AND I CALL TO ORDER A SPECIAL MEETING OF THE BOARD OF TRUSTEES OF FRISCO ISD.

WE DO HAVE QUORUM WITH FIVE MEMBERS PRESENT.

FIRST ITEM ON OUR AGENDA IS THE DISCUSSION REGARDING THE 2023-2024.

[1. Discussion regarding 2023-2024 draft attendance zones, including opportunity for citizen input]

DRAFT ATTENDANCE ZONES INCLUDING OPPORTUNITY FOR CITIZEN INPUT.

MR. WARSTLER.

GOOD EVENING BOARD.

I JUST HAVE A QUICK FIVE MINUTE KIND OF PRESENTATION TO GIVE EVERYBODY AN UPDATE SO THAT WE'RE ALL STARTING FROM THE SAME PAGE TODAY.

ALL RIGHT. JUST WANTED YOU TO KNOW THAT OVER THE LAST TWO WEEKS NOW, WE'VE I THINK AS OF THIS MORNING WE WERE UP TO 304 EMAILS AND PHONE CALLS THAT WE HAVE RECEIVED AND RESPONDED TO.

SO A BIG SHOUT OUT TO LAURIE [INAUDIBLE] FOR HER HELP WITH THE RESPONSE TO THOSE EMAILS AND PHONE CALLS.

WE HAVE SINCE WE FIRST DID OUR PROPOSAL BACK AT THE OCTOBER BOARD MEETING.

WE'VE SENT OUT TWO NEW ELEMENTARY PROPOSALS BASED ON CONTINUED CONVERSATION FEEDBACK FROM THE COMMUNITY.

YOU KNOW, WE SAY ALL THE TIME, THIS PROCESS NEVER REALLY ENDS.

AND I THINK THIS IS A GOOD EXAMPLE OF HOW NOT ONLY DO WE LISTEN TO COMMUNITY FEEDBACK AFTER THAT INITIAL BOARD MEETING, WE CONTINUE TO INTERNALLY TO DIG IN AND LOOK FOR OPTIONS THAT HAD FEWER IMPACT ON STUDENTS.

WE SENT COMMUNICATIONS TO ALL IMPACTED PARENTS BASED ON THE CHANGES WE MADE TO THOSE ELEMENTARY ZONES ON OCTOBER 27TH AND THEN AGAIN NOVEMBER 3RD.

AGAIN, MOST OF WHAT WE'RE GOING TO TALK ABOUT UP HERE IS ELEMENTARY, BECAUSE WE HAVE NOT MADE CHANGES TO THE MIDDLE SCHOOL ZONES THAT WE PRESENTED BACK AT THE OCTOBER BOARD MEETING. AND OF COURSE, THERE IS NO ZONING FOR HIGH SCHOOL THIS YEAR.

THROUGH THE CHANGES THAT I JUST MENTIONED, WE HAVE 17 FEWER NEIGHBORHOODS AND APARTMENT COMPLEXES THAT HAVE BEEN IMPACTED WITH THOSE CHANGES EQUALING 544 STUDENTS THAT FROM OUR ORIGINAL PROPOSAL WILL NOW NOT BE ASKED TO CHANGE SCHOOLS, AND THAT'S A NET 544.

SO WE THINK THAT'S A VERY POSITIVE FOR OUR STUDENTS AND OUR COMMUNITY.

REALLY WHAT I WANT TO GO THROUGH IS I JUST WANT TO QUICKLY GO THROUGH AND KIND OF PULL BACK FROM THE INITIAL PRESENTATION.

WE HAD QUITE A FEW ZONING CHANGES.

SO WHAT YOU SEE, THIS IS OUR LATEST PROPOSED ELEMENTARY ZONE MAP.

AND IF YOU THINK ABOUT OUR CURRENT ZONES TODAY, THIS ISN'T THEM.

THIS IS OUR PROPOSAL.

BUT I JUST WANT TO HIGHLIGHT WHAT CHANGES WE ARE PROPOSING FOR NEXT YEAR AT THE ELEMENTARY LEVEL FROM OUR CURRENT ZONES TO WHAT YOU SEE UP HERE IN THIS PROPOSAL.

WE HAVE A TWO NEIGHBORHOODS, LEBANON RIDGE AND AL-TAQWA AT FRISCO GOING FROM ALLEN TO BLEDSOE.

WE HAVE WEIGHED SETTLEMENT CYPRESS LAKES AT STONE BRIAR AND REPUBLIC HOUSE AT FRISCO BRIDGES GOING FROM SPEARS TO SHAWNEE TRAIL.

THAT'S THIS BLUE COLOR HERE ON THE MAP WE HAVE FROM RIDDLE TO SMITH TRIBECA, WHICH IS THIS LITTLE PURPLE BLURB DOWN HERE AT THE VERY NORTHERN EDGE OF RIDDLE. WE HAVE RICH WOODS NORTHEAST, SO THE NORTHEAST SECTION OF RICH WOODS, WE ARE PROPOSING TO TAKE FROM MCSPEDDEN TO TALLEY.

AND THEN THE COMMUNITIES OVER HERE EAST OF CUSTER THAT YOU SEE IN THE COMSTOCK ZONE ARE CURRENTLY ISABEL.

AND THAT IS FAIRWAYS AT CRAIG RANCH TOUR, AT CRAIG RANCH ESTATES AT CRAIG RANCH, THE VILLAS AT CRAIG RANCH WEST, HEMINGWAY AT CRAIG RANCH, AND THE RETREAT AT CRAIG RANCH.

WE'RE PROPOSING THAT WE MOVE THEM FROM ISABELL TO COMSTOCK.

THOSE ARE THE CHANGES THAT WE ARE PROPOSING AND WENT OUT ON NOVEMBER 3RD TO THOSE IMPACTED FAMILIES.

ALSO, I THINK IT'S A GOOD TIME TO MENTION WHEN WE WHEN WE LOOK AT REZONING AND WE TRY TO EXPLAIN OUR WHY AND WE TALK ABOUT CAPACITY OF SCHOOLS AND WE TALK ABOUT OVERCROWDING AT SCHOOLS AND WE TALK ABOUT OPENING THE NEW SCHOOLS SUCH AS WILKINSON AND WORTHAM NEXT YEAR.

ALSO A NICE REMINDER IS CURRENTLY WE HAVE SEVEN CLOSED CAMPUSES THAT WE HAVE CLOSED AT SOME POINT WITHIN THE LAST YEAR, A YEAR AND A HALF, AND WE'RE OVERFLOWING NEW ENROLLEES TO THOSE CAMPUSES, TO A DIFFERENT CAMPUS.

THOSE CAMPUSES ARE RIDDLE, ALLEN, ISABELL, SPEARS, SCOGGINS AND TRENT.

AND WITH OUR REZONING PROPOSALS, ALL OF THOSE WILL OPEN BACK UP NEXT YEAR, WHICH IS A POSITIVE FOR NOT ONLY INCOMING FAMILIES, BUT FAMILIES WHO MAY BE MOVED IN THIS YEAR AND HAD TO GO TO AN OVERFLOW CAMPUS.

THEY'LL BE ABLE NEXT YEAR TO GO BACK TO TO THEIR HOME CAMPUS.

NELSON IS OUR ONE CLOSED CAMPUS THAT WILL REMAIN CLOSED AS WE MOVE FORWARD INTO NEXT YEAR.

THIS IS A LITTLE DIFFERENT THAN HOW WE TYPICALLY DO IT.

BUT HERE WHEN WE LOOK AT OUR NUMBERS, WE LOOK AT OUR PROJECTIONS, WE LOOK AT THE PROPOSED THE CURRENT PROPOSED ZONE.

THESE ARE EXCEPTIONS THAT WE ARE LETTING YOU, THE BOARD, SEE AND TAKE A LOOK AT WHEN YOU LOOK AT THE TOP.

WHAT WE'RE SAYING IS WHEN WE REZONE FROM ALLEN TO BLEDSOE, WE'RE WILLING TO ALLOW FIFTH GRADE EXCEPTIONS FOR THOSE STUDENTS.

SO CURRENT FOURTH GRADERS NEXT YEAR, FIFTH GRADE, IF THEY WOULD WANT TO REMAIN AT ALLEN.

WHAT WE'RE SAYING IS WE HAVE THE CAPACITY TO DO THAT.

YOU KNOW, IN YEARS PAST, WHEN WE'VE LOOKED AT EXCEPTIONS, WE'VE MADE SOME EXCEPTIONS WHEN WE HAVE HAD THAT CAPACITY AT SCHOOLS AND WE'VE HAD HAD OTHER SCHOOLS WHERE WE COULDN'T ALLOW THOSE EXCEPTIONS BASED ON CAPACITY ISSUES.

BUT EVERYTHING THAT YOU SEE HERE AND THERE WAS ONE OMISSION THAT I WANT TO TALK ABOUT.

WE HAVE A GROUP OF STUDENTS THAT WE'VE REZONE FROM LAWLER TO VANDEVENTER THAT WILL ALSO BE ALLOWED AN EIGHTH GRADE EXCEPTION THAT YOU DON'T SEE HERE.

I'LL UPDATE THIS BEFORE WE POST IT AND SEND IT OUT TOMORROW.

I THINK A KEY FOR OUR FAMILIES TO UNDERSTAND IS IF YOU ARE GOING TO TAKE A FIFTH GRADE EXCEPTION IN ONE OF THESE MOVES, THE DISTRICT DOES NOT PROVIDE TRANSPORTATION.

IF YOU CHOOSE THAT EXCEPTION AND NOT STAY AT YOUR HOME CAMPUS.

AND THOSE EXCEPTIONS ARE FOR THAT INCOMING FIFTH GRADER.

IF THEY'VE GOT A SIBLING WHO'S A SECOND GRADER, WE DON'T ALLOW YOUNGER SIBLINGS TO BE A PART OF THE FIFTH GRADE EXCEPTION.

SO THEN THAT FAMILY WOULD HAVE A CHOICE TO MAKE.

DO THEY WANT TO SPLIT OR DO THEY WANT TO HAVE THAT CURRENT FIFTH GRADER GO TO WHAT IS NOW THEIR ZONE THEIR NEW ZONING AND THEN THAT WAY THE FAMILY CAN STAY TOGETHER.

I THINK IT'S ALSO IMPORTANT TO NOTE CURRENT SEVENTH GRADERS AT TRENT WHO ARE BEING REZONED TO WILKINSON.

OUR SUGGESTION IS WE DON'T ALLOW EXCEPTIONS, RIGHT? WE COULD EASILY HAVE A HAVE A SITUATION WHERE ALL OF THOSE FAMILIES CHOOSE TO TAKE THAT EXCEPTION.

AND WE HAVE NO EIGHTH GRADE CLASS AT WILKINSON MIDDLE SCHOOL NEXT YEAR, WHICH IS NOT WHAT WE WANT WHEN WE OPEN A NEW SCHOOL.

THEN WE'RE ALSO SAYING THE CURRENT FOURTH GRADERS AT OGLE, COMSTOCK, ELLIOTT AND THOSE ISABELL STUDENTS EAST OF CUSTER, THEY MUST ATTEND WORTHAM INTERMEDIATE SCHOOL NEXT YEAR AS FIFTH GRADERS.

SO WE WOULDN'T ALLOW AN OGLE FIFTH GRADER NEXT YEAR TO GO BACK TO THEIR CURRENT SCHOOL BECAUSE THEY WOULD BE MISSING OUT ON THAT WORTHAM EXPERIENCE.

SO JUST WANT TO MAKE SURE THAT THAT THOSE ARE CLEAR AND WE CAN DISCUSS THOSE HERE ONCE WE FINISH UP.

RELEASE TO CLOSE UP WHAT'S NEXT? NEXT MONDAY AT OUR REGULARLY SCHEDULED BOARD MEETING, WE WILL COME UP TO YOU WITH OUR FINAL ZONING PROPOSAL.

WE WILL CONTINUE AS WE HEAR FEEDBACK TONIGHT.

LOOK AT ARE THERE ARE THERE WAYS THAT WE CAN IMPROVE ON THESE ZONES? WE'LL CONTINUE TO BE IN COMMUNICATION WITH YOU, THE BOARD, OVER THE NEXT WEEK.

WE'LL HAVE A FINAL PROPOSAL NEXT MONDAY.

AND THEN NEXT MONDAY, THE BOARD WILL VOTE ON THE SCHOOL ZONES FOR THE 23-24 SCHOOL YEAR.

SO WITH THAT, I'M WILLING TO EITHER ANSWER SOME QUESTIONS OR HAVE A SEAT AND LET COMMUNITY IMPACT OR FEEDBACK HAPPEN AND THEN ANSWER QUESTIONS AT THE END.

I DID MY DUE DILIGENCE TO LOOK FOR A GOOD SCHOOL, AND SO WE LANDED ON SPEARS AND I FOUND AN APARTMENT THERE.

SO SHE IS GOING INTO FOURTH GRADE NEXT YEAR.

I DID NOTICE THAT Y'ALL HAD SOME EXCEPTIONS FOR FIFTH GRADE, SO THOSE WERE GOING TO BE MY QUESTIONS TONIGHT.

SO IF MAYBE THAT COULD BE EXPANDED BECAUSE IT SEEMS LIKE JUST A LITTLE AREA THAT Y'ALL REZONE FROM SPEARS TO SHAWNEE TRAIL.

AND I'M REALLY TRYING TO FIGURE OUT HOW THAT MAKES MUCH OF AN IMPACT.

I KNOW IT'S A DIFFICULT ISSUE AND FEELS DIVISIVE FOR MANY PEOPLE.

SO OUR WE HAVE GONE TO SHAWNEE TRAIL FOR MANY YEARS.

I HAVE A MIDDLE SCHOOLER AND HE SO I THINK WE'VE BEEN THERE FOR EIGHT YEARS.

AND MY CONCERN IS JUST LOOKING AT THE ZONING CHANGES FOR SHAWNEE TRAIL IS THAT WE ALREADY ARE A TITLE ONE SCHOOL.

WE HAVE ABOUT OVER 28% ECONOMICALLY DISADVANTAGED AND THE STUDENTS THAT ARE BEING MOVED FROM SPEARS, SPEARS ALSO IS A TITLE ONE SCHOOL.

AND SO I JUST HAVE A PASSION FOR MAKING SURE THAT, AS FRISCO ISD SAYS, EVERY STUDENT IS GETTING THE SERVICES THAT THEY NEED.

AND SO MY CONCERN IS THAT.

WHEN I WATCHED THE LAST MEETING WHERE THE ZONES WERE PRESENTED, IT SEEMED LIKE IT WAS BASED PURELY ON THE GROWTH AND THE NUMBER OF STUDENTS THAT EACH AREA THAT WAS REZONED REPRESENTED. BUT I JUST WANTED TO MAKE SURE THAT THERE WERE OTHER DEMOGRAPHICS CONSIDERED AS WELL, SUCH AS WHAT WOULD THAT DO TO THE STUDENT POPULATIONS? AND THEN WOULD SHAWNEE TRAIL THEN HAVE ENOUGH RESOURCES TO BE ABLE TO SERVE ALL OF THOSE STUDENTS? AND SO I JUST WANT TO MAKE SURE THAT WHILE THE ZONES MAY NOT BE ABLE TO BE CHANGED AGAIN NOW AT THIS POINT, DEPENDING ON HOW THE BOARD SEES IT, YOU KNOW THAT THAT'S CONSIDERED FOR SHAWNEE TRAIL AND THAT THEY WOULD THEN HAVE THE TRAINING AND THE RESOURCES TO SERVE ALL OF THE STUDENTS.

AND THEN THE OTHER THING I NOTICED ABOUT OUR ZONE IS THAT OUR STUDENTS WILL NOW BE GOING TO THREE DIFFERENT MIDDLE SCHOOLS.

AND WE'RE ACTUALLY THE ONLY ELEMENTARY SCHOOL, FROM WHAT I COULD TELL ON THE ZONES THAT THAT APPLIES TO.

THAT FOR ME FEELS KIND OF COUNTER TO THE SMALL SCHOOL FEEL THAT FRISCO ISD PRIDES ITSELF ON.

AND SO I DID WANT TO JUST BRING THAT TO THE BOARD'S ATTENTION.

I KNOW IT'S DIFFICULT. THERE'S SO MANY ELEMENTARY SCHOOLS TO BE ABLE TO ANALYZE EACH ONE, BUT A LOT SPLIT BETWEEN TWO MIDDLE SCHOOLS.

BUT [INAUDIBLE] OURS WOULD BE THE ONLY ONE THAT STUDENTS WILL NOW GO TO THREE DIFFERENT MIDDLE SCHOOLS.

SO. AND THAT'S IT.

HI. FIRSTLY, I AM ACTUALLY A SMITH PARENT AND WE ARE HAPPY TO WELCOME MORE PEOPLE TO OUR CAMPUS.

WE LOVE OUR SCHOOL, WE LOVE OUR COMMUNITY.

WE ARE VERY APPRECIATIVE OF THE FEEDBACK THAT THE BOARD LISTENED TO ABOUT OUR CONCERNS.

SOME OF OUR CONCERNS WERE THE AMOUNT OF STUDENTS BEING TAKEN OUT AND THE AMOUNT BEING BROUGHT IN, AS WELL AS OUR CAMPUS LAYOUT.

WE ALL, ALL CAMPUSES ARE BUS ACCESSIBLE.

DON'T GET ME WRONG, BUT THERE ARE DEFINITELY VARYING DEGREES OF ACCESSIBILITY.

AND TO HAVE 300 STUDENTS BE BUS ELIGIBLE WHEN CURRENTLY WE'RE AT ZERO.

WE'RE IN A RESIDENTIAL AREA.

WE'RE NOT OFF MAJOR HIGHWAYS.

I THINK SOME OF THESE FACTORS NEED TO BE LOOKED AT AND CONSIDERED IN THE FUTURE.

AND YOU ALL MIGHT ALREADY DO THIS, BUT I SPECIFICALLY ASKED THE REZONING AND I NEVER GOT A RESPONSE, AS IF THAT IS ONE OF THE FACTORS.

ONE OF MY CONCERNS IS I REALLY FEEL LIKE THERE'S A NEED FOR AN ELEMENTARY SCHOOL IN THE SOUTHERN AREA.

THE DISTRICT'S OWN PROJECTIONS FOR YEARS HAVE SHOWN THAT, AND YET THERE IS NO SCHOOL PLANNED.

FRISCO ISD HAS GONE ON THE RECORD SAYING THEY ARE NOT BUILDING IN THE SOUTH, THAT THEY'RE JUST GOING TO SHUFFLE AND THERE'S ONLY SO MUCH SHUFFLING THAT CAN HAPPEN.

EVEN WITH THE NEWEST UPDATES, THERE ARE STILL MULTIPLE SCHOOLS AT OR NEAR OR EVEN BEYOND MAX CAPACITY.

AND I DON'T KNOW WHAT THE SOLUTION IS, BUT THAT IS OF CONCERN TO ME BECAUSE MAXIMUM CLASS SIZE EXCEPTIONS ARE GOING TO BE NEEDED

FOR MULTIPLE CLASSROOMS. IT'S NOT A LONG TERM SOLUTION.

WE NEED TO WORRY ABOUT TEACHER RETENTION, TEACHER SATISFACTION.

THOSE GO OUT THE WINDOW WHEN THEY ARE OVERRUN AND SO FULL THAT THEY'RE CLOSED CAMPUSES.

LET'S NOT YOU KNOW, MAX CLASS SIZE ISN'T GOOD FOR THE STUDENTS, FOR AN ACADEMIC LEARNING.

IF YOU KEEP REZONING EVERY VERY FREQUENTLY, YOU KNOW, THAT IS VERY, VERY IMPACTFUL RIGHT FOR THE KID.

GIVEN THE FACT THAT FRISCO HIGH IS A WAY FOR THE DISTANCE FROM OUR HOME THAN REEDY AND WALKING WOULD TAKE TOO LONG FOR BOTH SCHOOLS.

IT ALSO COMPLICATES MATTERS AS WE ALL ARE PLANNING TO TAKE PART IN AFTER SCHOOL ACTIVITIES SUCH AS THEATER, ARCTIC AND DECA.

SO WE'LL BE REALLY BUSY.

THIS WILL PUT A HUGE STRESS ON OUR FAMILY AS WE WOULD HAVE TO JUGGLE THREE DIFFERENT SCHEDULES IN TWO DIFFERENT SCHOOLS.

MAYBE SOMETHING LIKE A TEN YEAR SUSTAINABLE PLAN THAT INVOLVES EVERYBODY, NOT JUST AN OUTSIDE CONSULTANT, BUT MAYBE THE CITY OF FRISCO DEVELOPERS WHO ARE MOVING IN AND REALLY GETTING A BETTER UNDERSTANDING OF THE LONG RANGE DEMOGRAPHICS, INCREASING THE COMMUNICATION TO THOSE WHO ARE AFFECTED, MAYBE GETTING TOGETHER A COMMUNITY OR FAMILY OVERSIGHT TASK FORCE THAT'S EVEN MORE REMOVED FROM THE BOARD THAT SOLELY DEDICATED TO IMPROVING THIS UNDERTAKING THE APPROACH.

INCREASE IN FORMAL MEETINGS WITH FAMILIES IN THE COMMUNITY, MAYBE BETTER METHODS FOR INCREASED FEEDBACK AND DEFINITELY A LONGER TIMELINE TO GO THROUGH THIS PROCESS I THINK WOULD BE A REAL BENEFIT TO THE COMMUNITY.

AGAIN, I JUST ASK AND CHALLENGE THE STATUS QUO.

CURRENTLY, WE DO NOT HAVE A MIDDLE SCHOOL IN OUR 2018 BOND PROGRAM.

SO BUILDING A MIDDLE SCHOOL TO RELIEVE NELSON RIGHT NOW WOULD BE DIFFICULT WITHOUT THE APPROVAL OF ANOTHER BOND PROGRAM.

THEN YOU'RE LEFT WITH TWO OPTIONS.

THAT IS, YOU CAN EITHER CLOSE AN OVERFLOW OR YOU CAN REZONE.

SO WHEN WE LOOK AT THAT IN NELSON'S CASE, WE'RE LOOKING AT A COUPLE OF THINGS WE BELIEVE THAT WE DO HAVE.

WE WILL WE KNOW WE NEED A MIDDLE SCHOOL AND THE BRINKMAN RANCH COMING IN THE NEXT PROBABLY 3 TO 4 YEARS.

SO IF YOU REZONE RIGHT NOW, YOU ARE GOING TO TAKE ESTABLISHED NEIGHBORHOODS, MOVE THEM TO A SCHOOL FOR TWO OR THREE YEARS, AND THEN MOVE THEM TO A NEW SCHOOL.

WHAT WE HAVE FOUND OVER THE LAST FEW YEARS IS WE WE TEND TO FIND THAT WHEN YOU CLOSE A SCHOOL, YOU'RE NOT IMPACTING FAMILIES THAT HAVE LIVED IN A NEIGHBORHOOD FOR SIX, SEVEN, EIGHT, NINE YEARS.

YOU'RE IMPACTING FAMILIES WHO ARE JUST MOVING IN TO FRISCO FOR THE FIRST TIME.

SO WE HAVE FOUND THAT THAT THAT SEEMS TO BE A BETTER SOLUTION FOR US.

NEITHER SOLUTION IS THE PERFECT SOLUTION.

SO SOMETIMES WE DON'T ALWAYS GET TO CHOOSE WHERE WE HAVE LAND, AND THAT MAKES THINGS DIFFICULT.

BUT DEFINITELY WE KNEW THAT WAS A BIG NEIGHBORHOOD COMING.

AND THEN SOMEBODY ALSO SAID IN THE LAST TWO BOND PROGRAMS, THERE HAS NOT BEEN AN ELEMENTARY BUILT IN THE SOUTH PART OF THE DISTRICT.

TALLEY WAS FROM THE LAST BOND PROGRAM, AND IT'S DEFINITELY IN THE SOUTH PART OF THE DISTRICT.

AND THEN ANOTHER REASON FOR THAT IS JUST THE OBVIOUS ONE THAT THE SOUTH PART OF THE DISTRICT CLEARLY WAS THE FIRST PART TO DEVELOP BECAUSE IT'S NEAR TO 121 AND NEAR PLANO.

AND SO A LOT OF OUR SCHOOLS WERE BUILT ON THE EARLIER SIDE OF OUR BOND PROGRAMS IN IN THE SOUTH SIDE.

AND THEN WE DO HAVE SOME CAPACITY IN SOME OF THE SCHOOLS ON THE SOUTH SIDE OF THE DISTRICT.

AND WHAT WE'RE ALWAYS LAYING OUT IS DO YOU BUILD A $35 MILLION ELEMENTARY SCHOOL WHEN YOU HAVE CAPACITY AT EXISTING SCHOOLS? SO IT'S A HARD CONVERSATION.

AND I MEANT TO START BY SAYING THIS IS THE HARDEST THING OUR STAFF DOES EVERY EVERY YEAR.

NO ONE LOOKS FORWARD TO THIS.

NO ONE LOOKS FORWARD TO THESE CONVERSATIONS.

IT'S IT'S REALLY, REALLY DIFFICULT.

AND WE WOULD LOVE, AS A SPEAKER SAID, TO HAVE A TEN YEAR SOLUTION AT A TIME.

WE HAVE BEEN THE FASTEST GROWING SCHOOL DISTRICT IN THE UNITED STATES AND A LOT OF PEOPLE TALKED ABOUT STABILITY.

IT'S IT'S HARD TO HAVE STABILITY FOR STUDENTS WHEN 3500 STUDENTS A YEAR ARE MOVING INTO OUR DISTRICT.

I THINK OVER THE NEXT FIVE YEARS WE SEE OUR GROWTH STARTING TO STABILIZE.

AND I THINK WE CAN HAVE LONGER TERM PROJECTIONS AS WE GO FORWARD.

BUT AS WE'RE STILL BUILDING SCHOOLS BECAUSE PEOPLE ARE MOVING IN, WE HAVE TO HAVE SOMEWHERE TO PUT THEM.

AND THAT'S IT PUTS US IN A TOUGH SITUATION.

BUT IT'S IT'S DEFINITELY.

THESE MEETINGS ARE ARE MEETINGS THAT NO ONE IS EVER EXCITED ABOUT OR LOOK FORWARD TO AS WE'RE MAKING THESE DECISIONS.

OKAY. I'M GLAD YOU BROUGHT THAT UP.

THE ONE SPEAKER AND THE POINT THAT WE'VE MADE BEFORE WHERE THERE'S BEEN 18 REZONINGS IN THE LAST 20, 21 YEARS.

I THINK THE POINT IS WORTH MAKING THAT PART OF Y'ALL'S PROCESS IS TO LOOK AND SEE AREAS THAT MIGHT HAVE BEEN AFFECTED RECENTLY AND TRY TO AVOID RE AFFECTING THEM.

SO MY POINT OF BRINGING THAT UP IS THAT WHILE WE HAVE REZONED MAYBE 18 OF THE LAST 21 YEARS, IT'S NOT ALWAYS THE SAME AREA, IT'S NEVER THE SAME AREAS YEAR TO YEAR.

SO WE'RE NOT TALKING ABOUT THE SAME CHILDREN NECESSARILY.

AND THAT IS A POINT OF Y'ALL'S EMPHASIS WHEN YOU WHEN YOU GO THROUGH THIS PROCESS.

IN THE LAST FEW YEARS AS WE HAVE SLOWED THE BUILDING OF OF OUR CAMPUSES AND SOME OF THIS REZONING HAS NOT BEEN TO NEW SCHOOLS BUT BEEN TO EXISTING SCHOOLS.

I'M APPRECIATIVE OF THE EXTRA STEP IN THE PROCESS THAT WE'VE GONE THROUGH, MAINLY THAT YOU GUYS HAVE GONE THROUGH THROUGH PHONE CALLS AND MEETINGS AND THINGS LIKE THAT TO FIND EXCEPTIONS WHERE IN THE PAST WE DIDN'T MAKE THEM BECAUSE WE WERE GOING TO NEW SCHOOLS.

THE GROWTH WAS AT A RATE THAT WE JUST WEREN'T ABLE TO DO IT.

BUT NOW WHEN WE'RE GOING FROM EXISTING SCHOOL TO EXISTING SCHOOL, GOING THE EXTRA MILE, LOOKING FOR THESE EXCEPTIONS THAT WE CAN ADD BACK IN AND HAVING ADDITIONAL FLEXIBILITY.

AND THIS ISN'T THE FIRST YEAR WE'VE DONE IT.

WE'VE DONE IT IN THE LAST SEVERAL YEARS.

WHEN I LOOK AT THE MAP, I SEE, FOR EXAMPLE, CARROLL ELEMENTARY AT 338 STUDENTS AND THEN SPEARS ELEMENTARY AT CLOSE TO 900 STUDENTS. RIGHT.

AND SO YOU LOOK AT THAT, IS THERE IS THERE A REASON FOR THAT? IS THAT THE SIZE OF THE SCHOOLS? DO YOU KNOW? WERE THE OLDER SCHOOLS BUILT AT A DIFFERENT CAPACITY THAN THE NEWER SCHOOLS? I'M ALSO LOOKING AT ASHLEY, WHICH I KNOW IS AN OLDER SCHOOL, A 20 YEAR SCHOOL, AND MINETT, THAT'S A NEWER SCHOOL AND THEIR NUMBERS ARE A LITTLE MORE SIMILAR.

SO IF YOU COULD SPEAK TO THAT, I THINK THAT MIGHT BE HELPFUL TO JUST UNDERSTAND SORT OF HOW WE DO THAT AND WHY THERE'S 900 STUDENTS OVER HERE AND 350 OVER HERE.

WHEN YOU LOOK AT THE MAPS THAT WE PRESENT FOR ZONING, THE MAPS THAT YOU SEE ARE GEO CODED STUDENTS, WHICH MEANS BASED ON THE ZONES THAT WE'RE PRESENTING, THOSE ARE STUDENTS WHO LIVE WITHIN THAT ATTENDANCE BOUNDARY.

SO WHEN YOU LOOK AT SOME OF OUR SCHOOLS, CARROLL'S ONE, CHRISTY'S ONE.

WHEN WE LOOK AT OUR BILINGUAL PROGRAMS, THOSE NUMBERS THAT YOU SEE ON THE MAP DO NOT INCLUDE THOSE BILINGUAL PROGRAMS AT THOSE TWO CAMPUSES.

SO I THINK. CARROLL I'M GUESSTIMATING SOMEWHERE AROUND 200 TO 30 STUDENTS.

YOU WOULD ADD TO THAT WE HAVE I THINK IT'S 12 OR 14 CAMPUSES THAT YOU DON'T SEE ON HERE THAT ALSO HAVE PRE-K CLASSROOMS. SO WHEN YOU ADD 20 STUDENTS, 22 STUDENTS IN EVERY PRE-K TO THOSE.

SO WE LOOK AT THOSE WHEN WE'RE GOING THROUGH AND MAKING THESE ZONES, WE JUST DON'T PUBLISH THEM BECAUSE IT CAN GET DIFFICULT BECAUSE WE ALSO SOMETIMES HAVE TO MOVE THOSE PROGRAMS YEAR TO YEAR.

SO UNTIL WE FINALIZE THIS, THEN THE NEXT STEP IS TO LOOK AT THOSE PROGRAMS. SO BRIGHT IS ANOTHER ONE WITH THE IB PROGRAM THAT SOMEBODY MENTIONED.

IF WE EXTEND THIS PROCESS ANOTHER MONTH, WE WILL BE HIRING TEACHERS AFTER SPRING BREAK AND WE WILL NOW LOSE TO PLANO, PROSPER, MCKINNEY FOR FIRST DIBS AT TEACHERS IN THE EARLY PART OF THE HIRING PROCESS.

SO THIS IS THAT INITIAL STEP THAT GETS US TO THE END GAME, WHICH IS MAKING SURE WE KNOW WHAT FTE IS AND WHAT HR NEEDS AS THEY BEGIN THEIR HIRING SEASON.

SO THAT'S WHY THAT TIMELINE IS FOR US IS REALLY CRITICAL.

AND ALSO TO THAT, I MEAN, OBVIOUSLY, REZONING IS A VERY EMOTIONAL TIME FOR OUR COMMUNITY.

AND I THINK IT'S A REALLY HARD THING.

I DON'T KNOW THAT I WOULD SUPPORT HAVING PARENTS HAVE TO BE IN CHARGE OF BEING A PART OF THOSE DECISIONS FOR COMMUNITY MEMBERS TO KNOW THAT OTHER PARENTS WERE A PART OF REZONING THEIR CHILD.

I DON'T KNOW THAT THAT CREATES THIS CULTURE OF WORKING TOGETHER.

I THINK IT CREATES A LOT OF DIVISION, AND SO IT'S SOMETHING WE'VE TALKED ABOUT A LOT OVER THE YEARS BECAUSE WE WANT PARENTS INVOLVED IN EVERY SINGLE THING THAT WE POSSIBLY CAN GET PARENTS INVOLVED IN.

BUT THIS PARTICULAR THING, IF I KNEW THAT A NEIGHBOR OR FRIEND OR SOMEONE THAT LIVED ON THE OTHER SIDE OF A TOWN MADE A DECISION FOR MY CHILD, I DON'T KNOW THAT THAT WOULD GO GREAT.

AND SO WE REALLY WANT OUR COMMUNITY TO TRUST IN THIS PROCESS.
