SO THAT'S AN INCREDIBLE OPPORTUNITY FOR THOSE KIDS. WITH THE ADDITION OF EMERSON AND PANTHER CREEK HIGH SCHOOL, OUR SCHOOLS HAVE BEEN SPLIT INTO THREE DIFFERENT UIL DISTRICTS, WHICH HAS DOUBLED THE OPPORTUNITIES FOR OUR TEAMS TO ADVANCE. AND IT'S JUST ONE MORE EXAMPLE OF HOW THE STUDENT OPPORTUNITY MODEL BENEFITS OUR STUDENTS. SO WE ALSO HAVE FOUR OF OUR SOCCER TEAMS, REEDY GIRLS AND BOYS, BOTH TEAMS, FRISCO GIRLS AND LONE STAR BOYS THAT WILL BE COMPETING THIS WEEKEND IN THE REGIONAL TOURNAMENT AND WILL BE COMPETING FOR A TRIP TO THE STATE TOURNAMENT. SO WE'RE EXCITED ABOUT THAT THIS WEEKEND. WE HAVE 35 FRISCO ISD TENNIS PLAYERS THAT HAVE ADVANCED TO REGIONALS, WHICH IS NEXT WEEK. WE STARTED THE YEAR WITH SOME BACK TO SCHOOL TRAINING AND JUMPED RIGHT INTO THE NATIONAL PTA REFLECTIONS PROGRAM. THIS PROGRAM WAS SUPPORTED BY MANY OF OUR LOCAL PTAS WITH OVER 400 LOCAL ENTRIES. FRISCO ISD HAD 23 ENTRIES ADVANCED TO THE STATE LEVEL, WITH 20 OF THEM RECEIVING HONORS AND ONE ADVANCING TO NATIONAL. THIS YEAR WE CONTINUE TO PARTNER WITH THE GUIDANCE AND COUNSELING DEPARTMENT TO PROVIDE PROGRAMS FOR OUR DISTRICT, LIKE THE WORLD OF GAMING AND TECHNOLOGY FOR TEENS AND THE UPCOMING PROGRAM ON FENTANYL. THESE PROGRAMS ARE WELL RECEIVED AND WELL ATTENDED AND WE ARE LOOKING FORWARD TO SUPPORTING MORE LIKE THEM IN THE FUTURE. PLUS WE HAVE OUR PTA CELEBRATION NIGHT AT THE ROUGHRIDERS GAME COMING UP ON APRIL 21ST, WHERE WE PLAN TO HONOR THE 18 HIGH SCHOOL STUDENTS AWARDED COUNCIL VOLUNTEERISM AND HORIZON SCHOLARSHIPS, ALONG WITH OVER 100 FEF SCHOLARSHIP RECIPIENTS FROM THE LOCAL PTAS. COUNCIL WILL HOST OUR LIFETIME PTA AWARD CEREMONY ON APRIL 27TH AT REEDY HIGH SCHOOL AND OUR SUMMER PREP TRAINING FOR PTA LEADERS ON MAY 3RD AT TRENT MIDDLE SCHOOL. IT'S A VERY BUSY MONTH FOR US. WITH THIS BEING A LEGISLATIVE YEAR, COUNCIL AND OUR LOCAL PTAS WERE ABLE TO PARTICIPATE IN THE PTA RALLY DAY IN AUSTIN IN FEBRUARY. WE TOOK A CONTINGENCY OF TEACHERS, STAFF, PTA LEADERS AND STUDENTS TO AUSTIN TO RALLY ON THE STEPS OF THE CAPITOL AND MEET WITH THE ELECTED OFFICIALS WHO REPRESENT FRISCO ISD. OUR STUDENTS WERE THE SHINING STAR OF THE DAY. THEY ASKED THOSE ELECTED REPRESENTATIVES THOUGHTFUL AND MEANINGFUL QUESTIONS TO SHARE THE IMPORTANCE OF PUBLIC EDUCATION. [00:45:02] THE STUDENTS WHO REPRESENTED OUR DISTRICTS SO WELL ARE LISTED ON THE SCREEN, AND SOME ARE ACTUALLY HERE IN THE AUDIENCE. WILL YOU GUYS PLEASE STAND [APPLAUSE]? THEY ARE TRULY AMAZING EXAMPLES OF STUDENTS FROM FRISCO ISD. MEMBERSHIP HAS CONTINUED TO BE AMAZING THIS YEAR, EVEN THOUGH WE HAVEN'T REACHED OUR GOAL OF 30,000 MEMBERS. WE HAD A SIGNIFICANT INCREASE OVER THE PREVIOUS YEAR WITH 24,233 MEMBERS ACROSS THE DISTRICT TO DATE. 42 OF OUR 70 SCHOOLS HAVE ALREADY HAD LOCAL INCREASES. OUR MEMBERSHIP DISTRICT INITIATIVE, WHICH IS A WAY FOR COMMUNITY MEMBERS TO JOIN MULTIPLE LOCAL PTAS, HELPED WITH 980 MEMBERS THROUGH THAT PLATFORM ALONE. AND WE LOVE THE TEACHERS AND STAFF SUPPORT WITH 43 OF OUR SCHOOLS ACHIEVING 100% MEMBERSHIP OF THEIR STAFF TO EARN THE GOLDEN APPLE AWARD FROM TEXAS PTA [APPLAUSE]. THIS NEXT SLIDE HIGHLIGHTS THE MEMBERSHIP DISTRICT INITIATIVE MEMBERS THAT I REFERENCED EARLIER. THANK YOU TO SO MANY OF YOU IN THE ROOM WHO HAVE JOINED MULTIPLE PTAS. YOUR SUPPORT OF THE PTA IS NOTICED AND GREATLY APPRECIATED BY ME AND OUR LOCAL CAMPUSES. ONE OF OUR BIGGEST ACCOMPLISHMENTS FROM THIS YEAR IS CONTINUING TO MANAGE OUR STUDENT CLOTHES CLOSET CALLED FRISCO THREADS. THIS ENDEAVOR WAS A FEW YEARS IN THE MAKING AND WITH THE SUPPORT OF THE DISTRICT COUNCIL, IS SO HAPPY TO MAKE THIS DREAM OF SUPPORTING FINANCIALLY DISADVANTAGED STUDENTS WITH CLOTHING A REALITY. THE CLOTHES CLOSET PROVIDES TOPS, BOTTOMS, SWEATSHIRTS, COATS, UNDERWEAR, BRAS, SOCKS AND SHOES TO EACH OF OUR SHOPPERS. THIS YEAR, WE HAVE SERVED 304 FAMILIES. WE'VE BEEN ABLE TO PROVIDE OVER 16,000 ITEMS TO 603 STUDENTS. WE LOVE BEING ABLE TO HELP THESE STUDENTS FEEL MORE CONFIDENT AND COMFORTABLE AS THEY ATTEND SCHOOL, BUT WE DEFINITELY COULD NOT DO IT WITHOUT THE SUPPORT OF THE DISTRICT AND THE COMMUNITY. THIS HAS BEEN A GREAT PARTICIPATION WITH DONATIONS OF BOTH CLOTHING AND FINANCIAL SUPPORT. ON TOP OF THAT, WE'VE HAD 140 VOLUNTEERS DONATE OVER 1200 HOURS TO HELP COUNCIL RUN THREADS. WE LOVE TO PROVIDE THE SERVICE AND HOPE TO CONTINUE IT FOR MANY MORE YEARS. FINALLY, A FEW MORE STATISTICS ABOUT OUR COUNCIL. WE CURRENTLY HAVE 70 LOCAL PTAS AND I'M HAPPY TO ANNOUNCE THAT WE WILL BE ADDING THREE MORE IN THE NEXT SCHOOL YEAR WITH WILKINSON MIDDLE SCHOOL, WORTHAM INTERMEDIATE AND INDEPENDENCE HIGH SCHOOL IN THE COMING WEEKS. THAT WILL GIVE US 73 PTAS OR PIZZAS NEXT YEAR. WE HAVE 27 COUNCIL BOARD MEMBERS WHO I COULD NOT DO THIS JOB WITHOUT AND ARE REPRESENTED SO LOVELY BY THE LADIES IN BLUE AND OVER 1500 LOCAL BOARD LEADERS. AND LAST BUT NOT LEAST, WE ARE CELEBRATING 22 YEARS OF SERVICE ADVOCACY AND MAKING EVERY CHILD'S POTENTIAL A REALITY IN FRISCO ISD [APPLAUSE]. WE ARE LOOKING FORWARD TO THE SPRING AND ALL THE SPRING CARNIVALS, BOOK FAIRS, END OF YEAR PARTIES AND CAMPUS CELEBRATIONS THAT ARE SUPPORTED BY THE LOCAL PTAS. THEY HAVE DONE AMAZING THINGS WITH RESOURCES THAT THEY HAVE, WITH ALL THE RESOURCES THAT THEY HAVE TO LOVE ON THE AMAZING TEACHERS AND STAFF AND PROVIDE FUN AND EDUCATIONAL PROGRAMING TO THEIR CAMPUSES. AND BUT THEY WERE GREAT, JUST LIKE AS AS TERRI WAS MENTIONING, THE STUDENTS THAT WE HAD THE DAY THEY CAME DRESSED AT 5:30, THEY HAD TO STUDY BILLS AND THEN THEY HAD TO PRESENT THEIR BILL TO OUR DELEGATION IN OUR MEETINGS AND THE WAY THEY DEFENDED THEIR BILLS AND THEY TALKED ABOUT IT AND THEY HAD REALLY IT WAS IT WAS VERY PROUD MOMENTS FOR ALL OF US THAT WERE THERE. THEY WERE THEY REALLY MADE US, WELL, PROUD IN FRISCO ISD. AND THEN THE SECOND GROUP WAS TEACHERS. AND SAME THING THEY SHARED. THEY THEY THEY SHARED A LOT AND APPRECIATED BEING WITH THEM. WE MOVED TO THIS DISTRICT SIX YEARS AGO BECAUSE FRISCO ISD HAS A TOP TIER HISTORY IN TEXAS AND WE SOUGHT AN EDUCATIONAL ENVIRONMENT FOR OUR CHILDREN THAT WAS MORE INCLUSIVE AND DIVERSE. WE SAW IT WITH THE CHILDREN AND THE STAFF HERE TODAY. MY EXPECTATION IS THAT THE FRISCO ISD BOARD IS TO BE FILLED WITH PEOPLE WITH NO AGENDA OTHER THAN WHAT IS OTHER THAN TO DO WHAT IS BEST FOR EACH AND EVERY CHILD IN THE DISTRICT. I AM HERE TODAY SPEAKING TO YOU BECAUSE THAT'S NOT A REALITY WITH ALL OF YOU THAT SIT UP ON THE BOARD. THE TAGLINE OF YOUR WEBSITE INCLUDES THAT TRUSTEES ARE CHARGED WITH THE EDUCATION AND WELL-BEING OF SCHOOLCHILDREN AS THEIR PRIMARY FOCUS, AND THAT YOU TRANSLATE THE NEEDS OF STUDENTS INTO POLICIES, INTO GOALS, AND TO STRATEGIES THAT REFLECT THE VALUES AND STANDARDS OF OUR COMMUNITY AS A WHOLE. INSTEAD OF FULFILLING THOSE CHARGES AS FIDUCIARIES TO OUR CHILDREN. BOARD MEETINGS HAVE BEEN PREVIOUSLY FILLED WITH ARGUING OVER ANY AND ALL THINGS THAT ARE NOT RELATED TO THE BEST INTERESTS OF OUR CHILDREN. YOU ARE HERE TO ACT IN THE BEST INTEREST OF ALL CHILDREN FOR FRISCO ISD. AND IF WE TAKE ANY LEARNINGS AWAY FROM COVID, WE KNOW THAT WHEN WE UNDERSTAND HOW TO BEST SUPPORT THE MOST VULNERABLE STUDENTS, THAT ALL STUDENTS ACTUALLY BENEFIT. MY HOPE IS THAT EVERY BOARD MEMBER HERE WILL BEGIN TO TAKE RESPONSIBILITY TO ALL CHILDREN, ALL CHILDREN, NOT JUST ONES THAT YOU THINK ARE NORMAL. ALL CHILDREN. ABSOLUTELY ALL CHILDREN. AND ONE OF THE THINGS YOU WERE GOING TO TALK ABOUT TONIGHT WAS THE TRAINING THAT THE BOARD HAS RECEIVED OVER THE LAST YEAR. I NOTICED IN HERE WE HAD TWO BOARD MEMBERS ATTEND A TRAINING AND MR. LOWE. I ALSO SUBBED FOR FRISCO ISD, SUBBING MAINLY AT SHAWNEE AND I VOLUNTEER AT OUR SCHOOL AS WELL. MY SON WENT TO SHAWNEE FOR K THROUGH FIFTH AND IS CURRENTLY A SIXTH GRADER AT CLARK. MY DAUGHTER IS CURRENTLY IN SECOND GRADE AT SHAWNEE. WE NEED MORE RESOURCES AT OUR SCHOOL TO BE SUCCESSFUL. LAST YEAR I KNOW A NUMBER OF FAMILIES THAT LEFT SHAWNEE TRAIL BECAUSE THEY WERE NOT HAPPY WITH HOW THINGS WERE BEING HANDLED IN THE CLASSROOM. SPECIFICALLY, THREE WENT TO SMITH, ONE WENT TO BRIGHT AND ONE MOVED OUT OF OUR NEIGHBORHOOD SO THEY WOULD BE ZONED FOR A DIFFERENT SCHOOL. THIS YEAR I ALREADY KNOW OF A FAMILY PULLING HER TWO KIDS OUT BECAUSE SHE DOES NOT WANT THEM TO ATTEND SHAWNEE NEXT YEAR. THIS IS A HUGE LOSS BECAUSE SHE IS ALSO A SUB FOR FISD AND THEY ARE LEAVING FISD ALTOGETHER TO GO TO A PRIVATE SCHOOL. [01:05:02] OUR SCHOOL NEEDS BETTER RESOURCES SO WE KEEP THESE FAMILIES AND DON'T LOSE ANY MORE TEACHERS EITHER. WITH THE PROPOSED BUDGET AMENDMENTS TO INCREASE THE BUDGET FOR SCHOOL LEADERSHIP AND GUIDANCE COUNSELING. I WOULD LIKE TO ASK FOR OUR SCHOOL TO HAVE TWO ASSISTANT PRINCIPALS. THERE ARE THREE OTHER TITLE ONE SCHOOLS IN FRISCO THAT HAVE TWO ASSISTANT PRINCIPALS. I WOULD ALSO LIKE TO ASK FOR TWO COUNSELORS, ONE FOR K THROUGH TWO AND ONE FOR THREE THROUGH FIVE. AND IN THE MINUTES YOU'RE GOING TO BE VOTING ON TONIGHT, THERE IS DISCUSSION BROUGHT UP FROM THE LAST BOARD MEETING ABOUT TRUSTEE CONDUCT. AND THERE'S BEEN A LOT ON SOCIAL MEDIA ABOUT SOME OF THE THINGS THAT THREE OF THE BOARD MEMBERS ON THIS DAIS HAVE SAID. AND I DON'T WANT TO PILE ON. I'M SURE YOU'VE HEARD HEARD ABOUT IT FROM MANY CONSTITUENTS. THE MANNER IN WHICH YOU CONDUCTED YOURSELVES IN THAT MEETING WAS UNBECOMING OF THE OFFICE YOU HOLD, AND YOU SHOULD BE ASHAMED [APPLAUSE]. AND I WAS JUST KIND OF CURIOUS ABOUT HOW IT WOULD GO. SO I WENT TO A COFFEE SHOP AND TALKED TO PEOPLE. WHEN I WENT TO THAT MEETING, I HEARD PARENTS ASK QUESTIONS AND I HEARD SCHOOL BOARD MEMBERS ANSWER. [01:10:02] I HEARD PARENTS SAY THAT THEY WERE WORRIED ABOUT THEIR OWN KIDS. THE SCHOOL BOARD MEETINGS THAT MONTH HAD BEEN REALLY HOSTILE AND KIND OF WEIRD. AND SO THERE WAS A LOT OF TALK ABOUT THE TONE AND HOW, YOU KNOW, WHAT COULD BE DONE ABOUT THAT. AFTER THE MEETING WAS PUBLISHED ON THESE RIGHT WING WEBSITES AND OUR REPRESENTATIVES LODGED A COMPLAINT, I KIND OF THOUGHT TO MYSELF, I TRIED TO DECIDE IF I'D DONE ANYTHING WRONG. I FELT KIND OF INTIMIDATED BECAUSE A LOT OF THESE YOU KNOW, IT SEEMED LIKE A LARGE GROUP OF PEOPLE HAD KIND OF COORDINATED TO COME TOGETHER AND SAY THIS WAS SOMETHING YOU SHOULDN'T HAVE DONE. I FELT LIKE I JUST KIND OF SHOWED UP TO SAY HI. I EVEN HAD PEOPLE MAKE COMMENTS TO ME ON SOCIAL MEDIA RIGHT BEFORE THE REPORT WAS PUBLISHED, WHICH WAS KIND OF EXTRA INTIMIDATING. BUT THE MORE I THOUGHT ABOUT IT, I DON'T THINK IT'S WRONG FOR ME TO WANT TO MEET WITH MY ELECTED REPRESENTATIVES. I HOPE OUR NEW SCHOOL BOARD MEMBERS AFTER THE ELECTION ARE OPEN TO HEARING FROM AND REPRESENTING ALL OF OUR PARENTS AND STUDENTS. PEOPLE SAYING THERE WAS NO MONEY TO WIDEN DOORWAYS, BUILD RAMPS, INSTALL ELEVATORS. NOW THERE'S A GROUP WHO WANTS TO DENY THE MERE EXISTENCE OF LGBTQ STUDENTS AS IF DENIAL HAS EVER WORKED. LGBTQ PEOPLE HAVE ALWAYS EXISTED, LIKE IT OR NOT, AND THE ONLY THREAT THEY POSE IS IN MAKING IT DIFFICULT FOR PARENTS TO EXPLAIN TO THEIR KIDS WHAT MAKES THEM DIFFERENT. GAY TEACHERS ARE NOT GROOMERS, AS THE MEME SAYS. IF THEY COULD INDOCTRINATE YOUR KIDS, IT WOULD BE TO GET THEM TO TURN OFF THEIR PHONES AND DO THEIR HOMEWORK. THERE WAS A PERIOD OF TIME DURING THOSE RECESSION YEARS WHERE THE STATISTIC IN FRISCO ISD WAS JUST NORTH OF 7%. SINCE THAT TIME, YOU'VE BEEN ABLE TO CONTINUE TO SELL BONDS. BUT THIS STATISTIC HAS CONTINUED TO DROP, WHICH IS IMPORTANT WHEN WE GO BEFORE THE RATING SERVICES. ANY TIME WE SELL BONDS, WHICH IS REFLECTED IN OUR NEXT SLIDE. THEY THEN SHARE NOT ONLY THE ECONOMIC CONDITION OF THE DISTRICT, THE FINANCIAL COMPONENT OF THE DISTRICT, BUT ALSO WHAT THE CONSTRUCTION PROCEEDS ARE BEING USED FOR. FRISCO ISD HAS THE HIGHEST CREDIT QUALITY RATING IN THE DOUBLE A CATEGORY BY BOTH STANDARD AND POOR'S AT THE DOUBLE A+ AND MOODY'S INVESTOR SERVICES AT THE DOUBLE A ONE. TO PUT THAT IN PERSPECTIVE, FOR ALL TEXAS SCHOOL DISTRICTS, IF YOU LOOK AT THE MOODY'S, YOU'LL SEE THAT AT THE TOP. IN THE MIDDLE CATEGORY, THERE ARE SEVEN TRIPLE A RATED SCHOOL DISTRICTS RATED BY MOODY'S. THERE IS NOT A SINGLE IN STANDARD AND POOR'S, TRIPLE A RATED SCHOOL DISTRICT RATING. SO WITH YOUR DOUBLE A+ AND YOUR DOUBLE A ONE CATEGORY RATINGS, YOU ARE IN ONE OF THE HIGHEST CREDIT QUALITY RATINGS. THIS IS IMPORTANT BECAUSE WHEN YOU DO GO TO SELL BONDS, INVESTORS WILL FEEL COMFORT IN NOT ONLY THE TRIPLE A RATING, BUT THE VERY HIGH QUALITY UNDERLYING CREDIT RATINGS. IN ADDITION, IN 2018, YOU APPROACHED THE VOTERS. THEY APPROVED BONDS, AND THE TAXABLE VALUE IS WELL ABOVE WHAT WAS PROJECTED WITH THAT ELECTION RESULT. THIS MOST RECENT YEAR, YOU'LL SEE AT THE BOTTOM OF COLUMN TWO THAT $57 BILLION THAT IT REPRESENTS A SUBSTANTIAL INCREASE FROM THE PRIOR YEAR. IT'S THIS GROWTH THAT'S GOING TO ALLOW YOU TO CONTINUE TO SELL BONDS, DO SO AT OR BELOW THE INS TAX RATE THAT WAS PROJECTED. IN FACT, WITH THE ISSUANCE OF THE BONDS THAT WE'LL TALK ABOUT SELLING HERE IN JUST A MOMENT. YOU WOULD BE ABLE TO SUPPORT THE PAYMENTS ON ALL OUTSTANDING, PLUS THE NEW BONDS IF THE TAX BASE DIDN'T GROW ANOTHER DOLLAR. WHAT THAT'S ALLOWED US TO DO IS WE'VE SEEN OVER THE LAST FEW WEEKS OUR INTEREST RATES FALLING WHEN WE DID BOTH THE 2014 AND THE 2018 BOND ELECTIONS, WE WERE ASSUMING INTEREST RATES THAT WOULD RANGE BETWEEN 4 AND A QUARTER AND 5%. I'LL SHOW YOU IN JUST A MOMENT THAT WE HAVE NOT SOLD BONDS HIGHER THAN 4% IN QUITE SOME TIME. OUR PLAN OF FINANCE FOR THIS 2013 ISSUANCE. THE PLAN FOR THE ISSUANCE OF THIS INSTALLMENT IS TO SELL $93,750,000 OUT OF THE 2018 AUTHORIZATION. WE IN ADDITION, WE ARE ALSO TARGETING THE BOND REFINANCING OF BONDS THAT WERE SOLD IN 2013. THERE'S A LITTLE OVER $56.5 MILLION OF CALLABLE PRINCIPAL WHERE THE AVERAGE RATE ON THOSE BONDS IS OUTSTANDING AT A 4.21%.
