PAM, IF YOU WANT TO COME TO THE PODIUM, PAM IS A MEMBER OF OUR STATE BOARD OF EDUCATION.

SHE'S ALSO THE VICE CHAIR ON THE STATE BOARD, AND SHE HAS AN AWARD FOR ONE OF OUR FRISCO ISD STUDENTS.

IS PRANAVI REDDI IN THE AUDIENCE? COULD SHE COME UP HERE WITH ME? [INAUDIBLE] PRANAVI AND I ARE JUST MEETING FOR THE FIRST TIME, SO CONGRATULATIONS.

I'M HONORED TONIGHT TO PRESENT THE STUDENT HEROES AWARD FOR DISTRICT 12 FOR THE YEAR 2021 TO PARNAVI REDDI.

SHE RAISED OVER $50,000 IN IN-KIND GOODS AND DONATIONS TO SUPPORT OTHER LESSER PEOPLE IN THE COMMUNITY.

SHE FORMED A NONPROFIT CALLED KINDNESS FOR ALL.

IT'S WITH MY HONOR.

I PRESENT THIS TO YOU.

[APPLAUSE] WHEREAS THE STATE BOARD OF EDUCATION STUDENT HEROES AWARD, CREATED IN 2015, RECOGNIZES PUBLIC SCHOOL STUDENTS WHO ENGAGE IN UNSELFISH ACTS OF KINDNESS AND SERVICE THAT BENEFIT THEIR FELLOW STUDENTS, OUR COMMUNITIES.

WHEREAS PRANAVI REDDI, A JUNIOR AT CENTENNIAL HIGH SCHOOL IN FRISCO, IS PASSIONATE ABOUT THE POWER OF KINDNESS.

SHE FOUNDED THE NONPROFIT ORGANIZATION CALLED KINDNESS FOR ALL AND RAISED FUNDS THAT BENEFITED OVER 50 THOUSAND, BENEFITED OVER 50 THOUSAND PEOPLE IN MONETARY AND IN-KIND DONATIONS FROM THREE DIFFERENT KINDNESS PROJECTS.

I'D LIKE TO INTRODUCE ALLISON MILLER, DIRECTOR OF COMMUNITY RELATIONS.

AND THANK YOU, MS. MCEWEN, DR WALDRIP.

PRESIDENT ARCHAMBAULT AND BOARD AND ISD TONIGHT WE'RE GOING TO RECOGNIZE THE FRISCO EDUCATION FOUNDATION AS A PARTNER IN ED FOR FRISCO ISD.

IT IS OUR TURN TO DO OUR ANNUAL UPDATE OR OUR TIME TO DO OUR ANNUAL UPDATE TO THE BOARD AND ISD WITH THE EDUCATION FOUNDATION.

WE'RE GOING TO I WANTED TO SHARE WITH YOU REAL QUICKLY ABOUT OUR JOURNEY THIS PAST YEAR AND THE IMPACT THAT WE HAD ON THE STUDENTS AND STAFF IN FRISCO ISD.

WE'VE GOT A BOARD OF 19 MEMBERS, 15 ADVISORY MEMBERS, AND WE ALSO HAVE OUR EX-OFFICIO MEMBERS WHO ARE WORKING DILIGENTLY AND PASSIONATELY TO GO OUT IN THE COMMUNITY AND RAISE SUPPORT AND FUNDING FOR THE STUDENTS AND STAFF IN FRISCO ISD.

THIS IS US.

FOR THOSE OF YOU IN THE ROOM WHO MAY NOT KNOW, THE FRISCO EDUCATION FOUNDATION IS A 501C3 THAT EXIST SOLELY TO SUPPORT THE STUDENTS AND STAFF AND FRISCO ISD.

AND OUR MISSION IS TO PROVIDE FINANCIAL RESOURCES IN ORDER TO MAXIMIZE THE STUDENT POTENTIAL OF THE STUDENTS AND DISTRICT THROUGH EDUCATIONAL PROGRAMS, STUDENT SCHOLARSHIPS AND GRANTS FOR INNOVATIVE EDUCATORS.

SO WE DID WHAT WE DO BEST AND WE GOT IT DONE IN SPITE OF WHATEVER WAS THROWN AT US THIS PAST YEAR AND THIS SPRING IN 2020, WE WERE ABLE TO HOLD OUR ANNUAL GARY BURNS FUNDRAISER FUN RUN & 5K.

WE DID THAT VIRTUALLY, AND WE WERE HAPPY TO SAY WE HAD CLOSE TO A THOUSAND PEOPLE PARTICIPATE IN THAT RACE AND WE WERE ABLE TO CONTINUE THAT ANNUAL TRADITION.

IN FEBRUARY OF 2021, SNOWMAGEDDON HIT AND SHUT US DOWN FOR A WEEK.

BUT THAT DID NOT STOP US.

WE WERE STILL ABLE TO WORK THROUGH OUR SCHOLARSHIP PROGRAM AND OUR GRANTS PROGRAM FOR FRISCO ISD EDUCATORS.

SO IN APRIL, WE DELIVERED TEACHER GRANTS VIRTUALLY.

WE WERE ABLE TO GO ON TO CAMPUSES THROUGH ZOOM AND AWARD OUR TEACHERS GRANTS FOR THEIR CLASSROOMS THROUGH THAT MEDIUM.

THEN IN MAY, OUR BUSINESS INCUBATOR.

FOR THOSE OF YOU THAT DON'T KNOW IN THE ROOM, WE HAVE A LEAN CANVAS ENTREPRENEUR PROGRAM HERE IN FRISCO ISD AT FOUR OF OUR CAMPUSES.

AND THE EDUCATION FOUNDATION IS THE FISCAL AGENT TO FUND THE STUDENT BUSINESSES, MINIMAL, VIABLE PRODUCT PITCHES AND THE FINAL PITCH.

IN MAY, WE HAD CHANGED UP OUR SCHOLARSHIP EVENT EVEN FROM LAST YEAR.

IN 2020, IF YOU'LL RECALL, WE WENT TO OVER 500 HOUSEHOLDS IN THE FRISCO COMMUNITY TO DELIVER OUR SCHOLARSHIP AWARDS TO OUR DESERVING SENIORS.

AND THIS YEAR WE HAD PLANNED TO HAVE IT AT ROUGHRIDERS STADIUM AND IT JUST POURED AND POURED AND POURED AND POURED.

SO WE QUICKLY ACTUALLY THAT MORNING MOVED IT HERE TO THE ATRIUM OF THE ADMIN BUILDING AND WE WERE ABLE TO AWARD, I WOULD SAY, A LITTLE OVER 700 STUDENTS WITH SCHOLARSHIPS THAT EVENING.

TYPICALLY, OUR MIND BENDER ACADEMY, WE HOST ABOUT 600 STUDENTS OVER AT THE CTE CENTER.

IT'S A STEM CAMP IN THE SUMMER FOR SIXTH, SEVENTH AND EIGHTH GRADERS.

LAST YEAR WE CHANGED THAT TO VIRTUAL, AND THIS YEAR WE WERE ABLE TO DO THE SAME.

SO WHEN YOU SEE THE YES, WE DID IT, THAT MEANS IN SPITE OF EVERYTHING, WE WERE STILL ABLE TO DELIVER OUR PROGRAMS TO THE BENEFIT OF THE STUDENTS AND STAFF IN FRISCO ISD.

THIS GIVES YOU A LITTLE GLIMPSE WITH SOME PICTURES I WOULD LIKE TO SAY THAT THIS YEAR AFTER WE AWARDED OUR GRANTS TO FRISCO ISD EDUCATORS THAT PUT US OVER THE $1 MILLION MARK IN GRANT FUNDING TO FRISCO ISD.

YAY, RIGHT? [APPLAUSE] IN THE MIDDLE THERE, YOU'LL SEE A LITTLE SNAPSHOT OF OUR MIND BENDER ACADEMY THIS SUMMER, AND WE'RE HAPPY TO SAY THAT ALL OF OUR CORPORATE PARTNERS FROM LAST YEAR CAME BACK AGAIN THIS YEAR, AND RAYTHEON, WHO HAD STARTED WITH US BACK IN 2008, ALSO CAME BACK AROUND TO HELP DELIVER THE VIRTUAL CAMP.

THIS GIVES YOU A LITTLE GLIMPSE OF OUR FUNDING IMPACT.

WE DO HAVE AN ENDOWMENT WITH COSERV ITS NEW TEACHER GRANTS.

WE WERE ABLE TO AWARD 44 TEACHERS THIS YEAR, OVER $11000 IN TOTALITY, SO THAT WAS TO HELP THEM SET UP THEIR CLASSROOMS. THAT ENDOWMENT FUNDING IS RESTRICTED FOR THAT PURPOSE.

AND HERE YOU WILL SEE THAT OUR SCHOLARSHIP PROGRAM WE AWARDED 740,000 DOLLARS THAT WAS 933 SCHOLARSHIPS 802 RECIPIENTS.

I WILL TELL YOU THAT OUR SCHOLARSHIP PROGRAM IS RIGHT UP THERE WITH THE COLLEGE

AND UNIVERSITY, AND SO WE ARE VERY PROUD TO BE THE CATALYST TO HELP DELIVER THOSE SCHOLARSHIPS AND BE THE FISCAL AND THE ADMINISTRATIVE AGENT FOR THAT.

GRANTS FOR GREAT IDEAS.

WE KIND OF HAD TO PARE IT DOWN TO A MINI GRANT THIS YEAR.

WE DID HAVE $28000 IN MANY GRANT FUNDING.

WE PRESENTED 27 GRANTS TO 26 CAMPUSES AND A DISTRICT WIDE GRANT.

AGAIN, WE'VE GIVEN OVER A MILLION DOLLARS IN TEACHER GRANTS THIS YEAR.

OUR GRANT APPLICATION JUST CLOSED ON FRIDAY.

I BELIEVE WE HAVE ABOUT 37 APPLICATIONS TOTALING CLOSE TO 200,000 DOLLARS.

THE BUSINESS INCUBATOR PROGRAM, WE WERE ABLE TO FUND 4,700 DOLLARS TO 8 STUDENT RUN BUSINESSES THIS PAST SPRING, AND THEN WE HAD ABOUT 195 MIDDLE SCHOOL STUDENTS WHO WE WERE SUPER EXCITED ABOUT THAT PARTICIPATED IN MIND BENDER VIRTUALLY.

WE WEREN'T SURE HOW THAT WAS GOING TO LOOK THIS SUMMER, AND WE WERE VERY HAPPY THAT WE HAD SOME RETURN CAMPERS AND SOME NEW CAMPERS.

OUR BOARD RETREAT WAS THIS PAST JUNE.

OUR FOCUS AREAS THIS YEAR ARE INVESTING IN OURSELVES AS A NONPROFIT ORGANIZATION, WE HAVE SET UP A GENERAL QUASI ENDOWMENT FOR THE FOUNDATION, AND THAT ENDOWMENT IS SPECIFICALLY SET ASIDE TO HELP FUND ANY FUTURE STAFFING NEEDS THAT WE MIGHT HAVE FOR THE FOUNDATION.

AND IN THE EVENT THAT WE NEED EXTRA FUNDING FOR SOME PROGRAMING THAT WE WOULD LIKE TO TO OFFER.

WE'RE ALSO FOCUSING ON THE BRANDING AND THE MARKETING OF THE FOUNDATION.

BACK IN 99, WHEN THE FOUNDATION WAS FIRST STARTED, THERE WERE TWO NONPROFITS IN FRISCO US AND PROJECT FOR THE FUTURE, WHICH IS NOW KNOWN AS FRISCO FAMILY SERVICES.

SO JUST LIKE ANYBODY ELSE IN THIS COMMUNITY, WE'RE GOING TO TRY REAL HARD TO MAKE SURE THAT PEOPLE KNOW WHO WE ARE, WHAT WE'RE DOING AND THE IMPACT THAT WE HAVE IN OUR COMMUNITY.

IMPACT, IMPACT AND INFLUENCE IS WHAT WE'RE GOING TO HONE IN ON THIS YEAR.

AGAIN, ONE OF OUR GREATEST CHALLENGES AND OUR BIGGEST INSPIRATION IS KEEPING UP WITH THE GROWTH IN OUR COMMUNITY AND THE SCHOOL DISTRICT.

SO WE WANT TO MAKE SURE THAT EVERYONE KNOWS HOW THEY CAN BE A PART OF THE MAGIC AND WHAT WE DO FOR THE STUDENTS AND STAFF IN FRISCO ISD AND THAT THEIR GIFTS AND THEIR VOLUNTEER AND THEIR TIME MATTER.

I WOULD BE REMISS IF I DIDN'T BRING THIS UP.

SEPTEMBER 23RD IS NORTH TEXAS GIVING DAY.

THE EDUCATION FOUNDATION IS A PART OF THAT AND WE DO ASK EVERYONE TO PLEASE MAKE A DIFFERENCE AND INVEST IN OUR FUTURE BY GIVING TO THE FRISCO EDUCATION FOUNDATION.

WE OFTEN SAY IN OUR ORGANIZATION THAT OUR YOUTH ARE NOT THE FUTURE OF TOMORROW, BUT THEY'RE OUR NOW.

IF WE DON'T SET THEM UP TO BE THE BEST THAT THEY CAN BE, WHETHER IT'S AS A COMMUNITY MEMBER, A CORPORATE CITIZEN OR AN INDIVIDUAL, THEN THAT IS GOING TO IMPACT US LATER.

I KNOW OUR CAPITAL PROJECTS SUBCOMMITTEE.

WE SAW IT BACK IN MAY, BUT IT FEELS LIKE IT'S BEEN A HOT MINUTE SINCE THEN.

I DID TELL BRETT THAT PROBABLY HE WAS GOING TO HAVE A BIG CROWD HERE.

COME HERE TONIGHT TO LOOK AT THE MIDDLE SCHOOL, THANKS, TODD.

WE'RE EXCITED TO BE HERE.

I'VE GOT BOBBY LAJOY WITH ME AS WELL.

SO WE'RE GOING TO BE I'M GOING TO GO THROUGH THIS KIND OF QUICKLY, BUT PLEASE FEEL FREE TO STOP ME AND ASK ANY QUESTIONS OR ASK QUESTIONS AT THE END, BUT JUST IN THE INTEREST OF TIME.

SO JUST REAL QUICKLY FROM MIDDLE SCHOOL 18, WE DID START A VISIONING GROUP EARLIER THIS YEAR.

SEVERAL OF YOU PARTICIPATED IN SOME OF THOSE SESSIONS.

THESE ARE PEOPLE WHO PARTICIPATED IN AT LEAST ONE OF OUR SEVERAL VISIONING SESSIONS.

OUT OF THOSE, WE CAME UP WITH SIX DRIVING FACTORS FOR THIS PROJECT, AND THEY WERE A COLLABORATION, FLEXIBILITY, STUDENT EMPOWERMENT, OUTDOOR LEARNING, VARIETY OF SPACES AND THEN THE CONCEPT OF LEARNING HAPPENS ANYWHERE.

WE THEN WENT BACK TO THAT STAKEHOLDER COMMITTEE AND WE CREATED A SUBCOMMITTEE, AND THIS WAS A GROUP THAT WE WORKED WITH REALLY ON THE DESIGN.

WE HAD A COUPLE OF CHARETTES WITH THEM, WORKED BACK AND FORTH WITH THEM WHEN IDEAS TO REALLY REFINE WHAT THE SOLUTION WOULD BE.

AND THIS COMMITTEE WAS MADE UP OF A COUPLE OF DIRECTORS, ADMINISTRATORS AND A COUPLE OF MIDDLE SCHOOL PRINCIPALS AS WELL.

SO WHEN WE MET WITH THAT GROUP, WE STARTED WITH LOOKING AT A LOT OF DIFFERENT OPTIONS AND CONCEPTS, SOME OF THEM SIMILAR TO THE CURRENT MIDDLE SCHOOL LAYOUTS AND SOME OF THEM DRASTICALLY DIFFERENT.

AND FROM THOSE IDEAS AND WHAT IN DISCUSSIONS ABOUT WHAT WORKED AND WHAT DIDN'T, WE CAME UP WITH THESE FOUR DESIGN STRATEGIES THAT THE SOLUTION WILL BE BASED ON.

THE FIRST ONE WAS CLASSROOM ORGANIZATION.

WE TALKED A LOT ABOUT THE CURRENT THREE POD MODEL.

AND WHAT THE GROUP DECIDED WAS THAT THE ABILITY TO SEPARATE THE CLASSROOMS INTO THREE GROUPS WAS ACTUALLY WORKED VERY WELL AND IT WORKED FLEXIBLY.

BUT THEN IN ADDITION, IT WOULD BE NICE TO BE ABLE TO THEN SUBDIVIDE THAT FURTHER INTO A SMALLER GROUP, MAYBE OF SIX, AND THAT THE GROUPS WOULDN'T NECESSARILY BE JUST GRADE LEVELS.

AND THEN WE LOOKED AT THE IDEA OF THE CENTRAL COMMONS, SIMILAR TO THE PANTHER CREEK HIGH SCHOOL.

THIS GROUP ALSO SAID THE CAFETERIA IS UNUTILIZED A PORTION OF THE DAY AS A DESTINATION.

AND SO THE IDEA WAS THAT IT WOULD BE MORE CENTRALLY LOCATED IN A SPACE THAT'S ACTIVATED FOR LEARNING THROUGHOUT THE DAY IN ADDITION TO EATING LUNCH.

AND THEN A CONNECTION IN SPACES.

THE IDEA HERE WAS NUMBER ONE, WE TALKED EARLIER ABOUT VARIETY THAT THERE BE DIFFERENT SIZE SPACES, BUT ALSO THE IMPORTANCE OF CLASSROOMS IS STILL THERE AND THE BASIC BUILDING BLOCK IS STILL CLASSROOMS. BUT A LOT OF THE TEACHERS AND THE PRINCIPALS WERE SAYING THAT THEY A LOT OF TIMES SPILLED OUT OF THE CLASSROOMS, BUT THEY NEEDED TO HAVE CONNECTION BETWEEN THESE OTHER SPACES, WHETHER IT WAS LARGER GROUPS GOING SOMEWHERE OR SMALLER GROUPS, WHICH THEN GOES INTO THE NEXT ONE VISIBILITY.

AND THE IDEA THAT IF ALL THE STUDENTS WEREN'T DIRECTLY IN FRONT OF THEM, THAT YOU COULD STILL HAVE A VISUAL CONNECTION AND SUPERVISION OF THEM, WHETHER IT BE THEM OR SOMEBODY ELSE.

SO FROM THERE, WE'RE GOING TO TALK ABOUT THAT CLASSROOM MODEL FIRST SINCE WE'VE SPENT SO MUCH TIME ON IT.

SO THE BUILDING IS A TWO STORY CONCEPT.

AND THE MAIN REASON IS THE SITE'S PRETTY TIGHT.

AND SO THIS ALLOWED US TO GET MORE EFFICIENT ON THE SITE LAYOUT.

AND SO THE CLASSROOM, WE'RE CALLING IT AN ACADEMIC HUB NOW WHAT WE USED TO CALL THE POD, IT'S ORGANIZED AROUND A CENTRALLY LOCATED COLLABORATIVE SPACE WITH ALL THE CLASSROOMS AROUND THE PERIMETER.

AND THEN WE HAVE A STACKED FIRST FLOOR AND THEN SECOND FLOOR ON TOP.

SO THERE'S CLASSROOMS ON THE SECOND FLOOR AS WELL.

THIS ROOM IN THE CORNER IS WHAT USED TO BE THE SCIENCE LAB.

SOMETHING ELSE THAT CAME OUT OF OUR CHARETTE WAS THAT THE SCIENCE LABS ARE REALLY UNDERUTILIZED AS JUST A SCIENCE LAB.

THEY'RE UTILIZED FOR OTHER USES DURING THE DAY AND DURING THE WEEK.

SO WE'VE REIMAGINED THIS AS AN INNOVATION LAB WHERE SCIENCE EXPERIMENTS WOULD HAPPEN, BUT IT'S ALSO A MAKER SPACE CAN BE USED FOR OTHER HANDS ON ACTIVITIES, OTHER CLASSES, AS WELL AS JUST SCIENCE.

AND THEN IT'S OPEN TO THE SAME COLLABORATIVE SPACE.

WHY DO WE HAVE TO PUT OUR LIVES AT RISK JUST FOR AN EDUCATION? THE WORST PART IS THAT THIS SPIKE WAS COMPLETELY PREVENTABLE.

FROM EXPERIENCE, I HAVE NOTED THAT IT IS DETRIMENTAL, HUMILIATING AND DEMORALIZING TO CHILDREN ON BOTH SIDES OF THE SPECTRUM WHEN THEY ARE FORCED TO LEVEL UP OR LEVEL DOWN.

SO MANY PARENTS MOVE TO FRISCO SO OUR CHILDREN CAN HAVE THE OPPORTUNITY TO ACHIEVE ACADEMIC EXCELLENCE, TAKING OPPORTUNITIES FOR ADVANCED LEARNING AWAY FROM THE CHILDREN OF ALL RACES IN THE NAME OF EQUITIES, IS NOT WHAT FRISCO NEEDS.

THE BOTTOM LINE IS IS THAT WE CARE ABOUT OUR SAFETY AND WANT MORE TO BE DONE.

THE RISING CASES IN THE DISTRICT IS ALARMING, TO SAY THE LEAST.

THE FRISCO ISD NEWSLETTER THIS MONTH SAID SEPTEMBER IS PREPAREDNESS MONTH, AND THE MOTTO SAYS PREPARING FOR DISASTERS IS PROTECTING THE ONES YOU LOVE.

I'M HERE TO SHARE WITH YOU WHAT I'M HEARING FROM PEDIATRICIANS DAILY THAT THEIR ICUS ARE NEAR CAPACITY AT CAPACITY OR OVER CAPACITY DUE TO THE INCREASE IN PEDIATRIC COVID CASES.

MANY OF THE HOSPITALS ARE SCRAMBLING TO ADD ICU CAPACITY JUST TO KEEP UP.

THEY ARE ALSO ANTICIPATING THE CURRENT RISE IN CASES TO EXTEND INTO THE FALL AND WINTER.

THE FACT IS THAT NORMAL HEALTHY KIDS ARE GETTING SICK ENOUGH TO REQUIRE ICU CARE, AND MANY ARE DYING FROM COVID.

THE PEDIATRICIANS THAT MANAGE THE ICUS ARE PLEADING WITH PEOPLE TO DO THREE SIMPLE THINGS GET VACCINATED REGULARLY WASH YOUR HANDS AND WEAR MASKS.

FOR THESE REASONS, I'M ASKING THE BOARD TO IMPLEMENT A MANDATORY MASK POLICY FOR THE FRISCO ISD SCHOOL YEAR FOR 2021 22.

SOMEONE ELSE'S FREEDOM TO NOT WEAR A MASK COST MY FAMILY A FAMILY THAT WAS FULLY VACCINATED AND FOLLOWED EVERY RULE FOR YEARS OUR FREEDOM TO LIVE PEACEFULLY AND SAFELY IN OUR VERY OWN HOME.

IN WHAT WORLD DOES THIS MAKE ANY SENSE? WHOSE FREEDOMS IS THE DISTRICT REALLY PROTECTING? I JUST WANT TO TOUCH BRIEFLY ON THE ON LEVEL PROGRAM PILOT PROGRAM FOR A LOT OF PEOPLE THAT DON'T KNOW THAT PRE AP AND AP CLASSES AT THE MIDDLE SCHOOL LEVEL IN ILA ARE BEING REMOVED UNDER THE GUISE OF BEING ON A ONE LEVEL, COMBINING THE CLASSES TOGETHER WITH ON LEVEL KIDS.

I HAVE A CHILD THAT HAD A LEARNING DISABILITY WITH DYSLEXIA.

HE WAS PROMOTED INTO PRE AP ILA BECAUSE OF HIS DISABILITIES, INSTEAD OF THEM DUMBING DOWN THE CLASS TO TEACH EVERYBODY WHAT THEY THOUGHT HE MIGHT BE ABLE TO DO.

HE WAS RISEN UP AND GIVEN THE OPPORTUNITY, AND HE WAS SHOWN THAT HIS DISABILITY DOES NOT HOLD HIM BACK.

IT GAVE HIM THE COURAGE TO CONTINUE AP AND PRE AP CLASSES IN HIGH SCHOOL.

HE IS NOW A HISTORY MAJOR IN COLLEGE BECAUSE TEACHERS AT THE MIDDLE SCHOOL LEVEL SAW HIS POTENTIAL AND ENCOURAGED HIM TO PUSH HIMSELF VERSUS TRYING TO BRING THE LEVELS DOWN TO HIM.

AND I JUST WANT YOU TO CONTINUE TO JUST.

OK, I'M GOING TO GO THROUGH JUST A REALLY QUICK PRESENTATION ABOUT OUR TAX RATE THIS YEAR BEFORE YOU GUYS VOTE TO SET THE RATE.

BEFORE I GET INTO WHAT OUR TAX RATE IS, I WANTED TO DO A QUICK LOOK BACK TO PRE HOUSE BILL THREE, JUST TO GIVE SOME KUDOS TO OUR LEGISLATORS AND YOU GUYS FOR WORKING TO GET THIS BILL PASSED A FEW YEARS AGO.

IF YOU GUYS REMEMBER BEFORE HOUSE BILL THREE PROPERTY TAXPAYERS TOOK ON MORE AND MORE OF THE PUBLIC SCHOOL FINANCE BURDEN EACH YEAR.

AND YOU GUYS MAY REMEMBER THAT SNAPSHOT FROM THE PRESENTATIONS THAT WE WERE DOING FOR OUR COMMUNITY AND OUR LEGISLATORS BACK IN 2018 AND 2019, TALKING ABOUT HOW THAT BURDEN WAS GOING TO CONTINUE IF HOUSE BILL THREE WASN'T PASSED, AND SO THANKFULLY, AFTER HOUSE BILL THREE, THOSE LINES ARE NOW MORE FLAT THAN THEY WERE GOING TO BE BACK THEN.

AND THE STATE SHARE OF THE BURDEN NOW REMAINS INTACT AS PROPERTY VALUES RISE.

AND SO, AS YOU'LL SEE IN A MINUTE, OUR M&O TAX RATE IS DECREASING AGAIN THIS YEAR, THANKS TO HOUSE BILL THREE BECAUSE OUR PROPERTY VALUES HAVE RISEN ABOVE THE THRESHOLD.

JUST A QUICK REMINDER ABOUT THE NEW M&O TAX RATE STRUCTURE UNDER HOUSE BILL THREE, WE HAVE TWO PIECES OF OUR MAINTENANCE AND OPERATIONS TAX RATE A TIER ONE AND A TIER TWO PIECE.

TIER ONE IS DETERMINED BY TEA BASED ON PROPERTY VALUE GROWTH EACH YEAR.

SO IF OUR PROPERTY VALUES AS A DISTRICT GROW BY MORE THAN TWO AND A HALF PERCENT, THE STATE WILL RECALCULATE OUR TIER ONE TAX RATE FOR US AND REDUCE THAT RATE TO HELP OFFSET THE BURDEN.

WE HAVE A MAXIMUM OF 17 PENNIES IN OUR TIER TWO PORTION OF THE TAX RATES.

EIGHT OF THOSE ARE CONSIDERED GOLDEN, MEANING WE GET A LITTLE BIT MORE REVENUE FOR THOSE, AND NINE OF THEM ARE CONSIDERED COPPER, MEANING WE GET A LITTLE BIT LESS.

WE HAVE ACCESS TO 5.83 OF THOSE NINE COPPER PENNIES BECAUSE THE STATE RAISED THE BASIC ALLOTMENT A COUPLE OF YEARS AGO AND COMPRESS THAT PIECE TOO.

SO AS YOU CAN SEE, JUST A QUICK LOOK BACK FROM 2018, WHICH IS THE YEAR THAT WE PASSED OUR TRE.

UNTIL NOW, OUR TAX RATE HAS DROPPED CLOSE TO 13 CENTS FOR OUR M&O TAX RATE.

LIKE I SAID, OUR M&O TAX RATE IS BASED ON CERTIFIED TAXABLE VALUES.

I'VE GIVEN YOU A CHART HERE TO SHOW YOU THE CHANGE FROM THE 2020 CERTIFIED VALUES, WHICH LAST YEAR IF YOU REMEMBER BECAUSE OF COVID, WE GOT THEM IN OCTOBER OR SEPTEMBER, MAYBE INSTEAD OF JULY, LIKE WE NORMALLY DO COMPARED TO 2021 THE CERTIFIED VALUES THAT WE GOT THIS JULY.

AS YOU CAN SEE, THERE WAS A SIX POINT SEVEN PERCENT INCREASE IN OUR TAXABLE VALUES YEAR OVER YEAR.

TWO POINT TWO PERCENT WITH YEAR OVER YEAR APPRECIATION.

SO WE HAD ABOUT 1.8 BILLION DOLLARS WORTH OF NEW PROPERTY VALUE ON OUR APPRAISED ROLL THIS YEAR COMPARED TO JUST APPRECIATION OF EXISTING VALUES.

WHAT YOU'LL NOTICE IS THE YEAR OVER YEAR APPRECIATION OF THE HOMESTEAD VALUE.

IT WAS ACTUALLY GREATER THAN THE OVERALL APPRECIATION.

SO WHAT THAT TELLS YOU IS OUR HOMES IN FRISCO ISD ARE ESSENTIALLY GROWING AT A FASTER RATE THAN SOME OF OUR COMMERCIAL REAL ESTATE IS.

TO GIVE YOU JUST A QUICK CHECK ON HOW THAT COMPARES TO WHAT WE BUDGETED.

OUR BUDGET WAS BASED ON FORTY SIX POINT ONE BILLION OF TAXABLE VALUE.

WE CAME IN AT ABOUT FORTY SIX POINT SIX BILLION OF TAXABLE VALUE.

ALL THAT DOES IS JUST FURTHER COMPRESS THE TAX RATE.

SO IT COMPRESSED ABOUT TWO CENTS FROM OUR ORIGINAL ESTIMATE BACK IN JUNE TOTAL OF FOUR POINT THREE CENTS OF TAX RATE COMPRESSION FROM 2020 TO 2021.

SO LOOKING BACK, THEN AGAIN AT THE HB THREE TAX RATE STRUCTURE, I ADDED THE 2021 RATE ON THERE SO THAT YOU COULD SEE HOW IT'S FALLEN.

THIS IS THE FIRST TIME SINCE 2007 THAT WE WILL HAVE AN M&O TAX RATE BELOW A DOLLAR AND 2007 WAS THE ONLY OTHER YEAR IN THE LAST 20 YEARS THAT WE HAVE HAD AN M&O TAX RATE BELOW A DOLLAR.

SO THAT'S PRETTY COOL.

SEVENTEEN POINT TWO EIGHT PERCENT DECREASE IN THE M&O TAX RATE SINCE 2018 THANKS TO HOUSE BILL THREE.

JUST TO GIVE YOU SOME PERSPECTIVE, SINCE 2018, WHEN WE PASSED THE TRE OUR TAX RATE HAS DECREASED 12 PERCENT.

OK, THERE IS SOME TAX RATE TERMINOLOGY THAT GETS PUBLISHED EVERY YEAR ON SOME OF THE TRUTH IN TAXATION WEBSITES AND THINGS LIKE THAT.

I JUST WANT TO BE SURE THAT I GO OVER THIS SO EVERYBODY KNOWS WHAT THESE MEAN IN CASE ANYONE SEES THEM.

REALLY, THE ONLY RATE THAT TRULY MATTERS IS THE ADOPTED TAX RATE, WHICH IS A DOLLAR TWENTY SIX SEVENTY TWO.

THE STATE DOES REQUIRE US TO CALCULATE A NO NEW REVENUE TAX RATE, WHICH IS THE RATE THAT WOULD PRODUCE THE SAME TAX LEVY AS LAST YEAR.

WE ALSO CALCULATE BECAUSE WE'RE A SCHOOL DISTRICT, THE RATE TO MAINTAIN REVENUE, WHICH IS DIFFERENT FROM THE NO NEW REVENUE TAX RATE BECAUSE IT TAKES INTO ACCOUNT THE INTERACTION BETWEEN LOCAL TAXES AND STATE AID AND RECAPTURE.

SO YOU CAN SEE THOSE ARE ALL VERY DIFFERENT NUMBERS.

THEN THE VOTER APPROVAL TAX RATE IS THE MAXIMUM TAX RATE THAT WE CAN ADOPT WITHOUT HOLDING A TRE.

ACTUALLY, I DON'T THINK THEY CALL IT A TRE ANYMORE.

I THINK IT'S A VATR.

MAYBE WE CHANGED OUR ACRONYMS. WE'RE NOT DOING THAT, THOUGH, SO I WON'T GET INTO THAT.

THE ADOPTED TAX RATE, THOUGH, IS REALLY THE ONE THAT MATTERS.

THE LIGHT BLUE BARS YOU CAN SEE, I WENT AHEAD AND ADJUSTED THOSE TO 2021 DOLLARS JUST SO THAT YOU COULD SEE THE THE DOLLAR TO DOLLAR IMPACT OVER THE YEARS.

LIKE I MENTIONED, HOMEOWNERS.

HOME VALUES DID INCREASE BY MORE THAN THE OVERALL VALUE INCREASE IN TERMS OF A PERCENTAGE.

SO ALTHOUGH OUR TAX RATE IS DECREASING AGAIN THIS YEAR, THE AVERAGE HOMEOWNERS TAX BILL WILL GO UP JUST A LITTLE BIT BECAUSE PROPERTIES HAVE BEEN APPRECIATING.

AND IT WAS A VERY ORGANIZED AND AGGRESSIVE APPROACH TO WORK WITH ALL OUR LEGISLATORS IN THE REGION TO REALLY GET A DEEP DIVE INTO THE SCHOOL FINANCE AND MAKE IT CLEAR HOW IT WAS IMPACTING OUR LOCAL TAXPAYERS.

AND I WILL SAY THAT EVERY ONE OF OUR REPRESENTATIVES PLEASE CORRECT ME IF I'M WRONG, DID SUPPORT HOUSE BILL THREE, WHICH BENEFITED OUR ENTIRE COMMUNITY AND PUT US ON THIS PATH THAT YOU SAW TODAY.

SO WE ARE NOW AS WE ARE COLLECTING MORE TAX REVENUE, THE STATE IS FILLING IN AND KEEPING THEIR PROMISE AND ALLOWING US TO CONTINUE TO LOWER OUR CURRENT RATE.

SO IT WAS A VERY ORGANIZED EFFORT.

I'M REALLY PROUD OF THE RESULT, AND IT'S GREAT TO SEE THAT OUR LOCAL TAXPAYERS ARE BENEFITING FROM THAT WORK BACK THEN.

THAT WILL BE PAID FROM FUND BALANCE.

SO IT IS AN INCREASE TO THE BUDGET, BUT NO INCREASE TO THE BOTTOM LINE.

THE OTHER IS ONE HUNDRED AND FIFTY THREE THOUSAND DOLLARS TO BE PAID FROM THE SCHOOL SAFETY ALLOTMENT, WHICH IS AN ALLOTMENT THAT THE LEGISLATURE GAVE US IN 2019 AND WE WEREN'T QUITE SURE IF THEY WERE GOING TO RE-APPROPRIATE IT OR NOT.

THEY DID RE-APPROPRIATE THAT.

AND SO WE'RE KIND OF SLOWLY COMING UP WITH WAYS TO SPEND THAT MONEY.

SO WE HAVE SOME TELECENTRE CONSOLES THAT ARE PART OF A PROJECT THAT OUR EMERGENCY MANAGEMENT DEPARTMENT BEGAN LAST YEAR AND WOULD LIKE TO COMPLETE.

SO MEGHAN HAS BEEN SERVING AS KIND OF LIKE A PROJECT MANAGER FOR US ON THIS, ON THIS PROJECT AND COORDINATING WITH OUR CURRICULUM AND INSTRUCTION TEAM AND OUR HUMAN RESOURCES TEAM AND TECHNOLOGY AND JUST ABOUT EVERY OTHER DEPARTMENT IN THE DISTRICT BECAUSE THIS IMPACTS ALL OF THEM AND STAKEHOLDER INPUT AND ALL THAT KIND OF STUFF.

SO SHE HAS SPENT COUNTLESS, COUNTLESS, COUNTLESS HOURS ON THIS.

AND SO TEACHER INCENTIVE ALLOTMENT RECOGNIZES EFFECTIVE TEACHERS ON THREE DIFFERENT LEVELS.

THEY'RE RECOGNIZED EXEMPLARY AND MASTER.

THOSE STANDARDS ARE GIVEN TO US BY TEA, THESE TEACHER DESIGNATIONS ALL GENERATE AN ALLOTMENT, AND THAT FUNDING FOR DISTRICTS GOES TO REWARD THE MOST EFFECTIVE STUDENTS WITH A STATE STIPEND.

AND IT'S ALL FROM THE STATE.

THE AMOUNT OF THE STATE STIPEND IS DETERMINED BY AN EQUATION THAT COMBINES THE DESIGNATION LEVEL, WHETHER RECOGNIZED, EXEMPLARY OR MASTERS, THE HIGHEST WITH THE COMPENSATORY EDUCATION NUMBERS ON THE CAMPUS OR THE TEACHERS EMPLOYED.

SO EVERY CAMPUS IN THE DISTRICT, AND DEPENDING ON WHERE THEY'RE ALSO RECOGNIZED, EXEMPLARY OR MASTER, THE TEACHERS WILL BE GETTING PAID SOMETHING DIFFERENT.

OUR PRIORITIES IN THIS SYSTEM DEVELOPMENT, SOMETHING THAT WE ARE

IN SPRING 2022 THIS COMING SPRING IS WHEN WE WOULD DO A GIVE OUR SYSTEM APPLICATION OVER TO TEA AND THEY WOULD EVALUATE IT.

IT'S THIS YEAR ALSO THAT WE ARE IMPLEMENTING A FEW LITTLE PIECES OF IT JUST TO PILOT AND TRY OUT AND TO GET SOME FEEDBACK.

SO THIS IS ALSO OUR PILOT YEAR.

NEXT YEAR, STARTING IN THE FALL WILL BE OUR DATA CAPTURE YEAR.

AND AFTER THAT YEAR, WE HAVE TO SUBMIT STUDENT GROWTH DATA AND TEACHER OBSERVATION DATA FOR ALL OF OUR TEACHERS.

AND THEN IN FALL 2023 TEXAS TECH WOULD LOOK AT ALL OF OUR DATA, VERIFY OUR DATA, AND THAT'S WHEN WE WOULD FIND OUT WHETHER OR NOT OUR SYSTEM IS APPROVED.

IN SPRING 2024 IS WHEN DISTRICTS WOULD GET REIMBURSED OR WHEN ACTUALLY WE'RE GOING TO PAY FIRST AND THEN WE GET REIMBURSED BY TEA AFTER THAT.

SO THE EARLIEST THAT ANY TEACHERS WOULD BE GETTING A STIPEND FROM OUR OWN SYSTEM THAT WE'RE DEVELOPING IS IN SPRING OF 2024.

WE ALSO HAVE LEADERSHIP, COMMUNICATIONS, FINANCE, TECHNOLOGY AND WEIRDLY, GOVERNMENT AFFAIRS.

I'M A REPRESENTATIVE THERE, EVEN THOUGH WE DON'T REALLY NEED GOVERNMENT AFFAIRS.

WE ALSO HAVE A TASK FORCE THAT ACTUALLY STARTED OUT WITH TWO REPRESENTATIVES FROM EVERY SINGLE CAMPUS IN THE DISTRICT TO PROVIDE FEEDBACK.

AND WE'VE UTILIZED THEM MULTIPLE TIMES THROUGHOUT THE LAST YEAR, AND WE HAVE NOT YET MET YET THIS YEAR.

WE'RE ALSO TALKING TO A LOT OF TEACHERS, THAT'S THE MAJORITY OF THAT TASK FORCE.

BUT WE'RE ALSO HAD TEACHERS, EVEN LAST WEEK, COME FOR A WORKSHOP WHERE THEY WERE BUILDING STUDENT GROWTH MEASURES.

AND THEN WE ALSO HAVE TEACHERS WHO ARE GOING TO BE PARTICIPANTS IN THE PILOT THIS YEAR.

AND THEN LASTLY, WE HAVE PRINCIPALS THAT ARE PART OF IT AS WELL.

OUR SPENDING PLAN AND THIS WAS DEVELOPED WITH A LOT OF FEEDBACK FROM OUR STAKEHOLDERS IS GOING TO FOLLOW THE THE REQUIREMENT OF THE STATE.

OUR PRINCIPALS AND OUR TEACHERS ARE ALREADY FAMILIAR WITH THE RUBRIC THERE.

WE COULD POSSIBLY INTEGRATE SURVEYS, WHETHER IT BE STUDENT, PEER OR PARENTS AND OTHER COMPONENTS CAN BE FACTORED IN IN ANY WAY WE CHOOSE.

THEY CAN BE A PERCENTAGE OF THE SCORE OR REQUIREMENT FOR ELIGIBILITY.

IT'S REALLY UP TO US.

WHICH IS WHAT MAKES THIS SYSTEM SO HARD TO BUILD.

ELIGIBILITY IS ACTUALLY DECIDED BY STATE LAW.

THIS IS NOT SOMETHING THAT WE DECIDED.

THIS IS ELIGIBILITY PER THE LAW.

SO THE REQUIREMENTS IS THAT THEY HAVE TO HAVE A TEACHING CERTIFICATE.

THEY MUST DIRECTLY IMPACT STUDENT GROWTH AND SO NOT NECESSARILY HAVE STUDENTS ON YOUR ROSTER, BUT WORKING WITH STUDENTS TO WHERE YOU COULD CALCULATE WHETHER OR NOT THAT STUDENT IS GROWING IT.

ALSO, THE TEACHER HAS TO BE CODED 087 IN PEIMS AND IT'S JUST THAT'S THE REPORTING STATUS.

AND IF THEY AREN'T THAT, THEN WE CAN'T ACTUALLY GIVE THEM A STIPEND FROM THIS.

AND SO SOME LARGE GROUPS THAT ARE NOT ELIGIBLE PER THE LAW ARE LIBRARIANS, COUNSELORS, NURSES, PARAS AND DIAGNOSTICIANS.

THERE MAY BE SOME OTHER SMALLER GROUPS IN THERE THAT AREN'T ELIGIBLE.

BUT AGAIN, THAT'S ALL GOING TO BE BASED ON WHAT THE LAW SAYS, AND IT'S PRIMARILY DUE TO THE REQUIREMENT FOR STUDENT GROWTH.

SO I WANT TO TALK REALLY QUICKLY JUST ABOUT FALL 2023 WHEN THEY LOOK AT TEXAS TECH DATA VALIDATION.

WHAT THEY'RE DOING IS THEY'RE TAKING OUR VAM DATA, OUR VALUE ADDED MEASURE DATA FROM STAAR THAT THEY WILL HAVE ACCESS TO.

AND THEY'RE COMPARING IT TO WHAT WE'VE COME UP WITH AND WHEN WE COME FORTH AND SAY, THESE ARE THE TEACHERS THAT WE THINK HAVE EARNED A DESIGNATION, THEY'RE GOING TO BE COMPARING IT TO THE DATA THAT THEY HAVE.

AND WHAT THEY KEEP TELLING US IS THAT THE DATA MUST TELL THE SAME STORY AS THAT STAAR VAM DATA FOR THEIR TEXAS TECH DATA CHECK.

IT CAN'T HAVE ANY UNEXPLAINABLE IRREGULARITIES WITH TEACHER OBSERVATIONS COMPARED BY CAMPUS OR BY APPRAISER OR COMPARED TO STUDENT GROWTH.

SO THEY'RE GOING TO MAKE SURE THAT YOU DON'T HAVE ONE CAMPUS WHERE, WOW, EVERYONE OVER HERE IS DESIGNATED MASTER TEACHER BECAUSE THAT WOULD BE KIND OF STRANGE, BUT THERE ARE SCENARIOS THAT THEY'RE GOING TO ALLOW US TO EXPLAIN.

FOR INSTANCE, WE'RE VERY HIGH PERFORMING DISTRICT, AND SO IF WE COME FORWARD WITH A LOT OF DESIGNATED TEACHERS, I THINK THAT IT MIGHT BE, YOU KNOW, SOMETHING THAT WE COULD MAKE A CASE FOR.

WITH THE PILOT PROGRAM, WE ARE ACTUALLY GOING THROUGH IT THIS YEAR.

WE'RE GOING TO BE LOOKING AT STUDENT GROWTH PIECES AND COLLECTING STUDENT DATA FOR VAM.

THOSE PEOPLE THAT WOULD BE IN A VAM MEASURED COURSE AREN'T REALLY HAVING TO DO ANYTHING.

WE'RE JUST LOOKING AT THAT DATA.

WE'RE GOING TO TEST OUT THE PORTFOLIO PROCESS AND SEE HOW THAT WORKS FOR PEOPLE AND GET A LOT OF FEEDBACK ON THAT.

WE'RE ALSO TESTING OUT SOME PRE POST TESTS, AND WE'RE GOING TO COMPARE ALL OF THAT TO SOME TEACHER OBSERVATION DATA TO MAKE SURE THAT WHEN WE CROSS CHECK ALL THE DATA, IT LOOKS SIMILAR.

WE'RE ALSO GOING TO BE LOOKING AT CALIBRATION BY APPRAISER AND BY CAMPUS AND COMPARING THAT STUDENT GROWTH.

AND LIKE I SAID, THIS IS SOMETHING HR HAS ALREADY BEEN WORKING ON.

WE'RE GOING TO GET SOME FEEDBACK, WHETHER IT BE FROM OUR TASK FORCE OR OUR PILOT CAMPUSES.

WE'RE GOING TO BE TAKING ALL OF THE FEEDBACK THAT WE CAN GET THIS YEAR ON HOW THE PROCESS WORKS AND HOW WE CAN MAKE IT BETTER FOR WHEN WE ACTUALLY ROLL IT OUT.

OUR CAMPUSES, WE'VE GOT FOUR ELEMENTARY SCHOOLS, THREE MIDDLE SCHOOLS AND THREE HIGH SCHOOLS, AND IT IS JUST SELECT GROUPS WITHIN THOSE SCHOOLS.

AND WE'RE ALSO GOING TO BE CONTINUING DEVELOPMENT FOR OTHER AREAS THAT AREN'T A PART OF PILOT.

WE'RE GOING TO CONTINUE DEVELOPING TOOLS TO MEASURE STUDENT GROWTH LIKE PORTFOLIO RUBRICS OR PRE AND POST TESTS AND OUR TASK FORCE.

WE'RE GOING TO BE REACHING OUT TO THEM SOON FOR NEXT STEPS WITH THIS PROGRAM AND FEEDBACK THAT WE CAN GET FROM THEM.

I JUST KNOW YOU GUYS ALL KNOW THAT SB 15 PASSED AND WAS SIGNED LAST WEEK BY THE GOVERNOR, WHICH IS NOW ALLOWING FUNDING FOR ONLINE PROGRAMS.

SO I WANTED TO JUST DO A QUICK TOUCH BASE FOR YOU ABOUT WHAT WE DO KNOW ABOUT ONLINE SCHOOL FUNDING AND WHAT OUR PLANS ARE FOR OUR SUPPLEMENTAL ESSER FUNDS.

BECAUSE AS I REPORTED TO YOU A FEW WEEKS OR MONTHS, HOWEVER LONG AGO, THAT WAS WE, WE ORIGINALLY PLANNED TO USE ESSER MONEY TO OFFSET ALL OF OUR REVENUE LOSS.

WHEN WE DIDN'T THINK ONLINE, THE ONLINE OPTION WAS GOING TO BE FUNDED.

SO JUST TO GIVE YOU A QUICK TOUCHPOINT.

LIKE I SAID, AS SB15 WAS PASSED AND SIGNED BY THE GOVERNOR, IT DOES ALLOW FUNDING FOR ONLINE PROGRAMS, BUT THERE ARE A SIGNIFICANT NUMBER OF HURDLES TO JUMP THROUGH IN ORDER TO ACTUALLY RECEIVE THAT FUNDING AND COUNT THOSE KIDS IN AVERAGE DAILY ATTENDANCE.

THERE ARE SOME PRELIMINARY RULES THAT TEA HAS SENT OUT TO US.

THEY'RE NOT OFFICIAL RULES YET, SO THEY COULD STILL CHANGE BASED ON WHAT WE HAVE READ AND WHAT WE HAVE HEARD FROM THE COMMISSIONER.

WE'RE FAIRLY CONFIDENT THAT WE WILL NOT BE FUNDED FOR 100 PERCENT OF THE STUDENTS THAT ARE IN OUR ONLINE OPTION TODAY, SO THERE WILL BE STILL SOME AMOUNT OF REVENUE LOSS.

WE JUST CAN'T SAY FOR CERTAIN WHAT THAT AMOUNT WILL BE YET.

WE'RE WORKING ON RUNNING SOME REPORTS AND WAITING FOR THOSE RULES TO BE FINALIZED BEFORE WE KNOW FOR SURE.

OUR ALLOTMENT FOR THE SUPPLEMENTAL ESSER FUNDS IS ALSO CHANGING.

SO WE RECEIVED AN AMENDMENT LAST WEEK FOR A LITTLE OVER $3 MILLION, SO WE ACTUALLY WENT UP FROM THIRTY THREE MILLION TO THIRTY SIX MILLION THAT WE HAVE ACCESS TO FOR THE NEXT TWO YEARS.

SO THAT'S THAT'S POSITIVE.

SO HERE'S OUR PLAN PRELIMINARILY.

WE'RE GOING TO CONTINUE TO PAY FOR THE SALARIES OF THE TEACHER ELEMENTARY TEACHERS WHO ARE TEACHING ONLINE.

WE'RE PRETTY CONFIDENT THAT.

BY DOING SO AND MOVING THOSE SALARIES OUT OF THE GENERAL FUND AND INTO OUR GRANT FUND, THAT WILL OFFSET ANY AMOUNT OF REVENUE THAT WE LOSE FOR THE PERCENTAGE OF STUDENTS THAT WE DON'T GET FUNDING FOR.

DOES THAT MAKE SENSE? AND WE WILL STILL HAVE PLENTY OF MONEY AVAILABLE THEN IN OUR SUPPLEMENTAL ESSER PROGRAM TO DO TO DO OTHER THINGS.

MOST OF THE REMAINING FUNDS OVER THE NEXT TWO YEARS WILL GO TOWARDS THINGS LIKE SOCIAL AND EMOTIONAL WELL-BEING OF STUDENTS AND STAFF.

THERE WILL BE SOME OTHER THINGS THAT WE PAY FOR SOME ACADEMIC SUPPORTS THAT AREN'T GETTING PAID FOR OUT OF THE OTHER ESSER ALLOTMENTS BECAUSE REMEMBER, WE'RE ON THIS IS THE FOURTH ESSER PROGRAM NOW.

RIGHT? SO SOME ACADEMIC SUPPORTS THAT WE NEED SOME DISEASE MITIGATION TYPE THINGS, AIR FILTERS AND THINGS LIKE THAT WE'VE ALREADY PURCHASED USING THIS MONEY.

SO THE KEY IS THAT WE'RE DIRECTING MONEY TOWARDS THESE TEMPORARY SUPPORTS THAT WE'RE GOING TO NEED OVER THE NEXT TWO YEARS THAT ARE DIRECTLY RELATED TO THE EFFECTS OF THE PANDEMIC.

SO WE'RE NOT LOOKING TO TO ADD A WHOLE BUNCH OF STAFF OR ANYTHING THAT WOULD BE DIFFICULT TO TRANSITION OUT OF ONCE THE FUNDS RUN OUT.

WE'RE ALSO PLANNING TO PAY FOR THIS YEAR'S CARES PAYMENT, WHICH IF YOU GUYS REMEMBER WHEN WE ADOPTED THE BUDGET, WE DID GO AHEAD AND APPROPRIATE MONEY FOR ANOTHER CARE STIPEND THAT GETS PAID THIS WEEK.

YOU GUYS ADOPTED THE RESOLUTION FOR THAT BACK IN JUNE, SO THAT'S MONEY THAT'S BUDGETED IN OUR GENERAL FUND RIGHT NOW.

WE'RE GOING TO GO AHEAD AND PAY FOR THAT OUT OF THE ESSER FUNDS BECAUSE WE HAVE THAT MONEY AVAILABLE OVER THERE.

WHAT THAT WILL DO IS THAT WILL FREE UP GENERAL FUND MONEY THAT WILL CAN GO INTO SURPLUS AND CAN GO POTENTIALLY TOWARDS EXTENDING THE LENGTH OF TIME WE CAN PAY THOSE RETENTION INCENTIVES.

SO IF WE TALKED BACK IN JUNE ABOUT HOW WE MIGHT PLAN TO ADD A FEW MORE YEARS OF RETENTION INCENTIVES TO OUR RESERVES BECAUSE WE'RE KIND OF RUNNING TO THE END OF THAT INITIAL FIVE YEAR PERIOD NOW.

SO THAT'S KIND OF ONE OF THE THE PLANS THAT WE HAVE IN PLACE IN ORDER TO HELP THAT HAPPEN.

SO IT'S ALL STILL A LITTLE CRAZY AND UP IN THE AIR RIGHT NOW AS WE BEGIN SPENDING THE MONEY.

AND AS WE KIND OF MOVE THROUGHOUT THE YEAR, I'LL REPORT TO YOU GUYS ON IT PERIODICALLY.

JUST SO YOU KNOW WHAT WE'RE SHIFTING BETWEEN THE GENERAL FUND AND THESE GRANT FUNDS AND WHAT WE'RE SPENDING THAT MONEY ON, BUT IT STILL WILL LOOK A LITTLE FUNNY FOR FOR A YEAR OR TWO.
