PROJECT SEARCH IS ONE OF OUR PROGRAMS WITHIN THE ASPIRE PROGRAM AND ASPIRE WORKS TO WITH OUR STUDENTS WHO ARE BETWEEN 18 AND 22 YEARS OLD. AND WE DO SOME LIFE SKILLS TRAINING, SOME PRE VOCATIONAL SKILLS TRAINING. BUT MOST IMPORTANTLY, OR THE BIGGEST FOCUS OF OUR WORK IS JOB SKILLS TRAINING, WHERE WE WORK WITH MANY COMMUNITY PARTNERS AND BUSINESSES THAT PROVIDE INTERNSHIP OPPORTUNITIES FOR OUR STUDENTS TO GAIN SOME REAL LIFE REAL WORK ON THE JOB EXPERIENCE SO THAT WE CAN THEN GO THROUGH SOME JOB DEVELOPMENT WITH THEM AND HELP THEM FIND GAINFUL EMPLOYMENT AT OUR COMMUNITY. AND SO WE WANT TO THANK. I WANT TO THANK DR. WALDRIP AND FRISCO ISD, FIRST OF ALL, FOR JUST PROVIDING OPPORTUNITIES FOR PROGRAMS LIKE ASPIRE AND PROJECT SEARCH THAT GIVE OUR STUDENTS THESE INCREDIBLE OPPORTUNITIES. IT REALLY IS LIFE CHANGING FOR EACH AND EVERY ONE OF OUR EMPLOYEES WHO GO THROUGH OUR PROGRAMS AND BECOME GAINFULLY EMPLOYED AND CONTRIBUTING MEMBERS OF OUR COMMUNITY. AND IT ALSO IMPROVES OUR COMMUNITY THROUGH DIFFERENT OUTREACH PROGRAMS AND JUST PROVIDING OPPORTUNITIES FOR PEOPLE WHO REALLY DESERVE THEM AND OTHERWISE MAY NOT KNOW NECESSARILY WHERE TO GO AND WHAT THEY'RE GOING TO DO. SO PROGRAMS LIKE THIS REALLY HELP US TO GIVE OUR STUDENTS A BETTER QUALITY OF LIFE AND MAKE OUR COMMUNITY OF FRISCO A BETTER PLACE TO LIVE AND A BETTER PLACE TO BE. SO THANK YOU. DO YOU WANT TO SAY ANYTHING? THANK YOU ALL VERY MUCH. THANK YOU SO MUCH. THANK YOU ALL VERY MUCH. WE WILL MOVE ON TO ITEM FOR RECOGNITIONS. [4. Recognitions] SCHOOL BOARD RECOGNITION MONTH. DR. WALDRIP. SO FOR THOSE OF YOU THAT AREN'T AWARE, JANUARY IS SCHOOL BOARD RECOGNITION MONTH AND WE HAD A RECEPTION EARLIER TODAY AROUND 4:00 AND A NUMBER OF COMMUNITY MEMBERS, STAFF MEMBERS SHOWED PARDON ME, FORMER BOARD MEMBERS. AND IT'S TO EXPRESS OUR GRATITUDE AND APPRECIATION FOR OUR SCHOOL BOARD. I SAY THAT I OFTEN SAY THAT THESE ARE THE BUSIEST VOLUNTEERS IN THE CITY AND THE AREA. [00:10:05] IT IS A MONUMENTAL TASK TO SERVE ON A SCHOOL BOARD. THE TIME THE COMMITMENT. FORMER BOARD MEMBER CHAD RUDY USED TO SAY HE SPENT MORE TIME BEING A BOARD MEMBER THAN HE DID WORKING AT HIS JOB. AND I THINK HE'S VERY ACCURATE IN THAT ASSESSMENT. AND SO WE'RE JUST HERE TONIGHT TO JUST TAKE ONE MORE MOMENT TO THANK ALL THE BOARDS THAT PRECEDED THIS CURRENT BOARD IN PROVIDING THE SCHOOL DISTRICT THAT WE HAVE FOR OUR STUDENTS. AND I THINK TONIGHT WITH THE RECOGNITION, YOU'LL SEE, I THINK WE'RE RECOGNIZING SOMETHING ABOVE 300 STUDENTS TONIGHT FOR THEIR ACCOMPLISHMENTS IN FRISCO ISD. AND THAT'S NO SMALL PART DUE TO THE FACT THAT WE HAVE HAD BOARDS AND HAVE A BOARD THAT HAS DONE A TREMENDOUS JOB GOVERNING OUR DISTRICT AND WORKING WITH US TO PROVIDE THE BEST EDUCATION AND THE BEST SITUATION WE CAN FOR OUR TEACHERS AND OUR STUDENTS. SO LET'S GIVE OUR BOARD A ROUND OF APPLAUSE. THANK YOU, DR. WALDRIP. WE'LL MOVE ON TO ITEM B, HIGH SCHOOL STATE VOLLEYBALL PLAYERS. MR. MCCLENDON. ALL RIGHT. THANK YOU SO MUCH. AS THESE ROWDY VOLLEYBALL PLAYERS ARE MAKING THEIR WAY DOWN HERE IN THE FRONT. COACH MCDOWELL, OUR ATHLETIC DIRECTOR FOR FRISCO ISD, IS COMING TO THE PODIUM AND WE'RE GOING TO CELEBRATE SOME OUTSTANDING VOLLEYBALL PLAYERS. THANK YOU, MR. MCCLENDON. AND START WITH HAPPY SCHOOL BOARD APPRECIATION MONTH. THAT'S AWESOME. WE APPRECIATE YOU GUYS. PRESIDENT ARCHAMBAULT AND DR. WALDRIP BOARD AND ISD, THANK YOU FOR GIVING US THE OPPORTUNITY TO RECOGNIZE THIS GROUP OF YOUNG WOMEN. THEY ARE THE FIRST TEAM EVER IN FRISCO ISD HISTORY TO ADVANCE TO THE STATE TOURNAMENT IN VOLLEYBALL, SO WE'RE SUPER PROUD OF THEM. AND BEFORE I ASK OUR ASSISTANT ATHLETIC DIRECTOR TO STEP UP AND INTRODUCE THESE YOUNG LADIES AND COACHES, I WOULD LIKE TO JUST BRIEF YOU ON WHAT WE'VE GOT GOING ON IN FRISCO ISD THIS WEEK. COMING UP, WE HAVE OUR DISTRICT SWIM MEETS THIS WEEK, AND FOR THE FIRST TIME EVER WE'LL HAVE THREE DISTRICT MEETS THAT OUR STUDENTS WILL PARTICIPATE AND COMPETE IN. IN THE PAST, IT'S ALWAYS JUST WE'VE ALL BEEN IN ONE DISTRICT, SO THE NUMBER OF OPPORTUNITIES WITH THE ADDITION OF HIGH SCHOOLS, NUMBER 11 AND 12 CERTAINLY HAVE EXPANDED EVEN FURTHER. AND THAT IS, AGAIN, IN TRIBUTE TO OUR LEADERSHIP THAT WE'VE HAD IN THE DISTRICT OVER THE YEARS, AS WELL AS THE BOARD AND ADMINISTRATION THAT WE HAVE CURRENTLY. SO JUST THANK YOU SO MUCH FOR YOUR LEADERSHIP. IT POSITIVELY IMPACTS STUDENT OPPORTUNITIES AND I CAN'T SAY ENOUGH GOOD THINGS ABOUT THAT. SO WITHOUT FURTHER ADO, BECKY CRAIG, OUR ASSISTANT ATHLETIC DIRECTOR OVER VOLLEYBALL. THANK YOU, COACH MCDOWELL. DOCTOR WALDRIP, BOARD, THANK YOU SO MUCH FOR HAVING US HERE TONIGHT. WE ARE SO GRATEFUL TO HAVE THIS OPPORTUNITY TO RECOGNIZE THE VOLLEYBALL PROGRAM FROM REEDY HIGH SCHOOL WITH THEIR AMAZING SEASON AND ACCOMPLISHMENTS. BEFORE WE GET STARTED AND I INTRODUCE COACH RUDD. ALL OF YOU PARENTS THAT ARE SITTING HERE, THANK YOU FOR YOUR ENDLESS SUPPORT, ALL OF YOUR DAYS, EVERYTHING THAT YOU PUT IN, ONE PARENT IN PARTICULAR THAT WE'D LIKE TO POINT OUT, PROBABLY ONE OF OUR TOUGHEST PARENTS TO CONTROL VOLLEYBALL GAMES. JUST KIDDING. BUT DEFINITELY ONE OF THE MOST SUPPORTIVE. DR. TODD [INAUDIBLE]. SO A LITTLE BIT ABOUT COACH KATIE RUN. SHE CAME TO FRISCO AND WAS AT LIBERTY SINCE 2007. SHE OPENED REEDY HIGH SCHOOL IN 2015 AS A HEAD VOLLEYBALL COACH AND ASSISTANT ATHLETIC COORDINATOR. AND SINCE THEN, SHE HAS HAD SIX POSTSEASON APPEARANCES. 17 ATHLETES MOVE ON TO PLAY AT THE COLLEGIATE LEVEL. SHE WAS THE 2022 SUMMER THCA PRESENTATION OF VOLLEYBALL SKILLS. SHE WILL REPRESENT FRISCO ISD AS THE 5A 6A HEAD COACH OF THE [INAUDIBLE] ALL STAR GAME. [00:15:05] SHE WAS A THREE TIME DISTRICT HEAD COACH OF THE YEAR AND SHE EARNED THE TITLE THIS YEAR FOR THE STAR LOCAL MEDIA REGIONAL HEAD COACH OF THE YEAR FOR FRISCO ISD. MUCH LIKE COACH MCDOWELL WAS TALKING ABOUT, A LITTLE BIT ABOUT THE HISTORY OF OUR VOLLEYBALL PROGRAMS. WE HAVE PHENOMENAL VOLLEYBALL IN NORTH TEXAS AND SOMETHING THAT WE'RE VERY PROUD OF WITH 12 HIGH SCHOOLS THIS YEAR, WE SPLIT INTO THREE DIFFERENT DISTRICTS. AND SO NINE OF OUR TEAMS WENT ON TO POSTSEASON APPEARANCES AND WE ENDED UP AT A REGIONAL FINAL REGIONAL CHAMPIONSHIP WITH WAKELAND HIGH SCHOOL AND REEDY HIGH SCHOOL, WHICH WAS THE BEST MATCH MAYBE OF THE SEASON. SO AMAZING ACCOMPLISHMENTS AND VERY PROUD OF OUR STUDENT ATHLETES AND OUR COACHES, BUT MORE SO OF COACH RUDD AND HER TEAM. SO IF YOU'LL PLEASE COME THIS WAY. I'M GOING TO HAND IT OVER TO YOU. I DON'T NEED IT. THAT'S OKAY. OKAY. GO FOR IT. ALL RIGHT. OKAY. I WOULD LIKE TO INTRODUCE OUR TEAM. AND WE'LL START WITH SOPHOMORE KATIE WILLIAMS, MANAGER FOR OUR VARSITY [INAUDIBLE], MIC]. TCA ACADEMIC ALL-STATE TEAM, TCA ALL-STATE TEAM AND FIVE AA ALL STATE TOURNAMENT TEAM. [APPLAUSE]. [00:20:02] TWO OF OUR THREE COACHES, BAILEY WALDEN AND [INAUDIBLE] MILLER . [APPLAUSE]. CONGRATULATIONS AGAIN, LADIES. THANK YOU SO MUCH FOR BEING HERE. THANKS. SHALL WE GIVE ANOTHER ROUND OF APPLAUSE FOR OUR AWESOME VOLLEYBALL PLAYERS? WHAT WE LOVE ABOUT OUR ATHLETIC PROGRAM, LED BY THE INCOMPARABLE GRACE MCDOWELL, IS THE FACT THAT ATHLETIC ATHLETICS AND ACADEMICS BOTH TAKE CENTER STAGE FOR THESE FOR THESE LADIES AND GENTLEMEN THAT ARE OUR ATHLETES IN OUR DISTRICT. SO THEY ARE STUDENT ATHLETES. AND AS YOU HEARD, ACADEMICS HAS MENTIONED EVERY SINGLE STEP OF THAT WAY. AND SO WE ARE PROUD OF THEIR ACCOMPLISHMENTS, BOTH ON THE COURT AND IN THE CLASSROOM. SO CONGRATULATIONS AGAIN. WE NOW MOVE ON TO RECOGNITION ITEM C COLLEGE BOARD NATIONAL RECOGNITION PROGRAM. DR. CUNNINGHAM SPEAKING OF ACADEMICS, WE ARE EXCITED TO HONOR 363 STUDENTS THIS EVENING WHO RECEIVED A COLLEGE BOARD NATIONAL RECOGNITION PROGRAM HONORS. AND I BELIEVE THIS IS ABOUT THE HIGHEST WE'VE EVER RECEIVED IN FRISCO ISD AND JUST TWO SHORT HOURS WE'LL BE FINISHED WITH THIS. I'M KIDDING. WE'VE GOT ASK DR. CHRIS CLARK TO THE PODIUM TO HONOR OUR STUDENTS. HE'S OUR MANAGING DIRECTOR OF ACADEMIC PROGRAMS. DR. CLARK, CAN YOU MENTION THAT TOTAL NUMBER AGAIN FOR EVERYONE THAT DIDN'T HEAR YOU? 363. THAT'S INCREDIBLE. AND ALMOST EVERY YEAR WE DO THIS IN ABOUT A MONTH LATER, WE GET SOME ADDITIONAL STUDENTS. SO I DON'T THINK WE'RE DONE JUST QUITE YET. RIGHT. THAT'S AWESOME. AND THAT IS OUR LARGEST GROUP. SO GOOD EVENING. I'M SORRY, I DIDN'T MEAN TO. GOOD EVENING. BOARD MEMBERS AND DR. WALDRIP AND ISD. IT'S MY PLEASURE TO RECOGNIZE OVER 300 FRISCO ISD STUDENTS WHO HAVE BEEN IDENTIFIED TO PARTICIPATE IN ONE OF THE COLLEGE BOARD NATIONAL RECOGNITION PROGRAMS, WHICH INCLUDE THE NATIONAL AFRICAN AMERICAN RECOGNITION AWARD, THE NATIONAL HISPANIC RECOGNITION AWARD. BELIEVE IT OR NOT, THE NATIONAL RURAL SMALL TOWN RECOGNITION AWARD. WHOEVER DESIGNATES THAT DOESN'T DEAL WITH OUR TRAFFIC IN FRISCO RIGHT NOW, AS WELL AS THE NATIONAL INDIGENOUS RECOGNITION AWARD. SO EACH HIGH SCHOOL HAS STUDENTS FROM SOME GROUPS OR A COMBINATION OF THREE OR FOUR DIFFERENT GROUPS. AND WE'RE GOING TO POINT THOSE OUT HERE IN JUST A MINUTE. THE COLLEGE BOARD NATIONAL RECOGNITION PROGRAM HELPS CREATE PATHWAYS TO COLLEGE FOR STUDENTS BY AWARDING THEM ACADEMIC HONORS AND CONNECTING THEM WITH UNIVERSITIES ACROSS THE COUNTRY. THE RECOGNITION AND SCHOLARSHIP OPPORTUNITIES PROVIDE THESE PROGRAMS PROVIDED BY THESE PROGRAMS CAN BE A VALUABLE ASSET FOR STUDENTS AS THEY APPLY TO COLLEGES AND UNIVERSITIES. COLLEGE BOARD INVITES STUDENTS TO COMPLETE AN APPLICATION IF THEY MEET THE FOLLOWING CRITERIA, SO THEY HAVE TO BE IDENTIFIED AS AFRICAN AMERICAN OR BLACK, HISPANIC OR LATIN X INDIGENOUS, OR ATTEND HIGH SCHOOL AND OR ATTEND HIGH SCHOOL IN A RURAL AREA OR SMALL TOWN. THEY ALSO HAVE TO HAVE A GPA OF A 3.5 OR ABOVE. AND THEN THE MOST DIFFICULT PART OF THIS IS SCORING IN THE TOP 10% OF TEST TAKERS ON PSAT OR EARN 2AP SCORES OF A THREE OR ABOVE BY THEIR SOPHOMORE YEAR. AND JUST TO GIVE YOU A LITTLE CONTEXT, LAST YEAR, WE GAVE APPROXIMATELY 22,000 AP TESTS IN FRISCO ISD TO AROUND 4000 ISH STUDENTS. AND THEN WE TEST ALL SOPHOMORES AND JUNIORS ON PSAT. SO THAT 365 THAT IS A LARGE NUMBER, BUT THIS IS AN ELITE GROUP OF STUDENTS AND WE HAVE QUITE A FEW OF THEM IN FRISCO. WE'RE LUCKY. SO AFTER THEY IDENTIFY. IDENTIFICATION PROCESS IS COMPLETE, THE COLLEGE BOARD THEN COMMUNICATES WITH US AND THE SCHOOL'S STUDENT NAMES SO WE CAN RECOGNIZE THEM. AS DR. CUNNINGHAM ALLUDED, WE GET SOME NAMES AFTER A LITTLE BIT LATER AS PART OF THAT PROCESS AND WE'LL RECOGNIZE THEM IN A SUBSEQUENT MEETING. SO AT THIS TIME, WE'RE GOING TO START RECOGNIZING THESE STUDENTS. WE'RE GOING TO CALL THEM UP BY A HIGH SCHOOL. WE DO HAVE TWO OR THREE OF THE SCHOOLS THAT HAVE A PRETTY LARGE GROUP, SO WE MAY SPLIT THEM UP. [00:25:03] SO OUR FIRST GROUP IS CENTENNIAL. IF YOU GUYS WILL MAKE YOUR WAY TO THE STAGE. THEY HAVE STUDENTS WHO MET THE RECOGNITION CRITERIA FOR NATIONAL AFRICAN AMERICAN RECOGNITION AWARD AND NATIONAL HISPANIC RECOGNITION AWARD. LET'S GIVE OUR CENTENNIAL STUDENTS A ROUND OF APPLAUSE. WE'LL HAVE THE FIRST GROUP COME UP. WE HAVE NATIONAL FROM INDEPENDENCE. WE HAVE NATIONAL AFRICAN AMERICAN AND NATIONAL HISPANIC RECOGNITION AWARDS. THEY ALSO HAVE QUITE A FEW NATIONAL, RURAL SMALL TOWN RECOGNITION AWARD RECIPIENTS AS WELL FROM INDEPENDENTS. SO OUR FIRST GROUP FROM INDEPENDENCE, LET'S GIVE THEM A ROUND OF APPLAUSE. THANK YOU. CAN WE HAVE OUR NEXT GROUP FROM INDEPENDENCE? COME ON UP. ALL RIGHT. I NEED TO CHANGE. SORRY. HERE ARE ALL OF THE RECIPIENTS. AND LET'S GIVE OUR SECOND GROUP A ROUND OF APPLAUSE. THE OPPORTUNITY TO CALL FRISCO ISD HOME ALLOW US THE OPPORTUNITY TO INSTILL THE LOVE OF KNOWLEDGE, EXPLORATION AND INNOVATION INTO THE HEARTS AND MINDS OF OUR STUDENTS AND STAFF. ALLOW US TO BE OPEN TO THE OPINIONS OF OTHERS AND HELP US TO REMEMBER THAT WE ARE A COMMUNITY OF NEIGHBORS, FAMILY AND FRIENDS. WE PRAY THE FEELINGS OF LOVE AND KINDNESS WILL ALWAYS BE REFLECTED IN OUR ACTIONS AS WE LEAD OUR COMMUNITY FORWARD. AND IT'S IN YOUR NAME. WE PRAY. AMEN. THANK YOU. ITEM SIX BOARD REPORT. [6. Board Report] BOARD. ANYTHING TO REPORT OUT. SURE. AND FIRST, I WANT TO SAY THAT WE HOSTED A DAY THAT WE CALLED LEGISLATIVE INSIGHT DAY. AND THANK YOU, MEGAN AND DANNY, WHO ARE NOT HERE BECAUSE THEY ARE ON THEIR WAY TO AUSTIN, ACTUALLY, AS WE SPEAK. AND WE HAD SEVERAL LEGISLATORS IN THEIR STAFF MEMBERS VISIT US. BUT I WANT TO THANK YOU TO MINETTE AND PANTHER CREEK, ESPECIALLY BECAUSE WE HAD SOME FABULOUS STUDENT TOUR GUIDES AND THEN WE HAD STUDENT PERFORMANCES AT ALL CAMPUSES AND THEN A GREAT STUDENT PANEL. AND IF YOU EVER GET A CHANCE TO ACTUALLY TALK TO KIDS AND LISTEN TO THEM IN A PANEL SETTING LIKE THAT AND GET TO ANSWER OR ASK QUESTIONS, THEY ARE BRUTALLY HONEST AND WE'LL TELL YOU ANYTHING AND EVERYTHING. AND IT'S ACTUALLY VERY REFRESHING. SO WE ENJOYED THAT AND WANTED TO GIVE A SHOUT OUT TO EVERYONE WHO HAS GIVEN US LITTLE TOKENS OF APPRECIATION. TODAY, AND ESPECIALLY TODAY, WE GOT A VIDEO THAT'S ABOUT 38 MINUTES LONG, AND IT WAS FROM CAMPUSES THAT SENT SOME THINGS IN TO US FOR APPRECIATION. AND IT WAS VERY SWEET AND KIND AND IT WAS VERY FUN TO WATCH. AND THEN THE LAST THING I WANT TO SAY IS EARLIER IN OUR RECEPTION, WE HAD A GREAT PERFORMANCE FROM SHREK THE MUSICAL THAT WAS AT WAKELAND THIS PAST WEEKEND. WE HAD ONE OF OUR OWN. ZOE ARCHAMBAULT IS ONE OF THE THE ACTORS IN THE PLAY, AND SHE DID FABULOUS. BUT ALSO THERE'S A LOT MORE GOING ON. THERE ARE FIVE HIGH SCHOOLS THIS WEEKEND THAT HAVE PRODUCTIONS GOING ON, SO MAKE SURE YOU LOOK AT THE FRISCO FINE ARTS PAGE AND IT WILL GIVE YOU ALL OF THE INFORMATION. AND THEN EVEN THE FOLLOWING WEEKEND, I BELIEVE THERE'S TWO MORE. SO KEEP UP TO DATE ON ALL THAT STUFF THROUGH OUR WEBSITE. I'D ALSO LIKE TO MENTION THAT MANY OF US TOOK PART IN A FEW REALLY EXCITING ANNOUNCEMENTS FOR FOR OUR CITY AND SCHOOL DISTRICT. UNIVERSAL STUDIOS ANNOUNCED THAT THEY ARE GOING TO BE BUILDING A SMALL, IMMERSIVE EXPERIENCE KIND OF NEW THEME PARK FOR KIDS BETWEEN THE AGES OF PRE-K TO 11 OR 12. WE WERE LUCKY ENOUGH TO MEET WITH SOME OF THEIR EXECUTIVES AND ARE REALLY EXCITED ABOUT THE ACADEMIC OPPORTUNITIES THAT PARK WILL BRING TO OUR OWN BACKYARD. SO THAT WAS REALLY EXCITING. AND THEN A HUGE CONGRATULATIONS TO THE OPENING OF THE CAMPUS OF UNT FRISCO. THEY WELCOMED 2000 STUDENTS THIS WEEK, MANY OF WHOM ARE FRISCO ISD STUDENTS ENROLLED IN DUAL CREDIT. AND SO WE ARE INCREDIBLY EXCITED ABOUT OUR CONTINUED PARTNERSHIP WITH U.A.. FRISCO SO A BIG CONGRATULATIONS TO THEM AND TO THE CITY OF FRISCO FOR A REALLY UNIQUE OPPORTUNITY FOR ALL OF OUR RESIDENTS. ANYTHING. OKAY, WE WILL MOVE ON TO ITEM SEVEN COMMUNICATION TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS. [7. THANK YOU. OUR FIRST SPEAKER IS STEPHEN BRUNSON, FOLLOWED BY JOSEPH CRUZ AND THEN SUSAN KERSHAW. THANK YOU, MADAM PRESIDENT. THESE COMMENTS FALL UNDER THE CATEGORY OF BROAD RECOGNITION, PARTICULARLY TWO RANKING MEMBERS OF THE BOARD. LADIES AND GENTLEMEN, IN THE BOOK OF JOHN, CHAPTER EIGHT, VERSE 32, OUR CREATOR STATES, YOU SHALL KNOW THE TRUTH AND THE TRUTH SHALL SET YOU FREE. HERE'S SOME TRUTH FOR YOU FOLKS. THERE IS NO SUCH THING AS TRANSGENDERISM. IT DOES NOT EXIST. IT IS A LIE. IT IS A MACHINATION. IT'S AN INVENTION OF THE POLITICAL LEFT AND THEIR UNENDING DRIVE TO CONTROL THE LIVES OF OTHERS. AND THE MONEY GRUBBING PSEUDO CAPITALISTS WHO WILL WILLINGLY DESTROY A PERFECTLY HEALTHY HUMAN BODY IN ORDER TO MAKE MONEY FOR THEMSELVES. A PERSON'S GENDER IS INDELIBLY IMPRINTED IN EVERY SINGLE CELL OF THEIR BODY, COMPLIMENTS OF THEIR INDIVIDUAL DNA AS PRESCRIBED BY GOD. HOW DO I KNOW THIS TO BE TRUE? GOD'S WORD. THE BOOK OF GENESIS CHAPTER ONE, VERSE 27. AND GOD CREATED MAN IN HIS OWN IMAGE. IN THE IMAGE OF GOD, HE CREATED HIM MALE AND FEMALE. HE CREATED THEM MALE AND FEMALE. HE CREATED THEM. AND YET, IN OUR VERY OWN SCHOOL SYSTEM, WE SEE CONSISTENT EVIDENCE OF THE PROMULGATION AND ACCOMMODATION OF AN ABERRANT, NON TRUTH BASED LIFESTYLE. SUSTAINING THIS LIE IS A VERY DEFINITION OF IMMORALITY. EPIC TIMES WRITES IN THEIR PUBLICATION HOW THE SPECTER OF COMMUNISM IS RULING OUR WORLD. QUOTE IN ORDER TO PROSPER AND ENDURE, HUMAN SOCIETY MUST FOLLOW THE STANDARDS OF CONDUCT LAID DOWN BY THE CREATOR. AMONG THESE ARE THE NEED TO MAINTAIN HIGH MORAL CHARACTER. ADHERE TO TIME PROVEN, UNIVERSALLY ACCEPTED VALUES. AND THREE, PROTECT THE PEOPLE'S RIGHTS TO WHAT IS THEIRS. THE ECONOMIC DEVELOPMENT OF A NORMAL SOCIETY MUST BE SUPPORTED BY A CORRESPONDING LEVEL OF MORAL CONDUCT. I SUGGEST TO YOU THAT THE ABSOLUTE REVERSE OF HIGH MORAL CONDUCT IS THE ACTIONS BY SOME PEOPLE TO SURGICALLY REMOVE THE BREAST OF A PERFECTLY NORMAL AND HEALTHY FEMALE TORSO. THAT'S AN ABOMINATION. COMMUNISM SEDUCES PEOPLE WITH PROFITS, SPILLED MONEY. IT CONTROLS THEM WITH FORCE AND DECEIVES THEM WITH LIES. WITNESS THE COVID 19 VACCINE MYTH IN OUR OWN COUNTRY. THAT'S A PRECURSOR. A WORD TO THE WISE FOLKS TO SUBMISSION. FOR GOD'S SAKE, STOP MESSING WITH GOD'S CHILDREN. THANK YOU. JOSEPH BRUCE, FOLLOWED BY SUSAN KERSHAW AND KATHY GRIFFIN. GOOD EVENING. BOARD DR. WALDRIP. MY NAME IS JOSEPH CRUZ AND I SERVE AS THE REGIONAL MEMBERSHIP SPECIALIST FOR THE ASSOCIATION OF TEXAS PROFESSIONAL EDUCATORS HERE IN REGION TEN. HP IS THE LARGEST ASSOCIATION FOR TEACHERS IN THE STATE OF TEXAS. FORTUNATELY, IT WAS WHAT I CAME TO SAY WAS NOT AN ACTION ITEM, BUT I JUST WANTED TO RECOGNIZE YOU AS A BOARD, SINCE IT IS A RECOGNITION MONTH ON BEHALF OF HP AND OUR MEMBERS HERE IN FRISCO, I WANT TO EXPRESS MY GRATITUDE FOR YOUR SERVICE ON THE FRISCO ISD BOARD OF TRUSTEES. AS A LOCAL SCHOOL BOARD MEMBER, YOU HAVE BEEN ENTRUSTED TO VOTERS TO WORK WITH PARENTS, EDUCATORS AND OTHER COMMUNITY MEMBERS TO CREATE THE EDUCATIONAL VISION FOR [00:45:01] OUR DISTRICT. THIS IS TREMENDOUS RESPONSIBILITY AND WE WANT TO THANK YOU FOR YOUR DEDICATION TO PROVIDING THE BEST EDUCATION POSSIBLE TO STUDENTS. FRISCO ISD I THINK THAT WAS WE HAD A PERFECT EXAMPLE, SEEING SO MANY STUDENTS. AND AS A FORMER PUBLIC EDUCATOR, I THINK IT'S VERY IMPORTANT THAT WE KIND OF LOOK AT THAT AND KIND OF REFLECT ON THE SERVICE THAT YOUR EDUCATORS ARE DOING FOR THESE STUDENTS AND CONTINUING TO SUPPORT THEM. THAT IS ALL. THANK YOU. SUSAN KERSHAW, FOLLOWED BY KATHY GRIFFIN AND THEN KATIE SIMMS. I'M SORRY [INAUDIBLE] GOOD EVENING. I'M CATHY GRUEN. I'M A LONG TIME RESIDENT OF FRISCO ISD. AND IN LOOKING AT THE AGENDA, I NOTICED THAT THERE WERE A COUPLE OF AGREEMENTS. SO I'M GUESSING THAT'S A CONTRACT WITH A COMPANY [INAUDIBLE] STRUCK MY ATTENTION ONLY BECAUSE OF THE FAKE NARRATIVE OF CLIMATE CHANGE AND EVERYTHING THAT GOES WITH THAT. AND I LOOKED AT THEIR WEBSITE AND THEY PUT TOGETHER ENERGY SYSTEMS FOR BUILDINGS. AND MY FIRST THOUGHT IS THAT FRISCO ISD IS NOT AN OLD SCHOOL SYSTEM. THE BUILDINGS ARE NOT THAT OLD. SO I DIDN'T REALLY SEE THE REASON WHY WE WOULD BE SPENDING MONEY ON ENERGY EFFICIENCY. BUT REALLY I ENDED UP DOWN ANOTHER ROAD RIDDLE ELEMENTARY AND BOALS ELEMENTARY AND CENTENNIAL HIGH SCHOOL WHERE THE SCHOOLS THAT I SAW THAT [INAUDIBLE] WAS GOING TO BE DOING BUSINESS WITH. SO I WENT AND LOOKED ON THE TEXAS TRIBUNE, LOOKED UP THESE THREE SCHOOLS, AND I NOTICED THAT 34% THIS IS WHAT IT SAID ON THE WEBSITE, 34% OF RIDDLE ELEMENTARY AND 27.8% OF BOALS ELEMENTARY STUDENTS ARE AT RISK OF DROPPING OUT OF SCHOOL. IT SAID A STUDENT IS IDENTIFIED AS BEING AT RISK OF DROPPING OUT OF SCHOOL BASED ON STATE DEFINED CRITERIA. I DON'T KNOW. THAT SORT OF STRUCK ME AS STRANGE ELEMENTARY SCHOOL STUDENTS DROPPING OUT OF SCHOOL. I REALIZE THAT FAMILIES MOVE, BUT I KIND OF LIKE TO KNOW WHAT THIS CRITERIA IS THAT'S BEING USED. AND IT WAS IRONIC BECAUSE WHEN I LOOKED AT CENTENNIAL HIGH SCHOOL, IT SAYS 16.5% OF THE STUDENTS WERE CONSIDERED AT RISK FOR DROPPING OUT OF SCHOOL. AND I WOULD EXPECT THE HIGH SCHOOL NUMBERS TO BE LARGER. SO AND IT WENT ON FURTHER TO SAY, IN THE CLASS OF 2020, THE DROPOUT RATE FOR STUDENTS GRADES NINE THROUGH 12 WAS 0.1%. 98.1% OF STUDENTS RECEIVED THEIR HIGH SCHOOL DIPLOMAS ON TIME. SO REALITY DOESN'T SEEM TO BE MATCHING UP WITH THE STATE CRITERIA OR WHAT THEY'RE COMING UP WITH AS THE PERCENTAGE. SO THAT LED ME TO PEYTON NIX AND ASSOCIATES IS THEIR WEBSITE SAYS WE WORK WITH TEACHERS AND ADMINISTRATORS TO CREATE A SOLID GAME PLAN ON HOW TO FIX YOUR TRUANCY ISSUES. AND IT INDICATES THEY PERFORM STUDENT TRIBUNES OR TRIBUNALS. AND THAT SORT THAT INDICATES THAT THE PROBLEM IS WITH THE STUDENT. AND I WOULD THINK THAT THE FOCUS MAY SHOULD BE ON IMPROVING THE SCHOOL SYSTEM. THANK YOU. THAT WAS 3 MINUTES. AND I'LL MENTION REALLY JUST JUST QUICKLY, THERE ARE 19 DIFFERENT CRITERIA THAT ALERT A SCHOOL DISTRICT AS TO WHAT STUDENT IS AT RISK. SO WHEN YOU SEE THAT IT'S AS SOON AS AT RISK OF DROPPING OUT. IT'S NOT THAT IT'S NOT THERE ARE 19 CRITERIA THAT CAN BE CONTRIBUTING FACTORS SO THAT A SINGLE PARENT HOUSEHOLD, SADLY, IF A PARENT DIES WHILE A STUDENT IS WITHIN OUR SCHOOL SYSTEM, LOW SOCIOECONOMIC STATUS. SO THERE ARE THERE ARE A LOT OF DIFFERENT REASONS THAT A STUDENT WOULD FALL WITHIN THAT CATEGORY. AND MOST OF THOSE CRITERIA ARE AT THE FEDERAL AND STATE LEVEL. IT'S NOT SOMETHING THAT FRISCO ISD IS DICTATING. SO JUST TO CLEAR UP ANY CONFUSION ABOUT THAT, WE DON'T HAVE KINDERGARTNERS THAT ARE AT RISK OF FAILING OUT OF KINDERGARTEN. GO AHEAD. HI. THANK YOU. SUSAN KERSHAW. HELLO TO THE BOARD AND SUPERINTENDENT. I WOULD LIKE TO THANK YOU AND THE BOARD FOR THE JOB THAT YOU'RE DOING. AND THE NEWEST MEMBERS, [INAUDIBLE] AND MR. LOWE, FOR YOU SEEM TO BE FULFILLING THE PROMISES THAT YOU'VE MADE TO OUR COMMUNITY, AND WE APPRECIATE YOU. I WOULD LIKE TO SPEAK ABOUT THE PARENT VOLUNTEER COMMITTEE THAT'S BEING VOTED ON REGARDING THE OBSCENE BOOKS IN OUR FRISCO ISD LIBRARIES. THERE IS INDEED AN ARMY OF VOLUNTEERS WAITING TO HELP WITH THIS PROBLEM FOR FREE, AND WE WISH THAT WE'D BEEN CALLED LAST YEAR INSTEAD OF THE DISTRICT SPENDING HUNDREDS OF [00:50:03] THOUSANDS OF DOLLARS OF OUR TAX DOLLARS TO HIRE THE NEW EMPLOYEES TO WEED OUT THESE OBSCENE BOOKS. TO MY KNOWLEDGE, THOSE HIRED INDIVIDUALS HAVE NOT BEEN TRULY SUCCESSFUL IN THEIR JOBS, AS THERE ARE REMAINING OFFENSIVE AND OBSCENE AND INAPPROPRIATE BOOKS REMAINING IN FISD LIBRARIES. I APPRECIATE THE MENTION OF THE OFFENSE AT THE RECENT READING OF ONE OF THOSE OBSCENE BOOKS IN THIS CHAMBER. THAT BOOK WAS OFFENSIVE AND IT'S A SHAME THAT BOOK WAS AVAILABLE TO BE POINTED OUT. I WAS LIKEWISE OFFENDED WHEN MY 12 YEAR OLD CHILD ALERTED ME TO A SIMILAR BOOK IN THE SIXTH GRADE LIBRARY OF THE FRISCO MIDDLE SCHOOL. IT WAS BEING PASSED AROUND BY THE CHILDREN. IT WAS DIRECTLY REPORTED TO ME THAT THOSE CHILDREN IN THE LIBRARY WERE SO OFFENDED AND EMBARRASSED THAT THEY TRIED TO HIDE THAT LIBRARY BOOK FROM OTHER SCHOOL CHILDREN BY STUFFING IT UNDER A BENCH. I COULD NOT BELIEVE IT THAT IT WAS TRUE, THAT IT WAS TRULY THERE EVEN. BUT MY CHILD PROVED IT TO ME BY CHECKING IT OUT AND BRINGING IT HOME TO ME. THAT'S WHAT THE BOOK SOUNDED LIKE WHEN HE PLOPPED IT ON THE TABLE. I COULDN'T BELIEVE IT. IT WASN'T ME LOOKING FOR THE OBSCENE BOOKS. IT WAS MY CHILD SHOWING A HIGH LEVEL OF MORALS, DECENCY, VALUES AND BRAVERY TO BRING IT TO ME AND BRING IT TO MY ATTENTION. THIS IS A LEVEL OF OBSCENITY THAT HE SHOULD NOT HAVE BEEN EXPOSED TO. THAT BOOK IS A TRANSGENDER STRAP ON PENIS DILDO SEX BOOK. IT NOT ONLY EXPOSED MY 12 YEAR OLD CHILD TO THE ROAD TO TRANSGENDERISM, BUT IT NAMED AND ENDORSED ONLINE SITES FOR MORE INFORMATION, INCLUDING THE STRAP ON PENIS LIFESTYLE AND WAYS TO PURCHASE IT AND USE THEM. I READ THE BOOK. I'M PROUD OF MY CHILD THAT HE HAD THE WHEREWITHAL TO PROTECT OTHER CHILDREN BY BRINGING THAT BOOK TO MY ATTENTION. BUT I'M OFFENDED THAT HE HAD TO AND THAT HE WAS IN THAT POSITION. I'M OFFENDED THAT IN ORDER TO HAVE THAT BOOK REMOVED, THAT I HAD TO JUMP THROUGH THE HOOPS. BUT IT WAS REMOVED FROM THE MIDDLE SCHOOLS. IT STILL IS IN THE HIGH SCHOOLS. THIS IS A FACT. IT'S NOT A MYTH. THAT BOOK ALERTED ME AND OFFENDED IT SHOULD OFFEND ALL OF US. AND TO HAVE THIS CALIBER OF BOOK IN OUR BELOVED FRISCO SCHOOLS PURPOSEFULLY IS AN EMBARRASSMENT TO THE CHILDREN, OUR COMMUNITY. AND IT SHOULD BE AN EMBARRASSMENT TO THIS BOARD. AND IT IS MY HOPE THAT THE PARENT VOLUNTEER COMMITTEE TO DETERMINE THE APPROPRIATENESS OF THE REPORTED LIBRARY BOOKS IS IMMENSELY SUCCESSFUL IN OUR FUTURE. THANK YOU. KATIE SIMS, FOLLOWED BY [INAUDIBLE] AND THEN LEE MONTGOMERY. THANK YOU BOARD. BOARD, I SPEAK AT MEETINGS ALL OVER COLLIN COUNTY. DENTON COUNTY. GRAYSON COUNTY. I TALK TO GROUPS ALL OVER THIS STATE. FOR THE LIFE OF ME. I DO NOT UNDERSTAND WHY WE'RE SPENDING HUNDREDS OF THOUSANDS OF DOLLARS. ALL THE TIME WITH HEARINGS TO GET THIS FILTH OUT OF OUR SCHOOLS. YOU MAY OR MAY NOT KNOW THAT THERE ARE SEVERAL CASES IN COLLIN COUNTY RIGHT NOW WHERE 7 TO 9 YEAR OLD GIRLS ARE BEING SEXUALLY MOLESTED IN THIS COUNTY. THIS IS WHERE IT STARTS WITH THIS FILTH IN OUR SCHOOLS. WE ALL WANT CHILDREN TO HAVE EDUCATION, JUST LIKE THESE 363 STUDENTS YOU RECOGNIZE. I BET THEY'RE NOT HAVING TO WORRY ABOUT THESE BOOKS BECAUSE THEY'RE SMART ENOUGH TO KNOW WHAT'S BETWEEN RIGHT AND WRONG. BUT SOME CHILDREN DON'T. AND WE'RE PUTTING A TREMENDOUS BURDEN ON THESE LITTLE CHILDREN WITH THIS FILTH IN FRONT OF THEM. WHEN YOU HAVE A RESPONSIBILITY AS A PARENT, A BOARD MEMBER AND A SUPERINTENDENT TO GET THIS STUFF OUT OF THEIR. THERE IS NO REASON FOR THIS STUFF TO BE IN OUR SCHOOLS. I'VE SAID IT BEFORE. GET BACK TO THE BASICS. IF WE TEACH OUR CHILDREN BASICS, THEY WILL SUCCEED IN LIFE. BUT I CAN TELL YOU THAT BOARD MEETINGS THAT I SPEAK AT ARE ACTUALLY THIS. WE'RE FIGHTING SATANIST, DOWNRIGHT SATANIST ALL OVER THIS COUNTY. I GET MY LIFE THREAT BECAUSE OF HIM, BECAUSE I'M BRAVE ENOUGH AND HAVE ENOUGH COURAGE TO STAND UP AND SPEAK AGAINST THIS. THIS PROBLEM IS ONLY GOING TO GET WORSE. THE INDOCTRINATION AND THE DOWNRIGHT BRAINWASHING THAT WE'RE DOING TO THESE CHILDREN BECAUSE WE DON'T HAVE ENOUGH RESPONSIBILITY OR COURAGE TO TELL SOMEBODY NO IS JUST APPALLING TO ME. MARVIN, STEPHANIE, I WANT TO TELL Y'ALL THANK YOU FOR BRINGING THIS TO EVERYBODY'S ATTENTION FOR BEING ON THE FOREFRONT. WE NEED MORE BOARD MEMBERS LIKE HIM. AND I WILL DO EVERYTHING IN MY POWER. TO MAKE SURE THAT WE GET BOARD MEMBERS ON THESE BOARDS THAT ARE NOT AFRAID TO STEP UP AND HAVE THE COURAGE TO PROTECT THESE CHILDREN. THANK YOU [INAUDIBLE]. SO I JUST WANT TO REMIND THE BOARD THAT OVER A YEAR AGO, PRECEDING LAST YEAR'S BOARD ELECTIONS, FRISCO ISD STARTED WORKING ON THIS ISSUE. WE HAVE A PROCESS IN PLACE. [00:55:02] IT HAS WORKED VERY WELL AND PART OF THE SELECTION OF THESE COMMITTEES AND THE NEW VOLUNTEERS THAT HAVE VOLUNTEERED TO BE ON THESE COMMITTEES, THAT PROCESS WILL CONTINUE TO WORK. I THINK YOU'RE A LITTLE BIT MISINFORMED, MR. SIMS. ANA MARIA [INAUDIBLE]. IF I COULD BOTTOM LINE, WE'VE HAD THIS CRAP IN OUR SCHOOLS FOR YEARS NOW. THEY STARTED THEY BROUGHT IT TO THE BOARD AND THE DISTRICT'S ATTENTION OVER A YEAR AGO. AND YET WE STILL SEE THEM. THAT'S ALL THE GENTLEMAN IS SAYING. LET'S ACKNOWLEDGE THAT. GO AHEAD. REGARDLESS. I WOULD LIKE TO COMMEND STEPHANIE [INAUDIBLE] AND MARVIN LOWE FOR THEIR EXTRAORDINARY WORK THAT THEY HAD BEEN DOING SINCE THEY HAVE BEEN ELECTED. PROMISES MADE, PROMISES KEPT. THANK YOU, STEPHANIE AND MARVIN, FOR BEING TRANSPARENT AND ASKING THE RIGHT QUESTIONS FOR DRAFTING AND PROPOSING HEALTHIER POLICIES AND PRACTICES FOR THE BETTERMENT OF OUR DISTRICT AND FOR LISTENING TO PARENTS CONCERNS THAT ARE PREVIOUSLY IGNORED. ALL WE ASK. IT'S ALWAYS WHEN I COME HERE, IT'S FULL TRANSPARENCY, TWO WAY COMMUNICATION WITH US. HOW MANY OF YOU ON THIS BOARD ARE AWARE OR HAVE APPROVED THE PRACTICE AND ADVISED K TO 12 SCHOOLS WHERE STUDENTS ARE ADVISED TO SCAN A QR CODE FROM POSTERS HANGING IN THE CLASSROOM AND FILL OUT AN ONLINE FORM TO REQUEST PRIVATE MEETINGS WITH THE SCHOOL COUNSELORS. THIS MEETING BETWEEN A MINOR AND THE COUNSELOR IT IS SET UP WITHOUT PARENTAL CONSENT AND WITH NO REQUIREMENT TO INFORM THE PARENT AFTERWARDS THAT THE MEETING TOOK PLACE OR WHAT WAS DISCUSSED. I LEARNED ABOUT THIS DURING A VERY CANDID CONVERSATION WITH A COUNSELOR OF MY DAUGHTER'S SCHOOL AT SPARKS ELEMENTARY. IN MY OPINION, THIS IS A HARMFUL PRACTICE. MOST PARENTS DON'T PERSONALLY KNOW THE COUNSELORS, THEIR BELIEFS OR PHILOSOPHIES. WE HAVE NO IDEA WHAT A COUNSELOR WOULD ADVISE OUR KIDS BEHIND CLOSED DOORS. THESE SESSIONS ARE NOT LIKE GOING TO A LICENSED THERAPIST SCHOOL AND A MEDICAL CLINIC, RIGHT WHERE CONTRACT AND ADULT CONSENT FORMS ARE SIGNED. THE QR CODE THERAPY IS INTENTIONALLY GOING AROUND A PARENT, AND THIS PRACTICE IS ENCOURAGED BY SCHOOL COUNSELORS. SCHOOLS ARE NOT IN THE BUSINESS OF THERAPY. SCHOOLS ARE DESIGNED TO BE THE BUSINESS OF EDUCATION. I PERSONALLY RECOMMEND THAT YOU SEND A SURVEY TO PARENTS TO SEE WHAT THEY THINK ABOUT THIS. FULLY INFORM THEM ABOUT THESE KIND OF PRACTICES WHEN THEY ARE DEPLOYED AND ULTIMATELY TERMINATE THIS KIND OF PRACTICE. AND JUST SO YOU KNOW, I DO PRAY EVERY NIGHT TO GOD TO GIVE ALL OF YOU WISDOM AND COURAGE TO ALWAYS DO THE RIGHT THING AND THE GOOD THINGS FOR OUR KIDS. THANK YOU. I'D LIKE TO MENTION, AS WITH MOST THINGS, YOU AS A PARENT HAVE THE ULTIMATE CONTROL OF THAT. IF YOU DON'T WANT YOUR CHILD SPEAKING WITH A COUNSELOR ON OUR CAMPUS, YOU CAN OPT OUT OF THAT SERVICE. BUT TO THERE ARE CHILDREN IN THIS DISTRICT THAT DO NOT HAVE A PARENT AT HOME THAT THEY CAN SPEAK TO. OUR COUNSELORS HAVE SAVED LIVES ON OUR CAMPUSES EVERY SINGLE DAY. AND THAT IS AN INCREDIBLY DANGEROUS THING TO TAKE AWAY FROM OUR STUDENTS. IT'S A RESOURCE THAT OUR STUDENTS NEED ACCESS TO BECAUSE THEY ARE SAVING LIVES IN THIS DISTRICT EVERY SINGLE DAY. BUT IF YOU AS A PARENT DO NOT WANT THAT SERVICE FOR YOUR CHILD, YOU MAY OPT OUT WITH YOUR CAMPUS. YEP, YOU CAN DO SO. ABSOLUTELY. LEE MONTGOMERY, FOLLOWED BY MELINDA PRESTON AND THEN [INAUDIBLE]. LEE MONTGOMERY. JUST TO SPEAK ON THAT REAL QUICK, WE'RE JUST ASKING FOR TRANSPARENCY TO TO KNOW THAT THESE EVEN PROGRAMS EXIST. WE DIDN'T KNOW ABOUT THEM. WE HAD TO FIND OUT, IT SEEMS LIKE, UNDER THE TABLE. WEREN'T AWARE THAT WE HAD COUNSELORS ON OUR CAMPUSES? NO, AND I DON'T APPRECIATE THAT. I'M JUST CURIOUS. OF COURSE I KNOW THAT I HAVE THREE KIDS IN THE DISTRICT. WE HAVE THEM ON EVERY SINGLE CAMPUS. BUT YOU DON'T NORMALLY HAVE QR CODES. THAT IS NOT NORMAL. WHAT I WAS GOING TO SAY IS I'M HAPPY TO HEAR ABOUT THE ILA PILOT ENDING AS MY SON WAS PART OF THE TWO YEAR EXPERIMENT. HE'S CONSIDERED BELOW LEVEL AND WAS PLACED ON CLASSES WITH THE ON LEVEL AND ADVANCED. HE IS HYPER AWARE OF HIS STRUGGLES AND HAS ANXIETY TO BOOT. THIS PROGRAM DID NOT BENEFIT HIM. I EXPRESSED MY CONCERN FOR KIDS LIKE HIM AND KIDS NOT BEING CHALLENGED ENOUGH AS IT IS AND POSSIBLE TO TEACH BOTH GROUPS WITHOUT WATERING DOWN THE [01:00:02] CONTENT. WHEN I QUESTIONED THE PILOT, I WAS TOLD IT WASN'T NEW AND THAT IT HAD BEEN GOING ON FOR A WHILE NOW. AGAIN, TRANSPARENCY. THAT SEEMS TO BE AN ONGOING ISSUE. I'M REQUESTING THAT BEFORE FISD PILOTS ANYTHING TO DO WITH ANYTHING THAT YOU NEED TO GET A STUDENT PARENT SURVEY STAKEHOLDER INPUT. HAVE MEETINGS, GET THE OPINION SO WE DON'T ALL HAVE TO FIND OUT LATER. HAD YOU DONE THAT, WE COULD HAVE AVOIDED A TWO YEAR MISTAKE. I'D LIKE TO COMMENT. ON WHAT WAS SAID EARLIER ABOUT THE COUNSELING AND YOU ADDRESS IT. THE PROBLEM IS NOT HAVING A COUNSELOR, BUT THE COUNSELOR NOT VALUE IS NOT ALIGNING WITH WHAT THE PARENT WANTS. I'LL GIVE YOU AN EXAMPLE. EARLIER THIS YEAR, WE HAD A COUNSELOR THAT WAS REPRIMANDED BECAUSE THEY PUT HOW TO GET A VIBRATOR OR SOMETHING ABOUT A VIBRATOR ON OUR SCHOOL WEBSITE. WERE YOU AWARE OF THAT, RENEE? EXACTLY. OKAY. SO BECAUSE OF THINGS LIKE THAT, PARENTS DON'T HAVE CONFIDENCE AND THE COUNSELORS THAT YOU'RE GIVING THEM ACCESS TO THAT, DECORUM HERE? AGAIN . THE BOTTOM LINE, I WOULD NOT WANT THE COUNSELOR WHO HAD THAT OFFENSIVE POST COUNSELING MY DAUGHTER ABOUT THE MORALS THAT I TEACHED HER. IS THAT ACCEPTABLE? WHAT I AM SAYING IS THAT I BELIEVE THAT IT IS A GROSS OVERGENERALIZATION TO SAY THAT OUR COMMUNITY DOES NOT HAVE ANY SORT OF FAITH OR TRUST IN OUR COUNSELORS BECAUSE OF ONE POST THAT WE ALL AGREE WAS ABSOLUTELY INAPPROPRIATE TO THEN ASCRIBE A FEELING TO THIS ENTIRE COMMUNITY SAYING THAT THEY DON'T HAVE FAITH AND TRUST IN THE PEOPLE THAT ARE SAVING OUR CHILDREN'S LIVES EVERY DAY. I THINK IS A VERY DANGEROUS THING FOR YOU TO SAY FROM THIS DAIS. OKAY. AND I'M NOT SAYING THAT. AND LISTEN. MADAM PRESIDENT, I WOULD LIKE TO REMIND LISTEN. CAN I THIS IS PUBLIC COMMENT. THIS IS NOT AN AGENDA ITEM. AND WE'VE DELVED INTO IF YOU WANT TO DISCUSS THIS, IT NEEDS TO BE ON AN AGENDA. BUT WE'RE NOT SUPPOSED TO BE EXPRESSING OPINIONS ON NON AGENDA ITEMS. THIS IS A PUBLIC COMMENT. WE'RE HERE TO HEAR FROM THE PUBLIC. LET'S HEAR FROM THE PUBLIC. WE HAVE ALREADY DONE THAT MANY TIMES. PRESIDING OFFICER STARTED THIS AND THE SUPERINTENDENT CONTINUED IT. YEAH. DO YOU WANT TO SAY SOMETHING THEM? I'LL FINISH. WHAT I AM SAYING IS THAT WE HAVE COUNSELORS AND WE HAVE PEOPLE WHOSE MORALS DON'T ALIGN WITH SOME OF THE PEOPLE IN THE DISTRICT AND. WELL, YOU'RE HEARING WRONG THINGS. OKAY. BOTTOM LINE IS, LOOK, DON'T ATTACK THE PARENTS OUT HERE WHO ARE HAVING CONCERNS FOR SOME OF THE SHORTCOMINGS OF THE DISTRICT. WHY DON'T YOU LISTEN TO THEM? WHY DON'T WE TRY TO MAKE SUBSTANTIVE CHANGES AND MOVE FORWARD FOR THE WELFARE OF THE WHOLE DISTRICT AND OF ALL THE PARENTS? [APPLAUSE]. YEAH. YES, I WILL. MELINDA, BEFORE WE I WOULD LIKE TO SAY ONE MORE THING BEFORE WE MOVE ON. I WILL ALWAYS FROM THIS SEAT OR ANY OTHER SEAT THAT I'M IN, DEFEND OUR COUNSELORS, OUR TEACHERS, OUR STAFF MEMBERS, BECAUSE I KNOW THEIR HEARTS AND I KNOW THE WORK THAT THEY'RE DOING. AND I WILL NEVER SIT HERE AND ALLOW FOR DISPARAGING REMARKS FOR THOUSANDS OF PEOPLE THAT POUR THEIR HEART AND SOUL AND BLOOD AND SWEAT AND TEARS INTO THE EDUCATION OF OUR CHILDREN EVER. MELINDA PRESTON, YOU THINK THEY'RE NOT MAKING DISPARAGING? GO AHEAD. THEY'RE NOT MAKING DISPARAGING REMARKS. THEY'RE ADDRESSING ISSUES THAT ARE OUT THERE RIGHT NOW, THINGS THAT ARE HAPPENING. AND THE REASON IT'S REACHED THIS POINT IS BECAUSE YOU HAVEN'T ADDRESSED IT. THANK YOU. OKAY. I DO HAVE A QUESTION. I THOUGHT THE SHOW WERE NOT SUPPOSED TO RESPOND TO US. IS A NEW THING. OKAY. THANK YOU. TONIGHT. OKAY. MY NAME IS MELINDA PRESTON, AND I HAVE LIVED IN FRISCO FOR OVER 18 YEARS. I WANTED TO DISCUSS THE REMOVAL OF THE ILLA PILOT PROGRAM. FIRST OF ALL, I WANT TO SAY THANK YOU FOR REMOVING THIS TERRIBLE PROGRAM. THIS IS A PROGRAM THAT I WAS SPEAKING ABOUT AT THE DECEMBER MEETING WHEN I SAID THAT THE FISD WAS REMOVING AP CLASSES. MY QUESTION IS, HOW DID IT GET INTO THE SCHOOL SYSTEM IN THE FIRST PLACE? HOW MUCH DID IT COST THE CITIZENS OF FRISCO FOR A FAILED PROGRAM THAT WAS DESTINED FOR FAILURE FROM THE GET GO? AGAIN, I AM GRATEFUL IT IS BEING REMOVED, BUT THE STUDENTS WHO ARE A PART OF THIS PROGRAM ARE THE ONES WHO HAVE HAD THE GREATEST LOSS. [01:05:06] WE NEED TO BE ASSURED THAT THIS WILL NEVER HAPPEN AGAIN. CAN YOU PLEASE JUST TEACH OUR STUDENTS. QUIT BRINGING IN THESE [IANUDIBLE] PROGRAMS. LISTEN TO OUR TEACHERS AND HELP THEM HAVE A SUCCESSFUL SCHOOL YEAR AND QUIT DUMPING MORE ONTO THEIR PLATE. LET'S EQUIP OUR KIDS FOR SUCCESS AS PARENTS AND CITIZENS OF FRISCO. WE ARE ASKING FOR YOU TO BE HONEST AND TRANSPARENT. I AM HOPING THAT THIS IS NOT A POLITICAL MOVE AND THAT IN THIS NEXT ELECTION THAT THE SCHOOL BOARD MEMBERS WHO ARE RUNNING FOR THEIR SEATS AGAIN, DO NOT TRY TO USE THE REMOVAL OF THIS PROGRAM AS A WIN FOR THEMSELVES. LET ME REMIND YOU, THE ILA PILOT PROGRAM WAS IMPLEMENTED AT THE BEGINNING OF THE 2020-21 SCHOOL YEAR, AND THAT WAS ON YOUR WATCH. TRUSTEES MARVIN LOWE AND STEPHANIE ELAD SHINE THE LIGHT ON THE ISSUE ON THEIR WATCH. IT HAS BEEN REMOVED. LET'S WORK TOGETHER AND DO WHAT IS RIGHT FOR OUR STUDENTS AND FAMILIES OF FRISCO. BUT SINCE I HAVE A LITTLE BIT OF TIME, I DO WANT TO ASK BECAUSE WE DON'T WANT TO BE HERE EVERY SCHOOL BOARD MEETING. WE JUST WANT YOU TO MAKE CHANGES THAT NEED TO BE CHANGED. GOSH, I LOVE THESE KIDS. I HAVE SEVEN CHILDREN. I'VE TOLD YOU I HAVE SEVEN GRANDKIDS. I LOVE CHILDREN. LET'S WORK TOGETHER TO MAKE THE FUTURE FOR THESE KIDS THE BEST IT CAN POSSIBLY BE. EVERY ONE OF THOSE KIDS HAVE WALKED BY. THAT'S AMAZING. THAT'S A SHINING TIME FOR THOSE KIDS. BUT WE'VE GOT TO TAKE SOME OF THESE CRAZY WOKE THINGS OUT OF OUR SCHOOL AND MAKE THESE KIDS INNOCENT. HELP THEM TO BE INNOCENT. WE CAN'T PREVENT THEM FROM SEEING THINGS AT HOME, BUT WE CAN PREVENT THEM FROM SEEING THINGS HERE AT SCHOOL. AND WE CAN HELP THEM FEEL LOVED AND ACCEPTED AND EDUCATED SO THEY CAN GET OUT AND BE DOCTORS AND LAWYERS. AND MY KIDS ARE ALL IN IT. THESE KIND OF THINGS. LET'S TAKE CARE OF THE KIDS. I KNOW THAT YOU WANT THAT. I FEEL LIKE YOU'VE GOT YOUR HEELS IN THE GROUND AND YOU'RE LIKE, I'M NOT MOVING. LET'S MOVE TOGETHER AND LET'S WORK TOGETHER AND LET'S MAKE A DIFFERENCE FOR OUR CITY. I LOVE MY CITY. THANK YOU. [INAUDIBLE] AND FOLLOWED BY JENNA [INAUDIBLE]. AND THEN STEPHANIE [INAUDIBLE]. GOOD EVENING. I WANT TO THANK YOU FOR ALLOWING ME TO SPEAK AND FOR NOT CUTTING ME OFF THE MICROPHONE. I WANT TO THANK YOU AHEAD OF TIME. SO I AM HERE TO SPEAK ON BEHALF OF A TEACHER WHO HAS WRITTEN SOME WORDS DOWN. AND I KNOW HER. WE'RE WORKING FOR THE TEACHERS. YOU JUST EXPLAIN THAT. SO HERE'S HER WORDS. THERE IS A TOTAL LACK OF STANDARDS FOR THE STUDENTS. JUST LOOK AT HOW THEY COME DRESSED TO SCHOOL. WE HAVE A DRESS CODE, BUT IT IS NOT ENFORCED BECAUSE WE ARE TOLD THESE ARE THE COMMUNITY STANDARDS. WHEN STUDENTS ARE DISRESPECTFUL TO TEACHERS AND ARE SENT OUT OF THE CLASSROOM, THEY ARE JUST SENT BACK TO CLASS WHILE RARELY RECEIVING ANY CONSEQUENCES. IF A STUDENT IS SENT TO ISS FOR MISBEHAVIOR, THE ADMINISTRATION EXPECTS THE VERY TEACHER WHO IS DISRESPECTED TO COME TEACH THE STUDENT ONE ON ONE DURING THE TEACHERS PLANNING PERIOD. THE LACK OF ACCOUNTABILITY FROM THE STUDENTS HAS MADE FOR AN UNSAFE ENVIRONMENT FOR MANY. I HAVE TWO STUDENTS WHO ARE AFRAID TO GO TO THE RESTROOM BECAUSE SOME KIDS AT THE SCHOOL SCARE THEM. NO STUDENT OR TEACHER SHOULD FEEL UNSAFE IN ANY SCHOOL. TEACHERS ARE LEAVING MID-YEAR, WHICH WAS NEVER HEARD OF BEFORE. THAT'S SAD. THE BURDEN THEN IS PUT ON THE REMAINING TEACHERS WHO ARE ALREADY STRETCHED THIN. THE ADMINISTRATION NEEDS TO ADDRESS THIS. SO WE JUST HAD A PRAYER 40 MINUTES INTO A MEETING. I THINK WHY DID WE NOT HAVE THE PRAYER IN THE BEGINNING OF THE MEETING? THAT WAS MY THOUGHT. I MEAN, IT WOULD HAVE BEEN NICE FOR THE KIDS TO HEAR THE PRAYER. I THINK THAT WOULD BE A NICE THING. AND MAYBE IF WE STARTED OUR DAYS WITH A PRAYER, THAT MIGHT HELP, TOO. AND A DEVOTION. I'M JUST SAYING, CALM THE KIDS DOWN. GET THEM TO BE A LITTLE MORE DISCIPLINED. HAVE WE NEED HIGHER STANDARDS TO RAISE THE STANDARDS AND FOLLOW A STRICT DRESS CODE? THAT IS SOMETHING I WANT TO FOCUS ON BECAUSE IT IS THE STUDENT'S JOB TO SHOW UP TO WORK, AND THEIR WORK IS THEIR SCHOOL. THEY'RE LEARNING TO HOW TO BEHAVE IN THE WORLD. RIGHT? HOW TO. WE WANT TO DRESS FOR SUCCESS, NOT COMMUNITY. YOU KNOW, THIS KIND OF DRESSING. WHAT IS IT? CHANGING THE STANDARDS. LOWERING THE STANDARDS BECAUSE THIS IS THE CULTURE THAT'S NOT HEALTHY FOR THE STUDENTS IS NOT PRODUCTIVE. [01:10:01] AND WITH BAD DRESS COMES BAD BEHAVIOR. I KNOW THAT FOR YOU, THAT'S KIND OF THE WAY IT GOES. THAT'S HOW SOCIETY WORKS. YOU DON'T COME HERE, DRESS LIKE A SLOB. KIDS SHOULDN'T GO TO SCHOOL, DRESS LIKE A SLOB. NOBODY COMES HERE, DRESS LIKE A HOOKER. YOU DON'T COME HERE, DRESS LIKE THAT. SO WE HAVE TO I THINK WE NEED TO RAISE THE STANDARDS FOR THE SCHOOLS HERE. AND I THINK WE CAN DO THAT HERE IN FRISCO ISD. ONE MORE THING I WANT TO ADDRESS AS WELL. I THINK MARTIN LUTHER KING IS PROBABLY ROLLING OVER IN HIS GRAVE. I AM PART HISPANIC AND I RESENT THE FACT THAT YOU WOULD DO THAT TO THE KIDS AND SEGREGATE THEM LIKE YOU JUST DID, BECAUSE WE ARE KNOWN FOR OUR NOT THE COLOR OF OUR SKIN, BUT THE CONTENT OF OUR CHARACTER. THAT'S OFFENSIVE. THANK YOU. THANK YOU. JENNA [INAUDIBLE], FOLLOWED BY STEPHANIE [INAUDIBLE]. AND THEN [INAUDIBLE]. HELLO. I WANTED TO START BY SAYING I AM HEARTBROKEN HEARING THAT THE COUNSELORS ARE SAVING HUNDREDS OF LIVES EVERY DAY. I DIDN'T REALIZE IT WAS THAT BAD. THAT IS TRAGIC. OKAY, SO IN HONOR OF BOARD APPRECIATION MONTH, I WANTED TO EXPRESS MY GRATITUDE TO EACH OF YOU. I KNOW THIS IS A VOLUNTEER UNPAID JOB WITH COUNTLESS HOURS AND A LOT OF ATTACKS, AND WE COME EVERY MONTH, AND I KNOW IT'S HARD FOR US. ALSO, I WANT TO EXPRESS MY GRATITUDE, ESPECIALLY TO STEPHANIE A LOT AND TO MARVIN LOWE. THANK YOU FOR TAKING THIS ON. WE SO APPRECIATE IT. PRIOR TO YOUR PRESENCE, SCHOOL BOARD MEETINGS TENDED TO BE LONG, THIN AND OPAQUE. WE HAD VERY LITTLE VISIBILITY. DEPARTMENT HEADS GAVE PRESENTATIONS THAT WERE BASICALLY OUTLINES WITHOUT THE DETAILS NECESSARY FOR ANY OF US TO UNDERSTAND THE FULL SCOPE OF WHAT WAS BEING PRESENTED. PRIOR TO JOINING THE BOARD, I DON'T REMEMBER ANY MEANINGFUL INQUIRY FROM A TRUSTEE FOLLOWING A PRESENTATION. THERE WERE NO DISCUSSIONS. THERE WERE NO DEBATES. EVERYBODY JUST SAID THANK YOU AND APPLAUDED STEPHANIE. AND YOUR VERY FIRST BOARD MEETING. DR. CUNNINGHAM PRESENTED A GLOWING REVIEW OF THE NOW DEFUNCT SIXTH GRADE BLENDED ILA PILOT, AND YOU ASKED THE QUESTIONS THAT ALL THE PARENTS WERE ASKING. WHAT IS THE REASON FOR IT? WHERE DID THIS COME FROM? WHY ARE WE DOING IT? WHAT ARE THE METRICS OF THE PILOT? HOW A SUCCESS DETERMINED? WHEREAS THIS BEEN SUCCESSFUL BEFORE, CUNNINGHAM DID NOT HAVE MEANINGFUL ANSWERS. HE'S NOT LOOKING EITHER. I'M SAYING YOUR NAME. I CREDIT YOU, STEPHANIE, WITH THE DISSOLUTION OF THAT NONSENSE PILOT THAT HURT A LOT OF KIDS AND TEACHERS, AS WELL AS THE IMPLEMENTATION OF A CONSEQUENTIAL TEACHER SURVEY. AND MARVIN, YOU HAVE CHAMPIONED FOR PARENTAL RIGHTS LIKE NO BOARD MEMBER I HAVE EVER SEEN, YOU CONSISTENTLY ASK NECESSARY QUESTIONS AND CHALLENGE POLICY. SIMPLE THINGS THAT WE SHOULD ALL BE DISCUSSING. LIKE HOW LONG HAS THE DISTRICT BEEN HIDING ITS UNISEX BATHROOM POLICY FROM THE COMMUNITY? HOW ABOUT THE GIRLS LOCKER ROOMS AND THE INHERENT RISKS OF THEM MAYBE BEING COED? WHY ARE TEACHERS BEING TOLD BY ADMINISTRATION NOT TO DISCIPLINE STUDENTS OF COLOR? SPECIFICALLY SPED IS SIGNIFICANT DISPROPORTIONALITY NOT BLATANTLY RACIST? I FOUND THAT WHOLE AWARD THING TO BE PURE SEGREGATION LIKE [INAUDIBLE] SAID. IT WAS HORRIFYING TO ME. I THANK YOU, STEPHANIE AND MARVIN SO MUCH ON BEHALF OF MANY SILENT PARENTS WHO ARE NOT HERE, WE APPRECIATE YOUR EFFORTS TO RETURN TRANSPARENCY AND COMMON SENSE AND DECENCY TO OUR DISTRICT. THANK YOU. DR. CUNNINGHAM, YOU WILL BE GIVING A PRESENTATION ON THE ILA DATA IN FEBRUARY, IS THAT CORRECT? YES, SIR. THANK YOU. STEPHANIE, GO AHEAD. GOOD EVENING, BOARD. I ALSO WANT TO THANK YOU ALL FOR YOUR SERVICE. I RECOGNIZE THIS IS A VERY TIME CONSUMING VOLUNTEER POSITION AND WE THANK YOU. I WOULD ALSO LIKE TO RECOGNIZE STEPHANIE ELAD AND MARVIN LOWE FOR THEIR OUTSTANDING SUPPORT IN ADDRESSING THE ACTUAL PROBLEMS THAT TEACHERS HAVE. THROUGH AN AUTHENTIC TEACHER SURVEY, WHICH THE PUBLIC WILL BE ABLE TO SEE REAL RESULTS OF, WE HAVE A PROBLEM WITH ADMINISTRATIVE BLOAT IN THIS DISTRICT. A QUICK LOOK AT ADMINISTRATOR SALARIES SHOWS THE BUREAUCRACY THAT DRIVES FISD HAS EMBODIED IN THIS GRAND PALACE OF A BUILDING. NINE ADMINISTRATIVE POSITIONS COMBINED GARNER IN THE LOW MILLIONS IN SALARY TOGETHER COMBINED. BY CONTRAST, TEACHER SALARIES CURRENTLY RANGE FROM 58000 TO 70000. FOR THOSE TEACHERS WHO'VE BEEN IN THE DISTRICT FOR 24 OR MORE YEARS FROM A LOCAL REALTOR. TEACHERS ARE HAVING TO WORK EXTRA JOBS IN ORDER TO MAKE ENDS MEET. [01:15:02] THEY CAN'T AFFORD TO BUY A HOME IN FRISCO AND MANY COMMUTE FROM SOME DISTANCE. FROM A FRISCO ISD PARENT. SHE WAS TOLD BY A TEACHER AT BACK TO SCHOOL NIGHT THAT THEY WOULDN'T BE USING TEXTBOOKS. THERE AREN'T ANY. THIS SCIENCE TEACHER HAD NEVER TAUGHT EARTH OR SPACE SCIENCE, YET SHE WAS TEACHING A SENIOR LEVEL CLASS WITH NO TEXTBOOK OR EXPERIENCE WHEN THE PARENT ASKED FOR A SYLLABUS THAT SHE COULD REVIEW. SHE WAS TOLD THERE WAS NONE. THE TEACHER REPORTED THERE WOULD BE NO SYLLABUS AND SHE WAS TOLD THE WEEKEND BEFORE EACH WEEK OF CLASSES WHAT SHE WAS TO TEACH BY CENTRAL CURRICULUM DESIGNERS AND PLANNERS. THIS ALSO SPEAKS THE ELIMINATION OF PARENTAL RIGHTS AND KNOWING WHAT CHILDREN ARE BEING TAUGHT. AND FROM AN FISD TEACHER, QUOTE, I PERSONALLY DON'T FEEL VERY VALUED AS A TEACHER IN FISD, ESPECIALLY AFTER THE VIDEO THEY RELEASED IN RESPONSE TO COMMUNITY MEMBER COMMENTS AT THE LAST BOARD MEETING. THE LACK OF COMPUTER MONITORS REALLY DOES MAKE OUR JOB MORE DIFFICULT. INSTEAD OF LISTENING TO AND HEARING US. THEY PUT OUT A VIDEO SAYING IT IS NOT REALLY TRUE. IT MADE ME FEEL LIKE THEY REALLY AREN'T LISTENING AND DON'T REALLY CARE ABOUT WHAT TEACHERS NEED TO ADEQUATELY DO THEIR JOB. THAT'S END QUOTE. THERE ARE UNCERTIFIED TEACHERS TEACHING AS WELL AND MANY LONG TERM SUBS BECAUSE POSITIONS CAN'T BE FILLED. FISD NEEDS TO GO BACK TO THE HONEST WORK OF EDUCATING CHILDREN. I APPLAUD THOSE 363 CHILDREN AND ALL THAT IT TOOK TO GET THEM THERE. BUT WHAT ABOUT THE REST OF THE CHILDREN? TEACHERS MUST BE EMPOWERED AND SUPPORTED IN DOING THEIR JOBS. WE MUST REDUCE ADMINISTRATIVE BLOAT. AND I ALSO WANT TO ADD, I'M MARRIED TO A LATIN MAN AND LATIN X IS NOT A TERM WE USE IN OUR HOME. AND ONE FINAL WORD. I DO NOT GIVE YOU PERMISSION TO USE MY IMAGE AND PROPAGANDA VIDEOS. THANK YOU. [INAUDIBLE] FOLLOWED BY ALISON DARYL AND THEN ANNA [INAUDIBLE] AND AUDREY LAMBERT IS OUR FINAL SPEAKER. THANK YOU. MY NAME IS [INAUDIBLE] AND I TAUGHT HIGH SCHOOL SCIENCE FOR MANY YEARS. I WOULD LIKE TO RECOGNIZE STEPHANIE AND MARVIN FOR THE OUTSTANDING SERVICE AND SUPPORT FOR PARENTS FIGHTING MANY DIABOLICAL ISSUES. ONE OF THESE ISSUES THAT I WOULD LIKE THE BOARD TO ADDRESS TODAY IS SOCIAL AND EMOTIONAL LEARNING, ALSO KNOWN AS SEL, WHICH WAS DEVELOPED BY CASEL. CASEL IS A SELF APPOINTED CREATOR OF SOCIAL AND EMOTIONAL LEARNING AND IS A NONPROFIT ORGANIZATION SUPPORTED BY DONATIONS FROM ORGANIZATIONS INCLUDING THE BILL AND MELINDA FOUNDATION AND ZUCKERBERG AS WELL. SEL GOES FAR BEYOND TEACHING ACADEMICS IN THEIR OWN WORDS. IT IS DESIGNED TO INFLUENCE BEHAVIORS AND BELIEFS, MANAGE EMOTIONS, THOUGHTS AND ACTIONS IN DIFFICULT SITUATIONS TO ACHIEVE INDIVIDUAL AND COLLECTIVE GOALS. SO I ASK YOU, IS IT THE JOB OF GOVERNMENT SCHOOLS TO INFLUENCE OUR CHILDREN'S BEHAVIORS AND BELIEFS? IS IT THE RESPONSIBILITY OF GOVERNMENT SCHOOLS TO IMPART VALUES TO OUR CHILDREN? WHAT IF THE SCHOOLS DISAGREE WITH OUR FAMILY'S DEEPLY HELD RELIGIOUS VALUES? VALUES AND BELIEFS COME FROM PARENTS AND FAMILY. WHEN THE SCHOOLS SEEK TO UNDERMINE THE VALUES TAUGHT IN THE HOME, WE ARE NO LONGER WORKING COOPERATIVELY. PARENTS LISTEN IN AN OBSCENELY FUNDED INDUSTRIAL AND EDUCATIONAL COMPLEX WHERE AVERAGE READING AND MATH SCORES ARE BELOW PROFICIENCY. DO WE REALLY WANT OUR EDUCATION EDUCATORS DICTATING OUR CHILDREN'S VALUES AND BELIEFS? WHO DEFINES COLLECTIVE GOALS AND RESPONSIBLE AND CARING DECISIONS? THE SAME PEOPLE WHO INSISTED ON DEPRIVING OUR CHILDREN FROM ATTENDING SCHOOLS ARE NOW CITING MENTAL HEALTH HARMS TO JUSTIFY PROVIDING MENTAL HEALTH AND COUNSELING IN PUBLIC SCHOOLS. DO YOU REALLY WANT TEACHERS WHO ARE NOT TRAINED IN THE MENTAL HEALTH SECTOR ENGAGING IN VERY PERSONAL AND COMPLEX ISSUES WITH YOUR CHILDREN? THIS IS DOWNRIGHT DANGEROUS. WE TRUSTED YOU TO EDUCATE OUR KIDS, TO BE SUCCESSFUL LEARNERS WHO CAN COMPETE IN THE WORLD AT THE HIGHEST LEVELS WITH TRUTH AND CLARITY AND NOT BE EMOTIONALLY MANIPULATED. OUR CHILDREN ARE NOT YOUR BRAINWASHED SOCIAL EXPERIMENTS. THE TRUST BOND BETWEEN PARENTS AND THE SCHOOL SYSTEM IS NOW BROKEN. IT IS CLEAR TO MANY PARENTS AND TEACHERS THAT THERE ARE MAJOR ISSUES IN FISD. THIS IS A WAR FOR OUR CHILDREN'S SOULS AND WE WILL NO LONGER STAND BY AND ALLOW YOU TO SELL THEIR SOULS FOR GREED AND POWER. IN MATTHEW 18:6, JESUS SAYS, BUT WHOEVER CAUSES ONE OF THESE LITTLE ONES TO BELIEVE IN ME, TO STUMBLE, IT WOULD BE BETTER FOR HIM TO HAVE A HEAVY MILLSTONE AROUND HIS NECK [01:20:02] AND TO BE DROWNED IN THE DEPTH OF THE SEA. I URGE YOU TO STOP TEACHING THIS EVIL AGENDA BEFORE YOU HARM ANOTHER CHILD. I THANK YOU FOR YOUR TIME. AND I, TOO. THANK YOU. THANK YOU. ALISSON DARRELL, FOLLOWED BY ANNA [INAUDIBLE]. AND THEN AUDREY LAMBERT. HI. ALLISON LAMBERT DARYL. DURING THIS BOARD RECOGNITION MONTH, I HONOR TRUSTEES MARVIN LOWE AND STEPHANIE ELAD FOR THEIR BOARD SERVICE. WHEN WE ELECTED YOU IN MAY 2022, YOU PROMISED TO LEAD FRISCO ISD AS TRUE CONSERVATIVES, AND YOU HAVE FAR EXCEEDED YOUR CAMPAIGN PROMISES. ONE, YOU'RE ELIMINATING CRT PRACTICES AND TEACHING TO YOUR CONDUCTING THE FIRST EVER INDEPENDENT TEACHER SURVEY. THREE REQUIRING PRINCIPALS TO DISCIPLINE MINORITY STUDENTS, AGGRESSION AND VIOLENCE OR TEACHERS AND CHILDREN ARE SAFE. REMOVE 301 UNACCEPTABLE LIBRARY BOOKS, 59 OF WHICH WERE PORNOGRAPHIC. EXPOSE THE SECRET SEVEN YEAR PRACTICE OF ALLOWING TRANSGENDER BOYS AND GIRLS INTO OPPOSITE SEX BATHROOMS. SETTING POLICY THAT PROHIBITS TRANSGENDER RESTROOMS AND SEVEN. RESTORING PARENTS RIGHTS. ON BEHALF OF THE FRISCO CITIZENRY. THANK YOU. WE LOVE AND APPRECIATE YOU. AND WE OWE YOU A DEBT OF GRATITUDE FOR YOUR SERVICE. NOW TO THE FIVE INCUMBENT TRUSTEES AND ADMINISTRATION. FOR 20 PAINFUL MONTHS, WE HAVE PRESENTED OUR CONCERNS TO YOU. ONE FORCING 32% OF TEACHERS TO QUIT OVER TWO YEARS BECAUSE THEY RISK PHYSICAL HARM BY UNDISCIPLINED STUDENTS TO DISEMPOWERING TEACHERS THROUGH CENTRALIZED CURRICULUM DESIGN. THREE FAILING TO DO AN INDEPENDENT TEACHER SURVEY FOR BLOATING CENTRAL BUREAUCRACY AT THE EXPENSE OF FRONTLINE TEACHER RESOURCES. FIVE INFLATING GRADES BY ALLOWING TESTING AND RETESTING. SIX ELIMINATED TEXTBOOKS. SEVEN LAPTOPS FOR ALL SCHOOL HOMEWORK. EIGHT NO HOMEWORK. NINE ONLY 3 TO 4 GRADES PER SEMESTER. TEN NO FINALS. 11 DECLINING STAAR TEST RESULTS, ETC. IN DECEMBER, YOUR CONTEMPT FOR US PARENTS DROVE YOU TO DISTRIBUTE A DISDAINFUL PROPAGANDA VIDEO WITH OUR BOARD SPEECHES IN IT. YOUR VIDEO WAS AN UNETHICAL ABUSE OF POWER THAT WARNS YOUR EMPLOYEES, QUOTE, YOU TOO WILL FACE RETALIATION IF YOU DEFY US TOO LATE MANY TEACHERS WHISTLE BLOW THEIR CONCERNS TO US. YOU HAVE DRAMATICALLY UNDERESTIMATED THE RISING COURAGE OF THE TEACHERS AND OUR RESOLVE. THE LIFE GIVING WINDS OF CHANGE AND REFORM ARE BLOWING IN FRISCO. THANK YOU. [INAUDIBLE] FOLLOW MY AUDREY LAMBERT, WHO IS OUR FINAL SPEAKER. HELLO. HI, I'M ANNA. I'M A MOM OF THREE KIDS IN THE FRISCO ISD. I WOULD LIKE TO SPEAK ON COMPUTERIZATION AND AUTOMATION IN OUR DISTRICT. MY KIDS MENTIONED THAT A COMPUTER APP IS TEACHING THEM HOW TO READ. FISD LEADERSHIP. KEEP SPENDING DISTRICT MONEY PURCHASING VARIOUS COMPUTERIZED A.I. APPLICATIONS TO CONVERT OUR REALITY INTO COMPLETELY VIRTUAL FROM FULL OUT AMORTIZATION OF BUILDINGS TO APPLICATIONS THAT TEACH KIDS TO READ SEL APPS, TEACH KIDS VIRTUAL EMOTIONS. FISD IS RAPIDLY SUBSTITUTE IN TRADITIONAL EDUCATION WITH NOVEL UNTESTED METHODS SUCH AS TEXTBOOKS, REMOVAL AND FULLY COMPUTERIZED LEARNING. KIDS ARE NOT LIKE BUILDINGS WHERE IF THINGS DO NOT WORK, THINGS CAN BE REPLACED. WE GIVE OUR KIDS TO FISD DURING THEIR FORMATIVE YEARS AND HOPE OUR PUBLIC SCHOOLS WILL HELP OUR SWEET, INNOCENT BABIES TO TURN INTO FULLY FUNCTIONAL ADULTS. AT THAT, MULTIPLE STUDIES INDICATE THAT READING BOOKS DEVELOPS KIDS BRAIN EMPATHY AND IMPROVES MENTAL HEALTH. THEY HELP PARENTS TO PARTICIPATE IN THE EDUCATIONAL PROCESS. LEARNING TO WRITE BY HAND HELPS BRAIN TO INTEGRATE SENSATION, MOVEMENT, CONTROL, AND THINKING INTO ONE OPERATION. BRAIN IMAGING STUDIES INDICATE A CLEAR, POSITIVE DIFFERENCE BETWEEN TRADITIONAL METHODS VERSUS NOVEL COMPUTERIZED LEARNING. COMPUTER BASED LEARNING LEADS TO LOWER ATTENTION SPAN, MINIMIZED OR IMPAIRED SOCIAL INTERACTIONS, INCREASED AGGRESSION, HEALTH PROBLEMS, MENTAL AND PHYSICAL. PHYSICAL DEVELOPMENT OF A CHILD WHO IS IMMOBILIZED THROUGH THE USE OF A TECHNOLOGICAL DEVICE IS HINDERED LIGHT FROM SCREENS, LEADS TO REDUCED SLEEP QUALITY AND LOWER GRADES DUE TO DECREASING ATTENTION SPAN AND EMOTIONAL PROBLEMS. WE WOULD LIKE FULL ACCOUNTABILITY FROM OUR DISTRICT ON LONG TERM EFFECTS OF THE TOTAL COMPUTERIZATION PILOT CURRENTLY CONDUCTED DISTRICTWIDE AND STUDIES [01:25:05] OF HOW IT AFFECTS OUR KIDS AND THEIR FUTURE, AS WELL AS CAREFUL PLANNING FOR ALL NEW TECHNOLOGY IMPLEMENTED, INCLUDING PARENTAL CONSENT ON KIDS PARTICIPATION IN ALL OF THE TECHNOLOGY PILOTS. THANK YOU. AUDREY LAMBERT. GOOD EVENING. I'M AUDREY LAMBERT, AND I WANT TO SAY THANK YOU TO THE BOARD MEMBERS IN FAVOR OF CHANGING SOME OF THE PRACTICES OF STANDARDS BASED GRADING AND TESTING. SANDERS BASED TESTING ALLOWS FOR MULTIPLE RETESTING OPPORTUNITIES. THIS PRACTICE HAS BEEN INCONSISTENTLY IMPLEMENTED WITHIN THE DISTRICT AND WITHOUT PARENT AND STAKEHOLDER INPUT. FROM A TEACHER'S PERSPECTIVE, IT HAS CREATED A TON OF CONFUSION AMONG KIDS AND PARENTS, OFTEN REQUIRING CONFERENCES TO BREAK IT DOWN. TEACHERS ARE TASKED WITH COMING UP WITH MULTIPLE TEST VERSIONS, GRADING AND TUTORIALS THAT OFTEN CANNOT BE TAILORED TO THE CHILD IF THERE ARE SEVERAL KIDS WANTING TO RETEST. WHEN COLLIN COUNTY COLLEGE CAME TO WAKELAND TO SPEAK ABOUT COLLEGE COURSES. THEY REITERATED THREE TIMES THAT THEY WILL NOT BE RESTARTING AND HAND HOLDING IN COLLEGE. THIS ONLY HURTS OUR STUDENTS. WE NEED REAL WORLD LEARNING APPLICATION AND TESTING. WE NEED CONSISTENT POLICY DEVELOPED BY PROFESSIONALS AND COMMUNITY, INCLUDING PARENTS AND STUDENTS. WE NEED TRANSPARENCY. WE'RE TIRED OF FINDING OUT ABOUT PRACTICES AND POLICIES AFTER THEY'RE FAILING THE KIDS. THE TEACHERS ARE DROWNING IN ALL OF THE EXTRA WORK AND ARE ALREADY UNDERSTAFFED. THIS BENEFITS NO ONE. WE NEED CHANGE. THANK YOU. THANK YOU. BOARD. WE'LL MOVE ON TO OUR ACTION ITEMS EIGHT A CONSIDER AND ACT ON APPROVAL OF MINUTES FROM DECEMBER 12TH REGULAR MEETING SO YOU DON'T HAVE ANY QUESTIONS. [8.A. Consider and act on approval of minutes from December 12 regular meeting,] I'LL LOOK FOR A MOTION. I MOVE TO APPROVE MINUTES FROM DECEMBER 12TH REGULAR MEETING AS PRESENTED MOTION BY MS. DAVIS, SECOND BY MR. CLASSE. ALL IN FAVOR? MOTION PASSES SEVEN ZERO ITEM B CONSIDERED AN ACT ON 2023 2024 SCHOOL CALENDAR. [8.B. Consider and act on 2023-2024 School Calendar] MRS. SMITH. ALL RIGHT, AS I'M GOING TO CALL IT, BRENT BENNINGFIELD, EXECUTIVE DIRECTOR OF OPERATIONS TO GIVE A QUICK PRESENTATION ON THE CALENDAR WHILE HE'S COMING UP AND GETTING THAT READY. I JUST WANT TO MAKE A COUPLE OF COMMENTS FOR EVERYBODY TO UNDERSTAND NOT JUST WHO'S IN THE ROOM AT HOME LISTENING. YOU KNOW, AN ORGANIZATION OUR SIZE, WHEN WE LOOK AT BUILDING A SCHOOL CALENDAR, IT IS AN ACADEMIC CALENDAR. FIRST AND FOREMOST, WE LOOK AT THE NEEDS OF OUR STUDENTS AND OF OUR STAFF MEMBERS THAT GUIDES HOW AND WHERE WE PLACE CERTAIN THINGS ON THE CALENDAR. FOR EXAMPLE, IT'S REALLY IMPORTANT FOR OUR ESPECIALLY SECONDARY COURSES THAT ARE SEMESTERS FIRST AND SECOND SEMESTER ARE ALIGNED AS MUCH AS POSSIBLE WITH A NUMBER OF DAYS IN EACH. WE HAVE A LOT OF SEMESTER COURSES THAT IF WE WERE TO HAVE A FIRST SEMESTER, WOULD BE TEN ADDITIONAL DAYS OR TEN DAYS LONGER THAN THE SECOND. THAT WOULD CREATE SOME ISSUES FOR THOSE STUDENTS AND THOSE TEACHERS PREPARING THOSE KIDDOS AND THOSE COURSES. WE ARE REQUIRED BY THE STATE FOR THE NUMBER OF MINUTES THAT OUR KIDS MUST GO TO SCHOOL. THOSE MINUTES, WHEN YOU LOOK AT HOW WE DIVIDE THOSE MINUTES AND HOW MANY DAYS IT REQUIRES US TO FIT THOSE MINUTES IN ARE THINGS WE HAVE TO CONSIDER. WE'RE REQUIRED PROFESSIONAL DEVELOPMENT FOR OUR STAFF. WE LOOK AT HOW WE INCORPORATE THOSE DAYS INTO THE CALENDAR AND THEN UNIQUE TO FRISCO AS WE LOOK AT OUR STUDENT OPPORTUNITY MODEL IS, YOU KNOW, THERE'S A LOT OF QUESTIONS ABOUT CAN WE EXTEND AND GO UP TO MEMORIAL DAY OR BEYOND MEMORIAL DAY? WELL, WE DO HAVE 12 GRADUATIONS THAT WE TRY TO FIT IN BEFORE MEMORIAL DAY, OUR SENIOR GRADUATIONS. SO CAN WE END THE CALENDAR SOON ENOUGH SO THAT WE CAN ALLOW PARENTS TIME BEFORE THE HOLIDAY TO AND THEIR FAMILIES TO COME IN TO VIEW THOSE GRADUATIONS? AGAIN, I THINK THE POINT OF ALL THAT AND BRENT'S GOING TO GET INTO SOME GREAT DETAIL ON THE PROCESS THAT WE'VE GONE THROUGH THE SURVEY A LITTLE BIT, BUT I DO WANT OUR PARENTS AND COMMUNITY MEMBERS TO UNDERSTAND IT IS A CALENDAR THAT IS BUILT FOR ACADEMIC SUCCESS. IT'S NOT A CALENDAR THAT'S BUILT BASED ON FAMILY VACATIONS. THANK YOU. GOOD EVENING. MY NAME IS BRANT BENNINGFIELD AND I'VE SERVED ON THE 2023 2024 CALENDAR COMMITTEE AND BEEN ASKED TO GIVE SOME INSIGHT IN REGARDS TO THE PROCESS THAT WE USE IN DEVELOPMENT OF THE CALENDAR. I WANT TO SAY BEFORE THE FIRST SLIDE THAT THE PROCESS IS VERY DIFFERENT THAN IT'S BEEN. I'VE ONLY SERVED ON THE CALENDAR COMMITTEE FOR TWO YEARS LAST YEAR AND THIS YEAR, BUT HAVE BEEN A LONG TIME, 23 YEARS WORKING IN THE DISTRICT, 16 OF THOSE IN A CLASSROOM AS A CLASSROOM TEACHER AND HAVE WORKED HERE UNDER ABOUT EVERY KIND OF CALENDAR IMAGINABLE. WHEN WHEN YOU LOOK AT THE ARRANGEMENT OF DATES. [01:30:01] ONE OF THE THINGS AFTER PROBABLY THIS TIME LAST YEAR THAT. LET THE CALENDAR ON RIGHT NOW CAME OUT. WE STARTED TO GET FEEDBACK FROM DIRECTORS IN THE AREAS OF OPERATIONS, LIKE OUR CUSTODIAL DIRECTOR, CAFETERIA, CHILD NUTRITION, TRANSPORTATION, AS WELL AS CAMPUS PRINCIPALS WITH TEACHERS. THAT THE BIGGEST HARDSHIP THEY WERE HEARING ABOUT FOR THIS YEAR'S CALENDAR WAS THE FACT THAT THE HOLIDAYS DID NOT LINE UP WITH NEIGHBORING DISTRICTS. WHEN WE LOOK AT THAT AND THE NUMBER OF EMPLOYEES THAT WE HAVE THAT WORK FOR US HERE IN FRISCO ISD, BUT THEY LIVE IN OUR NEIGHBORING COMMUNITIES AND MANY OF THEM, THEIR KIDS WANTED TO BE WITH THEIR FRIENDS AND THINGS LIKE THAT, ATTEND THOSE SCHOOLS. IT'S VERY DIFFICULT. ON ON SOME OF THOSE STAFF MEMBERS WHEN OUR CALENDAR DOESN'T ALIGN WITH THOSE AREA DISTRICTS. SO ONE OF THE THINGS THAT WAS ASKED WAS, HAS ANYONE EVER MADE AN EFFORT TO TRY TO REACH OUT TO THE NEIGHBORING DISTRICTS, PUT TOGETHER A COLLABORATION SO THAT WE COULD HAVE SIMILAR CALENDARS? AND THE ANSWER TO THAT WAS NO. FOR LOTS OF REASONS, WE DON'T ALL GO THE SAME NUMBER OF DAYS. WE DON'T ALL HAVE THE SAME NUMBER OF PROFESSIONAL DEVELOPMENT REQUIREMENTS OR DAYS AND ALL THOSE THINGS. BUT WE BEGAN TO GO AHEAD AND JUST REACH OUT AND SEE IF THOSE DISTRICTS WOULD BE INTERESTED IN COLLABORATING. WE GOT BACK A GREAT RESPONSE FROM MCKINNEY ISD, PLANO ISD, AND ALLEN ISD SEE THAT THEY WOULD LOVE TO SIT DOWN AND TRY TO COLLABORATE. PROSPER CONTACTED US AND SAID THAT DR. TROTTER, WHO IS MY COUNTERPART OVER THERE AND SAID THEY DO A TWO YEAR CALENDAR IN PROSPER. SO THIS WASN'T A YEAR FOR THEM TO DO A CALENDAR, BUT THEY SAID THEY WOULD LOVE TO JOIN NEXT YEAR AND WORK WITH THAT GROUP. AND THEN LITTLE ELM, WHICH I'M SURE YOU SEE IN SOME OF THE NEWS AND THINGS LIKE THEY'RE CONSIDERING SOME PRETTY DRASTICALLY DIFFERENT THINGS FOR NEXT YEAR. SO THEY SAID WE CAN'T THIS YEAR. BUT5 NEXT YEAR WE WOULD ALSO LIKE TO JOIN. SO THAT DIFFERENT APPROACH STARTED, AS YOU SEE HERE, PRIOR TO THE FISD COMMITTEE GETTING TOGETHER AND WORKING, WE MET WITH THOSE SURROUNDING INTERESTED DISTRICTS TO COLLABORATE ON THE CALENDARS AS THEY RELATE TO INSTRUCTION, OPERATIONS, STATE REQUIREMENTS, EMPLOYEE AND COMMUNITY IMPACT. WE HAD THOSE MEETINGS, THAT ORIGINAL MEETING, AND THEN KIND OF FORMED THAT GROUP AND AGREED TO CONTINUE TO REPORT OUT AS OUR INDIVIDUAL DISTRICTS BEGAN WORK, REPORT OUT AND LET EACH OTHER KNOW WHAT IT LOOKED LIKE EACH DISTRICT'S CALENDAR WAS GOING TO UNFOLD AS AND BE SO THAT WE COULD COLLABORATE TOGETHER AND TRY TO HAVE CALENDARS THAT WERE MORE ALIGNED. IN THE MEANTIME, WE CAME BACK AND FORMED OUR FRISCO ISD CALENDAR COMMITTEE AND THERE WERE SEVERAL IMPROVEMENTS I FEEL LIKE MADE HERE AS WELL. YOU SEE MEMBERS FROM OPERATIONS, STUDENT SERVICES, TEACHING AND LEARNING, PROFESSIONAL LEARNING, SIX PRINCIPALS AND SIX TEACHER SUBCOMMITTEES. AS FAR AS OPERATIONS. AGAIN, I'VE JUST RECENTLY BEEN A MEMBER OF THIS COMMITTEE, BUT IT WAS TO MY KNOWLEDGE, WE'D NEVER HAD A MEMBER ON THE INTERNAL COMMITTEE THAT REPRESENTED THE OPERATIONS FOLKS. AGAIN, YOUR CAFETERIA WORKERS, YOUR BUS DRIVERS, YOUR CUSTODIANS THINGS. SO WE HAD LISA JENKINS JOIN IN THAT REALM TO REPRESENT THOSE OPERATIONS SERVICES, AND WE DOUBLED THE NUMBER OF PRINCIPALS ON THE COMMITTEE, WHICH LED TO DOUBLING THE NUMBER OF TEACHER SUBCOMMITTEES SO THAT WE WOULD INSTEAD OF SEEMS LIKE IN YEARS PAST, IT SOUNDED LIKE THEY HAD THREE PRINCIPALS, THREE TEACHER SUBCOMMITTEES, WE DOUBLED THAT TO SIX AND SIX TO TRY TO GET MORE CAMPUS FEEDBACK AS WELL. THE FOCUS AND YOU COME INTO IT AND OBVIOUSLY YOU HAVE REQUIREMENTS THAT YOU'RE TRYING TO MEET, YOU HAVE TO MEET THE STATE REQUIREMENTS, YOU HAVE TO MEET OTHER THINGS. BUT THEN ALSO AN ADDITIONAL FOCUS WAS TO TRY TO CREATE A CALENDAR THAT SUPPORTS EMPLOYEE RETENTION AND THE FOLLOWING AREAS WHILE SATISFYING INSTRUCTIONAL OPERATIONAL NEEDS AS WELL AS STATE REQUIREMENTS. THOSE AREAS OBVIOUSLY TEACHERS, BUT THEN SO MANY OF OUR STAFF AREAS THAT WE'VE HAD SHORTAGES IN OVER THE LAST COUPLE OF YEARS, BUS DRIVERS, FOOD SERVICE STAFF, CUSTODIANS. AND THEN WHEN I THROUGH MY INVOLVEMENT WITH THE DISTRICT, I HAVE OVERSIGHT OF OUR SRO PROGRAM IN THE DISTRICT AND OUR POLICE OFFICERS. SO I REACHED OUT AND FOR THE FIRST TIME, SERGEANT COLBY HILL, HE SAID IT'S THE FIRST TIME WE'RE BEING CONSULTED ON THIS. I ASKED. I SAID, I KNOW YOUR DEPARTMENT'S GROWING RIGHT NOW. THAT'S OUR PROGRAM. AND THE OFFICERS THAT SERVE FRISCO ISD IS THEY'RE ALMOST THEIR LARGEST DIVISION AND WE RELY ON THOSE OFFICERS. YOU ALL KNOW THAT. WE DO. AND I ASKED ABOUT CHANGES, SOMETHING AS SIMPLE AS AN FISD CALENDAR. IS THERE ANYTHING IN THE CALENDAR THAT WOULD HELP SUPPORT THEM IN RETAINING OFFICERS TO WORK FOR OUR DISTRICT TO MAKE SURE THAT WE'RE ALWAYS FULLY STAFFED? THE RESOUNDING ANSWER THAT HE GAVE WAS SIMILAR TO WHAT WE'D HEARD FROM THOSE OTHER GROUPS. HE SAID, BRENT AS FAR AS I KNOW FROM OUR ENTIRE GROUP OF SORROWS, WE ONLY HAVE THREE THAT LIVE IN FISD AS A RESULT OF THEM [01:35:01] COMING IN, AND MOSTLY MCKINNEY AND PLANO. HE SAID IT'S A HUGE DETRIMENT WHEN OUR CALENDAR DOES NOT ALIGN WITH THOSE NEIGHBORING DISTRICTS BECAUSE THEN THEY DON'T HAVE HOLIDAYS AND BREAKS AND THINGS WITH THEIR FAMILIES, AND IT MAKES THEM SOMETIMES CONSIDER LOOKING AT THEIR HOME DISTRICT SO THAT THOSE THINGS WOULD ALIGN. SO THAT WAS GREAT FEEDBACK WITH HIM FROM HIM AS WELL. I MEAN, LOOK AT THE PROCESS WENT BACKWARDS. SEE HERE. THERE WE GO. ALL RIGHT. SO THE INSTRUCTION, OPERATIONAL CONSIDERATIONS, I KNOW MOST PEOPLE AND AGAIN, I SPENT 16 YEARS IN THE CLASSROOM. YOU THINK OF JUST THE PARAMETERS OF THE BEGINNING DATE, THE END DATE, THE HOLIDAYS. BUT THESE ARE A LOT OF THE OTHER THINGS THAT THE COMMITTEE HAS TO TAKE INTO CONSIDERATION, THINGS THAT MR. WARSTLER WAS MENTIONING. WE OBVIOUSLY DIDN'T WANT TO START SCHOOL ANY EARLIER FOR STAFF OR STUDENTS. WE DO AS A DISTRICT WITH 12 HIGH SCHOOLS, HAVE TO HAVE FOUR DAYS OF GRADUATION. SAYS WITHOUT MEMORIAL DAY INTERFERENCE BEING FORMER HIGH SCHOOL TEACHER AND ADMINISTRATOR, I KNOW THAT IT TAKES ABOUT 100 OF YOUR 150 STAFF MEMBERS TO PUT ON A GRADUATION. SO WITH 12 GRADUATIONS, IF WE WENT INTO AND BEYOND MEMORIAL DAY, YOU'RE ASKING 1200 STAFF MEMBERS TO WORK THROUGHOUT THAT HOLIDAY IN THOSE DAYS AS WELL. SO WE TRY TO AVOID THAT. ELEMENTARY STATE TESTING CAUSES SOME THINGS TO SHIFT AROUND. HIGH SCHOOL STATE TESTING AP EXAMS. OBVIOUSLY, WE HAVE TO MEET THE STATE REQUIREMENTS FOR MINUTES OF INSTRUCTION COMBINED WITH MINUTES OF PROFESSIONAL DEVELOPMENT. THAT PROFESSIONAL DEVELOPMENT HAS TO FALL BETWEEN YOUR FIRST AND LAST DAY OF SCHOOL TO BE COUNTED. SO ALL THOSE DAYS THEY GET BEFORE THE FIRST DAY OF SCHOOL, THIS WE DON'T GET TO COUNT THOSE IN THE MINUTE ALLOTMENT WE HAD AND SEVERAL BOARD MEMBERS HAD SENT OVER THE LAST YEAR AN INTEREST IN ELEMENTARY TEACHERS ASKING IF WE COULD BRING BACK THE PREVIOUS I CAN'T REMEMBER HOW MANY YEARS AGO BUT THE ELEMENTARY PARENT TEACHER CONFERENCE DAY BECAUSE MANY OF THEM TO GET THINGS DONE AND HAVE ALL THOSE CONFERENCES WE'RE HAVING TO HAVE THOSE AFTER HOURS AND ASKED IF WE COULD FIND A WAY TO WORK THAT BACK IN. AND THEN ALSO ANOTHER THING WAS GIVING TEACHERS TIME BACK PRIOR TO THE FIRST DAY OF SCHOOL. TYPICALLY THOSE HAVE ALL BEEN PROFESSIONAL DEVELOPMENT DAYS LEADING UP TO THE FIRST DAY OF SCHOOL. SO THERE WAS A REQUEST. COULD TEACHERS PLEASE JUST HAVE SOME TIME TO DO THE THINGS THEY FEEL NECESSARY PRIOR TO THE FIRST DAY OF SCHOOL? AND THEN OBVIOUSLY OUR BEST EFFORTS TO TRY TO BALANCE INSTRUCTIONAL TIME BETWEEN THE SEMESTERS BECAUSE WE HAVE A LOT OF SEMESTER CLASSES AT THE SECONDARY LEVEL AND YOU NEED THE KIDS TO HAVE THE SAME AMOUNT OF TIME AND OPPORTUNITY TO COMPLETE THE COURSEWORK. ALL OF THOSE THINGS ALONG WITH AS WE CONTINUE TO GET FEEDBACK FROM THE DISTRICTS WE WERE TRYING TO COLLABORATE WITH, WE'RE ACTUALLY THE LAST OF THOSE DISTRICTS TO BRING A CALENDAR FORWARD FOR APPROVAL. PLANO, MCKINNEY AND ALLEN HAVE ALL ALREADY APPROVED THEIR CALENDARS. AND LIKE I SAID, PROSPER. IT'S BEEN ALREADY FOR TWO YEARS. THEY WON'T HAVE ANOTHER ONE NEXT UNTIL NEXT YEAR. SO OUR PROPOSED CALENDAR THAT I'LL BE SHOWING DOES ALIGN WITH THOSE DISTRICTS FOR ALL THE REASONS THAT I'VE ALREADY MENTIONED ABOUT STAFF MEMBERS WHO DON'T LIVE IN FRISCO ISD CAN'T AFFORD TO WHATEVER. BUT BUT WOULD LOVE TO BE ABLE TO HAVE THOSE BREAKS WITH THEIR KIDS OR POLICE OFFICERS. I CAN ATTEST TO WITH MY WORK IN OPERATIONS. ALMOST NONE OF OUR CUSTODIANS, CAFETERIA WORKERS, THOSE FOLKS, BUS DRIVERS LIVE IN FRISCO ISD. IT'S EXTREMELY LOW NUMBER. SO, AGAIN, TO MAKE THINGS BETTER FOR THEM AND MAKE IT WORK BETTER FOR THEIR FAMILY AND HOPEFULLY BE ABLE TO RETAIN MORE OF THOSE FOLKS. WE ARE PROPOSING A CALENDAR THAT WILL BE UNVEILED IN JUST A SECOND. AND JUST AFTER THE DECEMBER MEETING, THE COMMITTEE WAS ASKED TO CONDUCT A SURVEY IN REGARD TO CALENDAR RELATED TOPICS. I KNOW THAT SEVERAL PEOPLE IN THE COMMITTEE HEARD FROM, YOU KNOW, WHY DIDN'T WE JUST SEND SOME DATES OR THINGS LIKE THAT FOR PEOPLE TO LOOK AT? AND PART OF THAT IS. IF REALLY YOU'VE ONLY GOT TWO OPTIONS OF DATES. SO WHEN IT COMES DOWN TO MOST OF THE HOLIDAY CHOICES. BUT WHAT PEOPLE WHEN YOU GIVE THEM DATES AND IF THEY SELECT A DATE, THEY OFTEN DON'T REALIZE THAT AS SOON AS YOU MOVE ONE THING IN THE CALENDAR BECAUSE OF ALL THOSE CONSTRAINTS YOU SAW, YOU HAVE TO MOVE AROUND OTHER THINGS. AND SO THESE QUESTIONS WERE THERE TO JUST CLARIFY WHAT WE'D BEEN TOLD BY MANY OF OUR LEADERS AND STAFF MEMBERS REGARDING ALIGNING WITH LOCAL DISTRICTS. YOU CAN SEE WE ASKED A QUESTION, IS IT IMPORTANT TO YOU? BECAUSE IF IT'S NOT, YOU KNOW, MAYBE YOU DON'T HEAR FROM EVERY SINGLE EMPLOYEE JUST COMING THROUGH. SO WITH THE SURVEY, IF IT'S NOT, THEN THAT SHOULDN'T MATTER TO US. AND WE CAN LOOK AT DOING SOME OTHER THINGS. BUT WE THOUGHT IT WOULD. AND WE HAD 61% OF THOSE EMPLOYEES THAT CAME THROUGH AND SAID THAT IT WAS IMPORTANT TO THEM TO TRY TO ALIGN WITH [01:40:03] THE OTHER DISTRICTS. YOU CAN SEE THAT THE PARENTS AND GUARDIANS THAT CAME THROUGH AND ALSO TOOK THE SURVEY AGREE TO BELIEVE WE HAD 59% OF THE PARENTS AND GUARDIANS. AND AGAIN, THIS 6988 TOTAL RESPONSES IS WHAT WE GOT ON THE SURVEY. 43% OF THOSE WERE GUARDIANS AND 57% WERE EMPLOYEES. THE REASON WE ASKED THE COLLIN AND UNT QUESTION, WE HAVE ABOUT 2000 KIDS THAT ARE CO ENROLLED AND COLLIN AND UNT ALONG WITH FRISCO ISD, SO IT'S DIFFICULT FOR THEM IF OUR SPRING BREAK DOESN'T ALIGN WITH THOSE BECAUSE THEN THEY'RE STUCK DOING COURSEWORK AND THEY DON'T REALLY FAMILY'S GOT A TRIP PLANNED OR THINGS LIKE THAT OR ANY OTHER REASON. IT'S DIFFICULT FOR THEM. COLLIN AND UNT HAVEN'T LINED UP IN PAST YEARS THAT SPRING BREAK SO HALF THE KIDS WERE KIND OF OUTLOOK ANYWAY BUT IT LOOKS LIKE MOVING FORWARD FOR THIS YEAR AT LEAST THIS COMING YEAR, THEY'RE GOING TO THERE WAS A QUESTION ABOUT DO YOU DESIRE TO HAVE A FULL WEEK OFF AT THANKSGIVING? AND I'LL TELL YOU, THE REASON WE WENT THERE AND YOU CAN SEE THE RESULTS, I MEAN, THAT WAS THE MOST DOMINANT. YES. BY BOTH GROUPS. THE REASON WE ASK THAT IS. IF WE LOOKED AT AND THERE WASN'T A RESOUNDING ANSWER HERE ABOUT WE'D LIKE TO ALIGN WITH THE OTHER DISTRICTS FOR ALL THE REASONS I'VE TALKED ABOUT, OR IF WE JUST WANTED TO CONSIDER MOVING, LET'S SAY HOLIDAY BREAK, WINTER BREAK, YOU'VE GOT TO FIND A WAY TO RECAPTURE THOSE MINUTES. SO AGAIN, LONG TIME FRISCO ISD EMPLOYEE, 16 YEARS IN CLASSROOM. I CAN REMEMBER MANY YEARS WHERE WE ONLY GOT OFF WEDNESDAY, THURSDAY AND FRIDAY OF THANKSGIVING. SO WE WENT TO SCHOOL MONDAY AND TUESDAY. THAT WOULD BE A WAY TO GET BACK TWO DAYS WORTH OF INSTRUCTION. IF YOU NEEDED TO MOVE THE HOLIDAY BREAK, THE WINTER HOLIDAY BREAK UP EARLIER WITHOUT THROWING OUT A BALANCE OF FALL AND SPRING. ANOTHER THING CONSTRAINT THAT WE DEAL WITH IS ENDING THE SEMESTER OF THE NINE WEEKS. WHEN WE ASKED, IS IT IMPORTANT TO YOU TO END THAT SEMESTER BEFORE THE WINTER BREAK? OR DO YOU MIND COMING BACK AND FINISHING UP A SEMESTER? I KNOW AGAIN, MANY YEARS WHILE I WAS IN THE CLASSROOM IN THIS DISTRICT TO HAVE AN EARLIER CHRISTMAS BREAK. WE DIDN'T FINISH THE SEMESTER UNTIL WE CAME BACK IN JANUARY, AND THAT WAS VERY UNPOPULAR AMONG TEACHERS. AS A TEACHER, I HEARD FROM PARENTS OFTEN ABOUT HOW DO YOU EXPECT MY KID TO REMEMBER THINGS THAT Y'ALL WERE DOING WEEKS BEFORE THE BREAK? AND THEN NOW WE'RE COMING BACK AND WE'RE DEALING WITH, YOU KNOW, MAYBE UNIT EXAMS OR THINGS LIKE THAT. NOT TO MENTION HERE ALL THOSE CO ENROLLED STUDENTS WE TALKED ABOUT 2000 THAT ARE GETTING COLLEGE CREDIT. IT MADE SENSE FOR THEIR HIGH SCHOOL SEMESTER TO BE OVER THE SAME TIME AS THEIR COLLEGE WHEN WE'RE LOOKING AT CREDITS AND FILLING THEIR SCHEDULES. AND THEN THE LAST ONE WAS ENDING SCHOOL BEFORE MEMORIAL DAY. YOU SEE THERE. AND WE'VE ALREADY TALKED ABOUT THE REASONS WE TRY TO END THOSE GRADUATIONS AND ALL THINGS BEFORE MEMORIAL DAY. AND THAT WAS A RESOUNDING YES EMPLOYEE AND GUARDIANS OVER WANTING TO TO DESIRING TO END THE SCHOOL YEAR BEFORE MEMORIAL DAY. SO WITH ALL THOSE THINGS COMBINED AND ALL THE OTHER THINGS THAT I'VE MENTIONED, THE COMMITTEE STAYED IN TOUCH WITH OTHER DISTRICTS. THEY RELEASED WHAT THEY WERE GOING TO DO FOR THEIR CALENDARS. AND THEN WE PROPOSED THE CALENDAR THAT YOU SEE HERE. I JUST WANT TO MAKE NOTE THE REASON THERE'S TWO CALENDARS JUST TO CLEAR THIS UP. OFTENTIMES WHEN A PARENT GOES TO THE DISTRICT WEBSITE TO LOOK AT A CALENDAR, THEY SEE THIS ONE ON THE RIGHT. THAT'S GOT EVERYTHING FOR TEACHER STAFF, ALL KINDS OF STUFF. AND IT'S MESSY. PARENTS JUST WANT TO KNOW, WHEN IS MY KID SUPPOSED TO BE AT SCHOOL? SO WE ASKED THE COMMUNICATIONS DEPARTMENT, CAN YOU WOULD YOU MIND MAKING A VERSION THAT'S JUST ONE COLOR? AND IT SHOWS WHEN THEIR DAYS OFF ARE. THAT'S IT. AND PUT THAT ON THE WEBSITE. SO THAT'S WHAT THIS IS AND THAT'S WHAT WE'VE ASKED AND THEY'VE COME UP WITH. THE TWO BROWN DAYS ARE JUST THE SNOW DAYS OR THE MAKEUP DAYS. EVERYTHING ELSE IS THE DAY THE KIDS AREN'T IN SCHOOL. WHAT I'M GOING TO TALK ABOUT AND JUST KIND OF HIT THE HIGHLIGHTS OF IS THE CALENDAR. THAT IS THE LITTLE BIT MESSIER BECAUSE IT SHOWS SOME OF THE THINGS THAT THE COMMITTEE. TRIED TO IMPROVE FOR STAFF MEMBERS. FIRST THING IS, I WANT YOU TO PAY ATTENTION TO THIS RIGHT HERE. THESE TWO YELLOW DATES. AUGUST 7TH AND EIGHTH. IN THE PAST, ALL OF THESE DAYS HAVE BEEN ORANGE, WHICH ARE ALL PROFESSIONAL DEVELOPMENT DAYS. AND THEN ALL OF A SUDDEN ON THE NINTH, YOU'VE GOT THE FIRST DAY OF SCHOOL. AGAIN IN AN EFFORT, THE COMMITTEE TO LISTEN TO TEACHERS AND SAY, YOU KNOW WHAT? ELEMENTARY TEACHERS THAT NIGHT OF THE SEVENTH, LET'S MEET THE PARENT NIGHT. IT'S HARD FOR THEM TO BE IN PD ALL DAY LONG AND THEN ALL OF A SUDDEN PREPARE FOR THAT. THAT MEETING THAT NIGHT. ALL TEACHERS, YOU KNOW, YOU HAVE A CERTAIN LEVEL OF WORK YOU WANT TO HAVE TIME TO GET DONE TO GET READY FOR YOUR FIRST DAY OF STUDENTS. SO THE REASON THESE TWO ARE YELLOW IS DISTRICT LEADERSHIP IS TO HAVE AGREED THAT WE COULD MAKE THAT AS A CALENDAR COMMITTEE STAFF WORK DAY ONLY. ADMINISTRATION IS NOT ALLOWED TO ASSIGN PROFESSIONAL DEVELOPMENT ON THOSE DAYS. [01:45:02] THE TEACHERS WILL JUST BE GIVEN TIME TO DO WHATEVER WORK THEY NEED TO DO ON THOSE TWO DAYS. THAT'S OUR PROPOSAL ON THOSE DAYS. ANOTHER THING IS HERE ON OCTOBER 6TH. THIS IS BRINGING BACK THE REQUESTED PARENT TEACHER CONFERENCE TODAY FOUR ELEMENTARIES THAT I KNOW MANY OF YOU HAD COMMUNICATED TO THE COMMITTEE ABOUT AS WELL. WE WORKED THAT BACK IN WHERE ON OCTOBER 6TH THEY WILL BE ABLE TO HAVE THAT CONFERENCE DAY. AND THAT'S A GREAT THING WE THINK, AND A PROPOSAL FOR OUR ELEMENTARY SCHOOLS TO BUILD AND KNOCK THOSE OUT AND NOT HAVE TO STAY AFTER HOURS AND DO THOSE AS YOU MOVE. DOWN FURTHER. THE THANKSGIVING WEEK, SO TO SPEAK, IS STILL THE FULL WEEK OFF. AS INDICATED, MOST PEOPLE'S DESIRES IN THE SURVEY. DECEMBER, THE DECEMBER AND JANUARY WINTER BREAK, YOU CAN SEE THE DATES HERE. AND THESE DATES WERE SELECTED FOR OPERATIONAL REASONS AND STRUCTION REASONS THAT WE TALKED ABOUT ENDING THIS SEMESTER BEFORE THE BREAK. NOT HAVING TO COME BACK AND DO MORE, NOT MOVING IT UP EARLIER AND GOING BACK AND FORTH. IT'S JUST HARD TO SEE NOT MOVING THIS BREAK UP EARLIER, WHICH WOULD THEN TO GET THE MINUTES BALANCED IN THE FALL, YOU HAVE TO START EARLIER OR YOU WOULD HAVE TO RECOUP SOME OF THESE OTHER DAYS SOMEWHERE ELSE OR COME BACK AFTER THE HOLIDAY AND FINISH THE SEMESTER. AND PROBABLY MOST IMPORTANTLY, THIS IS THE BREAK THAT OUR NEIGHBORING DISTRICTS CHOSE FOR THEIR DISTRICTS. AND SO IF THIS PROPOSAL IS ACCEPTED, THESE HOLIDAY BREAKS WILL ALIGN WITH ALL OF THOSE DISTRICTS THAT PARTICIPATED IN THE COLLABORATION MCKINNEY, PLANO, ALLEN, AND HOPEFULLY MOVING SOON. IF THE BOARD FEELS LIKE IT WAS A WORTHWHILE EFFORT AND WE WANT TO DO IT AGAIN NEXT YEAR WITH PROSPER AND LITTLE ELM JOINING THE TABLE, THE HOPE WOULD BE WE COULD WORK THAT OUT AS WELL. YOU MIGHT MENTION THAT OCTOBER SIX, DAY BEFORE OUR SECONDARY FRIENDS START PEEING US THAT ARE WATCHING TONIGHT, IT'S A PARENT CONFERENCE DAY FOR ELEMENTARY AND FOR SECONDARY. IT'S A NORMAL STAFF DEVELOPMENT DAY BECAUSE THAT'S CORRECT. AGAIN FORMER HIGH SCHOOL TEACHER WHEN THE DISTRICT WHEN WE HAD THE CONFERENCE DAY FOR ME, I KNOW IT WAS FRUSTRATING, YOU KNOW, THAT WE'RE OPEN FOR CONFERENCES IN HIGH SCHOOL, YOU KNOW, TEACHING JUNIOR SENIORS THAT YOU MIGHT HAVE ONE WANT TO SIGN UP, WHEREAS ELEMENTARY EVERYBODY WANTS TO COME AND DO IT SO THAT DAY CAN BE UTILIZED FOR THE CONFERENCES FOR ELEMENTARIES, BUT IT CAN BE UTILIZED DIFFERENTLY FOR THE SECONDARY SCHOOLS IF IT'S DEEMED THAT THEY DON'T NEED AN ENTIRE DAY SET ASIDE FOR THOSE CONFERENCES. YEAH, THAT'S A GREAT POINT. THE SPRING BREAK YOU SEE HERE IS AN ALIGNMENT WITH COLLIN AND UNT. THEY HAVEN'T RELEASED THEIR CALENDARS, BUT THAT'S WHAT THEY'VE INDICATED TO US WILL BE IN. THEY ALIGN WITH THOSE NEIGHBORING DISTRICTS AND THEN DOWN AT THE BOTTOM YOU'VE GOT. THE LAST DAY OF SCHOOL BEING THE 17TH, AND THAT IS TO GET IN FOUR DAYS OF GRADUATION, 16TH, 17TH, 18TH AND 19TH. BECAUSE OTHERWISE, THE ONLY WAY THE OTHER WAY TO DO IT, YOU HAVE TO UTILIZE THOSE WEEKEND DAYS ACCORDING TO OUR FACILITIES THAT WE HAVE TO USE AT STAAR AND COMERICA. YOU WOULD HAVE TO COME BACK AND DO THOSE GRADUATIONS DURING MEMORIAL DAY WEEKEND, WHICH WE'VE TALKED ABOUT THE REASONS FOR THAT, FOR AVOIDING THAT. SO THAT IS THE CURRENT PROPOSED CALENDAR. IT WAS A VERY DIFFERENT PROCESS. MANY DIFFERENT TYPES OF PEOPLE WERE INCLUDED THIS YEAR THAT HAVE NEVER BEEN INCLUDED BEFORE. AND I THINK THAT WE'VE DONE THE BEST JOB WE CAN TO COME UP WITH A CALENDAR THAT SOLVES THE MOST ISSUES. IT'S NOT PERFECT. IT DOESN'T ALWAYS WORK OUT FOR EVERYBODY AND THEIR SPECIFIC PERSONAL DESIRES, BUT WE FEEL LIKE IT CHECKS THE MOST BOXES POSSIBLE. SO AWESOME. THANK YOU GUYS SO MUCH. BOARD LET'S OPEN IT UP FOR QUESTIONS. HI, BRENT. FIRST QUESTION IS, WHEN DID WE GO TO ENDING SCHOOL BEFORE MEMORIAL DAY? BECAUSE I KNOW WE USED TO GO A WEEK OR EARLY AFTER. HOW MANY YEARS AGO WAS THAT? DO YOU KNOW ABOUT WHEN WE DID THAT? I'D SAY THAT WAS PROBABLY DICTATED MORE TO WHEN WE STARTED TO NEED MORE DAYS FOR GRADUATION THAT WE WEREN'T ABLE TO KNOCK THEM OUT ON A THURSDAY. FRIDAY WE HAD TO START GOING INTO SATURDAYS AND SUNDAYS, WHICH EATS INTO THAT MEMORIAL DAY WEEKEND. I'D ALSO BE HE'S NEWER AT THIS THAN ME. THERE USED TO ALSO BE A MANDATORY SCHOOL START DATE SET BY THE STATE LEGISLATURE. SO USED TO THE TEXAS STATE LEGISLATURE SET A MANDATORY SCHOOL START DATE OF THE FOURTH MONDAY IN AUGUST. AND ABOUT WHAT, FIVE OR SIX YEARS AGO, THEY ALLOWED THE DISTRICT OF INNOVATION TO MAKE A RULE WHERE YOU COULD START IT WHENEVER YOU WANTED TO. SO WHEN THAT MANDATORY SCHOOL START DATE WAS THE FOURTH MONDAY IN AUGUST, YOU HAD IT. WHAT, IT DIDN'T ALLOW YOU TO FINISH YOUR FIRST SEMESTER BEFORE THE HOLIDAY BREAK? [01:50:05] KIND OF HOW HE WAS SAYING YOU HAD TO COME BACK INTO JANUARY AND FINISH THE FIRST SEMESTER AND THEN YOU WOULD USUALLY HAVE TO GO ABOUT A WEEK INTO JUNE. THAT'S WHAT I RECALL. I WOULD HAVE TO LOOK BACK. I WOULD SAY IT'S FIVE OR SIX YEARS AGO. AND I WOULD ALSO SAY I LOOKED AT SOME OF THOSE NEIGHBORING DISTRICTS THAT ARE PROPOSING THE SAME BREAKS. SOME OF THEM GO LONGER, BUT EVERY SINGLE ONE OF THEM DOES AN ADDITIONAL WEEK LONG FALL BREAK OF IN OCTOBER, PLUS A WEEK IN NOVEMBER FOR THANKSGIVING. AND SO THAT PUSHES THEM BACK A WEEK TO ACHIEVE THEIR AMOUNT OF MINUTES AT THE END OF THE YEAR. AND THEY HAVE TO COME BACK. AND ONE OF THE REASONS I THINK IT'S A BIG WIN IS BAND FALL SPORTS ALL THOSE. THEY WENT AHEAD AND STARTED BEFORE SCHOOL STARTED THEN SO YOU WOULD START WITH FOOTBALL GAMES AND BAND AND ALL YOUR FALL SPORTS BEFORE SCHOOL EVEN STARTED. SO THAT WAS KIND OF ONE OF THE BIG WINS WHEN THE STATE DID NOT MANDATE THAT UNIFORM SCHOOL START THING. OKAY. A FEW. COMMENTS AND THEN I THINK A FEW MORE QUESTIONS. OBVIOUSLY, I UNDERSTAND THAT THIS IS IMPORTANT AND IN FACT IMPACTS EVERY FAMILY IN OUR DISTRICT, OUR EMPLOYEES, OUR PARENTS, OUR STUDENTS, ALL OF THAT. SO IT'S IMPORTANT AND I CERTAINLY UNDERSTAND THAT THIS IS, I'M SURE, A LABOR OF LOVE AND PROBABLY A VERY DIFFICULT PROJECT TO PULL TOGETHER. SO THANK YOU FOR YOUR YOUR WORK ON THAT. I APPRECIATE THAT. I DO HAVE A COUPLE OF CONCERNS ABOUT JUST KIND OF WHEN WE'VE BEEN GIVEN THIS INFORMATION AND IT'S KIND OF LATE RIGHT NOW. WE HAVE TO WE CAN'T KICK THE CAN ANYMORE. WE GOT TO VOTE ON THIS BECAUSE I'M SURE THERE'S A LOT OF WORK THAT NEEDS TO BE DONE ONCE THIS IS FINALIZED. I'D LIKE FOR NEXT YEAR. IT'S OBVIOUSLY TOO LATE FOR THIS YEAR, BUT FOR NEXT YEAR I'D LIKE TO. I'D LIKE FOR US TO LOOK AT A PROCESS THAT STARTS THAT COMMUNITY INPUT A LITTLE BIT EARLIER AND A SPECIFICALLY A NEIGHBORING DISTRICT. HAD THEY STARTED MEETING IN OCTOBER AND THEY PRESENTED A COUPLE OF DIFFERENT OPTIONS. YOU PROBABLY KNOW THE DISTRICT I'M REFERRING TO, AND I CAN'T IF THERE'S TWO OR THREE DIFFERENT CALENDAR OPTIONS THAT THEY PRESENTED IN A MEETING, THE BOARD, THE STAFF, THE COMMUNITY, THE TEACHERS ALL GOT TO KIND OF GIVE INPUT. AND SO I THINK THAT WAS A LITTLE MORE TRANSPARENT TO THE COMMUNITY WHERE THEY FELT LIKE OK AT LEAST I UNDERSTAND. AT LEAST WE GOT TO DEBATE THE PROS AND CONS AND THEN ULTIMATELY A DECISION HAS TO BE MADE. I THINK THEY DID ONE MEETING IN OCTOBER TO IN NOVEMBER, IF I'M RECALLING CORRECTLY, I THINK THEY HAD A WORKSHOP ACTUALLY SPECIFICALLY FOR THE CALENDAR THAT WAS OUTSIDE OF THE REGULAR BOARD MEETING WHERE THEY PRESENTED ALL OF THESE THINGS. I ACTUALLY WATCHED PART OF THAT. I KNOW ONE OF THE TRUSTEES THERE AND HE POSTED IT ON THIS FACEBOOK AND I WATCHED IT. I GUESS I DON'T GET ENOUGH MEETINGS HERE, SO I HAVE TO WATCH SOME OTHER ONES. BUT BUT I THOUGHT IT WAS ACTUALLY VERY WELL DONE AND VERY INTERESTING. AND I THOUGHT IT WAS A GREAT WAY TO AT LEAST KIND OF BRING THE COMMUNITY TO FEEL LIKE THEY HAD A SEAT AT THE TABLE. SO A COMMENT I HOPE TO HAVE A CHANCE TO MAKE TONIGHT IS, YOU KNOW, EVERYBODY HERE'S ALL FAMILIAR WITH YOU. JOIN A COMMITTEE, YOU JOIN A PROCESS, YOU JOIN SOMETHING AND YOU KIND OF INHERIT WHAT'S ALREADY THERE. RIGHT? YOU EXPERIENCE IT A YEAR AND YOU IMMEDIATELY THINK, OKAY, HOW CAN I MAKE THIS BETTER? AND SO, YOU KNOW, THE THING THIS YEAR, BASED ON THE COMMENTS WE RECEIVED LAST YEAR, THE EFFORT WAS HOW CAN WE GET THESE NEIGHBORING DISTRICTS TOGETHER TO SOLVE THIS PROBLEM FOR SO MANY OF OUR EMPLOYEES? AND THAT BECAME THE FOCUS. WHAT I YOU KNOW, THE SURVEY ASPECT WAS NOT ASKED OF US UNTIL AND AGAIN IT HAD NEVER BEEN A PART OF THE PROCESS WAS ASKED IN DECEMBER. MY SUGGESTION GOING FORWARD AND I DON'T KNOW IF I'LL BE A PART OF THIS MOVING FORWARD, YOU KNOW THE THINGS I DON'T ASSIGN THAT. BUT MY SUGGESTION WOULD BE IF WE'RE GOING TO DO THAT, IF THE BOARD IS GOING TO DECIDE ON PROCESS WHERE WE WANT THAT DONE, THAT NEEDS TO BE BEGINNING OF SEPTEMBER, THAT THAT SURVEY AND FEEDBACK CONDUCTED TYPICALLY, AND I'VE ALREADY TALKED TO THESE OTHER DISTRICTS, THEY LIKED WHEN WE MET THIS YEAR TO GET TOGETHER ALL TOGETHER. AND THAT WAS ABOUT THE END OF THE FIRST WEEK OF SEPTEMBER. I WOULD EVEN SAY IT WOULD BE GREAT TO HAVE A SURVEY DONE FIRST. THAT WAY, IF WE HAVE INTEREST OF THE COMMUNITY OR OUR STAFF, WE CAN REPRESENT THAT AT THAT MEETING AND MAYBE AT LEAST ADD THAT OK WHATEVER ALL THE DISTRICTS DECIDE, WE KNOW THAT OUR COMMUNITY FEELS THIS WAY OR THAT WAY OR AND THEN THAT WAY. IT'S A PART OF THE DISCUSSION AT THAT LEVEL AND THEN I WOULD THINK THAT YOU WOULD NEED TO. AS WE CAN GET THE RESULTS OF THAT SURVEY AND START TO HEAR BACK FROM OTHER DISTRICTS AND WHAT THEY'RE THINKING, IT WOULD BE GREAT TO HAVE A WORKSHOP TO WHERE Y'ALL. BUT I KNOW YOU'LL GET WORKSHOPPED TO DEATH AS WELL. BUT NO, THAT WOULD BE IF THAT'S SOMETHING THAT'S A DESIRED PART OF THE PROCESS, THAT'S NOT A PROBLEM AT ALL. I DON'T WANT IT TO GO UNNOTICED. REAL QUICK. I'M GOING TO BRAG ON BRENT FOR A SECOND. IN THE HISTORY OF ALL THESE SCHOOL DISTRICTS BEING RIGHT NEXT TO EACH OTHER. NO ONE HAS EVER ATTEMPTED TO ADOPT A SIMILAR CALENDAR. [01:55:04] AND WHAT WE HEARD LOUD AND CLEAR FROM THE COMMUNITY LAST YEAR AFTER WE ADOPTED THE CALENDAR WAS WHY CAN'T YOU ALL GET TOGETHER WITH SURROUNDING DISTRICTS? SO BRENT SPEARHEADED IT, AND HE'S THE ONE WHO GOT TOGETHER WITH ALL THE SURROUNDING DISTRICTS. AND I THINK THAT'S WHERE A LOT OF THE FOCUS WAS SAW AS I DON'T WANT IT TO GO TO BE LOST OR GO UNNOTICED THAT HE DID SOMETHING THAT IN HUNDREDS OF YEARS OF THESE SCHOOL DISTRICTS HAS NEVER BEEN DONE. AND WE'RE THE ONLY DISTRICT WHO HASN'T ADOPTED IT YET AFTER HE KIND OF DID ALL THE STUFF AROUND IT. BUT I WANTED THAT TO BE SAID. I'M SURE THAT WASN'T EASY EITHER. I FELT LIKE HERDING CATS AT THAT TIME. IT'S TOUGH TO GET A BUNCH OF DIFFERENT DISTRICTS TO AGREE. YEAH, ABSOLUTELY. IT'S HARD TO GET YOUR OWN TO AGREE, BUT IT'S HARD TO GET EVERYBODY ELSE. YEAH. SO I JUST HAVE A COUPLE MORE THINGS IF YOU'D BE SO KIND. CAN YOU CAN YOU GO BACK TO THE SURVEY SLIDE? YES. OKAY. SO. LAST MONTH WHEN THE CALENDAR WAS RELEASED. I THINK THE SATURDAY BEFORE THE BOARD MEETING, WE ALL GOT BLOWN UP OUR EMAILS WITH AND DOZENS OF EMAILS FROM PEOPLE WHO HAD CONCERNS ABOUT THE CALENDAR. I'M SURE YOU SAW ALL THOSE EMAILS, AND THAT WAS WHY WE DECIDED, OKAY, LET'S NOT VOTE ON THIS. LET'S GIVE THE COMMUNITY A LITTLE MORE TIME TO GIVE SOME INPUT, WHICH I THOUGHT WAS. A GOOD DECISION AND STILL DO. THE SURVEY I LIKE IT. I THINK THE JUST HOW FEW COMMENTS ON IT. I THINK THE PARTICIPATION FROM THE EMPLOYEES IS AMAZING. MOST 4000 PEOPLE, THAT'S REALLY GOOD. THE PARENTS IS NOT QUITE SO MUCH. RIGHT. AND THAT'S JUST THE NATURE OF SURVEYS. I UNDERSTAND THAT. BUT I THINK A COUPLE OF THE THINGS THAT WE HEARD IN THE EMAILS AND I DIDN'T COUNT THEM, BUT IT SEEMED LIKE 85 TO 90% OF THE EMAILS THAT WE RECEIVED HAD CONCERNS SPECIFICALLY AROUND THE BREAK BEING SO CLOSE TO CHRISTMAS AND HAVING THAT TIME. AND I CERTAINLY UNDERSTAND THIS IS AN ACADEMIC CALENDAR, BUT WE ALSO HAVE 67,000 CONSTITUENTS AND THEIR PARENTS THAT WE HAVE TO DO OUR BEST TO SERVE IN THE BEST WAY THAT WE CAN. SO. WHAT I NOTICED IS THAT THIS SURVEY DIDN'T ADDRESS IT, ADDRESSED A LOT OF THINGS THAT I THINK ARE IMPORTANT TO PEOPLE, BUT IT DIDN'T ADDRESS THAT SPECIFIC PIECE. SO I THINK WE SHOULD PROBABLY AND WHO KNOWS WHEN CHRISTMAS IS GOING TO FALL IN 2024. SO MAYBE THAT WILL SOLVE THE PROBLEM FOR US. IT JUMPS AHEAD TWO DAYS BECAUSE OF LEAP YEAR. I'VE ALREADY HEARD THAT, WHICH IS SAD AND RIDICULOUS, BUT YES, I'VE ALREADY LOOKED AT IT. SO ANYWAYS, THAT WAS I JUST WANTED TO KIND OF POINT THAT OUT BECAUSE I THINK THAT WAS AN IMPORTANT, THAT POINT WAS BECAUSE NOT ONLY DID WE GET THE DOZENS AND DOZENS OF EMAILS AS THE LEADER, THE LEADER'S EMAIL ADDRESS, BUT I PERSONALLY JUST GOT BLOWN UP FROM PEOPLE. AND THE TWO THINGS WERE THE WINTER BREAK BEING STARTING SO CLOSE TO CHRISTMAS AND THE OTHER PIECE BEING. THAT SEEMS LIKE THE START DATE FOR THE YEAR. KEEPS GETTING EARLIER AND EARLIER KIND OF TO YOUR POINT. AND THEN THE END DATE KEEPS GETTING EARLIER AND EARLIER. SO THAT WAS THE OTHER CONCERN THAT I HEARD. SO I THINK ANY FUTURE SURVEYS, WE SHOULD JUST VALIDATE AND ASK ABOUT THAT. AND MAYBE THE EMPLOYEES WOULD HAVE A DIFFERENT IDEA THAN PARENTS. I DON'T KNOW. I THINK THIS IS MORE DUE TO THE TIMING OF THE SURVEY, MEANING. THIS WAS A MONTH AGO, AND AT THAT TIME OUR NEIGHBORING DISTRICTS HAD ALREADY ADOPTED THEIR CALENDARS. SO REALLY IT BECAME DATES KIND OF BECAME A MOOT POINT MORE THAN JUST DO WE WANT TO ALIGN WITH THOSE OTHER DISTRICTS OR DO WE OR DO WE NOT? AND IF WE DON'T, IF WE DO, THERE'S ONLY ONE OPTION FOR THOSE BREAKS BECAUSE THAT'S WHAT THEY'VE ALREADY VOTED ON. IF WE DON'T, THEN IT WAS OK. THE ONLY OPTION IS TO MOVE A WEEK EARLIER. THESE ARE THE THINGS WE NEEDED TO KNOW TO MAKE THAT HAPPEN. WE NEED TO KNOW, ARE YOU WILLING TO CHANGE THAT THANKSGIVING BREAK? ARE YOU WILLING TO MAYBE COME BACK AND FINISH THE SEMESTER AFTER JANUARY LIKE WE USED TO? ARE YOU WILLING TO POSSIBLY GO PAST MEMORIAL DAY THINGS TO ARRANGE THE MINUTES AND BALANCE THE SEMESTERS? ALL OF THOSE OTHER THAN THAT FIRST QUESTION WERE TO ADDRESS IF WE WERE TO BE TASKED TO MOVE THE HOLIDAY BREAK A WEEK EARLIER. THAT'S HOW YOU DO IT. YOU HAVE TO. THAT'S THE HARD FOR PEOPLE BECAUSE WHAT MOST PEOPLE WOULD SAY IS, YOU KNOW, THEY MIGHT SAY, I WANT THE BREAK OR SOMEBODY ONE OF THOSE PEOPLE I WANT TO BREAK EARLIER, BUT I DIDN'T WANT MY KID TO HAVE TO FINISH THE SEMESTER AFTER THE BREAK. I WANT THEM TO BE DONE WITH THAT SEMESTER OR I DIDN'T WANT TO NOT GET OUT OF FULL WEEK FOR THANKSGIVING NOW. BUT NOW A SUDDEN THAT'S ON THE TABLE OR THE THESE OR THE END OF SCHOOL OR START OF SCHOOL. IT'S A DOMINO, ALL OF IT. AND SO WE WERE TRYING TO PRIORITIZE THE OTHER THINGS WE WOULD NEED TO KNOW TO MAKE A CHANGE. IF WE DO A SURVEY IN SEPTEMBER, LET'S SAY YOU HAVE TO WORRY ABOUT THAT. YOU CAN JUST START THROWING OUT OPTIONS. AND SO I THINK THAT'S THE PIECE TOO, THAT'S HARD TO UNDERSTAND. AND I REALLY APPRECIATE THIS PRESENTATION. [02:00:02] I THINK THE ONLY OTHER THING THAT I WOULD SAY IS THAT I WISH I HAD THIS SOONER LIKE LAST MONTH AND MAYBE THAT WAS A MISS ON MY PART BEFORE WE VOTED. MAYBE I SHOULD HAVE SAID AND I'LL TAKE OWNERSHIP FOR THAT. I THINK I SHOULD HAVE SAID, CAN WE HEAR WHAT YOU'VE PRESENTED FOR US SO THAT WE COULD HAVE BEEN THINKING ABOUT IT FOR THE PAST FOUR WEEKS? BECAUSE I'LL JUST BE HONEST WITH YOU, I'M STRUGGLING WITH HAVING TO VOTE ON THIS BECAUSE I FEEL LIKE I HAVEN'T HAD ENOUGH TIME TO REALLY THINK ABOUT IT AND DIGEST IT AND SORT OF FRAME IT WITHIN THE PROPER CONTEXT. AND THAT JUST IS WHAT IT IS. SO I'M JUST HOPING NEXT YEAR, IF WE CAN KIND OF START EARLIER, GET THESE DISCUSSIONS. AND I THINK ALSO TO THIS DECISION LOGIC OF HOW WE THE GUIDING PRINCIPLES RIGHT, AND THE DECISION LOGIC SHARING THAT. AND THAT'S WHAT THE OTHER DISTRICT I THOUGHT DID REALLY WELL ALSO IS THEY LISTED IT RIGHT ON THERE. HERE'S THE THING. IT'S LIKE WE WANT TO FINISH BEFORE WINTER BREAK. WE WANT TO START ON THIS DATE. WE WANT TO HAVE A WEEK OFF FOR THANKSGIVING. ALL OF THOSE THINGS HELP. NOT JUST OUR EMPLOYEES, BUT ALSO THE CONSTITUENTS UNDERSTAND ALL THE COMPETING FACTORS. BECAUSE IN ALL THE EMAILS THAT WE GOT, IN FAIRNESS, IT WAS KIND OF A SINGLE ISSUE, RIGHT? LIKE, I JUST WANT THIS OR I WAS CONCERNED ABOUT THAT OR I LIKE THIS. LIKE, I KNOW SOME TEACHERS REACHED OUT AFTERWARDS AND SAID I WASN'T SURE I WAS GOING TO LIKE THIS, BUT I DO LIKE IT, RIGHT? SO IT GOES BOTH WAYS. I THINK, FOR FOLKS THAT LIKE CERTAIN THINGS ABOUT IT AND DON'T. BUT I THINK IF WE SHARE ALL THAT UPFRONT, THEN PEOPLE CAN REALIZE IT'S A LITTLE MORE COMPLEX THAN IT MAY APPEAR ON THE SURFACE. ALL THE EMAILS WE GOT, I THINK, KIND OF SURPRISED US TOO. THIS CALENDAR WE'RE PROPOSING, WE ADOPTED THE EXACT SAME CALENDAR IN 2018 AND THE EXACT SAME CALENDAR IN 2012 AND WE DIDN'T GET AN EMAIL. AND ONE OF THE ONE OF THE MAIN TOPICS OF THE EMAILS SEEM TO BE DIVORCED PARENTS WITH THIS STATE OF TEXAS DATE TO TRADE THEIR CHILDREN ON DECEMBER 28TH. AND CLEARLY IT'S NEVER GOING TO BE FAIR FOR BOTH PARENTS UNLESS DECEMBER 28TH IS THE MIDDLE SATURDAY OF THE BREAK. RIGHT. I DON'T KNOW IF THAT'S A NEW THING SINCE 2018, BUT WE LOOKED BACK AT CALENDARS IN THE PAST, AND THIS WINTER BREAK WE'RE PROPOSING IS THE EXACT SAME TIME AS TWO PREVIOUS. AND WE NEVER HEARD A PEEP FROM ANYONE ABOUT IT AND THAT. SO WE WERE A LITTLE SURPRISED BY THAT, TOO. MIGHT BE THE GROWTH IN OUR STUDENT POPULATION, RIGHT? THERE'S JUST MORE PEOPLE WHO MIGHT HAVE MORE OF AN OPINION, YOU KNOW WHAT I MEAN? I MEAN, WE STILL HAVE 50,000 OR 40,000, 5000 STUDENTS THEN. AND SO IT WAS A SURPRISE TO US WHEN WE DIDN'T HEAR ANYTHING SIX YEARS AGO AND NOW IT WAS THAT. BUT YEAH. BRENT, I'D LIKE TO ASK YOU A QUESTION. WHEN WAS THE SURVEY TAKEN? OH, THAT WAS THE WEEK BEFORE WE GOT OUT FOR WINTER BREAK. THE WEEK BEFORE WE GOT THAT BREAK. HEY, I REALLY APPRECIATE YOU PUTTING THIS TOGETHER AND THE HARD WORK YOU DID. PUTTING IT TOGETHER. I MEAN, I KNOW THE BOTTOM LINE IS YOU'RE NOT GOING TO GET A WHOLE SCHOOL DISTRICT TO AGREE ON ONE CALENDAR. THE ONE THING I WOULD SUGGEST IS THAT WE PROBABLY GET OUT IN FRONT OF IT A LITTLE BETTER, MAYBE LET THEM KNOW, LET PEOPLE KNOW WHY YOU DECIDED TO DO IT THIS WAY AND GET MORE BUY IN BEFORE WE MAKE A DECISION. I MEAN, IT REALLY DIDN'T MATTER TO ME PERSONALLY MUCH, BUT SINCE I'VE BEEN ON THE BOARD, I HAVEN'T GOTTEN MORE EMAILS ABOUT A SINGLE SUBJECT. AND I THINK IF WE JUST KIND OF GOT OUT IN FRONT OF IT, LET THE PEOPLE KNOW WHY WE'RE DOING IT. WHY WE CHOSE THE CALENDAR. THIS WAY IT WILL WORK OUT A LOT BETTER. I MEAN, NOW THAT YOU'VE EXPLAINED IT, I'M GOOD. THANK YOU. I JUST WANT TO MAKE A COMMENT TO THAT. I THINK IT'S IMPORTANT TO NOTE THAT AS FAR AS I KNOW, WHEN WE HAVE LOOKED AT OUR CALENDAR COMMITTEES AND DONE THE CALENDAR, WE HAVE NEVER SENT A SURVEY OUT ASKING FOR COMMUNITY AND STAFF FEEDBACK. SO I THINK WHEN YOU SAY WE SHOULD HAVE GOTTEN OUT IN FRONT OF IT, I THINK WE'VE DONE MORE THIS YEAR AS A DISTRICT TRYING TO GET FEEDBACK FROM OUR COMMUNITY AND OUR STAFF MEMBERS THAN WE'VE EVER DONE IN THE HISTORY OF FRISCO ISD. SO I THINK IT'S IMPORTANT TO NOTE THAT WAS THE PURPOSE OF THE SURVEY. AFTER WE TABLED THIS AT THE DECEMBER MEETING, IT WAS, LET'S GO GET THE FEEDBACK, LET'S HEAR WHAT OUR CONSTITUENTS SAY AND. SO I JUST THINK IT'S IMPORTANT THAT WE NOTE THAT. WELL, I APPRECIATE THAT. ALL I'M SAYING IS THAT MAYBE IF WE DID THE SURVEY, IT CAN GET BETTER. IF YOU LOOK AT IT AS I THINK EVERYBODY WOULD AGREE, TRYING TO GET ALL THE NEIGHBORING DISTRICTS TOGETHER WAS AN IMPROVEMENT, TRYING TO GIVE OPERATIONS, STAFF, CAFETERIA WORKERS A SEAT AT THE TABLE IN THE COMMITTEE WAS AN IMPROVEMENT, DOUBLING THE NUMBER OF CAMPUS PERSONNEL, TEACHERS AND PRINCIPALS TO HAVE A VOICE ON THE COMMITTEE WAS AN IMPROVEMENT. SO. THAT DOESN'T MEAN IT JUST STOPS. THERE'LL BE THINGS NEXT YEAR THAT WE LOOK AT DOING DIFFERENTLY TO MAKE IT BETTER. AND THAT'S JUST PART OF IT. THAT'S PART OF THE WORK. BUT I JUST HAVE A COUPLE OF ITEMS TO NOTE. [02:05:02] THANK YOU FOR EXPLAINING THE THE QUESTIONS IN THE SURVEY THAT WERE DRIVERS FOR WINTER BREAK EVEN THOUGH THERE WASN'T A SPECIFIC QUESTION ABOUT WINTER BREAK. I MEAN, IT MAKES COMPLETE SENSE THAT IF YOU WANT TO MOVE WINTER BREAK, THERE ARE GOING TO BE A LOT OF UNINTENDED CONSEQUENCES. SO YOU NEED TO MAKE SURE EVERYBODY UNDERSTANDS WHAT THOSE MIGHT BE AND HOW THEY FEEL ABOUT THEM. SCOTT, THANK YOU FOR SENDING US THE SURVEY RESULTS A WEEK AGO MONDAY. THAT WAS HELPFUL TO BE ABLE TO SEE THOSE IN ADVANCE. AND TO THOSE COMMUNITY MEMBERS THAT PROVIDED US FEEDBACK BOTH. I GUESS, BACK IN DECEMBER. BUT THEN THOSE THAT ALSO EMAILED US AFTER THIS WINTER BREAK, WE'RE TOWARDS THE END OF THIS WINTER BREAK SAYING THAT THEY FELT ONE WAY BEFORE WINTER BREAK. BUT NOW HAVING GONE THROUGH THIS WINTER BREAK, THEY REALLY APPRECIATED THE DOWNTIME AFTER THE HOLIDAYS TO RECUPERATE BEFORE COMING BACK AND EXPRESS THAT TO US. THAT WAS ALSO VERY HELPFUL. SO. THAT'S ALL I'VE GOT. THANK YOU. BOARD. ANY OTHER QUESTIONS OR COMMENTS? I DO IF NOBODY ELSE HAS ANY QUESTIONS. SO BEFORE WINTER, WHEN THIS CAME UP IN DECEMBER, I HAD IT PULLED OFF THE AGENDA FOR A COUPLE OF REASONS, AND I KNEW SOME OF THE BACKGROUND BUT DIDN'T KNOW QUITE EVERYTHING BEHIND IT. SO NOW, OF COURSE, LISTENING TO YOU, EVERYTHING IS FITS RIGHT IN PLACE. BUT I MADE THE MENTION OF GOING DOWN A RABBIT HOLE ONE DAY AND I HAVE OVER 23 CALENDARS THAT I HAVE DEALT WITH OR BEEN A PART OF IN FRISCO ISD. AND SAME THING OF WHAT YOU ALL POINTED OUT IS THAT JUST ALWAYS DEPENDS ON WHEN THE HOLIDAYS FALL. MY SON GRADUATED ON JUNE 7TH IN 2014, SO THAT WAS A YEAR THAT WE STARTED LATER AND ENDED MUCH LATER. AND I DIDN'T CARE FOR THAT WHOLE LOT. SO I SORT OF LIKE BEING DONE BEFORE MEMORIAL DAY BECAUSE WHEN MY KIDS WERE YOUNGER AND WE WERE DONE BEFORE MEMORIAL DAY, WE GOT TO DISNEY WORLD BEFORE ANYBODY ELSE DID. SO THAT WAS REALLY NICE THAT YEAR TOO. SO I APPRECIATE ALL THE WORK THAT YOU ALL THE THOUGHT THAT YOU ALL HAVE GONE THROUGH ALL OF THIS AND. LOVE THAT WE HAVE THAT YOU PUT TOGETHER, BECAUSE I KNOW SEVERAL PEOPLE IN THE NEIGHBORING DISTRICTS THAT ACTUALLY TOLD ME ALL OF THIS AND THEY WERE VERY HAPPY TO BE COMBINED NOW AND EVERYBODY'S HAPPY. SO THANK YOU. AND WITH THAT, OH, YOU HAVE SOME I JUST WANT TO THANK YOU. I KNOW THAT SEVERAL TIMES IT WAS MENTIONED THAT SINGLE PARENTS WERE AFFECTED THE MOST. I'M A SINGLE PARENT AND I THOROUGHLY ENJOYED HAVING THAT WEEK, THAT EXTRA WEEK TO SPEND TIME WITH BOTH MY COLLEGE KIDDO AS WELL AS MY ELEMENTARY. HAVE A LOT OF KIDS. ELEMENTARY AND HIGH SCHOOL KIDDO. WELL, KIDDOS AT THE SAME TIME. SO THANK YOU FOR THAT. I DID RECEIVE A LOT OF EMAILS AFTER THE CHRISTMAS BREAK ASKING IF WE CAN REVISIT, ASKING IF ANOTHER SURVEY WOULD BE SENT, BECAUSE THERE WERE A LOT OF EDUCATORS THAT WERE WITHIN THE DISTRICT THAT WERE PLEASED WITH HAVING THAT EXTRA WEEK WITHOUT RETURNING TO THE HUSTLE AND BUSTLE OF PREPARING THEIR CLASSROOMS. SO THANK YOU AGAIN. YOU BET. YEAH. REALLY? JUST ONE COMMENT, ACTUALLY. SO I MET SOME TEACHERS, ESPECIALLY FOR THIS YEAR'S CALENDAR, AS TO HOW THEY FELT AFTER HAVING A BREAK AFTER THE NEW YEAR. AND THEN THE RESPONSE I GOT WAS VERY GOOD BECAUSE THEY FELT THAT HAVING THE BREAK AFTER THE NEW YEAR ONE FULL WEEK SORT OF HELPED THEM TO REJUVENATE. AND THAT WAS THE REAL VACATION. THEY WERE ABLE TO SPEND SOME TIME WITH THEIR FAMILY. THAT'S THE GOOD FEEDBACK I GOT FOR THIS YEAR. FORWARD. ANY OTHER QUESTIONS? IF NOT, I'LL LOOK FOR MOTION. ALL RIGHT. I WILL MOVE TO APPROVE THE 2023-24 SCHOOL CALENDAR AS PRESENTED. MOTION BY MS.GILLESPIE SECOND BY MS. DAVIS. ALL IN FAVOR? OPPOSED. MOTION PASSES. SIX ONE. WE WILL MOVE ON TO WHAT WE'RE SKIPPING ITEM C BECAUSE WE DID NOT HEAR THE LEVEL THREE APPEAL FILED BY HEIDI COOK. WE WILL DO THAT AT A LATER DATE. SO WE'LL MOVE ON TO ITEM D. [8.D. Consider and act on appointment of parents to the book Reconsideration Committee Pool] CONSIDER AND ACT ON APPOINTMENT OF PARENTS TO THE BOOK RECONSIDERATION COMMITTEE BOARD. WE RECEIVED 170 APPLICATIONS AND AS MR. STOCKTON PROVIDED THAT INFORMATION TO US, I THINK EARLIER TODAY, OR MAYBE LATE YESTERDAY, ALL 170 ARE ON OUR APPROVAL LIST. SO UNLESS ANYONE HAS ANY QUESTIONS ABOUT ACCEPTING. EVERY APPLICANT, I WILL LOOK FOR A MOTION TO MOVE TO APPROVE THE SELECTION OF THE FRISCO ISD PARENTS TO SERVE IN THE BOOK RECONSIDERATION COMMITTEE POOL IS PRESENTED MOTION BY MR. CLASSE, SECOND BY MS. DAVIS. ALL IN FAVOR? I MOTION PASSES SEVEN ZERO. I WILL MOVE ON TO OUR FINAL ITEM OF THE EVENING CONSENT AGENDA. [8.E. Consent Agenda] BOARD IF YOU HAVE ANY ITEMS THAT YOU'D LIKE TO PULL FOR QUESTION, FEEL FREE TO DO SO. IF NOT, I'LL LOOK FOR A MOTION FOR APPROVAL. I'D LIKE TO PULL ITEMS EIGHT, TEN AND 11, PLEASE. [02:10:03] WE WILL PULL EIGHT, TEN AND 11. SO I WILL LOOK FOR A MOTION FOR ITEMS ONE THROUGH SEVEN, NINE AND 12 THROUGH 14. MOVE TO APPROVE THE CONSENT AGENDA ITEMS ONE THROUGH SEVEN, NINE, 12 THROUGH 14. MOTION BY MR. CLASSE. SECOND BY MS. DAVIS. ALL IN FAVOR? MOTION PASSES SEVEN ZERO. WE WILL PULL ITEM EIGHT FIRST ACT ON AGREEMENT WITH PEYTON NIX AND ASSOCIATES. I JUST HAD A FEW QUESTIONS FOR MS. MILLER. CAN YOU EXPLAIN A LITTLE BIT ABOUT WHAT THE COST OF THAT IS? I SAW IT WAS I THINK IT WAS 2500 PER. IS THAT PER STUDENT, IS THAT IT'S IT DAYS? I BELIEVE IN THE AGREEMENT. SO I JUST WAS WONDERING IF YOU COULD EXPLAIN A LITTLE BIT WHAT HOW THAT COST BREAKDOWN WORKS AND WHAT THAT MEANS. SURE. FIRST, LET ME MAKE SURE IT'S CLEAR THAT WE'RE PAYING FOR PEYTON NIX ASSOCIATES WITH ESSER FUNDS. SO THAT'S HOW IT'S FUNDED. THE COST IS FOR HOURS THAT THEY PUT IN FOR THE TRUANCY TRIBUNALS. AND SO IT REALLY DOES DEPEND ON HOW MANY HOURS, HOW MANY. TRIBUNALS ARE SCHEDULED THAT THEY CHARGE US FOR. SO I THOUGHT IT SAID DAYS AND NEVER DID I. SO YES, AND WE HAVE THE DATES ALREADY SET, SO WE GO AHEAD AND CALENDAR OUT THE DATE SO WE KNOW THAT THEY'RE COMING TWO DAYS A WEEK. BUT THEN IT DEPENDING ON HOW MANY. IT WILL FLUCTUATE AS FAR AS THE ACTUAL COST. SO ON AVERAGE, HOW MANY CASES WOULD THEY HEAR ON A ON A DATE? SO. I CAN COMPILE THAT INFORMATION FOR YOU. ON AVERAGE, IT COULD BE ANYWHERE FROM PROBABLY AROUND 20. THEY COULD HEAR CASES. IT'LL BE MORE TOWARD THE END OF THE YEAR, FEWER AT THE BEGINNING OF THE YEAR. THEY'LL HAVE ORIGINAL CASES AND THEN THEY'LL HAVE CASES WHERE THE KIDS COME BACK IN AND THEY JUST CHECK IN ON THEM WHEN THEY'RE JUST CHECKING IN ON THEM. IT GOES MUCH MORE QUICKLY. OKAY. THANK YOU. ANY OTHER QUESTIONS ON THAT ITEM? OKAY, THEN I WILL LOOK FOR A MOTION FOR ITEM EIGHT ACT ON AGREEMENT WITH PEYTON NIX ASSOCIATES MOVED TO APPROVE THE AGREEMENT WITH PEYTON NIX ASSOCIATES. MOTION BY MR. CLASSE. SECOND BY MS. DAVIS. ALL IN FAVOR? MOTION PASSES, SIX ZERO. WE'LL MOVE ON TO ITEM TEN, ACT ON AGREEMENT WITH CBRE HEREIN. SO I'D LIKE TO MOVE THAT WE TABLE THE VOTE ON ITEMS TEN AND 11 BECAUSE THE BOARD WASN'T PROVIDED WITH THE AGREEMENTS IN ENOUGH TIME TO REVIEW AND ABLE TO BE ABLE TO VOTE ON THIS MEETING. SO MOVE TO TABLE ITEMS TEN AND 11 MOTION BY MS. ELAD SECOND BY MR. LOWE. ALL IN FAVOR OF TABLE. SURE. YEAH. SO, FIRST OF ALL, I APOLOGIZE THAT THOSE WEREN'T PROVIDED UNTIL THIS AFTERNOON. WE WERE WAITING ON ATTORNEYS, OUR ATTORNEYS AND THE ATTORNEYS FOR BOTH CORGAN AND CVRE [IANUDIBLE] TO IRON OUT A FEW OF THE DETAILS IN THE CONTRACTS. THESE TWO CONTRACTS WILL ALLOW US TO MOVE FORWARD WITH OUR PERFORMING ARTS CENTER DESIGN AND DEVELOPMENT. AND ALSO THE RFQ PUT OUT THE RFQ FOR A CONSTRUCTION MANAGER. SO IF YOU ARE TO TABLE IT, WE WON'T BE ABLE TO. WE'LL HAVE TO DELAY THAT PROCESS AND THAT PROJECT BY A MONTH UNTIL YOU CAN VOTE ON IT AGAIN. SO WE DECIDED, EVEN THOUGH IT WAS LATE TO GO AHEAD AND KEEP IT ON THE AGENDA TONIGHT AND PRESENT IT TO YOU GUYS JUST SO WE COULD TRY AND STICK WITH OUR TIMETABLE. CAN WE VOTE ON IT NEXT MONDAY? A COMMUNITY INPUT NIGHT. IT'S WHAT WE HAVE TO PUT THAT ON THE AGENDA AND VOTE ON IT THEN. WE WOULD PROBABLY DO IT PRIOR TO INSTEAD OF MAKING IT A NATIONAL OR THAT DATE. I MEAN, SINCE WE'RE ALREADY OUT HERE FOR THAT, WE'D HAVE QUORUM BY THAT. IF YOU NEED TIME TO REVIEW. SURE. YEAH. I'M JUST NOT COMFORTABLE VOTING ON SOMETHING THAT I HAVEN'T LOOKED AT AND I DIDN'T GET A CHANCE TO LOOK AT IT THIS AFTERNOON. I UNDERSTOOD THAT WASN'T AVAILABLE, BUT I'M JUST NOT COMFORTABLE VOTING IF I HAVEN'T LOOKED AT IT AT ALL AND I HAVE NOT. SO THEN I'LL CHANGE MY MOTION TO MOVE THAT WE TABLE IT TO. OUR NEXT MEETING ON JANUARY 23RD. MOTION BY MS. ELAD. SECOND TO MR. LOWE. ALL IN FAVOR? ALL OPPOSED?. OH, WHAT DID YOU. ARE YOU FOR IT OR OPPOSE? OK. MOTION PASSES SEVEN ZERO. WE'LL RECONSIDER THOSE ITEMS NEXT MONDAY. BOARD. WE ARE ADJOURNED. THANK YOU SO MUCH. AND TO OUR [INAUDIBLE]. THANK YOU SO MUCH FOR BEING HERE. WE APPRECIATE YOU VERY MUCH. AND TO ALL OF OUR KIDDOS THAT WERE RECOGNIZED THIS EVENING AND ALL OF OUR KIDS THROUGHOUT THE DISTRICT THAT ARE DOING GREAT THINGS. WE'RE SO PROUD OF YOU AS A BOARD AND WE WILL SEE YOU ALL ON MONDAY. * This transcript was compiled from uncorrected Closed Captioning.
