[APPLAUSE] AFTER A LONG DAY THEY LOVE TO COME OUT AND SUPPORT THEIR KIDDOS NO MATTER WHAT.
AND WE THANK YOU ALL SO MUCH FOR BEING HERE.
WE WERE GOING TO DO THIS AT THE END, BUT IT SEEMS LIKE IT'S PERFECT TO DO IT RIGHT NOW.
SO ON FRIDAY, WELL, FIRST OF ALL, LET ME BACK UP.
THIS LAST WEEKEND WAS THE REGIONAL VOLLEYBALL TOURNAMENT.
WAKELAND HAD A FANTASTIC YEAR.
[00:25:02]
HOWEVER, REEDY DID GO ON AND ADVANCE AND THEY'LL BE PLAYING IN THE STATE SEMIFINALS ON FRIDAY AT 11:00 IN GARLAND.SO CONGRATULATIONS TO REEDY [APPLAUSE].
WE ARE SPOILED IN FRISCO ISD WITH THE TOP OF ATHLETICS WE HAVE AND VOLLEYBALL IS NO EXCEPTION.
THEY'RE AMAZING. AND THEN THE SECOND SHUTOUT.
AND THEN AS COACH MCDOWELL IS GETTING READY UP THERE AT THE MIC.
I'M SURE BUT I CAN'T SEE HER ANYMORE.
IT IS OUR SECOND ROUND OF FOOTBALL PLAYOFFS.
WE HAVE LONE STAR HIGH SCHOOL, WAKELAND HIGH SCHOOL AND REEDY HIGH SCHOOL WILL BE IN THE AREA ROUND.
SO GOOD LUCK TO ALL OF OUR FOOTBALL PLAYERS AS WELL.
SO I'LL TURN IT OVER TO OUR ATHLETIC DIRECTOR, GRACE MCDOWELL.
THANK YOU SO MUCH, MR. MCCLENDON, AND THANK YOU BOARD OF TRUSTEES AND DR.
IT HAS BEEN AN INCREDIBLE START TO OUR YEAR THIS YEAR.
AND MR. MCCLENDON KIND OF STOLE SOME OF MY THUNDER A LITTLE BIT, BUT WE HAD NINE TENNIS TEAMS ADVANCE TO THE PLAYOFFS.
THAT'S THE MOST EVER IN FRISCO ISD HISTORY.
NINE VOLLEYBALL TEAMS THAT MADE THE PLAYOFFS, SEVEN FOOTBALL TEAMS ADVANCE, AND A LARGE NUMBER OF CROSS COUNTRY ATHLETES ADVANCE TO STATE, WHICH JERRY LITTLEJOHN, OUR DIRECTOR OF ATHLETICS, WILL SPEAK ABOUT IN A MOMENT.
BUT ALL OF THESE STUDENT OPPORTUNITIES ARE POSSIBLE BECAUSE OF OUR SMALL SCHOOL MODEL.
AND THAT'S SUCH A BIG ASSET FOR US.
OUR DISTRICT IS EXCEPTIONAL IN ACADEMICS, FINE ARTS AND ATHLETICS.
SO WE APPRECIATE YOU GUYS AND THANK YOU SO MUCH FOR WHAT YOU DO.
STRONG LEADERSHIP DOES NOT COME FROM CONFIDENCE, BUT FROM COURAGE.
AND IT TAKES A LOT OF COURAGE TO STEP UP AND LEAD, ESPECIALLY IN THIS DAY AND AGE.
BUT WE REALLY APPRECIATE THAT.
SO WITH NO FURTHER ADO, CENTENNIAL TENNIS TEAM, PLEASE COME FORWARD AND ON THE STAGE.
[APPLAUSE] COULD WE HAVE THE PARENTS OF THESE OUTSTANDING ATHLETES PLEASE STAND AND BE RECOGNIZED? [APPLAUSE] PARENTS, THANK YOU SO MUCH FOR YOUR SUPPORT AND ALL THAT YOU DO TO SUPPORT THIS TEAM AND ALL OF OUR ATHLETIC PROGRAMS. MOST OF US THINK OF TENNIS AS AN INDIVIDUAL SPORT, BUT TEAM TENNIS IS A LITTLE BIT DIFFERENT.
AND SOME OF YOU MAY NOT KNOW HOW TENNIS TEAM TENNIS ACTUALLY WORKS.
SO I'M GOING TO GIVE YOU A BRIEF EXPLANATION.
SO WHEN TWO TEAMS PLAY AGAINST EACH OTHER IN TENNIS, THEY HAVE SIX GIRLS SINGLES MATCHES.
AND WHAT THEY DO IS IT'S A RANKED ORDER.
SO THE NUMBER ONE PLAYER FROM ONE TEAM WILL PLAY THE NUMBER ONE PLAYER FROM THE OTHER TEAM.
SO THERE'S 19 POINTS THAT CAN BE SCORED.
THE FIRST TEAM TO SCORE TEN WINS THE TEAM MATCH.
SO THAT'S HOW TEAM TENNIS WORKS.
[APPLAUSE] AND THEY FINISHED THE SEASON AS THE 5A STATE RUNNERS UP.
I WANT TO RECOGNIZE HIM AS WELL AS KARI BENSEND, OUR ASSISTANT COORDINATOR.
[APPLAUSE] THANK YOU ALL. DOUG FAIR, OUR CENTENNIAL HIGH SCHOOL HEAD COACH, IS UNABLE TO BE HERE THIS EVENING, BUT I'D LIKE TO SHARE THAT HE WAS NAMED TEXAS TENNIS COACHES ASSOCIATION REGION II COACH OF THE YEAR.
HE HAS BEEN IN FRISCO ISD FOR 11 YEARS AND THE HEAD COACH AT CENTENNIAL FOR SIX.
HIS ASSISTANT, CARLOS AGUILAR, IS IN HIS FIRST YEAR IN FRISCO ISD AND COACH FAIR AND COACH AGUILAR WERE NAMED THE COACHING STAFF OF THE YEAR FOR THE DISTRICT 10-5A. [APPLAUSE] COACH AGUILAR WILL NOW COME UP AND TALK ABOUT THE SEASON AND INTRODUCE HIS ATHLETES.
[00:30:11]
HELLO, EVERYONE.I'M THE ASSISTANT TENNIS COACH AT FRISCO CENTENNIAL.
IN JUST A FEW WEEKS, THE FRISCO CENTENNIAL STAFF, THESE YOUNG MEN AND WOMEN AND THEIR FAMILIES HAVE EMBRACED ME AND WELCOMED ME WITH OPEN ARMS. I CANNOT TELL YOU HOW EXCITED I AM EVERY SINGLE DAY TO GO INTO WORK WITH A STAFF THAT SMILES RIGHT BACK TO ME AND AND TELLS ME, HELLO, HOW'S YOUR MORNING? AND I KNOW HOW HARD ALL THE COACHES WORK.
YET, I SEE SMILES ON THEIR FACES.
THIS TEAM BATTLED WEEK IN AND WEEK OUT.
TO OUR BOYS DOUBLES TEAMS GOING 38-1 IN 5A MATCHES.
AND TO THE REGIONAL FINALS WHERE WE FACED FRISCO WAKELAND, KNOWING THAT THE WINNER OF THIS MATCH WOULD BE THE FIRST FRISCO TEAM TO GO TO THE UIL TEAM TENNIS STATE TOURNAMENT. A LOT WAS ON THE LINE IN EACH AND EVERY MATCH THAT WE PLAYED THIS SEASON, BUT THESE TITANS WERE UP FOR THE CHALLENGE.
AND BY PERENNIAL I MEAN THEY ARE ALWAYS THERE.
THAT WAS THEIR 29TH APPEARANCE AT STATE.
SO, IT WAS A TOUGH TASK FOR THESE CENTENNIAL TITANS.
BUT THE TITANS DEFEATED ALAMO HEIGHTS BY A SCORE OF 11 TO 3 TO ADVANCE TO THE FINALS.
THEN FOR THE FINALS, CENTENNIAL TOOK ON AMARILLO HIGH SCHOOL.
WE FELL IN A REMARKABLY CLOSE MATCH, 10 TO 7, TO A WELL DESERVED CHAMPIONSHIP TEAM.
IN DEFEAT, THESE TITANS PLAYED VERY WELL, FOUGHT EXTREMELY HARD, AND WERE VERY GRACIOUS.
WE EVEN WON THE TOURNAMENT SPORTSMANSHIP AWARD.
THAT, IN MY OPINION, SPEAKS VOLUMES ABOUT HOW THESE KIDS ACT ON AND OFF THE COURT.
[APPLAUSE] THE 2022 VERSION OF TITAN TENNIS IS AN INCREDIBLY SPECIAL GROUP OF YOUNG MEN AND WOMEN.
THIS ENTIRE SEASON SHOWED TOUGHNESS, PERSEVERANCE AND CHARACTER REQUIRED TO BE EXCELLENT, NOT ONLY IN OUR EYES, BUT IN THE EYES OF EVERYONE SURROUNDING US.
THERE ARE SO MANY THAT WILL REMEMBER THESE TITANS.
NOW I WILL INTRODUCE TO YOU YOUR STATE RUNNERS UP.
WE HAVE ARAVIND SRIDHAR [APPLAUSE], AARAV SANGANI [APPLAUSE], AAROHAN SHARMA [APPLAUSE], AKSHAY KOMMINENI [APPLAUSE], RAHUL MUPPAVARAPU [APPLAUSE], SHRIYAN DAGGUMALLI [APPLAUSE], TANISH GUPTA [APPLAUSE], EDUARDO CRUZ [APPLAUSE], ROSHAN SAMPATHKUMAR [APPLAUSE], AASHIKHA BASAPPA [APPLAUSE], AKRITI BHATI [APPLAUSE], DIYA ANAND [APPLAUSE], ESHA BANDI [APPLAUSE], KRITIKA VORUGANTI [APPLAUSE], NISHTHA PANGING [APPLAUSE], NOA KOSMAN [APPLAUSE] AND SAHASRA DODDA [APPLAUSE].
AND ONE MORE THING, A SPECIAL CONGRATULATIONS TO AARAV, EDUARDO, ARAVIND, NOA, AKSHAY, RAHUL
[00:35:02]
AND TANISH FOR BEING RECOGNIZED TO THE FIRST TEAM, ALL STATE INDIVIDUAL PLAYER RECOGNITION.[APPLAUSE] WE'LL GIVE THEM JUST A MINUTE TO GET TO THE STAGE.
I'D LIKE TO. LET'S GO AHEAD AND HAVE THE BOYS COME OUT TOO.
I ALSO WOULD LIKE TO THANK THE BOARD, THE ISD AND DR.
WALDRIP FOR THIS OPPORTUNITY TO RECOGNIZE SOME OF OUR OUTSTANDING STUDENT ATHLETES.
THIS GROUP HERE IS OUR CROSS COUNTRY STATE MEDALISTS.
FRISCO ISD ANNUALLY IS WELL REPRESENTED AT THE STATE CROSS COUNTRY MEET.
FRISCO ISD SENT 30 STUDENT ATHLETES REPRESENTING SIX DIFFERENT HIGH SCHOOLS.
TONIGHT IS OUR, IT IS OUR HONOR TO RECOGNIZE OUR 2022 STATE CROSS COUNTRY MEDALISTS.
[APPLAUSE] WE APPRECIATE YOUR SUPPORT SO MUCH.
WE HAVE IN HER THIRD YEAR HEAD COACH KHERA VEY [APPLAUSE].
SO BEFORE I GET STARTED, I WANT TO GIVE A SPECIAL THANK YOU TO SYDNI'S PARENTS WHO HAVE PROVIDED A SERIOUS AMOUNT OF SUPPORT, NOT ONLY FOR ME AS THE COACH, BUT SIDNEY AND THE WHOLE ENTIRE TEAM.
THANK YOU TO THE ATHLETIC DIRECTORS AND LIBERTY ADMINISTRATION FOR ALL OF THEIR SUPPORT AS WELL.
SO THERE WERE SOME POTENTIAL THAT I SAW IN HER, BUT I JUST KEPT TRYING AND KEPT TRYING.
[LAUGHTER] BUT REALLY, REALLY BLESSED TO HAVE HER BE A PART OF OUR TEAM.
JUST TO KIND OF HIGHLIGHT SOME OF HER ACCOLADES.
SHE PLACED IN THE TOP TEN AT EVERY SINGLE MEET EXCEPT FOR ONE.
OVER THE COURSE OF THE SEASON, SHE WAS YOUR DISTRICT CHAMPION FOR 10-5A, AND SHE PLACED THIRD AT THE REGIONAL MEET, AND THEN SHE WENT ON TO GET EIGHTH AT THE STATE MEET.
SHE, HER WORK ETHIC IS UNMATCHED TO ANYBODY ELSE.
AND SHE DOESN'T ONLY HOLD HERSELF TO THAT STANDARD, BUT SHE ALSO HOLDS HER TEAMMATES TO THAT STANDARD, WHICH I THINK IS PROBABLY ONE OF THE MOST AMAZING THINGS THAT YOU CAN SAY FOR A KID, THAT THEY WANT EVERYBODY AROUND THEM TO FIND THE SUCCESS THAT THEY ARE FINDING THEMSELVES.
I KNEW THAT SHE HAD SOME TALENT.
AND THEN I TURN AROUND AND CATCH HER AT THE FINISH LINE, HUGGING EVERY SINGLE ONE OF HER TEAMMATES.
AND PROBABLY MY FAVORITE MOMENT OF THE ENTIRE SEASON.
AFTER THE STATE MEET, SYDNI'S A YOUNG LADY.
A FEW WORDS. SHE DOESN'T LIKE TO BE IN THE LIMELIGHT.
SO WE JUST KIND OF KNOT OUR HEADS AND GO ABOUT OUR WAYS.
AND I ASKED HER AT THE END OF THE STATE MEET, I SAID, WELL, WAS IT ALL WORTH IT?
[00:40:03]
AND SHE LOOKED AT ME AND SHE SAID, COACH, THE ONLY THING THAT COULD HAVE MADE THIS BETTER IF MY TEAM WAS HERE.SHE IS EIGHTH PLACE MEDALIST AT THE STATE CROSS COUNTRY MEET THIS YEAR.
[APPLAUSE] THANK YOU, COACH VEY.
ALL RIGHT, NEXT I'D LIKE TO INTRODUCE THE REEDY HIGH SCHOOL COACHING STAFF.
FIRST OFF, WE HAVE COACH CHRIS WALKER.
HE'S IN HIS SECOND YEAR AT REEDY HIGH SCHOOL.
AND HE'S GOING TO SPEAK ABOUT SOME OF THE ATHLETES HERE.
IS THIS WORKING? CAN YOU HEAR ME? OKAY. HERE WE GO.
THIS IS OUR BOYS THIRD PLACE TEAM.
SO AS WE GO THROUGHOUT THE YEAR, CROSS COUNTRY IS A SPORT THAT DOESN'T PLAY UNDER THE FRIDAY NIGHT LIGHTS, DOESN'T PLAY IN THE GYM, YOU KNOW, DOESN'T PLAY IN THE BIG ARENA. WE SPENT MOST OF OUR TIME ALONE, IN THE DARK, RUNNING WITH MINIMAL CLOTHES ON IS WHAT MOST PEOPLE WOULD SAY.
[LAUGHTER] SO AND IT STARTED ON JUNE 20TH THIS YEAR.
WE HAD SUMMER PRACTICES WHEN IT WAS 95 DEGREES AT 6 A.M.
AND SO OUR KIND OF OUR MOTTO GOING.
WE TALKED ABOUT IT ALL THROUGHOUT THE YEAR, AND WE WANTED TO LEAVE NOTHING TO CHANCE.
NOTHING TO, WELL, IF WE WOULD HAVE DONE THIS, WE COULD HAVE DONE THAT.
ALL THROUGHOUT THE YEAR I TOLD THIS GROUP, AFTER LOSING THREE OF OUR TOP FIVE RUNNERS FROM OUR FIFTH PLACE TEAM LAST YEAR, I SAID, HEY, IF YOU WANT TO DO IT, YOU CAN BE ON THE PODIUM. AND, YOU KNOW, WE HAD SOME HUGE BREAKTHROUGHS FROM SOME OF OUR ATHLETES AND THEN WE HAD SOME INJURIES.
SO WHEN YOU HAVE YOUR NUMBER TWO RUNNER AND A TEAM SCORE THAT'S BEEN REALLY, REALLY HIGH AT EVERY MEET, YOU HAVE TO HAVE SOMEBODY STEP UP AND THEY DID THAT. SO AS WE GOT TO THE STATE MEET, YOU KNOW, WE OBVIOUSLY WON THE DISTRICT CHAMPIONSHIP, GOT SECOND IN THE REGION TO LOVEJOY, WHO WAS THE, RANKED NUMBER ONE IN THE STATE AT THE TIME, AND JUST HAD A HUGE RACE THERE ON THE 3.4 MILE COURSE THAT WE HAD TO RUN.
IT'S USUALLY 3.1 MILES INSTEAD OF 3.4, BUT THEY DECIDED TO CHANGE THE DAY OF.
THEY DID EVERYTHING THEY WERE SUPPOSED TO DO.
AND THEN WE GOT TO THE STATE MEET.
YOU DON'T HAVE TO BE A SUPERMAN TODAY.
YOU'VE GOT TO DO WHAT YOU'RE CAPABLE OF DOING AND DON'T LEAVE ANYTHING TO CHANCE WHEN YOU GET DONE.
YES. SO, I'M GOING TO POINT OUT OUR INDIVIDUAL MEDALISTS FIRST AND THEN KIND OF GO THROUGH THE THEME. SO.
GO AHEAD. YOU CAN WAVE. GARRICK.
SO HE RAN REALLY, REALLY WELL.
AND THEN, SO NEXT WE HAVE EVAN MURRAY, TRISTON HARDEN, AUSTIN WOMACK, DANIEL ESCRIBANO, MATTHEW STARR.
[00:45:04]
CONGRATULATIONS TO ALL OF OUR TENNIS AND CROSS COUNTRY STUDENT ATHLETES.CAN WE GIVE THEM ANOTHER ROUND OF APPLAUSE? [APPLAUSE] I'D NOW LIKE TO RECOGNIZE A SPECIAL GROUP OF COMMUNITY MEMBERS WHO ARE HERE WITH US THIS EVENING.
MEMBERS FROM OUR 2018 BOND COMMITTEE, WOULD YOU ALL STAND AND BE RECOGNIZED, PLEASE.
SO WE ARE EXCITED TO HAVE YOU HERE FOR THAT VOTE AND FOR THE ENTIRE MEETING.
BUT I THINK THAT'S PROBABLY THE REASON THAT YOU'RE ACTUALLY HERE.
AND FOR THOSE OF YOU THAT ARE INTERESTED IN SERVING ON OUR COMMITTEES, EVERY YEAR WE OPEN UP OUR COMMON APPLICATION FOR ALL OF OUR COMMITTEES ON MAY 1ST, AND IT GOES THROUGH AUGUST 31ST. SO WATCH THE DISTRICT WEBSITE AND FACEBOOK FOR MORE INFORMATION.
THE TRUSTEES USUALLY WILL POST A LINK AS WELL, SO WE APPRECIATE YOUR SERVICE.
IT IS, BEING ON THAT BOND COMMITTEE WAS IS A TON OF WORK AND WE APPRECIATE ALL OF YOUR EXPERTISE AND TIME AND LOVE AND CARE THAT YOU PUT INTO THAT COMMITTEE AND THE WORK THAT YOU CONTINUE TO DO IN OUR COMMUNITY.
SO THANK YOU TO EACH AND EVERY ONE OF YOU.
[APPLAUSE] WE WILL NOW MOVE ON TO ITEM 4.
[4. Invocation]
INVOCATION. MRS. DAVIS.ONLY YOU KNOW WHAT WE ARE SETTING OUT TO ACCOMPLISH TODAY.
WE HAVE AN IDEA, A VISION, HINTS AND DAILY INSTRUCTIONS.
WE HAVE TALENTS, ABILITIES AND TIME TO WORK.
HOWEVER, ONLY YOU CAN SEE IN PERFECT DETAIL THE END OF EVERY BEGINNING.
FOR EVEN MISTAKES AND MISSTEPS ARE USED FOR YOUR GOOD.
STRENGTHEN OUR CONFIDENCE IN WHO YOU HAVE MADE US TO BE.
ALL THOSE PRESENT AS WELL AS THE LIVES OF THOSE WE WILL ENCOUNTER AFTERWARD.
READY US TO MAKE EVERY MOMENT COUNT.
[5. Board Report]
BOARD REPORT.BOARD, ANYTHING THAT YOU WOULD LIKE TO MENTION.
ANYTHING TO REPORT? I HAVE A FEW THINGS.
SO FIRST OF ALL, YOU ALREADY HEARD ALL OF THE GREAT RECOGNITIONS THAT WE DID TODAY.
SO THANK YOU AGAIN FOR ALL THOSE THINGS.
WALDRIP AND I HAD SOME FUN THIS PAST WEEK DELIVERING SOME GRANTS FOR SOME OF OUR EDUCATORS.
SO ANYBODY THAT SUPPORTS THAT FOUNDATION WAS ALSO CONTRIBUTED TO THOSE GRANTS.
SEVERAL OF US, MR. CLASSE, MS. ARCHAMBAULT, MS. DAVIS AND I ATTENDED THE PTA PRESIDENTS LUNCH LAST WEEK.
SO THANK YOU ALL FOR BEING THERE AND SUPPORTING OUR PTAS.
SO THANK YOU ALL TO OUR STAFF WHO I KNOW WORK SO HARD TO GET ALL OF THOSE WORKSHOPS TOGETHER FOR US SO THAT WE CAN HAVE SOME IN DEPTH LEARNING ABOUT WHAT WE'RE, WHAT YOU GUYS ARE DOING ON A DAILY BASIS.
ALWAYS, OF COURSE, IS A FUN DAY AT THE COMMUNITY DAY PARADE.
SO THAT WAS THIS LAST SATURDAY.
SO HOPEFULLY MANY OF YOU ALL AND I SEE MR. BUDDY MONETTE HERE WHO HAS BEEN IN CHARGE OF THAT FOR SO MANY, MANY YEARS.
AND SO THANK YOU FOR ALWAYS BRINGING THAT TOGETHER FOR US TO PARTICIPATE IN.
AND ALL THE STUDENTS AND STAFF THAT ALSO PARTICIPATED IN THAT EVENT AS WELL.
AND I THINK THAT'S ALL AWESOME.
THANK YOU. I ALSO WOULD JUST LIKE TO MENTION THAT WE ARE SO LUCKY THIS YEAR.
WE ARE ABLE TO SHADOW OUR LOVELY ISD MEMBERS AND THEY HAVE BEEN SO GRACIOUS WITH THEIR TIME TO TAKE US TO VARIOUS CAMPUSES THROUGHOUT THE YEAR AND WE WILL CONTINUE TO DO SO.
IT'S OUR FAVORITE THING TO DO AS A BOARD BEING ABLE TO GO ON OUR CAMPUSES.
[00:50:01]
WE'RE ON OUR CHILDREN'S CAMPUSES, BUT RARELY ARE WE ON OTHER CAMPUSES.SO IT'S JUST BEEN A PURE JOY AND PLEASURE TO BE ABLE TO DO THAT.
AND SO I WANT TO THANK OUR ISD MEMBERS FOR TAKING TIME OUT OF YOUR VERY BUSY SCHEDULES TO CHAPERON US BECAUSE WE NEED THE CHAPERONING, BECAUSE WE WOULD STAY ON OUR CAMPUSES ALL DAY AND PLAY WITH ROBOTS AND READ BOOKS AND DO ALL THE FUN THINGS THAT WE GET TO DO WHEN WE'RE ON THOSE CAMPUSES.
SO THANK YOU AND THANK YOU TO THE CAMPUSES FOR BEING SO GRACIOUS.
WE KNOW HAVING BOARD MEMBERS ON A CAMPUS SOMETIMES CAN BE STRESS INDUCING, BUT I PROMISE WE'RE WE'RE JUST SO EXCITED TO BE THERE AND WE APPRECIATE YOU WELCOMING US ONTO YOUR CAMPUSES, ONTO YOUR HOME.
[6. Discussion regarding 2021-2022 Financial Audit]
DISCUSSION REGARDING 2021-2022 FINANCIAL AUDIT.GOOD EVENING. WHILE I AM PULLING UP THE PRESENTATION.
IT'S SOMETHING WE STARTED DOING A FEW YEARS AGO JUST TO KIND OF MAKE THAT 175 PAGE DOCUMENT A LITTLE BIT MORE READABLE FOR PEOPLE SO THAT YOU CAN SEE HOW WE ENDED OUR YEAR WITH OUR FINANCES.
SO THERE'S THAT. THAT WILL BE PUBLISHED ONLINE PROBABLY TOMORROW AS WELL ON OUR WEBSITE.
I AM NOT GOING TO DO A LONG PRESENTATION TONIGHT.
AND THEN I'LL BE HAPPY TO ANSWER ANY QUESTIONS IF YOU GUYS HAVE ANY.
LATER ON ON THE CONSENT AGENDA, T HERE IS AN ITEM TO ACCEPT THIS AUDIT.
SO IF YOU HAVE QUESTIONS, I'LL BE HAPPY TO ANSWER ANY OF THEM.
I'VE GOT A FEW THINGS TO GO OVER WITH YOU, AND OOPS, I'LL TRY NOT TO TAKE ALL OF YOUR EVENING BECAUSE I KNOW YOU HAVE A BUSY AGENDA THIS EVENING. BUT I WANT TO BEGIN THINGS WITH A BRIEF INTRODUCTION.
GO THROUGH THE AUDIT PROCESS AND THE AUDIT RESULTS AND SOME OF OUR REQUIRED COMMUNICATIONS.
AND WE CONDUCTED OUR FIELD WORK BEGINNING IN MAY WITH OUR INTERIM FIELD WORK, WHICH I'LL DESCRIBE IN JUST A MOMENT, AND CAME BACK IN SEPTEMBER TO PERFORM OUR FINAL FIELD WORK.
WE PERFORMED OUR AUDIT IN ACCORDANCE WITH GENERALLY ACCEPTED AUDITING STANDARD, GENERALLY ACCEPTED GOVERNMENT AUDITING STANDARDS, AND THE UNIFORM GUIDANCE, WHICH GOVERNS THE DISTRICT'S FEDERAL FINANCIAL ASSISTANCE PROGRAMS. AND WE USE A RISK BASED APPROACH IN WHICH WE TAILOR OUR AUDIT PROCEDURES MORE HEAVILY IN CERTAIN AREAS THAT ARE OF HIGHER RISK THINGS SUCH AS THE FOUNDATION, STATE PROGRAM, AID AND OTHER TYPES OF REVENUE RECOGNITION.
AS I MENTIONED, WE STARTED OUR AUDIT THIS YEAR IN MAY, AND SINCE THAT'S BEFORE THE YEAR END, WE CONCENTRATE ON INTERNAL CONTROLS AND WE WALK THROUGH THE DISTRICT SIGNIFICANT TRANSACTION CYCLES AND WALK THROUGH TRANSACTIONS IN THOSE CYCLES SUCH AS CASH DISBURSEMENTS, CASH RECEIPTS, PAYROLL, AND THEN WE ACTUALLY WALK THROUGH TRANSACTIONS AND MAKE SURE THAT THE CONTROLS THAT WE'VE IDENTIFIED ARE IN PLACE AND OPERATING AS AS DESIGNED.
I'M HAPPY TO REPORT THAT THERE WERE NO CONTROL DEFICIENCIES IDENTIFIED.
DURING THE INTERIM FIELDWORK WE ALSO IDENTIFIED THE SCHOOL'S FEDERAL FINANCIAL PROGRAMS, THE MAJOR FEDERAL FINANCIAL PROGRAMS THAT HAD TO BE AUDITED THIS YEAR. THERE WERE TWO PROGRAMS, THE ESSER PROGRAM OR THE ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF PROGRAM AND ALSO THE EMERGENCY CONNECTIVITY PROGRAM.
AND THESE PROGRAMS ACCOUNTED FOR ABOUT A THIRD OF THE DISTRICT'S FEDERAL FINANCIAL EXPENDITURES.
WE PERFORMED TESTS OF CONTROLS OVER CASH DISBURSEMENTS AND PAYROLL.
AND WHEN WE CAME BACK IN SEPTEMBER, WE COMPLETED THE SINGLE AUDIT OVER THE FEDERAL FINANCIAL ASSISTANCE PROGRAMS, AS WELL AS USED A VARIETY OF TECHNIQUES AND TESTING THE DISTRICT'S BALANCES, AS WELL AS ACTIVITY FOR THE FISCAL YEAR.
AND I'M HAPPY TO REPORT WE'VE ISSUED THREE REPORTS ON THIS YEAR'S AUDIT.
THE FIRST OF WHICH IS OUR AUDITOR'S REPORT ON THE DISTRICT'S FINANCIAL STATEMENTS.
[00:55:07]
AND THAT JUST MEANS THAT WE FEEL THAT THE DISTRICT'S FINANCIAL STATEMENTS ARE FAIRLY PRESENTED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH GAAP.AND THE FINAL REPORT THAT WE'VE ISSUED IS OUR INDEPENDENT AUDITORS REPORT ON COMPLIANCE FOR EACH MAJOR PROGRAM AND REPORT ON INTERNAL CONTROL OVER COMPLIANCE. AND THAT'S BASICALLY THE REPORT ON THE FEDERAL FINANCIAL ASSISTANCE PROGRAM.
I'M HAPPY TO REPORT THAT WE'VE ISSUED AN UNMODIFIED OPINION ON THAT REPORT, WHICH MEANS THAT WE FEEL THAT THE DISTRICT COMPLIED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH THE COMPLIANCE REQUIREMENTS OF THE MAJOR FEDERAL PROGRAMS. AND THEN WE KNOW INSTANCES OF ANY SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES.
JIM, ROBIN AND THE REST OF THE FINANCE DEPARTMENT DID A GREAT JOB AGAIN THIS YEAR.
YOU HAVE A LOT OF EXPERTISE IN THE FINANCE DEPARTMENT.
AS I MENTIONED, THERE WERE NO MATERIAL WEAKNESSES IN INTERNAL CONTROL AND THERE ALSO WERE NO SIGNIFICANT ADJUSTING JOURNAL ENTRIES THAT HAD TO BE MADE AS A RESULT OF OUR AUDIT PROCEDURES AND NO PAST ADJUSTMENTS, ONES THAT WERE CONSIDERED IMMATERIAL.
SO THERE WERE NO NO ADJUSTMENTS MADE AT ALL.
AND I'D ALSO LIKE TO POINT OUT THAT THE DISTRICT HAS CONTINUED TO RECEIVE THE FAA C ERTIFICATE OF ACHIEVEMENT FOR FINANCIAL REPORTING AGAIN THIS YEAR.
IN OUR REQUIRED COMMUNICATIONS JUST TO GO OVER A COUPLE OF THESE ITEMS. AS I MENTIONED, WE HAVE A RESPONSIBILITY TO EXPRESS AN OPINION ON THE DISTRICT'S FINANCIAL STATEMENTS BASED ON OUR AUDIT, AND WE ISSUED AN UNMODIFIED OPINION.
NO FINDINGS UNDER GOVERNMENT AUDITING STANDARDS.
THERE WAS ONE NEW STANDARD THIS YEAR THAT THE DISTRICT HAD TO IMPLEMENT CALLED GASB 87, WHICH IS THE LEASE STANDARD, WHICH REQUIRED THE DISTRICT TO REPORT LEASES ON THE FINANCIAL STATEMENTS FOR THE FIRST TIME AS BOTH A RIGHT TO USE ASSET AND A LIABILITY.
AND THAT WAS ALL DONE PROPERLY.
THERE WERE NO MATERIAL WEAKNESSES.
I MENTIONED NO DIFFICULTIES IN CONDUCTING OUR AUDIT.
THE FIRST COUPLE OF SLIDES DEAL WITH THE DISTRICT'S GOVERNMENTAL FUNDS REVENUES, WHICH TOTALED $867,000, I'M SORRY, $867 MILLION THIS YEAR. THAT'S A $67.5 MILLION INCREASE OVER THE PREVIOUS YEAR.
AND MOST OF THAT HAD TO DO WITH INCREASES AT BOTH THE LOCAL LEVEL, SHOWING A $29.6 MILLION INCREASE, AS WELL AS FEDERAL PROGRAM REVENUES, WHICH INCREASED BY $39.4 MILLION.
AND YOU CAN SEE THAT VISUALLY ON THIS SLIDE, THE FEDERAL PROGRAM REVENUES INCREASING FROM $29.4 MILLION IN THE PREVIOUS YEAR TO $68.8 MILLION, LOCAL REVENUES INCREASING FROM $630.2 MILLION TO $659.8.
THAT WAS $51.5 MILLION INCREASE OVER THE PREVIOUS YEAR, THE MAJORITY OF WHICH HAD TO DO WITH INSTRUCTION, CURRICULUM AND MEDIA SERVICES. AS YOU CAN SEE ON THIS SLIDE, WHERE THEY INCREASED FROM $399.8 MILLION TO $426.6 MILLION.
IT WAS APPROXIMATELY A 5% INCREASE IN EXPENDITURES OVER THE PREVIOUS YEAR.
THE GOVERNMENTAL FUND BALANCES, AS OF JUNE, A TOTAL OF $688.3 MILLION, AND THAT WAS AN INCREASE OF APPROXIMATELY $28.9 MILLION OVER THE PREVIOUS YEAR.
MOST OF THAT HAD TO DO WITH THE CAPITAL PROJECTS FUND FUND BALANCE, WHICH INCREASED BY $24.7 MILLION, PRIMARILY DUE TO TIMING ISSUES OF THE ISSUANCE OF BONDS TO TO CONSTRUCT SCHOOL BUILDINGS AND THE ACTUAL EXPENDITURES OF THOSE CONSTRUCTION.
AND FINALLY, THE GENERAL FUND, WHICH IS THE MAIN OPERATING FUND OF THE DISTRICT.
[01:00:02]
THAT WAS PRIMARILY THE COMBINATION OF REVENUES BEING UNDER BUDGET BY $14.4 MILLION AND EXPENDITURES BEING UNDER BUDGET BY $31.7 MILLION. THAT, IN A NUTSHELL IS MY PRESENTATION.I'D LIKE TO JUST POINT OUT A COUPLE OF THINGS FROM THE PRESENTATION THAT YOU GUYS JUST SAW.
IF YOU GUYS REMEMBER, WE SPENT A SIGNIFICANT AMOUNT OF ESSER FUNDS LAST YEAR AS WELL AS THIS YEAR TO HELP SUPPLANT OUR GENERAL OPERATING BUDGET.
AND WE WOULD HAVE HAD OUR FUND BALANCE WOULD HAVE TAKEN A DIP.
SHE WORKS SO HARD ON THIS AUDIT EVERY YEAR, AS DOES HER TEAM.
AND THEY JUST DID A PHENOMENAL JOB.
SO I JUST WANT TO PUBLICLY THANK THEM.
THANK YOU. BOARD, ANY QUESTIONS.
GOOD JOB. HAVE A GOOD NIGHT, EVERYONE.
THANK YOU. WOULD YOU LIKE US TO CLAP FOR YOU? [APPLAUSE] I FEEL LIKE AUDITORS DON'T GET CLAPPED VERY OFTEN.
AND SO I JUST WANT YOU TO LEAVE FEELING THE LOVE FROM FRISCO ISD TODAY.
SO WE'LL CLAP FOR YOU ALL THE TIME WHEN WE WHEN OUR AUDITS ARE THAT GREAT.
THANK YOU. WE WILL MOVE ON TO ITEM 7.
[7. Communication to and from the Board including public comments]
COMMUNICATIONS TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS.MS. GILLESPIE. WE NOW MOVE TO THE PUBLIC COMMENT SECTION OF OUR AGENDA.
THE BOARD WELCOMES COMMENTS REGARDING AGENDA ITEMS FROM CITIZENS WHO HAVE COMPLETED THE PUBLIC COMMENT CARDS THIS EVENING, WHICH ARE ACCEPTED UNTIL THE BEGINNING OF THE OPEN MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.
PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENT IS NOT AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTER AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER, NOT THE DISTRICT.
TO ENSURE THAT ALL SPEAKERS ARE TREATED EQUALLY AND HAVE THE SAME AMOUNT OF TIME, THE PODIUM MICROPHONE WILL BE TURNED OFF AT THE CONCLUSION OF THE TIME FOR EVERY SPEAKER, I BELIEVE WE HAVE 26.
SPEAKERS WILL BE CALLED IN ORDER IN WHICH EACH INDIVIDUAL SIGNED UP TO SPEAK.
PLEASE KEEP ALL PUBLIC COMMENTS RELATED TO DISTRICT, BUSINESS AND GOVERNANCE.
IF YOU HAVE A SPECIFIC CONCERN RELATED TO AN EMPLOYEE OF THE DISTRICT OR SPECIFIC STUDENT ISSUE, YOU SHOULD UTILIZE THE DISTRICT'S GOVERNANCE, SORRY, GRIEVANCE PROCEDURES PROVIDED IN BOARD POLICIES DGBA (LOCAL), FNG (LOCAL) AND GF (LOCAL).
EACH GRIEVANCE PROCEDURE ALLOWS FOR AN INDIVIDUAL TO REDRESS GRIEVANCES WITH THE BOARD OF TRUSTEES.
IF YOU WISH TO PROVIDE PUBLIC COMMENT ON AN ITEM NOT ON THIS MEETING'S AGENDA, PLEASE JOIN US FOR OUR NEXT COMMUNITY INPUT NIGHT, WHICH IS, I DON'T REMEMBER THAT. SORRY.
THANK YOU. OUR FIRST SPEAKER IS HALEY HUNTER, FOLLOWED BY ELLIE PATEL.
FRISCO WAS THE FIRST DISTRICT THAT MADE ME FEEL SEEN AS A STUDENT.
THEY EMBODIED OUR OUR MISSION STATEMENT.
OUR MISSION STATEMENT TO KNOW EVERY CHILD BY NAME AND NEED.
[01:05:07]
OUR MISSION STATEMENT DOESN'T HAVE ANY EXCEPTIONS.IT'S EVERY CHILD, EVERY NAME, EVERY NEED, AND EVERY DAY.
AS A HISTORY TEACHER, I WOULD LIKE TO REMIND THAT HISTORY HAS ITS EYES ON YOU.
GOING FORWARD,EEP THAT IN MIND AND I HOPE THAT MY WORDS TODAY HAVE FALLEN ON [APPLAUSE] THANK YOU.
MY SON HAS THE GREAT PRIVILEGE OF ATTENDING PUREFOY ELEMENTARY.
I IMAGINE MOST OF YOU HAVE NOT PERSONALLY KNOWN A TRANSGENDER PERSON, BUT I HAVE.
ACCORDING TO A RECENT STUDY, 75% OF TRANSGENDER YOUTH FEEL UNSAFE AT SCHOOL.
HAVING TO ASK FOR AND USE A SPECIAL BATHROOM REQUIRES THE TRANS STUDENT TO DRAW ATTENTION TO THEMSELVES AND MAY REQUIRE THEM TO RUN ACROSS THE ENTIRE CAMPUS TO TEND TO THEIR BODILY FUNCTIONS. THAT IS NOT INCLUSIVE OR KIND.
THE FISD MISSION IS TO KNOW EACH STUDENT BY NAME AND NEED.
THE TRANSGENDER STUDENTS NEED TO BE ACCEPTED AND TREATED WITH RESPECT AND KINDNESS.
56% OF TRANS YOUTH REPORT A PREVIOUS SUICIDE ATTEMPT AND 86 PER REPORT SUICIDAL THOUGHTS.
ALL STUDENTS DESERVE TO FEEL SAFE.
NO ONE SHOULD BE A SECOND CLASS CITIZEN MITCHELL, FOLLOWED BY STACEY MONROE AND THEN GORDY CARMONA.
AND ME A TEACHER AS A MANDATORY REPORTER.
ALTHOUGH I WAS BOILING WITH RAGE AND ANGER I DID THE SAME THING THAT ALL GREAT EDUCATORS DO.
I PUT ON THE MASK WE WEAR TO HIDE OUR PAIN FROM OUR STUDENTS.
HOWEVER, AS MY DAY PROGRESSED AND I THOUGHT ABOUT MY STUDENTS AND ALL THEIR CELEBRATIONS.
I WAS REMINDED OF ONE IN PARTICULAR.
A WHILE BACK, ONE OF MY STUDENTS WERE ADDRESSED TO SCHOOL FOR THE FIRST TIME.
SHE'D FIXED HER HAIR AND LOOSE PONY, ADORNED HERSELF WITH A GLITTERING CROWN AND BUTTERFLY CLIPS.
SHE WALKED INTO A CLASSROOM FULL OF HIGH SCHOOL STUDENTS TO APPLAUSE.
THEY TOLD HER HOW BEAUTIFUL SHE WAS.
ABSOLUTE UNBRIDLED JOY ALL AROUND, A CORE MEMORY, ONE THAT COULD BE LOST FOREVER IF THAT SAME DAY SHE'D BEEN REQUIRED TO WALK INTO A BOYS BATHROOM OR ON A CAMPUS OF THOUSANDS. AND I WON'T LET HER DOWN.
NOR THE FISD STUDENTS WHO ATTEND NEXT TO MY DAUGHTER.
PLEASE DO NOT CODIFY A POLICY LIKE THIS.
THANK YOU. [APPLAUSE] STACEY MONROE, FOLLOWED BY GORDY CARMONA AND THEN [INAUDIBLE].
I AM HERE TODAY TO STAND IN SOLIDARITY WITH FRISCO ISD LGBTQ+ STUDENTS AND STAFF.
OUR COMMUNITY FACES HIGH RATES OF ATTEMPTING SUICIDE.
SO I ASK THE MEMBERS OF THIS BOARD WHO SUPPORT THIS POLICY, WHAT IS IT ABOUT US THAT SCARES YOU? IF YOU HAVEN'T MET A TRANS PERSON I RESPECTFULLY INVITE YOU TO COME VISIT WITH ME AFTER THIS MEETING TODAY.
WE ARE HUMAN LIKE EVERYONE HERE TODAY.
THE DECISION YOU MAKE TODAY WILL HAVE CONSEQUENCES ON SOMEONE ELSE'S QUALITY OF LIFE.
[APPLAUSE] THANK YOU. GORDY CARMONA, FOLLOWED BY MUNI AND THEN STACY W.
IT'S VERY ALARMING BECAUSE ONE IN FOUR TRANSGENDER STUDENTS ATTEMPTED SUICIDE LAST YEAR.
[01:10:04]
THAT'S A LOT OF KIDS.AND THE MORE THAT WE TALK ABOUT THIS STUFF, IT ONLY PUTS OUR CHILDREN MORE AT RISK BECAUSE YOU'RE TELLING THEM THAT THERE ARE OTHER THEY'RE NOT WELCOME, THEY'RE NOT LOVED, WHICH IS NOT THE CASE.
THESE KIDS ARE LOVED AND THEY DESERVE RESPECT, JUST LIKE EVERYBODY ELSE IN THIS ROOM.
SO PLEASE DO NOT PASS THIS POLICY.
WE DO NOT NEED TO SEE ANY MORE CHILDREN COMMITTING SUICIDE.
[APPLAUSE] MUNI FOLLOWED BY STACY W.
MY NAME IS MUNI. THE NEW BATHROOM POLICY IS A LONG OVERDUE FOR FISD.
WALDRIP HAVE MISLED THE PRESENT AND PAST FISD STUDENTS, PARENTS SINCE 2015.
THE BOARD SHOULD TAKE RESPONSIBILITY AND APOLOGIZE TO ALL THE STUDENTS AND PARENTS.
WE SHOULD BAN THE TRANSGENDER ATHLETES FROM SCHOOL SPORTS, LIMIT TEACHERS ABILITY TO OFFER LESSONS ON GENDER IDENTITY AND SEXUALITY, PULL BOOKS FEATURING LGBTQ CHARACTERS FROM THE SCHOOL LIBRARY.
THIS IS AN ONGOING [INAUDIBLE] BEING INDOCTRINATED ON OUR CHILDREN MINDS.
STACY W., FOLLOWED BY KARMANN SHACKMANN AND THEN STEPHANIE CUNNINGHAM.
HELLO. I'M SPEAKING TO STATE THAT THE BATHROOM POLICY VOTED ON TONIGHT SHOULD CLEARLY DEFINE THAT CHILDREN SHOULD USE THE BATHROOM AND LOCKER ROOM BASED ON THEIR BIOLOGICAL SEX AND NOT THEIR GENDER IDENTITY.
WE MUST TAKE EMOTION OUT OF THE ISSUE AND USE COMMON SENSE.
EACH CHILD HAS INTRINSIC VALUE.
IT IS ABOUT BIOLOGICAL BOYS AND GIRLS ENTERING SPACES WHERE THEY SHOULD NOT.
THANK YOU. [APPLAUSE] KARMANN, FOLLOWED BY STEPHANIE AND THEN BRYNN. GOOD EVENING, TRUSTEES.
THANK YOU FOR YOUR TIME AND YOUR SERVICE TO THE DISTRICT.
I'LL BE BRIEF. I JUST WANT TO SAY THAT YOUR TRANSGENDERED STUDENTS ARE ALSO CHILDREN AND THEY NEED TO BE PROTECTED, JUST LIKE ALL THE OTHER CHILDREN NEED TO BE PROTECTED.
THANK YOU. [APPLAUSE] STEPHANIE, FOLLOWED BY BRYNN AND THEN SHARON STARK.
ON THE AGENDA, T HERE'S AN ACTION ITEM TO UPDATE THE CSW LOCAL FACILITY STANDARDS.
YOU CHOOSE TO PUT IT ALONGSIDE NATURAL GAS, PRESSURE TESTING, FIRE ESCAPES AND CONSTRUCTION QUALITY.
361 BATHROOM INCIDENTS AND THESE KIDS WERE ZERO OF THEM.
TO ACT ON ON THIS TYPE OF HYPOTHETICAL IS WRONG.
WHY ARE WE GOVERNING BASED OFF OF HYPOTHETICALS LIKE THIS? WHERE ARE THE SPECIAL PROTECTIONS AND STATED POLICY FOR SPED KIDS IN THE BATHROOM? THERE'S BEEN ISSUES THERE.
THERE ARE SO MANY REAL ISSUES WE COULD BE ACTING ON TONIGHT.
I WAS AT THE MEETING TWO MONTHS AGO WHEN THIS AGENDA ITEM CAME UP THANK YOU. THANK YOU.
[01:15:07]
[APPLAUSE] BRYNN, FOLLOWED BY SHARON STARK AND THEN LINNEA ARTINIAN.HELLO, MY NAME IS BRYNN PERALTA AND I AM A STUDENT AT FRISCO HIGH SCHOOL.
I CAME HERE FOR THE NATIONAL MERIT RECOGNITION, BUT I STAYED BECAUSE I CARE VERY DEEPLY FOR MY FELLOW STUDENTS AND WANT TO SEE EACH ONE AS IS THE FISD CREED RECOGNIZED BY NAME AND MEET.
THAT INCLUDES MY TRANSGENDER CLASSMATES.
I ASK YOU IF THAT'S REALLY THE IMPACT YOU WANT TO LEAVE ON YOUR STUDENTS LIVES.
I DISAGREE WITH ANY ATTEMPT TO DISCRIMINATE AGAINST ANYONE BECAUSE THEY ARE DIFFERENT.
SO I DISAGREE WITH THE BATHROOM POLICY THAT DISCRIMINATES AGAINST OUR FRISCO ISD CHILDREN.
THERE HAVE BEEN ZERO INCIDENTS, BATHROOM INCIDENTS INVOLVING A TRANS CHILD.
SO THIS BATHROOM POLICY IS UNNEEDED.
THIS POLICY WOULD BE ILLEGAL UNDER TITLE IX, AND THE SCHOOL DISTRICT WOULD BE AT RISK FOR A LAWSUIT.
AND IT WILL COST THE DISTRICT A LOT OF MONEY.
THANK YOU. [APPLAUSE] THANK YOU.
[INAUDIBLE] AND THEN I JUST HAVE A FIRST NAME, ANGELA AND THEN SHERRY SOLIS.
GOOD EVENING. THIS IS NOT ROCKET SCIENCE.
IF YOU HAVE ANY SCIENTIFIC EVIDENCE OF ANYTHING OTHER THAN THAT, LET ME KNOW.
IT USURPS THE FAITH OF MANY AND NOT JUST CHRISTIANS.
YOU'RE PUSHING SUPPRESSION AND DESTABILIZING OUR CHILDREN FROM THEIR RELIGIOUS UPBRINGING.
DEMEANING AND DEMORALIZING A FEMALE IN THE NAME OF EQUITY IS INEQUALITY.
WILL PARENTS BE NOTIFIED OF THE OPPOSITE SEX USING THEIR STUDENT'S BATHROOM? WILL THE CHILD BE INFORMED OF THIS AS WELL? AT THIS POINT, I'M GOING TO SAY ONE THING.
THE ONLY TRUSTWORTHY BOARD MEMBERS ARE STEPHANIE AND MARVIN.
THANK YOU. [APPLAUSE] ANGELA, FOLLOWED BY SHERRY SOLIS AND THEN COLLEEN HILDEBRANDT. HI.
MY CONCERN IS NOT WHAT SOMEONE HAS A RIGHT TO CALL THEMSELVES.
IT IS ABOUT THE PRIVACY AND SAFETY OF OUR CHILDREN.
FOR ME, IT IS THE SAFETY OF MY DAUGHTER.
AND I DON'T KNOW WHY WE'RE EVEN HAVING TO ADDRESS THIS.
BUT WHEN YOU OPEN THE DOOR, THESE THINGS HAPPEN.
WHETHER IT'S A PRANK OR IT'S A INITIATION OR WHATEVER IT IS, IT WILL OPEN THE DOOR FOR IT.
AND NOTHING GOOD CAN COME FROM THIS.
THE MAJORITY ARE COMFORTABLE WITH THE RESTROOMS AS IS.
THE FEW AREN'T CAN BE GIVEN ALTERNATIVES.
SHERRY SOLIS, FOLLOWED BY COLLEEN HILDEBRANDT AND THEN EVELYN BROOKS.
GOOD EVENING. WITH TONIGHT'S DECISION ON VERBIAGE SURROUNDING BATHROOM, ON THE BATHROOMS, WHAT'S THE PLAN TO PROTECT OUR TRANS STUDENTS GOING FORWARD? AND SHOULD WE ANTICIPATE MORE IN THE FUTURE WITH MORE RESTRICTION ON OUR TRANS KIDS? I ATTENDED MATT SHAHEEN'S TOWN HALL ON EDUCATION.
HE WAS ASKED FROM THE AUDIENCE WHAT HIS TOP THREE CONCERNS FOR THE STATE AND EDUCATION WERE.
NUMBER ONE WAS SAFETY AND SECURITY.
NUMBER TWO WAS THE LEARNING GAP FROM COVID.
BOARD, I'M HERE TO ASK YOU TO PLEASE STOP RESPONDING AND REACTING TO POLITICAL DOG WHISTLES.
[01:20:08]
PARENTS, PLEASE GET INFORMED.BOOKS AND BATHROOMS ARE NOT WHAT YOU SHOULD FEAR MOST.
LACK OF EDUCATORS WILL CREATE CHALLENGES WE CANNOT AFFORD.
THINK 50 PLUS STUDENTS IN SECOND GRADE CLASSROOMS THANK YOU. [APPLAUSE] THANK YOU, BOARD. THAT WAS ACTUALLY, I WAS WONDERING HOW I WAS GOING TO TRANSITION BECAUSE I'M NOT HERE TO TALK ABOUT BATHROOMS. SO I JUST WANTED TO BRING YOUR ATTENTION AGAIN TO THE NEW ZONING FOR SHAWNEE TRAIL ELEMENTARY.
I DIDN'T HEAR BACK FROM ANYONE ON THE BOARD OR FROM THE DISTRICT WHEN WE BROUGHT UP OUR CONCERNS.
THE NEW ZONING WILL BRING US TO FIVE APARTMENTS AND FIVE TOWNHOMES.
WE'RE ALSO MOVING STUDENTS FROM ONE TITLE SCHOOL TO ANOTHER WITHOUT ANY MORE RESOURCES.
I KNOW WE DON'T HAVE 100 PARENTS EMAILING LIKE SOME OTHER SCHOOLS, BUT IT'S STILL NOT FAIR FOR OUR STUDENTS AND STUDENTS THAT ARE MOVING TO MOVE TO A SCHOOL THAT'S ALREADY STRETCHED OUT AS IT IS, AND IT'S UNFAIR TO OUR TEACHERS WHO WILL BE HELD ACCOUNTABLE FOR THOSE STUDENTS AS THEY'RE MOVING IN AND OUT.
AND FOR STUDENTS WHO HAVE CALLED SHAWNEE TRAIL HOME FOR SO MANY DAYS OF THE YEAR AND DEPEND ON IT BEING THE PLACE WHERE THEY HAVE SAFETY AND EDUCATION LIKE EVERY OTHER STUDENT IN FRISCO ISD. THANK YOU.
THANK YOU. EVELYN BROOKS, FOLLOWED BY SHANNON AYRES AND THEN CARSON MATZNER.
GOOD EVENING. I JUST WANTED TO BRING TO YOUR ATTENTION THE ORIGINAL TITLE IX PURPOSE FOR THAT LAW.
NO PERSON IN THE UNITED STATES SHALL, ON THE BASIS OF SEX, BE EXCLUDED FROM PARTICIPATION IN OR DENIED BENEFITS OR SUBJECTED TO DISCRIMINATION UNDER EDUCATION PROGRAM OR ACTIVITY RECEIVING FEDERAL FINANCIAL ASSISTANCE.
THE BIDEN ADMINISTRATION HAS PROPOSED INTERPRETATION CHANGES TO THIS LAW.
IT IS NOT A LAW, HOWEVER, THE INTEREST AND THE SAFETY OF OUR CHILDREN MUST COME FIRST.
SO I DO SUPPORT KEEPING THE POLICY FOR BIOLOGICAL GIRLS AND BOYS GOING TO THEIR BATHROOMS AS OPPOSED TO COED BATHROOMS AND LOCKER ROOMS. IT DOES IMPOSE A DANGER.
IT DOES NOT MEAN THAT WE DO NOT LOVE ONE CHILD OVER THE OTHER.
WE ARE SIMPLY PUTTING SAFETY FIRST AS WELL AS OUR GIRLS SAFETY FIRST.
THANK YOU FOR YOUR TIME. [APPLAUSE] SHANNON AYRES FOLLOWED BY CARSON [INAUDIBLE] AND THEN ALISON DARRELL. PHILIPPIANS 4:8 TELLS US TO SET OUR MINDS ON WHAT IS TRUE, NOBLE, RIGHT AND PURE.
WHY? BECAUSE GARBAGE IN, GARBAGE OUT.
WHAT WE FILL OUR MINDS WITH MATTERS.
CONSIDER THAT AS I READ THIS FROM A CURRENT LIBRARY BOOK.
THEY CLOSED THE DOOR AND STARTED KISSING.
AFTER A FEW MINUTES, THE BOY'S HAND WENT UP THE GIRL'S SHIRT AND SHE STARTED PROTESTING.
PRETTY SOON HE TOOK OFF HER BRA AND STARTED TO KISS HER BREASTS.
AND THEN HE PUT HIS HAND DOWN HER PANTS AND SHE STARTED MOANING.
HE REACHED TO TAKE OFF HER PANTS, BUT SHE STARTED CRYING REALLY HARD.
HE PULLED HIS PANTS AND UNDERWEAR DOWN TO HIS KNEES.
BUT THE BOY JUST TALKED STUFF TO HER ABOUT HOW GOOD SHE LOOKED.
AND SHE GRABBED HIS PENIS WITH HER HANDS AND STARTED MOVING IT.
THE BOY PUSHED THE GIRL'S HEAD DOWN AND SHE STARTED TO KISS HIS PENIS.
FINALLY SHE STOPPED CRYING BECAUSE HE PUT HIS PENIS IN HER MOUTH.
AND I DON'T THINK YOU CAN CRY IN THAT POSITION.
I ASK YOU WHY THIS BOOK SURVIVED TWO ATTEMPTS.
YOUR TIME IS. THANK YOU SO MUCH.
AND THERE'S A CHILD IN OUR BOARDROOM.
SO I'D LIKE FOR YOU TO PLEASE STOP READING THAT DID YOU SEE THE CHILD? THANK YOU. SHANNON AYRES.
[01:25:10]
HI. MY CHILDREN WERE STUDENTS AT CENTENNIAL HIGH SCHOOL OVER TEN YEARS AGO.WE MOVED HERE IN 2005 AND I NEVER I CAN'T THINK OF ANY PROBLEMS I EVER HAD WITH THE SCHOOL SYSTEM.
THEY DID HAVE PROBLEMS WITH MY SON NOT DOING HIS HOMEWORK.
I'M HERE. AND BECAUSE I'M REALLY CONCERNED.
WE'RE HAVING DISCUSSIONS ABOUT WHICH BATHROOM THE STUDENTS SHOULD USE.
THANK YOU. [APPLAUSE] ALISON DARRELL, FOLLOWED BY TIM LAMBERT AND THEN STEPHANIE BRONCANO.
DARRELL. IN OUR SEPTEMBER BOARD MEETING, DR.
THAT IS A PROFOUND BREACH OF THIS COMMUNITY'S TRUST.
WE ANTICIPATE THAT FISD WILL USE THAT LOOPHOLE TO CONTINUE ITS TRANSGENDER BATHROOM PRACTICES.
THIS LANGUAGE MUST BE AMENDED TO PROHIBIT THIS PRACTICE.
THANK YOU. [APPLAUSE] COULD I JUST CLARIFY THAT I'VE ONLY BEEN BACK IN THE DISTRICT FOR FIVE YEARS.
JUST A POINT OF CLARIFICATION.
THANK YOU. WE'LL MOVE ON TO TIM LAMBERT, FOLLOWED BY STEPHANIE BRONCANO AND THEN KATHY GRIFFIN.
I'D LIKE TO BRING TO YOUR PUBLIC'S ATTENTION THAT IN YOUR PROPOSED REVISIONS CATEGORY PROTECTION FOR INAPPROPRIATE MATERIAL, YOU CITE HARMFUL MATERIAL AS DEFINED BY PENAL CODE 30 4324 AND 4321.
IF YOU READ THE TEXT OF THESE CODES, I BELIEVE YOU THE BOARD AND ITS EMPLOYEES ARE IN VIOLATION OF THESE PENAL CODES BY MAKING IT AVAILABLE TO INDIVIDUALS YOUNGER THAN 18 HARMFUL MATERIAL AND A) SITE FROM THE BOARD THAT APPEALS TO THE PRURIENT INTERESTS OF A MINOR IN SEX NUDITY IS PATENTLY OFFENSIVE TO PREVAILING ADULT COMMUNITY STANDARDS, IS UTTERLY WITHOUT REDEEMING SOCIAL VALUE FOR MINORS.
RECENT EXPERTS FROM ONE OF THESE OFFENSIVE FISD LIBRARY BOOKS WAS READ TO THIS BOARD.
THANK YOU VERY MUCH. IT WAS SHUT DOWN.
IT'S A ONE MINUTE TIMER. THANK YOU.
STEPHANIE BRONCANO FOLLOWED BY KATHY GRIFFIN AND THEN ISHA.
[APPLAUSE] GOOD EVENING, BOARD.
I'D LIKE TO SPEAK ON THE BATHROOM POLICY.
FRISCO NEEDS TO HAVE A CONSISTENT, SOLID PLAN IN PLACE.
IT IS VERY IMPORTANT TO PROTECT ALL STUDENTS.
OF COURSE WE WANT TO PROTECT EVERYONE, TRANSGENDER AND OTHERWISE.
IT SHOULD BE BOYS IN THE BOYS BATHROOM GIRLS AND THE GIRLS BATHROOM.
FOR THE SAKE OF EVERYBODY'S SAFETY, FOR THE TRANSGENDER STUDENT AS WELL AS THE OTHER POPULATION.
SORRY, I'M ALL OVER THE MAP HERE.
SO I AGREE WITH ALISON ON THE IDEA OF A NURSE OR A PRIVATE BATHROOM FOR THE USE OF THOSE STUDENTS WHO ARE NOT COMFORTABLE USING THEIR BIOLOGICALLY ASSIGNED BATHROOM. FROM MY PERSPECTIVE, BOYS SHOULD BE IN THE BOYS ROOM AND GIRLS SHOULD BE IN THE GIRLS ROOM.
THERE SHOULD BE NO EXCEPTIONS.
THIS IS COMMON SENSE, AND THIS IS FOR THE SAFETY OF ALL STUDENTS.
BE PREPARED TO PROCEED WITH A SOLID PLAN.
THANK YOU VERY MUCH. [APPLAUSE] I'M SORRY I ACCIDENTALLY SKIPPED CARSON [INAUDIBLE].
[01:30:11]
AND AFTER CARSON, WE WILL GO TO KATHY GRIFFIN.AND THEN I JUST HAVE THE FIRST NAME OF ISHA.
GOOD EVENING. MY NAME IS CARSON [INAUDIBLE].
AND MY PRONOUNS ARE THEY THEM.
I'M A SENIOR FROM LEBANON TRAIL HIGH SCHOOL.
ONE THING WE CAN LIFT FROM OUR FACE IS WHICH BATHROOM THEY SHOULD GO IN.
FURTHERMORE, THE TITLE IX EDUCATION AMENDMENTS OF 1972 STATES THAT NO PERSON SHALL, ON THE BASIS OF SEX, BE EXCLUDED FROM PARTICIPATION AND BE DENIED THE BENEFITS OF OR BE SUBJECT TO DISCRIMINATION UNDER ANY EDUCATION PROGRAM OR ACTIVITY RECEIVING FEDERAL FINANCIAL AID.
GIVEN THAT TITLE IX PROTECTS STUDENTS FROM DISCRIMINATION BASED ON THEIR GENDER IDENTITY.
THIS WAY FISD CAN CONTINUE TO THANK YOU VERY MUCH.
AISHA FOLLOWED BY TARA SCHULTE AND THEN LEE MONTGOMERY.
GOOD EVENING. MY NAME IS ISHA VIJELLA, AND I'M A SENIOR AT MEMORIAL HIGH SCHOOL.
I'M SPEAKING TODAY ON THE ISSUE OF LIBRARY RESOURCES, MORE SPECIFICALLY, SPECIFICALLY THE BOOK BIN.
DIRECTLY IMPACTING STUDENTS IN FRISCO ISD MANY OF THE BOOKS IN QUESTION TIED TO THE HIGHLIGHTING OF VOICES OF MINORITIES AND BY REMOVING THEM FROM EDUCATIONAL PREMISES, IT CONTRIBUTES TO ERASURE OF DISENFRANCHISED COMMUNITIES AND PROHIBITS STUDENTS FROM LEARNING ABOUT DIFFERENT PERSPECTIVES.
WE MUST LEARN FROM THE PAST OR ELSE IT REPEATS ITSELF.
BY BEING INCLUSIVE OF ALL VOICES IN OUR SCHOOL LIBRARIES, STUDENTS OF ALL AGES CAN FRISCO ISD.
TARA SCHULTE, FOLLOWED BY LEE MONTGOMERY.
AND THEN OUR FINAL SPEAKER OF THE EVENING IS TOM PLUNKETT.
I ASKED THAT BEFORE VOTING ON THIS.
YOU ADD A REQUIRED TIME FRAME IN WHICH THE NEEDS TO BE COMPLETED.
GIVEN THE HARM THESE TYPE OF CONTENT CAN DO TO A CHILD, I SUGGEST THAT IT BE WITHIN 24 HOURS.
ASSIGNING THIS DUTY TO THEM IS A BIT LIKE ASKING THE FOX TO WATCH THE HENHOUSE AS THESE ARE THE VERY PEOPLE WHO HAVE NOT ONLY ALLOWED THE CONTENT IN OUR LIBRARIES, BUT HAVE ACTIVELY FOUGHT AGAINST HAVING IT REMOVED.
HELLO, BOARD, I'LL BE SPEAKING TO THE BATHROOM AND LOCKER ROOM POLICY AGAIN.
WHEN YOU PLACE GIRLS AND BOYS IN THE SAME FACILITIES, ESPECIALLY THE LOCKER ROOMS, YOU'RE STRIPPING THEM OF THEIR RIGHT TO PRIVACY, DIGNITY, MODESTY, AND, MOST IMPORTANTLY, SAFETY.
TEENAGERS AND I DON'T MEAN THIS RUDELY, BUT ARE OFTEN IN A WEIRD PLACE.
THEIR BRAINS HAVEN'T DEVELOPED AND HORMONES ARE IN OVERDRIVE.
TESTOSTERONE FROM BOTH SEXES ARE ALL IN ONE INTIMATE SPACE, AND THAT'S PUTTING THEM AT RISK.
IF THERE IS NOTHING TO HIDE, NOTHING WRONG WITH THE WAY THAT YOU'VE HANDLED THIS SITUATION, THEN WHY WAS IT HIDDEN FROM PARENTS FOR FIVE YEARS? WHY HAVE PARENTS AND STUDENTS BEEN SPEAKING OUT ABOUT THIS CURRENT PRACTICE?
[01:35:02]
YOU GUYS HAVE PLEDGED TO BE TRANSPARENT AND TO WORK WITH THE COMMUNITY FOR THE BEST OF OUR CHILDREN.YOU OWE THIS COMMUNITY A REAL SOLUTION FOR ALL.
AND, YES, EVEN TRANSGENDER STUDENTS.
THANK YOU VERY MUCH FOR LETTING ME SPEAK TODAY.
THANK YOU TO ALL THE VETERANS AND ALSO THANK YOU SCHOOL BOARD MEMBERS.
I KNOW THIS IS A THANKLESS JOB.
WE'VE GOT THIS ISSUE ON TRANSGENDER BATHROOMS. THE REALITY IS, IF YOU AGREE OR DISAGREE, THERE IS NO POLICY IN PLACE.
SO EVERY VOICE DESERVES TO BE HEARD.
YES, THERE'S 80 PLUS STUDENTS, 80 PLUS SCHOOLS IN FRISCO ISD, 62,000 STUDENTS.
IT'S MY UNDERSTANDING THAT ONLY APPROXIMATELY 50 STUDENTS ARE TRANSGENDER THAT'S AFFECTED PRESENTLY.
THEY CAN, OTHER DISTRICTS USE THE NURSE'S BATHROOM OR THE STAFF BATHROOM.
THAT IS ACCOMMODATIONS THAT HAVE BEEN MET AND HAS BEEN NEEDED.
I UNDERSTAND THERE'S ONLY A COUPLE OF STUDENTS THAT ARE EVEN KICKING BACK FROM THIS POLICY.
I'M NOT EVEN SURE WHY THOSE ACCOMMODATIONS CAN BE MET.
WELL, WE CAN MEET THOSE ACCOMMODATIONS WITH STAFF AND NURSE BATHROOMS. I DO THINK IF YOU'RE SCARED OF THE BIDEN ADMINISTRATION THAT YOU APPROACH THE TEXAS ATTORNEY GENERAL KEN PAXTON'S OFFICE AND SEEK ADVICE ON THAT SUBJECT.
WE'RE GOING TO FIRST CONSIDER AN ACT.
[8.E. Consider and act on awards for architectural and engineering and owner's representation services and the approval of the construction delivery method for the Frisco ISD Visual and Performing Arts Center]
IT'S LETTER E.WE'RE GOING TO CONSIDER AN ACT ON AWARDS FOR ARCHITECTURAL AND ENGINEERING AND OWNERS REPRESENTATION SERVICES AND THE APPROVAL OF THE CONSTRUCTION DELIVERY METHOD FOR THE FRISCO ISD VISUAL AND PERFORMING ARTS CENTER.
MR. WARSTLER? THANK YOU, MS. ARCHAMBAULT.
BEFORE I GET INTO THIS, I WOULD LIKE TO TAKE A MOMENT.
I KNOW WE HAVE PETE HAZARD HERE, WHO IS OUR DIRECTOR OF FINE ARTS AND HIS STAFF, AND I BELIEVE WE ALSO HAVE QUITE A FEW MEMBERS OF FINE ARTS THAT ARE ON OUR CAMPUSES HERE TONIGHT. I KNOW THERE'S EVEN MORE WATCHING FROM HOME, SO I WANT TO GIVE A SHOUT OUT TO PETE HAZARD AND HIS GROUP FOR THE WORK THAT THEY HAVE DONE OVER THE PAST FOUR YEARS AS WE GET TO THIS MOMENT TONIGHT.
AWESOME. AND I HEAR WE HAVE SOME FINE ARTS TEACHERS AND BOOSTER PARENTS IN THE AUDIENCE.
CAN YOU ALL STAND, PLEASE, SO WE CAN RECOGNIZE YOU? THANK YOU FOR BEING HERE.
THANK YOU ALL. WE APPRECIATE YOU BEING HERE.
BOARD I'LL OPEN THE FLOOR FOR QUESTIONS.
AND WE'VE HAD A LOT OF GREAT INFORMATION.
WE HAD A RECENT WORKSHOP A FEW WEEKS AGO REGARDING THIS TOPIC.
AND SO IF YOU HAVE ANY QUESTIONS, FEEL FREE TO ASK.
IF NOT, I WILL LOOK FOR A MOTION.
I MOVE TO AWARD ARCHITECTURAL ENGINEERING SERVICES TO CORGAN AND OWNERS REPRESENTATION SERVICES TO CBRE FOR THE FRISCO ISD VISUAL AND PERFORMING ARTS CENTER, AND TO APPROVE THE CONSTRUCTION MANAGER AT RISK PROJECT DELIVERY METHOD FOR THIS PROJECT.
MOTION BY MR. CLASSE, SECOND BY MS. DAVIS. ALL IN FAVOR, I THANK YOU.
CONGRATULATIONS TO CORGAN AND CBRE.
AND I THINK WE'RE ALL VERY EXCITED TO GET THIS PROJECT KICKED OFF.
SO CONGRATULATIONS TO ALL OF OUR FINE ARTS KIDS.
BOARD. LET'S GO BACK UP TO ACTION.
[8.A. Consider and act on approval of minutes from October 17 Special Meeting, October 17 Regular Meeting, October 24 Special Meeting, October 27 Special Meeting, and November 7 Special Meeting]
ITEM A CONSIDER AN ACT ON APPROVAL OF MINUTES FROM OCTOBER 17TH SPECIAL MEETING, OCTOBER 17TH REGULAR MEETING, OCTOBER 24TH SPECIAL MEETING AND OCTOBER 27TH.SPECIAL MEETING IN NOVEMBER 7TH SPECIAL MEETING.
HAD A LOT OF MEETINGS. I'LL LOOK FOR A MOTION.
MOVE TO APPROVE MINUTES FROM OCTOBER 17TH.
SPECIAL MEETING OCTOBER 17TH, REGULAR MEETING, OCTOBER 24TH SPECIAL MEETING OCTOBER 27TH.
SPECIAL MEETING IN NOVEMBER 7TH SPECIAL MEETING AS PRESENTED.
MOTION BY MR. CLASSE, SECOND BY MS. GILLESPIE. ALL IN FAVOR? MOTION PASSES 7-0.
[8.B. Consider and act on the addition of Board Policy CS(LOCAL)]
OKAY, BOARD WILL MOVE ON TO ACTION ITEM B CONSIDER AND ACT ON THE ADDITION OF BOARD POLICY CS LOCAL.BOARD, THIS IS SOMETHING WE HAVE BEEN SPEAKING ABOUT IN DETAIL FOR MANY MONTHS.
[01:40:06]
THE POLICY THAT HAS BEEN PRESENTED TO ALL OF US TODAY IN BOARD BOOK IS NOT BEING PRESENTED BY THE DISTRICT AS A RECOMMENDATION, BUT RATHER BY OUR BOARD.WE HAD A FEW MEMBERS WHO BROUGHT THIS TO US AND THE SUBCOMMITTEE FOR POLICY DEVELOPMENT MET, AND I'M GOING TO TURN THIS OVER TO MR. CLASSE JUST TO KIND OF GIVE SOME HIGHLIGHTS FROM THAT COMMITTEE MEETING AS HE IS THE CHAIR OF THAT COMMITTEE.
JUST A COUPLE OF TIMELINE ISSUES FOR WHERE WE ARE AND WHY WE ARE HERE.
I HEARD SOME COMMUNITY MEMBERS TODAY WHY WE WERE ADDRESSING THIS LOGISTICALLY.
AND WHEN YOU HAVE THAT THRESHOLD, YOU ADDRESS AN AGENDA ITEM.
SO THAT'S WHY WE ARE HERE TODAY.
AFTER OUR SEPTEMBER BOARD MEETING DISCUSSION, WE SENT THIS TO COMMITTEE TO DISCUSS POLICY OPTIONS.
THERE WERE TWO POLICIES THAT WERE LOOKED AT AT THAT TIME.
THE ONE THAT'S BEEN PRESENTED THIS EVENING AS WELL AS ONE ADDITIONAL ONE.
I DO BELIEVE THAT WE SHOULD PROVIDE ADDITIONAL AWARENESS.
THERE WAS MUCH DISCUSSION AT THAT MEETING AND THEN THERE WERE DISTRICT COMMUNICATIONS THAT WERE PROVIDED CERTAINLY BEFORE THAT MEETING AS WELL AS SOME THAT WERE PROVIDED PROBABLY AFTERWARD AS WELL TO ALL PARENTS IN THE DISTRICT.
AND THAT WILL GIVE YOU THE BACKGROUND NECESSARY TO UNDERSTAND WHAT OUR CURRENT PRACTICES ARE.
THOSE ARE ALL THE COMMENTS THAT I HAVE AS THE CHAIR OF THAT COMMITTEE THAT HAS THAT.
POINT OF ORDER. DOES ANY OF THE TRUSTEES GET TO COMMENT ON THE PROPOSED POLICY? IN ORDER FOR US TO HAVE A DISCUSSION, I NEED A SECOND ON THE POLICY, ON THE MOTION.
BOARD, ANY QUESTIONS? I DON'T HAVE ANY. WE'VE SPOKEN ABOUT THIS.
WE'VE CONSULTED WITH OUR ATTORNEYS ON THIS POLICY.
IS FACIALLY LEGAL, WHICH SATISFIES MY CONCERNS.
BOARD, ANY OTHER ANY OTHER QUESTIONS? YES. STEPHANIE ELAD MYSELF WERE THE ONES WHO BROUGHT THIS POLICY FOR WE WERE COPYING GRAPEVINE COLLEYVILLE'S POLICY ON BATHROOMS. THEY USED THIS TO MAKE IT SO THAT BOYS USE BOYS BATHROOMS AND GIRLS GIRLS BATHROOMS. ARE YOU SAYING THAT WE DON'T INTERPRET THIS POLICY IN THAT WAY? I THINK THIS PARTICULAR POLICY IS VERY CLEAR WHAT THE DEFAULT OPTION IS IN FRISCO ISD AND WHAT OUR CURRENT PRACTICE IS.
HAVING ACCOMMODATIONS IN THE FUTURE.
IT ALLOWS THAT VERY GENERALLY AND WOULD ALSO THEN REQUIRE THE DISTRICT OR WOULDN'T REQUIRE THE DISTRICT TO MAKE ANY CHANGES TO THOSE ACCOMMODATION PRACTICES THAT ARE CURRENTLY IN PLACE. SO OUR CURRENT OUR CURRENT ACCOMMODATION PRACTICES ARE THAT IF YOU MEET IF WE MEET WITH A PARENT, SOMEONE FROM THE SCHOOL MEETS WITH THE PARENT AND THEY DECIDE THAT USING THE SINGLE USE BATHROOMS IS NOT ACCEPTABLE AND THEY WANT THEIR SON OR DAUGHTER.
AND I'M SPEAKING OF THE BIOLOGICAL.
WHEN I SAY SON OR DAUGHTER, I'M TALKING ABOUT THE, WHAT THEY WERE BORN WITH.
IF THEY WANT TO USE A BATHROOM THAT IDENTIFIES WITH THEIR GENDER OR WHAT THEY BELIEVE THEY ARE.
THIS POLICY WILL STILL PERMIT THAT.
IT'S PRETTY SHORT. AND YOU CAN SEE WHAT IT PROHIBITS AND WHAT IT PRESCRIBES.
WELL, I'D LIKE TO GET AN ANSWER.
DR. WALTER, DO YOU HAVE AN ANSWER TO THAT QUESTION? I'LL REFER EVERYONE BACK TO THE SEPTEMBER BOARD MEETING WHEN MOST OF THAT DISCUSSION TOOK PLACE ALREADY.
[01:45:07]
I THINK THAT THAT'S PROBABLY A QUESTION FOR YOU ALL.BOARD, THANK YOU FOR HAVING US HERE AGAIN.
I THINK THE QUESTION IS, ONE, ABOUT IMPLEMENTATION OF THE POLICY AS WRITTEN.
I THINK THIS POLICY DOES LEAVE THE OPPORTUNITY FOR THE SCHOOL DISTRICT TO MAKE AN ACCOMMODATION WHERE A STUDENT WOULD USE A RESTROOM THAT IS NOT THE RESTROOM OF THEIR, WHAT WE'VE HEARD TODAY IS CALLED BIOLOGICAL SEX, BUT RATHER ALLOWS THEM TO USE THE RESTROOM OF THEIR GENDER IDENTITY. AND THEN JUST ONE OF THE ACCOMMODATIONS THAT IS AVAILABLE ALONG WITH THE OTHER POSSIBLE ACCOMMODATIONS, WHICH A STUDENT MIGHT PREFER, ADMINISTRATION MIGHT WORK WITH PARENT TO DO THE SINGLE SEX RESTROOM.
THAT'S ANOTHER OPTION THAT IS OFTEN PREFERRED BY FAMILIES.
OKAY, WE, AGAIN, WE BROUGHT THE POLICY TO THE BOARD TO SOLVE THIS PROBLEM ONCE AND FOR ALL, OR TO HAVE THE BOARD VOTE ON A POLICY OF HAVING BIOLOGICAL BOYS USE THE BIOLOGICAL BOYS RESTROOMS AND VICE VERSA.
YOU'RE SAYING THAT THIS PARTICULAR POLICY DOES NOT ACCOMPLISH THAT; CORRECT? NO. SO FIRST OF ALL, I WOULD SAY THAT THE THE LEGISLATIVE PART OF THIS IS OBVIOUSLY DONE BY THE BOARD.
I CAN ANSWER LEGAL QUESTIONS ABOUT WHAT THE POLICY, WHETHER THE POLICY IS FACIALLY LEGAL OR NOT.
I CAN ANSWER QUESTIONS ABOUT, YOU KNOW, IMPLEMENTATION AND THOSE KINDS OF THINGS.
AND I THINK WHAT I'M HERE TO SAY IS THAT THE FIRST PART OF THE POLICY THAT SAYS EXCEPT AS OR AS PERMITTED BY LAW, AND THEN THE SECOND PART, WHICH SAYS THAT ACCOMMODATIONS WILL BE PERMITTED, ALLOWS FOR WHAT I JUST TALKED ABOUT.
AS FAR AS ACCOMMODATIONS BEING MADE.
AND THAT'S SURPRISE, SURPRISE LAWYERS DISAGREE.
BUT WHAT WE WILL DO IS I GUESS WE'LL VOTE ON THIS, MADAM PRESIDENT.
THANK YOU. BOARD, I HAVE A MOTION BY MR. CLASSE, A SECOND BY MR. LOWE. ALL IN FAVOR.
[8.C. Consider and act on the revision of Board Policy EFB(LOCAL) and update on Curation, Review and Management of Library Resources]
MR. STOCKTON ? THIS IS NOT GOOD. WELL, WE'RE HAVING SOME TECHNICAL DIFFICULTIES.I'M TRYING TO THINK WHERE ELSE I CAN GRAB IT FROM.
BUT LOOK, IT'S THE SOMETHING IS HAPPENING AND I COULDN'T GET TO CAMERA AT ALL.
SORRY, YOU ALL. WE'RE HAVING A TECHNICAL ISSUE.
I'M TRYING TO SEE IF I CAN PULL THE PRESENTATION UP A DIFFERENT WAY.
I THINK OUR. I THINK OUR CONNECTION'S DOWN BECAUSE WE LOST.
WE LOST OUR CONNECTION UP HERE AS WELL.
WELL, I WAS ABLE TO GET TO THE DISTRICT WEBSITE, BUT.
[01:50:02]
BECAUSE THEN IT WAS SAYING THERE WAS A FILTERING ISSUE.OKAY. SO NOT SURE WHAT'S GOING ON WITH THE INTERNET.
SO DO YOU WANT TO PULL IT UP? LET ME SEE IT. OH, OKAY.
THE PRESENTATION IS POSTED ON.
SO I'M GOING TO START BY HANDING IT OVER TO AMANDA BUTLER, OUR DIRECTOR OF LIBRARY SERVICES.
EVENING, EVERYONE IUST BOARD OF TRUSTEES.
THANK YOU FOR INVITING US BACK AGAIN TO CHAT ABOUT LIBRARY, LIBRARY SERVICES.
AND WHERE'S THE MOUSE OUT OF THIS BAD BOY? THERE IT IS. OKAY.
SO WE DID CONDUCT SOME UPDATES ON THE LIBRARY SERVICES WEBSITE.
AND THIS EVENING WE ARE GOING TO BE DISCUSSING SOME UPDATES ON LIBRARY SERVICES WEBSITE AS WELL AS SOME UPDATES TO OUR COLLECTION MAINTENANCE PROJECT AS DEFINED UNDER THAT STRATEGIC INITIATIVE THAT WE'VE BEEN DISCUSSING WITH YOU AT THE BOARD MEETINGS.
UM. SO THE FIRST THING THAT WE'RE GOING TO CHAT ABOUT IS THE.
SO IF YOU MISS MR. STOCKTON, YOU ALL AT HOME CAN ACCESS ALL OF THIS INFORMATION ON THE LIBRARY WEBSITE.
THIS ISN'T A PRESENTATION, BUT WE'RE JUST GOING TO GO OFF OF THE WEBSITE THIS EVENING.
IF YOU GO TO FRISCO ISD.ORG CLICK DEPARTMENTS AND SELECT LIBRARY SERVICES.
AND THEN ON THE LEFT HAND SIDE, YOU'LL SEE A SET OF NEW TABS.
AND THEN RIGHT NOW WE'RE GOING TO DISCUSS LIBRARY REVIEW PROJECT.
WE ARE LOOKING SPECIFICALLY AT THE REASONS FOR REMOVAL BY CAMPUS LEVEL.
BUT WHAT I WOULD REALLY LIKE TO DRAW YOUR ATTENTION TO ON THIS ARE THESE REASONS FOR REMOVAL.
YOU CAN SEE THAT WE DO HAVE TITLES THAT WERE REMOVED FOR CONTAINING OBSCENE CONTENT.
HOWEVER, WE ALSO HAVE A TREMENDOUS NUMBER OF TITLES THAT WERE REVIEWED FOR A DIFFERENT CAMPUS LEVEL.
SO THAT'S A NEW PIECE OF OUR COLLECTION GUIDELINES THAT WE PUT IN PLACE THIS YEAR, RIGHT? SO THE TITLES THAT ARE REVIEWED AT AN ELEMENTARY SCHOOL, IF THEY WERE REVIEWED FOR UPPER LEVEL ELEMENTARY, THEN THEY ARE SHIFTED INTO MIDDLE SCHOOL.
SO A PRETTY LARGE NUMBER OF THESE TITLES ARE STILL IN CIRCULATION.
AND THIS IS THIS IS A BROKEN DOWN VERSION OF THIS FOR YOU ALL TO KIND OF MAKE IT A LITTLE MORE DIGESTIBLE AND TO HELP OUR COMMUNITY AND THOSE WATCHING FROM HOME THAT THERE ARE BOOKS THAT ARE BEING SHIFTED.
SO WE'RE CATCHING OUR COLLECTIONS UP TO NEW AND UPDATED EXPECTATIONS.
AGAIN, A LOT OF THESE TITLES ARE STILL ON OUR CAMPUSES.
THEY'RE JUST AT DIFFERENT CAMPUSES NOW.
YEAH. SO AS A REMINDER, BACK IN, BACK IN THE SUMMER, WE UPDATED OUR COLLECTION DEVELOPMENT GUIDELINES, AND ONE OF THOSE PIECES WAS ADDING A REQUIREMENT FOR A SECOND REVIEW WHERE PREVIOUSLY WE JUST HAD TO HAVE ONE REVIEW.
AND THEN THE SECOND REVIEW WAS SIXTH GRADE AND UP.
IT BUMPED THAT FROM ELEMENTARY SCHOOL INTO MIDDLE SCHOOL.
[01:55:08]
HERE. A COUPLE OF EXAMPLES WOULD BE SOMETHING LIKE THE HOBBIT, WHICH WAS AT A FEW OF OUR ELEMENTARY SCHOOLS.BUT WHEN WE LOOK AT TWO REVIEWS IS REVIEWED SIXTH GRADE AND UP.
AND AGAIN, THOSE ARE NOT ALL BASED ON ON INAPPROPRIATE CONTENT.
MOST OF THEM AREN'T BASED ON INAPPROPRIATE CONTENT.
THEY'RE REALLY BASED ON JUST KIND OF WHAT'S THE BEST FIT FOR THAT IN GENERAL, BECAUSE THAT'S ONE THING THAT IS A CHALLENGE FOR US AS A SCHOOL LIBRARY, IS WE HAVE TO FIGURE OUT WHAT MAKES SENSE FOR THE MOST KIDS.
YOU KNOW, WE HAVE A UNIQUE KIND OF ROLE AND IT'S NOT THE SAME AS PUBLIC LIBRARIES WHERE PARENTS ARE WITH THEIR KIDS OR HAVE SENT THEIR KIDS CHOSEN TO SEND THEIR KIDS ON THEIR OWN TO GO AND PICK BOOKS.
SO SO THIS IS KIND OF A WAY OF SAYING WE'VE GOT TO FIGURE OUT WHAT WORKS FOR THE KIND OF THE MAJORITY AND THEN GIVE PARENTS AN AVENUE IF THEIR KID WANTS ONE OF THESE TITLES THAT IS REVIEWED FOR SIXTH GRADE AND UP AND THEY WANT IT FOR THEIR FIFTH GRADER, THEY CAN STILL DO THAT.
THEY JUST REACH OUT TO THEIR CAMPUS LIBRARIAN OR THEIR CAMPUS LIBRARIAN.
WE'LL BE HAPPY TO HELP THEM HELP THEM GET THAT BOOK.
SO THAT'S THAT'S KIND OF JUST THE GENERAL SUMMARY OF THE REVIEW PROJECT.
I'M GOING TO QUICKLY TAKE YOU THROUGH A COUPLE OF OTHER CHANGES ON THE WEBSITE.
THE FIRST ONE THAT I'M GOING TO MENTION IS DOWN HERE AT THE BOTTOM.
THIS THIS LIST DOES INCLUDE ALL OF THE BOOKS THAT HAVE ALSO BEEN FORMALLY RECONSIDERED.
SO ALL 307 TITLES ARE ON HERE.
YOU CAN SEARCH BY TITLE, YOU CAN SEARCH BY WHERE IS IT AVAILABLE NOW? WHY WAS IT MOVED EITHER REMOVED FROM A CAMPUS LEVEL OR REMOVED ALTOGETHER? WHAT EVALUATION PROCESS WAS USED? WAS IT FORMAL RECONSIDERATION? WAS IT OUR INTERNAL PROCESS, OUR INTERNAL REVIEW THAT WE'RE DOING THOSE KINDS OF THINGS? AND THEN YOU'VE GOT ALL THE TITLES AND IF YOU CLICK ON THE TITLE THAT ACTUALLY EXPANDS AND YOU'VE GOT ADDITIONAL INFORMATION ABOUT THAT TITLE THERE.
SO THIS IS A REALLY GREAT TOOL THAT COMMUNICATIONS HAS BUILT FOR US, AND THIS WILL CONTINUE TO BE UPDATED REGULARLY SO THAT PEOPLE WILL WILL HAVE COMPLETE TRANSPARENCY IN KIND OF WHAT WE'RE DOING THROUGH THIS REVIEW PROJECT.
THAT TABLE ON THE FIRST PAGE WE HAVE TO UPDATE MANUALLY.
SO WE'LL PROBABLY UPDATE THAT LIKE OF ONCE, ONCE A MONTH OR SO.
I THINK THAT'S IT FOR THIS PART OF IT.
DO YOU HAVE ANYTHING ELSE YOU WANT TO ADD ON THAT? SORRY. KIND OF FLYING BY THE SEAT OF OUR PANTS HERE.
TRY TO REMEMBER EVERYTHING WE WANTED TO SAY.
THIS IS AN UPDATE TO BOARD POLICY.
EFB ALONG WITH EFA REPLACED EF LOCAL, WHICH USED TO DEAL WITH ALL INSTRUCTIONAL MATERIALS.
NOW EFB IS SPECIFIC TO LIBRARY MATERIALS AND EFA IS FOR EVERYTHING ELSE.
THAT PROCESS HAPPENS VERY QUICKLY.
[02:00:05]
FIT KIND OF WHAT MAKES SENSE.AND SO PREVIOUSLY THE WAY IT WORKED IS IF THE EXPEDITED REVIEW DECISION, IF IT DETERMINED THAT THE BOOK WAS NOT OBSCENE, IT AUTOMATICALLY WENT INTO FULL RECONSIDERATION AND THE ENTIRE TITLE WAS REVIEWED.
BECAUSE ONCE YOU START READING THE WHOLE BOOK, YOU START TO SOMETIMES YOU CAN LOSE SIGHT OF THE POTENTIAL, THE POTENTIAL PROBLEMATIC CONTENT BECAUSE IT'S SUPPOSED TO BE ACCORDING TO THE POLICY REVIEWED IN ISOLATION.
IN ADDITION, INSTEAD OF AUTOMATICALLY GOING INTO THE FORMAL RECONSIDERATION PROCESS, ONCE THAT SECONDARY REVIEW IS COMPLETED, IF IF AN INDIVIDUAL WANTS, THEY CAN THEN SUBMIT FOR FORMAL RECONSIDERATION.
BUT IT'S KIND OF WE'VE KIND OF SEPARATED THE TWO PROCESSES BECAUSE WHAT WE FOUND IS IF SOMEONE'S CHALLENGING A BOOK BECAUSE THEY THINK IT'S OBSCENE, THAT'S KIND OF WHAT THEY WANT TO FOCUS ON. SO THAT'S KIND OF WHAT WE HAVE THERE WITH THE APPEAL PROCESS.
AND THE REVIEW COMMITTEE WILL STILL LOOK AT WHETHER OR NOT THAT TITLE CONTAINS OBSCENE CONTENT.
AND WHAT WE FOUND IS THAT THAT IS A REALLY GREAT IDEA.
UNTIL YOU GET 28 RECONSIDERATIONS WITHIN FOUR DAYS OF EACH OTHER AND IT GETS VERY, VERY DIFFICULT TO COMPLETE ALL OF THOSE WITHIN THAT TIMELINE AND DO A GOOD JOB BECAUSE OF THE NUMBER OF PEOPLE THAT WE TRY TO GET INVOLVED IN THOSE REVIEW COMMITTEES.
SO WE STILL THINK IT'S IMPORTANT TO HAVE THAT TIMELINE AND WE DON'T WANT TO TAKE THAT AWAY.
BUT WE DID ADD A PHRASE IN THERE THAT IS ACTUALLY ALIGNS WITH ALL OF OUR OTHER GRIEVANCE POLICIES, WHICH ALLOWS FOR THE EXTENSION OF THAT TIMELINE IN EXTENUATING CIRCUMSTANCES, SUCH AS A SIGNIFICANT NUMBER OF OF OBJECTIONS ALL AT THE SAME TIME OR RECONSIDERATIONS ALL AT THE SAME TIME.
AND THEN THE LAST THING I WANT TO TALK ABOUT, AND THIS IS KIND OF ONE OF THE BIGGEST THINGS AND WE'RE GOING TO GO BACK TO THE WEBSITE HERE IN A SECOND ON THIS, BUT IS THE RECONSIDERATION COMMITTEES.
AND SO WE WERE FORMING RECONSIDERATION COMMITTEES KIND OF AD HOC AS THOSE CAME IN.
WHEN WE GOT 28 AT ONCE, WE REALIZED THAT'S THAT'S GOING TO BE A REAL CHALLENGE.
AND THE IDEA BEHIND THIS IS THAT WE GET AS MANY PEOPLE AS WE CAN INTO A POOL, AND THEN THAT WAY WE CAN PULL RECONSIDERATION COMMITTEES FROM THAT POOL THROUGHOUT THE YEAR AS RECONSIDERATIONS COME IN.
THE OTHER PIECE OF THAT IS THAT THIS WOULD BE THIS POOL WOULD BE SELECTED BY YOU ALL AS THE BOARD OF TRUSTEES, WHICH KIND OF GIVES YOU ALL OVERSIGHT OF THAT PROCESS AND MAKE SURE EVERYBODY ON COMMITTEES HAS GONE THROUGH A PROCESS THAT YOU ALL HAVE APPROVED IN THE FUTURE.
SO IF YOU ALL WERE TO APPROVE THAT THE POLICY UPDATE TONIGHT, WE WILL ACTUALLY HAVE AN APPLICANT.
GO LIVE ON THE WEBSITE TOMORROW AND THAT WOULD BE OPEN THROUGH DECEMBER 7TH.
AND THEN GOING FORWARD, ANY RECONSIDERATION COMMITTEE THAT WE HAD WOULD BE PULLED FROM THAT POOL.
WE UPPED THAT TO TWO PARENTS AND SPECIFIED THAT THEY CAN'T BE EMPLOYEES OF THE DISTRICT.
AND SO THAT WILL ESSENTIALLY RESULT IN A MINIMUM OF FOUR PEOPLE ON A COMMITTEE.
BUT WE ALWAYS TRY TO GET ACTUALLY EIGHT PEOPLE.
SO OUR GOAL WOULD BE TO HAVE FOUR PARENTS AND THEN A LIBRARIAN AND THREE OTHER DISTRICT STAFF MEMBERS TO BE ON A COMMITTEE TO TRY TO GET MORE PARENT INVOLVEMENT AND MORE REPRESENTATION KIND OF ACROSS THE DISTRICT IN THESE RECONSIDERATION COMMITTEES.
[02:05:03]
WE MADE IT A LITTLE BIT CLEARER WHERE YOU GO TO CHALLENGE A MATERIAL AND THEN IT TALKS ABOUT FORMAL RECONSIDERATION, EXPEDITED REVIEW.WE HAVE SOME NEW SECTIONS READY TO GO UP IF YOU ALL APPROVE THE POLICY TONIGHT THAT WE'LL TALK ABOUT THE RECONSIDERATION COMMITTEES AND THEN WOULD ALSO INCLUDE A BUTTON TO APPLY FOR A RECONSIDERATION COMMITTEE.
AND THAT WILL TAKE YOU DIRECTLY TO THAT APPLICATION.
AND SO, AGAIN, THAT WOULD BE OPEN THROUGH DECEMBER 7TH.
SO THAT'S WHERE YOU WOULD GO TO GET TO TO APPLY TO BE PART OF THAT POOL.
I THINK THE ONLY OTHER THING I WAS GOING TO MENTION ON THE WEBSITE WAS THAT WE ALSO UPDATED THE SELECTION OF LIBRARY MATERIALS MATERIALS PAGE, BUT WE TRIED TO MAKE THIS PAGE A LOT EASIER TO NAVIGATE WITH A LOT MORE INFORMATION.
CAN YOU THINK OF ANYTHING ELSE? TWO THINGS REALLY QUICKLY.
JUST TO GO BACK TO THE RECONSIDERATIONS AND SPECIFICALLY HAVING TO DO WITH OUR MORE RECENT 28 TITLES THAT WERE RECONSIDERED THAT WERE REQUESTED FOR RECONSIDERATION IN THE SPAN OF ABOUT THREE OR FOUR DAYS.
IT TOOK A LOT OF DEDICATION AWAY FROM THEIR LIVES THAT WERE ALREADY VERY BUSY AND COMMITTED.
AND SO I AM VERY GRATEFUL FOR THAT.
WE HAVE ACCESS TO THE LIBRARY CATALOG.
WE CALL IT THE PUBLIC ACCESS CATALOG FOR SHORT THE PACK.
AND THEN YOU JUST LOG IN WITH YOUR STUDENTS INFORMATION.
THEY'LL KNOW THEIR LOG IN TO GET TO THAT MATERIAL.
AND YOU CAN SEE WHATEVER THEY HAVE CHECKED OUT AT ANY TIME.
DO YOU GUYS HAVE ANY QUESTIONS FOR US? WHAT QUESTIONS DO YOU HAVE? YOU MENTIONED THE GROUP OF PARENTS THAT ASSISTED WITH THE RECONSIDERATION OF THE 28 BOOKS THAT WERE INITIALLY GIVEN TO US ON A LEVEL ONE AND THEN LEVEL TWO.
WHAT HOW CAN WE DIFFERENTIATE THE BOOKS THAT PASSED THROUGH THE LEVEL ONE AND THEN WERE GIVEN TO A SECOND COMMITTEE TO MAKE A DIFFERENT DECISION? WHAT ARE THE DIFFERENTIATING FACTORS OF THAT? THE RUBRICS. OH, YOU'RE TALKING ABOUT WHY WAS IT ESSENTIALLY WHY WAS THIS A DIFFERENT DECISION MADE ON APPEAL? YEAH. SO, LIKE AMANDA SAID, YOU KNOW, THOSE RECONSIDERATION COMMITTEES, THEY WORKED WITH WHAT WE HAD FOR THEM.
AND, YOU KNOW, WHAT'S PATENTLY OFFENSIVE TO ONE PERSON? IS THAT PATENTLY OFFENSIVE TO ANOTHER PERSON.
AND SO I THINK THERE WAS A LOT OF CONFUSION ABOUT THAT.
AND SO THE REVIEW COMMITTEES WERE REVIEWING THE ENTIRE TITLE.
AND AGAIN, YOU KNOW, AS MUCH AS YOU'RE SUPPOSED TO LOOK AT THESE THINGS IN ISOLATION, WHEN YOU HAVE A LIST OF EXCERPTS WHERE IT'S, YOU KNOW, SIX OR SEVEN KIND OF DIFFERENT LITTLE CHUNKS THAT WERE PULLED FROM A 300 PAGE BOOK, AND YOU PUT THEM ALL TOGETHER, THAT FEELS VERY DIFFERENT THAN WHEN THEY'RE SPREAD OUT.
AND SO I THINK IT WAS JUST A FUNCTION OF KIND OF NOT FULLY UNDERSTANDING HOW DO WE PULL THESE OUT AND HOW DO WE HELP OUR COMMITTEES UNDERSTAND THAT THEY NEED TO PULL THESE OUT AND THINK ABOUT NOT THEIR OWN STANDARD, BUT KIND OF THE GENERAL COMMUNITY STANDARD FOR FOR RECONSIDERATION.
SO. SO THAT WAS SOMETHING WE DIDN'T FEEL LIKE WE GAVE THEM ENOUGH INFORMATION ON.
AND SO WE'VE WORKED REALLY HARD SINCE THEN TO COMPLETELY REVAMP THE RUBRIC.
AND SO YOU ALL ACTUALLY HAVE THAT RUBRIC NOW.
AND SO THAT WE THINK THAT'S GOING TO HELP MOVING FORWARD.
BUT I'LL TELL YOU, WE'VE SAID THIS KIND OF FROM THE BEGINNING.
THIS IS A CONTINUOUS IMPROVEMENT PROCESS.
WE'RE LEARNING. WE'RE MAKING CHANGES.
THAT'S WHY WE'RE BRINGING YOU ANOTHER CHANGE TO OUR POLICY TONIGHT.
WE FELT REALLY GOOD ABOUT WHAT WE HAD IN JUNE, BUT WE'VE LEARNED THINGS SINCE THEN.
THANK YOU. SO MOVING FORWARD, THE RUBRIC WILL BE THE SAME FOR ALL LEVELS, CORRECT?
[02:10:03]
YES. THANK YOU.CAN WE MAKE THE RUBRIC AVAILABLE ON THE WEBSITE? SO ONE OF THE THINGS THAT WE DID WITH THE RUBRIC WAS WE KIND OF MOVED THE THRESHOLD TO A SEPARATE PAGE.
AND THE INTENTION THERE IS TO TRY TO HELP PEOPLE NOT SCORE TO THE THRESHOLD.
SO I DON'T KNOW THAT THERE'S AN ISSUE PUTTING THE FIRST TWO PAGES OF THE RUBRIC ON THAT DON'T HAVE THE THRESHOLD, BUT I THINK WE'D PROBABLY TRIED NOT TO PUT THAT THIRD PAGE UP JUST BECAUSE WE THINK PEOPLE IF YOU KNOW WHAT THE THRESHOLD IS, I THINK IT SOMETIMES IMPACTS HOW YOU WOULD SCORE.
SO BUT I DON'T SEE AN ISSUE WITH PUTTING THAT UP ON THE WEBSITE.
WE WOULD HAVE TO HAVE A CONVERSATION AND MY BRAIN IS SITTING OVER THERE, CHERYL MCDONALD.
BUT WE LIKE TO REALLY KIND OF KEEP TRACK OF WHO IS WHO IS UTILIZING OUR DOCUMENTATION, THOUGH WE ARE DEALING WITH A LOT OF CHANGES AND WE IMPLEMENT A TON OF CHANGES AND IT KIND OF FEELS LIKE WE'RE BUILDING OUR AIRPLANE IN THE AIR A LITTLE BIT.
AND SO WE LIKE TO SEE WHERE OUR DOCUMENTS GO AND HOW THEY'RE UTILIZING THEM.
SO I MEAN, I THINK THERE ARE THINGS TO CONSIDER ON BOTH SIDES.
THE REASON WHY I'M ASKING IS BECAUSE I HAD A COMMUNITY MEMBER ASKED ME IF THEY COULD SEE IT.
SO I ASKED DANNY, I SENT HIM AN EMAIL.
I SAID, HEY, AM I ALLOWED TO SHARE THIS OR NOT? AND THE ANSWER WAS, GO AHEAD AND SUBMIT A PIR.
SO I TOLD THE COMMUNITY MEMBER THAT, BUT IF WE CAN SHARE IT THROUGH A PIR, I GUESS I DON'T UNDERSTAND WHY WE CAN'T JUST PUT IT ON THE WEBSITE SO THAT COMMUNITY MEMBERS CAN SEE THE WAY IN WHICH THE COMMITTEE IS EVALUATING THESE BOOKS AMY IS THE KING OF PIR.
SO WE JUST LIKE TO DOCUMENT THAT.
YES, WE DID ANSWER YOUR QUESTION.
YES, WE DID SHARE THIS INFORMATION WITH YOU.
BUT THAT'S I MEAN, IT'S A POSSIBILITY.
IF WE COULD CONSIDER THAT, THAT WOULD BE GREAT, I THINK.
THANK YOU. ANY QUESTIONS? WELL, CERTAINLY THIS HAS BEEN SOMETHING THAT WE HAVE BEEN TALKING ABOUT IN DETAIL FOR, I GUESS, CLOSE TO A YEAR.
AND, YOU KNOW, I APPRECIATE SO MUCH THE CONTINUED WORK AND ITERATIVE PROCESS THAT THIS HAS BECOME.
I THINK THAT WE HAVE SEEN THROUGHOUT THE DIFFERENT ITERATIONS THAT THERE HAVE DEFINITELY BEEN SOME GAPS IN OUR POLICIES AND IN THE PROCESS AND THE WAY WE RECONSIDER BOOKS.
THE RUBRIC HAS SHIFTED OVER TIME AND WE'LL CONTINUE TO DO SO AS WE CONTINUE TO FIND THOSE HOLES.
AND SO CERTAINLY NONE OF US WANT ANY OF ANY EXPLICIT OR OBSCENE CONTENT IN FRONT OF OUR KIDS.
WHAT I WOULD LIKE TO SAY, I WOULD LIKE TO GO BACK TO OUR PUBLIC COMMENT SECTION.
I THINK THAT'S A VASTLY DIFFERENT EXPERIENCE.
SO WHAT I WOULD ASK IS IF YOU HAVE CONCERNS ABOUT BOOKS, PLEASE TELL US.
SEND ME AN EMAIL, GIVE ME THE PASSAGE.
I'M HAPPY TO READ ALL OF THOSE.
WHAT I WANT TO AVOID IS MORE OF THE SAME.
I DON'T WANT THIS STUFF IN FRONT OF OUR KIDS.
AND FOR THIS CHILD TO HAVE TO SIT HERE AND HAVE HER MOTHER COVER HER EARS.
SHE'S AN ELEMENTARY SCHOOL STUDENT THAT IS BEYOND INAPPROPRIATE.
I'M VERY SORRY FOR THAT THIS EVENING.
IT SEEMS LIKE THE WORK THAT YOU'RE DOING IS BEING NOTICED AROUND THE STATE.
I THINK THAT IS AN INCREDIBLE NOD TO THE WORK THAT YOU'RE DOING.
I PERSONALLY TAKE A LOT OF RESPONSIBILITY FOR SOME OF THESE BOOKS THAT HAVE ENDED UP ON OUR SHELVES.
I OWN THAT RESPONSIBILITY FOR AS A BOARD THAT IT STOPS WITH US.
AND WE APPRECIATE YOU ALL MEETING US IN THAT SPACE TO FIX THIS ISSUE.
BOARD WE ARE CONSIDERING SEVEN BOOKS AT THE END OF THIS MONTH.
IF YOU WOULD LIKE FULL COPIES OF THOSE BOOKS, THEY ARE IN OUR BOARDROOM, OUR BOARD CONFERENCE ROOM.
YOU CAN TAKE THEM AFTER THIS MEETING.
BUT I JUST WANTED TO JUST SAY HOW MUCH I APPRECIATE YOU ALL.
AND AGAIN, I'M VERY SORRY FOR THAT EXPERIENCE FOR YOUR CHILD THIS EVENING.
AND BOARD, IF YOU DON'T HAVE ANY OTHER QUESTIONS, I'LL LOOK FOR A MOTION.
I UNDERSTAND WHAT YOU'RE SAYING.
YOU KNOW, FOR A KID TO HEAR WHAT WAS IN THAT BOOK.
BUT DO WE NEED TO APOLOGIZE TO THE COMMUNITY THAT THOSE BOOKS WERE IN OUR LIBRARY TO BEGIN WITH? BOARD, I'LL LOOK FOR A MOTION.
I JUST HAVE ONE OTHER COMMENT.
EVEN THE OTHER DAY WHEN YOU WERE VERY KIND TO TAKE ME THROUGH THE RUBRIC.
THERE WAS A COUPLE OF WORD CHANGES EVEN DURING THAT TIME.
[02:15:01]
SO APPRECIATE ALL THE WORK.AND WITH THAT, I WILL MOVE TO APPROVE THE REVISION OF BOARD POLICY RFP LOCAL AS PRESENTED.
MOTION BY MS. GILLESPIE, SECOND BY MS. DAVIS. ALL IN FAVOR? AYE. MOTION PASSES 7-0.

AND WHAT OUR LAST PROPOSAL TO YOU WAS, I DO WANT TO REMIND YOU THAT WE THREW SOME RECOMMENDATIONS AND AND EXCEPTIONS FOR FIFTH GRADE, EIGHTH GRADE AND ONE FOURTH GRADE AND KIND OF WHAT EXCEPTIONS MEAN AND WHAT THEY DON'T MEAN.
AGAIN, NO TRANSPORTATION IF YOU'RE GIVEN AN EXCEPTION AND THEN NO YOUNGER SIBLINGS.
IF YOU'RE GIVEN ONE OF THOSE FIFTH GRADE EXCEPTIONS, A THIRD GRADER CAN'T COME WITH YOU.
REALLY. WITH THAT, I WILL OPEN IT UP TO QUESTIONS TONIGHT, IF WE HAVE ANY QUESTIONS.
BOARD. WHAT QUESTIONS DO YOU HAVE? OK. I DON'T THINK THERE ARE ANY QUESTIONS WITH NO QUESTIONS.
I MOVE TO APPROVE THE 2023-2024 ATTENDANCE ZONED MODIFICATIONS AS PRESENTED MOTION BY MS. ELAD, SECOND BY MR. PONANGI. ALL IN FAVOR? MOTION PASSES 7-0.
THANK YOU. BOARD. THANK YOU, MR. WARSTLER. WE APPRECIATE YOU.

[8.G. Consent Agenda]
AND JUST FOR YOUR REFERENCE, WE ARE REMOVING WE'RE PULLING FOR THIS MONTH ITEMS 13 AND 14 ACT ON 2022 STORM RELATED ROOF PROJECTS.PHASE TWO HAIL DAMAGE REPAIRS AND ACT ON 2022.
PHASE THREE. HAIL DAMAGE REPAIRS.
THOSE NUMBERS WERE INACCURATE IN OUR BOARD BOOK, SO WE ARE GOING TO MOVE THOSE PARTICULAR CONSENT AGENDA ITEMS TO OUR SPECIAL MEETING ON NOVEMBER 30TH ONCE WE HAVE UPDATED NUMBERS.
MOVE TO APPROVE THE CONSENT AGENDA ITEMS ONE THROUGH 12 AND 15 THROUGH 17.
MOTION MY MR. CLASSE, SECOND BY MR. DAVIS. ALL IN FAVOR? AYE. MOTION PASSES 7-0.
THAT IS THE END OF OUR, BEFORE WE ADJOURN.
I JUST HAD ONE QUESTION AND ONE COMMENT I WANTED TO MAKE.
OF COURSE. THANK YOU. FIRST, AS IT RELATES TO THE BATHROOM POLICY THAT WE JUST ADOPTED.
IS THAT SAFE TO SAY, OR WILL WE NOT BE DOING THAT? I WOULD SAY THAT WE ALREADY HAVE THE GUIDELINES IN PLACE THAT WE USE WHEN REQUESTING AN ACCOMMODATION.
[02:20:06]
THE POLICY. DO YOU MEAN? WHEN A STUDENT REQUESTS AN ACCOMMODATION TO ENSURE THAT WE'RE GOING ABOUT THAT APPROPRIATELY CORRECT.I'D HAVE TO LOOK INTO THAT TO MAKE SURE THAT WE'RE NOT.
BUT YES, THIS IS A LITTLE DIFFERENT.
ABSOLUTELY. MS. CRUTCHER, COULD YOU HAVE THE MINUTES REFLECT THAT? I REQUESTED THAT.
THANK YOU. THE OTHER THING I JUST WANTED TO SAY REAL QUICK WAS THAT THAT AGENDA ITEM WAS PRESENTED IN A WAY THAT I HAVEN'T SEEN AGENDA ITEMS PRESENTED BEFORE, WHICH WAS THAT THE DISTRICT DIDN'T RECOMMEND THIS.
IT WAS TWO TRUSTEES THAT RECOMMENDED THIS, AND I JUST WANT TO SAY THAT GOING FORWARD, I HOPE THAT WE DON'T TEE THINGS UP THAT WAY BECAUSE HOWEVER IT GOT ON THE AGENDA, IT IS ON THE AGENDA AND I KNOW WE'RE TRYING TO WORK TOGETHER AS A TEAM AND GET RID OF THAT US VERSUS THEM MENTALITY.
AND AND I THINK THAT THAT WOULD GO A LONG WAY.
HOWEVER IT GETS ON THE AGENDA, IT'S ON THERE.
AND I DON'T I'M NOT SURE WHY WE NEEDED TO CALL THAT OUT AND I DON'T HAVE A PROBLEM WITH IT.
AND I'M JUST AGAIN, I THINK IN JUST A SPIRIT OF COLLABORATION.
AND SO WE'VE NEVER FACED THIS BEFORE AS A BOARD EITHER.
BUT IF THERE ARE POLICIES THAT ARE NOT BEING DRIVEN BY THE DISTRICT AND RECOMMENDATION TO THE BOARD THAN IT IS FOR THIS FOR THE TRUSTEES WHO ARE PUTTING THAT BEFORE THEIR PEERS TO PRESENT THAT AND TO HAVE A DISCUSSION AMONGST OURSELVES AND THEN TO CONSULT WITH LEGAL COUNSEL.
SO IT WAS NEW TO US, TO IT WASN'T IT DEFINITELY WASN'T MEANT TO SLIGHT ANYONE.
THAT'S FINE. MAYBE THE TRUSTEES WHO REQUESTED IT THEN COULD BE THE ONES WHO PRESENTED IT.
I DON'T KNOW. I MEAN, IT'S NOT A HUGE DEAL.
I JUST WANTED TO CALL IT OUT BECAUSE I, IT SORT OF STRUCK ME.
THANK YOU. I'D LIKE TO THANK OUR SROS FOR BEING HERE THIS EVENING.
THANK YOU SO MUCH. WE APPRECIATE YOU ALL BEING HERE.
AND WE'RE GETTING OUT OF HERE AT 9:02, BOARD.
WE ARE OFFICIALLY ADJOURNED.
