IT'S MY PLEASURE TO RECOGNIZE THIS MONTH'S PARTNER IN EDUCATION FIRST GO ISD AND THE ASPIRE 18 PLUS TRANSITION PROGRAM HAVE MANY COMMUNITY PARTNERS AND WORK-BASED LEARNING OPPORTUNITIES.

ONE OF OUR STRONGEST, MOST CONSISTENT, AND LONGEST-LASTING PARTNERSHIPS IN INTERNSHIP SITES IS WITH THE INCREDIBLE PEOPLE AT HOME DEPOT.

THIS COLLABORATION BEGAN IN 2015 WITH LONE STAR HIGH SCHOOL AND BECAME A FULL-TIME INTERNSHIP SITE WITH A STEP BEYOND NOW CALLED ASPIRE IN 2017.

OUR ASPIRE STUDENT INTERNS NOW WORK AT TWO HOME DEPOT LOCATIONS, ONE AT OHIO IN 121 AND THE OTHER ON ELDORADO ON THE TOLLWAY.

EACH OF THESE TWO LOCATIONS HOST TWO, FOUR-HOUR SHIFTS OF STUDENTS EVERY DAY MONDAY THROUGH FRIDAY.

OUR STUDENT INTERNS WORK RIGHT ALONGSIDE THE HOME DEPOT EMPLOYEES IN VIRTUALLY EVERY DEPARTMENT WITHIN THE STORE, INCLUDING CUSTOMER SERVICE, HARDWARE, GARDENING, PAINT, AND MORE.

THE VARIETY OF EXPERIENCES THAT WE ARE GIVEN THROUGH THIS COMPANY OR AN INVALUABLE ASSET AND STUDENT DEVELOPMENT AND THE TRANSITION FROM SCHOOL TO WORK.

OUR TEACHERS SAY THAT THE BEST THING ABOUT THE CULTURE OF HOME DEPOT IS THAT THEY TREAT OUR INTERNS AS ASSOCIATES.

THEY ARE EXTREMELY INCLUSIVE AND TRULY WANT TO HELP THEM LEARN NEW JOB SKILLS AND MAKE STEP TOWARDS INDEPENDENCE.

WE ARE PART OF THE TEAM.

IN ADDITION TO PROVIDING INTERNSHIP EXPERIENCES TO OUR STUDENTS, THE HOME DEPOT HAS ALSO EMPLOYED SEVERAL FORMER FISD AND ASPIRE STUDENTS.

WHEN YOU VISIT EITHER OF THESE LOCATIONS, THERE'S A HIGH PROBABILITY THAT YOU WILL SEE AN ASPIRE ALUM HARD AT WORK.

WE ARE TRULY GRATEFUL TO HOME DEPOT AND LOOK FORWARD TO MANY MORE YEARS OF COLLABORATION, SHARED EXPERIENCES, AND IMPACTED LIVES.

BUT BEFORE WE DO THAT, I'VE GOT SOME INFORMATION I'LL SHARE WITH YOU, AND THEN I'LL ANSWER ANY QUESTIONS THAT YOU HAVE.

THIS FIRST SLIDE IS TO LOOK AT YOUR OUTSTANDING DEBT SERVICE WITH THE PRINCIPAL OUTSTANDING THERE IN THE BLUE COLUMNS, THE INTEREST PAYMENTS IN YELLOW.

YOU HAVE 2.17 OUTSTANDING IN PRINCIPLE RIGHT NOW, THAT'S CASH FLOWING WITH THE 27TH CENT INS TAX RATE.

THAT'S BASED ON A CERTIFIED TAXABLE VALUE, CURRENTLY OF JUST UNDER 49.5 BILLION AND SO ON.

TAKE THAT.

BUT WHAT I DO WANT TO POINT OUT IS TWO THINGS.

ONE, WE'VE TALKED ABOUT THIS A NUMBER OF TIMES, HOW IT'S VERY UNIQUE FOR YOUR SCHOOL DISTRICT TO HAVE A DEBT SERVICE PROFILE THAT HAS FLAT PAYMENTS.

MOST SCHOOL DISTRICTS THAT ARE GROWING, WE SEE ESCALATING PAYMENTS OVER 2-3-4 YEAR PERIOD.

BY DESIGN, YOU'VE BEEN ABLE TO MAINTAIN FLAT PAYMENTS WITH SIGNIFICANT DROPS IN THE FUTURE THAT ALLOWS YOU TO TAKE ON THE BONDS AS YOU NEED.

NOW THE OTHER THING IN RED THAT'S VERY IMPORTANT AND WE'LL TOUCH ON MORE ABOUT THIS IN A MOMENT.

ONE OF THE THINGS THAT WE ALWAYS TRACKING IS YOUR OUTSTANDING PRINCIPAL BALANCE AS A PERCENTAGE OF YOUR TAX BASE.

YOU'RE CURRENTLY SITTING AT 4.39 PERCENT.

I'VE GOT A SLIDE IN HERE TO SHOW YOU HOW THAT'S PROGRESSED.

JUST KNOW THAT AS YOU CONTINUE TO GROW, EVEN WITH THE AMOUNT OF BONDS THAT YOU'RE SELLING, THIS FIGURE HAS IMPROVED OVER TIME AND KEEPING GOING BACK TO PRIOR TO CALLING THE LAST ELECTION, WHICH I'LL SHOW YOU HERE IN JUST A MOMENT.

YOUR MOST RECENT BOND RATINGS AGAIN, ANYTIME YOU PUT BONDS INTO THE MARKETS, YOU GO BEFORE THE WRITING SERVICES.

ALL OF YOUR BONDS ARE CURRENTLY OUTSTANDING WITH THE AAA BOND RATING BASED ON THE PERMANENT SCHOOL FUND GUARANTEE.

ANYTIME WE DO A BOND SALE, WHETHER IT'S NEW CONSTRUCTION OR REFINANCING, WE GO BEFORE BOTH STANDARD AND POOR'S AND MOODY'S INVESTOR SERVICE

YOU'RE CURRENTLY AT A AA PLUS BY STANDARD AND POOR'S, AND A AA1 BY MOODY'S.

THAT IS THE HIGHEST CREDIT QUALITY RATING IN THE AA CATEGORIES.

THIS NEXT SLIDE BREAKS DOWN ALL TEXAS SCHOOL DISTRICT UNDERLYING RATINGS.

THERE ARE ONLY SEVEN SCHOOL DISTRICTS THAT HAVE A AAA RATING.

THOSE ARE NOTED THERE AT THE BOTTOM OF THE SLIDE, AUSTIN, GARLAND, HIGHLAND PARK, HOUSTON, PLANO, RICHARDSON, AND ROUND ROCK.

IN THE MOODY'S CATEGORY, YOU ARE IN THAT AA1.

THERE IS NOT A SINGLE SCHOOL DISTRICT THAT HAS A HIGHER UNDERLYING CREDIT RATING THAN YOU BY STANDARD AND POOR'S.

THIS IS WHAT'S ALLOWED THE DISTRICT TO BORROW AT THE LOWEST POSSIBLE INTEREST RATE COST AS YOU CONTINUE TO MOVE FORWARD WITH YOUR BOND SALES.

NEXT SLIDE IS LOOK AT YOUR TAXABLE VALUE HISTORY.

THIS IS OBVIOUSLY VERY IMPORTANT TO US AS YOUR FINANCIAL ADVISOR IN TRACKING YOUR TAX BASE.

YOU'VE GOT COLUMN 1, GOING BACK TO 2011 AND 12, WHERE YOU ARE AT 17.5 BILLION.

YOU CAN SEE THE GROWTH IN DOLLAR AMOUNT UNDER COLUMN 3 AS WELL AS THE PERCENTAGE UNDER COLUMN 4 ON AN ANNUAL BASIS, AND THEN WE'VE GOT FIVE AND 10-YEAR AVERAGES UNDER COLUMNS 5 AND 6.

THE ONE THING I DO WANT TO POINT OUT IS, YOUR TAX BASE HAS FAR-OUT, GROWN WHAT WAS ORIGINALLY PROJECTED IN THE 2018 BOND ELECTION.

IN FACT, WHERE YOU SIT RIGHT NOW IN 21, 22, IT JUST UNDER 49.5.

WE WERE PROJECTING YOU TO BE AT ALMOST 48.4, THIS TIME GOING INTO THE PLANNING PROCESS FOR THAT 2018 ELECTION.

AGAIN, GOOD NEWS ALLOWING YOU TO CONTINUE TO SELL BONDS AND MEET THE TAX RATE EXPECTATIONS OF THE VOTERS.

THIS NEXT SLIDE IS LOOKING AT OUR NATIONAL PERSPECTIVE ON OUR INTEREST RATE MARKET.

THIS IS A NATIONAL INDEX THAT UPDATES EVERY FRIDAY.

YOU CAN SEE TO THE FAR RIGHT, THIS PARTICULAR INDEX UPDATED AT 2.53 PERCENT.

EVERYONE'S EXPECTATIONS FOR 2022 WAS FOR INTEREST RATES TO BEGIN RISING THE FEDERAL RESERVE TO RAISE THE SHORT-TERM BORROWING COST, AND WE'VE SEEN A LITTLE BIT OF THAT.

WE'VE SEEN A LITTLE BIT OF UP AND DOWN OVER THE LAST FEW WEEKS GIVEN THE INCIDENCE IN RUSSIA AND SO FORTH.

BUT BY AND LARGE, WE'RE STILL BORROWING AT AROUND THREE PERCENT IN TERMS OF A TEXAS SCHOOL, AAA MUNICIPAL BOND RIGHT NOW.

NOW, WHAT I HAVE PUT IN HERE IN YELLOW, THESE BULLET POINTS REPRESENT ANYTIME THE SCHOOL DISTRICT HAS SOLD BONDS.

IF WE GO BACK TO 2008 WHEN WE WERE IN A HIGHER INTEREST RATE ENVIRONMENT, YOU'VE HAD SALES EACH AND EVERY YEAR ALL THE WAY UP UNTIL NOW.

BUT ON THIS NEXT SLIDE, IF YOU LOOK AT WHERE THE RATES BEGAN COMING DOWN BACK IN 2012, AND STAYED AT A VERY LOW LEVEL, YOUR SCHOOL DISTRICT HAS TAKEN ADVANTAGE OF THAT RUN-DOWN IN INTEREST RATES SINCE 2012.

THIS IS TO LOOK AT YOUR BOND REFINANCING HISTORY.

GOING BACK TO 2012, YOU'VE REFINANCED ALMOST $1.2 BILLION IN PRINCIPLE, THAT HAS SAVED THE TAXPAYERS AND THE DISTRICT LITTLE OVER $321 MILLION WORTH THE INTEREST COST SAVINGS.

IF YOU'LL NOTE BACK IN 16,17,19, SOME OF OUR LARGEST REFINANCINGS THAT WE'VE EVER CAPTURED, ARE WHEN WE'VE HAD THESE VERY LOW-INTEREST RATES.

PART OF THE AGENDA ITEM AND PART OF OUR PLAN OF FINANCIAL, WHICH WE'LL TALK ABOUT IN A MOMENT, IS TO REFINANCE AND BONDS SOLD BACK IN 2012, AGAIN, TO CAPTURE AS MANY SAVINGS AS WE CAN.

THIS IS A LOOK AT YOUR SCHOOL BUILDING BOND HISTORY.

TO THE FAR RIGHT, YOU'VE GOT THE 2014 ELECTION, WHICH WAS APPROVED AT 775 MILLION.

AS YOU WORK DOWN THAT COLUMN, THOSE REPRESENT THE BOND SALES TO WHERE WE END, WHERE YOU HAVE A BALANCE FROM THAT ELECTION OF 26 MILLION.

IF YOU MOVE TO THE FAR RIGHT, YOU'VE GOT THE 2018 ELECTION.

VOTERS APPROVED 691 MILLION.

TO THE BOTTOM OF THAT COLUMN, YOU'RE SITTING ON A BALANCE OF 270,750,000.

THE BONDS THAT WERE SELLING WITH THIS NEXT SALE WILL COME OUT OF THAT 2018 ELECTION.

WE'LL REDUCE THAT BALANCE, YOU STILL HAVE 26 MILLION LEFT OUT OF THE 14.

BUT ONE THING I WANT TO POINT OUT IS LOOK AT THE AVERAGE INTEREST RATE IN COLUMN 2.

EACH AND EVERY YEAR SINCE WE BEGAN SELLING BONDS OUT OF BOTH OF THE ELECTIONS HAS BEEN WELL BELOW WHAT WAS ORIGINALLY PROJECTED.

WE HAD MODELS GOING BACK IN 14 AND IN 18 THAT WE'RE ASSUMING INTEREST RATES OF 4.25,4.50 AND FIVE PERCENT.

WE'VE BEEN WELL BELOW THAT FOR EACH OF OUR BOND SALES, WHICH AGAIN HAS GIVEN YOU FLEXIBILITY TO EITHER ACCELERATE THE TIMING OF THOSE SALES OR BE AT OR BELOW THE TAX RATE PROJECTION OF WHAT YOU TOLD THE VOTERS.

THE OTHER COMPONENT OF THAT IS IN THE THIRD COLUMN, WHEN I MENTIONED IN THAT FIRST SLIDE, YOUR DEBT TO ASSESS VALUATION THE PRINCIPAL BALANCE AS A PERCENTAGE OF YOUR TAX BASE WHERE WE'RE AT 4.39.

IF YOU GO BACK TO THE 2014,

WE HAD A PRETTY HIGH DEBT TO TAX BASE FIGURE, 7.19.

BUT AS WE'VE WORKED OUR WAY THROUGH EACH OF THE BOND ELECTIONS, AS YOUR TAX BASIS CONTINUE TO GROW, YOU HAVE A VERY FAVORABLE 4.29, 4.39 FIGURE.

THEN OUR NEXT TWO SLIDES IS JUST AN OVERVIEW OF THE PLAN OF FINANCE.

AGAIN, I'VE MENTIONED THAT YOU'RE BALANCE IN THE 2014 ELECTION IS 26 MILLION.

IN 2018, A LITTLE UNDER 271.

THE PLAN IS TO SELL 145 MILLION OUT OF THE 2018 ELECTION.

WE ALSO HAVE A SMALL BOND REFINANCING.

IT'S SMALL IN TERMS OF THE SAVING, NOT IN TERMS OF THE AMOUNT OF PRINCIPAL THAT WE'RE REFINANCING.

BUT THE 2012 B ACTUALLY HAS A PRINCIPAL BALANCE OF LEFTOVER BONDS.

YOU'VE ACTUALLY REFINANCED SOME OF THE HIGHER INTEREST RATE BONDS PREVIOUSLY.

WE'VE GOT LITTLE OVER 60 MILLION OF CALLABLE PRINCIPLE BECOMES CALLABLE IN AUGUST OF THIS YEAR.

THE AVERAGE INTEREST RATE IS 3.25.

WE'RE HOPEFUL THAT WE CAN LOWER THAT AND ACHIEVE INTEREST COST SAVINGS THERE TO THE BOTTOM RIGHT OF A LITTLE OVER $3 MILLION.

NOW, TO THE EXTENT THAT THE INTEREST RATE MARKET AND DOES NOT ALLOW US TO CAPTURE THESE SAVINGS, WE DO NOTHING WITH THESE BONDS.

THEY REMAIN OUTSTANDING AND WE'LL CONTINUE TO MONITOR THOSE FOR FUTURE ISSUANCES.

WITH RESPECT TO OUR TIMING, WE HAVE SUBMITTED THE APPLICATION FOR THE PERMANENT SCHOOL FUND GUARANTEE, WE WILL GET YOUR AUTHORIZATION TO PROCEED WITH THE FINANCING THIS EVENING AND THEN WE WILL GO THROUGH THE PROCESS OF GOING BACK TO MOODY'S AND STANDARD AND POOR'S SO THEY CAN EVALUATE YOUR UNDERLYING CREDIT RATINGS AND WE WILL BE READY TO SELL PROBABLY SOMETIME LATE APRIL 1ST OF MAY.

THERE IS A CHANCE THAT WE'RE GOING TO BE WAITING UNTIL WE RECEIVE THE PRELIMINARY VALUES FROM THE APPRAISAL DISTRICTS.

UNIQUE TO THIS SUMMER AND THESE VALUES THAT WE'VE NEVER SEEN BEFORE IS WE'RE GOING TO HAVE TO SEE WHAT THE HOMESTEAD EXEMPTION DOES TO THE TAX BASE.

AS YOU WELL KNOW IN MAY OF 22, THERE WILL BE A CONSTITUTIONAL AMENDMENT TO INCREASE THAT FROM 25,000-40.

WE WANTED TO JUST MAKE SURE WE GET AN INDICATION BEFORE WE ENTER THE MARKET AS TO WHAT IMPACT THAT'S GOING TO HAVE ON OUR VALUE.

YOU MAY HAVE TAX-BASED GROWTH FAR AND ABOVE COMMERCIALLY RESIDENTIALLY, THAT WILL REDUCE THE IMPACT OF THAT HOMESTEAD EXEMPTION.

BUT IT'S A SNAPSHOT THAT WE NEED TO LOOK AT BEFORE WE ENTER THE MARKET.
