I GUESS WHAT I WANT TO SAY IS THAT I SAW KIDS DEALING WITH DRUG ADDICTION, I SAW CHILDREN DEALING WITH IDENTITY ISSUES, I SAW CHILDREN DEALING WITH FOOD NECESSITIES, AND WHAT I SAW IS A STAFF, TEACHERS, AND A STUDENT BODY THAT TREATED EVERYBODY FAIRLY, KINDLY, AND LOOKED OUT FOR EVERYONE'S BEST INTEREST. Consider and act on the reorganization of the Board of Trustees] >> [NOISE] THANK YOU. GOOD EVENING. TONIGHT IS OUR OFFICIAL PUBLIC HEARING ON THE 2021/2022 BUDGET. MOST OF THE INFORMATION REGARDING THE BUDGET YOU WERE GIVEN AT YOUR WORKSHOP ON MAY 25TH. I DO WANT TO BRIEFLY GO OVER A FEW CHANGES THAT HAVE BEEN MADE SINCE THAT TIME BEFORE WE OPEN IT UP TO ANY QUESTIONS THAT YOU GUYS HAVE OR PUBLIC COMMENT. BETWEEN MAY 25TH AND TODAY, THE LEGISLATURE CONCLUDED THEIR 87TH SESSION, AND ONE SURPRISE CAME OUT OF HOUSE BILL 1525 IN A CHANGE TO THE FAST GROWTH ALLOTMENT. THIS HAPPENED ON THE VERY LAST DAY OF SESSION. THE ALLOTMENT CHANGE WE WERE EXPECTING, THE AMOUNT OF MONEY THAT IT GAVE THE DISTRICT WE WERE NOT EXPECTING. WE DID END UP WITH ABOUT $10 MILLION IN ADDITIONAL REVENUE PROJECTED FOR NEXT YEAR OUT OF THAT CHANGE TO THE FAST GROWTH ALLOTMENT. SINCE FRISCO IS ONE OF THE TOP FIVE, I THINK, FASTEST GROWING DISTRICTS IN THE STATE STOCK. I'VE GIVEN YOU SOME VERBIAGE RIGHT THERE, JUST SO YOU KNOW HOW IT HAS CHANGED. BUT THAT WAS THE BULK OF THE REVISED REVENUE PROJECTION THAT I'VE GIVEN YOU. THE BILL ALSO REINSTATED THE G/T ALLOTMENT, WHICH IF YOU REMEMBER BACK IN THE IN THE PREVIOUS SESSION, THEY DIDN'T ELIMINATE THE G/T ALLOTMENT, BUT THEY ROLLED IT INTO THE BASIC ALLOTMENT. WELL NOW, THEY'VE REINSTATED IT IN ADDITION TO THE MONEY THAT THEY ROLLED INTO THE BASIC ALLOTMENT. THAT'S GIVING US A LITTLE BIT OF EXTRA MONEY AS WELL. WE'RE LOOKING AT ABOUT $10.8 MILLION OF ADDITIONAL REVENUE THAT WE WEREN'T PROJECTING WHEN WE HAD OUR MAY 25TH MEETING, WHICH IS GREAT NEWS FOR FRISCO. WHAT WE DID NOT WANT TO DO WAS GO IN AT THE 11TH HOUR AND ALLOCATE ALL OF IT. WE WANT TO MAKE SURE THAT WE'RE REALLY THOUGHTFUL ABOUT WHAT WE DO WITH THAT ADDITIONAL REVENUE GOING FORWARD, AND MAKE SURE THAT WE'RE PLANNING FOR IT LONG-TERM IN A WAY THAT'S APPROPRIATE FOR OUR NEEDS. WE ARE GOING TO, HOWEVER, RECOMMEND A FEW CHANGES. I'VE INCLUDED THOSE IN THIS PRESENTATION. THE FIRST ONE IS AN ONSITE EMPLOYEE HEALTH CLINIC. THIS IS ONE OF THE ITEMS ON THE LIST THAT DID NOT MAKE THE CUT IN THE FIRST ROUND. [3.K. Discussion regarding 2021-2022 budget] AS YOU ALL KNOW, HEALTH CARE COSTS ARE GOING UP AGAIN NEXT YEAR FOR THOSE THAT PARTICIPATE IN THE TRS-ACTIVECARE PLANS. ONE OF THE THINGS THAT WE'VE BEEN TALKING ABOUT DOING FOR THE PAST SIX MONTHS OR SO AND WORKING, WE HAVE GOT A PARTNERSHIP NOW WITH CHILDREN'S AND UT SOUTHWESTERN THAT WE'RE WORKING ON TO PROVIDE AN ONSITE EMPLOYEE HEALTH CLINIC THAT CAN PROVIDE FREE OR LOW COST HEALTH CARE; ACUTE URGENT CARE TYPE THINGS TO OUR EMPLOYEES. THAT COST HAS BEEN INCLUDED IN THE BUDGET FOR YOU. WE ALSO ARE LOOKING AT INCREASING THE TEACHER RAISE BY $300. IN THE PREVIOUS VERSION, IT WAS 1,850 FOR A TEACHER RAISE, NOW IT'S 2,150, WHICH BRINGS THE AVERAGE TEACHER RAISE PERCENT UP TO ABOUT 3.5 PERCENT. THE REST OF THE ALL STAFF WILL STILL GET THAT THREE PERCENT RAISE. THIS ALLOWS US TO INCREASE OUR BEGINNING TEACHER SALARY FROM 56,200 WHICH IS WHAT WE ORIGINALLY HAD IN OUR COMPENSATION PLAN DRAFT TO 56,500, [01:30:04] WHICH WE THINK WILL BRING UP THAT LOWER END, OUR BEGINNING OF 0, 1, 2 YEAR TEACHERS CLOSER TO THE MARKET MEDIAN. ANY QUESTIONS ON THOSE BEFORE I MOVE ON? THE OTHER COMPENSATION PIECE THAT WE'RE RECOMMENDING CHANGING, IS WE'RE RECOMMENDING ONE ADDITIONAL ONE-TIME PAYMENT TO STAFF. REMEMBER LAST SUMMER, WE PAID OUT WHAT WE CALL THE CARES PAYMENT. THAT WAS THE CORONAVIRUS APPRECIATION AND RECOGNITION [LAUGHTER] OF EFFORT STIPEND IS WHAT CARES STANDS FOR. THAT WE PAID OUT LAST SUMMER FOR THOSE EMPLOYEES THAT WORKED WITH US THROUGH THE BEGINNING, THROUGH THE ONSET OF THE PANDEMIC AND PIVOTED ON A DIME AND SHIFTED EVERYONE TO VIRTUAL AT THE END OF THE YEAR. WE WOULD LIKE TO CONTINUE TO APPRECIATE EMPLOYEES WHO HAVE STUCK WITH US THROUGH THIS PAST YEAR AND DONE ALL THIS GREAT WORK THAT WE'VE DONE. THIS PAYMENT WOULD BE ONE-TIME PAID OUT IN SEPTEMBER, AND IT WOULD BE FOR EMPLOYEES WHO WERE EMPLOYED ON OCTOBER 1ST, 2020 AND REMAIN EMPLOYED THROUGH THE WHOLE SCHOOL YEAR AND UNTIL AUGUST 30TH, 2021. WE WILL MAKE AN EXCEPTION FOR EMPLOYEES WHO ARE RETIRING FROM EDUCATION FROM MAY OVER THE SUMMER. THE PAYMENT WOULD BE EQUAL TO THE GREATER OF ONE PERCENT OF EMPLOYEES BASED WAGES OR $250. ANY QUESTIONS ON THAT PIECE? AGAIN, THIS IS A ONE-TIME PAYMENT THAT WE'RE RECOMMENDING SO THAT REVENUE WILL BE USED THIS YEAR FOR THAT, BUT THEN IT WILL BE AVAILABLE IN OUR FINANCIAL PLAN GOING FORWARD TO ALLOCATE TO OTHER THINGS. [NOISE] THEN THE LAST CHANGE THAT WE'RE RECOMMENDING IS A SMALL INCREASE IN THE SUBSTITUTE BUDGET TO HELP US PAY FOR SOME SUBSTITUTES FOR SPECIALIZED POSITIONS, THINGS LIKE DIAGNOSTICIANS AND THEN SOME CLERICAL POSITIONS TOO THAT WE DON'T CURRENTLY CONTRACT WITH ESS FOR. [NOISE] TO SUMMARIZE THE CHANGES, I HAVE GIVEN YOU THREE COLUMNS IN THIS TABLE. YOU CAN SEE WHERE WE WERE WITH THE MAY WORKSHOP, THE CHANGES THAT I JUST DESCRIBED TO YOU, AND WHERE WE ARE IN THIS NEAR FINAL PROPOSAL. WE DO STILL HAVE ABOUT A WEEK LEFT THAT WE CAN MAKE CHANGES TO THIS. WE DON'T ANTICIPATE RECOMMENDING ANY ADDITIONAL CHANGES, SO ANY CHANGES WOULD COME FROM RECOMMENDATIONS FROM THE BOARD. LIKE I MENTIONED, WE DO HAVE THIS ADDITIONAL REVENUE AVAILABLE TO US. WE WILL THOUGHTFULLY CONSIDER ANY ADDITIONAL REQUESTS THAT MAYBE DIDN'T MAKE THE LIST OF RECOMMENDATIONS THIS YEAR THAT WE FEEL LIKE AS WE GET INTO THE FALL ARE REALLY NEEDED, AND WE MAY BRING THOSE TO YOU AS AMENDMENTS IN THE FALL. ALSO, I WOULD LIKE TO POINT OUT THAT ANY SURPLUS THAT WE GENERATE NEXT YEAR, SINCE WE ARE ADOPTING A SURPLUS BUDGET, WE'RE GOING TO TALK ABOUT, DURING OUR BUDGET WORKSHOPS NEXT YEAR, HOW TO ALLOCATE THAT TO FUTURE COMPENSATION, SO WE WOULD LIKE TO START LOOKING AT ADDING ON, EXTENDING SOME OF THOSE EMPLOYEE INCENTIVES, AND THINGS LIKE THAT THAT WE HAVE MONEY SET ASIDE FOR. THE OTHER 80 PERCENT CAN BE SPENT ON WHATEVER THE NEEDS OF OUR DISTRICT ARE IN ADDITION TO LEARNING LOSS. KEEP IN MIND THAT RESPONDENTS COULD SELECT ALL OF THE THINGS THAT THEY THOUGHT WE SHOULD SPEND MONEY ON. THEY DIDN'T HAVE TO CHOOSE THEIR FAVORITE OF THESE. SEVENTY-TWO PERCENT OF RESPONDENTS BELIEVED THAT WE SHOULD SPEND SOME OF THE MONEY ON FACILITIES UPGRADES, BUT THERE WAS NO OVERWHELMING MAJORITY ON WHAT THOSE FACILITIES UPGRADES SHOULD BE. SIXTY PERCENT OF RESPONDENTS SELECTED THAT WE SHOULD INVEST MONEY IN ADDITIONAL COUNSELING SERVICES. ALSO, INTERESTINGLY, A MAJORITY OF STAFF SAW A NEED FOR SOCIAL WORKERS OR AT-RISK COORDINATORS. IN TERMS OF PROFESSIONAL DEVELOPMENT, 77 PERCENT OF RESPONDENTS BELIEVE WE SHOULD INVEST MONEY IN THIS AREA. BUT AGAIN, LIKE THE FACILITIES PIECE, THERE WAS NO OVERWHELMING MAJORITY ABOUT WHAT TYPE OF PROFESSIONAL DEVELOPMENT. YOU CAN SEE THE BREAKDOWN ON THAT PIECE BY GROUP. THAT DOES NOTHING BUT LEND ITSELF TO ALLOWING YOU TO BORROW AT THE LOWEST POSSIBLE COST. MOVING ON [OVERLAPPING] THAT LAST PAGE, I THINK THAT YOU MENTIONED THIS BEFORE. THE PRIMARY DIFFERENCE IN US AND THESE OTHER DISTRICTS IS THEIR GROWTH IS NOT WHERE WE ARE. THAT'S WHAT'S LIMITING US TO JUMP TO THAT HIGHEST LEVEL. JUST MORE ANTICIPATED GROWTH FROM THE DEBT WERE STILL SERVE. THAT IS ABSOLUTELY TRUE. IF YOU NOTICE A LOT OF THOSE SCHOOL DISTRICTS, LAND WISE, YOU STILL HAVE A LOT MORE GROWING, A LOT MORE BONDS TO SELL. ALTHOUGH THEY ARE GROWING, SOME OF THESE LIKE PLANO IS AN EXAMPLE WHERE THEY'RE NOT GROWING AND ADDING AS NEARLY AS MANY SCHOOLS AS YOU ARE ANNUALLY. WHAT THEY'RE HAVING TO DO NOW IS RENOVATE EXISTING IS BECAUSE THEY'RE JUST NOT GROWING AS FAST. IT'S A GOOD POINT. THANK YOU. THE BOTTOM LINE HERE IS THAT SINCE 2012, THIS SCHOOL DISTRICT HAS REFINANCED ALMOST $2 BILLION OF OUTSTANDING PRINCIPAL, REPLACED IT WITH LOWER INTEREST RATE DEBT SERVICE. THAT HAS GENERATED OVER $321 MILLION OF INTEREST COST SAVINGS JUST IN THE LAST 10 YEARS. AGAIN, IF I WERE TO GO BACK EVEN FURTHER, IT WOULD BE EVEN MORE. NOW, WHAT'S IMPORTANT HERE IS THE ALSO THE STATISTICS TO THE FAR RIGHT. WE'VE ACTUALLY COMPLETED THREE TAXABLE REFINANCINGS SINCE 2020, WHERE WE HAVE SET A VERY AGGRESSIVE STATISTIC [NOISE] THAT WE WANT TO MAKE SURE THAT THE SAVINGS AS A PERCENTAGE OF THE PRINCIPAL THAT WE'RE TAKING OUT MAKES IT WORTH OUR WHILE TO COMPLETE IT. THREE OF OUR LAST FOUR SALES, WE'VE ACHIEVED DEBT SERVICE SAVINGS AS A PERCENTAGE OF WHAT WE'RE TAKING OUT. IT'S BEEN ALMOST 25-30 PERCENT, THAT'S UNHEARD OF. EVERY SINGLE ONE OF THESE SERIES OF BONDS HAS BEEN LESS THAN FOUR PERCENT. IF YOU LOOK AT OUR LAST TWO BOND SALES, YOU'VE LOCKED IN INTEREST RATES OF LESS THAN TWO PERCENT ON 30 YEAR FIXED DEBT. HOWEVER, WE DO HAVE TEACHERS COMING TO US FROM OTHER DISTRICTS THAT ALREADY HAVE DESIGNATION SYSTEMS OR THAT HAVE A NATIONAL BOARD CERTIFICATION WHICH AUTOMATICALLY GIVES YOU THAT STIPEND. THIS MONEY COMES DIRECTLY FROM THE STATE AND IT'S PAID TO THE TEACHERS, BUT WE'RE REQUIRED TO ADOPT IT INTO OUR BUDGET BEFORE WE PAY IT OUT. WHAT WE WOULD LOOK FOR IS ANY POTENTIAL FUNDRAISING THAT WOULD BE IN ADDITION TO THE FUNDS DEFINED BY THE CITY, THE SCHOOL DISTRICT, THE HALL GROUP TO BE IDENTIFIED BY JANUARY 1ST AND FRISCO ISD HAVE FINAL APPROVAL ON ANYTHING THAT WOULD CHANGE OUR SCOPE OF A HALL. AS OF APRIL 30TH, 356 STUDENTS HAD ATTENDED THE TRUANCY TRIBUNAL. WE ASKED BRADEN WHO'S UP ON THE THIRD FLOOR TO PUT SOME DATA TOGETHER BECAUSE WE REALLY WANTED TO DIG INTO, DID STUDENTS EARN UNEXCUSED ABSENCES LESS FREQUENTLY AFTER ATTENDING A TRIBUNAL AND DID THEIR GRADES IMPROVE AS WELL? WE FOUND, AND I HAVE SOME REALLY PRETTY GRAPHS THAT I'M GOING TO SEND YOU GUYS THAT YOU CAN LOOK AT LATER, I'LL PUT THEM IN HOMEBASE. AFTER ATTENDING A TRUANCY TRIBUNAL, THE RATE OF UNEXCUSED ABSENCES DROPPED SIGNIFICANTLY. WITH ELEMENTARY SCHOOL STUDENTS DROPPED 11 PERCENT, MIDDLE-SCHOOL DROPPED TO 28 PERCENT AND HIGH-SCHOOL DROPPED TO 26 PERCENT. THE NEXT QUESTION WAS, HOW DID IT AFFECT THEIR GRADES? STUDENTS WHO ATTENDED A TRIBUNAL EARLY IN THE FIRST QUARTER, LIKE IN OCTOBER, SHOWED SIGNIFICANT IMPROVEMENT ON THEIR QUARTER 2 GRADES. WHILE THOSE WHO ATTENDED LATER, LIKE IN NOVEMBER AND DECEMBER, THEY SHOWED LESS IMPROVEMENT. STUDENTS WHO DIDN'T ATTEND THE TRIBUNAL UNTIL JANUARY OR MARCH HAD LOWER GRADES IN QUARTER 2, BUT THEN SUDDENLY SHOWED DRASTIC INCREASES IN QUARTER 3. THE PATTERNS SUGGEST THAT THE TRIBUNALS SERVED AS A TURNING POINT FOR STUDENTS, IN BOTH ATTENDANCE AND ACADEMIC PERFORMANCE, AND THAT'S WHAT WE WERE LOOKING FOR. ADDITIONALLY, WE HAD 850 PLUS HEARINGS DURING THE SCHOOL YEAR. SOME STUDENTS REQUIRED MORE THAN ONE STATUS HEARING, WE FILED TRUANCY ONLY ON 13 FAMILIES AND THAT'S IN COMPARISON TO 80 CASES THE PREVIOUS SCHOOL YEAR, 2019-2020. THE AVERAGE NUMBER OF CLASSES PASSED BEFORE TRIBUNALS WOULD BE TWO AND AFTER TRIBUNALS FOUR-PLUS CLASSES BEING PASSED. WE'RE FINDING THAT IT REALLY DOES WORK. IN ADDITION TO JUST ATTENDANCE AND GRADES, WE'RE ABLE TO IDENTIFY NON-ACADEMIC ISSUES AND PROVIDE INTERVENTIONS FOR MENTAL HEALTH, SUBSTANCE ABUSE, FAMILY COUNSELING REFERRALS AND PARENTAL SUPPORT. WE'RE VERY PLEASED WITH THE RESULTS THAT WE FOUND WITH THE TRUANCY TRIBUNALS, THEY APPEAR TO BE VERY EFFECTIVE IN REDUCING ABSENTEEISM AND CONTRIBUTING TO HIGHER ACADEMIC PERFORMANCE. THEN WHAT KIND OF LEADERS WOULD WE NEED TO LEAD OUR DISTRICT AND HELP LEAD OUR TEACHERS AND PROVIDE AN EDUCATION FOR A FUTURE READY LEARNER. ALMOST OVER THREE YEARS AGO, DISTRICT COMMITTEE BEGAN REVIEWING OUR ADVANCED ACADEMICS PROGRAMMING AT THE MIDDLE SCHOOL LEVEL, IN ANTICIPATION OF THE DISTRICT BEING REQUIRED TO RETIRE THE TERM PRE-AP IN THIS UPCOMING 21/22 SCHOOL YEAR. THIS COMMITTEE CONSISTED OF REPRESENTATIVES FROM CURRICULUM INSTRUCTION, LEADERSHIP, CAMPUS PRINCIPALS, MIDDLE SCHOOL PRINCIPALS, TEACHERS, INSTRUCTIONAL COACHES, AND SIMILAR SUPPORT PERSONNEL ACROSS FISCAL ISD. AS PART OF THAT REVIEW, ADDITIONAL IDEAS WERE BROUGHT FORWARD ON HOW FRISCO ISD CAN IMPROVE THE LEARNING EXPERIENCE FOR ALL STUDENTS. THE COMMITTEE WAS VERY INTERESTED IN PURSUING OPPORTUNITIES TO CONTINUE TO ENSURE THAT ALL STUDENTS ARE BEING AFFORDED ACCESS TO A WORLD-CLASS RIGOROUS LEARNING EXPERIENCES. AFTER MUCH RESEARCH AND DISCUSSION, IT WAS DETERMINED THAT THIS INSTRUCTION CHANGE OF HAVING ONE LEVEL OF ILA, A SIMILAR STRUCTURE TO OUR SOCIAL STUDIES CLASSES AT OUR MIDDLE SCHOOL, WOULD TAKE PLACE VIA PHASED IN APPROACH. PLEASE KNOW THAT A GOAL FOR THIS IS FOR ALL STUDENTS TO HAVE CHALLENGING AND DEVELOPMENTALLY APPROPRIATE LEARNING EXPERIENCES. THIS PILOT IS FOCUSED ONLY ON ILA AT THE MIDDLE SCHOOL LEVEL, AND IT'S DESIGNED TO PROVIDE MORE STUDENTS ACCESS TO INCREASED RIGOR AND ADVANCED INSTRUCTION. OUR EDUCATORS WHO WILL INCORPORATE A HIGH LEVEL OF RIGOR TO PREPARE LEARNERS FOR ADVANCED CLASSES AND OTHER SUBJECT AREAS, [03:00:02] AND IN HIGH SCHOOL, SUCH AS ADVANCED COURSES, AP COURSES, IB COURSES, OR DUAL CREDIT COURSES. IT'S BEEN OPT OUT FOR MANY YEARS AT OUR MIDDLE SCHOOL LEVEL AND WE FOLLOW THE RECOMMENDATION OF OUR STUDENT HEALTH ADVISORY COUNCIL WHO THIS YEAR HAS SPENT AN AWFUL LOT OF TIME LOOKING AT SEVERAL DIFFERENT PROGRAMS AND HAVE AGREED TO FOR THIS NEXT YEAR CONTINUE THE AIM FOR SUCCESS PROGRAM THAT WE PARTNER WITH. [03:05:04] THAT IS AN ABSTINENCE-BASED PROGRAM. THEY ARE FOLKS FROM A THIRD PARTY TO COME OUT AND PRESENT TO OUR STUDENTS SO THAT THERE'S NOT AN EMBARRASSMENT TALKING ABOUT, ASKING QUESTIONS OR HAVING THESE CONVERSATIONS WITH THEIR TEACHERS. IT'S BASED, AGAIN, SPECIFICALLY ON ABSTINENCE. PARENTS HAVE ALWAYS HAD THE ABILITY TO OPT-OUT, AND WE'VE ALWAYS HAD THE ABILITY FOR PARENTS TO VIEW THE MATERIALS. WE HAVE A VIEWING EVENING, USUALLY SEVERAL WEEKS AHEAD OF THE CLASSROOM PRESENTATIONS AND PARENTS CAN COME IN AND TAKE A LOOK AT WHAT'S BEING PRESENTED AND ASK QUESTIONS. THEY CAN OPT-OUT AND THEY'RE GIVEN AN ASSIGNMENT TO COVER THE STANDARDS OF WHICH STUDENTS ARE RESPONSIBLE FOR OR THEY GO THROUGH THE PROGRAM. WE HAVE BEEN LOOKING AT SOME DIFFERENT PUBLIC COMMENT AND STUDENT COMMENT AND TO EDUCATOR COMMENT AND HAVE PARTNERED WITH ANCIENT SUCCESS AND THEY ARE MAKING SOME ADJUSTMENTS TO THEIR PRESENTATIONS FOR THIS NEXT YEAR. WE'LL CONTINUE TO MONITOR THAT THIS YEAR AND THEN POSSIBLY CONTINUE TO LOOK THROUGH STUDENT HEALTH ADVISORY COUNCIL AT SOME POSSIBLE OPTIONS IN THE FUTURE. BUT IT'S IMPORTANT TO NOTE THAT THE STUDENT HEALTH ADVISORY COUNCIL IS MADE UP OF EDUCATORS AS WELL AS CITIZENS THAT PROVIDE THIS INPUT AND THEY ARE GIVEN A SIGNIFICANT AMOUNT OF AUTHORITY TO HELP US MAKE THESE TERMINATIONS. >> I WANT TO BE CLEAR.
