BOARD. ANY ADDITIONAL QUESTIONS OR COMMENTS? I'LL MAKE A FEW BRIEF ONES.
ALTHOUGH I'M NEW TO THE BOARD, I'M NOT A FAN OF DEFICIT BUDGETS.
I'M CERTAINLY NOT NORMALIZING A DEFICIT BUDGET IN SUPPORTING THE BUDGET THIS YEAR.
I THINK WE ALL AS A BOARD SHOULD BE CRITICAL OF A DEFICIT BUDGET.
HOWEVER, I DO AGREE WITH MS. ELAD THAT WE NEED TOOLS TO IDENTIFY AND UNDERSTAND AND GIVE A CRITICAL EYE TO WHERE WE CAN BE SMARTER ABOUT THE BUDGET IN THE YEARS TO COME. AND I DON'T KNOW WHAT THOSE TOOLS ARE.
ALTHOUGH MS. SMITH MENTIONED THAT THERE ARE SOME COMING IN THE FALL AND AND I DO LOOK FORWARD TO THAT BECAUSE I THINK THAT WILL BE NEEDED.
IT'S NOT LOST ON ME THAT THE LEGISLATIVE FUNDING TO THE EXTENT ANY COMES, AND I SUSPECT IT WILL EVENTUALLY OR HOPEFULLY I THINK IT WILL, IT THAT STILL PROBABLY WOULDN'T SOLVE OUR DEFICIT PROBLEM.
AND SO WE AS A BOARD NEED TO UNDERSTAND THAT AND THEN BE SMART ABOUT IT.
I TOO WOULD LOVE TO SUPPORT RAISES MUCH GREATER THAN THEY ARE.
IT'S HARD FOR ME TO RECONCILE THAT WHILE WHILE STILL MAINTAINING THE DEFICIT WITHOUT BRIDGING THAT IN SOME TYPE OF ARTICULATED WAY AND MS. ELAD I HAVE NOT HEARD WHAT THAT IS.
I DON'T WANT DEFICITS, BUT I WOULD LIKE TO GIVE A GREATER RAISE.
HOPEFULLY WITH THE NEW TOOLS AND WITH THE LEGISLATIVE SUPPORT WE CAN, TO MR. CLASSE'S POINT, ADDRESS THAT IN SOME TYPE OF AMENDMENT.
I THINK WITH CLOSING, I DO APPRECIATE, MS..
SMITH, YOUR EFFORTS AND PUTTING THIS BUDGET TOGETHER.
IT'S NOT EASY, ESPECIALLY WITH THE DISTRICT OF OUR SIZE.
AND I DO APPRECIATE THE INSIGHT YOU'VE PROVIDED.
THANK YOU. BOARD ANY ADDITIONAL QUESTIONS OR COMMENTS? IF NOT, I WILL LOOK FOR A MOTION.
I MOVE TO APPROVE THE 2023-2024 BUDGET AS PRESENTED.
SECOND. MOTION GIVEN BY MS. ARCHAMBAULT, SECOND BY MR. CLASSE. ALL IN FAVOR? WAS THAT? FIVE.
SIX ONE VOTED IN FAVOR OF THE 2023-24 BUDGET.
[3.B. Consider and act on 2023-2024 compensation plan]
BOARD WILL GO ON TO ITEM B, CONSIDER AND ACT ON THE 23-24 COMPENSATION PLAN.I'LL OPEN THE FLOOR FOR QUESTIONS.
BEFORE I DO THAT BOARD, I WANT TO MAKE SURE THAT WE UNDERSTAND THAT WE HAD A HEARING FOR THE PUBLIC TO NOTE THAT WE DID HAVE A HEARING ON THE 12TH OF JUNE, AND MRS. SMITH GAVE US DETAILED INFORMATION ON BOTH THE BUDGET AND THE COMPENSATION PLAN.
AND SO IF THERE ARE ANY ADDITIONAL QUESTIONS OR CONCERNS REGARDING THE BUDGET OR COMPENSATION PLAN, THAT HEARING CAN BE VIEWED AND NOTES ARE ALSO POSTED. SO WITH THAT, I WILL OPEN THE FLOOR FOR QUESTIONS.
ALL RIGHT. IF THERE ARE NO QUESTIONS, I WILL LOOK FOR A MOTION.
I MOVE TO APPROVE THE 2324 COMPENSATION PLAN AS PRESENTED.
MOTION BY MR. CLANCY, SECOND BY MR. PONANGI AND MR. LOWE. ALL IN FAVOR? ALL RIGHT. AND THAT IS SIX ZERO MOTION PASSES.
[3.C. Consider and act on year-end budget amendment for 2022-2023 budget]
OR WE'LL MOVE ON TO ITEM C, CONSIDER AN ACT ON THE YEAR END BUDGET AMENDMENT FOR THE 2223 BUDGET, AND I'LL CALL ON MRS. SMITH FOR ADDITIONAL INFORMATION.OVER THE SUMMER BECAUSE WE DON'T HAVE A REGULAR BOARD MEETING, WE NEED TO MAKE SURE THAT WE HAVE ENOUGH MONEY IN EACH FUNCTION WITHIN OUR OPERATING BUDGET TO ACCOUNT FOR ANY UNFORESEEN EXPENSES THAT COME THROUGH TO PAY OUTSTANDING PURCHASE ORDERS, ANY ADDITIONAL OVERTIME THAT WE NEED TO PAY OUT,
[01:00:10]
ANY JOURNAL ENTRIES THAT WE NEED TO MAKE IN ORDER TO CLOSE OUR BOOKS AND PREPARE FOR THE AUDIT.SO WHAT WE DO IS WE JUST WE GO THROUGH AND WE PROJECT OUT WHAT HOW MANY OR HOW MUCH WE'RE GOING TO HAVE EXPENDED IN EACH FUNCTION.
AND THEN WE SORT OF PAD THE BUDGET FOR THAT FUNCTION.
SO THAT'S WHAT YOU'RE SEEING HERE AS THE AMENDMENT THIS YEAR.
LIKE I MENTIONED WHEN I SENT THIS TO YOU ALL SEVERAL DAYS AGO THIS YEAR, BECAUSE WE SPENT SOME TIME TALKING ABOUT THE THE FACT THAT WE WILL HAVE A SIGNIFICANT AMOUNT OF OUR BUDGET UNSPENT FOR THOSE VARIOUS REASONS THAT I TALKED ABOUT AT THE LAST REGULAR BOARD MEETING, I WENT AHEAD AND ADJUSTED THE WHOLE BUDGET DOWN BECAUSE I FELT LIKE FOR TRANSPARENCY SAKE, WE HAD TALKED ABOUT IT AND I WANTED THE FINAL AMENDMENT TO REFLECT THAT.
WE DON'T TYPICALLY ADJUST THE BUDGET DOWN.
WE USUALLY JUST LEAVE IT AS IT IS.
BUT I WANTED TO MAKE THAT A LITTLE BIT MORE TRANSPARENT.
WE MAY COME BACK AGAIN IN AUGUST AT YOUR REGULAR BOARD MEETING, DEPENDING ON ANY SUGGESTED JOURNAL ENTRIES OR ANYTHING THAT COME FROM OUR AUDITORS OR AS WE'RE CLOSING THE BOOKS AND AMEND IT AGAIN. BUT THIS IS OUR ATTEMPT TO GET THROUGH THE SUMMER WITHOUT GOING OVER BY FUNCTION.
HAPPY TO ANSWER ANY QUESTIONS.
BOARD ANY QUESTIONS AT THIS TIME.
IF NOT I'LL LOOK FOR A MOTION.
MOVE TO APPROVE THE BUDGET AMENDMENTS FOR THE 22-23 GENERAL FUND BUDGET AS PRESENTED.
MOTION MADE BY MR. CLASSE, SECOND BY MR. PONANGI. ALL IN FAVOR? AYE. ALL RIGHT.
AND I SHOULD NOTE THAT MRS. ARCHAMBAULT HAS LEFT THE MEETING.
AND SO THAT MOTION PASSED SIX ZERO.
[3.D. Consider and act on 2023-2024 District Priorities]
BOARD WILL MOVE ON TO ITEM D, WHERE WE'LL CONSIDER AN ACT ON THE 23-24 DISTRICT PRIORITIES.I'LL OPEN THE FLOOR FOR QUESTIONS.
IF THERE ARE NO QUESTIONS, I'LL LOOK FOR A MOTION.
I MOVE TO APPROVE THE 2023-24 DISTRICT PRIORITIES AS STATED.
MOTION MADE BY MRS. ELAD, SECOND BY MR. HILL. ALL IN FAVOR? MOTION PASSES SIX ZERO.
[3.E. Consider and act on the recommended selection of contractual personnel, including Managing Director of Human Resources]
WE'LL MOVE ON TO SECTION E, CONSIDER AN ACT ON THE RECOMMENDED SELECTION OF CONTRACTUAL PERSONNEL, INCLUDING MANAGING DIRECTOR OF HUMAN RESOURCES.I WILL LOOK FOR A MOTION IF THERE ARE NO QUESTIONS.
MOTION MADE BY MR. CLASSE, SECOND BY MR. HILL. ALL IN FAVOR? AYE. MOTION PASSES SIX ZERO.
[3.F. Consent Agenda]
BOARD WILL MOVE ON TO THE FINAL AGENDA ITEM F, CONSENT FOR AGENDA.IF THERE ARE NO QUESTIONS, I WILL LOOK FOR A MOTION.
MOVE TO APPROVE THE CONSENT AGENDA.
MOTION MADE BY MR. CLASSE. SECOND BY MISS ELAD.
ALL IN FAVOR? MOTION PASSES SIX ZERO.
