WE ATTENDED THE VERY FIRST EVER ATHLETIC LEADERSHIP SUMMIT LED BY OUR AWESOME AD GRACE MCDOWELL WAS AN INCREDIBLE EVENT AT THE STAR THAT THEY PUT ON FOR THE FIRST TIME THIS YEAR.

WHAT WE'RE GOING TO DO TONIGHT IS A PREVIEW OF WHAT WE EXPECT THIS TO LOOK LIKE AT YOUR REGULAR BOARD MEETINGS THROUGHOUT THIS YEAR AND THEN KIND OF GIVE YOU THE END GOAL IN MIND FOR FOR WHERE WE'RE MOVING IN TERMS OF REPORTING AND THAT KIND OF THING GOING INTO NEXT YEAR AND THE FOLLOWING YEAR.

AND WES IS GOING TO GO THROUGH EACH ONE OF THOSE AREAS AND WHAT THEY MEAN HERE IN A MINUTE.
IN ADDITION TO DEVELOPING THE FRAMEWORK, WE ALSO STARTED WORK PRE COVID ON A COMMUNITY BASED ACCOUNTABILITY SYSTEM, WHICH IS THE SYSTEM THAT DRIVES CHANGE AND KIND OF HOLDS US ACCOUNTABLE TO THAT FUTURE READY FRAMEWORK.
SO WE KNOW THAT THE STATE HAS ACCOUNTABILITY MEASURES THAT THEY PLACE UPON US.
BUT IN FRISCO ISD WERE MORE SORRY, I'M GETTING FEEDBACK IN FRISCO ISD WE REALLY WANT TO MEASURE MORE THAN JUST OUR PROGRESS AND ACHIEVEMENT ON STANDARDIZED TESTS.

ONE OF THE LESSONS LEARNED OVER THE PAST FEW YEARS, JUST AS WE'VE STARTED TO IMPLEMENT SOME REALLY MAJOR INITIATIVES, IS THAT COMMUNICATION CAN ALWAYS IMPROVE AND WE CAN ALWAYS DO MORE OF IT.
AND SO WE REALLY THOUGHT WITH THAT IN MIND WHEN WE DEVELOPED THIS CHANGE MANAGEMENT PROCESS.

AND THEN THE LAST ONE, WHICH IS THE NEW ONE, IS STRATEGIC ABANDONMENT.
AND IT'S NOT TOO NEW TO YOU GUYS BECAUSE I'VE TALKED TO YOU ABOUT IT BEFORE.
BUT STRATEGIC ABANDONMENT REALLY IS THE ART OF LETTING GO.
IT'S IT'S US TAKING A LOOK AT ALL OF THE THINGS THAT WE DO AND ALL OF THE RESOURCES THAT WE HAVE ALLOCATED AND FIGURING OUT WHAT IS MAKING A LASTING IMPACT, WHAT IS TRULY ALIGNED WITH A MAJOR INITIATIVE, AND WHAT ARE SOME THINGS THAT WE CAN GIVE PEOPLE THE FREEDOM TO LET GO, BE IT REALLY SMALL OR MAYBE A LITTLE BIT BIGGER. AND IF WE CAN'T GIVE THEM THE FREEDOM TO LET IT GO, HOW CAN WE CHANGE IT IN A WAY THAT VALUES PEOPLE'S TIME MORE, GIVES THEM SOME TIME BACK TO MEET SOME OF THE OTHER NEEDS THAT THEY HAVE.
SO THIS YEAR'S GOAL, WHILE I CAN'T PROMISE THAT WE'RE GOING TO HAVE A LIST BY THE END OF THE YEAR, OF ALL THE THINGS THAT WE LET GO OF THIS YEAR'S GOAL IS REALLY TO TAKE STOCK AND LOOK AT HOW WHAT CHANGES CAN WE MAKE THAT WOULD HELP MAKE AN IMPACT.
AND I THINK A LOT OF THE OTHER FIVE INITIATIVES THAT YOU SEE ON THE SCREEN ARE PLACES THAT WE'RE GOING TO FIND THINGS THAT WE CAN TWEAK OR CHANGE OR WORK TO, TO DO A LITTLE BIT DIFFERENTLY.
THAT WILL REALLY BUILD A LOT OF CAPACITY IN PEOPLE.
SO WHAT DOES ACCOUNTABILITY LOOK LIKE IN FRISCO ISD? HERE IN A FEW WEEKS THE STATE ACCOUNTABILITY RATING WILL COME OUT.
WE WANT TO BE SURE THAT YOU GUYS UNDERSTAND AND THAT OUR COMMUNITY UNDERSTANDS THAT THE STATE ACCOUNTABILITY RATING IS ONE METRIC AND IT MEASURES HOW WELL WE DO ON STANDARDIZED TESTS.
AND THAT IS ONLY ONE PIECE OF OUR FUTURE READY FRAMEWORK AND NOT EVEN ONE WHOLE PIECE.
IT'S MAYBE A COUPLE OF KEY QUESTIONS OF OUR FUTURE READY FRAMEWORK.

AND WE OUR GOAL IS TO PROVIDE AN ENVIRONMENT IN WHICH STUDENTS DO LEARN SOME.
SOME STUDENTS LEARN CERTAIN TOPICS AT DIFFERENT RATES THAN OTHER STUDENTS.
AND SO OUR GOAL IS TO TRY TO MEET EVERY STUDENT BY NAME AND NEED.
AND SO ARE THERE TIMES WHERE A STUDENT MIGHT NEED A LITTLE EXTRA SUPPORT? SOMETIMES THAT'S TUTORIALS.

I THINK THE BOTTOM LINE IS THAT THE KIDS WILL LEARN AND THAT THEY'RE MASTERING THE MATERIAL.
THE CONCERN I HAVE IS THAT IN COMPANIES OR ANYWHERE YOU DO BUSINESS THEY'RE GOING TO WANT PEOPLE WANT TO KNOW WHO THE BEST PERSON IS, WHO THE SECOND BEST, AND WHO THE THIRD BEST. AND AND WE TYPICALLY DID THAT THROUGH WRITING A, B, C AND ADDING DIFFERENT COMPONENTS.
IF THEY DO THEIR HOMEWORK, DID THEY TURN IN THEIR ASSIGNMENTS ON TIME? AND ALL THOSE THINGS ARE IMPORTANT.
ALSO, NOT ONLY DID THEY MASTER THE MATERIAL, BUT DID THEY DO IT IN A TIMELY MANNER.

EVERY MEMBER DISTRICT HAS THE OPPORTUNITY TO APPOINT ONE DELEGATE AND ONE ALTERNATE.PARTICIPATION IS VITAL IN THIS PROCESS TO ENSURE THAT EVERY DISTRICT HAS A VOICE IN DEVELOPING THE ASSOCIATION ADVOCACY PRIORITIES FOR ALL OF OUR TEXAS PUBLIC NEIGHBORHOOD SCHOOLS. THIS PROCESS BEGAN BACK IN NOVEMBER WHEN WE ALL RECEIVED AN INITIAL SURVEY THAT ALLOWED TRUSTEES IN TEXAS ALL OVER THE STATE TO SHARE TOP CONCERNS THAT THEIR DISTRICTS ARE FACING.
THE SURVEY RESULTS ARE THEN PRESENTED AT THE GRASSROOTS MEETINGS THAT ARE HELD IN EVERY SINGLE 20 OF THE 20 REGIONS IN TEXAS, WHICH BEGAN LATE JANUARY AND WENT THROUGH EARLY PART OF MARCH. OURS WAS IN FEBRUARY, I BELIEVE, IF I REMEMBER RIGHT.
THIS GROUP OF 110 TRUSTEES ACROSS THE STATE MET IN APRIL TO DEVELOP A DRAFT A DRAFT LIST OF LEGISLATIVE PRIORITIES THAT CAME FROM ALL 20 REGIONS. THE LAC MET AGAIN IN JUNE TO CONTINUE DEVELOPING THE TASB ADVOCACY AGENDA PRIORITIES AND FINALIZED PRIORITY STATEMENTS ON ISSUES FACING TEXAS PUBLIC SCHOOLS.
QUICK SIDE NOTE I WANT TO SAY THANK YOU TO OUR OWN MS. DAVIS FOR BEING A MEMBER OF THE LAC AND PARTICIPATING IN THIS VERY IMPORTANT PROCESS, SO THANK YOU.
NEXT. AFTER THAT, THOSE PRIORITIES WERE DISCUSSED THIS PAST WEEKEND DURING THE TASB BOARD LEGISLATIVE COMMITTEE MEETING, WHICH WERE THEN PRESENTED TO AND APPROVED BY THE FULL TASB BOARD OF DIRECTORS ON SATURDAY.
THE DELEGATES AT TASB BIG DELEGATE ASSEMBLY, WHICH WILL BE HELD IN CONVENTION IN SEPTEMBER, WILL NOW HAVE THE OPPORTUNITY TO REVIEW, AMEND AND ADOPT THE STATEMENTS THAT WILL BECOME THE TASB PRIORITIES FOR THE 2022-2024 ADVOCACY AGENDA.
I ALSO WANT TO ADD THAT OVER 30 DISTRICTS TURNED IN 186 RESOLUTIONS THAT ARE MORE SPECIFIC NEEDS TO DISTRICTS AND REGIONS AND DISTRICTS.
OF THOSE 186, THERE WERE 6 THAT WERE NOT APPROVED.
THERE WERE 60 THAT WERE DUPLICATE IN NATURE.
SO THEY JUST KIND OF COMBINED THEM WITH THE OTHER ONES.
THAT WILL THEN LEAD US INTO THE NEXT LEGISLATIVE SESSION.
SO I KNOW THAT'S PROBABLY MORE THAN YOU WANTED TO HEAR, BUT IT'S KIND OF FUN TO WATCH THIS PROCESS AND SEE THAT IT REALLY IS TRULY A GRASSROOTS EFFORT FROM ACROSS THE STATE, BEGINNING FROM EACH DISTRICT AND EVERYONE GETS A VOICE.

WE SUBMIT THOSE FINAL PROPERTY VALUES OR THOSE THOSE CERTIFIED PROPERTY VALUES TO TEA.
TEA THEN TELLS US WHAT OUR M&O TAX RATE SHOULD BE.
AND THAT GOES INTO THIS PRESENTATION THAT I AM GIVING YOU TONIGHT.
SO PROPERTY VALUES JUST KIND OF A QUICK COMPARISON TO WHERE WE WERE WHEN WE PROJECTED THIS IN APRIL, BASED ON PRELIMINARY ESTIMATES THAT THE COUNTY APPRAISAL DISTRICTS GAVE US VERSUS WHERE WE ACTUALLY ENDED UP IN JULY WAS A PRETTY SIGNIFICANT DIFFERENCE, ABOUT $3 BILLION WORTH OF TAXABLE VALUE DIFFERENT.

A COUPLE OF THINGS THAT HAPPENED TO CREATE THIS DIFFERENCE.ONE IS THE ADDITIONAL HOMESTEAD EXEMPTION.
SO THAT'S JUST KIND OF A LITTLE BACKGROUND.
THAT $3 BILLION DIFFERENCE EQUATES TO APPROXIMATELY $2 MILLION LESS REVENUE IN THE GENERAL FUND DUE TO AN INCREASE IN RECAPTURE AND APPROXIMATELY $10 MILLION MORE IN I&S REVENUE.
THAT'S GREAT FOR OUR DEBT SERVICE FUND BECAUSE THAT MEANS WE CAN CONTINUE TO HOLD THAT 27% TAX RATE FOR JUST A LITTLE BIT LONGER THAN WE INITIALLY PLANNED TO BE ABLE TO DO WHEN WE LOWERED IT BACK IN 2018.
I THINK WE'VE ALL KIND OF FELT THIS.
THE CHART KIND OF GOES WITHOUT EXPLANATION, BUT YOU CAN SEE JUST HOW DRAMATIC THAT INCREASE RELATED TO APPRECIATION OF EXISTING PROPERTY HAS BEEN THIS YEAR.
OUR TIER ONE TAX RATE, SO IT'S BASED OR IT'S MADE UP OF THREE PIECES.
THE TIER ONE PIECE, WHICH IS DETERMINED BY TEA AND THEN TIER TWO PENNIES, WHICH ARE APPROVED BY VOTERS EITHER FROM PREVIOUSLY APPROVED TAX RATE ELECTIONS OR FUTURE TAX RATE ELECTIONS.
WE GET UP TO $0.17 OF TAX TAXABLE PENNIES THROUGH VOTER APPROVAL.
WE ACTUALLY HIT THE FLOOR THIS YEAR, SO WE GREW BY SO MUCH THAT WE WERE NOT OUR TAX RATE WAS NOT LOWERED BY AS MUCH AS WE THOUGHT IT MIGHT BE BECAUSE WE HIT THAT 10% FLOOR.
YOU CAN SEE OUR OUR M&O, I&S AND TOTAL TAX RATE HISTORY OVER THE PAST TEN YEARS.
ON THE RIGHT HAND SIDE, THE LEFT HAND SIDE IS THE AVERAGE HOMESTEAD TAX BILL.
SO IF YOU OWN A HOME IN FRISCO ISD AND HAVE A HOMESTEAD EXEMPTION, THIS SHOWS YOU THE AVERAGE TAX BILL ON THAT ON AN ON A HOME IN FRISCO ISD.
SO THE AVERAGE HOMESTEAD TAX BILL IS UP IN 2022 COMPARED TO 2021, AND THAT IS BECAUSE PROPERTY VALUES INCREASED BY MORE THAN WE WERE ABLE TO DECREASE OUR TAX RATE BECAUSE LIKE I MENTIONED A MINUTE AGO, WE DID HIT THAT FLOOR SO THAT WE'RE NOT DECREASING BEYOND THAT ACCEPTABLE LEVEL COMPARED TO THE REST OF THE STATE.
JUST SOME QUICK TERMINOLOGY FOR YOU BEFORE YOU GUYS VOTE TO SET THE TAX RATE.
THERE ARE SOME SOME NAMES OF TAX RATES ON THE OFFICIAL CALCULATIONS.
ONE IS THE NO NEW REVENUE TAX RATE.
THE NO NEW REVENUE TAX RATE ALSO USED TO BE CALLED THE EFFECTIVE TAX RATE.
THIS RATE IS INTENDED TO TELL A TAXPAYER WITH THE EFFECT OF OUR TAX RATE IS ON THEM.
SO IT'S THE RATE THAT WE WOULD NEED IN ORDER TO GENERATE THE SAME TAX LEVY AS LAST YEAR.
AND WHAT IS THAT TAX RATE THIS YEAR COMPARED TO LAST YEAR FOR THAT SAME AMOUNT.
TAX RATE MAKES A LOT OF SENSE FOR CITIES, COUNTIES WHO DON'T HAVE STATE AID TO CONTEND WITH.

MS. MILLER THERE WAS A QUESTION ABOUT ITEM 19 FOR THE STUDENT CODE OF CONDUCT.AND WOULD YOU MIND GOING OVER JUST VERY BRIEFLY WITH THE CHANGES IN THE STUDENT CODE OF CONDUCT PRIOR TO US TAKING A VOTE? NO, THANK YOU.
WHAT THE STUDENT CODE OF CONDUCT DOES IS IT LISTS THE EXPECTATIONS FOR STUDENT BEHAVIOR AS WELL AS WHAT CONSEQUENCES MIGHT BE APPROPRIATE DEPENDING ON WHAT OFFENSES THE STUDENT HAS DONE.
SO WE'VE ADDED JUST TWO THINGS TO THE STUDENT CODE OF CONDUCT THIS YEAR.
AND THAT'S JUST ONE OF OUR SAFETY MEASURES THAT WE'RE PUTTING IN PLACE.
AND THERE WILL BE AN UNDERSTANDING THAT THERE WILL BE CONSEQUENCES ASSIGNED IF THIS WERE TO OCCUR.
[INAUDIBLE] THE SECOND ONE HAS TO DO WITH A DISTRICT OF INNOVATION AMENDMENT THAT WE FELT NEEDED TO BE INCLUDED IN THE STUDENT CODE OF CONDUCT IN TEXAS EDUCATION CODE, CHAPTER 37.
IN 2019, WE PASSED AN AMENDMENT THROUGH OUR DISTRICT OF INNOVATION THAT STATED THAT IF A STUDENT UNDER THE AGE OF SIX HAS ENGAGED IN PERSISTENT MISBEHAVIOR THAT IS DEEMED BY THE THREAT ASSESSMENT TEAM TO PUT OTHER STUDENTS AND STAFF IN DANGER OF BODILY HARM, THAT THE STUDENT MAY BE PLACED TEMPORARILY AT THE STUDENT OPPORTUNITY CENTER.
AND SO WE FELT THAT IT WAS IMPORTANT TO INCLUDE THAT DISTRICT OF INNOVATION AMENDMENT, SINCE IT'S A LITTLE BIT DIFFERENT FROM WHAT IT SAYS IN CHAPTER 37 OF THE TEXAS EDUCATION CODE. SO THOSE ARE OUR TWO UPDATES TO THE STUDENT CODE OF CONDUCT.

AND FOR THOSE OF YOU THAT DON'T KNOW, FRISCO ISD IS ALSO THERE ARE PARTS OF FRISCO ISD IN MCKINNEY, PLANO AND LITTLE ELM, AND WE ARE SECURING AND HAVE SECURED SOME PATROL OFFICERS THAT WILL SPEND ADDITIONAL TIME AT OUR CAMPUSES WHEN THEY HAVE.
THEY'LL DO VARIOUS KINDS OF IF THEY HAVE TO DO PAPERWORK OR THEY HAVE TO DO THINGS THAT ARE NOT INVOLVED WITH PATROL, THEY'LL SPEND SOME TIME AT OUR CAMPUSES DOING THOSE KINDS OF THINGS. WE HAVE ALSO WORKING WITH THE CITY OF FRISCO AND PLANO AND ARE CONTINUALLY CONTINUING TO TALK TO THE CITY OF MCKINNEY ABOUT DEDICATED PATROL OFFICERS FOR OUR ELEMENTARY SCHOOLS.
THE CITY OF FRISCO IS DEDICATING THREE DEDICATED THREE PATROL OFFICERS TO DO NOTHING BUT DURING THE DAY PATROL OUR ELEMENTARY CAMPUSES.
WE'RE ALSO SECURING THOSE SAME KINDS OF SERVICES WITH THE CITY OF PLANO, CITY OF MCKINNEY.
AND WE ALREADY HAVE SRO SERVICES FOR OUR SCHOOLS IN THE CITY OF LITTLE ELM.

A HIGH LEVEL OF SCREEN TIME FOR OUR STUDENTS AND WHAT OUTCOME WE'RE GETTING FROM THIS.
I DON'T KNOW IF YOU WANT TO EXPLAIN A LITTLE BIT ABOUT WHAT WE DID DISCUSS THIS MORNING, BECAUSE I THINK IT'S RELEVANT FOR THE COMMUNITY TO KIND OF UNDERSTAND A LITTLE BIT ABOUT WHAT WE USE THIS PROGRAM FOR AND, YOU KNOW, THINGS LIKE THAT.

ACADEMIC RECOVERY AT ALL OF OUR HIGH SCHOOLS, INCLUDING FISD ACCELERATED FISD PLUS, IT'S A CRITICAL MECHANISM AND FISD PLUS OUR INTERIM PROGRAM THAT WE WORK WITH STUDENTS WHO ARE HOSPITALIZED. THIS PAST YEAR WE WERE ABLE TO SERVICE 300 OVER 300 STUDENTS THAT WERE HOSPITALIZED THROUGH THE USE OF THIS PARTICULAR PLATFORM.
WE HAD OVER 100 STUDENTS GRADUATE FROM SOC DUE TO THIS PROGRAM.
WE HAVE OVER THE LAST THREE YEARS, WE'VE HAD 4500 CREDITS ISSUED IN SUMMER SCHOOL BECAUSE OF THIS PROGRAM AND OVER 3,000 CREDITS RECOVERED THIS LAST SCHOOL YEAR BY USE OF THIS PROGRAM.
NOW, I'M SAYING [INAUDIBLE] THIS PROGRAM AN AWFUL LOT.
PLEASE KNOW THAT THERE ARE THIS IS A BLENDED LEARNING ENVIRONMENT.
THERE ARE THE PIECES WE UTILIZE FROM EDGENUITY ARE CURATED BY FRISCO ISD CURRICULUM CONTENT STAFF.
THE THINGS THAT OUR STUDENTS USE HAVE BEEN DESIGNED BY OUR TEACHERS, OUR STAFF.
THERE ARE FRESHLY CERTIFIED TEACHERS IN THE CLASSROOM WITH STUDENTS.
YES, THERE ARE SOME SELF PACED PIECES WITH THIS, BUT THE DESIGN IS TO WORK WITH STUDENTS AND TEACHERS, AND THERE'S SOME THINGS THAT ARE REMEDIATION, THERE'S SOME SELF-PACED ENRICHMENT LEARNING HERE.
BUT WE'VE HAD GREAT SUCCESS WITH THIS PROGRAM OVER THE LAST SEVERAL YEARS.
