[00:00:02]
GOOD AFTERNOON. IT'S 4:03 P.M.
AND I CALL TO ORDER A SPECIAL MEETING OF THE BOARD OF TRUSTEES OF FRISCO ISD.
OUR FIRST ORDER, OUR FIRST ITEM ON THE AGENDA, RATHER, IS CLOSED SESSION.
[1.B.1. Deliberation regarding the Level III appeal filed by Princess McKinley pursuant to Board policies DGBA(LEGAL) and DGBA(LOCAL)]
THE BOARD CONSIDERED THE LEVEL THREE APPEAL HEARING FILED BY MISS PRINCESS MCKINLEY IN CLOSED SESSION PURSUANT TO SECTION 551.071 AND 551.074 OF THE TEXAS GOVERNMENT CODE FOLLOWING CLOSED SESSION.ANY ACTION TAKEN REGARDING THIS MATTER MUST BE TAKEN IN OPEN SESSION.
BOARD. I WILL LOOK FOR A MOTION.
MOTION BY MR. LOWE SECOND, BY MS. DAVIS. ALL IN FAVOR? DO YOU HAVE TO HAVE PUBLIC COMMENT BEFORE WE VOTE ON ANYTHING? FOR THE NEXT YES.
GREAT. THANK YOU. MOTION PASSES, FIVE ZERO.
WE WILL NOW MOVE ON TO ITEM TWO COMMUNICATION TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS.
[2. Communication to and from the Board including public comments]
WE NOW MOVE TO THE PUBLIC COMMENT SESSION OF OUR AGENDA.THE BOARD WELCOMES COMMENTS ON AGENDA ITEMS FROM CITIZENS WHO HAVE COMPLETED PUBLIC COMMENT CARDS, WHICH ARE ACCEPTED UNTIL THE BEGINNING OF THE MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.
PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENT IS NOT AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTER AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER, NOT THE DISTRICT.
EACH SPEAKER WILL HAVE ONE MINUTE TO ADDRESS THE BOARD REGARDING ITEMS ON THIS AGENDA FOR THIS MEETING, SPEAKERS WILL BE CALLED IN THE ORDER IN WHICH WE IN WHICH EACH INDIVIDUAL SIGNED UP TO SPEAK. PLEASE KEEP ALL PUBLIC COMMENTS RELATED TO DISTRICT, BUSINESS AND GOVERNANCE.
IF YOU HAVE A SPECIFIC CONCERN REGARDING AN EMPLOYEE OF THE DISTRICT OR A SPECIFIC STUDENT ISSUE, YOU SHOULD UTILIZE THE DISTRICT'S GRIEVANCE PROCEDURES PROVIDED IN BOARD POLICIES DGBA, LOCAL, F AND G, LOCAL AND GF LOCAL.
EACH GRIEVANCE PROCEDURE ALLOWS FOR AN INDIVIDUAL TO REDRESS GRIEVANCES WITH THE BOARD OF TRUSTEES.
OUR FIRST, I THINK IS A JUST WE JUST HAVE THE ONE.
OUR FIRST AND ONLY SPEAKER IS ALLISON DARRELL.
I THINK THAT'S AN ERROR. I THINK IT'S JUST THIS ONE PRIOR TO OUR VOTE ON THE BOOKS.
THESE SEVEN BOOKS THAT YOU'RE REVIEWING TONIGHT ON APPEAL ARE DEPRAVED FILTH.
HERE IS A QUOTE FROM ONE OF THE BOOKS.
THIS IS THE PERKS OF BEING A WALLFLOWER BY STEPHEN CHBOSKY.
PRETTY SOON HE TOOK OFF HER BRA AND STARTED TO KISS HER BREASTS.
AND THEN HE PUT HIS HAND DOWN HER PANTS AND SHE STARTED MOANING.
I THINK THEY WERE BOTH VERY DRUNK.
HE REACHED TO TAKE OFF HER PANTS, BUT SHE STARTED CRYING REALLY HARD.
HE PULLED HIS PANTS AND UNDERWEAR DOWN TO HIS KNEES.
PLEASE, DAVE NO, BUT THE BOY JUST TALKED SOFT TO HER ABOUT HOW GOOD SHE LOOKED AND THINGS LIKE THAT.
AND SHE GRABBED HIS PENIS WITH HER HANDS AND STARTED MOVING IT.
I WISH I COULD DESCRIBE THIS A LITTLE MORE NICELY.
[00:05:02]
THANK YOU. IT'S ACTUALLY ONE MINUTE FOR OUR SPECIAL MEETINGS.IT'S THE ONE MINUTE FOR OUR SPECIAL MEETINGS, 3 MINUTES FOR OUR REGULAR BOARD MEETINGS.
THAT'S OUR THOSE ARE OUR PROCEDURES FOR OUR MEETINGS.
SO THANK YOU. I'M HAPPY TO HAVE THEM EMAIL TO YOU.
I'M SORRY. THAT WON'T BE POSSIBLE.
[3.B. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "The Exact Opposite of Okay" by Lauren Steven]
THE EXACT OPPOSITE OF OKAY BY LAUREN STEVEN.BOARD I WILL OPEN THE FLOOR FOR DISCUSSION AND THEN I WILL LOOK FOR A MOTION.
IF THERE'S NO DISCUSSION, THEN I WILL LOOK FOR A MOTION.
JUST GOING TO GO THROUGH ONE TITLE AT A TIME.
OKAY. WELL, I'LL JUST SPEAK MY MIND ON ON THIS ISSUE.
SO WE'VE GONE THROUGH SEVERAL ITERATIONS OVER THE LAST CLOSE TO A YEAR, MAYBE MORE THAN A YEAR AT THIS POINT OF REVIEWING ALL LIBRARY MATERIALS IN THE DISTRICT, OVER A MILLION PIECES IN CIRCULATION.
SEVERAL HUNDRED PIECES HAVE BEEN MOVED OR REMOVED DEPENDING UPON THE SITUATION.
SO I'VE SUPPORTED THAT PRACTICE.
I WOULD SUPPORT THOSE AS WELL.
BUT IN CONVERSATIONS THAT WE'VE HAD FROM FOLKS THAT HAVE COME AND SPOKEN LIKE MR. EARLE HERE TONIGHT AT THE PODIUM AND THOSE THAT HAVE REACHED OUT TO US, INDIVIDUAL CONVERSATIONS THAT I'VE HAD THROUGH THIS PROCESS FROM FOLKS WHO FEEL VERY STRONGLY ABOUT THIS IN DIFFERENT WAYS.
WHAT I FULLY UNDERSTAND AS A TRUSTEE IN THE DISTRICT IS THAT THERE ARE SOME PARENTS WHO WANT.
NONE OF THIS MATERIAL IN FRONT OF THEIR CHILDREN.
WHICH IS WHAT WE WERE PRESENTED WITH TO MAKE THIS DETERMINATION TODAY ON THESE SEVEN BOOKS.
THEY DON'T WANT ANY EXCERPT IN FRONT OF THEIR KIDS AT ALL.
THERE ARE OTHER PARENTS WHO WANT THE ENTIRE CONTEXT TO BE TAKEN INTO ACCOUNT AND WANT THEIR CHILDREN TO UNDERSTAND THOSE THINGS, WANT THEIR CHILDREN TO HAVE CONVERSATIONS WITH THEM ABOUT THAT.
I AM NOT GOING TO TELL WHICH PARENT IS CORRECT.
I DON'T THINK THAT THAT'S MY ROLE UP HERE.
WE ARE LOOKING AT SEVEN PARTICULAR PIECES OF MATERIAL THAT HAVE BEEN CHALLENGED.
AND OF THE 26 THAT WERE ORIGINALLY SUBMITTED, THESE ARE THE ONLY SEVEN THAT REMAIN.
THESE ARE VOLUNTARY RESOURCES THAT ARE AVAILABLE IN THE LIBRARY.
THEY'RE NOT A PART OF CURRICULUM.
PARENTS HAVE ACCESS TO MONITOR THEIR KIDS LIBRARY ACTIVITY IN OUR SCHOOL SYSTEM.
SO. THOSE ARE THE REASONS THAT I WANT TO APPLY TO EACH OF THE NEXT AGENDA ITEMS AS I VOTE ON THEM.
AND AT LEAST FOR ITEM B, BECAUSE THAT'S THE ONE THAT WE'RE ENTERTAINING RIGHT NOW.
I'LL MOVE TO DENY THE LEVEL THREE APPEAL AND UPHOLD THE ADMINISTRATION'S DECISION AT LEVEL TWO.
MOTION BY MR. CLASSE TO DENY THE APPEAL.
SECOND BY MS. DAVIS TO DENY THE APPEAL, ALL IN FAVOR OF DENYING THE APPEAL.
SO I WILL NEED A MOTION FOR UPHOLD TO UPHOLD THE OR TO THE MOTION LANGUAGE.
I'M SORRY, I DON'T HAVE IT IN FRONT OF ME.
[00:10:03]
[INAUDIBLE] I MOVE THAT.I WILL NEED A MOTION TO GRANT THE LEVEL THREE APPEAL, THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO AND TO ORDER THE REMOVAL OF THE BOOK FROM CIRCULATION. SECOND.
SO MOTION BY MR. LOWE. SECOND BY MRS. ELAD. ALL IN FAVOR.
MOTION PASSES THREE ZERO, THREE TWO.
EXCUSE ME. MOTION PASSES THREE, TWO.
[3.C. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "Chicken Girl" by Heather Smith]
I WILL NEED A MOTION. CAN I SAY SOMETHING ABOUT THIS? RIGHT. YEAH.YOU KNOW THIS HAS BEEN A LONG PROCESS OF TRYING TO GET BOOKS THAT THE WHOLE COMMUNITY CAN NOT AGREE ON AS TO WHETHER THEY SHOULD BE IN THE LIBRARY, IN OUR LIBRARIES OR NOT.
YOU HAVE THINK OF WHAT I FEEL AND BASED ON MY CONVERSATIONS AS A MAJORITY OF PARENTS ACROSS POLITICAL THIS POLITICAL SPECTRUM AND ACROSS THE COMMUNITY THAT DON'T BELIEVE THAT THESE BOOKS SHOULD BE THERE.
YOU HAVE SOME THAT DO BELIEVE THE BOOKS SHOULD BE THERE.
I THINK THAT WE AS A DISTRICT HAVE SOME.
WE HAVE SOME RESPONSIBILITY IN UPHOLDING THE STANDARDS OF THE MAJORITY OF THE COMMUNITY.
AS SUCH, I JUST QUESTION WHY IT'S TAKEN SO LONG TO GET SOME OF THESE BOOKS THAT WERE EMBARRASSED LISTENING TO EXCERPTS FROM OFF OF THE LIBRARY SHELVES.
THAT'S IT. WE'RE AT A POINT WHERE WE HAVE DEVELOPED A PROCESS TO GET IT TO THIS POINT, WHERE THE TRUSTEES HAVE THE FINAL DECISION IN GETTING THESE BOOKS OFF.
AND AS AN ELECTED REPRESENTATIVES OF THE DISTRICT, I THINK THAT'S A GOOD THING.
I WOULD HOPE THAT IN THE FUTURE IT WOULDN'T HAVE TO GO THROUGH ALL OF THIS.
I REALLY BELIEVE THAT SOME OF THE THINGS THAT WE'RE CONSIDERING TODAY SHOULD JUST BE OBVIOUS TO MOST PEOPLE THAT IT SHOULDN'T BE IN OUR LIBRARY FOR OUR SCHOOL STUDENTS.
BUT THAT SAID, I'M THANKFUL THAT THE PROCESS COMES HERE.
[1. Closed Session under Texas Government Code Chapter 551, Subchapters D and E]
AND AS A REPRESENTATIVE OF THE COMMUNITY, WE'RE ABLE TO VOICE OUR OPINION ABOUT IT.I WAS JUST GOING TO ADD I WAS ACTUALLY GOING TO SAY THIS AT THE END, BUT MAYBE NOW IS A BETTER TIME.
I AM SURPRISED AND A LITTLE DISAPPOINTED THAT THIS HAS COME TO US.
THE BUCK DOES STOP WITH US, THOUGH.
AND TO MR. LOWE'S POINT, IT IS ON US TO STATE OUR POSITION ON THIS.
AND SO WE WILL WE WILL DO THAT.
BUT I AM ALSO HOPEFUL THAT GOING FORWARD, IT WON'T COME TO THAT.
AND WHEN I LOOKED AT THE EXCERPTS THAT WE WERE ASKED TO READ FOR TODAY AND COMPARING THEM TO SOME OF THE EXCERPTS OF THE BOOKS THAT DIDN'T MAKE IT TO THIS LEVEL THREE, I DIDN'T SEE A LOT OF OF DIFFERENCE, SO I JUST FELT THE NEED TO TO STATE THAT JUST IN TERMS OF THE EXPLICIT NATURE, SEXUAL NATURE OF OF THE BOOKS.
AND I THINK IT'S ALSO IMPORTANT TO REMEMBER THAT, YOU KNOW, OUR HIGH SCHOOL STUDENTS ARE OFTENTIMES AS YOUNG AS 13 AND 14 YEARS OLD WHEN THEY WHEN THEY ENTER HIGH SCHOOL.
AND SO WE'RE TALKING ABOUT A PRETTY BIG AGE RANGE FROM, YOU KNOW, 13-14, IN SOME CASES TO 18-19.
AND THAT'S A REALLY BIG DIFFERENCE.
AND I THINK MOST OF THESE BOOKS OR HIGH SCHOOL LEVEL, IF I RECALL CORRECTLY.
I'M GLAD WE'RE DOING THIS. I THINK IT'S AN IMPORTANT PROCESS.
I UNDERSTAND THIS PROCESS IS EVOLVING.
STEPHANIE, I DID CONFIRM TODAY THEY ARE ALL ONLY AVAILABLE AT THE HIGH SCHOOL LEVEL.
AND I DO THINK IT'S IMPORTANT TO MENTION AS WELL THAT, YOU KNOW, THIS PROCESS, NO PROCESS IS PERFECT, BUT I BELIEVE AND VALUE THE OPINIONS OF THE STAFF MEMBERS AND COMMUNITY MEMBERS THAT HAVE TAKEN THEIR TIME TO BE A PART OF THIS PROCESS.
[00:15:01]
HAVING THOSE VIEWPOINTS, I THINK IS IMPORTANT.CERTAINLY, THIS IS A VERY SUBJECTIVE PROCESS, ESPECIALLY ONCE IT GETS TO US.
WE ALL HAVE VERY DIFFERENT THOUGHTS AND FEELINGS ABOUT A LOT OF THINGS, INCLUDING THESE BOOKS.
AND SO THAT SUBJECTIVITY, I THINK, IS IMPORTANT TO MENTION.
I KNOW THAT IT'S NOT AN EASY TASK TO GO THROUGH THE RUBRIC THAT HAS BEEN PUT BEFORE THEM.
AND SO WHILE THIS BOARD MAY OR MAY NOT OVERTURN THEIR DECISIONS, IT'S NOT BECAUSE OF A LACK OF BELIEF IN THE PROCESS OR WHAT THEIR OPINIONS WERE OF THESE TITLES, BUT RATHER OUR INDIVIDUAL OPINIONS ON THESE TITLES.
SO LIKE STEPHANIE, I WAS GOING TO KIND OF WAIT TILL THE END.
THIS APPEAL HEARING IS MOST CHALLENGING FOR ME BECAUSE I REALIZE THAT OVER THE COURSE OF THE FIRST TWO LEVELS, THE RUBRIC HAS CHANGED.
AND I DON'T THINK THAT WE ARE GIVING A FAIR ASSESSMENT TO THE PEOPLE THAT ARE ACTUALLY READING THE BOOKS, WHETHER IT'S THE COMMUNITY MEMBERS, WHETHER IT'S OUR STAFF THAT ARE SUBJECT STAFF, THAT ARE SUBJECT MATTER EXPERTS AND NOW US ACROSS THREE DIFFERENT LEVELS.
WE'VE BEEN GIVEN THREE DIFFERENT RUBRICS.
AND MY PERSONAL AND PROFESSIONAL OPINION IS THAT IT'S VERY DIFFICULT TO TAKE A WRITTEN WORK AND DETERMINE WHAT IT SHOULD BE.
IF WE'RE GIVEN THREE DIFFERENT OPTIONS.
AND SO THAT IS THAT HAS BEEN THE GREATEST CHALLENGE FOR ME.
AND THEN IN ADDITION TO THAT, I READ BEYOND THE EXCERPTS.
I TOOK ALL OF THE BOOKS HOME AND READ THEM OVER THANKSGIVING BREAK.
AND WHILE THE EXCERPTS WERE ABSOLUTELY.
MANY OF THE BOOKS THAT WERE WRITTEN WHEN I WAS IN HIGH SCHOOL, AND MANY OF US THAT ARE SITTING HERE ON THE DAIS NOW WERE WRITTEN WHEN WE WERE IN HIGH SCHOOL OVERALL, DID NOT HIGHLIGHT THE EXPLICIT CONTENT THAT WAS BROUGHT BEFORE US IN THE EXCERPTS.
AND SO A PART OF MY CONCERN AND MY CHALLENGE MOVING WELL, MY CONCERN MOVING FORWARD.
I'D LIKE TO CHALLENGE OUR STAFF AND US AS A BOARD TO FIND AN EVEN PLAYING FIELD SO THAT THE PEOPLE THAT ARE REVIEWING THE WORKS ON THE LEVELS ONE AND TWO DON'T FEEL AS THOUGH THEY ARE BEING DISMISSED WHEN IT DOES COME TO US.
I MOVE THAT THE BOARD GRANT THE LEVEL THREE APPEAL, THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO AND ORDER THE REMOVAL OF THE BOOK FROM THE CURRICULUM CIRCULATION AT ALL DISTRICT LIBRARIES.
ALL IN FAVOR? MOTION PASSES THREE ZERO.
[3.D. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "Glass" by Ellen Hopkins]
I'LL LOOK FOR A MOTION.I MOVE THAT THE BOARD GRANT THE LEVEL THREE APPEAL THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO, IN ORDER THE REMOVAL OF THE BOOK FROM CIRCULATION AT ALL DISTRICT LIBRARIES. MOTION BY MS. ELAD. SECOND.
ALL IN FAVOR. MOTION PASSES FOUR ONE.
[3.E. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "The Perks of Being a Wallflower" by Stephen Chbosky]
I WILL LOOK FOR MOTION. I ACTUALLY HAVE A QUESTION ON THIS BEFORE THE MOTION.I'D LIKE TO KNOW, FIRST OF ALL, IF IT STILL IS, BECAUSE I KNOW IT WAS AT ONE POINT.
[00:20:02]
IT IS ONE OF THE OPTIONAL SELECTIONS.IT'S NOT A MANDATORY BOOK IN ANY OF OUR CURRICULUM DOCUMENTS.
OK THANK YOU FOR CLARIFYING THAT.
WHAT GRADE? DO YOU KNOW? I DON'T HAVE THAT ON TOP MY HEAD, BUT I THINK IT'S 9TH OR 10TH, IF I'M CORRECT.
YEAH, I KNOW IT'S HIGH SCHOOL. I BELIEVE IT'S NINTH OR 10TH GRADE.
SO IF WE MOVE TO REMOVE THIS BOOK FROM CIRCULATION IN OUR DISTRICT LIBRARIES, WOULD THAT ALSO MEAN THAT IT WOULD BE REMOVED AS AN OPTION OFFERED TO OUR HIGH SCHOOL STUDENTS AS PART OF ASSIGNMENTS AND OR CURRICULUM? YES. THANK YOU.
THEREFORE, UNLESS ANYONE ELSE HAS ANY QUESTIONS, I'LL MAKE THE MOTION.
OKAY. I MOVE THAT THE BOARD GRANT THE LEVEL THREE APPEAL, THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO, IN ORDER THE REMOVAL OF THE BOOK FROM CIRCULATION AT ALL DISTRICT LIBRARIES.
I WILL NEED A MOTION FOR TO DENY.
I MOVE TO UPHOLD THE FINDINGS AT LEVEL TWO AND DENY THE APPEAL.
SECOND BY MS. DAVIS. ALL IN FAVOR? MOTION. MOTION PASSES.
[3.F. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "Glass Castle" by Jeannette Walls]
CASTLE. MOVE TO UPHOLD THE FINDINGS AT LEVEL TWO AND DENY THE APPEAL.SECOND BY MISS DAVIS ALL IN FAVOR.
[3.G. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "Check Please, #Hockey!" by Ngozi Ukazu]
REGARDING THE TITLE CHECK PLEASE HASHTAG HOCKEY.MOVE TO UPHOLD THE FINDINGS AT LEVEL TWO AND DENY THE APPEAL.
SECOND BY MS. DAVIS. ALL IN FAVOR? MOTION FAILS, I WILL LOOK FOR A MOTION TO GRANT THE RELIEF.
I MOVE THAT THE BOARD GRANT THE LEVEL THREE APPEAL, THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO AND ORDER THE BOOK, OR THE REMOVAL OF THE BOOK FROM CIRCULATION AT ALL DISTRICT LIBRARIES.
MOTION BY MR. LOWE, SECOND BY MS. ELAD. ALL IN FAVOR.
[3.H. Consideration and possible action regarding the Level III appeal filed by Jared Patterson regarding the title "The Absolutely True Diary of a Part-Time Indian" by Sherman Alexie]
WE'LL LOOK FOR A MOTION FOR LAST TITLE REGARDING THE LEVEL THREE APPEAL FILED BY JARED PATTERSON REGARDING THE TITLE THE ABSOLUTE TRUE DIARY OF A PART TIME INDIAN.I MOVE THAT THE BOARD GRANT THE LEVEL THREE APPEAL, THEREBY REVERSING THE ADMINISTRATION'S DECISION AT LEVEL TWO, AND ORDER THE REMOVAL OF THE BOOK FROM CIRCULATION IN ALL DISTRICT LIBRARIES.
ALL IN FAVOR? MOTION PASSES FOUR ONE.
THANK YOU BOARD. WE'LL MOVE ON TO ITEM I CONSIDERATION AND ACT ON PERSONNEL RECOMMENDATIONS.
BEFORE WE MOVE ON, CAN I JUST ASK ONE QUESTION ABOUT THE RUBRICS? I THINK I ASKED THIS EITHER AT THE LAST BOARD MEETING OR THE ONE BEFORE, IS STANLEY STILL IN HERE.
OH, THERE HE IS. I HAD ASKED IF WE COULD POST THE RUBRIC ON THE WEBSITE SO THAT PARENTS AND COMMUNITY MEMBERS COULD SEE I LOOKED TODAY I DIDN'T SEE IT, BUT MAYBE I WASN'T LOOKING IN THE CORRECT PLACE.
THANK YOU. ARE WE GOING TO POST THE OLD AND THE NEW RUBRICS OR JUST THE CURRENT ONE? THE ONE WE WANTED ANYMORE.
SO WE'RE JUST. WELL, JUST THE ONLY THING I WAS THINKING IS BECAUSE THOSE RUBRICS WERE THE ONES USED FOR A NUMBER OF THE BOOKS, INCLUDING THE ONES THAT WE VOTED ON TODAY.
CAN I RECOMMEND THAT WE SEE ALL THREE RUBRICS BECAUSE IT IS THE DECISION BY WHICH SOME OF THE.
NO. CAN YOU POST IT SO THAT SO THE PUBLIC KNOWS HOW THESE DECISIONS WERE MADE? I MEAN, IT'S PROBABLY MORE WORK, BUT MAYBE A SOLUTION WOULD BE TO HOWEVER, IT'S PRESENTED ON THE WEBSITE TO LINK TO THE RUBRIC THAT WAS USED TO MAKE THAT DECISION AND THEN MAKE IT
[00:25:03]
VERY CLEAR IN LARGE FONT AT THE TOP THAT THIS IS NO LONGER A CURRENT RUBRIC.MAYBE YOU CAN USE A RED CIRCLE WITH A SLASH THROUGH IT.
YEAH, THAT WOULD BE ACCEPTABLE.
BOARD WE'LL MOVE ON TO ITEM I CONSIDER AND ACT ON PERSONNEL RECOMMENDATIONS.
[3.I. Consider and act on personnel recommendations]
WE DID RECEIVE ALL THIS INFORMATION FROM DR.LINTON, SO I WILL LOOK FOR A MOTION.
MOVE TO APPROVE THE PERSONNEL RECOMMENDATIONS AS PRESENTED.
MOTION BY MR. CLASSE, SECOND BY MS. DAVIS. ALL IN FAVOR? THANK YOU BOARD MOTION PASSES FIVE ZERO.
I WILL LOOK FOR A MOTION BOARD.
[3.J. Act on 2022 Storm Related Roof Projects (Phase 2) Hail Damage Repairs]
THIS WAS THE INFORMATION THE STORM RELATED ROOF PROJECTS THAT WE HAD AT OUR LAST REGULAR BOARD MEETING.BUT THERE WAS SOME INFORMATION THAT WE NEEDED TO CONSIDER.
FURTHER INFORMATION WE NEEDED TO CONSIDER.
SO THIS IS A RECONSIDERATION OF THOSE TWO ITEMS THAT WERE ON OUR LAST CONSENT AGENDA.
SO I DON'T KNOW IF YOU HAVE QUESTIONS.
MOVE TO APPROVE 2022 STORM RELATED ROOF PROJECTS PHASE TWO HAIL DAMAGE REPAIRS.
[3.K. Act on 2022 Storm Related Roof Projects (Phase 3) Hail Damage Repairs]
ACT ON 2222 STORM RELATED ROOF PROJECTS PHASE THREE HAIL DAMAGE REPAIRS.MOVE TO APPROVE 2022 STORM RELATED ROOF PROJECTS PHASE THREE HAIL DAMAGE REPAIRS.
THEN WE WILL COME BACK OUT AND GO INTO CLOSED SESSION.
SO AT THIS TIME, 4:42 P.M., THE BOARD WILL RECESS UNTIL 5 P.M..
[4. Closed Session under Texas Government Code Chapter 551, Subchapters D and E]
AND THE BOARD WILL RECONVENE INTO OPEN SESSION.AT THIS TIME, MEMBERS OF THE BOARD, WE WILL MOVE TO OUR NEXT AGENDA ITEM, WHICH IS TO HEAR AND CONSIDER THE LEVEL THREE APPEAL FILED BY MS. HEIDI KOCH PURSUANT TO SECTION 551.07, ONE OF THE TEXAS GOVERNMENT CODE, WHICH IS COMMONLY KNOWN AS THE TEXAS OPEN MEETINGS ACT.
WE WILL NOW RECESS INTO CLOSED SESSION.
[5. Communication to and from the Board including public comments]
GOOD EVENING. IT IS 6:30 P.M.AND WE ARE GOING TO GET STARTED WITH COMMUNITY INPUT NIGHT.
THE BOARD WELCOMES CITIZENS COMMENTS REGARDING ANY ITEM RELATED TO DISTRICT, BUSINESS OR GOVERNANCE FROM CITIZENS WHO HAVE COMPLETED PUBLIC COMMENT CARDS THIS EVENING, WHICH ARE ACCEPTED UNTIL THE BEGINNING OF THE MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.
PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENT IS ON AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTER AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER, NOT THE DISTRICT.
SPEAKERS WILL BE CALLED IN THE ORDER IN WHICH EACH INDIVIDUAL SIGNED UP TO SPEAK.
IF YOU HAVE A SPECIFIC CONCERN RELATED TO AN EMPLOYEE OF THE DISTRICT OR A SPECIFIC STUDENT ISSUE, YOU SHOULD UTILIZE THE DISTRICT'S GRIEVANCE GRIEVANCE PROCEDURES PROVIDED IN BOARD POLICIES DGBA LOCAL, F AND G LOCAL, AND GF LOCAL.
EACH GRIEVANCE PROCEDURE ALLOWS FOR AN INDIVIDUAL TO REDRESS GRIEVANCES WITH THE BOARD OF TRUSTEES.
OUR FIRST SPEAKER IS ALLISON DARRELL, FOLLOWED BY EILEEN BORKOWSKI.
GOOD EVENING, ALLISON LAMBERT DARRELL.
IN THE BEGINNING, GOD MADE THEM MALE AND FEMALE.
MOST PARENTS INCORRECTLY ASSUME THAT TRANSGENDER GIRLS USE THE BOYS BATHROOM STALL TO URINATE.
SOME GIRLS URINATE IN THE URINALS.
THEY USE A DEVICE TO SIMULATE MALE URINATION PRACTICES CALLED AN STP PACKER.
STP IS AN ACRONYM FOR STAND TO PEE.
IT IS A SILICONE DEVICE IN THE SHAPE OF A PENIS WITH A RESERVOIR ATTACHMENT.
[00:30:02]
THE RESERVOIR IS PLACED UNDER THE VAGINA, CATCHES THE URINE, AND THEN THE URINE IS EXCRETED THROUGH THE SILICONE PENIS INTO THE URINAL.SOME FISD STUDENTS USE THIS DEVICE AT THE SCHOOL URINALS.
LET'S PLAY OUT ONE SCENARIO THAT HIGHLIGHTS THIS.
TOMMY IS A 13 YEAR OLD BOY IN PUBERTY.
HE'S USING THE URINAL IN THE BOYS BATHROOM, AND HIS PRIVATE PARTS ARE EXPOSED.
SHE'S A GIRL, BUT SHE BELIEVES SHE IS A BOY.
FISD GAVE EMILY PERMISSION TO USE THE BOYS RESTROOM.
EMILY APPROACHES A URINAL, PULLS HER STP PACKER OUT OF HER BACKPACK, UNZIPS HER JEANS, INSERTS THE RESERVOIR PART UNDERNEATH HER VAGINA, LEAVING THE PENIS PART OUT AND PROCEEDS TO URINATE IN THE URINAL.
HOW DID THIS BIZARRE EXPERIENCE JUST IMPACT TOMMY? HE IS DISTURBED, DESTABILIZED, CONFUSED AND HUMILIATED.
HE HAS WATCHED A GIRL USE HER STP PACKER, POSSIBLY EXPOSING HER PRIVATE PARTS.
A VERY CONFUSED GIRL HAS NOW SEEN HIS PRIVATE PARTS.
IMAGINE THE MANY LEVELS OF TRAUMA TOMMY HAS JUST EXPERIENCED.
JUST AS WITH THE PORNOGRAPHY, YOU ARE SEXUALLY GROOMING OUR CHILDREN.
THANK YOU. MRS. DARRELL WAS THAT SOMETHING THAT YOUR CHILD WITNESSED? WAS THAT SOMETHING THAT YOUR CHILD WITNESSED? NO. FATHER REPORTED IT TO US.
WELL HAVE HIM REPORT IT TO US DIRECTLY, PLEASE.
EILEEN, FOLLOWED BY CAT CALLAHAN.
GOOD EVENING, SUPERINTENDENT WALDRIP AND BOARD MEMBERS.
A FEW MONTHS BACK, I CAME TO YOUR BOARD MEETING AND I OFFERED YOU ALL A COPY OF THIS BOOK ON THE NAVIGATING THE TRANSGENDER LANDSCAPE SCHOOL RESOURCE GUIDE.
I DIDN'T REALIZE HOW PROPHETIC EXCUSE ME IT WAS TO BE DELIVERING THESE TO YOU IN TIME FOR YOU TO REVIEW SOME OF THIS INFORMATION, BECAUSE CLEARLY YOU'RE IN A POSITION THESE DAYS WHERE YOU NEED TO MAKE A LOT OF DECISIONS CONCERNING THIS TOPIC AREA.
I HOPE THAT YOU HAVE RECEIVED IT.
I HAVE ONLY CHECKED IN WITH ONE OR TWO OF YOU WHO SAID THAT THEY HAD TO GO LOOKING FOR IT.
I DID HAND IT OFF TO THE SECRETARY AND I HOPE THAT YOU HAVE RECEIVED THESE.
IF YOU HAVE NOT, I WOULD GLADLY FIND YOU ANOTHER COPY AND AND SEND IT TO YOUR OFFICE.
NOW, THIS ORGANIZATION, BASED OUT OF SALT LAKE CITY, DOES IMPECCABLE RESEARCH, AND THEY HAVE PUT TOGETHER ANOTHER DOCUMENT WITH COMPILED RESEARCH CALLED THE TRANSGENDER RESEARCH; FIVE THINGS EVERY PARENT AND POLICYMAKERS SHOULD KNOW.
AND I THINK IT'S REALLY IMPORTANT THAT I SHARE THIS WITH YOU.
I HAVE ONE FOR EACH BOARD MEMBER.
WHAT'S IMPORTANT TO NOTE IS THAT WHEN THE RESEARCH AND THE FACTS ARE RELIED UPON TO MAKE POLICY DECISIONS, WE'RE MAKING POLICY DECISIONS THAT LEAD TO HUMAN FLOURISHING AND NOT HUMAN DESTRUCTION.
AND THE POLICY RESEARCH, IN SHORT, SHOWS I'M GOING TO LET YOU READ IT FOR YOURSELF.
ALL OF THESE DECISIONS THAT WE MAKE AND POLICIES THAT WE PASS THAT APPEAR TO BE IN THE BEST INTEREST OF TRANSGENDER STUDENTS OFTEN ARE JUST A GATEWAY TO MOVE THEM FROM SOCIAL TRANSITIONING TO MEDICAL TRANSITION, WHICH LEADS TO A 19 TIMES SUICIDE RATE, ALL CAUSE MORTALITY FOR TRANSGENDERS TEN YEARS AFTER MEDICAL TRANSITION.
THEY FALL OFF THE CHART, THEY DIE.
WE'RE NOT LEADING STUDENTS TO A POSITIVE PLACE WHEN WE MAKE THESE POLICY DECISIONS.
SO I'M GOING TO LEAVE THIS RESEARCH WITH YOU.
THANK YOU FOR YOUR TIME AND CONSIDERATION.
CAT CALLAHAN, FOLLOWED BY CARMEN [INAUDIBLE].
[00:35:07]
MAY I GO. MEMBERS OF THE BOARD.I WOULD LIKE TO BE ABLE TO COME TO YOU BEFORE YOU TODAY AS THE ADULT I AM.
HAVING LIVED IN MULTIPLE COUNTRIES CAPABLE OF SPEAKING MULTIPLE LANGUAGES OVER A DECADE AS A JUNIOR HIGH SCHOOL TEACHER MYSELF, NEARLY TWO DECADES AS A JOURNALIST AND CURRENTLY EMPLOYED BY AN AGENCY OF THE UNITED NATIONS AND SEVERAL YEARS A UNION ORGANIZER.
AN EXEMPLARY GRADUATE OF FRISCO HIGH SCHOOL AND FISD.
WELL, I'D LIKE TO, BUT I CAN'T.
INSTEAD, I COME BEFORE YOU AS THE TERRORIZED AND TRAUMATIZED TEENAGER I ONCE WAS.
UNHEARD AND DISRESPECTED BY ADMINISTRATORS AND YOUR PREDECESSORS ON THIS BOARD.
I WILL LET THE ADOLESCENT I WAS SPEAK THROUGH THE ADULT.
I AM SO YOU FULLY UNDERSTAND THE CONSEQUENCES.
YOUR BATHROOM POLICY AND GENERAL DISREGARD FOR TRANS AND QUEER STUDENTS WILL BRING.
I AM TRANS AND I FOUND OUT IN MY TWENTIES THAT I HAD AN INTERSEX CONDITION LONG BEFORE I HAD THE VOCABULARY TO UNDERSTAND WHO I WAS AND BEFORE THE RESOURCES AND COMMUNITIES EXISTED TO HELP ME LEARN THAT VOCABULARY.
IT WAS THE NINETIES IN FRISCO, TEXAS AFTER ALL.
MY GENERAL BEHAVIOR AND APPEARANCE WAS CONSISTENTLY SUBJECT TO BULLYING AND RIDICULE OF OTHERS.
BUT EVEN WHEN THEY WERE NOT OUTRIGHT HOSTILE OR VIOLENT, THEIR RESTRICTIONS ON MY EXPRESSION, PUBLIC COMMENTS ON MY INTEREST IN BEHAVIOR AND CONCERN TROLLING, AS THE KIDS NOW CALL IT ABOUT MY DIFFERENCES, PAINTED A TARGET ON MY BACK.
IT SIGNALED TO MY PEERS THAT IT WAS ACCEPTABLE TO BULLY ME.
AND I ASSURE YOU THIS IS PRECISELY WHAT THOSE BULLIES HEARD.
AND HERE YOU ARE 25 YEARS LATER, REPEATING THE SAME MISTAKES, PAINTING THE SAME TARGET ON THE BACKS OF ANOTHER GENERATION OF CHILDREN, CHILDREN WHO WILL GROW UP TO BE ADULTS WHO MUST UNPACK THE TRAUMA YOU HAVE CAUSED, WHERE FRISCO IS THE LOCATION IN THAT NARRATIVE AND YOU BOARD MEMBERS ARE THE BAD GUYS. BUT IT DOESN'T HAVE TO BE THIS WAY.
YOU DON'T NEED TO BE THE VILLAINS OF THIS STORY.
YOU CAN'T UNDO WHAT MY FRIENDS AND I EXPERIENCED AT THE HAND OF YOUR PREDECESSORS.
YOU CANNOT ERASE THE DAMAGE DONE TO ME.
BUT YOU DO HAVE THE POWER TO MAKE SURE THE CURRENT FISD STUDENTS DO NOT HAVE THESE SAME EXPERIENCES.
TOMORROW MORNING I WILL GET ON A PLANE AND FLY ACROSS THE OCEAN.
THE HOUSE HERE IS SOLD AS AN ADULT.
I CAN DO THAT. BUT THESE KIDS DON'T HAVE THAT OPPORTUNITY.
THANK YOU, CARMEN [INAUDIBLE].
AND THEN EESHA VIJAYA, FOLLOWED BY CARSON SASSER.
AND DR. WALDRIP, THANK YOU FOR YOUR TIME THIS EVENING.
THE MESSAGE I'VE TRIED TO CONVEY IS THIS THE DISTRICT'S LGBTQ STUDENTS ARE PEOPLE, THEY ARE SOMEBODIES CHILDREN, AND THEIR WELL-BEING IS YOUR RESPONSIBILITY.
IT'S SUCH A SIMPLE MESSAGE THAT I FEEL SILLY REPEATING IT OVER AND OVER.
WHEN LGBTQ PEOPLE ARE DEHUMANIZED, WHEN THEY ARE LOOKED AT AS A PROBLEM TO BE ADDRESSED RATHER THAN AS LIVING, BREATHING PEOPLE, BAD THINGS HAPPEN TO THEM.
INTOLERANCE, HATRED AND FEAR ARE VERY DANGEROUS.
SO HERE I AM AGAIN REMINDING YOU THAT THE DISTRICT'S LGBTQ STUDENTS ARE PEOPLE.
THEY ARE SOMEBODIES CHILDREN, AND IT IS YOUR RESPONSIBILITY TO LOOK OUT FOR THEM.
PLEASE DON'T DO THINGS THAT ADD TO THE INTOLERANCE FOR THEIR EXISTENCE.
EESHA, FOLLOWED BY CARSON AND THEN AVA.
GOOD EVENING. MY NAME IS EESHA VIEJA, AND I'M A SENIOR AT MEMORIAL HIGH SCHOOL.
I'M HERE TODAY TO ADDRESS THE RAMPANT ISSUE OF SEXUAL HARASSMENT IN FRISCO ISD.
WE HAVE COLLECTED NUMEROUS TESTIMONIES FOR CASES OF SEXUAL HARASSMENT.
[00:40:03]
A MAJORITY OF THESE STUDENTS TESTIMONIES DEALT WITH TWO THINGS THE LACK OF PREVENTATIVE PRACTICES FOR SEXUAL HARASSMENT IN THE ISSUE OF TITLE NINE IMPLEMENTATION.AS STUDENTS, WE HAVE THE RIGHT TO FEEL SAFE IN SCHOOL.
IT DOES NOT RESPOND AT ALL TO THE STUDENTS.
STUDENTS IN THE SCHOOL WHO HAVE EXPERIENCED SEXUAL HARASSMENT OR ASSAULT HAVE FACED DELIBERATE INDIFFERENCE WHEN THEY REPORT A CASE OF SEXUAL HARASSMENT IN SEVERAL INSTANCES REPORTED TO US BY STUDENTS.
THIS IS A LEGAL ISSUE, BUT ALSO AN ISSUE OF FISD FAILING TO ADDRESS A SERIOUS EPIDEMIC OF SEXUAL HARASSMENT STUDENTS FACE THAT CAUSES TRAUMA, PAIN AND COMES AT THE EXPENSE OF THEIR EDUCATION. A RECENT FISD GRADUATE WHO EXPERIENCED SEXUAL HARASSMENT STATED, QUOTE, I TOLD THE ADMINISTRATION AND ALL THEY SAID WAS GUESS HE PICKS THE PRETTY ONES AND DID NOTHING UNQUOTE.
BUT THEY DID ABSOLUTELY NOTHING, UNQUOTE.
THIS IS A SAFETY ISSUE AND A LEGAL ISSUE THAT FISD HAS AN IMPERATIVE TO ADDRESS.
MAY I HAVE JUST A MOMENT TO SPEAK? EESHA. HI. I'M IN STUDENT SERVICES.
THESE ARE REALLY SERIOUS ALLEGATIONS.
WOULD YOU BE WILLING TO SPEAK AFTER THIS? THANK YOU. THANK YOU.
THANK YOU ERIN. BECAUSE I WAS GOING TO SAY SOMETHING.
JUST TO SAY I'D LIKE TO HEAR THOSE ISSUES AREN'T BEING ADDRESSED.
THAT'S SOMETHING THAT'S IMPORTANT.
THANK YOU. CARSON FOLLOWED BY AVA.
AND THEN OUR FINAL SPEAKER IS NCHITA.
GOOD EVENING. MY NAME IS CARSON SASSER, AND I'M A SENIOR AT LEBANON TRAIL.
AT FIRST I THOUGHT IT WAS JUST AN ACCIDENT.
BUT THEN I NOTICED HIM TAKING UNNECESSARY ROUTES IN ORDER TO WALK BEHIND ME.
I DIDN'T KNOW WHAT WAS HAPPENING.
I DIDN'T KNOW WHAT TO DO IN THAT SITUATION.
NO ONE EVER TOLD ME WHAT TO DO.
WHEN SOMEONE INAPPROPRIATELY TOUCHES YOU AND I DIDN'T KNOW WHAT TO DO, SO I DID NOTHING.
FOR MONTHS, I WALKED THE HALLS OF SCHOOL IN FEAR AND CLASSES THAT I HAD WITH HIM.
MY GRADES WENT DOWN AND FOR THE FIRST TIME I WAS IN DANGER OF FAILING A CLASS.
BUT WHAT WAS I DOING? I WAS JUST GOING TO SCHOOL, TRYING TO LEARN WHILE WEARING JEANS AND A T SHIRT IF YOU THINK THAT MATTERS.
I WAS HORRIFIED TO FIND OUT THAT PEOPLE WHO I CARED ABOUT HAVE BEEN GOING THROUGH THIS AS WELL.
THAT'S WHEN WE DECIDED TO DO SOMETHING ABOUT IT.
NOW, BACK THEN, I THOUGHT THIS WAS AMAZING.
I THOUGHT THAT OUR TEACHER HAD DONE SO MUCH FOR US.
THEY DID NOTHING TO EDUCATE STUDENTS ON WHAT TO DO IN THESE SITUATIONS, AND THEY DID NOTHING TO HELP WITH THE LASTING PSYCHOLOGICAL EFFECTS OF SEXUAL HARASSMENT ON STUDENTS WITH DEVELOPING MINDS.
WE'RE ASKING FOR BETTER OF THE SCHOOL DISTRICT THAT STARTS WITH TITLE NINE EDUCATION, COMPREHENSIVE TITLE NINE, OFFICE REFORM AT THE LEVEL OF INDIVIDUAL SCHOOLS, AND BETTER ATTENTION PAID TO THE EPIDEMIC OF SEXUAL HARASSMENT AND ASSAULT WITHIN THE SCHOOL DISTRICT.
[00:45:04]
HI, MY NAME IS AVA SHEPARD AND I'M AN 11TH GRADER AT FRISCO HIGH SCHOOL.I'M HERE TO PROVIDE PUBLIC COMMENT TONIGHT TO ADVOCATE FOR BETTER ENFORCEMENT OF THE TITLE NINE AND EDUCATE AND EDUCATION TO SUPPORT SURVIVORS OF SEXUAL HARASSMENT AND ASSAULT. EVERY MORNING I WAKE UP TIRED.
I'M TIRED OF WATCHING TEACHERS DO NOTHING.
WHEN MALE STUDENTS CALL FEMININE STUDENTS SEXIST NAMES.
I'M TIRED OF NOTHING CHANGING.
AND THE ANSWER THAT ALL ADMINISTRATORS GIVE TO ANY PROBLEM IS TO JUST USE STOP IT.
I'M TIRED OF THIS DISTRICT CLAIMING TO KNOW EVERY STUDENT BY NAME AND NEED, BUT THERE IS AN EXTREME LACK OF INITIATIVE FROM THE DISTRICT TO BRING AWARENESS FOR STUDENTS TO UNDERSTAND THE PHYSICAL AND PSYCHOLOGICAL CONSEQUENCES OF SEXUAL HARASSMENT.
STUDENTS ARE DEMANDING BETTER FRISCO INDEPENDENT SCHOOL DISTRICT.
LAST STUDENT SURVIVORS SHOULD NOT BE IGNORED OR DISMISSED BY ANY SCHOOL STAFF, AND THERE SHOULD BE MENTAL HEALTH MENTAL HEALTH RESOURCES THAT STAFF CAN REFER SURVIVORS TO.
SEXUAL HARASSMENT AND ASSAULT IS A CONSTANT BURDEN UPON MY PEERS AND I, AND WE ARE DEMANDING ACTION.
THANK YOU. [INAUDIBLE] GOOD EVENING, MEMBERS OF THE SCHOOL BOARD.
TODAY, I'M HERE TO ADVOCATE FOR SURVIVORS OF SEXUAL HARASSMENT AND ASSAULT ALL ACROSS FRISCO ISD AND WORK TO AND TO ENSURE THAT THEIR EXPERIENCES ARE HEARD AND ACKNOWLEDGED BY DEMANDING TITLE NINE ACCESSIBILITY AND REFORM.
AS MY PEERS HAVE STATED, SEXUAL HARASSMENT IS A PREVALENT AND SERIOUS PROBLEM THAT THE FISD SCHOOL BOARD MUST ADDRESS IN ORDER TO DECREASE THE AMOUNT OF INCIDENTS OCCURRING FISD MUST PLACE A TITLE NINE COORDINATOR AT EACH INDIVIDUAL HIGH SCHOOL, CAMPUS AND MIDDLE SCHOOL CAMPUS AND MAKE AVENUES OF REPORTING SEXUAL HARASSMENT AVAILABLE TO STUDENTS. IT WOULD BE PREFERABLE IF THOSE COORDINATORS ARE MENTAL HEALTH PROFESSIONALS RATHER THAN ADMINISTRATORS IN ORDER TO MITIGATE ANY SORT OF CONFLICT OF INTEREST THAT MAY OCCUR. ADDITIONALLY, TRAINING FOR STAFF MUST BE GEARED NOT ONLY TOWARDS REPORTING THESE INCIDENTS, BUT ALSO TOWARDS TREATING SURVIVORS WITH COMPASSION AND EMPATHY TO ENSURE THAT THEY FEEL SAFE AND RESPECTED BY THEIR FELLOW PEERS, STAFF AND ADMINISTRATORS.
IN FACT, ONE OF MY FELLOW STUDENTS RECALLED THE FOLLOWING QUOTE A FOOTBALL PLAYER PRESSURED ME INTO HAVING INTERCOURSE WITH HIM, AND WHEN I SAID NO, HE CUSSED ME OUT AND TOLD ME I WAS A SLUT AND THAT NO ONE CARES ABOUT ME.
THEN HE SENT ME AN ILLICIT PHOTO AND I WAS FORCED TO BLOCK HIM.
I TOLD ONE OF MY TEACHERS AND THEY LITERALLY JUST SAID, TEENAGE GUYS ARE STUPID, UNQUOTE.
THIS TESTIMONY WAS FROM AN 11TH GRADE STUDENT FROM MEMORIAL HIGH SCHOOL WHO EXPRESSED HER DISGUST WITH THE FISD [INAUDIBLE] POLICIES THAT FURTHER VICTIMIZE SURVIVORS AND CONTINUE TO ENABLE HARASSERS AND ABUSERS.
FISD MUST ALSO KEEP STUDENT REPORTS CONFIDENTIAL BECAUSE MANY SURVIVORS FACE BACKLASH AND OSTRACIZATION WHEN THEIR PEERS LEARN THAT THEY MADE THE CHOICE TO REPORT THEIR HARASSER OR ABUSER. REMEMBER THIS? SEXUAL HARASSMENT IS CONSTANTLY SURROUNDING US IN OUR DAILY LIVES, WHETHER WE'D LIKE TO BELIEVE IT OR NOT.
BY MAKING THESE CHANGES IN POLICY, FRISCO ISD HAS A POTENTIAL TO BE ON THE FOREFRONT OF PROTECTING COUNTLESS CHILDREN AND TEENAGE STUDENTS WHO ARE SUBJECTED TO FACING SEXUAL HARASSMENT WITHOUT SUPPORT FROM FISD STAFF AND TITLE NINE SERVICES.
THANK YOU FOR YOUR TIME. THANK YOU.
SO THE SURVEY THAT YOU MENTIONED THAT YOU ALL DID, IS IT ANONYMOUS ARE THE RESPONSES ANONYMOUS?
[00:50:04]
YES, THEY ARE. CAN YOU PLEASE SHARE THAT WITH US SO WE CAN.AND AGAIN, IF THERE'S ANY IDENTIFYING INFORMATION, FEEL FREE TO REMOVE ALL OF THAT CONTENT.
BUT I AND I'M SURE THE REST OF THE BOARD WILL BE VERY INTERESTED IN SEEING THE RESPONSES.
THIS IS THE FIRST TIME THIS HAS BEEN BROUGHT TO MY ATTENTION AND IT IS INCREDIBLY CONCERNING.
AND I AGREE WITH EVERYTHING THAT EACH OF YOU HAVE STATED.
CERTAINLY EVERY ONE IN THIS ROOM FEELS FOR YOU ALL AND THE WORDS THAT YOU SHARED WITH US TONIGHT, BECAUSE IT IS NEVER OKAY TO BE HARASSED. IT IS NEVER OKAY TO BE FACED WITH ANY TYPE OF ASSAULT.
IT IS NEVER OKAY TO BE RIDICULED AND IT IS NEVER OKAY TO NOT BE HEARD.
AND SO WE THANK YOU ALL FOR BEING BOLD AND BRAVE SO THAT WE CAN DO SOMETHING ABOUT THAT.
THAT'S WHAT THIS BOARD IS HERE TO DO.
AND SO FOR YOU ALL STANDING UP FOR A COMMUNITY OF MEN AND WOMEN WHO HAVE FELT THE HARASSMENT IS INCREDIBLY IMPORTANT, AND I CANNOT THANK YOU ALL ENOUGH FOR BRINGING THIS TO OUR ATTENTION. THANK YOU.
GIRLS, IF YOU WOULD, IF ALL FOUR OF YOU ARE WILLING TO DO SO, I WOULD LIKE FOR YOU ALL TO VISIT WITH MS. MILLER BEFORE YOU LEAVE.
THERE ARE SOME, AS SHE STATED, THESE ARE SOME SERIOUS ALLEGATIONS.
WE'VE GOT TO BE ABLE TO INVESTIGATE THESE THINGS, BUT WE'VE GOT TO KNOW SOME SPECIFICS.
IF YOU KNOW SPECIFICS THAT YOU CAN SHARE WITH US, SHARE WITH MS. MILLER, THEN WE'LL CERTAINLY INVESTIGATE THEM.
BUT WE HAVE TO KNOW THESE THINGS.
THANK YOU. ERIN CAN YOU REPORT BACK TO THE BOARD ONCE YOU'VE HAD A CHANCE TO LOOK INTO THIS? I CAN. I CAN ALSO SORRY, I CAN ALSO SPEAK MORE TO WE HAVE A TITLE NINE COORDINATOR FOR THE DISTRICT AND STAFF DOES RECEIVE TITLE NINE TRAINING EACH YEAR, BUT WOULD LIKE TO SPEAK TO ALL OF YOU TO GET MORE INFORMATION AND THEN I'LL GET WITH OUR TITLE NINE COORDINATOR AS WELL TOO.
AND I'LL LET YOU KNOW. I'LL REPORT BACK TO ALL OF YOU ON THAT.
AND CERTAINLY THE ANSWER SHOULD NEVER BE THAT'S TEENAGE BOYS OR THAT'S TEENAGE GIRLS.
THAT'S COMPLETELY UNACCEPTABLE.
SO THANK YOU ALL FOR BRINGING THAT AND ALL OF THE OTHER INCIDENTS TO OUR ATTENTION.
BOARD IT IS 6:54 AND WE ARE ADJOURNED.
