WILL AMY AND JOSE COME DOWN? [APPLAUSE] BOTH EMPLOYEES WERE NOMINATED BECAUSE THEY GO ABOVE AND BEYOND TO SUPPORT BOTH OUR CAMPUS STAFF AND OUR STUDENTS TO ENSURE EVERYONE REACHES THEIR MAXIMUM POTENTIAL IN THE CLASSROOM. JOSE IS THE LEAD CUSTODIAN AT FOWLER MIDDLE SCHOOL, AND AMY IS THE NURSE AT ANDERSON ELEMENTARY.

BOTH ARE KNOWN FOR THEIR WILLINGNESS AND READINESS TO SUPPORT STUDENTS AND FAMILIES IN FRISCO ISD.

WHEREAS THE HUMAN RESOURCES DIVISION IS INSTRUMENTAL IN RECRUITING, SELECTING, RESOURCING AND RETAINING QUALITY STAFF AND SUPPORT AT PROVIDING AN EXCELLENT EDUCATION FOR ALL STUDENTS. AND WHEREAS HUMAN RESOURCES PLAYS A KEY ROLE IN FOSTERING SATISFACTION AND LOYALTY AMONG EMPLOYEES BY ALLOWING FOR PROFESSIONAL GROWTH AND DEVELOPMENT AND KEEPING EMPLOYEES INFORMED ABOUT POLICIES, WORKING CONDITIONS, COMPENSATION AND BENEFITS.

AND WHEREAS HUMAN RESOURCES MONITORS AND MANAGES CURRENT AND FUTURE WORKFORCE TRENDS, ORGANIZATIONAL CULTURE, LEGAL AND LEGISLATIVE TRENDS, AND ETHICAL AND SOCIAL

AND WHEREAS THE HUMAN RESOURCE RESOURCES IS A VALID AND RESPECTED DEPARTMENT THAT SUSTAINS THE DISTRICT DISTRICT'S MOST IMPORTANT ASSET, ITS PEOPLE.

TONIGHT, WE'RE GOING TO RECOGNIZE TWO OWNER OPERATORS OF CHICK-FIL-A'S HERE IN OUR AREA.

THE CHICK-FIL-A LEADER ACADEMY IS A NATIONAL HIGH SCHOOL LEADERSHIP PROGRAM ORGANIZED BY AN EDUCATOR AT THE SCHOOL AND SPONSORED BY A LOCAL CHICK-FIL-A RESTAURANT OPERATOR.

THE SEVEN MONTH PROGRAM FOCUSES ON MAKING AN IMPACT THROUGH ACTION AND TRAINING LEADERS WITH LOCAL COMMUNITIES WITHIN LOCAL COMMUNITIES.

CURRENTLY, HERITAGE HIGH SCHOOL AND REEDY HIGH SCHOOL ARE PARTNERED UP WITH TWO LOCAL CHICK-FIL-A OWNER OPERATORS TO MAKE THIS PROGRAM POSSIBLE FOR STUDENTS ON THEIR CAMPUS.

ADDITIONALLY, LATER THIS MONTH, LEBANON TRAIL HIGH SCHOOL IS ALSO BRINGING THIS PROGRAM TO THEIR CAMPUS THROUGH THE GENEROSITY OF A THIRD LOCAL CHICK-FIL-A OWNER OPERATOR JAY SCHUMACHER. AT THIS TIME, IF DR.

WALDRIP AND PRESIDENT ARCHAMBAULT COULD PLEASE COME TO THE STAGE, I'D LIKE TO CALL UP SHARON WHITE, FRISCO ISD COMMUNITY OUTREACH LIAISON.

YOU'RE MAKING A DIFFERENCE, AND WE WANT YOU TO KNOW THAT.

I WOULD LIKE TO TAKE A QUICK SECOND, WHICH I'M ABOUT TO PUT YOU ON THE SPOT DEIDRE FOR YOU TO EXPLAIN WHAT THE PALS PROGRAM IS AND THE IMPACT THAT CHICK-FIL-A LEADER ACADEMY HAS ON YOUR STUDENTS.

AND THEN YOU CAN GO INTO A LITTLE BIT ABOUT THE ADDITIONAL PARTNERSHIPS THERE.

OK, SO CAL PROGRAM IS A NATIONWIDE MENTORING PROGRAM THAT I REALLY FELT AND SO THAT WAS A IT'S A COURSE THAT IS I DON'T THINK I NEED THIS, BUT I'M A HOLD IT JUST IN CASE.

IT'S A COURSE THAT IS OFFERED AT EVERY HIGH SCHOOL TO WHERE I ARE JUNIORS AND SENIORS TO THE ELEMENTARY SCHOOLS AND PARTNER WITH THEM AND [INAUDIBLE].

AND WE ALSO GO TO THE MIDDLE SCHOOLS AND WE'LL MENTOR K THROUGH EIGHTH GRADE.

SO EVERY DAY MY STUDENTS RIGHT NOW WE GO OFF CAMPUS AND WE ARE MENTORING AT [INAUDIBLE].

AND SO WE PARTNER WITH THEM.

AND THEN THAT'S WHERE MATT BRIDGES COMES ALONG, AND I CALL HIM AND SAY, HEY, I WANT TO DO THIS. AND HE WAS LIKE, SURE.

SO ONE OF THE PROJECTS WITH OUR AMBASSADORS IS THAT OUR COURTYARD, WHICH IS A GREAT COURTYARD, KIND OF LOOK LIKE A GRAVEYARD.

AND SO I CONTACTED HIM AND HE REACHED OUT TO THE PROSPER.

AND I MEAN, THE LOWES IN PROSPER, WHICH IS TIM LAWLESS, AND THEY WERE ABLE TO COME OVER

AND THEY GAVE US OVER FOUR THOUSAND DOLLARS WORTH OF FLOWER, MULCH, ANYTHING I NEEDED TO REDO OUR COURTYARD TO MAKE SURE IT WAS READY FOR HOMECOMING.

PRIOR TO THAT LAST YEAR, WHAT I KNEW EVERYTHING WAS COVID WAS HAPPENING.

I KNEW OUR SENIOR CITIZENS NEEDED A LITTLE LOVE, WHICH YOU WERE ABLE TO SEE A PICTURE UP THERE. I CALLED MATT BRIDGES AND I SAID, HEY, I WOULD LOVE TO FEED OUR SENIOR HOMES AROUND. AND HE SAID, SURE, I GOT YOU.

SO HE GAVE ME OVER 70 BOXES WORTH OF FOOD AND WE WENT TO THE SENIOR HOMES AND WE FEED ALL OF OUR SENIOR CITIZENS RIGHT ON THE CORNER OF [INAUDIBLE].

PRIOR TO THAT, I SAID, HEY, I WANT TO HAVE A CHRISTMAS PARTY FOR ALL THE KIDS THAT I MENTOR. HE SAID, SURE, I GOT YOU.

HE BRINGS OUT THE COW.

HE COMES AND TALKS [LAUGHTER] AND WE ARE.

WE ARE GIVING BACK AND EVERY KID OVER 40 KIDS THAT WE MENTORED WHEN I FIRST GOT TO HERITAGE WERE ABLE TO HAVE A CHRISTMAS PARTY, HAVE PICTURES WITH THE COW, HAVE FACE PAINTING, AND HE ACTUALLY SAT DOWN AND PLAYED WITH THE KIDS.

SO FOR ME, WHEN I REACHED OUT, MY BIGGEST THING IS ABOUT CREATING SERVANT LEADERS, AND THAT IS WHAT HE ALLOWS ME TO DO AND GIVE BACK TO OUR COMMUNITY.

AND SO I'M REALLY HAPPY THAT ANY TIME I CALL OR TEXT HIM EVEN NOW, I SAID, I NEED 60 SANDWICHES TO FEED OUR FOOTEALL BOYS FOR HELPING ME DIG UP THE COURTYARD.

NO PROBLEM. COME ON OVER.

I GOT YOU. AND SO I JUST WANT TO SAY THANK YOU.

I WANT TO SAY THANK YOU TO FRISCO FOR ALLOWING ME TO VENTURE OUT.

SHE'S GOING TO GIVE US A BRIEF DEMOGRAPHIC PRESENTATION AND SHOW ZONES AS WELL.

WE'VE BEEN KRIS HAS BEEN WORKING ON THIS FOR ABOUT TWENTY TWO YEARS.

I THINK WHEN SHE WENT TO WORK FOR US, WE WERE TWENTY TWO YEARS AGO, ABOUT 5000 STUDENTS AND NOW WE'RE SIXTY FIVE THOUSAND STUDENTS, NOT EVEN CLOSE TO FASTEST GROWING DISTRICT IN THE STATE DURING THAT TIME.

MY NAME IS KRIS POOL AND I'M WITH POPULATION SURVEY ANALYST.

AND LIKE YOU SAID, I'VE BEEN WORKING WITH FRISCO ISD SINCE 1999 DOING DEMOGRAPHICS, BUT IT'S MAINLY BEHIND THE SCENES, SO IT'S GOOD TO BE ABLE TO COME TALK TO YOU GUYS A LITTLE BIT TONIGHT. AND I'VE BEEN ASKED TO GIVE JUST A VERY BRIEF OVERVIEW OF DEMOGRAPHICS WHILE I'M HERE BEFORE WE MOVE ON TO THE ZONING.

SO FIRST, JUST A LITTLE BIT ABOUT OUR FIRM, IT BEGAN IN 1980, AND SINCE THAT TIME WE HAVE WORKED ALMOST EXCLUSIVELY WITH SCHOOL DISTRICTS PROJECTING STUDENT ENROLLMENT.

WE WORK ALL OVER THE STATE.

WE WORK BASICALLY IN A RING AROUND HOUSTON AND ALL OF THOSE HIGH GROWTH SORTS OF DISTRICTS. AND WE ALSO NOW WORK FOR HOUSTON ISD.

WE WORK IN AUSTIN OUTSIDE OF AUSTIN.

WE WORK AT LIBERTY HILL, LEANDER, DRIPPING SPRINGS, ET CETERA.

WE WORK SOME IN SAN ANTONIO.

I'M HEADED TO FRIENDSHIP, WHICH IS LUBBOCK NEXT WEEK.

AND THEN HERE IN DALLAS, WE'VE GOT A PROJECT WITH DALLAS ISD.

WE'VE WORKED WITH YOU GUYS FOR SO LONG.

LOVEJOY, SOME OF THESE OTHER SMALLER AREAS NORTHEAST, NORTHEASTERN TEXAS.

SO REALLY, WE SORT OF SPAN THE ENTIRE STATE.

MOST OF THE THE PEOPLE THAT CONTACT US ARE THE SORTS OF DISTRICTS THAT ARE GROWING.

THEY NEED HELP UNDERSTANDING WHERE TO PUT NEW SCHOOLS, WHEN TO OPEN THOSE NEW SCHOOLS, HOW TO DRAW THOSE ATTENDANCE ZONES AND TRY TO MAINTAIN AS MUCH STABILITY AS POSSIBLE.

WHEN WE STARTED IN 1999, WE WERE DRAWING THE ATTENDANCE ZONE FOR SHAWNEE TRAIL ELEMENTARY. AND SO IT'S BEEN EVERYTHING SINCE THEN.

WE BUILT OUR PROJECTIONS LARGELY ON NEW HOUSING.

WE GO IN, WE SPEND TIME ON THE GROUND ASSESSING UNDEVELOPED PARCELS OF LAND.

OTHER PEOPLE MAY LOOK AT PLOTS OR THEY MAY LOOK AT CONCEPT PLANS OR SOMETHING LIKE THAT, BUT THAT ONLY GETS YOU SO FAR.

THAT ONLY GETS YOU A FEW YEARS IN THE FUTURE.

AND WE KNOW THAT A DISTRICT LIKE YOU GUYS, IF YOU'RE GOING TO BUILD A NEW HIGH SCHOOL, YOU'RE LOOKING AT TWO YEARS OF CONSTRUCTION TIME.

YOU'VE GOT TO BACK UP AND DESIGN AND YOU'VE GOT TO BACK UP AND YOU DO THE SITE SELECTION, ET CETERA, ET CETERA, ET CETERA, PASS THE BOND AND A COUPLE OF YEARS OF CONCEPT PLANS AND SO FORTH ISN'T GOING TO GET YOU VERY FAR.

AND SO WE ACTUALLY GET IN THE DISTRICT AND CONTACT PEOPLE AND MAKE PROJECTIONS AND ASSESS, TRY TO ASSESS EVERY LARGE PARCEL THAT IS UNDEVELOPED FOR WHEN AND WHERE AND HOW THAT PARCEL MIGHT BUILD OUT.

WE ALSO LOOK AT THE CURRENT STUDENT POPULATION.

WE AGE THOSE KIDS FORWARD.

WE LOOK AT HOW THEY'RE MOVING THROUGH THE DISTRICT AND WHICH PORTIONS OF THE DISTRICT WHERE THEY MAY BE STAYING STABLE AND MOVING FORWARD, OR WHICH PORTIONS OF THE DISTRICT MAY BE GAINING A LOT OF KINDERGARTNERS BECAUSE WE'RE LOOKING AT NEW HOUSING, BUT IT'S ALSO VERY IMPORTANT TO UNDERSTAND WHAT'S HAPPENING IN THE EXISTING HOUSING BECAUSE AT THIS POINT, FRISCO ISD HAS A LOT MORE EXISTING HOUSING THAN YOU HAVE NEW HOUSING.

AND SO WE HAVE TO UNDERSTAND ALL OF THOSE ASPECTS.

WE HAVE TO LOOK AT ECONOMIC DATA, OF COURSE.

AND THEN ONE OTHER IMPORTANT THING THAT WE DO IS WE MEASURE THE RATIOS OF STUDENTS PER HOUSEHOLD. EVERYBODY THINKS THERE'S TWO KIDS PER HOUSE, AND THAT'S NOT EXACTLY THE CASE.

DON'T GET INTO THAT A LITTLE BIT LATER.

SO WE ALWAYS START ANY ASSESSMENT OF A DISTRICT BY LOOKING AT HOW IT COMPARES WITH OTHERS IN THE REGION BECAUSE WE ULTIMATELY NEED TO UNDERSTAND WHY PARENTS WOULD CHOOSE THIS DISTRICT INSTEAD OF A DIFFERENT DISTRICT.

AND SO WE HAVE TO UNDERSTAND WHAT FACTORS MAY BE PULL FACTORS INTO THE DISTRICT.

AND SO WE CAN LOOK AT A LOT OF DIFFERENT TEA DATA.

THIS IS SHOWING 2020 DATA.

THIS IS, OF COURSE, COVID AFFECTED DATA, BUT IT'S THE MOST RECENT PEIMS DATA THAT WE HAVE THAT'S AVAILABLE FOR THE ENTIRE STATE.

AND SO YOU CAN SEE FRISCO THERE WITH THE CIRCLE AROUND IT.

IT'S SITTING THERE IN DENTON AND COLLIN COUNTY, AND THE ENROLLMENT IN 2020 WAS JUST OVER SIXTY THREE THOUSAND STUDENTS.

WE MEASURE GROWTH IN A LOT OF DIFFERENT WAYS.

WE LOOK AT NET CHANGE AND WE LOOK AT PERCENT CHANGE AND WE LOOK AT OVER VARIOUS TIME PERIODS. I THINK BECAUSE COVID DID AFFECT ALL OF THE ENROLLMENTS IN THE STATE, PERHAPS RIGHT NOW, THE BEST WAY TO LOOK AT GROWTH IS TO LOOK IN THIS CASE AT A FIVE YEAR GROWTH PERIOD. AND SO THAT'S WHAT YOU'VE GOT HERE AND YOU'VE GOT ALL OF THE DISTRICTS IN THE REGION RANKED. THE THING THAT IS IMPORTANT TO UNDERSTAND HERE IS HOW MASSIVE THE GROWTH HAS BEEN IN FRISCO.

SOME OF US REALLY, YOU KNOW, WE CAN LOOK BACK AT AND WE'RE HERE FOR THE YEARS THAT IT WAS GROWING AT 30 PERCENT PER YEAR.

AND SO WE CAN. AND IT'S EASY TO KIND OF THINK, WELL, THAT IS TAPERED OFF, BUT REALLY AND TRULY, WHEN YOU LOOK AT IT, IT HASN'T.

FRISCO GAINED THE SECOND MOST STUDENTS IN THE ENTIRE REGION, SECOND, BARELY ONLY TO PROSPER. AND WHEN YOU LOOK AT WHO WAS THIRD, YOU'RE MORE THAN DOUBLE THE THIRD.

AND I THINK THAT'S WHAT HELPS PUT THAT IN PERSPECTIVE.

JUST EXACTLY HOW MUCH GROWTH YOU'VE GOT GOING ON.

I MENTIONED THAT THE DATA FOR 2020 WAS AFFECTED BY COVID, AND SO THIS GROWTH THAT THE DISTRICT HAD IN FRISCO, YOU HAD SEVEN HUNDRED AND EIGHTY EIGHT STUDENTS GAINED AT THAT TIME, AND THAT WAS LOWER THAN WE HAD PROJECTED.

OF COURSE, WHEN WE DID OUR DATA IN THE FALL OF 2019 AND WE'RE PROJECTING FOR 2020, WE DID NOT FORESEE A PANDEMIC OCCURRING IN THE SPRING 2020.

AND SO EVERYONE HAD ENROLLMENT DATA THAT WAS MUCH LOWER THAN THEY HAD EXPECTED AND FRISCO WAS NO EXCEPTION.

SO THIS GRAPH JUST SHOWS THE UPWARD TREND IN STUDENT ENROLLMENT SINCE 2008, THE ENROLLMENT HAS CONTINUED TO INCREASE VERY STEADILY.

YOU WILL SEE THAT IT'S ALSO SHOWING THE PERCENTAGE OF CHANGE.

AND SO NATURALLY, AS THE DISTRICT HAS INCREASED IN OVERALL ENROLLMENT, THAT PERCENTAGE CHANGE HAS DECLINED ALONG THE WAY.

AND THEN YOU CAN ALSO SEE THAT IN 2020, YOU SEE A LITTLE FLATTENING OUT THERE AND AT ONE POINT THREE PERCENT CHANGE.

AND THEN FOR THIS FALL, IF WE'RE PROJECTING FORWARD TO WHAT WE WOULD EXPECT BY THE END OF OCTOBER, FOR PEIMS, IT'S CLOSER TO ABOUT FOUR PERCENT.

AND I THINK BY JULY THE FIRST, WE ALL FELT PRETTY GOOD ABOUT THAT.

AND THEN WE HAD SOME CHANGES HIT WITH THE PANDEMIC IN JULY AND AUGUST.

AND SO WHAT WE'VE BEEN DOING IS LOOKING AT THE NUMBER OF HOMES THAT WERE OCCUPIED AND

THEN THE NUMBER OF STUDENTS WE WOULD HAVE EXPECTED FROM THOSE HOMES AND TRYING TO COMPARE THAT TO THE NUMBER OF STUDENTS WE ACTUALLY DID GET FROM THOSE HOMES.

AND SO IN SO DOING, WE FEEL LIKE THERE ARE STILL SOME STUDENTS THAT HAVE NOT RETURNED TO THE DISTRICT. AND SO WHEN YOU'RE LOOKING AT PROJECTIONS MOVING FORWARD, WE ARE SEEING SOME OF THAT. WE ARE PROJECTING SOME OF THOSE STUDENTS TO COME BACK IN 22 AND A FEW AND 23. AT THIS POINT, SOME OF THEM MAY STAY GONE.

THEY MAY STAY DOING OTHER THINGS, AT LEAST UNTIL SECONDARY SCHOOL.

I KNOW WHEN THE DATA CAME OUT THE PANDEMIC, IT LARGELY AFFECTED KINDERGARTEN AND FIRST GRADE, AND WE SAW ALMOST NO IMPACT WHATSOEVER AT THE HIGH SCHOOL GRADES.

AND SO, YOU KNOW, SOME OF THESE STUDENTS THAT ARE GONE, THEY MAY SHOW UP LATER ON IN THE FUTURE. I MENTIONED PULL FACTORS A MINUTE AGO, A LOT OF THE REASON THAT PEOPLE THAT PARENTS MAY CHOOSE FRISCO ISD IS SOME OF THESE PULL FACTORS.

LARGELY, IT'S QUALITY OF LIFE FACTORS.

AND SO IT'S A LITTLE HARD TO MEASURE QUALITY OF LIFE FACTORS.

BUT ONE OF THE THINGS THAT WE LOOK AT IS THE PERCENT OF ECONOMICALLY DISADVANTAGED STUDENTS IN THE STATE.

AND WHEN WE COMPARE THAT TO THE LARGEST 20 DISTRICTS IN THE STATE BY FAR, FRISCO HAS THE LOWEST PERCENT OF ECONOMICALLY DISADVANTAGED STUDENTS.

AND THE THING THAT'S VERY CURIOUS TO ME ABOUT THIS IS THAT THIS NUMBER HAS MAINTAINED ALMOST EXACTLY THE SAME PERCENTAGE SINCE WE BEGAN WORKING FOR THE DISTRICT.

IT'S BEEN VERY STABLE.

AND NORMALLY WHEN WE HAVE GROWTH COME IN, WE HAVE A GROWTH IN ECONOMICALLY DISADVANTAGED STUDENTS ALSO, AND THAT THAT HAS NOT HAPPENED HERE IN FRISCO ISD.

AND THAT'S PROBABLY ONE OF THE REASONS THAT YOU'VE CONTINUED TO SEE THIS VERY LARGE GROWTH FIGURES. SO THIS IS A SLIDE THAT'S VERY INTERESTING TO ME THAT I WANTED JUST TO TALK ABOUT BRIEFLY.

IT'S EASY TO GET HUNG UP ON THE HOUSES THAT YOU SEE COME IN.

YOU CAN DRIVE DOWN THE STREET AND YOU SEE THE NEW HOUSES COMING UP OUT OF THE GROUND.

SO IN 2006, THIS IS COLOR CODED FOR THE LARGEST IN RED AND THE SMALLEST COHORT IN BLUE.

SO AT THAT TIME, THE LARGEST GRADE LEVEL THAT YOU ALL HAD WAS IN KINDERGARTEN AND THE SMALLEST THAT YOU HAD WAS IN 12TH GRADE.

SO FIVE YEARS FORWARD, THE LARGEST WAS IN FIRST, SECOND GRADE AND FIVE YEARS FORWARD.

FROM THAT, IT WAS IN ABOUT SEVENTH GRADE.

AND SO THIS YEAR, THE LARGEST, THE LARGEST STUDENT POPULATION, THE LARGEST GRADE LEVEL THAT YOU ALL HAVE IS IN NINTH GRADE AND YOUR SMALLEST IS IN KINDERGARTEN.

AND SO I DON'T WANT YOU TO THINK THAT YOU'RE LOSING KIDS AT KINDERGARTEN, THAT'S NOT WHERE WE ARE. IF YOU LOOK AT THE KINDERGARTEN NUMBERS EACH CONSECUTIVE EACH CONSECUTIVE YEAR IS LARGER THAN THE ONE PREVIOUS TO IT, SO YOU'RE STILL GAINING.

BUT WHAT WE'RE LOOKING AT HERE IS WE'RE COMPARING ACROSS THE DISTRICT TRYING TO GET A SNAPSHOT OF THE DISTRICT AND THE DISTRICT IS AGING TO SOME EXTENT, SUCH THAT AT THIS POINT, FOR THE MOST PART, YOUR KIDS, YOU HAVE A HEAVIER CONCENTRATION OF KIDS IN THE SECONDARY GRADES.

AND SO I THINK THAT'S IMPORTANT TO UNDERSTAND.

JUST AS YOU'RE THINKING OF FRISCO, WE SEE THESE NEW HOMES COMING OUT.

AND SO IN REALITY, THE RATIO OF STUDENTS PER HOME FOR SINGLE FAMILY UNITS IS A 0.78 DISTRICT WIDE, AND FOR MULTIFAMILY UNITS, IT'S A 0.26.

RIGHT NOW, FOR SINGLE FAMILY, WE HAVE IT MEASURED FROM 0.02 ON ONE END OF THE SCALE TO 1 .64 STUDENTS PER HOME.

IN SINGLE FAMILY AND IN MULTIFAMILY, IT VARIES FROM ZERO TO 0.98.

IN OTHER WORDS, THERE'S ALMOST ONE CHILD PER HOME IN THOSE MULTIFAMILY UNITS.

IT'S ON THAT HARD CORNER THERE.

MOVE THAT INTO COBB.

IT RELIEVES PIONEER HERITAGE A LITTLE BIT AND IT PUTS THEM IN A BETTER FEEDER.

AND THEN THERE'S ALSO 40C IT'S OVER ON THE EASTERN SIDE.

WE WOULD MOVE THAT INTO PIONEER HERITAGE.

THERE ARE NO KIDS IN IT RIGHT NOW, AND THERE'S NO PROJECTIONS IN THAT AREA FOR SEVERAL YEARS. WE'RE EXPECTING SOME MULTIFAMILY BUILD OUT LATER ON, BUT IT DOESN'T IMPACT THE NUMBERS, AND IT DOES CLEAN UP THE FEEDERS A LITTLE BIT THERE.

EIGHT HUNDRED AND FORTY FIVE DISTRICTS IN THE STATE EARNED A RATING OF A WHICH IS EARNED IF YOU GET AT LEAST 90 POINTS OUT OF 100.

YOU CAN SEE KIND OF THE PERCENTAGE BREAKDOWN THERE AND THEN IT KIND OF GOES ALL THE WAY DOWN TO HOW MANY DISTRICTS GOT B, C OR F.

SO SOME WOULD ARGUE THAT WITH SO MANY DISTRICTS RECEIVING AN A RATING THAT THE BAR IS SET PRETTY LOW, I WILL SAY THAT THE CRITERIA CHANGES EVERY FEW YEARS AND EVERY FEW YEARS.

IT GETS A LITTLE BIT MORE STRINGENT.

AND SO I AM PROUD THAT FRISCO ISD CONTINUES TO PERFORM VERY HIGHLY ON THESE INDICATORS.

THE FIRST FIVE INDICATORS ARE THE ONES THAT I SAID ARE CRITICAL, MEANING IF WE FAIL THESE, WE FAIL THE WHOLE DEAL.

THE FIRST ONE ASKS IF WE FILED OUR ANNUAL FINANCIAL REPORT ON TIME, AND WE DID.

SO WE PASSED. THE NEXT ONE ASKS IF WE HAD AN UNMODIFIED OPINION ON OUR FINANCIAL STATEMENTS THAT ESSENTIALLY MEANS THAT THERE WERE NO MATERIAL ERRORS OR POOR INTERNAL CONTROLS, AND WE DID RECEIVE THAT, SO WE PASSED.

THE THIRD INDICATOR ASKED IF WE MADE ALL OF OUR REQUIRED DEBT SERVICE PAYMENTS ON TIME, AND WE DID, SO WE PASSED.

THIS ONE ASKS IF OUR TOTAL ASSETS EXCEED TOTAL LIABILITIES FOR THE DISTRICT AS A WHOLE.

FEW YEARS AGO, THE GOVERNMENTAL ACCOUNTING STANDARDS CHANGED AND ABOUT.

I THINK EVERY DISTRICT IN THE STATE NOW HAS NOW WOULD FAIL THIS INDICATOR BECAUSE OF THAT CHANGE IN STANDARDS. SO THEY STILL HAVE IT AS A QUESTION, BUT THEY HAVEN'T BEEN SCORING IT SINCE 2017.

THE NEXT SET OF INDICATORS ARE CONSIDERED SOLVENCY INDICATORS.

THE FIRST ONE OF THOSE ASKS WHETHER FUND BALANCE IS DECLINING TOO QUICKLY AND IF IT IS DECLINING, WHETHER THERE'S SUFFICIENT FUND BALANCE TO OPERATE THE DISTRICT FOR AT LEAST SEVENTY FIVE DAYS, THIS ONE IS KIND OF A YES OR NO.

AND OUR FUND BALANCE WAS NOT DECLINING, SO WE RECEIVED A YES FOR THIS ONE.

THE NEXT ONE ASKS HOW LONG IN DAYS AFTER THE END OF OUR FISCAL YEAR COULD WE HAVE CONTINUED TO PAY OUR BILLS WITHOUT RECEIVING REVENUE? SO WE ALWAYS TALK ABOUT HOW IMPORTANT FUND BALANCES IN ORDER TO MAINTAIN CASH FLOW.

WHEN YOU DO OUR CALCULATION, WE HAD ONE HUNDRED AND EIGHTY THREE POINT NINE DAYS CASH ON HAND, WHICH EARNED US A SCORE OF TEN ON THIS ONE.

THE NEXT INDICATOR ASKS IF OUR RATIO OF LONG TERM LIABILITIES TO TOTAL ASSETS IS SUFFICIENT TO SUPPORT LONG TERM SOLVENCY.

YOU GUYS KNOW THAT WE HAVE BEEN USING DEBT SERVICE FUND BALANCE TO TO HELP MAKE THOSE DEBT PAYMENTS FOR THE LAST COUPLE OF YEARS IN ORDER TO MAINTAIN A TWENTY SEVEN CENT DEBT TAX RATE. SO THIS WE TOOK A TWO POINT HIT ON OUR FIRST RATING IN ORDER TO HELP KEEP THE TAX RATE A LITTLE BIT LOWER.

INDICATOR 13 MEASURES THE PERCENTAGE OF OUR BUDGET SPENT ON ADMINISTRATION.

THERE ARE DIFFERENT PERCENTAGE CRITERIA DEPENDING ON HOW LARGE OF A DISTRICT YOU ARE.

WE ARE MUCH LARGER THAN TEN THOUSAND, BUT THAT IS THE LARGEST CATEGORY THAT THEY HAVE.

AND SO IN ORDER TO GET A 10 ON THIS ONE, OUR ADMINISTRATIVE COST RATIO NEEDS TO BE LESS THAN EIGHT POINT FIFTY FIVE PERCENT.

OURS WAS SIX POINT ONE NINE PERCENT, SO WE GOT A 10.

THE NEXT ONE ASKS IF OUR IF OUR DISTRICT'S ENROLLMENT DECLINE DID THE NUMBER OF STAFF WE EMPLOYED DECLINE PROPORTIONALLY.

OUR JUST OUR ENROLLMENT DID NOT DECLINE, SO WE GOT TO 10 ON THIS ONE.

AT ABOUT THIS TIME, WE SHARE WITH YOU OUR PLAN TO IMPLEMENT A FEW NEW COURSES ON OUR CAMPUSES OVER TIME.

WE SPOKE LAST YEAR ABOUT AFRICAN-AMERICAN STUDIES, AND THIS YEAR WILL BE SHARING A LITTLE ABOUT OUR PLAN, A LITTLE BIT ABOUT OUR PLAN TO IMPLEMENT A NEW COURSE MEXICAN-AMERICAN STUDIES FOR THE 22-23 SCHOOL YEAR.

THESE ARE BOTH TEXT BASED COURSES, AND WE'RE EXCITED TO SHARE SOME ADDITIONAL INFORMATION WITH YOU. MS. MANUS? ALL RIGHT.

I WANTED TO GIVE YOU A LITTLE BIT OF UPDATE ON WHAT DR.

CUNNINGHAM WAS TELLING YOU.

THE FIRST THING I WANT TO TALK ABOUT IS THE WHY WE'RE STUDYING ETHNIC STUDIES COURSES IN FRISCO ISD, AND WE REALLY ARE ALWAYS LOOKING FOR OPPORTUNITIES FOR OUR STUDENTS TO FIND COURSES THAT ARE INTEREST TO THEM IN THE ELECTIVES.

SO WE'VE BEEN LOOKING AT ETHNIC STUDIES COURSES SINCE THEY CAME ABOUT IN 2018, AND OVER THE LAST COUPLE OF YEARS HAVE GOTTEN REALLY INTERESTED IN MAKING SURE OUR STUDENTS HAD THOSE OPPORTUNITIES AT THE HIGH SCHOOL LEVEL.

SO WE KNOW THAT THESE COURSES OFFER RELEVANT CURRICULUM TO OUR STUDENTS WHO CHOOSE TO TAKE THEM. IT ALSO HELPS US IN BUILDING COMMUNITY ACROSS OUR COMMUNITY, ACROSS OUR DISTRICT AND WITH OUR STUDENTS.

THEY GET A DEEPER UNDERSTANDING OF HISTORY THAT THEY DON'T ALWAYS GET A CHANCE TO DIG DEEP INTO IN OUR OTHER TEK SPACE COURSES.

AND THEN OBVIOUSLY IT'S GOING TO INCREASE STUDENT ENGAGEMENT.

WE ARE AN INQUIRY BASED COURSE, AND I'LL TALK A LITTLE BIT MORE ABOUT THAT IN A MINUTE, BUT IT'S NOT TEXTBOOK BASED AT ALL, SO THE KIDS GET REALLY EXCITED.

THEY'RE GOING TO COME TO A SOCIAL STUDIES CLASS AND NOT HAVE TO WHIP OUT A TEXTBOOK, SO THAT'S VERY FUN FOR THEM.

SO JUST A QUICK UPDATE.

LIKE DR. CUNNINGHAM SAID, LAST YEAR WE STARTED WORKING ON THE AFRICAN-AMERICAN STUDIES COURSE, AND WE SPENT A LOT OF TIME LAST YEAR DEVELOPING A GOOD FOUNDATION FOR THAT.

SO LAST MAY, ONCE WE HAD OUR TEACHER SELECTED, WE GOT EVERYBODY TOGETHER, WE DID A VISIONING KICK OFF OF WHAT WE WANTED THIS COURSE TO LOOK LIKE AND HOW WE WANTED IT TO BE A LITTLE BIT DIFFERENT THAN SOME OF THE OTHER SOCIAL STUDIES CLASSES THAT THEY COULD TAKE. SO WE HAD STUDENTS COME AND TALK WITH OUR TEACHERS AND TALK WITH OUR LEADERSHIP ABOUT WHAT THEY WANTED TO SEE IN THE COURSE.

AND THEN WE BUILT UPON THAT AND DID A LOT OF PROFESSIONAL LEARNING AROUND THAT WITH OUR TEACHERS. WE MOVED INTO THE SUMMER INTO CURRICULUM WRITING PROJECTS.

WE SPENT PRETTY MUCH THE ENTIRE MONTH OF JUNE WRITING CURRICULUM AND LEARNING TOGETHER.

AND BECAUSE WE DON'T HAVE A TEXTBOOK, WE REALLY LEAN ON PRIMARY AND SECONDARY SOURCES TO TELL THE STORY. SO WE'RE LOOKING FOR THOSE UNIQUE STORIES TO EXPAND THE HISTORY THAT'S NOT INCLUDED IN TEXTBOOKS.

WE ALSO WERE LUCKY ENOUGH TO HOST AN ETHNIC STUDIES CONFERENCE IN JULY.

WE DID THAT IN PARTNERSHIP WITH THE DALLAS HOLOCAUST AND HUMAN RIGHTS MUSEUM AND ALSO DALLAS ISD AND OUR REGION 10 AND REGION 11 SERVICE CENTERS.

SO WE ALL THROUGH THIS CONFERENCE TOGETHER HAVE LOTS OF PARTICIPATION FROM AROUND THE STATE, AND WE'RE EXCITED TO CONTINUE THAT WORK THROUGHOUT THE STATE AND WE WON'T BE HOSTING THIS YEAR. WE'LL BE ROTATING THAT AMONG OUR PARTNERS, BUT WE WILL BE OFFERING AGAIN THIS SUMMER AND PARTNERING WITH THEM.

AND THEN WE ALSO HAD SEVERAL STUDENT VOLUNTEERS THAT CAME UP THIS SUMMER AND WORKED ALONGSIDE OUR TEACHERS TO HELP THEM THROUGHOUT THE CONFERENCE AND MAKE SURE THAT THEY KNEW WHERE THEY WERE GOING AND COULD FIND THEIR WAY AROUND.

SO OUR CURRENT ENROLLMENT, WE ARE OFFERING THIS ON 10 HIGH SCHOOLS RIGHT NOW, AND THE ONLY EXCEPTION IS EMERSON, BECAUSE THEY OPENED UP IT'S 9-10.

THIS COURSE IS FOR 10TH THROUGH 12TH GRADERS, AND SO EMERSON JUST WASN'T GOING TO HAVE THE STUDENT POPULATION TO MAKE THAT COURSE WORK FOR THIS FIRST YEAR.

SO NEXT YEAR, WE'RE OFFERING IT ON ALL 12 CAMPUSES RIGHT NOW, WE HAVE 273 STUDENTS ENROLLED IN AFRICAN-AMERICAN STUDIES, AND THIS QUOTE IS JUST FROM ONE OF OUR STUDENTS.

WE OFTEN WE START OUT OUR COURSE WITH WHY? WHY ARE WE TEACHING THIS COURSE AND WHY OUR STUDENTS TAKING IT? AND SO THIS WAS A QUOTE FROM ONE OF OUR STUDENTS WHO HAD TURNED THIS INTO HIS TEACHER.

SO WE ARE DOING AN INQUIRY BASED MODEL, WHICH MEANS WE START WITH BIG GUIDING QUESTIONS.

WE PROVIDE RESOURCES FOR THE STUDENTS AND THEY DO THEIR OWN DISCOVERY OF WHAT THAT LOOKS LIKE. IT IS TEAK SPACE, SO ALL OF OUR RESOURCES GO ALONGSIDE WITH THE STANDARDS.

BUT THE KIDS DO A LOT OF EXPLORING ALONGSIDE A TEACHER, TEACHING THEM THE SKILLS, THE PROPER RESEARCH SKILLS FOR FINDING THE ANSWER.

WE START OUT AT THE BEGINNING OF THE YEAR.

IT'S VERY TEACHER GUIDE IT TO HELP THEM WITH THEIR SKILLS.

AND THEN AS WE GO THROUGHOUT THE YEAR, THE STUDENTS WILL BE COMING UP WITH THEIR OWN QUESTIONS AND THEIR OWN RESEARCH AROUND THE UMBRELLA OF THE THEMES.

SO THAT LEADS US TO OUR MEXICAN-AMERICAN STUDIES COURSE, WE WANTED TO DO ONE COURSE AT A TIME BECAUSE WE WANT IT TO GET IT RIGHT.

SO WE'RE VERY EXCITED TO TO LEARN FROM WHAT WE DID WITH AFRICAN-AMERICAN STUDIES AND IMPLEMENT MEXICAN-AMERICAN STUDIES.

SO WE'LL START THAT WORK THIS YEAR.

JUST A LITTLE BIT OF BACKGROUND ABOUT THE COURSE.

IT WAS ADOPTED IN 2018 BY THE STATE BOARD OF EDUCATION.

IT IS A ONE YEAR ELECTIVE COURSE UNDER THE SOCIAL STUDIES UMBRELLA.

SO THE STUDENTS, IT DOES FIT INTO THEIR MULTIDISCIPLINARY STUDIES OF ARTS AND HUMANITIES ENDORSEMENT, AND THIS COURSE WAS DEVELOPED BY HOUSTON ISD.

SO THEY WORKED REALLY HARD TO DEVELOP THOSE STANDARDS AND GET THEM APPROVED BY THE STATE, JUST LIKE THE DALLAS ISD DID THAT FOR AFRICAN-AMERICAN STUDIES.

SO OUR NEXT STEPS WITH THIS COURSE.

AFTER THIS, WE PLAN TO DO ALL HANDS ON DECK COMMUNICATING TO CAMPUSES, TO OUR CAMPUS LEADERSHIP, TO OUR COUNSELORS AND TO OUR STUDENTS TO MAKE SURE THEY'RE AWARE OF THESE NEW COURSES. WE WILL PARTNER WITH CAMPUSES TO SELECT THE PROPER TEACHERS.

THEY HAVE TO BE HISTORY CERTIFIED OR SOCIAL STUDIES CERTIFIED, SO WE PARTNER WITH THEM TO MAKE SURE THAT WE GET THE RIGHT TEACHERS FOR THESE COURSES.

WE ASK THAT THE PLAN CLEARLY STATE TEACHERS ARE NOT EXPECTED TO BE ON DEMAND FOR REMOTE STUDENTS WHILE THEY TEACH IN PERSON STUDENTS ON CAMPUS, AS THIS WOULD VIOLATE TEXAS EDUCATION CODE 29.90911, WHICH BARS CONCURRENT SYNCHRONOUS AND ASYNCHRONOUS INSTRUCTION.

WE ALSO ASKED THAT THE PLAN CLEARLY DELINEATE HOW THE DISTRICT WILL ENSURE TEACHERS RECEIVE THE OPTION TO BE REASSIGNED TO AN ON CAMPUS POSITION BEFORE THE END OF FALL 2021, PER TEA GUIDANCE AND IN ACCORDANCE WITH TEC 29.9091K.

THIS IS RESTRICTIVE WHEN MOST NEIGHBORHOODS ARE FULLY BUILT OUT WITH LITTLE CHANCE OF NEW STUDENT IN FLUX.

MIDDLE SCHOOLS LIMIT ENROLLMENT TO 1100 BEFORE STUDENTS ARE TURNED TO A DIFFERENT SCHOOL.

THAT MEANS WE ARE LEAVING 100 TO 200 SPOTS FOR NEW STUDENTS AT THE COST OF EXISTING STUDENTS WHO WISH FOR THE SCHOOL TRANSFER DUE TO VARIOUS REASONS.

SCHOOLS OUTSIDE OF THE SIX OFFERED FOR TRANSFER HAVE AN ENROLLMENT BETWEEN 920 AND 1010 STUDENTS. SB 15 FUNDS WILL BE USED TO OPEN A VIRTUAL LEARNING OPTION.

THAT'S GREAT, BUT MIDDLE SCHOOLS SHOULD OPEN UP SPOTS LEFT BY VIRTUAL LEARNERS TO IN-PERSON LEARNERS.

ADDITIONALLY, THE CUTOFF SHOULD BE INCREASED TO 97 OR 98 PERCENT TO ALLOW PARENTS AND IN-PERSON STUDENTS TO CHOOSE AN ENVIRONMENT THAT WOULD HELP THEM GROW AND THRIVE WITHIN FISD. THANK YOU.

WHEN PARENTS RECENTLY REACTED WITH CONCERN REGARDING DISTRICT PUBLICIZED REZONING COMMUNICATION ON THE DISTRICT WEBSITE, A DISTRICT REPRESENTATIVE RESPONDED WITH THE USE OF THE TERM RUMOR MILL.

AND THIS IS NOT THE FIRST TIME THE TERM RUMOR MILL HAS BEEN USED BY THIS ADMINISTRATION AND THIS BOARD AND AS AN ENGLISH TEACHER, I'VE SEEN SEVERAL SYNONYMS SIMILAR TO RUMOR MILL. TRANSPARENCY IS DESPERATELY SOUGHT BY PARENTS FOR THIS AND MANY DISTRICT DECISIONS THAT AFFECT OUR CHILDREN WHEN THE DISTRICT DISMISSES CONCERNS RAISED BY PARENTS ON ISSUES THAT AFFECT THEIR CHILDREN.

THOSE PARENTS ARE CONTACTING FAMILIES FOR FRISCO PAC.

AND SO IF THESE CHILDREN CAN'T AFFORD FOOD, HOW COULD THEY AFFORD A MASK IF THEY WANTED TO WEAR ONE? I NOTICED THAT MASKS ARE NOT OFFERED, LIKE WHEN THE STUDENTS WALK IN THE FRONT DOORS OF THE SCHOOL.

BUT AS EACH OF THOSE PROJECTS ENDED, WE WERE LOOKING AT, OK, WHAT DO WE DO WITH THIS COMMITTEE NEXT? SO AS WE WORKED TO DETERMINE HOW DO WE CONTINUE TO MAKE SURE WE HAVE CONTINUAL ENGAGEMENT FROM THE COMMUNITY TO PROVIDE FEEDBACK TO US TO GET INFORMATION FROM US, HOW CAN WE KIND OF BETTER UTILIZE THAT LRPC STRUCTURE FOR THAT PURPOSE, AND SO AS WE WERE BEGINNING THE SCHOOL YEAR PREPARING TO MAKE SELECTIONS FOR SOME OF OUR OTHER DISTRICT COMMITTEES, WE DECIDED TO RELAUNCH THE LONG-RANGE PLANNING COMMITTEE AS THE DISTRICT ADVISORY COUNCIL.

SO THIS IS REPLACING THE LONG RANGE PLANNING COMMITTEE.

THIS COUNCIL WILL BE MADE UP OF FIVE STANDING COMMITTEES THAT WILL DEAL WITH VARIOUS TOPICS, AND THOSE WILL JUST BE ONGOING COMMITTEES THAT WILL BE THERE ALL YEAR.

THAT'LL BE CHAIRED BY DIFFERENT DISTRICT ADMINISTRATORS WHO WILL BE ABLE TO BRING INFORMATION TO THIS COMMITTEE SO THAT THEY HAVE CAN GET FEEDBACK ON THOSE DIFFERENT TOPICS AND PROVIDE THAT INFORMATION TO THOSE COMMITTEE MEMBERS AS WELL.

THIS WILL ALSO SERVE AS A STRUCTURE FOR US WHEN WE DO HAVE ONE OFF PROJECTS THAT WE NEED TO ADDRESS. WE CAN BRING IN KIND OF SELECT COMMITTEES OR ONE TIME COMMITTEES ON THOSE SPECIFIC PROJECTS FROM THIS LARGE GROUP THAT WE ARE PUTTING TOGETHER.

SO WE KEPT THE STRUCTURE OF THE LRPC IN TERMS OF THE OVERALL MEMBERSHIP THE SAME FOR THE DISTRICT ADVISORY COUNCIL.

SO THERE ARE 146 MEMBERS THAT INCORPORATES 73 STAFF MEMBERS, ONE FROM EVERY CAMPUS AND THEN 73 NON STAFF MEMBERS.

AND I SAY NON STAFF MEMBERS BECAUSE WE ACTUALLY DO HAVE SOME, WE HAVE MOSTLY PARENTS IN THAT GROUP, BUT WE DO HAVE SOME NON PARENT COMMUNITY MEMBERS AS WELL, WHICH WAS A VOICE WE FELT LIKE WAS AN IMPORTANT VOICE TO HAVE ON THAT GROUP.

THE WAY THAT WE DO OUR COMMITTEE SELECTIONS NOW, WE CHANGE THIS.

I THINK LAST YEAR WAS OUR FIRST YEAR AND IT KIND OF IT DIDN'T REALLY KIND OF FULLY ROLL OUT BECAUSE OF COVID AND THINGS WERE A LITTLE BIT LESS.

WE DIDN'T DO AS MUCH LAST YEAR WITH SOME OF THESE COMMITTEES.

SO ONE OF THE THINGS THAT WE CHANGED IS WE CREATED A UNIVERSAL APPLICATION FOR FOUR COMMUNITY MEMBERS TO FILL OUT TO GET ON ONE OF OUR ALL DISTRICT COMMITTEES, AND WE FELT LIKE THAT WOULD BE AN EASIER WAY FOR PEOPLE TO APPLY.

LET US KNOW THEY WERE INTERESTED, GIVE THEM THE OPPORTUNITY TO ANSWER QUESTIONS ONCE AND THEN INDICATE THEIR PREFERENCES, THOSE KINDS OF THINGS.

AND SO THAT CREATED A POOL FOR US THAT WE WERE THEN ABLE TO PULL FROM.

WE GET SOME PEOPLE WHO WILL PUT IN THERE AND THEY'LL SAY, I'M ONE OUT OF FIVE, I'M A FIVE ON THIS ONE COMMITTEE AND I'M ON ONE ON EVERYTHING ELSE.

SO THEY'RE NOT PROBABLY GOING TO BE CONSIDERED FOR THOSE OTHER COMMITTEES, RIGHT? SO WE GO THROUGH THAT PROCESS FIRST.

WE HAVE OUR SAFETY AND SECURITY COMMITTEE, WHICH HAS TWO PARENTS ON IT SO THAT THEY PICK FROM THERE. WE HAVE OUR SCHOOL HEALTH ADVISORY COUNCIL, WHICH PULLS FROM THERE.

AND THEN WE MOVED INTO THE DISTRICT ADVISORY COMMITTEE AND LLC, WHICH ARE OUR TWO LARGEST COMMITTEES. THE LEGISLATIVE LEADERSHIP COMMITTEE IS NOW 110 PEOPLE.

WE EXPANDED THIS AFTER LAST YEAR, AND THAT'S MADE UP OF A COMBINATION OF DIFFERENT COMMUNITY MEMBERS AND ALSO STAFF.

WE PULL ALL OF OUR STAFF OUT OF THIS APPLICATION AS WELL.

SO STAFF THAT WANT TO BE ON THESE ISSUE COMMITTEES, THEY GO IN AND THEY ALSO FILL OUT THIS APPLICATION AND THAT'S HOW THEY GET ON THERE.

AND THEN ONCE WE HAVE THAT APPLICANT POOL, BASICALLY THE DIFFERENT CHAIRS OF THE COMMITTEES SIT ON A SIT TOGETHER.

I WAS GOING TO SAY THEY SIT ON A COMMITTEE.

IT'S NOT QUITE THAT FORMAL, BUT SIT TOGETHER TO ESSENTIALLY GO THROUGH ALL OF THE APPLICATIONS. WE READ ALL OF THE DIFFERENT APPLICATIONS TO MAKE SELECTIONS BASED ON WHAT PEOPLE'S PREFERENCES ARE, WHAT THEIR ANSWERS ARE.

AND THEN ANOTHER REALLY IMPORTANT THING IS IS WHAT IS THEIR? WHERE DO THEY LIVE? WHAT IS THEIR FEEDER PATTERN? THAT'S ACTUALLY WE ACTUALLY ASK IN THE IN THE APPLICATION, WHAT HIGH SCHOOL IS YOUR HOME ZONED FOR? BECAUSE WE FEEL LIKE IT'S REALLY IMPORTANT TO MAKE SURE THAT WE HAVE REPRESENTATION FROM ACROSS THE DISTRICT, NOT ALL IN ONE SPECIFIC AREA.

AND SO YOU'LL ACTUALLY SEE IN THE ATTACHMENT FOR THIS AGENDA ITEM EVERY IT'S ACTUALLY GOT THEM LISTED BY FEEDER PATTERN.

AND THAT'S TO MAKE SURE THAT WE WE SPLIT THEM OUT.

SO ONCE WE MAKE THAT SELECTION, STAFF MEMBERS ARE SELECTED BY THE STAFF AND BY ADMINISTRATION. SO THEY'RE PUT ON THERE BASED ON THE ADMINISTRATION SELECTIONS.

BUT FOR NON STAFF MEMBERS, WE BRING THOSE SELECTIONS TO ALL AS RECOMMENDATIONS FOR YOUR APPROVAL. AND SO WE HAVE SEVENTY THREE NON STAFF MEMBERS FOR THE DISTRICT ADVISORY COUNCIL FOR YOUR APPROVAL ON THAT LIST.

AND THEN WE ALSO HAVE 11 FOR THE LEGISLATIVE LEADERSHIP COMMITTEE.

ONE THING ABOUT THE LEGISLATIVE LEADERSHIP COMMITTEE THAT I THINK IS IMPORTANT TO NOTE IS THAT WE HAVE WE HAVE 10 DIFFERENT STAKEHOLDER GROUPS IN THAT AND EACH STAKEHOLDER GROUP HAS 11 PEOPLE.

SO WE HAVE THE ELEVEN THAT YOU ALL APPROVE THAT ARE THROUGH THIS APPLICATION PROCESS, BUT WE HAVE OTHER COMMUNITY MEMBERS ON THERE AS WELL.

THE FRISCO CHAMBER OF COMMERCE ACTUALLY GETS TO A POINT ELEVEN PEOPLE.

OUR PTA MEMBERS GET TO A POINT SIX AND OUR FEF BOARD GETS TO A POINT FIVE.

WE ALSO HAVE 11 STUDENTS ON THAT COMMITTEE, WHICH ARE SELECTED BASED ON THEIR APPLICATION, OR THEY MAY COME FROM THE SUPERINTENDENT STUDENT ADVISORY COUNCIL OR JUST BY RECOMMENDATION OF THEIR PRINCIPAL.

AND THEN WE HAVE ALL OF OUR STAFF MEMBERS AS WELL.

SO THAT'S I WANT TO MAKE SURE IT'S CLEAR THAT THERE'S NOT JUST 11 NON STAFF MEMBERS ON THAT LEGISLATIVE LEADERSHIP COMMITTEE.

THAT'S JUST ONE OF THE OF THE COMMUNITY MEMBERS, STAKEHOLDER GROUPS, AND THAT'S THE ONE THAT WE BRING TO YOU ALL.

THE OTHER ONLY OTHER THING I'LL NOTE IS THAT WE WORKED REALLY HARD TO NOT PUT SOMEBODY ON MORE THAN ONE COMMITTEE.

WE WANT TO MAKE SURE THAT WE'RE GETTING AS BROAD A RANGE OF INPUT AS WE CAN.

AND SO WE WE DID NOT PUT SOMEBODY ON MORE THAN ONE COMMITTEE.

AND BUT THAT SAID, WE ALSO HAD A GREAT AMOUNT OF INTEREST AND HAD TOO MANY PEOPLE.

WE DID NOT HAVE ENOUGH SPOTS FOR EVERY PERSON THAT APPLIED.

SO THERE ARE SOME PEOPLE WHO WERE NOT SELECTED TO BE RECOMMENDED TO YOU ALL TONIGHT, AND THOSE PEOPLE ACTUALLY WILL REMAIN IN OUR POOL THROUGHOUT THE YEAR.

WE DO HAVE VACANCIES THAT COME UP ON THESE COMMITTEES.

PEOPLE SAY THEY WANT TO BE ON IT, THEY DECIDE TO BE ON IT AND THEN THINGS JUST COME UP AND GET IN THE WAY AND THEY'RE NOT ABLE TO ATTEND.

WE ACTUALLY HAVE SOME ATTENDANCE REQUIREMENTS FOR BOTH LLC AND THE DAC.

AND SO AS WE WERE HAVING VACANCIES AND NEEDING TO FILL PEOPLE IN, WE WILL GO BACK TO THAT APPLICANT POOL AGAIN THROUGHOUT THE YEAR.

SO I THINK THAT'S IT.

THE ONLY OTHER THING I MENTIONED ON DAC, THAT'S A ONE YEAR TERM, AND YOU CAN SERVE THREE CONSECUTIVE TERMS BEFORE YOU HAVE TO ROLL OFF FOR AT LEAST A YEAR.

THAT'S NOT NECESSARILY A GUARANTEE, BUT YOU HAVE TO.

YOU CAN SERVE UP TO THREE CONSECUTIVE TERMS. THE LLC IS A TWO YEAR TERM BECAUSE IT'S BASED ON THE LEGISLATIVE CYCLE, AND THERE AREN'T TERM LIMITS ON THAT ONE.

SO THEY COULD SERVE AGAIN IF THEY REAPPLY.

I WILL SAY WE REPLACED MOST OF OUR LIVES.

WE HAD A GREAT LLC THIS LAST YEAR AND IT WAS REALLY POSITIVE, AND WE GOT A LOT OF PEOPLE REALLY EXCITED ABOUT THE LEGISLATIVE PROCESS AND WE WANTED TO CONTINUE TO GROW THAT.

SO WE ONLY HAVE A FEW RETURNING MEMBERS ON THAT ONE BECAUSE WE WANT TO CONTINUE TO EXPAND THAT REACH. SO WITH THAT, I'LL TAKE ANY QUESTIONS.

CONSIDER AN ACT ON A RESOLUTION CONCERNING OUR LOCAL REMOTE LEARNING PROGRAM.

DR. CUNNINGHAM? THANK YOU. GOOD EVENING. AS YOU'RE AWARE, THE TEXAS STATE LEGISLATURE PASSED SENATE BILL 15 DURING THE SECOND SPECIAL SESSION THIS YEAR, WHICH WAS SUBSEQUENTLY SIGNED INTO LAW.

THE BILL PROVIDES SCHOOL DISTRICTS THE OPTION TO PASS A RESOLUTION THAT WILL ALLOW TEA TO PROVIDE REMOTE LEARNING FUNDING FOR STUDENTS WHO MEET THE CRITERIA STATED IN THE LEGISLATION, UP TO A STATUTORY LIMIT, WHICH I'LL MENTION IN A MOMENT.

THIS IS A BENEFIT TO FRISCO ISD, AS YOU'LL REMEMBER THAT OUR ORIGINAL PLAN WAS TO USE ESSER FUNDS FOR A TEMPORARY ONLINE SCHOOL OR TOLLS, AS WE CALL IT.

WE WILL NEED TO PASS A RESOLUTION FOR EACH SCHOOL YEAR THAT WE'RE SEEKING FUNDING FOR REMOTE LEARNING. TONIGHT, THE RESOLUTION WILL ALLOW US TO SEEK FUNDING FOR THE CURRENT SCHOOL YEAR ONLY.

PLEASE KNOW THAT WE HAVE CURRENTLY HAVE NO PLANS TO INCREASE OUR TOOLS PROGRAMING.

THERE ARE A MYRIAD OF CONDITIONS THAT ARE JUST MUST FOLLOW IN ORDER TO RECEIVE FUNDING, AND WE WANT TO ASSURE YOU THAT WE ARE IN COMPLIANCE WITH THOSE CONDITIONS.

THERE ARE THREE ACTIONS THAT WE WILL ULTIMATELY HAVE TO COMPLETE.

THE FIRST IS GAINING YOUR APPROVAL OF THE RESOLUTION IS PRESENTED IN THE BOARD BOOK ON PAGE 107. THE SECOND ACTION IS THAT WE MUST POST OUR REMOTE LEARNING PLAN, WHICH WE WILL DO AFTER APPROVAL OF THE RESOLUTION.

THIS PLAN CONTAINS OUR INSTRUCTIONAL APPROACH AND CERTAIN REQUIRED ATTESTATIONS REGARDING THE CONDITIONS I MENTIONED EARLIER.

A COPY OF THE PROPOSED PLAN IS IN THE BOARD BOOK, BEGINNING ON PAGE 108.

THE FINAL ACTION WILL BE APPROVAL AT A SUBSEQUENT BOARD MEETING, NOT TONIGHT, TO SEEK A WAIVER THAT WILL ALLOW FUNDING BEYOND THE STATUTORY CAP IN THE LEGISLATION THAT CURRENTLY LIMITS FUNDING FOR REMOTE LEARNING STUDENTS TO 10 PERCENT OF THIS TOTAL DISTRICT STUDENT ENROLLMENT. WE ARE OVER THAT CAP AND WILL SEEK THE WAIVER AT A LATER BOARD MEETING.

I NEED TO ACKNOWLEDGE THAT BEGINNING LAST FRIDAY ON A THREE DAY WEEKEND, NO LESS, MEMBERS FROM OUR HR DEPARTMENT, LEADERSHIP DEPARTMENT, INFORMATION SERVICE DEPARTMENT AND DR.

TINA NIXON, WHO'S OUR TOTAL ADMINISTRATOR, WORKED THROUGH THE WEEKEND TO MAKE THESE REQUESTED CHANGES POSSIBLE AND THEIR CONTINUING WORK THIS WEEK.

BUT THEY BEGIN WORK FRIDAY AFTERNOON.
