WE ARE SO EXCITED TONIGHT TO GET TO DO SOMETHING VERY SPECIAL AND THAT IS TO RECOGNIZE OUR 42 FRISCOISD FINE ARTS STUDENTS THAT WERE SELECTED THIS YEAR FOR THE TEXAS ALL-STATE BAND.

BUT BEFORE WE DO THAT, I WANT TO JUST TAKE A MOMENT TO SAY THANK YOU TO EVERYBODY IN HERE.

I TRIED TO SAY THIS EVERY SINGLE TIME THAT WE HAVE THE OPPORTUNITY TO PRESENT TO YOU AS OUR IST AND OUR BOARD AND OUR COMMUNITY TO SAY THANK YOU BECAUSE GREAT FINE ARTS PROGRAMS DO NOT JUST HAPPEN.

THEY ARE THE RESULT OF PURPOSEFUL AND INTENTIONAL ACTION.

WE'VE TALKED ALL YEAR LONG WITH OUR TEACHERS.

I'VE SAID IT SEVERAL TIMES AS WE'VE HAD THE OPPORTUNITY TO MEET THAT, I THINK IN THIS DAY AND AGE, WE TEND TO USE THE WORD PASSION AND SOMETIMES NOT KNOW WHAT IT MEANS.

I DON'T THINK THAT YOU CAN BE PASSIONATE ABOUT SOMETHING INDEPENDENT OF TWO THINGS, INTENTIONALITY AND ACTION.

ONE THING I KNOW ABOUT OUR COMMUNITY IS THE PASSION THAT OUR COMMUNITY THAT YOU HAVE FOR OUR FINE ARTS PROGRAMS AND OUR FINE ARTS STUDENTS.

BEFORE WE BEGIN THIS EVENING, I JUST WANT TO SAY THANK YOU TO THE BOARD INTO OUR IST AND OUR COMMUNITY.

WE ARE SO EXCITED ABOUT OUR UPCOMING VISUAL AND PERFORMING ARTS CENTER THAT WE'RE WORKING TOWARDS AND ALL OF THE EXCITING THINGS THAT ARE GOING ON.

THIS IS JUST THE TIP OF THE ICEBERG WITH OUR FINE ARTS PROGRAMS. THANK YOU FOR ALL OF THE THINGS THAT YOU CONTINUE TO DO TO SUPPORT ALL OF OUR FINE ARTS STUDENTS ACROSS THE DISTRICT.

THESE STUDENTS WERE CHOSEN FOR THIS PRESTIGIOUS HONOR THROUGH A VERY COMPETITIVE PROCESS THAT WAS HELD THIS YEAR IN DISTRICT REGION, IN AREA LEVELS.

THESE STUDENTS ARE PART OF OUR FRISCO ISD BAND, CHOIR, AND ORCHESTRA PROGRAMS, WHOSE DIRECTORS OR MEMBERS OF THE TEXAS MUSIC EDUCATORS ASSOCIATION, WHICH IS AN 11,000 PLUS MEMBER ORGANIZATION THAT'S HEADQUARTERED IN AUSTIN.

HIGH-SCHOOL STUDENTS SELECTED FOR ALLSTATE HONORS HAVE COMPETED THROUGH SEVERAL LEVELS OF AUDITIONS BEGINNING IN THE FALL OF 2022 TO QUALIFY AT THE STATE LEVEL.

MAKE NO MISTAKE ABOUT IT ALLSTATE IS THE HIGHEST INDIVIDUAL HONOR AT TEXAS MUSIC STUDENTS CAN RECEIVE.

LISTEN TO SOME OF THESE STATISTICS, OVER 1,600 STUDENTS ARE SELECTED THROUGH A PROCESS THAT BEGINS WITH OVER 72,000 STUDENTS FROM ACROSS THE STATE VYING FOR THIS HONOR.

THIS COMPETITIVE PROCESS BEGINS THROUGHOUT THE STATE AND AUDITIONS HOSTED BY 33 TMA REGIONS.

INDIVIDUAL MUSICIANS PERFORM SELECTED MUSIC FOR A PANEL OF JUDGES WHO RANK EACH INSTRUMENT OR VOICE PART.

FROM THIS RANKING, A SELECT GROUP OF MUSICIANS ADVANCES FROM THEIR REGION TO COMPETE AGAINST MUSICIANS FROM OTHER REGIONS IN AT&T AREA AUDITIONS.

THE HIGHEST RANKING MUSICIANS JUDGED AT THE TMA AREA COMPETITIONS QUALIFY AS TMA ALLSTATE MUSICIANS.

ONLY THE TOP 3% OF MUSICIANS WHO INITIALLY AUDITION BECOME ALLSTATE MUSICIANS,

WITH THE PANDEMIC SOME OF THESE STUDENTS HAD THE OPPORTUNITY TO PARTICIPATE IN THE TMA, ALLSTATE CLINICS REALLY FOR THE LAST COUPLE OF YEARS, AND IT'S BEEN A REAL PLEASURE FOR THEM TO BE ABLE TO GET TO EXPERIENCE THAT IN ITS TOTALITY AGAIN THIS YEAR.

OUR STUDENTS ARE BLESSED TO BE TAUGHT BY SOME OF THE FINEST MUSIC EDUCATORS IN THE STATE OF TEXAS.

WHEN I USE THE WORD PASSION TO DESCRIBE WHAT THEY DO, THEY ENTER THE CLASSROOM EACH AND EVERY DAY WITH INTENTIONALITY AND THEY TAKE ACTION TO HELP SURE THAT THESE STUDENTS HAVE WHAT THEY NEED TO BE ABLE TO BE SUCCESSFUL AT THE HIGHEST LEVEL.

IT IS NO SECRET MUSIC EDUCATION AND FINE ARTS EDUCATION IN FRISCO ISD IS SECOND TO NONE ANYWHERE, AND THAT'S BECAUSE OF THESE GREAT TEACHERS.

IT IS THE RESULT OF THESE DEDICATED EDUCATORS THAT SPEND OUR SUPPORTING THEIR STUDENTS AND THEIR MUSICAL ENDEAVORS.

THIS YEAR WITH THE ADDITIONAL SCHOOLS AND THE MULTIPLE DISTRICTS, THEY ACTUALLY HAD TO RUN FIVE DIFFERENT MEETS.

WE HAD THREE DISTRICT MEETS 4A AND 5A AND THEN TWO REGIONAL MEETS, AND THAT WAS A LOT OF WORK ON THEIR PART, SO WE APPRECIATE THEIR WORK AS WELL.

MR. WHISTLER, MY LAST THANK YOU TO MR. IT WAS LIGHTS OUT TYPE EFFORT.

BEFORE THAT, SHE WAS THE REGION 2 RUN HER UP.

SHE WAS A DISTRICT 8 CHAMPION AND MOST OUTSTANDING WRESTLER.

SHE BROUGHT HER MOST OUTSTANDING WRESTLER PRAC WITH HER.

SHE ALSO ACHIEVED 100TH WIN, WHICH IS A HUGE WRESTLING MILESTONE.

FIRST-TIME ANYONE IN MEMORIAL HAD DONE THAT AS WELL.

SHE FINISHED HER CAREER WITH 115 WINS.

THIS SLIDE JUST SHOWS YOU HOW WE GET FROM THE STARTING POINT TO THE ENDING POINT OF HOW RISK ASSESSMENT, AND THEN WE COME UP WITH OUR AUDIT PLAN.

GOING FROM THE ARROW DIAGRAM THERE, IN EARLY APRIL, WE'LL BE LOOKING AT THE AREAS AND RISK RATINGS FOR THE AUDIT UNIVERSE, WHICH IS A LISTING OF ALL THE DIFFERENT AREAS THAT CAN BE AUDITED.

MID APRIL, WE'LL SOLICIT INPUT FROM ISD.

EARLY MAY, WHO DEVELOPS THE PROPOSED PLAN PRESENTED TO THE AUDIT COMMITTEE IN MID-MAY AND THEN TO THE FULL BOARD IN THE JUNE MEETING.

ONCE THAT GETS APPROVED AND EVERYBODY'S HAPPY WITH IT, THEN WE WILL BE OFF AND RUNNING WITH OUR FISCAL YEAR 24 INTERNAL AUDIT PLAN WITH A WHOLE NEW SET OF AUDITIES.

MY PURPOSE IN JOINING ME TONIGHT IS IN REGARDS TO RECENT INTRUDER DETECTION AUDITS THAT HAVE BEEN CONDUCTED BY THE TEXAS SCHOOL SAFETY CENTER.

INTRUDER DETECTION AUDITS AND THE VISITS THAT ARE RELATED TO THEM AGAIN IN AUGUST FOLLOWING A JUNE DIRECTED FROM GOVERNOR ABBOTT TO TEA.

THEY HAVE A SPECIFIC PURPOSE OF ASSESSING THE ABILITY FOR INTRUDERS, OR IN THIS CASE, A STATE INSPECTOR, TO GAIN ENTRY TO SCHOOLS THROUGH EXTERIOR ENTRY POINTS.

AS THE DIRECTOR OF EMERGENCY MANAGEMENT FOR FISD, MY PRIMARY ROLES INCLUDE IMPLEMENTATION AND DOCUMENTATION OF PROTECTIVE ACTION MEASURES TAKEN IN THE PREPAREDNESS, PREVENTION, MITIGATION, RESPONSE, AND RECOVERY PHASES OF EMERGENCY MANAGEMENT.

IN THE PREVENTION AND MITIGATION PORTION OF THESE PHASES, THE RESPONSIBILITIES ALSO INCLUDE OVERSIGHT OF STATUTORY SAFETY AND SECURITY AUDIT VISITS CONDUCTED ON AN ANNUAL BASIS BY AN INDEPENDENT AUDITOR, A PROCESS THAT ALSO INCLUDES A SEPARATE CHECK OF EXTERIOR DOORS BY LOCAL POLICE AGENCY.

THE RECENT EFFORT BY THE STATE OF TEXAS TO IMPLEMENT INTRUDER DETECTION AUDITS IS COMPLIMENTARY TO THE COMPREHENSIVE SAFETY AND SECURITY AUDIT PROCESSES OUR DISTRICT HAS BEEN USING FOR SEVERAL YEARS WITH THE SUPPORT OF A THIRD PARTY INDEPENDENT AUDITOR AND ALSO A LOCAL POLICE OFFICIALS.

AS OF FRIDAY, THE TEXAS SCHOOL SAFETY CENTER HAS CONDUCTED INTRUDER DETECTION AUDITS THAT ALMOST HALF OF ALL FISD FACILITIES AND CAMPUSES.

THE RESULTS HAVE BEEN VERY POSITIVE.

YOU HEARD OUR FINE ARTS AND OUR ATHLETICS PERSONNEL.

WE'LL TALK A LOT ABOUT INTENTIONALITY AND COMMITMENT AND PURPOSE.

THESE TERMS ALSO DESCRIBED THE EFFORTS THAT ARE UNDERWAY AND THE COMMITMENT THAT'S BEEN PROVIDED BY OUR CAMPUS ADMINISTRATORS TO KEEP OUR STUDENTS AND OUR STAFF SAFE.

THE AUDIT VISITS BY THE STATE SEEK TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THESE AUDIT VISITS PROVIDE FISD AND OPPORTUNITY TO ENSURE THE SAFEST POSSIBLE LEARNING ENVIRONMENT FOR OUR STUDENTS AND OUR STAFF.

WELL, PARENTS AND THE COMMUNITY MEMBERS ARE LIKELY INTERESTED IN THE DETAILS OF AUDIT RESULTS.

THE STATE HAS INDICATED IT'S IN THE BEST INTERESTS OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC.

AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION.

AS REQUIRED BY THE STATE, AND AS YOU ARE AWARE, SPECIFIC DETAILS OF THEIR INTRUDER DETECTION AUDITS WERE DISCUSSED IN THE BOARD EXECUTIVE SESSION EARLIER THIS EVENING.

RESULTS WERE ALSO DISCUSSED IN EXECUTIVE SESSION OF A DISTRICT SAFETY AND SECURITY COMMITTEE MEETING HELD ON FEBRUARY 22, ALSO AS REQUIRED BY LAW.

THE SUPPORT FROM THE STATE AND CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF THE MANY ACTIONS OUR DISTRICT TAKES TO KEEP OUR SCHOOLS SAFE.

THIS WORK DOES NOT END AND THE SUPPORT OF THE BOARD IS GREATLY APPRECIATED.

I AM SICK AND TIRED OF HAVING TO SHOW UP TO THESE MEETINGS BECAUSE WE HAVE TWO BOARD MEMBERS WHO DON'T UNDERSTAND THE DUTIES OF THEIR JOB TO SERVE EVERY STUDENT WITHOUT EXCEPTION.

ONE OF THOSE BOARD MEMBERS, MR. LOWE HAS ONCE AGAIN EMBARRASSED OUR DISTRICTS IN HIS WORDS AND BEHAVIOR, WHICH HAS BEEN CONFIRMED BY FOUR WITNESSES.

IN SEPTEMBER, I WAS PROUD TO HAVE SUCCESSFULLY ADVOCATED FOR THIS BOARD TO ADOPT A RESOLUTION TO PROVIDE FAMILIES WITH INFORMATION ON SAFELY STORING FIREARMS. MR. LOWE, DURING THAT MEETING, YOU ADVOCATED FOR PARENTS TO LEAVE WEAPONS ACCESSIBLE TO YOUNG CHILDREN.

YOU CAN GO ON ALL THE RADIO SHOWS YOU WANT TO DISPUTE ANTI-TRANS HATE, BUT DON'T YOU DARE COME IN THIS BOARD AND TALK ABOUT CHILDREN'S SAFETY.

AS MS. MILLER WITH STUDENT SERVICES LAID OUT BACK IN SEPTEMBER, OVER 300 BATHROOM INCIDENCE LAST YEAR, ZERO INVOLVE THE TRANS STUDENT.

HIS CHARACTER HAS BEEN ONE OF HONESTY, FAITH, KINDNESS, TRANSPARENCY AND RESPECT FOR THE COMMUNITY AND OTHERS.

THE NEGATIVE NEWS STORIES THAT HAVE BEEN CIRCULATING DO NOT REFLECT THE MAN I HAVE OBSERVED AND HAVE COME TO KNOW AND I'M SURE THAT YOU ALL ARE AWARE OF THAT AS WELL.

ONE OF HIS MOTIVATIONS IS TO SERVE AS A TRUSTEE MEMBER WAS TO PROTECT THE KIDS IN OUR SCHOOLS REGARDLESS OF DIFFERENT OPINIONS, THEREFORE ANY NEGATIVE ACTIONS TAKEN AGAINST HIM BASED SOLELY ON AN ACCUSATION WITHOUT EVIDENCE IS UNNECESSARY AND FISCALLY IRRESPONSIBLE.

MARVIN'S BEHAVIOR WHILE REPRESENTING FISD WAS APPALLING AND UNACCEPTABLE.

HE NEEDS TO RESIGN IMMEDIATELY.

THE SECOND THING I WANT EVERYONE TO KNOW IS THAT WHEN

I THINK BEFORE THE BOARD IS ASKED TO SPEND ANY MORE MONEY, I UNDERSTAND THAT'S BOND MONEY, BUT IT'S STILL TAXPAYER MONEY.

I THINK WE NEED A BUDGET AS WELL AS THE PLAN FOR HOW WE'RE GOING TO ADDRESS ANY SHORTFALL, THAT MAYBE BETWEEN THE 43 MILLION APPROVED BY THE BOND, LET'S SAY IT'S A $60 MILLION PROJECT.

HOW ARE WE GOING TO GET THAT 17 MILLION? AND I THINK BEFORE WE SPEND ANY MORE MONEY ON CONTRACTORS, ARCHITECTS, ETC.

WE NEED TO HAVE THAT INFORMATION [APPLAUSE]

WHAT WILL HAPPEN IS BETWEEN NOW AND PROBABLY NOVEMBER, DECEMBER NEXT YEAR, WE'RE WORKING ON THE PROGRAMMING, WHAT WE CALL THE PROGRAMMING PHASE SO THAT'S WHERE WE NEED SQUARE FOOTAGE, WHAT IT LOOKS LIKE, WHAT NEEDS TO BE IN THE SPACE AND THEN OUR ARCHITECTS AND OUR CONSTRUCTION GROUP WORK TOGETHER AND THEN WE BRING TO YOU A GUARANTEED MAXIMUM PRICE.

AT THAT TIME IS WHEN WE WOULD SAY, THIS IS WHAT WE ESTIMATE THE PROJECT IS GOING TO COST AND THIS IS HOW WE WOULD COVER ANY SHORTFALLS.

THAT'S THE PROCESS THAT WE'RE WORKING THROUGH AND WE'RE IN THE PHASE RIGHT NOW WHERE WE WOULD, ESPECIALLY IN THIS ENVIRONMENT.

YOU CAN'T GET A SPECIFIC ON THE PRICING AS YOU PROBABLY WANT WITHOUT INVOLVING THE CONTRACTOR, WHICH IS WHAT WE'RE TALKING ABOUT DOING TONIGHT.

WHAT THE PROJECT MANAGER WILL DO, THEY'LL GO OUT AND START LOOKING AT SUBCONTRACTORS THAT WILL BE BROUGHT INTO THIS PROJECT SO THAT THEY CAN REALLY GET SPECIFIC ON THE PRICING THAT HAS TO HAPPEN IN ORDER FOR US TO BRING YOU A GUARANTEED MAXIMUM PRICE.

OTHERWISE, WE'RE JUST THROWING OUT A NUMBER THAT'S ARBITRARY AND THEN YOU WOULD BE APPROVING AND ADOPTING A NUMBER THAT COULD BE $10 MILLION OVER WHAT WE ACTUALLY NEED.

THIS PROCESS HELPS US GET TO A FINITE POINT THAT WE CAN SAY THIS PROJECT WILL NOT EXCEED THIS DOLLAR AMOUNT. IF THAT MAKES SENSE.
