>> THANK YOU, PRESIDENT ARCHAMBO, SCHOOL BOARD, DR. WALTER AND IST.
IT'S ALWAYS MY PLEASURE TO RECOGNIZE OUR PARTNERS IN ED, WHO SEE THE IMPORTANCE OF INDUSTRY AND COMMUNITY BRIDGING WITH EDUCATION.
TONIGHT WE WILL BE RECOGNIZING THE MUSEUM OF THE AMERICAN RAILROAD.
FISD IS PARTNERED WITH THE MUSEUM OF THE AMERICAN RAILROAD LOCATED IN FRISCO ON MANY PROJECTS.
THE PARTNERSHIP INCLUDES, WORKING CLOSELY WITH THE MUSEUM'S PRESIDENT AND CEO, BOB LAPERELL, AND HIS EDUCATIONAL TEAM TO HELP FACILITATE FIELD STUDIES FOR FISD STUDENTS.
FOR SEVERAL YEARS, FISD THIRD GRADERS HAVE VISITED THE MUSEUM TO STUDY THE BASICS OF THE RAILROAD INDUSTRY, INCLUDING THE FUNCTIONS AND TECHNOLOGY OF THE RAILROAD.
THE FIELD STUDY HAS A STEM COMPONENT AS THE STUDENTS DIVE DEEP INTO THE MECHANICS AND FUNCTIONS OF HOW THE RAIL SYSTEM WORKS, INCLUDING THE USE OF STEAM AND THE EXTERNAL COMBUSTION STEAM ENGINE.
THEY ALSO EXPLORE HOW THE RAILROAD SUPPORTS INFRASTRUCTURE IN THE MOVEMENT OF PRODUCTS IN OUR COUNTRY.
THE MUSEUM OF THE AMERICAN RAILROAD HAS ALSO PARTNERED WITH THE FRISCO EDUCATION FOUNDATION WITH THEIR SUMMER MIND VENDOR ACADEMY.
THIS FUTURE READY PROGRAM INCLUDES A STEM PRESENTATION AND PRESENTATIONS FROM RAILROAD INDUSTRY EXPERTS.
STUDENTS LEARN ABOUT RAILROAD LOGISTICS, THE RAILROADS IMPACT ON THE SUPPLY CHAIN AND THE CAREER OPPORTUNITIES.
THIS FOLLOWED THE AMERICAN AMERICAN STUDIES CLASSES FROM 10 HIGH SCHOOLS WITH OVER 250 STUDENTS VISITED THE MUSEUM.
FISD SECONDARY SOCIAL STUDIES COORDINATOR, PATIENCE LEBLANC, WORKED CLOSELY WITH THE MUSEUM'S EDUCATIONAL TEAM, TO DEVELOP A PROGRAM TO SUPPORT FISD CURRICULUM, AND THE TEXAS EDUCATIONAL STANDARDS, TES.
IN THE STUDY OF THE PULLMAN PORTERS AND THE RISE OF THE AMERICAN AMERICAN MIDDLE-CLASS.
STUDENTS WERE ABLE TO EXPLORE THE PULLMAN CARS ON SITE AND WORK CLOSELY WITH RAILROAD EXPERTS AND SCHOLARS.
CURRENTLY, FISD HAS BEGUN TALKS WITH THE MUSEUM TO INCLUDE A FIELD STUDY PROGRAM FOR OUR SEVENTH GRADE STUDENTS IN THE SPRING OF 2023.
THIS PROGRAM WILL SUPPORT OUR STUDY OF THE IMPACT OF RAILROAD INDUSTRIES ON TEXAS, INCLUDING THE CREATION OF FRISCO IN 1902.
AT THIS TIME, PRESIDENT ARCHAMBO AND DR. WALTER, COULD PLEASE COME TO THE STAGE AS WELL AS SHARON WHITE, FRISCO ISD COMMUNITY OUTREACH LIAISON.

AMEN.
>> THANK YOU. WE'LL MOVE ON TO ITEM NUMBER 6, BOARD REPORT.
BOARD, YOU MENTION ANY OF OUR AWESOME THINGS WE'VE BEEN DOING?
>> I'LL START. WELL, FIRST OF ALL, LAST WEEK [LAUGHTER] WE WENT TO THE DEDICATION FOR EMERSON HIGH SCHOOL, WHICH IS A GORGEOUS CAMPUS.
WE WERE REALLY EXCITED TO SEE THE STUDENTS PERFORMING AND THE ENERGY OF THE BUILDING, IT WAS VERY NICE TO SEE.
I ALSO HAD THE PLEASURE OF ATTENDING THE DISTRICT WRESTLING CHAMPIONSHIP TOURNAMENT, AS WELL AS THE REGIONAL WRESTLING TOURNAMENT THAT WAS HOSTED BY MEMORIAL HIGH SCHOOL, AND I WOULD LIKE TO GIVE A SHOUT OUT TO THE MEMORIAL HIGH SCHOOL STAFF AND THE DISTRICT STAFF BECAUSE THEY ARE AMAZING, AND THERE WERE A LOT OF PEOPLE THERE AND THEY WENT OFF WITHOUT A HITCH.
>> WE ALSO, IF YOU ALL ARE AWARE, OUR COUNCIL OF PTAS HAS BEEN WORKING ON A PROJECT FOR QUITE A FEW YEARS AND IT FINALLY HAS COME TO FRUITION, IT'S CALLED FRISCO THREADS, AND IT IS A CLOTHES CLOSET THAT IS AVAILABLE TO OUR STUDENTS, AND IT IS HOUSED AT THE VERY ORIGINAL ACKER ELEMENTARY SCHOOL.
THE PTA COUNCIL TOOK US ON A LITTLE TOUR AND GAVE US HER PROCESS.
I DO KNOW THAT YOU CAN FOLLOW THEM ON FACEBOOK.
THEY ARE ACCEPTING DONATIONS ON A CONTINUAL BASIS.
BUT RIGHT NOW THERE ARE A COUPLE OF NEEDS AND ONE IS YOUNG MEN'S JOGGERS AND HOODIES AND SWEATSHIRTS AND ATHLETIC SHORTS.
IF YOU HAVE ANY OF THOSE LAYING AROUND, YOU CAN CLEAN YOUR KIDS CLOSETS, THEY WILL GLADLY ACCEPT ANY OF THOSE.
WE THANK PTA COUNCIL FOR WORKING SO HARD.
IT'S ALL RUN BY VOLUNTEERS AND THEY DO AN EXCELLENT JOB.
[7. Communication to and from the Board including public comments ]
>> FINALLY, IT'S THE FINE ARTS MOM HERE.

>> WE NOW MOVE TO THE PUBLIC COMMENT SESSION OF OUR AGENDA.
THE BOARD WELCOMES COMMENTS FROM CITIZENS WHO HAVE COMPLETED PUBLIC COMMENT CARDS THIS EVENING, WHICH ARE ACCEPTED UNTIL 15 MINUTES PRIOR TO THE BEGINNING OF THE OPEN MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.
PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENT IS NOT AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTERS AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER, NOT THE DISTRICT.
DURING THE PUBLIC COMMENT PERIOD, COMMENTS SHOULD BE DIRECTED TO THE BOARD OF TRUSTEES ONLY, NOT OTHER ATTENDEES, AND ONLY MADE ONCE YOU HAVE BEEN CALLED UPON TO SPEAK.
TO ENSURE THAT ALL SPEAKERS ARE TREATED EQUALLY AND HAVE THE SAME AMOUNT OF TIME, THE PODIUM MICROPHONE WILL BE TURNED OFF AT THE CONCLUSION OF THE TIME FOR EVERY SPEAKER.

FINALLY, REMEMBER THAT THE BOARD MAY NOT DISCUSS OR ACT UPON ANY ISSUES THAT ARE NOT PROPERLY POSTED ON THE AGENDA.
>> THANK YOU. WE ONLY HAVE ONE SPEAKER THIS EVENING, AND THAT IS KATIE DANCER.
>> AM I READY TO GO? I WOULD JUST LIKE TO SAY THANK YOU FOR THE OPPORTUNITY TO SPEAK FOR YOU GUYS TODAY.
MY NAME IS KATIE DANCER AND I AM A STUDENT AT CENTENNIAL HIGH SCHOOL HERE IN FRISCO.
I'VE COME HERE TODAY TO SPEAK ON THE PETITION THAT I STARTED ABOUT A MONTH AGO.
I WROTE THIS PETITION WITH THE INTENTION OF REINSTATING THE MASK MANDATE AT OUR SCHOOL TO PROTECT THE HEALTH OF OURSELVES AS THE STUDENTS,
[00:35:03]
AS WELL AS OUR STAFF AND OUR RESPECTIVE FAMILIES.MY PETITION REPRESENTS THE VOICE OF MEMBERS OF OUR COMMUNITY WHO DID NOT FEEL SAFE BECAUSE OF COVID-19.
I UNDERSTAND THAT THERE IS RESISTANCE TO TAKING MEASURES TO PROTECT THE HEALTH, LIKE WEARING MASKS, BUT I BELIEVE THAT THERE ARE OTHER THINGS THAT FRISCO ISD COULD DO TO DO A BETTER JOB OF PROTECTING OUR HEALTH.
I'VE COME UP WITH THIS SET OF EASY REVISIONS TO ADD TO THE FISD DISEASE MITIGATION GUIDELINES THAT WOULD ALLEVIATE SOME OF THE ANXIETIES THAT THE HUNDREDS OF STUDENTS THAT DO NOT FEEL SAFE ON CAMPUS HAVE.
I WOULD FIRST LIKE TO MENTION THAT WE SHOULD NOT HAVE TO PAY FOR MASKS.
THE OFFICIAL RECOMMENDATION OF THE DISTRICT IS TO WEAR A MASK, YET IF A STUDENT FORGETS TO MASK AT SCHOOL, THEY HAVE TO PAY FOR ONE.
I BELIEVE THAT IF THERE'S A RECOMMENDATION, ACCESSIBILITY TO ABIDE BY THAT SHOULD BE A PRIORITY.
I WOULD ALSO LIKE TO SEE THE ENFORCEMENT OF STUDENTS BEING SENT TO THE NURSE WHEN THEY'RE DISPLAYING COVID-19 SYMPTOMS. ALTHOUGH IT IS A STATED RULE AND THE PROTOCOL, I PERSONALLY HAVE NEVER SEEN IT ENFORCED.
NEXT, I WOULD LIKE TO SEE SCHOOLS ENFORCING THE EXPECTATION FOR REGULAR HAND WASHING AND SANITIZING.
ALTHOUGH IT IS THE POSITION OF THE DISTRICT TO EXPECT THIS, I BELIEVE IT WOULD BE GREATLY ENCOURAGED TO HAVE ACCOUNTABILITY FOR DOING SUCH, SO JUST HAVING SCHOOLS PUT SIGNS AROUND THE CAMPUS LIKE LAST YEAR TO ENCOURAGE REGULAR HAND WASHING.
LASTLY, I WOULD LIKE TO INTRODUCE CLEANING THAT HAS DONE A MORE REGULARLY HIGH-TOUCH SURFACES AT OUR SCHOOL, OUR NHS SYSTEM, WHICH I'M AN OFFICER OF, WE HELP TO CLEAN STUFFS OR CUSTODIAL STUFF OR AS LOADED.
I WOULD LIKE TO SEE TEACHERS MAYBE SANITIZING DOOR HANDLES OR DESKS MAYBE IN THE MIDDLE OF THE DAY.
I HOPE YOU CAREFULLY CONSIDER MY FEEDBACK AND SUGGESTIONS AND I WOULD LIKE TO SEE CHANGE.
FRISCO ISD CLAIMS TO KNOW EVERY STUDENT BY NAME AND NEED,
[8.A. Consider and act on approval of minutes from January 11 regular meeting and January 27 special meeting ]
AND THIS IS OUR NEED.THANK YOU FOR LETTING ME SPEAK BEFORE YOU TODAY.
>> JUST SO THAT YOU KNOW, WE RECEIVED YOUR PETITION AND FOLLOW-UP DOCUMENTATION THAT YOU SHARED WITH YOUR CAMPUS STAFF.
WHAT I WOULD LIKE TO SAY JUST TO YOU INDIVIDUALLY IS HOW IMPRESSED WE'VE ALL BEEN, WITH HOW YOU'VE HANDLED YOURSELF AND ARTICULATED YOUR NEEDS, AND YOU'VE BEEN KIND AND THOUGHTFUL AND VERY PREPARED AND
[8.B. Consider and act on CIP and DIP Performance Objectives ]
THE THINGS THAT YOU'VE SUBMITTED TO YOUR CAMPUS AND TO THE BOARD, AND THAT MEANS A LOT TO US, SO THANK YOU FOR YOUR ADVOCACY AND THANK YOU FOR EVERYTHING THAT YOU HAVE PRESENTED TO US, SO NICE JOB.>> YOU'RE WELCOME. [APPLAUSE] BOARD, WE'LL MOVE ON TO OUR ACTION ITEMS. FIRST ITEM IS 8A, CONSIDER AN ACT ON APPROVAL OF MINUTES FROM JANUARY 11TH, REGULAR MEETING IN JANUARY 27TH SPECIAL MEETING.
IF YOU HAVE NO QUESTIONS, I'LL ASK FOR A MOTION.
>> MOVE TO APPROVE THE MINUTES FROM JANUARY 11TH REGULAR MEETING AND JANUARY 27TH SPECIAL MEETING AS PRESENTED.
>> MOTION BY MR. PLA. SAY AYE IF YOU'RE IN FAVOR.
>> MOTION PASSES 70. WE WILL MOVE ON TO ACTION ITEM 8B.
CONSIDER AN ACT ON CIP AND DIP PERFORMANCE OBJECTIVES. DR. CUNNINGHAM.
>> GOOD EVENING. THANK YOU. I'M GOING TO INVITE MR. MANUEL GONZALES, OUR ASSISTANT DIRECTOR OF FEDERAL PROGRAMS TO THE PODIUM.
WITH HIM TONIGHT IS DR. GARY NYE, OUR MANAGING DIRECTOR OF ASSESSMENT AND ACCOUNTABILITY.
I WANT TO TURN IT OVER TO MR. GONZALES.
>> I'M GOING TO PULL UP THE SLIDE HERE.
[NOISE] WELL, THANK YOU. PRESIDENT ARCHIMONDO, BOARD OF TRUSTEES, DR. WALDROP, ISD.
THANK YOU FOR ALLOWING ME TO BE HERE TODAY TO SPEAK TO YOU JUST A LITTLE BIT ABOUT DISTRICT IMPROVEMENT PLAN CAMPUS, IMPROVEMENT PLANS.
I'M GOING TO GIVE YOU SOME BRIEF OVERVIEW OF THE PLANS, BUT OUR ULTIMATE GOAL TODAY IS THAT WE ARE REQUIRED BY THE TEXAS EDUCATION AGENCY TO APPROVE PERFORMANCE OBJECTIVES AT THE CAMPUS LEVELS AND AT THE DISTRICT LEVEL.
I'M GOING TO GO THROUGH THAT WITH YOU TODAY.
AT THE END WILL GIVE YOU AN OPPORTUNITY, IF YOU DO HAVE ANY QUESTIONS, AN OPPORTUNITY TO ASK THOSE QUESTIONS.
I JUST WANT TO START OUT WITH THE PURPOSE OF DISTRICT IMPROVEMENT PLAN AND CAMPUS IMPROVEMENT PLAN, WHICH COMES FROM OUR TEXAS EDUCATION AGENCY, WHICH IS TO ALIGN THE GOALS, OBJECTIVES, STRATEGIES, AND ACTIONS WHICH WILL LEAD TO HIGH LEVELS OF PERFORMANCE FOR ALL STUDENTS AND STUDENT GROUPS, CLOSE ACHIEVEMENT GAPS AND SUPPORT SYSTEMIC CHANGE.
ONE THING I'D LIKE TO POINT OUT IN HERE IS THAT THE PLANS IN THEMSELVES DO INCLUDE GOALS, THEY DO INCLUDE STRATEGIES AND ACTIONS.
HOWEVER, AGAIN, AS I JUST MENTIONED, THE REQUIREMENT FROM THE BOARD IS THAT THEY APPROVE THE PERFORMANCE OBJECTIVES.
[00:40:05]
JUST A QUICK OVERVIEW.THIS IS THE MAKEUP OF THE DISTRICT IMPROVEMENT PLAN AND THE CAMPUS IMPROVEMENT PLANS.
WITHIN THEM, YOU WILL HAVE A COMPREHENSIVE NEEDS ASSESSMENT.
WHAT THIS MEANS IS THAT EACH CAMPUS IN THE DISTRICT LOOK AT DIFFERENT MEASURES OF DATA AND EVIDENCE IN ORDER TO IDENTIFY NEEDS IN THE DISTRICT AND INDIVIDUAL CAMPUSES.
ALSO INCLUDED INTO THESE PLANS ARE MEASURABLE PERFORMANCE OBJECTIVES, AGAIN, WHICH YOU WILL BE HOPEFULLY APPROVING TODAY.
THESE ARE BASED ON STAR PERFORMANCE OBJECTIVES, STAR PERFORMANCE AT THE CAMPUS LEVEL AND AT THE DISTRICT LEVEL.
ONE THING TO NOTE THAT THESE PLANS ARE MUTUALLY SUPPORTIVE OF EACH OTHER.
AS I MENTIONED EARLIER, THE PURPOSE OF A PLAN IS TO HAVE GOALS.
YOU'LL SEE WHAT THOSE GOALS ARE AT THE END OF THIS PRESENTATION, BUT THEY ALIGN WITH EACH OTHER.
THOSE GOALS FROM THE CAMPUS TO THE DISTRICT AND THE PERFORMANCE OBJECTIVES ALIGN AS WELL.
THE LAST THING IS THAT ALSO EMBODIED INTO THE PLAN, ARE ELEMENTS THAT ARE REQUIRED UNDER FEDERAL AND STATE LAW.
I'M GOING TO TOUCH ON THAT IN JUST A LITTLE BIT FURTHER IN DETAIL IN A COUPLE OF MORE SLIDES.
THE PROCESS IS, HOW DO WE GET TO WHERE WE'RE AT TODAY? IT'S REALLY AN ONGOING PROCESS AT ALL TIMES TO BE HONEST WITH YOU, BUT IT STARTS REALLY AT THE END OF LAST YEAR, JUNE.
SOME OF THE BOARD MEMBERS HERE TODAY, I KNOW WE WERE AT OUR LEADERS SUMMIT THAT KICKED OFF IN JUNE.
WE HAD A GREAT TIME AT TOYOTA STADIUM WHERE WE WERE ABLE TO CELEBRATE EVERYTHING THAT OCCURRED IN 21-22.
BUT ALSO LOOK AT WHERE ARE WE GOING TO GO INTO 2021, PARDON ME, THAT WE LOOKED BACK AT 2021 AND THEN WE WERE LOOKING FORWARD TO 21-22, WHICH WAS A SCHOOL YEAR.
THAT WAS THE BEGINNING OF THIS PROCESS.
THEN YOU GO INTO COLLECTING MORE DATA THROUGHOUT THE SUMMER AND THE FALL AND CONDUCTING THAT NEEDS ASSESSMENT, THOSE DIFFERENT EVIDENCE SOURCES.
THIS OCCURS THROUGH A VARIETY OF WAYS AT THE CAMPUS LEVEL AND DISTRICT LEVEL IN MEETINGS THAT COULD BE FORMAL, INFORMAL DISTRICT IMPROVEMENT TEAMS, CAMPUS IMPROVEMENT TEAMS. THAT'S JUST ONE PART OF IT.
IT IS NOT ISOLATED TO THOSE TEAMS, BUT THAT IS ONE PART OF HOW WE GO THROUGH WITH OUR NEEDS ASSESSMENT AND ALSO LOOK AT THESE PERFORMANCE OBJECTIVES AND LOOK AT HOW DO WE SUPPORT THESE PERFORMANCE OBJECTIVES ALONG THE WAY.
THIS IS A SLIDE THAT JUST SHOWS YOU THE MANDATES THAT I'VE DISCUSSED EARLIER.
THESE ARE THE FEDERAL REQUIREMENTS BY THE FEDERAL AND STATE REQUIREMENTS THAT MUST BE ADDRESSED SOME WAY IN THE PLAN.
YOU CAN SEE ALL THE TOPICS THAT ARE LISTED THERE, FROM BULLYING ALL THE WAY DOWN TO RECRUITMENT AND RETENTION.
THE STATE HAS ALLOWED US THE FLEXIBILITY TO DOCUMENT HOW WE ADDRESS THOSE IN OUR PLAN.
WHAT WE DO IN FRISCO ISD IS THAT EACH DEPARTMENT THAT WE HAVE IN FRISCO ISD ACTUALLY, CREATES SOME GOALS AND INITIATIVES AROUND THESE TOPICS.
THEY DOCUMENT THAT INTO A FORM THAT WE PUT INTO AN ADDENDUM THAT IS PART OF OUR DISTRICT IMPROVEMENT PLAN.
JUST TO NOTE AGAIN, AS I'VE MENTIONED EARLIER, THESE PARTICULAR AREAS ARE NOT REQUIRED TO BE APPROVED BY THE BOARD, BUT THEY'D HAVE TO BE ADDRESSED AS PART OF THE PLAN IN THE PLAN.
AGAIN, THE PERFORMANCE OBJECTIVES IS WHAT HOPEFULLY WE WILL BE APPROVING TODAY THAT YOU HAVE IN YOUR BOARD BOOK, BUT I JUST WANTED YOU TO BE AWARE THAT WE DO ADDRESS ALL OF THESE AREAS THAT ARE REQUIRED BY FEDERAL AND STATE LAW.
THEN THE LAST THING IS JUST THE RECOMMENDATIONS THAT WE'RE LOOKING AT FOR THIS SCHOOL YEAR.
WE DID, AS I MENTIONED EARLIER, STARTING IN JUNE, WE REVISED OUR DISTRICT GOALS TO ALIGN TO THE FUTURE READY LEARNER FOCUS AREAS.
YOU CAN SEE THOSE THERE, ALL THE WAY FROM STRATEGIC COLLABORATIVE LEADERSHIP DOWN TO LEARNER-CENTERED ENVIRONMENT.
NEXT, WE CREATED OR REVISED OUR PERFORMANCE OBJECTIVES AGAIN, FOCUSING ON THAT STAR ACHIEVEMENT AT CAMPUS LEVEL AND AT THE DISTRICT LEVEL.
THEN ONE OTHER THING I WANTED TO NOTE IS THAT THE CAMPUS AND DISTRICT PLANS, ALTHOUGH WE KNOW STAR IS A VALUABLE PIECE OF EVIDENCE AND IT'S VALUABLE PIECE OF DATA, WE ALSO BELIEVE THAT THERE ARE OTHER EVIDENCES OF SUCCESS THAT WE CAN USE IN OUR SCHOOLS AND IN OUR DISTRICT TO SHOW THAT OUR STUDENTS ARE BEING
[00:45:03]
SUCCESSFUL BESIDES JUST STAR.WE WILL HAVE THAT EMBEDDED INTO THE PLANS IN ADDITION TO HOW DO WE SYSTEMATICALLY ACHIEVE THOSE PARTICULAR AREAS OF SUCCESS.
I DO KNOW THAT THERE'S GOING TO BE SOME MORE OPPORTUNITIES FOR YOU TO LEARN A LITTLE BIT MORE ABOUT THAT IN FUTURE BOARD MEETINGS SO DEFINITELY LOOKING FORWARD TO LEARNING MORE ABOUT THAT.
THEN THE LAST THING IS JUST THE REASON WHY WE'RE HERE TODAY TO PRESENT TO YOU, IS TO ULTIMATELY HAVE YOU HOPEFULLY ACT AND APPROVE ON THE PERFORMANCE OBJECTIVES THAT YOU HAVE WITH YOU TODAY IN YOUR BOARD BOOK FOR THE CAMPUS AND AT THE DISTRICT LEVEL.
THAT IS, I WILL CONCLUDE MY PRESENTATION.
IF YOU HAVE ANY QUESTIONS, I'D BE GLAD TO TRY TO ANSWER THEM.
>> I JUST HAD ONE QUESTION ON THE PERFORMANCE TARGETS, HOW ARE THOSE DETERMINED?
>> THE CAMPUSES LOOK AT THE HOW THEY DID LAST YEAR.
BASICALLY THEY HAVE A BASE WHERE THEY WERE AND THEN THEY LOOK AT, THEY MIGHT LOOK AT HOW MANY STUDENTS ARE IN THAT SUBGROUP.
THEN THEY'RE BASICALLY DETERMINING, OKAY, CAN WE INCREASE THOSE BY MAYBE THREE TO FIVE PERCENTAGE POINTS BASED ON THEIR STUDENTS AND HOW MANY STUDENTS MIGHT BE IN THAT PARTICULAR STUDENT GROUP.
BECAUSE YOU CAN NOTICE IF YOU'VE LOOKED THROUGH THEM, THAT SOME OF THEM ARE THREE TO FIVE PERCENTAGE POINTS, BUT SOME OF THEM MAY BE 50-30 PERCENTAGE POINTS.
IF I ONLY HAVE SIX KIDS THAT ARE TAKING THAT PARTICULAR TEST, AND I'M AT 33 PERCENT, WELL, I MIGHT WANT TO GET TO 66 PERCENT OR 99 PERCENT OR IF I HAVE TWO KIDS AND IT WAS AT ZERO, WELL, I'D LIKE TO GET THOSE TWO KIDS TO GET A 100 PERCENT.
YOU MIGHT SEE SOME DISCREPANCIES THERE IN TERMS OF THOSE PERFORMANCE OBJECTIVES.
[8.C. Consider and act on resolution for pay during winter weather closure ]
BUT THAT'S TYPICALLY HOW WE WOULD WORK WITH OUR CAMPUSES TO SET THOSE. YES MA'AM.>> ARE THERE ANY OTHER QUESTIONS?
>> I JUST WANT TO THANK MR. GONZALES AND DR. [INAUDIBLE].
I APPRECIATE THE PRESENTATION.
NOT HEARING ANY OTHERS I'LL MAKE A MOTION.

WE APPRECIATE ALL YOUR HARD WORK ON THIS AND ARE EXCITED TO SEE HOW WE DO NEXT YEAR. THANK YOU.
>> WE MOVE ON TO ACTION ITEM 8C.
CONSIDER AN ACT ON RESOLUTION FOR PAGE DURING WINTER WEATHER CLOSURE, MRS. SMITH.
>> THANK YOU. AS WE ARE ALL VERY USED TO BY NOW, SINCE WE'VE HAD A NUMBER OF CLOSURES IN THE PAST COUPLE OF YEARS.
ANYTIME WE CLOSE DUE TO WEATHER OR SOME KIND OF EMERGENCY POLICY, DEA LOCAL ALLOWS US TO CONTINUE TO PAY OUR STAFF SO LONG AS THE BOARD APPROVES THE RESOLUTION AFTER THE FACT.
[8.D. Consider and act on qualification of an Architect for the Performing Arts Center and approval of an agreement for programming phase of the project ]
THIS RESOLUTION IS FOR CLOSURE OF THE DISTRICT ON FEBRUARY 2ND AT 5:00 PM THROUGH THE END OF THE DAY ON FEBRUARY 4TH.WE CONTINUE TO PAY ALL EMPLOYEES BOTH HOURLY AND SALARIED DURING THAT TIME PERIOD FOR THEIR REGULAR WORK SCHEDULES.

CONSIDER AN ACT ON QUALIFICATION OF AN ARCHITECT FOR THE PERFORMING ARTS CENTER AND APPROVAL OF AN AGREEMENT FOR PROGRAMMING PHASE OF THIS PROJECT. MRS. SMITH.
>> I'M GOING TO DEFER TO DR. FOUCH TO PRESENT THIS ONE.
>> WE HAD 18 ARCHITECT FIRMS SUBMIT TO DO WORK ON THE PERFORMING ARTS CENTER THAT WE'VE BEEN TALKING ABOUT FOR YEARS WITH THE CITY AND HALL GROUP.
THE COMPOSITE SCORE SHEETS ON PAGE 320 OF YOUR BOARD BOOK.
YOU CAN SEE ON THERE THAT IT WAS A COLLABORATIVE EFFORT BETWEEN THE CITY, THE HALL GROUP AND OUR STAFF.
YOU CAN SEE ON THERE THAT WE WILL BE RECOMMENDING TO QUALIFY CORGAN FOR THE DESIGN OF THE PERFORMING ARTS CENTER.
WE'RE ALSO ASKING YOU GUYS TO APPROVE AN INITIAL PHASE OF DESIGN, WHICH IS GOING TO BE THE SPATIAL DESIGN OF THE PROJECT.
WHICH IS REALLY THE PROGRAMMING PHASE TO GET TO, AS YOU KNOW, WITH LOTS OF PROJECTS THAT WE'RE DOING RIGHT NOW, THEY'RE COMING IN HIGHER THAN OUR 2018 BOND BUDGET WAS AND WE FEEL LIKE TO BE REALLY DILIGENT IN THIS PROCESS.
WE NEED TO KNOW EXACTLY HOW THIS PROJECT'S GOING TO BE PROGRAMMED SO WE CAN GET AS CLOSE TO PRICE AS WE CAN BEFORE WE START DESIGN.
[00:50:06]
THAT'S REALLY WHAT THIS ONE IS.>> FORWARD. ANY QUESTIONS? IF NO, I'LL LOOK FOR A MOTION.
>> I WANT TO SAY THANK YOU TO YOU AND TO EVERYBODY ELSE THAT'S BEEN WORKING ON THIS BECAUSE IT HAS BEEN A LONG DRAWN OUT PROCESS [LAUGHTER] AND YOU ALL PUT A LOT OF WORK AND EFFORT INTO IT, AND SO THANK YOU.
>> LOTS OF FOLKS. YES. THANK YOU.
>> I ECHO THAT. MOVE TO QUALIFY CORGAN FOR DESIGN OF THE PERFORMING ARTS CENTER AND TO APPROVE THE AGREEMENT FOR SPATIAL ANALYSIS SERVICES AS PRESENTED.
>> MOTION BY MR. [INAUDIBLE] SECOND BY MS. DAVIS.
ALL IN FAVOR. AYE. MOTION PASSES 7-0.
I WOULD LIKE TO JUST MENTION TOO.
THIS PROJECT HAS BEEN ONE THAT WE HAVE BEEN EXCITED ABOUT FOR OUR STUDENTS.
OVER 20,000 KIDDOS IN OUR DISTRICT PARTICIPATE IN THE FINE ARTS AND IT'S SOMETHING THAT WE HAVE BEEN PASSIONATE ABOUT SINCE WE WENT TO THE VOTERS AND ASKED FOR BOND AUTHORITY FOR THIS PROJECT BACK IN 2018.
WE'RE EXCITED TO PARTNER WITH CITY OF FRISCO AND WITH THE HALL GROUP ON THIS VERY EXCITING PROJECT, NOT ONLY FOR OUR KIDS BUT FOR THE COMMUNITY.
[8.E. Consider and act on budget transfers and amendments for the 2021-2022 budget ]
THERE'S A COMMUNITY-BASED COMPONENT TO THIS AS WELL, BUT THE CITY IS BUILDING AND SO IT'S A MUCH LIKE OUR GREAT PUBLIC-PRIVATE PARTNERSHIPS THROUGHOUT THE CITY.IT'S REALLY UNIQUE TO LIVE IN A PLACE THAT ALL THE GOVERNING BODIES COME TOGETHER AND DO WHAT'S BEST FOR THE COMMUNITY AND THAT'S CERTAINLY THIS PROJECT.
WE'RE THRILLED FOR OUR KIDS AND WE'RE THRILLED FOR THE KIDS YET TO COME TO FRISCO THAT WE'LL BE ABLE TO TAKE PART IN SOME AMAZING PERFORMANCES AND VISUAL ARTS MOVING FORWARD.
SO WE'RE THRILLED FOR THIS PROJECT.
CITY COUNCIL IS ALSO VOTING ON THE ARCHITECT THIS EVENING.
IT'S A COLLABORATIVE EFFORT WITH OUR DISTRICT AND WITH OUR PARTNERS OVER IN THE CITY, SO OFF WE GO.
IT'S EXCITING. LET'S MOVE ON TO 8E.
CONSIDER AN ACT ON BUDGET TRANSFERS AND AMENDMENTS FOR THE 2021/2022 BUDGET. MRS. SMITH.
[8.F. Consider and act on a resolution for new positions to be included in the 2022-2023 proposed budget ]
>> I HAVE ONE BUDGET AMENDMENT FOR YOU GUYS TONIGHT.
IT IS THE ADDITION OF A PROGRAM ANALYST IN OUR TECHNOLOGY DEPARTMENT.
I SPOKE TO YOU GUYS ABOUT THIS AT THE BUDGET WORKSHOP THAT WE HAD EARLIER THIS WEEK.
>> LAST WEEK YES. [LAUGHTER] THANK YOU, BOARD.
ANY QUESTIONS FOR KIM? IF NOT, I'LL LOOK FOR A MOTION.
>> I ALSO ECHO KIM'S [LAUGHTER].
MOVE TO APPROVE THE BUDGET TRANSFERS AND AMENDMENTS FOR THE 21/22 BUDGET AS PRESENTED.
>> MOTION BY MR. [INAUDIBLE], SECOND BY MS. DAVIS.
ALL IN FAVOR? AYE. MOTION PASSES 7-0.
CONSIDER AN ACT ON RESOLUTION FOR NEW POSITIONS BE INCLUDED IN THE 2022/2023 PROPOSED BUDGET.
MRS. SMITH, YOU'RE ON FIRE TONIGHT.
>> I KNOW. WHEN WE TALKED LAST WEEK AT OUR BUDGET WORKSHOP, I PRESENTED TO YOU GUYS OUR RECOMMENDATIONS FOR STAFFING FOR THE TWO NEW SCHOOLS THAT WERE PLANNING TO OPEN IN THE FALL AS WELL AS SOME ADDITIONAL SPECIAL EDUCATION STAFF.
IF YOU GUYS REMEMBER, FOR THE PAST FEW YEARS, WE HAVE SPLIT OUR BUDGET PROCESS INTO TWO PIECES AND WE'VE HAD YOU GUYS CONSIDER A RESOLUTION EARLY ON IN THE BUDGET PROCESS JUST FOR NEW POSITIONS SO THAT HR CAN TAKE THOSE AND GO START RECRUITING DURING THE PRIME RECRUITING SEASON, WHICH HAPPENS IN THE SPRING BEFORE OUR BUDGET'S ADOPTED.
THIS RESOLUTION IS A RESOLUTION FOR US TO INCLUDE ALL OF THOSE POSITIONS THAT ARE LISTED IN NEXT YEAR'S BUDGET.
IT DOES NOT OBLIGATE US TO PAY FOR ANY OF THOSE POSITIONS SO NONE OF THEM CAN BE OFFICIALLY HIRED AND START RECEIVING PAYCHECKS UNTIL THE BUDGET IS ADOPTED AND UNTIL THE NEXT CONTRACT YEAR.
ALL THIS SIMPLY DOES IS ALLOW US TO MOVE FORWARD WITH RECRUITING FOR THOSE, AND INCLUDING THEM IN NEXT YEAR'S BUDGET PROPOSAL.
>> THANK YOU. BOARD, ANY QUESTIONS? IF NOT, I'LL LOOK FOR A MOTION.
>> I MOVE TO APPROVE THE RESOLUTION FOR NEW POSITIONS TO BE INCLUDED IN THE 22/23 PROPOSED BUDGET AS PRESENTED.
[8.G. Consent Agenda ]
>> MOTION BY MR. [INAUDIBLE], SECOND BY MS. DAVIS.
ALL IN FAVOR? AYE. MOTION PASSES 7-0.
MRS. SMITH, THANK YOU FOR OUR AMAZING BUDGET WORKSHOP LAST WEEK.
I KNOW THAT IT IS A HUGE UNDERTAKING THE BUDGET FOR, IT WAS LAST WEEK, RIGHT? WE HAVE SEEN EACH OTHER SO MUCH I FEEL LIKE THAT IT'S JUST PICK A DAY AND WE'VE BEEN TOGETHER.
WE ALL APPRECIATE EVERYTHING THAT YOU PUT INTO THAT AND THOUGHTFUL RECOMMENDATIONS THAT YOU MADE TO US LAST WEEK SO WE'LL LOOK FORWARD TO OUR NEXT ITERATION AND KEEP MOVING IN THAT PROCESS.
THANK YOU. WE WILL MOVE TO ITEM 8G.
BOARD ANY QUESTIONS OR ANYTHING YOU'D LIKE TO PULL OR IF NOT, I'LL LOOK FOR A MOTION.
[00:55:05]
>> I MOVE TO APPROVE THE ITEMS ON THE CONSENT AGENDA AS PRESENTED.
>> MOTION BY MR. [INAUDIBLE] SECOND BY MS. DAVIS.
ALL IN FAVOR? AYE. MOTION PASSES 7-0. THANK YOU.
