THE FRISCO VFW POST 8273 AND AMERICAN LEGION PETER J.

COURCY POST 178 CONTINUALLY MAKE AN IMPACT ON THE STUDENTS AND FRISCO ISD IN THE CLASSROOM AND OUR COMMUNITY.

THEY'RE DEDICATED TO SHARING THEIR EXPERTISE AS SPEAKERS IN OUR SCHOOLS, VOLUNTEERING FOR FISD PROGRAMS AND EVENTS, AND SERVING ON COMMITTEES.

EACH OF THESE GROUPS WORKS TIRELESSLY TO TEACH OUR STUDENTS TO BE FUTURE READY IN THE AREAS OF CITIZENSHIP, CHARACTER AND PATRIOTISM.

THIS IS IN ADDITION TO PROVIDING PROGRAMING AND OPPORTUNITIES TO OUR STUDENTS WITH THEIR RESPECTIVE PROGRAMS. UP FIRST TONIGHT, WE WILL RECOGNIZE AMERICAN LEGION POST 178.

THE MOTTO OF THE AMERICAN LEGION POST 178 IS VETERANS STRENGTHENING AMERICA.

SINCE ITS CHARTER IN 2014, THE POST HAS BEEN A PROUD PARTNER OF THE FRISCO INDEPENDENT SCHOOL DISTRICT.

ITS MORE THAN 600 MEMBERS ACTIVELY SUPPORT THE EDUCATION, MENTORING AND PROVISION OF PATRIOTIC AND WHOLESOME PROGRAMS THAT AFFORD GROWTH OPPORTUNITIES TO A NEW GENERATION OF AMERICANS. POST 178 HAS AN ONGOING COMMITMENT TO THE STUDENTS OF THE FRISCO INDEPENDENT SCHOOL DISTRICT BY OFFERING PROGRAMS SUCH AS TEXAS BOYS STATE ORATORICAL SCHOLARSHIP, SPEECH CONTEST, SCOUTING, COLLEGE SCHOLARSHIPS, STUDENT VOTER REGISTRATION AND FLAG EDUCATION.

THEIR COLOR GUARD ALSO ACTIVELY PRESENTS OUR NATION'S COLORS AT SCHOOL EVENTS.

AS OF LATE, THEY HAVE ALSO PARTNERED WITH OUR NATIONAL NAVAL DEFENSE CADET PROGRAM ON VETERAN'S DAY CEREMONY AT VETERANS PARK.

POST 178 APPRECIATES THE BOARD OF TRUSTEES PAST SUPPORT AND LOOKS FORWARD TO AN EVEN STRONGER PARTNERSHIP WITH THE DISTRICT IN THE FUTURE.

AT THIS TIME, IF SHARON WHITE, OUR COMMUNITY OUTREACH SPECIALIST, COULD COME TO THE STAGE, ALONG WITH DR.

SINCE 1968, OUR FRISCO VETERANS OF FOREIGN WARS POST 8273 HAS BEEN PROVIDING UNIQUE AND URGENTLY NEEDED SERVICES THAT IMPROVE THE LIVES OF VETERANS, MILITARY PERSONNEL AND THEIR FAMILIES, ALL THE WHILE SUPPORTING POSITIVE CITIZEN INVOLVEMENT FOR THE BETTERMENT OF THE FRISCO AND SURROUNDING COMMUNITIES.

ALL OF FRISCO VFW PROGRAMS SERVE OUR COMMUNITY.

FOR FRISCO ISD SPECIFICALLY, THE VFW AWARDS OVER $15,000 ANNUALLY GIVEN IN PATRIOTIC STUDENT ESSAY CONTEST, TEACHER AWARDS AND YOUTH PROGRAMS. THEY ALSO PARTNER WITH THE FRISCO EDUCATION FOUNDATION WITH A SCHOLARSHIP PROGRAM FOR A PATRIOTISM ESSAY.

THEY ARE CONSTANTLY SEEN IN OUR CAMPUSES AND IN OUR CLASSROOMS, EDUCATING AMERICA'S FUTURE LEADERS AND BRINGING HISTORY TO LIFE.

EVERY TIME A PRINCIPAL REACHES OUT, I REACH OUT TO THE VFW AND THE AMERICAN LEGION.

THEY BOTH PARTICIPATE IN CAMPUS VETERANS DAY PROGRAMS AND ASSEMBLIES.

THE VFW ADDITIONALLY SUPPORTS AND SPONSORS BOY SCOUT AND CUB SCOUT TROOPS THROUGHOUT FRISCO ISD.

THESE FOLKS ARE TRULY GOOD COMMUNITY SERVANTS.

[APPLAUSE] THESE THESE STUDENTS ARE PART OF THE 68TH ANNUAL NATIONAL MERIT SCHOLARSHIP PROGRAM.

AND AS I SAID, THIS IS A NEW RECORD NUMBER FOR FRISCO ISD AND ALSO ONE OF THE HIGHEST COUNTS OR ONE OF THE LARGEST GROUPS FOR ANY DISTRICT IN THE STATE.

STUDENTS QUALIFIED FOR THIS HONOR THROUGH THEIR PERFORMANCE ON THE PSAT EXAM AND REPRESENT LESS THAN 1% OF ALL HIGH SCHOOL STUDENTS IN THE UNITED STATES.

SEMIFINALISTS CAN FULFILL ADDITIONAL REQUIREMENTS TO COMPLETE THE FINALIST LEVEL OF COMPETITION.

ALL OF OUR NATIONAL MERIT SEMIFINALISTS WILL BE REPRESENTED WITH THE NATIONAL MERIT SCHOLAR YARD SIGN IN A CAMPUS PRESENTATION AT THEIR HIGH SCHOOLS.

BOTH TEAMS WERE UNBELIEVABLE.

WAKELAND HAD A FANTASTIC YEAR.

NINE VOLLEYBALL TEAMS THAT MADE THE PLAYOFFS, SEVEN FOOTBALL TEAMS ADVANCE, AND A LARGE NUMBER OF CROSS COUNTRY ATHLETES ADVANCE TO STATE, WHICH JERRY LITTLEJOHN, OUR DIRECTOR OF ATHLETICS, WILL SPEAK ABOUT IN A MOMENT.

BUT ALL OF THESE STUDENT OPPORTUNITIES ARE POSSIBLE BECAUSE OF OUR SMALL SCHOOL MODEL.

SO THE NUMBER ONE PLAYER FROM ONE TEAM WILL PLAY THE NUMBER ONE PLAYER FROM THE OTHER TEAM.

HIS ASSISTANT, CARLOS AGUILAR, IS IN HIS FIRST YEAR IN FRISCO ISD AND COACH FAIR AND COACH AGUILAR WERE NAMED THE COACHING STAFF OF THE YEAR FOR THE DISTRICT 10-5A. [APPLAUSE] COACH AGUILAR WILL NOW COME UP AND TALK ABOUT THE SEASON AND INTRODUCE HIS ATHLETES.

MY NAME IS CARLOS AGUILAR.

I'M THE ASSISTANT TENNIS COACH AT FRISCO CENTENNIAL.

I'VE HAD THE PRIVILEGE TO COACH THE FRISCO CENTENNIAL TENNIS TEAM, RUNNERSUP IN THE UIL TEAM TENNIS STATE CHAMPIONSHIP.

IN THE PAST THREE MONTHS, I'VE BEEN INDOCTRINATED INTO THE FRISCO WAY, AND THERE IS NO BETTER WAY, IN MY OPINION.

IN JUST A FEW WEEKS, THE FRISCO CENTENNIAL STAFF, THESE YOUNG MEN AND WOMEN AND THEIR FAMILIES HAVE EMBRACED ME AND WELCOMED ME WITH OPEN ARMS. I CANNOT TELL YOU HOW EXCITED I AM EVERY SINGLE DAY TO GO INTO WORK WITH A STAFF THAT SMILES RIGHT BACK TO ME AND AND TELLS ME, HELLO, HOW'S YOUR MORNING? AND I KNOW HOW HARD ALL THE COACHES WORK.

YET, I SEE SMILES ON THEIR FACES.

THIS SEASON WAS CERTAINLY A SPECIAL ONE, FROM THE BEGINNING OF THE SEASON TO THE END OF THE SEASON, WHICH WAS THE STATE TOURNAMENT.

THIS TEAM BATTLED WEEK IN AND WEEK OUT.

WE HAD MANY SHINING MOMENTS WHICH INCLUDE DEFEATING PLANO WEST IN A 10-9 NAIL BITER TO BEING UNDEFEATED DISTRICT CHAMPIONS.

TO OUR BOYS DOUBLES TEAMS GOING 38-1 IN 5A MATCHES.

AND TO THE REGIONAL FINALS WHERE WE FACED FRISCO WAKELAND, KNOWING THAT THE WINNER OF THIS MATCH WOULD BE THE FIRST FRISCO TEAM TO GO TO THE UIL TEAM TENNIS STATE TOURNAMENT. A LOT WAS ON THE LINE IN EACH AND EVERY MATCH THAT WE PLAYED THIS SEASON, BUT THESE TITANS WERE UP FOR THE CHALLENGE.

WE CAME THROUGH STRONG AND WON A CLOSE MATCH VERSUS WAKELAND AND WE'RE ECSTATIC TO BE ON OUR WAY TO COLLEGE STATION.

THIS WAS PARTICULARLY MEANINGFUL TO ME BECAUSE THAT WAS WHERE I WAS BORN AND RAISED AND WHERE I LEARNED TO PLAY TENNIS.

AT STATE, THESE KIDS TOOK ON PERENNIAL STATE QUALIFIERS IN SAN ANTONIO ALAMO HEIGHTS IN THE SEMIFINALS.

AND BY PERENNIAL I MEAN THEY ARE ALWAYS THERE.

THAT WAS THEIR 29TH APPEARANCE AT STATE.

SO, IT WAS A TOUGH TASK FOR THESE CENTENNIAL TITANS.

BUT THE TITANS DEFEATED ALAMO HEIGHTS BY A SCORE OF 11 TO 3 TO ADVANCE TO THE FINALS.

THEN FOR THE FINALS, CENTENNIAL TOOK ON AMARILLO HIGH SCHOOL.

WE FELL IN A REMARKABLY CLOSE MATCH, 10 TO 7, TO A WELL DESERVED CHAMPIONSHIP TEAM.

IN DEFEAT, THESE TITANS PLAYED VERY WELL, FOUGHT EXTREMELY HARD, AND WERE VERY GRACIOUS.

WE EVEN WON THE TOURNAMENT SPORTSMANSHIP AWARD.

THAT, IN MY OPINION, SPEAKS VOLUMES ABOUT HOW THESE KIDS ACT ON AND OFF THE COURT.

[APPLAUSE] THE 2022 VERSION OF TITAN TENNIS IS AN INCREDIBLY SPECIAL GROUP OF YOUNG MEN AND WOMEN.

SHE IS A JUNIOR. SHE HAS BEEN BEGGING SINCE SHE WAS A FRESHMAN TO COME RUN, BUT SHE WAS A DIE HARD SOCCER KIDDO.

SO THERE WERE SOME POTENTIAL THAT I SAW IN HER, BUT I JUST KEPT TRYING AND KEPT TRYING.

I THINK SHE MIGHT HAVE TRIED TO GET OUT OF SOME SOCCER CONDITIONING, AND THAT'S WHY SHE ENDED UP WITH ME.

[LAUGHTER] BUT REALLY, REALLY BLESSED TO HAVE HER BE A PART OF OUR TEAM.

JUST TO KIND OF HIGHLIGHT SOME OF HER ACCOLADES.

SHE PLACED IN THE TOP TEN AT EVERY SINGLE MEET EXCEPT FOR ONE.

OVER THE COURSE OF THE SEASON, SHE WAS YOUR DISTRICT CHAMPION FOR 10-5A, AND SHE PLACED THIRD AT THE REGIONAL MEET, AND THEN SHE WENT ON TO GET EIGHTH AT THE STATE MEET.

SHE, HER WORK ETHIC IS UNMATCHED TO ANYBODY ELSE.

SHE'S A LEADER.

SHE'S SUPER POSITIVE.

AND SHE DOESN'T ONLY HOLD HERSELF TO THAT STANDARD, BUT SHE ALSO HOLDS HER TEAMMATES TO THAT STANDARD, WHICH I THINK IS PROBABLY ONE OF THE MOST AMAZING THINGS THAT YOU CAN SAY FOR A KID, THAT THEY WANT EVERYBODY AROUND THEM TO FIND THE SUCCESS THAT THEY ARE FINDING THEMSELVES.

I KNEW THAT SHE HAD SOME TALENT.

I JUST DIDN'T KNOW HOW TRULY TALENTED SHE WAS UNTIL SHE RAN THAT FIRST INVITATIONAL MEET AT ROCK HILL.

PROBABLY THE HIGHLIGHT OF THAT RACE FOR ME IS AT 200 METERS OUT, SHE CAME PAST ME AND SHE HAD THIS SMILE ON HER FACE AND IT LITERALLY MELTED MY HEART.

SHE WAS SO EXCITED TO BE THERE AND TO BE IN THAT MOMENT AND TO BE HAVING THE SUCCESS THAT SHE WAS HAVING.

AND THEN I TURN AROUND AND CATCH HER AT THE FINISH LINE, HUGGING EVERY SINGLE ONE OF HER TEAMMATES.

SO AGAIN, SPEAKING TO HER CHARACTER AND WHO SHE IS NOT ONLY AS AN ATHLETE BUT AS A PERSON IS ABSOLUTELY AMAZING.

AND PROBABLY MY FAVORITE MOMENT OF THE ENTIRE SEASON.

AFTER THE STATE MEET, SYDNI'S A YOUNG LADY.

A FEW WORDS. SHE DOESN'T LIKE TO BE IN THE LIMELIGHT.

SO AS WE GO THROUGHOUT THE YEAR, CROSS COUNTRY IS A SPORT THAT DOESN'T PLAY UNDER THE FRIDAY NIGHT LIGHTS, DOESN'T PLAY IN THE GYM, YOU KNOW, DOESN'T PLAY IN THE BIG ARENA. WE SPENT MOST OF OUR TIME ALONE, IN THE DARK, RUNNING WITH MINIMAL CLOTHES ON IS WHAT MOST PEOPLE WOULD SAY.

[LAUGHTER] SO AND IT STARTED ON JUNE 20TH THIS YEAR.

WE HAD SUMMER PRACTICES WHEN IT WAS 95 DEGREES AT 6 A.M.

AND SO OUR KIND OF OUR MOTTO GOING.

SO, I TALKED TO HIM AT STATE.

WE TALKED ABOUT IT ALL THROUGHOUT THE YEAR, AND WE WANTED TO LEAVE NOTHING TO CHANCE.

NOTHING TO, WELL, IF WE WOULD HAVE DONE THIS, WE COULD HAVE DONE THAT.

ALL THROUGHOUT THE YEAR I TOLD THIS GROUP, AFTER LOSING THREE OF OUR TOP FIVE RUNNERS FROM OUR FIFTH PLACE TEAM LAST YEAR, I SAID, HEY, IF YOU WANT TO DO IT, YOU CAN BE ON THE PODIUM. AND, YOU KNOW, WE HAD SOME HUGE BREAKTHROUGHS FROM SOME OF OUR ATHLETES AND THEN WE HAD SOME INJURIES.

OUR NUMBER TWO RUNNER, ABOUT FOUR WEEKS OUT FROM THE DISTRICT CHAMPIONSHIPS, COMES DOWN WITH A STRESS FRACTURE, IS GOING TO BE OUT TILL DECEMBER.

SO WHEN YOU HAVE YOUR NUMBER TWO RUNNER AND A TEAM SCORE THAT'S BEEN REALLY, REALLY HIGH AT EVERY MEET, YOU HAVE TO HAVE SOMEBODY STEP UP AND THEY DID THAT. SO AS WE GOT TO THE STATE MEET, YOU KNOW, WE OBVIOUSLY WON THE DISTRICT CHAMPIONSHIP, GOT SECOND IN THE REGION TO LOVEJOY, WHO WAS THE, RANKED NUMBER ONE IN THE STATE AT THE TIME, AND JUST HAD A HUGE RACE THERE ON THE 3.4 MILE COURSE THAT WE HAD TO RUN.

IT'S USUALLY 3.1 MILES INSTEAD OF 3.4, BUT THEY DECIDED TO CHANGE THE DAY OF.

SO, AGAIN, NO EXCUSES.

THEY DID EVERYTHING THEY WERE SUPPOSED TO DO.

THEY RAN WELL.

AND THEN WE GOT TO THE STATE MEET.

AND, YOU KNOW, I JUST LOOKED AT THE GUYS AND I SAID, LISTEN, YOU JUST GOT TO DO EVERYTHING YOU CAN POSSIBLY DO AND YOU DON'T HAVE TO DO ANYTHING SPECIAL.

YOU DON'T HAVE TO BE A SUPERMAN TODAY.

YOU'VE GOT TO DO WHAT YOU'RE CAPABLE OF DOING AND DON'T LEAVE ANYTHING TO CHANCE WHEN YOU GET DONE.

SO THEY DID THAT.

THEY RAN WELL. WE PASSED OVER 127 PEOPLE IN THE LAST MILE OF THE RACE AND GOT THIRD PLACE BY FIVE POINTS.

SO WE'RE 39 GRANTS TO 29 CAMPUSES IN THE TOTAL AMOUNT OF $53,000, A PROGRAM THAT OUR FRISCO EDUCATION FOUNDATION DOES.

SO ANYBODY THAT SUPPORTS THAT FOUNDATION WAS ALSO CONTRIBUTED TO THOSE GRANTS.

SO THANK YOU ALL FOR THOSE, AND THANK YOU ALL FOR THE TEACHERS AND EDUCATORS THAT ACTUALLY APPLIED FOR THOSE GRANTS.

THIS IS THE REPORT, THAT VERY CONDENSED VERSION OF OUR ANNUAL FINANCIAL REPORT THAT WE PUBLISH EVERY YEAR FOR YOU GUYS AND FOR THE COMMUNITY.

IT'S SOMETHING WE STARTED DOING A FEW YEARS AGO JUST TO KIND OF MAKE THAT 175 PAGE DOCUMENT A LITTLE BIT MORE READABLE FOR PEOPLE SO THAT YOU CAN SEE HOW WE ENDED OUR YEAR WITH OUR FINANCES.

AND WE CONDUCTED OUR FIELD WORK BEGINNING IN MAY WITH OUR INTERIM FIELD WORK, WHICH I'LL DESCRIBE IN JUST A MOMENT, AND CAME BACK IN SEPTEMBER TO PERFORM OUR FINAL FIELD WORK.

WE PERFORMED OUR AUDIT IN ACCORDANCE WITH GENERALLY ACCEPTED AUDITING STANDARD, GENERALLY ACCEPTED GOVERNMENT AUDITING STANDARDS, AND THE UNIFORM GUIDANCE, WHICH GOVERNS THE DISTRICT'S FEDERAL FINANCIAL ASSISTANCE PROGRAMS. AND WE USE A RISK BASED APPROACH IN WHICH WE TAILOR OUR AUDIT PROCEDURES MORE HEAVILY IN CERTAIN AREAS THAT ARE OF HIGHER RISK THINGS SUCH AS THE FOUNDATION, STATE PROGRAM, AID AND OTHER TYPES OF REVENUE RECOGNITION.

AS I MENTIONED, WE STARTED OUR AUDIT THIS YEAR IN MAY, AND SINCE THAT'S BEFORE THE YEAR END, WE CONCENTRATE ON INTERNAL CONTROLS AND WE WALK THROUGH THE DISTRICT SIGNIFICANT TRANSACTION CYCLES AND WALK THROUGH TRANSACTIONS IN THOSE CYCLES SUCH AS CASH DISBURSEMENTS, CASH RECEIPTS, PAYROLL, AND THEN WE ACTUALLY WALK THROUGH TRANSACTIONS AND MAKE SURE THAT THE CONTROLS THAT WE'VE IDENTIFIED ARE IN PLACE AND OPERATING AS AS DESIGNED.

I'M HAPPY TO REPORT THAT THERE WERE NO CONTROL DEFICIENCIES IDENTIFIED.

DURING THE INTERIM FIELDWORK WE ALSO IDENTIFIED THE SCHOOL'S FEDERAL FINANCIAL PROGRAMS, THE MAJOR FEDERAL FINANCIAL PROGRAMS THAT HAD TO BE AUDITED THIS YEAR. THERE WERE TWO PROGRAMS, THE ESSER PROGRAM OR THE ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF PROGRAM AND ALSO THE EMERGENCY CONNECTIVITY PROGRAM.

AND THESE PROGRAMS ACCOUNTED FOR ABOUT A THIRD OF THE DISTRICT'S FEDERAL FINANCIAL EXPENDITURES.

WE PERFORMED TESTS OF CONTROLS OVER CASH DISBURSEMENTS AND PAYROLL.

AND WHEN WE CAME BACK IN SEPTEMBER, WE COMPLETED THE SINGLE AUDIT OVER THE FEDERAL FINANCIAL ASSISTANCE PROGRAMS, AS WELL AS USED A VARIETY OF TECHNIQUES AND TESTING THE DISTRICT'S BALANCES, AS WELL AS ACTIVITY FOR THE FISCAL YEAR.

AND I'M HAPPY TO REPORT WE'VE ISSUED THREE REPORTS ON THIS YEAR'S AUDIT.

THE FIRST OF WHICH IS OUR AUDITOR'S REPORT ON THE DISTRICT'S FINANCIAL STATEMENTS.

AND I'M HAPPY TO REPORT THAT WE'VE ISSUED AN UNMODIFIED OPINION THAT'S A CLEAN OPINION ON THE DISTRICT'S FINANCIAL STATEMENTS FOR FISCAL YEAR 22.

AND THAT JUST MEANS THAT WE FEEL THAT THE DISTRICT'S FINANCIAL STATEMENTS ARE FAIRLY PRESENTED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH GAAP.

THE SECOND REPORT THAT WE'VE ISSUED IS OUR INDEPENDENT AUDITORS REPORT ON INTERNAL CONTROL OVER FINANCIAL REPORTING AND ON COMPLIANCE.

AND I'M HAPPY TO REPORT THAT THERE WERE NO SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES IDENTIFIED IN THAT REPORT AND NO INSTANCES OF MATERIAL NONCOMPLIANCE.

AND THE FINAL REPORT THAT WE'VE ISSUED IS OUR INDEPENDENT AUDITORS REPORT ON COMPLIANCE FOR EACH MAJOR PROGRAM AND REPORT ON INTERNAL CONTROL OVER COMPLIANCE. AND THAT'S BASICALLY THE REPORT ON THE FEDERAL FINANCIAL ASSISTANCE PROGRAM.

I'M HAPPY TO REPORT THAT WE'VE ISSUED AN UNMODIFIED OPINION ON THAT REPORT, WHICH MEANS THAT WE FEEL THAT THE DISTRICT COMPLIED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH THE COMPLIANCE REQUIREMENTS OF THE MAJOR FEDERAL PROGRAMS. AND THEN WE KNOW INSTANCES OF ANY SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES.

SO THERE WAS A CLEAN OPINION ALL THE WAY AROUND, AND THAT'S REALLY A TRIBUTE TO THE DISTRICT'S FINANCE DEPARTMENT.

JIM, ROBIN AND THE REST OF THE FINANCE DEPARTMENT DID A GREAT JOB AGAIN THIS YEAR.

YOU HAVE A LOT OF EXPERTISE IN THE FINANCE DEPARTMENT.

WE RECEIVED NOTHING BUT FULL COOPERATION FROM ALL THE DISTRICT STAFF AND IN PUTTING OUR AUDIT TOGETHER.

AS I MENTIONED, THERE WERE NO MATERIAL WEAKNESSES IN INTERNAL CONTROL AND THERE ALSO WERE NO SIGNIFICANT ADJUSTING JOURNAL ENTRIES THAT HAD TO BE MADE AS A RESULT OF OUR AUDIT PROCEDURES AND NO PAST ADJUSTMENTS, ONES THAT WERE CONSIDERED IMMATERIAL.

SO THERE WERE NO NO ADJUSTMENTS MADE AT ALL.

AND I'D ALSO LIKE TO POINT OUT THAT THE DISTRICT HAS CONTINUED TO RECEIVE THE FAA C ERTIFICATE OF ACHIEVEMENT FOR FINANCIAL REPORTING AGAIN THIS YEAR.

IN OUR REQUIRED COMMUNICATIONS JUST TO GO OVER A COUPLE OF THESE ITEMS. AS I MENTIONED, WE HAVE A RESPONSIBILITY TO EXPRESS AN OPINION ON THE DISTRICT'S FINANCIAL STATEMENTS BASED ON OUR AUDIT, AND WE ISSUED AN UNMODIFIED OPINION.

NO FINDINGS UNDER GOVERNMENT AUDITING STANDARDS.

THERE WAS ONE NEW STANDARD THIS YEAR THAT THE DISTRICT HAD TO IMPLEMENT CALLED GASB 87, WHICH IS THE LEASE STANDARD, WHICH REQUIRED THE DISTRICT TO REPORT LEASES ON THE FINANCIAL STATEMENTS FOR THE FIRST TIME AS BOTH A RIGHT TO USE ASSET AND A LIABILITY.

AND THAT WAS ALL DONE PROPERLY.

THERE WERE NO MATERIAL WEAKNESSES.

I MENTIONED NO DIFFICULTIES IN CONDUCTING OUR AUDIT.

AND FINALLY, I HAVE A FEW FINANCIAL HIGHLIGHTS I'D LIKE TO SHARE WITH YOU FROM THIS YEAR'S FINANCIAL STATEMENTS.

THE FIRST COUPLE OF SLIDES DEAL WITH THE DISTRICT'S GOVERNMENTAL FUNDS REVENUES, WHICH TOTALED $867,000, I'M SORRY, $867 MILLION THIS YEAR. THAT'S A $67.5 MILLION INCREASE OVER THE PREVIOUS YEAR.

AND YOU CAN SEE THAT VISUALLY ON THIS SLIDE, THE FEDERAL PROGRAM REVENUES INCREASING FROM $29.4 MILLION IN THE PREVIOUS YEAR TO $68.8 MILLION, LOCAL REVENUES INCREASING FROM $630.2 MILLION TO $659.8.

THE NEXT TWO SLIDES GIVE A SIMILAR COMPARISON OF THE DISTRICT'S GOVERNMENTAL FUNDS EXPENDITURES, WHICH TOTALED $1.3 BILLION THIS YEAR.

THAT WAS $51.5 MILLION INCREASE OVER THE PREVIOUS YEAR, THE MAJORITY OF WHICH HAD TO DO WITH INSTRUCTION, CURRICULUM AND MEDIA SERVICES. AS YOU CAN SEE ON THIS SLIDE, WHERE THEY INCREASED FROM $399.8 MILLION TO $426.6 MILLION.

IT WAS APPROXIMATELY A 5% INCREASE IN EXPENDITURES OVER THE PREVIOUS YEAR.

THE GOVERNMENTAL FUND BALANCES, AS OF JUNE, A TOTAL OF $688.3 MILLION, AND THAT WAS AN INCREASE OF APPROXIMATELY $28.9 MILLION OVER THE PREVIOUS YEAR.

MOST OF THAT HAD TO DO WITH THE CAPITAL PROJECTS FUND FUND BALANCE, WHICH INCREASED BY $24.7 MILLION, PRIMARILY DUE TO TIMING ISSUES OF THE ISSUANCE OF BONDS TO TO CONSTRUCT SCHOOL BUILDINGS AND THE ACTUAL EXPENDITURES OF THOSE CONSTRUCTION.

AND FINALLY, THE GENERAL FUND, WHICH IS THE MAIN OPERATING FUND OF THE DISTRICT.

IN THE BUDGETARY COMPARISON SCHEDULE, SHOWED A FAVORABLE BUDGETARY VARIANCE THIS YEAR OF $14.1 MILLION.

THAT WAS PRIMARILY THE COMBINATION OF REVENUES BEING UNDER BUDGET BY $14.4 MILLION AND EXPENDITURES BEING UNDER BUDGET BY $31.7 MILLION. THAT, IN A NUTSHELL IS MY PRESENTATION.

AS I MENTIONED, IT WAS A ANOTHER GREAT AUDIT THIS YEAR AND THAT'S REALLY A TRIBUTE TO YOUR FINANCE STAFF AND I'D BE HAPPY TO ANSWER ANY QUESTIONS.

I'D LIKE TO JUST POINT OUT A COUPLE OF THINGS FROM THE PRESENTATION THAT YOU GUYS JUST SAW.

IF YOU GUYS REMEMBER, WE SPENT A SIGNIFICANT AMOUNT OF ESSER FUNDS LAST YEAR AS WELL AS THIS YEAR TO HELP SUPPLANT OUR GENERAL OPERATING BUDGET.

SO HAD WE NOT BEEN ABLE TO DO THAT, WE WOULD NOT HAVE SEEN THAT SIGNIFICANT DIFFERENCE BETWEEN BUDGETED AND ACTUAL EXPENDITURES THAT WE SAW.

AND WE WOULD HAVE HAD OUR FUND BALANCE WOULD HAVE TAKEN A DIP.

SO WE WERE GLAD TO BE ABLE TO HAVE THOSE STIMULUS FUNDS TO HELP US BALANCE OUR BUDGET, BOTH LAST YEAR AND THIS CURRENT YEAR.

ACCORDING TO A RECENT STUDY, 75% OF TRANSGENDER YOUTH FEEL UNSAFE AT SCHOOL.

HAVING TO ASK FOR AND USE A SPECIAL BATHROOM REQUIRES THE TRANS STUDENT TO DRAW ATTENTION TO THEMSELVES AND MAY REQUIRE THEM TO RUN ACROSS THE ENTIRE CAMPUS TO TEND TO THEIR BODILY FUNCTIONS. THAT IS NOT INCLUSIVE OR KIND.

THE FISD MISSION IS TO KNOW EACH STUDENT BY NAME AND NEED.

THE TRANSGENDER STUDENTS NEED TO BE ACCEPTED AND TREATED WITH RESPECT AND KINDNESS.

56% OF TRANS YOUTH REPORT A PREVIOUS SUICIDE ATTEMPT AND 86 PER REPORT SUICIDAL THOUGHTS.

IF YOUR CHILD WAS AT THAT HIGH RISK LEVEL FOR SUICIDE, YOU WOULD WANT THEIR SCHOOL ENVIRONMENT TO BE AS INCLUSIVE AND KIND AS POSSIBLE.

ALL STUDENTS DESERVE TO FEEL SAFE.

THEY TOLD HER HOW BEAUTIFUL SHE WAS.

ABSOLUTE UNBRIDLED JOY ALL AROUND, A CORE MEMORY, ONE THAT COULD BE LOST FOREVER IF THAT SAME DAY SHE'D BEEN REQUIRED TO WALK INTO A BOYS BATHROOM OR ON A CAMPUS OF THOUSANDS. AND I WON'T LET HER DOWN.

THE TRANSGENDER BATHROOM USE HAS BEEN KEPT UNDER THE WRAPS AND HIDDEN FROM ALL THE FRISCO ISD STAKEHOLDERS.

THE BOARD SHOULD TAKE RESPONSIBILITY AND APOLOGIZE TO ALL THE STUDENTS AND PARENTS.

THIS NEW POLICY IS PRESERVING THE PARENTAL RIGHTS AND UPHOLDING THE DIGNITY AND RESPECT OF ALL THE PUBLIC SCHOOL STUDENTS.

MY CHILD HAD AN INCIDENT IN THE RESTROOM WITH A TRANSGENDER STUDENT, AND OUR CONCERNS HAVE LARGELY BEEN IGNORED BY THE MAJORITY OF THE BOARD AND, IF ADDRESSED, WERE MINIMIZED.

FOR A DISTRICT THAT DECLARES THAT THEY CARE ABOUT THE WHOLE CHILD, I AM SEEING VERY LITTLE CARING ABOUT THE VAST MAJORITY OF THE STUDENT POPULATION REGARDING THIS ISSUE.

SHAWNEE TRAIL WILL BE THE ONLY ELEMENTARY SCHOOL IN FRISCO ISD THAT WILL NOW BE SEPARATED INTO THREE MIDDLE SCHOOLS, WHICH GOES AGAINST THE SMALL SCHOOL MODEL.

WE ALSO ALREADY HAVE THREE APARTMENT COMPLEXES AND FOUR TOWNHOMES THAT COME TO SHAWNEE TRAIL, CAUSING OUR STUDENTS TO BE MORE TRANSIENT THAN OTHER SCHOOLS.

THE NEW ZONING WILL BRING US TO FIVE APARTMENTS AND FIVE TOWNHOMES.

WE'RE ALSO MOVING STUDENTS FROM ONE TITLE SCHOOL TO ANOTHER WITHOUT ANY MORE RESOURCES.

I KNOW WE DON'T HAVE 100 PARENTS EMAILING LIKE SOME OTHER SCHOOLS, BUT IT'S STILL NOT FAIR FOR OUR STUDENTS AND STUDENTS THAT ARE MOVING TO MOVE TO A SCHOOL THAT'S ALREADY STRETCHED OUT AS IT IS, AND IT'S UNFAIR TO OUR TEACHERS WHO WILL BE HELD ACCOUNTABLE FOR THOSE STUDENTS AS THEY'RE MOVING IN AND OUT.

AND FOR STUDENTS WHO HAVE CALLED SHAWNEE TRAIL HOME FOR SO MANY DAYS OF THE YEAR AND DEPEND ON IT BEING THE PLACE WHERE THEY HAVE SAFETY AND EDUCATION LIKE EVERY OTHER STUDENT IN FRISCO ISD. THANK YOU.

FURTHERMORE, THE TITLE IX EDUCATION AMENDMENTS OF 1972 STATES THAT NO PERSON SHALL, ON THE BASIS OF SEX, BE EXCLUDED FROM PARTICIPATION AND BE DENIED THE BENEFITS OF OR BE SUBJECT TO DISCRIMINATION UNDER ANY EDUCATION PROGRAM OR ACTIVITY RECEIVING FEDERAL FINANCIAL AID.

BY NOT HAVING BATHROOMS THAT ARE INCLUSIVE TO STUDENTS NO MATTER WHAT THEIR GENDER IDENTITY IS, FISD MAY BE ENGAGING IN VIOLATION OF TITLE IX.

THE CONTROVERSIES WITHIN THESE MATERIALS TALK ABOUT THE EXPERIENCES OF MANY COMMUNITIES AND WITHIN THE CONTEXT OF RACISM, HOMOPHOBIA, ETC.

DIRECTLY IMPACTING STUDENTS IN FRISCO ISD MANY OF THE BOOKS IN QUESTION TIED TO THE HIGHLIGHTING OF VOICES OF MINORITIES AND BY REMOVING THEM FROM EDUCATIONAL PREMISES, IT CONTRIBUTES TO ERASURE OF DISENFRANCHISED COMMUNITIES AND PROHIBITS STUDENTS FROM LEARNING ABOUT DIFFERENT PERSPECTIVES.

IN ORDER FOR STUDENTS TO GET A WELL-ROUNDED EDUCATION, WE NEED RESOURCES IN OUR LIBRARIES THAT ARE EQUALLY REPRESENTATIVE OF ALL COMMUNITIES, NOT JUST THE MAJORITY PERSPECTIVE.

WE MUST LEARN FROM THE PAST OR ELSE IT REPEATS ITSELF.

THERE'S ALREADY BEEN A SYSTEMIC SUPPRESSION TOWARDS MINORITY COMMUNITIES, AND IT'S UP TO THE EDUCATORS TO ENSURE THAT THIS IS NOT FURTHER DIGRESS.

IT'S MY UNDERSTANDING THAT ONLY APPROXIMATELY 50 STUDENTS ARE TRANSGENDER THAT'S AFFECTED PRESENTLY.

THEY CAN, OTHER DISTRICTS USE THE NURSE'S BATHROOM OR THE STAFF BATHROOM.

THAT IS ACCOMMODATIONS THAT HAVE BEEN MET AND HAS BEEN NEEDED.

I UNDERSTAND THERE'S ONLY A COUPLE OF STUDENTS THAT ARE EVEN KICKING BACK FROM THIS POLICY.

I'M NOT EVEN SURE WHY THOSE ACCOMMODATIONS CAN BE MET.

I HAVE PERSONAL FEELINGS ABOUT WHICH ONE WAS MORE DESCRIPTIVE AND WHICH ONE WAS MORE TRANSPARENT TO THE COMMUNITY.

BUT I ALSO DO FEEL THAT THE.

THE CURRENT ONE IS ONE THAT DOES NOT REQUIRE THE DISTRICT TO CHANGE ANY OF ITS CURRENT PRACTICES ON ACCOMMODATION.

I DO BELIEVE THAT WE SHOULD PROVIDE ADDITIONAL AWARENESS.

IT DOES REQUIRE PARENT CONFERENCE IN ORDER TO HAVE ANY ACCOMMODATIONS, BUT THERE'S NOTHING IN THIS POLICY THAT EITHER PROHIBITS US FROM.

HAVING ACCOMMODATIONS IN THE FUTURE.

IT ALLOWS THAT VERY GENERALLY AND WOULD ALSO THEN REQUIRE THE DISTRICT OR WOULDN'T REQUIRE THE DISTRICT TO MAKE ANY CHANGES TO THOSE ACCOMMODATION PRACTICES THAT ARE CURRENTLY IN PLACE. THAT'S ANOTHER OPTION THAT IS OFTEN PREFERRED BY FAMILIES.

YOU CAN SEE THAT THERE ARE INSUFFICIENT REVIEWS, WHICH MEANS THAT WE DID WE COULD NOT FIND REVIEWS SPECIFICALLY FOR THESE TITLES.

AND THEN WE ALSO HAVE BOOKS THAT JUST DON'T SUPPORT NECESSARILY OR KIND OF PUSH AGAINST THE CURRICULUM THAT WE THAT WE TEACH HERE IN FRISCO ISD.

BUT ONE THING THAT I WANT TO MENTION ABOUT THAT, BECAUSE SOME PEOPLE MIGHT GO THE HOBBIT WHILE I READ THE HOBBIT WHEN I WAS IN ELEMENTARY SCHOOL OR SOMETHING LIKE THAT.

IS THAT JUST BECAUSE IT'S NOT GOING TO BE IN THE ELEMENTARY SCHOOL LIBRARY DOESN'T MEAN IT'S NOT AVAILABLE TO OUR ELEMENTARY SCHOOL STUDENTS.

IF THEIR PARENTS CHOOSE TO GET THAT BOOK, THEY CAN REACH OUT TO THEIR CAMPUS LIBRARIAN AND THEIR LIBRARIAN CAN GET THAT BOOK FROM A MIDDLE SCHOOL FOR THAT STUDENT.

SO AS LONG AS IT'S PARENT INITIATED, THOSE BOOKS CAN STILL BE MADE AVAILABLE TO STUDENTS IF THEY'RE AVAILABLE AT ONE OF OUR OTHER CAMPUSES.

SO OF THE 307 TITLES THAT ARE REPRESENTED IN THIS LIST, 194 ARE STILL AVAILABLE ON ONE OF OUR CAMPUSES, AT ONE OF OUR CAMPUS LEVELS.

SO I JUST WANT TO MAKE SURE THAT'S REALLY CLEAR BECAUSE 307 AGAIN, SOUNDS LIKE A LOT, BUT WE HAVE 194 OF THESE THAT WERE JUST MOVED ESSENTIALLY FROM ONE CAMPUS LEVEL TO ANOTHER.
