I JUST WANTED TO SAY LAST OUR LAST MEETING WAS SO LOVELY WE WERE ABLE TO HEAR FROM ALL OF OUR SPEAKERS.
WE ARE REALLY LOOKING FORWARD TO THAT HAPPENING AGAIN THIS EVENING.
WE HAVE 45 COMMUNITY MEMBERS SIGNED UP TO SPEAK WITH US AND WE'D LIKE TO HEAR FROM ALL OF YOU.
SO IF WE CAN JUST BE RESPECTFUL WHEN WE GET TO THAT POINT OF THE MEETING THAT WOULD BE WONDERFUL.
SO WITH THAT, WE WILL MOVE TO OUR FIRST ITEM ON THE AGENDA, WHICH IS THE
[2. Pledge of Allegiance]

LITTLE, WE APPRECIATE YOU JOINING US TONIGHT.THANK YOU SO MUCH FOR JOINING US IN FRISCO ISD.
RIGHT? WE'RE VERY HAPPY TO HAVE YOU.
MOVE ON TO ITEM 4 COMMUNITY PARTNER PRESENTATION, MRS.
[4. Community partner presentation]
MCCUNE.I'D LIKE TO INTRODUCE ALLISON MILLER, DIRECTOR OF COMMUNITY RELATIONS.
AND THANK YOU, MS. MCEWEN, DR WALDRIP.
PRESIDENT ARCHAMBAULT AND BOARD AND ISD TONIGHT WE'RE GOING TO RECOGNIZE THE FRISCO EDUCATION FOUNDATION AS A PARTNER IN ED FOR FRISCO ISD.
IT IS OUR TURN TO DO OUR ANNUAL UPDATE OR OUR TIME TO DO OUR ANNUAL UPDATE TO THE BOARD AND ISD WITH THE EDUCATION FOUNDATION.
WE'RE GOING TO I WANTED TO SHARE WITH YOU REAL QUICKLY ABOUT OUR JOURNEY THIS PAST YEAR AND THE IMPACT THAT WE HAD ON THE STUDENTS AND STAFF IN FRISCO ISD.
WE'VE GOT A BOARD OF 19 MEMBERS, 15 ADVISORY MEMBERS, AND WE ALSO HAVE OUR EX-OFFICIO MEMBERS WHO ARE WORKING DILIGENTLY AND PASSIONATELY TO GO OUT IN THE COMMUNITY AND RAISE SUPPORT AND FUNDING FOR THE STUDENTS AND STAFF IN FRISCO ISD.
FOR THOSE OF YOU IN THE ROOM WHO MAY NOT KNOW, THE FRISCO EDUCATION FOUNDATION IS A 501C3 THAT EXIST SOLELY TO SUPPORT THE STUDENTS AND STAFF AND FRISCO ISD.
AND OUR MISSION IS TO PROVIDE FINANCIAL RESOURCES IN ORDER TO MAXIMIZE THE STUDENT POTENTIAL OF THE STUDENTS AND DISTRICT THROUGH EDUCATIONAL PROGRAMS, STUDENT SCHOLARSHIPS AND GRANTS FOR INNOVATIVE EDUCATORS.
SO WE DID WHAT WE DO BEST AND WE GOT IT DONE IN SPITE OF WHATEVER WAS THROWN AT US THIS PAST YEAR AND THIS SPRING IN 2020, WE WERE ABLE TO HOLD OUR ANNUAL GARY BURNS FUNDRAISER FUN RUN & 5K.
WE DID THAT VIRTUALLY, AND WE WERE HAPPY TO SAY WE HAD CLOSE TO A THOUSAND PEOPLE PARTICIPATE IN THAT RACE AND WE WERE ABLE TO CONTINUE THAT ANNUAL TRADITION.
IN FEBRUARY OF 2021, SNOWMAGEDDON HIT AND SHUT US DOWN FOR A WEEK.
WE WERE STILL ABLE TO WORK THROUGH OUR SCHOLARSHIP PROGRAM AND OUR GRANTS PROGRAM FOR FRISCO ISD EDUCATORS.
SO IN APRIL, WE DELIVERED TEACHER GRANTS VIRTUALLY.
WE WERE ABLE TO GO ON TO CAMPUSES THROUGH ZOOM AND AWARD OUR TEACHERS GRANTS FOR THEIR CLASSROOMS THROUGH THAT MEDIUM.
THEN IN MAY, OUR BUSINESS INCUBATOR.
FOR THOSE OF YOU THAT DON'T KNOW IN THE ROOM, WE HAVE A LEAN CANVAS ENTREPRENEUR PROGRAM HERE IN FRISCO ISD AT FOUR OF OUR CAMPUSES.
AND THE EDUCATION FOUNDATION IS THE FISCAL AGENT TO FUND THE STUDENT BUSINESSES, MINIMAL, VIABLE PRODUCT PITCHES AND THE FINAL PITCH.
IN MAY, WE HAD CHANGED UP OUR SCHOLARSHIP EVENT EVEN FROM LAST YEAR.
IN 2020, IF YOU'LL RECALL, WE WENT TO OVER 500 HOUSEHOLDS IN THE FRISCO COMMUNITY TO DELIVER OUR SCHOLARSHIP AWARDS TO OUR DESERVING SENIORS.
AND THIS YEAR WE HAD PLANNED TO HAVE IT AT ROUGHRIDERS STADIUM AND IT JUST POURED AND POURED AND POURED AND POURED.
SO WE QUICKLY ACTUALLY THAT MORNING MOVED IT HERE TO THE ATRIUM OF THE ADMIN BUILDING AND WE WERE ABLE TO AWARD, I WOULD SAY, A LITTLE OVER 700 STUDENTS WITH SCHOLARSHIPS THAT EVENING.
TYPICALLY, OUR MIND BENDER ACADEMY, WE HOST ABOUT 600 STUDENTS OVER AT THE CTE CENTER.
IT'S A STEM CAMP IN THE SUMMER FOR SIXTH, SEVENTH AND EIGHTH GRADERS.
LAST YEAR WE CHANGED THAT TO VIRTUAL, AND THIS YEAR WE WERE ABLE TO DO THE SAME.
SO WHEN YOU SEE THE YES, WE DID IT, THAT MEANS IN SPITE OF EVERYTHING, WE WERE STILL ABLE TO DELIVER OUR PROGRAMS TO THE BENEFIT OF THE STUDENTS AND STAFF IN FRISCO ISD.
THIS GIVES YOU A LITTLE GLIMPSE WITH SOME PICTURES I WOULD LIKE TO SAY THAT THIS YEAR AFTER WE AWARDED OUR GRANTS TO FRISCO ISD EDUCATORS THAT PUT US OVER THE $1 MILLION MARK IN GRANT FUNDING TO FRISCO ISD.
YAY, RIGHT? [APPLAUSE] IN THE MIDDLE THERE, YOU'LL SEE A LITTLE SNAPSHOT OF OUR MIND BENDER ACADEMY THIS SUMMER, AND WE'RE HAPPY TO SAY THAT ALL OF OUR CORPORATE PARTNERS FROM LAST YEAR CAME BACK AGAIN THIS YEAR, AND RAYTHEON, WHO HAD STARTED WITH US BACK IN 2008, ALSO CAME BACK AROUND TO HELP DELIVER THE VIRTUAL CAMP.
THIS GIVES YOU A LITTLE GLIMPSE OF OUR FUNDING IMPACT.
WE DO HAVE AN ENDOWMENT WITH COSERV ITS NEW TEACHER GRANTS.
WE WERE ABLE TO AWARD 44 TEACHERS THIS YEAR, OVER $11000 IN TOTALITY, SO THAT WAS TO HELP THEM SET UP THEIR CLASSROOMS. THAT ENDOWMENT FUNDING IS RESTRICTED FOR THAT PURPOSE.
AND HERE YOU WILL SEE THAT OUR SCHOLARSHIP PROGRAM WE AWARDED 740,000 DOLLARS THAT WAS 933 SCHOLARSHIPS 802 RECIPIENTS.
I WILL TELL YOU THAT OUR SCHOLARSHIP PROGRAM IS RIGHT UP THERE WITH THE COLLEGE
[00:10:01]
AND UNIVERSITY, AND SO WE ARE VERY PROUD TO BE THE CATALYST TO HELP DELIVER THOSE SCHOLARSHIPS AND BE THE FISCAL AND THE ADMINISTRATIVE AGENT FOR THAT.WE KIND OF HAD TO PARE IT DOWN TO A MINI GRANT THIS YEAR.
WE DID HAVE $28000 IN MANY GRANT FUNDING.
WE PRESENTED 27 GRANTS TO 26 CAMPUSES AND A DISTRICT WIDE GRANT.
AGAIN, WE'VE GIVEN OVER A MILLION DOLLARS IN TEACHER GRANTS THIS YEAR.
OUR GRANT APPLICATION JUST CLOSED ON FRIDAY.
I BELIEVE WE HAVE ABOUT 37 APPLICATIONS TOTALING CLOSE TO 200,000 DOLLARS.
THE BUSINESS INCUBATOR PROGRAM, WE WERE ABLE TO FUND 4,700 DOLLARS TO 8 STUDENT RUN BUSINESSES THIS PAST SPRING, AND THEN WE HAD ABOUT 195 MIDDLE SCHOOL STUDENTS WHO WE WERE SUPER EXCITED ABOUT THAT PARTICIPATED IN MIND BENDER VIRTUALLY.
WE WEREN'T SURE HOW THAT WAS GOING TO LOOK THIS SUMMER, AND WE WERE VERY HAPPY THAT WE HAD SOME RETURN CAMPERS AND SOME NEW CAMPERS.
OUR BOARD RETREAT WAS THIS PAST JUNE.
OUR FOCUS AREAS THIS YEAR ARE INVESTING IN OURSELVES AS A NONPROFIT ORGANIZATION, WE HAVE SET UP A GENERAL QUASI ENDOWMENT FOR THE FOUNDATION, AND THAT ENDOWMENT IS SPECIFICALLY SET ASIDE TO HELP FUND ANY FUTURE STAFFING NEEDS THAT WE MIGHT HAVE FOR THE FOUNDATION.
AND IN THE EVENT THAT WE NEED EXTRA FUNDING FOR SOME PROGRAMING THAT WE WOULD LIKE TO TO OFFER.
WE'RE ALSO FOCUSING ON THE BRANDING AND THE MARKETING OF THE FOUNDATION.
BACK IN 99, WHEN THE FOUNDATION WAS FIRST STARTED, THERE WERE TWO NONPROFITS IN FRISCO US AND PROJECT FOR THE FUTURE, WHICH IS NOW KNOWN AS FRISCO FAMILY SERVICES.
SO JUST LIKE ANYBODY ELSE IN THIS COMMUNITY, WE'RE GOING TO TRY REAL HARD TO MAKE SURE THAT PEOPLE KNOW WHO WE ARE, WHAT WE'RE DOING AND THE IMPACT THAT WE HAVE IN OUR COMMUNITY.
IMPACT, IMPACT AND INFLUENCE IS WHAT WE'RE GOING TO HONE IN ON THIS YEAR.
AGAIN, ONE OF OUR GREATEST CHALLENGES AND OUR BIGGEST INSPIRATION IS KEEPING UP WITH THE GROWTH IN OUR COMMUNITY AND THE SCHOOL DISTRICT.
SO WE WANT TO MAKE SURE THAT EVERYONE KNOWS HOW THEY CAN BE A PART OF THE MAGIC AND WHAT WE DO FOR THE STUDENTS AND STAFF IN FRISCO ISD AND THAT THEIR GIFTS AND THEIR VOLUNTEER AND THEIR TIME MATTER.
I WOULD BE REMISS IF I DIDN'T BRING THIS UP.
SEPTEMBER 23RD IS NORTH TEXAS GIVING DAY.
THE EDUCATION FOUNDATION IS A PART OF THAT AND WE DO ASK EVERYONE TO PLEASE MAKE A DIFFERENCE AND INVEST IN OUR FUTURE BY GIVING TO THE FRISCO EDUCATION FOUNDATION.
WE OFTEN SAY IN OUR ORGANIZATION THAT OUR YOUTH ARE NOT THE FUTURE OF TOMORROW, BUT THEY'RE OUR NOW.
IF WE DON'T SET THEM UP TO BE THE BEST THAT THEY CAN BE, WHETHER IT'S AS A COMMUNITY MEMBER, A CORPORATE CITIZEN OR AN INDIVIDUAL, THEN THAT IS GOING TO IMPACT US LATER.
YOU CAN CONTACT US AT, FEF@FRISCOISD.ORG.
FOLLOW US ON OUR SOCIAL MEDIA.
AND YOU KNOW, ANY WAY YOU CAN HELP US GET THE WORD OUT ON WHO WE ARE AND WHAT WE DO.
WE APPRECIATE YOU ALL SUPPORTING US AS AN ORGANIZATION AND BEING THERE OUT AND ABOUT IN THE COMMUNITY.
SO AT THIS TIME, IF SHARON WHITE, FRISCO ISD COMMUNITY OUTREACH LIAISON, COULD PLEASE COME TO THE STAGE AND IF WE HAVE ANY FEF BOARD MEMBERS IN THE AUDIENCE, IF YOU ALSO WOULD JOIN HER, I SEE SADAF AND I SEE RENE, OUR BOARD PRESIDENT, AND TERRI WEST, OUR PROGRAM SPECIALIST, WHO'S ON STAFF.
TO MAKE THIS PRESENTATION, SO THANK YOU.
[APPLAUSE] THANK YOU SO MUCH, AND WE ARE SO APPRECIATIVE OF EVERYTHING THAT FEF DOES, NOT ONLY WITHIN FISD, BUT OUR COMMUNITY AT LARGE.
WE'RE GOING TO MOVE ON TO ITEM NUMBER FIVE MIDDLE SCHOOL NUMBER 18
[5. Middle School #18 Presentation]
PRESENTATION DR.I'M GOING TO INVITE BRETT [INAUDIBLE] WITH CORGAN TO COME UP AND SHOW YOU GUYS A FIRST LOOK AT MIDDLE SCHOOL 18.
I KNOW OUR CAPITAL PROJECTS SUBCOMMITTEE.
WE SAW IT BACK IN MAY, BUT IT FEELS LIKE IT'S BEEN A HOT MINUTE SINCE THEN.
I DID TELL BRETT THAT PROBABLY HE WAS GOING TO HAVE A BIG CROWD HERE.
COME HERE TONIGHT TO LOOK AT THE MIDDLE SCHOOL, THANKS, TODD.
[00:15:07]
WALDRIP.I'VE GOT BOBBY LAJOY WITH ME AS WELL.
SO WE'RE GOING TO BE I'M GOING TO GO THROUGH THIS KIND OF QUICKLY, BUT PLEASE FEEL FREE TO STOP ME AND ASK ANY QUESTIONS OR ASK QUESTIONS AT THE END, BUT JUST IN THE INTEREST OF TIME.
SO JUST REAL QUICKLY FROM MIDDLE SCHOOL 18, WE DID START A VISIONING GROUP EARLIER THIS YEAR.
SEVERAL OF YOU PARTICIPATED IN SOME OF THOSE SESSIONS.
THESE ARE PEOPLE WHO PARTICIPATED IN AT LEAST ONE OF OUR SEVERAL VISIONING SESSIONS.
OUT OF THOSE, WE CAME UP WITH SIX DRIVING FACTORS FOR THIS PROJECT, AND THEY WERE A COLLABORATION, FLEXIBILITY, STUDENT EMPOWERMENT, OUTDOOR LEARNING, VARIETY OF SPACES AND THEN THE CONCEPT OF LEARNING HAPPENS ANYWHERE.
WE THEN WENT BACK TO THAT STAKEHOLDER COMMITTEE AND WE CREATED A SUBCOMMITTEE, AND THIS WAS A GROUP THAT WE WORKED WITH REALLY ON THE DESIGN.
WE HAD A COUPLE OF CHARETTES WITH THEM, WORKED BACK AND FORTH WITH THEM WHEN IDEAS TO REALLY REFINE WHAT THE SOLUTION WOULD BE.
AND THIS COMMITTEE WAS MADE UP OF A COUPLE OF DIRECTORS, ADMINISTRATORS AND A COUPLE OF MIDDLE SCHOOL PRINCIPALS AS WELL.
SO WHEN WE MET WITH THAT GROUP, WE STARTED WITH LOOKING AT A LOT OF DIFFERENT OPTIONS AND CONCEPTS, SOME OF THEM SIMILAR TO THE CURRENT MIDDLE SCHOOL LAYOUTS AND SOME OF THEM DRASTICALLY DIFFERENT.
AND FROM THOSE IDEAS AND WHAT IN DISCUSSIONS ABOUT WHAT WORKED AND WHAT DIDN'T, WE CAME UP WITH THESE FOUR DESIGN STRATEGIES THAT THE SOLUTION WILL BE BASED ON.
THE FIRST ONE WAS CLASSROOM ORGANIZATION.
WE TALKED A LOT ABOUT THE CURRENT THREE POD MODEL.
AND WHAT THE GROUP DECIDED WAS THAT THE ABILITY TO SEPARATE THE CLASSROOMS INTO THREE GROUPS WAS ACTUALLY WORKED VERY WELL AND IT WORKED FLEXIBLY.
BUT THEN IN ADDITION, IT WOULD BE NICE TO BE ABLE TO THEN SUBDIVIDE THAT FURTHER INTO A SMALLER GROUP, MAYBE OF SIX, AND THAT THE GROUPS WOULDN'T NECESSARILY BE JUST GRADE LEVELS.
AND THEN WE LOOKED AT THE IDEA OF THE CENTRAL COMMONS, SIMILAR TO THE PANTHER CREEK HIGH SCHOOL.
THIS GROUP ALSO SAID THE CAFETERIA IS UNUTILIZED A PORTION OF THE DAY AS A DESTINATION.
AND SO THE IDEA WAS THAT IT WOULD BE MORE CENTRALLY LOCATED IN A SPACE THAT'S ACTIVATED FOR LEARNING THROUGHOUT THE DAY IN ADDITION TO EATING LUNCH.
AND THEN A CONNECTION IN SPACES.
THE IDEA HERE WAS NUMBER ONE, WE TALKED EARLIER ABOUT VARIETY THAT THERE BE DIFFERENT SIZE SPACES, BUT ALSO THE IMPORTANCE OF CLASSROOMS IS STILL THERE AND THE BASIC BUILDING BLOCK IS STILL CLASSROOMS. BUT A LOT OF THE TEACHERS AND THE PRINCIPALS WERE SAYING THAT THEY A LOT OF TIMES SPILLED OUT OF THE CLASSROOMS, BUT THEY NEEDED TO HAVE CONNECTION BETWEEN THESE OTHER SPACES, WHETHER IT WAS LARGER GROUPS GOING SOMEWHERE OR SMALLER GROUPS, WHICH THEN GOES INTO THE NEXT ONE VISIBILITY.
AND THE IDEA THAT IF ALL THE STUDENTS WEREN'T DIRECTLY IN FRONT OF THEM, THAT YOU COULD STILL HAVE A VISUAL CONNECTION AND SUPERVISION OF THEM, WHETHER IT BE THEM OR SOMEBODY ELSE.
SO FROM THERE, WE'RE GOING TO TALK ABOUT THAT CLASSROOM MODEL FIRST SINCE WE'VE SPENT SO MUCH TIME ON IT.
SO THE BUILDING IS A TWO STORY CONCEPT.
AND THE MAIN REASON IS THE SITE'S PRETTY TIGHT.
AND SO THIS ALLOWED US TO GET MORE EFFICIENT ON THE SITE LAYOUT.
AND SO THE CLASSROOM, WE'RE CALLING IT AN ACADEMIC HUB NOW WHAT WE USED TO CALL THE POD, IT'S ORGANIZED AROUND A CENTRALLY LOCATED COLLABORATIVE SPACE WITH ALL THE CLASSROOMS AROUND THE PERIMETER.
AND THEN WE HAVE A STACKED FIRST FLOOR AND THEN SECOND FLOOR ON TOP.
SO THERE'S CLASSROOMS ON THE SECOND FLOOR AS WELL.
THIS ROOM IN THE CORNER IS WHAT USED TO BE THE SCIENCE LAB.
SOMETHING ELSE THAT CAME OUT OF OUR CHARETTE WAS THAT THE SCIENCE LABS ARE REALLY UNDERUTILIZED AS JUST A SCIENCE LAB.
THEY'RE UTILIZED FOR OTHER USES DURING THE DAY AND DURING THE WEEK.
SO WE'VE REIMAGINED THIS AS AN INNOVATION LAB WHERE SCIENCE EXPERIMENTS WOULD HAPPEN, BUT IT'S ALSO A MAKER SPACE CAN BE USED FOR OTHER HANDS ON ACTIVITIES, OTHER CLASSES, AS WELL AS JUST SCIENCE.
AND THEN IT'S OPEN TO THE SAME COLLABORATIVE SPACE.
AND THEN AT THE END, WE HAVE A BLENDED CLASSROOM ON THE FIRST FLOOR AND SECOND FLOOR.
IN ESSENCE, THAT'S A DOUBLE SIZED CLASSROOM.
THE ONE ON THE FIRST FLOOR HAS AN OPERABLE PARTITION THAT WILL OPEN UP AND CAN SPREAD OUT INTO THIS COLLABORATIVE SPACE.
AND WHAT THAT LOOKS LIKE IS THIS.
SO YOU CAN SEE THE COLLABORATIVE SPACE, THE STAIRS UP TO THE SECOND FLOOR.
THIS IS THAT INNOVATION LAB WITH THE DOOR OPEN.
AND THEN ON THE SECOND FLOOR OF THIS, I'M SORRY, I SAID INNOVATION LAB THE BLENDED
[00:20:04]
CLASSROOM AND THEN A BLENDED CLASSROOM ON THE SECOND FLOOR AS WELL.THEN THE REST OF THE CLASSROOMS ARE AROUND THE PERIMETER.
AND THEN YOU CAN SEE THE CONNECTION TO THE OUTSIDE FOR THAT OUTDOOR LEARNING OPPORTUNITIES AND LEARNING SPACE THAT YOU'LL SEE A LITTLE BIT MORE IN A SECOND.
AND THEN THIS IS FROM ANOTHER ANGLE ON THE FIRST FLOOR AND YOU SEE THOSE CLASSROOMS THAT SURROUND THIS COLLABORATIVE SPACE.
WITH WE ADDED A SMALL WINDOW NEXT TO THE DOOR FOR THAT VISUAL CONNECTION FOR STUDENTS THAT WERE OUT HERE.
AND THEN HERE'S ONE MORE VIEW LOOKING BACK THE OTHER WAY, WE TALKED ABOUT VARIETY OF SPACES AND SIZES.
THERE'S THESE SMALL LITTLE BREAKOUT CUBBIES ON THE FIRST FLOOR AND SECOND FLOOR AS WELL WITH THE BUILT IN BENCH, AND THIS COULD BE SOME SOFT SEATING FOR SMALLER GROUPS.
OBVIOUSLY, YOU HAVE THE LARGE GROUP HERE, SO THE IDEA IS THAT YOU COULD HAVE DIFFERENT SPACES FOR DIFFERENT SIZE GROUPS FOR DIFFERENT ACTIVITIES.
AND THEN THERE IS THREE OF THEM, SO THAT IS ONE SIMILAR LAYOUT TO THE CURRENT ONE, BUT THEY'RE COMPLETELY REIMAGINED.
SO THIS IS HOW A SECTION THROUGH THE END, THIS IS THE KEY PLAN OF THE SCHOOL.
SO IT'S A SECTION LOOKING THROUGH ALL THREE OF THE PODS.
SO HERE'S THE TWO STORY COLLABORATIVE SPACE, WITH THE CLASSROOMS AROUND THE PERIMETER, YOU'VE GOT THREE OF THOSE WITH THIS OUTDOOR LEARNING PLAZA IN BETWEEN EACH ONE, AND THERE IS DIRECT ACCESS TO THAT OUTDOOR PLAZA.
THIS IS A SECTION GOING THE OTHER DIRECTION.
THESE ARE THE TWO BLENDED CLASSROOMS, THE ACADEMIC HUB CLEAR STORY WINDOWS TO GET NATURAL LIGHT INTO THIS SPACE.
AND THEN HERE'S THE CLASSROOM ON THE SECOND FLOOR INNOVATION LAB ON THE FIRST FLOOR.
THIS IS OUR MAIN SPINE CORRIDOR.
THERE'S A BRIDGE ON THE SECOND FLOOR THAT CONNECTS ALL THREE ACADEMIC HUBS, AS WELL AS YOUR MAIN CIRCULATION.
AND THEN THIS IS THE LARGE CENTRAL COMMONS TWO STORY SPACE THAT EVERYTHING FEEDS OUT TO.
SO EVERY SINGLE ONE OF THE ACADEMIC HUBS HAS DIRECT ACCESS TO THAT CENTRAL COMMONS.
AND THEN YOU'LL SEE IN A MINUTE THE LIBRARY OVERLOOKS THAT COMMONS AS WELL.
AND THEN, OF COURSE, THE PERFORMANCE PLATFORM.
THIS IS THAT VIEW FROM THE SECOND FLOOR BRIDGE LOOKING DOWN.
THIS CORRIDOR LEADS YOU TO ATHLETICS, THIS CORRIDOR LEADS YOU TO FINE ARTS LIBRARY ON THE SECOND FLOOR SERVING LINE IS HERE, AND THEN WE'VE GOT THESE CLEAR STORY WINDOWS THAT ALL FACE NORTH FOR SOME NICE NATURAL LIGHT.
AND THEN THIS IS FROM THE FIRST FLOOR, LOOKING BACK THE OTHER DIRECTION.
THERE'S THE ENTRANCE INTO THAT FIRST HUB.
THEN THIS IS ACTUALLY ADMIN IS ON THE OTHER SIDE OF THIS CORRIDOR SERVING LINE CLEAR STORY WINDOWS.
AND THIS IS ONE OF THE CLASSROOMS UP ABOVE.
THIS IS A SECTION LOOK IN THE OTHER DIRECTION, THERE'S THE COMMONS AND HERE'S THE LIBRARY THAT YOU SAW A MINUTE AGO BEHIND THAT GLASS OVERLOOKING THE COMMONS.
IT ALSO HAS A LARGE WINDOW FACING SOUTH.
SO TO SHADE THAT WE HAVE THIS LARGE OVERHANG TO SHADE THE DIRECT SUN INTO THE LIBRARY THAT YOU'LL SEE IN A MINUTE.
WE DID WORK WITH A COUPLE OF PRINCIPLES ON THAT LAYOUT TO REFINE IT A LITTLE BIT FROM WHAT WE HAVE TO MAKE SURE THAT IT WORKS FOR THEM DAY IN, DAY OUT.
THIS IS THAT LIBRARY ON THE SECOND FLOOR, THERE'S A CONNECTED FLEX CLASSROOM WITH INOPERABLE PARTITION.
IT'S SHOWN IN THE OPEN POSITION HERE THAT OPENS OUT INTO THE LIBRARY.
THERE ARE A COUPLE OF LITTLE BUILT IN BANQUETTES FOR STUDENTS TO USE THE BOOK STACKED SECTION IN THE MIDDLE.
AND THEN THERE'S ANOTHER VIEW HERE OF THIS THE READING AREA.
AND YOU CAN SEE IT OVERLOOKS PANTHER CREEK HIGH SCHOOL IN THE DISTANCE ACROSS THE STREET.
SO WE TALKED ABOUT PANTHER CREEK HIGH SCHOOL JUST QUICKLY TO ORIENT YOU ON THE SITE.
THIS IS MIDDLE SCHOOL SITE RIGHT HERE IT IS AT THE CORNER WHERE TEEL CURVES AROUND TO BECOME PGA WAY.
FOR REFERENCE, PANTHER CREEK HIGH SCHOOL IS DIRECTLY ACROSS THE STREET.
MONETTE ELEMENTARY, CURRENTLY UNDER CONSTRUCTION, IS CLOSE BY ON ROCK HILL AND THEN IT'S NORTH OF STAFFORD MIDDLE SCHOOL AND PHILLIPS ELEMENTARY.
IMMEDIATELY TO THE WEST IS THE HOLLY HAWK RESIDENTIAL DEVELOPMENT.
AND THEN TO THE NORTH AND TO THE EAST ARE SOME FUTURE MIXED USE DEVELOPMENT.
OMNI HOTEL, PGA HEADQUARTERS AND THEN OBVIOUSLY THE GOLF COURSE AND EVERYTHING SOUTH HERE.
THIS IS THE NEW FIELDS DEVELOPMENT THAT'S COMING.
SO LOOKING AT THE EXTERIOR, THIS IS THE VIEW FROM THE EAST, LOOKING BACK TOWARDS THOSE THREE ACADEMIC HUBS WITH THE OUTDOOR LEARNING IN BETWEEN.
[00:25:03]
THE MATERIALS ARE SIMILAR TO PANTHER CREEK AND THE PGA HEADQUARTERS, IT'S THAT TEXAS MODERN THEME.SO IT'S STONE BRICK AND SOME EXPOSED STEEL.
THIS IS THE FRONT DOOR ADMIN BASE BY STONE BASE AND THEN THE LIBRARY ABOVE AND THE FRONT DOOR RIGHT HERE.
AND THEN JUST QUICKLY, WE'LL SHOW YOU THE SITE.
THE SITE LAYS OUT VERY SIMILAR TO LAWLER MIDDLE SCHOOL.
SO THE MAJORITY OF THE STUDENTS WILL BE COMING NORTH FROM THE SOUTH, HEADING NORTH ON PGA WAY.
SO PARENTS WILL BE ABLE TO COME IN HERE, CIRCULATE AROUND THE ENTIRE SCHOOL AND DEPENDING ON WHERE THEY'RE DROPPING OFF, CAN EITHER EXIT OR CONTINUE AROUND.
AND THEN EXIT ON CHAMPIONSHIP DRIVE AND THEY COME BACK TO THIS LIGHT.
BUSSES WILL COME IN THIS MIDDLE DRIVE AND LOOP AROUND, DROP OFF AND LOOP BACK.
THIS BLACK ARROW IS THE PRIMARY MAIN ENTRANCE.
AND THEN THESE WHITE ARROWS AROUND HERE ARE ALL THE SECONDARY ENTRANCES FOR DROP OFF, OR THIS IS THE AFTER HOURS ATHLETIC ENTRANCE HERE.
LET'S GO BACK REAL QUICK AND THEN PARKING MOSTLY ON THE WEST SIDE, THERE IS VISITOR PARKING UP FRONT AND THEN THERE IS SOME PARKING ON THE EAST AS WELL.
AND THEN JUST REAL QUICKLY, WE WALK YOU THROUGH THE SPACES, BUT THERE'S THE FLOOR PLAN WITH THE THREE ACADEMIC HUBS.
ADMIN AT THE FRONT ORGANIZED AROUND THE CENTRAL COMMONS, THE FINE ARTS AREA HERE AND ATHLETIC HERE WITH YOUR TWO GYMS AND THE LOCKER ROOMS REMAIN MOSTLY THE SAME AS WHAT WE HAVE AT THE OTHER MIDDLE SCHOOLS, JUST REORIENTED A LITTLE BIT.
BUT FOR THE MOST PART, IT'S THE SAME.
THE FINE ARTS DOES HAVE DIRECT ACCESS TO BEHIND THE STAGE FOR ANY KIND OF EVENTS, AND THEN THIS IS THE KITCHEN AND SERVING LINE.
AND THEN THE SECOND FLOOR, YOUR THREE ACADEMIC HUBS.
YOUR MAIN CONNECTING BRIDGE RIGHT HERE, CONNECTING YOU TO THE LIBRARY.
AND DID I DO THAT IN UNDER 10 MINUTES? [LAUGHTER] I TRIED, OK, I LOST.
I JUST WANT TO SAY I REALLY LOVE THE FLOOR TO CEILING WINDOWS IN EACH OF THE HUBS, I THINK THE MORE SUNLIGHT IN A SCHOOL BUILDING, THE BETTER FOR THE KIDDOS.
AND THAT WAS INTENTIONAL AND THE LARGE TWO OF THEM FACE NORTH.
SO WE GET THAT NICE, DIFFUSED LIGHT.
AND THEN THE ONE FACES SOUTH AND WE DO HAVE SOME, SCREENING FEATURES THAT WE'RE GOING TO USE TO HELP SHADE THAT GLASS AS WELL.
BOARD ANY QUESTIONS? I LOVE THE OUTDOOR LEARNING SPACES YOU ALL BUILT INTO THIS PROJECT, IT IS SO COOL TO HAVE OUTDOOR CLASSROOMS AND THERE'S JUST SO MUCH GREAT SPACE FOR THAT HERE, SO THANK YOU ALL SO MUCH.
WE'LL MOVE ON TO ITEM SIX INVOCATION, MRS.
[6. Invocation]
ABER.IF YOU WOULD LIKE TO JOIN US FOR PRAYER, PLEASE BOW YOUR HEADS.
IF NOT, YOU CAN TAKE A MOMENT OF SILENCE.
DEAR HEAVENLY FATHER, PLEASE WATCH OVER US AND GUIDE US IN OUR DECISIONS FOR THIS AMAZING COMMUNITY AND HELP US NAVIGATE THROUGH THIS SCHOOL YEAR.
PLEASE ALLOW US THE OPPORTUNITY TO INSTILL THE LOVE, KNOWLEDGE, EXPLORATION, AND INNOVATION, EXCUSE ME, INTO THE HEARTS AND MINDS OF OUR STUDENTS AND STAFF.
PLEASE ALLOW US TO BE OPEN TO THE OPINIONS OF OTHERS AND HELP US TO REMEMBER THAT WE ARE A COMMUNITY OF NEIGHBORS, FAMILIES AND FRIENDS, AND FIRST AND FOREMOST, THAT THERE IS MUCH MORE THAT CONNECTS US RATHER THAN THAT DIVIDES US.
WE PRAY THAT THE FEELINGS OF LOVE, KINDNESS AND A WELL-DIRECTED YET GENTLE SPIRIT WILL ALWAYS BE REFLECTED IN OUR ACTIONS AS WE LEAD OUR EXCEPTIONAL COMMUNITY FORWARD.
[7. Board Report]
ITEM SEVEN BOARD REPORT BOARD.AND WE WILL I GUESS I'LL THROW OUT THERE THAT WE DID GET THE OPPORTUNITY TO WELCOME LEADERSHIP FRISCO FROM THE FRISCO CHAMBER OF COMMERCE NEW CLASS THIS LAST FRIDAY IS THAT IT'S CLASS 25, TWENTY FIVE AND AS WE TYPICALLY DO BOARD WE CHALLENGE THAT CLASS TO ALL PARTICIPATE FULLY IN THE LAST CHALLENGE OF THE ROPES COURSE THAT THEY DO ON THEIR OPENING WEEKEND.
AND IF THEY'RE SUCCESSFUL WITH THAT, THEN WE'RE ALL ON THE HOOK FOR A DONATION TO FRISCO EDUCATION FOUNDATION.
SO THE REPORT IS THAT THEY ALL DID PARTICIPATE.
[00:30:02]
NICE.SO GET YOUR CHECKBOOKS OUT AND ALLISON WILL TAKE THOSE.
[APPLAUSE] MOVE ON TO ITEM EIGHT
[8. Communication to and from the Board including public comments]
COMMUNICATIONS TO AND FROM THE BOARD, INCLUDING PUBLIC COMMENTS.MR. SECRETARY, ANY CORRESPONDENCE? OK.
WE NOW MOVE TO THE PUBLIC COMMENT SESSION OF OUR AGENDA.
THE BOARD WELCOMES COMMENTS FROM CITIZENS WHO HAVE COMPLETED PUBLIC COMMENT CARDS THIS EVENING, WHICH ARE ACCEPTED UNTIL 15 MINUTES PRIOR TO THE BEGINNING OF THE OPEN MEETING AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS.
PLEASE BE ADVISED THAT THE INFORMATION SHARED IN PUBLIC COMMENTS IS NOT AN ENDORSEMENT OF THE INFORMATION SHARED BY THE PRESENTER AND SOLELY PROVIDES THE OPINION OF THE INDIVIDUAL SPEAKER, NOT THE DISTRICT.
DURING THE PUBLIC COMMENT PERIOD, COMMENTS SHOULD BE DIRECTED TO THE BOARD OF TRUSTEES ONLY NOT OTHER ATTENDEES AND ONLY MADE ONCE YOU HAVE BEEN CALLED UPON TO SPEAK.
TO ENSURE THAT ALL SPEAKERS ARE TREATED EQUALLY AND HAVE THE SAME AMOUNT OF TIME, THE PODIUM MICROPHONE WILL BE TURNED OFF AT THE CONCLUSION OF THE TIME FOR EVERY SPEAKER.
THE TOTAL TIME ALLOTTED FOR THE PUBLIC COMMENT SESSION IS ONE MINUTE.
EACH SPEAKER SHALL HAVE ONE MINUTE TO ADDRESS THE BOARD.
PUBLIC COMMENT ON NON-ACTION ITEMS WILL BE HEARD.
AND SPEAKERS ON ACTION ITEMS WILL BE CALLED IN THE ORDER IN WHICH EACH INDIVIDUAL SIGNED UP TO SPEAK.
PLEASE KEEP ALL PUBLIC COMMENTS RELATED TO SCHOOL DISTRICT GOVERNANCE AND OPERATIONS.
IF YOU HAVE A SPECIFIC CONCERN RELATED TO AN EMPLOYEE OF THE DISTRICT OR A SPECIFIC STUDENT ISSUE, YOU SHOULD UTILIZE THE DISTRICT'S GRIEVANCE PROCEDURES PROVIDED IN BOARD POLICIES DGBA LOCAL FNG LOCAL AND GF LOCAL.
EACH GRIEVANCE PROCEDURE ALLOWS FOR AN INDIVIDUAL TO REDRESS GRIEVANCES WITH THE BOARD OF TRUSTEES.
ADDITIONALLY, IF THERE ARE FIVE OR MORE INDIVIDUALS THAT WOULD LIKE TO SPEAK ON THE SAME TOPIC, YOU MAY CHOOSE TO APPOINT AN INDIVIDUAL TO SPEAK ON BEHALF OF THE GROUP.
FINALLY, REMEMBER THAT THE BOARD MAY NOT DISCUSS OR ACT UPON ANY ISSUES THAT ARE NOT PROPERLY POSTED ON THE AGENDA.
OUR FIRST SPEAKER IS ANA MARIE GRUES, FOLLOWED BY LINNEA ARTUNIAN.
MY NAME IS ANA MARIE, AND I WOULD LIKE TO ADDRESS THE AGENDA ITEM RELATED TO THE CREATION OF THE HEALTH AND WELLNESS CLINIC FOR CHILDREN'S HOSPITAL AT THE MEMORIAL SCHOOL.
AS TAXPAYERS, WE DEMAND TRANSPARENCY WITH REGARDS TO THE BUSINESS CASE AND BENEFIT PLAN THAT FISD MUST HAVE DEVELOPED MONTHS AGO UPON MAKING THE DECISION TO INITIATE AND DEPLOY SUCH PROJECT.
FROM YOUR PUBLIC DOCUMENTS IT IS REVEALED THAT THE SCOPE OF WORK WAS PROVIDED TO THE VENDORS BY MID-JULY, WHICH MEANS THIS PROJECT WAS INITIATED MONTHS AGO.
HAVE YOU? AND IF SO, WHEN HAVE YOU PUBLICLY ANNOUNCED YOUR PLANS TO BUILD A HEALTH CLINIC FOR CHILDREN'S HOSPITAL ON A SCHOOL CAMPUS? AS PARENTS, WE DEMAND TRANSPARENCY AND FULL DISCLOSURE, WHETHER AT ANY GIVEN TIME IN THE NEAR FUTURE THESE CLINICS WILL BE USED FOR AND AT CDC GUIDANCE AS VACCINE CENTERS.
ACCORDING TO THE CDC WEBSITE, WHERE CHILDREN IN THE UNITED STATES ARE VACCINATED PRIMARILY AND THEIR PEDIATRICIAN OR FAMILY'S DOCTOR'S OFFICE.
THANK YOU YOUR TIME IS EXPIRED.
SCHOOL PROVIDE A UNIQUE OPPORTUNITY FOR CREATING A VACCINE.
I'M SORRY, YOUR TIME IS EXPIRED.
NEXT UP IS LINNEA ARTUNIAN? MA'AM, YOUR TIME IS EXPIRED.
GOOD EVENING, MY NAME IS LINNEA ARTUNIAN, AND FIRST OF ALL, I WANT TO THANK YOU FOR FOLLOWING THE GOVERNOR'S MANDATE OR NON MANDATE ON THE MASKS.
SO I APPRECIATE THAT YOU'RE DOING THAT FOR OUR COMMUNITY AND FRISCO ISD.
I WANT TO CONTINUE SOMETHING AS FAR AS THE CLINIC GOES.
THE MEDICAL FACILITY THAT WE'RE GOING TO HAVE AT MEMORIAL HIGH SCHOOL, WE KNOW THAT LAUSD HAS BEEN DOING THIS AND THEY'VE BEEN PUTTING THESE CLINICS UP AND PLANNED PARENTHOOD HAS BEEN IN THOSE CLINICS AND WE'RE HOPING AND PRAYING AND ARE EXTREMELY CONCERNED THAT YOU WILL NOT DO THE SAME.
NO ONE WANTS THE STATE MANDATING OR THE STATE ACTUALLY MAKING MEDICAL DECISIONS FOR OUR CHILDREN.
YOU ARE IN THE BUSINESS OF EDUCATION, NOT MEDICAL CARE.
ELECTIONS ARE COMING AND ALL EYES ARE ON YOU.
THE FISD PARENTS WILL SPEAK LOUDLY AND CLEARLY COME THIS NEXT ELECTION.
SO ANYONE IN THIS ROOM FEELS THE SAME WAY AS I DO AND DOES NOT WANT THE STATE OR ANYONE ELSE DICTATING YOUR KIDS.
[APPLAUSE] DEBRA LEVO, FOLLOWED BY AVINASH [INAUDIBLE].
I DON'T KNOW, I COULDN'T HEAR OVER ALL THE CLAPPING.
[00:35:01]
YES, MA'AM IT'S YOUR TURN.I ALSO WANT TO THANK YOU FOR NOT MASKING THE CHILDREN.
I WANT TO POINT OUT UNDER TEXAS EDUCATION CODE THIRTY SEVEN POINT ZERO ZERO TWO THREE, IT PROHIBITS SPECIFIC TECHNIQUES FOR BEHAVIORS.
IT IS COMMON SENSE THAT EVEN IN THE WORST CASE SCENARIO, A BEHAVIOR, THE LAW SPECIFICALLY AND ADAMANTLY PROHIBITS SUCH ADVERSE TECHNIQUES THAT WOULD, AND, I QUOTE, INFLICT SIGNIFICANT PHYSICAL OR EMOTIONAL HARM UNQUOTE.
OR WHICH AND I QUOTE IMPAIRS THE STUDENT'S BREATHING, INCLUDING ANY PROCEDURE THAT INVOLVES OBSTRUCTING THE STUDENT'S AIRWAY, INCLUDING PLACING AN OBJECT AND ON.
MA'AM YOU SIGNED UP TO SPEAK ON THE STAR AUTISM SUPPORT ITEM EIGHT ON THE AGENDA.
ON OR OVER THE STUDENTS MOUTH OR NOSE OR PLACING A BAG OVER SPEAKERS].
MA'AM WE'RE NOT TAKING OFF AGENDA ITEMS RIGHT NOW OVER.
WE ARE NOT TAKING OFF AGENDA ITEMS RIGHT NOW.
CAN YOU PLEASE CUT OFF THE MIC? WE'RE NOT GOING TO START GOING ON THIS PATH OF WE'RE NOT GOING TO DO THAT.
[APPLAUSE] YOU SIGN UP TO SPEAK ON THE AUTISM SUPPORT.
NEXT IS AVINASH [INAUDIBLE]? PLEASE MAKE YOUR WAY TO THE MICROPHONE, PLEASE AVINASH.
MA'AM, YOUR TIME HAS EXPIRED AND YOU ARE NOT SPEAKING ON THE AGENDA ITEM FOR WHICH YOU SIGNED UP TO SPEAK.
IT'S NOT ON THE AGENDA ITEM, MA'AM.
[APPLAUSE] SO I'D LIKE TO JUST REMIND EVERYONE AS WE OPEN THE MEETING AND SAID LAST MONTH WAS RESPECTFUL, WE GOT THROUGH ALL OF OUR SPEAKERS I KNOW EVERYONE HAS.
I'M SPEAKING, I KNOW EVERYONE HAS BEEN PATIENT.
SO IF THEY DON'T FOLLOW THE RULES THAT WE HAVE SET FOR, THERE'S PROPER DECORUM FOR A PUBLIC MEETING.
WE EXPECT EVERYONE IN THIS AUDIENCE TO FOLLOW THAT OR WE WILL CUT OFF PUBLIC COMMENT.
BOARD MEMBERS AND EVERYBODY PRESENT.
WE ARE GOING THROUGH A PANDEMIC WHICH IS HIGHLY CONTAGIOUS.
WE SHOULD BE DISCUSSING ABOUT INCREASING, NOT DECREASING THE CLASS SIZES.
THE CLASS SIZES SHOULD BE SMALL, NOT BIG, BECAUSE WE CAN.
THAT WAY, WE CAN BETTER SOCIALLY DISTANCE TO KEEP OUR TEACHERS, STUDENTS AND STAFF SAFE.
ELEMENTARY YEARS ARE THE FORMATIVE YEARS.
KIDS NEED MORE ATTENTION DURING THE ELEMENTARY YEARS SO THAT THEY HAVE A BETTER UNDERSTANDING OF EVERYTHING IN THE FUTURE.
SICK TEACHERS CANNOT TAKE CLASSES, AND NOR CAN SICK STUDENTS ATTEND.
WE SHOULD ENSURE WE ARE FOLLOWING CDC GUIDELINES BY MANDATING MASKS, SOCIAL DISTANCING, PROPER VENTILATION, PROVIDE MORE SPACE DURING RECESS AND DISMISSAL, PROPER SANITIZING, ETC. FUNDS SHOULD BE UTILIZED FOR THE VERY REASON WE HAVE.
THAT IS FOR OUR STUDENTS AND TEACHERS.
THEY ARE THE REASON WE HAVE SCHOOLS AND HENCE THE SCHOOL DISTRICTS.
LIKE THE LADY SAID THAT STUDENTS ARE NOT OUR FUTURE.
[APPLAUSE] NEXT SPEAKER IS EVELYN BROOKS, FOLLOWED BY KEITH BRUNSON.
EVELYN BROOKS, FOLLOWED BY KEITH BRUNSON.
EDUCATION IS WHAT MAKES THE EDUCATION THE AMERICAN DREAM POSSIBLE.
THE MISSION OF PUBLIC EDUCATION IS TO GIVE CHILDREN THE KNOWLEDGE AND UNDERSTANDING TO SUCCEED ACADEMICALLY.
SCHOOLS ARE PLACES PEOPLE KNOW AND TRUST.
THEREFORE, I STRONGLY OBJECT TO THE PLACEMENT OF MEDICAL CLINICS INSIDE OUR SCHOOLS AND ON SCHOOL PROPERTY.
WE WILL RESIST ANY INITIATIVE TO MIX HEALTH CARE CLINICS WITH THE EDUCATION OF OUR CHILDREN BECAUSE IT'S A HUGE CONFLICT OF INTEREST.
WE WOULD NEVER THINK TO SEND OUR CHILDREN TO A HOSPITAL, HEALTH DEPARTMENT, PHARMACY, HEALTH SYSTEM OR ANY OTHER MEDICAL PROVIDERS TO TEACH THEM HOW TO DO READING, WRITING, MATH, SCIENCE OR ART.
SO WHY ARE WE BRINGING THOSE PROVIDERS TO OUR SCHOOLS? WHY ARE WE MIXING THE TWO TOGETHER? I'LL TELL YOU WHY.
COULD IT BE BECAUSE YOU'VE ACCEPTED FUNDING FROM THE HEALTH DEPARTMENT
[00:40:02]
TO PROVIDE VACCINES, CONTRACEPTIVES, HORMONE BLOCKERS AND EVENTUALLY ABORTIONS TO OUR CHILDREN ONCE THEY ARE SENT AWAY TO SCHOOLS EACH DAY? WHO KNOWS WHAT YOUR TRUE MOTIVE IS, BUT NO YES.[APPLAUSE] I'M GOING TO PAUSE QUICKLY AND ASK MS. SMITH IF YOU COULD PLEASE ELABORATE ON THE HEALTH CLINIC BECAUSE THAT SEEMS TO BE A HOT TOPIC THIS EVENING.
COULD YOU TALK ABOUT ITS PURPOSE? I WOULD BE HAPPY TO.
IF YOU GUYS REMEMBER WHEN WE ADOPTED THIS YEAR'S BUDGET, ONE OF THE ITEMS WAS FOR AN EMPLOYEE WELLNESS CLINIC, WHICH WOULD OFFER FREE OR LOW COST HEALTH CARE, ACUTE URGENT CARE TO OUR EMPLOYEES.
THE REASON THAT WE PROPOSED DOING THAT WAS BECAUSE, AS WE ALL KNOW, THE COST OF INSURANCE IS RISING EVERY YEAR AND WE'VE BEEN LOOKING FOR CREATIVE WAYS TO OFFER HEALTH CARE TO OUR EMPLOYEES.
THE ITEM ON YOUR CONSENT AGENDA TONIGHT IS RENOVATIONS TO OUR EXISTING OFFICES AT MEMORIAL STADIUM, NOT MEMORIAL HIGH SCHOOL, TO HELP WITH OUR PARTNERSHIP WITH CHILDREN'S THAT WE ARE NEGOTIATING RIGHT NOW IN ORDER TO PROVIDE THAT CLINIC TO EMPLOYEES.
PERHAPS THEY WOULD BETTER RECOGNIZE IT AS DAVID KIRKENDALL STADIUM.
THAT'S RIGHT, I MISSAID THE NAME IT IS COACH K STADIUM NOW.
SO TO CLARIFY, THIS IS NOT GOING ON A SCHOOL CAMPUS.
IT IS NOT GOING ON A SCHOOL CAMPUS AND ITS PURPOSE IS AN URGENT CARE FOR EMPLOYEES.
[APPLAUSE] MR. BRUNSON, THANK YOU FOR YOUR PATIENCE, YOU MAY CONTINUE.
THERE IS A BLATANT LACK OF THERE'S A BLATANT LACK OF REINFORCEMENT OF PATRIOTISM IN OUR SCHOOLS THROUGH OUR CURRICULUM.
THE CORE BASICS IN THE AREAS THAT CONTRIBUTE NOTHING TO ACADEMIC EXCELLENCE.
SADLY, FISD STUDENTS ARE BEING TAUGHT TO BE PASSIONATE ABOUT PRIVILEGED PRIDE AND PRONOUNS, SOCIAL JUSTICE, SYSTEMIC RACISM AND SAFE SPACES VERSUS LOVE OF COUNTRY.
THEY'RE BEING TRAINED TO BE ACTIVISTS VERSUS TOUGH LIBERTY OR DEATH PATRIOTS FEELINGS AND WHINING RULE THE DAY VERSUS MENTAL TOUGHNESS AND FORTITUDE.
WHY IS THIS HAPPENING TO OUR KIDS? SOFT PARENTING AND AGENDA DRIVEN DISTRICT WHO PRAISE OUR KIDS TO SIT RATHER THAN STAND PROUDLY FOR THE PLEDGE? ASK ME HOW I KNOW MY KIDS TELL ME EVERYTHING.
PLEASE INSPIRE OUR KIDS TO CHERISH OUR COUNTRY AND THOSE THAT DIED FOR THE FREEDOMS THAT IT PROVIDES.
LAST I CHECKED, ANYONE WHO LIVES IN THE US WANTS TO STAY IN, BUT NO ONE WANTS TO GET OUT.
OUR NEXT SPEAKER IS FOR [INAUDIBLE], FOLLOWED BY [INAUDIBLE] DESI.
I'M A STUDENT AT CENTENNIAL HIGH SCHOOL, AND TODAY I STAND HERE TO SPEAK ON BEHALF OF 4000 MEMBERS OF OUR COMMUNITY.
AFTER READING THROUGH THE COMMENTS LEFT UNDER THIS PETITION THAT WE STARTED, I REALIZED THAT THE MESSAGES OF PARENTS, PEERS AND TEACHERS SHOULD BE SPREAD, NOT JUST MINE.
SO TODAY I STAND HERE AND I WILL SPEAK ONLY USING COMMENTS AND LEFT BY MEMBERS OF OUR COMMUNITY.
FORGIVE ME IF I SOUND HARSH, BUT IT IS ONLY BECAUSE I'M EXASPERATED AND I FEEL LIKE IT WOULD BE UNJUST TO MY FELLOW STUDENTS, TEACHERS AND FAMILY MEMBERS TO NOT EXPRESS THEIR FRUSTRATIONS WITH THE SCHOOL BOARD.
FRISCO ISD HAS NOT BEEN PRIORITIZING PREVENTION METHODS, AND IN THIS INACTION, THEY HAVE CREATED AN UNSAFE LEARNING ENVIRONMENT.
AS A RESULT, SCHOOLS LIKE CENTENNIAL HAVE REACHED A SIX PERCENT INFECTION RATE.
THIS IS UNDOUBTEDLY A FAILURE OF THE DISTRICT.
NOT ONLY THAT, IT IS IRRESPONSIBLE FOR THE DISTRICT TO NOT CARE FOR VULNERABLE CHILDREN, FAMILIES AND TEACHERS.
WHY DO WE HAVE TO PUT OUR LIVES AT RISK JUST FOR AN EDUCATION? THE WORST PART IS THAT THIS SPIKE WAS COMPLETELY PREVENTABLE.
IT SHOULD HAVE NEVER BEEN THIS WAY.
RIGHT NOW FRISCO ISD IS PUSHING LOCAL HOSPITALS, NURSES AND DOCTORS TO THE BRINK BECAUSE THE DISTRICT IS LISTENING TO POLITICIANS RATHER THAN PEOPLE.
[APPLAUSE] OUR NEXT SPEAKER IS TRUPTE DESI.
TRUPTE, FOLLOWED BY JENNA [INAUDIBLE].
MY NAME IS TRUPTE, AND I USED TO TEACH HIGH SCHOOL SCIENCE.
I'M HERE TO REPRESENT MY COMMUNITY AND TO SPEAK ABOUT THE EXPERIMENTAL PILOT PROGRAM OF COMBINING ON LEVEL AND ADVANCED CLASSES NEXT YEAR.
WE ARE AWARE THAT EIGHT MIDDLE SCHOOLS ARE CURRENTLY TESTING A NEW MODEL WHERE NON LEVEL AND ADVANCED INTEGRATED LANGUAGE ARTS ARE BEING COMBINED.
FROM EXPERIENCE, I HAVE NOTED THAT IT IS DETRIMENTAL, HUMILIATING AND DEMORALIZING TO CHILDREN ON BOTH SIDES OF THE SPECTRUM WHEN THEY ARE FORCED TO LEVEL UP OR LEVEL DOWN.
SO MANY PARENTS MOVE TO FRISCO SO OUR CHILDREN CAN HAVE THE OPPORTUNITY TO ACHIEVE ACADEMIC EXCELLENCE, TAKING OPPORTUNITIES FOR ADVANCED LEARNING AWAY FROM THE CHILDREN OF ALL RACES IN THE NAME OF EQUITIES, IS NOT WHAT FRISCO NEEDS.
THIS EXPERIMENT WAS DONE IN FORT WORTH AND FAILED MISERABLY.
[00:45:02]
THE BOARD HAS MADE THIS EXPERIMENTAL PROGRAM MANDATORY AND NOT EVEN GIVEN THE OPTION FOR PARENTS TO OPT OUT.MANY PARENTS AND TEACHERS AND I SPEAK TO ARE VERY CONCERNED ABOUT WHERE ALL OF THIS IS HEADED.
HOW FAR IS FRISCO ISD FROM ADOPTING IDEAS THAT MOST OF US CONSIDER TO BE FRINGE, SUCH AS MATH IS RACIST? [APPLAUSE] THANK YOU.
JENNA [INAUDIBLE], FOLLOWED BY SHRIKA CHAGANTY.
JENNA, YOU PASS, OK? SHRIKA, FOLLOWED BY KELLY CASTAIC.
THE PANDEMIC HAS BEEN HURTFUL FOR EVERYONE, AND WE ALL WANT IT TO END AS SOON AS POSSIBLE.
THE KEY TO THIS IS VACCINES AND MASKS.
IT'S BEEN PROVEN SCIENTIFICALLY BY MULTIPLE SOURCES THAT MASKS ARE HIGHLY EFFECTIVE IN SIGNIFICANTLY LOWERING THE TRANSMISSION OF COVID 19.
I HAVE A YOUNGER BROTHER WHO IS ALSO A STUDENT IN FISD.
HE'S 11 YEARS OLD AND IN SIXTH GRADE AND DOES NOT HAVE THE OPPORTUNITY TO GET VACCINATED .
EVERY TIME I'M FORCED TO INTERACT WITH SOMEONE NOT WEARING A MASK, NOT VACCINATED.
EVERY TIME I'M FORCED TO INTERACT WITH SOMEONE NOT WEARING A MASK.
CAN I PAUSE YOUR TIME FOR A MOMENT? THE AGENDA ITEM SPEAKERS WERE AT THE BEGINNING.
THAT'S HOW OUR PUBLIC COMMENT SECTION WORKS.
ALL AGENDA ITEMS ARE SPOKEN ABOUT AT THE BEGINNING AND NOW ITS GENERAL COMMENT.
I'M SORRY, I'M PUTTING MYSELF IN.
YOUR TIME OVER BECAUSE YOU'VE BEEN INTERRUPTED QUITE FREQUENTLY THROUGHOUT YOUR MINUTE.
[APPLAUSE] EVERY TIME I'M FORCED TO INTERACT WITH SOMEONE NOT WEARING A MASK, NOT VACCINATED, I'M PUTTING MYSELF AND MY BROTHER AT GREATER RISK.
IT'S A HUGE RISK TO GO TO SCHOOL EVERY DAY AND GET AN EDUCATION SHOULD WE REALLY BE FORCED TO MAKE A CHOICE BETWEEN SAFETY AND AN EDUCATION IN FRISCO ISD.
IN ADDITION TO THE LACK OF MANDATE ON MASKS, FISD ALSO DOES NOT EMPLOY CONTACT TRACING.
IT'S CLEAR THAT MANDATING MASKS AND CODE PRECAUTIONS ARE ESSENTIAL TO THE SAFETY AND HEALTH OF OUR KIDS, STUDENTS, STAFF AND FAMILIES IN FISD.
THE PETITION, STARTED BY KATE SHAW AND SERENA NANDIGAM OF STUDENTS FOR EQUITY THROUGH EDUCATION FOR MASK MANDATES AND COVID PRECAUTIONS, HAS GAINED IMMENSE TRACTION OVER 4300 SIGNATURES TO DATE.
THE DISTRICT HAS STILL CHOSEN TO IGNORE THIS, DESPITE BEING ONE THAT MAKES ITS MISSION TO KNOW EVERY STUDENT BY NAME AND NEED CASES ARE HIGHER THIS YEAR IN SCHOOLS BY LARGE AMOUNT.
FRISCO INDEPENDENT SCHOOL DISTRICT NEEDS TO MANDATE MASKS AND DO SOMETHING THAT ACTUALLY BENEFITS US INSTEAD OF JUST NEGLECTING US.
IF YOU TRULY DO CARE ABOUT OUR NAMES AND NEEDS, WE NEED A MASK MANDATE RIGHT NOW.
[APPLAUSE] OUR NEXT OUR NEXT SPEAKER IS KELLY CARTHICK FOLLOWED BY VIJAY.
GOOD EVENING, SUPERINTENDENT AND THE BOARD OF TRUSTEES, I'M KELLY CARTHICK.
WE NEED TO CHANGE THE WAY WE THINK AND VENTURE OUTSIDE THE NORMAL BOX OF CHILDREN NEEDING TO BE IN THEIR SEATS AND A DESK AND IN PERSON TO BE CONSIDERED REAL LEARNING.
I BELIEVE THE FRISCO ISD SHOULD CREATE A NEW HYBRID LEARNING ENVIRONMENT THAT OTHER DISTRICTS ACROSS THE NATION WOULD ALSO WANT TO EMULATE.
WITH HYBRID, KIDS CAN BE RECOVERING FROM HOME WITH COVID 19 OR QUARANTINING, WHICH WILL GREATLY SLOW THE COVID 19 SPREAD IN OUR SCHOOLS AND COMMUNITY.
HYBRID WOULD ALSO SERVE TO PROTECT US FROM FUTURE EPIDEMICS THAT WILL SURELY COME OUR WAY.
VISUALIZE THE IMPROVEMENT OF STAAR SCORES AND GPAS.
IF WE PUT OUR EFFORTS TOGETHER, FRISCO ISD WOULD NOT ONLY LEAD THIS DISTRICT OUT OF COVID, BUT DEMONSTRATE LEADERSHIP ACROSS THE COUNTRY ON HOW AN EFFECTIVE HYBRID LEARNING MODEL IS GREAT FOR EMERGENCIES IN THE FUTURE.
WE CAN BUILD THE FUTURE LEARNING MODEL, BUT IF YOU DON'T LET US IN AND ADD US TO THE AGENDA SO WE CAN SHARE OUR AWESOME IDEAS, THAT THE BOARD DOESN'T SEEM TO HAVE AT THIS TIME.
VIJAY, FOLLOWED BY LISA KIRBY.
THIS IS A RESULT ORIENTED WORK ENVIRONMENT, THAT'S WHAT MOST EMPLOYERS ARE DOING RIGHT NOW.
WHY CAN'T WE DO A RESULT ORIENTED LEARNING ENVIRONMENT? RIGHT? MAKE IT VIRTUAL.
MAKE IT HYBRID, RIGHT? LOOK AT THE FACTS.
COMMON SENSE OVER EGO OR POLITICS.
IF YOU LOOK AT THE METRICS PUBLISHED ON TEXAS.GOV FOR THE COLLIN COUNTY WEEK OVER WEEK, IT'S ABOUT 20 PERCENT SPIKE IN COVID CASES.
I THINK THE WEEK OF TWENTY FOURTH WEEK AND NEXT WEEK IT WAS 200.
THIS MOST LARGE EMPLOYERS MICROSOFT, TWITTER, LINKEDIN HAVE GONE VIRTUAL.
WHY CAN'T SCHOOLS GO VIRTUAL? THANK YOU.
[00:50:03]
[APPLAUSE] LISA KIRBY, FOLLOWED BY AL KAJOLA.I AM A FRISCO ISD PARENT AND A REGISTERED VOTER.
TONIGHT, I'M GOING TO SHARE A STORY WITH PERMISSION FROM THE MOM.
I AM SADDENED TO SHARE DETAILS ABOUT 11 YEAR OLD BOY WHO HAS COVID PNEUMONIA AND IS CURRENTLY IN A HOSPITAL.
HE HAS NO HEALTH CONDITIONS AND NO PREEXISTING CONDITIONS.
I ASK THAT YOU PRAY FOR THIS STUDENT AND THEIR FAMILY AND THE AND THE SPEEDY RECOVERY.
AT THE BEGINNING OF AUGUST 9TH AND THE BOARD MEETING DURING THE COVID PROTOCOL UPDATES, THE FOLLOWING STATEMENT WAS MADE.
THE DEPARTMENT OF HEALTH SERVICES HAS ADDED COVID 19 TO ITS COMMUNICABLE DISEASE LIST.
I HAVE LEARNED THAT THE FRISCO ISD HAS A PUBLIC VACCINATION CLINIC PROGRAM.
IT OFFERS FLU VACCINES TO STUDENTS, FAMILY AND STAFF.
[APPLAUSE] AND I'D LIKE TO MENTION TOO FOR THOSE OF YOU THAT HAVE ADDITIONAL COMMENTS TO SHARE WITH THE BOARD, PLEASE EMAIL THEM TO US LATER TONIGHT, TOMORROW, SOMETIME THIS WEEK.
AL KAJOLA FOLLOWED BY KAREN GILLESPIE.
I THINK THAT'S? I'M HERE TO SPEAK ON BEHALF OF ANDY, WHOSE AN 11 YEAR OLD AT GULFSTREAM ELEMENTARY.
I'M SPEAKING WITH PERMISSION FROM HIS PARENTS.
HIS FAMILY KEPT HIM SAFE FOR A YEAR AND A HALF BY WEARING MASKS AND PRACTICING PROPER SOCIAL DISTANCING.
ANDY AND HIS SISTER TESTED POSITIVE FOR COVID THREE WEEKS INTO IN-PERSON SCHOOL.
AFTER SPENDING THE WEEKEND IN THE E.R.
FOR HYPOXIA AND DEHYDRATION, ANDY WAS SENT HOME ONLY TO BE BROUGHT BACK RIGHT AWAY BY HIS PARENTS TO THE E.R.
FOR WORSENING SYMPTOMS. HE IS CURRENTLY GETTING TREATED FOR COVID PNEUMONIA AT CHILDREN'S HOSPITAL.
HE'S SICK IN NEED OF A PEDIATRIC BED, BUT STUCK IN THE E.R.
BECAUSE THE HOSPITAL IS OUT OF BEDS.
HIS FAMILY WANTS TO STATE THE SCHOOL LEADERS TO STOP PLAYING POLITICS AND KEEP ALL CHILDREN SAFE BY TAKING A STAND.
LIKE MANY OTHER SCHOOL DISTRICTS IN TEXAS HAVE WITH MASK GUIDELINES, NOT MANDATES.
HEPA 13 PORTABLE AIR PURIFIERS AND HIGH EXPOSURE AREAS SUCH AS CAFETERIAS AND GYMS CAN DECREASE VIRAL LOAD BY MORE THAN 50 PERCENT, IF CORRECTLY USED.
I URGE FRISCO ISD TO COLLABORATE WITH LOCAL BUSINESSES THAT SUPPLY THE AIR PURIFIERS AND PROVIDE CHILDREN WITH SAFE AIR.
[APPLAUSE] KAREN? I THINK IT SAYS [INAUDIBLE].
I CAN'T READ THE LAST NAME, I'M SORRY.
FOLLOWED BY THE VASAUNA [INAUDIBLE].
NO, KAREN, IN THE AUDIENCE IS THERE, KAREN, THAT SPOKE UP, OK? VASAUNA [INAUDIBLE] NO.
YOU WANT TO MAKE YOUR WAY TO THE PODIUM, PLEASE.
NO, OK, WE MAY HAVE LOST SOME FOLKS.
WOULDN'T THAT HAVE BEEN FUNNY IF I SAID NO, LIKE, NO, SORRY.
YOU CAN JUST LEAVE IT AT THE PODIUM AND WE'LL GRAB IT AFTER.
CAN I START RIGHT NOW? YES, PLEASE DO.
THE WEARING OF MASKS IS SOMETHING THAT HAS BEEN PROVEN TO BE EFFECTIVE.
YOU CAN LOOK AT ANY SIGNS, ANY DATA AND IT'LL SHOW YOU.
BUT FOR MANY, IT'S NOT ABOUT THE WEARING OF MASKS ITSELF, BUT THE MANDATORY NATURE OF DOING SO.
IN A LIBERAL DEMOCRACY RESPECT INDIVIDUAL'S LIBERTIES BY ALLOWING THEM TO MAKE DECISIONS FOR THEMSELVES, EVEN IF WE DON'T ALWAYS AGREE WITH THOSE CHOICES.
EDITORIAL POLICIES TO ELIMINATE THE INDIVIDUAL CHOICES FOR THE BENEFIT OF THE GROUP IN THE CONTEXT OF A GLOBAL PANDEMIC.
THE INCONVENIENCE OF WEARING A MASK FOR THE INDIVIDUAL IS VASTLY OUTWEIGHED BY THE POTENTIAL BENEFIT.
THE HARMS OF THE PANDEMIC, HAVE NOT JUST BECOME THE VIRUS ITSELF, BUT THE MEASURES TAKEN TO PREVENT IT.
THE ISOLATION LOCKDOWN, THE LOSS OF EMPLOYMENT AND THE IMPACT ON EDUCATION.
WEARING A MASK IS A SUPER SMALL PRICE TO PAY FOR TO AVOID NEGATIVE CONSEQUENCES DURING THESE HARMFUL TIMES.
LIBERTY IS IMPORTANT, YES, BUT IT'S ONE VALUE AMONG MANY THAT WE SHOULD FEATURE IN OUR RESPONSE TO THE CRISIS.
OVERARCHING ALL OF THIS IS ONE FINAL VALUE SOLIDARITY, THE WILLINGNESS TO BEAR BURDEN IN ORDER TO HELP OTHERS IN THE FACE OF A SHARED CIRCUMSTANCE.
[00:55:01]
NOW FRISCO ISD HAS REPORTED THE HIGHEST NUMBER OF COVID CASES IN NORTH TEXAS IN JUST TWO WEEKS.WITH A WHOPPING ONE THOUSAND NINE HUNDRED THIRTY ONE CASES OF COVID 19 AS OF TODAY, WE NEED TO TAKE ACTION.
[APPLAUSE] OUR NEXT OUR NEXT SPEAKER IS SUDHAKAR [INAUDIBLE], FOLLOWED BY CHRISTOPHER WELDON.
CAN I GO, OK? MY NAME IS SUDHAKAR, AND I'M A PARENT OF TWO STUDENTS WHO GO TO SCHOOL IN FRISCO, AND I WOULD LIKE TO SPEAK REGARDING THE CURRENT ATTENDANCE POLICY.
CURRENTLY, ALL ABSENCES BOTH EXCUSED AND UNEXCUSED COUNT TOWARDS THE 90 PERCENT ATTENDANCE RULE.
THIS INCLUDES ABSENCES DUE TO PERSONAL ILLNESS AS A RESULT OF COVID 19 OR VOLUNTARY QUARANTINE DUE TO COVID SYMPTOMS. A STUDENT SHALL NOT RECEIVE A GRADE WITHOUT 90 PERCENT ATTENDANCE.
WHILE I UNDERSTAND BEING ABSENT FROM SCHOOL IMPACTS THE STUDENT'S OPPORTUNITY TO SUCCEED IN STUDIES, THESE ARE NOT NORMAL TIMES.
AND WITH THE INCREASE IN NUMBER OF COVID 19 CASES IN THE PAST FEW WEEKS, I ASKED THE SCHOOL BOARD TO CONSIDER MAKING CHANGES TO THE CURRENT ATTENDANCE POLICY.
THE EXCUSED ABSENCE DUE TO COVID 19 OR VOLUNTARY QUARANTINE DUE TO COVID 19 SYMPTOMS SHOULD BE PER OCCURRENCE NOT FOR THE WHOLE ACADEMIC YEAR.
ALSO, THEY SHOULD BE COUNTED TOWARDS THE 90 PERCENT ATTENDANCE RULE.
THEY SHOULDN'T BE COUNTED TOWARDS THE 90 PERCENT ATTENDANCE RULE AS LONG AS THE STUDENT FOLLOW THE QUARANTINE PROTOCOLS FOR 2021 22 DISEASE MITIGATION.
CHRISTOPHER WELDON, FOLLOWED BY KATHRYN SHAW.
ALMOST EVERY OTHER DAY, MY MIDDLE SCHOOL SON HAS RECEIVED NOTICE ABOUT A STUDENT IN HIS CLASS, HAVING COVID.
THE DISTRICT AS A WHOLE, HAS REPORTED ALMOST TWO THOUSAND CUMULATIVE CASES SINCE THE START OF THE SCHOOL YEAR.
I'M DEEPLY CONCERNED BOTH FOR MY SON'S SAFETY AS WELL AS MY DAUGHTER'S SAFETY.
WHO'S AT HOME? MY DAUGHTER IS AT AN INCREASED RISK FOR SEIZURE WHEN SHE HAS FEVER.
IF ANYONE BRINGS THIS DISEASE HOME, SHE'S AT RISK.
I'D LIKE THE BOARD TO ADOPT COMMONSENSE MEASURES TO HELP REDUCE THE SPREAD OF COVID.
MANDATE MASKS FOR STUDENTS AND TEACHERS.
THIS SHOULDN'T BE A POLITICAL DEBATE.
WE SEND OUR SCHOOLS TO ONE OF THE BEST DISTRICTS IN THE NATION TO LEARN MANY SUBJECTS, INCLUDING SCIENCE.
WE MUST BE A BASTION OF EDUCATION BY ALLOWING THE SCIENCE TO GUIDE OUR DECISIONS ON HOW TO KEEP OUR CHILDREN SAFE.
PERSONAL RESPONSIBILITY HAS BEEN THE MANTRA FOR NOT MANDATING MASKS, AND YET THE CASE COUNTS SHOW THAT'S FAILING.
THERE ARE PLENTY OF RULES THAT ARE MANDATORY FOR THE SAFETY OF SELF AND OTHERS.
OUR GOVERNOR MAY HAVE BEEN A BULLY TO THE SCHOOL DISTRICTS FOR LONG ENOUGH.
OUR OTHER SCHOOL DISTRICTS HAVE CHOSEN TO TAKE UP THE FIGHT AND DO WHAT'S RIGHT FOR THEIR STUDENTS AND THEIR POPULATIONS, AND REFUSE TO ALLOW POLITICS TO DRIVE MEDICAL REASONING.
THANK YOU, [APPLAUSE] KATHERYN SHAW, FOLLOWED BY DR.
MY NAME IS KATHRYN SHAW, AND I'M A SENIOR AT HERITAGE HIGH SCHOOL.
A FEW WEEKS AGO, MY [INAUDIBLE] AND I STARTED A PETITION ASKING FRISCO ISD TO TAKE MORE COVID 19 PRECAUTIONS, SUCH AS ENFORCING A MASK MANDATE FOR STUDENTS AND STAFF.
ENCOURAGING SANITIZATION DURING THE SCHOOL DAY.
AND PROMOTING AND EDUCATING STUDENTS ON RESPIRATORY ETIQUETTE.
WE'VE RECEIVED AN AMAZING AMOUNT OF SUPPORT ON OUR PETITION THAT NOW HAS OVER FOUR THOUSAND THREE HUNDRED SIGNATURES.
THE BOTTOM LINE IS IS THAT WE CARE ABOUT OUR SAFETY AND WANT MORE TO BE DONE.
THE RISING CASES IN THE DISTRICT IS ALARMING, TO SAY THE LEAST.
WHEN KIDS GO MISSING IN CLASS FOR MORE THAN TWO DAYS, WE KNOW EXACTLY WHY.
THERE ARE MORE THAN TWO THOUSAND ONE HUNDRED STUDENTS ON MY CAMPUS, MAKING IT VIRTUALLY IMPOSSIBLE TO SOCIALLY DISTANCE.
THE DISTRICT IS NOT EXEMPT FROM THE COVID CRISIS, NOR ARE WE UNTOUCHED.
WHAT ARE WE WAITING FOR? IT'S BAD NOW, AND IT'S GOING TO GET WORSE.
WE UNDERSTAND THAT GOVERNOR ABBOTT HAS PLACED SEVERAL ORDERS THAT RESTRICT THE PRECAUTIONS AND MANDATE SCHOOL DISTRICTS CAN ENFORCE.
BUT AT ONE POINT, DO WE STOP WORRYING ABOUT FUNDS AND PUSH BACK AND START PRIORITIZING OUR HEALTH AND SAFETY? WE CAN EARN MONEY BACK IN THE FUTURE, BUT WE CAN'T GET SOMEONE'S LIFE BACK.
I KNOW FRISCO ISD CARES DEEPLY ABOUT ITS STUDENTS, STAFF, PARENTS, FAMILY MEMBERS AND COMMUNITY, AND I HOPE YOU TAKE THE NECESSARY STEPS TO KEEP US ALL SAFE.
NICOLE EASTMAN, FOLLOWED BY MONA KHALID.
I HAVE PERSONALLY BEEN SAVED IN A NEAR-FATAL ACCIDENT BECAUSE I WORE A SEATBELT, THAT LAYER OF PROTECTION IS PART OF WHY I'M HERE TONIGHT.
TWO I HAVE ALSO HELD MY DAD'S HAND AS HE DIED AT 53 YEARS OF AGE SHARING QUOTE I
[01:00:05]
KNOW WHAT I NEED TO DO.HE DIDN'T GET A SECOND CHANCE AT LIFE LIKE I DID, THERE WERE PREVENTATIVE FACTORS THAT WERE OVERLOOKED WHICH COST HIM HIS LIFE.
HIS DECISIONS AND THE CONSEQUENCES AFFECTED THOSE WHO LOVED HIM.
MY SON DID VIRTUAL FOR ALL OF SECOND GRADE AT FRISCO.
HE EXCELLED ACADEMICALLY AND STRUGGLED EMOTIONALLY.
HE AND HIS SISTER LOVE IN-PERSON SCHOOL.
THEY NEED THAT FOR THEIR SOCIAL, EMOTIONAL DEVELOPMENT AND OVERALL WELL-BEING.
BOTH WEAR MASKS ALL DAY AND HAVE NEVER COMPLAINED.
KIDS MODEL WHAT THEY HEAR AT HOME.
NUMBER 4 MY SON'S CLASS HAS HAD TWO COVID 19 CASES IN A LETTER SENT HOME OVER THE LAST TWO WEEKS.
LAST WEEK, A TEACHER AND HER SUB WERE BOTH OUT, SO MY SON'S TEACHER HAD BOTH OF THESE CLASSES.
MY DAUGHTER'S KINDERGARTEN CLASS HAS THE SAYING WHICH GOES LIKE THIS? TAKE CARE OF MYSELF.
MONA KHALID, FOLLOWED BY NITA BOSSI.
GOOD EVENING, RESPECTIVE BOARD MEMBER OF THE FRISCO ISD, I THINK YOU ALL TO GIVE ME AN OPPORTUNITY TO SPEAK HERE.
I'M A MOTHER OF TWO KIDS AGE FIVE AND 13, WHO BOTH ATTEND FRISCO ISD.
I'M ALSO A PHYSICIAN WORKING AS AN INTERNAL MEDICINE PHYSICIAN AT A MAJOR HOSPITAL IN COLLIN COUNTY, TREATING COVID PATIENTS SINCE THE PANDEMIC STARTED.
SO I HAVE THE FIRSTHAND KNOWLEDGE OF HOW THIS DISEASE HAS AFFECTED OUR LIVES.
I'M HERE TODAY TO TELL EVERYBODY AND ALL OF YOU THAT I'VE BEEN PROTECTING MY FAMILY SINCE THE PANDEMIC STARTED.
HOWEVER, MY FIVE YEAR OLD, SHE STARTED GOING TO SCHOOL, AND WITHIN A WEEK SHE GOT INFECTED WITH COVID.
I WOULDN'T GO INTO THE DETAILS HOW IT WENT, BUT NOT EVERYBODY GETS LUCKY.
THANKS, GOD SHE'S DOING WELL NOW.
I'M HERE TODAY TO SPEAK FOR ALL THOSE UNLUCKY ONES.
I WANT FRISCO ISD TO IMPROVE THEIR MEASURES AGAINST COVID 19 AND TAKE MORE PRECAUTIONS AND SAFETY MEASURES AND START FOLLOWING THE GUIDELINES RECOMMENDED BY CDC AND AMERICAN COLLEGE OF PEDIATRICS AND AMERICAN COLLEGE OF PHYSICIANS, WHICH INCLUDES UNIVERSAL MASKING REGARDLESS OF VACCINATION STATUS.
THE HIGHLY CONTAGIOUS DELTA VARIANT HAS ALREADY KILLED HUNDREDS AND THOUSANDS OF LIVES.
GOOD EVENING, MY NAME IS NITA [INAUDIBLE].
I'M A PARENT OF TWO CHILDREN, A FOUR AND SECOND-GRADER.
TWO WEEKS AGO, MY DAUGHTER IN HER FOURTH GRADE CLASS GOT COVID 19 FROM EXPOSURE AT SCHOOL.
SO AS OF RIGHT NOW, I'VE WITHDRAWN THEM FROM SCHOOL BECAUSE I DO NOT FEEL IT SAFE FOR THEM TO RETURN AT THIS POINT, BECAUSE WITHIN THE WEEK, MY DAUGHTER'S ONE FOURTH GRADE CLASS HAD SEVEN TO EIGHT CASES OF COVID 19 THAT WERE POSITIVE, AND WE DON'T KNOW HOW MANY MORE KIDS WERE AFFECTED BY THAT.
SO I WOULD URGE YOU TO PLEASE FOLLOW CDC GUIDELINES AND BRING BACK ALL THE SOCIAL DISTANCING AND MASK MANDATES THAT WERE IN PLACE LAST YEAR SO MY KIDS CAN RETURN BACK TO SCHOOL SAFELY.
DR. GOLLA, FOLLOWED BY STEVE REICHART.
HI, I'M DR. VIDUSHI GOLLA HOSPITALIST, WHICH MEANS I WORK WITH ACUTE ILLNESS WHEN THE PATIENT IS ADMITTED IN THE HOSPITAL.
I HAVE CARED FOR HUNDREDS OF COVID PATIENTS OVER THE LAST 18 MONTHS, AND MY GROUP HAS SPENT MORE THAN 15,000 WORKING HOURS IN THE COVID UNITS.
THE MAIN THINGS THAT PROTECTED US FROM INFECTION WERE MASKS PPE AND THE VACCINE.
I'M EXTREMELY DISAPPOINTED WITH THE FRISCO ISD AS A PARENT IN THIS DISTRICT.
I HAVE PROVIDED THE BOARD WITH EXCELLENT ARTICLES FROM ALL OVER THE COUNTRY PROVING THAT MASKS ARE EFFECTIVE IN STOPPING THE SPREAD.
THIS INFECTION IS PREVENTABLE.
WHAT IS THAT YOU DO NOT BELIEVE IN MASKS DISTANCING AND OTHER MEASURES? WHY IS THERE SUCH BLATANT INACTION BY THE BOARD? WHY WOULDN'T YOU STRONGLY ENCOURAGE OR MANDATE MASKS OR THE VACCINE? IF YOU DO NOT BELIEVE IN SCIENCE, THEN HOW DO YOU THINK KIDS IN THE SCHOOL WILL BELIEVE IN ANYTHING THAT THEY'RE BEING TAUGHT IN SCHOOL? [APPLAUSE] PLEASE BE RESPECTFUL.
AND THANK YOU, YOUR TIME HAS EXPIRED.
[APPLAUSE] HI, MY NAME IS STEVE REICHART, AND I JUST WANTED TO COME ON FIRST AND KIND OF COMMEND THE BOARD FIRST FOR THE FACT THAT WE HAD VIRTUAL LEARNING AS AN OPTION, WHICH I THOUGHT WAS A GOOD FIRST STEP.
BUT FOR A LOT OF KIDS, THAT DOESN'T REALLY WORK AND THEY NEED TO BE IN SCHOOL.
AND IF THEY'RE GOING TO BE IN SCHOOL, WE NEED TO GO THE NEXT STEP FOR MASKS AND THINGS LIKE THAT, WHICH NOW BECAUSE OF THE DELTA VARIANT, IT'S A DIFFERENT VIRUS THAN A YEAR AGO .
WHERE WE WEREN'T AS WORRIED ABOUT KIDS LAST YEAR.
[01:05:01]
AS PEOPLE HAVE BEEN SAYING, WE'VE HAD 2000 CASES ALREADY AND THE KIDS ARE ENDING UP IN HOSPITALS.SO I JUST WANT TO STRONGLY ENCOURAGE MORE USE OF MASKS AND A MASK MANDATE FOR THE DISTRICT.
ZOE YOUNG, FOLLOWED BY EHSAN DITA OR ALON [INAUDIBLE] POSSIBLY.
WITH DATA PROVIDED BY THE CDC, THE DEATH RATE FOR COVID FOR CHILDREN IS 0.02 PERCENT.
TO GIVE YOU THE PERSPECTIVE, THE FLU IN THE 2018 2019 SEASON FOR CHILDREN HAD A DEATH RATE OF 0.85 PERCENT OF FORTY TWO POINT FIVE INCREASE.
BOARD AS YOU CAN SEE, THE FLU WAS MORE DEADLY TO KIDS IN THE ONE SEASON THAN COVID HAS BEEN SINCE THE FIRST CASE IN AMERICA.
WHAT IS THE REASON WHY WE'RE MASKING THESE KIDS? THESE KIDS DON'T WEAR MASKS CORRECTLY ANYWAY.
REWEARING MASKS CREATES A BREEDING GROUND FOR BACTERIA.
PLEASE BE RESPECTFUL FOR OUR SPEAKER, LEADING TO WORSE RESPIRATORY ISSUES, NOT TO MENTION THE NEGATIVE MENTAL IMPACTS CHILDREN HAVE WHEN THEY'RE STILL DEVELOPING WITH FACIAL RECOGNITION AN SPEECH.
IT'S TIME TO TAKE A STAND FOR THESE CHILDREN BOARD.
WE'RE ASKING YOU TO LEAVE THESE PARENTS THE FREEDOM CHOICE FOR THEIR OWN CHILDREN'S HEALTH.
THANK YOU FOR REMAINING STRONG AND PLEASE CONTINUE TO DO SO.
GOOD EVENING, BOARD OF TRUSTEES.
MY NAME IS ALANE DATTA, AND I'M HERE TO URGE YOU TO CONSIDER THE MASK MANDATE FOR THE SCHOOLS.
IF YOU LOOK AT THE MOST RECENT CDC REPORT, IT SHOWS THAT THE NUMBER OF COVID CASES AND KIDS WITHOUT MASKS IS THREE POINT FIVE TIMES THAT OF KIDS WITH MASKS.
THE TRANSMISSION RATE THREE MONTHS BACK WAS DOWN TO FIVE EVERY 100,000 PEOPLE IN DENTON COUNTY, AND WITH THE DELTA VARIANT, IT'S GONE UP TO FORTY FIVE IN THE MONTH OF SEPTEMBER.
THE ICU UTILIZATION IS AT 98 PERCENT.
AS A PARENT OF A 10 YEAR OLD, I DON'T THINK I NEED TO BE MAKING A CHOICE OF SENDING MY KID TO SCHOOL WITH THE RISK OF GETTING COVID OR NOT SENDING AND GETTING EMOTIONAL AND MENTAL ISSUES WITH THE CHILD.
SO I WOULD STRONGLY URGE YOU TO INTRODUCE THE MASK MANDATE AND LET THE KIDS ENJOY THE SCHOOLS AS THEY SHOULD.
[APPLAUSE] HAROLD JIMENEZ, FOLLOWED BY VAISHALI SHAATY.
I HAVE THREE DAUGHTERS AT CENTENNIAL HIGH SCHOOL AND I HAVE ONE SON AT TALLEY.
I'M A BOARD CERTIFIED EMERGENCY DOCTOR PRACTICING HERE IN OUR COMMUNITIES, AND I'M HERE TO ASK YOU TO PLEASE IMPLEMENT A MASK MANDATE TO PUT A STOP TO THIS MADNESS.
PROVIDE A SAFE ENVIRONMENT FOR OUR CHILDREN TO GO TO SCHOOL.
FOR OUR TEACHERS TO TEACH AND FOR OUR COMMUNITY TO BE SAFE.
THIS IS WHAT GOES IN PEOPLE'S THROATS WHEN COVID TAKES THEIR ABILITY TO BREATHE AWAY THEY GO ON A VENTILATOR, AND MANY OF THEM NEVER COME OFF.
PLEASE BE RESPECTFUL OF OUR SPEAKER.
I WAS ASKING THEM TO PLEASE BE RESPECTFUL OF YOU AS YOU'RE SPEAKING.
MANY OF THESE PEOPLE DON'T COME OFF THE VENTILATOR.
OUR HOSPITALS ICU'S EMERGENCY DEPARTMENTS ARE FULL.
WE DON'T HAVE ANY MORE VENTILATORS.
SOME PEOPLE CHOOSE TO WEAR THEM.
SOME PEOPLE DON'T, BUT THEY WORK.
SO OUR CHOICE IS NOW, WE EITHER MAKE SOMETHING LIKE THIS WORK OR WE WAIT AND SEE HOW MANY OF THESE WE'RE GOING TO NEED IN A FEW WEEKS.
[APPLAUSE] VAISHALI FOLLOWED BY ZAHRA SARANG.
AND I'M HERE AS A PARENT OF 11 YEAR OLD, AND THE MAIN REASON WE MOVED HERE IS BECAUSE OF FRISCO ISD, BECAUSE OF A GREAT RATING.
AND MY DAUGHTER JUST PASSED OUT FROM HERITAGE THIS YEAR ONLY.
AND THE ONLY THING I'M HERE IS I'VE SAVED MY LIFE FIVE YEARS BACK.
I WAS IN A HOSPITAL FOR A LONG TIME.
I'M AT A VERY BIG HEALTH RISK.
AND IF MY OWN DOCTORS, MY ONLY HOPE IS DOCTORS AND EXPERTS AND SCIENTISTS,
[01:10:02]
RIGHT? IF THEY ARE SAYING MASKS HELP AND PLEASE PROMOTE MASK MANDATE.SO WHAT ELSE CAN I DO? I JUST HAVE TO FOLLOW THOSE RULES, THOUGH MY KID IS NOT HAPPY DOING WHAT SHOULD I HAVE TO KEEP HIM HOME? IT'S NOT ABOUT HIM.
SO LET US JUST FOLLOW THE SCIENCE.
RESPECT THE RESEARCHERS AND THE SCIENTISTS.
THERE MUST BE SOME RESEARCH TO THEM.
PLEASE BE RESPECTFUL OF OUR SPEAKER AND THANK YOU SO MUCH.
[APPLAUSE] SO IT'S VERY CLEAR THAT TONIGHT IN OUR BOARDROOM, WE HAVE VARYING OPINIONS ON SOME VERY DIVISIVE ISSUES.
ALL I'M ASKING IS TO ALLOW EVERYONE TO SPEAK REGARDLESS OF IF YOU AGREE WITH THEM OR NOT.
WE HAVE CHILDREN IN THE AUDIENCE, WE HAVE OUR STUDENTS HERE.
AS ADULTS, WE NEED TO BE MODELING CONFLICT RESOLUTION AND HEALTHY BEHAVIOR.
ZAHRA SARANG, FOLLOWED BY PADMA ANN.
MY DAUGHTERS GO TO FRISCO ISD.
I'M HERE TO REQUEST YOU FOR MASK MANDATE.
AND THE REASON IS THIS IS NOT OPTIONAL.
WHY? BECAUSE DELTA VARIANT IS 200 PERCENT TRANSMISSIBLE THAN THE PREVIOUS STRAIN.
EVERY TIME THE STRAIN COMES IN, IT'S MORE POWERFUL AND DANGEROUS.
OUR KIDS DO NOT HAVE VACCINES.
WE ARE SENDING THEM EVERY DAY TO SCHOOL, HOPING AND PRAYING THEY DON'T CATCH COVID, THOUGH SHE WEARS MASKS.
BUT THERE ARE OTHER KIDS WHO DO NOT WEAR MASKS.
WHEN THEY ARE ASYMPTOMATIC, THEY SHARE THE SAME SPACE.
I BELIEVE PREVENTION IS BETTER THAN CURE.
LET'S WORK TOGETHER WITH A COLLECTIVE APPROACH TO FLATTEN THE CURVE.
I FEEL PREVIOUSLY, WE USED TO SAY IT TAKES A VILLAGE TO RAISE KIDS.
BUT IN COVID TIME, I THINK IT'S A COLLECTIVE APPROACH BY ALL OF US TO KEEP THESE KIDS SAFE.
SO I KINDLY REQUEST YOU EVERYONE, THAT FOR US, WE HAVE LIKE TWO OR THREE FOR YOU.
IT COULD BE JUST THE STUDENTS OF FRISCO ISD.
BUT FOR US, THEY'RE OUR LIVES.
[APPLAUSE] PADMA, FOLLOWED BY KANIKA JUNEJA.
HI, I'M PADMA ANE, AND I AM A PHYSICIAN AND I HAVE TWO BOYS, AT TALLY ELEMENTARY.
I KNOW YOU HEARD ABOUT FROM ALL THESE PEOPLE ABOUT MASKS.
CAN YOU PLEASE MANDATE MASKS UNTIL AT LEAST MY KIDS GET VACCINATED? I KEPT THEM SAFE FOR ONE AND A HALF YEARS.
CAN YOU HELP ME KEEP THEM SAFE FOR THE NEXT FEW WEEKS UNTIL THEY GET VACCINATED? YOUR KIDS ARE ALL VACCINATED, RIGHT? MY KIDS ARE NOT.
GIVE THEM A FIGHTING CHANCE, PLEASE.
I HAVE A LETTER FROM COOK'S PHYSICIAN COOKS CHILDREN'S HOSPITAL.
170 PEDIATRICIANS SIGNED THIS.
YOU TRUST YOUR PEDIATRICIAN, RIGHT? WHY NOT TRUST THE SAME PEDIATRICIAN WHEN YOU'RE MAKING LIFE CHANGING DECISIONS FOR MY KIDS? AND GOVERNOR'S ORDER.
LOOK AT PLANO, PLANO AND FRISCO SAME STATE, SAME GOVERNOR.
[APPLAUSE] KANIKA FOLLOWED BY NICOLE BUSH.
I'M A PARENT OF FOUR CHILDREN AT FRISCO ISD.
I'M HERE TONIGHT TO URGE THE BOARD TO PROVIDE CLEAN, SAFE AIR FOR OUR CHILDREN.
YOU CAN DO THAT BY USING HIGH GRADE MERV 13 FILTERS FOR YOUR HVAC'S AND BY PROVIDING HEPA 13 PORTABLE AIR PURIFIERS IN CLASSROOMS, LOCKER ROOMS, BAND ROOMS, GYMS AND CAFETERIAS.
WHEN 200 STUDENTS TAKE THEIR MASKS OFF IN THE CAFETERIA TO EAT LUNCH AT THE SAME TIME, EXTRA VENTILATION AND AIR PURIFIERS ARE NEEDED TO PROTECT THEM TO DECREASE THE SPREAD I RESPECTFULLY ASK THAT THE ISD USE ESSER FUNDS PARTNER WITH LOCAL BUSINESSES, PTA'S PARENTS TO PROVIDE BETTER VENTILATION AND HEPA 13 PORTABLE AIR PURIFIERS.
THIS IS PROVEN TECHNOLOGY AND RECOMMENDED BY THE CDC AND FDA FOR THE SAFE RETURN TO SCHOOLS AND DO NOT INTERFERE OR IMPACT THE HVAC SYSTEMS. PLEASE PROVIDE OUR CHILDREN WITH BETTER VENTILATION SO OUR CHILDREN CAN BREATHE CLEAN, SAFE AIR NOW.
NICOLE BUSH, FOLLOWED BY MIKA SHAH.
HI, I'M A SURGEON AND A MOTHER OF FOUR FRISCO ISD STUDENTS.
[01:15:01]
A FEW WEEKS AGO, MY SIXTH GRADER WENT TO THE NURSE WITH A TUMMY ACHE AND HE WAS SHOCKED THAT THE NURSE HAD NO MASK ON.CAN YOU IMAGINE HOW HE FELT SITTING IN THERE WITH THE KIDS NEAR HIM IN THE NURSE'S OFFICE COUGHING? HE WAS WORRIED ABOUT HIS LOVED ONES WHO ARE IMMUNOCOMPROMISED AT HOME.
THE FRISCO ISD NEWSLETTER THIS MONTH SAID SEPTEMBER IS PREPAREDNESS MONTH, AND THE MOTTO SAYS PREPARING FOR DISASTERS IS PROTECTING THE ONES YOU LOVE.
HELP OUR STUDENTS PROTECT THE ONES THAT THEY LOVE BY SIMPLY WEARING A MASK.
AT LEAST AT THE SCHOOL NURSE'S OFFICE WHERE SICK KIDS GO.

GOOD EVENING, BOARD MEMBERS, I REQUEST THE BOARD TO USE THE ESSER FUNDS THAT ARE RECEIVED AS A PART OF FEDERAL RESCUE PLAN TOWARDS WHAT IT IS MEANT TO BE USED FOR THAT IS COVID MITIGATION STRATEGIES RECOMMENDED BY CDC.
IT CAN BE MASK MANDATES, CONTACT TRACING, ENHANCING VIRTUAL LEARNING FOR KIDS THAT ARE CHOOSING TO QUARANTINE, WHILE BEING IN TOUCH WITH A COVID POSITIVE PERSON, AS WELL AS HAVING THE EXCUSED ABSENCES EXTENDED TO BEYOND THE 95 PERCENT ATTENDANCE THAT IS REQUIRED TO MOVE TO THE NEXT GRADE.
I'M A PARENT OF TWO KIDS IN FISD AND EVERY MORNING I HAVE A GUT WRENCHING FEELING BY SENDING THEM TO SCHOOL.
I NEED TO SEE THEM PROTECTED WHILE THEY ARE LEARNING IN SCHOOL AND KNOW THAT THE SCHOOL HAS THE BEST INTEREST THEIR BEST INTERESTS AT HEART.
I REQUEST YOU TO MAKE MASK MANDATE.
[APPLAUSE] JUSTIN HARVILLE, FOLLOWED BY CHRISTIAN TRIMBLE.
AT THE AUGUST MEETING OF THE FRISCO CITY COUNCIL, THE COUNCIL REVIEWED AND AGREED TO SUSTAIN THE RIGHT OF OUR CITIZENS TO HAVE UP TO FIVE MINUTES TO SPEAK.
THIS FORUM ALLOWS AT MOST TWO MINUTES TO SPEAK MORE OFTEN.
LIKE TONIGHT, SPEAKERS HAVE ONLY ONE MINUTE DUE TO A LARGE NUMBER OF CITIZENS CLAMORING TO BE HEARD.
I REVIEWED PUBLIC COMMENT POLICIES FOR 27 NEARBY SCHOOL DISTRICTS.
FRISCO STANDS ALONE AT THE VERY BOTTOM OF THE LIST, WHERE EVERY OTHER DISTRICT GRANTS AT LEAST THREE MINUTES UNDER NORMAL CIRCUMSTANCES.
THE LARGE NUMBER OF RESIDENTS VOLUNTEERING TO SPEAK AT BOARD MEETINGS SHOULD SPEAK VOLUMES TO ABOUT CONCERNS FRISCO TAXPAYERS HAVE FOR THE DIRECTION OF THIS DISTRICT.
YOU SHOULD LISTEN TO EVERY WORD THEY HAVE TO SAY, AND YOU SHOULD STAY HERE UNTIL MIDNIGHT ON ONE MONDAY EVENING A MONTH UNTIL EVERY VOICE IS HEARD.
AND IF THAT'S WHAT IT TAKES, I MAY NOT AGREE WITH THE VIEWS EXPRESSED BY EVERY CITIZEN WHO SPEAKS, BUT I WILL DEFEND THEIR RIGHT TO DO SO.
[APPLAUSE] MY MOTHER WAS A TEACHER FOR OVER 40 YEARS.
SHE TOLD ME NEVER TO DO THE BARE MINIMUM.
ONE MINUTE MAY BE THE BARE MINIMUM CONSIDERED REASONABLE UNDER THE TEXAS OPEN MEETINGS ACT, BUT IT'S NOT EVEN CLOSE TO ENOUGH.
[APPLAUSE] CHRISTIAN TRIMBLE, FOLLOWED BY SHACORY GRAMAPHON.
GOOD EVENING, AND THANK YOU FOR YOUR TIME.
I HAVE THREE CHILDREN IN FRISCO ISD SCHOOL DISTRICT AND I AM AN ONCOLOGY PROJECT MANAGER, WORKS CLOSELY WITH MAJOR PEDIATRIC HOSPITAL SYSTEMS IN THE DFW AREA.
I'M HERE TO SHARE WITH YOU WHAT I'M HEARING FROM PEDIATRICIANS DAILY THAT THEIR ICUS ARE NEAR CAPACITY AT CAPACITY OR OVER CAPACITY DUE TO THE INCREASE IN PEDIATRIC COVID CASES.
MANY OF THE HOSPITALS ARE SCRAMBLING TO ADD ICU CAPACITY JUST TO KEEP UP.
THEY ARE ALSO ANTICIPATING THE CURRENT RISE IN CASES TO EXTEND INTO THE FALL AND WINTER.
THE FACT IS THAT NORMAL HEALTHY KIDS ARE GETTING SICK ENOUGH TO REQUIRE ICU CARE, AND MANY ARE DYING FROM COVID.
THE PEDIATRICIANS THAT MANAGE THE ICUS ARE PLEADING WITH PEOPLE TO DO THREE SIMPLE THINGS GET VACCINATED REGULARLY WASH YOUR HANDS AND WEAR MASKS.
FOR THESE REASONS, I'M ASKING THE BOARD TO IMPLEMENT A MANDATORY MASK POLICY FOR THE FRISCO ISD SCHOOL YEAR FOR 2021 22.
MUCH LIKE SOME OF OUR NEIGHBORING SCHOOL DISTRICTS HAVE ALREADY DONE, THANK YOU.
IS IT SHACORY [INAUDIBLE] AND THEN FOLLOWED BY JOSEPH [INAUDIBLE]?
[01:20:08]
WE WERE A FAMILY THAT DID EVERYTHING RIGHT.AND YET MY YOUNGER BROTHER FULLY VACCINATED AND ALWAYS MASKED IN YOUR SCHOOLS, GOT THE VIRUS.
IN THE DAYS HE WAS GONE HE MISSED TWO FOOTBALL GAMES THAT HE WAS LOOKING FORWARD TO FOR A YEAR.
AUDITIONS FOR A FALL PLAY HE SPENT COUNTLESS DAYS PREPARING FOR AND A PLETHORA OF ASSIGNMENTS AND ASSESSMENTS.
IN THOSE 10 DAYS OUR FAMILY MISSED A BABY SHOWER THAT WAS BEING PLANNED FOR MONTHS, AND MY PARENTS LIVED IN CONSTANT FEAR AND STRESS AND ANXIETY.
SOMEONE ELSE'S FREEDOM TO NOT WEAR A MASK COST MY FAMILY A FAMILY THAT WAS FULLY VACCINATED AND FOLLOWED EVERY RULE FOR YEARS OUR FREEDOM TO LIVE PEACEFULLY AND SAFELY IN OUR VERY OWN HOME.
IN WHAT WORLD DOES THIS MAKE ANY SENSE? WHOSE FREEDOMS IS THE DISTRICT REALLY PROTECTING? IS IT THE FREEDOMS OF THE CARELESS AND INCONSIDERATE, THE FREEDOMS OF THE DENIERS OF CLEAR SCIENCE AND BASIC FACTS? YOU MEMBERS WERE ELECTED TO BE LEADERS AND HELPERS, BUT INSTEAD YOU HAVE SADLY SHOWN YOURSELVES TO BE INCOMPETENT PEOPLE WHO TURN A BLIND EYE TO A SERIOUS, SERIOUS CRISIS IN OUR SCHOOLS.
SHAME ON YOU FOR MAKING INNOCENT FAMILIES SUFFER.
IN ORDER FOR YOU TO APPEASE THOSE WHO COULD NOT CARE LESS ABOUT FRISCO STUDENTS, STAFF, PARENTS, NEIGHBORS AND LOVED ONES.
WE NEED A MASK MANDATE NOW FOR THE SAKE OF EVERY STUDENT AND EVERY KID IN THIS.
JOSEPH, [INAUDIBLE] FOLLOWED BY JUNE JENKINS.
GOOD EVENING, THANK YOU FOR THE OPPORTUNITY TO SPEAK TO YOU TODAY.
I AM AN FISD PARENT AND I APPLAUD YOU, FIRST OF ALL, FOR YOUR LEADERSHIP IN OFFERING ONLINE EDUCATION FOR YOUNG CHILDREN.
I'M HERE TODAY TO REQUEST THE SAME BOLDNESS THAT YOU EXERCISE PREVIOUSLY TO DO SO REGARDING MASKS.
MY OLDEST SON CURRENTLY ATTENDS IN-PERSON SCHOOL AT CENTENNIAL.
THE LACK OF MASKS ON DISPLAY IN THE SCHOOL IS A SOURCE OF GREAT CONCERN AS WE WORRY ABOUT OUR SON WHO'S VACCINATED BRINGING COVID HOME TO HIS YOUNGER BROTHER, WHO IS NOT.
I URGE YOU NOT TO BE DISTRACTED BY A VOCAL MINORITY AND INSTEAD FOCUS IN THE MAJORITY OF US WHO WANT NOTHING MORE THAN OUR KIDS TO RETURN TO THE CLASSROOM SAFELY.
AND MASKS HAVE PROVEN TO BE EFFECTIVE WAY TO REDUCE THE SPREAD.
I THEREFORE HUMBLY REQUEST YOU TO INTRODUCE A MASK MANDATE FOR FISD SCHOOLS TILL THE COVID CASES ARE BROUGHT UNDER CONTROL AND LET'S DO SO FOR OUR MOST PRECIOUS ASSET.
WE SPEND A LOT OF LIP SERVICE ABOUT FAMILY VALUES AND KIDS AND HOW PRECIOUS THEY ARE.
[APPLAUSE] JUNE JENKINS, FOLLOWED BY JERRY FULLER.
GOOD EVENING, MY NAME IS JUNE JENKINS, I'M WITH THE COLLIN COUNTY NAACP.
RESPONSIBILITY OF TRUSTEES ARE TO WORK WITH THE SUPERINTENDENT AND STAFF TO SET THE DIRECTION OF THE SCHOOL DISTRICT WITH THE EDUCATION AND WELL-BEING OF OUR SCHOOL CHILDREN AS THEIR PRIMARY FOCUS.
AND THAT'S WHAT I'M HERE FOR TODAY.
RIGHT NOW, OUR KIDS ARE AT RISK.
JUST LAST WEEK, FRISCO ISD WAS RANKED NUMBER EIGHT IN THE STATE OF TEXAS WITH OVER 1100 CASES.
IT'S OUR KIDS THAT ARE AT JEOPARDY AT THIS POINT IN TIME, AND IT'S IMPERATIVE THAT YOU ACT.
WE FEEL AS THOUGH YOU NEED TO DEVELOP AND BE COURAGEOUS AND DEVELOP A THRESHOLD OF WHAT YOU WILL ACCEPT AS THE NUMBER OF CASES THAT WILL IMPACT OUR CHILDREN.
NO ONE WANTS A CHILD TO DIE UP UNDER OUR CARE.
I ASK THAT YOU ACT, YOU ACT RESPONSIBLY, YOU ACT BOLDLY AND YOU ACT COURAGEOUS.
JERRY FULLER, FOLLOWED BY TRISTA HULKER.
I'M A RETIRED EMERGENCY WORKER FOR 30 YEARS, JUST RETIRED PARAMEDIC.
WE MADE A HABIT OF PUTTING MASKS OR OXYGEN MASKS REALLY ON SICK PEOPLE AND HAVEN'T REALLY HAD TO WORRY ABOUT IT THAT MUCH OURSELVES.
I CAN TELL YOU, LOOK AT THESE BALL GAMES AT THE STADIUMS, THEY'RE PACKED IN THERE LIKE SARDINES.
I'M SURPRISED PEOPLE AREN'T LINED UP THE HOSPITALS FROM THAT.
BUT I THINK Y'ALL HAVE AN OPPORTUNITY HERE TO EMBRACE THESE EXPLODING NUMBER OF PEOPLE THAT WANT TO RAISE THEIR KIDS AND TAKE RESPONSIBILITY FOR THEIR MEDICAL WELL-BEING AND FOR THEIR SOCIAL OUTLOOKS ON RACE ISSUES.
AND THEY'RE SHOWING UP IN BIG NUMBERS AND THEY'RE IN THE BACKGROUND.
[01:25:03]
THEY'RE GETTING READY TO SHOW UP IN REALLY BIG NUMBERS.I THINK YOU ALL SHOULD EMBRACE THAT AND APPRECIATE IT BECAUSE IN THE PAST GENERATIONS, WE KIND OF LET THE SCHOOLS RAISE OUR KIDS THANK YOU.
[APPLAUSE] SO I'M JUST HERE TO REMIND EVERYBODY THAT WE LIVE IN TEXAS AND THAT OUR GOVERNOR ON MAY 18TH PASSED AN ORDER AN EXECUTIVE ORDER THAT PROHIBITS GOVERNMENT ENTITIES, WHICH INCLUDES PUBLIC SCHOOLS FROM MANDATING MASKS.
SO THESE PEOPLE CAN'T DO THAT FOR YOUR KIDS.
THAT IS A CHOICE THAT YOU GUYS, BECAUSE YOU LIVE IN THIS GREAT STATE OF TEXAS, GET TO MAKE FOR YOUR OWN KIDS.
ALSO, I WANT TO REMIND YOU GUYS, THESE KIDS SAID.
MA'AM, I'M SORRY, CAN YOU PLEASE ADDRESS THE BOARD WITH YOUR PUBLIC COMMENTS AND NOT THE AUDIENCE? FOUR THOUSAND STUDENTS SIGNED A PETITION WHEN THERE'S ACTUALLY SIXTY FOUR THOUSAND STUDENTS IN YOUR DISTRICT THAT DIDN'T SIGN THAT PETITION FOR WHATEVER REASON.
SO WE NEED TO LISTEN TO THEM IF YOUR MASKS WORK WHY ARE KIDS STILL GETTING, YOU KNOW, YOUR MASKS IN YOUR VACCINES WORK? WHY ARE KIDS STILL GETTING THE VACCINE OR STILL GETTING COVID? IF YOUR MASKS WORK, SEND YOUR KIDS TO SCHOOL IN MASKS, BUT YOU CAN'T FORCE KIDS TO WEAR MASKS IN SCHOOLS.
AND BECAUSE WE LIVE IN TEXAS, WE HAVE THE RIGHT TO NOT DO THAT.
SO I JUST WANTED TO REMIND EVERYBODY HERE THAT THAT'S WHAT WE'RE DOING AND SAME THING FOR THE BOARD.
WE STILL LIVE IN TEXAS AND OUR GOVERNOR HAS SPOKEN.
[APPLAUSE] OUR NEXT SPEAKER IS ALAN WOLFE, FOLLOWED BY SHRUTI MENTA.
I'M HERE TO VOICE MY CONCERN ABOUT NOT BRINGING BACK THE MASK MANDATE.
IT'S A MYTH THAT MASKS PREVENT VIRUSES FROM SPREADING.
THE OVERALL EVIDENCE IS CLEAR MASKS OFFER NEXT TO NO PROTECTION AGAINST VIRUS SIZED PARTICLES THE SIZE OF A VIRUS PARTICLE IS MUCH TOO SMALL TO BE STOPPED BY A MASK.
A SINGLE VIRUS OF SARS-COV-2 IS 60 TO ONE HUNDRED AND FORTY NANOMETERS, OR 0.1 MICRONS.
THE PORE SIZE IN THE SURGICAL MASK IS TWO HUNDRED TO ONE THOUSAND TIMES THAT SIZE.
WEARING A MASK TO PREVENT CATCHING SARS-COV-2 IS LIKE THROWING SAND AT A CHAIN LINK FENCE.
AS SUCH, VIRUS PARTICLES CAN ENTER THROUGH THE MOUTH PORES BACTERIA REMAIN TRAPPED INSIDE THE MASK, RESULTING IN THE MASK WEARER CONTINUALLY EXPOSED TO THE BACTERIA.
ADDITIONALLY, CHILDREN HAVE BEEN REPEATEDLY SHOWN NOT TO BE THE DRIVERS OF THE CONTAGION.
IT IS WELL ACCEPTED THAT CHILDREN HAVE A STATISTICALLY ZERO CHANCE OF DYING FROM COVID.
SHRUTI MENTA, FOLLOWED BY ANGELA DUNFORD.
RESPECTED BOARD MEMBERS AND COMMUNITY AT LARGE AM HERE REQUESTING YOU FOR A MASK MANDATE.
HERE'S THE TRUTH AND TRAGEDY OF COVID 19.
YOU MIGHT KILL SOMEONE AND NEVER KNOW.
WEARING A SEATBELT IN A CAR DOESN'T GUARANTEE LIVING THROUGH A BAD ACCIDENT, BUT USUALLY DOES IMPROVE THE ODDS.
MASKS IT'S MORE COMFORTABLE THAN A VENTILATOR.
IT'S CHEAPER THAN A HOSPITAL OR A FUNERAL.
BOARD MEMBERS I HAVE A FOURTH GRADER IN FRISCO ISD, KEEPING HER SAFE FOR THE LAST ONE YEAR AS A VIRTUAL STUDENT CHOSE GOING VIRTUAL AGAIN.
SO I THANK YOU FOR THAT OPTION THAT YOU'VE GIVEN US TO STAY VIRTUAL.
SHE IS PERFORMING VERY WELL ACADEMICALLY, BUT SHE'S EMOTIONALLY TURMOIL BY NOT MEETING HER FRIENDS, I REALLY REQUEST YOU TO KEEP PREVENTIVE MEASURES AT LARGE AT SCHOOL SO I CAN MAKE HER JOIN BACK FACE TO FACE ALONG WITH THE FRIENDS IN SCHOOL.
[APPLAUSE] ANGELA DUNFORD, FOLLOWED BY AUDREY MCGINNIS.
HI, I JUST WANTED TO SAY THAT ONE MINUTE IS NOT ENOUGH TIME FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD.
IT'S NOT ENOUGH TIME TO PROVIDE PERSONAL BACKGROUND FOR CONTEXT AND ADEQUATELY ILLUSTRATE A CONCERN OR OPINION.
YOU SAID THAT IF ONE MINUTE ISN'T ENOUGH TIME TO DELIVER OUR FULL REMARKS THAT WE SHOULD EMAIL THEM TO THE BOARD SO THAT THEY CAN AT LEAST BE READ.
WELL, I DID JUST THAT AFTER THE LAST MEETING WHERE I, LIKE MOST OTHERS, DIDN'T HAVE ENOUGH TIME TO FINISH MY BRIEF MESSAGE SINCE I WANTED TO MAKE SURE EVERYONE ON THE BOARD DID, IN FACT, SEE MY FULL EMAILED REMARKS.
AT THE BEGINNING OF MY EMAIL, I ASKED EACH BOARD MEMBER TO PLEASE REPLY, ACKNOWLEDGING RECEIPT.
REALLY, ALL YOU HAD TO DO WAS OPEN THE EMAIL TO BE ABLE TO SEE MY REQUEST IN THE
[01:30:01]
FIRST COUPLE OF LINES.YOU DIDN'T ACTUALLY HAVE TO READ ALL THE WAY TO THE BOTTOM.
I RECEIVED A REPLY AFFIRMING RECEIPT FROM JUST TWO OF OUR SEVEN BOARD MEMBERS.
IF FIVE OUT OF SEVEN AREN'T EVEN OPENING EMAILS FROM PUBLIC COMMENTS THAT ARE CUT SHORT, THAT'S CLEARLY NOT AN ACCEPTABLE SUBSTITUTE FOR BEING HEARD IN THE BOARD MEETING.
I THINK THERE'S A GROWING PERCEPTION THAT OUR DISTRICT CULTURE IS ONE WHERE INPUT FROM PARENTS IS TOO OFTEN CAREFULLY AVOIDED, SO IT DOESN'T HAVE TO BE DEALT WITH.
FOLLOWED BY KEVIN HALTER, WHO WILL BE OUR FINAL SPEAKER.
HI, I'M AUDREY MCGINNIS, AND JUST THANK YOU FOR THIS OPPORTUNITY TO SPEAK TO ALL AND FOR CONTINUING TO GIVE ALL THE PARENTS AN OPTION AS FAR AS SENDING THEIR KIDS TO SCHOOL WITH MASKS OR NOT.
I JUST WANT TO TOUCH BRIEFLY ON THE ON LEVEL PROGRAM PILOT PROGRAM FOR A LOT OF PEOPLE THAT DON'T KNOW THAT PRE AP AND AP CLASSES AT THE MIDDLE SCHOOL LEVEL IN ILA ARE BEING REMOVED UNDER THE GUISE OF BEING ON A ONE LEVEL, COMBINING THE CLASSES TOGETHER WITH ON LEVEL KIDS.
I HAVE A CHILD THAT HAD A LEARNING DISABILITY WITH DYSLEXIA.
HE WAS PROMOTED INTO PRE AP ILA BECAUSE OF HIS DISABILITIES, INSTEAD OF THEM DUMBING DOWN THE CLASS TO TEACH EVERYBODY WHAT THEY THOUGHT HE MIGHT BE ABLE TO DO.
HE WAS RISEN UP AND GIVEN THE OPPORTUNITY, AND HE WAS SHOWN THAT HIS DISABILITY DOES NOT HOLD HIM BACK.
IT GAVE HIM THE COURAGE TO CONTINUE AP AND PRE AP CLASSES IN HIGH SCHOOL.
HE IS NOW A HISTORY MAJOR IN COLLEGE BECAUSE TEACHERS AT THE MIDDLE SCHOOL LEVEL SAW HIS POTENTIAL AND ENCOURAGED HIM TO PUSH HIMSELF VERSUS TRYING TO BRING THE LEVELS DOWN TO HIM.
AND I JUST WANT YOU TO CONTINUE TO JUST.
I JUST WANT TO START OFF BY SAYING, WHATEVER THEY'RE PAYING YOU, THEY'RE NOT PAYING YOU ENOUGH.
I HAVE NEVER SEEN SUCH A DISPLAY OF HOSTILITY BY WHAT I THOUGHT WERE MY NEIGHBORS FRIENDS IN A COMMUNITY OF FRISCO.
THIS IS NOT THE FRISCO THAT I KNOW, AND I SINCERELY APOLOGIZE ON BEHALF OF ALL THE PEOPLE THAT ARE NOT HERE TONIGHT, WHO ACTUALLY CAN HAVE A DECENT CONVERSATION AMONG NEIGHBORS AND FRIENDS AND DISCUSS THINGS THAT ARE IMPORTANT, WHICH WAS MY POINT TONIGHT TO BE THE HEALTH OF OUR CHILDREN.
AND AGAIN, I SINCERELY APOLOGIZE.
WHATEVER I'M GOING TO SAY TO THIS GROUP IS NOT GOING TO HAVE ANY IMPACT.
MY CONDOLENCES AND GOOD NIGHT.
[APPLAUSE] BOARD, WE WILL MOVE TO ITEM 9 A TO CONSIDER AND ACT ON
[9.A. Consider and act on approval of minutes from August 3 special meeting, August 9 regular meeting, August 13 special meeting, and August 25 special meeting.]
APPROVAL OF MINUTES FROM AUGUST 3RD, SPECIAL MEETING, AUGUST 9TH, REGULAR MEETING, AUGUST 13TH SPECIAL MEETING AND AUGUST 25TH SPECIAL MEETING.IF THERE ARE NOT ANY QUESTIONS, I WILL LOOK FOR A MOTION.
MOVE TO APPROVE THE MINUTES AS PRESENTED.
MOTION BY MR. CLASSE, SECOND BY MS. GILLESPIE.
CONSIDER AN ACT ON THE NOMINATION OF A TRUSTEE AND AN ALTERNATE TO RECEIVE A TASB STIPEND TO ATTEND THE NATIONAL SCHOOL BOARD ADVOCACY INSTITUTE.
I'M SORRY, WE'RE STILL CONDUCTING OUR MEETING, IF EVERYONE AS YOU'RE EXITING CAN JUST PLEASE KEEP THE NOISE DOWN AND WE HAVE BUSINESS THAT WE NEED TO ATTEND TO.
WE JUST VOTED ON THE MINUTES FROM OUR LAST THREE MEETINGS.
9B CONSIDER AN ACT ON THE NOMINATION OF A TRUSTEE AND AN ALTERNATE TO
[9.B. Consider and act on the nomination of a trustee, and an alternate, to receive a TASB stipend to attend the National School Board Advocacy Institute.]
RECEIVE A TASB STIPEND TO ATTEND THE NATIONAL SCHOOL BOARD ADVOCACY INSTITUTE.AS YOU ALL KNOW, THIS IS THE NATIONAL SCHOOL BOARD ASSOCIATION ADVOCACY INSTITUTE THAT HAPPENS EVERY YEAR, USUALLY IN JANUARY, IF THERE IS NO BAD WEATHER OR SNOW OR SNOWVID OR ICE OR ANY OF THOSE THINGS.
SO THE TEXAS ASSOCIATION OF SCHOOL BOARD GIVES A STIPEND TO TEXAS ASSOCIATES WHO WANT TO ATTEND THAT CONFERENCE.
AND WE HAVE TO DO IT THIS WAY BECAUSE THERE IS A LAW ABOUT AS TRUSTEES GETTING GIFTS, AND SO WE NOMINATE IN ORDER TO GET THAT RECEIPT FROM TASB.
SO TONIGHT I WOULD LIKE TO ASK THAT I WANT TO NOMINATE NATALIE HEBERT TO RECEIVE THE STIPEND AND THEN GOPAL PONANGI TO RECEIVE THE ALTERNATIVE OR TO BE THE ALTERNATE.
THIS DOESN'T MEAN THAT NOT ANYBODY ELSE CAN GO.
IT JUST MEANS THAT THEY MIGHT GET THEIR WAY PAID FREE.
SO OK, MOTION BY MS. GILLESPIE.
SECOND BY MR. RUDY, ALL IN FAVOR.
[9.C. Consider and act on a Resolution of the Board to Set the 2021 Tax Rate]
NINE C, CONSIDER AN ACT ON A RESOLUTION OF THE BOARD TO SET THE 2021 TAX RATE MRS. SMITH.[01:35:14]
GOOD EVENING.OK, I'M GOING TO GO THROUGH JUST A REALLY QUICK PRESENTATION ABOUT OUR TAX RATE THIS YEAR BEFORE YOU GUYS VOTE TO SET THE RATE.
BEFORE I GET INTO WHAT OUR TAX RATE IS, I WANTED TO DO A QUICK LOOK BACK TO PRE HOUSE BILL THREE, JUST TO GIVE SOME KUDOS TO OUR LEGISLATORS AND YOU GUYS FOR WORKING TO GET THIS BILL PASSED A FEW YEARS AGO.
IF YOU GUYS REMEMBER BEFORE HOUSE BILL THREE PROPERTY TAXPAYERS TOOK ON MORE AND MORE OF THE PUBLIC SCHOOL FINANCE BURDEN EACH YEAR.
AND YOU GUYS MAY REMEMBER THAT SNAPSHOT FROM THE PRESENTATIONS THAT WE WERE DOING FOR OUR COMMUNITY AND OUR LEGISLATORS BACK IN 2018 AND 2019, TALKING ABOUT HOW THAT BURDEN WAS GOING TO CONTINUE IF HOUSE BILL THREE WASN'T PASSED, AND SO THANKFULLY, AFTER HOUSE BILL THREE, THOSE LINES ARE NOW MORE FLAT THAN THEY WERE GOING TO BE BACK THEN.
AND THE STATE SHARE OF THE BURDEN NOW REMAINS INTACT AS PROPERTY VALUES RISE.
AND SO, AS YOU'LL SEE IN A MINUTE, OUR M&O TAX RATE IS DECREASING AGAIN THIS YEAR, THANKS TO HOUSE BILL THREE BECAUSE OUR PROPERTY VALUES HAVE RISEN ABOVE THE THRESHOLD.
JUST A QUICK REMINDER ABOUT THE NEW M&O TAX RATE STRUCTURE UNDER HOUSE BILL THREE, WE HAVE TWO PIECES OF OUR MAINTENANCE AND OPERATIONS TAX RATE A TIER ONE AND A TIER TWO PIECE.
TIER ONE IS DETERMINED BY TEA BASED ON PROPERTY VALUE GROWTH EACH YEAR.
SO IF OUR PROPERTY VALUES AS A DISTRICT GROW BY MORE THAN TWO AND A HALF PERCENT, THE STATE WILL RECALCULATE OUR TIER ONE TAX RATE FOR US AND REDUCE THAT RATE TO HELP OFFSET THE BURDEN.
WE HAVE A MAXIMUM OF 17 PENNIES IN OUR TIER TWO PORTION OF THE TAX RATES.
EIGHT OF THOSE ARE CONSIDERED GOLDEN, MEANING WE GET A LITTLE BIT MORE REVENUE FOR THOSE, AND NINE OF THEM ARE CONSIDERED COPPER, MEANING WE GET A LITTLE BIT LESS.
WE HAVE ACCESS TO 5.83 OF THOSE NINE COPPER PENNIES BECAUSE THE STATE RAISED THE BASIC ALLOTMENT A COUPLE OF YEARS AGO AND COMPRESS THAT PIECE TOO.
SO AS YOU CAN SEE, JUST A QUICK LOOK BACK FROM 2018, WHICH IS THE YEAR THAT WE PASSED OUR TRE.
UNTIL NOW, OUR TAX RATE HAS DROPPED CLOSE TO 13 CENTS FOR OUR M&O TAX RATE.
LIKE I SAID, OUR M&O TAX RATE IS BASED ON CERTIFIED TAXABLE VALUES.
I'VE GIVEN YOU A CHART HERE TO SHOW YOU THE CHANGE FROM THE 2020 CERTIFIED VALUES, WHICH LAST YEAR IF YOU REMEMBER BECAUSE OF COVID, WE GOT THEM IN OCTOBER OR SEPTEMBER, MAYBE INSTEAD OF JULY, LIKE WE NORMALLY DO COMPARED TO 2021 THE CERTIFIED VALUES THAT WE GOT THIS JULY.
AS YOU CAN SEE, THERE WAS A SIX POINT SEVEN PERCENT INCREASE IN OUR TAXABLE VALUES YEAR OVER YEAR.
TWO POINT TWO PERCENT WITH YEAR OVER YEAR APPRECIATION.
SO WE HAD ABOUT 1.8 BILLION DOLLARS WORTH OF NEW PROPERTY VALUE ON OUR APPRAISED ROLL THIS YEAR COMPARED TO JUST APPRECIATION OF EXISTING VALUES.
WHAT YOU'LL NOTICE IS THE YEAR OVER YEAR APPRECIATION OF THE HOMESTEAD VALUE.
IT WAS ACTUALLY GREATER THAN THE OVERALL APPRECIATION.
SO WHAT THAT TELLS YOU IS OUR HOMES IN FRISCO ISD ARE ESSENTIALLY GROWING AT A FASTER RATE THAN SOME OF OUR COMMERCIAL REAL ESTATE IS.
TO GIVE YOU JUST A QUICK CHECK ON HOW THAT COMPARES TO WHAT WE BUDGETED.
OUR BUDGET WAS BASED ON FORTY SIX POINT ONE BILLION OF TAXABLE VALUE.
WE CAME IN AT ABOUT FORTY SIX POINT SIX BILLION OF TAXABLE VALUE.
ALL THAT DOES IS JUST FURTHER COMPRESS THE TAX RATE.
SO IT COMPRESSED ABOUT TWO CENTS FROM OUR ORIGINAL ESTIMATE BACK IN JUNE TOTAL OF FOUR POINT THREE CENTS OF TAX RATE COMPRESSION FROM 2020 TO 2021.
SO LOOKING BACK, THEN AGAIN AT THE HB THREE TAX RATE STRUCTURE, I ADDED THE 2021 RATE ON THERE SO THAT YOU COULD SEE HOW IT'S FALLEN.
THIS IS THE FIRST TIME SINCE 2007 THAT WE WILL HAVE AN M&O TAX RATE BELOW A DOLLAR AND 2007 WAS THE ONLY OTHER YEAR IN THE LAST 20 YEARS THAT WE HAVE HAD AN M&O TAX RATE BELOW A DOLLAR.
SEVENTEEN POINT TWO EIGHT PERCENT DECREASE IN THE M&O TAX RATE SINCE 2018 THANKS TO HOUSE BILL THREE.
[APPLAUSE] OK, SO OUR PROPOSED TAX RATE FOR THIS YEAR IS A DOLLAR TWO SIX SEVEN TWO.
THAT'S PER ONE HUNDRED DOLLARS OF PROPERTY VALUE.
AS YOU CAN SEE, NINETY NINE POINT SEVEN TWO CENTS IS M&O AND WE'RE KEEPING STEADY WITH THAT TWENTY SEVEN PERCENT DEBT TAX RATE.
JUST TO GIVE YOU SOME PERSPECTIVE, SINCE 2018, WHEN WE PASSED THE TRE OUR TAX RATE HAS DECREASED 12 PERCENT.
[01:40:01]
AND EVEN WHEN ACCOUNTING FOR PROPERTY VALUE APPRECIATION, IT'S A TWO HUNDRED AND THIRTY SEVEN DOLLAR AND EIGHTY CENT DECREASE IN THE AVERAGE HOMESTEAD TAX BILL SINCE 2018.SO HOUSE BILL THREE SEEMS TO REALLY BE WORKING FOR OUR HOMEOWNERS AND FOR OUR TAXPAYERS.
THE I THINK THIS MAY BE ON THE NEXT SLIDE.
I DON'T WANT TO GET AHEAD OF MYSELF.
OK, THERE IS SOME TAX RATE TERMINOLOGY THAT GETS PUBLISHED EVERY YEAR ON SOME OF THE TRUTH IN TAXATION WEBSITES AND THINGS LIKE THAT.
I JUST WANT TO BE SURE THAT I GO OVER THIS SO EVERYBODY KNOWS WHAT THESE MEAN IN CASE ANYONE SEES THEM.
REALLY, THE ONLY RATE THAT TRULY MATTERS IS THE ADOPTED TAX RATE, WHICH IS A DOLLAR TWENTY SIX SEVENTY TWO.
THE STATE DOES REQUIRE US TO CALCULATE A NO NEW REVENUE TAX RATE, WHICH IS THE RATE THAT WOULD PRODUCE THE SAME TAX LEVY AS LAST YEAR.
WE ALSO CALCULATE BECAUSE WE'RE A SCHOOL DISTRICT, THE RATE TO MAINTAIN REVENUE, WHICH IS DIFFERENT FROM THE NO NEW REVENUE TAX RATE BECAUSE IT TAKES INTO ACCOUNT THE INTERACTION BETWEEN LOCAL TAXES AND STATE AID AND RECAPTURE.
SO YOU CAN SEE THOSE ARE ALL VERY DIFFERENT NUMBERS.
THEN THE VOTER APPROVAL TAX RATE IS THE MAXIMUM TAX RATE THAT WE CAN ADOPT WITHOUT HOLDING A TRE.
ACTUALLY, I DON'T THINK THEY CALL IT A TRE ANYMORE.
MAYBE WE CHANGED OUR ACRONYMS. WE'RE NOT DOING THAT, THOUGH, SO I WON'T GET INTO THAT.
THE ADOPTED TAX RATE, THOUGH, IS REALLY THE ONE THAT MATTERS.
AND IT IS A DOLLAR TWO SIX SEVEN TWO.
SO HERE'S JUST A QUICK CHART OF TAX RATE HISTORY FOR YOU.
ON THE RIGHT, YOU'LL SEE A CHART THAT SHOWS THE AVERAGE HOMESTEAD TAX BILL FROM 2018 TO 2021.
AGAIN, I CHOSE 2018 BECAUSE THAT'S THE YEAR THAT WE HAD THE TRE, IN THE FOLLOWING YEAR IT'S WHEN HOUSE BILL THREE WAS ENACTED.
THE LIGHT BLUE BARS YOU CAN SEE, I WENT AHEAD AND ADJUSTED THOSE TO 2021 DOLLARS JUST SO THAT YOU COULD SEE THE THE DOLLAR TO DOLLAR IMPACT OVER THE YEARS.
HOME VALUES DID INCREASE BY MORE THAN THE OVERALL VALUE INCREASE IN TERMS OF A PERCENTAGE.
SO ALTHOUGH OUR TAX RATE IS DECREASING AGAIN THIS YEAR, THE AVERAGE HOMEOWNERS TAX BILL WILL GO UP JUST A LITTLE BIT BECAUSE PROPERTIES HAVE BEEN APPRECIATING.
THAT'S ALL I'VE GOT FOR YOU, IF THERE ARE ANY QUESTIONS FROM THE COMMUNITY ABOUT HOW WE ADOPT OUR TAX RATE OR HOW THAT FACTORS INTO THE REVENUE THAT WE GET.
WE DO HAVE A LOT OF REALLY HELPFUL INFORMATION ON OUR SCHOOL FINANCE WEB PAGE, WHICH IS AT THE BOTTOM THERE.
WITH SOME REALLY GREAT VIDEOS PRODUCED AND STARRING MS. KIMBERLY SMITH.
I'D JUST LIKE TO RE-EMPHASIZE BECAUSE PRIOR TO 2019, IT WAS AN AMAZING STRUGGLE AS PEOPLE KEPT SEEING THEIR TAX RATE INCREASING EACH YEAR, AND IT WAS VERY DIFFICULT FOR US AS A SCHOOL BOARD TO EXPLAIN THAT, YES, YOU ARE PAYING MORE IN TAXES, BUT WE'RE NOT RECEIVING ANY MORE PER STUDENT.
AND IT WAS A VERY ORGANIZED AND AGGRESSIVE APPROACH TO WORK WITH ALL OUR LEGISLATORS IN THE REGION TO REALLY GET A DEEP DIVE INTO THE SCHOOL FINANCE AND MAKE IT CLEAR HOW IT WAS IMPACTING OUR LOCAL TAXPAYERS.
AND I WILL SAY THAT EVERY ONE OF OUR REPRESENTATIVES PLEASE CORRECT ME IF I'M WRONG, DID SUPPORT HOUSE BILL THREE, WHICH BENEFITED OUR ENTIRE COMMUNITY AND PUT US ON THIS PATH THAT YOU SAW TODAY.
SO WE ARE NOW AS WE ARE COLLECTING MORE TAX REVENUE, THE STATE IS FILLING IN AND KEEPING THEIR PROMISE AND ALLOWING US TO CONTINUE TO LOWER OUR CURRENT RATE.
SO IT WAS A VERY ORGANIZED EFFORT.
I'M REALLY PROUD OF THE RESULT, AND IT'S GREAT TO SEE THAT OUR LOCAL TAXPAYERS ARE BENEFITING FROM THAT WORK BACK THEN.
I'D ALSO LIKE TO ADD TO THAT OUR GOVERNMENT AFFAIRS GROUP HERE LOCALLY WITHIN FRISCO ISD, AS WELL AS OUR LEGISLATIVE COMMITTEE INSTRUMENTAL TO HOUSE BILL THREE, THE WAY THAT IT ENDED UP AND HOW IT IMPACTS OUR DISTRICT AND DISTRICTS ACROSS THE STATE.
SO WE HAVE A LOT OF REALLY GREAT ADVOCATES WITHIN OUR DISTRICT THAT CONTINUE TO WORK WITH OUR LEGISLATORS HAND IN HAND TO MAKE SURE THAT THE LEGISLATION THAT THEY'RE PASSING, THEY CAN SEE HOW IT ACTUALLY IMPACTS THE DISTRICTS IN WHICH THEY REPRESENT.
SO HUGE KUDOS TO ALL THOSE INVOLVED AS WELL.
BOARD IF THERE ARE NO QUESTIONS, I WILL LOOK FOR A MOTION.
MOVED TO SET THE 2021 TAX RATE, A DOLLAR TWENTY SIX SEVEN TWO PER A HUNDRED DOLLAR VALUATION AS PRESENTED BY MS. SMITH.
MOTION BY MR. CLASSE SECONDED BY MS. DAVIS, ALL IN FAVOR.
[9.D. Consider and act on a Resolution of the Board declaring a public purpose for the expenditures of District funds for the 2021 Classroom and Teaching Supplies Stipend.]
ITEM, 9D.CONSIDER AND ACT ON A RESOLUTION OF THE BOARD DECLARING A PUBLIC PURPOSE FOR THE EXPENDITURES OF DISTRICT FUNDS FOR THE 2021 CLASSROOM AND TEACHING SUPPLIES STIPEND.
THIS IS VERY SIMILAR TO THE RESOLUTION THAT YOU GUYS APPROVED LAST YEAR AND THE YEAR BEFORE.
THIS IS TO PROVIDE A TWO HUNDRED AND FIFTY DOLLARS STIPEND TO ANYONE CODED
[01:45:01]
AS A TEACHER, TEACHER FACILITATOR, LIBRARIAN OR SPEECH THERAPIST OR SPEECH LANGUAGE PATHOLOGIST.THIS IS TO REIMBURSE THOSE EMPLOYEES FOR COSTS THAT THEY MAY HAVE INCURRED OUT OF POCKET TO HELP BUY CLASSROOM AND TEACHING SUPPLIES.
THERE IS ONE LITTLE PIECE OF INFORMATION THAT'S KIND OF DIFFERENT FROM WHAT WE'VE DONE IN THE PAST.
TYPICALLY, WE PAY THIS STIPEND ONCE A YEAR, AND SO OUR EMPLOYEES HAVE TO BE EMPLOYED AND PRESENT IN THOSE POSITIONS AS OF SEPTEMBER 1ST OF EACH YEAR.
THIS YEAR, JUST BECAUSE WE'VE BEEN KIND OF CONTINUALLY HIRING PEOPLE, WE'RE GOING TO PAY A SECOND ROUND OF THAT TO ANYBODY WHO MISSED THAT CUTOFF THAT GETS HIRED IN THE FALL.
WE WILL PAY THAT IN JANUARY, SO IT SHOULDN'T COST US ANY MORE MONEY.
WE'RE JUST GOING TO GO AHEAD AND MAKE SURE THAT WE CATCH UP AND GIVE THOSE PEOPLE THEIR STIPEND IF THEY WEREN'T HERE BY SEPTEMBER 1ST.
BOARD, ANY QUESTIONS? IF NOT, I WILL LOOK FOR A MOTION, PLEASE.
MOTION BY MS. HEBERT, SECOND BY MS. GILLESPIE, ALL IN FAVOR.
[9.E. Consider and act on budget transfers and amendments for the 2021-2022 budget]
CONSIDER AN ACT ON BUDGET TRANSFERS AND AMENDMENTS FOR THE 2021 2022 BUDGET.THERE ARE TWO AMENDMENTS IN THE GENERAL FUND TONIGHT AND ONE IN THE CHILD NUTRITION FUND.
THE GENERAL FUND AMENDMENTS FIRST IS THE CLASSROOM SUPPLY STIPEND THAT YOU GUYS JUST APPROVED.
THAT WILL BE PAID FROM FUND BALANCE.
SO IT IS AN INCREASE TO THE BUDGET, BUT NO INCREASE TO THE BOTTOM LINE.
THE OTHER IS ONE HUNDRED AND FIFTY THREE THOUSAND DOLLARS TO BE PAID FROM THE SCHOOL SAFETY ALLOTMENT, WHICH IS AN ALLOTMENT THAT THE LEGISLATURE GAVE US IN 2019 AND WE WEREN'T QUITE SURE IF THEY WERE GOING TO RE-APPROPRIATE IT OR NOT.
AND SO WE'RE KIND OF SLOWLY COMING UP WITH WAYS TO SPEND THAT MONEY.
SO WE HAVE SOME TELECENTRE CONSOLES THAT ARE PART OF A PROJECT THAT OUR EMERGENCY MANAGEMENT DEPARTMENT BEGAN LAST YEAR AND WOULD LIKE TO COMPLETE.
SO THAT'S WHAT THAT AMENDMENT IS FOR.
THE CHILD NUTRITION FUND AMENDMENT IS FOR ROLLED ENCUMBRANCES.
SO IF YOU GUYS REMEMBER LAST MONTH I BROUGHT YOU ALL THE ROLLED ENCUMBRANCES FROM THE SUMMER FOR THE GENERAL FUND, WE JUST HADN'T QUITE GOTTEN TO THE CHILD NUTRITION FUND YET, SO THAT'S WHAT THAT PIECE IS.
MOVE TO APPROVE THE AMENDMENTS TO THE 21 22 GENERAL FUND BUDGET AND THE 21 22 CHILD NUTRITION BUDGET AS PRESENTED.
MOTION BY MR. CLASSE AND SECOND MS. GILLESPIE ALL IN FAVOR.
BOARD WILL MOVE TO ITEM F THE CONSENT AGENDA.
[9.F. Consent Agenda]
FEEL FREE TO PULL ANY ITEM IF YOU HAVE A QUESTION, OR IF NOT, I WILL LOOK FOR A MOTION.I MOVE TO APPROVE ALL ITEMS ON THE CONSENT AGENDA, AS PRESENTED.
MOTION BY MS. GILLESPIE, SECOND BY MR. CLASSE, ALL IN FAVOR.
WE WILL NOW MOVE TO ITEM 10 A DEMOGRAPHIC UPDATE.
[10.A. Demographic Update]
DR. FOUCHE.JUST THOUGHT I'D GIVE YOU GUYS A FEW QUICK HITTERS WITH SCHOOL STARTING THIS YEAR AND SOME ENROLLMENT NUMBERS.
YOU KNOW, OUR OFFICIAL NUMBERS THAT WE TURN INTO THE STATE IS THE LAST FRIDAY IN OCTOBER, WHICH IS OUR SNAPSHOT DATE.
BUT ONE OF THE DATES WE LOOK AT PRETTY CLOSELY WHEN PLANNING FOR THE FUTURE IS THE WEEK AFTER LABOR DAY, BECAUSE A LOT OF OUR STUDENTS ARE HERE BY THEN.
I PUT THIS NEAR EACH OF YOUR SEATS.
IT'S OUR FUN LOOKING COLORED SHEET, AND THIS IS A LITTLE LIGHTER THAN SOME OF OUR STUFF TONIGHT.
BUT JUST A COUPLE OF THINGS THAT I PICKED UP OFF OF HERE.
WE'RE ABOUT 2400 STUDENTS LARGER THAN WE WERE THIS DAY LAST YEAR, AND WE'VE TALKED A LOT LAST YEAR ABOUT OUR ELEMENTARY NUMBERS AND HOW OUR ELEMENTARY NUMBERS WERE DOWN LAST YEAR.
THIS KINDERGARTEN CLASS THIS YEAR IS THE LARGEST KINDERGARTEN CLASS WE'VE EVER HAD, AND WE'RE COMPARING IT TO SNAPSHOT DATES IN THE PAST.
SO WE'RE COMPARING IT TO A DATE SIX WEEKS FROM NOW.
SO IT'S ALREADY THE LARGEST NUMBERS, THE FIRST TIME WE'VE EVER HAD OVER 4000 KINDERGARTEN STUDENTS.
AND JUST TO GIVE YOU A POINT OF REFERENCE, THIS IS KIND OF COOL.
I LOOKED BACK AND THANK YOU, LAURIE WASSIM, FOR GIVING ME THIS INFORMATION.
OUR LARGEST CLASS THIS YEAR IS NINTH GRADE AND OUR NINTH GRADE CLASS IS FIFTY SIX HUNDRED STUDENTS.
SO REMEMBER I SAID OUR KINDERGARTEN CLASS WAS 4000 STUDENTS.
[01:50:03]
WELL WHEN THIS 5600 STUDENT NINTH GRADE CLASS WERE KINDERGARTNERS.SO THERE WERE 600 FEWER KINDERGARTNERS IN THIS NINTH GRADE CLASS THAN THERE ARE KINDERGARTNERS IN THIS CURRENT CLASS.
SO I THOUGHT THAT WAS KIND OF A FUN THING TO LOOK AT.
AND THAT'S MY SOFT OPENING INTO WHAT'S GOING TO START HAPPENING NEXT MONTH BECAUSE OF ALL OF OUR FABULOUS GROWTH HERE IN FRISCO ISD.
WE, YEAH I KNOW, WE WILL START THE REZONING PROCESS.
I'M SORRY, YOU'RE ONE MINUTE IS UP.
SO WE WILL START THE REZONING PROCESS NEXT MONTH FOR THE 2022 2023 SCHOOL YEAR.
WE SENT OUR NUMBERS FROM LAST WEEK TO OUR EXTERNAL DEMOGRAPHER TO PASA AND THEY'LL GET US BACK OUR NEW LONG TERM PROJECTIONS IN ABOUT THREE WEEKS.
SO IN ABOUT THREE WEEKS, WE'LL REALLY START DIGGING INTO THOSE AND DRAWING UP SOME INITIAL ATTENDANCE ZONES TO SHOW Y'ALL.
AT THE AUGUST 12TH REGULAR BOARD MEETING, YOU ALL GET A FIRST LOOK AT OUR PROPOSED ZONES.
THIRTEEN DAYS AFTER THAT, BECAUSE AUGUST 12TH BOARD MEETING IS ON A TUESDAY.
AND SO 13 DAYS AFTER THAT IS OCTOBER 25TH, WHICH IS A MONDAY, AND WE WILL HAVE CITIZEN INPUT ON THAT OCTOBER 25TH DAY.
IT'LL BE A SPECIAL BOARD MEETING JUST FOR ZONING.
AND THEN ON THE NOVEMBER 8TH REGULAR BOARD MEETING, WE WILL VOTE ON THE FINAL ZONES.
SO THAT'S OUR OUTLINE OF WHAT'S TO COME THE NEXT SIX WEEKS OR SO.
THANK YOU, AND YOU ALL HAVE BEEN DOING A LOT OF WORK ON THE ATTENDANCE REALIGNMENT ZONES THROUGHOUT THE SUMMER AS WELL, SO THIS IS YOU ALL HAVE BEEN HARD AT WORK ON THIS.
THIS IS DEFINITELY A VERY LONG, WELL THOUGHT OUT PROCESS AND WE THANK YOU ALL.
IT'S THE LEAST FUN THING WE HAVE TO DO.
BUT WITH GROWTH, EVERYONE WANTS TO LIVE IN FRISCO AND WE WANT EVERYONE TO BE HERE TOO.
SO IT JUST WE WANT TO PROVIDE THE SAME OPPORTUNITIES TO EVERY CHILD THAT'S MOVING INTO THE DISTRICT AS THE CHILDREN HAVE THAT ARE IN OUR DISTRICT NOW.
SO IT'S NOT A FUN PROCESS, BUT IT'S NECESSARY.
SO THANK YOU ALL FOR YOUR HARD WORK ON THAT.
WE'LL MOVE TO 10B TEACHER INCENTIVE ALLOTMENT LOCAL DESIGNATION SYSTEM, MR.
[10.B. Teacher Incentive Allotment Local Designation System]
STOCKTON.JUST REAL QUICK, I WANTED TO KIND OF INTRODUCE THIS, AND THEN I'M JUST GOING TO HAND IT OVER TO MEGHAN AND SHE'S GOING TO TALK, BUT WE HAVEN'T TALKED TO Y'ALL ABOUT THE TEACHER INCENTIVE ALLOTMENT FOR A WHILE.
AND I WANT TO REMIND YOU ALL THIS CAME OUT OF HOUSE BILL THREE IN THE EIGHTY, OR I'M SORRY, 86TH LEGISLATIVE SESSION.
AND THIS IS A MASSIVE PROJECT.
IT WAS LIKE A REAL, TINY PART OF A 300 PAGE BILL, AND IT'S TURNING IT'S TURNED INTO A MASSIVE PROJECT AS A RESULT OF THE RULES AND THE GUIDANCE AND THE PARAMETERS THAT THE TEA HAS ESTABLISHED FOR THIS.
SO MEGHAN HAS BEEN SERVING AS KIND OF LIKE A PROJECT MANAGER FOR US ON THIS, ON THIS PROJECT AND COORDINATING WITH OUR CURRICULUM AND INSTRUCTION TEAM AND OUR HUMAN RESOURCES TEAM AND TECHNOLOGY AND JUST ABOUT EVERY OTHER DEPARTMENT IN THE DISTRICT BECAUSE THIS IMPACTS ALL OF THEM AND STAKEHOLDER INPUT AND ALL THAT KIND OF STUFF.
SO SHE HAS SPENT COUNTLESS, COUNTLESS, COUNTLESS HOURS ON THIS.
I DON'T THINK SHE THOUGHT WHEN SHE BECAME GOVERNMENT AFFAIRS COORDINATOR THAT SHE WOULD BE IMPLEMENTING A MAJOR PROGRAM FOR THE DISTRICT.
BUT BUT I JUST WANTED TO GIVE HER A LITTLE BIT OF A SHOUT OUT BECAUSE OF THE AMOUNT OF TIME AND EFFORT THAT SHE HAS SPENT ON THIS, BECAUSE THIS THING IS HUGE FOR FOR A DISTRICT OUR SIZE.
SO WITH THAT, I'M GOING TO TURN IT OVER TO HER TO GIVE Y'ALL AN UPDATE.
HE NEVER SAYS NICE THINGS ABOUT ME.
OK, SO I WAS TOLD TO KEEP THIS UNDER AN HOUR, SO I'M GOING TO DO MY VERY BEST.
I'LL KEEP IT UNDER 10 MINUTES.
OK, SO LIKE DANNY SAID, IT'S OUT OF HOUSE BILL THREE FROM LEGISLATURE, THE 86TH LEGISLATURE, AND THE IDEA THAT THE WAY THAT THEY KEEP DESCRIBING THIS IS A PATHWAY TO HIGHER SALARIES FOR TEACHERS.
AND SO TEACHER INCENTIVE ALLOTMENT RECOGNIZES EFFECTIVE TEACHERS ON THREE DIFFERENT LEVELS.
THEY'RE RECOGNIZED EXEMPLARY AND MASTER.
THOSE STANDARDS ARE GIVEN TO US BY TEA, THESE TEACHER DESIGNATIONS ALL GENERATE AN ALLOTMENT, AND THAT FUNDING FOR DISTRICTS GOES TO REWARD THE MOST EFFECTIVE STUDENTS WITH A STATE STIPEND.
THE AMOUNT OF THE STATE STIPEND IS DETERMINED BY AN EQUATION THAT COMBINES THE DESIGNATION LEVEL, WHETHER RECOGNIZED, EXEMPLARY OR MASTERS, THE HIGHEST WITH THE COMPENSATORY EDUCATION NUMBERS ON THE CAMPUS OR THE TEACHERS EMPLOYED.
SO EVERY CAMPUS IN THE DISTRICT, AND DEPENDING ON WHERE THEY'RE ALSO RECOGNIZED, EXEMPLARY OR MASTER, THE TEACHERS WILL BE GETTING PAID SOMETHING DIFFERENT.
OUR PRIORITIES IN THIS SYSTEM DEVELOPMENT, SOMETHING THAT WE ARE
[01:55:02]
KEEPING AT THE FRONT OF OUR MINDS WHEN WE'RE TRYING TO DEVELOP THIS IS THAT WE WANT TO INTEGRATE TIA INTO SOMETHING IN THE THINGS THAT WE ALREADY DO AS A DISTRICT AND THEN ALSO MAKE SURE THAT IT IS ACTUALLY USEFUL FOR IMPROVING STUDENT OUTCOMES.SO THAT'S KIND OF GUIDING HOW WE IMPLEMENT THIS.
THIS IS THE TIMELINE AS IT STANDS RIGHT NOW IN FRISCO ISD, IT'S ACTUALLY PRETTY LONG AND THIS IS TEA'S TIMELINE.
THIS IS NOT SOMETHING THAT WE CAN DICTATE REALLY.
IN SPRING 2022 THIS COMING SPRING IS WHEN WE WOULD DO A GIVE OUR SYSTEM APPLICATION OVER TO TEA AND THEY WOULD EVALUATE IT.
IT'S THIS YEAR ALSO THAT WE ARE IMPLEMENTING A FEW LITTLE PIECES OF IT JUST TO PILOT AND TRY OUT AND TO GET SOME FEEDBACK.
SO THIS IS ALSO OUR PILOT YEAR.
NEXT YEAR, STARTING IN THE FALL WILL BE OUR DATA CAPTURE YEAR.
AND AFTER THAT YEAR, WE HAVE TO SUBMIT STUDENT GROWTH DATA AND TEACHER OBSERVATION DATA FOR ALL OF OUR TEACHERS.
AND THEN IN FALL 2023 TEXAS TECH WOULD LOOK AT ALL OF OUR DATA, VERIFY OUR DATA, AND THAT'S WHEN WE WOULD FIND OUT WHETHER OR NOT OUR SYSTEM IS APPROVED.
IN SPRING 2024 IS WHEN DISTRICTS WOULD GET REIMBURSED OR WHEN ACTUALLY WE'RE GOING TO PAY FIRST AND THEN WE GET REIMBURSED BY TEA AFTER THAT.
SO THE EARLIEST THAT ANY TEACHERS WOULD BE GETTING A STIPEND FROM OUR OWN SYSTEM THAT WE'RE DEVELOPING IS IN SPRING OF 2024.
THIS IS SOMETHING THAT WE ARE DOING WITH A LOT OF ROBUST STAKEHOLDER INPUT.
AND SO WE HAVE A CENTRAL ADMIN WORKING GROUP THAT'S WORKING ON IT AND WE HAVE REPRESENTATIVES LIKE DANNY SAID FROM A BUNCH OF DIFFERENT GROUPS THAT ARE INVOLVED.
MAJOR GROUPS ARE TEACHING AND LEARNING, HR.
WE ALSO HAVE LEADERSHIP, COMMUNICATIONS, FINANCE, TECHNOLOGY AND WEIRDLY, GOVERNMENT AFFAIRS.
I'M A REPRESENTATIVE THERE, EVEN THOUGH WE DON'T REALLY NEED GOVERNMENT AFFAIRS.
WE ALSO HAVE A TASK FORCE THAT ACTUALLY STARTED OUT WITH TWO REPRESENTATIVES FROM EVERY SINGLE CAMPUS IN THE DISTRICT TO PROVIDE FEEDBACK.
AND WE'VE UTILIZED THEM MULTIPLE TIMES THROUGHOUT THE LAST YEAR, AND WE HAVE NOT YET MET YET THIS YEAR.
WE'RE ALSO TALKING TO A LOT OF TEACHERS, THAT'S THE MAJORITY OF THAT TASK FORCE.
BUT WE'RE ALSO HAD TEACHERS, EVEN LAST WEEK, COME FOR A WORKSHOP WHERE THEY WERE BUILDING STUDENT GROWTH MEASURES.
AND THEN WE ALSO HAVE TEACHERS WHO ARE GOING TO BE PARTICIPANTS IN THE PILOT THIS YEAR.
AND THEN LASTLY, WE HAVE PRINCIPALS THAT ARE PART OF IT AS WELL.
THEY'RE PART OF OUR TASK FORCE AND THEN THEY'RE GOING TO BE GIVING US FEEDBACK AS PARTICIPANTS IN OUR PILOT.
SO SOME REQUIRED COMPONENTS PER HB THREE.
IS THAT THE COMPENSATION OR SPENDING PLAN REQUIRES THAT 90 PERCENT OF THE ALLOTMENT GENERATED BY THE TEACHER BE SPENT ON THE CAMPUS WHERE THE DESIGNATED TEACHER IS EMPLOYED .
TEACHER OBSERVATION WE HAVE TO WE HAVE HAVE SOME SORT OF COMPONENT OF TEACHER OBSERVATION AND T-TEST IS A PRE-APPROVED USED RUBRIC, AND THEY USE TWO DOMAINS, DOMAINS TWO AND DOMAIN THREE, WHICH IS INSTRUCTION AND LEARNING ENVIRONMENT FOR THE TEACHER OBSERVATION PORTION.
AND THEN LASTLY, WE HAVE TO INCLUDE SOME MEASURE OF STUDENT GROWTH.
I DO WANT TO MAKE THE DISTINCTION THAT IT IS STUDENT GROWTH, NOT ACHIEVEMENT.
THEY'RE NOT LOOKING FOR KIDS TO HIT A MARK.
THEY'RE ACTUALLY GOING TO CALCULATE DID KIDS GROW? SO WHETHER THE KID COMES IN, YOU KNOW, AT GRADE LEVEL, BELOW GRADE LEVEL, ABOVE GRADE LEVEL, WE'RE GOING TO BE LOOKING AT WHETHER OR NOT THEY GREW, NOT WHETHER OR NOT THEY MET A CERTAIN ACHIEVEMENT LEVEL.
OUR SPENDING PLAN AND THIS WAS DEVELOPED WITH A LOT OF FEEDBACK FROM OUR STAKEHOLDERS IS GOING TO FOLLOW THE THE REQUIREMENT OF THE STATE.
WIGGLE ROOM, IF YOU WILL, IN THERE WHERE YOU CAN KIND OF SPREAD OUT SOME FUNDS TO A CAMPUS.
BUT WE'RE GOING TO TRY TO MAKE EVERYONE WHO'S ELIGIBLE BY THE STATE ELIGIBLE IN OUR SYSTEM, AND SO 90 PERCENT OF THE GENERATED ALLOTMENT IS GOING TO GO STRAIGHT TO THE TEACHER.
AND THEN 10 PERCENT CAN BE HELD BACK FOR THE COST OF IMPLEMENTATION.
IT WILL PROBABLY EXCEED THAT 10 PERCENT IF WE'RE BEING HONEST, BUT WE CAN HOLD THAT 10 PERCENT BACK TO HELP IMPLEMENT IT.
AND FRISCO ISD, OUR T-TEST IS GOING TO BE OUR TEACHER OBSERVATION METRIC, AND THAT'S JUST BECAUSE THAT'S SOMETHING THAT WE ALREADY USE.
OUR PRINCIPALS AND OUR TEACHERS ARE ALREADY FAMILIAR WITH THE RUBRIC THERE.
AND SO THAT'S WHAT WE'LL BE USING.
I KNOW A BIG THING THAT HR IS WORKING ON RIGHT NOW IS MAKING JUST ENSURING CALIBRATION OF ALL OUR ALL OF OUR APPRAISERS.
SO WHETHER YOU'RE ON THE SAME CAMPUS AND THERE'S MULTIPLE APPRAISERS OR FROM CAMPUS TO CAMPUS, EVERYONE IS RATING SIMILARLY, IF YOU WILL.
AND FOR STUDENT GROWTH IN FRISCO ISD, THIS HAS BEEN PROBABLY THE HARDEST THING IS TO FIGURE OUT HOW ARE WE GOING TO ACCURATELY MEASURE STUDENT GROWTH IN A FAIR WAY FOR [INAUDIBLE] BC IN THE SAME WAY THAT WE WOULD FOR PRE-K OR FOR MIDDLE SCHOOL THEATER OR FOR A BUNCH OF KIND OF ONE OFF COURSES IN OUR CTE THAT TEACH REALLY SPECIALIZED THINGS.
SO IT'S A REALLY DIFFICULT TASK, AND OUR TEACHING AND LEARNING GROUP IS DOING A REALLY GOOD JOB WITH THIS.
BUT WE'RE GOING TO BE USING A COMBINATION OF A DISTRICT CREATED VALUE ADDED MODEL OR VAM, AND WE'RE CALLING IT THE [INAUDIBLE] VAM.
SO I'LL SHOUT OUT TO BRADEN [INAUDIBLE], WHO'S CREATING THAT BECAUSE HE'S A GENIUS.
IT'S A STATISTICAL ANALYSIS THAT USES PRIOR TEST HISTORY TO CREATE A PREDICTED GROWTH SCORE.
AND SO IF A KID MEETS THAT PREDICTED GROWTH SCORE, THEY WILL HAVE MET GROWTH.
[02:00:01]
WE'RE ALSO GOING TO WHERE WE CAN'T USE THE VALUE ADDED MODEL.WE'RE GOING TO BE USING PORTFOLIOS WITH THE DISTRICT CREATED RUBRICS AND ALSO SOME PRE AND POST TESTS.
POTENTIAL OPTIONAL COMPONENTS, NONE OF THESE HAVE BEEN DECIDED ON, I WANT TO BE REALLY CLEAR, BUT TO TEA GIVES US A LOT OF AGAIN WIGGLE ROOM TO CREATE OUR OWN PROGRAM, WHATEVER FITS FRISCO ISD.
AND THEY'VE KIND OF PUT THESE OUT AS SOME OTHER OPTIONS THAT WE CAN INCLUDE THAT WE ARE CONSIDERING AS OTHER T-TESTS DOMAINS SINCE THOSE THINGS ARE ALREADY EVALUATED, WHICH INCLUDE PLANNING AND PROFESSIONAL PRACTICES AND RESPONSIBILITIES.
FUTURE READY PROFILES THAT WE'VE DEVELOPED AND WHICH ARE RESPOND, INNOVATE, COLLABORATE, ENGAGE, DESIGN AND COMMUNICATE.
WE COULD POSSIBLY INTEGRATE SURVEYS, WHETHER IT BE STUDENT, PEER OR PARENTS AND OTHER COMPONENTS CAN BE FACTORED IN IN ANY WAY WE CHOOSE.
THEY CAN BE A PERCENTAGE OF THE SCORE OR REQUIREMENT FOR ELIGIBILITY.
WHICH IS WHAT MAKES THIS SYSTEM SO HARD TO BUILD.
ELIGIBILITY IS ACTUALLY DECIDED BY STATE LAW.
THIS IS NOT SOMETHING THAT WE DECIDED.
THIS IS ELIGIBILITY PER THE LAW.
SO THE REQUIREMENTS IS THAT THEY HAVE TO HAVE A TEACHING CERTIFICATE.
THEY MUST DIRECTLY IMPACT STUDENT GROWTH AND SO NOT NECESSARILY HAVE STUDENTS ON YOUR ROSTER, BUT WORKING WITH STUDENTS TO WHERE YOU COULD CALCULATE WHETHER OR NOT THAT STUDENT IS GROWING IT.
ALSO, THE TEACHER HAS TO BE CODED 087 IN PEIMS AND IT'S JUST THAT'S THE REPORTING STATUS.
AND IF THEY AREN'T THAT, THEN WE CAN'T ACTUALLY GIVE THEM A STIPEND FROM THIS.
AND SO SOME LARGE GROUPS THAT ARE NOT ELIGIBLE PER THE LAW ARE LIBRARIANS, COUNSELORS, NURSES, PARAS AND DIAGNOSTICIANS.
THERE MAY BE SOME OTHER SMALLER GROUPS IN THERE THAT AREN'T ELIGIBLE.
BUT AGAIN, THAT'S ALL GOING TO BE BASED ON WHAT THE LAW SAYS, AND IT'S PRIMARILY DUE TO THE REQUIREMENT FOR STUDENT GROWTH.
SO I WANT TO TALK REALLY QUICKLY JUST ABOUT FALL 2023 WHEN THEY LOOK AT TEXAS TECH DATA VALIDATION.
WHAT THEY'RE DOING IS THEY'RE TAKING OUR VAM DATA, OUR VALUE ADDED MEASURE DATA FROM STAAR THAT THEY WILL HAVE ACCESS TO.
AND THEY'RE COMPARING IT TO WHAT WE'VE COME UP WITH AND WHEN WE COME FORTH AND SAY, THESE ARE THE TEACHERS THAT WE THINK HAVE EARNED A DESIGNATION, THEY'RE GOING TO BE COMPARING IT TO THE DATA THAT THEY HAVE.
AND WHAT THEY KEEP TELLING US IS THAT THE DATA MUST TELL THE SAME STORY AS THAT STAAR VAM DATA FOR THEIR TEXAS TECH DATA CHECK.
IT CAN'T HAVE ANY UNEXPLAINABLE IRREGULARITIES WITH TEACHER OBSERVATIONS COMPARED BY CAMPUS OR BY APPRAISER OR COMPARED TO STUDENT GROWTH.
SO THEY'RE GOING TO MAKE SURE THAT YOU DON'T HAVE ONE CAMPUS WHERE, WOW, EVERYONE OVER HERE IS DESIGNATED MASTER TEACHER BECAUSE THAT WOULD BE KIND OF STRANGE, BUT THERE ARE SCENARIOS THAT THEY'RE GOING TO ALLOW US TO EXPLAIN.
FOR INSTANCE, WE'RE VERY HIGH PERFORMING DISTRICT, AND SO IF WE COME FORWARD WITH A LOT OF DESIGNATED TEACHERS, I THINK THAT IT MIGHT BE, YOU KNOW, SOMETHING THAT WE COULD MAKE A CASE FOR.
WITH THE PILOT PROGRAM, WE ARE ACTUALLY GOING THROUGH IT THIS YEAR.
WE'RE GOING TO BE LOOKING AT STUDENT GROWTH PIECES AND COLLECTING STUDENT DATA FOR VAM.
THOSE PEOPLE THAT WOULD BE IN A VAM MEASURED COURSE AREN'T REALLY HAVING TO DO ANYTHING.
WE'RE JUST LOOKING AT THAT DATA.
WE'RE GOING TO TEST OUT THE PORTFOLIO PROCESS AND SEE HOW THAT WORKS FOR PEOPLE AND GET A LOT OF FEEDBACK ON THAT.
WE'RE ALSO TESTING OUT SOME PRE POST TESTS, AND WE'RE GOING TO COMPARE ALL OF THAT TO SOME TEACHER OBSERVATION DATA TO MAKE SURE THAT WHEN WE CROSS CHECK ALL THE DATA, IT LOOKS SIMILAR.
WE'RE ALSO GOING TO BE LOOKING AT CALIBRATION BY APPRAISER AND BY CAMPUS AND COMPARING THAT STUDENT GROWTH.
AND LIKE I SAID, THIS IS SOMETHING HR HAS ALREADY BEEN WORKING ON.
WE'RE GOING TO GET SOME FEEDBACK, WHETHER IT BE FROM OUR TASK FORCE OR OUR PILOT CAMPUSES.
WE'RE GOING TO BE TAKING ALL OF THE FEEDBACK THAT WE CAN GET THIS YEAR ON HOW THE PROCESS WORKS AND HOW WE CAN MAKE IT BETTER FOR WHEN WE ACTUALLY ROLL IT OUT.
OUR CAMPUSES, WE'VE GOT FOUR ELEMENTARY SCHOOLS, THREE MIDDLE SCHOOLS AND THREE HIGH SCHOOLS, AND IT IS JUST SELECT GROUPS WITHIN THOSE SCHOOLS.
AND WE'RE ALSO GOING TO BE CONTINUING DEVELOPMENT FOR OTHER AREAS THAT AREN'T A PART OF PILOT.
WE'RE GOING TO CONTINUE DEVELOPING TOOLS TO MEASURE STUDENT GROWTH LIKE PORTFOLIO RUBRICS OR PRE AND POST TESTS AND OUR TASK FORCE.
WE'RE GOING TO BE REACHING OUT TO THEM SOON FOR NEXT STEPS WITH THIS PROGRAM AND FEEDBACK THAT WE CAN GET FROM THEM.
IF YOU GUYS HAVE QUESTIONS, IT IS A MASSIVE, MASSIVE PROGRAM AND THAT'S PART OF THE REASON WHY IT TAKES 17 YEARS TO ROLL OUT.
SO IF Y'ALL HAVE QUESTIONS, I'M OPEN.
NO QUESTIONS, I JUST KNOW THAT THIS HAS BEEN A COUPLE OF YEARS ALREADY IN THE MAKING, SO I APPRECIATE THE UPDATE.
BOARD WE'LL MOVE TO ITEM 10C, SB 15 AND SUPPLEMENTAL ESSER FUNDS MRS.
[10.C. SB 15 and Supplemental ESSER Funds]
SMITH.I DON'T HAVE AN OFFICIAL PRESENTATION FOR YOU.
I JUST KNOW YOU GUYS ALL KNOW THAT SB 15 PASSED AND WAS SIGNED LAST WEEK BY THE GOVERNOR, WHICH IS NOW ALLOWING FUNDING FOR ONLINE PROGRAMS.
[02:05:02]
SO I WANTED TO JUST DO A QUICK TOUCH BASE FOR YOU ABOUT WHAT WE DO KNOW ABOUT ONLINE SCHOOL FUNDING AND WHAT OUR PLANS ARE FOR OUR SUPPLEMENTAL ESSER FUNDS.BECAUSE AS I REPORTED TO YOU A FEW WEEKS OR MONTHS, HOWEVER LONG AGO, THAT WAS WE, WE ORIGINALLY PLANNED TO USE ESSER MONEY TO OFFSET ALL OF OUR REVENUE LOSS.
WHEN WE DIDN'T THINK ONLINE, THE ONLINE OPTION WAS GOING TO BE FUNDED.
SO JUST TO GIVE YOU A QUICK TOUCHPOINT.
LIKE I SAID, AS SB15 WAS PASSED AND SIGNED BY THE GOVERNOR, IT DOES ALLOW FUNDING FOR ONLINE PROGRAMS, BUT THERE ARE A SIGNIFICANT NUMBER OF HURDLES TO JUMP THROUGH IN ORDER TO ACTUALLY RECEIVE THAT FUNDING AND COUNT THOSE KIDS IN AVERAGE DAILY ATTENDANCE.
THERE ARE SOME PRELIMINARY RULES THAT TEA HAS SENT OUT TO US.
THEY'RE NOT OFFICIAL RULES YET, SO THEY COULD STILL CHANGE BASED ON WHAT WE HAVE READ AND WHAT WE HAVE HEARD FROM THE COMMISSIONER.
WE'RE FAIRLY CONFIDENT THAT WE WILL NOT BE FUNDED FOR 100 PERCENT OF THE STUDENTS THAT ARE IN OUR ONLINE OPTION TODAY, SO THERE WILL BE STILL SOME AMOUNT OF REVENUE LOSS.
WE JUST CAN'T SAY FOR CERTAIN WHAT THAT AMOUNT WILL BE YET.
WE'RE WORKING ON RUNNING SOME REPORTS AND WAITING FOR THOSE RULES TO BE FINALIZED BEFORE WE KNOW FOR SURE.
OUR ALLOTMENT FOR THE SUPPLEMENTAL ESSER FUNDS IS ALSO CHANGING.
SO WE RECEIVED AN AMENDMENT LAST WEEK FOR A LITTLE OVER $3 MILLION, SO WE ACTUALLY WENT UP FROM THIRTY THREE MILLION TO THIRTY SIX MILLION THAT WE HAVE ACCESS TO FOR THE NEXT TWO YEARS.
SO HERE'S OUR PLAN PRELIMINARILY.
WE'RE GOING TO CONTINUE TO PAY FOR THE SALARIES OF THE TEACHER ELEMENTARY TEACHERS WHO ARE TEACHING ONLINE.
BY DOING SO AND MOVING THOSE SALARIES OUT OF THE GENERAL FUND AND INTO OUR GRANT FUND, THAT WILL OFFSET ANY AMOUNT OF REVENUE THAT WE LOSE FOR THE PERCENTAGE OF STUDENTS THAT WE DON'T GET FUNDING FOR.
DOES THAT MAKE SENSE? AND WE WILL STILL HAVE PLENTY OF MONEY AVAILABLE THEN IN OUR SUPPLEMENTAL ESSER PROGRAM TO DO TO DO OTHER THINGS.
MOST OF THE REMAINING FUNDS OVER THE NEXT TWO YEARS WILL GO TOWARDS THINGS LIKE SOCIAL AND EMOTIONAL WELL-BEING OF STUDENTS AND STAFF.
THERE WILL BE SOME OTHER THINGS THAT WE PAY FOR SOME ACADEMIC SUPPORTS THAT AREN'T GETTING PAID FOR OUT OF THE OTHER ESSER ALLOTMENTS BECAUSE REMEMBER, WE'RE ON THIS IS THE FOURTH ESSER PROGRAM NOW.
RIGHT? SO SOME ACADEMIC SUPPORTS THAT WE NEED SOME DISEASE MITIGATION TYPE THINGS, AIR FILTERS AND THINGS LIKE THAT WE'VE ALREADY PURCHASED USING THIS MONEY.
SO THE KEY IS THAT WE'RE DIRECTING MONEY TOWARDS THESE TEMPORARY SUPPORTS THAT WE'RE GOING TO NEED OVER THE NEXT TWO YEARS THAT ARE DIRECTLY RELATED TO THE EFFECTS OF THE PANDEMIC.
SO WE'RE NOT LOOKING TO TO ADD A WHOLE BUNCH OF STAFF OR ANYTHING THAT WOULD BE DIFFICULT TO TRANSITION OUT OF ONCE THE FUNDS RUN OUT.
WE'RE ALSO PLANNING TO PAY FOR THIS YEAR'S CARES PAYMENT, WHICH IF YOU GUYS REMEMBER WHEN WE ADOPTED THE BUDGET, WE DID GO AHEAD AND APPROPRIATE MONEY FOR ANOTHER CARE STIPEND THAT GETS PAID THIS WEEK.
YOU GUYS ADOPTED THE RESOLUTION FOR THAT BACK IN JUNE, SO THAT'S MONEY THAT'S BUDGETED IN OUR GENERAL FUND RIGHT NOW.
WE'RE GOING TO GO AHEAD AND PAY FOR THAT OUT OF THE ESSER FUNDS BECAUSE WE HAVE THAT MONEY AVAILABLE OVER THERE.
WHAT THAT WILL DO IS THAT WILL FREE UP GENERAL FUND MONEY THAT WILL CAN GO INTO SURPLUS AND CAN GO POTENTIALLY TOWARDS EXTENDING THE LENGTH OF TIME WE CAN PAY THOSE RETENTION INCENTIVES.
SO IF WE TALKED BACK IN JUNE ABOUT HOW WE MIGHT PLAN TO ADD A FEW MORE YEARS OF RETENTION INCENTIVES TO OUR RESERVES BECAUSE WE'RE KIND OF RUNNING TO THE END OF THAT INITIAL FIVE YEAR PERIOD NOW.
SO THAT'S KIND OF ONE OF THE THE PLANS THAT WE HAVE IN PLACE IN ORDER TO HELP THAT HAPPEN.
SO IT'S ALL STILL A LITTLE CRAZY AND UP IN THE AIR RIGHT NOW AS WE BEGIN SPENDING THE MONEY.
AND AS WE KIND OF MOVE THROUGHOUT THE YEAR, I'LL REPORT TO YOU GUYS ON IT PERIODICALLY.
JUST SO YOU KNOW WHAT WE'RE SHIFTING BETWEEN THE GENERAL FUND AND THESE GRANT FUNDS AND WHAT WE'RE SPENDING THAT MONEY ON, BUT IT STILL WILL LOOK A LITTLE FUNNY FOR FOR A YEAR OR TWO.
OFFICERS IN THE ROOM, Y'ALL ROCK.
WE APPRECIATE YOU BEING HERE EVERY MONTH AND HAVING OUR BACKS [APPLAUSE] AS A COMMUNITY OUT THERE IN FRISCO.
AND WITH THAT BOARD, WE ARE ADJOURNED.
