THAT MEANS WE HAVE STUDENTS WHO'VE BEEN SERVICED BY SPECIAL EDUCATION THROUGHOUT THEIR YEARS WITH FRISCO ISD AND THEY HAVE FINISHED THEIR HIGH SCHOOL CREDITS, BUT THEY'RE NOT QUITE READY TO MOVE ON TO WHAT'S NEXT IN LIFE FOR THEM. SO WE HAVE A TRANSITION PROGRAM THAT IS BUILT TO ASSIST IN THAT TRANSITION FROM HIGH SCHOOL TO LIFE AFTER HIGH SCHOOL. NOW, WHAT DOES THAT MEAN? WELL, IT DEPENDS ON THE STUDENT AND WHAT THEIR GOALS ARE, WHAT THEIR FAMILY HAS IN MIND FOR THEM. BUT MANY OF OUR STUDENTS. THEIR GOAL IS SOME KIND OF SUPPORTED EMPLOYMENT THROUGH OUR OTHER COMMUNITY PARTNERS LIKE TEXAS WORKFORCE AND LIFE PATH SYSTEMS OR EVEN INDEPENDENT EMPLOYMENT, WHETHER IT BE ON A PART TIME OR A FULL TIME BASIS. AND THE BIGGEST FOCUS OF WHAT WE DO WITH OUR STUDENTS IN THIS 18 PLUS PROGRAM IS WORK BASED LEARNING. AND SO WE GET OUT OF THE TRADITIONAL CLASSROOM AND WE GO. WE HAVE MANY DIFFERENT COMMUNITY SITES THROUGHOUT FRISCO. AND I'M VERY HAPPY TO SAY THAT THIS LAST WEEK WE'VE EVEN SIGNED CONTRACTS WITH FIVE ADDITIONAL BUSINESSES. SO THE FIRE IS CATCHING AND WE'RE GROWING AND WE ARE EXPANDING TO PROVIDE EVEN MORE OPPORTUNITIES FOR OUR STUDENTS. SAME IS TRUE FOR STAFF, THAT SAME RULE APPLIES TO THEM. SIMILAR TO LAST YEAR'S VIRTUAL ACADEMY WITH SOME IMPROVEMENTS, WE GOT A LOT OF GREAT FEEDBACK FROM OUR STAFF THIS LAST YEAR AND PUT A LOT OF THAT INTO ACTION IN PLANNING FOR SOME POSSIBILITIES THIS YEAR AND REALLY HAD A CHANCE THIS LAST WEEK OR SO TO KIND OF PUT THAT INTO PLAY. THEY WILL FOLLOW THE STUDENTS IN THE TEMPORARY ONLINE SCHOOL WITH ALL THE SAME SCOPE AND SEQUENCE AS OUR FACE TO FACE INSTRUCTION STUDENTS WILL. THEY WILL HAVE SOME LIVE INSTRUCTION THROUGH GOOGLE MEET EACH INSTRUCTIONAL BLOCK. SO WE TALK A LOT ABOUT SYNCHRONOUS AND ASYNCHRONOUS. THE SYNCHRONOUS SUPPORT WILL BE REGULAR THROUGH EACH INSTRUCTIONAL BROUGHT AND THEY'LL HAVE SOME OPPORTUNITIES FOR INDEPENDENT LEARNING, COOPERATING WITH EACH OTHER AND TIME FOR SUPPORT FROM THEIR TEACHER, TEACHER'S ASSISTANT AND SUPPORT STAFF AS NECESSARY. WE WILL HAVE THE SAME INSTRUCTION EXPECTATIONS AND FEEDBACK PROVIDED IN OUR FACE TO FACE INSTRUCTIONAL ENVIRONMENT. OUR GT STUDENTS WILL RECEIVE THEIR SERVICES VIRTUALLY AND BILINGUAL STUDENTS WILL ACCESS THE SAME CURRICULUM AS A FACE TO FACE PEERS. OUR ENGLISH LEARNERS WILL BE SERVED BY CERTIFIED ESL TEACHER AND THEIR ELR INSTRUCTION THAT THAT'S ENGLISH LANGUAGE ARTS AND OUR DYSLEXIA LESSONS WILL BEGIN THE THIRD WEEK OF SCHOOL AND VIRTUAL STUDENTS WILL BE SERVED IN SYNCHRONIZED ENVIRONMENT. THIS IS GENERALLY EVERY SCHOOL YEAR WE START THE SELECTION INSTRUCTION ABOUT THE THIRD WEEK OF SCHOOL. SO THIS IS NOT NEW. BUT WHAT IS NEW THIS YEAR IN OUR TEMPORARY ONLINE SCHOOL COMPARED TO LAST YEAR'S VIRTUAL ACADEMY IS THAT WE WILL HAVE ALL OF OUR TEMPORARY ONLINE SCHOOLS CODED INTO A SYNCHRONIZED ENVIRONMENT. WE HAVE SOME STUDENTS MIXED. LAST YEAR WE WORKED REALLY HARD TO MAKE SURE THAT'S NOT GOING TO HAPPEN. SO ONE OF THE THINGS WE ASK AND WE HAVE THIS PHRASE, PARENT IS LEARNING COACH, WE KNOW THAT OUR STUDENTS ARE BEING SERVED BY OUR PROFESSIONAL CERTIFIED TEACHERS IN FRISCO ISD, BUT WE DO NEED SOME HELP FROM OUR PARENTS TO ENCOURAGE OUR STUDENTS TO ENSURE THAT THEY'RE PARTICIPATING IN THE INSTRUCTION THAT REGULAR. SO, UM, SO IN TERMS OF HOW WE'RE FUNDING THE TEMPORARY ONLINE SCHOOL, AS OF THIS MORNING WE HAD EIGHT THOUSAND TWO HUNDRED THIRTEEN STUDENTS ENROLLED IN THIS TEMPORARY ONLINE OPTION, INCLUDING ONE HUNDRED AND SIXTEEN STUDENTS WHO ARE ENROLLED IN CENTRALIZED SPECIAL PROGRAMS, RUNNING ALL OF THAT THROUGH OUR STATE AID TEMPLATE. IF ALL OF THOSE STUDENTS REMAIN ONLINE FOR THE ENTIRE FALL SEMESTER, WE ESTIMATE [01:15:05] THAT WE WILL LOSE JUST OVER TWENTY NINE POINT SIX DOLLARS MILLION IN REVENUE FOR THE SEMESTER. CAN YOU NOT HEAR ME? YOU WANT ME TO STAND CLOSER TO THE MICROPHONE? IS THAT BETTER? OK, SO IF ALL EIGHTY, TWO HUNDRED AND THIRTEEN STUDENTS REMAIN ENROLLED FOR THE FALL SEMESTER, WE ESTIMATE JUST OVER TWENTY NINE POINT SIX DOLLARS MILLION IN REVENUE THAT WE WILL NOT RECEIVE THROUGH THE FOUNDATION SCHOOL PROGRAM. IN ADDITION TO THE LOST REVENUE IN TERMS OF RESOURCES, WE'RE ESTIMATING ABOUT TWO POINT TWO MILLION DOLLARS IN COST FOR THIS TEMPORARY ONLINE OPTION, THAT COST IS MADE UP OF 25 TEACHER FTES, 15 OF THOSE WERE ALREADY BUDGETED. IF YOU GUYS REMEMBER WHEN WE ADOPTED THE GENERAL FUND BUDGET BACK IN JUNE, WE PUT A KIND OF A PLACEHOLDER FOR 15 TEACHER FTE ALLOCATIONS JUST IN CASE WE NEEDED THEM IN CASE A VIRTUAL OPTION BECAME AVAILABLE. SO WE'VE GOT THOSE ALREADY IN THE BUDGET. WE'RE ADDING ANOTHER 10 TO THAT JUST TO MAKE SURE THAT THEY'RE ALL AVAILABLE. WE MAY OR MAY NOT NEED TO USE ALL OF THEM AS WE FLUSH OUT ALL OF THE STAFFING OVER THE NEXT COUPLE OF WEEKS AND THEN ADDITIONAL 900,000 DOLLARS IN SOFTWARE AND INSTRUCTIONAL MATERIALS. I DO WANT TO BE CLEAR THAT WITH ALL OF THE COST AND WITH THE REVENUE LOST, WE HAVE NO PLANS TO REDUCE OR DIVERT ANY EXISTING BUDGET MONEY OR ESSER III GRANT MONEY THAT WE TALKED ABOUT BACK IN JUNE TO PAY FOR THIS OPTION. WHAT WE WILL BE USING TO PAY FOR IT IS MONEY PROVIDED THROUGH A SUPPLEMENTAL ESSAR GRANT. THESE ARE ADDITIONAL FUNDS AUTHORIZED BY HB 15 25 DURING THE REGULAR SESSION TO PROVIDE SUPPLEMENTAL GRANT FUNDS TO DISTRICTS THAT HAVE BASICALLY LOW ESSAR DISTRICTS. SO DISTRICTS LIKE FRISCO ISD, WHO DIDN'T RECEIVE A SIGNIFICANT AMOUNT OF MONEY THROUGH THE ESSAR ONE AND MR. TO GRANT PROGRAMS THIS CORONAVIRUS RELIEF PROGRAMS. WE IF YOU REMEMBER, WE DIDN'T RECEIVE A SIGNIFICANT AMOUNT OF MONEY THROUGH THOSE BECAUSE OUR TITLE WAS BASED ON TITLE ONE POPULATION AND OUR TITLE ONE POPULATION IS LOW ENOUGH THAT IT JUST DIDN'T CALCULATE TO A SIGNIFICANT AMOUNT OF FUNDING FOR US. SO THIS MONEY IS SUPPLEMENTAL GRANT MONEY THAT WE WERE NOT EXPECTING TO RECEIVE UNTIL AGE 15 FIVE WAS PASSED AND WE DIDN'T KNOW HOW MUCH MONEY THAT WAS GOING TO BE UNTIL REALLY JUST ABOUT A MONTH AGO. SO WHAT THAT LOOKS LIKE. WE ARE GETTING JUST OVER 33 MILLION DOLLARS IN SUPPLEMENTAL ESSAR FUNDS. THAT'S OUR PRELIMINARY ENTITLEMENT FROM TEA. THAT MONEY, THE TOTAL MONEY COULD CHANGE. IT'S BASED ON SOME STUDENT COUNTS AND SOME DIFFERENT METRICS THAT WE WON'T HAVE FINAL NUMBERS ON UNTIL THE OCTOBER PEEMS SNAPSHOT. IT'S ALSO A TWO YEAR ALLOCATION, SO THAT 33 MILLION IS SPLIT IN HALF AND IT MAY CHANGE AGAIN NEXT OCTOBER WHEN WE GET PEEMS FOR NEXT YEAR. SO IT IS A TWO YEAR ALLOCATION AND THE ACCOUNTING MIGHT BE A LITTLE BIT FUNNY FOR TWO YEARS, BUT WE ARE PLANNING TO USE ALL OF THIS MONEY TO HELP BOTH OFFSET THE LOSS IN REVENUE AND PAY FOR THOSE ADDITIONAL COSTS. WHEN YOU SUBTRACT OUT THE TOTAL COST OF THE TEMPORARY ONLINE SCHOOL, THAT LEAVES US WITH JUST UNDER TWO MILLION DOLLARS OF ADDITIONAL MONEY TO ADDRESS OTHER EFFECTS OF COVID-19 THROUGH THE 2022-2023 SCHOOL YEAR. AND WE WILL BE BRINGING YOU MORE INFORMATION, YOU KNOW, AS WE GO WITH HOW WE'RE GOING TO SPEND THOSE FUNDS. SO THE WAY THAT THIS WILL WORK IS WE PLAN TO SUPPLANT OUR CURRENT YEAR EXPENSES WITH GRANT FUNDS TO OFFSET OUR REVENUE LOSS, WHICH ESSENTIALLY MEANS WE'RE GOING TO PAY FOR WHAT WE NEED TO PAY FOR. AND THEN THROUGH ACCOUNTING, WE'LL MOVE THOSE EXPENSES OUT OF OUR GENERAL FUND AND INTO THIS GRANT FUND. SO MUCH SO THAT WE OFFSET OUR REVENUE LOSS AND DON'T NEED IT TO FUND BALANCE. WE WILL PROBABLY BE BRINGING YOU BUDGET AMENDMENTS ON THIS THROUGHOUT THE YEAR, LIKE I SAID, BECAUSE WE'RE STILL GETTING GUIDANCE FROM TO YOU AND HOW THIS WORKS. OUR BUDGET AND OUR FINANCE, OUR BOOKS MAY LOOK A LITTLE WONKY FOR A LITTLE BIT OF TIME, BUT AT THE END OF THE YEAR, IT ALL BALANCE ITSELF OUT. WE ALSO STILL HAVEN'T COMPLETELY LOST HOPE THAT THE STATE WON'T ACTUALLY PAY FOR THIS THROUGH THE FOUNDATION SCHOOL PROGRAM. CUNNINGHAM AND HIS GROUP ARE WORKING ON A WAIVER WITH TEA TO TRY AND CONVINCE TEA THAT WHAT WE'RE DOING IS WORTH BEING FUNDED THROUGH THE FOUNDATION SCHOOL PROGRAM. AND YOU CAN SEE HERE ON THE SLIDE, THESE ARE ALL FOR THIS FISCAL YEAR, 2021-2022 AND THE DIFFERENT AMOUNTS AND WHAT THE PURPOSES OF THOSE PROGRAMS ARE. THE ATTACHMENTS HAVE A LITTLE BIT MORE DETAIL ABOUT WHAT THE BUDGET WOULD LOOK LIKE AND THAT KIND OF THING. WE ALSO HAVE OTHER GRANTS THAT WE APPLY FOR ANNUALLY, THE SPECIAL EDUCATION CONSOLIDATED GRANT, THAT'S IDEA-B PRESCHOOL AND FORMULA GRANTS, AND THEN OUR PERKINS' GRANT, WHICH IS OUR CTE GRANT. AND THEN FINALLY, WE HAVE TWO CORONAVIRUS RELIEF GRANTS, SORRY, THREE CORONAVIRUS RELIEF GRANTS. WE HAVE THE ESSER II GRANT AND WE DID ESSER III BACK IN JUNE. WE'RE DOING ESSER II NOW. SO THEY CAME A LITTLE BIT OUT OF ORDER. JUST A QUICK NOTE ON THAT ONE. ESSER II LIKE ESSER I, WAY BACK WHEN, IS BEING USED BY THE STATE TO SUPPLANT OUR FOUNDATION SCHOOL PROGRAM FOR THE 2021 FISCAL YEAR. SO THAT'S NOT ACTUALLY EXTRA GRANT MONEY FOR US, BUT WE DO HAVE TO GO THROUGH THE APPLICATION SUBMISSION AND ALL OF THAT. THE ESSER SUPPLEMENTAL GRANT IS THE ONE THAT WE TALKED TO YOU ABOUT WITH THE TEMPORARY ONLINE SCHOOL. AND THEN WE ALSO ARE APPLYING FOR SOME EMERGENCY CONNECTIVITY FUNDS TO PROVIDE ADDITIONAL DEVICES TO OUR STUDENTS, WHO ARE LEARNING VIRTUALLY, IF THEY NEED IT. THAT 25 YEAR UPDATE WAS JUST COMPLETED.
