WE FOCUS ON INTERNAL CONTROL WORK AND WE WALK THROUGH THE VARIOUS TRANSACTION CYCLES OF THE SIGNIFICANT ACCOUNTING CYCLES OF THE DISTRICT, AND WE GET AN UNDERSTANDING OF THE PROCESSES AND IDENTIFY CONTROLS. AND IF WE HAD SEEN ANY WEAKNESSES IN CONTROLS, WE WOULD HAVE BROUGHT THOSE TO MANAGEMENT'S ATTENTION. BUT I'M HAPPY TO REPORT THAT WE DIDN'T HAVE ANY SUCH REPORT. WE ACTUALLY WALK THROUGH TRANSACTIONS JUST TO SEE THAT THE CONTROLS ARE IN PLACE AND OPERATING AS DESIGNED. WHEN WE CAME BACK IN THE FALL, WE USED A VARIETY OF TECHNIQUES TO TEST THE VARIOUS BALANCES AND ACTIVITY OF THE DISTRICT FOR FISCAL YEAR 2021. WE PERFORMED OUR AUDIT IN ACCORDANCE WITH GENERALLY ACCEPTED AUDITING STANDARDS, GOVERNMENT AUDITING STANDARDS AND WHAT'S CALLED THE UNIFORM GUIDANCE, WHICH IS WHAT GOVERNS THE SINGLE AUDIT OF THE DISTRICT'S FEDERAL FINANCIAL ASSISTANCE PROGRAMS. AND WE ALSO PERFORMED TESTING OF THE DISTRICT'S COMPLIANCE WITH VARIOUS PROVISIONS OF LAW AND REGULATIONS, GRANT AGREEMENTS AND THE PUBLIC FUNDS INVESTMENT ACT AND TEA STATE COMPLIANCE REQUIREMENTS. AND WE USE WHAT'S CALLED A RISK BASED APPROACH TO OUR AUDIT, WHERE WE TRY TO [00:25:02] IDENTIFY AREAS THAT ARE OF HIGHER RISK OF MATERIAL, MISSTATEMENT OF THE FINANCIAL STATEMENTS. WE WEIGH OUR RESOURCES MORE HEAVILY IN THOSE AREAS, THINGS SUCH AS FEDERAL AND STATE GRANT REVENUES, THE STATE FOUNDATION, REVENUE, CONSTRUCTION AND PURCHASING AND VARIOUS LIABILITIES. AND AS I MENTIONED, WE WEIGH OUR RESOURCE A LITTLE BIT MORE HEAVIER IN THOSE AREAS THAT HAVE MORE SIGNIFICANT RISK OF MATERIAL MISSTATEMENT. I ALREADY TOLD YOU THAT WE PERFORMED WALKTHROUGHS OF THE DISTRICT'S VARIOUS INTERNAL CONTROLS OVER A SIGNIFICANT ACCOUNTING CYCLES. WE ALSO PERFORMED TESTS OF THE DISTRICT'S COMPLIANCE WITH THE FEDERAL FINANCIAL ASSISTANCE PROGRAMS AND ON INTERNAL CONTROL OVER COMPLIANCE. AND WE HAD TO LOOK AT FOUR DIFFERENT FEDERAL PROGRAMS THIS YEAR BECAUSE OF THE INFLUX OF COVID RELATED FUNDING. SOME PROGRAMS WERE OF HIGHER RISK THIS YEAR AND REQUIRED TESTING UNDER THE SINGLE AUDIT. WE TESTED THE CHILD NUTRITION CLUSTER, THE SPECIAL EDUCATION CLUSTER, TITLE THREE AND THE ESSER PROGRAM. I MENTIONED THAT WE TESTED CAPITAL PROJECTS, CONSTRUCTION TESTING, BID AND PROCUREMENT TESTING AND ALSO TESTS OF THE DISTRICT'S GENERAL CONTROLS OVER CASH DISBURSEMENTS AND PAYROLL. IN THE AREA OF REQUIRED COMMUNICATIONS, I'M HAPPY TO REPORT BEFORE I DO SO THAT THIS WAS AN EXCELLENT AUDIT THIS YEAR, AND I'M HAPPY TO REPORT THAT WE ISSUED THREE REPORTS IN CONJUNCTION WITH OUR AUDIT. THE FIRST IS OUR INDEPENDENT AUDITORS REPORT ON THE DISTRICT'S FINANCIAL STATEMENTS, AND WE'VE ISSUED AN UNMODIFIED OPINION, WHICH MEANS THAT WE FEEL THAT THE DISTRICT'S FINANCIAL STATEMENTS ARE FAIRLY PRESENTED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH GAP FOR FISCAL YEAR 2021. WE'VE ALSO ISSUED A REPORT ON OUR CONSIDERATION OF THE DISTRICT'S INTERNAL CONTROL OVER FINANCIAL REPORTING AND ON COMPLIANCE AND OTHER MATTERS, AND I'M HAPPY TO REPORT THAT THERE WERE NO FINDINGS WHATSOEVER IN THAT REPORT. NO MATERIAL WEAKNESSES OR SIGNIFICANT DEFICIENCIES. AND THE FINAL REPORT THAT WE'VE ISSUED IS OUR INDEPENDENT AUDITORS REPORT ON THE DISTRICT'S COMPLIANCE WITH EACH MAJOR FEDERAL PROGRAM AND ON INTERNAL CONTROL OF A COMPLIANCE. THERE WERE NO MATERIAL ERRORS OF ANY KIND, NO DIFFICULTIES OR DISAGREEMENTS WITH MANAGEMENT, AND THE DISTRICT DID IMPLEMENT ONE NEW ACCOUNTING STANDARD THIS YEAR. IT'S KNOWN AS GASB 84 ENTITLED FIDUCIARY ACTIVITIES, AND IT JUST CHANGES THE PRESENTATION OF THE DISTRICT'S FIDUCIARY ACTIVITIES, WHICH RELATE TO STUDENT ACTIVITY FUNDS THIS YEAR. I'D LIKE TO SHOW YOU SOME FINANCIAL HIGHLIGHTS THAT COME DIRECTLY FROM THE DISTRICT'S FINANCIAL STATEMENTS, THE FIRST TWO SLIDES FOCUS ON THE DISTRICT'S GOVERNMENTAL FUNDS REVENUES, WHICH TOTALED 799 MILLION DOLLARS THIS YEAR, AND THAT WAS A FOURTEEN POINT EIGHT MILLION DOLLAR INCREASE OVER FISCAL YEAR 2020. AND IT WAS PRETTY BALANCED BETWEEN AN INCREASE IN BOTH STATE AND FEDERAL REVENUE THIS YEAR, FEDERAL INCREASING BY 7.9, WHILE STATE REVENUES INCREASED BY 8.6 MILLION. AND IF YOU LOOK AT THIS SLIDE, THIS SHOWS YOU SIDE BY SIDE COMPARISON TO YEAR TO YEAR OVER THE PAST THREE YEARS OF EACH OF THE REVENUE SOURCE, AND YOU CAN SEE THE FEDERAL PROGRAM REVENUE INCREASING FROM TWENTY ONE POINT FIVE MILLION TO TWENTY NINE POINT FOUR, WHILE THE STATE PROGRAM REVENUES INCREASED FROM ONE HUNDRED AND THIRTY ONE MILLION TO JUST UNDER ONE HUNDRED AND FORTY MILLION. THE NEXT TWO SLIDES PRESENT A SIMILAR SCENARIO FOR THE DISTRICT'S GENERAL I'M SORRY, GOVERNMENTAL FUNDS EXPENDITURES, WHICH TOTALED NINE HUNDRED SEVENTY NINE MILLION DOLLARS THIS YEAR. THAT'S AN EIGHTY NINE POINT FIVE MILLION DOLLAR INCREASE OVER FISCAL YEAR 2020 . AND THE INCREASE WAS REALLY COMPRISED OF A NUMBER OF INCREASES IN DIFFERENT [00:30:01] AREAS, SUCH AS CONSTRUCTION, WHICH IS REALLY BASED ON THE TIMING OF BOND PROCEEDS AND CONSTRUCTION PROJECTS THAT ARE GOING ON DEBT SERVICE, CONSTRUCTION AND MAINTENANCE. AND ONCE AGAIN, YOU CAN SEE SIDE BY SIDE COMPARISONS HERE OF THE VARIOUS INSTRUCTIONAL FUNCTIONAL AREAS, AND YOU CAN SEE THE DIFFERENT CHANGES FROM YEAR TO YEAR. THE DISTRICT'S FUND BALANCE AT JUNE 30TH TOTALED SIX HUNDRED AND FIFTY NINE POINT FOUR MILLION DOLLARS, AND THAT WAS AN INCREASE OF APPROXIMATELY $129 MILLION DOLLARS AND THE MAJORITY OF THAT RELATED TO THE BOND PROCEEDS IN THE CAPITAL PROJECTS FUND THAT WERE ISSUED THIS YEAR TO FUND VARIOUS CONSTRUCTION PROJECTS THAT ARE ONGOING. AND FINALLY, THE GENERAL FUND BUDGETARY COMPARISON SCHEDULE IN THE FINANCIAL STATEMENTS SHOWS A FAVORABLE VARIANCE OF TWENTY EIGHT POINT THREE MILLION DOLLARS. THAT'S THE NET CHANGE IN FUND BALANCE, AND IT'S REALLY COMPRISED OF TWO THINGS THE DISTRICT'S GENERAL FUND REVENUES EXCEEDED BUDGET BY NINE POINT ONE MILLION DOLLARS, WHILE EXPENDITURES WERE UNDER BUDGET BY TWENTY THREE POINT ONE MILLION DOLLARS DUE TO COST SAVINGS EVERYWHERE. AND JUST BEFORE I WRAP THINGS UP, I JUST WANT TO LET YOU KNOW THAT THE GASB HAS BEEN VERY BUSY OVER THE LAST SEVERAL YEARS WITH NEW STANDARDS, AND NEXT YEAR WILL BE ONE THAT WILL PROBABLY AFFECT THE DISTRICT AS WELL AS MOST GOVERNMENTAL ENTITIES. IT'S CALLED GASB 87 ENTITLED LEASES, AND IT'S GOING TO REQUIRE THAT LEASES BE PUT ON THE BALANCE SHEET OR THE STATEMENT OF NET POSITION FOR THE FIRST TIME. THIS IS SOMETHING THAT'S HAPPENING BOTH IN THE GOVERNMENT SECTOR AS WELL AS THE PROFIT SECTOR, BUT I KNOW THAT THE DISTRICT IS WORKING HARD ON IT, MAKING SURE THAT THIS CORRECTLY IMPLEMENTED AND WILL WORK WITH THEM TO HELP ENSURE IT. THIS IS NOT A PANDEMIC RESPONSE, BUT RATHER AN OPPORTUNITY TO BUILD A PROGRAM FROM THE GROUND UP TO MEET THE NEEDS OF STUDENTS THROUGHOUT FRISCO ISD. THIS IS A REMOTE LEARNING PROGRAM THAT WILL BEGIN THE 22-23 SCHOOL YEAR, STARTING WITH OUR HIGH SCHOOL STUDENTS, AND WILL ALLOW TWO OPTIONS A FULL TIME PROGRAM AND A HYBRID PROGRAM. THE FULL TIME PROGRAM WILL ALLOW OUR HIGH SCHOOL STUDENTS TO GRADUATE FROM FRISCO ISD WITH UP TO A DISTINGUISHED LEVEL OF ACHIEVEMENT WITH SEVERAL DIFFERENT ENDORSEMENTS AVAILABLE. THE HYBRID PROGRAM WILL ALLOW STUDENTS TO TAKE THEIR CORE CLASSES THROUGH THE FISD PLUS PROGRAM AND THEN TAKE THE OTHER COURSES, EXTRACURRICULAR ACTIVITIES AND CO-CURRICULAR ACTIVITIES AT THEIR HOME CAMPUS IN A FACE TO FACE ENVIRONMENT. MY GOAL WITH THIS TEAM IS TO GROW IN FUTURE SEASONS AND MAYBE EVEN EARN A BOOSTER CLUB SCHOLARSHIP, WHICH REQUIRES THE ATHLETE TO PLAY ALL FOUR YEARS. BUT AS WE WERE LOOKING AT THE POLICY AND THINKING THROUGH SOME OF THE KIND OF PRACTICALITIES OF RESPONDING TO OBJECTIONS, WE WANTED TO MAKE SURE WE HAD A PROCESS THAT MADE SENSE FOR ANY PARENTS OR EMPLOYEES WHO ARE OBJECTING TO INSTRUCTIONAL MATERIALS, AS WELL AS FOR THE DISTRICT. SO I'M GOING TO GO THROUGH JUST A COUPLE OF HIGHLIGHTS OF SOME CHANGES. SO FIRST POLICY ENCOURAGES, LIKE ALL OF OUR POLICIES, RESOLVING RELATED TO COMPLAINTS DO ENCOURAGES INFORMAL RESOLUTION OF THE CONCERNS. IN THIS POLICY. IT'S THE ONLY POLICY THAT WE HAD WHERE WE LAID OUT SPECIFICALLY WHAT THE PROCESS FOR INFORMAL RESOLUTION WAS, WHICH OF COURSE THEN MAKES THAT A FORMAL PROCESS. THE SECOND PIECE IS THAT WE WANTED TO DISTINGUISH BETWEEN RESOURCES THAT ARE SELECTED AT THE CAMPUS LEVEL AND RESOURCES THAT ARE SELECTED AT THE DISTRICT LEVEL OR LIBRARY BOOKS, WHICH ARE OFTEN FOUND IN MULTIPLE CAMPUS LIBRARIES ACROSS THE DISTRICT. THE REASON FOR THIS IS BECAUSE IT DOESN'T MAKE SENSE FOR US TO HAVE A CAMPUS BASED OBJECTION SYSTEM FOR SOMETHING THAT'S AT MULTIPLE CAMPUSES. IF WE'VE DETERMINED IT'S NOT APPROPRIATE FOR ONE CAMPUS, THEN IT'S NOT GOING TO BE APPROPRIATE FOR ANOTHER CAMPUS AT THE SAME LEVEL. OFTEN THESE ARE LIKE, YOU KNOW, FOUR PARAGRAPH ARTICLES OR A TWO MINUTE VIDEO, SOMETHING LIKE THAT. THOSE ARE THE KINDS OF THINGS THAT WE'RE TALKING ABOUT HERE THAT A PRINCIPAL IS GOING TO REVIEW. AND ONE OF THE OTHER THINGS IN ALMOST EVERY ALTERNATIVE OPTION WE LOOKED AT, IT HAD A PIONEER HERITAGE SPLITTING TO THREE DIFFERENT HIGH SCHOOLS. AND AS YOU'VE LISTENED TO THE STUDENTS TALK LAST WEEK AND EVEN SOME OF THE STUDENTS TALK TONIGHT, WHEN YOU'RE A SMALL PERCENTAGE OF A GROUP OF STUDENTS GOING INTO A HIGH [01:30:04] SCHOOL, THAT'S REALLY DIFFICULT. IT WAS CHALLENGING IN OUR FAMILY AND TO BE FRANK ABOUT IT, THE MOST CHALLENGING MOMENT WAS THE NIGHT THAT YOU FIRST LEARNED THAT THE OPPORTUNITY TO BE IN REZONE ALL THE WAY UNTIL THEY GOT TO WALK INTO THOSE SCHOOLS AND QUICKLY FALL IN LOVE WITH THEIR NEW SCHOOLS. BUT I'M NOT DISMISSING THE CHALLENGES ASSOCIATED WITH THE REZONING. IT IS HARD. IT IS SOMETHING I PERSONALLY EXPERIENCED, AND I KNOW THIS BOARD HAS EXPERIENCED IT AS WELL AT VARYING LEVELS. IT IS VERY CHALLENGING AND THERE'S NO DOUBT ABOUT IT. THIS IS THE MOST CHALLENGING THING THIS BOARD FACES WHEN WE ARE CONFRONTED WITH THESE DECISIONS TO REBALANCE OUR SCHOOLS. JUST A LITTLE ABOUT THE PROCESS WE'VE TALKED A LITTLE BIT ABOUT, BUT WE DID WORK WITH THE PSA NUMBERS. WE WANTED TO WAIT TILL THE VERY LAST MINUTE TO GET THE LATEST NUMBERS AND THE BEST NUMBERS THAT WE COULD. THOSE THE INITIAL ZONES WERE PRESENTED TO THE ENTIRE BOARD AT THE OCTOBER BOARD MEETING AT THE SAME TIME WITH THE COMMUNITY, WHICH THEN TRIGGERED THE VERY IMPORTANT PART OF THE COMMUNITY INPUT, WHICH DR. FOUCHE MENTIONED OVER 800 EMAILS, PHONE CALLS. WE HAD A COMMUNITY INPUT NIGHT FROM THE COMMUNITY TO SHARE THEIR THOUGHTS AND ALLOWED US SOME TIME TO REALLY REVIEW THOSE MAPS AND REVISIT THEM AND TRY TO FIND ANY CHANGES THAT WOULD HELP IN THE PROCESS, AS WELL AS WHAT WE WERE ABLE TO DO TONIGHT WITH A LOT OF THESE EXCEPTIONS IN SOME OF THE LAST CHANGES. SO TONIGHT WE'RE HERE WITH THE CULMINATION OF ALL OF THESE EVENTS THAT LED US TO THIS VERY MOMENT. WHAT ARE SOME OF THE THINGS THAT WE CAN DO FOR STAFF WITH THIS MONEY BECAUSE WE KNOW THAT THEY'VE HAD SUCH A HARD COUPLE OF YEARS. AND SO THIS IS ONE OF THOSE THINGS THAT WE'RE PROPOSING. NORMALLY, THE PAST COUPLE OF YEARS WHEN WE'VE PAID AN EMPLOYEE RETENTION INCENTIVE, THE COST OR THE AMOUNT OF THE INCENTIVE IS EQUAL TO ONE PERCENT OF AN EMPLOYEE'S BASE PAY, PLUS FIFTY DOLLARS FOR EVERY YEAR THAT THEY HAVE WORKED FOR FRISCO ISD. AND WE SET A FLOOR ON THAT SO THAT NOBODY RECEIVES LESS THAN TWO HUNDRED AND FIFTY DOLLARS WITH THAT INCENTIVE. THIS YEAR, WE'RE PROPOSING THAT THE INCENTIVE PAYMENT BE FIRST FIFTY DOLLARS FOR EACH YEAR OF SERVICE WITH FISD AND THEN THE GREATER OF ONE PERCENT OF AN EMPLOYEE'S BASE PAY, OR SEVEN HUNDRED AND FIFTY DOLLARS. MEANING WHEN YOU KIND OF RUN THAT FORMULA, THE MINIMUM THAT ANYBODY WOULD RECEIVE, WHO'S ELIGIBLE FOR THIS WOULD BE $800 RATHER THAN TWO HUNDRED AND FIFTY DOLLARS. SO WELL MORE THAN THREE TIMES AS MUCH IS WHAT SOME PEOPLE WOULD HAVE RECEIVED UNDER THE OLD RETENTION INCENTIVE. THE WAY THAT THIS YEAR'S FORMULA WORKS, IT REALLY THERE'S NO SKEW BASED ON HOW MUCH MONEY YOU MAKE IN YOUR SALARY. THIS IS TRULY, YOU KNOW, SEVEN HUNDRED AND FIFTY DOLLARS PLUS FIFTY DOLLARS PER YEAR FOR EVERY YEAR YOU'VE BEEN HERE. SO YOU CAN SEE THE AVERAGE INCENTIVE FOR AN AUXILIARY STAFF PERSON IS OVER $1100. THE MINIMUM IS EIGHT HUNDRED. THE MAXIMUM THAT I CALCULATED WAS TWENTY SIX HUNDRED FOR ANY OF OUR AUXILIARY STAFF, AND YOU CAN KIND OF SEE HOW THAT WORKS. NINETY TWO PERCENT OF ALL OF OUR PROFESSIONAL STAFF WOULD EARN ONE HUNDRED AND FIFTY TO TWO HUNDRED DOLLARS MORE USING THIS FORMULA THAN UNDER THE ORIGINAL INCENTIVE.
