I WILL LOOK FOR A MOTION ON GRACE AND HAINEY.
>> I'M GOING TO MAKE THE SAME MOTION ON THIS ONE, UNDERSTANDING THE CONCERNS THAT ARE THERE AND THE ADMINISTRATION IS WELL AWARE OF THEM HERE TOO.
I KNOW THAT THEY'RE GOING TO REACH OUT TO YOU AND WORK WITH YOU ON THIS TO MAKE THIS TRANSITION AS SMOOTH AS POSSIBLE, ASSUMING THE BOARD AGREES WITH MY MOTION, I DON'T KNOW IF THAT THAT'LL BE THE CASE.
BUT I DO HOPE THAT BOTH YOUR KIDS HAVE A GREAT YEAR NEXT YEAR AND UNDERSTAND THE DIFFICULTY IN THESE DECISIONS AND US TRYING TO WEIGH WHAT'S PROPER WITH POLICY
[00:05:01]
VERSUS WHAT RISES TO THE LEVEL OF AN EXTENUATING CIRCUMSTANCE, BUT I DO APPRECIATE YOUR ADVOCACY FOR YOUR KID TODAY.>> I'M GOING TO MOVE TO UPHOLD ADMINISTRATIONS FINDINGS AND DENY THE APPEAL FOR GRACE AND HAINEY.
>> MOTION BY MR. CLAISY, SECOND BY MR. PININGY, ALL IN FAVOR? I'M OPPOSED TO THAT MOTION. THAT MOTION PASSES 5:1.

>> BOARD WE ARE NOW IN CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 6 of 17)]
THANK YOU, BOARD I'M GOING TO MOVE US INTO OPEN SESSION AND I WILL LOOK FOR A MOTION.[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 6 of 17)]
>> I MOVE TO UPHOLD THE ADMINISTRATIONS FINDINGS AND DENY THE APPEAL FOR THE REASONS I EXPRESSED EARLIER.
>> MOTION BY MR. CLAISY, SECOND BY MR. PININGY, ALL IN FAVOR? MOTION PASSES 6:0.
WE APPRECIATE YOU ALL BEING HERE AND YOUR TRANSFER HAS BEEN DENIED BUT WE APPRECIATE YOU BEING HERE TO ADVOCATE FOR YOUR CHILD AND CERTAINLY WISH HER A GREAT SCHOOL YEAR NEXT YEAR. THANK YOU VERY MUCH.
>> CAN WE GET SOMEONE, MAY BE AARON FROM YOUR TEAM TO REACH OUT TO THE FAMILY TO TALK A LITTLE MORE DETAIL ABOUT THE CONCERNS WITH THAT CAMPUS AND SEE IF WE CAN HELP FACILITATE A DISCUSSION. THANK YOU.
>> BOARD WE ARE NOW BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 7 of 17)]
>> BOARD I'M GOING TO MOVE US BACK INTO OPEN SESSION
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 7 of 17)]
AND WE'LL ASK OUR FINAL QUESTIONS AND THEN I'LL LOOK FOR A MOTION.>> MR. AND MRS. WINTERS, IT LOOKS LIKE IF THE DATA I'M LOOKING AT IS CORRECT THAT BOTH KIDS WERE AT NORRIS EXCLUSIVELY THEY'VE ONLY EVER GONE THERE. IS THAT RIGHT?
>> BOTH OF YOUR CHILDREN HAVE BEEN AT NORRIS EXCLUSIVELY?
>> WERE THEY ALWAYS ON APPEAL EACH YEAR? WERE THEY GOING THERE?
>> JUST IN THE LAST TWO YEARS.
>> THIS WILL BE THE THIRD YEAR.
>> WELL, A COUPLE OF THINGS I WANTED YOU TO UNDERSTAND SOME OF WHAT THE BOARD IS LOOKING AT.
FIRST AND FOREMOST, WHEN WE'RE LOOKING AT THIS, WE ARE LOOKING AT POLICY.
OUR POLICY IS WHEN WE HAVE A CAMPUS K-8, THAT IS OVER 90% CAPACITY THAT WE DON'T ALLOW TRANSFERS TO IT UNLESS THERE'S AN EXTENUATING CIRCUMSTANCE.
AS MS. DEI SAID, YOU'VE GOT NORRIS HERE THAT IS OVER 90% CAPACITY AND ACTUALLY IT'S DOWN AT 67% CAPACITY RIGHT NOW SO THAT'S A BIG DISPARITY.
THERE ARE ELEMENT OF FAIRNESS TO IT WITH THE KIDS THAT ARE ORGANICALLY ZONED FOR CAMPUS TO MAKE A HALLWAY MORE CROWDED, A BATHROOM MORE CROWDED, CAFETERIA AND THAT KIND OF THING.
WHEN YOU'VE GOT CAPACITY OF THE NEARBY CAMPUS FOR THEM TO PARTICIPATE IN, IT'S BETTER FOR THEM AND FOR THE KIDS THAT WERE NOT AT A OVERCROWDED CAMPUS, IN MY OPINION.
WE'VE GOT ALSO, SO YOU KNOW, APPEALING TODAY 12TH OTHER FAMILIES WHILE OTHER STUDENTS THAT ARE WANTING TO STAY AT NORRIS THAT HAD DENIALS AND THAT ARE APPEALING THAT SO ALL OF THIS IS GOING ON KNOWING THAT WHEN WE LOOK FOR EXTENUATING CIRCUMSTANCES, WE'VE GOT OTHER FAMILIES THAT ARE IN THE EXACT SAME BOAT ASKING FOR THE EXACT SAME CAMPUS.
THOSE ARE THE ONES THAT ARE JUST APPEALING.
THERE ARE PROBABLY OTHERS THAT WERE DENIED THAT DIDN'T APPEAL.
WHERE WE'RE LOOKING AT HERE INTO MS. LODZ POINT.
TELLING PERSONAL STORIES MY DAUGHTER WAS A STUDENT TEACHER ACTUALLY LAST YEAR [LAUGHTER] AND I KNOW SEVERAL OF THE STAFF MEMBERS THERE, I KNOW IT'S A GREAT CAMPUS THEN ASSUMING THAT THE BOARD GOES ALONG WITH THE MOTION I'M GOING TO MAKE, JUST UNDERSTAND THAT ALL OF THOSE THINGS I JUST EXPRESSED ARE THE REASON WHY I'M GOING TO MOVE TO UPHOLD ADMINISTRATIONS FINDINGS AND DENY THE APPEAL.
>> WITH THE MOTION BY MR. CLAISY, SECOND BY MR. PININGY, ALL IN FAVOR?
>> ANY OPPOSE? MOTION PASSES 7:0.
THANK YOU, MR. AND MRS. WINTERS FOR JOINING US TODAY.
YOUR TRANSFER HAS BEEN DENIED, BUT WE APPRECIATE YOU ALL BEING HERE TO ADVOCATE FOR YOUR KIDS AND WE HOPE THEY HAVE A GREAT SCHOOL YEAR NEXT YEAR.
>> WELL, THANK YOU AND APPRECIATE THE OFFER FOR THE RESOURCES AND FOR THE HAND-OFF, THE WHITE GLOVE TREATMENT.
I KNOW ACTUALLY IS A GREAT SCHOOL AS MANY OF YOU HAVE MENTIONED.
I APPRECIATE THE TIME AND LOOK FORWARD TO ANOTHER REALLY GOOD YEAR IN FRISCO.
>> WE APPRECIATE IT. BOARD WE ARE BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 8 of 17)]
THEN WE WILL MOVE INTO OPEN SESSION AND I WILL LOOK FOR A MOTION.[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 8 of 17)]
>> WANTED YOU TO UNDERSTAND A LITTLE BIT OF WHAT THE BOARD IS CONSIDERING AND YOU'RE PROBABLY WELL AWARE OF THE POLICY WHEN A CAMPUS IS OVER 90 PERCENT CAPACITY, THAT WE DON'T ALLOW TRANSFERS TO IT IN KINDERGARTEN THROUGH EIGHTH GRADE UNLESS WE FIND ANY EXTENUATING CIRCUMSTANCE THAT WOULD PROVIDE AN EXCEPTION.
YOU'VE GOT A PRETTY BIG DISPARITY HERE BETWEEN KRISTY AND SHAWNEE TRAIL AS FAR AS CAPACITY.
KRISTY IS WELL UNDER CAPACITY WHILE SHAWNEE TRAIL IS AT IT.
I HEARD ALL THE THINGS THAT YOU SAID AND I KNOW THAT THOSE ACCOMMODATIONS
[00:10:03]
AND THAT TYPE OF CARE IS AVAILABLE AT KRISTY AND WE PROVIDE IT TO YOU AT KRISTY JUST THE SAME AS AT SHAWNEE TRAIL, EVEN THOUGH SOME OF THE FACES MAYBE DIFFERENT.I DIDN'T HEAR ANY OTHER EXTENUATING CIRCUMSTANCES AND MY PERSONAL OPINION, SO I'M GOING TO UPHOLD OR SUPPORT THE ADMINISTRATION'S FINDINGS AND DENY THE APPEAL.
I'LL SEE IF ANYBODY ELSE HAS SOME OTHER COMMENTS HERE.
I'LL MOVE THAT WE DO THAT UNLESS THERE'S ANYBODY ELSE THAT'S ADDING ANYTHING.
>> CAN I ASK A QUESTION OR NO? WELL, AS FAR AS CAPACITY-WISE AND NUMBER OF STUDENTS, IF JAILIANA IS CURRENTLY ENROLLED IN SHAWNEE TRAIL, WOULDN'T SHE BE IN THAT TOTAL HEADCOUNT OF STUDENTS AT SHAWNEE TRAIL CURRENTLY?
NO, WHAT WE'RE LOOKING AT ARE THE KIDS THAT LIVE ORGANICALLY WITHIN THAT ZONE AND ANY SPECIAL PROGRAMS THAT ARE THERE AS WELL TO DETERMINE WHAT CAPACITY A CAMPUS IS AT AND THEN AFTER THOSE NUMBERS ARE KNOWN EACH YEAR THEN THEY DETERMINE WHETHER A CAMPUS IS OPEN FOR TRANSFERS.
THAT IS A YEAR-BY-YEAR THING AND THERE'S A RISK THAT'S RUN WHEN YOU APPLY FOR A TRANSFER THAT IT MIGHT BE AVAILABLE ONE YEAR AND THEN IN THE NEXT YEAR, IT'S NOT BECAUSE YOUR POPULATION'S CHANGED OR ZONES MIGHT CHANGE AND THAT KIND OF THING.
>> I HAVE A MOTION BY MR. CLAISY TO DENY THE APPEAL AND A SECOND BY MR. PININGI.
ALL IN FAVOR? MOTION PASSES 7:0.
>> WE APPRECIATE YOU BEING HERE AND ADVOCATING FOR YOUR CHILD.
YOUR TRANSFER HAS BEEN DENIED.
LET ME WISH YOUR CHILD THE VERY BEST OF LUCK WITH THE SCHOOL YEAR AT KRISTY NEXT YEAR.
>> MS. JOSHUA, BEFORE YOU LEAVE, HI, OVER HERE. [OVERLAPPING]
>> SORRY, I'M AARON MILLER WITH STUDENT SERVICES AND WE'LL MAKE SURE THAT SOMEONE REACHES OUT TO KRISTY SO THAT THE TRANSITION IS SMOOTH FOR YOUR DAUGHTER.
>> MS. KATRINA, CAN I ALSO MENTION SOMETHING?
>> I'M JUST AS A FRIENDLY THING, WHAT I THINK IS BECAUSE THE TRANSFERS HAVE TO GO YEAR AFTER YEAR, IT'S BETTER SHE TRANSFERRED NOW BECAUSE SHE'S GOT TWO YEARS THERE RATHER THAN JUST HANGING ONE YEAR NEXT YEAR IF THE STUDENT NUMBERS ARE WAITING.
I'M SURE THAT IT WILL BE A SMOOTH TRANSITION.
>> THANK YOU VERY MUCH. BOARD, WE ARE BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 9 of 17)]
>> THANK YOU. BOARD, WE'LL MOVE IN TO OPEN SESSION AND I WILL LOOK FOR A MOTION.
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 9 of 17)]
>> I'LL MOVE TO UPHOLD THE ADMINISTRATION'S FINDINGS AND DENY THE APPEAL.
ALL IN FAVOR? MOTION PASSES 6:0.
MRS. ALISON, THANK YOU FOR BEING HERE TO ADVOCATE FOR YOUR CHILD.
YOUR TRANSFER HAS BEEN DENIED, AND SO WE DO WISH YOUR STUDENT THE VERY BEST NEXT YEAR UPRIGHT.
>> I HAVE LOTS OF QUESTION THAT CAN I TRANSFER TO ANOTHER SCHOOL? MAYBE SMITH SCHOOL, MAYBE ANOTHER SCHOOL ELEMENTARY. CAN I?
>> [OVERLAPPING] WE WILL HAVE ANOTHER TRANSFER WINDOW THAT WILL OPEN UP BEFORE THE SUMMER, WHICH WILL BE FOR NEXT SCHOOL YEAR AS WELL.
WE DO HAVE QUITE A FEW ELEMENTARY CAMPUSES THAT ARE UNDER CAPACITY SO YOU ARE WELCOME TO PUT IN FOR A TRANSFER FOR THOSE BUT JUST KNOW THAT YOU RISK WHAT'S HAPPENING HERE TODAY, THAT THOSE NUMBERS COULD CHANGE AND YOU COULD HAVE A TRANSFER DENIED THE NEXT YEAR.
JUST KNOW THAT IT'S A RISK THAT YOU TAKE WHEN YOU TRANSFER WITHIN A SCHOOL DISTRICT THAT'S AS FAST-GROWING AS FRISCO.
SO YES, YOU ABSOLUTELY MAY DO THAT, BUT JUST AS LONG AS YOU ARE AWARE OF THE RISKS ASSOCIATED.
>> [OVERLAPPING] MAY I SAY SOMETHING REAL QUICK?
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 10 of 17)]
>> WE'LL MOVE INTO OPEN SESSION AND I WILL LOOK FOR A MOTION.
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 10 of 17)]
>> I'LL MOVE TO UPHOLD ADMINISTRATION'S FINDINGS AND DENY THE APPEAL FOR THE REASONS I STATED JUST A MOMENT AGO.
ALL IN FAVOR? ANY OPPOSED? [BACKGROUND] MS. DAVIS? [BACKGROUND] SURE.
MR. AND MRS. DIXON, YOUR TRANSFER HAS BEEN DENIED.
WE APPRECIATE YOU ALL COMING AND ADVOCATING FOR YOUR CHILDREN AND WE DO WISH THEM THE BEST AT BRIGHT NEXT YEAR.
>> MS. ARSON, DO YOU WANT TO SAY A WORD ABOUT HAND-OFF?
>> HI, I'M AARON MILLER IN STUDENT SERVICES.
WE'LL MAKE SURE THAT SOMEONE FROM OUR DEPARTMENT REACHES OUT TO BRIGHT SO THAT THE AP AND THE COUNSELOR AND THE PRINCIPAL ARE AWARE AND THAT THEY MAKE THE TRANSITION AS SMOOTH AS POSSIBLE FOR YOUR KIDDOS.
[00:15:01]
>> BOARD, WE ARE NOW BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 11 of 17)]
THE BOARD WILL MOVE INTO OPEN SESSION AND I'LL LOOK FOR A MOTION.[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 11 of 17)]
>> I'M GOING TO ADD BEFORE I MAKE A MOTION [NOISE].
I KNOW THE NUMBERS ARE CLOSE ON THESE CAMPUSES, BUT I WANT YOU TO UNDERSTAND TODAY ALONE WE'RE HEARING FROM NINE DIFFERENT FAMILIES REPRESENTING NINE DIFFERENT STUDENTS WHO ARE ASKING THIS DAY AT SMITH'S, SPECIFICALLY.
>> IT IS A GREAT SCHOOL, [OVERLAPPING] THEY HAVE GREAT LEADERSHIP.
>> TO MR. LOWE'S POINT, WE ARE LOOKING THEN FOR SOME EXTENUATING CIRCUMSTANCES THAT WOULD ALLOW THE MAJORITY OF THE BOARD TO GO AGAINST THE POLICY THAT WE HAVE IN PLACE.
I DIDN'T HEAR THAT TODAY. I'M GOING TO MOVE THAT WE UPHOLD THE ADMINISTRATION'S FINDINGS AND DENY THE APPEAL.
I HOPE THAT THEY HAVE A GREAT YEAR AT SHAWNEE TRAIL NEXT YEAR.
BUT THERE ARE OTHER CAMPUSES IF YOU DECIDE TO GO SOMEWHERE ELSE THAT ARE NOT CLOSED.
>> I HAVE A MOTION BY MR. CLAISY.
ALL IN FAVOR? MOTION PASSES 7:0.
THANK YOU ALL FOR BEING HERE. [OVERLAPPING]
>> WE APPRECIATE YOU ADVOCATING FOR YOUR CHILD.
>> IF I COULD JUST HAVE ONE MOMENT.
I'M OVER HERE. HI, I'M AARON MILLER IN STUDENT SERVICES.
WE'LL MAKE SURE TO REACH OUT SO THAT YOU HAVE A SMOOTH TRANSITION.
I'M ALSO GOING TO HAVE SOMEONE REACH OUT TO SPEAK TO YOU ABOUT YOUR CONCERNS WITH THE CAMPUS AS WELL.
>> THANK YOU. BOARD, WE ARE IN CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 12 of 17)]
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 12 of 17)]
>> BOARD, I'LL MOVE US INTO OPEN SESSION AND LOOK FOR A MOTION.
>> I UNDERSTAND THAT TODAY WE'RE HEARING FROM NINE FAMILIES REPRESENTING NINE DIFFERENT STUDENTS WHO ARE ASKING TO STAY AT FOWLER THIS YEAR.
TO MY COLLEAGUE'S POINTS AND I AGREE WITH THEM ALL THE POINTS THAT THEY WERE MAKING.
MS. DAVIS AND MR. PININGI, LOOKING FOR EXTENUATING CIRCUMSTANCES. I DON'T SEE THEM HERE.
WE DO HAVE TO BE COGNIZANT OF OUR POLICY AND ALL THOSE OTHER FAMILIES THAT WERE DENIED THE CHANCE TO GO TO FOWLER AS WELL AND LOOK FOR EXTENUATING CIRCUMSTANCES IN ANY OF THOSE CASES IN ORDER TO BE ABLE TO SUPERSEDE POLICY.
I BELIEVE THAT WAS MY ONLY THOUGHT.
I'M GOING TO MOVE TO UPHOLD ADMINISTRATION'S FINDINGS AND DENY THE APPEAL FOR THE REASONS THAT HAVE BEEN EXPRESSED BY ME AND MY COLLEAGUES.
>> I HAVE A MOTION BY MR. CLAISY. SECOND BY MS. CHOLESKY, ALL IN FAVOR.
>> COULD YOU PLEASE JUST ELABORATE WHAT WOULD BE EXTENUATING CIRCUMSTANCES IN THE CONTEXT OF TRISHA'S SITUATION? WHAT WOULD BE DEEMED AS EXTENUATING CIRCUMSTANCES WHEREBY THE REQUEST COULD BE HONORED?
>> WHEN WE WERE REVIEWING STUDENT TRANSFERS.
THEY ARE CASE-BY-CASE AND JUST TO MENTION A FEW EXTENUATING THAT WE'VE HAD, IT'S BEEN NOT GOOD HEALTH, SHALL I SAY, THE STUDENT'S HEALTH IS NOT GOOD MEDICALLY.
THERE ARE ALSO MENTALLY, WE'VE HAD SOME THAT HAVE BEEN IN AND OUT OF TREATMENT CENTERS AND THAT.
THAT'S THE LEVEL OF AN EXTENUATING CIRCUMSTANCE.
>> THEN ONE OTHER QUESTION IS DO YOU ANTICIPATE FOWLER OPENING UP FOR TRANSFERS PROBABLY LATER IN THE SUMMER?
>> I WILL ANSWER THAT FOR YOU. WHEN WE GET INTO PROJECTIONS, WE NEVER REALLY TALK ABOUT ANTICIPATION AND WE NEVER LOOK AT A PARENT AND SAY WE ANTICIPATE A CAMPUS TO BE OPEN OR CLOSED ONLY BECAUSE YOU WON'T WANT TO HOLD ME TO THAT.
THE REALITY IS THERE'S SUCH FLUCTUATION ESPECIALLY SOUTH OF 121 IN THE PLANO ZONE THAT I WOULD NOT SIT HERE AND PROMISE ANY PARENT THAT I CAN TELL YOU THAT IN ANOTHER YEAR IT WOULD BE BACK OPEN.
I WOULDN'T DO THAT. THANK YOU.
>> MR. WHISTLER, HE WAS ASKING SPECIFICALLY ABOUT LATER THIS YEAR AND THE DECISION'S ALREADY BEEN MADE [OVERLAPPING]
>> I'M SO SORRY, I MISINTERPRETED THAT. THANK YOU, MR. CLAISY.
THE PROJECTIONS THAT WE HAVE BASED ON ALL THE STAFFING MODELS AND NUMBERS THAT WE HAVE RUN, WHAT WE SEE NOW WILL BE THE SAME NUMBERS THAT WE USE GOING INTO THE FALL.
>> THANK YOU. I HAVE A MOTION ON THE FLOOR BY MR. CLAISY SECOND BY MR. PININGI.
ALL IN FAVOR? MOTION PASSES 7:0.
MR. JOSHI, THANK YOU FOR BEING HERE TO ADVOCATE FOR YOUR CHILD, YOUR TRANSFER HAS BEEN DENIED BUT WE DO ASSURE THE VERY BEST NEXT YEAR AT THE END OF THE TERM. THANK YOU VERY MUCH.
>> MR. JOSHI, IF I COULD JUST ADD, WE HAVE MS. MILLER DOWN HERE AT THE OTHER END OF [INAUDIBLE]. SHE'S IN CHARGE OF STUDENTS SERVICES HERE FOR FRISCO ISD,
[00:20:02]
AND SHE CAN WORK WITH YOU AND YOUR FAMILY AND GET YOU CONNECTED WITH THE CAMPUS AND HOPEFULLY HELP WORK THROUGH SOME OF THE CONCERNS BEFORE SHE GETS THERE.THAT WAY, HOPEFULLY, SHE'LL HAVE THE BEST SCHOOL YEAR POSSIBLE.
THE OTHER THING THAT I'LL ADD JUST BECAUSE I'M A MOM OF TWO DAUGHTERS MYSELF AND THERE WERE SOME YEARS WHERE I WAS LIKE, COULD THIS JUST END ALREADY BECAUSE IT WAS TOUGH.
MY GIRLS HAVE HAD GREAT YEARS AND THEY'VE HAD TOUGH YEARS FOR LOTS OF DIFFERENT REASONS.
A LOT OF TIMES THE YEARS THAT I THOUGHT WERE GOING TO BE THE TOUGH ONES ENDED UP BEING JUST FINE.
THE ONES THAT I THOUGHT WERE GOING TO BE GREAT, WERE THE ONES THAT WERE CHALLENGES AND I SAY THAT BECAUSE EVERY YEAR IS A NEW OPPORTUNITY FOR OUR STUDENTS TO GO THROUGH THEIR ACADEMIC YEAR WITH DIFFERENT FRIENDS, DIFFERENT TEACHERS, DIFFERENT THINGS.
WANTED TO SHARE THAT WITH YOU, MAKE SURE YOU GOT CONNECTED WITH MS. MILLER, AND WISH TRISHA ALL THE BEST IN THIS UPCOMING SCHOOL YEAR.
>> I WOULD LIKE TO ADD ONE MORE THING.
I UNDERSTAND ABOUT TRISHA'S EXPERIENCE AT [INAUDIBLE] AND THEN SOME OF THE FRIENDS AND ALL.
MY YOUNGER ONE WHO GOES TO HERITAGE.
SHE ALSO HAD CERTAIN SITUATIONS WHERE SHE HAD SOME FRIENDS JUST BECAUSE OF THE WAY SHE TEXTED.
THEY STOPPED TALKING TO HER FOR ABOUT SIX MONTHS AND THEN THEY ALL MET A BIRTHDAY PARTY, AND THEN THEY'RE ALL DANCING TOGETHER NOW.
KIDS ARE AWESOME, THEY'RE WONDERFUL.
THEY'LL GET THROUGH THESE SITUATIONS BUT FROM THE SCHOOL STANDPOINT, OUR SCHOOL DISTRICT ENSURES THAT WE TAKE CARE OF EACH AND EVERY STUDENT AND THEN ENSURE THEIR PROGRESS. THAT'S OUR GOAL.
>> THANK YOU VERY MUCH. [LAUGHTER]
>> BOARD WE ARE BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 13 of 17)]
BOARD WILL NOW GO INTO OPEN SESSION.[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 13 of 17)]
I HAVE A MOTION BY MS. DAVIS SECOND BY MR. PININGI.ALL IN FAVOR? MOTION PASSES 7:0.
MRS. MAC, THANK YOU FOR BEING HERE TO ADVOCATE FOR YOUR CHILD.
BOARD, WE ARE NOW INTO CLOSED SESSION.
BOARD WILL MOVE BACK INTO OPEN SESSION IF THERE ARE NO MORE QUESTIONS FROM THE BOARD AND I WILL LOOK FOR A MOTION.
>> FOR THE REASONS STATED BY MY COLLEAGUE.
I'LL MOVE TO UPHOLD THE ADMINISTRATION'S FINDINGS AND DENY THE APPEAL.
IN THE ABSENCE OF EXTENUATING CIRCUMSTANCES ON CAPACITY POLICY.
>> MOTION BY MR. CLAISY, SECOND MY MS. CHOLESKY.
ALL IN FAVOR? MOTION PASSES 6:0.
THANK YOU ALL FOR BEING HERE TODAY.
YOUR TRANSFER HAS BEEN DENIED.
WE DO WISH YOUR DAUGHTER THE VERY BEST NEXT YEAR AT CLARK AND YOU'LL HEAR FROM STUDENTS SERVICES AS WELL JUST TO MAKE SURE THAT THE TRANSITION GOES SMOOTHLY. [NOISE]
I'M ON YOUR RIGHT IN STUDENT SERVICES. WE'LL HAVE SOMEBODY REACH OUT TO Y'ALL JUST TO SEE IF THERE ARE ANY SPECIFIC NEEDS THAT WE CAN HELP WITH WITH THE TRANSITION GROUP.
>> WOULD THAT STILL HOLD TRUE?
>> YES, SO THAT TRANSFER IS ACTIVE FOR NEXT YEAR [INAUDIBLE]
>> BOARD WE'RE NOW BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 14 of 17)]
BOARD LET'S MOVE INTO OPEN SESSION AND[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 14 of 17)]
THEN WE WILL FINISH UP OUR QUESTIONS AND THEN I WILL LOOK FOR A MOTION.>> I DO HAVE A QUESTION ABOUT WHAT SHE SHARED WITH THE CLASS FOR NEXT YEAR.
THERE ISN'T AN OPTION AT THE SCHOOL THAT SHE'S ZONE TO.
>> SORRY, I'LL GO. WHAT WE'LL DO IN THOSE CIRCUMSTANCES IS TEACHING AND LEARNING WE'LL FIND A WAY FOR HER TO TAKE THE COURSE AND WHAT WE'VE DONE IN THE PAST IS WE'VE OFFERED A RAIL COURSE.
THAT'S WHERE ONE OF THE TEACHERS HAS BEEN ABLE TO USE AN ONLINE OPTION FOR THE CLASS.
>> FOR THE REASONS. MY COLLEAGUE, MR. CARNEGIE, I WILL MOVE TO UPHOLD ADMINISTRATION'S DECISION AND DENY THE APPEAL.
ALL IN FAVOR. MOTION PASSES 6:0.
THANK YOU SO MUCH, MR. AVEC KUMAR FOR BEING HERE, JOINING US TODAY AND ADVOCATING FOR YOUR CHILD.
YOUR TRANSFER HAS BEEN DENIED BUT WE DO APPRECIATE YOU BEING HERE AND WE WISH HER THE VERY BEST NEXT YEAR AT STALEY.
[00:25:01]
>> BOARD, WE ARE BACK IN CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 15 of 17)]
>> BOARD, WE ACTUALLY ARE GOING TO VOTE ON YOUR TRANSFER.
SO WE NEED TO GO BACK INTO OPEN SESSION AND THEN I WILL LOOK FOR A MOTION.
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 15 of 17)]
>> FOR THE REASONS EXPRESSED BY MS. DY AND MR. LOWE, I WILL MOVE TO UPHOLD THE ADMINISTRATIVE FINDINGS AND DENY THE APPEAL.
ALL IN FAVOR? MOTION PASSES 6:0. THANK YOU.
WE APPRECIATE YOU BEING HERE AND WE WISH YOUR DAUGHTER THE VERY BEST AT FRISCO NEXT YEAR.
BOARD, WE ARE NOW BACK INTO CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 16 of 17)]
IF NOTHING, THEN WE'LL MOVE INTO OPEN SESSION AND I WILL LOOK FOR A MOTION.[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 16 of 17)]
>> MR. DANIEL'S HIGH SCHOOL TRANSFERS, IF THEY'RE GRANTED OR PERMANENT, YOU CAN'T UNDO IT AND GO BACK TO YOUR HOME CAMPUS.
>> WHEN A HIGH SCHOOL TRANSFER IS GRANTED, IT'S GOOD UNTIL THEY GRADUATE, THE PARENT DOES HAVE THE ABILITY TO REVOKE THEIR TRANSFER AS WELL AS A PRINCIPLE.
>> ALL RIGHT THEN I DON'T NEED TO MAKE ANOTHER STATEMENT.
I'M SYMPATHETIC TO WHAT YOU'VE LAID OUT HERE TODAY, PARTICULARLY THE MOVE HERE DURING COVID AND THE FACT THAT TRENT HAS BEEN A CLOSE CAMPUS FOR A PERIOD OF TIME.
I'M GOING TO MOVE THAT WE GRANT THE TRANSFER.
>> SECOND MOTION BY MR. CLAISY, SECOND BY [INAUDIBLE] .
ALL IN FAVOR? MOTION PASSES 6:0.
MR. DANIELS, YOUR TRANSFER HAS BEEN APPROVED.
YOUR SON WILL ATTEND AT LAKELAND NEXT YEAR AND BE A MIGHTY WOLVERINE WITH MY CHILD WHO'S ALSO GOING TO BE A SENIOR AT LAKELAND NEXT YEAR?
>> LIKE I SAID, I TRULY DON'T KNOW.
IT HONESTLY DOESN'T HAVE ANYTHING TO DO WITH ANYTHING OTHER THAN THE FACT THAT THERE ARE FACES AT THAT SCHOOL THAT HE'LL GO IN AND NINTH GRADE AND BE COMFORTABLE THAT TIME.
>> YOUR CIRCUMSTANCES ONE OF THE MOST EXTENUATING THAT I'VE HEARD BEING WITH A CLOSED CAMPUS AND THEN DURING COVID, HE WAS MET WITH A LOT OF ADVERSITY AND SO I THINK THAT WAS THE RIGHT DECISION BY THIS BOARD.
>> I BELIEVE YOU WHEN YOU SAY YOU DON'T KNOW THEM BECAUSE IT'S SPELLED LAKELAND IN THE DOCUMENTATION THAT WE'RE READING.
>> IT'S JUST A SCHOOL, THEY'RE ALL GOOD. THAT'S THE THING, IT'S NOT LIKE WELL, THAT ONE IS NOT THAT.
>> WELL, WE APPRECIATE YOU BEING HERE AND ADVOCATING FOR YOUR SON AND WE HOPE HE HAS A GREAT FRESHMAN YEAR.
>> NOT SURE. THANK YOU FOR YOUR TIME.
WE HAVE A HYBRID ONLINE PROGRAM THAT WE HAVE ANOTHER SET OF ELITE ATHLETES THAT ARE IN THE FC DALLAS SOCCER PROGRAM AND WE WORK WITH THEM THROUGH OUR PROGRAM.
TIFFANY CARRIES THE PERSON THAT OVERSEES THAT.
I'M GOING TO HAVE HER REACH OUT TO YOU IF THAT'S OKAY.
THERE MAY BE SOME OPTIONS FOR YOU AND YOUR SON FOR WHEN HE'S GONE ON THESE EXTENDED PERIODS OF TIME THAT THAT HE MAY BE ABLE TO CONTINUE HIS SCHOOLING OR WE MAY BE ABLE TO PUT HIM IN SOME HYBRID COURSES OR SOME ONLINE COURSES THAT WOULD FACILITATE AND MAKE IT A LITTLE EASIER FOR YOU ALL.
>> NO, ANYTHING THAT WOULD BE OUTSTANDING THAT THESE ARE OUR ONLY OTHER CHOICE.
IF HIS MIDDLE-SCHOOL HAD SAID NO, WE JUST CAN'T DEAL WITH THIS, WOULD HAVE BEEN TO PAY 11 GRAND FOR NOT EVEN IT'S A PRIVATE SCHOOL, BUT IT'S A SCHOOL THAT SPECIFICALLY SET UP FOR OLYMPIANS AND THESE THINGS.
>> WE MAY BE ABLE TO HELP YOU WITH SOME OF THIS AS WELL.
>> NO, THAT WOULD BE OUTSTANDING.
THANK YOU SO MUCH. THEY WILL REACH OUT TO ME PERSONALLY?
>> YES, I WILL HAVE HER REACH OUT TO YOU.
>> THANK YOU. I APPRECIATE IT.
BOARD WE ARE BACK IN CLOSED SESSION.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E (Part 17 of 17)]
WE ARE NOT CONSIDERING NUMBER 91 ON OUR LIST.I WILL LOOK FOR A MOTION FOR TRANSFER APPEAL NUMBER 26 THROUGH 90 AND THEN 92 AND 93.
[2.B. Consider and act on 2023-2024 student intradistrict transfer appeals (Part 17 of 17)]
>> MOVED TO A POLE THEY DENIALS AS STATED WITH EXCEPTION OF 91.
>> MOTION BY MR. CLAISY, SECOND BY MR. PININGI. ALL IN FAVOR?
>> MOTION PASSES 60. THANK YOU.
IT IS 4:24 AND I WOULD JUST LIKE TO MENTION BEFORE WE ADJOURN THAT THE US ARE OUR SRO HERE TODAY.
I DON'T KNOW HOW YOU SAT THROUGH THAT.
[BACKGROUND] [LAUGHTER] YOU WERE TOLD IT WAS GOING TO BE A TWO-HOUR MEETING AND IT WAS FOUR-AND-A-HALF HOURS.
WE REALLY APPRECIATE YOU SO MUCH BEING HERE AND SUSAN.
>> WE DO HAVE ALL THE TIME. WE HAVE SOMEBODY [OVERLAPPING]
OKAY. WELL, GUESS WHAT? [BACKGROUND] [LAUGHTER] I'M GOING TO THANK YOU AGAIN IN IT.
WELL, THEN WE WILL MOVE TO THE PUBLIC COMMENT PORTION OF OUR MEETING.
[2.A. Communication to and from the Board including public comment]
I DIDN'T REALIZE THAT WE COULD DO THAT.[BACKGROUND] WE HAVE THREE PUBLIC? THREE MINUTES.
I WAS LIKE WHAT? YES. SORRY. HELLO THERE.
[00:30:02]
HI. THANK YOU FOR JOINING US.>> I DON'T EVEN HAVE THIS BRUSH.
PUBLIC COMMENT. FOR PUBLIC COMMENT TODAY WE HAVE, IT'S A THREE-MINUTE TIME PERIODS, SO YOU'LL SEE THE GREEN-LIGHT START AND THEN YOU ARE WELCOME TO ADDRESS THE BOARD.
>> HELLO, EVERYONE. BOARD OF TRUSTEES, THANK YOU FOR HAVING ME.
I SINCERELY APPRECIATE ALL OF YOU AND YOUR TIME AND DEDICATION TO THE DISTRICT AS SO MUCH HARD WORK AND TIME GOES INTO EVERY STEP TO MAKE IT SUCCESSFUL.
MY NAME IS ISABELLA MISLAK AND I'M HERE TO SPEAK WITH REGARDS TO THE TRANSFER PETITION FOR MY SON.
I'M HOPING THAT YOUR ROLE WILL PROVIDE CHECKS AND BALANCES AS SOME OF THE ACTIONS THAT WILL BE DESCRIBED HERE HAVE NOT BEEN CONSISTENT.
AS YOU RECALL IN MY WRITE-UP, I STRESSED THE FACT THAT THE DEFINITION OF THE NEW STUDENT NOT ELIGIBLE TO JOIN A CLOSE CAMPUS WAS VAGUE AND BY SUCH DEFINITION, MY SON SITUATION DID NOT FALL UNDER THE NEW STUDENT CATEGORY.
MY SON IS NEITHER A NEW STUDENT OR A DISTRICT NOR AND OUTSIDE OF CAMPUS TRANSFER, BUT IN FACT IS A GRADUATE OF AN ELEMENTARY FEEDING TO NELSON MIDDLE SCHOOL.
I ALSO BROUGHT TO YOUR ATTENTION THE FACT THAT MY SON CONTINUED TO BE REFLECTED IN THE SYSTEM AS A CURRENT STUDENT ZONE FOR THIS MIDDLE SCHOOL.
IRONICALLY, THE SITUATION BEGAN TO QUICKLY CHANGE IMMEDIATELY AND PROPOSED MY COMPLETION OF THIS PETITION AND IT FEELS AS IF RETALIATION.
FIRST OF ALL, THE DEFINITION OF NEW STUDENTS WAS UPDATED ON THE FISD WEBSITE AND FEBRUARY 9TH, ONLY THREE DAYS AFTER I FILED THIS PETITION, POINTING OUT THE DEFINITION INCONSISTENCIES.
MORE SO RATHER THAN REFERRING TO A NEW STUDENT, THE WEBSITE SUDDENLY CLEARLY LIST WHO IS AND WHO IS NOT ELIGIBLE TO ATTEND THE SCHOOL.
NOT ONLY THE DEFINITION WAS UPDATED, BUT NELSON MIDDLE-SCHOOL WAS SINGLED OUT ON THE WEBSITE TO ME THIS TYPE OF BEHAVIOR MIMICS THE ADMISSION OF THE VALIDITY OF MY ARGUMENT.
WHY SUDDENLY CHANGE THE NEW STUDENT DEFINITION UNLESS SOMEONE SUDDENLY POINTED OUT TO YOU THAT THE DEFINITION LACKS CLARITY.
SECOND OF ALL, AS I NOTED IN MY INITIAL WRITE-UP, MY SON CONTINUES TO BE PART OF THE FISD, THE SYSTEM SHOWING HIS ANNOUNCEMENT MIDDLE-SCHOOL ZONE STUDENTS.
AGAIN, SUDDENLY HE WAS COMPLETELY REMOVED FROM ALL FISD WEBSITE IS ON FEBRUARY 14TH, JUST YESTERDAY.
IS THIS ALL A COINCIDENCE? I DON'T BELIEVE SO.
IT'S CLEAR THAT THOSE RECENT ACTIONS ARE LAYING THE FOUNDATION NECESSARY TO SUPPORT THE DENIAL OF MY PETITION, EVEN THOUGH THEY ARE BEING IMPLEMENTED POST THE FILING OF MY PETITION.
UNFORTUNATELY, IT IS CLEAR THAT THE RULES ARE BEING CHANGED AS WE GO ALONG. UNDER THE OLD NEW STUDENT DEFINITIONS, MY SON WAS CLEARLY ZONE FOR NELSON MIDDLE-SCHOOL, WHICH WAS ALSO REFLECTED BY THE FISD SYSTEM.
I ASK EACH ONE OF YOU TO BE FAIR AND HONEST TO DO WHAT IS BEST FOR THE STUDENT.
WILL YOU BE THE ONE WHO STANDS UP FOR WHAT IS RIGHT.
IN ANY CASE THAT DURING YOUR DELIBERATIONS YOU HAVE BEEN ADVISED TO REJECT MY PETITION BASED ON THE FACT THAT MY SON IS NOT A CURRENT STUDENT FISD, PLEASE KEEP IN MIND THAT I HAD FILED TRANSFER PAPERWORK BASED ON A DIRECT ADVICE FROM FISD ADMINISTRATION. I WOULD NOT BE HERE TODAY IF I WAS NOT TOLD BY THE FISD THAT THIS WAS THE ROUTE I NEEDED TO TAKE.
I APPLAUD THAT THE DISTRICT HAS RECOGNIZED THE LACK OF CLARITY IN PREVIOUS DEFINITION OF NEW STUDENT AND WHO CAN ATTEND THE CLOSE CAMPUS AND HAS MADE THE SIGNIFICANT CHANGES GOING FORWARD SINCE THE LANGUAGE CHANGES TOOK PLACE AFTER THE FILING OF MY PAPERWORK, I AM HOPEFUL THAT YOU WILL GRANDFATHER IN MY CHILD UNDER THE PREVIOUS WORDING AS EXPLAINED IN MY PETITION.
>> THANK YOU FOR YOUR TIME. WE APPRECIATE IT.
>> REMEMBER THAT TIME I THINK OUR SRO I'M DOING IT AGAIN.
>> I'M DOING IT AGAIN. THANK YOU VERY MUCH FOR BEING HERE AND SUSAN, YOU GUYS ARE AMAZING.
I KNOW THIS IS SO MUCH WORK AND EXHAUSTING, AND WE APPRECIATE ALL THE INFORMATION AND YOUR HARD WORK THROUGH THIS PROCESS.
IT IS 4:29, TWO-AND-A-HALF HOURS, END MEETING TIME AND WE ARE ADJOURNED.
