MY HOMETOWN IS SANTA FE, TEXAS.

MAY 18, 2018 WAS WHEN TEXAS HAD ITS LAST SHOOTING.

I PERSONALLY KNOW A LOT OF THE FIRST RESPONDERS THAT WERE INVOLVED IN SANTA FE SHOOTING.

WHEN THAT HAPPENED, THE FIRST THING I DID HERE WAS REALLY DIVE INTO WHAT IS FRISCO DOING.

I CANNOT SAY ENOUGH ABOUT HIM AND HIS TEAM AND EVERYTHING THAT YOU ALL DO TO SUPPORT EVERYTHING THAT FRISCO BRINGS HOME TO PROTECT OUR CHILDREN.

I'M GOING TO GET EMOTIONAL BECAUSE WHEN YOU REALLY COMPARE IT TO A LOT OF OTHER DISTRICTS, IT'S JUST INSANE.

I WANTED TO SAY THANK YOU AND THANK YOU.

BUT I ALSO WANT TO ASK THE PUBLIC AS WELL AS EVERYBODY HERE, I FEEL LIKE WE NEED TO START HAVING THIS CONVERSATION A LITTLE BIT DIFFERENT, ESPECIALLY WHEN IT COMES TO OUR ISDS.

THERE'S TWO CONVERSATIONS.

YOU HAVE THE SHOOTER AND YOU HAVE THE TARGET.

YOU GUYS ARE THE TARGET, OUR KIDS IN THOSE BUILDINGS ARE THE TARGET.

THIS MAN AND HIS TEAM CAN CONTROL AS MUCH AS HE CAN AND PUT EVEN MORE LAYERS TO PROTECT THE TARGET, BUT WE HAVE TO START HAVING AS MUCH CONVERSATION ABOUT THE SHOOTER AND WHAT THAT LOOKS LIKE.

I KNOW IT'S REALLY POPULAR ON SOCIAL MEDIA AND IN THE PUBLIC TO SAY, THIS IS THE MENTAL HEALTH ISSUE.

WELL, NEWS FLASH.

THERE'S A LOT OF GROUPS THAT HAVE A LOT OF MENTAL ISSUES AND THERE IS A TYPE THAT IS THE SHOOTER AND IT IS NOT OUR MOST MENTALLY UNHEALTHY SUFFERING GROUPS.

WE HAVE TO START HAVING RESPONSIBLE CONVERSATION AS A COMMUNITY, AS PARENTS, AS TAXPAYERS, AND LEGISLATURES.

I JUST WANTED TO COME AND SAY YOU ALL'S JOB IS THE TARGET.

WE'RE BASICALLY WAITING FOR THE NEXT FOUR YEARS AND SIX DAYS, BECAUSE FOUR YEARS AND SIX DAYS IS WHEN IT WAS IN SANTA FE.

THERE'S A LOT OF THINGS THAT IN THIS POSITION THAT MAKES YOU WAKE UP IN THE MIDDLE OF THE NIGHT.

SOME OF THE THINGS THAT WE'VE DONE OVER THE YEAR THAT I'VE BEEN HERE HAS REALLY MADE ME SLEEP BETTER IN THE EVENING.

NOTHING SHORT OF WHAT WE'VE DONE WITH OUR EMERGENCY MANAGEMENT DEPARTMENT AND MR. BODIE THE JOB THAT HE'S DONE HERE.

I FEEL THAT WE ARE AS PREPARED AS ANY DISTRICT IN THIS METROPLEX.

WE HAVE RESOURCES TO OUR ADVANTAGE THAT WE CAN TAP INTO THAT A LOT OF DISTRICTS DON'T HAVE.

I'M GOING TO SHOW YOU SOME SLIDES ABOUT THE DEPARTMENT AND YOU'RE GOING TO HEAR ME MENTION PARTNERSHIP A LOT BETWEEN THE PD FIRE DEPARTMENT AND THE ISD.

THAT AGAIN, I DON'T KNOW OF ANY RELATIONSHIPS THAT EXIST LIKE THAT.

I WISH THAT I COULD TELL YOU STANDING HERE THAT I HAD THE ANSWERS FOR WHAT HAPPENED LAST WEEK.

THE PROBLEM THAT WE HAVE IS THE MISINFORMATION THAT'S COMING OUT FROM THE LAW ENFORCEMENT IN THAT AREA.

THE STORY HAS CHANGED SEVERAL TIMES, SO I'M REALLY LOOKING FORWARD TO GETTING SOME FACTUAL INFORMATION ON EXACTLY WHAT HAPPENED IN THE TIMELINES.

THEN WE CAN SIT DOWN AS A GROUP WITH OUR LAW ENFORCEMENT PARTNERS, THE ISD, AND THE MEMBERS OF THE BOARD AND THEN WE CAN PUT WHAT NEEDS TO GO INTO PLACE IN PLACE.

THAT'S THE EXPERIENCE THAT I'VE HAD IN THE YEARS THAT I'VE BEEN HERE.

WHENEVER THERE HAS BEEN A NEED FOR A CHANGE OR SOMETHING THAT'S HAPPENED.

WE'VE SPOKEN TO THE BOARD AND WE'VE PUT IN BEST PRACTICES.

YOU'LL SEE THAT WE REALLY ARE IN A GOOD POSITION, PROBABLY THE BEST POSITION WE'VE EVER BEEN IN BEFORE.

THIS DOESN'T WORK OR IT DOES? FOR THE BENEFIT OF THE NEW BOARD MEMBERS, PERHAPS YOU'RE NOT SURE WHAT THE SECURITY DEPARTMENT IN FRISCO DOES, I'LL GIVE YOU A QUICK OVERVIEW OF WHAT IT LOOKS LIKE.

AGAIN, EVERYTHING THAT WE TOUCH AND DO IS CONNECTED TO EMERGENCY MANAGEMENT.

WE'VE GOT CURRENTLY SEVEN SECURITY SPECIALISTS AND WHAT THEY DO IS THEY PATROL 24/7 HOURS A DAY.

THEY ARE ALWAYS ON PATROL, THEY'RE CHECKING FOR OPEN DOORS, THEY'RE CHECKING FOR DAMAGES THAT MAY HAVE OCCURRED AT ONE OF OUR FACILITIES.

YOU PROBABLY ARE AWARE OF THIS BUT EVERY FACILITY THAT WE HAVE HAS A SURVEILLANCE CAMERAS AND ACCESS CONTROL.

ALL OF OUR EXTERIOR DOORS ARE LOCKED AND CLASSROOM DOORS ARE LOCKED.

SURPRISINGLY, THERE'S STILL SOME DISTRICTS THAT DON'T HAVE LOCKS ON THEIR DOORS, SO REAL FORTUNATE THAT ALL OF OUR DOORS HAVE THE ABILITY TO LOCK.

AGAIN, I'M GOING TO JUMP ON MR. BODIE FOR A SECOND, BUT WE FOLLOW AND WE TRAIN TO THE STANDARD RESPONSE PROTOCOL.

WHAT YOU MAY NOT BE AWARE OF.

ANOTHER REASON WHY HAVE A LOT OF CONFIDENCE IN WHERE WE ARE TODAY IS THE RESPONSE TIME FROM THE FRISCO POLICE FOR PRIORITY ONE CALL, WHICH WOULD ACTUALLY BE AN ACTIVE SHOOTER OR SOMETHING THAT'S LIFE-THREATENING AT ONE OF OUR CAMPUSES IS UNDER TWO-AND-HALF MINUTES AND THAT'S PHENOMENAL.

AGAIN, THAT'S WITH CAMPUSES THAT DON'T HAVE AN SRO ON CAMPUS, SO THAT'S JUST THE TIME IT TAKES PATROL RESPOND.

WE'RE FORTUNATE TO HAVE OUR OWN TWO-WAY RADIO SYSTEM.

WE HAVE EIGHT ANTENNAS.

REPEATERS ARE LOCATED THROUGHOUT THE DISTRICT.

IN THE EVENT OF SEVERE WEATHER OR SOMETHING ELSE THAT WOULD HAPPEN WHERE EVERYBODY IS JAMMING ON THE CELL PHONES, WE HAVE THE ABILITY TO COMMUNICATE TO AND FROM CAMPUS OR THE ENTIRE DISTRICT.

WE CAN COMMUNICATE TO THEM WITHOUT BEING DEPENDENT UPON THE CELL PHONE COVERAGE.

RECENT ADDITION TO THAT REPEATER SYSTEM, ABOUT A YEAR-AND-A-HALF, MAYBE TWO YEARS AGO, WE WENT WITH THE FRISCO POLICE DEPARTMENT AND WE HAVE WHAT'S CALLED INTEROPERABILITY.

IF THERE WAS AN INCIDENT THAT OCCURRED, THEY'D HAVE THE ABILITY TO COMMUNICATE TO OUR ADMINISTRATORS AND WE CAN COMMUNICATE TO POLICE DISPATCH.

ANOTHER THING, AGAIN, WITH THE PARTNERSHIP, IN ADDITION TO THE MEETINGS THAT WE HAVE WITH LAW ENFORCEMENT, WHICH OCCUR ALL THE TIME, WE MEET MONTHLY AS A GROUP WITH THE CITY FRESCOES, TRAFFIC ENGINEERS, TRANSPORTATION, POLICE DEPARTMENT, AND WE DISCUSS ANY ISSUES THAT ARE ONGOING OR COME TO OUR ATTENTION CONCERNING ANY CAMPUS.

ALSO, WE HAVE A TEAM WHEN WE OPENED UP NEW FACILITIES.

PART OF THAT GROUP, WHAT WE DO IS GO TO THE CAMPUS AND WE LOOK AT THE BEST WAYS FOR ARRIVAL AND DISMISSAL TO OCCUR AND WE TRAIN THE STAFF.

I WASN'T SURE IF YOU'RE AWARE OF THAT.

I DON'T HAVE A LOT OF PICTURES EITHER.

WE'VE RECENTLY MADE A CHANGE.

WE WENT WITH ONE COMPANY THAT HAS BOTH, THEY HAVE DRUG DOGS AND THEY HAVE POWDER DOGS.

WE HAVE A CONTRACT WITH THEM WHERE THEY DO RANDOM VISITS AT OUR MIDDLE SCHOOLS AND HIGH SCHOOLS DURING THE SCHOOL YEAR.

THEY DON'T GO IN DURING TESTING.

THE ONLY THING THAT WE PROVIDE TO THEM AS A SCHEDULE WHERE THEY CAN'T GO.

THEN THEY SHOW UP, THEY MEET WITH THE CAMPUS ADMINISTRATOR AND THEY DO A SWEEP.

WE ALSO HAVE THE ABILITY WITH THIS GROUP NOW THAT IF THERE IS AN INCIDENT AND WE NEED A POWDER DOG OR A DRUG DOG THEY'LL RESPOND JUST ON A MOMENT'S NOTICE.

I'M GOING TO POP THESE UP AND GO OVER THEM A LITTLE BIT.

AT ALL OF OUR ELEMENTARY SCHOOLS AND MIDDLE SCHOOL, WE HAVE A VIDEO CAMERA SIMILAR TO THE DOOR RING CAMERA, AND WE HAVE ONE POINT OF ENTRY IS A SINGLE POINT ENTRY.

THE ONLY TIME THAT WE VARY FROM THAT WAS MAYBE ON ARRIVALS, WE HAVE STAFF MEMBER AT SEPARATE DOOR.

BUT DURING THE SCHOOL DAY, WE HAVE A SINGLE POINT OF ENTRY.

I ALREADY MENTIONED THE SCHOOL RESOURCE OFFICERS AT MIDDLE AND HIGH SCHOOLS.

EVERY RESOURCE OFFICER HAS A GUN SAFE IN HIS OFFICE WHERE THEY KEEP THE RIFLE.

ANOTHER THING THAT WE DO, CITY OF FRISCO, THE POLICE DEPARTMENT.

THEY HAVE A PROCESS THAT'S CALLED DIRECT PATROL.

YOU MIGHT SEE A POLICE CAR AT A CAMPUS JUST IN THE PARKING LOT.

IT DOESN'T MEAN THAT THERE'S AN ISSUE THERE.

THEY COULD QUITE POSSIBLY DOING A REPORT FOR THE END OF THE SHIFT REPORTS.

THEY DO THAT. THAT AGAIN IS THE VISIBILITY IS HUGE.

IF THERE'S A POLICE CAR ON A CAMPUS, SOMEBODY THAT HAS SOME BAD INTENT IN MIND IS UNLIKELY TO GO INTO THAT CAMPUS.

WE ALSO PROVIDE FREE LUNCHES TO THE POLICE OFFICERS.

THIS WAS A DOWN YEAR, BUT THEY DO TAKE ADVANTAGE OF IT.

I THINK WE DID SOMETHING LIKE 378 LUNCHES TO THE POLICE OFFICERS.

IT GIVES THEM THE OPPORTUNITY TO GO INTO THE CAMPUS, GET TO KNOW OUR ADMINISTRATORS, WALK THE HALLS, GET TO KNOW THE STUDENTS.

IT'S REALLY A GOOD PROGRAM.

I THINK OTHER SCHOOL DISTRICTS ARE STARTING TO DO THAT AS WELL.

I'VE HAD THE ADVANTAGE OF TALKING TO THE SCHOOL DISTRICTS AND OUR SRO PROGRAM.

I BELIEVE THAT WE HAVE THE BEST SRO PROGRAM CERTAINLY IN TEXAS, THEY HAVE REALLY BEEN GOOD PARTNERS FOR US.

LIKE I SAID, THERE'S ONE AT EVERY MIDDLE SCHOOL AND HIGH SCHOOL.

WE HAVE THREE SERGEANTS, THEY'RE IN A DISTRICT EVERY DAY.

AND WE HAVE A LIEUTENANT THAT'S OVER THE GROUP.

WHAT THE SECURITY SPECIALISTS DO, THEY DO DAILY CAMPUS SECURITY CHECKS.

THAT'S LIKE I SAID EARLIER THEY'LL RIDE AROUND THE CAMPUS THEY'LL LOOK FOR OPEN DOORS.

BUT THEY ALSO GO INTO THE MAIN OFFICE.

THEY TALKED TO THE STAFF, MAKE SURE THAT YOUR CAMERAS SYSTEMS ARE WORKING.

ANSWER ANY QUESTIONS THAT THEY MAY HAVE AND TELL US CENTER, USE A BIG PIECE AGAIN, I'M GOING TO PUSH BACK AS JOHN'S GOING TO TALK ABOUT THAT IN MORE DETAIL.

BUT THEY'LL CHECK FOR ITEMS LIKE THAT WHERE THEY NEED ASSISTANCE, PERHAPS.

WE DO JOINT DRILLS AT CAMPUSES WITH POLICE AND FIRE.

ABOUT A YEAR LATER, THE DISTRICT FELT IT WAS NECESSARY TO CREATE AN EMERGENCY MANAGEMENT DEPARTMENT TO HAVE A FULL-TIME EMERGENCY MANAGEMENT PRESENCE.

PRIOR TO 2018, I SPENT ABOUT A DECADE IN THE FIELD WORKING FOR DISASTER MEDICAL CONTRACTOR OUT OF THE SAN ANTONIO AREA AS AN OPERATIONS SECTION CHIEF, ALSO AS A PLANNING SECTION CHIEF FOR A TYPE 3 INCIDENT MANAGEMENT TEAM THAT WAS RESPONSIBLE FOR CARE AND SUPPORT TO SURVIVORS FROM MAJOR DISASTER OPERATIONS.

SOME OF THE DISASTERS THAT I WAS ABLE TO PARTICIPATE IN AND RECEIVE A LOT OF EXPERIENCE AND INCLUDED HURRICANE IKE IN 2008, HURRICANE ALEX IN 2009.

I WAS DEPLOYED TO HAITI FOLLOWING THE EARTHQUAKE IN 2010.

THEN ALSO A BASTARD COMPLEX, WILDFIRES IN EAST TEXAS IN 2011 AND THEN ALSO ALL THE MAJOR HURRICANE RESPONSE OPERATIONS THAT HAVE OCCURRED SINCE THEN, INCLUDING HURRICANES HARVEY, MARIA, AND IRMA THAT OCCURRED IN 2017 AND 2018, PRIOR TO MY TIME WITH FRISCO ISD AND ALL OF MY EXPERIENCE IN THE FIELD PRIOR TO COMING TO SCHOOL DISTRICT OPERATIONS WAS REALLY IN RESPONSE TO RECOVERY OPERATIONS WITH THIS AGENCY THAT I WORKED FOR.

PRIMARILY, IN THE AREAS OF RESPONSE AND RECOVERY, I'M GOING TO TELL YOU A BIT MORE ABOUT WHAT THAT MEANS HERE IN JUST A FEW MINUTES.

ALL OF THE WORK THAT I'VE PERFORMED WAS EITHER PERFORMED ON BEHALF OF THE TEXAS DEPARTMENT OF EMERGENCY MANAGEMENT, OR THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES, AND THEN ALSO A LOT OF WORK ON BEHALF OF THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES, WHICH IS A VERY LARGE AGENCY THAT INCLUDES THINGS LIKE MEDICARE AND MEDICAID AND SO ON, BUT THEY ALSO HAVE SOMETHING CALLED THE OFFICE OF HUMAN SERVICES, EMERGENCY PREPAREDNESS AND RESPONSE.

I DID A LOT OF WORK WITH THEM IN THE RECOVERY FIELD, TAKE CARE FOR DISASTER SURVIVORS, PROVIDING SERVICES, NOT ONLY RESPONSE SERVICES, BUT ALSO DISASTER-CASE MANAGEMENT SERVICES.

THIS IS BASICALLY SERVICES TO SURVIVORS AND HOW THEY CAN RECOVER FROM MAJOR DISASTERS THAT THEY'D BEEN IMPACTED BY.

THE AGENCY THAT I WORKED FOR ALSO DID A LOT OF CONSULTATION AND TRAINING FOR LOCAL GOVERNMENT.

WHAT THAT MEANS IS, IS WHEN THE AGENCY WAS NOT DEPLOYED IN THE FIELD, WE WERE KNOWN AS A NATIONAL SUBJECT MATTER EXPERT ON INTEGRATING EMERGENCY OPERATIONS PLANS FOR PEOPLE WITH DISABILITIES.

IN OTHER WORDS, HOW LOCAL JURISDICTIONS, CITIES, AND COUNTIES, AND THEIR EMERGENCY MANAGEMENT ORGANIZATIONS CAN INTEGRATE PEOPLE WITH DISABILITIES INTO EMERGENCY PLANNING.

THAT WAS SOME OF THE EXPERTISE THAT WAS OFFERED.

ONE OF THE THINGS THAT I FOUND AS SOON AS I CAME ON BOARD IN 2018, AND I WAS RELATIVELY SURPRISED BY THIS, IS THAT THERE'S A LITTLE OVER A THOUSAND SCHOOL DISTRICTS, 8-12 SCHOOL DISTRICTS IN THE STATE OF TEXAS.

ONLY A HANDFUL, VERY FEW, HAVE EMBRACED THE PROFESSIONAL DISCIPLINE OF EMERGENCY MANAGEMENT AND HAVE COMMITTED THE RESOURCES NECESSARY TO CREATE A FULL-TIME EMERGENCY MANAGEMENT POSITION OR IN OUR CASE, A FULL-TIME EMERGENCY MANAGEMENT DEPARTMENT.

THAT MEANS IT COULD BE A TRAFFIC STOP GONE BAD, IT COULD BE A WILD ANIMAL ON THE GROUNDS AS WE HAD SOME COYOTES, AS YOU REMEMBER, AND ALSO SOME BOBCATS FEW YEARS AGO.

IF WE WANT TO BASICALLY BRING EVERYONE IN DOORS, SECURE THE PERIMETER DOORS, AND DO BUSINESS AS USUAL, BELL SCHEDULE STAY THE SAME.

THAT'S SOMETHING THAT WE SEE FAIRLY FREQUENTLY IN FAST-GROWTH COMMUNITIES.

WE PROBABLY WILL SEE IT AGAIN SIMPLY BECAUSE WE HAVE HOMES AND SCHOOLS THAT ARE BUDDING UP THE NEW DEVELOPMENT AREAS WHERE CONSTRUCTION CREWS ARE WORKING.

IN THIS CASE, WE HAD A CONSTRUCTION CREW THAT BROKE A 60-INCH NATURAL GAS LINE THAT THEN LEAKED INTO THE SEWER SYSTEM OF THAT NEIGHBORHOOD.

ONE OF THOSE THINGS THAT HAPPENS IN THAT ARE SUICIDE PREVENTION, WHICH I MENTIONED.

WE HAVE STREAMLINED A MENTOR PROGRAM.

WE'VE GOT A NUMBER OF STUDENTS IN A NUMBER OF DIFFERENT SITUATIONS.

SOME PEOPLE DON'T HAVE TWO PARENTS AT HOME, SOME PEOPLE DO BUT THEY'RE NOT AROUND, SOME PEOPLE HAVE HAD ALL SORTS OF LIFE EVENTS AND HAVING A MENTOR OR SOMEONE IN THE COMMUNITY THAT'S A STRONG RELATIONSHIP, OR A PARTNER THAT CAN WALK THEM THROUGH SOME OF THAT GROWING UP STUFF THAT HELPS BUILD A COMMUNITY OF SUPPORT.

THE COMMUNITY OF SUPPORT IS WHAT CREATES A SAFE SCHOOL CULTURE. WE PROVIDE THAT.

THEN ALSO IN THAT TIER 2 LEVEL, WE MAY FIND STUDENTS WHO AT ELEMENTARY WE CALL THEM LEADERSHIP GROUPS A LOT, BUT REALLY THAT MEANS WE NEED TO LEARN HOW TO RESOLVE THE CONFLICT TOGETHER, LEARN SMART LEADERSHIP SKILLS, AND COMMUNICATION SKILLS.

WE'RE REALLY SERVING AS A MODEL NOT ONLY TO OTHER SCHOOL DISTRICTS OF HOW TO DO IT, BUT THE HOSPITAL FEEDBACK TO ALL OF US IS THAT OUR STUDENTS IN FRISCO ISD SEE LOWER RATES OF RECIDIVISM IN MENTAL HEALTH HOSPITALS.

AS A PART OF THEIR REENTRY PLAN, IT ALSO ALLOWS US AS A DISTRICT TO MAKE SURE THAT WE'RE FOLLOWING OUR PROTOCOLS, OFFERING 504, OFFERING SPED, OFFERING THOSE SERVICES.

THEN WE WORK AS A DEPARTMENT TO BRING THE COST DOWN OF WHAT THAT WOULD BE MORE THAN A THIRD.

THAT'S WHERE OUR RETURN TO CAMPUS PLAN CAME.

WE WEREN'T MANDATED BY THE STATE, BUT WE KNOW IT'S THE BEST PRACTICE.

THAT SAFETY PLACE IS IN PLAN AND IT MIRRORS THAT FOR STUDENTS COMING BACK FROM HOSPITALIZATION.

BECAUSE WE HAVE OUR HOSPITAL LIAISONS, WE KNOW THIS STUDENT IS COMING BACK IN THREE DAYS, WE NOTIFY THE CAMPUS, THEY GET THE MEETINGS SCHEDULED AND THEN WHEN THE STUDENT COMES BACK, THEIR FIRST STEP IS TO SIT DOWN AT A TABLE FULL OF PEOPLE WHO ARE SUPPORTING THEIR RETURN, COMMITTED TO THEIR SUCCESS, AND WE MAKE SURE THAT THEY'RE READY TO PLUG BACK IN.

LIKE I SAID, THAT'S WHAT THE HOSPITALS SPEAK TO, WHY OUR STUDENTS HAVE LOWER RECIDIVISM THAN OTHER STUDENTS IN SURROUNDING DISTRICTS WITHOUT THAT.

PART OF WHAT BODIE TALKED ABOUT WITH OUR RESPONSE TO MAYBE A MASS CASUALTY EVENT, WE'VE ALSO WORKED IN OUR DEPARTMENT TO BUILD RELATIONSHIPS WITH REGION 10.

THEY HAVE THEIR CRISIS RESPONSE TEAM AFTER A MASS CASUALTY EVENT AND ALSO LIFE PATH SYSTEMS. WE HAVE SET UP A PLAN FOR IN THE EVENT THAT WE DID HAVE SOMETHING TO MAKE SURE THAT NOT ONLY THAT CAMPUS IS SUPPORTED, BUT THAT OUR COMMUNITY IS AND THAT THEY HAVE THE RESOURCES THAT THEY NEED AND WE'D BE ABLE TO DEPLOY THOSE IF NEEDED.

WHEN I THINK ABOUT LOOKING AHEAD, BECAUSE IT DOESN'T SEEM LIKE SOME OF THESE NEEDS ARE SLOWING DOWN, I JUST WANTED TO SPEAK A LITTLE BIT TO WHAT WE'RE LOOKING AT.

WE HAVE ESSER FUNDS THAT WERE APPROVED AS YOU ALL KNOW, AND THANK YOU FOR APPROVING SO MANY TO HELP IN THIS AREA.

I THINK IN REFLECTING MAKING THIS PRESENTATION, WHEN WE CAME BACK TO SCHOOL, WE HAD MULTIPLE MEETINGS WHERE PEOPLE WERE LIKE WE REALLY NEED RE-SOCIALIZATION LESSONS.

BECAUSE EVEN WHEN WE CAME BACK, WE HAD ON MASKS AND KIDS WERE SOMETIMES EVEN SCARED TO WALK NEAR ONE ANOTHER.

WE TALKED A LOT ABOUT WE NEED RE-SOCIALIZATION.

WE KNEW THAT FAMILY ECONOMICS HAD CHANGED, SO OUR SCHOOL SUPPORT SPECIALISTS.

WE WERE LIKE WE'RE GOING TO BE ABLE TO MAKE THESE FINANCIAL NEEDS, WE'RE GOING TO BE ABLE TO MEET SOME OF THESE RE-SOCIALIZATION, THEY MADE LESSONS AND WE'RE VERY EXCITED ABOUT THAT.

I THINK WHAT WE'VE REALIZED IN THE LAST YEAR IS THE BEHAVIORAL AND MENTAL HEALTH CONCERNS WERE MORE THAN I THINK ANY OF US EXPECTED.

THOSE ARE SOME THINGS WE'VE REALIZED.

ALSO STUDENTS DESIRE TO HAVE A RELATIONSHIP AND BE IN THE MIDDLE WITH EACH OTHER.

THAT HAS BEEN SOMETHING THAT WE HAVE NOTICED.

SOME RESOURCES THAT WE HAVE THAT WILL BE EXPIRING WITH ESSER FUNDS GOING AWAY IS TRAINING AND CURRICULUM.

BUT THAT HAS BEEN HUGE FOR US AND WE'RE REALLOCATING.

I DON'T WANT TO SAY REALLOCATING, WE'RE ADDING MUCH TO THEIR PLATE NEXT YEAR WHERE WE HAVE STUDENTS WHO HAVE BEHAVIORAL NEEDS, RATHER THAN WAITING ON THAT TO HAPPEN, WE'RE ASKING APS TO MAKE REFERRALS TO THEM.

WHEN WE HAVE A STUDENT THAT HAS PERSISTENT MISBEHAVIORS OR IS HAVING A BEHAVIORAL HEALTH ISSUE, RATHER THAN WAITING ON THAT TO HAPPEN BECAUSE THEY'RE TYPICALLY THE SAME STUDENTS YEAR AFTER YEAR, WE'RE JUST GOING TO GO AHEAD DAY 1 AND BUILD A RELATIONSHIP WITH THEM AND THEIR FAMILY AND WE'RE GOING TO WORK TO GET ON THE SAME PAGE ABOUT WHAT READY-TO-LEARN BEHAVIOR IS AND WE'RE GOING TO WORK ON THOSE THINGS.

WORK ON THE THINGS THAT MAYBE THEIR EMOTIONAL DEFICITS BECAUSE OF TRAUMA THAT THEY'VE FACED.

WE HAVE STUDENTS WHO HAVE IMMIGRATED HERE TO OUR COUNTRY, WHO HAVE FACED A LOT OF TRAUMA GETTING HERE.

WE MAY WORK TO MITIGATE SOME OF THOSE THINGS TO HELP THEM TO BE READY TO LEARN.

OUR SCHOOL SUPPORT SPECIALISTS ARE GOING TO BE HELPING WITH THAT AT LEAST FOR THE NEXT TWO YEARS.

RELAY, THE NOTIFICATION SYSTEM THAT WE HAVE, WE PAY FOR AFTER HOUR SUPPORT IN THAT WITH OUR ESSER FUNDS.

WE'RE ALREADY THINKING ABOUT THAT FOR OUR EXIT PLAN BECAUSE WE KNOW THE NEED'S NOT GOING TO GO AWAY, SO HOW CAN WE APPLY FOR GRANTS AND BE PREPARED FOR THAT? OUR COMPREHENSIVE SCHOOL COUNSELING PROGRAM, WE CONTINUE TO WORK ON BECAUSE LIKE I SAID, THIS IS ONLY PART [LAUGHTER] OF WHAT IT IS THAT WE DO.

BUT THE ROLE OF A CAMPUS COUNSELOR IS COMPREHENSIVE, NOT SPECIALIZED.

OUR SUPPORTS ARE SPECIALIZED WITH OUR SSSS AND SSCS AND THAT'S REALLY IMPORTANT.

OUR LAST LEGISLATIVE SESSION, HOUSE BILL 18 AND SENATE BILL 179 PASSED TO SAY THAT 80 PERCENT OF A SCHOOL COUNSELOR'S TIME SHOULD BE DEVOTED TO SCHOOL COUNSELING.

THIS YEAR WE HAD OUR TIME ANALYSIS TOOL THAT WE USED AND WE'RE GOING TO CONTINUE TO WORK ON THAT.

WE'RE NOT THERE YET, BUT THE LAW ASKED THAT WE MOVE THE NEEDLE IN THAT DIRECTION.

NOTE THAT IT'D BE IN PLACE BY SEPTEMBER 1.

WE'RE GOING TO KEEP REFINING THAT BECAUSE NOT ONLY DO WE NEED TO BE REFINING THAT, BUT WE ALSO NEED TO BE MEETING THE INCREASED NEEDS IN MENTAL AND BEHAVIORAL HEALTH WHICH CONTINUE TO MAKE THEMSELVES KNOWN TO US WHILE SIMULTANEOUSLY MEETING THE NEEDS THAT THE STATE CONTINUES TO PUT ON COUNSELORS LIKE TRACKING FAST AND PEACE OFFICER TRAINING AND ALL OF THAT.

THE NEEDS ARE THERE, BUT PART OF MY JOB IS TO WORK ON INTERNAL OPERATIONS AND PROCESSES THAT ARE TAKING THEM AWAY FROM SCHOOL COUNSELING-RELATED ACTIVITIES.

WE WILL CONTINUE TO WORK ON THAT SO THAT WE CAN TRY TO READJUST HOW MANY STUDENTS ARE IN EACH OF THAT TIER.

IF WE CAN CAPTURE MORE AT ONE AND CAPTURE MORE AT TWO, MAYBE WE CAN LESSEN THE NUMBER THAT GET TO THREE.

WHAT IS THE PERCENTAGE OF STUDENTS THAT TYPICALLY NEED THAT TIER-2 ADDITIONAL SUPPORT? THEN FINALLY, THE PERCENTAGE OF HOSPITALIZATIONS.

YOU MENTIONED THE RE-ENTRY PLANS, BUT I'D BE CURIOUS TO KNOW THE PERCENTAGE THAT WE HAVE CHILDREN OF STUDENTS THAT ARE BEING HOSPITALIZED, AND THAT WILL GIVE US A LITTLE BIT MORE DETAIL AS TO WHAT YOU NEED AND THE RESOURCES THAT YOU NEED WHEN THEY COME BACK.

BUT THOSE ARE THE THINGS THAT KEEP US SAFE AND THERE'S A REASON WHY THERE ARE PLANS IN PLACE AND SO SOMETIMES IT MIGHT BE INCONVENIENT, BUT WE HAVE TO UNDERSTAND THAT THE INCONVENIENCE ARE WORTH IT AND TO BE PATIENT WITH THOSE, ESPECIALLY WITH THE FRONT OFFICE STAFF AT ALL OF OUR SCHOOLS BECAUSE THEY'RE THE ONES THAT BEAR THAT BRUNT OF ANGRY PARENTS OR ANGRY PEOPLE THAT CAN'T GET STRAIGHT THROUGH THE FRONT DOOR.

THE OTHER THING I JUST WANT TO MENTION AS A SAFER SYSTEM, WE COULD PROBABLY SPEND ALL DAY LONG ON HOW FABULOUS THAT SYSTEM IS AND THERE WAS A VIDEO PUT OUT.

I DON'T KNOW. I LOSE TRACK OF TIME.

WE LAY AWAKE AT NIGHT WONDERING, HOW CAN WE MAKE THIS COMMUNITY EVEN SAFER GOING FORWARD? AND WE THINK THE FRISCO POLICE DEPARTMENT, MCKINNEY POLICE DEPARTMENT, LITTLE LON POLICE DEPARTMENT, PLANO POLICE DEPARTMENT. IT TAKES ALL OF US.

IT TAKES A VILLAGE TO MAKE SURE THAT WE ARE PROVIDING A SAFE ENVIRONMENT FOR EVERY SINGLE MEMBER OF RFIC COMMUNITY ACROSS THOSE FOUR CITIES AND WE ARE ETERNALLY GRATEFUL FOR THAT PARTNERSHIP NOW AND GOING FORWARD.

WHILE THOSE STUDENTS ARE NOT OUR STUDENTS, THEY ARE STUDENTS.

WE HAVE 5.4 MILLION STUDENTS IN PUBLIC EDUCATION THROUGHOUT THE STATE, AND EVERY SINGLE ONE OF THEM IS OUR STUDENT AND IT'S A DEVASTATING THING TO HAVE TO WITNESS.
