THE ORGANIZATION, UNDER THE DIRECTION OF ERIC PYLER AND KIM WHEELOCK, BOASTS MEMBERSHIP FROM ALL 42 OF OUR FISD ELEMENTARY CAMPUSES.

AND AS WE SEE THE BEGINNING TODAY WITH OUR ELEMENTARY HONOR CHOIR STUDENTS, WE GET TO SEE THE END OF THE JOURNEY WITH SOME OF OUR HIGH SCHOOL MARCHING BANDS THAT ADVANCED TO THE UIL STATE MARCHING CONTEST BACK IN THE MONTH OF NOVEMBER AND TONIGHT TO[00:10:04]
RECOGNIZE THOSE GROUPS AS OUR ASSISTANT DIRECTOR OF FINE ARTS THAT DIRECTLY SUPPORTS THESE ORGANIZATIONS, THEIR TEACHERS AND THEIR STUDENTS.GOOD EVENING, DR. WALDRIP AND DISTINGUISHED TRUSTEES.
TONIGHT WE HAVE THE OPPORTUNITY TO RECOGNIZE THE BEST OF THE BEST IN OUR SECONDARY MUSIC PROGRAMS. THREE OF FRISCO ISD'S FINEST WERE SELECTED BY THE UNIVERSITY INTERSCHOLASTIC LEAGUE TO COMPETE AT THE STATE MARCHING CHAMPIONSHIP DURING THE MONTH OF NOVEMBER IN THE ALAMODOME IN SAN ANTONIO.
THESE THREE PROGRAMS WERE CHOSEN FOR THIS PRESTIGIOUS HONOR THROUGH A COMPETITIVE PROCESS HELD EVERY OTHER YEAR IN THE STATE OF TEXAS.
SELECTION FOR ADVANCEMENT TO THE STATE MARCHING CHAMPIONSHIP AS A RIGOROUS PROCESS THAT BEGINS AT THE REGION LEVEL ON OCTOBER 16.
ALL 10 OF OUR VARSITY HIGH SCHOOL BANDS RECEIVED SUPERIOR RATINGS FROM UIL JUDGES AT THE REGION 24 MARCHING CONTEST IN PROSPER.
THIS ALLOWED ALL OF OUR AMAZING 5A BANDS TO ADVANCE TO THE AREA ROUND OF COMPETITION, WHERE 22 BANDS OVERALL COMPETED FROM SURROUNDING REGIONS.
SIX OF OUR FRISCO ISD MARCHING BANDS ADVANCED AS PART OF THE TOP 10 GROUPS TO AREA FINALS. THOSE BANDS INCLUDED CENTENNIAL, HERITAGE, LEBANON TRAIL, LONE STAR, REEDY HIGH AND WAKELAND HIGH SCHOOLS.
THREE OF OUR FRISCO ISD BANDS LEBANON TRAIL, LONE STAR AND WAKELAND HIGH FINISHED IN THE TOP FOUR AND ADVANCED TO THE UIL STATE MARCHING BAND CONTEST, ALONG WITH 29 OTHER 5A BANDS FROM THE STATE OF TEXAS.
JOINING US TONIGHT ARE SOME OF THE TOP STUDENT LEADERS.
FRISCO ISD HAS TO OFFER THE DRUM MAJORS AND COLOR GUARD CAPTAINS FROM THESE THREE BAND PROGRAMS AS WE HONOR THEIR ADVANCEMENT TO THE PRESTIGIOUS TEXAS STATE MARCHING CONTEST.
THEIR COUNTLESS HOURS OF COMMITTED WORK TO THE CAUSE OF APPROPRIATE AND PURPOSEFUL MUSIC EDUCATION AND THE BAND FAMILY UNIT IS WHAT BROUGHT THEIR RESPECTIVE ORGANIZATIONS TO THIS POINT. AND TONIGHT THEY REPRESENT THEIR BANDS AT OUR PRESENTATION.

THE ENGINEERS HELP TEAMS OF STUDENTS DESIGN, MODEL, BUILD AND TEST THEIR SOLUTION.
THROUGHOUT THE PROCESS, STUDENTS AND GARVER ENGINEERS WORK TOGETHER TO IMPROVE STUDENT ORGANIZATIONAL COMMUNICATION INTERPERSONAL SKILLS.
AT THE CONCLUSION OF THE COURSE, STUDENT TEAMS PRESENT AND DEFEND THEIR ORIGINAL SOLUTION TO A PANEL OF GARVER ENGINEERS.
GARVER PROVIDES SCHOLARSHIPS THROUGH THE FRISCO EDUCATION FOUNDATION TO THE TOP PERFORMING TEAMS DURING FINAL PRESENTATIONS.

SO BEAR WITH ME FOR A FEW SECONDS AND I'LL JUST SAY IN THE IN THE WORDS OF A GOOD FRIEND OF MINE, JIM RICE, I PROMISE TO BE BRIEF, NO MATTER HOW LONG IT TAKES.
SO ON SEPTEMBER 29, 2021 NATIONAL SCHOOL BOARDS ASSOCIATION SENT A LETTER TO THE BIDEN ADMINISTRATION IN RESPONSE TO THE GROWING NUMBER OF CONCERNS SHARED BY SCHOOL BOARD TRUSTEES ACROSS THE NATION.
THE LETTER WAS SIGNED BY THE NSB INTERIM EXECUTIVE DIRECTOR CHIP SLAVIN AND THE CURRENT NHVA PRESIDENT VIOLA GARCIA.
I PERSONALLY BECAME AWARE OF THE LETTER ABOUT EIGHT TO 10 DAYS AFTER THAT AND BEGAN HAVING DISCUSSIONS WITH THE TASB EXECUTIVE DIRECTOR AND MY FELLOW TASB BOARD OFFICERS.
SHORTLY AFTER THAT, I ALSO SENT A MESSAGE TO ALL OF YOU GUYS KNOWING THAT THERE WAS SOMETHING HAPPENING, BUT WE WEREN'T REALLY AWARE OF WHAT IT WAS.
FRISCO ISD BOARD TRUSTEE RECEIVED AN EMAIL ON OCTOBER 12TH FROM A GROUP OF PARENTS OR, I THINK, PARENTS TITLED CONCERNED PARENTS ASKING US TO MAKE A PUBLIC STATEMENT ABOUT THE LETTER, ALONG WITH AN INQUIRY ABOUT FISD PARTICIPATION IN NSB ADVOCACY INSTITUTE ON OCTOBER 13.
I RESPONDED TO THIS EMAIL EXPLAINING WHAT THE PURPOSE OF ADVOCACY INSTITUTE IS AND WHY IT IS IMPORTANT FOR US TO ATTEND.
I ALSO ADDED THAT ALTHOUGH WE HAVE EXPERIENCED SOME UNCOMFORTABLE SITUATIONS AT RECENT MEETINGS, WE BELIEVE THAT ALL COMMUNITY MEMBERS HAVE A VOICE AND THAT LOCAL ISSUES ARE BEST HANDLED BY LOCAL OFFICIALS.
AS THE EMAIL EXCHANGE WENT ON, THE TONE BECAME A LITTLE LESS FRIENDLY.
I WAS NOT GOING TO SPEAK FOR MY BOARD.
WE HAVE LIMITATIONS THAT ALLOW US TO SPEAK TO EACH OTHER.

DUE TO THE PRESSURE FROM NSBA MEMBERS THAT DO CONSIST OF STATE ASSOCIATIONS SUCH AS TASB, AN APOLOGY LETTER WAS RELEASED BY NSBA ON OCTOBER 24TH.
ON OCTOBER 23RD, TASB SENT A LETTER TO ALL TRUSTEES IN TEXAS, SUPERINTENDENTS AND ESC EXECUTIVE DIRECTORS ONCE AGAIN STATING THAT TASB WAS NOT INVOLVED IN THE DEVELOPMENT OR APPROVAL OF THE NSBA LETTER AND INCLUDED SOME KEY POINTS, INCLUDING CONTACT INFORMATION FOR MEMBER FEEDBACK. WE ALSO ALL RECEIVE THAT.
I ATTENDED THE TASB BOARD OF DIRECTORS WINTER MEETING IN AUSTIN ON DECEMBER 2ND THROUGH THE 4TH, AT WHICH TIME THIS MATTER WAS DISCUSSED IN EXECUTIVE CLOSED SESSION AND ALSO IN CLOSED SESSION WITH ALL TASB DIRECTORS FOR OVER TWO HOURS AT THAT TIME.
DECEMBER SEVEN, TASB EXECUTIVE DIRECTOR SHARED A LETTER THAT WAS WRITTEN TO THE NEW AND NSBA EXECUTIVE DIRECTOR JOHN HEIM CLEARLY STATING THAT THE LETTER DID NOT ALIGN WITH OUR VALUES HERE IN TEXAS AND SHOULD NOT HAVE BEEN ISSUED.
THE LETTER ALSO CLEARLY EXPLAINED OUR EXPECTATIONS FOR NSBA AND THE NEW EXECUTIVE DIRECTOR GOING FORWARD.
NOW I'M GOING TO ADD JUST A COUPLE EXTRA COMMENTS.
MAKING SURE MY PAGE NUMBER IS RIGHT, IT IS TRUE THAT THERE ARE SEVERAL STATE ASSOCIATIONS THAT HAVE NOT PAID THEIR DUES TO AN NSBA, ASKED FOR REFUNDS OR ARE WAITING FOR THEIR STATE MEETINGS AND DELEGATE ASSEMBLIES TO TAKE PLACE TO DISCUSS ANY POSSIBLE FURTHER ACTION. EVERY STATE IS DIFFERENT AND EVERY SITUATION IS DIFFERENT.
APPARENTLY, SOME STATES ALREADY HAD CONFLICTS WITHIN NSBA, AND THE LETTER DID NOT ENCOURAGE THEM TO RESOLVE THEIR DIFFERENCES, SO THEY WILL PART SEPARATELY AT SOME POINT IN TIME AND THEN COME BACK LATER OR DISCUSS LATER.
AS FAR AS ADVOCACY INSTITUTE GOES, I HAVE ATTENDED FOR THE LAST EIGHT OR SO YEARS, MAYBE LONGER THAN THAT I COULDN'T EXACTLY REMEMBER.
AND I HAVE HIGHLY ENCOURAGED MY FELLOW TRUSTEES TO ATTEND AS WELL, AND SEVERAL OF US HAVE GONE IN PRIOR YEARS.
THERE IS SO MUCH TO LEARN AND KNOW AS A TRUSTEE.
IT IS VITAL THAT WE UNDERSTAND ALL LEVELS OF LEGISLATION AND GOVERNMENT AND HOW IT AFFECTS PUBLIC EDUCATION.
MOST IMPORTANTLY, WE MUST BE PRESENT OR OTHERS WILL SPEAK FOR US.
TEXAS ALONE EDUCATES MORE THAN 10 PERCENT OF ALL PUBLIC EDUCATION CHILDREN OR PUBLIC SCHOOL CHILDREN IN THE UNITED STATES.
LEGISLATORS AT THE STATE AND FEDERAL LEVEL SIMPLY CANNOT BE EXPERTS ABOUT EVERY ISSUE THAT THEY ARE FACED WITH.
IT IS OUR JOB TO BUILD RELATIONSHIPS AND BE PARTNERS WITH OUR LEGISLATORS AND THEIR STAFF SO THAT WE CAN ADVOCATE FOR OUR STUDENTS, STAFF AND COMMUNITIES.
IT IS EXTREMELY IMPORTANT FOR THEM TO KNOW HOW THE LAWS THEY CREATE WILL AFFECT EVERY SINGLE ONE OF US.
FOR THOSE THAT WANTED US TO IMMEDIATELY ISSUE STATEMENTS ABOUT THE LETTER I OFFER YOU THIS IS IT BETTER TO BE FIRST OR TO GET IT RIGHT THE FIRST TIME? I AM ONE THAT CHOOSES TO ASK QUESTIONS TO RESEARCH AND THEN MAKE MY DECISION OR STATEMENT WHEN IT'S WHEN THE TIME IS RIGHT.
AS WE CONTINUE TO MONITOR THE SITUATION, I PERSONALLY AM STILL NOT AWARE OF HOW THE LETTER CAME TO BE OR AND I'M STILL WAITING TO HEAR MORE.
I PERSONALLY DO NOT AGREE WITH THE LANGUAGE USED IN THE NSB LETTER, AND ALTHOUGH WE HAVE EXPERIENCED PERSONAL ATTACKS, THREATS OF LAWSUITS ALONG WITH OUR NAMES AND ADDRESSES BEING PUBLISHED WITH A CALL TO PROTEST OVER THE LAST FEW MONTHS, THERE ARE MANY TRUSTEES IN TEXAS AND ACROSS THE NATION THAT HAVE EXPERIENCED PERSONAL PROPERTY DAMAGE, BEEN FOLLOWED HOME.
OTHER THREATS OF MANY KINDS AND SADLY THERE HAVE BEEN CASES OF TRUSTEES' CHILDREN THAT HAVE BEEN THREATENED AS WELL.
WHILE ALL THESE THINGS ARE TRUE, SOME OF THE LETTER.
THE LANGUAGE IN THE LETTER WAS IRRESPONSIBLE AND HAS PUT A GREATER BURDEN ON TRUSTEES AND SCHOOL DISTRICTS.
MY FELLOW TRUSTEES ARE CERTAINLY FREE TO EXPRESS THEIR OPINION AS WELL.
BEING A SCHOOL BOARD TRUSTEE IS A VOLUNTEER JOB.
TRUSTEES ARE THE ONLY ELECTED OFFICIALS THAT DO NOT RECEIVE ANY KIND OF COMPENSATION AND HAVE A MULTITUDE OF REQUIRED TRAINING EVERY YEAR, AND THAT LIST KEEPS GROWING.
WE HAVE ALL HAD A DIFFICULT COUPLE OF YEARS.

WE AS A BOARD ARE DOING EVERYTHING WE CAN TO SUPPORT OUR STUDENTS, STAFF AND PARENTS AND COMMUNITY MEMBERS.WE WOULD NOT BE HERE IF WE DID NOT CARE ABOUT PUBLIC EDUCATION AND EVERYONE IN THE FRISCO ISD COMMUNITY.
STIPENDS, INCENTIVE PAY, PAY RAISES AND [INAUDIBLE] PASSES MAY BE HELPFUL.
BUT WHAT OUR TEACHERS AND STUDENTS NEED IS TO FEEL VALUED, RESPECTED AND MOST OF ALL, THEY NEED TO FEEL OUR SUPPORT NOW MORE THAN EVER.
SO PLEASE HELP US STAY FOCUSED ON ACADEMICS AND THE HEALTH OF OUR FISD COMMUNITY WHILE WORKING THROUGH THE MANY OUTSIDE FORCES THAT CONTINUE TO MAKE EDUCATION SO VERY CHALLENGING. SO IF ANY OF YOU WOULD LIKE A COPY OF THE TIMELINE, I'M HAPPY TO SHARE IT.
AND I THINK IT'S REALLY IMPORTANT TOO TO MENTION THAT WHILE WE ARE THE ONLY ELECTED OFFICIALS TO HAVE REQUIRED TRAINING, THAT TRAINING CAN COME FROM A MYRIAD OF SOURCES AND WE TAKE ADVANTAGE OF ALL OF THOSE.

AND IF THAT IS SOMETHING THAT IS IMPORTANT TO THIS COMMUNITY, WHICH THEY CONTINUE, THE COMMUNITY CONTINUES TO RELY ON US TO PROVIDE A NONPARTISAN BOARD FOR THE FOR THE FRISCO INDEPENDENT SCHOOL DISTRICT, AND WE NEED TO BE IN WASHINGTON, WE NEED TO BE IN AUSTIN, WE NEED TO BE AT ALL THE PLACES THAT WE'RE INVITED TO BE, AND WE ARE MEETING WITH LEGISLATORS AT THE FEDERAL AND STATE LEVEL.

IT WAS MADE TOWARD LONE STAR HIGH SCHOOL AND IN PARTICULAR, THE STUDENTS AND STAFF AT LONE STAR HIGH SCHOOL.
SO STARTING THEN WE WE HAD COMMUNICATION GO OUT TO OUR COMMUNITY, THE LONE STAR COMMUNITY. WE ALSO HAVE, AS WE ALWAYS DO, INVOLVED FRISCO POLICE DEPARTMENTS.
AND THOSE FINE OFFICERS ARE HERE TODAY, TONIGHT AND BEGAN WORKING WITH CAMPUS ADMINISTRATION, POLICE OFFICERS AND DISTRICT LEVEL ADMINISTRATION TO TRY TO DETERMINE WHERE THIS THREAT CAME FROM, WHO THE INDIVIDUAL WAS.
IT WAS RESPONSIBLE FOR IT LIKE WE ALWAYS DO.
EARLY THIS MORNING, WE RECEIVED AN ADDITIONAL THREAT TO THE CAMPUS THAT APPEARED TO BE FROM THE SAME INDIVIDUAL.
IT ROSE TO THE LEVEL WHERE WE FELT LIKE WE COULD NOT ALLOW STUDENTS TO ATTEND THE CAMPUS TODAY.
DURING THE DAY FRISCO POLICE, PLANO POLICE DEPARTMENT, SOME THIRD PARTY INDIVIDUALS THAT WE CONTRACT WITH DID A SWEEP OF THE CAMPUS TO VERIFY THAT THE PARTICULAR THREAT THAT WE RECEIVED THIS MORNING WAS NOT CREDIBLE.
IT WAS NOT VERIFIED THROUGHOUT THE DAY.
WE COULD NOT VERIFY THAT WHAT THE CLAIM THAT WAS BEING MADE WAS ACTUALLY GOING ON AT LONE STAR HIGH SCHOOL. HOWEVER, THERE'S STILL A LITTLE BIT OF INFORMATION WE NEED REGARDING THIS INDIVIDUAL THAT MADE THE THREAT.
SO TOMORROW WE WON'T HAVE IN-PERSON CLASSES AT LONE STAR HIGH SCHOOL.
THERE WON'T BE TEACHERS AND STAFF PRESENT.

WE URGE TRUSTEES TO VOTE YES, GIVEN THE UNCERTAINTY OF THE PUBLIC HEALTH SITUATION.
WE BELIEVE THIS IS A NECESSARY STEP FOR THE DISTRICT.
EXTENDING THE AVAILABILITY OF COVID 19 LEAVE FOR EMPLOYEES ALLEVIATE SOME PRESSURE FOR DISTRICT EMPLOYEES WHO ARE WHO ARE ALREADY DEALING WITH UNPRECEDENTED CHALLENGES RESULTING FROM STAFFING SHORTAGES AND NEW LEGISLATIVE REQUIREMENTS, INCLUDING READING ACADEMIES AND ACCELERATED INSTRUCTION.

AND I REALIZE AND AGREE THAT THE SCHOOL INCIDENT REPORT DETAILS AND STUDENT INFORMATION IS PRIVATE AND CONFIDENTIAL.
BUT IF THE INCIDENT CATEGORIES ONLY COULD BE SHARED IN THREE DISTINCT DISTRICT WIDE MONTHLY REPORTS BY AGE GROUP OR, YOU KNOW, ELEMENTARY, MIDDLE AND HIGH SCHOOL, I THINK THIS WOULD PROVIDE MUCH BETTER TRANSPARENCY AS TO WHAT OUR CHILDREN MAY BE DEALING WITH IN THEIR SCHOOLS AND CLASSROOMS ON A DAILY BASIS.

WE'VE SEEN THINGS HAPPEN AT REEDY HIGH SCHOOL REGARDING THE BASEBALL BAT INCIDENT.
WE KNOW THERE'S ISSUES GOING ON WITH MEMORIAL HIGH SCHOOL.
I DON'T KNOW ALL THE PARTICULARS IN THAT, BUT I JUST KNOW THERE'S A LOT OF POLICE PRESENT AT THOSE SCHOOLS. SO YOU KNOW AND.

AND THINKING OFF TOP OF MY HEAD, WHAT HAPPENED AT THE SCHOOL SHOOTING IN MICHIGAN WAS VERY CONCERNING ABOUT LIKE HOW THAT HAPPENED, WHAT THE WHAT THEIR POLICIES AND PROCEDURES WERE AND WHAT OURS ARE.AND AND THIS BOARD LOOK AT THAT AND SAY.

SO KIND OF WITHOUT FURTHER ADO, I'M GOING TO START WITH WITH MIDDLE SCHOOL 18, SINCE THEY'RE BROKEN OUT THE WAY THEY ARE.
AND THE CITIZENS NAMING COMMITTEE WOULD LIKE TO PROPOSE THAT THE NAME FOR MIDDLE SCHOOL 18 BE RICHARD WILKINSON.
RICHARD WORKED IN EDUCATION FOR 36 YEARS WITH HIS FINAL 20 YEARS IN FRISCO ISD.
NOW LISTEN TO A COUPLE OF THESE NUMBERS REAL QUICK.
WHEN HE STARTED IN FRISCO ISD IN 1997, HE WAS THE EXECUTIVE DIRECTOR OF BUSINESS AND OPERATIONS. THE SCHOOL HAD 3700 STUDENTS AND FIVE SCHOOLS.
WHEN HE RETIRED, THE SCHOOL DISTRICT HAD FIFTY EIGHT THOUSAND STUDENTS IN 68 SCHOOLS, SO THEY WENT FROM FIVE SCHOOLS.
WE WENT FROM FIVE SCHOOLS TO 68 SCHOOLS DURING HIS 20 YEAR TENURE.
IT IS WIDELY REPORTED, ALTHOUGH I DON'T HAVE DATA FOR IT THAT HE BOUGHT MORE LAND THAN ANY ONE PERSON IN THE HISTORY OF THE STATE OF TEXAS FOR A SCHOOL DISTRICT.
AND HE ALSO CLEARLY BUILT MORE WAS OVER BUILDING MORE SCHOOLS THAN ANY PERSON IN THE STATE OF TEXAS.
I STARTED TO TRY TO DO THIS MATH EARLIER, BUT THEN I COULDN'T QUITE FIGURE IT OUT, THINKING THAT I WAS GLAD HE WASN'T PAID LIKE A REALTOR WHO WOULD GET THIRTY THREE PERCENT OF ALL THE TRANSACTIONS THAT HE WAS OVER.
BECAUSE I DID A LITTLE ROUGH MATH.
I THINK HE WOULD HAVE MADE ABOUT $70 MILLION IN HIS 20 YEARS THAT HE WAS HERE.

THERE WERE FIVE BONDS PASSED AND WHILE HE WAS OVER THE BUSINESS AND OPERATION DEPARTMENT TO THE TUNE OF TWO POINT FOUR SIX SEVEN BILLION DOLLARS AND THE REFERENDUM'S THE BOND REFERENDUMS WHILE HE WAS HERE, THE APPROVAL RATINGS, I THOUGHT THIS WAS INTERESTING FROM THE COMMUNITY. THIS MEANS THE PERCENT OF FOLKS WHO VOTED YES FOR THE BOND PROGRAMS.

SHE PLAYED A PIVOTAL ROLE IN DEVELOPING THE FRISCO EDUCATION FOUNDATION, WHICH WAS HAS AWARDED MORE THAN $8.7 MILLION WORTH OF SCHOLARSHIP FUNDS SINCE 1999.

SO THE STANDARDS DEFINE A QUALIFIED ASSESSOR THAT THEY DEMONSTRATE COMPETENCE IN TWO AREAS, ONE IS A PROFESSIONAL PRACTICE OF INTERNAL AUDITING, WHICH IS ESSENTIALLY IF THEIR SERVICE, A DIRECTOR OR CHIEF INTERNAL AUDITOR FOR AN AUDIT FUNCTION AND THE OTHER IS BEING FAMILIAR WITH THE EXTERNAL AUDIT PROCESS.
THIS INDIVIDUAL THAT I PROPOSED TO THE AUDIT COMMITTEE LAST MONTH, THEY'RE DEFINITELY QUALIFIED THEY'RE CHIEF INTERNAL AUDITOR FOR ANOTHER ORGANIZATION.

SO THAT WAS KIND OF THE REASON FOR KIND OF ALL THEIR REASONING BEHIND THAT.
